Summary Notes I. Welcome Courtney Kalashian opened the call and welcomed the group. Introductions followed. Laurel Rothschild noted an early departure time of 3:30 p.m. II. Report Back from partners on past topics 1. 2017 meeting schedule VIEW polled the P2P members, it was decided that 4th Wednesday from 3:00-4:00p.m. work for most members. The monthly meeting will occur via phone, and once every Quarter the group will meet in-person and include Utilities into the discussion. 2. TEC Change Order Two of the three TEC change orders have been received from SCE, a third Change Order is being developed to address a few of the missing items not fulfilled in the original change order. 3.
Community Outreach Ad Hoc Working Group ACTION: lead to compile LGP responses for community events (see 12/08/16 notes, section III, item 1) WRCOG is interested in starting a working group to discuss community outreach specific items. WRCOG will develop a list of Community events and distribute to P2P group for February Meeting.
III. Operations (issues, concerns, comments) 1. SCE Streetlight Incentive Issue Partnerships have heard that starting January 2018, all outdoor LED lighting measures will expire. 2018 expiring measures could greatly impact those 80 cities looking into acquiring and retrofit their streetlights. The impact in the WRCOG territory (16 interest jurisdictions) is roughly $3.5 million in incentives/rebated for the retrofit of roughly 60,000 streetlights. WRCOG plans to look into the reason for this expiring measure; whether due to CEC to-code requirements, CPUC direction, or an internal SCE decision. TEC also is scheduling meetings with SCE to similarly discuss. 2.
SCE staff changes Chris Malotte will no longer be leading Strategic Planning (SP) Activities Scot Mann – Orange County Cities Irfan – Ventura, Santa Barbara, Kern, VIEW, High Desert and Eastern Sierra partnerships. In addition, leads for core program coordination have been changed: o Scot Mann – ZNE and Strategic Planning, DR o Joanna Chang – Direct Install o Irfan – Hard to Reach Area Strategy o Bernard – Residential program o Brian – WISE 3P program

o Holly – Statewide, UC CSU institutional partnerships Detailed Partnership Plan due date extended to 03/17
4. Other Issues? There is a little confusion as related to the Strategic Plan application process. Multiple Partnerships have submitted applications regionally, then told to submit individually, then finally told to submit regionally under Partnership umbrella. The majority of Partners identify similar concerns, but that the final consensus is that Partnerships can bundle one or multiple cities under a single application. SCE requires City Council resolutions, or CM internal approval/signature, to confirm SP jurisdictional interest ACTION: SCE is pushing our procurement of vendors to 3rd quarter of 2017. CK to confirm. IV. Best Practice Sharing 1. NOC/CEP CMHP lunch and learn promotion effort CEP – provided a series of successful Comprehensive Mobile/Manufactured Home Program lunchand-learn. CEP willing to share with the group all developed presentations for this meeting. WRCOG, SBCOG, VIEW, and High Sierra Partnerships are interested in this best practice. ACTION: CEP provided developed slides to the group. 2. VIEW the Success! Luncheon VIEW shared the “VIEW the Success” recognition luncheon with the group. Elected officials, CM’s, and energy champions invited to celebrate the successes of the year as related to EE, DR, sustainability. VIEW experience high participation (60+ attendees) at this 1.5hr luncheon. VIEW partnership has been providing this luncheon for over 5+ years, each year growing in popularity. WRCOG, SBCOG, NOC are interested in replicating in their regions. ACTION: VIEW create a best practice and share with the group. Other Business 1. Upcoming Events Brea Workshop Benchmarking focused workshop as related to Strategic Plan and AB 802. Tentatively planning for some time in March. More to come.
