WSO raises concerns over Indian interference in Canada after revelation by Global News
More flights with Canadians leave India as permanent residents continue to fume “THE eighth special flight bringing Canadians home departed this morning from Amritsar and Delhi,” Canadian High Commissioner in New Delhi, Nadir Patel, tweeted on Friday. He added: “More special flights have been finalized, details will be shared with those registered and have completed the flight planning survey.” And Consul General Mia Yen tweeted with photos: “Another plane load of Canadians and their families from across Punjab headed home to Canada yesterday [Friday] on the seventh of a series of special flights. TeamChandigarh did its third 13-hour round trip to Amritsar to provide essential onthe-ground support.” But permanent residents remain angry at being left out. Rajinder Sharma tweeted in response: “You missed to mention that permanent residents who are alone are being left behind and are not allowed on these flights. Let the whole world know how you are treating us and how important we are for you. There will be time when our votes shall speak.”
On Tuesday, Patel had tweeted: “The 7th in a series of special flights left Amritsar & Delhi this morning, bringing more stranded Canadians home. More updates & options to follow for those Canadians looking to return home.” Ruchit Desai tweeted to Patel: “Please concentrate on stranded [Canadian] PR in India who are bearing huge financial losses and want to return home. As lockdown is extended till May 03, It’s panic situation for them also.”

Indian Prime Minister Narendra Modi has just announced an extension of the lockdown in India until May 3. Earlier in the week, Foreign Affairs Minister François-Philippe Champagne had tweeted an advisory to Canadian travelers in India: “We are finalizing details for a series of additional flights to be announced shortly. More details to follow. Canadians should make sure they’re registered with us to receive all the latest information: bit.ly/2URz75e.”
THE World Sikh Organization of Canada said on Friday that it is deeply disturbed by a report published by Global News revealing that Indian intelligence agencies “attempted to use money and disinformation to “covertly influence” Canadian politicians”. India’s intelligence agencies, Research and Analysis Wing (RAW) and the Indian Intelligence Bureau were behind the operation which began in 2009 according to a highly sensitive government document obtained by Global News. According to a decision by the Federal Court, dated March 31, 2020, an editor-in-chief of an unnamed Indian newspaper, identified only as “A.B”, met with Indian intelligence over 25 times in five years and was, as a result, refused permanent residency in Canada. The basis of the denial was that A.B. had been tasked by RAW to covertly influence Canadian government representatives and agencies on behalf of the Indian government. His instructions from RAW included providing financial assistance and propaganda material to politicians in order to exert influence over them, including convincing politicians that funding from Canada was being sent to Pakistan to support terrorism.

[According to the story by wellknown journalist Stewart Bell, the editor “did not dispute being “asked by the IB and RAW to perform various functions,” according to the court.”] The WSO said it has repeatedly raised concerns over Indian interference in Canada. Most recently, in April 2019, it expressed concerns about Indian interference and espionage within the Sikh community in Canada in a letter to then Public Safety Minister Ralph Goodale. During almost every bilateral meeting between Canada and India for well over a decade, Indian officials have raised concerns over alleged extremist activity in the Canadian Sikh community and “pro-Khalistan radicalism”. Canadian Sikhs have consistently rejected these claims as attempts to marginalize and smear the Sikh community and to disparage Sikh advocacy on issues India finds objectionable. Canadian Sikhs have asserted that allegations of Sikh extremism are promoted by Indian interests which are ideologically and politically driven and intended to malign the community in the public eye. CONTINUED FROM 1 Public Report on the Terrorism Threat to Canada, in the absence of any clear reason, appeared to validate the fears of the Sikh community that unsubstantiated Indian allegations of rising Sikh extremism in Canada have had an impact. The WSO said India has a long history of interference and espionage in Canada, targeting the Sikh community. In 1986-87 several Indian diplomats were asked by Canadian authorities to leave Canada because of their espionage activities in the Sikh community. One of these diplomats was Maloy Krishna Dhar, a former Joint Director and a 29-year veteran of the Indian Intelligence Bureau, was in Ottawa on a diplomatic posting from 1983-87. Dhar wrote in his memoir “Open Secrets”
Tejinder Singh Sidhu that his mission was to “penetrate select Gurdwaras”, create assets in the Sikh community and also to generate “a few friends amongst the Canadian Members of Parliament.” Dhar also was involved in targeting both mainstream and Punjabi media with stories to “tell the Indian side” and to “regularly meet Canadian For-
eign Office mandarins and RCMP point men to brief them about developments back in India and to share whatever “open” information the Indian mission could cull from the community through ‘open’ means.” Dhar wrote, “I do not intend to disclose the details of the intelligence operations that were carried out between Mani, Shashi and me in deference to the niceties of diplomatic protocol. But we did a lot and reached appreciable penetration in the key Sikh inhabited cities in Canada.” The WSO said that while the activities of Indian intelligence have not drawn attention in the same way in recent years, pressure from Indian interests continues to be felt by many members of the Canadian Sikh community. WSO President Tejinder Singh Sidhu said on Friday: “While we are deeply
troubled by the news that Indian intelligence agencies have been attempting to “covertly influence” Canadian politicians with money and disinformation, it is hardly surprising to Canadian Sikhs. “Indian intelligence agencies have a long history of using media and planted stories to negatively portray Sikhs in Canada. Sikhs have long suffered from the consequences of this foreign interference. “The WSO has regularly raised the issue of Indian espionage and interference in Canada with the federal government. We call on the federal government to take immediate steps to clamp down on Indian espionage here in Canada and to ensure that the Canadians can live free from the machinations of foreign governments.”

HEALTH Minister Arian Dix and Provincial Health Officer Dr. Bonnie Henry on Friday announced 43 new cases of COVID-19, for a total of 1,618 cases in British Columbia. Every health region in British Columbia has patients with COVID-19: 680 are in the Vancouver Coastal Health region, 661 are in the Fraser Health region, 94 are in the Island Health region, 150 are in the Interior Health region and 33 are in the Northern Health region. There have been no new outbreaks in the last day. In total, 20 long-term care and assisted-living facilities, and one acute-care unit have active outbreaks. Outbreaks have been declared over at five facilities, and in review, one facility had been included in error. It has been confirmed that the outbreak at Broadway Pentecostal Lodge was an influenza outbreak and not COVID-19. The lodge has been removed from the list. There are now 63 cases of COVID-19 associated with the Mission Institution federal correctional centre, six of
whom are in hospital. Fraser Health officials continue to work with Correction Services Canada to manage this outbreak. To date, 966 people who had tested positive for COVID-19 have recovered and no longer require isolation. Recovery criteria for the Vancouver Health Authority have been updated to more accurately reflect recovery. New methods include consideration for specific patient symptomology. This has resulted in the decrease in patients considered recovered. Of the total COVID-19 cases, 119 individuals are hospitalized and 52 of those are in intensive care. The remaining people with COVID-19 are recovering at home in self-isolation. The errors that occurred in the April 16 data have been corrected. The updated information is available on the BC Centre for Disease Control’s (BCCDC) website and is reflected in today’s cumulative numbers. Dix and Henry added: “The modelling
we released today clearly shows the resiliency and 100% commitment of everyone in B.C. is having a positive impact. We are bending the curve. “People in B.C. have listened and done the right thing. We are grateful for what everyone has done. “We are in the eye of the storm in a Category 5 hurricane. The risk is still very high and there are many unknowns, but we are hopeful that with all of us standing strong, the storm will continue to lessen. “What happens next is directly tied to your continued efforts. We still have new cases, new outbreaks and tragically, new deaths. We cannot afford a resurgence that will undo all of the effort and sacrifices we have made so far. “We all want opportunities for more social connection, but we’re not there yet. To safely ease restrictions, we must be thoughtful and careful in our approach. As we look ahead, we need to find the right balance. That is even more challenging because of the nature of the
COVID-19 virus. “Our new normal in the months ahead will be a modification of what we are doing now. The physical distancing measures, staying home if you are ill and following good hand hygiene will continue. And, it is vital that we continue to show care and compassion for those around us. “The standards for essential businesses today will be the template as we move forward. Clear parameters will be given, and we will connect with individual sectors to determine how best to work within the requirements. “We thank the many researchers and epidemiology experts at the BCCDC, Simon Fraser University and the University of British Columbia for their collective efforts on the important modelling work. When you raise your voices for the 7 p.m. cheer, let’s take a moment to acknowledge their hard work and all of our continued commitment to standing together to safeguard our province.”

A Vaisakhi unlike any other BY RACHNA SINGH MLA for Surrey-Green Timbers ON behalf of B.C.’s New Democrats, I’d like to wish a Happy Vaisakhi to Sikhs and Hindus in B.C. and around the world. A time for celebrating the values of tolerance, equality and generosity, Vaisakhi has always been one of my favorite celebrations. This year’s Vaisakhi comes at a time when the COVID-19 pandemic continues to pose a great threat to the health of people in British Columbia and around the world. People in B.C. are being asked to stay home as much as they can to help slow the spread of COVID-19. This means this year’s Vaisakhi will be one unlike any other. Across the province and across the world, health officials, governments, and Gurdwaras are asking people to celebrate Vaisakhi at home, gathering only with those who already live in their immediate household. Surrey is the site of one of the largest Vaisakhi parades in North America. Most years, hundreds of thousands of people pour into Surrey’s streets to celebrate in community with one another. This March, organizers of Surrey’s Vaisakhi parade made the praiseworthy decision to postpone the event, because of the current public health risk. While I regret that we cannot celebrate this year together, the spirit of Vaisakhi is more present than ever every time we care for one another. B.C’s Sikhs are known for giving back, and in the past weeks I have
seen incredible examples of this generosity across Surrey, and across the province. As the B.C. government works to make sure British Columbians have the protections and economic support they need to stay safe and stay home during the COVID-19 pandemic, Sikhs in our communities have stood alongside us, working tirelessly to make sure all in our communities are cared for. In my riding of Surrey-Green Timbers, Gurdwara Sahib Dasmesh Darbar is working tirelessly to provide meals for those in need. Working together from a distance, they are providing meals for people of any background to pick up, and are also delivering them to those who need them. Down the road, Guru Nanak Sikh Gurdwara is doing something similar, and both groups are continuously looking for new ways to support the community during these difficult

times. And this generosity extends beyond B.C. Across Canada Sikhs are stepping up through initiatives like the Canadian Blood Services and Sikh Nation Blood Drive, leading by example by staying home, and caring for others in the ways they are able. In spite of the need for us to distance ourselves from one another, there are a number of things we can do to celebrate Vaisakhi this year. First and foremost, we can serve our community and protect our loved ones by staying home, in order to slow the spread of COVID-19. But just because we are celebrating from home does not mean we cannot be connected. This Vaisakhi we can help our elders navigate the online world in order to connect with them from a distance using the internet. We can donate to our Gurdwaras and community organizations to support their work to help those in need. We can follow #VirtualVaisakhi, an online campaign raising support for organizations helping vulnerable people affected by COVID-19. And we can check in with one another, virtually, to mark the occasion together, even though we are apart. Thank you to everyone in B.C.’s South Asian community for what you are doing, it is making a difference. While we are celebrating Vaisakhi from apart this year, our community is more connected than ever before. Wishing you a joyful Vaisakhi and a prosperous year ahead. Gulshan and Pyarali Nanji Family Foundation makes $100,000 donation to COVID-19 Response in Calgary AT a time when their country needs them the most, the Gulshan and Pyarali Nanji Family Foundation is donating to COVID-19 efforts across Canada. The Foundation’s $100,000 gift to Calgary Health Trust will support the Clean Hands, Giving Hearts campaign, the organization’s COVID-19 Response Fund. Funds will be used to support response efforts on the front-lines at Calgary’s hospitals, support the health needs of vulnerable populations and
assist with growing mental health concerns. SURREY RCMP are investigating a house fire which spread to two adjacent homes. On Sunday at about 11:30 p.m., police responded to a report of a house fire in the 7900-block of 126A Street which caused the evacuation of two adjacent homes. No one was hurt and all the occupants are safe. The home that caught fire was under construction and was unoccupied at the time.
The immediate two neighbouring houses affected by the fire were evacuated. Surrey RCMP investigators are working with Surrey Fire Department to determine a cause for the fire. B.C. couple Poonians owing $19 million to BCSC must remain in bankruptcy THE British Columbia Supreme Court has denied an attempt by Thalbinder Singh Poonian and Shailu Poonian to be discharged from their bankruptcy, citing the millions of dollars they owe to the British Columbia Securities Commission (BCSC) for past misconduct. The Poonians asked the court to exit the bankruptcy process, arguing that they were “honest but unfortunate debtors” who have no ability to pay their debts. The BCSC, along with Canada’s Minister of National Revenue, opposed the Poonians’ application because a discharge would have extinguished the financial sanctions they owe to the BCSC and the tax arrears, interest and penalties they owe to the Canada Revenue Agency. A BCSC panel found in 2015
that the Poonians manipulated the share price of OSE Corp., an Ontario company whose shares traded on the TSX Venture Exchange. The panel concluded that the Poonians inflated the share price through back-andforth trading among themselves, along with relatives, friends and acquaintances, and then illegally obtained approximately $7 million by selling OSE shares to unsuspecting buyers. The panel ordered the Poonians to pay a combined $13.5 million in administrative penalties and a combined $5.5 million disgorgement of their ill-gotten gains. The Poonians have not paid any portion of those sanctions. The BCSC and Minister of National Revenue argued that discharging the Poonians from bankruptcy would
be contrary to the public interest and a misuse of Canada’s bankruptcy law. Any funds paid to satisfy the $5.5 million disgorgement order would be given to investors who lost money in the Poonians’ scheme`. B.C. Supreme Court Master Bruce Elwood, in denying the Poonian’s discharge from bankruptcy, said Canada’s bankruptcy laws are not meant “to cleanse those who contravene the Securities Act of the fiscal consequences of their actions.” He added that there is “considerable doubt in this case whether the Poonians have been rehabilitated,” and have demonstrated through their own evidence that they “refuse to take responsibility for their actions or the consequences of those actions for others.”

Robert Tomljenovic charged with murder of Pritpal Singh ROBERT Tomljenovic, 26 has been charged with second-degree murder and robbery with a firearm in the murder of Pritpal Singh, 21. On April 7, at 12:43 a.m., Pritpal Singh was found fatally shot on the front lawn of a residence in the 8800-block of 138A Street in Surrey. The Integrated Homicide Investigation Team (IHITI) was called in to take over the case and investigators were able to quickly identify a suspect. On April 13, IHIT investigators along with Surrey RCMP officers and members of the Lower Mainland District’s Emergency Response Team (ERT) arrested Tomljenovic for the murder of Pritpal Singh. On April 14, Tomljenovic was charged with second-degree murder and robbery with a firearm by the BC Prosecution Service. He will make his next court appearance on April 17.
At the very onset of the investigation, available information at the time suggested that the shooting was a targeted incident. Through the course of the investigation, it was determined that Tomljenovic and Singh did not know each other and investigators now believe this was a random incident. “IHIT investigators and our partners from the Surrey RCMP worked relentlessly around the clock since day one to advance the investigation of Pritpal’s murder,” said IHIT Sgt. Frank Jang. “It is incredibly satisfying to witness the sacrifices and good oldfashioned police work on the part of our investigators culminating in charge approval. The work is not yet done, however, as our file coordination team will be busy compiling final disclosure packages for court.” He said that no further information will be released as the matter is now before the court.

Surrey Hospital equipment need identified THE Surrey Hospital Foundation has just been supplied with a list of required equipment purchases, to help with COVID-19 care at Surrey Memorial Hospital. The list includes stretchers, ultrasound machines, vein finders, debrillators, and stretcher chairs; the combined total is over $760,000. Surrey Memorial Hospital is one of the provincially-appointed COVID-19 hospitals, and is Fraser Health’s largest centre; so this equipment is much needed. The Foundation set up a COVID-19 Response Fund in mid-March and has had good support for this from the community. Thus far, the fund has been used to support a nutrition program for the health care workers – over 35,000 meals will be served this month alone. Many of the local restaurants have been donating or highly discounting their food to help with the large number of required meals. Bob Hans, a local Sikh businessman who was inspired to give this week in the spirit of Vaisakhi, came forward to make the first equipment purchase – $30,000 to-

Sher Vancouver launches new legal resource for LGBTQ+ people in Metro Vancouver SHER Vancouver on Wednesday launched a new legal resource for LGBTQ+ people on its official website. The legal resource information is made up of the following three downloadable PDF documents:

For customers needing more relief than the 90-day payment deferral, ICBC will be waiving the $30 cancellation fee and $18 re-plating fee for those people who choose to cancel their insurance during this time. The cancellation fee change is subject to the approval of the BC Utilities Commission (BCUC). Customers will be required to remove the plate from their vehicle while it is not insured and the vehicle must be kept off the road. Customers who reinsure May 30 or thereafter will be able to re-use their plate. Customers reinsuring prior to that date will be issued a new plate at no charge and at that time are expected to surrender their plate. ICBC will also allow fleet vehicle customers to suspend their insurance to help them save money during this difficult time. People whose learner driver’s licences (class 5-8) expire during the pandemic will not have to pay a fee for their first knowledge test after their learner driver’s licence expires, once testing resumes. As part of the changes, ICBC is also confirming that customers will be able to use their vehicles for the delivery of food or medical products and services, without changing their insurance (vehicle use) or paying a higher premium. This includes people volunteering to help deliver groceries or other essential supplies to seniors and other people in need. Customers are encouraged to call their broker about changing their coverage and lowering their premium to reflect changes in how much they drive and the related risk – it can be done easily over the phone at no charge. This is available to personal and commercial customers and many have already taken advantage of it. Customers who are interested in cancelling their insurance should also speak to their broker to ensure they have appropriate storage coverage for their vehicle while it remains not in use, for example, to cover potential break-ins or weather damage. “These changes will provide some relief to customers during this challenging time, and brokers are there to assist British Columbians in adapting their insurance to meet their changing needs,” said Chuck Byrne, Insurance Brokers Association of B.C. Changes to cancellation fees, suspension of fleet vehicle insurance and the allowance of deliveries by drivers in non-delivery rate classes are in effect upon interim approval by the BC Utilities Commission. ICBC has submitted an application to the BCUC and an interim decision is expected shortly. ICBC has already implemented several other measures to help British Columbians during the pandemic, such as: * establishing the ability to conduct a number of transactions by phone or email, such as renewing driver’s licences set to expire, and renewing insurance; and * allowing customers who pay for their insurance on a monthly basis to defer payments for up to 90 days with no penalty. ICBC said it continues to review its operations to support the safety and well-being of its customers and employees, and will make additional changes as necessary.

However, with those events postponed due to the COVID 19 pandemic, this year we will all celebrate in our own ways, with our families, at home. With so much of our time being spent in our homes lately, we also need to make sure our vehicles are secured. The practice of physical distancing is resulting in many people working from home, and some having to self-isolate for 14 days. As vehicles are parked in the same spot for days at a time and fewer people are walking around, the risk of auto crime increases. Have you ever discovered your vehicle broken into? That uneasy feeling of someone rummaging through your vehicle taking your valuables – whether it’s your cellphone, tablet or work tools – washes over you. It’s

This part of vehicles is easily removed and drivers will know if their catalytic converter has been removed due to a loud noise from their exhaust. If your vehicle has a catalytic converter, park near security cameras/ lighting systems and be diligent about observing suspicious behaviour around parked vehicles, particularly at night. These are the top ways you can protect your vehicle and belongings: * Never leave duplicate sets of keys in your vehicle (including a ‘valet’ key) * Park in high traffic, well-lit areas near pedestrian traffic * Always lock your doors and close your windows, even if you’re away from your vehicle for just a minute. When fueling your vehicle, keep your keys with you at all times and lock your vehicle if you go inside to pay. * Remove all valuables and personal items. * At home, use a motion sensor light for your driveway and remove the garage door opener if your vehicle is parked outside. * Leave nothing in plain sight (sunglasses, wallets, cash, garage door openers, etc.). Trudeau announces new support to protect jobs PRIME Minister Justin Trudeau on Friday announced new actions to protect Canadian
jobs and provide more support to businesses and organizations dealing with the economic
impacts of COVID-19. The federal government will provide over $1.7 billion for targeted measures, including: * $675 million to give financing support to small and medium-sized businesses that are unable to access the government’s existing COVID-19 support measures, through Canada’s Regional Development Agencies. * $287 million to support rural businesses and communities, including by providing them with much-needed access to capital through the Community Futures Network. * $500 million to establish a COVID-19 Emergency Support Fund for Cultural, Heritage and Sport Organizations to help address the financial needs of affected organizations within these sectors so they can continue to support artists and athletes. This measure is consistent with the government’s other existing COVID-19 support measures for wages and fixed costs for organizations. * $250 million to assist innovative, early-stage companies that are unable to access existing COVID-19 business support, through the National Research Council of Canada’s Industrial Research Assistance Program. * $20.1 million in support for Futurpreneur Canada to continue to support young entrepreneurs across Canada who are facing challenges due to COVID-19. The funding will allow Futurpreneur Canada to provide payment relief for its clients for up to 12 months. The government recognizes some sectors are disproportionally affected by COVID-19, such as Canada’s energy sector, which is dealing with low prices caused by a surge in global crude oil supply and a decline in demand due to the economic effects of the pandemic. That’s why the government is announcing new measures to help retain and create approximately 10,000 well-paying jobs in the energy sector. Trudeau announces expanded access to CERB and support for essential workers PRIME Minister Justin Trudeau on Wednesday announced that the government is stepping up to better support those who need help but donâ&#x20AC;&#x2122;t qualify for the CERB, and Canadians working in essential jobs who make less than they would if they received the benefit. To help more Canadians benefit from the CERB, the government will be changing the eligibility rules to: * Allow people to earn up to $1,000 per month while collecting the CERB. * Extend the CERB to seasonal workers who have exhausted their EI regular benefits and are unable to
undertake their usual seasonal work as a result of the COVID-19 outbreak. * Extend the CERB to workers who recently exhausted their EI regular benefits and are unable to find a job or return to work because of COVID-19. The COVID-19 pandemic has placed particular demands on low-income workers in certain sectors, including those on the frontline in hospitals and nursing homes, those ensuring the integrity of the food supply, or providing essential retail services to Canadians. In recognition that these essential workersâ&#x20AC;&#x2122; salaries are
often less or similar than what they would receive from the CERB, the government will work with provinces and territories through a new transfer to cost-share a temporary top-up to the salaries of workers deemed essential in the fight against COVID-19, who make less than $2,500 a month. Details as to the application and delivery of this measure will be released shortly following further work with provinces and territories. This measure could help several million workers currently involved in the COVID-19 response.The government will continue to look for
ways to better help all Canadians during this difficult time. Trudeau announces more measures to support businesses PRIME Minister Justin Trudeau on Thursday announced new measures to support businesses so they can keep their doors open and their employees on the job. The federal government is: * Expanding the Canada Emergency Business Account (CEBA) to businesses that paid between $20,000 and $1.5 million in total payroll in 2019. This new range will replace the previous one of between $50,000 and $1 million, and will help address the challenges faced by small businesses to cover non-deferrable operating costs. Since the launch of the CEBA on April 9, 2020, more than 195,000 loans have been approved by financial institutions, extending more than $7.5 billion in credit to small businesses. * Announcing its intent to

introduce the Canada Emergency Commercial Rent Assistance (CECRA) for small businesses. The program will seek to provide loans, including forgivable loans, to commercial property owners who in turn will lower or forgo the rent of small businesses for the months of April (retroactive), May, and June. Implementation of the program will require a partnership between the federal government and provincial and territorial governments, which are responsible for property owner-tenant relationships. Tissues – and toilet paper – are not worth an arrest! A Coquitlam woman is facing criminal charges after allegedly coughing at a grocery clerk who would not let her buy extra tissues. Coquitlam RCMP were called on April 13, at about 1:45 p.m., by a grocery store employee in the 1400-block of Parkway Boulevard who said an irate customer had deliberately coughed onto a grocery store clerk. The suspect was allegedly angry that the clerk had not allowed her to purchase more than the store’s maximum amount of tissue paper. “This is a great example of why we need to keep perspective, take a breath, and treat essential workers like grocery store clerks with the respect they deserve,” said Cpl. Michael McLaughlin on Wednesday. “Whether you deliberately cough on police, hospital workers, or grocery clerks, abuse or assaults against essential workers will not be tolerated.” Shortly after speaking to witnesses and reviewing video of the alleged assault, Coquitlam RCMP arrested a 25-year-old Coquitlam woman at her home. The suspect has no significant history with police. She has been released on an appearance notice which compels her to appear in court on July 13.

However, doctors are starting to notice that the lungs of COVID patients are not always presenting in the ways you would expect when suffering from ARDS. Royal Columbian Hospital Medical Director and critical care and infectious diseases specialist Dr. Steve Reynolds has formed a team to conduct a first-ever research study to collect data and help inform the life-saving care of patients who have been diagnosed with COVID-19. They will monitor and record pulmonary and cardiovascular data in COVID-19 positive patients admitted to the ICU at Royal
Columbian Hospital, which is one of Fraser Health’s three primary COVID-19 sites. The data to be collected has the potential to significantly change the way COVID-19 is treated internationally and reduce the number of COVID-19 deaths worldwide. Dr. Reynolds and his team are uniquely positioned to conduct this research, with the expertise and ability to conduct this study at this crucial time. COVID-19: B.C. extends state of emergency until April 28 THE B.C. government has formally extended the provincial state of emergency, allowing Mike Farnworth, Minister of Public Safety and Solicitor General, to continue to use extraordinary powers under the Emergency Program Act to support the Province’s COVID-19 pandemic response. “Through this challenging time, British Columbians are leading the way in our efforts to stop the spread of COVID-19,” said Premier John Horgan on Wednesday. “We are starting to see the results of our sacrifice, dedication and hard work, and we must continue to be steadfast in our commitment to keep our communities safe – for ourselves, our loved ones and our workers on the front lines.” The state of emergency is extended through the end of the day on April 28, allowing the government to continue to take the necessary steps to keep British Columbians safe. “British Columbians should be proud of the way we have responded to this crisis. But the work is not over,” Farnworth said. “We must hold our ground and take all the steps needed to make sure our communities remain safe and our essential service workers are supported in our ongoing efforts to stop the spread of COVID-19.” Actions taken in the previous two weeks to support British Columbians include: * introducing a new legal requirement to provide a self-isolation plan to support the federal Quarantine Act, and making sure British Columbians returning home from

international destinations have the support they need to self-isolate and keep their communities safe from COVID-19; * partnering with the Digital Technology Supercluster and the Business Council of British Columbia to create the COVID-19 Supply Hub, a made-in-B.C. online platform to co-ordinate, find and speed up the delivery of medical supplies and personal protective equipment for provincial health authorities to support front-line health workers fighting COVID-19; * opening applications for the Province’s new temporary rental supplement, supporting renters who are experiencing a loss of
income during the COVID-19 pandemic; * announcing $5 million to expand existing mental-health programs and services and launch new services to ensure British Columbians have increased access to vital mental-health supports during the COVID-19 pandemic; * implementing a series of temporary supports and supplements to ensure B.C.’s most vulnerable – including people on income or disability assistance and low-income seniors – do not encounter additional barriers during the COVID-19 crisis; * establishing an Emergency Relief Support Fund for children and youth with special needs and their families that will provide a direct payment of $225 per month to eligible families over the next three months; * issuing new provincial health officer (PHO) guidelines for municipal bylaw officers and other compliance officers to make sure there is compliance with the PHO’s orders and, if necessary, they are enforced consistently throughout B.C. communities; and * partnering with local governments, nonprofits and the hotel industry to support British Columbians who need a place to self-isolate and to reduce the spread of COVID-19, including people experiencing homelessness, people without safe spaces to self-isolate and youth. Actions taken to date build on supports already in place as part of government’s COVID-19 Action Plan, which includes $5 bil-
lion in income supports, tax relief and direct funding for people, businesses and services. The extension of the provincial state of emergency is based on recommendations from B.C.’s health and emergency management officials. Farnworth made the original declaration on March 18 after Dr. Bonnie Henry, Provincial Health Officer, declared a public health emergency the previous day. The Province has created 1 888 COVID-19 to connect British Columbians needing nonmedical information about COVID-19. This includes the latest information on travel recommendations and physical distancing, as well as access to support and resources from the provincial and federal governments. The call line is available seven days a week, from 7:30 a.m. to 8 p.m. (Pacific time), in 110 languages. People with questions related to their health and COVID-19 should call 811. Quick Facts: * Declarations of provincial states of emergency may be issued by the minister responsible under the Emergency Program Act. * The provincial government can extend the period of a declaration made by the minister responsible for further periods of time for up to 14 days at a time. * During the 2017 wildfire season, the province was in a provincial state of emergency for 10 weeks from July 7 to September 15.
Vancouver Police arrest man for theft of truck from St. Paul’s Hospital VANCOUVER Police have arrested a 26-year-old man from Burnaby after a supply van was reported stolen from St. Paul’s Hospital on Friday morning. “With the help of a tracking device on the van, police were able to track the
vehicle to the area of Powell Street and Commercial Drive,” said Constable Tania Visintin. “Our patrol officers and canine unit worked swiftly to get the suspect in custody.” Just before 1 a.m., Vancouver Police
received information that a 2008 Pontiac Montana van was stolen from the underground parking lot at the hospital with the keys left in vehicle. The suspect has been taken to jail. Charges of possession of stolen prop-
erty over $5,000 and theft of an automobile have been recommended. Police are reminding the public to call 9-1-1 if they see a crime in progress or suspicious activity.

new steps to support B.C. businesses, nonprofits and other organizations through the COVID-19 pandemic by: * further reducing the school property tax rate for commercial properties to achieve an average 25% reduction in the total property tax bill for most businesses, providing up to $700 million in relief. This enhances the 50% reduction to the provincial school property tax rate that was originally announced for classes 4, 5, and 6 as part of B.C.’s COVID-19 Action Plan. * Postponing the date that late payment penalties apply for commercial properties in classes 4,5,6,7 and 8 to October 1, 2020, to give businesses and landlords more time to pay their reduced property tax, without penalty. Responding to key concerns from local governments, the Province is addressing cash flow and revenue shortfalls with new measures that provide additional support: * authorizing local governments to borrow, interest-free, from their existing capital reserves to help pay for operating expenses, such as employee salaries. * delaying provincial school tax remittances until the end of the year. COVID-19 support service launched for B.C. businesses A new B.C. Business COVID-19 Support Service will serve as a single point of contact for businesses throughout the province looking for information on resources available during the COVID-19 pandemic. The B.C. Business COVID-19 Support Service will be operated by Small Business BC (SBBC), a non-profit organization that is well known and respected by the business community. The service will act as a onestop resource to answer questions about supports available to businesses from the provincial and federal governments, industry and community partners. â&#x20AC;&#x153;We know that business owners are worried about paying their bills and covering their payrolls, and our government is doing everything we can to help,â&#x20AC;? said Michelle Mungall, B.C.â&#x20AC;&#x2122;s Minister of Jobs, Economic Development and Competitiveness. â&#x20AC;&#x153;There are multiple programs available, including the B.C. governmentâ&#x20AC;&#x2122;s COVID-19 Action Plan, to support businesses through these challenging times. Surrey weathering financial impact of COVID-19: Mayor McCallum “We are ensuring that the city’s fiscal house remains stable as we concentrate on delivering the services that are within the mandate of the city” AS with all municipalities in the Metro Vancouver region, the City of Surrey says it is feeling the financial strain caused by COVID-19 and has had to adjust and identify opportunities to mitigate the effects of COVID-19. As a result, Surrey has been able to moderate the financial impact caused by the virus. “The City of Surrey has been working long before COVID-19 was declared a pandemic to find ways to weather the storm,” said Surrey Mayor Doug McCallum. “As a result, we are operating in a position of relative strength during
this unprecedented time. While there remains a financial burden to bear, we are ensuring that the city’s fiscal house remains stable as we concentrate on delivering the services that are within the mandate of the city.” The City has taken several proactive measures to minimize the financial impacts during this unprecedented time and is experiencing an average loss of $4 million per month. Based on COVID-19 restrictions easing by early summer, the City of Surrey is estimating a budgetary shortfall of $37 million to $42 million by year end
(December 31, 2020). The City is also taking action to help Surrey residents and businesses during these challenging times. On March 25, the City of Surrey extended the payment due date for the Annual Flat Water and Sewer by 90 days. For property taxes, City Council will be considering extending the payment due date for property taxes from July 2 to September 2. “I want our residents to know that the City remains in a strong financial position and staff are continuously monitoring the new fiscal realty we are in

with a view to minimizing our shortfall,” said McCallum. “As Council has done by facilitating construction opportunities in both the
public and private sectors, I can also assure you that we are also looking ahead on how to keep the business of Surrey moving forward as we work through the COVID-19 crisis.” At the last Regular Council Meeting (April 6), City Council approved four City Engineering Capital Contracts valued at $14 million that will result in the creation of approximately 140 new jobs. These civic projects will improve or update water, drainage, or sewer services to our residents and business. Work will commence by the end of this month. City Council also
granted final approvals to five private projects that have a combined total construction value of $49 million. In addition, building and development activity continue to be robust in Surrey. From March 16 to April 3, building and development activity resulted in a total construction value of $133 million. During this three-week period, the City of Surrey issued 157 permits for a variety of projects including 168 single detached and multi-family (condos / townhouses / apartments) that will add to Surrey’s housing stock.

More support for commercial truck drivers TO improve travel for commercial truck drivers, the Government of B.C. is funding the installation of portable toilets at several commercial vehicle pull-outs, inspection stations and chain-up locations throughout the province. The Province said on Wednesday that commercial truck drivers play an important role in maintaining the supply chain by delivering essential goods during the COVID-19 pandemic. The drivers ensure people around the province continue to have access to the items they need, including food and medicine. This is why it is crucial that commercial truck drivers have safe and clean facilities. Installation of the additional portable toilets began this
past weekend, with completion over the coming weeks to provide more options for commercial drivers. Approximately 20 portable toilets have been installed at commercial pullouts and inspection stations, and the Province will look at adding additional ones in the coming weeks. The Ministry of Transportation and Infrastructure is also keeping all rest areas open during the outbreak to continue to support the trucking industry. Maintenance contractors are working to keep these facilities clean, sanitary and well supplied. If people encounter less than ideal conditions at any provincial rest area, they are encouraged to contact the appropriate maintenance contractor or nearest ministry of-
Photo: City of Surrey fice. In order to make sure everyone in B.C. has access to the goods they need, the Province has created a new Provincial Supply Chain Coordination Unit to assist with co-ordinating the distribution of goods and services. The Province has also
launched the COVID-19 Supply Hub, a made-in-B.C. online platform to co-ordinate, find and speed up the delivery of medical supplies and personal protective equipment for provincial health authorities to support front-line health workers.
Private industry is also stepping up to provide support for these essential transportation workers. Members of the BC Trucking Association have spearheaded the Meals for Truck Drivers BC pilot, setting up food trucks at various commercial cardlocks throughout the province. Restaurants such as Tim Hortons have reopened many locations along Canadian highways for take-out and restroom use for commercial drivers. Vancouver radio station Red FM has contacted the ministry to fund the installation of additional portable toilets in Surrey and Delta to support the commercial vehicle industry. The ministry is working with Red FM to identify locations and coordinate installation this week. The ministry is following the
advice and orders of the provincial health officer and the federal government to keep British Columbians as safe as possible and help to stop the spread of COVID-19. While highways and roads remain open, the provincial health officer recommends people stay close to home and avoid any non-essential travel. Quick Facts: * There are 203 rest areas in the province, all of which are equipped with toilet facilities. This includes 48 seasonal facilities that are open from early spring to mid-November. * There are also 55 brake checks and 39 chain-up areas to support commercial truck drivers throughout B.C.
City of Surrey online videos boost mental and physical health for all ages WHILE recreation centres and libraries across Surrey are closed to limit the spread of COVID-19, city staff have found a way to connect with residents online to ensure physical and mental health exercises are available for families at home during the pandemic. “We have called on our residents to physically distance to limit the spread of COVID-19, and I want to personally recognize our community for rising to this challenge,” said Surrey Mayor Doug McCallum. “While we all follow the measures put in place, it is important that we continue to connect with each other. The videos we have launched ensure Surrey families have access to physical and mental exercises at home, and I’m pleased they have been so well received over the past four weeks.” Led by certified instructors, the free fitness classes offer a range of exercises that do not require professional equipment, including yoga and body sculpt. COVID-19 Emergency Response Act, No. 2, passed by Parliament of Canada’s COVID-19 Economic Response Plan. It would provide a strong incentive for employers to pay employees who have been sent home for health and safety reasons or due to lack of work. It would enable employers to retain employees who are still on the payroll and to rehire workers previously laid off. With the CEWS program, families across Canada would be able to count
on a steady income. The proposed CEWS would apply at a rate of 75% of the first $58,700 earned by employees – representing a benefit of up to $847 per week, per employee. The program would be in place for a 12-week period, from March 15 to June 6, 2020. Flexibility in the measurement of revenue for the purpose of applying the revenue decline test would also ensure more consistent access to the wage subsidy across impacted organizations, including newly created businesses and high-growth companies, as well as non-profit organizations and registered charities. An eligible employer’s entitlement to this wage subsidy would be based on the salary or wages actually paid to employees. All employers would be expected to at least make best efforts to bring employees’ wages to their pre-crisis levels. Bill C-14 includes proposed improvements to the Canada Emergency Wage Subsidy that were announced in detail on April 8 and subsequently refined as part of the legislative process. Similarly, an employer with a revenue drop of 30% in April would qualify for the second and third periods of the program, covering remuneration paid between May 10 to June 6. * To recognize the challenges in measuring revenues of non-profit organizations and registered charities, it is proposed that they be allowed to choose whether or not to include government assistance in revenues for the purpose of applying the revenue decline test. Once chosen, the same approach would have to be maintained by the organization throughout the program period. * It is also proposed that employers be allowed to measure revenues either on the basis of accrual accounting (as they are earned) or cash accounting (as they are received). Once chosen, the same accounting method would have to be used by the employer throughout the program period. * It is also proposed that the CEWS provide an additional amount to compensate em-
ployers for their contributions to the Canada Pension Plan, Employment Insurance, Quebec Pension Plan and Quebec Parental Insurance Plan paid in respect of eligible employees who are on leave with pay due to COVID-19. In order to maintain the integrity of the program and to ensure that it helps Canadians keep their jobs, the employer would be required to repay amounts paid under the CEWS if they do not meet the eligibility requirements. The government is also proposing a penalty of 25% of the CEWS received by an employer if the employer has engaged in transactions that artificially reduce the employer’s revenue in order to qualify for the subsidy. As well, under existing provisions of the Income Tax Act, persons making, or participating in making, a false or deceptive statement could be prosecuted with a summary or indictable offence. Anyone found guilty could be sentenced to prison for up to five years. Finance Minister Bill Morneau said: “With the Canada Emergency Wage Subsidy, we are making sure to support Canadian businesses and Canadian workers through this crisis, ensuring they are well-positioned to recover quickly when the COVID-19 pandemic is over. We will continue to do whatever it takes to ensure Canadians are supported through the outbreak, and that our economy remains resilient during these difficult times.” The government has taken action to support Canadian businesses through the outbreak of COVID-19, with targeted new initiatives. Conference Board of Canada’s Provincial Economic Outlook WITH the advent of the COVID-19 pandemic, Canada is in the midst of an economic downturn unlike anything most of us have ever experienced and the Conference Board of Canada’s Provincial Economic Outlook – Preliminary Forecast Spring 2020 shows that Canadian real GDP will drop by 25 per cent in the second quarter. This will be the steepest quarterly decline in economic output on record, based on modern statistics that date back to 1961. “Physical distancing requirements as well as the closure of non-essential businesses have brought a large portion of the economy to a standstill,” said Alicia Macdonald, Associate Director, Economic Forecasting, at the Conference Board of Canada, on Wednesday. “As a result, every province has fallen into recession. Our forecast expects that the downturn will be short-lived and growth will resume in the second half of the year, assuming businesses slowly reopen over the spring and summer.” The arrival of the COVID-19 pandemic has devastated the economic outlook for all provinces. Moreover, the collapse in oil prices is amplifying the economic hardship in the energy-producing provinces. The forecast for 2020 calls for a steep decline in economic growth in every province. British Columbia Key findings: • British Columbia’s economy is expected to contract by 3.2 per cent this year, compared with our pre-pandemic estimate of 3.1 per cent growth for 2020. As the economy recovers over the second half of the year, real GDP
is expected to bounce back in 2021, gaining 6.3 per cent. • Temporary store shutdowns and restrictions on international and cross-border travel will lead to job losses in some B.C. sectors, although most should be recovered as the pandemic passes and economic activity is restored. A weak employment outlook was already forecast for the province, but we now anticipate that 104,300 jobs will be shed over 2020. The unemployment rate is expected to rise from 4.5 per cent in 2019 to an average of 8.0 per cent this year, after peaking at 14.0 per cent in the second quarter of 2020. • With people stuck at home and a sharp pullback projected in consumer demand, we expect large declines across the province’s consumer-facing sectors. In particular, food services, accommodations, retail, entertainment, and the arts and cultural industries are all set for significant contractions this year. However, when the restrictions are eventually lifted, consumer demand will rebound. • At the same time, the province’s manufacturing, air and water transportation, and warehousing industries will all feel the impact of lower global demand and disrupted supply chains this year. However, the construction sector should remain a bright spot. Although some projects have been delayed, construction work is expected to continue on the LNG Canada and Site C developments. • Economic uncertainty and physical distancing measures will stifle the housing sector over the coming months. After reaching a peak in 2019, new housing construction is expected to drop off with 35,300 housing starts forecast this year.

But only two workers were on the job site at a Shakespeare Homes project on Tuesday, the companyâ&#x20AC;&#x2122;s owner insisting they stay two metres apart to maintain physical distance. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ve thinned out our job sites so that we can maintain that over multiple sites, and trying to rotate staff through that,â&#x20AC;? said Mark Cooper, who is also the president of the Homebuilders Association of Vancouver. â&#x20AC;&#x153;If we deem a site is best suited for a maximum of three workers, then if we are asking for the plumber to come on site weâ&#x20AC;&#x2122;re asking them to send maybe one plumber, instead of two or three.â&#x20AC;? Cooper has also given his crew masks to wear and installed a hand-washing sink on site. â&#x20AC;&#x153;Its a whole new world,â&#x20AC;? he added. Maintaining physical distancing is much easier on an empty job site like a new home build or down-to-thestuds renovation. Itâ&#x20AC;&#x2122;s more difficult for a renovation where the homeowners are still living there, or in small spaces like a condominium.
Robert Caparâ&#x20AC;&#x2122;s company Maison Dâ&#x20AC;&#x2122;ĂŞtre Design Build Inc. specializes in condo renovations in Vancouver. Heâ&#x20AC;&#x2122;s had to lay off a third of his staff as homeowners delay their plans because of COVID-19. â&#x20AC;&#x153;For those that are in their homes and not working, those are for sure the ones who have put their projects on hold,â&#x20AC;? said Capar, who is also concerned renovators may start to see permit delays and a shortage of materials. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m not seeing the pain ending in less than six months for companies in the renovation field.â&#x20AC;? Cooper hopes to keep his staff working on new home builds and larger renovations where the owners have moved out. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s not just keeping it safe for our workers, its keeping safe for their families and the families of the clients,â&#x20AC;? he said. India’s Supreme Court tells Indians abroad to stay put
India’s lockdown extended until May 3
New Delhi (IANS): Prime Minister Narendra Modi on Tuesday announced that based on the suggestions of the state governments and experts, the nationwide lockdown has been extended until May 3. Earlier, a 21-day lockdown was imposed in the country which was in effect till April 14. In his address to the nation he told the states: “You will be monitored till April 20 and conditional reprieve may be given on how well you perform”. “The fight against corona will be more strictly enforced in the next one week. By April 20, every town, every police station, every district, every state will be evaluated on how well lockdown is being followed or which areas have been able to protect itself from corona,” he added. This assumes significance in the backdrop of multiple videos of violation from across India emerging on social media. In fact, the Home Ministry has already sent two warnings to the West Bengal government for not seriously enforcing the shutdown where it alleged religious congregations to assembly at market places in few areas of Kolkata were being allowed by the Mamata Banerjee government. Modi said, “Areas that will succeed in this litmus test — will not be in the hotspots and will be less likely to turn into a hotspot… there can be some necessary activities allowed from April 20.” Calling it an “agni pariksha”, the Prime Minister said India has fared way better because of the ongoing shutdown that was scheduled to end on Tuesday night but now
Narendra Modi stands extended. Modi argued, there is no alternative to strict adherence to social distancing norms which can be attained through staying indoors. He even invoked Ambedkar, Tuesday being his birthday, and the iconic phrase of the Indian constitution he wrote – “We the People” – to stress that it’s a common fight and needs to be won together. As of Tuesday morning, India has 8,988 active corona cases and 339 related deaths. The Prime Minister added that by Wednesday, a detailed guideline will be issued by the Centre. Making a case for a unified fight, he added that the Centre and the states are working in tandem to lessen difficulty. He assured the nation that there are enough food grains in stock for India, and there was no need to worry. He asserted while India’s testing of suspected corona patients has significantly gone up, it has simultaneously ramped up its corona infrastructure. “We have one lakh [100,000] beds and there are 6,000 hospitals only for coronainfected patients,” he said.
Making a global comparison to suggest how strict and early measures helped India arrest the surge, Modi said: “India started screening at airports even before we had one corona positive patient in India. Even though we had 550 cases, India took a big decision to completely shut down India. We didn’t wait for the problem to erupt.” Modi said saving lives is more important than acknowledging its economic consequences. However, to make the impact bearable, Modi urged all to feed the hungry, look after the ailing and old and appealed to employers against pay cuts or laying off during this “difficult time”. While he himself appeared wearing a homemade mask, he urged all Indians to wear one as well. As India continues to report bizarre incidents where doctors or police personnel are being targeted, sometimes in the most brutal way, as it recently happened in Punjab, Modi appealed to the people to respect the “coronawarriors,” for whom he earlier had urged Indians to clap and light candles for.
New Delhi (IANS): The Supreme Court on Monday directed that Indians stranded in other parts of the world should “stay where they are” as currently it is not possible to fly them back home. “Ask them to stay where they are, people in other countries cannot be brought back right now,” said a bench of the apex court headed by Chief Justice S.A. Bobde. The observations came while the court was hearing a batch of petitions pertaining to evacuation of Indian citizens stranded abroad amid the outbreak of the coronavirus. Seven petitions were heard one by one, each seeking directions from the court on their immediate evacuation from UK, US, Iran and Gulf countries. While the hearing on a petition related to the evacuation of people from the United States was being heard, the Solicitor General of India told the court people across the globe are getting visa extensions amid the worldwide spread of the pandemic. However, the court reiterated the submissions of SG Tushar Mehta stating that information specific to the United States has not been mentioned in the affidavit filed by the Centre and directed him to submit an affidavit specific to US within one week. The court has now posted the batch of petitions to be heard after four weeks. However, the Centre has been directed to file its reply in the petitions relating to evacuation of students from the United States and Gulf nations by April 20.

Migrant hordes at Bandra: Shiv Sena vows to ‘nail the plot’ Mumbai (IANS): Two days after a massive unrest by migrants, the ruling Shiv Sena vowed to ‘nail the conspiracy’, but simultaneously said with this experience, Maharashtra must ensure that troublemakers who desert the state in this critical hour should not return. Targeting the opposition Bharatiya Janata Party (BJP), the Sena said there were similar crowds of migrants who gathered in Surat (Gujarat) and other cities as they were keen to return to their home states. In a sharp edit in the party newspaper, ‘Saamana’, the Sena pointed out that there was no rumour about resumption of trains services and there was even a circu-
lar to this effect from the railways. “It was in the news. How did the railways accept reservations after April 15? Even before it became clear that the Prime Minister will extend the lockdown, it was a crime to make 40 lakh [4 million] ticket bookings and create confusion among the people,” noted the Sena. Blaming the railway ministry for the fracas at Bandra and the state Opposition for ‘stooping to a new low’, the Sena pointedly demanded: “Will Leader of Opposition Devendra Fadnavis demand resignation of Railway Minister Piyush Goyal?” The edit added that long-distance trains depart not only from Lokmanya Tilak Termi-
nus, but also from Mumbai Central Terminus, Chhatrapati Shivaji Maharaj Terminus, but the crowds collected only in Bandra, while the TV news channels totally blanked out the situation that built up in Surat. “This is a huge conspiracy and we will unmask it. We
shall nail those who attempted to use the Corona crisis as an excuse to create disturbances for the Maharashtra Government,” the Sena vowed. Admitting to the plight of the migrant workers and the Bandra episode as the angst of the poor people of ‘Bharat’,
it said the clapping and clanging of thaalis or lighting lamps by the rich in ‘India’ would not lessen the sufferings of those who eke out a hand-tomouth existence. “Everybody is in deep problems, but the situation of the poor in such times becomes worse especially when cities like Mumbai shut down. For them, the government must adopt a different yardstick. Under such trying times, running the state government requires huge courage,” the Sena said. Tweaking the ears of the restive migrants, the Sena said that the state looked after and fed them, but suddenly today they want to desert Maharashtra which is tantamount to ‘beimani’ (treachery).
“Those who remain with us in times of crises are the real ‘sons of the soil’. With this experience, the government must ensure that those who want to create trouble by leaving the state should not return. The government must find out the credentials of those who crowded in Bandra by violating the lockdown rules and attempting to harm the state,” the Sena insisted. Indirectly hitting out at its ruling ally, the Nationalist Congress Party Home Minister Anil Deshmukh, the Sena wondered what the police were doing when so many thousands gathered, while they (police) keep ‘caning’ anyone else who moves out during lockdown.
Don’t spit in public or you will be fined: Home Affairs Ministry New Delhi (IANS): Spitting in public spaces shall be a punishable offence with a fine as per the new lockdown guideline issued by the Ministry of Home Affairs to mitigate the spread of COVID-19 pandemic. There will be a strict ban on sale of liquor, gutka, tobacco and the “spitting should be strictly prohibited” during the new lockdown period extended up to May 3. The National Directive for novel coronavirus or COVID-19 management made it compulsory that “no organisation, management of public place shall allow gathering of five or more persons”. In the fresh order issued on April 14, all the work places shall have adequate arrangement for
“temperature screening and providing sanitizers at convenient places”. “Work places shall have a gap of one hour between shifts and will stagger the lunch break of staff to ensure social distancing. Persons above 65 years of age and persons with comorbidities and parents of children below the age of five may be encouraged to work from home.” The order specifically mentions the use of Aarogya Setu app: “Use of Arogya setu will be encouraged for all employees both private and public.” The order stresses that all organisations shall sanitize their work places between shifts and “large meetings will be prohibited”. For the manufacturing establishments, the order
mentions frequent cleaning of common surface and mandatory hand washing. “No overlap of shifts and staggered lunch with social distancing in canteens shall be ensured.” “Intensive communication and training on good hygiene practices shall be taken up.” The revised guidelines will not apply in containment zones, as demarcated by states, Union Territories and district administration. “If any new area is included in the category of containment zone, the activities allowed in that area till the time of its categorization as a containment zone, will be suspended except for those activities as are specifically permitted under the guidelines of the Ministry of Health and
Family Welfare.” Besides, wearing face cover is compulsory in all public places and workplaces, the guideline mentions. To mitigate hardship to the public, select additional activities will be allowed and come into effect from April 20, mentions the order under Disaster Management Act 2005. The new order was issued after Prime Minister Narendra Modi on Tuesday morning announced extension of the 21-day lockdown for another 19 days till May 3 to contain the spread of the novel coronavirus or COVID-19 pandemic that has crossed 11,000 cases in India.
Chandigarh to make public the names of VIPs (Very Idiotic Persons) Chandigarh (IANS): The Chandigarh administration on Wednesday announced that it will make public the names of curfew violators. Taking the initiative to strictly implement the lockdown to contain the spread
of coronavirus pandemic, Adviser Manoj Parida said the Administration would begin publishing names of VIPs defying curfew orders. “From tomorrow we will publish name and designation of VIPs violating
curfew orders and going for morning and evening walk. Be warned,” Parida tweeted. In another tweet, he said: “Do u know the full form of VIP? Very Idiotic Person”. Chandigarh has imposed
restrictions until May 3. But Parida said any relaxations would be considered only after April 20. Chandigarh has reported 21 coronavirus cases to date. A number of Punjab and
Haryana bureaucrats were among 466 rounded up and let off with a warning for violating curfew norms on April 13. The special drive to nab walkers was carried out in 120 parks across the city.

640 out of Telangana’s 700 corona cases have Tablighi link: State Government Hyderabad (IANS): Telangana Health Minister E. Rajender on Thursday said that 640 of 700 so far tested positive for Covid-19 in the state are attendees of Tablighi Jamaat conclave in Delhi and their contacts. He told reporters that barring 50-60, all others found infected were returnees from Markaz (Tablighi Jamaat headquarters), their family members and contacts. As many as 20 members of a family of Markaz returnee in the old city of Hyderabad were found
positive. “Six persons spread virus to 81 members of their families and other contacts,” he said. In another case 11 members of a family were found positive in Suryapet on Thursday. The Health Minister said the main reason for Greater Hyderabad accounting for the majority of the cases was the presence of a large number of Markaz returnees here. “More persons were affected because they have joint families and live in small houses,” he said.

India’s COVID-19 tally mounts to 12,759; 420 fatalities: New Delhi (IANS): The total number of coronavirus cases in India reached 12,759 on Thursday evening, including the foreign nationals, with 10,824 active cases, the Union Health Ministry said. The Health Ministry said in its daily update that 420 deaths
have been reported in India so far, with the highest -- 187 -- getting reported from Maharashtra, followed by Madhya Pradesh, where 53 deaths have been reported so far. “A total of 1,514 patients have been cured and discharged,” the Health Ministry said.
Maharashtra remained the worst hit state with total number of positive cases rising to 2,919, followed by New Delhi at 1,578 cases, Tamil Nadu at 1,242 cases and Rajasthan at 1,023 cases, according to the Health Ministry data.
Some of those who came in contact with Markaz returnees or their primary contacts were yet to come forward to undergo test for coronavirus, he said. “They should honestly come forward on their own before police and Health Department trace them. This is necessary to put an early end to this problem,” he said. Rajender said such individuals should know that many people who tested positive, got treated and discharged from hospitals. He said there were sporadic other cases like
family members of two persons who had returned from Gujarat tested positive. When a reporter asked if those tested positive also include returnees from a Deoband meet, the minister said officials were gathering all the details. He said the containment zones relating to foreign returnees would be removed but zones relating to Markaz returnees will continue till April 21 and those under quarantine would complete their period on April 28.
Delhi female IPS officer forgets home for ‘corona duty’ New Delhi (IANS): After completing her day’s work, Indian Police Service (IPS) officer Shalini Singh, who is the Joint Commissioner of Police (West Zone), never returns to her home right away. Instead, she visits every checkpost in her area to encourage the police personnel who have been deployed on ‘corona duty’. Everyday Singh begins work by arranging food and other essential items for needy people with the help of her colleagues. She stays with the police staff -- whether men or women -voluntarily preparing food for poor people, ensuring social distancing and spares time to encourage her female subordinates who are voluntarily preparing masks to distribute. It has been 22-23 days since the lockdown was implemented but she never thinks of going home as she believes that people need her more than her family. “Hunger, tiredness, boredom or laziness etc., they would capture you whenever you think about these things, hence, I am totally engaged in serving people whether they are common citizens or my staff. I can take rest any time in future but this time people need me,” Singh told IANS when asked how she manages.
Speaking about her routine she said, “A total of three -- Dwarka, Outer and West -- districts come under my jurisdiction and I am supposed to supervise them. Besides, on humanitarian grounds and being a senior, I have other responsibilities as well. Hence, I try to reach each and every one of my staff.” When asked how the women police personnel in her area prepare face masks for 10-12 hours on a war-footing besides performing their other duties, she said: “When you do anything with your own will and an intent to serve, then it never feels like a burden, and tiredness can’t even touch you.” All the districts in west Delhi share a border with Haryana which increases the possibility
of liquor smuggling. The Joint CP said that smugglers tried their best to bring liquor from Haryana to the national capital but the Delhi Police have foiled all their attempts. The best example of it is Haridas Nagar Police Station where the maximum cases of liquor smuggling have been filed. The smugglers believe that no one would check during the lockdown but the police are always one step ahead of criminals. “For instance, a man tried to smuggle liquor in a LPG cylinder by cutting it from the bottom but the police caught him. In many incidents, the criminals tried to run over the police personnel in an attempt to flee but didn’t get away. Still, liquor smuggling is a big problem for Delhi Police,” Singh said.

Punjab promotes cop whose hand was severed, reattached Chandigarh (IANS): The Punjab government on Thursday decided to promote the policeman whose hand was severed and reattached in a clash with Nihang Sikhs in Patiala while imposing curfew restrictions to contain the spread of COVID-19. Assistant Sub Inspector Harjeet Singh, who lost his hand while bravely fighting off an attack in Patiala on April 12, has been promoted to the rank of Sub Inspector in recognition of his exemplary courage, while three other police personnel involved in the incident have been awarded the Director General’s Commendation Disc, an official statement said. The decision was taken by Director General of Police, Dinkar Gupta, after consulting Chief Minister Amarinder Singh on Thursday. Inspector Bikkar Singh, ASI Raghbir Singh and ASI Raj Singh are the three police officers awarded for display of exemplary courage and devotion to duty. No one is hurt and all the occupants are safe. However, 80th Avenue will remain closed between 125th street and 128th street for an undetermined amount of time. The home that caught fire was under construction and was unoccupied at the time. The immediate 2 neighbouring houses affected by fire will remain evacuated for the time being. Once all the fire is extinguished, Surrey RCMP investigators will work with Surrey Fire Department to determine a cause for the fire.

They got angered and in retaliation they attacked police personnel and government employees deployed there with sharp-edged weapons,” a police official said. The Assistant Sub-Inspector’s hand was chopped off, while six others sustained multiple injuries. After the crime, the Nihangs fled from the scene. They were later arrested from Gurdwara Khichri Sahib, after a scuffle between the police and Nihangs. One of them was injured in police firing and was being taken to a hospital for treatment, said Special Chief Secretary K.B.S. Sidhu in a tweet. He said out of the seven, five were involved in the attack on police officials.

COVID-19 impact on Vancouver economy hitting residents hard: survey VANCOUVER Mayor Kennedy Stewart on Sunday released results of an online survey conducted by an independent research firm for his office about the economic impacts of COVID-19 on residents of the City of Vancouver. “The research is clear – the City’s finances are going to
be negatively affected by COVID-19 due to lost revenues and hard-hit homeowners defaulting on their property taxes,” said Stewart. “It’s illegal for Vancouver and other local governments to run deficits, so the only way we can stay afloat is with the help of the federal and provincial
governments. Otherwise, local governments will be forced to take drastic measures that will hurt residents and businesses, and significantly slow any post-pandemic economic recovery.” The survey, completed for the Mayor’s Office by Research Co., shows that

46 percent of those living in the city have either lost their jobs or experienced a reduction in hours. This has led to half of all households reporting an overall decrease in income, with 24 percent experiencing a significant decrease. For homeowners, only 68 percent said they could pay their full mortgage payment last month, and only 55 percent say they will be able to do the same in May. On property tax, 25 percent say they will pay less than half of their 2020 tax bills, with six percent planning to pay nothing at all. For renters, only 70 percent managed to pay their full rent in April, with only 63 percent saying they can pay their full rent in May. “My heart goes out to those who have lost their jobs, or are experiencing a significant reduction in work due to COVID-19,” said

The results for employed residents are based on a sample of 421 Vancouver residents, with a margin of error of +/- 4.7 percent. The results for homeowners are based on a sample of 278 Vancouver residents, with a margin of error of +/- 5.9 percent. The results for renters are based on a sample of 301 Vancouver residents, with a margin of error of +/- 5.7 percent.

Unfortunately, many of the initiatives which governments have launched have been inaccessible to most of us in the travel and tourism sector, and the biggest issue for our members – that of immediate-term liquidity – has not been addressed at all.” The Task Force outlined key areas of concern, in letters to both federal Minister of Tourism Mélanie Joly, and to Joly’s provincial counterpart, Minister of Tourism Arts and Culture, Lisa Beare. In the letters, Task Force Chair Ted Lee (Acting CEO, Tourism Vancouver) along with Co-Chairs Nancy Small and Ingrid Jarrett indicate addressing liquidity, creation of an enhanced wage subsidy program, full government backing for BDC loans to small businesses, and greater availability of funding – through the Canada Emergency Business Account (CEBA) – are essential. The Task Force is also seeking an extension of the CEBA repayment period, and an increase in the non-repayable portion of those loans, noting these as critical elements needing to be addressed. In addition to this, the Task Force is presenting governments with an innovative idea: implementation of a policy that prevents eviction of commercial tenants and establishes rent assistance for small businesses struggling to meet monthly lease payments. Similar programs have been put in place in some Canadian provinces, and in Australia, a landlord-tenant code of conduct has been created, to help support relationships between the two. “While many businesses have felt the impact of COVID-19 over the last 30 days, it’s important to remember that the hospitality industry in Metro Vancouver has now suffered through its third month of negative impact,” said Small. “The devastation to our sector began in the mid to end of January, when many of our members – scheduled to host events associated with the Lunar New Year – felt the immediate effect of the loss of visitors from China and Hong Kong. The suspension of the summer cruise ship season, the cancellation of hundreds of signature festivals and events, and loss or postponement of large-scale meetings and global conferences all the way into the fall of this year have all spelled a months-long disaster, for those of us working to support this province’s visitor economy.” The Task Force began with Tourism Vancouver, Tourism Richmond and the BC Hotel Association holding discussions in February, and within days, industry associations, individual entrepreneurs, business leaders and sector representatives joined forces, swelling numbers to include well over 50 member organizations. The Task Force is also working closely with the Tourism Industry Association of British Columbia (TIABC) to harmonize efforts to both inform and educate all levels of government. “Our goal now is to continue the conversation that has started with these letters, both internally with our stakeholders and members, and externally with government,” said Small. “Our goal is to share information in both directions: advocating not only for ways that government can support our industries, but also to see where we can offer the skills and resources of our sector to government, as part of an effective pandemic response. Our combined contribution to the regional and provincial economy counts in the billions of dollars. We have a great deal to contribute to the province and to Canada, but equally, a great deal which needs protecting – in the immediate term, and for the future.”

Sometimes it takes an apple to hit you on the head
SIR Isaac Newton discovered the law of gravity when a falling apple hit him on the head. Now, as the healthcare industry scrambles, an enterprising fruit farmer has discovered a smart way to resolve the shortage of masks. Using technology built to protect consumers from fruit-borne listeria or other bacteria, food industry equipment can be repurposed to sterilize masks in 30 seconds, with tests showing that masks can be cleaned and recycled 50 times. The U.S. Centers for Disease Control and Prevention reports that the bacteria E. coli 0157:H7 is responsible for 73,000 infections and 63 deaths every year. It produces a toxin that causes bloody diarrhea and abdominal pain, lasting 2-3
days, or longer for some people. E. coli 0157:H7 is particularly dangerous for young children, the elderly and those with compromised immune systems. A rare occurrence is the Hemolytic Uremia Syndrome which causes destruction of red blood cells and kidneys to fail. Some patients require kidney dialysis. We all have E. coli in our bowel. Unfortunately, some very unfriendly cousins, such as E. coli 0157:H7, carry a chemical compound on their surface. An infection of E. coli 0157:H7 often results from exposure to contaminated water and animal waste. This occurs when cattle manure enters streams close to farms. So to protect yourself from infection it’s prudent to wash fruit and vegetables. But this does not provide complete protection as the bacterium is sticky and can easily hide in leafy vegetables. But Paul Moyer, co-founder of Clean Works in partnership with Court Holdings, is a member of the Moyer family that has been growing fruit in Niagara since 1799. He has recently developed equipment that quickly and safely decontaminates fruit and vegetables. The same technology is now being deployed to help resolve the global

unexpected places. Napoleon Bonaparte was once asked how he had won so many great battles. He replied, “I always concentrate all my cannons on one part of the enemy’s line.” This is what Moyer has done with his new equipment. He decided to concentrate all his fire power – a combination of ultraviolet light, hydrogen peroxide, and ozone gas – in the fight against bacteria and viruses lurking on fruit and vegetables. This mixture resulted in a killing power 20 times more powerful, than if each tactic had been used separately. Bacterial and viral intruders don’t stand a chance. The same proves true with masks. They emerge from the equipment after a brief 30 second exposure to this concentrated fire power, and they are ready for reuse. Doctors and nurses could immediately sterilize their own masks between patients, achieving optimal protection for them and their patients. Like many discoveries this venture did not happen overnight. Great ideas can come from anyone – and in this case, from a humble farmer. But taking this idea to market required collaboration from specialists in manufacturing and state-of-the-art formulations for killing pathogens without harming delicate products. Regulatory expertise was needed too. Moyer partnered with a manufacturing company and sought out Professor Keith Warriner in the Department of Food Science at the University of Guelph, in Guelph, Ontario. Last year, for their work in protecting the public’s supply of fruits and vegetables, the Ontario Centers for Food Excellence awarded Moyer a top food safety award. Now, these partners are actively working with health authorities to place their equipment on the frontline in the fight against COVID-19. The timing could not be better when so many people are succumbing to infection. Once again, ingenuity is the gift of the apple tree. Both Newton and Napoleon would be proud of this Niagara farm boy! ICBC Claims & COVID-19: How do I continue with treatment during the pandemic? The coronavirus (COVID-19) crisis has forced many health clinics to reduce services and even temporarily close, leaving car accident victims without the option of hands-on assessment and treatment for their injuries. If you are wondering how to continue with treatment during the pandemic and what COVID-19 means for your ICBC claim, we always recommend that you consult your Dr. and follow their recommendations for treatment. The good news is that many treatment providers are able to provide virtual care, also known as “telerehabilitation” or “telehealth” services, delivered by telephone or by using approved video technology. The other piece of good news is that the cost of telehealth treatment sessions will in many cases funded within your ICBC claim, either as pre-authorized treatments in your Part 7 accident benefit claim or as special damages in your personal injury tort claim. Some treatment providers are continuing to offer in person treatment. We recommend that our clients consult with their medical practitioner and/or treatment providers as to whether this is appropriate for them. What telehealth treatment options are available during COVID-19? Not all types of treatment providers have been authorized to provide telehealth services during the COVID-19 pandemic. Massage therapists and acupuncturists are not authorized by ICBC to provide telehealth services due to the nature of the services they provide. The following types of treatment providers have been temporarily approved by ICBC to provide telehealth sessions, provided that they follow policy guidelines and restrictions on the manner in which the services can be provided to car accident victims during the pandemic: physiotherapists, kinesiologists, chiropractors, psychologists and counsellors, and occupational therapists. Are my accident injuries suitable for telehealth sessions? Consult with your doctor and/or your treatment provider as each case is different. The nature and severity of your car accident injuries and your specific rehabilitation needs must be considered in determining whether telehealth sessions would be beneficial in your case. For example, injuries such as concussions, whiplash, sprains and strains, and certain orthopedic injuries may be well-suited to
