BC Prosecution Service and Homicide Team in a dilemma after judge acquits Samandeep Gill THE BC Prosecution Service (BCPS) are scrambling to deal with a veritable dilemma as a host of murder cases may well be in jeopardy after Samandeep Singh Gill, who had been charged in 2018 with seconddegree murder in the 2011 death of Manbir Singh Kajla and attempted murder of Kajla’s wife, was acquitted last March. The RCMP told the media in 2018: “On the night of April 27, 2011, Mr. Kajla and his new wife, having only been married that morning in Canada, were driving along 68th Avenue and 128th Street, when a minor collision occurred between the Kajla’s vehicle and that of Samandeep Gill. When Mr. Kajla approached Gill’s vehicle, he was shot by a suspect, who then �led the scene. Mr. Kajla was found suffering from multiple gunshot wounds and later died in hospital.” The alleged audio of the shooting recorded on a cellphone that the police seized from Gill’s home was considered inadmissible because of violating Section 490 of the Criminal Code that stipulates that police need an additional court order for holding evidence beyond 90 days. B.C. Supreme Court Justice David Masuhara slammed the Integrated Homicide Investigation Team (IHIT) for doing so in spite of receiving legal advice. Evidence in Gill’s case was held unlawfully for nearly seven years. Masuhara said: “The IHIT policy of noncompliance amounts to systemic, �lagrant disregard for charter protected rights … I �ind that IHIT, was at best, willfully blind towards the charter implications of the policy.” He added: “The fact that the police, in this case, sought and received legal advice that explicitly deemed compliance mandatory makes these actions more egregious.” Gill’s lawyer, Matthew Nathanson, told Global News that the mandatory provisions of the criminal code are rules and not a loophole. He stressed

the importance of police abiding by constitutional parameters and respecting people’s constitutional rights. Nathanson also told Global News that it was “a systemic policy that went to the top of IHIT of basically �louting the law, of deliberately disregarding the law, in what appears to be almost all of their cases, across the board for a manner of years.” Global News reported that, according to audio of court proceedings in March, an IHIT of�icer only referred to as “Sgt. Ross” was repeatedly advised about Section 490 of the Criminal Code. In January 2008, he conducted an audit of 24 random homicide �iles under conduct of the Surrey of�ice of IHIT and found 21 �iles to be in noncompliance with Section 490. He then sent out a memo about complying with that section. The judge noted in his ruling that a sergeant’s testimony indicated that there were “likely hundreds of �iles impacted by the blanket noncompliance policy while it was in effect from 2007-2014.”

ON March 31, a commercial truck driven by an Ontario resident entered Canada using the Blue Water Bridge in Point Edward, Ontario, and was referred for a secondary examination. During the examination, Canada Border Services Agency (CBSA) of�icers discovered and seized approximately 62 kg of suspected cocaine. This seizure is valued at approximately $3.5 million. The CBSA arrested the driver, Harvinder Singh, and transferred him to the custody
of RCMP of�icers from Windsor Detachment, who are conducting the investigation. The RCMP has charged 25-yearold Singh of Brampton, Ontario, with importation of a controlled substance, and possession for the purpose of traf�icking. Singh will appear at the Ontario Court of Justice in Sarnia, Ontario, on April 20. VANCOUVER Police are again appealing for witnesses to come forward as an investigation into the 2019 homicide of Manoj Kumar continues. “VPD homicide detectives have been working diligently on this file, and continue to make progress towards solving this crime,” said Constable Tania Visintin on Friday. “As today marks two years to the date of the death of Mr. Kumar, investigators are hoping to acquire more leads to help solve the murder and bring closure to Mr. Kumar’s family.” Just after 8:30 p.m. on April 16, 2019, Vancouver Police received several 9-11 calls reporting shots being fired at Kumar in the area of West 4th Avenue and Burrard Street. Kumar tragically died at the scene. The suspects fled before officers arrived. “Investigators believe there are people in the community who know who is responsible for this homicide. We encourage those with knowledge of the suspects to come forward,” said Visin-

“There were initial reports of a vehicle driving out of the area immediately after the shooting. Officers were called to a vehicle fire just before midnight on West 22nd Avenue at Yew Street. Although the vehicle has not been directly linked to the shooting, officers have seized it pending further investigation.” A few days after that news, The VOICE reported: “Homicide investigators have seized a white Dodge Durango, which was found around midnight on the evening of the shooting, near West 22nd Avenue at Yew Street. The vehicle had been set on fire. Almost $17,000 in fines issued by Surrey RCMP CCET
LAST week the Surrey RCMP COVID-19 Compliance and Enforcement Team (CCET) issued 18 violation tickets for a total of almost $17,000 for non-compliance with the public health orders (PHOs.) The majority of the fines stemmed from large gatherings taking place contrary to the PHOs. Between April 7 and April 11, officers attended five separate residences for complaints of large gatherings, one of which was a wedding where over 22 people were in attendance on April 7 at a residence
in Newton. The host of the gathering was issued a violation tickets for $2,300 for a non-compliant event. Later in the week, on April 10, officers checked a restaurant in the 9400-block of 120 Street where they found people dining inside the restaurant contrary to the current PHOs. A violation ticket was issued to the restaurant owner. This was the second violation for this establishment, as such. Fraser Health authorities were also notified. The following day, on April 11, police responded to a report of a man refus-
ing to wear a mask in a store in the 7300-block of King George Boulevard. Officers attended and spoke with the man in the parking lot where he was uncooperative with police and continued to cause a disturbance. He was issued violation tickets for failing to wear a face covering, failing to comply with direction, and for abusive and belligerent behavior. “Our officers have recently seen the number of people and businesses ignoring public health orders creeping up,” said Sgt. Tyler Wickware of the
Surrey RCMP COVID-19 Compliance and Enforcement Team on Wednesday. “Especially with sunny weather now here, it can be very inviting to gather with others, so we are reminding everyone that Public Health Orders are still in effect limiting gatherings, even outdoors.” Residents wishing to report violations of the COVID-19 public health orders should contact the City of Surrey Bylaw call centre at 604-591-4370 or the Surrey RCMP non-emergency line at 604-599-0502.

Over $470,000 raised for PICS’ Guru Nanak Diversity Village
THE Progressive Intercultural Community Services (PICS) Society in collaboration with ConnectFM 91.5 organized a Vaisakhi Radiothon on Tuesday, April 13 to raise funds for Guru Nanak Diversity Village (GNDV), an upcoming long-term care facility that will provide culturally-sensitive care for South Asian seniors. This radiothon was the first fundraising event of 2021 for this facility and through the community’s overwhelming support over $470,000 were raised in 13 hours. In September 2020, the Provincial Government announced the approval of this 125-bed, threestorey long-term senior care home to be built in Surrey. GNDV is a $58.3 million project, with $5 million to be raised by the community as its contribution to the project. This facility’s name is a dedication to Guru Nanak Dev ji, who advocated
and preached ideals which were based on diversity and equality for all. The radiothon coincided with other community festivities of Vaisakhi, Ramadan, Navratri, and various other harvest celebrations, truly signifying community
connections while bringing them together for supporting and contributing towards GNDV. “On behalf of PICS Society, I want to thank and commend all the volunteers, guest speakers, staff, management and hosts of
ConnectFM, as well as the PICS staff and the organizing team for the success of this radiothon,” said Satbir Cheema, President and CEO of PICS. “I also want to express my sincere thanks to all the donors for their contributions, especially Premier John Horgan and [Surrey] Mayor Doug McCallum for kick-starting our Radiothon with their donations for Guru Nanak Diversity Village.” This event was organized and held keeping all COVID-19 health precautions and guidelines as outlined by the Provincial Health Authority. There was an overwhelming response from the community and donations continue to pour in. New permanent residency pathway for over 90,000 essential temporary workers, international graduates
MARCO E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, on Wednesday announced an innovative pathway to permanent residence for over 90,000 essential workers and international graduates who are actively contributing to Canada’s economy. These special public policies will grant permanent status to temporary workers and international graduates who are already in Canada and who possess the skills and experience the country needs to fight the pandemic and accelerate its economic recovery, he said. The focus of this new pathway will be on temporary workers

as well as international graduates who are driving the economy of tomorrow. To be eligible, workers must have at least one year of Canadian work experience in a health-care profession or another pre-approved essential occupation. International graduates must have completed an eligible Canadian post-secondary program within the last four years, and no earlier than January 2017. Effective May 6, 2021, Immigration, Refugees and Citizenship Canada (IRCC) will begin accepting applications under the following three streams: * 20,000 applications for temporary workers in health care

IRCC to accelerate caregiver application processing 6,000 caregiver applications will be prioritized by the end of 2021; 1,500 by June 30, 2021 IMMIGRATION, Refugees and Citizenship Canada (IRCC) said on Thursday that it recognizes many caregivers working in Canada are waiting anxiously to be reunited with their loved ones, and they need their applications to be processed for that to happen. That is why IRCC said it is working to overcome the pandemic-related roadblocks that have interfered with processing applications from caregivers and their families by announcing a processing plan for 2021. As part of this plan, IRCC will
* Finalize permanent residence applications for up to 6,000 caregivers who have completed their in-Canada work experience and their immediate family members, by December 31, 2021. * Make at least 1,500 first-stage decisions on applications for the Home Child Care Provider and Home Support Worker pilots by June 30, 2021. – Prioritization of these decisions will allow more caregiver work permits to be issued for those who have valid job offers to work for families in Canada.

* Increase the digitization of caregiver applications * Ensure applicants receive acknowledgement of receipt letters by May 31, 2021. IRCC said that the COVID-19 pandemic has posed significant challenges for application processing, particularly for paper-based applications. With reduced capacity and office closures resulting in more employees working remotely, in 2020 IRCC only entered as many mailedin applications as was possible into its case management system. As a result, a new public policy is being issued so that IRCC can process applications in 2021 that were received in 2020. The Home Child Care Provider and Home Support Worker pilots were launched in 2019. They feature a clear transition for caregivers from temporary to permanent status, as well as occupation-specific, rather than employer-specific, work permits. They also provide the opportunity for caregivers and their families to move to Canada as they gain work experience. The response to these pilots suggests these features are attractive to caregivers and the Canadian families who need in-home care for a family member. Marco E. L. This includes applications to both the Home Child Care Provider and Home Support Worker pilots, but also cases that the IRCC continues to finalize from caregiver programs of the past. * As of April 8, 2021, an estimated 2,367 applications have been received for the Home Child Care Provider Pilot, representing about 86% of the number of applications that can be accepted for 2021. For the Home Support Worker Pilot, an estimated 516 applications have been received, representing about 19% of the number of applications that can be accepted in 2021. * Nearly 2,900 caregivers and their family members became permanent residents in 2020. * Caregivers who are already in Canada could also have the opportunity to apply for permanent residence through the recently announced creation of a permanent residence pathway for essential workers.

Hate has no place in Richmond, say RCMP In one incident, South Asian man was punched at bus stop
RICHMOND RCMP said on Wednesday that recent incidents suggest a possible growing trend of racially motivated incidents in the City, and they are taking action to address it. The multifaceted approach includes updated training for frontline investigators, creation of a specialized unit, mental health considerations, and consultation with local partners. On March 31, Richmond City Council declared, “Racial and discriminatory actions have no place in Richmond, and they have no place in our society.” In the media release from that day, Mayor Malcolm Brodie stated, “The City of Richmond does not tolerate hateful nor racially motivated behaviour. We acknowledge such attitudes unfortunately exist and are in direct contradiction to the spirit of inclusion we uphold. We must stand together to address and condemn all forms of discrimination and racism.” For several months now, the Officer-in-Charge of the Richmond RCMP, Chief Superintendent Will Ng, has repeatedly stated, “Hate has no place in our community. I want to reassure the public that any investigation with potential hate motivated undertones will be given our fullest attention and oversight.” On Wednesday, Richmond RCMP advised that during the month of March 2021, police received seven reports of incidents involving apparent racial undertones. Three of these are still under investigation as hate crimes. They involve allegations that hate is a motivating factor during the commission of criminal offences. Each in-
vestigation is unique and complex, and the victims are of various ethnicities. One incident involved allegations of an anti-Semitic text exchange between students at a local school, and is being dealt with under the guidelines of the Youth Criminal Justice Act. The second incident involved allegations of racial slurs and an assault of an [East] Asian café manager. An arrest was made, and the matter is still under investigation. The third incident involved allegations of a man allegedly yelling racial slurs before crossing a street to punch a South Asian man who was sitting at a bus stop. A suspect has not yet been identified in what is believed to have been a random attack. Of the seven reports involving allegations of racial hatred in March, four did not involve a criminal offence, so they are not considered to be ‘hate crimes.’ Richmond RCMP refers to these as ‘hate incidents.’ “There are specific hate offences in the Criminal Code which include promoting genocide
and inciting hatred, which includes the distribution of hate propaganda, but most of the incidents being reported to police are not hate crimes,” said Cpl. Ian Henderson. “When a person makes a racist, homophobic or other abhorrent comment at a stranger, it is not a criminal offense, and typically police are unable to pursue a criminal investigation much further.” Still, Richmond RCMP recognizes the negative impact that both ‘hate crimes’ and ‘hate incidents’ have on the community, and say their investigations into these allegations are receiving the fullest attention and oversight. During the summer of 2020, Richmond RCMP updated their guidelines for hate crime and hate incident investigations, and all frontline officers received training to ensure adherence to these updated guidelines. Richmond RCMP said they use a multifaceted approach to these investigations that not only meets federal and provincial policy guidelines,
but also recognizes public expectations in the unique and culturally diverse community in which they serve. Over the past year, Richmond RCMP has also engaged a number of initiatives aimed at promoting inclusion and tolerance while encouraging victims of hate motivated incidents to speak out. These include the creation of the Diversity Unit, which works with various community partners to recognize the cultural diversity of our City while promoting acceptance, inclusion and tolerance. As part of the Richmond RCMP Community Engagement team, the Diversity Unit has access to a variety of resources including Victim Services, Block Watch and other volunteer programs, which play an important role in victim resilience and recovery. In collaboration with the City of Richmond, Richmond RCMP also launched a “Hate has no place” poster campaign which encourages victims to call police. “In order for police to deal effectively with hate crimes and hate incidents, we need to know when they happen,” said Henderson. “We also need people to call us before posting video of hate crimes or hate incidents on line. In order to conduct a fulsome investigation, we need the best evidence available, which means we need the raw, unaltered video, and we need it quickly so we can identify and locate the suspect quickly.” In addition to a fulsome criminal investigation into all allegations involving racial undertones, Richmond RCMP are taking the additional step of reviewing each case to determine whether mental health
factors may be involved. “By factoring in a mental health consideration, and by consulting with their local partners in the mental health field, we are opening the door to additional avenues and resources aimed at preventing further racially motivated incidents from occurring in our community,” said Henderson. Vancouver Coastal Health is also encouraging people to reach out for mental health services. Anyone of any age can call 604-204-1111 to connect with the VCH mental health teams that support children, youth, adults and older adults in Richmond. People can also look through VCH program listings at vch.ca/richmondmentalhealth. Henderson said: “If you are, or know someone who has been, a victim of a hate crime or hate incident, there are several police and mental health resources available to help you cope. Hate has no place in Richmond. You just need to make the call.” When asked if the year-long pandemic was the main cause of the recent racially motivated incidents in Richmond, Henderson replied, “I really can’t say. But if you are frustrated or having difficulty dealing with the stresses in your life, reach out before you lash out. Hate has no place in Richmond.” Reader Frank Sterle Jr.’s comments: Canadian and American citizens of East Asian heritage have been increasingly verbally and/or physically assaulted during the last year, the perpetrators perhaps under some
delusion their targets are willful creators/spreaders of Covid-19. Many have no Chinese lineage, though their assailants seem to not care, maybe due to a hateful perception that they’re ‘all the same’. Overlooked is that there’s a good chance the assault victims came here to escape precisely that which we generally despise about some East Asian nation governances, including that of China. Meanwhile, near where I live, a non-white man wearing a red “Keep America Great” cap (with “45” on the side) called a nine-year-old girl wearing a hijab a “f—–g Muslim terrorist.” The girl’s father rightly confronted the man and repeatedly called him a racist. (One can imagine the shameful pleasure felt — and rampant media posts left — by white supremists upon learning the accused racist is not Caucasian!) As far as terrorism goes, the girl’s family is far more likely to be fleeing extremist violence abroad than planning to perpetrate it elsewhere. As a young boy I was bewildered (especially after watching the miniseries ‘Roots’) by Black people being brutalized and told they were not welcome — while they were violently forced here from their African home as slaves! As a people, there’s been no real refuge here for them, since. In Toni Morrison’s novel Beloved, the narrator notes that, like the South, the Civil War era northern states also hated Black people but happened to hate slavery more. Disturbingly, too many people will always find an excuse to despise and abuse those who are superficially different.

Delta Police respond to rising number of hate crimes DELTA has seen a significant rise in hate crimes in 2021, a trend being seen across the Metro Vancouver area. From March 29 to April 12 alone, 10 incidences of suspected hate crimes were re-

Targeted shooting at Whalley motel
SURREY RCMP are investigating a shooting that occurred overnight at a motel in Whalley. On April 14, at approximately 11:38 p.m., Surrey RCMP responded to a report of a shooting at a motel in the 9400-block of King George Boulevard. Frontline officers located a 38-year-old man suffering from a gunshot wound. The man was transported to the hospital with a serious injury. The Surrey RCMP Major Crime Section has taken conduct of the investigation. Although this investigation is in its early stages, the initial indications are that this was a targeted shooting. The victim is known to police. There is no indication of any ongoing threat to the public as a result of this incident. National champion powerlifter Sumeet Sharma keeps reaching out to frontline workers
INSTEAD of feeling frustrated and sorry for himself when the COVID-19 pandemic brought about the cancellation of the world powerlifting championship last year, national champion powerlifter Sumeet Sharma of B.C. decided to reach out to healthcare workers by donating food supplies to them in different hospitals: Vancouver General Hospital, Richmond Hospital, Surrey Memorial Hospital, Abbotsford Regional Hospital, Langley Memorial Hospital, St. Paul’s Hospital and Mount Saint Joseph Hospital. “And we will continue to go to a local hospital each week,” Sharma told The VOICE, noting that his sponsors are an Indian restaurant, Raga, and a workout and nutrition products retailer, Supplement King. They also started to donate food supplies to teachers at schools in Burnaby, Richmond and other cities in the Lower Mainland. The idea was also to encourage others to do the same. Early last year, Sharma won first place at the Canadian Powerlifting Union National Championships in Winnipeg, Manitoba, in the 93 kg weight category, bench pressing 160 kg. The year before, Sharma, who works in BC Corrections, had bagged a gold medal for Team Canada at the North American Powerlifting Championships in Panama City. Powerlifting is a strength sport that consists of three attempts at maximum weight on any of three lifts: squat, bench press, and deadlift. Sumeet bagged gold in both 2017 and 2018 at the Western Powerlifting Championships. He also placed 4th in powerlifting in Canada in 2018. As a result of these successes, he was chosen to represent Canada at the Commonwealth Powerlifting Championship in Newfoundland in 2019 where he bagged a silver medal in bench press. Sharma told The VOICE that he decided to use all the funds that his sponsors had collected for him to head to the competition in Czech Republic last May to donate food supplies to frontline workers. Back in November 2019, The VOICE called Sharma “a good role model for South Asian youths.” Subsequently, he was featured on Surrey radio stations and he expressed his desire to reach out to school kids. and Surrey, talking about his struggles and achievements. “I was just one of those kids in high school that was quite overweight and ate deep-fried food and bought lunch from vending machines,” he told The VOICE in February 2020. “When I went to Douglas College, I took some health science classes and that really changed my perspective. I started talking to trainers, instructors and getting into fitness. I was about 210 lb. With dieting and eating right I went down to 173 lb within six to eight months.” He added: “I talk to the kids about my four years of powerlifting with all the champion-
Surrey RCMP corral four Mustangs for street racing THE Surrey RCMP Community Response Unit (CRU) has impounded four Ford Mustangs for street racing and excessive speeding in Cloverdale, police announced on Monday. The investigation began shortly before 10 p.m. on April 4 when an officer observed a group of four Ford Mustangs racing down 184 Street near 53 Avenue. The vehicle were allegedly traveling at approximately 135 km/h in a 60 km/h zone. The Mustangs were pulled over and each of the drivers was issued a violation ticket for excessive speeding. These drivers won’t be
back in the saddle for at least seven days as all four vehicles were impounded for street racing and excessive speeding. “High-risk driving behaviour, which includes speeding, is one of the leading causes of collisions in B.C.,” says Sgt. He recalled how Dr. B.R. Ambedkar worked hard all his life, often surviving on a small loaf of bread, studying 18 hours daily at the Lehman Social Sciences Library during his days at the Columbia University in New York (USA), and later became its most famous alumnus to be honoured with a statue (bust) there in 1995. “The British Columbia gesture has made us all extremely proud. It shows that the world understands and appreciates Dr. B.R. Ambedkar’s philosophy of Equality – the first person to propound it after Lord Gautam Buddha, for the upliftment of the oppressed sections,” Anandraj Ambedkar told IANS. The proclamation was made on April 1 by the Lieutenant Governor of the Province of British Columbia, Janet Austin, declaring that “April 14, 2021, shall be known as ‘Dr. B.R. Ambedkar Equality Day’ in the Province.” Decreed in the name of Queen Elizabeth II, the proclamation noted that British Columbia is ‘a culturally diverse province comprising many peoples and communities’. It added that the “Indigenous people, Black people and people of colour in British Columbia continue to experience systemic racism, injustices, discrimination and hate” and the province’s government was committed to address all forms of racism. Dr. Prakash Ambedkar pointed out that this was in tune with
Dr. B.R. Ambedkar’s doctrine of “positive revolution in all oppressed human societies”, while Anandraj Ambedkar said “it respects (Dr. B. R. Ambedkar’s) his humanitarian role as emancipator of the persecuted people world over.” Athawale feels the latest recognition proves that “Dr. B.R. Ambedkar belongs not just to India but to the humanity and all tyrannized people everywhere on earth”, and said even Prime Minister Narendra Modi has deep respect for him. The decision has struck a warm chord among Indians elsewhere in Canada like a hospitality industry professional Shirish Deshpande in Mississauga in Ontario. “It has made all Indians here very proud – Dr. B. R. Ambedkar taught the world to end all kinds of discrimination and his legacy is being followed in many parts of the world,” Deshpande told IANS. In 2015, the York University, Toronto, unveiled his bust and in 2016, and Carleton University, Ottawa, celebrated his 125th birth anniversary, he added. A legendary jurist, economist, social reformer, anthropologist and political leader, Dr. B. R. Ambedkar was born in Mhow (now in Madhya Pradesh) town on April 14, 1891, as the 14th child of Ramji M. Sakpal and Bhimabai R. Sakpal with family roots in Ambadawe village of Maharashtra’s Ratnagiri district, and belonged to the Mahar (Dalit) caste. Facing the scourge of discrimination, untouchability from an early left a deep scar on his psyche and barely six years old, he moved to Bombay (Mumbai, now) and became the only ‘untouchable’ student at the famed Elphinstone High School.
Bhimrao Ramji Ambedkar. By the time he was 15, he had an arranged marriage with a 9-year-old girl, Ramabai, the next year (1907). He graduated from the University of Bombay in 1912, and later went to Columbia University, New York, and London School of Economics, acquired two PhDs, became a barrister, was conferred with top academic honours and accolades. On return to India, he joined the Freedom Movement with Mahatma Gandhi, Pandit Jawaharlal Nehru, Sardar Vallabhbhai Patel, Maulana Abul Kalam Azad and others, became a Minister of Labour in the Viceroy’s Executive Council and a Member of the Constitution Drafting Committee. Later, after the country’s Independence on August 15, 1937, he became India’s first Law Minister in Prime Minister Pandit Jawaharlal Nehru’s Cabinet and also Chairman of the new Constitution Drafting Committee. After a glorious life dedicated to the common masses, Dr. B.R. Ambedkar who had converted to Buddhism on October 14, 1956, passed away peacefully on December 6 that year. His funeral was performed at Dadar Chowpatty in Bombay the next day, attended by over 500,000 people.

Delta Council supports motion regarding support for Indian farmers AT the March 29 regular meeting of Delta Council, Mayor George V. Harvie provided the following notice of motion regarding support for Indian farmers, which was considered and supported by Delta Council at the April 12 regular meeting of Council: “For the last five months, millions of farmers across India have been peacefully protesting the introduction of new agricultural legislation which they believe will adversely affect their livelihoods. They are concerned the new laws will drive down their products’ prices with no safeguards to protect them against corporate takeovers and exploitation. They also claim the government did not hold sufficient consultation with stakeholders before signing the laws. “Thousands of British Columbians including Delta residents have family, friends and loved ones directly and indirectly affected by this issue. Many of them have multi-generational ties to farming communities

It has been extremely stressful for them to witness the reaction to the farmers’ peaceful protests over the last four months. Delta requests priority vaccines for first responders ON behalf of Delta Council and in support of Delta’s first responders, Delta Mayor George V. Harvie has sent a letter to Health Minister Adrian Dix requesting priority vaccinations for the City’s first responders. Harvie pointed out that other jurisdictions, including Surrey, White Rock, and the Vancouver Coastal Health Authority have been approved to begin receiving vaccines. Given the essential and life-saving work done by first responders in all jurisdictions, it is imperative that the sector be treated consistently throughout the region with an equitable approach to priority vaccine access. Like first responders in other jurisdictions, City of Delta
first responders frequently provide assistance to other municipalities. Protecting the entire sector is vital to continuing their life-saving work in all communities. Harvie said: “With the rapid rise in new cases, I am increasingly concerned for the health and safety of our first responders and their ability to continue to effectively provide vital emergency services. We are all pleased with the announcement that first responders in other jurisdictions are now being prioritized for vaccinations, but given our proximity and frequency of cross border services, it is imperative that Delta’s first responders also receive priority vaccinations.”

Surrey Council waives fees for patio expansion program to help restauranteurs
SURREY City Council on Monday approved the waiving of fees for the Parking to Patios initiative to support local restauranteurs. Through this program, businesses can expand their operations onto privatelyowned parking lots and city

Police said: “Unfortunately, large-scale Vaisakhi celebrations have been canceled again this year in Surrey due to the COVID-19 pandemic. Applications for Circuit Breaker Business Relief Grant open
ELIGIBLE bars, breweries, wineries, gyms and fitness centres can apply for the Circuit Breaker Business Relief Grant to help support businesses during the COVID-19 pandemic, the province announced on Tuesday. The grant will provide affected businesses with one-time funding to help with expenses like rent, insurance, employee wages, maintenance and utilities. It can also help cover unexpected costs, such as the purchase of perishable goods, that resulted from COVID-19 restrictions. Businesses affected by the March 30, provincial health orders will be eligible to receive between $1,000 and $10,000 in grant funding. The Circuit Breaker Business Relief Grant is open to eligible businesses of any size that have been in operation since February 1, 2021.
To be eligible, a business is required to: * confirm it has been affected by the recent provincial health orders; * provide electronic banking information; * confirm it is registered as a B.C. business; * produce a business validation document, such as a business licence, liquor licence, notice of assessment or lease agreement; and * confirm majority ownership and operations and payment of taxes in B.C. Businesses that were closed or had their licences revoked due to provincial health order non-compliance are not eligible for this grant. StrongerBC program creates new jobs, opportunities THE Province is providing more than 5,000 youth and young adults across British Columbia with access to skills training and well-paid jobs through the almost $45-million StrongerBC Future Leaders Program. “This pandemic has set back many young people from starting their careers. We’re providing first-rate training and in-demand jobs that can lead to fulfilling, long-term careers,” said Premier John Horgan on Tuesday. “Providing young adults with opportunities for stable, good jobs can change the direction of their lives, while helping British Columbia come back stronger and more resilient.” The StrongerBC Future Leaders Program provides youth and young adults with training, internships, job co-ops and jobs in the growing tech sector, environment and natural resource fields. Four B.C. ministries will invest in this initiative, including the Ministry of Jobs, Economic Recovery and Innovation, the Ministry of Forests, Lands, Natural Resource Operations and Rural Development, the Ministry of Environment and Climate Change Strategy and the Ministry of Advanced Education, Skills and Training. “Young people continue to be dis-

as they try to build experience for the future. Youth are also often the first to feel the impact of economic shifts. During the pandemic, youth unemployment peaked at 29%, over 15 percentage points above the provincial average. As of March 2021, youth unemployment sits at 12.1%, above the general unemployment rate in B.C. of 6.9%. The Ministry of Jobs, Economic Recovery and Innovation is investing $22 million to fund a minimum of 4,500 training spots and paid internships in two programs, in partnership with Innovate BC and the Digital Technology Supercluster. The first program, the Innovator Skills Initiative program, is delivered in partnership with Innovate BC. The second program, the Canadian Tech Talent Accelerator program, is delivered by NPower Canada, in partnership with the Digital Technology Supercluster and Microsoft. The Ministry of Forests, Lands, Natural Resource Operations and Rural Development will invest more than $11 million for over 220 jobs in the Natural Resource Youth Employment program and the Recreation Sites and Trails program.
The Ministry of Environment and Climate Change Strategy is creating opportunities for up to 180 young people to help tackle marine debris and plastic pollution in coastal communities. An investment of $5 million in the Clean Coast, Clean Waters program is aimed at youth employment, including youth in Indigenous communities. The Ministry of Environment and Climate Change Strategy will invest $4.6 million to create 37 positions with BC Parks and 46 positions with the Conservation Officer Service, to work in a variety of fields to gain experience and help protect the environment. The Ministry of Advanced Education and Skills Training has invested $1 million into Mitacs for key internal program placements. This funding is in addition to the $1.8 million provided in 2019-20, for a total investment of $2.18 million over two years. Mitacs is a national not-for-profit organization that builds partnerships between undergraduate and graduate student researchers, post-secondary institutions, industry, other not-forprofit organizations and communities. The internships will focus on addressing challenges in the sectors that include health, technology and
others. To further demonstrate government’s commitment to youth in British Columbia, Brittny Anderson, MLA for Nelson-Creston, has been appointed as the premier’s special advisor on youth. B.C. to request exemption from Health Canada to decriminalize personal possession of drugs THE Province announced on Wednesday that it is moving forward with vital measures to combat stigma and turn the tide on the overdose crisis.This action is aligned with calls from police chiefs and public health officials. To address stigma, B.C. will officially request a federal exemption from Health Canada to decriminalize personal possession of drugs in the province to remove the shame that often prevents people from reaching out for life-saving help. “Stigma drives people to hide their drug use, avoid health care and use alone,” said Sheila Malcolmson, Minister of Mental Health and Addictions. “Through provincewide decriminal-
ization, we can reduce the fear and shame that keep people silent about their drug use, and support people to reach out for help, life-saving supports and treatment.” Officials with the Ministry of Mental Health and Addictions and Health Canada have been working on an agreement that outlines how the Province of B.C. will work with Health Canada to apply for a provincewide exemption to the Controlled Drugs and Substances Act, which governs simple drug possession. The Province said the overdose crisis has impacted every community in B.C., and a provincewide exemption must consider the circumstances unique to urban, rural and remote
communities. Key issues for consideration are defining simple possession, determining allowable drug amounts and ensuring the readiness of law enforcement, health and social services to support decriminalization. Consultation with Indigenous partners, peers, law enforcement, municipalities and public health officials is being planned. Decriminalization is one additional tool in B.C.’s accelerated overdose response plan that also includes harm reduction, prevention, treatment and recovery, while building a system of mental health and substance use care. come in B.C.’s Budget 2021 and beyond, the Province is also boosting funds to secure recently expanded overdose prevention services for people at high risk of overdose provincewide. A new $45-million investment over the next three years will extend and enhance the funding announced in August 2020 to support those services to save more lives. This investment will support people who use drugs by enabling health authorities to continue scaling up their regional overdose responses through new and expanded overdose prevention services, including inhalation sites to meet the growing need for this mode of consumption. Health
authorities are hiring new registered nurses who can prescribe addictions treatment medications, in addition to social workers and peer support workers for new and existing interdisciplinary outreach teams. The Province will continue to allocate funds to health authorities, which have the operational responsibility for planning and delivering services to meet the unique needs of the communities they serve. The Province said there is much more to do to stem the tide of the overdose crisis; however, many people are getting the help they need now. Last year, nearly 3,000 overdoses were survived at overdose prevention services, with zero deaths recorded.

Throne speech outlines work to put pandemic behind us, plans for strong recovery LT. Gov. Janet Austin on Monday delivered the speech from the throne outlining government’s commitment to supporting people, businesses and communities, while working to put the pandemic behind British Columbians and build a strong recovery for everyone. “We have come a long way by looking out for each other and we can finally see the finish line in sight,” said Premier John Horgan. “But in a marathon, the final push is the most difficult. The threat of new variants means we cannot let down our guard, not when we are this close to the end. Our top priority will continue to be on keeping British Columbians safe while we get more people vaccinated and plan for brighter days ahead.” The throne speech highlighted that more than one million British Columbians have received their first dose of a vaccine, with thousands more being added to the list each day. The largest-ever immunization program in B.C.’s history is ahead of schedule and will be aided by 1,400 former tourism and hospitality workers who are being trained to work in massvaccination clinics. Government will table a budget next week that focuses on helping people now and creating the conditions for a strong economic recovery that reaches every British Columbian. The upcoming budget will make health care better, while creating new opportunities for people, target help to businesses so they can grow and hire, and make record investments

PRABHRAJ Sekhon was last seen at 3:30 p.m. on April 1 in the 6400-block of 143 Avenue in Surrey. The Surrey RCMP Missing Person Unit (MPU) has confirmed that a man believed to be Sekhon was on the Coastal Renaissance ferry at the Tsawwassen Terminal on April 1. CBSA seizes 64 bricks of suspected cocaine in Pacific Highway District
THE Canada Border Services Agency (CBSA) on Thursday announced the seizure of 64 bricks of suspected cocaine in the Pacific Highway District. The bricks had a combined weight of 71.5 kilograms (nearly 160 pounds) with an estimated value of over $3.5 million. On March 18, a commercial driver entered Canada in a tractor-trailer carrying personal care products. During the secondary examination, border services officers used a wide range of detection tools and technology to inspect the
goods, and noticed anomalies. The officers unloaded the trailer, found a total of 64 individually wrapped brick-shaped object, and tested the contents, which returned positive for suspected cocaine. The CBSA Pacific Region Intelligence Section was engaged and worked with the RCMP Federal Serious and Organized Crime (FSOC) unit on this cross-border smuggling attempt investigation. The RCMP FSOC unit took custody of the driver and the drugs. Yvette Lebrun, Director, Pacific Highway District, CBSA, said:
“The discovery of 64 bricks of suspected cocaine is the direct result of diligent work by our border services officers. Man charged in Vancouver stalking case
A Vancouver Police investigation has led to criminal charges being approved in an alleged stalking case. The charges were approved by BC Prosecution Service on Wednesday. “This case generated significant attention on social media and in the mainstream news after a video was posted online last month,” said Constable Tania Visintin on Thursday. “We understand the incident caused anxiety in the community, and we’re pleased with the outcome of the investigation.” Vancouver Police began investigating after a woman posted a video to social media and reported to police that she had been followed by a man while walking in Vancouver on March 17. Mohammed Majidpour, a 33-year-old resident of no fixed address, is now charged with one count of criminal harassment in relation to that incident.

At 105, she becomes flagbearer for vaccination in Punjab Moga (Punjab) (IANS): Kartar Kaur, a 105-year-old woman from this Punjab town, received her first dose of the COVID-19 vaccine on Sunday, along with her 80-year-old son and family members. Seeking to dispel fears, she advised all eligible to get the jab and follow the health protocols to contain the virus. Though Kartar Kaur belongs to Bhinder Khurd village in Moga district, she is currently staying with her son Harpinder Singh here. She, along with her family, got vaccinated in a camp in ward number three. The camp, organised by former councillor Manjit Singh Mann, saw 188 people get

UAE mediating between India & Pakistan to restore ‘functional relations’
Islamabad (IANS): The United Arab Emirates (UAE) is facilitating and mediating back-channel talks between India and Pakistan with an aim to turn their rivalry into a healthy and functional relationship, its envoy in Washington has confirmed. As part of the backdoor talks and meetings, top intelligence officials from both Pakistan and India have had secret meetings in Dubai during January 2021 as the UAE played important part in bringing the two sides to calm military tensions over the Kashmir region. “UAE played a role in bringing Kashmir escalation down and created a ceasefire, hopefully ultimately leading to restoring diplomats and getting the relationship back to a healthy level,” said Ambassador Yousef Al Otaiba, during a virtual discussion with Stanford University’s Hoover Institution. “They might not sort of become best friends but at least we want to get it (relations)to a level where its
functional, where its operational, where they are speaking to each other,” he added. The revelation made by the UAE Ambassador to Washington has hinted towards the US’s indirect intervention in the India-Pakistan relationship through its trusted ally, the UAE. It has also raised questions over statements from Pakistan’s top ministers, of not having any backdoor channel active between India and Pakistan. Delhi to be under weekend curfew till April 30 end curfew to contain the fast spread of virus which infected over 17,000 people in the last 24 hours till Wednesday. As per the order, only one weekly market per day per zone across the Delhi will be allowed under Standard Operating Procedures (SOPs) and all instructions or guidelines issued from time to time by the DDMA to contain the spread of COVID-19. Officers of Centre, its autonomous or subordinate offices and public corporations and officers of Delhi government or Delhi autonomous bodies or Delhi corporations involved in emergency services like health, medical establishments, police, prisons, Home Guards, Civil Defence, fire and emergency services will be exempted from the restriction of weekend curfew. District administration, Pay and Account office, electricity, water and sanitation, and public transport like railways, buses, air will also be exempted. Besides, all incidental services that are essential for smooth functioning of all modes of public transport (such as handling
of cargo, ticketing, air freight stations, CFS, ICD), Disaster Management and related services, NIC, NCC and uninterrupted delivery of public services will also be allowed. All judicial officials or officials of courts of Delhi will be allowed to move on production of valid card. All private medical personnel such as doctors, nursing staff, paramedical and other hospital services will also be allowed on production of valid ID cards. Pregnant women and patients getting medical or health services will be exempted from the restriction. Person coming from or going to airports, railway stations or ISBTs will also be allowed to travel on production of a valid ticket. Officers related to functioning offices of diplomats of various countries as well as persons holding any constitutional post will also be allowed on valid ID cards. Electronic and print media will also be exempted from the weekend curfew on production of valid ID cards. There shall be no restriction of inter-state or

CBSE exams for Class 10 cancelled, Class 12 postponed SINCE 1982
New Delhi (IANS: In order to break the chain of COVID-19 infections, the Delhi government on Thursday ordered imposition of weekend curfew in the city till April 30, except for essential activities or services. The curfew will be implemented from 10 p.m. on Friday to 5 a.m. on Monday from April 16. All shopping malls, gymnasiums, spas, auditorium, assembly halls, entertainment parks and similar places will be closed, while cinema halls or theatres or multiplexes will be permitted to open with 30 per cent of their seating capacity. The Delhi Disaster Management Authority (DDMA) issued the order on Thursday, nine days after it imposed night curfew in the city from 10 p.m. to 5 a.m. till the end of April. The night curfew was imposed on April 6 to curtail the growth of COVID-19 pandemic which so far has infected over 767,438 people across the national capital and claimed lives of 11,540. In view of sharp increase in the COVID-19 cases, the DDMA decided to impose week-

New Delhi (IANS): The Central Board of Secondary Education (CBSE) exams for Class 10 have been cancelled and the exams for Class 12 postponed in view of the exponential spike in COVID-19 cases across the country, Union Education Minister Ramesh Pokhriyal Nishank announced on Wednesday. The decision was taken in a high-level meeting chaired by Prime Minister Narendra Modi on Wednesday afternoon here amid demand from students, teachers, parents and other stakeholders to cancel it. Considering the resurgence of the pandemic and school closures and also taking in account the safety and well-being of students, the Ministry of Education said that a decision was taken to defer the Class 12 board exams and cancel the Class 10 exams. The CBSE Board exams were scheduled to be held from May 4 to June 7 and the results were to be announced by July 15. “The Board Exams for Class 10 to be held from 4th May to June 14th, 2021 are hereby cancelled. The results of Class 10 Board will be prepared on the basis of an objective criterion to be developed by the Board,” Nishank tweeted. “Any candidate who is not satisfied with the marks allocated to him or her on this basis, will be given an opportunity to sit in an exam as and when the conditions are conducive to hold the exams,” the minister said. Nishank further said that the Class 12 exams will be held later, and the situation will be reviewed on June 1 by the CBSE. He also ensured that details regarding the plan will be shared subsequently. “A notice of at least 15 days will be given before the start of the examinations.” The minister mentioned that the decision was taken after Prime Minister Modi chaired a highlevel meeting to review the examinations to be held at various levels in view of the developing Corona situation. Besides Nishank, Principal Secretary to the Prime Minister, the Cabinet Secretary, School and Higher Education Secretaries and other top officials attended the meeting. The Prime Minister reiterated that the well-being of the students has to be the top priority for the government. He also stated that the Centre would keep in mind the best interests of the students and ensure that their health is taken care of at the same time their academic interests are not harmed. The chorus for cancellation of upcoming board exams for class 10 and 12 grew louder on Tuesday in the wake of the exponential rise in COVID-19 cases. The country is seeing a resurgence of COVID-19 positive cases in many states, with a few states having been affected more than others. In this situation, schools have been shut down in 11 states. Unlike state Boards, CBSE has an all-India character, and therefore, it is essential to hold exams simultaneously throughout the country.

India stood firm to China’s shove and push tactics: General Rawat New Delhi (IANS): India stood firm to China’s ‘shove and push tactics’ on the northern borders in Eastern Ladakh, Chief of Defence Staff General Bipin Rawat said on Thursday. China feels that just by doing a little bit of shove and push, it will be able to compel nations to give in to their demands, but India has stood firm on the northern borders, Rawat said. “We have proven that we will not get pushed,” he said while speaking at a virtual discussion during the ongoing Raisina Dialogue 2021. Rawat said that by standing firm, India prevented a change in the status quo, besides being able to garner world support. “I think the international community has to come to our support to say, yes, there is an international rule based order which every nation must follow. This is what we have been able to achieve,” he said. China attempted to say that it was either

He also said that the Chinese tried to change the status quo by using disruptive technology without using force. “As of now they have not used force and they thought that India as a nation will succumb to the pressures they are putting on us because of the technological advantage they have,” he added. They have created disruptive technologies which can paralyse systems of the adversary.” He said while militaries around the world are seeking innovative systems to enhance their combat capabilities, disruptive technologies, on the other hand, will compel nations to rethink the techniques and doctrines of warfare. “That is what China is evolving to do. It is
trying to get into limited conflict,” Rawat said, as he pointed out how China used information warfare to send a message of superiority, thinking the adversary would not be able to stand up against them and succumb to these threats. “Through weaponization of social media, the internet is changing war and politics... Technology will indeed play an important role in the manner in which nations perform in the future,” he said. India and China have been engaged in a military tussle over the last one year in Ladakh and despite the initial disengagement, the tensions prevail as there has been no final resolution of the matter yet. On the condition of Uyghurs in Xinjiang, General Rawat said, “In our nation, we have always believed that every community, irrespective of religion, creed or colour, have equal rights. The world must stand together in ensuring that people have their human rights.”
BJP eyes 2.5 million Gurkhas in next phase of polls in West Bengal New Delhi (IANS): The Bharatiya Janata Party (BJP), which won seven of the eight Lok Sabha seats in north Bengal in the 2019 Lok Sabha elections, is once again trying to woo 2.5 million Gurkhas in the region. The party, this time in the assembly elections, aims to get the upper hand in North Bengal with 54 assembly seats as Gurkhas are considered its vote bank. Union Home Minister Amit Shah himself has taken over the command to get the Gurkhas to his side by making big promises during one of his trips to the state. As a part of its strategy, Shah spent one full night in Darjeeling on April 12. This is the first time that a home minister of the country has spent the entire night in Darjeeling, meeting the various leaders of Gurkha associations. The next day, on April 13, he held an election rally in Darjeeling and tried to woo this community by making several big promises. There are as many as nine districts in north Bengal, which include Darjeeling, Kalimpong, Alipurduar, Cooch Behar, Jalpaiguri,
Amit Shah Malda North, Malda South, North Dinajpur and South Dinajpur. These nine districts have eight Lok Sabha seats. Gurkhas play an important role in the election here and in the 2019 Lok Sabha elections extended their full support to the BJP which resulted in the party winning seven seats -- Alipurduar, Jalpaiguri, Cooch Behar, Balurghat (Dakshin Dinajpur), Raiganj (Uttar Dinajpur), Malda North and Darjeeling. BJP Lok Sabha MP from Darjeeling Raju Bisht told IANS, “The manner in which
North Bengal has been neglected by the Mamata government and the Gurkhas have been sidelined and even subjected to atrocities, the Home Minister is very much aware of this. That is why he focused on local problems and gave them assurances that these will be addressed if the party comes to power. The Gurkhas can get a chance to join the mainstream of development of the country only if the BJP forms the government in the state.” Shah in his election rally in Darjeeling on April 13 clearly mentioned the BJP’s past relations with the Gurkhas. He recalled how the Gurkhas have always been supporting the BJP in north Bengal. Shah even tried to connect emotionally with the Gurkhas by remembering freedom fighters -- Dal Bahadur Giri, Helen, Gaga Sherring, Pushpa Kumar Ghising and others. He also made special mention of mountaineer Tenzing Norgay Sherpa. A total of 11 Gurkhas were killed during the violent protests in north Bengal in 2017 under Mamata Banerjee’s government.
Realizing the seriousness of the issue, the Home Minister assured to conduct an inquiry into the incidents with the SIT. He also assured a long-standing political solution to the Darjeeling, Terai and Duvars problems. Shah claimed that the Gorkhaland Territorial Administration (GTA) would be dissolved if the BJP comes to power in the state. He even assured to hold panchayat polls given the fact that they have not been held for years in this region. He made several other promises -Darjeeling will be upgraded to a Municipal Corporation, special package of Rs 10,000 million [10 billion] for tourism, setting up of a Central University and making north Bengal an education hub. The Home Minister also allayed fears of the NRC. He said, “Gurkha cannot be an outsider, they are the children of the soil. No decision has been taken on NRC yet. Whenever NRC comes, not a single Gurkha will be asked to go. A radio and a TV channel will be started in the Nepali language.”

Proclaim COVID-19 ‘natural calamity’, Thackeray urges Modi Mumbai (IANS): As Maharashtra bears the brunt of the second wave of COVID-19 sweeping India, Chief Minister Uddhav Thackeray on Thursday appealed to Prime Minister Narendra Modi to declare the pandemic a “natural calamity”. Penning two separate letters addressed to Modi, Thackeray said that this would enable relief funds to be extended by the State Disaster Response Fund (SDRF) for the pandemic victims. “In view of the COVID-19 pandemic situation in the state, a mini-lockdown is a necessity. COVID-19 pandemic may be notified as a natural calamity for the State Disaster Response Fund (SDRF). “Accordingly, the state may be allowed to pay Gratuitous Relief of Rs 100 per adult per day and Rs 60 per child per day during the period of lockdown to all the Antodaya Anna Yojana (AAY) and Priority House Hold (PHH) family members whose names are included in the AAY and PHH ration cards,” Thackeray said. Stating that these are the ones whose livelihoods are seriously affected due to the lockdown, he asked that the entire expenditure may be al-
lowed from the SDRF during the current financial year, and the first installment of the Central share of the SDRF may be released to tide over the financial situation. On the state’s serious COVID-19 status, Thackeray said that Maharashtra currently has 564,000 active cases, or almost 88 percent higher than the peak of September 2020. “The biggest concern to the state is liquid medical oxygen (LMO) supplies. The requirement of oxygen is crossing the total capacity of 1,200 MT of LMO manufacturing. We have projected that the demand would be 2,000 MT April-end,” he said.
India concerned over US troops’ forthcoming exit from Afghanistan New Delhi (IANS): India is concerned about the vacuum that will be created after withdrawal of the US and NATO troops from war-torn Afghanistan, Chief of Defence Staff, General Bipin Rawat said on Thursday. He said that the main concern should not create “space for other disruptors” and therefore, see violence continue in Afghanistan. India wants to see peace and tranquility returning to the region, he added. “We would be very happy to provide whatever support we can in the development of Afghanistan and making sure peace returns to that nation. People have got tired and are looking at peace,” General Rawat said speaking in a virtual discussion at the ongoing Raisina Dialogue 2021. Asked whether it was Iran and Pakistan that could exploit the situation, the Chief of Defence Staff said there are many nations that would like to step into Afghanistan.
“Many people are looking at the opportunity to exploit the vacuum that is being created. Afghanistan is a nation which is rich in resources,” he said. Noting there are nations “that tend to exploit resources for their own benefit without the benefit going to the community of that nation”, he said: “The international community must step in to ensure Afghanistan is for the Afghans.” President Joe Biden announced in Washington on Wednesday that he will withdraw remaining US troops from the “forever war” in Afghanistan. His plan is to pull out all US forces -- numbering 2,500 now -- by September 11, the 20th anniversary of the 9/11 attacks. The UN, together with Turkey and Qatar, announced on Tuesday that a high-level conference aimed at ending decades of conflict in Afghanistan will go ahead beginning on April 24. There would be representatives from both the Afghan government and the Taliban.
Is Sidhu in hunt of new political space in Punjab? New Delhi/Chandigarh (IANS) Congress leader Navjot Singh Sidhu is now trying to carve his own political space after being kept waiting for his return to the state Cabinet. His meeting with Chief Minister Amarinder Singh has not yielded any result so far, while the Congress high command, which was aggressive on Sidhu’s issue, has also turned complacent, sources said. Sidhu has suddenly become active in Punjab politics over the desecration of the Guru Granth Sahib, an incident which occurred way back in 2015. On Tuesday, Sidhu went to the Burj Jawahar Singh gurdwara, the epicentre of the sacrilege incidents in Faridkot district in 2015, and said that the report prepared in connection with the case by the Special Investigation Team should be made public. Without mincing words, he said: “More law, less justice... Justice delayed is justice denied.” In his tweets, Sidhu has hinted that things are not smooth, saying: “When you keep your conscious mortgage, then no power matters.” The activeness of the cricketer-turned-politician is being closely watched by the Congress, while the Aam Aadmi Party (AAP) is also trying to fish in troubled waters given that Punjab will go to the polls next year. Sidhu’s return to the Punjab Cabinet too hangs in balance as there is no indication from the Chief Minister of this happening despite the efforts of the Congress leadership and the party’s General Secretary in-charge of Punjab, Harish Rawat. Amarinder Singh and Sidhu have met twice recently, but there has been no breakthrough

Sidhu had resigned from the Punjab Cabinet in July 2019 after being stripped of a key portfolio. He was in charge of local bodies, but was then shifted to the power department. The simmering tension between the two leaders had reached a boiling point when Sidhu’s wife Navjot Kaur was denied a party ticket for the Lok Sabha elections in 2019, sources said.
70% samples had UK variant: PGI Chandigarh Chandigarh (IANS): With the number of COVID-19 cases surging at a much faster rate in the second wave, it was assumed that the UK variant of the virus could be responsible for this alarming spike, the PGI hospital said here on Thursday. This has been amply proved by the latest findings of the PGIMER samples sent to the National Centre for Diseases Control as 70 per cent of the samples had UK variant of
COVID-19 while 20 per cent of the samples had the 681-H mutant, said Jagat Ram, Director, PGIMER. Detailing further about the inference, he said, “The Department of Virology, PGIMER, Chandigarh, had sent 60 positive samples of COVID-19 to the National Centre for Diseases Control (NCDC) in New Delhi in March.” It was found that 70 per cent of the samples had UK variants of COVID-19, one sample

Punjab Chief Minister orders strict enforcement of COVID-19 protocols Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Thursday ordered strict enforcement of COVID-19 safety protocols to prevent any super-spread events, along with an increase in daily vaccination doses to 200,000. He also directed to set up a special control room for effective in-person monitoring of home isolation cases. Citing figures on mortality and positivity, the Chief Minister said that the restrictions currently in place are showing results, and they needed to be implemented strictly, particularly in Mohali and other big cities which are showing high rates of transmission and positivity. Singh pointed out that the state’s positivity rate stands at 8.1 per cent, even though positivity in the age group of less than 40 years had come down from 54 per cent (September 2020) to 50 per cent (March 2021). The curbs, coupled with strong efforts by all concerned, had helped reduce the percentage of mortality in the age group below 60 years from 50 per cent (September 2020) to 40 per cent (in March 2021), and should be strictly followed, he added. However, the Chief Minister reiterated his demand that the Centre should allow vaccination for under 45 in areas with more cases, since the UK variant was infecting younger people more. He directed Chief Secretary Vini Mahajan to pursue the matter with the central government, while medical expert K.K. Talwar stressed that patients of kidney and liver disease who are

The Chief Minister was chairing a virtual meeting with several ministers, including Health Minister Balbir Sidhu, Education Minister Vijay Inder Singla and Medical Education Minister O.P. Making it clear that there was no scope for complacency, Singh said that the special control room with a dedicated team could utilise ANMs, ASHA workers, interns from medical colleges, to move beyond just telephonic to more in-person monitoring.
On the vaccination front, the Chief Minister directed the Health Department to further scale up vaccination efforts to vaccinate the entire eligible population within this month, along with auditing of any deaths taking place after vaccination. “While vaccination has increased to 90,000 per day, we need to further take it up to 200,000 per day,” he said, adding that Punjab currently has 300,090 Covishield and 100,000 Covaxin vaccines in stock. Sufficiency of doses must be ensured at all times and it must be ensured that the COWIN portal is updated so that the actual position is reflected, the Chief Minister said, adding that districts must not spread themselves too thin and execute vaccination strategies that ensure no wastage and adequate availability. Singh also ordered immediate overtime allowance and weekly offs for all vaccinators, to reduce the burden on them. Pointing to a Punjab Police case study, shared by Director-General of Police Dinkar Gupta, he pointed out that percentage increase in vaccination among police personnel had led to a clear downward trend and decline in active positive cases among the force. The empirical data clearly shows a positive effect of vaccination amongst the policemen, and not only the number of active positive cases has come down, but the number of policemen requiring critical medical care has also become negligible, the DGP informed the Chief Minister, citing the study findings.
He said as against a peak of 1,700 daily cases last year, this surge had seen only 400 policemen getting infected on any given day at its peak. He also informed the meeting that after taking the second dose, there had been no death in the department due to COVID-19. Noting that even though there had been a decline in CFR, almost 30 per cent deaths are taking place within two days of hospitalisation. Singh said around 84 per cent patients presented themselves at the hospital for the first time with severe symptoms, indicating delayed reporting. Ninety per cent of the total deaths have been of persons with comorbid conditions, he observed, directing the department to ensure that those with COVID-19 symptoms should immediately report to the nearest health facility to save precious lives. Health Secretary Hussan Lal informed the Chief Minister that there was currently no shortage of oxygen in the state, with three oxygen plants already operational and two more in the process. He said the department was grateful to the Rajasthan Chief Minister for providing it with 20,000 doses of Remdisivir, which have been given to both government (12,500) and wellfunctioning private hospitals (7,500 doses). Punjab still has about 7,000 doses in stock, after giving around 300 to the PGI, he added. Earlier in a presentation, the Health Secretary apprised the meeting that as against the 8.1 per cent overall positivity in Punjab, the district of Mohali was reporting 18 per cent.
Punjab promotes students of classes 5, 8, 10 to next class Chandigarh (IANS): With the COVID-19 pandemic continuing unabated across Punjab, Chief Minister Amarinder Singh on Thursday announced promotion of students of classes 5, 8 and 10 to the next class. He said that those students would be promoted without taking any examination, while the decision on Class 12 Punjab State Education Board (PSEB) exams, which have already been postponed, will be taken later, based on
the emerging situation. The Chief Minister took these decisions during a virtual COVID-19 review meeting with top officials and medical experts. Singh said while the state had closed all educational institutions till April 30, bringing down the positivity in the 11-20 age group, relief was needed to be provided to school children going for exams. For the class 5 students, since exams for four
out of five subjects have already been conducted, results may be declared by the PSEB on the basis of the marks obtained by the students in respect to the four subjects, barring the fifth subject. Results for classes 8 and 10 may be declared on the basis of pre-board examinations or the internal assessment of the respective schools, the Chief Minister directed the Education Department.

The VPD's Major Crime Section is continuing to investigate Mr. Wanke's murder. His remains were found in a large recycling bin in the water off Kits Point on October 18, 2020. The Canadian Coast Guard recovered the bin after multiple calls from people on the water on October 18, 2020 at around 11 a.m. Vancouver Police and the BC Coroner's Service attended and determined that the remains in the bin were human.

Gout: No longer the blue-blooded disease
KING Henry VIII of England offers an excellent example of how too much wine, rich food and obesity trigger the agony of gout. But why did Leonardo da Vinci, Sir Isaac Newton, and Benjamin Franklin, to name a few, develop this excruciating disease? And how can you decrease the risk? More than nine million North Americans suffer from gout, a type of inflammatory arthritis in which the body produces too much uric acid, or the kidneys fail to excrete enough. Genes play an important role. Gout and diseases such as diabetes are more likely to occur if there is a family history. But given the rise from only 3 million cases just over a decade ago, more than genetics is driving the problem. Uric acid is not friendly to joints. Dr. Larry Edwards, professor of medicine at the University of Florida, says, “People with high levels of uric acid can be accumulating crystals and damaging joints for years before they have their first gout attack.” Dr. John Fitzgerald, professor of medicine at the University of California and co-author of the American College of Rheumatology’s latest clinical practice guidelines for gout, says, “Gout is part of the metabolic syndrome,” and that people diagnosed with gout suffer first from the early stages of Type 2 diabetes and obesity, which increase the risk of gout. It is a classic example of the GiffordJones Law that states one disease often leads to another and another. The first attack of gout is a huge wake-up call. Dr. Thomas Sydenham, “The English Hippocrates”, died of gout in 1698. He wrote, “The victim goes to bed and sleeps in good health. About 2 o’clock in the morning, he is awakened by a severe pain in the great toe; more rarely in the heel, ankle or instep… Now it is a violent stretching and tearing of the ligaments – now it is a gnawing pain and now a pressure and tightening. So exquisite and lively meanwhile is the feeling of the part affected, that it cannot bear the weight of bedclothes nor the jar of a person walking in the room.” Will one attack inevitably mean another? If you do not have high levels of uric acid in the blood, kidney disease, and are fortunate to have the luck of the Irish, there is a possibility that years may pass without another attack. On this premise, your doctor may decide to “wait and see” alongside regular checks of uric acid levels. But as another attack may occur at any moment with increased risk of injury to kidneys, your doctor may decide it is prudent to start urate-lowering therapy (ULT). There are several drugs that taken daily will lower uric acid and help stop crystals from forming in kidneys. Studies from the University of California show about one-third of gout patients now receive URT. This treatment may take as long as six months to control the blood level of uric acid. Until lowered, there may be more attacks. Other studies in the U.S. and the Netherlands have identified genes associated higher levels of uric acid in the blood,
including up to a 40-fold increase in the risk of gout. Diet can play a role in treating gout. Some doctors suggest cutting down on foods that increase uric acid such as red meat, shellfish, alcohol, and sugar. But results are limited. Genetic testing holds promise in identifying cases before symptoms appear. For now, prevention is the best course. Adopt a healthy lifestyle to keep gout from suddenly causing a painful wakeup call during the night.
