In preparation for the annual Anza Electric Cooperative in July a call has gone out to members who might be interested in becoming members of the board. There will be three three-year seats open and a one-year at seat with elections coming July 22 at the AEC Annual Membership meeting. This year four positions are open; one three-year position from District I, one three-year position from District II and two positions from
District III, according to Katherine Maciver, AEC member services manager. In District III, one position is a standard three-year term and the other is a one year term due to the recent resignation of Joel Carlisle. Petitions are due in the AEC office no later than May 24 and each petition is required to contain 30 valid member signatures. Director candidate petitions are now available at the AEC headquarters 58470 Highway 371 in Anza.

A group of Anza volunteers and Community Hall board members pitched in Saturday, Feb. 25, to strip the floors of the community building in preparation for improving the floor support and tiling expected to begin this week. The necessary renovations, re-
quired by the Riverside County Health Department, have forced the temporary closing of the Community Kitchen and Hall for at least two weeks. Much of the Community Café improvements have been made but more is needed to keep it open as a commercial business. The hall Board and community

Noel Donahue, Anza Community Building, Inc., reports in a Letter to the Editor in this issue of this Anza Outlook newspaper explaining in detail the problems faced by the new ACB Board in bringing the building, serving as the centerpiece of community meetings and special events, up to County health standards and now to meet Federal Government grant requirements. An approved $162,246
Community Development Block Grant Program, the board learned has strings attached to it that they have found difficult to meet since the CDBG grant is only paid after the recipient pays for the work themselves first and all improvements made are inspected and approved by the grantors. The board took out a $40,000 loan from the Bank of Hemet to help since the annual income from the Hall to the ACB is usually less than $50,000. It was the first time the Hall board has had to take out a bank loan, according to reports. Bill Donahue, board member, Saturday said after working on the floor with volunteers, “You
can’t believe what we have to answer too.” Every step in the renovation process needs to be documented and approved by the grantors and the major work on the building done with local labor at the prevailing wage. The board in initially believed that much of the work could be done by volunteer workers and did not have the cost of the outside labor built into the initial $193,750 budget leaving it $31,504 short. The result was the board had to apply for another CDBG grant. The details of the renovation process and grant issue is written the board letter on page (A-6) of today’s Anza Outlook.

However, we feel it would be irresponsible to dismiss the professional advice given us to obtain proof of insurance. Therefore, effective immediately, all renters of the schoolhouse or park are requested to provide proof of liability insurance for their meeting or event. Please note that this requirement only affects groups or individuals who rent the facilities; it does not prevent general usage of the park by the community.
ANZA – Anza Civic Improvement League is the nonprofit organization that manages and maintains Minor Park and the Little Red Schoolhouse. The ACIL Board of Directors takes its fiduciary responsibilities very seriously. The new Board was seated in January, and obtained a copy of its insurance policy directly from the insurance company on January 25. The current policy was last renewed in 2016. The Board immediately noted concerns about a portion of the policy, and sought the advice of several licensed insurance professionals. All have advised the Board to require proof of insurance from any person or group renting

AEC from page A-1 Election results will be announced at the Annual Membership meeting July 22. In other AEC projects the SunAnza Solar project contractors have put up fences around the 20-acre site adjacent to the headquarters building with most of the grid connections completed and the array stanchions starting to go up in the next two weeks’ weather permitting, according to AEC General Manager Kevin Short. Once the approximately 8,000 arrays are completed and energized it will supply an additional two megawatts of power to AEC members to meet the growing demand for electricity in the Valley. Another 2 Megawatts of solar will
be constructed after that. The two electric car chargers are now operational in the parking lot. The charge boxes have digital instructions how they can be used for those owning the all-electric vehicles. Short said the ConnectAnza fiberoptic internet system is now about 75 percent completed with approximately 250 miles of cable being installed on AEC above ground poles. Thus far 1,400 Anza Valley residents have signed up for the high-speed internet service and many Anza Village businesses on Highway 371. Lambing, foaling, and kidding season has begun and the hills are resounding with the bleats of new and curious babies. Many of these little lives were introduced into the world during the mountain winter storms that struck recently. But amazingly, these brand-new creatures are nonetheless thriving. The gestation period for goats and sheep is five months, but horses take a full 11 months. The timing of many foals’ births have been meticulously planned by their human guardians. Renee Beckwith, a breeder of fine thoroughbred horses, explained. “Thoroughbreds, no matter what day they are born, are all ‘technically’ born on Jan. 1 of that year. For example, our foals that are coming
now and through May, the Jockey Club will assign their true dates of birth for registration, but for racing, when January 2018 comes, all of them will be considered 1-yearold. It doesn’t matter if they were born in January 2017 or May 2017, come January 2018 they will be ‘yearlings.’ “The race industry would like your horse to start racing at 2-years of age. Every horse that has ever won the Kentucky Derby and the Triple Crown started racing at 2,” Beckwith added. For her it is very important to try and breed early and to have an early foal so it has a fair chance in the racing business and they are the right age and physically able to do their job. Woman suspected of causing Aguanga crash while drunk AGUANGA – A 25-year-old suspected drunken driver involved in an injury crash near Aguanga was released from custody Friday, Feb. 24, after posting a $50,000 bond. Victoria Jewell Jackson of Warner Springs was arrested Thursday, Feb. 23, and booked on suspicion of driving under the influence resulting in injuries and being in possession of a controlled substance. According to the California Highway Patrol, Jackson lost control of her 1997 Volkswagen Jetta shortly before 2 p.m. while driving westbound on state Route 79, just east of Highway 371. CHP Officer Mike Lassig said 72-year-old Clara Collins, also of Warner Springs, was coming from the opposite direction in her 2011 Toyota Corolla and had no
time to react as Jackson’s vehicle abruptly turned in front of her, spinning “out of control.” The Toyota struck the Volkswagen’s left rear, leaving both cars a tangled mess, according to Lassig. He said both the suspect and victim were trapped in their cars, requiring extrication by the Riverside County Fire Department. Collins suffered moderate injuries and was transported to Inland Valley Medical Center in Wildomar for treatment. Jackson suffered a hand injury and was also treated at the hospital before she was booked into the Southwest Detention Center in Murrieta. The highway was partially shut down for two hours for the rescue operation and preliminary investigation, Lassig said.

Sometimes when this happens one or two are weak and off to a rough start. Time to bring the babies in the house for special treatment. Holt illustrated, “One of the quads had been shoved out of the way and was a little thin and she got a little cold in today’s weather. Letter to the editor To the Editor, I am really upset by the policeinvolved shooting in Whittier this week. Two police officers responded to an auto accident and upon arriving at the scene, the driver of the car opened fire with a semiautomatic pistol. Officer Keith Boyer was gravely injured and was pronounced dead at the hospital.
The other officer was wounded and is expected to survive. Officer Keith Boyer was described as ‘the best of the best’ by the Whittier Police Chief, a 27 year veteran who recently talked about retirement. Now let’s talk about the murderer of Officer Keith Boyer. He is a male Hispanic known gang member with numerous facial tattoos who
was released early from prison one week ago and at the time of the incident was in a stolen car and was a suspect in a murder earlier in the day. Plus, he had a long criminal history. When is our Governor and our State Representatives going to wake up and stop this madness of releasing ‘non-violent’ offenders
early? When are the voters in California going to wise up and stop passing terrible Propositions like Prop. 47 and Prop. 57? We need to FORCE our government to build more prisons to handle our prisoner population rather than just releasing them early. This ‘non-violent’ offender was out just one week and he killed Officer Keith Boyer and

Repeal, don’t replace, ‘Obamacare’ Harold Pease, Ph. D. SPECIAL TO ANZA VALLEY OUTLOOK
Republicans are criticized for not having a plan ready to replace the failed “Obamacare” as most of the 2016 Republican Party presidential contenders had promised its demise if elected. The House of Representatives made over 60 attempts to repeal The Affordable Care Act since its passage in 2010. So why has this not happened with Republicans now in control of the legislative and executive branches of government? Many Republicans like their new-found power over a seventh of the economy and are reluctant to give it up. They propose allowing insurers to sell across state lines, forming high-risk pools for people with pre-existing conditions, creating a tax credit to help people afford coverage, and “beefing up” health saving accounts. The basic difference between Republicans and Democrats is simply, “We can do it better.” Notice their use of controlling adjectives: allowing, forming, creating and “beefing up.” Health care would remain nationalized. Missed entirely is that the Constitution allows only the option of repeal. Anything more would require a new amendment to the Constitution transferring a new power, health care, from the states where it resided, to the federal government as per Article V. All power was distributed in 1787. Any rearrangement of that distribution requires a new amendment to the Constitution. Many do not know that we live under two political systems: one primarily national in function, the other primarily domestic. Thomas Jefferson expressed it best when he said: The states are not subordinate to the national government but rather the two are coordinate departments of one single and integral whole… . The one is domestic the other the foreign branch of the same government.” It’s called federalism – the two share power and are equal. Neither was to be subservient to the other and each was to have separate duties. So it is with federal and state governments as Jefferson suggested. The Founders, however, were aware of the nature of all governments to grow. George Washington said it best: “Government is like fire, a dangerous servant and a fearful master.” So one builds a fireplace before one brings fire into his home for warmth so that it does not burn down the home. That fireplace is the Constitution, in particular Article I, Section VIII. Simply, government grows. To harness this tendency both partners in government were given lists
of duties: the federal government Article I, Section VIII. Everything it did was to be clearly linked to an enumerated grant of power. Health care cannot be linked to an existing enumerated grant of power. The States, who created the federal government, retained unto themselves all other powers as per Amendments 9 and 10 of the Constitution. “James Madison wrote: “The powers delegated… to the federal government are few and defined. Those which are to remain in the state governments are numerous and indefinite.” That the federal government took this power unto themselves in 2010 is not constitutional authority to continue the confiscation. The advantages of federalism are enormous. States become laboratories of experimentation. States have the tendency to look at sister states for models and to borrow this from New Jersey and that from Oregon and yet something else from Alabama in refining their own programs. These places of experimentation work to everyone’s advantage. This process refines legislation and when enough states think it better handled at the federal level they, in a new constitutional amendment, can pass it to the federal partner. Citizens of a state not happy with experimental regulation can move to one of the 49 other states less controlling. Had our “power crazed” federal partner refrained from their natural inclination to take over health care we could have gone through this experimental process designed by our Founding Fathers and been able to identify the weaknesses or strengths while they were still geographically isolated. Only three states had tried state health care: Oregon, Massachusetts, and Hawaii. That was clearly not enough to identify the “pitfalls” in the area. The federal partner took a half-baked idea and made it mandatory on the whole nation, thus it failed. The Founders did not dare leave the vague phrase “general welfare” to future federal power grabbers. To prevent the interpretation that it meant “everything” they added clauses 2-9. Listed are 14 powers, five dealing with borrowing money, regulating its value and counterfeiting. The other nine included naturalization, bankruptcies, establishing post offices, protecting inventors and authors, establishing “tribunals inferior to the Supreme Court” and “regulating commerce with foreign nations and among the several states.” Health care, or anything remotely like unto it, is not listed. Who decided the division of powers—the states? And they kept that right to decide in Article V of

the Constitution. They forfeited only specific named powers that they could not reasonably do as states, as for example, a common currency. Why would they give any more power? They had just rejected the flow of power from the Colonies to Parliament and the resultant avalanche of rules descending from them in return. After all, the cause of the American Revolution was excessive government. Their intent

Being somewhat long of tooth, that is to say getting up there in years, I have had occasion to be fortunate in life to be the owner of a number of dogs. I know that there is a saying that a dog is man’s best friend; I guess that really depends on how much of a friend you are to the dog. I know that some dogs and men are hunting partners, and that’s about it. I know that to some folks their dog is nothing more than something they put up with and remove its waste and walk it, because, well, it’s the kid’s dog or the wife’s dog or the husband’s dog. I was raised, as were many others of my day, that dogs stayed outside. They were fed rabbits and other game, as well as some table scraps, and their primary function was to alert you of intruders onto your property or to protect livestock. Years ago this view changed for me. I came to own a small dog; the first small dog I had ever owned, a Jack Russell. She weighed about 1 pound when I got her; I could carry her in my coat pocket. When she was about 5 months old, I could not get away from her; she followed me everywhere I walked. She was always underfoot, and I have to admit that at times I got annoyed with her. But at the same time, I couldn’t help but realize that she
did it because she just wanted to always be near me. By eight months old, the energy burst hit. I had never in my life seen a dog so full of energy. She would run everywhere she went, and at the end of the day when most dogs were laying around, she would be running figure eights on the living room floor. Yep, she was the first dog I ever brought into my house, because she was so small I knew an owl or coyote or even a large cat could make a meal out of her. When she was one year old, she could jump an easy 4 feet off the ground from a sitting position. I used to sit on the front porch of my house and watch birds feed in a bird feeder that was on a 5-foot pole in the middle of my lawn. The bird feeder was about 20 feet from my porch. One day while enjoying the birds feed and my little Jack was lying on the porch, she sprang into action suddenly. Jumping from the porch, she ran full bore at the feeder. When the birds saw her, they took flight, but it was too late. She sprang five feet in the air and grabbed a bird in flight. At first, I thought it was a lucky catch, but as she kept catching birds, I finally felt so sorry for them I quit feeding the birds. I called her the “great white” because she sprang from below like a great white shark. Over the years, she went nearly everywhere with me. I took her in
my car to places I went. She always had a wag of her tail and a nuzzle for me, always wanting to be with me or go with me. We became almost inseparable. I could not sit down without her wanting to be in my lap. When I wasn’t feeling well, she was there to lie close to me. She knew when I wasn’t feeling well, and I think she also knew when I had a lot on my mind and would stay closer. When illness hit my family, I saw her lay beneath a sick bed for over 30 days. She refused to come out unless I reached down and took her out to do her business outside. Then it was right back under the bed; I had to feed and water her there. I have been the “friend” of this loving little animal for over 14 years. She developed diabetes, and as a result, went blind. Also, because of either her age or the disease, she has lost a lot of her sense of smell and some of her hearing. At times now, she gets cranky and growls at me when I move too fast around her. She has even snapped at me. I figure it like this. For most of her short life, she has loved me unconditionally, truly unconditionally; now it is the time for me to do the same. Some folks told me when she developed diabetes that I should have her put down; others say they wouldn’t have a dog that snaps at them. I figure it’s my turn.

Anza Community Hall Board President’s update Dear Editor, I had planned to wait until next month (the two-year anniversary of the election of the current board of directors) to write this letter but the inquiry from your reporter let me know that people are interested in an update on what is happening. So rather than wait until the Hall repairs are substantially completed next month, I am providing answers to those questions now. As a quick recap, the Hall had been cited by the County Health Department for running a commercial kitchen without a permit and was facing an imminent $15,000 fine and closure of the Hall. The Hall was also in serious disrepair with holes in the rotting wood floor and was painted multiple colors. I have attached a few photos to this letter as a reminder of just what we were looking at just two years ago. It was that designation as a “Commercial Kitchen” rather than a “Nonprofit Kitchen” (which occurred the year before

cap accessibility. Our preliminary budget was $193,750. But that budget was created before we received the grant award of $162,246. We were assuming that we were only $31,504 short of our budget. We planned to make the money stretch by using volunteer labor for many of the tasks that do not require a licensed contractor. At the first meeting with the Grantor after we obtained the award, there were representatives with them from the federal government who informed us that our existing handicap parking and ramp would not be grandfathered in and must be upgraded. That work was not in the budget, which was already $31,504 short. They also informed us that all labor must be paid out at Federal Prevailing Wage. That definitely was not in our budget. We therefore applied for another grant for $219,150 to cover these unexpected costs. We are still waiting to hear if that grant application has been approved and what percentage of that money we will receive if approved. The next surprise came when we learned that the Grantor wasn’t going to give us the $162,246 until we spent it. They would then reimburse pre-approved expenditures. They also demanded that we obtain Workman’s Compensation Insurance before the Grant would be approved, which was an issue since we have no employees. That insurance cost $3,800 for August to August 2016-2017. Since the ADA upgrades will not be completed before August 2017 there will be approximately $3,800 spent again for the following year. Then when we wanted to advertise for an Architect and flooring contractor we sought permission from the Grantor to advertise in the Anza Valley Outlook since one of our goals was to utilize local contractors. The Grantor gave us a list of “approved newspapers” that we MUST use. Those ads cost approximately $4,500 but we did not have $4,500 left in the bank. We were at a standstill. We lacked the cash to move forward and the grantor will not advance any cash. It is only reimbursed after proof is presented that we have spent the money. The Grantor notified us that if we did not start spending the grant money that the grant would be revoked and we would not be considered for any future grants. To overcome this problem, we obtained a small line of credit from the Bank of Hemet for $40,000. Per a board motion. Monies from the line of credit can only be spent on expenditures, pre-approved by the Grantor, and when the Grantor reimburses us for those funds that this line of credit will be paid off. The line of credit automatically terminates annually and must be paid off for at least 30 days before it can be reapplied for. Only if a second grant is issued would we reapply. Otherwise this line of credit will cease to exist in 2017. The Grantor has dictated the terms of how contractors are selected. They control the language of each and every contract. They monitor each and every step of the process. To give you one example of the level of oversight, we purchased the floor tile from Home Depot. I had three meetings at Home Depot and a representative from the Grantor was present for each meeting. At the end of the process we must pay for an audit to be conducted by an approved CPA firm. When the audit is completed it will be made available for review by any Hall member. Now that an architect and flooring contractor have been selected, once the architect finishes the plans for the ADA upgrades. That job will need to be advertised in the same approved newspapers at a similar cost to the previous ads. The Grantor reviews the bids and choses the lowest qualified bidder for the jobs. They selected the architect and flooring contractor using this same process. The Grantor will have those contracts in place by the end of February. The materials are on-site and the contractors are scheduled to start March 6. Starting Feb. 25, we also began doing some of the repairs (not covered by the grant), using volunteer labor.
