371 Nonprofit Network discusses benefits of collaboration

The 371 Nonprofit Network, hosted by The High Country Conservancy and Marketplace Cooperative, Inc., held an informative exchange aimed at assisting local nonprofit organizations with smart business and marketing skills Tuesday, May 9. The discussion spotlighted the sharing of ideas concerning ways that nonprofit charity groups could work together for the good of each organization. Attending were Sally Kaspar and Carol Wright of the Thimble Club, Russell and Susie Kitchen of The Soil Kitchen, Annika Knoppel of KOYT 96.3 LPFM and The High Country Conservancy and the 371 Nonprofit Network, plus Larry and
Sandi Hughes with the Marketplace Cooperative, Inc. After introductions, the meeting got into the main theme of the evening, “Ways to work together.” Sandi Hughes illustrated several facets of making this work for a nonprofit charity, by collaborations, sponsorships and partnerships. Collaborations were described as the action of working with someone to create or produce something. Examples cited were marketing campaigns, fundraising events, even parade floats, where one or more groups come together to make something together for the benefit of both. The focus of this method is to get the names out to the public and be known within the community.

The Anza Valley Municipal Action Council met at the Anza Community Hall May 10, for a meeting featuring Cal Fire Capt. David Roman and Opal Hellweg, legislative assistant to Riverside County 3rd District Supervisor Chuck Washington as guest speakers and the swearing in of new Board members Allison Renck and Edison Gomez. AVMAC board members that were present included Allison Renck, Gordon Lanik, Sharon Evans and Edison Gomez. The minutes from the last meeting were read by Renck, and a motion made to accept them. The motion was carried. ‘Hillbilly’ theme to be paraded at 2017 Anza Days

Tony Ault TAULT@REEDERMEDIA.COM The Anza Lions Club theme for the upcoming 2017 Anza Days beginning Saturday, July 1, with a parade down Highway 371 is simply “Hillbilly.” The Anza Lions Club members voted May 7 on the theme from a choice of 10 possible titles ranging from “Aliens, Golden and Paranormal” to “Hillbilly” with 26 of 67 votes cast. The special community event that drew large crowds last year will begin with the parade, starting promptly at 11 a.m. Saturday, July 1, at the intersection of Barham Avenue and Highway 371, according information on the Anza Lions website www. anzalionsclub.org. From there, it
will proceed along Highway 371 through the village town center at Contreras Road. Once the float and vehicle entries are ready at the starting area on the dirt lot at Barham Avenue, the judging will begin between 8:30 and 10:10 a.m. Entries longer than 20 feet must be in place by 9 a.m. Judging in the categories of vehicle, antique or classic; tractors; motorcycles; other vehicles; horses; mules; wagons and carriages and floats will be based on adherence to the theme. Category entrance fee is $20. After the parade, entrants can pick up their winning ribbons at the judging location. Entry forms for Anza Days can be downloaded from the club’s website and mailed to Anza Valley

The Anza Days parade and special event is only one of many Anza Lions Club activities planned for the remainder of the year. The seasonal Gymkhanas are held every first or second Saturday of each month through November. The next scheduled Gymkhana is set for June 3, starting at 4 p.m. at the Lions Gymkhana Field, 39551 Kirby Road in Anza. Gymkhanas are a yearly event where people of all skill levels come together to socialize their horses, donkeys and mules and to hone their riding skills through contests such as keyhole, pole bending and barrel racing. The Anza Lions also participate in the annual Hillbilly Days in October and the Farmer Fair, and turkey shoots are conducted the third Sunday of each month. Turkey shoots are an event for a rider on horseback who tries to pop balloons with side arms loaded with blanks. Lions Clubs International is the world’s largest charitable nonprofit service club with 1.4 million members who are dedicated to improving the quality of life for the handicapped, the poor, the sick and the aged.

masters Michael Rosamond and Art James were in attendance, as well as Eagle Scouts Joshua James, Joseph Kinser and Christopher Rosamond. Friends and family of the Scouts crowded the room. Parents Ethan and Krista Steward and John and Terressa Love were there for the ceremony. The Eagle Scout Pledge was administered to the young men. “I promise and reaffirm my allegiance to the three Promises of the Scout Oath. I lawfully recognized and take it upon myself the obligations and responsibilities of an Eagle Scout. On My Honor, I will do my best to make my training an example and for my rank and my influence to count strongly for the betterment of Scouting, for better citizenship, my troops in my community and in my contact with other people to this I pledge my sacred oath,” Steward and Love pledged. Since becoming Life Scouts, Steward served as Senior Patrol Leader and Instructor, and Love as Senior Patrol Leader and historian. To become an Eagle Scout, a young man must also serve his community through a special project to benefit the community, known as an Eagle Scout project. Love worked on a beautification and sign installation project for the Anza VFW and Steward created a decorative wall in the youth room of the Anza Valley Gospel Church in Terwilliger. “My husband, Moe and I have been with these boys since they started as Bear Scouts at about 8-years-old,” said Virginia Kinser. “My husband has led them through their entire Cub Scout and Boy Scout careers. I can’t even put into words how proud I am of them. It’s been just like taking care of my own sons. Loving them, worrying about them, guiding them and being oh so proud of the milestones they have achieved from their Arrow of Light Award in Cub Scouts (the highest honor achievable in Cub Scouting) to the Eagle Scout. Kinser continued, “Of course, this is the highest honor they can achieve as Boy Scouts and they can take it with them into their careers. It can earn them rank in the military, and in some cases, help them in college. Some other

I’m happy to report that we filled the positions of treasurer and secretary for the Auxiliary. We will install our officers at our June meeting. Most are keeping the positions they held this past year. But we certainly welcome the new faces. I hope we can carry on as in years past. Our mainstay person, Alona Hougard, is already being missed. According to Riverside County Sheriff’s officials, public safety is everybody’s business and the department provides citizens with countless volunteer opportunities to serve their community. During last month’s Volunteer Appreciation week, sheriff’s officials from throughout Riverside County showed their volunteers appreciation with banquets, luncheons, presentations, gifts and in social media posts. “Our volunteers assist the San Jacinto Police Department with DUI checkpoints, special events, critical incidents, clerical, logistics and citizen’s patrol,” one sheriff’s San Jacinto Police Department official said. “We are very proud and so thankful for all of the hard work our volunteers do. We appreciate each and every one.” Sheriffs’ officials in other communities like Hemet and Temecula praised their volunteers as well. Covering more than 7,200 square

Each individual community’s needs are different in terms of population, surroundings and lifestyle with the Sheriff’s Department contracted by both large incorporated cities and smaller unincorporated communities. This diversity ensures many volunteer opportunities to help the sheriff’s department. Volunteers play a key role “Volunteers have always played a key role in law enforcement. By involvement in their community, citizens may determine the character of life at their own doorstep,” say Sheriff’s officials on the department’s website. “As the Sheriff of Riverside County, I fully believe in the value of the Citizen Volunteer Program and encourage you to join our law enforcement team,” Riverside County Sheriff Stan Sniff said. “There are many avenues available to you to fulfill this goal of making Riverside County a better and safer place to live.” The RSO has 10 patrol stations and five correctional facilities offering unique ways for volunteers to serve their communities including special opportunities for high school students, in the form of Law Enforcement Exploring. to serve their community as volunteers. Depending on assignment, volunteer’s hours can be flexible. Volunteers can work a variety of assignments including clerical support, logistics, crime prevention, investigations, accounting, administrative duties, vehicle maintenance, data entry and many others. For those interested in playing a more proactive role in their communities, the department has volunteer opportunities including citizen’s patrols, the department’s Reserve Deputy Program and Neighborhood Watch programs. The department offers volunteer opportunities for those with more specialized skills with the Mounted Posse, Chaplain Corps, Dive Team and Search and Rescue Teams. Search and Rescue Search and rescue teams are an “essential component” of the RSO. They are primarily responsible for all search and rescue missions involving lost or stranded persons within Riverside County and may called out to assist the California Mutual Aid System responding to other counties during natural disasters. “Riverside County Search and Rescue team members are highly trained for their environments,” officials explained. “They can be called into action at a moment’s notice, at any time day or night.” Volunteer search and rescue teams include Riverside Mountain Rescue Unit, Desert Search and Rescue, Blythe Search and Rescue Assist and Riverside County Search Dogs. bers assist with patrol, search and rescue, charity events, crowd control, parade detail and highvisibility, extra-patrol at special events such as Hemet’s Ramona Pageant, Coachella Fest, Temecula’s Balloon and Wine Festival and at malls during holidays. There are currently seven Mounted Posse Troops in the county, including the Cabazon, Hemet, Indio, Jurupa Valley, Lake Elsinore, Perris and Southwest Stations. The troops are comprised of more than 100 members who use their personal horses for the posse. Not all members of the mounted posse are riding members, according to sheriff’s officials, who explained many troops welcome volunteers who dedicate their time as ‘ground support.’ Police Explorer Scouts Police Explorer Scouts is a program administered by the Boy Scouts of America that gives young people between 14 to 21-years-old, a “hands-on look at what a career
in law enforcement is really like” and offers “a great start to a law enforcement career,” explained sheriff officials. Police Explorer Scouts serve their community in various ways such as helping with crowd and traffic control during special events, crime prevention programs, community outreach events and more. Once they are fully qualified, Explorers can even interact directly with officials and the citizens they serve during a ride-along with uniformed patrol deputies. During the ride-along, the Explorers “become an extra set of eyes and ears for the officers and assist them on various calls,” sheriffs’ officials explained. This helps get the name of the group into the focus of the public. Partnerships, such as those created by stores with banks, coffee shops with book stores and other examples, benefits both parties. The meeting was informative. “Think outside, no box required,” said Hughes. Many ideas were shared and the participants went away with some good principles to apply to their charitable groups and businesses. “It is easy to be involved, you just have to do it. It takes a willingness to come forward,” Larry Hughes said. The first monthly swap meet of the season took place at the Oak Grove Community Hall in the tiny hamlet of Oak Grove, just east of Aguanga Saturday, May 13. Vendor spaces were available inside and outside of the building. Sellers came out in force, offering knick-knacks, jewelry, homemade soaps, books, clothes, crafts, toys, kitchenware, antiques, tools and even “biscuits” of live barley grass for juicing or animal treats. The setting of the Hall under ageless live oak trees and the presence of a brisk, cool breeze made for pleasant surroundings to buy and sell. “It was a happy day of good food and good friends getting together in

Manuel Perez Tuesday to fill the vacancy on the Riverside County Board of Supervisors’ 4th District, serving the remainder of Benoit’s term through 2018. Perez was sworn in Friday, May 12, so that he can start hiring staff. An official ceremony is scheduled for May 23, she explained. Hellweg moved on to say that several things are now affecting Riverside County’s finances which is creating a budget shortfall for the county. Ongoing costs continue to outpace ongoing revenues. Most apparent are labor costs, negotiated cost of living increases, merit and promotional raises and pension increases coming into full effect, and the rising costs of liability insurance and other internal services. Riverside County has a $5.4 billion budget, which includes $5.1 billion in estimated revenues. Within that, estimated governmental fund revenues total $3.7 billion. Public protection comprises 75 percent of the discretionary budget costing $609.6 million. The Riverside County Sheriff’s Department has been recommended to receive $278.7 million, which includes an increase of $24 million carried over from an ongoing increase in Fiscal Year 2015/16 intended to close the Department’s deficit in labor costs. The District Attorney’s Office increased by $6 million to $69 million. The Fire Department, which also receives fire tax revenue, will get approximately $50.8 million. The budget allocates $10.9 million toward indigent defense and $35.7 million to the Public Defender’s Office. The Probation Department will receive $41.6 million. Hellweg mentioned two important things that are now affecting the budget. The county would receive $22 million less than expected from the sales tax created by Proposition 172 that pays for public safety services. Also, Sacramento is slated to shift In-Home Supportive Services expenses from the state to counties, and this could

Both locals and passers through enjoyed delicious food and lively conversation. “The Swap Meet is a friendly place. From the sellers to the food...friendly. It’s a very social atmosphere. And the pancakes are wonderful,” said Alan Stanley. The Swap Meet will be held throughout the summer and fall on the second Saturday of every month, from 8 a.m. to 3 p.m. Vendor spaces and entry are free. The project is moving forward nicely, he said. Cal Fire Capt. David Roman spoke about defensible space around structures. He stressed the importance of clearing brush and trees, as well as wood piles, garbage cans and other potential fuel from proximity to homes. As a local resident, he said he was all too aware of the dangers of wildfire in the vicinity. A pamphlet handed out by several firefighters attending the meeting illustrated two defensible zones. Zone One extends 30 feet from buildings and it is suggested that tree branches be trimmed 10 feet from any structure, dead leaves and brush be cleared from the ground and gutters, combustible items like woodpiles and lawn furniture be considered. Zone Two extends 30 to 100 feet from any buildings and it is advised that grass be cut down to at least 4 inches in height and close attention paid to leaf litter and accumulated pine needles and to trim trees at least 10 feet from each other. Roman discussed these methods of attaining defensible space and the inspections that the fire departments conduct every year to encourage everyone to comply with these lifesaving requirements. As a firefighter, Roman commented, “If you haven’t done your part, I have to pass it up,” in a wild fire situation. He cannot endanger his men and resources trying to

Roman also included something that people often overlook: “Make sure your address can be seen,” from the street in clear numbering, he advised. GPS is a wonderful tool, but sometimes the directions can be less than perfect. It is very important that firefighters know when they get to your address, and that also includes police, EMTs and other first responders. Roman went on to say that we “haven’t had a catastrophic fire in some time” in the Anza area. It may only be a matter of time that this might occur and he wants everyone to be as prepared as possible. Supervisors to wrestle with budget woes in June RIVERSIDE – The Riverside County Board of Supervisors last week scheduled hearings in June to iron out spending priorities and decide whether some agencies should be spared cuts and receive appropriations to fill holes in their budgets. “We have less and less flexibility as we draw down our reserves, so we must do more to make sure everyone hits their targets,” Chief Financial Officer Paul McDonnell told the supervisors. The county’s CFO ran through the highlights of a third quarter 2016-2017 report indicating mounting challenges as the fiscal year comes to a close. McDonnell reinforced the fretful tones of Chief Executive Officer Jay Orr, who submitted the third quarter report but was absent from the meeting due to family obligations. “Given the competing priorities for limited resources, it will not be possible to maintain the status quo,” Orr said in a preface to the budget update. “Integrating costsaving efficiencies is crucial to opening the capacity to meet future service demands within existing resource constraints.” www.anzavalleyoutlook.com

Orr said general government departments may have to manage a 6.5-percent cut in general fund allocations in order to maintain discretionary reserves at the boardmandated level of $150 million going into 2017-2018. Too many variables threaten to overwhelm the county’s commitments, making fiscal discipline a must, according to the budget report. “We need to do triage on this budget and remember that not every department is the same,” Supervisor Kevin Jeffries said. “I do not want to see a single frontline deputy cut from patrol. There are certain front-line services that have to be preserved. They come with a big price tag, so there’s no easy answer.” The board set the first budget hearing for June 19 and another the day after, with additional days available if needed. In the third quarter report, executive office staff, as has been the case
since the midyear report in February, sounded the alarm about the likelihood that In-Home Supportive Services programs will be the sole obligation of counties throughout California, as the governor and Legislature seek to take ballooning IHSS expenses out of the state’s sphere of responsibility. IHSS is a Medi-Cal program that provides direct assistance to lowincome seniors and the disabled who are living independently, including meal preparation, bathing, medication dispensation and other on-site care. If the program is shifted entirely to counties, Riverside County could be on the hook for more than $43 million in additional expenses in 2017-2018 and $165 million in higher costs by 2023, according to the executive office. The budget report noted that sales tax revenue is going flat and “property tax revenues are still trending lower than expected,” although the assessment roll is
projected to grow about 5 percent in the next fiscal year. “It is worth remembering the county’s constrained discretionary revenues may be vulnerable to cyclic recessionary forces,” Orr said. “Due to the need to maintain a minimum level of reserves, for the foreseeable future, any expansion of discretionary spending in one area must be offset by cost saving in another.” Multiple agencies are projecting deficits going into 2017-2018, including the Riverside County Department of Animal Services, District Attorney’s Office, Fire Department, Office of the Public Defender and Sheriff’s Department. The numbers were fluid and too early to nail down in a few instances, though the board has already begun the process of applying corrective measures on the fire department’s ledger. Fire Chief John Hawkins announced a projected $12 million deficit in March, and several proposals were
embraced that will shave the deficit by half, mainly by scaling down operations at a firehouse and dissolving a hazardous materials unit. Labor expenses are the biggest cost drivers for almost every agency. The district attorney’s office will end the current fiscal year about $5 million over budget, while the public defender’s office will not be able to pare down the $2.4 million in red ink with which it began the current fiscal year, according to the report. The Department of Animal Services, due primarily to decreasing contract revenue, is facing a $1 million shortfall heading into 2017-2018, while the Office of the Registrar of Voters is seeking an additional $5 million to cover an anticipated gap associated with the 2018 election cycle. As has been the practice for the last few years, the board intends to implement a spending blueprint by June 30 and formally ratify the budget in September.

Getting back to the Constitution in education

In an executive order issued April 26 President Donald Trump ordered a rollback of what he termed “a federal power grab” in education. Constitutionally, this order is profound and long overdue. The order begins, “By the authority vested in me as president by the Constitution and the laws of the United States of America, and in order to restore the proper division of power under the Constitution between the federal government and the states… it is hereby ordered as follows.” It instructs Secretary of Education Betsy DeVos to review and report on regulations and directives as far back as the Elementary and Secondary Education Act of 1965. Highlighted for her review were the General Education Provisions Act April 30, 1970—Dec. 10, 2015, the U.S. Department of Education Organization Act Dec. 10,
2015, and the Every Student Succeeds Act also of December 2015, which replaced former President George W. Bush’s No Child Left Behind with former President Barack Obama’s Common Core. The word education is not found in the Constitution, nor inferred, and no new amendment to the Constitution has been added moving it from a state to a federal prerogative. Instead, from its inception, the Constitution protected the philosophy of federalism or shared government; the federal government was to manage the foreign policy and the states were to manage domestic policy. Some ill-informed people might argue that certainly the words “general welfare” in the document included education, but this phrase was restricted to seven areas in Article I, Sec. 8, Clauses 2-9, specifically identifying what was to be general welfare, with education excluded. might conclude that they should manage everything in the name of general welfare. This interpretation could destroy the Constitution as a restrictive document on governmental power. And this return to restrictiveness is what was meant by the words in the Trump executive order “to restore the proper division of power under the Constitution between the federal government and the states.” Until 64 years ago, the federal government honored this division of power, leaving education to the states as constitutionally designed. Their first major inroad into this area was the creation of the Department of Health, Education and Welfare April 11, 1953. Previously, both health and education were understood to be state prerogatives only. President Jimmy Carter signed the bill creating the Department of Education Oct. 17, 1979, without constitutional authority. This action resulted from the immense pressure applied by the “all powerful” teacher union – the National Education Agency – which sought to nationalize education removing it from local control. Carter rewarded their support in his election with the new cabinet post. But an executive order is not enough and can be rescinded by the next president, as Trump is doing to his predecessor. The executive order restricts itself to “under the law” and both parties in Congress clearly passed these major education laws identified in the order. Trump must more fully hinge his argument on the Constitution and on the doctrine of federalism, which preceded the Constitution as a carry-over from the Articles of Confederation, our first national constitution. He should do so by arguing that he has no authority to enforce law that violates the separation of powers as created by the Constitution, which he has sworn to uphold. He must also encourage Congress to rescind those laws or, through the states, create a new amendment to the Constitution using Article 5 of the Constitution. Otherwise this immediate victory, his executive order, will be short-lived. One of the first questions I ask students in an introductory to government class, since every textbook has a chapter on federalism, is, “Who cares
most whether Johnny can read, his mother or federal bureaucrats located hundreds often thousands of miles away.” It is generally agreed that his mother does and is in a position to do the most to remedy the problem by direct access to his teacher and school, and she can run for the school board if not satisfied with current results. A second question, “Who suffers most if the school fails Johnny?” Again, his mother suffers the most, as responsible bureaucrats have moved on, and she is left long term with the consequences of their failure with Johnny. As a life-long student and instructor, I have never seen evidence that the federal government can administrate the needs of Johnny better than most parents. My best and most caring teacher did her “magic” in a remote country school of two rooms; one room was a library, the other was a classroom. She taught all grades 1-8 at once with two or more students from each grade. No electronic aid or devices – only a chalkboard and books were available. Government policies and money raining down from afar generally discourage individuality in teaching and creativity. Instead they often spawn collective thought, which is the enemy of real education, by their distribution of money favoring some ideas and groups. Federalism and the wisdom of the Founding Fathers to retain it and to specifically list the powers of the federal government in Article I Section 8 and leaving all other powers, in this case education, at state and local levels, was brilliant. Hopefully, the Trump executive order will strike a new public debate and eventually remove all federal influence and funding in education. Trump is not yet a constitutionalist, but this move alone shows him to be closer than the vast majority of presidents in my lifetime.
