INDONESIA URBAN WATER, SANITATION AND HYGIENE Increase Access to Clean Water Supply through Master Meter System in Simare-mare Village of Sibolga City, North Sumatra

IUWASH NORTH SUMATRA

Simare-mare Village is bordered by Sibolga City to the north, Ilir Village to the south, Angin Nauli Village to the east and the Indian Ocean to thewest. Providing access to clean water has been a big challenge for the Water Utility of Sibolga City due to the hilly landscape topography of this coastal area.

Simare-mare Village; Master Meter systems have been installed in three neighborhoods of this coastal area.

IUWASH NORTH SUMATRA

Simare-mare Village is located in Sibolga Utara Sub-district of Sibolga City, about 346 kilometers from Medan, the capital city of North Sumatra Province. Simare-mare Village has an area of 0.71 square kilometres that consists of four administrative units or Rukun Warga (RW).The total population of the village is 5,514 people (1,242 households) with a density of 7,766 people/km2.

Water and Sanitation Challenge in Simare-mare Village For over five decades, the local communities who are mostly lowincome families (fishermen, unskilled laborers and construction workers) lived with no access to clean water and adequate sanitation. IUWASH then collaborated with the Water Utility of Sibolga City in implementing a pilot project to provide piped water connection through Master Meter system in the neighborhood of RW 3 and RW 4 of Simare-mare Village. To meet their daily needs of clean water, people in the neighborhood of RW 3 and RW 4 used to rely on water vendors who sell them for Rp 500 per jerry cans (25 liters), where the average demand per day is eight jerry cans. They also need to carry the jerry cans from the side road to their house as far as 100 meters because they generally live in hilly areas of the seafront. Some households have toilets without septic tanks and only the people who live along the main road have access to piped water connection from the Tirta Nauli Water Utility of Sibolga City.

Piped Water Connections through Master Meter System In 2014, working closely with the Tirta Nauli Water Utility and the Local Governments of Sibolga City, IUWASH developed a grant program which includes installation of three water reservoirs with a capacity of 9 m³ (in Gang Kerinci), 6 m³ (in Gang Pelita), and 3 m³ (in Gang Benteng) to improve access to clean water in the area. The water is then distributed through three Master Meter systems and have benefited at least 143 families in RW 3 and RW 4 neighborhoods of Simare-mare Village.

Beside 143 households in Simare-mare Village have connected to piped clean water through master meter, some conducted activities to support this Grant Program are including: • Facilitate the formation and capacity building of community-based organizations (CBOs) who will manage and maintain the systems. • Develop a participatory evaluation and monitoring system by involving the communities. • Supervise construction, including the household piping installation and distribution network. • Decrease the average cost of clean water to the community.

Under this commitmentYayasan Pemberdayaan Ekonomi Lingkungan Rakyat (YAPEKAT), a local NGO was chosen as IUWASH grantee and responsible arrange the construction of three water reservoirs with total capacity of 18 m³, install piped water network and household connections as well as establish and train a local communitybased organization as future managers of the master meter systems. When the system was under construction, only 130 households agreed to connect. However, a total of 143 households have connected to the system upon the completion of this pilot project. The support from the Water Utility of Sibolga City has been very satisfying that attract the communities reside in Gang Kerinci, Gang Pelita and Gang Benteng who are already connected to the piped water. . The Water Utility installed high standard master meter systems to give precise water volume measurements. Also, the tariff applied to the three Master Meter systems by the water utility is a progressive household tariff (Tarif Rumah Tangga 1).
