San Joaquin Valley Partnership Program April 2011 Focus: San Joaquin Valley kWh and peak kW reductions This Month’s Major Accomplishments: The monthly Partnership meeting was held on April 7th where Implementer discussed and previewed the ‘Benchmarking Made Easy’ guide. Guests from the City of Adelanto, a fellow Partnership, attended the meeting to begin a best practices sharing process between the Partnerships. Ms. Belen Cordero shared with the implementer that the visit had been hugely helpful in providing ideas, and that she would plan a return visit later in the summer. Implementer continued coordination with Synergy Companies and both utilities to initiate promotional efforts for the Comprehensive Mobile Home Program. With support of the City of Tulare’s Interim City Manager, Dan Meinert, in the form of a signed letter, Synergy contractors were allowed to go door to door promoting this comprehensive direct install opportunity in three mobile home parks that originally prohibited the direct solicitation. These three parks translate to an additional 238 potential units that would not have otherwise been touched by the program. In addition, a press release was distributed to local media on April 14th regarding efforts in the City of Tulare. The Partnership had a booth with the second Mobile Education Unit at the Porterville Iris Festival on Saturday, April 16th. Implementing Partner attended a Benchmarking workshop at AgTAC on April 19 th to aid in Strategic Plan efforts for uploading jurisdiction energy usage data into the EPA’s Portfolio Manager. Implementer reached out to jurisdictions to collect necessary data and plans to upload all in Portfolio Manager by June. Implementing partner traveled to Bakersfield on April 28th to participate in the Kern energy Watch meeting, in an effort to share best practices between partnerships. Key Issues or Emerging Concerns: Implementer has reviewed, with utility program managers, CPUC Decision 11-04-005. Initial questions were answered in the mid-month call, and the remaining concerns— regarding proxy benchmarking—will be submitted to the SCE program manager. Review of this decision and the SCG Benchmarking Policy Statement (04/25/2011) will occur at the May 5 Partner meeting. There is some concern that Strategic Plan 3.1.1—Benchmarking—is now behind schedule. The Implementer is working with the eight jurisdictions to gather specific information on the facilities for upload, but all eight jurisdictions are late on their return of information. The project is now planned for completion by July 31, 2011. The utility program managers, with the Implementer, have determined that work on Strategic Plan 4.1.1—CAP template—will be completed by the Partnership utilizing the recently released ICLEI CAP template, and not pay an outside consultant for the work.
Any budget amendments and a new scope of work will be submitted to utility program managers. Upcoming Milestones The Partnership will have a booth at the May 6th Porterville Prospect Education Center Earth Day and May 13th Kings-Tulare Senior Day. Local Public Affairs, in cooperation with SCE Outreach will bring the 1st Unit MEU to the VIEW region May 8th through 13th. LPA will work with Implementer to find community events or schools in the unincorporated County areas. Implementer will continue work with jurisdiction partners to update the Detailed Partnership Plan as work progresses.
