HISTORY
he history of Muskego is rich and colorful. It offers insight into past forces and trends, which continue to influence the present and future path Muskego is to take.
T
The area was originally home to the Potawatomi tribe, who named it Mus-keeGuaac or “sunfish.” With three lakes, large forests and abundant game, the area supported a large population of Potawatomi. In 1827, the first European man arrived, establishing a trading post that he maintained for two years. There were no European settlers in the area prior to that time. In 1833, the Potawatomi ceded their lands in Wisconsin to the U.S. government. But, despite being relocated by the federal government in 1850, the Potawatomi continued to return to hunt and fish in and around Muskego’s lakes until the 1870s. In 1836, the first permanent European settlers, the Luther Parker family, arrived from New Hampshire. Others followed, and soon there were five separate settlements in the town of Muskego. Staking their claims, the Yankees settled in Muskego center, the English in Durham Hill, Irish in Denoon, Germans in Tess Corners and the Norwegians in Lake Denoon. These settlements still live on today. Soon after, the town’s first school was established in 1839; the first post office was established in 1848. In the history of Waukesha County, Muskego Settlement, called the Norwegian settlement, began in the southern part of the town (town of Norway) in 1839 and grew rapidly until some of the newly arriving

immigrants brought cholera in 1849. Under the leadership of John Luraas in 1839, 40 pioneers came to Muskego Lake from Norway to found one of the most important settlements in Norwegian-American history. After temporary setbacks, the settlement flourished through the leadership: of Even Heg, Johannes Johanassen, Soren Bache, Elling Eilsen, James Reymert and Claus Clausen, who sent glowing reports to Norway and encouraged large movement to this country. This settlement gave rise to the first organized Norwegian Lutheran congregation in America (1843) and published the first Norwegian-American newspaper. Old Muskego became well known as a mother colony to other settlements, with schools and churches springing up on the new frontier. Countless wagonloads of newcomers stopped here before continuing west. Agriculture in Muskego formed the backbone of the early economy, with products being shipped to Milwaukee by wagon over what, following completion of construction in 1849, came to be called the “Janesville Plank Road.” While not only providing easy access to Milwaukee for agricultural goods grown in Muskego, the plank road and other improved roads facilitated easy access from Milwaukee to Muskego for city dwellers seeking recreation and relaxation amongst Muskego’s natural beauty.
In 1904, the Milwaukee Electric Railway and Light Co. opened a trolley line. Milwaukee residents then were able to take day trips to Muskego to enjoy the lakes. Many resorts emerged during this time, lining the shores of Little Muskego Lake. Due to the increased influence of automobiles, the trolley line ceased operations in 1939. Muskego continued to be a recreation destination with numerous family cottages, beaches and Muskego Beach Amusement Park, which opened in 1925. The 1920s began to see the influence of the automobile age, which would cast the mold for the Muskego community today. Easy access to Muskego, provided by improved roads such as Janesville and Loomis roads, allowed Milwaukee residents more frequent exposure to Muskego, which led to dramatic increases in population. Along with this residential increase in Muskego, commerce also grew. Businesses, such as grocery stores, gas stations and restaurants, located to Muskego to capitalize on the ever-increasing population base. Industry moved to Muskego to escape the congestion and high taxes of Milwaukee and other older cities. As it can be seen, the challenges that face Muskego in the future are rooted in the past. Muskego is now faced with balancing the attractive attributes of open spaces, abundant natural beauty, pleasant housing and opportunities for active and passive recreation, with the strong desire for people and business to move to Muskego and partake in its abundance. NEW JANESVILLE ROAD CORRIDOR JANESVILLE ROAD WILL BE JAMMIN The city of Muskego and the Waukesha County Department of Public Works are reconstructing Janesville Road (CTH L). The project employs context-sensitive design in an urban corridor. The project involves the reconstruction of a 2.5-mile section of Janesville Road from Racine Avenue to Moorland Road through downtown Muskego. Due to increased demand, Janesville Road is being expanded to a four-lane divided roadway with sidewalks on both sides of the road, curb and gutter, a new storm sewer system will run the entire length of the roadway. The Chamber of Commerce, along with the city of Muskego, spearheaded “Jammin’ on Janesville,” which is a series of events, on the first Fridays of the summer months, to promote business along the Janesville Road corridor, especially during the Janesville Road reconstruction. Although the street will be open during the three events, parking will be tight, so a free shuttle will take visitors to stops all along the road. Support local business during construction and beyond. The mission of Jammin’ on Janesville is: To showcase the city of Muskego and all its businesses in a fun, personal, interactive manner, creating a lively and engaging event for the community. As we make our way through seasons of road construction, we will do well to recognize how the efforts of many business owners, the Chamber of Commerce, the city of Muskego and our caring community will result in great progress for those of us who choose to live, work and play in this uniquely beautiful city. Our Muskego business community will benefit for many years from the work being completed along Janesville Road, and the efforts, partnerships and cooperation put forth by many through Jammin’ on Janesville.

LIVING
he Muskego community has grown immensely since its days existing primarily as a farm town. Charming, friendly neighborhoods are fused with the area’s inherently beautiful setting, affording residents a genuinely unique way of life in the Midwest. The city strives to preserve the natural resources and open spaces that have made it unique in this area of Wisconsin. With its three winsome lakes and lovely landscape, Muskego’s high-quality neighborhood developments remain serene and appealing for residents and future area homebuyers.
T
Single-family, detached homes are dominant, constituting 85 percent of all housing units in the city. For those interested in a smaller space, condominium developments have become increasingly prevalent, with new construction to come in the near future. In addition, comfortable apartment options, which represent eight percent of the area’s housing units, are readily available. The median home value has risen dramatically since the 2000 estimate of $167,000, with the median value reaching $272,700 in 2011. Muskego has certainly become an appealing and valuable area to invest in residential real estate. Due to the community’s laid-back lifestyle, abounding nature and recreational areas – not to mention its proximity to excellent educational offerings, medical care, employment opportunities and more – it is no wonder Muskego has become recognized as one of the most desired residential locations in Waukesha County.

Parks & RECREATION
ith 500 acres of public parklands and three beautiful lakes, Muskego is an outdoor enthusiast’s paradise. Big Muskego, Little Muskego and Denoon Lakes provide the opportunity for boaters and fishermen to spend time on the open water in the summer, hunting in the fall and snowmobiling and ice fishing in the winter. With 21 lake accesses to choose from, finding a place on the lake to relax has never been easier. Little Muskego is home to the city’s public beach, aptly named Idle Isle Park. This park features a sandy public beach, boat launches and a handicap accessible fishing pier. For those looking for entertainment on the water, the WaterBugs Water Ski Shows are offered every Wednesday at 6:30 p.m. from Memorial Day to Labor Day at Idle Isle Park.
Muskego residents. The department is one of the few in the area that provides programs for everything from infants to seniors.
The great outdoors can be discovered in one of the 14 beautiful parks found in Muskego. Neighborhood parks include playground equipment and open spaces. In the larger parks you can also find: picnic shelters, tennis courts, basketball courts, baseball/softball fields, soccer fields, skateboard parks, boardwalks and meeting room areas. The parks encompass over 260 acres of pristine space within Muskego. Park expansions include the completion of Park Arthur on the city’s north side, which will include: ball fields, an archery range, soccer fields, sledding hill, skating rink, shelter and playground. Some of these amenities will be open for use in 2012.
MUSKEGO’S LAKES
W
Muskego also boasts over 30 miles of paved and/or unpaved recreation trails. These trails serve to link the city of Muskego together with a system of safe and functional off-street recreation trails to facilitate such activities as running, biking, cross-country skiing, in-line skating, hiking, equestrian activities and nature study. In the winter, groomed snowmobile trails keep the city connected.
The department also works with adjoining cities to provide an extensive offering of programs. Classes from dance to gymnastics, cooking to art and everything in between can be found. The department also provides league sports opportunities for adults in volleyball, basketball and softball. Youth sports opportunities include recreational basketball and volleyball leagues and club teams in basketball and volleyball. Internet registration is available by visiting the parks and recreation department website at www.ci.muskego.wi.us/parkrecreation.
Little Muskego Lake, which at 506 acres isn’t so little, and its public access for boating, water skiing and fishing make for a great all-year-round resource. This lake is home to the Muskego Waterbugs, a talented group of water skiing performers, entertaining crowds every Wednesday evening throughout the summer. Big Muskego Lake, with 2,260 acres of cattail marsh, makes for great hunting and fishing, as well as beauty. Lake Denoon covers 162 acres situated in the southwestern portion of the city and is also partially located in the town of Norway.
The city also provides an extensive recreational program. The Muskego Parks and Recreation Department compiles a 50 plus page program guide three times a year that is mailed to

Muskego-Norway Schools
he mission of Muskego-Norway Schools is “every student learning, growing ... succeeding.” In pursuit of this, MNS provides a comprehensive curriculum; wide-ranging co-curricular programming in academics, athletics and music; extensive non-traditional programming and support services for students.
T
MNS is the 31st largest school district out of 426 in Wisconsin, serving nearly 5,000 students in grades 4K-12. Students are served through eight sites: five elementary schools (K-4), two middle schools (5-8) and one high school (9-12). Additionally, four-year-olds are served through a 4K program that is a partnership with local providers and delivered at community provider sites. The district covers approximately 42 square miles, serving the entire city of Muskego, a portion of the town of Norway and a small area within the city of New Berlin. The percentage of students who plan to attend post-secondary school (four-year college and vocational-technical college combined) upon graduation is approximately 85 percent. This district commitment to continuous improvement has resulted in student achievement that is regionally competitive and demonstrates ongoing growth in several key measures. Academically, Muskego-Norway students are high-achieving. Students consistently score above the state average on the Wisconsin Knowledge and Concepts Examination and on the most common college entrance exam in the Midwest, the ACT. Muskego-Norway students in grades three through eight and 10 scored higher than the state average by eight to 19 percentage points in all categories, including reading, language arts, math, science and social studies. In reading and math, 87 to 95 percent of Muskego-Norway students in grades three through eight and 10 scored proficient or advanced. On the ACT, nearly two-thirds of the district’s seniors took the test in 2011 and achieved an impressive overall composite score of 23.9 on average, the highest rate of performance in district history. While academic achievement is the primary aim, developing the whole student is also very important to the organization. This commitment is evident, for example, in the district’s region-leading graduation rate of nearly 98 percent. The district is also well known and respected for its successes in a
18
www.muskego.org
wide variety of other areas. For example, the Muskego High School music department is highly acclaimed, with no high school’s groups being featured performers more often in recent years at the annual state music educators’ convention in Madison. In addition, the district annually sends many teams to compete in the Odyssey of the Mind problem-solving competition, with MNS teams regularly earning top honors and moving on to the world competition. Furthermore, Muskego High School has claimed the Southeast Conference’s All-Sports Conference Championship three straight years, among a host of other accomplishments at the regional, sectional and state levels. In fall of 2012, MHS will join the Classic Eight Conference, an association of high-performing academic and co-curricular districts based solely in Waukesha County. As an inclusive K-12 learning environment, MNS continues to cultivate a district deserving of the community’s support and pride through a comprehensive strategic planning process. On-going commitment to the district’s core strategies of enhancing teaching and learning, developing people and partnerships, providing quality leadership and continuously improving services and operations places the district in an excellent position to achieve its vision of being the district of choice in southeastern Wisconsin, where every student is learning, growing and succeeding. This dedication to excellence and continuous improvement has resulted in MHS being selected as one of “America’s Best High Schools” by Newsweek magazine and the district receiving the Wisconsin Forward Award – Mastery Level, makes it only the third K-12 school district to ever earn this award based on organization quality and excellence.
Finally, MNS works closely with our community, leading to satisfaction levels across various measures that typically are in the 80-90 percent range. In addition, the district is earning a growing reputation in the metro area in several areas: Taking student learning and success to a region-leading level. Pursuing continuous improvement throughout the system. d Providing strong strategic planning and progress monitoring. d Ensuring responsible stewardship of the community’s resources. d Valuing stakeholder feedback and responding to it appropriately. d d
As one of the community’s biggest employers and a key reason citizens cite for moving and staying in the area, Muskego-Norway Schools is working hard to build and sustain a district worthy of strong community support. We look forward to seeing you in one of our schools or attending one of our district events soon.

& INDUSTRY uskego Economic Development promotes Muskego as a vibrant business location to new businesses and works to provide opportunities to retain current businesses. Muskego is centrally located within a regional economy defined by the cities of Milwaukee, Chicago, Rockford-Beloit-Janesville and Madison. Based on projected growth trends, Muskego is expected to be one of the strongest and fastest-growing communities in the region. In fact, the city’s commoncouncil has had a common goal of increasing Muskego’s Business tax base to be in line with other southeastern Wisconsin communities, in the area of 18-20 percent. Muskego started this goal a few years back when the percentage was found to be around nine percent of other communities its size. The commercial tax base percentage has climbed to 12.9 percent as recently as 2009. A wealth of new opportunities for development is on the horizon as well, which should push Muskego to its goal of 18-20 percent sometime in the near future.
M
Responsible economic growth and preservation of its natural resources enables Muskego citizens to enjoy a superior quality of life. To maintain Muskego’s natural appeal, discrete business and industrial parks have been established. The current 234-acre Muskego Business Park is located at the intersection of Racine Avenue and Janesville Road. Through the efforts of the community development authority, this park has recently experienced enhancements including full property cleanup/compliance and new beautification efforts (landscaping, identity signage, etc.). The park is the home of major company headquarters, such as the InPro Corporation. The park also includes small and medium size companies, and is conveniently located just two miles south of I-43. The newest business park, prominently located on Moorland Road between Janesville Road and College Avenue, is known as the Muskego Commerce Center. The center features the global distribution headquarters for General Electric's medical equipment supplies. The commerce center also features many newly built acres along the west/east sides of Moorland Road, ripe with opportunity for professional office, light manufacturing
22

and commercial use. The commerce site is a signature professional development for Muskego as it unfolds in the months and years ahead, with its convenient location just a mile south of I-43’s Moorland Road exit. The Tess Corners Industrial Park is a smaller, 60-acre site located near the intersection of Tess Corners Road and College Avenue.
In 2012 and 2013, our main street, Janesville Road, will be reconstructed to a new four-lane roadway in which we will be applying quality beautification efforts including extensive landscaping, new sidewalks and lighting. Janesville Road will truly have a new sense of place perfect for people to gather and work, live and play. Incentives for redevelopment are also allowed throughout this area for businesses. Muskego’s original and historic downtown, Pioneer Drive, an offshoot of Janesville Road, is also a redevelopment district for the quainter side of retail. The city’s commitment is strong in redefining our main street to benefit our local economy and foster community pride. Emphasizing a strong Chamber of Commerce, local labor force, excellent educational system and attractive business parks and development opportunities, Muskego will continue to attract new commercial and industrial enterprises while continuing to support established companies.

Muskego offers quality city services, an excellent school system and close proximity to major metropolitan centers, such as Milwaukee and Chicago. The city has experienced significant change and growth over the past 20 years and anticipates additional corporate and business development in the future. The city prides itself with having one of the lowest tax rates in Waukesha County and surrounding areas. Once again, a warm welcome to you, I encourage you to discover the many things Muskego has to offer. Please feel free to visit city hall, write, email or visit the city’s website at ww.ci.muskego.wi.us for further information. Sincerely, Kathy Chiaverotti, Mayor
