Amanpreet Bal, 29, was last year’s homicide victim in Kelowna KELOWNA RCMP noted last week that it was the one-year anniversary of the Trumpeter Court homicide investigation and identified the victim as 29-year-old Amanpreet Bal in the hopes of advancing their investigation. Cpl. Jocelyn Noseworthy said that Bal had moved to the Kelowna area from the Lower Mainland just before the homicide, adding: “We believe this shooting was connected to ongoing criminal activity at that time, the details of which we are not releasing.” Just before midnight on March 24, 2020, Kelowna RCMP responded to numerous complaints of gunfire in the area of Trumpeter Court. Officers located a deceased adult male in the front seat of a vehicle in the 300-block of Trumpeter Court. The Kelowna RCMP Serious Crime Unit (SCU) assumed carriage of the investigation and determined that this appeared to be a targeted shooting, but despite a thorough investigation, no arrests have been made at this time. Punjabi singer Diljaan Singh killed in road accident
Chandigarh (IANS): Famous Punjabi singer Diljaan Singh, 31, died in a car accident near Amritsar on Tuesday, the police said. He had recently returned from Canada. He is survived by his wife and children, who are settled in Canada. Diljaan was on his way from Kartarpur town, near Jalandhar, to Amritsar in his Mahindra KUV 100 car when the accident took place at 2.30 a.m. The singer was taken to a nearby private hospital where he was declared dead. The police said Diljaan’s car hit a stationary truck on the Amritsar-Delhi national highway near Jandiala Guru, some 20 km from Amritsar. Punjab Chief Minister Amarinder Singh condoled the death of the singer, saying it is “extremely sad to lose young lives like these on road”. Diljaan was a runner-up in TV reality show ‘Sur Kshetra’ in 2012. He also participated in ‘Awaaz Punjab Di’ and released several songs over the past few years. “Excited for songs ‘Tere Warge’ and

FIFTEEN weeks on the job has been an “exciting and fast-paced time of both accomplishment and challenge” for Surrey Police Service (SPS) Chief Constable Norm Lipinski. “I knew when I accepted this role it would be one of the biggest challenges of my career,” said Lipinski on Monday. “I remain committed to creating a municipal policing model with its operational roots right here in Surrey. My focus, and that of the leadership team, continues to be to move through the development process creating an organization that is communitycentered in its service philosophy.” He noted that today, Surrey Police Service is established and recognized as a police service in the province of British Columbia. Many milestones have been achieved bringing Surrey Police Service ever closer to assuming operational policing responsibility in Surrey. “There has been some speculation regarding the transition, including timing,” pointed out Lipinski. “But the fact is, the transfer of policing responsibility will happen in an orderly, efficient and methodical manner. It is important that this be done right, not fast. As Chief, there is nothing more important to me than the duty of ensuring a safe and successful transfer of responsibility for the sake of both citizens and officers.” More than two years ago, Surrey City Council passed a motion to move to a locally led police service. A working date (of April 1, 2021) was initially identified with the full knowledge and recognition that once the Police Board and Chief Constable were in place, the target date would likely change as full planning began. Although Lipinski maintains his goal of initiating some “boots on the ground” in 2021, the full transition will continue to press forward in a systematic, processdriven manner. There are numerous considerations to take into account including the transfer of the command

Photo: SPS structure during the transition, the deployment model for increasing Surrey Police resources while RCMP resources are systematically reduced and the post-transition command structure. Additional logistical considerations include recruiting and onboarding of sworn officers and new recruits, the transition of City of Surrey staff currently supporting the RCMP, transfer and acquisition of equipment and vehicles, implementation of technology, acquisition of uniforms and much more, according to a SPS press release. While these are technical, legal, and logistical matters of consideration, there remains other key areas of importance: support for new SPS members, and community engagement and consultation to name a few. “The complexity of a transition of this nature does not allow for a simple stop/start, but necessitates a respectful,

Lawyer Sumandip Singh suspended from practising law for two years THE Law Society of British Columbia has suspended lawyer Sumandip Singh from practicing law for two years after a disciplinary panel found that he had committed professional misconduct in an array of matters, “comprising in total more than 40 events of professional misconduct.” (The Law Society stated on its website that by agreement, the suspension will start on May 1). The decision says that in general terms Singh’s misconduct can be described under five broad headings: (a) facilitating in a variety of methods the unauthorized practice of law by Gerhard Albertus Pyper, a recently disbarred lawyer; (b) misconduct in communications and submissions with respect to members of the public, other lawyers and the courts/tribunals; (c) misconduct by improperly commissioning documents for use in court proceedings and Land Title Office matters; (d) misconduct demonstrated by the provision of legal services to clients that failed to meet the qual-
ity of service required by members of the legal profession; and (e) misconduct in his dealings with the Law Society during the course of the investigation. The disciplinary panel notes: “Over a period of several years, with no apparent justification or motive, [Singh] allowed a notorious disbarred lawyer to have free access to the offices, staff and equipment of [Singh] with full knowledge that the disbarred lawyer was practising law, rendering accounts to unsuspecting clients, and generally carrying on the misbehaviour that led to the disbarment of the lawyer in the first place.” It also notes: “[Singh] was involved in a lengthy litigation involving Worksafe BC and several clients over a somewhat protracted period of time. In the course of his communications with government ministries involved with Worksafe BC, [Singh] made comments suggesting that Worksafe BC was guilty of discrimination to an “astounding” extent, that the internal review process at Worksafe BC is “to say the least,” cor-
rupt, and that officers are tampering with evidence just to dismiss review applications.” It adds: “In a letter to counsel for Worksafe BC, the [Singh] wrote “. . . we trust you had the opportunity to reflect on your disgraceful conduct” and “your conduct and the level of corruption in the ranks of Worksafe BC has reached levels of unacceptable proportions.” We have repeated here just a very small number of the multiple examples of entirely inappropriate communications delivered and adopted by [Singh]. … The degree to which [Singh] is guilty of uncivil communications is both astounding and inexcusable. The circumstances of this allegation by itself will justify a very serious penalty. These instances are not isolated and occurred over a very long span of time.” While discussing the appropriate action against Singh, the disciplinary panel states: “The last minute acceptance of responsibility for the array of professional misconduct arrived in our view too late to be a factor in mitigation of an appropriate suspension. Simply put, there
are no mitigating circumstances of any moment in this case.” It says: “We accordingly order that [Singh] serve a suspension from the practice of law for a two-year period, commencing on April 1, 2021 or such other reasonable start date as may be agreed by the parties. In selecting this duration of suspension we believe that we have applied the principle of a global penalty and have not provided an accumulation of individual penalties for each identified event of misconduct. Had we done that it should be clear that the suspension would have a duration in excess of five years or more.” Also, Singh must practise under the supervision of a supervising lawyer approved by the Practice Standards Committee and on terms and conditions specified by that committee for the first full year following his return to practice. tigative Services Bureau. “This will be my focus as my team works to assume investigative files, both large and small.” Deputy Chief Mike LeSage, in charge of the Community Policing Bureau said: “The citizens of Surrey can be assured that public safety will not be compromised in any way during this transition and once we are operational, we will be focused on the needs of the commu-
nity, serving with compassion and humility.” Building the infrastructure of the organization, having the Senior Leadership Team in place, and now cascading the recruiting and hiring to the Staff Sergeant and Sergeant ranks, the Surrey Police Service is well beyond a concept and forging ahead in the building and developing process toward operational readiness.

Sikh Heritage Month BC: Deep dive into Sikh-Canadian history, community’s legacy of resilience SIKH Heritage Month BC kicks-off its fourth year with a lineup of virtual events highlighting the contributions of Sikh-Canadians to the social, cultural and economic fabric of British Columbia. A series of publicly available lesson plans, virtual walking tours and community discussions will serve as an opportunity to reflect on a history of resilience amidst oppression. “This past year has shown us the power of collective action in speaking out against oppressive government policies and actions whether it’s regarding Bill 21 here in Canada or the farmer’s protests in India,” says Mohnaam K Shergill, spokesperson for Sikh Heritage Month BC. “This month is an opportunity for SikhCanadians to share our present struggles and our history of fighting for equal rights, justice and fairness with all British Columbians.” As COVID-19 continues to limit the opportunity for in-person gatherings, including the annual Vaisakhi parades in Vancouver and Surrey, Sikh Heritage Month BC is using virtual platforms to encourage inter-community dialogue about the history of Sikhs in Canada, the ongoing farmers’ protests in India and the struggle for human rights. “The Sikh community globally is inspired by the ongoing resilience of farmers in India, and the outpouring of international support,” says Danish Singh, a director of Sikh Heritage Month BC. “We hope that the discussions around race, resilience and faith this month will help British Columbians better understand why so many of their friends and neighbours have been personally impacted by the events in India.” A series of carefully curated lesson plans exploring the history of Sikhs in British Columbia are now publicly available through the Sikh Heritage Month BC website. From early immigration to the Komagata Maru apology to Bhai Mewa Singh, these lesson plans seek to incorporate Sikh voices and histories into the BC curriculum. “Each of our lesson plans has been prepared in consultation with education professionals and historians,” says Jasleen K Sidhu, a high school teacher and director of Sikh Heritage Month BC. “We hope they will give British Columbians an opportunity to dive into the rich but often forgotten history of BC’s Sikh community – education is key to communal understanding and acceptance.” Hosted by Dr. Sharn Sandhra and the Sikh

offences that occurred in the U.S. It is alleged that the male illegally entered Canada after removing a GPS monitoring device and was in hiding. Community members observed this male residing in the City of Brampton and reported him to authorities. Peel Regional Police’s 22 Division Criminal Investigation Bureau commenced an investigation in conjunction with the US Marshal Service, Bakersfield Police Department and the CBSA. On Friday, March 19, officers attended a residence in Brampton with the assistance of CBSA. Bakhshinderpal Singh Mann, a 26-year-old man, was arrested on an outstanding warrant and was extradited to the United States. “Thanks to the invaluable assistance of the Peel Regional Police. The Bakersfield Police Department is thankful to our
federal and international partners, including the Peel Regional Police Service, for their professionalism and diligence, and we look forward to continuing that relationship after the extradition proceedings,” said Sgt. Dhillon was accused of drowning her own grandson just hours after he was born in 2018. Dhillon’s daughter testified that she hid her pregnancy from her parents and gave birth alone in a bathtub in the family’s home. The daughter said she does not know what happened that night after she gave birth and did not find out about the in-

Surrey Police Service appoints five more inspectors, including Bal Brach
SURREY Police Service (SPS) on Thursday announced the appointment of five new members to the leadership team. Jewelry scams target elderly and visible minorities on Vancouver’s east side
VANCOUVER Police are again encouraging residents to be vigilant following a spike in jewelry scams on the city’s east side. “Every spring we see an increase in these types
of crimes as the days get longer and the weather improves,” said Sgt. Steve Addison on Thursday. “However, the exponential growth since January is extremely concerning.”

The scammers typically use sleight-of-hand distraction techniques to steal valuables from unsuspecting victims, or by trading fake and worthless jewelry in exchange for cash. “These thieves succeed by overwhelming their victims with the element of surprise, or by convincing them to go against their better judgement,” said Addison. “Usually, by the time someone realizes they’ve been tricked, the scammers are long gone. This makes catching them and charging them very difficult.” Recent incidents of note: * A 57-year-old man was sitting at a bus stop near Main Street and East 41 Avenue in January when he was approached by a man and woman driving a black Toyota Sienna. The couple had three young children in the car and said they were desperate for money to get back to Montreal. They convinced the unsuspecting victim to withdraw $3,000 from the bank in exchange for handfuls of fake jewelry. * A woman was walking near Kingsway and Joyce Street in February when a brown sedan pulled up beside her. A woman got out of the passenger seat, approached the 63-year-old victim, and put a chain around her neck. The victim refused and told the woman to go away. An hour later, the victim realized her necklace was gone. * Earlier this month, a 56-year-old woman was walking her dog near Fraser Street and East 33 Avenue when a woman got out of a car, approached her, and claimed the victim reminded her of her dead mother. The scammer tried to put a fake necklace around the victim’s neck, and then hugged her. While doing so, the suspect removed the victim’s necklace and bracelet. The victim went home and told family members, but by the time police were called the suspects were long gone. “While the victims and locations may vary, there are three fundamental elements to these crimes that rarely change,” noted Addison. “The suspects always have jewelry, they typically target elderly and unsuspecting visible minorities, and they primarily operate on the city’s east side.” Vancouver Police remind all residents to remain vigilant, not to let people enter their personal space, and to immediately report all encounters with jewelry scammers so police can respond immediately and search the area for suspects. “The best thing we can do to prevent jewelry scams and distraction thefts is to understand how these thieves operate, to avoid falling victim, and to call police right away,” said Addison. Crimes in progress should be reported immediately to 9-1-1.
Racist assault on UBC campus
UNIVERSITY RCMP are investigating the alleged unprovoked assault on an Asian woman. Police are asking anyone with information or anyone who was a witness to come forward. On Saturday, March 27 at around 8:10 p.m., a woman was taking out the garbage in the alley located behind the 5700-block of University Boulevard when an unknown man approached her. He used a racial term and then punched her in the head and stomach before running in an unknown direction. The victim then hid and called 911. The victim was taken to hospital for treatment of non-life threatening injuries and since been released. The suspect is described as male, medium build, tall, wearing a hoodie, sweat pants and runners. He had on a dark face mask. This investigation is in the early stages and police are not ruling any motives including that this crime had an element of bias or hate involved.

Richmond RCMP make arrest in racist incident AT approximately 3:15 p.m. on Monday, Richmond RCMP responded to a business in the 3900-block of Moncton Street after the manager reported an alleged assault involving racial slurs. Frontline officers responded quickly to the scene where they located and arrested the alleged suspect. “An incident like this affects everyone in our community. Immunize BC, pharmacists move up vaccines for ages 55-65 on Lower Mainland A partnership between Immunize BC and community pharmacists to make the COVID-19 AstraZeneca/COVISHIELD vaccine available to those aged 55 to 65 living on the Lower Mainland was launched on Wednesday, March 31. “We’re moving ahead with our immunization plan and delivering on our promise to British Columbians to move as quickly as possible, and as safely as possible, to get them the vaccines that they have been waiting patiently for,” said Adrian Dix, Minister of Health. To help combat high numbers of COVID-19 cases in the Lower Mainland, Immunize BC is partnering with community pharmacies in the Vancouver Coastal and Fraser Health regions to provide vaccinations ahead of B.C.’s COVID-19 Immunization Plan’s agebased schedule. “The AstraZeneca/COVISHIELD vaccine is
another important tool in our immunization program to get us past this surge of COVID-19 cases. We know from the millions of doses used worldwide, and especially in the U.K., it is highly effective and the benefits to those over age 55 far outweigh the very real risks of getting COVID-19,” said Dr. Bonnie Henry, Provincial Health Officer. “I encourage everyone in the Lower Main-

employees vaccinated and providing a safe workspace for workers and customers.” In addition to these regulatory improvements, the government will explore options to provide workers with paid leave while getting their vaccine. This will include consultations with B.C.’s business community, labour organizations and workers who have been hit hardest by the impacts of the COVID-19 pandemic.
This regulatory change also includes expanding the job-protected leave for reasons related to COVID-19, brought in last March, to fully align with the federal Canada Recovery Sickness Benefit and the Canada Recovery Caregiving Benefit. Changes were made by the federal government in the months since B.C. introduced the COVID-19 related leave, so these changes ensure job protection for all eligible federal benefit pro-

vANcouver Coastal Health (VCH) said on Tuesday that it continues to closely moni-
tor COVID-19 cases in Whistler. In the last two weeks, VCH has recorded an increase
in individuals testing positive for COVID-19 in this community. * From March 22 to March 28, VCH identified 218 new cases of COVID-19 in Whistler. * From January 1 to March 28, there have been 1,120 cases recorded in the Whistler community. * Of these, 900 individuals have recovered from COVID-19. * The majority of cases continue to be identified in young adults aged 20-39 years of age (83.2 per cent). The reported cases continue to be among young adults who live and work in the Whistler community. The most common location for transmission also continues to be in household settings and social gatherings. VCH strongly advised all Whistler resi-
dents to avoid social gatherings with those outside of their households, to stay home while sick, to wash their hands regularly, and to maintain physical distance when in public. All Public Health guidelines should continue to be followed by those who have previously contracted and recovered from COVID-19, and also by those who have been vaccinated against COVID-19. VCH is asking any Whistler residents who experience COVID-19-like symptoms to complete the BC COVID-19 Self-Assessment Tool and to access testing services in their community, if required. VCH continues to provide care and support to those who have tested positive for COVID-19 in the Whistler community.

THE BC Economic Development Association (BCEDA) has awarded the Surrey Makes PPE initiative the Economic Resiliency and Recovery Award. The BCEDA Award is given for a successful recovery initiative from natural and man-made disasters, including COVID-19, and promoting long term resiliency. THE BC Teachers’ Federation (BCTF) said on Monday that teachers throughout BC are relieved to learn that the province has strengthened their position on mask-wearing in schools, with students in Grades 4 to 12 now required to wear their masks full-time while at school, and maskwearing strongly encouraged among younger students in kindergarten to Grade 3. “Despite some vague wording, we have been assured by the Ministry of Education that today’s announcement equates to a province-wide expansion of the orders that were introduced in Surrey over the weekend,” said BCTF President Teri Mooring. “Our sincere thanks go out to the many teachers and parents who have advocated tireless-

NDP tell people to stay home, then tax home entertainment and sodas THE BC Liberals say that despite the third wave of COVID-19 in B.C. and new public health restrictions enacted this week, Premier John Horgan and the NDP are moving forward with their plans to tax streaming services like Netflix and Spotify and even goods like carbonated beverages. “We’ve opposed these NDP taxes since they were
announced and again today we are calling on John Horgan to reverse his decision to impose these new costs on so many British Columbians in the middle of a global pandemic and economic crisis,” said Interim Leader of the Official Opposition Shirley Bond on Wednesday. “British Columbians are struggling financially and have once
again been asked to do more to stop the spread. It’s the worst time for the NDP to be imposing new taxes on carbonated beverages and streaming platforms. British Columbians deserve a break.” Starting Thursday (April 1), all e-commerce providers from outside the province with more than $10,000 in sales in B.C. must collect
and charge PST to their customers, and PST will apply to all carbonated beverages whether they contain sugar or not. This includes soda fountains and soda guns, which will impact restaurants that are already struggling. “Countless restaurant and hospitality workers found out on Monday that they’re losing out on shifts for at

Now they’re about to pay more to responsibly have a movie night at home watching Netflix and enjoying some ginger ale,” said MLA Mike Bernier, BC Liberal Critic for Finance. “The fact that this soda tax applies not just to sugary drinks, but all carbonated bever-
ages including sugar-free alternatives, proves that this isn’t about promoting healthier habits. Mandatory commercial truck driver training B.C.’S highways will be safer for everyone with the introduction of mandatory entry-level training (MELT) for new Class 1 commercial driver’s licence applicants. B.C.’s program will exceed the minimum requirements set by the National Safety Code Standard for entry-level training of Class 1 drivers. “Having mandatory entry-level commercial vehicle training will result in better-trained new drivers and improved road safety for everyone in British Columbia,” said Rob Fleming, Minister of Transportation and Infrastructure, on Wednesday. “We’ve
worked collaboratively with the trucking industry to create a new MELT program for B.C. that will strengthen the industry and prepare drivers to operate safely across B.C.’s challenging climates. This training will ensure new commercial drivers are trained to a higher, consistent standard.” MELT for Class 1 driver’s licence applicants will become a prerequisite for Class 1 road testing starting October 18, 2021. B.C.’s program will include best practices from other Canadian jurisdictions, and emphasize safe operating practices for moun-
tainous geography and diverse driving conditions to ensure commercial drivers are prepared for B.C.’s highway network and the changing weather patterns encountered in the mountains. “Mandatory training for those operating the largest vehicles on our roads will improve safety across B.C.,” said Minister of Public Safety and Solicitor General Mike Farnworth. “MELT is a vital step to furthering the success our province has seen in reducing traffic fatalities in recent years.” B.C.’s Class 1 MELT program for new drivers of heavy commercial vehicles will stipulate a
minimum required number of practical behind-the-wheel driving hours, in-yard hours and theoretical instructional hours. ICBC is the regulatory body for driver training schools and instructors in B.C. and is consulting with the commercial driving industry, the Ministry of Transportation and Infrastructure and Ministry of Public Safety and Solicitor General to finalize the curriculum. The program will be delivered by licensed driver training schools in B.C. beginning in early summer 2021. Consultation with the trucking and driver training industries in 2019 has provided
valuable input to support the development of B.C.’s MELT program. The Class 1 MELT program is being designed to align with the new Standard 16-Class 1 EntryLevel Training framework introduced as part of the National Safety Code in February 2020, and with mandatory Class 1 entry-level training standards in other Canadian jurisdictions. Legislation to support the introduction of B.C.’s Class 1 MELT program was passed in August 2020 by the Province in Bill 2, the Motor Vehicle Amendment Act, 2020.

THE Canada Border Services Agency (CBSA) on Monday announced the result of a joint operation, involving the CBSA Pacific Region Intelligence Section (PRIS) and the RCMP, which led to a record amount of opium being seized. In early February, PRIS partnered with the RCMP Federal Serious and Organized

Crime (FSOC) section in an investigation into suspected smuggling in the marine mode. Subsequently, border services officers from the CBSA’s Metro Vancouver Marine Operations, in collaboration with PRIS and the RCMP FSOC, conducted an examination of two ocean containers. Using a wide range of de-
tection tools and technology and detector dogs, officers discovered approximately 1,000 kilograms of opium. The estimated value of the seizure is $10 million. This is one of the largest opium seizures for the CBSA on record. In support of the follow up investigation, CBSA Operations and Intelligence per-
sonnel worked collaboratively to analyze and gather all information related to this shipment. The criminal investigation is ongoing by the RCMP FSOC section. Yvette-Monique Gray, Director, Enforcement and Intelligence Operations Division, Pacific Region, CBSA, said: “This seizure demonstrates the remarkable partnership the CBSA and the RCMP have when it comes to preventing illicit drugs from entering Canada and ensuring the safety and security of Canadians every day. Yannick Bandaogo, 28, charged with second-degree murder in North Vancouver library stabbings YANNICK Bandaogo, 28, has been charged in connection with Saturday’s stabbing death of a woman in North Vancouver, the Integrated Homicide Investigation Team and North Vancouver RCMP announced on Sunday. The suspect has undergone surgery for self-inflicted wounds and is in police custody. On March 27 at around 1:40 p.m., the North Vancouver RCMP and other emergency responders were called to the Lynn Valley library for reports of a stabbing. Officers arrived on scene to find multiple victims with stab wounds. Six individuals sustained stab wounds of varying severity and one woman in her late twenties succumbed to her injuries and died. The remaining victims were transported to hospital for nonlife threatening emergency

Yannick Bandaogo medical care. One man was arrested by police at scene and he remains in police custody. On March 28, Bandaogo was charged with second-degree murder. His background, history in BC and relationship to the victims, if any, is still being determined. According to Vancouver Sun, a Canada-wide arrest warrant was issued last September for a man named Yannick Bandaogo, 28. According to court records, he pleaded guilty to assault in a domestic violence case in 2019 in
Quebec. A bench warrant was issued for his arrest last July for failure to appear in court. Also, in October 2018, he was sentenced to one month in jail for assaulting a police officer and resisting arrest. CTV News The Winnipeg Police Service confirmed that a warrant for failure to comply with conditions of probation was issued for Yannick Bandaogo, 28, on Feb. 17, 2021. Police said he was arrested on Aug 10, 2020, and was later convicted on charges of possessing a weapon and two counts of uttering threats on January 27, 2021. IHIT investigators, supported by the North Vancouver RCMP Investigative Services Team, is managing priority tasks, processing the scene, conducting witness statements and completing an extensive video canvass of the area.

February was a record-setting month for B.C. home sales
The B.C Real Estate Association said February was a record-setting month for sales around the province. Almost 11,000 homes changed hands last month, up 89 per cent from the same time last year and over 1,000 sales higher than the previous February record set in 2016. The average MLS residential price in B.C. was just under $890,000, the association said, 17 per cent higher than February of last year.“Near-record sales in Metro Vancouver, combined with unprecedented housing demand
outside of Metro Vancouver, continues to drive a blistering pace of home sales in BC,” said BCREA chief economist Brendon Ogmundson in a statement. More than 3,700 properties were sold in the month of February, according to numbers from the Real Estate Board of Greater Vancouver, a 73-per-cent increase from a year ago and nearly 43 per cent higher than the 10-year average for the month

Director Andy Goddard does a very good job creating a compelling and chilling atmosphere of the times with an intensity that at times is palpable. Less successful are some shoot-outs that are so unrealistic it would make even Dirty Harry cringe - and that’s saying a lot. Still the performances are by and large effective and a sense of excitement delves well with enough subtle surprises to keep you on edge,

A 22-year-old woman was walking a dog near the Orpheum Theatre, at Seymour and Smithe Street, around 4:20 p.m. on January 19 when she was punched in the face by a man for no apparent reason. The victim was traumatized but did not suffer serious physical injuries. The suspect fled after the assault, and was briefly confronted by a witness. The suspect is a white man, about five foot 10, and approximately 50 years old. He had short white hair, jeans, and was wearing a light blue jacket or sweater.

Biography stokes fresh row over Gen. Rawat’s elevation as Indian Army Chief New Delhi (IANS): A new biography on former Defence Minister Manohar Parrikar has stoked a fresh controversy with his claim that he had recommended that Gen. Bipin Rawat supersede two senior officers to become the Army Chief, “convinced that he was a better choice”, with the author describing it as “a bold move”, contrary to claims at the time that the correct procedures had been followed. “Gen. Bipin Rawat, India’s first Chief of Defence Staff (CDS) and Army Chief prior to that, had a close association with Parrikar when he was Defence Minister. In fact, it was on Parrikar’s watch in the MoD that Gen. Rawat was made the Army Chief by by-passing two generals senior to him. “It was a bold decision since the civilian leadership is normally loathed for tampering with convention. Parrikar was convinced that Gen. Rawat was a better choice to head the Indian Army at that point. So he signed on the recommendation to supersede two senior most generals and make Gen. Rawat the Army Chief,” Nitin Gokhale, a media entrepreneur, strategic affairs analyst and author of more than half-a-dozen books on military history, insurgencies and wars, writes about his “very close” friend in “Manohar Parrikar – Brilliant Mind, Simple Life (Bloomsbury)” that records his 28-month tenure in South Block. The book has been sponsored by the Goa government, that he headed for four terms as Chief Minister over an eight-year period. “Prime Minister [Narendra] Modi concurred with Parrikar’s
General Bipin Rawat recommendation and took what is considered a decision that broke the tradition in appointing an Army Chief on December 31, 2016. I am now at liberty to reveal that Parrikar had confided in me the fact that he was recommending Gen. Rawat as the next Army Chief, at least a month in advance,” Gokhale writes. “I was impressed with Gen. Rawat’s decisiveness and bold nature in my meetings with him as Commander of 3 Corps in Dimapur, Nagaland, and later as Southern Army Commander in Pune,” Gokhale quotes Parrikar as mentioning to him one evening in November 2016. “Perhaps that was the reason why Gen. Rawat was brought to the Army headquarters as Vice Chief of Army Staff from September 2016 onwards, in preparation for his elevation as Army Chief”. Parrikar’s claim runs contrary to what he himself had stated on January 6, 2017. “A set procedure was followed. There was no seniority principle
or it would’ve merely been a datebased computer job,” Parrikar had stated at the Defence Ministry’s Swachhta Pakhwada (cleanliness campaign that forms a part of the government’s Swachhta Abhiyan initiative) here. In being elevated, Gen. Rawat, an Infantry officer, superseded Lt. Gen Praveen Bakshi (Armoured Corps), the Eastern Commander, and Lt. Gen. P.M. Hariz (Mechanised Infantry). Southern Army Commander. Interestingly, six of the eight Army chiefs over the past two decades have been from the Infantry and two from the Artillery. “Rawat’s supersession of Bakshi and Hariz indicates how difficult it has become for a non-infantry general to become chief, even when he has the seniority and merits. The army’s command hierarchy has demonstrated its ability to bring the government around to their viewpoint,” noted defence analyst Ajai Shukla wrote at the time. “The government, however, justifies Rawat’s selection as based on merit. In leaks to chosen journalists on WhatsApp (which this correspondent has reviewed) a defence ministry spokesperson claimed Rawat’s rare combination of skill and experience makes him ‘the best suited among the Lt. Generals, to deal with the emerging challenges’,” Shukla added. This was only the second time in 33 years that a supersession has happened after Lt. Gen. S.K. Sinha, the Army Vice Chief, was passed over in 1983 by the Indira Gandhi government in favour of Lt. Gen. A.S. Vaidya.
SGPC wants UN to observe International Human Rights Year to honour Guru Teg Bahadur Chandigarh (IANS): The Shiromani Gurdwara Parbandhak Committee (SGPC), considered a mini-parliament of Sikh religious affairs, this week passed a resolution urging the United Nations to observe 2021 as International Human Rights Year to mark the 400th birth anniversary of the ninth Sikh master, Guru Teg Bahadur. It urged the Central government to declare his birth anniversary as ‘Religious Tolerance Day’, besides constructing a memorial on the lines of Virasat-E-Khalsa in his memory. The SGPC also asked the Central government to repeal the three farm laws. It also demanded reopening of the Kartarpur Corridor, which links the last resting place of Guru Nanak Dev Ji in Narowal district in Pakistan’s Punjab province with the Dera Baba Nanak shrine in Gurdaspur district. The SGPC passed an annual budget of Rs 9,120 million for the next fiscal year at its executive meeting held in Amritsar, a decline of Rs 690 million from the present fiscal year that was hit by the COVID-19 pandemic. The budget, which has a deficit of Rs 446.6 million, has an estimated income of Rs 8,710 million, mainly from donations and offerings.

Even as he urged the farmers not to indulge in such acts of violence, the Chief Minister appealed to Prime Minister Narendra Modi to urgently resolve the crisis triggered by the farm laws to prevent the situation from escalating further. He said statements of local BJP leaders were being recorded and relevant sections of law would be imposed on its basis. Punjab sets up Enforcement Directorate to check illegal mining Chandigarh (IANS): Decks have been cleared for the establishment of the Enforcement Directorate (ED), announced by Chief Minister Amarinder Singh earlier this month to check illegal mining in Punjab. To be headed by a senior police officer not below the rank of a Deputy Inspector General of Police, the ED will be set up in the Mining and Geology Wing of the Water Resources Department. It will also help in ramping up the state’s revenues by curbing the menace of illegal mining. A spokesperson for the Chief Minister’s Office said the ED would help in checking and stopping unauthorised movement of minor minerals within the state and at the interstate borders, in conjunction with Mining Department officials. It will also facilitate prosecution of those indulging in illegal mining under the Mines and Minerals (Development and Regulation) Act, 1957. Working closely with the mining wing, the ED will also check that those involved in sand and gravel business do not overcharge and adhere to the sale price ceiling prescribed in the mining
policy. The ED will have the mandate to develop strategies, measures and methods to effectively achieve its objectives in coordination with the Director Mining, Chief Engineers dealing with mining and district-level illegal mining enforcement committees under the Deputy Commissioners. It will also develop actionable intelligence and coordinate with agencies of neighbouring states dealing with the issue of illegal mining. The ED chief would be assisted by three SP-level officers in the head office, and each of the seven mining blocks -- whose numbers may vary, as per government policy -- would be headed by an officer not below the rank of a DSP. Under its new mining policy, the Water Resources Department has been able to increase the revenue from mining almost seven to eight times. Large-scale police action, seizure of mining equipment and machinery, and imposition of heavy penalties have helped in achieving this goal, said the spokesperson.
Women in Punjab to travel free in government-run buses Chandigarh (IANS): Women in Punjab will get to travel free of cost in all government-run buses within the state with the Cabinet giving its formal approval to the scheme, announced by Chief Minister Amarinder Singh earlier this month. The Chief Minister had announced the free travel scheme in the Assembly on March 5, as part of his government’s efforts to empower women and girls in the state. The scheme will benefit over 13.1 million women and girls across the state. As per Census 2011, Punjab has a population of 27.7 million, comprising 14,639,465 men and 13,103,873 women. Under the scheme, women residents of Punjab can avail free bus travel in government-owned buses, including of the PEPSU Road Transport Corporation (PRTC), the Punjab Roadways Buses (PUNBUS) and City Bus Services operated by local bodies. However, the scheme is not applicable to government-owned air-conditioned buses, Volvo buses and HVAC buses.
Documents like Aadhaar card, voter card or any other proof of residence in Punjab would be required to avail the facility. Further, all women who are family members of state government employees and residing in Chandigarh, or are themselves employees of the government but live in Chandigarh, can avail the benefit, irrespective of age and income criteria, of free travel in the government buses. This scheme is expected to not only reduce female drop-out in schools because of high cost of daily transport but also facilitate working women, who have to travel considerable distances to their workplace. The facility will thus ensure access to safe, cheap and reliable travel for women to engage in any economic activity. Since the scheme is expected to encourage women and their companions to utilise public transport, it would naturally bring down the number of personal vehicles plying on the roads leading to consequent reduction in pollution, accidents and vehicular congestion, the Cabinet felt.

Punjab doing more tests per million than national average: Chief Minister Chandigarh (IANS): Taking exception to the Centre’s criticism of his government’s management of the COVID-19 surge, Punjab Chief Minister Amarinder Singh on Wednesday said not only was the state consistently doing more tests per million than the national average, but the situation would perhaps have been better had the opening up of vaccination for 45-plus group not been delayed. Had the Central government acceded the state’s request to allow vaccination of all 50 plus category population earlier, instead of delaying the decision to include 45 plus age population by almost two months, he said. Reacting to the Centre’s allegation that the state was not doing enough testing and isolating affected people, Amarinder Singh noted that his government had put severe restrictions on social gatherings and closed all educational institutions, with night curfews imposed from 9 p.m. to 5 a.m. in severely affected 11 districts. He observed the state had been repeatedly requesting the Centre in writing, as well as in meetings attended by the Chief Secretary, that the current strategy of immunisation needs review. Vaccination in a campaign that covers all age groups in selected areas will lead to better outcomes than the periodic cycles of vaccination targeting a small section of the population at each cycle, he stressed, underlining the need for such approach in any area where weekly testing shows a doubling of positivity rate. He reiterated his demand for permission for occupationbased immunisation for school and college students and teachers, judges, bus drivers and conductors, etc, everywhere. Amarinder Singh also took note of the delay in receiving reports of genome sequencing. Of the 874 samples sent, only 588 reports had been received so far, of which 411 samples were found positive for B.1.1.7 (the UK variant) and two samples positive for N440K). The implication of presence of the UK variant needs to be looked into and appropriate advice is required to be shared with the state, he urged the Centre. Punjab Chief Minister extends COVID-19 curbs till April 10 Chandigarh (IANS): As COVID-19 cases and deaths continue to rise in Punjab, with the UK strain emerging as the most prevalent, Chief Minister Amarinder Singh on Tuesday ordered extension of curbs till April 10, while directing the Health Department to increase the number of vaccination sites to target priority categories on an urgent basis. Reviewing the COVID-19 situation with the Chief Secretary and other top officials, he said all restrictions that were in place till March 31 will now remain in force till April 10, after which they would be again reviewed. The Chief Minister also ordered the launch of a vaccination drive in the prisons, in the wake of 40 women in Patiala’s Nabha Open Jail testing positive. Expressing grave concern over the situation, he asked Chief Secretary Vini Mahajan to issue necessary directions for carrying out testing and vaccination in busy market areas, and other
crowded places. All Deputy Commissioners and Civil Surgeons were asked to identify places, such as police lines, colleges and universities, big industrial units, bus stands, and railway stations, where mobile COVID-19 vaccination centres can be set up to ramp up vaccination. All eligible government employees, and other categories which he had requested for inclusion in vaccine coverage such as judges and teachers should be facilitated in getting vaccination to the extent of being eligible on account of being over 45 years of age, the Chief Minister said. He directed pooling of resources available in districts with high number of cases for effective management of the pandemic and vaccination uptake. While 326 of the 401 COVID-19 positive samples sent initially to the NCDC (National Centre for Disease Control) for genome sequencing were found positive for the UK variant, so were
85 of the 95 samples sent to the IGIB (Institute of Genomics and Integrative Biology). The Principal Secretary, Health and Family Welfare, shared the updated status of the pandemic and the status of vaccination of the eligible categories of beneficiaries. The meeting was informed that the positive cases and deaths were rising rapidly in some of the districts, with projections showing steep rise in the number of cases and a peak around April 6. The number would be decreasing by mid or late May, as per the estimates, which suggest that Jalandhar, Ludhiana, Patiala, Sahibzada Ajit Singh Nagar, Hoshiarpur, and Kapurthala are expected to contribute more cases and positivity is likely to be high in the younger population of 40 years of age or less. Director-General of Police Dinkar Gupta apprised that since the last meeting when the decision to fine
protocol offenders along with RT-PCR testing was taken, 90,360 persons had been ticketed and tested for COVID-19. He requested a special vaccination drive in police lines. The Chief Minister also directed that strict monitoring of home isolation patients should be done, and they should be transferred to the appropriate level of healthcare facilities, if needed. All districts have also been asked to strengthen their teams so that the data entry of COVID-19 sampling and transportation of samples to the designated lab takes minimum time, and the result is made available within 24 hours. On the vaccination front, the Chief Minister directed that any photo identity card shall be sufficient to approve the vaccination of eligible beneficiaries. All districts have been ordered to increase the number of vaccination centres by including all health facilities up to the sub-centre level, dispen-
saries, ayurvedic and homoeopathic healthcare facilities and private empanelled hospitals. While 45 plus age group shall be slated for vaccination from April 1, all districts shall ensure that all facilities get started at vaccination centres as early as possible and latest by March 31 with a view to understand the infrastructural bottlenecks, if any, so that there is smooth increase in the number of vaccination centres and the beneficiaries get hassle-free vaccination experience. K.K. Talwar, Advisor Health to the state government, suggested that routine non-Covid treatment in some of the selected private hospitals may be deferred by two-four weeks, and more ambulance be made available to the district hospitals where there are no medical colleges. The Chief Minister was also assured that the Health Department is ready to increase RT-PCR testing to 35,000 tests per day.

These are basic human needs. Other expenses can be taken care of. That’s why I continue to help others without thinking too much about saving money for myself.” These words by Chhayarani Sahu sum up her charitable side, one that she wears lightly despite being praised by Odisha Chief Minister Naveen Patnaik and former cricketer VVS Laxman, among others, on Twitter. The 57-year-old farmer from Odisha shot to fame last year for distributing vegetables and milk to villagers who had lost their jobs due to the to lockdown - free of cost. She handed out 60 quintals of produce across 15 villages. The decision to give away the farm produce for free was not easy. Her family used to make a profit of roughly Rs 2.5 lakh [Rs 250,000] every year by selling vegetables. Moreover, Chhayarani had to sell most of her 20 cattle because of her poor health during the lockdown. This depleted their income further but the family decided to carry on the novel initiative. The lockdown might be long over but Chhayarani continues to help others in need even today, thanks to social media. Her children have created a profile for her on Twitter to post appeals on behalf of the distressed families and find donors. For instance, this January, Chhayarani urged netizens to raise funds for the surgery of a 30-year-old man who had fractured his spinal cord. She had shared the account details and contact number of the patient, but she doesn’t know if her intervention helped the man. But her son Manas, who operates her Twitter account, is happy to inform 101Reporters that
“many directly reach out to the families in need”. Dressed in a cotton saree and hair tied in a loose bun, Chhayarani says she used to help others even before the pandemic. “But my work got highlighted during the lockdown and people now know me. My responsibility has increased. I know I am just a farmer and I have several constraints. But I will continue to help others in my own capacity till my last breath,” she says while pottering around her family’s eight-acre farm in Kuruda village in Odisha’s Basudevpur block in Bhadrak district. Farmers across the country suffered huge losses during the lockdown as the supply-chain had got disrupted. Then how did Chhayarani manage to feed her family and that of others in 15 villages in Odisha? It so happened that Chhayarani and her husband Sarbeswar had harvested approximately 15 quintals of vegetables before the lockdown was announced on March 25 last year. With lo-
cal markets shut, they had nowhere to sell their produce. That’s when Chhayarani thought that it would be better to distribute the vegetables among the villagers than let their hard work rot away. “Vegetables are perishable [items] and we knew they would go waste in a matter of days,” Sahu recalls the tough decision she had to make. With the help of her youngest son, a student who was visiting her from Bhubaneswar, she loaded the vegetables in an auto-rickshaw and drove to the neighbouring Ward 11 in the Basudevpur Municipality. As she went from house to house and witnessed the hunger and misery the pandemic had unleashed, she knew she could not stop what she had started. “Four days into the lockdown, I was shocked to see the condition of the villagers. Many of them were daily labourers and the lockdown had snatched their income away. They had no money for food. My heart ached to see their distress. So I decided to help them throughout the pandemic,” she shares. She would give vegetables from her farm in packets weighing 2.5 kg or more. These included tomatoes, brinjals, carrots, ladyfingers and other leafy greens. Occasionally, she would distribute oil or even milk reared from her cattle. As their agricultural income plummeted, the family subsisted on the earnings of the elder son Santosh, who works in a company in Gujarat. Manas, the younger son who’s just completed his MPhil, says, “My mother always had a soft corner for people in distress. She was born into a farmers’ family and is married into one. She has seen the difficulties [farmers have to face]
and so she doesn’t want others to go through the same phase.” The vegetable drive was going smooth until the monsoon arrived and their yield declined. “By then, our work had gained attention. People started showing up outside our door to seek help. We could not turn them away,” Chhayarani recalls. That’s when Manas told her that they could post these pleas on social media to reach out to other good Samaritans. So far, the family has put up about 10 requests on Twitter. Chhayarani now divides her philanthropy work between online and offline mode, besides toiling in the fields to grow food for her family and for others. Most recently, she visited 19-year-old Manas Jena from the Brahmanigaon village. He suffers from kidney-related ailments and needs money for operation. She documented his story on Twitter and attached his medical reports as proof. However, she never goes empty-handed. “I always take some vegetables with me or some money, even if it is just Rs 1,000,” Chhayarani says. She has close to 2,282 followers on Twitter, 1,266 friends on Facebook and many more admirers in her village and beyond. But she remains modest despite the fame coming her way. “What else should I do? I am a farmer. I have to work every day. Of course, I am happy to receive attention from people. But that doesn’t change anything. Instead, it is an added responsibility. I could have earned more profit by selling vegetables, but the satisfaction that I get now can’t be purchased with money,” she says.
Farmers meet administration, request resolution of problems in basic amenities at Ghazipur Ghazipur (IANS): As the protest against the three Central farm laws continue at the borders of the national capital, with each passing day the farmers are facing problems related to electricity, water and maintaining sanitation. This is why farmer leaders at the Ghazipur border held a meeting with the Ghaziabad District Magistrate, besides other top officials. During this meeting, maintaining cleanliness at the protest site, the mosquito menace, electricity and water were also discussed. The district administration has assured to listen to the de-
mands of the farmers and resolving these problems soon. A control room would be set up by the administration at the protest site in which electricity-related items would be kept. Besides this, several employees would also be sitting at the border whose job would be to resolve the problems related to electricity at the protest site immediately. Apart from the Ghaziabad District Magistrate, other senior officials were present in this meeting with the farmers while officials of some other departments concerned were also present.
Bharatiya Kisan Union’s Uttar Pradesh state President Rajvir Singh Jadaun, who was present in the meeting, told IANS: “It has been four months since the protest, there had been no electricity problems faced till now, but it has been witnessed more frequently in the last four to five days.” “Fans are not working due to electricity. Mosquitoes posed the biggest problem due to which farmers were not able to sleep during the night, the scorching heat does not deter the farmers. But fans help to ward away mosquitoes. Fogging
produces a lot of smoke but the mosquitoes still do not run away.” The BKU leader said: “We have briefed the officials in the meeting on all these issues and they have assured us that our problems will be resolved soon.” Jadaun further said,”It has been promised by the district administration that a control room will be built near the protest site inside which some electrical goods will be available along with government employees. If the control room is started, we will be grateful to the administration.”

Balvir Boparai: The man whose words touch millions of hearts The famous Punjabi singer, songwriter and actor is creating great music in Surrey these day
“IT’S only words, and words are all I have to take your heart away,” sang the famous Bee Gees. For decades Balvir Boparai, the famous name in the world of Punjabi music industry, has touched millions of hearts with his soulful songs. Be it a foot-tapping party song like De De Ghera, or a heart-touching song like Ve Shudaiya, Boparia has written and sung these hit songs. And there are many sung by famous singers like Jazzy B, Diljit Dosanj, Sukhwinder Shinda, Miss Puja and Mannat Noor that have flown from Boparai’s pen. Aja Nach Lo, Hostel, and Naag (sung by Jazzy B) are some of his other famous songs. Originally from Borparai Kalan near Ludhiana, the multi-talented singer has called Canada his second home for years. These days Boparai is in Surrey and working on many musical projects. VOICE Media Group caught up with him to share his inspiring journey with the readers. Boparai is a self-taught singer and song writer who came from a middle-class family of Punjab. But since childhood, he was attracted towards narration. He started his journey at a very young age with writing short stories. “I do not know when that passion turned into writing songs. Eventually, I started working with singers who sang my songs. I released my own albums. And my song De De Gheda is still played in functions and parties,” he says. “I am so thankful to the listeners who have accepted my work and loved my songs till date. Tamil Nadu BJP uses Karti Chidambaram wife’s dance clip for poll promo Chennai (IANS): As Prime Minister Narendra Modi on Tuesday launched a scathing attack on the Congress and the DMK as “dynastic, corrupt and anti-women” parties, BJP’s Tamil Nadu BJP unit committed a major blunder, using a clip of Congress MP Karti Chidambaram’s wife in its poll promo. The BJP used the Bharathanatyam footage of Congress leader and Rajya Sabha member P.Chidambaram’s daughter-in-law Srinidhi Chidambaram in its election promotion video “Lotus to bloom; Tamil Nadu to grow Vote for Lotus”. When the issue went viral on social media, the BJP deleted the video from its social media account. Srinidhi had performed to the ‘Semmozhi’ song written by DMK’s late President M. Karunanidhi for the World Tamil Conference held in 2010. The BJP had taken Srinidhi’s dance performance clip from that song for its poll promo. Srinidhi and the Congress hit out at the BJP. In a tweet tagging the BJP, Srinidhi said it was “ridiculous” that it has used her image for their propaganda. The Congress’ Tamil Nadu unit tweeted: “Dear @BJP4TamilNadu, we understand ‘consent’ is a difficult concept for you to understand, but you cannot use Mrs Srinidhi Karti Chidambaram’s image without her permission. All you’ve done is prove that your campaign is full of lies & propaganda.”

It was unique and Diljit sang that song Happy Birthday.” The song was part of the movie Disco Singh with Diljit Dosanjh and Surveen Chawla. There are many famous songs written by Boparai that have been part of Punjabi movies. Apart from writing, Boparai has also worked as an actor in Punjabi films like Manje Bistre 2 with Gippy Grewal, Neeru Bajwa’s Atte di Chidi and Teri Meri Jodi. Someone who grew up amongst farm-

He has captured the recent plight of poor farmers in his lyrics too. “I recently wrote a song where a farmer’s daughter sings the song when she sees her brother return from the field without any food. The songs says someone else has taken the seeds and the real crop and we are left with nothing.” While expressing his concerns over the recent farmer’s protest, he is spreading a message of love and humanity. He says the world is like a family; if one family member is sad, it is duty of others to take care and offer support. To his listeners he says keep loving music and encouraging good music. “We are all going through tough times, but with love and support, we shall overcome the adversities,” he says.
