IN an effort to further their investigation, the Integrated Homicide Investigation Team (IHIT) on Sunday identiied Saturday’s homicide victim as 41-year-old Darr Khunkhun from Maple Ridge. He does not have a criminal record. IHIT said though the shooting appears targeted, its connection to the Lower Mainland Gang Conlict remains to be determined. It said it is engaged in intelligence and information sharing with the Combined Forces Special Enforcement Unit of B.C. (CFSEU-BC) to determine if this shooting is connected to ongoing gang activity. On April 9 at around 4:30 p.m., Ridge Meadows RCMP responded to shots ired at
a parking lot near a gym at 22600-block of Lougheed Highway. First responders found one man suffering from gunshot wounds. Paramedics rendered treatment; however, the man was pronounced deceased at scene. IHIT was called in to investigate. IHIT is working in partnership with the Ridge Meadows RCMP, the Integrated Forensic Identiication Section (IFIS), and the BC Coroners Service. The investigation is at its initial stages. Video canvassing is progressing as is the collection of forensic evidence. (Police sources tell The VOICE that Khunkhun had “historical ties” to gangs and police are trying to igure out

A cache of firearms was found at the alleged killer’s residence CONTINUED FROM 1 and these remain active investigations. With the assistance of the Emergency Task Force, Edwin, of Toronto, was taken into custody on the evening of Sunday, April 10 without incident. He has been charged with two counts of first-degree murder. He appeared at College Park Courts on Monday, April 11. Toronto Police Chief James Ramer expressed condolences to the families of the victims and reassured the public about their safety while asking them to remain vigilant at a news conference on April 12 at police headquarters. “They’re the types of incidents that will understandably cause concern in our communities,” Ramer said. “While we appreciate that this news does nothing to ease the suffering of the victims and their families, particularly those now grieving death, I can report that the suspects for all of these incidents are now in police custody. It is my hope that this fact provides at least a sliver of closure for the families.” Homicide Detective-Sergeant Terry

quite frankly, believe this might have just been the first step.” Browne said the security video was crucial in solving this case. “What we gleaned from the security video evidence alone provided us with great assistance in tracking our suspect from the area he resides to the area of the shooting and then back to his residence,” Browne said. VASUDEV, who was a student of marketing management program at Seneca College, had arrived in Canada in January. The Indian Consulate General tweeted last week on Friday: “We are shocked & distressed at the unfortunate killing of Indian student Kartik Vasudev in a shooting incident in Toronto yesterday. We are in touch with the family and will provide all possible assistance in early repatriation of mortal remains.” In a statement, Seneca College said, “The Seneca community is saddened to hear of the tragic death of Kartik Vasudev, a first-semester Marketing Management student. Our thoughts are with Mr. Vasudev’s family, friends and classmates. Counselling support is being made available to students and employees.”
CBC reported that the victim’s father, Jitesh Vasudev, told them from India that the family is “heartbroken.” He said: “My son was polite, humble, a sweet child. Why was my son the target?” He said his son arrived in Canada on January 5, after five years of planning his career. He was headed to his part-time job when he was shot. “He was simply going to work,” he told CBC, wondering why anyone would shoot his son. On Tuesday, his mother, Pooja Vasudev told the Toronto Star that her family was relieved to hear of an arrest within five days of her son’s death, but added that it couldn’t make up for the loss of her “innocent child.” “I sent my son for studies, not for murder. He had dreams … how can we say Toronto is a safe city if, in the daytime, a man came and shot him like this?” she told the Star. The family is calling for the “harshest punishment,” as her son represents all international students in Canada, who deserve safety, she said. Video of Toronto conference: be/2pzmusBHWyk

Browne commended the “remarkable” work of the tactical officers who made the arrest without injury despite several loaded firearms being accessible to the suspect. He said investigators want to learn more about Edwin. “We’re doing a very deep dive on his background right now to find out who this person is, where he’s been, who he has been associating with,” Browne said. “With regards to contact with either one of these victims is that we have nothing to suggest he knew either one of these victims… It was what we describe as random. It was a chance meeting, a chance passing for reasons only known to the suspect these two people were victimized and now are dead.” Chief Ramer believes that further violence was averted through Edwin’s arrest. “Given that he had already killed two apparent strangers, as we allege, and that a cache of firearms was found at his residence we can reasonably conclude that the quick work of our investigators has prevented a further loss of life,” Ramer said. “My personal opinion is there was going to be more victims, when I don’t know, but he had an arsenal at home and I,
New Delhi (IANS): Thanks to the successful negotiations between an Indian agency and the Canadian government, Indian bananas and baby corn can now be exported there, officials said on Saturday. “The negotiations between National Plant Protection Organisations of India and Canada on market access for Indian bananas and baby corn resulted in Canadian market access for these com-
modities. Secretary, Department of Agriculture and Farmers’ Welfare, Manoj Ahuja, held a meeting with Canadian High Commissioner Cameron MacKay on April 7 wherein this was cleared,” an official said. Canada informed that export of fresh baby corn from India to Canada may begin from April 2022 after updating of directive D-95-28: Plant Protection Import and Domestic Movement Requirements
for Corn and the Automated Import Reference System (AIRS). Further, based on the technical information provided for fresh bananas by India, Canada has approved its entry with immediate effect. “This decision of the government of Canada would immensely benefit the Indian farmers growing these crops and would also enhance India’s export earnings,” an official said.
India is the largest producer of bananas accounting for over 25 per cent of global production. Government data showed that fruits and vegetables exports were up by 12 per cent to touch $1,676 million in 2021-22 as compared to $1,492 million in 2020-21, while processed fruits and vegetables exports were up by 7 per cent to reach $1,202 million in 2021-22 as compared to $1,120 million in the previous year.

SIX new resources aimed at reducing racism through education are now available across British Columbia. Launched by the South Asian Studies Institute at the University of the Fraser Valley, the South Asian Canadian Legacy Project aims to raise awareness and knowledge of the valuable contributions of South Asian Canadians to British Columbia’s diverse cultures, history, heritage, economy, and society. “The South Asian Canadian Legacy Project empowers British Columbians to discover, learn, research, and share the rich and robust histories of South Asian Canadians who helped build this beautiful province,” said Dr.
Satwinder Kaur Bains, Director at the UFV South Asian Studies Institute. Propelled by a $1.14 million grant from the Province of British Columbia and with support from the Abbotsford Community Foundation, the project is part of the government’s response to community consultations on racism and hate conducted in 2019. “The South Asian Canadian Legacy Project will raise awareness of the many contributions South Asian Canadians have made to our culture, heritage, and economy,” said Premier John Horgan. “It encourages us to learn from the past and take bold steps towards a brighter future. I encourage all

British Columbians to explore this project.” The initiative includes Saffron Threads — a new learning resource for BC K-12 teachers exploring South Asian Canadian history, culture, and heritage. Saffron Threads includes detailed activity plans and resources, developed in partnership with Open School BC, that will help teachers bring important topics for all students into the classroom including migration and settlement, discrimination, identity, and culture. The bilingual exhibit titled Haq and History — “haq” meaning “rights” in Punjabi, Hindi and Urdu— was developed in collaboration between UFV and the Royal BC Museum. The exhibit explores themes of trans-pacific journeys, families and homes, community celebrations and
Moe Sihota commemorations, sawmill experiences, and community activism for rights and justice. As the exhibit travels, it will partner with local GLAM sector institutions and South Asian Canadian communities to add relevant local content with a goal to expand the historic record. The exhibit is also paired with an outreach kit that educators, schools, and community centres can use to teach content from Haq and History. B.C. schools and organizations can request
Dr Satwinder Bains and Wally Oppal an outreach kit through the Royal BC Museum. Haq and History can be viewed in the atrium of the Surrey Centre Library until June 30, 2022 before it makes its way across B.C and into its communities. Ground-breaking research is captured in Union Zindabad! which chronicles the history of South Asian Canadians’ involvement in the BC labour movement in partnership with the BC Labour Heritage Centre. The Project also undertook
Jagmeet Singh documentation and further engagement of historic sites of significance across BC. Nineteen authors came together to write chapters in A Social History of South Asians in British Columbia – a book that threads South Asian Canadian stories from 1897 to the present moment. UBC’s 12th annual Harjit Kaur Sidhu Memorial Program a big success ON April 7, the University of British Columbia’s (UBC) Asian Studies Department and Asian Library hosted their 12th annual Harjit Kaur Sidhu Memorial Program, an event dedicated to celebrating the life of Harjit Kaur Sidhu. Sidhu was a passionate educator and advocate for Punjabi language and culture, and recognizing and celebrating excellence of Punjabi language at this event was a true tribute to her. Dr. Sharalyn Orbaugh, Head of the Asian Studies Department, gave a brief introduction of Sidhu. At this event, each year, an individual is recognized and awarded for their contribution to Punjabi language. This year’s award recipient and keynote speaker was renowned writer, actor, filmmaker, and a motivational speaker Rana Ranbir. He was awarded for his exemplary contribution to Punjabi language through writing, acting, and filmmaking. Ranbir highlighted the importance of language and culture. He highlighted the role of the mother tongue in which one communicates, and the significance of expression, particularly

Vaisakhi radiothon helps fund a permanent home for Guru Nanak’s Free Kitchen in Vancouver Downtown Eastside
GNFK celebrates Vaisakhi with a commitment to meeting $2 million fundraising goal to launch a facility to serve DTES residents THIS Vaisakhi, Guru Nanak’s Free Kitchen (GNFK) and Connect FM 91.5 held a radiothon on Wednesday to raise funds to establish a permanent home for GNFK’s mobile kitchen to serve residents of the downtown eastside with free, hot, nutritious meals seven days a week. “We are looking to the wider community to help us make this facility a reality,” says Paul Hundle, Radiothon Coordinator. “Guru Nanak’s Free Kitchen’s permanent home will feature a food rescue program, a food bank, a meditation facility, space to connect residents with social services and counseling, and ‘langar’.” Langar is the service of free, nutritious, vegetarian food. The concept is central to the Sikh concept of “seva” and selfless service. Since 2006,
Guru Nanak’s Free Kitchen volunteers have prepared langar and served it to those in need. Preparing and serving is only a small part of the
effort; however, the larger part involves reinforcing connections with the community through being present, compassionate, caring, empathetic and non-judgmental. “All gurudwaras, Sikh places of worship, feature volunteer-run kitchens designed to feed all members of the community, regardless of their backgrounds, at all times,” says Roveen Kandola. “Sixteen years ago, we decided to take this model of preparing and sharing meals to the broader community through our mobile kitchen once a week. However, this permanent base in the heart of the DTES community will give us an opportunity to serve the community every single day.”
The goal is to have the building operational by the summer of 2022 with a fully equipped commercial kitchen. The formal fundraising campaign for a permanent home for GNFK launched mid-2021 to raise $2 million to acquire a permanent facility. GNFK succeeded in acquiring the two-level building at 245 E Hastings Street in Vancouver in November 2021 due to an interest-free loan of $1.5 million. GNFK has raised over $770,000 so far and the building is currently undergoing extensive renovations including a fully functional commercial kitchen. Donations can be made through Canada Helps (www.canadahelps.org/en/ dn/71452).

Vivesh Kochher fined $20,000, prohibited from working with asbestos-containing materials for three years WORKSAFEBC provided comment on Wednesday on the sentencing of Vivesh Kochher who pleaded guilty to charges under the Workers Compensation Act and the Occupational Health and Safety Regulation. WorkSafeBC’s investigation determined that Kochher had failed to ensure the health and safety of between 13 and 15 workers, by knowingly exposing them to asbestos-containing material. The defendant had defied a WorkSafeBC stop-work order, which was issued on September 21, 2019, by a WorkSafeBC Prevention Officer who inspected the site and found asbestos. WorkSafeBC’s investigation recommended that charges be laid under the Workers Compensation Act and Occupational Health and Safety Regulation. Charges were laid in November 2021 and guilty pleas were entered in March 2022. A hearing took place in Provincial Court on March 2 and the following sentence was imposed on Kochher: * A $20,000 fine, plus a victim surcharge. * Three-year prohibition on owning or operating a waste transfer facility or any other business that involves the management, handling, or disposal of asbestos-containing material. “More than half of all work-related fatalities are from occupational diseases, of which the majority are from exposure to asbestos,” said Al Johnson, Head of Prevention Services for WorkSafeBC. “We cannot, and will not, tolerate employers endangering the lives of workers. There are profound consequences for this kind of egregious disregard for worker health and safety.” Asbestos is the number one killer of workers in B.C. In the last 10 years, there were approximately 600 accepted claims for work-related deaths in B.C. because of asbestos exposure. Regina v. Vivesh Kochher and AVR Drywall Recycling Ltd. The case of Regina v. Vivesh Kochher and AVR Drywall Recycling Ltd. involved Kochher violating a WorkSafeBC stop-work order in November 2019 by continuing work at an AVR worksite where asbestos was previously
Robert Tomljenovic sentenced for 2020 shooting of Pritpal Singh ROBERT Tomljenovic was sentenced on Tuesday for 12 years less time served in the April 2020 shooting of Pritpal Singh. On April 7, 2020, at around 12:43 a.m., the Surrey RCMP responded to a shots-fired call in the 8800-block of 138A Street in Surrey. First responders found 21-year-old Pritpal Singh fatally shot on the front lawn of his residence. This was believed to be a random incident. A thorough investigation was conducted by the Integrated Homicide Investigation Team (IHIT), with urgent priority analysis being completed by the RCMP Forensic Laboratory. On April 12, 2020, homicide investigators arrested Robert Tomljenovic and he was charged by the BC Prosecution Service (BCPS) for second-degree murder and robbery with a firearm. Following a trial in January 2022, Tomljenovic was found not guilty of second-degree murder, but guilty of manslaughter and robbery with a firearm. On April 12, Tomljenovic was handed a sentence of 12 years less time served. IHIT said it wishes to recognize the Surrey RCMP, the Integrated Forensic Identification Section (IFIS), and homicide and major crime investigators who were relentless in their pursuit of evidence. “Through the actions of our investigators and partners, we were able to quickly identify and apprehend the person responsible” said IHIT Sgt. David Lee. “We hope this outcome provides some closure to the family of Pritpal Singh.”
detected. Kochher also brought in a third-party contractor on November 11—a statutory holiday— while the stop-work order was still in place, to remove the asbestos containing material and equipment. The Crown submission stated that, “[i]t should be inferred that the date was chosen by Mr. Kochher because it provided him with a lower likelihood of detection.” Mr. Kochher did not advise the third-party contractor, or its workers of the presence of asbestos at the worksite, or that there was a stop-work order in place. The defendant did not provide the workers with any personal protective equipment, which is required when dealing with asbestos. Kochher proceeded to voluntarily dissolve his company, AVR Drywall Recycling Ltd., following the infraction. Crown counsel submitted that all the above was done with the intention of avoiding the cost and responsibility of cleaning up the asbestos-contaminated worksite. Under the Workers Compensation Act, WorkSafeBC is
responsible for conducting investigations into matters of occupational health and safety. An investigation may become a prosecution investigation when certain factors are present,
such as a systemic failure to manage workplace health and safety, or where actions taken to ensure worker safety fall significantly below the standard of due diligence.

Sharnjit Singh Gill of Verico Superior Mortgage ranked 26th in “CMP Top 75 Mortgage Brokers in Canada” SHARNJIT Singh Gill of President and CEO of Surrey-based Verico Superior Mortgage Inc., and his team have been ranked 26th in the Canadian Mortgage Professional’s Top 75 Mortgage Brokers in the country for 2022. Gill, who has been in the banking and mortgage business for 53 years, has been in the top list consistently for the
past 12 years. The CMP noted: “The Canadian mortgage sector remained productive over this last year, with the same volume of business for many brokers across the country despite the persistence of the COVID-19 pandemic, emerging COVID-19 variants, and a rollercoaster of lockdowns. Now, Canadian Mortgage Professional (CMP)
has identified this year’s top 75 mortgage brokers who stood out for their ability to navigate the sometimes harsh realities of the brokerage world.” For Gill, navigating those “sometimes harsh realities” has been no big deal because of his well-known professionalism and honest dealings. “Our team always does what is right for our clients and we

In 1995 he relocated his family to Surrey and a year later he joined the Bank of Montreal. He became sub-mortgage broker in 2001. One of his team’s member, Sunny Bal, bagged the CMP’s Award Rising Star 2021 at the young age of 23.

United Truckers Association: ‘Still a number of problems from 2014 which continue to victimize drivers’ First general meeting of 2022 aims to continue momentum after recent breakthroughs
THIS past weekend, the United Truckers Association (UTA) gathered for its first meeting of 2022 following huge successes achieved on off-dock enforcement and the delay of the Port of Vancouver rolling truck-age program. There were over 500 truckers in attendance. The focus of the meeting was the 2014 Joint Action Plan, which was signed by the Government of Canada, the Government of British Columbia and the Port of Vancouver to end the region’s last major labour dispute. However, the three signatories have yet to live up to all of their commitments. The final piece of fixing Metro Vancouver’s drayage industry lies within that document, according to Gagan Singh, spokesperson for the UTA. “While we are pleased with the progress that is being made by the Commissioner on illegal off-duck enforcement, there are still a number of problems from 2014 which continue to victimize drivers,” said
Singh. “The meeting was a launch for our next campaign to ensure that these proposals are lived up to, and that the UTA acts as a cooperative partner in that process.” That being said, the UTA said it was extremely disappointed by the decision from the BC NDP governing caucus to snub the meeting and send no representatives. UTA members were left thinking that the
provincial government has more important priorities than pandemic essential workers like truckers. The UTA noted that by contrast, the presence of MPs Sukh Dhaliwal and Parm Bains on behalf of the Government of Canada was a welcome sign for the future. Unfortunately, the Port of Vancouver continues to ignore UTA meeting invites, which is a trend that has spanned several
years. The UTA agenda discussed the idea of introducing a company drivers’ registry and overtime within the BC Container Trucking Act. The impacts of out of control fuel costs were also an important topic of discussion. Without the engagement of all three entities on fulfillment, the UTA says it might be forced to pursue legal
options surrounding the agreement. “The labour disruption in 2014 seems to have ended as a result of false pretenses if we judge the performance of the all three of the other signatories,” said Singh. “We will continue to reach out to all as an industry partner working towards taking the necessary steps forward for long-term labour stability, efficiency and growth.”

Liberals must remove red tape to bring families of Afghan interpreters, collaborators: NDP FEDERAL NDP Critic for Immigration, Refugees and Citizenship Jenny Kwan on Tuesday called out the Liberal government for requiring Afghan interpreters to complete even more bureaucratic red tape before they can bring their families to safety in Canada. Only days after the interpreters held a protest and hunger strike to highlight the already frustrating and lengthy process in March, the government requested even more documentation from their family members seeking asylum. “Afghan interpreters and their families have gone through enough,” said Kwan. “Just days after their protest, the government decided to complicate the process even more for these Afghan interpreters and their family members threatened by the Taliban. While the families flee for their lives in Afghanistan, the government is burying their loved ones with more onerous paperwork. For some, this may as well be a death sentence.” In an email to Afghan interpreters, the government says they have 30 days to submit additional documents, or their families’ applications may be refused. The families have already submitted abundant documentation to Immigration, Refugees and Citizenship Canada (IRCC) when they first applied. Now, eight months later, the government is putting up more hurdles for the families. Justin Trudeau’s Liberals need to make good on their promise to bring the families of Afghan interpreters to safety in Canada, said the NDP. “Former Afghan interpreters are part of the Canadian military family — they deserve recognition,” said Kwan. “They have already gone through layers and layers of vetting
City of Surrey proclaims April 14, 2022, as ‘Dr. B.R. Ambedkar Day of Equality’ THE City of Surrey this week joined the province of B.C. and the City of Burnaby in proclaiming April 14, 2022, as Dr. B.R. Ambedkar Day of Equality. Surrey Councillor Laurie Guerra read out the proclamation signed by Surrey Mayor Doug McCallum. The Proclamation reads:
Jenny Kwan and security checks when they served with Canadian troops. The Canadian military has vouched for them with certifications. At the Special Afghanistan Committee, all the former interpreters said that they will vouch for their family members. If the government doesn’t stop with this bureaucratic red tape, more lives will be lost.” The NDP is calling once again on the Liberals to waive the documentation requirements, issue single travel journey documents to the family members to reach a third country and, from there, organize evacuation flights to reunite them with their loved ones in Canada. The NDP is also calling on the government to waive the refugee determination requirements and allow Afghans to apply for the special immigration measures from within Afghanistan.
WHEREAS Surrey is a multicultural and diverse city; and WHEREAS Concerns about inequality and inequity continue to be experienced globally and efforts to eradicate inequalities need to be supported and strengthened; and WHEREAS Dr. B.R. Ambedkar, born in India, on April 14, 1891, in a community of Dalits (previously known as ‘untouchables’), chaired the Drafting Committee of the Constituent Assembly to make and enact the new constitution of India; and WHEREAS The dedicated efforts and vision of Dr. Ambedkar to bring about a just social and economic order should be celebrated not only in India but rest of the world as well; and WHEREAS The City of Surrey is committed to work alongside volunteers to rebuild and
strengthen our community together, virtually and in person when it is safe to do so. NOW, THEREFORE BE IT RESOLVED that I, Doug McCallum, do hereby declare April 14, 2022 as “Dr. B.R. Ambedkar Day of Equality” and encourage the citizens of Surrey to recognize and celebrate each other.

Vaisakhi greetings from Trudeau, Horgan and Bergen PRIME Minister Justin Trudeau on Thursday issued the following statement on Vaisakhi: “Today, Sikhs in Canada and around the world will celebrate Vaisakhi.
Justin Trudeau “The holiest day of the year in the Sikh faith, Vaisakhi celebrates the creation of the community of baptized Sikhs, known as the Khalsa, by Guru Gobind Singh Ji in 1699. “To mark this occasion, Sikhs traditionally gather at their local Gurdwaras to pray and read from the sacred texts and organize religious processions, known as Nagar Kirtans, across the country. While these past two years have been challenging, I know people found inspiration in Sikhism’s teachings of equality, unity, and social justice – values which we all strive to embody, now and as we recover from the pandemic and move ahead to better times. “For all Canadians, Vaisakhi is an opportunity to honour Canada’s Sikh community – one of the largest in the world – and celebrate the many contri-

ebrated through Nagar Kirtans, worship in gurdwaras, and gatherings with friends and family. “While some may choose to continue to participate in online Vaisakhi celebrations, many communities will welcome a return to in-person celebrations and visits to gurdwaras. “It is also a day to reflect on the teachings of the Sikh gurus who emphasized the values of sharing, ‘sewa’ (service) and living by honest means. “B.C. is home to one of the largest Sikh populations outside India. Through difficult times in B.C., the Sikh community in our province has always upheld these teachings of compassion and selfless service and provided inspiration. “To take just one example, during the tragic flooding last year, many in B.C.’s Sikh community cooked meals and even chartered a plane to deliver food to people who found themselves suddenly isolated. “On behalf of the Government of British Columbia, to everyone who is celebrating, Happy Vaisakhi! “Vaisakhi Diyan Lakh Lakh Vadhaiyan!”
B.C. Premier John Horgan issued the following statement in honour of Vaisakhi: “Today, in B.C. and around the world, people in the Sikh community are celebrating Vaisakhi, one of the holiest holidays in the Sikh faith. Vaisakhi is a celebration of the formation of the Khalsa over 300 years ago. “Vaisakhi is normally cel-
CANDICE Bergen, Leader of the Conservative Party of Canada and the Official Opposition, released the following statement on Vaisakhi: “Today, Sikh communities in Canada and around the world are celebrating Vaisakhi. Vaisakhi is one of the most important celebrations of the Sikh religion, marking the solar New Year, as well
butions they have made, and continue to make, in shaping the strong, diverse, and inclusive Canada we know today. Since the beginning of the pandemic, Canadians of Sikh faith have shown their commitment to their communities and their country through seva – selfless service. They have supported their local food banks, provided warm clothing to the homeless, and raised money for many other community initiatives. “On behalf of our family, Sophie and I extend our warmest wishes to the Sikh community and all those celebrating Vaisakhi, here at home and around the world. “Waheguru Ji Ka Khalsa, Waheguru Ji Ki Fateh.”

174 lives lost to toxic illicit drugs in B.C. in February 2022; over 9,400 lives lost since 2016 – Highest death rates in 2022: Vancouver (78 per 100,000 residents), Thompson Cariboo (76.2), Northern Interior (73.6) – Six of the lives lost in February were under the age of 19 – Vancouver, Surrey and Victoria experienced highest number of deaths in 2022 – 39% of decedents were at least 50 years in 2022 PRELIMINARY data released by the BC Coroners Service reveals that the toxic drug supply has claimed the lives of 9,410 British Columbians since January 2016, and that at least 174 lives were lost in the month of February 2022. “As we approach the sixth anniversary of the declaration of the public-health emergency into substance-related harms, we are continuing to lose members of our communities at an unprecedented and terrifying rate,” said Lisa Lapointe, Chief Coroner. “The deaths of another 174 B.C. residents, so many of them young and middle-aged men with years of life ahead of them, is yet another reminder that urgent action is needed on a provincewide scale. I extend my deepest sympathy to the many families, friends and communities who are grieving
Lisa Lapointe the loss of a loved one.” February is the 17th consecutive month in which more than 150 lives were lost to illicit drugs in B.C. The 174 deaths equate to approximately 6.2 deaths per day. The provincewide death rate in 2022 now stands at 43.5 per 100,000 residents, but rates of death in some health authorities, including Northern Health (62.7) and Vancou-

the many decades of a punitive, enforcement-based approach to substance use,” Lapointe said. “However, unless we act quickly to provide a safe, regulated source of the drugs people are using in every community across our province, people we love will continue to be vulnerable to the profitdriven, chaotic illicit drug market. Safer supply, along with decriminalizing possession of drugs for personal use, reducing stigma and building an evidence-based system of treatment and recovery are critical components for reducing the terrible harms and fatal consequences of the toxic illicit drug market.” Additional key preliminary findings are below. Data is subject to change as additional toxicology results are received: * 78% of those dying in 2022 were male. * The townships that experienced the highest number of illicit drug toxicity deaths in 2022 were Vancouver, Surrey and Victoria. * In 2022, 86% of illicit drug toxicity deaths occurred inside (56% in private residences and 29% in other residences including social and supportive housing, single room occupancy, shelters and hotels, as well as other indoor locations) and 13% occurred outside in vehicles, sidewalks, streets, parks, etc. * The proportion of decedents who were are 50+ years of age has steadily increased year after year for the past six years. In 2022, 39% of decedents were at least 50 years. * No deaths have been reported at supervised consumption or drug overdose prevention sites.

ver Coastal (52.8), are significantly higher. By Health Service Delivery Area, the highest death rates in 2022 have been recorded in Vancouver (78), Thompson Cariboo (76.2) and Northern Interior (73.6), underscoring the reality that the impact of the toxic drug crisis is being felt in communities throughout B.C. Notably, while 74% of decedents in 2022 were between 30 and 59 years of age, six of the lives lost in February were under the age of 19 after zero such deaths were reported in January. Preliminary toxicological results in early 2022 provide further evidence of the inconsistency and volatility of the illicit drug supply. Fentanyl continues to be the predominant substance found in post-mortem testing. Alarmingly, the toxicity of fentanyl is growing with February being the third consecutive month in which more than 20% of fentanyl-positive test results had concentrations greater than 50 micrograms per litre. Additionally, between July 2020 and February 2022, etizolam was detected in 41% of expedited testing results. This benzodiazepine analogue has a highly sedating effect that cannot be reversed by naloxone and, as a result, its presence creates significant lifesaving challenges for first responders. There continues to be no evidence that prescribed safer supply or diverted prescription opioids are contributing to the illicit-drug crisis in British Columbia. “I recognize that the concept of safer supply is difficult for some to understand given

Vancouver Mayor moves to further strengthen Empty Homes Tax with new 5 percent rate, doubling audits to reduce false declarations
VANCOUVER Mayor Kennedy Stewart on Wednesday announced a plan to boost the empty homes tax rate to five percent and increase compliance audits to continue fighting housing speculation and return more homes to locals. “My move to triple the empty homes tax in 2020 is on pace
to deliver more than $32 million for affordable housing while helping return more than 4,000 homes to locals,” said Stewart. “But despite this success, we must do more to fight speculation and make sure we put local residents first.” New preliminary data released Monday showed a
decline in the number of vacant properties and a doubling of revenue on declared properties to fund affordable housing, thanks to the tripling of the tax rate to three percent – a key election promise delivered by Stewart. “We still have hundreds of homes declared vacant,
OBITUARY
and thousands more empty homes claiming exemptions,” said Stewart. “While boosting the rate to five percent should get more empty homes occupied by residents, we must increase audits and inspections to further clamp down on speculators.” City of Vancouver staff performed 892 compliance audits in 2019 and 722 in 2020, with 5.5 percent found to be in non-compliance in 2019, the latest year with final
Kennedy Stewart numbers. “By further strengthening the tax rate to five percent and
doubling the number of audits, we will make it tougher for speculators and make sure housing in Vancouver works for all of us – not just the few.” said Stewart. “I expect unanimous support from council on this important step, as we must use every tool we have in our municipal toolkit to tackle our housing affordability crisis. Stewart’s motion will be debated during the next set of Council meetings on April 26 and 27.

Road trippers urged to be cautious this Easter long weekend EVEN though spring is upon us, unpredictable weather at this time of year means road conditions can still be challenging and there may be more traffic on our roads over the Easter long weekend. That’s why ICBC is asking drivers to use caution if they’ll be travelling for a getaway or to visit family and friends this long weekend. Every Easter long weekend, an average of three people are killed and 610 injured in 2,400 crashes throughout B.C. ICBC wants all to do their part to create safer roads in B.C. by following these tips: * Get some rest: Make sure you’re well rested before heading out on a long drive. Take breaks or switch drivers every two hours to avoid fatigue.
* Check your vehicle: If this is your first long drive of the year, remember to check your engine oil, washer fluid, lights and inspect your vehicle tires, including the spare, to make sure they’re in good condition and properly

Full-motion videos launch inside SkyTrain tunnel
TRANSLINK has partnered with Vancouver-based company adtrackmedia to illuminate commutes with new innovative technology that will display fullmotion videos through SkyTrain windows for customers travelling in the Dunsmuir tunnel. TransLink is the first transit agency in North America to implement this technology, which will bring in a new advertising revenue source and improve customer communication. “This new technology provides an innovative and immersive experience for customers travelling along the Expo Line,” said TransLink CEO Kevin Quinn on Tuesday. “This first-in-Canada technology is transforming marketing and communications on transit systems all over the world while also allowing agencies to collect new revenue.” Local advertising company adtrackmedia has installed and will maintain the technology, while also managing the advertising content. They have seen success implementing this technology in South American, Asian, and European markets before launching this futuristic advertising platform in North America. Installation and maintenance of the technology comes at no expense to TransLink. This technology is first being installed in the Dunsmuir tunnel while TransLink and adtrackmedia work on potentially bringing this technology to other tunnels on the SkyTrain system in the future. inflated. * Be prepared: Plan your route and visit drivebc.ca to check road and weather conditions before starting your trip. Be realistic about travel times over the long weekend and expect delays. Pack an emergency kit in your vehicle in case you get stuck or stranded. * Slow down in bad weather: Increase your following distance to four seconds in bad weather conditions or on uneven or slippery roads. Avoid driving through flooded or washed out roads. * Watch out: Warmer weather brings more motorcyclists on our roads. Police report that driver distraction, failing to yield the right of way and improper turning are the top contributing factors for vehicle collisions involv-
ing motorcycles. Drivers can do their part by scanning intersections carefully and taking an extra moment to look for motorcycles when turning left. Stay alert and avoid distractions that take your mind off driving or your eyes off the road. Allow at least three or four seconds of following distance when behind a motorcycle and plenty of lane space when you pass. * Watch for signs of wildlife: Animals may be feeding on plants near the roadside this spring. Be very alert at dusk and dawn because that’s when animals are most likely to be on the road. Slow down when you see road signs indicating wildlife may be present or when you see wildlife on or near a highway so you have time to react if an animal crosses your path.

Delta celebrates grand opening of Douglas J. Husband Discovery Centre DELTA Mayor George V. Harvie and Delta Council officially opened the new Douglas J. Husband Discovery Centre to the public at a grand opening celebration held last Saturday. Located just south of City Hall, the Discovery Centre offers several unique and interactive experiences for visitors to learn about the history of Delta. The Discovery Centre is aptly named after the late Douglas J. Husband, the former mayor and long-time Delta resident, to honour his incredible contributions to the preservation and awareness of Delta’s rich history. Prior to Doug’s passing, a special private ceremony was held with Doug and family members to announce the centre’s new name. The Discovery Centre replaces the former Delta Mu-

seum and Archives located in Ladner Village at the historic Municipal Hall. “I’m delighted to announce the grand opening of the Douglas J. Husband Discovery Centre and finally welcome visitors to learn more about Delta’s vibrant history. This beautiful new space is a welcome addition to celebrate the rich cultural history of Delta as a centre for agriculture, fishing, and trade. I want to thank our Parks, Recreation, and Culture staff, the Delta Heritage Society, and everyone who had a role in making this facility come to life,” said Harvie. To mark the occasion, a special item loaned from the B.C. Ministry of Agriculture was on display, the Stillwell Cup. Known as the ‘Potato Cup’, this trophy was awarded to a Delta farmer
in 1911 at the Great Pan-American Exhibition in New York, whose outstanding potato crops blew the competition away. The Stillwell Cup continues to be celebrated by Delta farmers today, reflecting Delta’s longstanding success in agriculture and history as one of the earliest potato harvests in Canada. Visitors will have an opportunity to customize their experience upon entry into the Discovery Centre where they’ll learn about the contributions of the pioneers in Delta and the importance of the region to farming and transportation. They’ll also have an opportunity to see “then and now” to show the growth of the communities of Ladner, Tsawwassen, and North Delta.
Alim Feasal Hasan: Burnaby RCMP appeal for information in historical missing person investigation BURNABY RCMP are appealing for information in the 1990 disappearance of Alim Feasal Hasan, who was reported missing to Burnaby RCMP 32 years ago, on April 12, 1990. Hasan, who lived in Alberta, had been visiting family in Burnaby prior to his disappearance. The then 25-year-old was last seen on March 21, 1990, when he was supposed to have boarded a Greyhound Bus departing from Vancouver, with plans to travel home to Edmonton. But Hasan never arrived at his destination, prompting his family to report him as missing. It is not known if he ever boarded the bus as planned. More than three decades after Hasan was last seen, the investigation into his disappearance re-
to some answers in this case and for Alim Hasan’s family,” said Cpl. Mike Kalanj. “It’s hoped this appeal may help jog someone’s memory and lead to a break in the case.
mains open with Burnaby RCMP’s Missing Persons Unit. “Today our investigators are appealing to the public in hopes that someone with information may come forward to police. We believe there may be people out there with information that could lead
A clue in Hope Burnaby RCMP are specifically hoping the appeal will reach people living in Hope, where some of Hasan’s belongings were found in April 1990, about two weeks after he was last seen. A brown suitcase, later determined to be Hasan’s, was left outside the Hope RCMP detachment. The suitcase contained clothing, identification, and other personal belongings. It’s believed the suitcase had been left at the detachment around April 6, 1990, but it is not known
who dropped the suitcase off, or whether Hasan had actually been in the area himself. Unconfirmed sighting in Kelowna On May 3, 1990, an unconfirmed sighting was reported from someone who believed they spotted Hasan hitchhiking on Highway 97 near Kelowna. The witness had seen an article in a newspaper about Hasan’s disappearance, but despite repeated efforts investigators were not able to find or speak with the witness after their initial call to police. “If that witness sees this, we would urge them to call Burnaby RCMP. That person may have valuable information that could help further this investigation, even though 32
years have passed since that phone call was made,” said Kalanj. The sighting reported to police remains unconfirmed. Hasan Hasan was 25 years old the last time he was seen in 1990, meaning he would now be 57 years old. When he was last seen by family he was wearing a red-and-black mackinaw style jacket. He may have also been carrying a sports bag. Hasan may have appeared disoriented and confused if he did not have access to his regular medication. Anyone with information on Hasan is asked to call Burnaby RCMP at 604-646-9999 and quote file number 1990-19972 or ask to speak to the Missing Persons Unit.

New York (IANS): External Affairs Minister S. Jaishankar has given a resounding retort to an Al-Jazeera reporter asking her to look at Europe when she said India risked sanctions for currency arrangements for energy purchases. “If you are looking at energy purchases from Russia, I would suggest that your attention should be focused on Europe,” he said, and after pausing dramatically as if making a mental calculation, he added, “Probably our total purchases for the month would be less than what Europe does in an afternoon. So you might want to think about that.” Many reporters were obsessed with India’s oil purchases from Russia, asking questions about it at the three briefings on Monday after the 2+2 meeting of Jaishankar, Defence Minister Rajnath Singh, Secretary of State Antony Blinken and Defence Secretary Lloyd Austin, as they have at earlier briefings. Yet, they haven’t raised the possibility of sanctions against European allies of the US that buy far more oil. Blinken pointed out, “When it comes to oil purchases, sanctions, et cetera, I’d just note that there are carveouts for energy purchases.” The exception for energy purchases was made to accommodate the interests of European countries. Earlier, answering a question on India’s oil purchases, President Joe Biden’s Spokesperson Jen Psaki noted that it was only 1 to 2 per cent, while India bought about 10 per cent of its energy needs from the US. The Qatar government TV network’s reporter lobbed a
India’s Minister of Defence Rajnath Singh, India’s Minister of External Affairs Dr. S. Jaishankar, U.S. Secretary of State Antony J. Blinken and U.S. Secretary of Defense Lloyd J. Austin at the fourth U.S.-India 2+2 Ministerial Dialogue. question in a hectoring tone, “Why not condemn Russia’s invasion? Wouldn’t this best reflect India’s foreign policy goals and international standing?” Jaishankar replied sarcastically, “So first of all, thank you for the advice and suggestions in your question. I prefer to do it my way and articulate it my way.” “Now, as Secretary Blinken has pointed out, we have made a number of statements which outline our position in the UN, in our Parliament, and in other forums. And briefly, what those positions state is that we’re against the conflict; we are for dialogue and diplomacy; we are for an urgent cessation of violence, and we are prepared to contribute in multiple ways to these objectives,” he said. A reporter for the Japanese Nikkei news service asked Jaishankar that with concerns over Russia aligning closely with China, “do you think India has to reduce reliance on Russia economically and militarily as soon as possible?” Jaishankar gave an answer
dripping with sarcasm: “This seems to be my day to get a lot of advice and suggestions from the press, so thank you for joining that.” Speaking up for diplomats and strategists, Jaishankar told the reporter, “The world will keep changing. What we have to do in our profession is to watch it and see how your interests are best advanced in that.” He said, “We watch what’s happening in the world, like any country does, and we draw our conclusions and make our assessments. And believe me, we have a decent sense of what is in our interest and know how to protect it and advance it.” “What has changed is we have more options than we did before,” he said. “We are standing here for a 2+2 with a substantial defence collaboration which has happened in the last decade, which we have been discussing how to take forward. And this wasn’t an option which was there for 40 years before that,” he explained.
Blinken also said, “Times have changed. Today we are able and willing to be a partner of choice with India across virtually every realm – commerce, technology, education, and security.” “India’s relationship with Russia has developed over decades at a time when the United States was not able to be a partner to India,” he noted. MEANWHILE, the United States on Monday reaffirmed its continued support for India’s permanent membership in a reformed UN Security Council and for India’s entry to the Nuclear Suppliers’ Group. The joint statement issued by the United States and India also noted: “The United States conveyed its full support to India’s upcoming G20 Presidency from December 2022 to November 2023.” The statement said: “The Ministers called on Pakistan to take immediate, sustained, and irreversible action to ensure that no territory under its control is used for terrorist attacks.”

Shehbaz Sharif elected Prime Minister of Pakistan
Islamabad (IANS): PML-N President Shehbaz Sharif was on Monday elected as the 23rd Prime Minister of Pakistan with 174 lawmakers voting in his favour after the MNAs of Pakistan Tehreek-e-Insaf boycotted the election, Dawn reported. Earlier, PTI MNAs had walked out of the Assembly, with Shah Mahmood Qureshi, who was the party’s candidate for the top post, announcing that they would be resigning en masse from the National Assembly. PML-N’s Ayaz Sadiq presided over the session after Deputy Speaker Qasim Suri said his conscience did not allow him to conduct the session. Announcing the results, Sadiq reminisced that he had also chaired the session during which

PML-N supremo and Shehbaz’s elder brother, Nawaz Sharif, was elected as the Prime Minister. “And today, I have the honour of chairing the session for Shehbaz Sharif ’s election,” he said. “Mian Mohammad Shehbaz Sharif has secured 174 votes,” he announced, adding: “Mian Mohammad Shehbaz Sharif has been elected as the Prime Minister of the Islamic Republic of Pakistan.” As soon as Sadiq announced the results and said Shehbaz is the new Prime Minister of Pakistan, lawmakers began shouting slogans in favour of Shehbaz and Nawaz. The Speaker asked Shehbaz to move to the seat of the Prime Minister in the House and he shifted to the treasury benches amid cheers,
with other members of the former joint opposition following suit. Shehbaz said it is the first time in Pakistan’s history that a no-confidence motion against a Prime Minister has been successful. “And good has prevailed over evil,” he said. Shehbaz added that it is a “big day” for the entire nation when a “selected” Prime Minister has been sent packing in a legal and constitutional manner. He said the US dollar’s value declining by Rs 8 signified the “happiness of the people”. The newly-elected Prime Minister also thanked the Supreme Court for burying the doctrine of necessity forever. “In the future, no one will be able to rely on it,” he said, Dawn reported.

Chennai airport turning into hub for star tortoise smuggling Chennai (IANS): Chennai international airport seems to be turning into south India’s hub for the smuggling of star tortoises, and two back-to-back seizures from there of the animals have sent the Wildlife Crime Control Bureau (WCCB) on high alert. Air intelligence at Chennai airport had, in the past couple of months, seized several star tortoises that were bound for South Eastern countries and Gulf countries. Air intelligence sources told IANS that in a
seizure that was executed in the first week of April following a tip-off, 3,600 live star tortoises were recovered. Talking to IANS, WCCB Southern Region Deputy Director, Kirupa Sankar, said: “Due to the Covid-19 pandemic, there was a major fall in the smuggling of star tortoises to foreign countries from Chennai airport. With the resuming of international flights, the smuggling has also resurfaced and we are on a high alert to prevent the start tor-

toises from being smuggled out of the country. We are trying to block the smuggling by conducting raids at places we know from where these tortoises are coming.” The star tortoises are collected from Madhanapalli and Chittoor in Andhra Pradesh and the WCCB is monitoring the area randomly so that the smugglers and those who rear the star tortoises for smuggling purposes are apprehended. The authorities had recently apprehended a

pet trader from Kolathur in Chennai. He, according to the WCCB officials, was involved in the smuggling of flap shell turtles from Uttar Pradesh and was sentenced to seven years imprisonment. Star tortoises are endangered species and covered under the Convention on International Trade on Wild Flora and Fauna (CITES) and this has led to a high alert on the part of customs officials and wildlife activists.

Former Air Chief commends rescue ops in Jharkhand’s Deoghar Kolkata (IANS): “A very successful operation that highlights the capabilities of our security forces”, is how Air Chief Marshal Fali Homi Major, former Chief of Air Staff, Indian Air Force (IAF), chose to describe the rescue of 46 of 48 people trapped inside cable cars at Trikut Hills in Deoghar, Jharkhand, for nearly 48 hours since Sunday afternoon. Air Chief Marshal Major is “special”. Not only was he the only officer from the helicopter wing of the IAF to head the Force, but he also participated in a similar rescue operation in Himachal Pradesh 30 years ago as a Group Captain. ACM Major then captained a Mi-17 helicopter as para commando Col (then Major) Ivan Joseph Crasto (retd) and his men pulled out 10 people from a stranded cable car dangling 3,000 feet from the ground at Parwanoo. This operation came to be known as Op Timber Trail Rescue. “Such operations are extremely tricky and delicate due to the multitude of cables that have to be avoided. You have to be extremely careful when the winch is lowered.
This requires a lot of skill, a lot of patience and a lot of planning. It is a combined operation between the crew of the helicopter and the commando who is operating down below. It is a big challenge to hold the aircraft as steady as possible despite strong winds. There is need for total co-ordination and our
teams of rescuers have achieved that in Jharkhand,” ACM Major said. He was disappointed at news reports claiming that a life was lost due to ‘botched’ operations. “Such operations are risky and mishaps can happen. It isn’t easy to winch up a person in conditions such as these. I certainly feel that this was a
Bombay High Court directs police to crackdown on bullfights ahead of Easter Panaji (IANS): The Bombay High Court in Goa has directed the state police to crackdown on illegal bullfights in Goa, while also suggesting the use of RFID tags or microchips on bulls specially reared by bullfight enthusiasts for the illegal sport. The order was passed last week but was placed in the public domain on Wednesday, after the court disposed of a petition filed by a local NGO People for Animals, which had sought a ban on the regularly organised bullfights in the state, although the sport was deemed illegal by the High Court in the 1990s. “Many of these fights are reportedly conducted in fields within the jurisdiction of
the concerned police station and it is difficult to believe the police authorities have no means of identifying those responsible,” Justices AK Menon and RN Laddha said in their order. While bullfights are illegally held throughout the year, the frequency of such fights increase ahead of festive occasions like Easter. Once a popular post harvest sport, bullfights or dhirio was banned in Goa two decades ago following directions of the Bombay High Court bench in Panaji in the 1990s. But bullfights are organised clandestinely in several villages across the coastline.
great effort by our security forces,” he added. The IAF announced on Tuesday evening that the operation at Trikut Hills that lasted 26 hours has been completed. The rescue operation involved the use of two Mi-17V5, a Mi-17, an ALH and a Chetak helicopter. Five Garud Commandos of the IAF carried out rescue operations from the cable cars even as pilots, with no briefing about wind speeds or other weather conditions, struggled to hold their aircraft steady. The IAF also expressed grief at the loss of two lives despite their best efforts. Meanwhile, the Central government on Tuesday asked all states for safety audits of all ropeway projects to ensure safety and maintenance as per the Bureau of Indian Standards (BIS), and the necessary guidance may be taken from National Highways and Infrastructure Development Corporation (NHIDCL). Union Home Secretary Ajay Kumar Bhalla, in an official communication to all the Chief Secretaries, said the state government must en-
gage an experienced and qualified firm or organisation for carrying out safety audits of each ropeway project. The entity operating the ropeway must comply with all the issues arising out of the audit, he further said. “For each ropeway project, a maintenance manual must be prepared. In addition to the maintenance manual, there should be a maintenance programme so that the safety standards conform to good industry practices. The entity operating the ropeways must maintain a record of all the activities undertaken as part of the maintenance programme,” Bhalla said in his letter to the states. “It should also be ensured that mock drills/mock exercises for handling contingency situations involving ropeways are periodically conducted. You may like to designate a senior officer of an appropriate level to regularly review the preparedness measures in respect of ropeway operations as per the SOPs and Contingency Plan,” the Home Secretary further said in his letter.

Anti-Gangster Task Force to intensify action: Punjab DGP
Chandigarh (IANS): With newly constituted Anti-Gangster Task Force (AGTF) swinging into action, Director General of Police (DGP) Punjab V.K. Bhawra on Monday gave a clarion call to the people of the state to join hands with the police against the anti-social elements trying to disrupt the peace and harmony. Headed by ADGP Promod Ban, the AGTF has been constituted on the directives of Chief Minister Bhagwant Mann to intensify action against gangsters using intelligence based inputs and coordinating with field units of Punjab Police. The AGTF will work directly under the supervision of the DGP. Bhawra told the media here that there have been recent reports about rise in gangsterrelated murders in the state but the fact is it has marginally decreased in comparison to
V.K. Bhawra last two years. The crime data indicates that 158 murders have taken place in the state this year in almost 100 days making an average of 50 mur-
ders per month, while in previous years, the number of murders was 724 and 757 in 2021 and 2020, respectively, making the monthly average of murders for 2021 and 2020 was 60 and 65 murders respectively. “This is not a happy situation. Punjab Police has been making strenuous efforts to eliminate the gangster culture in the state and will continue to make efforts in this direction,” said the DGP, while soliciting the support and cooperation of the public to further bring down the crime graph. Divulging more details, Bhawra said taking action against organised gangs and criminals since January 1, 2022, various units of Punjab Police have busted 16 gangster modules and arrested 98 individuals involved in these activities. A large cache of weapons has been recovered from them which includes four rifles and 68
pistols and revolvers, besides impounding 30 vehicles used by these criminals, he added. He said six gangster-related murders witnessed in the state in 2022, all of which have been traced after a thorough investigation on professional lines and 24 accused involved in these cases have been arrested along with a recovery of seven pistols, 18 cartridges and seven vehicles. All these were blind murders in which culprits were not known, he said, adding that efforts are on to arrest the remaining accused. Also, there were nine non-gangster related murders this year, causing sensation amongst the public which have also been traced and most of the accused have been arrested, said the DGP. He said family or matrimonial dispute, rivalry or monetary dispute, etc., were among the main reasons behind these crimes.
Punjab Cabinet hails Centre’s decision on shrivelled wheat grains
Chandigarh (IANS): The Punjab Cabinet, led by Chief Minister Bhagwant Mann, on Wednesday welcomed the decision of the Union government to accept the state’s request to revisit the norms of shrivelled grains for ongoing procurement of wheat. It also decided to appeal to the Centre to issue the order for relaxations in the norms at the earliest. A spokesperson for the Chief Minister’s Office

More than two lakh metric tons, out of five lakh metric tons that arrived on Tuesday alone, had been purchased on the day of arrival itself, he said.
The spokesperson said while welcoming the early constitution of Central teams to assess the damage of shrivelled grains, the Cabinet also appealed to the Centre to allow relaxation in the norms of shrivelled grains without any value cut, since the farmer had already been penalised on account of lower yield.
A formal request in this regard had already been made by the state government, he added. Owing to extreme heat conditions, the wheat grain has become shrivelled in many places and the grain coming in the mandis contains shrivelled grain beyond the permissible limit of six per cent.

Punjab Governor, Chief Minister review preparedness along Pakistan border Fazilka (Punjab) (IANS): Punjab Governor Banwarilal Purohit and Chief Minister Bhagwant Mann last week on Saturday held a series of meetings here to take stock of the important issues concerning the border district of Fazilka, which impacts on national security. The meeting was attended by senior officers of Central government agencies posted along the Pakistan border, including the BSF, the Intelligence Bureau, the Narcotics Control Bureau, the National Investigation Agency, the Military Intelligence of the Indian Army, besides senior officers of the state government. Major issues of the border district impacting national security were taken up and detailed discussions were held with all the agencies, an

He said the security forces are doing their part but the local input and support could go a long way in checking the influx of contraband weapons and drugs into the state. He said it has been observed that in many cases the modus operandi for proliferation of firearms and weapons as well as consignments of drugs has been ‘conceal and clear’ wherein the cross-border smugglers using high-tech technology like drones to drop the consignment into the Indian territory. So. it is pertinent that the villagers should be careful of the antecedents of all the new entrants into the village and should be on guard against any attempt towards misuse of their innocence by the antinational elements.
He said the concept of security over the years has broadened. Along with traditional threats to the territorial integrity and sovereignty of the state, the security now also envisages the non-traditional threat in the form of organised crime, illegal migration, arms and drug trafficking, etc. He said that the border districts are vulnerable to this menace of contraband arms smuggling. Therefore, it is the duty of the people to extend support to the Central security forces and the state police. The thrust in the Governor’s address was also on the fact that all the agencies, central and state, should work together in tandem with regular exchange of intelligence and inputs.
Ensure Punjab not subject to remote control rule by Delhi government: Opposition
Chandigarh (IANS): The Opposition in Punjab -- the Shiromani Akali Dal (SAD) and the Congress -- on Tuesday asked Chief Minister Bhagwant Mann to safeguard the interests of the state and ensure that it is not subject to remote control rule by the AAP government in Delhi or be taken over by the Centre. The Opposition also asked the Chief Minister to address the pressing concerns of farmers, who are seeking compensation on account of low wheat yields. Joining the issue, newly-appointed state Congress Chief Amrinder Singh Raja Warring targeted Mann over the Centre’s interfering in the state’s law and order matters in the context of the Punjab Governor’s visits to the border areas.
He also took a dig at the Chief Minister over Arvind Kejriwal summoning Punjab officials to Delhi, saying it has set a wrong precedent. Responding to the issue, senior SAD leader Daljit Singh Cheema said that instead of tackling the real issues of Punjab, the AAP government is trying to obfuscate them by diverting the attention of the people by focusing on issues like songs and similar activities. Asserting that the recent developments are very ‘dangerous’ for the state, Cheema said Punjabis are shocked that Kejriwal is holding meetings with the Punjab chief secretary and the State Power Corporation Ltd (PSPCL) Chairman. “The apprehension in the minds of the people that the Punjab government would be
run by remote control from Delhi under AAP rule is proving to be true,” he said. Asking Mann to clarify the situation, Cheema said the manner in which the Delhi Chief Minister is riding roughshod over constitutional norms has made Punjabis insecure. “Punjabis rightfully fear that the officers of Punjab could be brow beaten to sign away the rights of the state on important issues like river-waters. Mann should understand that he has been elected to office in Punjab and he alone should hold the required meetings, and not give this right to the Delhi Chief Minister,” he said. The SAD said that simultaneously, the Punjab Chief Minister should stand up to the Centre and ensure the federal structure is not diluted in any manner.
Cheema said even while the Chief Minister was in Delhi, the Punjab Governor was holding meetings in the border districts of the state. Terming this as unprecedented, the Akali leader said that Mann should explain if there is a breakdown in the constitutional machinery and the state has failed in its duties due to which the Governor had to intervene. Reacting to the development over Kejriwal’s ‘interference’, former state Congress chief Navjot Singh Sidhu tweeted, “Punjab’s IAS officers summoned by Arvind Kejriwal in CM Bhagwant Mann’s absence. This exposes the de facto CM and Delhi remote control. Clear breach of federalism, insult to Punjabi pride. Both must clarify.”

Saturday, Apr. 16, 2022 | Indo-Canadian Voice Main MISSISAUGA, ON: Nissan Canada announced recently that a three-year partnership with Accelerate Auto, a newly established not-for-profit organization dedicated to increasing opportunities for Black people and tackling systemic racism in Canada’s automotive industry. “As we work to make Canada’s auto industry more inclusive, and to attract the next generation of Black talent to the automotive industry, we are very pleased to announce the support from Nissan Canada,” said Christopher Nabeta, Founding Member of Accelerate Auto. “One of Nissan Canada’s focus areas is education, and this aligns perfectly with our organization’s outreach to Black high school, university and college students looking for exciting and rewarding career opportunities.” A first by a car manufacturing company in Canada, the three-year partnership with Accelerate Auto will help support the organization’s efforts to attract more Black talent to Canada’s automotive industry, and to help bridge the gap with the disenfranchised communities Accelerate Auto is working with. “We aspire to attract more diverse talent within Canada’s automotive industry,

The All-New, Second Generation, Zero-Emission Toyota Mirai.
TORONTO, ON: The future will arrive in Canada this Spring when the second-generation Toyota Mirai fuel cell electric sedan goes on sale in Canada. Toyota has completely reimagined the Mirai for 2022. First introduced

in 2015, the new Mirai has evolved into a premium sedan with featuring cutting-edge design, technology, and driving performance. For 2022, Toyota engineers completely redesigned the Mirai’s powertrain. Most noticeably, they

replaced the front-wheel-drive configuration of 2015 with Toyota’s GA-L premium rear-wheel-drive platform with Front and Rear multilink suspension. The new Mirai features an improved Front:Rear weight distribution at nearly 50:50 and a lower centre of gravity. This, plus a rigid platform employing laser screw welding and adhesive structure bonding, significantly enhances handling and agility. Engineers also made significant improvements to the fuel-cell electric system that’s at the heart of the Mirai – including performance enhancements and increased hydrogen storage capacity. The result is a more powerful and engaging driving experience, plus a 30 percent boost to range – now estimated up to 647 km on a full tank, on the XLE grade. Under the hood, the Mirai performs essentially as an electric vehi-
27 able benefits to people’s lives. We believe this partnership will achieve that objective.” Among other initiatives, Accelerate Auto is working closely with various school boards, universities and colleges, and is engaging in speaking opportunities and other engagements to introduce the auto industry as a great career option. This partnership will help support those efforts to ensure more people hear from those working in the industry, particularly from the deep pool of Black talent that are members of Accelerate Auto. The Canadian automotive industry has a severe lack of Black representation across all sectors: dealerships, manufacturers, suppliers, aftermarket — and at all levels, from entry-level to the C-suite. With one in seven jobs in Canada connected to automotive, there are many opportunities and Accelerate Auto’s goal is to see Black professionals better represented in the industry. The founding members of the organiza tion are made up of representatives across dealerships, manufacturers, industry associations, the aftermarket, suppliers and the media. Accelerate Auto is looking for more organizations throughout the automotive industry in Canada to get involved.
cle – but one that never needs to be plugged in to recharge. The fuel cell stack – in development since Toyota introduced the first Prius more than two decades ago – is safe and proven. It combines compressed hydrogen gas from the Mirai’s tank with oxygen from the atmosphere. The resulting chemical reaction produces the electricity to power the Mirai. The only by-product is water vapour, which is eliminated through a vent pipe beneath the vehicle. Best of all, the Mirai can be refueled in about five minutes. While engineers worked on improving performance, handling, and efficiency, Toyota designers styled a suitably advanced sedan to match. The new Mirai is a mid-size luxury sedan with a bold stance, accentuated by 19” or 20” wheels. Its coupe-inspired body is dramatic yet refined, conveying a sense of motion with a long hood, sweeping
roofline, and short rear deck. More than just beautiful styling, the body also achieves an impressive 0.29 coefficient of drag, aided by a number of bumper-to-bumper aerodynamic details. Inside, the Mirai offers driver and passengers a quieter cabin environment and improved passenger comfort. What’s more, there’s more space for all occupants, even as the seating allocation increases from four to five adults. Toyota Canada offers the Mirai in two configurations, as follows:The 2022 Toyota Mirai XLE (starting MSRP: $54,990) and the The 2022 Toyota Mirai Limited (starting MSRP: $76,750) . The all-new 2022 Toyota Mirai goes this Spring at Toyota Dealers in Canadian markets where refuelling infrastructure exists – including select regions of Quebec and British Columbia.

Vancouver, BC: The British Columbia Real Estate Association (BCREA) reports that a total of 11,463 residential unit sales were recorded by the Multiple Listing Service® (MLS®) in March 2022, a decrease of 24.1 per cent from a record March 2021. The average MLS® residential price in BC was $1.096 million, a 15.7 per cent increase from $946,813 recorded in March 2021. Total sales dollar volume was $12.6 billion, a 12.1 per cent decline from the same time last year. “Home sales in the province continue to moderate from record highs of this time last year,” said BCREA Chief Economist Brendon Ogmundson. “Given the sharp rise in Canadian mortgage rates and expected tightening from the Bank of Canada, activity will likely slow further in the second half of this year.” Provincial active listings were 12.4 per cent lower than this time last year with the total inventory of homes for sale in the province at under 20,000 units. That level of inventory remains well below the roughly 40,000 list-

Is cholesterol the enemy?
THE headline of a prestigious health and nutrition publication reads, “Do we need to limit dietary cholesterol?” For decades, the answer was yes. We were told to limit our intake of cholesterol to 300 milligrams (mg) or less daily to decrease the risk of heart attack. Was it just a catchy headline? Cholesterol is not the devil incarnate. We would die without it. Cholesterol is a part of all cell membranes, needed to make vitamin D, bile acids and some hormones. Some medical specialists have long cautioned that cholesterol is not the culprit in cardiovascular disease. One of the world’s most famous cardiac surgeons remarked that many of his heart attack patients had normal blood cholesterol levels. We know that if we consume too much cholesterol, the liver makes less of it. If we fail to eat enough, the liver makes more of it, operating just like thermostats that keep our homes the right temperature. We’ve also been told that there’s good cholesterol, high-density lipoproteins (HDL). It’s good because it travels in the body to the liver. Bad cholesterol, low-density lipoproteins (LDL), builds up plaque in coronary arteries, triggering heart attack. Dr. Alice H. Lichtenstein, an international authority on nutrition, says, “Dietary cholesterol is no longer a nutrient of public health concern.” She points to research showing that “dietary cholesterol at the levels currently consumed does not have a big influence on cholesterol levels in the blood.” But the headline is tricky. Lichtenstein and the American Heart Association haven’t given us carte blanche permission to disregard dietary cholesterol. Rather, they’re saying that other di-
etary factors can affect cholesterol levels and cardiovascular disease. What’s the real culprit? Lichtenstein labels it dietary fat. She points out that most foods contributing to cholesterol levels are meat and full-fat dairy products which are high in saturated fats or consumed with foods high in saturated fats. For instance, cholesterol-rich eggs are not a problem. In fact, there has been a lot of research conducted on eggs and egg substitutes. Plenty of studies show that although eggs are a significant source of dietary cholesterol, they are not associated with an elevated risk of heart disease. Rather, the concern is that eggs are often eaten with saturated-fat-rich butter, bacon and sausage. This fat increases bad cholesterol buildup in coronary arteries. Nutrition experts changing their guidance about dietary cholesterol is the result of good research, not whimsy. Recall the words of John Maynard Keynes, the famous economist, who was criticized for reversing his position on an important economic matter. He replied, “When circumstances change, I change my mind. What do you do?” The take home message is that we should establish and stick to healthy eating patterns that promote cardiovascular health. This means eating nutritious foods, such as whole grains, plenty of fruits and vegetables, and healthy proteins like fish, nuts, and seeds, all low in cholesterol. And cut down on foods high in saturated fats, such as meat and high-fat dairy products. Always limit sugar and salt. It’s good advice to stop labelling cholesterol as an arch enemy. But there are still unsolved questions about cholesterol. For instance, why is it that men living in Stockholm, Sweden, and Edinburgh, Scotland, share the same blood level of cholesterol. Yet the Scots have three times the death rate of coronary artery disease. Perhaps they are enjoying too much of their own scotch! Winston Churchill, Prime Minister of England, wrote, “To almost every question there is an answer that is clear, concise, coherent and wrong.” What will experts say about cholesterol years from now. We wish we knew.
