Meet Anza resident Kit Ray. Generous, friendly, professional and tough as nails, 82-year-old Ray has been a solid fixture in Lake Riverside Estates as a security officer for over 20 years. She has
chased down speeders, reunited lost dogs with their distraught families, watched the children get safely off the school buses, performed wellness checks, investigated suspicious activity, coordinated with the sheriffs, kept a close eye on board meetings and more. Ray has been-there, done-that and seen
practically everything. In her days before Lake Riverside Estates (LRE), she used to work at the market in Anza, where unfortunately she developed tendinitis in her elbows. She considered a change of venue and enrolled in the Security Officers Training Academy in San Bernardino. With

Hamilton K-8 School teamed up with Anza Valley Artists to present a special evening for both children and parents Wednesday, Feb. 15. Combined with a presentation from the California State PTA “School Smarts” Coordinator Tiffany Parry, the educational event, held from 4:30-6 p.m., was a huge success with the multi-purpose room filled to capacity. Several members of the Anza Valley Artists were on hand to display their various works as inspiration for the children. Artist Dan Hare led the participants in a drawing lesson, using an overhead projector and sample cartoon handouts. The results were stunning, as he instructed attendees, step-bystep, to create identical characters. Everyone was proud of their work. There were oil and acrylic paintings, gourd and rock art, pencil

From the time he was a small infant, 2-year-old Zayden Matthew Wilson loved to play in the mud. His mother Heather Marie Wilson enjoyed letting him do just that. Little Zayden looked forward to off road rides in the truck, cavorting with his siblings, playing on his parents’ ranch and going on adventures. But Tuesday, Jan. 31, Zayden was found floating in a relative’s pool. He was rushed to the hospital in critical condition. Relatives and friends, and perfect strangers, lit up social media with prayers and support. A special Facebook page, “Prayer War-
riors for 2-year-old Zayden” was organized to keep well-wishers informed of Zayden’s progress. Dalia Lammon organized a candlelight vigil and prayer service at the Community Hall in Anza on the evening of Feb. 7. The support for this tiny boy and his family was heartwarming and hopeful. As the community came together, they prayed for a miracle. Tragically, Zayden succumbed to his injuries Feb. 12. “Anyone that knows me knows that was my baby and my world,” his mother Heather Marie Wilson posted online. “I want to thank everyone who prayed for my son this last week. I am sad to say

Rumble strips are used on undivided highways like Highway 371 to reduce crossover and run-off the road traffic accidents. If a driver in tired or not paying attention to his or her driving the vehicle tires hit the rubble strips making a noise and vibrations that hopefully wake the driver up and pay more attention to the road and surrounding traffic.
Caltrans will lay down the rumble strips on Highway 371 from Wilson Valley Road to Cary Road and from Kirby Road to State/Route 371/74 junction on the existing shoulder and centerline, explained Elaheh Handipour, Caltrans PE project manager. The project is currently in the engineering phase with Caltrans engineers developing the Environment Impact Report and asking agencies like the U.S. Forest Service, Fish and Wildlife and other conservation agencies to weigh in on the report if they believe it will have an impact on the environment. Once the EIR report is completed and approved the work may begin in late 2018. The rumble strips will follow the recent shoulder widening and construction of left turn lanes at Barham Avenue and Highway 371. Caltrans on the residents’ request, painted centerline and left turn lines on the highway that runs through the village business area.

New weed in Anza Borrego threatens wildflower bloom Chris McDonald NATURAL RESOURCE ADVISOR UNIVERSITY OF CALIFORNIA COOPERATIVE EXTENSION A new and highly invasive weed is spreading in Borrego Springs and in Anza-Borrego Desert State Park (ABDSP). Volutaria (Volutaria tubuliflora) was first discovered in Borrego Springs in 2010 in ABDSP. It has also been discovered in Chula Vista and Newport Beach. In the past six years, Volutaria has been found in over 20 locations in Borrego Springs, making it the largest of the three known Volutaria infestations. It is unknown how Volutaria arrived in California; it is, however, making itself an unwanted guest and threatening desert and coastal communities. Volutaria poses several threats to the Park. Volutaria can grow in thick stands potentially reducing native wildflowers. It grows taller than most wildflowers, shading out its native neighbors. And because Volutaria is taller and much less attractive than the native wildflowers it can obstruct the brilliantly colored wildflowers, leading to a reduced spring flower bloom. Volutaria also does not appear to be very palatable to wildlife. While caterpillars and rabbits have frequented populations of wildflowers adjacent to Volutaria plants, most Volutaria plants show limited signs of grazing. It is possible that Volutaria contains chemicals that leave a bad taste in the mouths of herbivores. This means that as Volutaria increases in numbers and crowds out native plants there is less food available for native herbivores including rabbits, butterfly and moth caterpillars, and even pollen for our numerous bee species.
In Borrego Springs, Volutaria grows abundantly along roadsides. This means that visitors may inadvertently pick up seeds on their clothes, boots, pets, cars and bikes as they spend a day, weekend or month in Borrego Springs and then carry them a long distance back to their home. They can also accidentally spread the seed locally by visiting an infested site with mature seeds and then unknowingly carry the seed to a new stop later in their trip. Cleaning equipment and clothes before and after a trip is one way to prevent the spread of Volutaria. Without containing the spread of Volutaria the chances of eradicating this weed are greatly reduced. Volutaria is in the sunflower family and has relatively small unattractive flowers. It is closely related to knapweeds and star thistles. These two groups of plants are well-known among botanists and land managers across the Western United States because they contain numerous and noxious weeds including yellow star thistle (Centaurea solstitialis) and spotted knapweed (Centaurea stroebe ssp. micranthos). This is the first introduction of Volutaria tubuliflora in North America and it threatens to be just as invasive as its close relatives. In its native range in the Mediterranean and North Africa, Volutaria can occupy a variety of habitats from disturbed areas, grazed pasture, farms, rocky slopes, extremely dry deserts and coastal plant communities. All of these types of plant communities are found in Southern California. ABDSP contains several of these habitats and the potential for this weed to flourish locally and across the region is high. So far, most Volutaria populations are in the

central portion of Borrego Springs and in locations that are easy to access. Other weeds in ABDSP are in very isolated and difficult to reach locations, which hinders their removal. Despite the ease of accessing Volutaria populations, it is spreading rapidly and without a significant effort to control this weed it could spread beyond our capacity to eradicate it from California, creating another threat to our deserts. One of the ways visitors can help is to learn more about Volutaria: how to identify it, how to keep it from spreading, how to keep it out of yards and volunteering to pull it. ABF will be working with Anza-Borrego Desert State Park to organize weekly volunteer weeding events every Thursday continuing through March 30. It’s nice to know someone who is so loved by our community that’s doing the best job, working so hard and covering such a large area to keep a watchful eye out for all of us.” An avid horsewoman and animal person, Ray always has horse treats and dog biscuits on hand for the neighborhood children. She has an uncanny ability to identify misplaced pets and remembers just about everything in regards to people and places, making her the definite go-to person in many situations. She tells of a humorous incident where she noticed a female driver slowly rambling about, looking at

Ray stopped and asked if she could be of assistance and the lady inquired, “How long have these roads been dirt?” Ray quickly replied, “Not long, we dug up all the pavement especially to make more dirt!” Both women had a good-natured chuckle. March 2015 saw Ray hospitalized for major heart surgery. Residents instantly raised over $2,500 to aid in her bills and athome care. She was humbled by the huge outpouring of concern and support. Back patrolling in record time, Ray was doing the “best job for LRE and the company I work for.” she said. “People have been fantastic to me. I love this place,” she said. She is a true asset to the community. Ray can be seen most days cruising in the new Nissan security truck, now employed by MPS to keep watch over LRE goingson. She shares this responsibility with Security Officer Marvin Coats. “She loves being a security officer and loves her job very much. She is the most dedicated officer I’ve ever met,” said Coats. What of the future? Ray explained that she looks forward to every day working and will continue to do so for many years to come.

After the art lesson, she ushered the children out of the room for supervised play and introduced California State PTA School Smarts Coordinator Tiffany Parry. For the parents, Parry outlined the School Smarts Parent Engagement model, an award winning, research-based program to assist parents in helping their children succeed in school. Benefits of the School Smarts program include increased knowledge on how to support your child in school, a better understanding of the California K-12 education system, greater confidence in effectively communicating with other parents and school staff and information on how to be involved in decision making and taking part in leadership roles. The School Smarts plan is designed for parents and presented in a Parent Academy. Trained facilitators lead seven interactive sessions two hours each in length. The course includes a professionally developed curriculum, multimedia presentations, individual and group activities, art instructional activities, homework assignments and discussions. Child care and refreshments are provided. Most of the parents attending agreed that the program was of interest and will be participating in the School Smarts Academy slated for March 1. Growing up in Anza; Andy the Donkey Man Kathie Beale SPECIAL TO ANZA VALLEY OUTLOOK
Growing up in Anza we had many colorful characters come down our highway; one such man was Andrew Rolen, also known as Andy the Donkey Man. Let’s start from the beginning. Andy was born in Connecticut and raised in Newark, New Jersey. At a young age, Andy joined a peddling wagon that sold fruit and vegetables. In 1915 he hopped upon a freight train and traveled the system for many years. He landed in the Fresno area where he drove mule teams for construction companies. That’s where he gained his love for donkeys. He soon got bored with that and hopped once more on the freight system landing in the Palm Springs area in 1931. For 42 years, Andy the Donkey man had been a squatter on some of the most expensive property in the desert, “Can’t complain about the rent” he would say, ‘when I am run off I just find another place.” His neighbors included millionaires and movie stars and he even lived down the road from President Eisenhower. Andy gained national recognition when he was featured on a CBS series “On the Road with
Charlies Kurault” in 1973. It was a familiar site for the desert community to see Andy hauling water to his tethered donkeys. Andy’s home was a dilapidated homemade sheepherder’s cart which fit his nomadic and unusual lifestyle. Andy grew tired of the long hot summers, so he gathered his belongings, his homemade cart and his train of donkeys – 35 in all – to make the 35-mile trek up Highway 74 to Lake Hemet and surrounding mountain area to the cooler temperatures. Andy made his living giving children donkey rides for 50 cents, “Current price for once around ‘his’ 7 acres.” He would say. Andy was no stranger to the Highway Patrol, when stopped he said, “I was going against traffic, just like ya suppose ta, just like I have always done for 42 years.” Andy fought a ticket in court for $5 and the judge told him, “Go ahead and walk where you have been Andy.” In 1969, Andy would be hit by a drunken driver killing three of his donkeys destroying his cart and putting Andy in a coma for 11 days. He was lucky to be alive. Good Samaritans Rod and Millie Bartow collected enough money
to buy Andy a used travel trailer; Andy’s comment was, “There ain’t no place to hook up my donkeys so what use is it.” At the age of 73, Andy the Donkey Man would be hit by an automobile as he was crossing Highway 111 new year’s eve, 1973. The driver was not cited, saying Andy came out of nowhere. The police warned him many times about walking to close to the highway because Andy was losing his eyesight. The desert’s most colorful and controversial figure was dead. My memories of this man include seeing his long train of donkeys, every one not missing a step along our mountain roads. My dad made comments of how dangerous this man and his fellow companions made our roads. I remember Eddie Caine taking Robbie Taylor, my brother, Nick and I to Lake Hemet to ride his donkeys. Man who plotted with Jihadi terrorist pleads guilty Paul J. Young SPECIAL TO ANZA VALLEY OUTLOOK
A confidant of one of the husband-and-wife terrorists who carried out the 2015 massacre in San Bernardino pleaded guilty Thursday, Feb. 16, to charges that he conspired to commit acts of terror in Riverside. Enrique Marquez Jr., 25, admitted one count each of providing material support to terrorists and making false statements in the acquisition of firearms. In exchange for his admissions, the U.S. Attorney’s Office agreed to drop related charges of marriage fraud, immigration visa fraud and lying on a federal document. The defendant entered into the plea agreement with the federal government Tuesday, Feb. 14, and the hearing before U.S. District Judge Jesus Bernal was to formally acknowledge the stipulations. Bernal spent more than 10 minutes questioning Marquez, who stood before him in handcuffs and a white jumper, noticeably overweight. The judge inquired as to Marquez’s mental state and learned that the defendant was receiving psychiatric therapy and taking lithium. When Bernal asked about the specific disorder for which Marquez was being treated, the defendant replied, “I’m not sure.” Members of his family were on hand, along with a number of law enforcement officials and a large media contingent, requiring a second courtroom to be used for overflow and observation via large-screen TV monitors. Bernal scheduled a sentencing hearing for Aug. 21, at the federal courthouse in downtown Riverside. Marquez is being held without bail at the federal deten-
tion center in San Bernardino. “This defendant collaborated with and purchased weapons for a man who carried out the devastating Dec. 2, 2015, terrorist attack that took the lives of 14 innocent people, wounded nearly two dozen and impacted our entire nation,” U.S. Attorney Eileen Decker said Tuesday. “While his earlier plans to attack a school and a freeway were not executed, the planning clearly laid the foundation for the 2015 attack on the Inland Regional Center.” According to prosecutors, Marquez was a close associate of 28-year-old Sayeed Rizwan Farook, who teamed with his wife, 27-year-old Tashfeen Malik, to carry out the rampage at the IRC during an employee Christmas party. Both died a few hours later in a gunbattle with police. Marquez stated on a Bureau of Alcohol, Tobacco, Firearms and Explosives form that he was the actual buyer of the two highcapacity semi-automatic rifles with which Farook and Malik armed themselves. “Marquez purchased two of the weapons used in the terror attack ... a horrific act which led to great suffering and a lifetime of pain for the survivors and for the loved ones of those murdered,” said Deirdre Fike, assistant director in charge of the FBI’s Los Angeles field office. “Marquez provided these weapons to his associate, Farook, with whom he conspired to plot chilling terror attacks.” The defendant moved to Riverside and met Farook, his next-door neighbor, in 2005. Under the future jihadi terrorist’s sway, Marquez converted to Islam, after which he adopted a radical philosophy, and by late 2011, the pair were preparing to perpetrate terrorist attacks, prosecutors say.
According to the U.S. Attorney’s Office, Marquez admitted making plans with Farook to commit mass murder at the library or cafeteria of Riverside City College. The two men also schemed to go on a killing spree on the eastbound Riverside (91) Freeway during afternoon rush-hour, identifying a particular section of roadway that had no exits, according to the FBI. The defendant backed out of the terrorist plots in November 2012 after the arrests of four Inland Empire men who were gearing up to join the Taliban in Afghanistan. All four were convicted and sentenced to between 10 and 25 years in prison. Marquez also engaged in a sham marriage with a Russian immigrant, who is the sister-inlaw of 31-year-old Syed Farook, the terrorist’s elder sibling. Mariya Chernykh, 26, and Marquez went all-out to make their fake nuptials appear legitimate, taking staged family photos, creating a joint checking account and a back-dated lease that implied they shared a marital residence, enabling her to remain in the country and collect benefits, according to court papers. Marquez and Chernykh signed immigration documents, under penalty of perjury, falsely stating that they both lived at the same Riverside address, prosecutors said. However, Chernykh eventually moved in with another man in Ontario, while Marquez received money from her as part of the arrangement. Last month, Chernykh admitted charges of conspiracy, perjury and making false statements to federal officials. She’s slated to be sentenced Nov. 20. In a separate plea agreement, Syed Farook admitted a conspiracy charge. He’s slated to be sentenced Nov. 13 – the same day

A major campaign promise of President Donald Trump was to “drain the swamp” in Washington D.C., but anyone the least bit familiar with the Constitution as designed by the Founding Fathers understands that it automatically does this if adhered to strictly, which neither major political party has done for most of a century. That is why we have the swamp to drain now. Swamp drainage is not new. Collectively, the Founders were against big government, which they had experienced and rejected by revolution. The “swarms of officers to harass our people, and eat out their substance,” noted in the Declaration of Independence, ended with the Articles of Confederation and the Constitution was designed to prevent its return. State government already predated the Revolution, by in the case of Virginia, 157 years, and it was the states that performed the primary role in both early national Constitutions to organize a federated government, not to dominate or replace them, but to perform the functions they collectively viewed as national. Under federalism, two governments would coexist: the federal to handle primarily foreign-related issues and the states in domestic issues—neither master nor servant to the other. Both the Articles of Confederation and the Constitution specifically were designed to harness the federal government from expansion in light of George Washington’s famous analogy. “Government is like fire, a dangerous servant and a fearful master.” The first contract placed too much restriction on the federal government necessitating in the Constitution a readjustment, but in each case states played the primary role in the readjustment. The first division of power is
between the states and the newly created federal government with the states getting all power not specifically assigned to the federal government. Again, this division predates either national contract. The Constitution then divided federal power into three coequal and separate branches of government: the Legislative, Executive and Judicial. Each with specific and limited grants of power, and each designed to serve as a check on sister branches preventing them from growing that power. The legislative branch was to make “all” federal law as stated in Article I, Section I with House and Senate members fully reading and understanding every law or rule placed over the people. It has no authority to create unelected bureaucracies to make laws for them, which goes far in draining the swamp. However, their ability to make “all law” in Article I, Section I was restricted to just four areas as per Article I, Section 8: to tax, to pay debts, to provide for the general welfare and to provide for the national defense. Taxes were to “be uniform” throughout the states, and there were no qualifiers on “to pay the debts.” General welfare and national defense were far too vague and subject to wide interpretation and abuse thus the semicolon following Clause I; Clauses 2-9 defined what was general welfare, and Clauses 10-17 defined what was national defense, giving them much needed specificity too. Most of the swamp is housed
under Congress’s failure to accept the limitations of this section of the Constitution. Today they legislate as though there were no limitations. Consequently, whether challenged by the Supreme Court or not, most federal law is outside the Constitution, and the “swarms of officers to harass our people, and eat out their substance,” are found in the programs they created without specific constitutional base. For example, they created Social Security, Medicare, food stamps, environmental protection, climate control, “Obamacare”, growth of federal land without military purpose, foreign aid, nation regime change and the creation of regional or international governments like the United Nations that impacts our national defense, to name a few. All of these laws should have been added to the Constitution by way of amendment, which requires three-fourths of the states to approve or not, as required in Article V. Draining the swamp would include the thousands of people who manage these programs, because if we really followed the Constitution, most of these functions would not exist or would have been incorporated by the states that wanted them. At any given time, nine to 15 thousand lobbyists hang around the legislators trying to entice them to go off the Section 8 list and make law that benefits the lobbyists’ interests in exchange for election contributions. Legislators fall like over-ripe fruit to this ploy. Certainly congressional adherence to the

Constitution would remove most of them. The president too is limited to a list housed in Article II, sections II and III, as is the Supreme Court in Article III, Section II. Neither has constitutional authority to create swamps, but they can impact them, the president by executive orders and the Court by rulings that give legitimacy to swamps created by its sister branches. All other power was reserved to the states as per Amendment 10 of the Bill of Rights. So serious swamp drainage would follow serious adherence to the Constitution, which Congress has shown little interest is following. Constitutionally, they have no authority to do anything that is not listed, or added to the list by way of amendment to the Constitution. Ignoring Article I, Section 8 gives them power to exchange legislative favors for campaign contributions, which keeps them in office. Although Trump appears to be serious about swamp drainage, both major political parties like swamps. Until that ends, real swamp drainage is not likely to happen any time soon.
