OBJECTIVE The overall objective of this study is to identify the flow of wood and value added wood products through eastern Ontario. The main goal is to paint a picture of how much wood is flowing in and out of eastern Ontario and in what product form that wood is flowing. The strategy for this study was to analyze and amalgamate the relevant information from various different data sources in order to produce a working data set that will accurately illustrate wood flow and wood product supply throughout Eastern Ontario. The data set is organized in such a way that the information can be presented at various different scales with respect to region and product type. The data compiled through this study is useful on various different levels. For example, it can be used; • • • •
By municipalities in eastern Ontario investigating new opportunities for economic development in the wood products and/or wood by-products sector. By industries looking to develop new technologies in eastern Ontario related to wood products. By investors looking to enhance wood production and particularly value added wood production in eastern Ontario. As values for the Economic indicators within the Eastern Ontario State of the Forest Report.
This report outlines the Methodology and Results of the Eastern Ontario Wood Flow and Wood Supply Study. The Project Data CD, containing all relevant data and summaries, can be found at the back of this report1.

STUDY REGION The study region is Eastern Ontario; therefore the data was organized on a regional scale within Ontario with a focus on Eastern Ontario. Table 1 outlines the definitions of the regions of Ontario used for the purpose of this study. Please refer to Appendix 1 for a series of maps outlining these regions. METHODOLOGY Data Sources The existing partnership between the EOMF and the OMNR allowed access to several relevant information sources. These sources include: OMNR’s Mill Returns, a Value Added Wood Distribution Study done by the OMNR, and Commercial Vehicle Surveys for Wood Commodities from the Ontario Ministry of Transportation (MTO). These three main data sources are described as follows: 1. OMNR Mill Returns – Under the Crown Forest Sustainability Act (CFSA) all Ontario mills consuming more than 1,000 cubic meters of timber must register with the OMNR to obtain a facility license. Licensed mills must complete mandatory annual mill returns outlining wood consumption and production in order to maintain their license. The information from the mill returns is used by the OMNR to track provincial wood flow. This is the only 2
comprehensive source of information on wood consumption in the province. As well, it is the only tracking mechanism for by-product flow. For the purpose of this study, access was granted to the 2002/2003 mill return data for southern Ontario by OMNR District. The data provided by the mill returns is as follows: • Raw Material Inputs to Southern Ontario Mills by OMNR District, • Mill Type Distribution in Southern Ontario by OMNR District, and • Southern Ontario Mill Outputs for Primary Products by Product Type & OMNR District. 2. OMNR Value Added Wood Distribution Study – The purpose of the OMNR’s Value Added Wood Distribution Study was to determine the share of Ontario wood used in Ontario’s value added wood industry and to identify barriers to using Ontario wood within value added industries. This study was completed by the OMNR with a co-op student from the University of Guelph from September to December 2004. The Dun & Bradstreet (D&B) business database was used to obtain 1,700 contacts within 8 different North American Industry Classification (NAICS) codes representing the Ontario value added wood industry in 2004. The relevant business classification codes are as follows; engineered wood products, windows/doors, other millwork, pallets/crates, miscellaneous wood, cabinets, furniture, and prefabricated housing. The D&B business database is a compendium of business information organized by business type that gives relevant marketing information, business history as well as operational and financial data. The research study involved a mail out / fax back survey to the 1,700 value added wood producers. The survey covered information such as; products produced, product distribution, types of wood used (species), wood materials purchased, wood suppliers, use of Ontario wood, image of Ontario wood, operational residues, and purchasing criteria. The OMNR provided the results of the survey as well as the contact list from the D&B database. The D&B database information proved instrumental, as it provided the following information: • Total Sales for Value Added Wood Manufacturers in Ontario • Employment Levels for Value Added Wood Manufacturing in Ontario • Distribution of Value Added Wood Manufacturers in Ontario by Product Type It should be noted that because the database has postal codes associated with each business, it was possible to organize the province wide information by geographic regions of Ontario as well (Eastern, Northern, South Western, and South Central Ontario) 3. MTO Commercial Vehicle Surveys – The Commercial Vehicle Surveys (CVS), which measure inter-city trucking activities at truck inspection stations on all major highways across Ontario, allow the MTO to monitor the flow of all commodities traveling throughout Ontario. Rob Tardif, a Senior Planner with the Transportation Planning Branch of the MTO, provided access to a data set based on the MTO’s 1999 to 2001 CVS calibrated to 2002 truck volumes. The data set outlines all trucking activities in Ontario responsible for the transportation of wood

commodities. “Wood commodity” refers to all trucks transporting goods with SCTG2 Commodity Codes 25 and 26; ‘Logs’ and ‘Wood Products’ respectively. The wood commodity specific information was intercepted from 46,000 CVS conducted from June to November, with the majority of the surveys taking place between 1999 and 2000. From a sampling perspective, Tardif has indicated that a statistically representative sample frame was developed and applied across the province with a robust sampling based on truck volumes and travel patterns of inter-city trips. The CVS gives information regarding; trip origin, trip destination, commodity type, weight & value, highways used, vehicle base, driver base, license plate jurisdiction, and border crossings. This information was provided on a highway basis (for highways 401, 417/17, 28, 7, 69, 400, and Thunder Bay & West) and amalgamated to a Provincial basis. The MTO information provides the flow of wood products in, out, and around Ontario for 6 months of the year 2002 by commodity type, weight, and value. The data was manipulated to provide the following annual data: • The Flow of Wood Products by Product Type through Ontario over Various Paths • Value & Weight of Wood Products Flowing on each Major Highway • Value & Weight of Wood Products Flowing through Eastern Ontario on both the 401 and 417/17 Corridors. Data Organization The data sources provided supply and flow information for many different wood product types. To simplify the data, the wood product types were divided into three broad categories. Within these broad categories, the products were further divided into several sub-categories. Product Codes were assigned to each product category. Table 2 shows the wood product categories. The broad categories are termed A, B, & C, and the subcategories are termed B1 through B8 and C1 through C6. Tables 3 and 4 show the category breakdown for Primary Products and Value Added Products respectively. It should be noted that these broad and finer categories were developed so that the data can be presented on as broad or fine a scale as is required; wood products down to fine product type such as cabinetry. As well, from a regional perspective, the data can also be amalgamated to represent as broad or fine a scale as is required; provincial level down to OMNR district level.

Data Manipulation Each source of data was handled differently because of the nature of each data set. This section will outline, by data source, how the data was received and it describes the steps taken to manipulate the data into a workable form in order to illustrate wood flow and wood supply for Eastern Ontario. In the next section the relevant data will be presented. The attached Project Data CD contains all of the original data organized by data source. 1. OMNR Mill Returns – • Original Input Data: o The raw material inputs to all Southern Ontario mills were presented amalgamated to each OMNR district of Southern Ontario. The data was originally presented in cubic meters of raw material input by district and material species. The species breakdown was; Ash, Basswood, Beech, Black Cherry, Black Walnut, Elm, Hard Maple, Soft Maple, Hickory, Oak, Poplar, White Birch, Yellow Birch, Other Hardwoods, Hardwood Mix, Jack Pine, Red Pine, White Pine, Scots Pine, Balsam Fir, Spruce, Spruce-Pine-Fir, Hemlock, Cedar, Larch, Other Conifers, Mixed Conifers, and All Wood. o A listing of all licensed mills in Southern Ontario was provided by district.

Summary Process for Input Data: o The raw material input data was summarized by Hardwood, Softwood, and Mixed Wood for each district and totaled for Eastern Ontario. o Using the OMNR’s list of Forest Resource Processing Facilities in Ontario3, the provided mill listing was summarized by district and mill type giving the mill distribution for Southern Ontario. This summary was totaled for Eastern Ontario as well. Original Output Data: o The primary product output data for all Southern Ontario mills was presented for each OMNR district by product and associated unit of volume, as reported in the mill returns. o This raw output data was converted and also provided in summarized form with all products to the most relevant of the following volume units; cubic meters (m3), thousands of board feet (mfbm), thousands of square feet (mft2), and metric tonne (TN). o The conversion factors used by the OMNR to summarize this data were provided; please refer to Appendix 3. Summary Process for Output Data: o Eight primary product categories were created as outlined in Table 2. The output data was amalgamated into the eight product categories by district. The product groupings are shown in Table 3. o The resulting table was then summarized and totaled by district and product. These summaries were totaled for Eastern Ontario as well.
2. OMNR Value Added Wood Distribution Study – • Original Value Added Data: o The OMNR provided the D&B database for all value added wood manufacturers in Ontario. This database contains extensive information for each business. The information relevant to this study is as follows; business location, postal code, total sales, number of employees, and product produced. • Summary Process for Value Added Data: o To begin with the database was divided into four regions of Ontario; Eastern, South Central, Southwestern, and Northern. This was done using the database’s postal code field. For each region, Table 1 shows the postal codes’ starting letter. Appendix 1 contains the maps outlining the postal code regions of Ontario. o The data contained numerous value added product types; therefore six value added product categories were created as seen in Table 2. The data for each region was then amalgamated into these six product categories. The product groupings are shown in Table 4.

o The data for each region and for all of Ontario was then summarized by value added product outlining manufacturer distribution, total sales, employment levels, sales per business, and sales per employee. For each product type the percentage of the total regions sales was calculated as well as the percentage of total provincial sales. o An Ontario regional summary for the value added industry was also created giving the total number of value added manufacturers, total number of people employed in the value added industry, total sales of value added products, and the regional percentages of provincial sales. 3. MTO Commercial Vehicle Surveys – • Original Wood Flow Data: o The MTO provided an extensive database summarizing the information collected through their CVS process. Data from all trucks, carrying wood commodities, on all major Ontario highways is contained within the database. The database information relevant to this study is; commodity, commodity value, commodity weight, trip origin, and trip destination. This information was provided on a province-wide basis which includes wood commodity transportation on all highways. o The CVS database was also provided on a highway-specific basis, for highways 401, 417/17, 28, 7, 69, 400, and Thunder Bay & West. o MTO’s CVS Data Dictionary was provided to use as a legend for the extensive database provided. • Summary Process for Wood Flow Data: o The highway specific data for the those passing through Eastern Ontario (east end of 401, southeast end of 417/17) was summarized to give the total value and weight of wood commodities passing through Eastern Ontario on highways 401 and 417/17. This was done by first organizing each set of highway data by like origins and like destinations. Then the data was sifted through, trip by trip, isolating trips that pass through Eastern Ontario. This was based on the locations given in the truck origin and truck destination fields within the database. The percentage of flow on each highway through Eastern Ontario was also calculated by value and by weight. o All of the relevant values (commodity value & commodity weight) within the highway summary tables were doubled in order to ensure that the information was represented on a yearly basis. The CVS represents 6 months of data, doubling these values gives yearly figures. o The Ontario wide CVS database was used to summarize product specific flow in, out, and around Ontario. To begin with 24 different trucking paths were developed as seen in Table 5. Using ArcView software to query the Ontario wide database, the data was summarized for each path. Again, this summary data was converted to yearly values. o The data for each path was then summarized further by product type using the product categories outlined in Table 2. This summary can be viewed by broad or fine product category. Again, this summary data was converted to yearly values.

OMNR Mill Returns • Mill Input Table 6 shows the input of raw material to southern Ontario mills by OMNR district. Figure 1 shows this data in graphical form. Table 7 shows the mill type distribution for southern Ontario by OMNR district. Figure 2 shows this distribution in graphical form.

Table 8 shows the primary product output totals by OMNR district and product. Figure 3 shows the output in graphical form. Please refer to the Output Summaries file within the Primary Product Output folder in Section 1 of the Project Data CD for output data organized to a finer level of detail; for example the file contains graphical representation of the output volume of each product by OMNR District. Figure 4 shows an example of this finer level of detail by outlining mill output in Southern Ontario for wood by-products.

OMNR Value Added Wood Distribution Study â&#x20AC;˘ Value Added The Value Added Summary file in Section 2 of the Project Data CD contains the majority of the Value Added Data including: D&B Databases of Value Added Industries in Ontario organized by region (Eastern, South Central, Southwestern, Northern); Regional summaries of these databases by product type for sales, employment levels, and distribution; and regional graphical summaries by product type for sales, employment levels, and distribution. Table 9 shows a summary of the value added industry in Eastern Ontario by product type; indicating total sales, employment levels, and distribution. 3. MTO Commercial Vehicle Surveys â&#x20AC;&#x201C; â&#x20AC;˘ Wood Flow Table 11 shows the overall summary of the CVS database by highway corridor and product (or commodity) type. Please note again that SCTG 25&26 refer to wood products. The CVS Highway Summary file in Section 3 of the Project Data CD contains the CVS databases for highways 401 and 417/17 as well as the sections of the database specific to Eastern Ontario. Table 12 gives a summary of wood product flow through Eastern Ontario. Table 13 gives a summary of the percentages of total Ontario wood flow on the relevant highways (401 & 417/17) and through Eastern Ontario. Table 14 shows the total value and weight of wood flowing over all the paths created for this study. Figure 8 shows the value of wood products flowing over various paths throughout Ontario and Figure 9 shows the weight of wood products flowing over the paths. Please refer to the CVS Product Based Summaries by Broad Category and CVS Product Based Summaries by Fine Category files in Section 3 of the Project Data CD for detailed flow summaries over the various different paths in both table and graphical form.

LIMITATIONS The greatest data limitation in this study is the fact that the all of the data presented was compiled before the shutdown of Domtar’s Cornwall Pulp Mill. Therefore the data presented regarding primary product output by OMNR district may look slightly different now. The “Pulp & Paper” production shown in Table 8 for Kemptville district would be drastically different now, as there are currently no pulp producers in the Kemptville district. The shutdown would also have an effect on the wood flow data presented. It is predicted that the value and weight of raw materials flowing both within and into eastern Ontario have decreased since the mill closure. And comparatively, the value of raw materials flowing out of eastern Ontario has likely increased since the mill closure. Another limitation is regarding the method of data compilation for the MTO data set. The data was collected from June to November over a 3 year period; 6 months of each year in the summer/fall. The data for 6 months was extrapolated to per year values by doubling the data set. It is possible that Ontario’s wood flow differs in the winter months (from December to May) and that possible difference is not represented in this data set.
