Our latest Emeryville Chamber of Commerce Business Directory and Community Information Guide (which you are now reading) reflects much of this vision and leadership. The Directory contains a wealth of information on Emeryville, the Chamber of Commerce, and our many members and civic partners. As we entered the second decade of the 21st Century, we’ve taken these partnerships and connections to a new level through our landmark Healthy City Initiative Program, which is described in more detail in another section of this Directory; and the Chamber’s second extension of our Healthy City Initiative, our Focus on Economic Health position paper; which is reprinted in this year’s Directory. This landmark document guides our economic development efforts through the next two years. We continue to propose new ideas for our City and business community, including an updated Business and Community Idea Matrix which is now being reviewed and refined by our Board of Directors. The Chamber of Commerce has taken on a new, expanded role as we help to reshape Emeryville’s image in the post-Redevelopment era. The Chamber’s landmark economic development strategy document, our Vision 2020 Paper, was submitted to the City Council in February, 2012 and has since been accepted by the business community and City leaders as a guiding document for helping to direct Emeryville’s post-Redevelopment future. Emeryville’s past is as colorful and exciting as its present. In 1859, Joseph S. Emery, a stonecutter from New England and a prominent Bay Area builder, purchased a 185-acre tract north of Oakland. A small, prosperous community emerged along with a flourishing residential area known for its ornate Victorian houses. In another part of town, along the shore of San Francisco Bay was the Butchertown District where slaughterhouses and meat packing plants dominated the landscape. By 1896, Emery had decided that after long-running battles with Alameda County over land taxes and with Oakland over its failure to provide municipal services, to incorporate his 185 acres. A slate of founding fathers served as the trustees of the new town and included Emery, W.H. Christie, J.T. Doyle, W. Fieldwich and F.J. Stoer. (You may recognize the origin of some of Emeryville’s street names from this list). Christie was appointed mayor, a position he held for over three decades.

During the first half of the 20th Century, Emeryville gained a reputation for its variety of entertainment in the form of the Oakland Trotting Park and Aviation Show. The famed Oakland Oaks baseball team, one of the original franchises in the old Pacific Coast League, called Emeryville home, with Oaks Park located near the intersection of Park and San Pablo

In the summer of 2001, the classic old City Hall Building was reopened after an extensive refurbishing and modernizing. Emeryville municipal government moved back into the original building and the new, glass-walled 17,500-square-foot structure built adjacent and connected to it. Emeryville’s center of city government holds on to its past with the preservation of its first city hall and looks to the future with its contemporary and stylish city offices. Once a town of heavy industry, Emeryville today continues to evolve and grow into a modern, 21st Century urban community with burgeoning retail, office, hospitality and biotechnology, nanotechnology, biofuels research and other advanced scientific sectors. Modern, urban-style housing is another of Emeryville’s new growth sectors, with over 3,900 new housing units completed, planned, or under construction since 2001.

For seven years city business was conducted in two small rooms of the Commercial Union Hotel at the foot of Park Avenue. When they outgrew the building, City Fathers decided that Park Avenue should be the “civic center” of Emeryville. For almost 70 years the ornate, classic building at 1333 Park Avenue served the city as its City Hall. It was closed in December of 1991 for repairs and earthquake retrofitting and has served as the home of the City Council and staff since its expansion and reopening in June, 2001.

Avenues partially on the location of the current Pixar Animation Studios campus. The El Rey Burlesque Theatre, auto racing, jazz clubs and, of course, saloons and speakeasies during the Prohibition era also flourished during this time. In 1920, a greyhound racetrack known as the Blue Star Amusement Park opened on Park Avenue and bookmaking joints called bucket shops opened as well. These off-track betting parlors operated illegally in the back rooms of hotels and saloons, so that handicappers could bet on horse races outside the state. In addition to horse and dog tracks in Emeryville, poker was played in private rooms and clubs licensed by the city. Slot machines installed in back rooms of restaurants attracted customers who wanted action and believed in Lady Luck. In short, Emeryville functioned as the entertainment capital of the East Bay. The Oaks Card Club, still operating very successfully on San Pablo Avenue, is now the sole remaining business of Emeryville’s once-booming gambling past.

An on-going commitment to balanced economic growth in Emeryville fuels initiatives dedicated to business retention and expansion, attraction of new business enterprises, and an objective to ensure adequate representation and growth for all segments of our economy. The Chamber’s leadership in economic development is captured in our 2020 Vision Plan and Strategy document, which was presented to the Emeryville City Council on February 28th, 2012, and our Focus of Economic Health position paper, which is reprinted in this Directory. 18 | Promoting the Community Emeryville is a small community, but the Chamber is involved in a big way. The Chamber supports the Emery Unified School District through our active support of the Emery

Education Foundation and other EUSD fundraising activities. The Emeryville Community Action Program (ECAP) serves the less fortunate citizens of Emeryville and the Chamber works to raise funds for ECAP. The arts community is an integral part of Emeryville and the Chamber works alongside our business partners to help publicize the month-long Emeryville Art Exhibition each October. Additionally many community activities are publicized in all of the Chamber’s communications venues — our Web Site, broadcast fax, and 60 Second e-news updates and on our Chamber Facebook page. 19 | Chairman’s Circle – Exhibiting an Extra Level of Chamber of Commerce Support and Community Leadership. The highest level of visible commitment a business can make. Our Chairman’s Circle members are local businesses who visibly demonstrate their support for the Chamber of Commerce and the community through an enhanced membership investment. Chairman’s Circle members receive permanent exposure through a separate listing on the Chamber’s Web Site, on all printed Chamber event programs, on the Chamber’s letterhead, and in our weekly 60-Second Update e-newsletter, which is sent to over 8,800 e-mail addresses regularly. 20 | Healthy City Initiative: Launching and Era of Shared Community Values. In February, 2007 the Emeryville Chamber of Commerce launched its landmark Healthy City Initiative (HCI) Program. The Initiative is an ambitious plan designed to foster a healthy, vibrant, strong and safe community by promoting seven core values which the entire community can share and endorse. Each of the seven core values involves building linkages and connections to business, government, educational institutions, non-profit organizations, and individuals, with the Chamber of Commerce serving as the central distribution point for information, ideas, HCI events and activities. We have produced two detailed extensions of our HCI Program: Our 2020 Vision Plan and Strategy, and our Focus on Economic Health Position Paper. A third extension paper is currently under development. A thriving arts community has called Emeryville home for over four decades. Initially drawn to the city by the availability of industrial and warehouse space, artists choosing to live and work here have found a supportive and receptive atmosphere, one in which the arts and the live/work concept are recognized as an integral part of the community. This support is fostered in part by the community of artists already in existence, by the City of Emeryville itself, and by residents and businesses who have discovered the talents available to them in terms of skills creative problem solving, and enthusiasm. Artists comprise a significant percentage of the city's population, and once a year many of them open their studios to the public for two weekends in June during the ProArts Annual Open Studios self-guided tour event. The City of Emeryville, in partnership with the business community, honors the city's artistic community each October with the Annual Emeryville Art Exhibition, a juried exhibition open to all artists who live or work in Emeryville. This event, now in its 27th year, celebrates the diversity of artwork created in the city and features the work of close to 100 painters, sculptors, photographers, fine craftspeople and video and performance artists. In 1990, the City Council adopted a Percent for Art Ordinance stipulating that 1 to 1.5 percent of building construction costs be earmarked for art in public spaces in both the public and private sectors.

Many artists are active in community affairs, lending creative energy to neighborhood groups, city committees and commissions, civic organizations and the Emery Unified School District. Looking forward, the City has begun planning for the opening of the long-awaited Emeryville Cultural Arts Center, a state-of-the-art multiuse facility which will feature theatrical and visual arts exhibits. The Center will be located in a former industrial site on Hollis Street, immediately adjacent to Emeryville City Hall, and is one more symbol of Emeryville’s transformation from an industrial center to a City of retail, shopping, business, hospitality, and artistic vibrancy.

healthy city initiative SPECIAL REPORT: FOCUS ON ECONOMIC HEALTH – 2014-2015 A vibrant economy is the foundation of a healthy community Introduction. The Emeryville Chamber of Commerce launched its Healthy City Initiative (HCI) Program in 2007. The HCI seven core public policy elements provide structure and guidance for the Chamber’s Program of Work and operations. For 2014-2015 the Chamber of Commerce’s primary focus will be on the Economic Health component of its Healthy City Initiative Program. Background. The Emeryville Chamber of Commerce remains dedicated to strengthening Emeryville’s economic base through a four-part program based on: (1) Legislative advocacy; (2) Regionalization; (3) Leveraging the economic strength of the East Bay through active, strategic partnerships; and (4) Marketing and promotion of Emeryville as a City that welcomes business. We believe that by continuing to focus on the Business and Economic Health component of our Healthy City Initiative Program that the Chamber of Commerce, in partnership with our City, business and civic leadership, can lead the way in controlling its own economic destiny to keep Emeryville moving in the positive direction that it has for the last 35 years and into the future. The foundation for all of the elements of our Healthy City Initiative Program – Artistic and Cultural Health, Emergency Preparedness, Educational Health, Environmental Health and Digital and Technological Health – is based on a strong, stable and growing economic base. The high quality of life that Emeryville residents, businesses and visitors have come to expect is possible only from the creation and nurturing of a strong economic base. The Emeryville Chamber of Commerce recognizes that we are in the throes of major economic upheaval in California. While serious challenges confront us, the Chamber of Commerce understands accepts the leadership challenge of partnering with its allies in City government and the community to chart a new economic direction for all of Emeryville.

• Emeryville’s commercial sector produces at least 70% of the City’s General Fund revenues. There are other studies that place the percentage even higher. • The Emeryville Chamber of Commerce takes a regionalist approach to economic development and growth, working to form strategic alliances with local governments, non-profit organizations and other business associations to promote the greater East Bay as a place to locate, relocate or expand a business. Here is a short summary of some of the major economic development events and activities in 2013-14: The Chamber of Commerce began the implementation of our Vision 2020 and Economic Development Strategy Document which was adopted and supported by the Emeryville City Council. The Chamber of Commerce produced a new “Focus on Economic Health” position paper which outlines more direction for the Chamber of Commerce, City and community in keeping our economy strong and moving in a positive direction in the post-Redevelopment era. Shortly thereafter, the Chamber of Commerce established its own Economic Development Strategy Task Force which began meeting monthly to oversee the implementation of both the City's Economic Development Strategy, and the elements of the Chamber's 2020 Vision Statement. This Task Force was the impetus for the City of Emeryville to form its own Economic Development Task Force, and the two Task Forces were eventually merged and are now a full City of Emeryville Committee. In July of 2013 the Emeryville City Council unanimously renewed its Economic Development partnership with the Chamber of Commerce. The Chamber of Commerce continues to work with Paxio on EmeryConnect, a project developed largely by the City's Economic Development Department with the eventual goal of establishing Citywide broadband and digital capability, which we will then use to market Emeryville as a desirable place to open a business, and will continue to make that a major economic advancement priority for 2014-15. See www.emeryconnect.com. The Emeryville Chamber of Commerce remains a strong and active partner with the East Bay Economic Development Alliance.

This updated document represents the Emeryville Chamber of Commerce’s policy statement and specific programmatic elements to guide us in our work for 2014-2015.

• The Chamber of Commerce believes that the ability to create and enhance a high quality of life for our residents, businesses and visitors is inextricably linked to a healthy and thriving local economy.

• Actively lobby the State Legislature to enact legislation that would make it easier to create Infrastructure Financing Districts.


• Advocate as an overall program goal the maximization of tax-generating and job-generating developments. • Continue to advocate for a complete economic analysis of prospective developments in Emeryville. A “Complete” economic analysis means projections on prospective sales, property, business license and utility user taxes; Emery Go Round assessments, Arts in Public Places fees, Measure A assessments and one-time fees. • Establish the Emeryville Business Roundtable, a small group of Chamber of Commerce business leaders to meet several times annually with the City Manager, Mayor and City Council members in small group settings to continually communicate to key local government decision-makers the need to stay focused on job creation and an examination of other critical issues facing Emeryville. • Continue our partnership with the City of Berkeley and the Lawrence Berkeley National Laboratory to promote the West Berkeley/Emeryville Bio Corridor through joint marketing efforts and promoting BE Bio Presentations and Mixers.

• Work with our hospitality industry to ensure the East Bay is represented in all Super Bowl 50 marketing efforts. • Continue our work with Rubicon Programs and Berkeley City College on workforce development, to ensure that our schools and training programs are producing employees with the right skills for the modern workplace. • Exploration of international trade and export opportunities for Emeryville businesses.

• The Chamber of Commerce will participate in and serve as the liaison to: (A) The Governor’s Office of Business and Economic Development (GO-Biz); (B) the East Bay Economic Development Alliance; (C) the Center for Manufacturing Excellence (MANEX); (D) the East Bay Manufacturing Group; and other recognized state and regional organizations.

Emeryville’s very creation was based on business and commerce. The City’s founder, Joseph Emery, purchased this tract of land in 1852 and broke it off as an independent city in 1896 for the purpose of facilitating commerce.
