event. Returning for the 2017 season were such track heroes as Robert and Sierra Love, Don Wimpee, Ken and Debby Eberly, Rebecca and Steve Rebuck, Don Watson and the Rozanski family, plus many other local favorites.

Newcomer Matthew Wroblewski from Norco track tested his machine, a “Craftsman lawn mower, that still cuts grass,” he said. He dialed in his machine and commented that it needed additional modifications to make it more competitive. It was fun for spectators to see him

and all the other racers rip around the race course. For anyone that appreciates dirt track racing, the race-modified mowers will not disappoint. The

Hamilton K-8 school held an open house May 18, 2017, hosted by the PTSA and many volunteers. Parents and families were treated to a free baked potato bar, featuring chili, cheese, chives, sour cream and butter. Eating healthy was fun as the children created their own culinary masterpieces. After the meal, excited children lead their mothers, fathers and siblings to the classrooms, where they proudly showed off their clever projects. Teachers were on hand to explain the assignments, chat about their students and welcome siblings. Some of the projects were journals, dioramas, construction paper self portraits and copies of sculptures and paintings by famous artists. A scavenger hunt was held during the event, with prizes for the kids. “I love open house it gives all of the parents a chance to see what their children have worked so hard on all year and a chance to talk

Firefighters make quick work of Aguanga wildfire Diane Sieker ANZAEDITOR@REEDERMEDIA.COM A brush fire was reported at 1:30 p.m. Thursday, May 18, in Aguanga. The incident occurred on a vacant lot at the intersection of Canter Court and Wild Horse Circle in the community of Lake Riverside Estates. Smoke from the blaze could be seen from Highway 371. Firefighters responded to reports of the fire and the first arriving engine discovered approximately one half acre engulfed in flames. No evacuations were required and no injuries reported. A home and outbuildings just west of the incident were not damaged. First on scene was Lake Riverside Estates Security Officer Randy Fire trucks from Station 77 line the street where a brush fire broke out May 18. ‘Fire Prevention Fee’ explained Diane Sieker ANZAEDITOR@REEDERMEDIA.COM Fire tax? Fire fee? Have you paid it? Have you protested? Is it an illegal tax and if so, how can the state make you pay? Why do homeowners in only certain areas must pay this? It is all very confusing. The Fire Prevention Fee is an annual fee assessed to owners of “habitable structures” located within the State Responsibility Area (SRA). Assembly Bill X1 29 went into effect July 8, 2011, and required that the State Board of Forestry and Fire Protection (Cal Fire) create the Fire Prevention Fee to pay for fire prevention services throughout the state in locations designated as SRA. Read: Unincorporated Riverside county. This fee effects residents of Anza, Aguanga and other local areas. What are the habitable strictures within the SRA? The lands include state and privately-owned forest, watershed, and range land in which the primary financial responsibility for preventing and suppressing wildland fires rests with the state. Habitable structures are homes within these areas. Bare land is exempt from paying the fee. “Let’s talk about the fire tax,” said senator Ted Gaines on social media. “Approved in 2011 by the Governor [Jerry Brown]

and Legislature, this marks the sixth year bills have hit the mail boxes of approximately 800,000 Californians...I have been opposed to the fire tax since day one.” H o w a r d J a r v i s Ta x p a y e r s Association (HJTA), a taxpayer advocate group, states this on their website: “This is the Fire Tax case – HJTA v. California Dept. of Forestry, currently pending – in which HJTA is challenging the fire prevention fee imposed on owners of habitable structures within the State Responsibility Area. We assert the ‘fee’ is actually a tax, and is thus invalid because it failed to receive two-thirds support in either house of the Legislature.” Fees are charged to recover the government’s cost to provide some service to the person paying the fee or to regulate business. Taxes are intended to raise revenue and do not need to be related in any specific way to benefits received by, or risks posed by the payer. The California State Legislature can enact fees with a simple majority vote, but needs a two-thirds vote of each house to enact taxes. So, what is it all for? “Not one red cent of this ‘fee’ goes toward actually fighting fires,” commented Leonard Handzlik on Facebook, amid a spirited debate on the fee. He’s right. According to the state, the fee funds fire prevention services in

the SRA. These activities include fuel reduction projects, defensible space inspections, fire prevention engineering, emergency evacuation planning, fire prevention education, fire hazard severity mapping, implementation of state and local Fire Plans, fire prevention grants awarded to local nonprofit groups, and law enforcement activities such as arson investigation. All great things, but not anything directly related to boots-on-theground firefighting within the communities forced to pay the fee. “The tax pays for education. The tax money does not go to the fire department. So far, I have only received a pamphlet for my tax dollars,” added Sharon Evans. And you will pay. A local resident said, “They will take it out of your tax return if you don’t pay … . They did to us.” If not paid within 30 days, the amount of the fee ($152.33) added penalties apply and if a homeowner continues to ignore the bill, state tax refunds may be garnished or a lien attached to the title of the home. There was a statement on social media that implied that if a homeowner did not pay the fee, in the case of a wildfire, Cal Fire would ignore their property and allow it to burn. That is very untrue. ANZA - A motorcycle rider crashed and suffered serious injuries Sunday, May 21, at an Anza motorcross facility. The crash was reported at 1:09 p.m. at Cahuilla Creek Motocross, located at 50100 Highway 371, said Jody Hagemann of

the Riverside County Fire Department. The victim was airlifted to a hospital with major trauma injuries, she said. The facility, which maintains three tracks, held open practice Sunday, according to its website.

Supervisors increase inmate labor available to fight fires

RIVERSIDE – The Riverside County Board of Supervisors Tuesday, May 2, authorized the sheriff’s department to assign up to 500 inmates to the state fire camp program for firefighting, brush clearance and related operations. “I think this has been a successful program,” Undersheriff Bill DiYorio told the board. “These folks are learning a skill. They’re doing something productive. We’d like to have more in there, but qualification can be a problem.” Since 2013, the county has contracted with the California Department of Corrections and Rehabilitation to place inmates locked up in county detention facilities in one of three state-run fire camps throughout the region. Under the previous agreement with CDCR, the county could only assign a maximum 200 inmates to train and work in the program. Under the just-approved two-year compact, the figure is more than doubled, though DiYorio doubted that the cap would be reached between now and July 2019. “They have to pass the medical and complete the training,” he said. “We now have 46 county inmates

The Diamond Valley Arts Council in Hemet will begin its summer events June 17 with an evening of Wine, Art and Jazz with the Jeffery Brown Quintet at the Diamond Valley Arts Center, 123 N. Harvard St., in Hemet. Dr. Jeremy (Jeffery) Brown, whose group appeared at the Arts Center last year, stretches out his original compositions at times with reckless abandon. His music echoes classic jazz and blues with worldwide musical influences. Outside of his public performances, Brown leads a busy life, working as the interim dean of arts, humanities and social sciences at Mt. San Jacinto College and creating new compositions. He released his first album as the quintet’s leader in 2014. He is known for his compositions “Minotaur” and “Koja.” During the intermission, guests are invited to enjoy the gallery of art works created by local artists. and local businesses, as well as civic and governmental agencies, the council strives to develop programs and create opportunities which stimulate and enrich the cultural, economic and intellectual life of the community. The council is concerned about improving positive quality of life issues for the community to experience. These goals and ideals are summarized in their motto, “Advancing the Arts – Creating Community.” DVAC also works closely with other local and regional nonprofit organizations, civic groups, businesses, local and county governmental agencies to shape a community with a strong emphasis on the arts. Their efforts have been successful in having arts and culture elements added to the general plans of Hemet and San Jacinto. The center is open during the week and is free for those who wish to see the latest art works from local artists with displays changing month. Memberships are available at $20 per person.

The county pays the state $81 a day per inmate for training, and afterward, $10 daily per head for use of fire camp space. DiYorio said the inmates are busy this year, clearing overgrowth stemming from the heavy winter rains. According to county fire Chief John Hawkins, offenders are screened for suitability. People convicted of drug and alcoholrelated crimes are typical of those accepted into the program. Supervisor Kevin Jeffries, a former firefighter, advocated for the county to take advantage of fire camps, citing the manpower benefits, as well as the opportunity to free up local correctional space. If all 500 inmate-firefighter spots were filled, the total cost would run $2.27 million in the next fiscal year.

Manzanita Ranch managers Johnny and Jill Roberts are inviting veterans to an open house at the ranch, where horses are the therapy, Monday, May 29 beginning at 1 p.m. The ranch for years has been a place where veterans and other suffering from post-traumatic stress disorder can spend a day with gentle horses and gain a little peace from their traumatic memories. The ranch, located in Anza countryside at 42525 La Brina Lane, is operated by the Roberts who care for eight gentle horses named Spyder, Philbert, Pumpkin, Deacon, Simon, Dylan, Duke and Blaze. Each horse enjoys the company of the riders who can curry and comb them, take them for a ride on the nearby Pacific Crest Trail, get to know the gentle creatures and forget the things of the past. “The horses are the therapy,” Johnny Roberts said, who has been instrumental in helping veterans, returning and active, for six years through Manzanita Ranch, Concerts for Heroes, the Memorial Wall in Temecula and other area veterans activities. The Roberts asked the veterans, caregivers or family to join them at the ranch in remembering

those who have given their lives for their country and those who remain in conflicts all over the world. “We’ll bring the meat; you bring the sides,” Johnny Roberts said. The veterans who haven’t visited the ranch have an opportunity to meet the horses firsthand. “The horses will adore you if you bring carrots and treats,” he said. The ranch brochure invited veterans and guests to meet the horses who provide therapy, get to know the other ranch supporters, enjoy the music and food and participate in a horseshoe tournament. Opponents of the Electoral College seek to alter a process that has worked for well over two hundred years. Fueled by Hillary’s winning the popular vote yet denied the White House and unable to get two-thirds of the states as required to consider altering this part of the Constitution, some seek an end run around it instead. They say that the Electoral College is not democratic enough. They call their plan the National Popular Vote Plan. In it participating states would allocate their electoral votes to the winner of the national popular vote rather than the winner of the popular vote in their state. Such came about in 1824 after the Electoral College denied the presidency to Andrew Jackson, the most popular man in America due to his success in the Battle of New Orleans in the War of 1812. His supporters, believing the denial to be an injustice, created a straw vote so that the people could participate in the election although this vote had no power. Over time the media empowered it by treating it as the “legitimate” vote for the president belittling the College process as unfair and undemocratic. Seldom do they remind us that it works because we are not a democracy, but a republic, and that none of the branches of government are democratic; most especially the Senate and Supreme Court. Andrew Jackson had to wait until he could convince the seasoned citizen voters of the Electoral College that he was not too emotional for the office. He did so four years later in 1828. Moreover, today the media seldom cover the real election for the president in December such is their disdain for it. Those unable to get a two-thirds vote to destroy the Electoral College have conceived a brilliant plan to do just that without the constitutional amendment required. The plan is to have each state legislature commit their state to support the national popular winner instead of the candidate winning their state. When enough states do so that the Electoral College numbers exceed 270, remaining states will be required to support as well. Wham!! Almost without any public debate outside state legislatures, and seemingly overnight, the popular vote will replace the Electoral College as the means by which a president is elected. We would be back to a few highly-populated states deciding for the rest of the country – so opposed by our Founders. Ironically proponents ignorantly use a small portion of the Constitution to destroy a larger portion. They cite Article II, Section 1 which reads, “Each State shall appoint, in such manner as the legislature thereof may direct, a number of electors, equal to the whole number of Senators and Representatives to which the State may be entitled in the Congress.” This, they say, gives state legislatures the right to award their electors as they see fit. Actually, the phrase allows the state legislatures appointing powers only. To suggest that they should have influence over their voting once selected, nullifies the reason for their existence. The Electoral College was to be a non-governmental body completely separate and unaccountable to the state Legislature once appointed, as per the rest of the section. Certainly, the phrase did not authorize states

to simply alter or dump Article II, Section 1 and Amendment 12 of the Constitution. Moreover, the National Popular Vote Plan also violates Article I, Section 10. This prohibits states from entering into “alliances” with other states unless Congress gives its consent. Certainly, agreeing states have entered into an alliance with one another to nullify the Electoral College, which mandates the right of individual states, through their people, to choose the president. At present 10 states and the District of Columbia, a combined electoral vote total of 165, have come on board delivering about half the 270 electoral votes needed to impose this upon the rest of the country and nullify a long-standing pillar of the Constitution. States voting to change the Constitution without amending it, as required by the document, are: California 55, Hawaii 4, Illinois 20, Maryland 10, Massachusetts 11, New Jersey 14, New York 29, Rhode Island 4, Vermont 3 and Washington 12. New York is the most recent addition joining the unconstitutional alliance March 25, 2014. Unfortunately for those who revere the Constitution and the wisdom of the Founding Fathers to balance the vote so that rural American would not be disenfranchised by urban American, are emboldened by Hillary Clinton’s receiving the popular vote in the 2016 presidential election yet denied the presidency. Still, it is well to remember that only California gave Clinton its popular vote. In the other 49 Donald Trump won the popular vote. Without the Electoral College Clinton would be president by the vote of but a single state, disfavored by all others. How is that just, balanced or even democratic? Granted the Electoral College is the most difficult part of the Constitution to understand and is easy to oppose because it is undemocratic. Spend some time to understand it. A patriot and constitutionalist will see through the scheme to destroy it without the debate and transparency required in Article V. No end run around this document should ever be permitted. It took firefighters just under an hour to snuff out the flames, which scorched 0.7 acres of low brush and redshank. Containment was reached at 2:27 p.m. and the fire was controlled by 5:11 p.m. An investigation as to the cause of the blaze is ongoing. One Air Attack, two water tenders, one helicopter, one type-2 engine, one type-1 engine, two type-3 engines, and one hand crew responded to the scene.
