staging area at the Costo Ranch off Terwilliger Road. The ride lasted approximately four hours, followed by a barbecue lunch at 4 p.m. Twenty-nine horse and mule riders participated in the equestrian

president of the Post Auxiliary, presented Schumacher with a lap-sized quilt made by the Anza Thimble Club ladies and donated to the auxiliary. Schumacher lost her son, Pfc. Robert L. Pearcy, in Vietnam in June 1969. He was 19 years old.

Anza VFW Post 1873 celebrated the Veterans of Foreign Wars 118th birthday and many years of achievement in the community Friday, Sept. 29, with a Commander’s Dinner at post headquarters on Baily Road. The dinner featuring a green salad, beef brisket, baked potato, beans, dinner roll and a piece of a marble cake that was inscribed
with “Happy 118th VFW Day Honoring our Veterans and their Families.” Soft drinks and coffee were included and a lot of conversation about the successful post auction held the night before were 55 hot dogs and other foods were consumed by the bidders. Board formally adopts Riverside County budget RIVERSIDE – The Riverside County Board of Supervisors formally adopted the $5.5 billion budget, Sept. 26, which it tentatively approved in July, locking in additional funding support for county public safety agencies that began the fiscal year projecting multimillion-dollar shortfalls. In a 5-0 vote without comment, the board finalized appropriations levels for 2017-2018, while still leaving flexibility to make adjustments as needed throughout 20172018. Spending authorizations for most agencies were ratified July 25. However, the county executive office left some money off the table until a full analysis of the state budget and its impact on counties could be completed.
Officials said that since then, $865,000 in “unassigned funds” surfaced, which the executive office recommended – and supervisors approved – for the Riverside County Economic Development Agency. An additional $7.9 million in appropriations for the sheriff’s department was also approved. The allocation will bring the total amount set aside to reduce some of Sheriff Stan Sniff’s red ink to about $18 million. Even with that money, the sheriff is still facing a $30 million deficit by the end of 2017-2018. The deficit was among the reasons Supervisor Kevin Jeffries cast the sole vote in opposition to the budget resolution in July, asserting at the time that there was “no room for errors when it comes to the delivery of public safety.” Jeffries
voted with his colleagues Tuesday. Sniff had expressed concern over the department’s loss of 400 full-time positions, some of them sworn, due to attrition over an 18-month span. With his budget capped at just under $670 million, the sheriff said he had no ability to replace personnel, leaving unincorporated communities with “bare-bones” coverage. “Budget reductions have reduced us down to minimum safety staffing,” the sheriff said. “Nobody can argue that this is satisfactory.” The sheriff’s cost pressures stem from a consent decree mandating enhanced medical and psychological services for inmates, along with union-negotiated salary and benefits hikes for personnel and
internal service charges from other agencies that serve the department. County CEO George Johnson cautioned the board not to engage in ad hoc financial decisionmaking, but rather to adhere to a disciplined spending plan to get the county closer to a structurally balanced budget. Johnson and his staff also worried that trying to meet the sheriff’s and other agencies’ monetary demands would drive reserves below the board-mandated $150 million minimum. Reserves are projected to fall to about $166 million this fiscal year. One year ago, the pool was just over $200 million. In addition to the new appropriation for the sheriff’s office, the board finalized $6.1 million in additional appropriations for the
district attorney’s office, leaving a $9 million shortfall for District Attorney Mike Hestrin to reconcile. Public Defender Steve Harmon will have an additional $6.36 million, essentially closing his budget gap, according to the executive office. Additional, but lower, sums were authorized for several other departments seeking to stay in the black. Earlier this year, the board directed all departments to make 6.5 percent reductions to their budgets in anticipation of steeper cost burdens imposed by the state, which turned out to be less than expected. Supervisors will revisit finances in November, when the first-quarter report on the county budget is submitted by the executive office.

Old friends made new ones in the large group that rode into the scenic hills and sagebrush. “It was such a lovely day for a trail ride, and the horses did great,” participant Ashley Titel said. “And for such a great cause.” The raffle prizes included three wooden coat racks imprinted with the brands of local ranches handmade by Tom Parr; five bales of hay from the Anza True Value Hardware store and a $25 gas gift card from Texaco. “The yearly Rez ride was awesome and had a good group of people and a lot of good animals and of course Stoney’s great tri-tip dinner was the best, and Michael Thomas provided the best music,” Bobbi Harris said. The fundraiser benefits Anza Valley Christian School. This year’s event was sponsored in part by Anza Electric Cooperative, Valley Auto, Costo Ranch and Anza True Value Hardware.

Deer hunting season set to kick off near Aguanga and Anza Diane Sieker ANZAEDITOR@REEDERMEDIA.COM
It’s that time of year again. The crisp, frosty mornings, the promise of autumn storms and the scent of sage in the air means the D-19 zone General Deer hunt is here, beginning at dawn Saturday, Oct. 7, and ending at sunset, Nov. 5. Zone D-19 encompasses an enormous area, including portions of Riverside, San Diego and Imperial counties. Its borders are defined by county Road R-3, state Route 79, state Route 78, state Route 111 and Interstate 10. But most of the area within this zone is not available to hunt. Wildlife preservation areas, refuges, state parks, cities, towns and Indian lands are off-limits to hunters. Most hunting takes place on private land with written permission or federal lands such as Bureau of Land Management and U.S. Forest lands. Only 1,500 “tags” are available for hunters to purchase for this zone. The state biologists report that the mule deer herd is healthy and stable, with a slight decline from herd numbers reported in the 1960s and 70s. “These long-term declines have been due to land management practices that have precluded fire, resulting in changes toward more mature and less diverse habitats, and to reduced quality and quantity of deer habitats. Short-term fluctuations in deer populations are usually attributed to weather events that affect forage production,” according to the California Department of Fish and Wildlife website. Reported hunter success from the 2016 hunt was only 7.7 percent, or 113 bucks harvested. Doe tags are

not issued in this hunt. “There’s some big bucks around here, but they are few and far between,” one avid hunter said. The main hunting destinations in the Anza and Aguanga communities are Thomas Mountain, Cahuilla Mountain Wilderness Area and Beauty Mountain Wilderness Area, and hunters tend to come out in good numbers. In all these places, hunting by rifle with the correct license, tags and attention to regulations is permitted. Gun shots may be heard during the times between dawn and dusk. Hunting at night is illegal. Hunting is not allowed in California state parks, Riverside County preservation areas or wildlife preserves.
The harvesting of antlered male deer or bucks is allowed on private lands with the landowner’s written permission. Reed Valley has some good deer habitat, and some landowners will give permission to hunt there. Hunters will usually be active between dawn and about 9 or 10 a. m. and hit the trails again a couple of hours before dusk, when the animals are most active feeding and traveling to and from bedding areas. Other public land users should wear brightly colored clothing and stick to the trails. Many hunters are weekend warriors and may hunt intensively all day on the weekends; as such, nature enthusi-
asts should plan rides or hikes on the weekdays, if possible. People should make normal noises as they travel and talk normally to make their presence known. If shots are heard, people should not panic, but stay still and call out to make their position known to the hunter. Sounds travel in strange ways and bounces around, and shots fired from a good distance away can seem very close. The direction from which the sounds come may be impossible to determine. Putting bells on horses or backpacks is another way to alert hunters. State statistics for hunting accidents involving firearms reveal that 14 incidents occurred in 2016. Of these, three were fatal. Only
one of those accidents was during a deer hunt. Statistics for 2015 show seven incidents and one fatality. Most of the accidents occurred with shotguns during bird hunts. Hunters have rights, just as other people do. It is against the law to harass hunters and wildlife. The outlined areas are open for them to pursue their sport. The money they pay for tags, taxes and licensing help manage the lands that others also enjoy. In years past, some people posted “No Hunting” signs on the Cahuilla trail system, which is federal land and hunting is indeed allowed. Horseback riders harassing deer have been observed in this same area and that behavior is illegal. “A person shall not willfully interfere with the participation of any individual in the lawful activity of shooting, hunting, fishing, falconry or trapping at the location where that activity is taking place,” according to California Fish and Game Code Section 2009. Additionally, California’s Mammal Hunting Regulations for 20172018 Section 251.1, Harassment of Animals, advised, “Except as otherwise authorized in these regulations or in the Fish and Game Code, no person shall harass, herd or drive any game or non-game bird or mammal or fur-bearing mammal ... harass is defined as an intentional act which disrupts an animal’s normal behavior patterns, which includes, but is not limited to, breeding, feeding or sheltering.” Both hunters and others using public lands can coexist if they understand and respect each other. Richardson elected to Anza Community Hall Board of Directors, announces award of new grant

Anza Community Hall members elected Keith Richardson to the board of directors during an open meeting, Thursday, Sept. 28, at the Community Hall in Anza. Present were board members Les Finn, Dan Robinson, Taz Hoffstat, Gayle Shaffer, Barbara Keller, Noel Donahue and Kyran Roberts. About 45 people were in attendance. The meeting was called to order and minutes and treasurer reports read and approved. One of the Hall’s major sources of income, the weekly swap meet, was reported to be a continuing success. Barbara Keller reported that “the last couple swap meets had 30-something vendors.” An election was held to fill the vacant board of directors’ seat. The newest director is Keith Richardson. “I’m humbly grateful for having the opportunity to serve the Community of Anza. I have lived here since 1984 when Anza was just a two-lane highway and watched this community grow into what it is today. I have never seen a more productive Community Hall Board as there is now and I wanted to be a part of it. I hope and pray that I can continue the positive effect this Board has had on the community and use my God-given talents to contribute to its success.” Board President Noel Donahue announce the fifth grant submitted by the board had been approved for additional improvements to the Hall. The remainder of the meeting was dedicated to answering questions from members. Several had inquiries regarding the grants, grant processes, money disbursement and renovations of the Hall in recent months. Unlike other smaller grants the Hall had received – which resulted in cash that the board could spend – the Community Development Block Grant monies utilize federal funds and came with numerous strings attached. The items the funds will be spent on are listed in the grant application. Then each item must go out to public bid, under federal procurement guidelines. For example, when the Hall wanted to hire contractors to do the kitchen repairs, install the flooring and obtain an architect to produce plans for an ADA-compliant bathroom, the grantor required them to spend $4,500 advertising these opportunities in newspapers from an approved list. Unfortunately, no local Anza newspaper was on this list. In the grant application, $22,000 was budgeted for labor to repair the sub-floor and install the new flooring. Bill Donahue explained that without paying prevailing wage and following federal government procedures that this same work could have been purchased for half the amount they budgeted for. But when the bids came back, the lowest bidder was 3 times the budgeted amount. According to the terms of the grant, unless there is an objection to the bidder, the lowest qualified bidder gets the job. The next problem was that under the conditions of the grant the Hall needed to pay for the approved expenses first and then submit requests for reimbursement. The Community Hall did not have thousands of dollars in the bank with which to pay for these items so the board opened a restricted
bank account solely to handle these funds. They obtained a line of credit from the bank and the funds from the line of credit were deposited into this restricted bank account, so then approved expenses were paid. Once reimbursements were made from the grantor and those funds deposited back into this restricted account and the line of credit was paid down. When the grants are completed the line of credit will be closed. Les Fin interjected that the board, “never touched the money.” Another condition of the grant requires an audit of all the grant fund expenditures. The board has been informed that this audit will cost between $6,000 and $10,000. Because the board has been awarded five grants including two CDBG awards, they have requested and been approved to conduct a single audit of all the grant monies, thus saving thousands of dollars. Bill went on to say that originally, the board wanted to install a handicap-accessible bathroom. But when the federal representatives for the grant money showed up at the Community Hall, the board was informed that they would not be allowed to build this ADA compliant bathroom until they first brought the handicap parking and ramps up to current codes. This was not an expense that was budgeted, so the board applied for additional CDBG funds to cover this. The grant request for the ADA upgrades was for $219,000. But the CBDG award was only $70,000 so the board needed to find a way to stretch this money. They have
found an architect willing to donate his services and a contractor willing to pull the permits. By using volunteer labor to build the ADA bathroom, modify the access ramps in the front of the building and to level the handicap parking stalls they are hoping to complete the ADA upgrades with this smaller amount of money. Finn explained that many volunteer hours had been invested in doing work such as removing the old flooring. Most of the volunteers were 60 years of age or older. “Having younger board member Kyran Roberts and his partner Jade Nichols on the crew helped shift the average age of the workers down below 60,” Finn joked. The meeting lasted about an hour, in which a lot of information was shared with a record number of people in attendance. “This is a ‘community’ hall, the community needs to be involved in it. I believe in the word ‘community,” said Finn. A motion was made to adjourn the meeting, seconded and the motion carried. The next meeting of the Community Hall Board of Directors is planned for Thursday, Oct. 26, at 7:00 p. m. Red Cross urges donors of all blood types to help maintain a diverse supply ANZA – The American Red Cross will host a blood drive, 8:30 a.m. to 2:30 p.m., Monday, Oct. 9, at Hamilton High School, 57430 Mitchell Road, in Anza. The American Red Cross urges eligible donors of all races and ethnicities to give blood to help ensure a diverse blood supply for patients in need. Some blood types are unique to certain racial and ethnic groups, so a diverse blood supply is important to meeting the medical needs of an increasingly diverse patient population. Patients who need repeated transfusions, like 11-year-old Tymia McCullough who has sickle cell disease, must have blood that is
matched very closely. Patients are less likely to have complications from blood donated by someone with a similar ethnicity. Donors of all racial and ethnic backgrounds, as well as all blood types, are needed to help patients fight sickle cell disease, alpha thalassemia and other illnesses. In 20 minutes of casual news scanning on just one network, I found five news items dealing with race baiters – those who see racism in everything. They appear to want to rewrite U.S. history emphasizing white oppression. Here is what I learned. At the University of North Carolina-Chapel Hill, students, notably the Black Law Students Association, are preparing to sue the university for violating the 1964 Civil Rights Act, specifically Titles IV and VI, for refusing to tear down a statue of a Confederate soldier known as “Silent Sam.” They claim that he “violates anti-discrimination laws by fostering a racially hostile learning environment.” Actually “Silent Sam” is a 1913 memorial to Confederate University of North Caroline alumni and an important www.anzavalleyoutlook.com

part of the institution’s history. Another news story spoke of a Texas school district considering renaming schools named after Benjamin Franklin, Thomas Jefferson and James Madison as these names have become offensive to some. Race baiters have in their sites 17 historical figures, notably Founding Fathers Benjamin Franklin, James Madison and Thomas Jefferson, and pose the question, “Aren’t they really racist given their connection to slavery?” The Dallas Independent School District board has already “recommended name changes for four schools named after Confederate figures, including Confederate Gens. Robert E. Lee and Stonewall Jackson.” Even Christian Lipscomb University in Nashville, Tennessee, seems under the spell with the president apologizing to black students for having cotton, yes cotton, used in a table decoration at a dinner for black students in his home. Ironically the dinner was to discuss African-American experiences at the university aimed at making the group more comfortable, but race baiters see racism in everything – even cotton. The president, with his tail tucked between his legs – no offense to dogs – responded, “The content of the centerpieces was offensive, and I could have handled the situation with more sensitivity. I sincerely apologize for the discomfort, anger or disappointment we caused and solicit
your forgiveness.” On the other side of the nation, Evergreen State College in Washington State just announced the end of litigation against them for having had a “Day of Absence,” requiring all whites to leave the campus for one day so that “nonwhite students could have a safe space to talk about oppression” – presumably white oppression. Bret Weinstein and his wife, both white and biology instructors at Evergreen, refused the directive to leave, even holding classes, which subjected them to both ridicule and safety concerns. They sued and won on the basis that the school tolerated – even endorsed – “egregious violations (and even crimes) purportedly to advance racial social goals, diminishing the collegiate experience for all and fostering racially hostile work and retaliatory environment for faculty and staff.” Thus, “the college has refused to protect its employees from repeated provocative and corrosive verbal and written hostility based on race, as well as threats of physical violence.” The couple were awarded $500,000 but was required to resign from Evergreen State College. The fifth news story, however, in the 20 minute scan of one network featured black Trump supporter Diante Johnson, founder of the Black Conservative Federation, who was interviewed by CNN, making the case that “there shouldn’t be ‘white guilt’ in today’s America” for how
their ancestors may have treated the blacks generations ago. CNN did not follow up with just why, but Johnson has it right. No white person now living had anything to do with slavery 150 years ago. Even then, it was almost entirely the whites of the north that gave their lives to free the slaves. It was whites that established and maintained the Underground Railroad at considerable risk to themselves, and it was white author Harriet Beecher Stow in Uncle Tom’s Cabin, who brought attention to the moral issue of slavery. Even today, race baiters need to be reminded that it was whites who elected the first half-black president, Barack Obama. Of course, there were abuses in the past. Indians, Chinese, Germans, Japanese, Quakers, Jews and Mormons can all make cases. Race baiters want whites to acknowledge that they are racist and oppressive by nature and should have what they call “white guilt.” The only remedy they seem to accept is compensation, but this recompense is never enough. But their focus is almost entirely on the blacks and slavery and the perpetrators and victims of that time are dead and today’s descendants, several generations later, were not wronged. It is never an easy task to obey a destruction order from Riverside County Superior Court. Unfortunately, Animal Friends of the Valleys has recently received such an order for a dog that has now bitten two young
children – one of whom is undergoing facial reconstruction surgery and may need more surgeries in the years to come to repair the damage that this dog has done to the child’s face. This instance is a tragic reminder that all dogs have the capacity to be dangerous if not properly trained. Animal Friends of the Valleys
encourages residents to train their dogs – big or small – so that they can be the loyal and loving family members that they can be. SAN DIEGO – The statewide campaign to repeal the car and gas tax hikes is underway with the formal filing of a ballot initiative to amend the state constitution to reverse the tax hikes and to require a state vote before raising car and gas taxes in the future. “Sacramento politicians really crossed the line with these massive car and gas tax hikes, and we intend to give taxpayers the chance to reverse that decision with this initiative,” Carl DeMaio, chairman of Reform California, said. D u r i n g t h e s u m m e r, D e Maio helped spearhead a success-
ful signature drive to collect over 100,000 signatures for a recall election against state Sen. Josh Newman, D-Fullerton, who was the deciding vote on passing the car and gas tax hikes. DeMaio is now committing to help finance the collection of signatures for the statewide initiative as well as mobilize grassroots activists across the state. Backers of the initiative need to collect 585,407 signatures of California voters to put the measure on the November 2018 ballot. Reform California said they have already received pledges
from over 200,000 California voters who want to sign the petition once the forms are issued by the state, and many of those have volunteered to get more signatures from neighbors, friends and coworkers. DeMaio is encouraging more voters to sign up at www. StopTheCarTax.org. The average driver will end up paying $300 more in car and gas taxes if the tax hike remains in effect. “Working families are getting hosed at the pump with the gas tax hike, and they know it won’t fix our roads as Sacramento politicians

DeMaio said that even though the attorney general has a record of issuing false and misleading summaries on citizen initiatives they don’t like, he is confident voters will still vote in favor of the initiative as the issue becomes the defining issue in all California races in 2018. “Once we qualify this initiative for the ballot, 2018 will be remembered as the year we had another taxpayer revolt in California – where the outrageous car and gas taxes were reversed by voters and the politicians that enacted those tax hikes are punished at the ballot box,” DeMaio said. Why should I pay for the injustices of my ancestors; even worse, when they may not have been the perpetrators? And why should my black neighbors receive a benefit forced from me without creating an injustice to me? Under this logic, his posterity will need to atone to my posterity? Could not the same arguments be used against them in a later century? Today most white Americans are of many races and are not racist. Insisting that all whites should have “white guilt” because of presumed ancestral injustices or confederate association only exacerbates racism, the very thing race baiters insist they wish to end. Then, are not race baiters the “real” racists? That the news gives their racism so much attention should be objectionable to everyone.
