To: SCE Peer-to-Peer Working Group From: Peer-to-Peer Working Group Implementers Subject: Peer Group Comments regarding timing of Proposed Alternative to Reach Community kWh Savings Goals for ELP Timing and Introduction of Community Energy Efficiency Menu to LGPs Background During the Peer to Peer Working Group in December 2011, SCE stated that they were open to implementing changes to the ELP criteria in 2012. Specifically, the group discussed changes to the Community Savings requirements in 2012 since it was a major barrier for ELP elevation for many Partnership cities. In response to those concerns, at the March 2012 meeting, SCE brought forward a Proposed Alternative to Reach Community KWh Goals that included a Community Energy-Efficiency Menu. It was evident that SCE had given much thought to trying to make the alternatives simple; easy to understand and interpret; easy to evaluate by SCE; and easy to implement. There is no point system and the Partner cities could choose from the list of activities. Internally, SCE had connected with the core managers to make certain that the process was accepted internally. For the most part, the members of the Peer Group were very pleased with the essence of the proposal and thanked SCE for the effort. However, when SCE expressed concern in implementing the suggested Community EE Menu in 2012 and instead suggested that it be rolled-out in 2013 during the Transition Period, discussion followed about the negative impact that delay would cause for many of the cities. As a result, the Peer Working Group Implementers offered to capture their thoughts to propose how the roll-out of this new Community EE Menu could look in 2012. Timing Suggestion 2012 - Pilot new system ● April 2012: Identify a limited number of cities to participate in pilot program. This would be done by reviewing the cities’ current ELP status and target those that would have the potential to move up in the ELP if they were able to meet their community savings requirements through an alternative method. Cities would commit to participate in the pilot program in writing (email). They would enter the pilot structure based on their community savings achieved through Q1 of 2012. The table below provides several examples of the remaining community outreach requirements the cities participating in the pilot program would need to complete (Note: this table uses Q4 2011 data). ● April - June 2012: Implementers work with participating pilot cities to explain new criteria and develop implementation plans. LGPs begin to submit Community EE documentation to PMs. ● July 2012: Community EE Menu listed on Q2 ELP report along with Community Savings tracking. Pilot cities will have a modified tracking sheet noting the number of community outreach requirements remaining to move the next ELP step.

Late Q3 / Early Q4: Community EE Menu is reviewed at Peer to Peer Working Group meeting for possible adjustments in 2013 2013: Launch Community Energy Efficiency Menu as replacement to Community Savings criteria.
