n behalf of the residents, elected officials and employees of the City of Richmond Heights, I welcome you to our city. It is truly a great place to call “home”—and it is just as great a place to work, shop, dine and play.
“Progress with Tradition” is the tag line attached to our city logo. We believe the phrase summarizes the very nature of our community and our overall approach to growth. Everything we do is aimed at maintaining the traditional character of our family neighborhoods, while simultaneously ensuring the physical viability and future fiscal standing of our city.
With our centennial anniversary on the horizon, I am confident that our tag line has never been more fitting than it is right now. The recently established not-for- profit Friends of Richmond Heights are working with residents, businesses and employees to prepare for this red-letter occasion in 2013. Richmond Heights is part of a strong regional economy. Our city is the sense of numerous activities and developments that are generating an almost palpable sense of excitement and anticipation. These and other projects form the foundation of our local municipal economy, which helps enable us to provide our residents with excellent municipal services. Our prime location—at the confluence of Interstates 64 and 170—has been further enhanced by the completion of the award-winning I-64/US-40 Highway. Getting around the region, and from one end of our community to the other, is now a far more enjoyable experience than ever before. The highway improvements— along with convenient access to nearby MetroLink stations at Galleria Parkway and I-170 Highway, and at Hanley and Eager Roads—provide our residents easy access to every major feature and attraction in St. Louis City and St. Louis County, including the St. Louis County government center in nearby Clayton, many great healthcare providers, several colleges and universities, and our own St. Louis Galleria—the region’s premier shopping venue. By September 2011, Nordstrom—among the crème de la crème of department stores—will be added to the Galleria’s line-up. In the following pages of our community directory, please find more information about the “tradition” component to our tag line, such as: e Our diverse population of nearly 10,000 people from all walks of life e Our wide array of well-maintained, attractive homes in established neighborhoods e Our award-winning Richmond Heights Community Center and Memorial Library, known as THE HEIGHTS which includes meeting rooms, an indoor aquatics center, a state-of-the-art fitness center, a comprehensive library and much, much more e Desirable and high-quality city services including our internationally accredited police force, fire department and 24-hour emergency medical service - The city also has a highly trained staff of plan reviewers and building inspectors - A responsive public works department that manages street maintenance and upgrades, residential solid waste and single-stream recycling programs - And our enviable fall leave-vacuuming program e Quality public and private schools that provide our children with the best of educational opportunities and experiences available anywhere If you have visited Richmond Heights before, we are delighted to have you back again. If you are visiting our city for the first time, we encourage you to enjoy your stay by visiting our many wonderful places to shop, dine and play! Best Wishes,

C mmunity Introduction & History
L
ocated just 10 minutes west of St. Louis, the City of Richmond Heights has nestled into a superb corner of the U.S. where taking advantage of city amenities while enjoying autonomy is easy. Its position in the St. Louis metro area leaves the city with an effortless connection
to great schools and superior healthcare, and what’s more—the city provides ideal conditions for business growth, making Richmond Heights all the more appealing for settling down. Standing as one of the region’s in-demand communities, it’s no wonder nearly 10,000 people and a multitude of businesses have established Richmond Heights as their permanent residence.
As legend has it, Robert E. Lee happened upon the land that now makes up current-day Richmond Heights after being stationed in St. Louis with the Army Corps of Engineers before the Civil War. Lee was in awe of the area’s natural beauty, which reflected the beauty of the city of Richmond, Virginia—his home state. The name “Richmond” was borrowed, with “Heights” added later due to the city’s land being among the highest in St. Louis County. Area historical authorities have connected the beginning of the city’s development to a substantial section of land that, at one point, was owned by Frederick Neisen, a well-to-do real estate man from St. Louis. Neisen initially acquired the land from Arman Francois Robert, the Count of Giverville of the Cabanne family. After obtaining this piece of land in 1892, Neisen constructed a mansion that was located at what is now the intersection of Dale and Bellevue Avenues. Several families joined him in the area over the next decade or so. The 1904 World’s Fair brought in John Rankin Dyer, a developer who purchased 120 acres just south of Neisen’s property. Over the years, Neisen and Dyer worked together to develop more homes in the area. By Richmond Heights’s incorporation on December 29, 1913, the area was home to a population of 500, which has grown over the years to a modest size of about 10,000. Prominent residents who have called Richmond Heights home include Aviator Charles Lindbergh, engineer Leif Sverdrup, musician Chuck Berry, sportscaster Jack Buck and sculptor Ernest Trova. 4 | Richmond Heights Chamber of Commerce

trategically located at the intersection of Interstates 64 (also known as Highway 40) and 170 (frequently called “the Innerbelt”), Richmond Heights enjoys quick access to many of the area’s top attractions and amenities. Calling the center of St. Louis County home, the city is a short, six-mile drive from downtown St. Louis and all of its major resources.
In addition to easy access to St. Louis Regional Transit’s Metro Bus Service, Richmond Heights residents have convenient access to the MetroLink Cross County Extension. The light rail system includes three stations in close proximity to our city. The Richmond Heights Station is located on Galleria Parkway; the Brentwood Station – which includes multi-level parking – is at Musik Drive and Eager Road; and the Maplewood Station is located on the northeast side of the Manchester and Hanley Road intersection.
In 2009, the award-winning Interstate 64 highway expansion project was completed and opened to traffic. A significant portion of the nine miles of reconstructed roadway runs right through the center of Richmond Heights. The project, which included the reconstruction of the I-64/I-170 interchange near the western end of Richmond Heights and a new, four-way interchange at Big Bend -- took about two years to complete. All of these transportation options provide efficient access to Lambert-St. Louis Airport. The busy facility, which is comprised of a number of major air carriers, is accessible to air travelers within 20 minutes of Richmond Heights.

by beautiful residential neighborhoods and a peaceful atmosphere that is second to none in this Midwest region. Because of its tree-lined streets (supported by a municipal planting and replacement program), the city earned the distinction of being a “Tree City USA.” The National Association of Forestry bestows this honor upon selected cities across the country. High-quality homes in a wide variety of architectural styles aid in making Richmond Heights the ideal place to raise a family. A great number of the residences in Richmond Heights display attributes related with the Arts and Crafts period, which includes such features as hardwood floors, stained glass and leaded windows, high ceilings and distinct architectural styling. Modern ranches, traditional two-

In addition to its attractive selection of home styles, Richmond Heights features a number of spacious apartment complexes and two assisted living facilities to accommodate its senior population. What’s more, one of the nation’s premier high-rise, loft-style condominium projects is located here. The Betty Jean Kerr People’s Health Centers The Betty Jean Kerr People’s Health Centers (PHC) has three locations conveniently located throughout St. Louis. However, the Maplewood site, located at 7200 Manchester Road, provides the quality and professional healthcare services needed for many of the Richmond Heights-Maplewood families. PHC has been considered as one of the best health centers in St. Louis. In 2006, Governor Matt Blunt named PHC as the “model health center.” The centers have been awarded with A+ immunization rating for many years. The Betty Jean Kerr People’s Health Centers employs top-notch physicians and nurses to assure the necessary medical needs of the patients. Resident providers of St. Luke’s Hospital also allocate time to care for patients at PHC. The health of the community is the first priority of PHC. Therefore, free health screenings and informational events are provided throughout the year, as an outreach service to the community. School-based services are made available to schools, whereas, a dentist goes out and screens students and a pediatrician provides physicals and immunizations. There’s a Triage Department, which is accessible for anyone in need of immunizations or emergency medical services, to be seen on a walk-in basis. This is a necessity for the international community, since many are in need of immunizations when first entering the states. Everyone is welcomed to receive all of his or her healthcare needs on a sliding fee scale, regardless of insurance or employment status. It will be necessary to provide proof of unemployment. PHC also accepts most major insurance carriers. For over 29 years, Betty Jean Kerr was named the president/CEO of PHC. In that time, she transformed a staff of two volunteers at a storefront clinic into three comprehensive full-service health centers, with a staff of about 200 employees, along with other major improvements. The centers were appropriately renamed from People’s Health Centers to the Betty Jean Kerr People’s Health Centers on July 14, 2007. Dwayne Butler is the current president/CEO. Outside of the excellent healthcare services provided at PHC, in cooperation with the People’s Community Development Corporation (PCDC), new homes were built for financially challenged families, in order that they have the ability to own affordable homes. The homes are located in the 5500 block of Cates, which is named People’s Place. The homeowners are participants of a special savings program called Individual Development Accounts (IDA). The William L. Clay Sr. Leisure Living Community is an apartment complex that houses up to 78 units for senior citizens and disabled families. PHC helps to improve the health and quality of life for many people in the community, which is a Mission Accomplished. 12 | Richmond Heights Chamber of Commerce

he Richmond Heights City Council provides everdeveloping and progressive services (tempered by the city’s strong sense of heritage and tradition) to the city’s residents and businesses.
The City Council is composed of a Mayor and eight City Council Members. In turn, the City Manager carries out the Council’s policies through the day-to-day management of seven municipal departments: Police, Fire, Public Works, Building, Finance, Office of the City Manager (administrative operations), and Parks and Recreation. The Richmond Heights Memorial Library, located with the Parks and Recreation Department in THE HEIGHTS, is a separate taxing and operational entity. The City Council meets at 7:30 p.m. on the first and third Monday of each month to conduct city business.
indispensable daily services provided by the departments listed above, the city also provides residents with curbside solid waste disposal and recycling services, curbside leave-vacuuming in the fall, street maintenance and many other value-added services and programs at no additional charge. All of this is accomplished while the city maintains one of the lowest municipal property tax rates in St. Louis County.
Through an agreement between six cities, the ECDC provides emergency police, fire and medical dispatching services for residents of the six communities from one location. Facilities in this one dispatching center enable sharing state-of-the-art technologies and equipment by the participating municipalities and, as a result, each city provides its constituents with topnotch, professional service at a lower cost per city than would be possible if each city provided these services individually.
Since 2002, Richmond Heights and several neighboring municipalities — including the Cities of Brentwood, Clayton and Maplewood — have worked together to initiate a number of specific, cooperative actions that have resulted in cost-savings and improved operations in each of the various communities. This includes street resurfacing, joint purchases and increased parks and recreation activities and services.
