Making Lincoln a vibrant city As Lincoln pursues its aspirations of becoming one of the UK’s greatest cities its residents will play their part in its growth and development. City of Lincoln Council’s Director of Communities and Environment, Simon Walters (pictured), explained that it is an authority that listens its people and assesses the impact on the population of every major service or policy change. “Community engagement is at the heart of everything we do. We’re here to serve the needs of the local people so we need to know what they are.” Ward councillors are the key conduit to their communities and the council runs a number of Citizens Panels every year as well as using social media to keep residents up-to-date on services and activities along with its own magazine Your Lincoln. Complaints and queries received through the council’s customer services channel are analysed as the public interact with the day-to-day operation of council services. “We can gauge the strength of feeling on any issue and if there are any patterns emerging that we should be looking at.’” Major consultation exercises are conducted for projects such as the renovation of Boultham Park. “I know not everyone believes we listen to their complaints, but we do and I know people don’t always believe we take notice of consultation exercises, but they are essential to inform our decision making process. “In fact the take up of our various ways of engaging people is pretty good there is always room for improvement, but people seem to be more aware now than ever before on how to make their views known to us." And there’s a lot to talk to the public about including: including how the city should grow into the future through the revised Central Lincolnshire Local Plan, published next year; how we make the city centre even more vibrant building on the new direct London rail services; the development of new
homes across the city and the ongoing Sincil Bank Revitalisation Programme. “We have a vibrant city centre and are very much bucking the trend when compared to other towns and cities. “Lincoln is a place still on the up and up - we have fewer empty shops than other High Streets and there’s lot of developer interest as businesses new to the city look to relocate to the centre. Simon added further evolution would see residential projects back in the centre balanced with cultural activities to attract people into the city and establish the Twilight Economy between the end of the working day and 9pm. Knowing the needs of the business community is essential to ensure Lincoln’s economic welfare and the council works with organisations such as Lincoln Business Improvement Group and the Greater Lincoln Enterprise Partnership. For localised issues, such as residents’ parking during Lincoln Christmas Market, Simon’s department can organise a bespoke consultation process, which it did for the 300 households within the inner cordon of the event area and the 3,500 homes in the outer perimeter area (see page 34). Encouraging residents to be active and healthy is one area the council would like to make more progress in as the number of deaths in Lincoln from cardiovascular disease is higher than the national average. In 2015-17 there were 110.2 deaths per 100,000 people from the disease in Lincoln compared to the national average of 72.5. Simon explained the authority’s concern about the health of its residents was one of the reasons it spent £4million on the renovation of Active Nation Birchwood and Active Nation Yarborough lesiure centres as well as creating new all-weather pitches in the city. “We are working to get the message across about the benefits of being active to tackle health issues such as obesity and how we have more sport and lesiure activities to support people.”

With the festive season soon upon us, the New Theatre Royal Lincoln promises a pantomime adventure for all the family with Robin Hood, from Tuesday, December 3, 2019 until Sunday, January 5, 2020. Lincoln’s longest running traditional pantomime will be packed full of laughs, boos and audience participation. There are plenty of famous faces too including TV presenter Melinda Messenger (Loose Women, Cowboy Builders, Fort Boyard) as the Fairy Stardust who cannot wait to get started. “Panto is such a great Christmas theatre tradition that the whole family can enjoy, I really love the warmth and laughter it brings to everybody.” After impressing audiences in last year’s pantomime, Snow White and the Seven Dwarfs as the Huntsman, Children’s BAFTA award-winner Barney Harwood (Blue Peter, Prank Patrol) returns to the stage as brave hero, Robin Hood. New Theatre Royal stalwart, and a family favourite after appearing in every pantomime since Cinderella in 2007, CBBC’s ‘Yonko’ Chris Johnson is back as Will Scarlet. Speaking about his return he said, “The thought of once again spending my festive season at the New Theatre Royal makes me a very merry man indeed! In fact, I’m all aquiver!” Audiences will also be treated to the vocals of Zoe Hedge, as Maid Marian. Zoe previously appeared on ITV’s The Voice as part of duo, Capital B, wowing Sir Tom Jones.
Under Twos go free, when sat on a parent or guardian’s lap; and there’s a special relaxed performance on Saturday, December 7 at 11am, perfect for anyone who would benefit from a more relaxed environment – including those with an autism spectrum condition or learning disability. There will also be a dedicated signed performance on Friday, January 3 at 6pm with a trained signer for patrons with hearing impairments. Let your family be enchanted this Christmas at Lincoln Performing Arts Centre. First staged at Lincoln Performing Arts Centre in 2013, using the adaptation originally commissioned and staged by the Royal Shakespeare Company, the show was a big hit and Artistic Director Craig Morrow saw potential to revive it with a fresh approach for 2019 that's more reflective of the world today. “This production is actually a pretty faithful adaptation of the story, but the revival is set in a different visual world,” explained Craig. The Narnians are eco-environmentalists while White Witch is a carbon polluting villain surrounded by metal and as the play will be performed in thrust with audiences on three sides they will be able to get close to the action. Lincoln Choral Society’s Musical Director Mark Wilde and Professor of Musical Theatre at the University of Lincoln Dominic Symonds will be working with the centre’s students to create a magical, full-scale production aimed at youngsters aged seven and upwards as well as adults who love the original story. Ready, Steady, Yeti (December 16 – January 5, 2020) is fast-paced adventure designed to introduce younger children to live theatre written by Craig. It is set in a child’s bedroom that becomes a winter wonderland as two youngsters become embroiled in the search for a Yeti in a race reminiscent of Walt Disney’s Herbie movies.

Special effects add to the panto magic
A royal coach and a unicorn will fly into Lincoln Drill Hall this Christmas as Jamie Marcus Productions Ltd stage Cinderella. The pantomime will run from December 6 until January 4, 2020 and Jamie’s aim has been to make this the most spectacular production yet. Jamie and his team have worked with the Drill Hall since its inaugural panto in 2007 and their productions have grown and grown - last year playing to almost 15,000 people. “Traditional pantomime together with incredible special effects - including a Red arrow flying over audience’s heads in 2017 - have made the Drill Hall’s panto very special and extremely popular with Lincoln audiences,” said Jamie. “Back by popular demand is the hysterical James Campbell as Lady Domestos, one of the ugly sister and also Lincoln’s favourite comic Adam Fox as the lovable Buttons.” This is Adam’s twelfth professional panto and he describes it as the highlight of his acting year. “Cinderella is my favourite panto as it has all the magic and wonder of the most popular fairytale and together with such a wonderful story, it makes all of the 50 performances an absolute joy. “The productions at Lincoln Drill Hall are always packed with loads of energy, well-known songs and great comedy but what makes the panto different are the special effects and this year for the first time in Lincoln there’s a flying coach and unicorn. “The panto also includes the annual Christmas ‘John Lewis’ skit, which audiences find hysterical and as a special treat for the children, we might also be seeing an appearance from this year’s film star Pikachu!! When you step onto Grimsby’s harbour, surrounded by trawlers, and gaze up at the magnificent Dock Tower, the heritage and tradition of what was once the world’s biggest fishing port is hard to ignore. Standing proudly on the seafront, and unchanged for decades, is the Alfred Enderby smokehouse. It’s iconic chimneys and the smell of wood fires take you back in time. Speaking to Patrick Salmon, the owner of Alfred Enderby, you can tell how passionate he is about preserving the practices that have made his smoked fish so popular. It’s a quick process from sea to shop floor, but Patrick takes great care to produce what he calls ‘the world’s best smoked fish’. “We don’t cut corners. We put our fish in smokehouses longer, which does make it weigh less but the taste and quality vastly improve. We’re selective about what we use, and we pay close
attention to the way we smoke it.” The smoked fish hasn’t gone unnoticed in the culinary world either and chef Marco Pierre White is a fan. Alfred Enderby is rooted in tradition and was part of a bid to have the town’s prized product protected. In 2009, after a 10-year campaign by the Grimsby Traditional Fish Smokers Group, Grimsby Traditional Smoked Fish was granted Protected Geographical Indication (PGI) status. In recent times, the smokehouse has also received a two-star rating from the Great Taste Awards (known as ‘the Oscars of the food world’) and Lincolnshire Co-op customers can try this traditional, award winning fish as part of its Love Local range. “Selling through Lincolnshire Co-op is a terrific opportunity to let other people appreciate it,” explained Patrick. ‘This is a real treat that is like no other fish you have tried.You and your friends will really enjoy it.” Alfred Enderby Smoked Fish is available in selected Lincolnshire Co-op Food Stores. NEW parking provision has been made for residents living within the inner cordon of Lincoln Christmas Market this year. Stricter security measures introduced at the 2018 event at the request of Lincolnshire Police saw all vehicle access for around 300 householders prohibited during market opening hours. This year from Thursday, December 5 to Sunday, December 8 they will be able to park at either Yarborough Leisure Centre or Bishop Grosseteste University thanks to arrangements made by City of Lincoln Council. Director of Communities and Environment Simon Walters explained residents had been unhappy with the banning of vehicles and there had also been some complaints from people living in the 3,500 homes that received parking passes for the outer area of the market. The authority held a series of drop-in sessions earlier this year at Yarborough Leisure Centre and the White Hart Hotel to find out exactly what residents’ concerns were and what could be done to address them. As residents were unhappy with the inner cordon road closures the authority had consulted the police, who stated these need to stay in place to prioritise safety for residents and visitors. Alternative provision had been free use of the market’s Park and Ride service at Lincolnshire Showground in 2018, but residents felt this was too far away, so the alternative solutions were found for 2019. Outer corden problems included residents’ parking spaces being taken by market visitors and those on foot using streets as ‘cut throughs’ had littered the area. A newly designed parking pass in a brighter colour will enable stewards to see who should have access to local streets while the council has tasked its refuse collection contractor with removing litter from residential areas. “The consultation has worked – the earlier drop-in sessions were really well attended, but as we’ve been able to feedback attendance has fallen off because people are happy with what we have been able to do for them,” explained Simon. He added that the residents affected by the market will be invited to a ‘Thank You’ event at St Mary Magdalene Church.

Learning & Culture Council lead by example to tackle climate issues
City of Lincoln Council has officially announced a climate emergency in the city and, in doing so, hopes to tackle the problem of global warming head-on. The declaration is made up of eight resolutions that the council will abide by once approved. These include: l Acknowledging the reality of the climate and environmental crises and committing to urgent emergency action. l Joining with Parliament and other councils in declaring the Climate and Environment Emergency, and committing to the vision of a carbon neutral Lincoln by 2030 at the latest. l Calling on central government to provide the funding and powers to make this possible, and ask local MPs to lobby government to achieve this. l Calling on Lincolnshire County Council to cooperate with the city and district councils to enable them to deliver on the carbon neutral vision by 2030, especially in such critical areas as highways and transport, energy, waste, food and health and wellbeing. l Working with partners to deliver carbon reductions and supporting environmentally sustainable industry, business and employment.

Cllr Ric Metcalfe, Leader of City of Lincoln Council said: “I am delighted that the city council has made this declaration, as it builds on many years of work by the council to address the problem of climate change. “We all know how urgent the situation is becoming, and this resolution offers us the opportunity to double our efforts. “We welcome all the support we’ve had from various groups in the city, and look forward to working with them for a carbon-free Lincoln.” To complement the declaration the council has recently resolved to eliminate single–use plastics from its supply chain wherever possible by 2022. With the goal of becoming a full signatory of the ‘Plastic Free Pledge’, the council will aim to stop single use plastics wherever possible in its own business and this will be extended across the city through liaison with small businesses and event holders. Cllr Bob Bushell, Portfolio Holder for Remarkable Place at City of Lincoln Council, said: “As an authority and a city we need to become less reliant on singleuse plastics. “We are determined to respond to the climate emergency in a positive way and as a large employer in the city we can have a big impact. Giving pupils the belief to achieve
Now in her final year at Lincoln Minster School Head Girl Isobel (pictured right) has been reflecting on the lifelong friends she has made and the opportunities she has experienced such as performing at Lincoln Cathedral. I really appreciate how lucky we are as pupils of the school. I have been a weekly boarder, giving me the opportunity for independence, additional support with schoolwork and also a lot of fun. A huge proportion of my fondest memories are from boarding…popping into the office of House Mistress Mrs Linda Dykes for quick chat and then talking for hours or congregating in the evenings to watch TV and all making pancakes together. The trips I have been a part of during my time at Lincoln Minster have been outstanding. My first trip abroad skiing in the Alps in Year 9 and then France in 2017 to Normandy, a 12-hour coach journey could have been torture but with great teachers and friends it was hilarious. I’m sure none of us will forget the torrential rain and wind on our day trip to Mont Saint Michel or getting hosed off outside in November temperatures after getting caked in mud. The view from the top of Mount Meru on the incredible trip to Tanzania was also something I’ll never forget. I feel so lucky – the fact that I can say I’ve skied in the Rockies, been tubing in Quebec and climbed a volcano in Africa and I’m still only 17 years of age that says a lot about our school. Next year, I will leave this school and, although I will be sad to leave, I really believe Lincoln Minster has given me the confidence to be excited to go out into the world as an adult. Here we are taught that hard work pays off and that being the best we can be, as individuals is so important. When pupils leave Lincoln Minster we are not defined simply by our exam results but by our experiences and, hopefully, our well-rounded character. city as part of our City Centre Masterplan. “We want all of Lincoln to be a future-proof, world class visitor destination for many years to come, and this scheme will encourage further investment and development in that part of the city. “It will have a clear heritage focus, playing on Lincoln’s rich history, with building frontages being restored to their former glory, which will in turn make the whole area more appealing to residents, businesses and visitors.” Work will now be done to create a detailed plan of action and, provided this is agreed by Historic England Lincoln the £1.75m will be allocated to the city council for a variety of heritage led projects that would begin in April 2020. The cash is part of a £95m fund launched in May 2019 to champion and revive historic high streets with Lincoln among 69 other cities and towns to benefit. The old Barbican Hotel (above) and the Central Market will be among the buildings to benefit from being part of the new Heritage Action Zone.
Heritage
Parts of Lincoln’s lower High Street are in line for a much needed facelift thanks to a scheme proposed by City of Lincoln Council. The scheme will help restore some of the city’s old heritage as part of a £1.75million improvement plan. The Heritage Action Zone (HAZ) was recently approved by Historic England, and will see large parts of the lower High Street undergo renovation to encourage the area to thrive. The area will become known as the Lincoln Central Heritage Action Zone and will include the areas of Sincil Street, Wigford Way, St Mary’s Street, lower High Street and will go down as far as Sibthorpe Street. The scheme will benefit buildings such as the former Barbican Hotel, Lincoln Central Market and St Mary’s Guildhall along with many others. Kieron Manning, Planning Manager at City of Lincoln Council said: “City of Lincoln Council has an exciting plan to rejuvenate the southern part of the
