MAYOR’S WELCOME ‘The Place for Business’ underscores the Village’s dedication to ensuring Carol Stream remains a great place to relocate and grow your business. Our Economic Development team works collectively with partners that include the Chamber, Choose DuPage, College of DuPage Office of Business Solutions, the Illinois Department of Commerce & Economic Opportunity as well as commercial real estate professionals to attract business investment into our community. The Village routinely leverages economic development tools to spur investment with the recent construction of the Caputo’s Fresh Market and its adjacent retail units as a recent success.

I am pleased with the success of this cooperative effort as the current industrial vacancy rate is at a historic low of 5 to 6 percent. Plans are underway for a couple of businesses to occupy more than 400,000 square feet of available space in our industrial sector in the coming months. Additional business investment has been proposed that will include a 215,000-square-foot expansion to an existing industrial facility and the construction of a new 350,000-square-foot facility along the North Avenue business corridor. These and other efforts to showcase the many economic advantages that exist within the Carol Stream community and the greater metropolitan region continue to payoff. The Village has a well-maintained roadway system with $3.5 million of improvements planned for the coming construction season. In addition, the Village has made a substantial financial commitment to constructing a bike-pedestrian network to encourage alternate means of transit and mobility for bicyclists, walkers, runners and the recreating public. This construction season, the Village plans to make an additional $1.3 million investment in the network that includes two new regional trail segments and two connecting links to the larger multi-county trail network.

For the third consecutive year, the Village ranked as one of the top 100 Safest U.S. Cities (with populations greater than 25,000) by Neighborhood Scout, the premiere risk analysis firm used by U.S. Fortune 500 companies for their relocation plans. Going forward, the Village will continue the long-standing tradition of balanced budgets, conservative spending, no bonded debt and no tax on real estate to fund Village operations. The Village leaders and staff look forward to working closely with the Chamber to ensure Carol Stream remains a great place to live, work, raise a family and operate a business. CHAMBER WELCOME What IS a Chamber of Commerce?

A chamber is a nonprofit membership organization full of members who are your local businesses. Through regular gatherings, chamber members get together to meet each other and build their businesses. Examples of these events are luncheons, Business After Hours, Ribbon Cutting ceremonies, Business Before Hours, and special events like golf outings, raffles and more. Business expos are held throughout the year to give members an opportunity to be exposed to other businesses and, in some cases, the consumers or community. Some say that the chamber answers the front door to the community, as residents, businesses and prospective residents look for referrals (“I need a plumber”) or community information.

The Carol Stream Chamber of Commerce is a very active group of business professionals! ust recently nominated for a third time, the two-time national gold medal award-winning Carol Stream Park District is recognized as one of the best in the nation. Amenities include more than 40 different parks and playgrounds, a “Most Loved Preschool” on the social media site Hulafrog, and two recreation centers, Simkus and Fountain View. The 90,000-square-foot Fountain View Recreation Center opened in September of 2013 and serves as a hub for recreation activities. The center includes an indoor swimming pool, a state-of-the-art fitness center, gymnasium with three full basketball courts, three multi-purpose rooms on the first floor and a second-floor running/walking track. Two walls of the new fitness center feature giant floor-to-ceiling windows offering members natural lighting and a spectacular view of Veteran’s Lake and park while members swim, work out, or take a lap around the track. The spacious new facility boasts many green features that make it energy efficient and easier on the environment. The Fountain View Fitness Center has just over 4,000 inclusive members, enjoying state-of-the-art and digital equipment and over 80 fitness classes. Among retail establishments, the busiest hub of activity currently centers on completion and renting of retail specialty buildings that front the Carol Stream Marketplace, a development along the south side of North Avenue and including Caputo’s Fresh Market.

Prime Location for Business The Village’s proximity to I-355, I-88, O’Hare International Airport and the DuPage County Airport make it an attractive site for businesses looking to expand or relocate. Seven major roads transverse the village, with North Avenue (Route 64) close to the center of town and bisecting a majority of the industrial area. North Avenue runs east into Chicago and westward across the state. Army Trail Road, St. Charles Road and Geneva Road are other major east-west transit routes. Running northsouth are County Farm, Gary Avenue and Schmale Road. Village residents and business professionals who regularly travel the 35 miles to Chicago’s Loop for business or cultural activities are only a 40-minute commute via the Wheaton, Bartlett or Hanover Park Metra commuter train stations. Carol Stream residents and businesses eagerly anticipate completion in the next couple of years of the state’s ElginO’Hare Western Access Project, which is expected to enhance economic development and travel performance throughout the region, providing new western access to busy nearby O’Hare International Airport.

A Vision Combining Residential and Business Community Founder and original Village of Carol Stream developer Jay Stream’s vision is intact today, as the flourishing community comprised of residential homes in the west sector mixed with light industrial business and industries in the east sector. Well-tended homes and subdivisions push the village’s western boundaries, and business and industry flourish to the east. Among some of the newest businesses to call Carol Stream home are: • Mercedes Benz, an auto parts warehouse (170,000 square feet of new warehouse space) and employee training center (45,000-squarefoot new Learning & Performance Center). • Standfast Packaging, a corrugated sheet manu facturing facility which relocated into a 378,000-square-foot building (700 Kimberly Drive). • CoreCentric Solutions, a logistics and supply chain, which is leasing 350,000 square feet of commercial space in the former Invensys Control Building (191 E. North Ave.). New commercial development currently in the pre-proposal stages includes plans for 12-acre parcel of land along the south side of North Avenue. This year, the Village of Carol Stream looks forward to the installation of erosion control mats and landscaping, to complete the $12 million DuPage County Klein Creek flood mitigation project at Armstrong Park. Reconstruction along

the major Gary Avenue corridor also is expected to be completed with the addition of pathways, sidewalks and landscaping.

A Firm Foundation for Success The village has come a long way since Jay Stream built his first homes and petitioned the State of Illinois to incorporate as an Illinois municipality. Incorporated 55 years ago, the Village has grown to include more than 40,000 residents today. Cited in the 1970s by the USA Today newspaper, Carol Stream was recognized nationally for its rapid growth, with developers donating more than $17 million in impact fees and 280 acres of land for fire stations, parks, schools and other public improvements and infrastructure. Along with a major housing boom in the mid to late 80s and then in the mid to late 90s, significant industrial and commercial development has flourished. Overall 29 industrial subdivisions tallying 16 million square feet of building space and 18 shopping centers were developed in Carol Stream. Financial investment, the addition of a substantial number of quality jobs, and increasing retail opportunity followed, with the Illinois Department of Employment Security listing Carol Stream first in annual job growth from 1994 to 1995 and again from 1996 to 1997. In 2009 the Village celebrated its 50th anniversary since incorporation and marked with fanfare the realization of Jay Stream’s early vision for a residential community with diverse housing options stretching westward from Gary Avenue toward Fair Oaks Road and complemented by an industrial sector east of Gary populated with light industry, warehousing and commercial and retail areas. 

BUSINESS/ECONOMIC DEVELOPMENT On the Financial Front The village is one of only a few Illinois commu nities not to levy a municipal property tax. Details of a newly approved 2015-2016 village budget were announced by Mayor Frank Saverino at the spring State of the Village meeting. He noted that as with many Illinois munici palities, one of the financial uncertainties facing municipal and county governments across the state is the prospect that the state will reduce the local government share of income tax receipts by 50 percent, impacting front-line services, such as police and fire, or causing delays to needed infrastructure repairs.

amily owned by three generations of dedicated business owners and mechanics, the Bartel’s Auto Clinic history dates back more than half a century. It was 1958 when family patriarch, Robert Bartel, returned from the Korean War and first began working with his father-in-law at Howard’s Standard in Villa Park.

Over the years, the business evolved – rebuilding following a devastating tornado, opening a new building under the name Bartel’s Amoco (1966), a second station known as Bartel’s Amoco West at the corner of North Avenue and Schmale Road in Carol Stream (1979), and a third station, Bartel’s Auto Depot, in downtown Lombard (1983).

In 1991, a 16-pump gas station and 3,500-square-foot convenience store, Bartel’s Classic Fuel Mart, opened at the corner of Gary Avenue and Geneva Road in Carol Stream and in 2003 the first Bartel’s Auto Clinic dedicated exclusively to auto repair and maintenance opened in Carol Stream. By 2006, Robert Bartel and his son, Patrick, had sold all the gasoline stations and began expansion of their auto service business. “At Bartel’s Auto Clinic, we excel at pairing old-fashioned service with cutting-edge automobile technology,” explains Patrick Bartel, who today oversees operations along with his son, Adam, and daughter, Amy, at three Bartel’s Auto Clinic locations in Carol Stream, Oswego and most recently, Plainfield.

Customer service is at the heart of business, according to Bartel, a longtime area resident, who says quality is long remembered and safety the number one concern. “Our customers are neighbors, business professionals, skilled workers, young families and retirees – many with two cars in the household,” he says. “We’re a customer service driven business and service is what keeps our customers coming back.” Community ties run deep for all 12 employees currently working at the Carol Stream location and for Bartel, who is a 10-year member of the Carol Stream Chamber Board currently lending a hand with the Chamber’s annual summertime golf outing and a special St. Patrick’s Day reverse raffle.

“The Carol Stream community has been especially supportive of our auto repair services, with many customers having come to us for decades,” explains Bartel, who notes that one long-time customer recently brought his car back for a 300,000-mile checkup, new tires and brakes.
