Program Name: LGEAR: San Joaquin Program Number: SCEXXXX Quarter: Third Quarter 2012 1.
Program Description: LGEAR is a partnership program structure, which involves the creation of energy partnerships with cities and local governments to set energy efficiency goals and generate measurable, verifiable energy savings through identification of specific energy efficiency projects and community outreach activities. Projects are referred to Southern California Edison’s (SCE) and Southern California Gas Company’s (SoCalGas) core programs and can be residential or non-residential, including small, commercial and industrial businesses, municipal and other governmental agencies, and non-profit organizations. Low income and demand response programs will also be included.
2. Administrative Activities: The following activities took place in San Joaquin: o Completed all Partnership activity monthly and quarterly reports, as requested by the IOUs, and required by the CPUC, and submitted on time. o Maintained efforts toward document retention per the terms of Partnership implementation agreement. o Provided GAP services in accounting and bookkeeping. 3. Marketing Activities: The San Joaquin Valley: o The Partnership had a booth at the August 9th Hanford Employee Appreciation Night/Thursday Night Market and the September 28 th Woodlake Community Step Up event. Both events qualified for each city’s Demand Response requirement of a co-branded event. 4. Direct Implementation Activities: The San Joaquin Valley: o Monthly partnership meetings were held on August 16th and September 20th. The July partnership meeting was cancelled due to Independence Day. o Implementer finalized work with staff IT to create a Microsoft Access database to track all projects completed by jurisdictions throughout the life of the partnership in order to capture a holistic view of overall efforts. o Implementer traveled to Los Angeles to represent the partnership at the 3 rd annual Statewide Energy Efficiency Conference on July 18 & 19. o Implementing partner, SCE program manager, and SCE account manager met with City of Woodlake Public Works Director on September 10 th to discuss project opportunities. 2010-2012 Energy Efficiency Portfolio Quarterly Report Narrative o Implementing partner delivered SCE Summer Savings materials to local Chambers of Commerce within partner cities. o Implementing partner attended the Central California Local Government Partnership meeting in Santa Barbara on September 25 th. Discussion included navigating challenges such as political climate, engaging local elected officials, and funding. o Implementing partner organization, the SJVCEO, began SmartConnect promotional blog series in September to help prepare and educate the community on the deployment of smart meters in the Central Valley. 5.

Program is on target Program is exceeding expectations Program is falling short of expectations Explanation: The San Joaquin Valley partnerships have been well received. SCE, SCG, and the partners are working on additional activities to customize existing energy efficiency programs. The focus of the third quarter of 2012 was to finalize Strategic Planning activities.

Program Achievements (non-resource programs only): The San Joaquin Valley o Implementer focused on all Strategic Planning activities, including 4.1.1 Energy Action Planning, 4.1.3 General Planning language, and 3.1.1 Benchmarking.

Changes in program emphasis, if any, from previous quarter (e.g., new program elements, less or more emphasis on a particular delivery strategy, program elements discontinued, measure discontinued, budget changes, etc.). No change in focus from last quarter. In Partnership use of embedded Strategic Planning dollars, the implementer completed the major work with each jurisdiction to gather and input data from the EPA Portfolio Manager and craft a narrative for insertion in to the SCE provided EAP template. The goal of the project is to assist jurisdictions as they develop living planning documents that will guide their plan for energy projects, use, and financing for the future. The effort will take each jurisdiction through completion of the plan.

Discussion of near-term plans for program over the coming months (e.g., marketing and outreach efforts that are expected to significantly increase program participation, etc.) San Joaquin Valley: o Continual updates to Partnership website to highlight marketing events o Strategic planning implementation will continue. o Demand Response co-branded events to assist in tier level advancement

Changes to staffing and staff responsibilities, if any: Implementing partner, the San Joaquin Valley Clean Energy Organization (SJVCEO), hired a third team member, Deanna Cox, mid-September. Deanna assisted with Strategic Planning work in September and will continue to assist with the partnership as necessary.
