Administrators of two crimefighting social media groups met with newly promoted Riverside County Sheriff Capt. Leonard Pur-
vis Monday, March 6. Sheriff Stan Sniff recently designated Purvis as the incoming Commander of the Hemet Sheriff’s Station, replacing Capt. Joe Borja who has since retired. The meeting took place at Jil-
berto’s restaurant in Anza. Attending were Bud Elmore and Diane Sieker of Anza Crime Watch and Eleni Malandrinos of Sage Community Watch. The Facebook group administrators called for this meeting to bring Purvis up to speed on
the needs and concerns of local residents. He agreed immediately. Many subjects were presented, among them the increase in illegal cannabis “grows” or farms. Locals

The new Pizza Factory located on Barham Road just west of Highway 371 is soon to open bringing a new family oriented restaurant to Anza. The site of the old Whiskey River Café has is being completely renovated for the new business with the café sign on the roof soon to come off.
It may be a dream come true for many Anza school students and their families who have longsought a place of fun and good food. For Anza resident Jordan Gitlin, the co-owner of the new Pizza Factory family restaurant franchise coming soon to Anza on Barham Road, his dream is coming true. Pizza Factory, with locations throughout the West Coast, settled on opening its latest store on the urging of Gitlin, a longtime Pizza Factory employee. Gitlin, an Anza resident and a former, though short time, student, at Hamilton High School, convinced the corporate officers of the family pizza restaurant to come to the Anza village last year. It didn’t take long for the corporate visitors to see the village as a perfect place for the pizza

The Anza Valley Lions Club is kicking off their season of fun family events with a practice turkey shoot session, Sunday, March 19, at the Gymkhana field on Kirby Road in Anza. Beginners and children are welcome at the event which begins at 9 a.m. Turkey shoots are held the third Sunday of every month and include a main shoot, a pot shoot, a poker shoot and an Annie Oakley shoot. Cost to participate ranges from $3 to $15, depending on which events participants register for. “I’ve learned something about our Turkey Shoot,” said Lions President Michele “Mimi” Brown. “This is our 41st year and this is also the centennial year for Inter-
national. Turkey Shoot was actually the very first activity our Lions Club had.” Like, the Lion’s Club, the Turkey Shoot is also entering its 41st year, Brown said and offers awards and prizes for season winners each year. The season opener is scheduled for Sunday, April 16. Organizers are happy to teach novices all they need to know, including gun safety, to become successful shooters Next up, the Anza Valley Lions Club has announced that this year’s Anza Days will be Saturday, July 1. The Lions will hold their first planning meeting Wednesday, March 29, at the Little Red Schoolhouse, off Hwy. 371 at Contreras Road in Anza.

Clampers to visit Anza historical site ANZA – Please join us in welcoming members of E Clampus Vitus to Anza Saturday, March 18, from 10 a.m. until noon. Chapter 1069 will be visiting the historical marker they placed in front of the Little Red Schoolhouse in the heart of Anza, at Highway 371 and Contreras Road. The visit to the marker is part of the chapter’s agenda for the day as they follow the southern Immigrant Trail and portions of Juan Bautista de Anza’s exploratory route of 1774. The
group has dubbed this the “Hemorrhoid XXXII Run.” Anza Civic Improvement League, who manages Minor Park and the Little Red Schoolhouse, will be on hand to host the visit and provide refreshments. ECV members will probably give a historical presentation and answer questions during their visit. The ancient and honorable order of E CLAMPUS VITUS, or ECV, is a fraternal organization dedicated to the study and preservation of
the American west, especially the history of the Mother Lode and gold mining regions of the area. The fraternity is not sure if it is a “historical drinking society”” or a “drinking historical society.” They have chapters in all 8 western states. Ron Loya, member of ECV and former resident of Anza, now shacks out in northern California near Yosemite and conducts gold mine tours and educational seminars there, along with being curator

PURVIS from page A-1 are worried about the light pollution emanating from the greenhouses at night, the constant sounds of generators, unpermitted grading and redirection of water flows, as well as a perceived increase in criminal activity associated with these locations. People squatting and cultivating marijuana on vacant properties is becoming epidemic, they said. Many of these complaints are handed over to Code Enforcement as a result of Riverside County Ordinance 925, but Purvis assured the group that the Sheriff’s Department and MET (Marijuana Eradication Team) works hand in hand with them to help resolve these problems. “I look forward to working with you, members of the community to make your neighborhoods and roads safer and encourage citizen participation,” Purvis said. “This meeting allowed me to find out some of the issues that are affecting you and talk about possible solutions to those problems.” Members of the Facebook groups also reported that they are concerned about property crimes. From tractors, trucks and motorcycles to quads, trailers and tools, almost everything is targeted by resident thieves. Local “chop shops” have not received the attention that locals think they should and Purvis made a note to look into the repeat offenders carefully. Administrators for the Crime and Watch groups post tips on how to help prevent
loss and assist law enforcement with recovering their items, but the main complaint members have is the lack of police presence. Mail theft is another plague faced by the citizens of Anza, Aguanga and the surrounding communities. While this crime is a federal offense, it is the local sheriff departments that apprehend the suspects. Purvis repeated the sage advice of see something, say something. Citizen tips are imperative in cases of this nature. Aggressive and irresponsible drivers, being of major interest and frustration of residents, was also discussed. Purvis admitted to not being intimately familiar with the Anza area, but pledged to resolve this immediately. The group filled Purvis in on the most pressing issues and together they will plan a public Town Hall meeting with him, members of his staff, Code Enforcement and other law enforcement officials. “We are planning two community meetings, one in Anza and the other in Sage, in the hope that we can answer some of your questions concerning crime and quality of life issues. I hope you can attend,” Purvis remarked. “Capt. Purvis is very receptive and attentive to our needs,” said Elmore, “considering our exclusive area in Riverside County. He has already shown a great interest in one of the overlooked communities in our county. Very much expecting positive changes from him. Lord knows Anza needs it!”

From the Heart was born from this idea. Their main purpose is to help children. They do this by supplying children with fully stocked backpacks, shoes and haircuts before school begins. They also help Hamilton High School students with computers and printers for college. They also help families in need during emergencies. Valley Gospel Chapel is located at 43275 Chapman Road in Anza. To get there from Highway 371, go south on Kirby Road around to Terwilliger Road then right on Baily and left onto Chapman Road. KOYT ‘Spring Fling’ fundraiser to be rescheduled due to delayed Hall renovations Tony Ault TAULT@REEDERMEDIA.COM
The planned KOYT Radio “Spring Fling Dance,” originally planned March 25 in the Anza Community Hall is going to be rescheduled due to unexpected delays in Hall renovations originally scheduled for completion March 20. Bill Donahue, KOYT 96.3 Radio spokesman and Hall renovation manager, gave this explanation of the unexpected delay due to the required time needed to submit construction bids by government grantors. The project is being funded by a federal Community Development Block Grant Fund with strict oversight by the grantors. “We are at the mercy of the Grantor and their schedule,” explained Donahue. “As someone who was a contractor for 38 years it was not uncommon to bid a job on Wednesday, have the bid awarded and insurance certificates in place by Friday and have men working on that job the following Monday. “We knew the government would not operate that fast so we allowed for three weeks between the bid award and job start rather than three days. The Grantor still could not meet that schedule. Now, at four weeks, they finally issued contracts but with them we received instructions that the contractor can’t start their work until we receive a Notice To Proceed from the Grantor.” He continued, “The Grantor has controlled every aspect of this project. They even dictated which
newspapers we were to print the Requests For Proposals. When we had no objections to any bidder, the Grantor selected the winning bids. When we purchased the materials a representative from the Grantor was with us at every step of the purchasing process. We are moving as fast as the Grantor will allow.” He was happy to say, “The one thing we can control is the portion of the work not covered by the grant. Numerous volunteers have been working hard making improvements to the Hall.” The volunteers have removed the old tile from the Hall floor and have covered fans and other equipment in the Hall kitchen and fans in preparation for putting new tile down on the floor. Additional floor support, making required Americans for Disability Act changes and other improvements are still to be completed with hired contractors approved by the grantors. Donahue clarified a story on the Hall renovations that appeared in the Anza Outlook last week. He explains, “The (Riverside County) Health Department corrections are not required so that the Hall can be used as a commercial business. In 2014 the County of Riverside determined that the kitchen in the Hall did not meet the criteria of a Nonprofit Kitchen and was therefore, by default a commercial kitchen. They required that the kitchen be permitted as a commercial kitchen or be closed and the Hall would have had to pay a $15,000 fine for having operated a commercial kitchen without a permit in 2014. “Those conditions were all exis-
tent before this board was elected and before anyone was selling anything out of that kitchen. The renovations needed to meet those Health Department corrections would need to occur whether or not any commercial activity happened in the Hall’s kitchen. Had the Grantor allowed us to hire local contractors, paying local wages the grant amount would have left us only about $30,000 of the projected costs,” he said. “We had hoped to bridge that $30,000 shortfall with volunteer labor. However, the requirement that the contractors be paid according to Federal Prevailing Wage rates means that the shortfall would be far more than $30,000. The federal government also demanded improvements be made to the existing handicap parking and ramp before we can add the much-needed ADA accessible bathroom. None of that work was in the original budget so the board

Faith My Church as a social club Dr. Gary Welton SPECIAL TO ANZA VALLEY OUTLOOK
Don’t get me wrong. Churches are much more than just social clubs. Yet the evidence suggests that our churches need to be social clubs. One of our concerns as Christian leaders and role models is the secularization of America. We hear that surveys show a growing number of Americans are identifying themselves as atheists. This is often blown out of proportion, however, as reviewed by (my former student) Jonathan Hill in his treatise, “Emerging Adulthood and Faith.” The growing number of atheists is not being drawn so much from faithful church attenders, but rather from those who have identified as rare and infrequent attenders. Practicing religious teens tend to become religious adults, though sometimes they evidence a few years of searching during their developmental years. Nevertheless, we as religious parents are concerned about the faith-development of our sons and daughters. What factors might increase the likelihood that our youth will remain among the people of faith? A research team from the psychology department at Grove City College measured the religiosity of 191 teens (ages 13 and 16) and then went back to them four years later. The measures of religiosity did show small but significant declines. The responses of these emerging adults indicated that they were somewhat less religious than they had been four years earlier. What factors predict religious stability versus religious decline?
As part of our surveys, we asked these emerging adults about their social interactions and shared values, in the context of their friends, their families and other significant adults. What was the frequency and quality of their social relationships? Our results demonstrated that the mere frequency of the teens’ social interactions with their friends predicted religious stability. The frequency of the teens’ activities with friendship groups matter. The time we spend on youth groups and youth outings is an important investment. Lest you think, however that I am advocating age segregation across church life, I hasten to note that the social interactions with family and other significant adults were even more important than the social interactions with friends. These family and adult social interactions were 31 to 42 percent more predictive of religious stability. The time I invest in interacting with the teens in my church is critically important to their future religiosity, just as my involvement as a parent is critically important for my own children. The time we spend with our teens helps to stabilize the faith of the next generation. Lest you think, however that I am advocating that we reduce worship and teaching in order to increase social interaction time, I hasten to note that another variable – shared values – was an even stronger predictor. When teens indicated that they perceived shared values with their friends, family and other significant adults, their religious faith was likely to be more stable. This factor of shared values was 32 to 47 percent more
predictive of religious stability than the impact of social interactions. My position as a role model in my church is critically important to the children and teens at my church, just as my position as a parent is critically important for my own children. The recognition of shared values helps to stabilize the faith of the next generation. Not that we can separate the two. I would suggest that it is only through the social interactions that our teens come to understand and appreciate the common values we hold that span across the generational gap. Social interactions and shared values are inherently linked. Our churches must continue to be bastions of worship and Christian teaching. However, the social aspects of church life are also valuable. To the extent that societal personal relationships are challenged in a culture in which family instability and mobility are common, it is critical that our churches provide the social stability, strength, and support that our teens and emerging adults so badly need. Our churches cannot ignore their duties in Christian teaching, but neither can they ignore the social needs of the Christian community. Our church is not just a social club, but it must provide the social support necessary to facilitate stability in a culture of secular pressure. Dr. Gary L. Board changes endorsement policy to enhance transparency RIVERSIDE – A proposal by Supervisor Kevin Jeffries to change county policy to ensure that the board of supervisors’ endorsements of state and federal legislation are accurately reflected in the public record was unanimously approved. “This is intended to make small changes and increase accountability,” Jeffries said. “It doesn’t prohibit, slow down or stop the process.” Jeffries targeted board policy A27, which spells out standards for legislative advocacy. The supervisor was taken aback last month – while the board was on winter hiatus – after he learned from state Sen. Jeff Stone (R-La Quinta,) that the county had been listed among those entities endorsing Senate Bill 1, which along with Assembly Bill 1 seeks to hike gasoline taxes over a three-year period. Jeffries blamed a lack of clarity in board policy for the county’s
inclusion in that list. “Improved communication between the county’s legislative advocates, our executive office and the board of supervisors will allow the county to more effectively achieve its legislative goals on behalf of constituents, and requiring publication of legislative endorsements and status will provide more transparency and information to the general public and the media,” Jeffries said in his proposal. Jeffries received board support for a modification to A-27 that, in the future, will specify that endorsements are for legislation as it is conceived on a certain date and not necessarily in amended form. The board also approved a new requirement that all endorsement letters be placed on the board’s consent calendar for the benefit of board members and the public. The executive office will also have
to provide monthly updates on the status of bills publicly backed or opposed by the board. However, Jeffries’ request that letters of endorsement or opposition contain the actual votes of each supervisor to make it clear whether an action was unanimous or by majority met resistance. “That kind of dilutes the power of an endorsement,” Supervisor Marion Ashley said. Board Chairman John Tavaglione agreed and said that highlighting individual votes in letters to lawmakers risked “muddling” the board’s consensus. Jeffries dropped the request. According to the supervisor, the SB 1 endorsement was in error because it gave the impression that the entire board was behind any effort to improve transportation infrastructure, including by way of tax increases. “While I do indeed support the
state re-prioritizing its spending on roads and other necessary infrastructure, SB 1 would increase the gasoline excise tax by 12 cents per gallon, increase the price-based excise tax by 7.5 cents a gallon, increase diesel excise tax by 20 cents a gallon, add a 4 percent diesel sales tax (and) raise everyone’s vehicle registration fee by $38 per vehicle,” Jeffries said. “Altogether, this is a $5.5 billion tax and fee increase on the residents of California, at a time when money is continually wasted on other programs and non-critical projects like the high speed rail debacle,” he said. Stone posted a Facebook message last month expressing shock that the county had appeared as an endorsee of SB 1. “It’s hard enough fighting these taxes, only to have my own county and my own home city (Temecula) endorsing them!” the senator said.
According to Jeffries, a followup inquiry by his office revealed that the county’s annual legislative platform, which the board unanimously approved, contained language favoring efforts to boost funding for “federal and state transportation obligations.” The county’s lobbying team used that, as well as an item approved by the board in April 2015 endorsing a bill similar to SB 1, to justify registering the county as backing SB 1, Jeffries said. He criticized the presumption that a vague statement affirming the need to increase infrastructure funding would be taken to mean a thumbs-up for tax increases. He pointed out that the April 2015 board action had been incorrectly recorded by the clerk’s office, which put him down as an abstention instead of the “no” vote that he cast at that time.

If this year is anything even close to prior years’ events, it is a do-not-miss opportunity to learn about sustainable living and water conservation, see demonstrations of wool spinning, displays of delicious local honey and jams, wildflowers, food, music and more. There will be exciting new additions to the lineup as this affair has grown every year. Kid-friendly

The host of the activities, The High Country Conservancy, created the theme of this year’s Earth Day. “Land Stewardship,” which demonstrates the responsible use and protection of the natural environment through conservation and sustainable practices is the main idea behind the lectures, demonstrations and displays. Open discussion regarding local topics such as rainwater harvesting, integrating native plants in landscaping, firescaping and more will be explained. Gitlin said they are planning to many weekly activities including family days and Sunday Football, and plan to help sponsor some local sports teams and other community activities after the grand opening like other Pizza Factory’s have done. He said the Pizza Factory grand opening should be sometime in April. “We are now 80 percent complete,” said Gitlin last week. “We have been working for the last six months putting in major renovations. Everything is new.” Gitlin has years of experience working for Pizza Factory restaurants. Landing his first job at the age of 16. He said while his parents moved to Anza when he was in high school he still wanted to work at the Temecula Pizza Factory. He moved to keep his work close, but always looked to bring a Pizza Factory to Anza and owning a franchise. “That has always been my goal,” he said. Gitlin has delighted in the progress being made at the old Whiskey River Café site, but like many others said the required permitting process through Riverside County was his greatest challenge like so many other businesses are finding in the Anza area. However, Gitlin, married with one son, will soon see his goal achieved.

In the 2016 presidential election the Democrats never used the word republic to describe the political system and Republicans rarely used it, both preferring to use the word democracy. Most people ignorantly refer to the political system as a democracy and have to be reminded that this word is not in the Declaration of Independence, U.S. Constitution, Bill of Rights or any other document given by the Founding Fathers. The Pledge of Allegiance to the flag identifies the nation’s form of government as a republic. Benjamin Franklin wrote in 1759, “Democracy is two wolves and a lamb voting on what to have for lunch. Liberty is a wellarmed lamb contesting the vote.” A republic has seven major components. First, the importance of majority rule is recognized but limited. Is the majority always right? In Franklin’s analogy, the lamb had the right to exist even if the majority, the wolves, said differently. A lynch mob is a democracy; everyone votes but the one being hanged. Even if caught in the act of a crime, the defendant is entitled to the protection of law, a judge, jury, witnesses for his defense and a lawyer to argue his innocence; all necessary but expensive. Third, a republic is based upon natural inalienable rights first acknowledged in the Declaration of Independence. This document asserted to the world that the nation acknowledged that humans have rights from a source higher than mere man. A reference to deity is mentioned five times. If there is no God, there can be no inalienable rights coming from him, and we are left with man as God. What man is good enough? racy. We are not equal, even from the womb, and we never will be, if equality means sameness. One baby with a cleft palate needs three operations to live well and look normal. Some children come out of the womb with access to a laptop, others with a basketball or golf clubs. One of my first great insights in life was that everyone was better at everything than I was. The second great insight I made was that life is not fair and never will be. Free men are not equal, and equal men are not free. Genetics makes one fat, another bald and gives yet another terminal cancer in his youth. Even economically, it is not possible to be equal. Should I give each of my students a million dollars in exchange for everything they now own, shave their heads and give them identical uniforms, that is should I approximate sameness as much as possible, before requiring that they return in five years with some ledger of net worth. Would they be the same in what was left of the million? No. Why does the government try so hard to do that which is impossible? A republic looks upon people’s differences as assets – decidedly not the base of democracy. Fifth, limited government is also a major aspect of a republic. Centralized government is good, so long as the government
remembers that when it oversteps its bounds it becomes the greatest obstacle to liberty because it pulls decision-making power away from the individual. Excessive government, as the cause of the American Revolution, is never forgotten. The Constitution as created to handcuff the government and prevent it from dominating the citizen’s lives, thus the powers of the federal government were listed in Article I, Section 8. The Founders understood that the more government at the top, the less at the bottom, and that was the essence of freedom. Sixth, a republic has frequent elections with options. Frequent elections happen in some socialist countries, so this action alone does not ensure liberty. In fact, it may be somewhat deceiving as it fosters the notion that we choose and thus deserve the elected officers. It also assumes that the people are correctly informed, which assumes a free press and equal access to all information. The part of the phrase “with options” is the part that ensures liberty. Elections under socialism provide choices but offer no options, as all the participants are from the same party. Seventh, a healthy fear of the emotions of the masses and of its potential to destabilize natural law upon which a republic’s freedom is based; as for example, the no-
tion that someone else’s wealth belonged to the masses destroyed freedom in Athens and Rome. The U.S. needs a caring, sensitive, compassionate government, but emotion must not be allowed to overwhelm reason and time-tested natural law constants. Aristotle taught that the poor will always envy the rich, and that the rich will always have contempt for the poor. A republic will not allow the poor to destroy the rich in their quest for the wealth of the rich, but does incentivize the poor to increase their wealth and become the middle class, which in time becomes the largest body. As explained, democracy does not protect liberty. In Benjamin Franklin’s analogy, it would have allowed the wolves to have eaten the lamb simply because the lamb had been outvoted. No wonder the Founding Father rejected democracy in favor of a republic. Dr. Harold Pease is a syndicated columnist and an expert on the United States Constitution. The kick off to the Gymkhana season was the second event the Lions started after their formation 41 years ago, Brown said. “I think it started about two years after the Turkey Shoots,” she said. “The interesting thing with gymkhana was when it started up here nobody had horses. There was somebody that was helping someone out in Terwilliger. He would bring horses down to the field for the kids to ride. They weren’t even selling feed here at that time. It wasn’t ‘til about after two years of doing gymkhana that the hardware store started selling feed and people started getting horses for recreational use.” Anza Valley Lions Club Gymkhana is open to all ages, Brown said. “Sometimes we get some of these kids as young as 3 years old and it’s just so fun to watch,” she said. “It’s a family thing. We get the whole family to come, the grandparents, their kids and their grandkids. Some of these families that show up, there is three generations there.” During Family Fun Fest, a gymkhana practice event featuring all traditional gymkhana events will be held. “We’ll do all of the events that we normally do,” Brown said. All of the Lions’ fundraising efforts go toward helping the community through a variety of programs including assistance with hearing aids, wheelchairs, vision, local relief efforts and preservation of town traditions. The Anza Valley Lions Club is open to all men and women who
