Energy Efficiency Partnership Programs » The SCG 2013‐2014 Partnership programs build on the success of the 2010‐2012 programs and add a number of new partnerships. Our goal is to provide services to local communities, cities and facilities belonging to local governments that can help them reduce both operating costs and green house gas emission levels through energy‐efficiency. » Three types of Partnership Programs:  Local Government  Institutional  Other (with entities not categorized above but we still manage)

Municipal & Commercial Programs: Energy-Efficiency Rebates Improving the energy efficiency of your municipal facilities can help reduce operating costs and greenhouse gas emission levels Business Rebates : SoCalGas offers cash rebates of up to $200,000 per business customer, per year for qualifying commercial as well as foodservice equipment.

Municipal & Commercial Programs: Energy-Efficiency Incentives Incentives: Program encourages local governments and businesses to move forward with comprehensive energy efficiency projects and process improvements not represented by our rebate program. Qualifying projects include:  Equipment replacement  Process improvement  New construction utilizing the Systems Approach  Savings By Design

Energy Efficiency Calculated Incentive Programs (EECIP): The EECIP offers financial incentives and recognition awards for a variety of energy‐saving projects. The incentive is based on yearly therm savings. The more therms you save, the greater your incentive. Calculated incentives are awarded as follows:  Incentives are paid at $1.00 per therm saved, up to $1,000,000 per project, and up to $2,000,000 per premise per year  or 50 % of the project cost.   

Under this program, the customer will need to follow a multi‐step process using forms supplied specifically for this program by account representatives. Forms and approval must be obtained prior to purchasing the equipment. Additionally, pre‐ and post‐inspections may be required. EECIP includes both retrofit and new construction (NOT commercial new construction). Visit: socalgas.com/for‐your‐business

Municipal & Commercial Programs: Energy-Efficiency Services Energy Resource Center: Take advantage of the many seminars and training opportunities at the Energy Resource Center, located in Downey. ERC offers a variety of technical training for customers, and many seminars at no‐cost. The Food Service Equipment Test Center is the largest facility of its kind in the United States. The center provides customers with a total energy efficiency experience including: over 130 pieces of foodservice equipment, equipment demonstrations , training, and valuable rebate information.

Financing Options: On-Bill Financing Interest‐free, On‐Bill financing for installation of energy‐efficiency measures covered by the SoCalGas rebate/incentive programs. Project:  Must qualify for a utility rebate/incentive program (commercial, industrial, taxpayer‐funded, and non‐owner occupied Multifamily housing).  Non‐Public Purpose Program (PPP) ratepayer‐funded sustainable revolving loan pool of $3.5M.  Loan term is tied to the payback period of the project.  Customers can receive both an OBF loan and a rebate or an incentive.

Credit:  Applicant’s account must be in good standing.  Applicant must be a customer of the utility (active account) for at least 24 months in the same business, with at least 12 months of energy usage data at the current location.

Other Requirements:  Energy audit; pre‐/post‐inspection.  Loan is non‐transferable.  Loan Default will result in Meter shut‐off.

Financing Options: On-Bill Financing Loan Benefits:  0% interest, unsecured, non‐transferable.  Energy savings of project covers the loan installment.  Monthly loan payment is included on the utility bill.

Loan Amounts:  $5,000 to $100,000 per meter for NON‐INSTUTIONAL customers.  $5,000 to $250,000 per meter for INSTITUTIONAL customers (taxpayer‐ funded institutions such as counties, cities, school districts, etc.)  Eligible State of California accounts may qualify for up to $1,000,000.

Loan Term:  Loan term is tied back to the payback period; 10 years or useful equipment life (whichever is shorter) for local government institutions, including State of California accounts.  Five years or useful equipment life (whichever is shorter) for all other businesses.

On-Bill Financing: New Feature: Combined Premises  This “Combined‐Premises ” feature allows institutional customers to aggregate projects on different sites of the same customer as one so that the resulting combined total loan amount or overall project payback can meet OBF’s minimum loan floor or maximum project payback requirements.  This new feature is developed to assist institutional customers upgrade

certain gas using equipment common to multiple sites to higher efficiencies with zero percent financing. Without it, some energy efficiency opportunities may not be pursued due to lack of funding. For example, smaller equipment such as instantaneous water heaters are not likely to meet the minimum loan requirement individually.

Energy Upgrade California ™ Program: The Energy Upgrade California program was created to help California reduce energy use. It is a collaboration among California counties, cities, non‐profit organizations, the state’s investor‐owned utilities, and publicly owned utilities. Funding for this effort came from the American Recovery and Reinvestment Act (ARRA, also known as federal stimulus funds), California utility ratepayers, and private contributions. Incentives are administered by participating utilities; SoCalGas ®, Southern California Edison,® Pacific Gas and Electric Company® and San Diego Gas & Electric® .

Objectives: 1. Contribute to California Long Term Energy Efficiency Strategic Plan goals.   

Residential energy use will be transformed to ultra‐high levels of efficiency by 2020. The Heating, Ventilation, and Air Conditioning (HVAC) industry will be reshaped to ensure optimal equipment performance. All eligible low‐income homes will be energy‐efficient by 2020.

2. Build awareness of Whole House Approach. 3. Create a sustained market and jobs. 4. Change long term consumer behavior.

Upcoming changes (effective April 1, 2013) ‐ County of Los Angeles/RENs (Regional Energy Network) As mandated by the CPUC all IOU’s are to work with local governments (i.e. the County of Los Angeles, South Bay REN) to implement Energy Efficient Programs. Local Governments were granted authority to implement their own Energy Upgrade program (Flex Path). Final program designs will be coordinated between the IOU’s and RENs. This will be submitted via Advice Letter no later than April 1, 2013.

Energy Upgrade California ™ Advanced Upgrade Package Local Program: SCE/SoCalGas, LADWP/SoCalGas, MOUs/SoCalGas The Advanced Upgrade package is a comprehensive plan and must build upon the Basic Upgrade components. It is more customized package that tailors to the needs of each home  Comprehensive Energy Assessment  Incentives range from $1,000 ‐ $4,500  Comprehensive scope of work

 Measures focus on building envelope & major systems  Advanced must meet a minimum of 10% energy reduction based on the modeling software simulation.

Energy Upgrade California ™ Incentive Structure SCE/SoCalGas shared territory SCE(Edison) is the Utility Lead in the joint SCE/SoCalGas® service territories . Projects must be submitted to SCE to receive gas and electric incentive levels.

Energy Upgrade California ™ Incentive Structure SoCalGas is the lead Utility for projects located in Municipally Owned Utilities (MOUs) service territories such as Burbank, Pasadena, Glendale, Azusa, etc. Applications must be submitted to SoCalGas for the Gas incentive portion only.

* Project must be submitted first through the SoCalGas program for 50% of the incentive and then through PG&E program for the 50% balance of the incentive. ** Project must be submitted through SDG&E Program for incentive.

Customer Assistance Programs: Income-Qualified

California Alternate Rates for Energy (CARE) The CARE program provides a 20% discount on the monthly gas bill for eligible households. In addition, for those who qualify, and are approved within 90 days of starting new gas service will also receive a $15 discount on the Service Establishment Charge.

Energy Savings Assistance Program SoCalGas offers no‐cost energy‐saving home improvements and furnace repair or replacement services for qualified income‐qualified renters and homeowners.

Gas Assistance Fund (GAF) Is a voluntary effort to help customers respond to financial emergencies. This program is supported by generous donations from employees, shareholders and customers. Gas rates are not affected by the funds matched by the company.

Medical Baseline If someone in your household has a life‐threatening illness, is seriously disabled, or requires more heat in the winter due to a serious health condition, you may qualify for an additional 0.822 therms per day, billed at our lowest baseline rate.

Natural Gas for Vehicles: Part of the Clean Transportation Solution Natural Gas Vehicles

• Provide a cleaner, more affordable and abundant transportation fuel source. • NGVs produce 20‐30% fewer greenhouse gas emissions than gasoline. • CNG costs 40 ‐50% less than gasoline or diesel. • Produced here in North America – better for the U.S. economy.

California Solar Initiative (CSI): Thermal Solar Water Heating The CSI‐Thermal Program offers cash rebates to SoCalGas customers who purchase and install qualifying solar water heating systems in the following categories:  Single‐family homeowners  Multi‐family dwelling owners and/or property managers  Commercial & Industrial customers

Benefits Solar water heating can have a number of benefits, including:  Reducing the amount of energy used to heat your water  Lowering the cost of heating your water  Reduction of harmful greenhouse gas emissions

Rebates  Single‐family residential customers max rebate is $2,719  Multi‐family dwelling and commercial customers can receive rebates of up to $500,000 Applications must be completed online at csithermal.com

Resources: Statewide Energy-Efficiency Collaborative (SEEC)  

SEEC is a collaborative between three statewide nonprofits organizations and California’s four investor‐owned utilities. SEEC provides free technical trainings and resources to help local government representatives conduct greenhouse gas inventories, set GHG reduction targets and forecasts, develop climate action plans, and select appropriate climate and energy initiatives. Host venues for peer‐to‐peer networking and provided recognition to local governments and agencies that reduce greenhouse gas emissions and energy use.
