Program Name: LGEAR: San Joaquin Program Number: SCEXXXX Quarter: Fourth Quarter 2012 1.
Program Description: LGEAR is a partnership program structure, which involves the creation of energy partnerships with cities and local governments to set energy efficiency goals and generate measurable, verifiable energy savings through identification of specific energy efficiency projects and community outreach activities. Projects are referred to Southern California Edison’s (SCE) and Southern California Gas Company’s (SoCalGas) core programs and can be residential or non-residential, including small, commercial and industrial businesses, municipal and other governmental agencies, and non-profit organizations. Low income and demand response programs will also be included.
2. Administrative Activities: The following activities took place in San Joaquin: o Completed all Partnership activity monthly and quarterly reports, as requested by the IOUs, and required by the CPUC, and submitted on time. o Maintained efforts toward document retention per the terms of Partnership implementation agreement. o Provided GAP services in accounting and bookkeeping. o Continued active participation with the implementer partners Peer to Peer group. 3. Marketing Activities: The San Joaquin Valley: o The Partnership had a booth at the October 25th Porterville Chamber of Commerce Business Showcase. o The Partnership sponsored an LED holiday light display for one city block of Downtown Hanford with signage to discuss the benefit of LEDs. 4. Direct Implementation Activities: The San Joaquin Valley: o Monthly partnership meetings were held on October 18th and December 20th. There was not a November partnership meeting due to the November 1st VIEW the Success luncheon. o Jeremy Battis, ED, CPUC met with the local government partners and the implementing partner on Friday, December 7th in Visalia. The event was arranged between Mr. Battis and Kim Loeb at the City of Visalia. Southern California Edison

Program Performance/Program Status:
Program is on target Program is exceeding expectations Program is falling short of expectations Explanation: The San Joaquin Valley partnerships have been well received. SCE, SCG, and the partners are working on additional activities to customize existing energy efficiency programs. The focus of the fourth quarter of 2012 was to wrap all 2010-12 partnership efforts, including Strategic Planning work, and make sure partners and plans were in place to hit the ground running in 2013 when the new cycle begins. 6.
Program Achievements (non-resource programs only): The San Joaquin Valley o Implementer submitted Energy Action Plans for six participating jurisdictions. o Implementer focused on Strategic Planning menu item 1.1.6 in December and held two ‘Energy/Demand Side Management 101’ educational presentations – one for the City of Woodlake and a joint presentation for the City of Hanford and County of Kings.

Discussion of near-term plans for program over the coming months (e.g., marketing and outreach efforts that are expected to significantly increase program participation, etc.) San Joaquin Valley: o Preparation of partners and plans in order to be ready for the new 20132014 transition cycle. o Continual updates to Partnership website to highlight marketing events and other partnership activities/programs o Support jurisdictions in efforts to achieve community savings and tier level advancement through the new community savings menu options

Michael DeSousa replaced Hammad Chaudhry as the partnership’s SCE program manager. Alma Briseño replaced Paulo Morais on December 24, 2012 as the partnership’s SoCalGas program manager. 10.
