Spektra, a non-governmental organization receives grants from IUWASH to implement a program that provides clean water supply to urban poor in Sidoarjo, East Java using communal connection through master meter. The master meter is an alternative approach to supply piped drinking water to densely populated slum areas.

Water and Sanitation in Sidoarjo District Sidoarjo District is located about 20 kilometers from Surabaya, the capital of East Java Province. It has 1.9 million population. The water utility (PDAM) service coverage is approximately 100,000 connections and its raw water source is declining. In some peri-urban locations in Sidoarjo such as Lemahputro, Karang Gayam, Pecantingan and Celep most people do not have access to piped water. The ground water is relatively shallow, brackish and sometimes bad. On the other hand, PDAM Sidoarjo could not serve the urban poor in those areas due to factors including the legality of land ownership (some of which is owned by the Irrigation and Railway Departments) and the economic capacity of the low-income communities. Currently, most urban poor households in the areas above must buy water at high prices

from water retailers, wagons or bottled water refills. In the field of sanitation, some communities in the areas above still practice open defecation, most do not yet have their own toilet, or do have a toilet, but do not have a septic tank (disposed directly into the river). Communal Connection through Master Meter in Lemahputro The first master meter program in the Sidoarjo District was developed by the USAID Environmental Services Program (USAID-ESP) in 2008. This program successfully gave benefits to 56 households through improved access to a safe water supply. USAID-IUWASH expands improved access to safe water supply using the master meter method for urban poor of Lemahputro, Pecantingan, Karanggayam and Celep in Sidoarjo District, targeting 400 low-income households. Lemahputro is a sub-village with 11.625 populations, who largely work in informal sector. In 2009, 100 households in Lemahputro received a grant for communal connection through master meter from USAID-ESP. At that time, only 56 households have been served with piped water through the master meter system and the remaining 44 households have not been able to connect due to costs. To support this, IUWASH facilitated follow-on programs for these 44 households so they can have access to piped water too.

IUWASH Chief of Party, Louis O’Brien (center) handed over IUWASH-supported communal water connection through ‘Master Meter’ system to the community representatives during an inauguration ceremony held in November 2013. About 400 households (1,600 people) in four villages (Pecantingan, Celep, Karanggayam and Lemah Putro) of Sidoarjo district now have improved access to clean water through the program.

For daily drinking and cooking purposes, Lemahputro residents have to buy clean water from street vendors, which cost IDR 1,000 to IDR 2,000 per jerrycan of 25 liters, or have to buy from their neighbors who have PDAM connection. IUWASH then facilitated the wishes of Lemahputro residents to subscribe to the water connection from PDAM Sidoarjo District through a revolving fund mechanism managed by local community-based organization (CBO) Eko Proyo. The CBO also record the meter charge and receive monthly payments from the households, then convey the payments to PDAM. In collaboration with Spektra (a local NGO) and CBO Eko Proyo, 44 households in RT 07, RW 02 of Lemahputro Village has already got new water connections.

Public toilets are available in the area, however since they are broken, they are not used. Some residents do not have their own toilets and defecate in the open on the edge of irrigation or drainage canals. To overcome these problems, IUWASH works with PDAM, Bappeda, Department of Health and Public Works of Sidoarjo District and the civil society and provides a grant for the master meter and STBM programs for Lemahputro Village, (also for three poor neighborhoods; Karang Gayam, Pecantingan and Celep). The activities of Master Meter and STBM program in Lemahputro including: 1. Optimizing coverage of existing master meters and installing new master meters for 400 households 2. Implementing community-based total sanitation which involved 180 community members in six areas; 3. Promoting behavior change related to community sanitation and hygiene practices involving 220 community member; 4. Strengthening the capacity of the CBOs through six training on sanitation finance and management; 5. Conduct three community-based monitoring and evaluation programs; resulting community workplan on STBM program. IUWASH encourages a broad range of ideas and creative intervention that will contribute to the achievement of these program objectives.
