Hobbs is the largest municipality in Lea County, the southeastern-most county of New Mexico’s 33 counties, and situated on the far western edge of the Llano Estacado. Like much of southern New Mexico, the Hobbs area represents the best of the “high desert,” with its blue skies and warm sunshine. The Hobbs area exhibits a truly multicultural heritage: Native American legacy, cowboy legend, farming traditions and Hispanic culture. With their agricultural roots and pioneer spirits, Lea County residents are surrounded by folklore and Western mythology, all enshrined in its museums and libraries. Amateur archaeologists can still find arrowheads left behind by the native people, including the Comanche and Apache Indians, who once ruled over these vast plains.

Although Lea County has miles upon miles of open range, with endless horizons dotted by cattle and rows of pump jacks that are mirrored by the infamous clear sky, its five municipalities are Meccas of activity and progressive thinking. While each city is fiercely independent and proud of its own accomplishments, all five communities work closely together to provide excellent educational facilities, business opportunities, cultural events and a collective quality of life that is second to none. Geology buffs can see fossils embedded in the nearby Caprock, evidence of the different levels of the ancient Permian Sea. Among the most distinct pieces of evidence of the eons of evolution that occurred here is the complete skeleton of a wooly mammoth in southern Lea County. Caving enthusiasts can enjoy one of the most magnificent underground caverns in the world, just a short drive away at Carlsbad Caverns. Working cowboys still roam the range, herding cattle and mending fences. Of course, the ever-present oil wells dot the horizon, reminding us of the rich black gold that helps provide many of the amenities we enjoy in Hobbs. As pump jacks slowly sway back and forth, kissing the ground and then the sky, their constant slow rhythm complements the solemn stillness of the otherwise uninterrupted landscape, which yields the rich booty buried below.

ot so long ago, thousands of buffalo roamed these vast grassy plains. Although many travelers passed through Lea County during the years when Europeans were exploring the New World, they were no match for the Native Americans who claimed the area as their own. From the Spanish conquerors of the 16th and 17th centuries, the Mexican rulers of the 18th century, to the Buffalo Soldiers of the postCivil War era, to the fearless cowboys of the 19th century, all were daunted by the harsh landscape and by the skills and brilliant tactics of the native people who resisted the onslaught of these invaders. Fortunately, though, remnants of these former civilizations still remain in Lea County’s museums, folklore and anthropological digs. Much of the land is still as wild and untamed as it was when the nomadic Comanche and Apaches called it home. Arrowheads and pottery shards still lie undisturbed just below the surface, a paradise for amateur archaeologists. In fact, North America’s most ancient pre-historic human probably hunted bison and mammoth in and around Lea County at least 15,000 years ago. Both the Clovis Man and the Folsom Man left their spear points here.

About 250 million years ago, the Llano Estacado was submerged. Although the shallow, inland sea slowly evaporated, layer after layer of dead marine life slowly decayed underneath, resulting in huge oil and natural gas reserves that have made Lea County one of the richest centers of natural resources in the world. Later geological changes would add an even more important resource to the Llano Estacado: the Ogallala aquifer, a huge, underground lake of cold, pure water. Although the Native Americans cleverly hid this secret source of water for many years, eventually the stubborn determination of 18th

Century pioneers led to the rediscovery of this essential source of life. By the 1880s, Lea County had become a haven for cattle ranchers who settled near the scattered watering holes. They were quickly followed by the even more tenacious homesteaders, who learned that plentiful water existed just a few feet below ground; hence, ubiquitous windmills now dot the landscape. Many ranchers in the Hobbs area still depend on the simple power of these windmills to water their herds. While the never-ending procession of settlers brought stability and permanent encampments to the Llano Estacado, the Southwest remained a place of fiercely independent and self-sufficient people. In fact, New Mexico was not even admitted to statehood until 1912, making it the 47th state to join the Union and one of the last to relinquish its association with the Western frontier. Lea County and its five rural municipalities have comprised a local economy based almost solely on petroleum for over eight decades. This area has thrived during prosperous booms and suffered during ruinous busts. An unflinching, entrepreneurial spirit has sustained generations of Lea County families, who have reliably delivered a cornerstone commodity to our nation. And getting oil and gas to market is no easy task; men and women toil outdoors in triple-digit heat, sub-zero cold, gale-force winds and other inclement weather. For these reasons and more, energy is our proud heritage. Energy is also our future. That same entrepreneurial spirit that kept eyes fixed on the next boom is what fuels our vision for the future. Because energy is our workforce’s core competency, we are developing a variety of fuel sources and, thus, diversifying our local economy. Lea County is home to the petroleum, nuclear and renewable industries. From assets to attitudes, no other region in America is more poised to develop the U.S. energy economy than Lea County, and that is why residents have embraced calling the county the EnergyPlex. Today, Hobbs remains a retreat for those who crave a little elbow room and prefer the peaceful, wide open spaces reminiscent of bygone days. ea County Regional Airport is located just outside the city of Hobbs and furnishes daily jet service to Houston, making Hobbs a gateway to the world. Lea County Regional Airport is a fully FAAequipped and serviced facility, with private aircraft tie-down service available from its fixedbase operator. Lea County welcomes its fly-in guests at its modern airport building and service area.

Lea County is also served by two additional regional Texas airport facilities: Midland International Airport, which is 90 minutes southeast of Hobbs, and Lubbock, north of Hobbs. Both of these airports offer multiple airline carriers and carrental agencies. In addition, commercial bus service links Lea County to other regional locations.

Nevertheless, the most enjoyable way to travel to and in Lea County is by car on the well-maintained interstate highway systems. Lea County is served by three major east-west U.S. highways, a major north-south state highway and numerous other state roads and thoroughfares. The network of routes provides easy access to nearby major markets and tourist attractions.

Luther King Soccerplex includes eight soccer fields and a walking trail. The Memorial Baseball field is fully lighted for 24-hour tournaments, as well as pick-up baseball and softball games. For campers, Hobbs offers several excellent facilities with full RV hookups and flat pull-through pads.

Business–Hobbs obbs (population 43,000) is the metropolitan center of Lea County and remains the focal point for the arts and education for southeastern New Mexico. Both of Lea County’s schools of higher education are based in Hobbs. New Mexico Junior College is a modern, two-year academic and vocational college offering associate’s degrees, including nursing and energy technology. The University of the Southwest is a four-year college focusing on liberal arts, with both bachelor of arts and bachelor of science degrees offered. The college now also offers master’s degrees in selected categories.

Hobbs is home to the Lea County Event Center, which is the second-largest conference and convention center in the state of New Mexico. The center is a modern facility that can host large meetings and conferences, as well as indoor rodeos, tractor pulls, indoor soccer and monster truck events. This multi-purpose facility can seat 4,800 people theater-style in the main auditorium. Hobbs is the headquarters for the Llano Estacada Art Association, a member of the Lea County Commission for the Arts. These two organizations display many forms of art, painting and sculpture in the Commission’s Art Gallery, which is open to the public. The Southwest Symphony and the Hobbs Community Playhouse are but two of the many cultural activities that attract people from throughout the region.

The quality of life and the development of amenities that bring good schools, successful businesses and recreational opportunities are on the forefront of the city’s agenda. Lovington is one of New Mexico’s first planned communities. In the spring of 1908, Robert Florence Love deeded portions of his homestead to be subdivided into lots for the formation of a town. His brother, James B. Love—seeing a need to supply basic ranch supplies only available to local families from the distant towns of Lubbock, Midland and Roswell—opened a general store in September 1908. He became the postmaster of the new village of Lovington. By 1911, Lovington had established a phone company, public utilities, banks, a hotel, a newspaper (still in existence) and a progressive school system with one of the first high schools on the High Plains. In 1917, Lovington, with more than 600 people, was the largest town in the newly formed Lea County and the natural choice to be designated as the county seat. Little did the Love brothers know when they decided to give up the open-range cowboy life and settle on the high plains of the Llano Estacado that the community they envisioned would, 100 years later, be a thriving city of 10,000 residents. Today, Lovington’s economy is based on farming, ranching, the oil and gas industry and an increasingly robust dairy industry. Continuing its tradition of placing emphasis on education, Lovington has an excellent school system. Lovington High School has the only state-of-the-art Vision Quest Technology Center in New Mexico.

One of the county’s most celebrated destinations is the Lea County Museum, located in Lovington on the town square, across the street from the courthouse. Entering one of the museum’s many buildings is like stepping back in time a century ago, when Lovington was just beginning to be a town and New Mexico was not yet a state. The history and art exhibits at the museum tell stories of early ranchers, the

Lovington has six public parks, the largest of which is the 80acre Chaparral Park. It is one of the prettiest parks in Lea County and offers fishing on its 11-acre lake. It also sports playground equipment, jogging/exercise trails, tennis courts and picnic shelters. A public swimming pool opened in the summer of 2008. Every Fourth of July, the park hosts “The World’s Greatest Lizard Race,” an event that has gained international recognition. Each year, contestants enter more than 100 lizards to see which will be the champion. The Lea County Fair and Rodeo, the largest county fair in the state, takes place every August at the Lea County Fairgrounds outside of Lovington. The rodeo is a PCRAsanctioned event and attracts top-ranked participants from all over the United States. Lea County is known for its championship ropers, all of whom honed their skills at this event. The first weekend in November sees crafters gather at the Lea County Fairgrounds for the Annual Arts and Crafts Fall Festival, a two-day event with more than 100 vendors. For the last 22 years, Lovington has kicked off the Christmas season with the Electric Light Parade. Children and adults from all over the county come to view this beautiful nighttime celebration as it lights up Main Street. In 2007, Lovington was designated a Main Street start-up community, which ensures that Lovington’s downtown will continue to grow and be revitalized through restoration and preservation projects. One of Lovington’s most successful preservation projects is the Pyburn House Bed & Breakfast. Originally built in 1935 for the superintendent of schools, it was later used as a boarding house for women teachers. Designated as a National Historical site, today it is considered one of the premier B&Bs in the state and has been showcased in Better Homes and Gardens magazine. The people of Lovington are hospitable, unpretentious and down-to-earth, and with the city motto “Make It Happen,” the pioneer spirit that helped forge this city on the high plains still prevails.

Founded in 1909, Eunice began with the opening of a post office to serve area ranchers. The well-known “84 Ranch” was founded there in 1885. Eunice has grown into a close-knit, family oriented community that treasures its low cost of living and high quality life. Community spirit can be found everywhere. Club and social events, civic affairs and community-wide functions are just some of the activities for families to enjoy. Play a round of golf at the Eunice Golf Course, one of the nicest courses around. Stephen’s Park is a popular fun spot for the young set. The young and the “not so young” can enjoy a summer’s evening at this beautiful park watching various rodeo events at the arena located there. Eunice is home to the URENCO USA uranium-enrichment facility, which is anticipated that, at full capacity, can produce sufficient enriched uranium for nuclear fuel to provide approximately 10 percent of America’s electricity needs.

Eunice has a friendly small town atmosphere, great schools and churches, clear skies, mild winters and a low cost of living. It is like the other Lea County communities in this respect. However, the City’s focus on improving the quality of life for its residents is what makes Eunice truly stand out. In the first quarter of 2006, the City of Eunice began an aggressive program to improve it services for the community. The following projects are now in various stages of planning for completion: 1. Downtown Renovations at the cost of $1,500,000 with next phase of $1,000,000 beginning. 2. The building of a new elementary school, baseball field and the Vocational Graphic Arts Center at the cost of $35,000,000. 3. Rebuilding the City water system at the approximate cost of $5,000,000. Completed projects 1. Aquatic Facility and state Park at the cost of $2,500,000. 2. New Medical Clinic at the cost of $550,000. 3. Renovation of the City Wastewater Facility at the cost of $7,500,000. 4. Additions to the Senior and Youth Centers at the cost of $500,000. In addition to improving the services for its residences, the City is planning for the future. We have initiated zoning and planning boards, therefore insuring the quality of the City’s growth. We have also developed a comprehensive plan and initiated a City Beautification plan with a $1,340,000 grant from the State. We are correcting today’s problems and are planning for the future. The National Enrichment Facility (NEF) received their license in July of 2006 and we have seen growth and expect more within the City over the next few years. The $4,000,000 facility is located 5 miles east of Eunice. Our three thousand residents welcome you to Eunice and invite you to visit as long as you can. With its roots grounded in its past, the town of Tatum has high hopes for the future. Founded in 1909, Tatum is a small community of 800 people with a history of working hard. Cattle by the thousands grow fat on the many ranches that surround this town, and oilfield workers get important petroleum products to market every day. Nestled in the village center, you will find a vibrant Senior Citizens Center and businesses to serve your needs. Tatum Municipal Schools provide excellence in education and are the pride of the community. You’ll find lots to do at the

As the southern gateway to New Mexico, the folks in Jal are the first friendly faces you’ll see, with many more to follow. The Trail Ahead, a 100-foot metal sculpture depicting cattle drives, greets you as you approach Jal. This small town began as a ranching center and boomed nearly overnight in 1928 when oil and gas was discovered in the area. Education is a cornerstone here, led by the Woolworth Community Library, which contains more than 35,000 volumes. It’s not every town that can boast a 10acre manmade lake that spells out its name! Of course,

Things to Do Around the Area CARLSBAD, NM – If bats and caves are your thing, the world famous Carlsbad Caverns National Park is only a short drive west of Hobbs/Lea County. The holiday season kicks off with community home lighting/decoration and the business district having Santa Claus for the children. A must see is Christmas in the Desert, featuring large holiday lighted displays at McAdams City Park. We mark the end of summer with the Annual Southwest Cowboy Celebration, called the Staked Plains Round-Up. The event brings the spirit of the Old West and country life in the modern age.

Hobbs hosts a number of sporting tournaments throughout the year. Free from the smog and traffic jams of more populated areas, Hobbs benefits from its proximity to mountains and snow skiing only a few hours to the west in the spectacular Rocky Mountains, two international airports a few hours to the east in Texas and an international border with Mexico within driving distance to the southwest.

Organized motorcycle groups are welcomed to Hobbs and several events just for motorcycles are scheduled throughout the year. There are several fishing holes in the area, with fish stocked by the New Mexico Fish and Game Department. Water sports are another great way to experience Hobbs. Most of Lea County’s water is underground in our Ogallala aquifer, but that which is on top is used to its fullest. Each community has public-operated swimming pools, several of them with water park settings and picnic grounds close by. Again, because of the weather, swimming is a year-round activity, with summer seeing the lion’s share of pool usage.

New Mexico Junior College (NMJC), a public two-year community college, serves the residents of Lea County with a traditional liberal arts and technically applied curriculum, which grants associate’s degrees in arts, science and applied science. NMJC also offers several specialized programs. In fact, the nursing program has received numerous accolades for its quality instruction, high standards and phenomenal graduation rate. In addition, the new Technology Training Center prepares students for professional careers in the automotive industry through a unique partnership between General Motors and Ford Motor Company. A true community college, NMJC offers a variety of vocational training programs and continued educational classes for the non-traditional student. NMJC recruits student athletes from all over the world, making it a truly multicultural campus. Its low in-state tuition and campus dormitories help make it one of the most attractive educational opportunities for its 4,500 fulltime students.

The University of the Southwest is a private, four-year liberal arts college, which bases its curriculum on Christian values and the ideals of the free-enterprise system of business and government. In fact, College of the Southwest students have won several awards in the annual Students in Free Enterprise competition. With its generous financial aid package, Southwest appeals to the 500+ full-time students who seek a solid value-based education in both bachelor’s and master’s programs. In addition, the College of the Southwest hosts the “Jack Maddox Distinguished Lecture Series,” which brings renowned speakers from all over the world to the campus and community and adds to the cultural richness of our area.

Both the University of the Southwest and New Mexico Junior College feature dynamic athletic teams, strong performing arts departments and respected academic programs accredited by the North Central Association of Colleges and Schools. Many people move to Hobbs because it’s the perfect place to raise a family, go to school and work for a living. The five municipalities have local control over their respective school systems, benefiting parent and teacher involvement with the superintendent and school board in providing an excellent quality of education at all grade levels. In the push for academic excellence, test scores in Hobbs are rising. For example, Hobbs students recently ranked above all other counties in the state on their ACT and California test-score results. Through a countywide consortium, all high schools in the county have access to dual-credit college credit through the Advanced Placement (AP) Program, which is another way to earn college credit through a high school program geared to higher learning. All five municipalities boast statewide and even national honors in music, debate, agriculture, science, math, essay writing and all varieties of sports, including rodeo, football, basketball, golf, baseball, swimming, soccer, tennis, track and wrestling. Many of the area churches also sponsor youth activities to build leadership and team participation. Recently, the city of Hobbs opened a new teen building dedicated to providing a safe and staffed facility for the area youth. The Boys and Girls Club provides after-school and Saturday programs for children.

ea County is noted for its rich oil and natural gas reserves, attracting international oil-related companies such as ConocoPhillips, Chevron, Baker Hughes and Halliburton.

Although the economy has benefited from the enormous wealth of the gas and oil reserves, the business community is diversified enough to create a balanced community with major stores mixed in with small, individually owned shops. The telecommunications business is booming, with Windstream Telecommunications, Baja Broadband and LEACO Rural Telephone Service prepared for new markets as Lea County continues to grow. Tourism is increasing in importance in Lea County, with several new national-brand motels and restaurants building to accommodate the casino and horse track. The casino and race track attract more than 2.2 million people per year to play, be entertained and watch world-

class horse racing. This is the only non-Native Americanowned casino built as a Las Vegas-style casino in New Mexico. Live horse racing is scheduled for the months of September through December in Hobbs. This time of the year has great weather for both the horses and spectators. There is always simulcast (televised) horse racing every day at the race track. The location of the URENCO USA uranium-enrichment facility in Lea County indicates the high-tech proficiency of the area. This $4 billion facility enriches uranium for nuclear power plants throughout the world, supporting continued clean and affordable electrical power. CITY OF LOVINGTON The city of Lovington has five elected city councilors, elected by district, with a mayor elected from within the council. The city is managed by a city manager who provides leadership for the day-to-day operations of the city and the various departments and services. The city of Lovington employs 26 certified police officers and has a fire department of 17 firefighters and EMTs.

CITY OF EUNICE The city of Eunice has eight elected city council members elected by districts and a mayor elected city-wide. The mayor manages the day-to-day operations of the city in cooperation with the city manager. The city of Eunice has a chief and five certified police officers. A full-time fire chief supervises 30 volunteer firefighters, along with seven certified volunteer EMTs. oters in Lea County take an active role in politics, especially local politics. The county is governed by five county commissioners, each representing a district of the county. The day-today management of the county is overseen by the county manager, who provides supervision to the various county departments and employees. The other elected county officials are the Sheriff, Treasurer, Assessor, Probate Judge and County Clerk.

Each city in the county has its own locally elected officials who are elected by districts or at large within their municipalities to set policies and to govern their community. CITY OF HOBBS The city of Hobbs has six district elected commissioners and a city-wide elected mayor. The mayor and commissioners hire a city manager, who is responsible for the day-to-day operations of the city and its various departments. The city of Hobbs Police Department has a chief and approximately 80 certified police officers. The Hobbs Police Department is one of four police departments accredited by the International Police Chief’s Association. The Hobbs Fire Department has a chief and 71 firefighters who also are certified as EMT/Paramedics. The city of Hobbs enjoys the lowest Insurance Fire Rating in the state of New Mexico.

CITY OF JAL The city of Jal has six elected city council members plus a mayor, all of whom serve the community at large. The city is managed by the city manager in cooperation with the mayor. The city of Jal has a chief and six certified police officers, and one full-time fire chief and medical-services director along with 18 volunteer firefighters/EMTs.


CITY OF TATUM The city of Tatum has four elected city councilors and a mayor, all of whom are elected at large. The Tatum Police Department has a chief and three certified police officers. The city’s fire department has a chief and 10 volunteer firefighters, and operates the ambulance service for the city.

NEW MEXICO STATE POLICE The New Mexico State Police has a sub-district office in Hobbs and provides patrol officers and supervision for Lea County-based State Police officers. The State Police district offices are located in the city of Roswell.

LEA COUNTY SHERIFF’S DEPARTMENT The Lea County Sheriff’s office is staffed with 44 certified deputies who are responsible for Courthouse security, civil service and patrolling the unincorporated areas of Lea County. This modern sheriff’s department coordinates its criminal operations and investigations with the various local law enforcement agencies. The Lea County Sheriff’s Department has offices in Hobbs and Lovington and has resident deputies in Jal, Eunice and Tatum.
