Program Name: LGEAR: San Joaquin Program Number: SCEXXXX Quarter: Second Quarter 2010 1.
Program Description: LGEAR is a partnership program structure, which involves the creation of energy partnerships with cities and local governments to set energy efficiency goals and generate measurable, verifiable energy savings through identification of specific energy efficiency projects and community outreach activities. Projects are referred to Southern California Edison’s (SCE) and Southern California Gas Company’s (SoCalGas) core programs and can be residential or non-residential, including small, commercial and industrial businesses, municipal and other governmental agencies, and non-profit organizations. Low income and demand response programs will also be included.
2. Administrative Activities: The following activities took place in San Joaquin: o Ongoing monthly meetings with the partnership implementer, the San Joaquin Valley Clean Energy Organization for program planning and implementation. o The April monthly meeting included a presentation by Pete Zanzot of the SCE Cool Center Program. The Cities of Tulare and Lindsay both submitted Cool Center applications. o Tara Becnel of SCE also presented at the April monthly meeting on Demand Response in the Energy Leader Model and all partners successfully signed up for Flex Alerts. o Jurisdiction Partners filled out customer information forms to release their energy data records through December 31, 2012 to the implementer. This will be the beginning of benchmarking for Strategic Planning work. o Gas Company representative, Paulo Morais, presented on the current programs, rebates, and incentives available to customers at the May Partners meeting. In addition, Sandi Miller from the Tulare County Workforce Investment Board and Janelle Villalba from SCE’s AgTAC presented on the Residential Retrofit Forum that was held at AgTAC on June 2nd . o Implementing Partner staff, Courtney Kalashian and Maureen Hoff, and Visalia Partner, Kim Loeb, attended the Residential Retrofit Action Forum at the AgTAC Energy Center in Tulare on June 2nd. The event was co-hosted by the Workforce Investment Board of Tulare County and introduced important new state and federal programs, including the federal HomeSTAR program. o The implementing Partner, Utility Partners, and County of Tulare Partner, Gail Henry, met on June 2nd with the newly consolidated Capital

Projects/Facilities management team of Tulare County in order to educate them on the Partnership’s purpose, activities, and available programs. o Southern California Edison representative, Jesse Langley, presented on the current programs, rebates, and incentives available to customers at the June 3rd Partners meeting. o On June 8th, Implementing Partner staff, Courtney Kalashian and Maureen Hoff, traveled to the AgTAC Energy Center for the Small Business Community Outreach Event. Key topics included the General Service (GS-1) rate shift, SCE’s Energy Efficiency programs, and customer assistance programs including On-Bill Financing. o Implementing partner staff member, Courtney Kalashian, traveled to Downey, California for the June 14th All Partners Meeting. 3. Marketing Activities: The San Joaquin Valley: o The 2010 Marketing Plan was reviewed in the April Marketing Task Force meeting for feedback. Besides a few minor changes, all Partners agreed that marketing efforts should proceed as long as within budget. o The City of Lindsay held the first self-staffed partnership event at the City of Lindsay Earth Day event on Saturday, April 3. o The City of Lindsay and AgTAC held an AgTAC in the Community event at the McDermott Field House on April 14, 2010 from 5:30-8:30 p.m. o The MEU 2nd unit and Jurisdiction volunteers had a booth at the Visalia Earth Day Celebration on April 17, 2010. o Three of the eight Partner jurisdictions participated and exhibited fleet vehicles at the SCE AgTAC Earth Day event on April 30, 2010 from 3:30-6:30 p.m. On the same day the implementing partner was awarded a 2010 Environmental Hero of the Year award at SCE GO headquarters, in Rosemead. o The City of Woodlake held its Lions Rodeo on May 8 th and 9th. The MEU 2nd unit was present with bilingual staff to assist with any Spanish speaking attendees. o The implementing partner staff had a VIEW booth at the May 14 th Porterville Prospect Education Center Earth Day Celebration for K-6th graders and their parents. o Attendance at the monthly Marketing meeting had been at an all time low and implementing Partner, SJVCEO, decided at the June 2nd meeting to move the Marketing meetings to a quarterly system. o Two of the eight Jurisdictions worked with SJVCEO staff writers to produce ‘VIEW the Success’ stories that were published to the website. The implementing partner will collect multiple stories from each jurisdiction to create a rotating library on the site. Southern California Edison

2010-2012 Energy Efficiency Portfolio Quarterly Report Narrative o The Cities of Visalia and Lindsay had the MEU 2nd unit with bilingual staff at several of their summer Farmers Markets in June and July. o On Sunday, July 25th, the Partnership held an LED holiday light exchange at the Visalia Rawhide ‘Christmas in July’ promotional baseball game. A total of 10 strands were exchanged at the game and 7 more were exchanged the next day. Overall, the event was a success as the Partnership was well received and the exchange seemed to inspire great ideas for the exchanges to be held later in the year. 4. Direct Implementation Activities: The San Joaquin Valley: o A Jurisdiction Needs Assessment was developed and provided to all eight Jurisdictions. Face to face meetings were held with 6 of the 8 and the remaining meetings will be scheduled in September. o The monthly Partnership meeting was held on July 1 st where Strategic Planning was discussed. Courtney Kalashian, on behalf of the implementing partner, SJVCEO, after review by Executive Director, Paul Johnson recommended to the Partners that the US Green Building Council Central California Chapter (USGBC CC) be selected as a consultant to perform work assigned to the Long Term Strategic Plan menu options 4.1.1 and 4.1.3. All Partners agreed to hire the USGBC CC and work is scheduled to begin in August. Implementing Partner staff is scheduled to meet with USGBC CC consultant, Loren Aiton, in early August to discuss scope of work. 5.

Changes to staffing and staff responsibilities, if any: There was a minor, temporary change in implementer staff: Paul Johnson, SJVCEO Executive Director took a sabbatical and is scheduled to return in September. In the meantime, Courtney Kalashian has assumed his duties.
