Crown wants four-year prison sentence for Aneil Sanghera in 2017 manslaughter of Pardeep (Terry) Dulay THE Crown wants a four-year prison sentence for Aneil Sanghera, 31, who pleaded guilty to the manslaughter of his distant cousin Pardeep (Terry) Dulay, 41, at an April 2017 wedding reception in Vancouver’s Fraserview Hall. Crown counsel Jeremy Hermanson told B.C. Supreme Court Justice Margot Fleming how Sanghera and Dulay fought on the balcony of the hall. Part of the fight was captured on surveillance video. What led to Dulay shoving Sanghera with his hands is still not clear, but it resulted in a violent fight, Hermanson said. He said Dulay is seen trying to leave the balcony, but Sanghera charges him and the fight continues. Dulay put Sanghera in a headlock at one point, but finally Sanghera ended up on top of Dulay and kept punching him. Hermanson said this was when the fight turned from a consensual one and Sanghera was then fighting out of anger, not fear, CBC reported. Sanghera got up and kicked

Hermanson told the court that although Dulay’s death was not intentional, Sanghera’s assault was. Members of Dulay’s family told the court of how his death had impacted them. His mother, Kalbir said she can still sometimes hear her son calling to her when she is alone. She said her family helped the Sangheras get jobs at her late husband’s company. “In return, you killed my son,” she added. Dulay’s sisters recalled how their brother struggled with drug addiction and how proud they felt as he worked through it. They called him kind and soft. Defence lawyer Joven Narwal told the court that there was a murder attempt against Sanghera on May 4, 2018, when a masked man who broke into his father-inlaw’s home, where he was staying, called out his name. The man ended up shooting his father-in-law and a friend, but both survived. Narwal said Delta Police

confirmed that the attack was a result of the death at Fraserview Hall. He told the court that the incident led to Sanghera’s diagnosis of PTSD. And argued that all this should be considered when he is sentenced. He said that there is “an active threat to his life.” Narwal also pointed out that the fight was a contributing factor to the death and not the cause, which was cardiac arrest. He argued that it was not unreasonable to believe that Sanghera didn’t realize that his actions would lead to death. The defence suggests a sentence of one year with Sanghera serving his sentence in a provincial facility that would allow him to work with his therapist and stay close to his family. Sanghera told the three daughters and the estranged wife of Dulay in court that he was sorry and told the rest of the family: “I will never forgive myself and I don’t expect you to forgive me.” He also told Dulay’s family: “I will spend my lifetime trying to do right by you and being a better man,” CBC reported. The judge is expected to deliver a sentence in the week of September 14.

On August 19, Peel Regional Police reported that they had charged five South Asian males with firearms-related offences after a traffic stop in Brampton. On Saturday, August 15 at 9:15 a.m., police received a call from a concerned citizen regarding a firearm they had seen inside a vehicle in the parking lot of a plaza in the area of Bramalea Road and Sandalwood Parkway in Brampton. Uniformed patrol officers quickly converged on the parking lot, located two vehicles and arrested eight men matching the information provided by the caller. A loaded handgun was recovered. As a result of the investigation, five men were charged with several firearms-related offences: 1) Simerjit Singh, 23, of Georgetown 2) Arundeep Sood, 40, of Brampton 3) Manpreet Singh, 21, of no fixed address 4) Shivampreet Singh, 21, of Brampton 5) Mehakdeep Maan, 22, of Brampton All five men were held for bail and appeared at the Ontario Court of Justice in Brampton on Sunday, August 16.

Murder attempt against Aneil Sanghera alleged
THE Canada Border Services Agency (CBSA) and the RCMP on Friday announced a significant suspected drug seizure and arrest at the Pacific Highway port of entry in B.C. On August 12, CBSA officers at Pacific Highway referred a commercial driver for further inspection. After X-ray imaging of the tractor and trailer revealed anomalies, officers continued their examination and located seven boxes of suspected dried opium poppy plants (including the pods), weighing 29 kg. Officers arrested the driver and turned him and the suspected opium poppy plants over to the RCMP Federal Serious and Organized Crime Unit. The driver was

released pending a further ongoing investigation. The CBSA estimates the value of the suspected opium poppy plants at $58,000. Opium poppy and its derivatives are regulated under Schedule I of the Controlled Drugs and Sub-
stances Act. Only licensed dealers under the Narcotic Control Regulations are allowed to import or export opium, with a valid permit. Daniela Evans, Director of Pacific Highway District, CBSA, said: “Opium poppy is the source of all natural opioids, including doda, a
highly-addictive street drug made from dried pods and husks. The CBSA conducts risk-based screening at the border and works with the RCMP to protect Canadians from all forms of drug smuggling.” Inspector Stephen Lee, RCMP Federal Serious and Organized Crime, said: “Investigations such as this, highlight the important relationship between the Canada Border Services Agency and RCMP Federal Serious and Organized Crime in detecting and interdicting drugs in the first instance and bringing those allegedly responsible through the court process. Such partnerships are critical in supporting our ongoing commitment to combatting transnational organized crime.”

Dix said: “Also, I want to say to people, in particular the people who are hosting special events such as weddings, maybe such as parties for hockey games and other things, this is especially important to them, these are of course critical events in people’s lives and … weddings and stuff are events that one plans for, in many cases, years in advance, but it would be absolutely catastrophic and the wrong way to start a life together to be involved in an event that spreads COVID-19 right now.”

Alberta Premier Jason Kenney chief guest at Indian Independence Day celebration at Calgary HUNDREDS of Indo-Canadians gathered in Calgary to celebrate India’s 74th Independence Day on August 15. The event kicked off at 9:30 a.m. in northwest Calgary. Alberta’s Minister of Infrastructure, Prasad Panda, flagged off a rally of about 100 cars led by 10 bikers. Addressing a big gathering, he expressed his warm greetings to all people of Indian origin in Calgary. The attendees followed the social distancing norms in a field. Following prayers for universal peace, there was the singing of the national anthems of Canada and India. The enthusiastic participants waved Indian flags and enjoyed some Indian snacks before Panda flagged off the car rally. The car rally travelled for 90 minutes to the Prairie Wind Park in northeast Calgary. The

Singh, MP Jagdeep Sahota, MP Jasraj Hallan, and Councillor George Chahal. Kenney gave a speech. Aheer declared August as Hindu Heritage Month in Alberta and sang Canada’s national anthem. Sandhu raised the Indian flag, which was followed by singing of the Indian national anthem. On this occasion, Indian ExServicemen Immigrant Association members, Calgary Fire Department Chief, Calgary Police Service Deputy Chief, and
Alberta Health Services representatives received Certificates of Appreciation from the volunteer organization. The volunteers who organized the event included Sanjeev Kad, Sonia Joshi, Rashesh Bhagat, Gopal Saini, Jatin Bhatt, Gagandeep Singh, Kavita Bhatt, Pinak Purohit, Rajesh Chugh, and Navdeep Mehandru. The event acknowledged the contribution of Indo-Canadians in Alberta and the rest of Canada.
Temporary public policy will allow visitors to apply for work permit without leaving Canada VISITORS who are currently in Canada and have a valid job offer will be able to apply for an employer-specific work permit and, if approved, receive the permit without having to leave the country, thanks to a new public policy announced on Monday by Marco E.L. Mendicino, Minister of Immigration, Refugees and Citizenship. This temporary policy change takes effect immediately and will benefit employers in Canada who continue to face difficulties finding the workers they need, as well as temporary residents who would like to contribute their labour and skills to Canada’s recovery from the COVID-19 pandemic. During the pandemic, temporary residents who remained
in Canada were encouraged to maintain valid legal status. With air travel limited around the world, some visitors to Canada have been unable to leave, while some foreign workers had to change their status to visitor because their work permit was expiring and they didn’t have a job offer to be able to apply for a new work permit. constitution, arresting local leaders. The right-wing Hindu nationalist BJP government claims that the act was necessary to stop terrorism in the only Muslim-majority state of India. Political figures and activists who have been advocating for peaceful resolution of the problem of Kashmir, where people have been struggling for right to self-determination, have been detained indefinitely. Kahlon wrote directly to the office of United Nations’ Human Rights Council Branch for the second time after October 2019. He hasn’t heard back yet from them. He reminded the UN High Commissioner about the concerns raised by his constituents. In 2017, Kahlon had read out a statement in the BC legislature asking for justice to the victims of “Sikh Genocide.” Thousands of Sikhs were murdered all over India during the first week of November 1984 in a state-sponsored massacre following the assassination of then-Prime Minister Indira Gandhi by her Sikh bodyguards. He is also vocal about systemic racism in Canada, and recently concluded his BC-wide tour to learn about the firsthand experiences of people of colour with bigotry and prejudices. He was instrumental in the restoration of the BC Human Rights Commission, which was disbanded by the previous Liberal government. IAPI President Parshotam Dosanjh presented Kahlon with the medal. Among those who joined him on the occasion were prominent Punjabi poet Amrit Diwana and other IAPI members Tejinder Sharma, Sandeep Modgil and Gurpreet Singh. Due to COVID-19 restrictions, everyone, including Kahlon, wore masks during the ceremony.

A survey released by the National Police Federation that represents RCMP officers shows that 14 per cent of Mounties in Surrey RCMP have decided to apply to the new Surrey Police Service and 36 per cent say they haven’t decided their future plans. Anyone with a modicum of common sense will tell you that Surrey RCMP officers will prefer to keep their intentions secret just in case those trying to sabotage the new police force succeed. So, the fact that even 14 per cent have openly said that they will join the new police force and another 36 refused to firmly say they will stick with the RCMP, clearly indicates that 50 per cent will join the new police force. In fact, more than 50 per cent are expected to join the new police force, RCMP sources say. Many Mounties are angry with their union and senior officers as well as the three Surrey Councillors – Linda Annis, Brenda Locke and Jack Hundial – who have whipped up false propaganda against the new police force, using every distortion and lie they can make up. The officers say that they would have started preparing their resumes much earlier for the new police force if they had not been misled by such characters. Unfortunately, some white nationalist journalists in mainstream media have been going out of their way to carry one-sided stories in favour of the RCMP in spite of the clear democratic thumbs-up Surrey Mayor Doug McCallum received. The fact is that the opposition is actually directed against the South Asians in Surrey. There has been blatant racism with non-South Asians being misled by twisted, false propaganda by some privileged white folks, and many South Asians will stop cooperating with the RCMP if they succeed in sabotaging the new police force. That will create a very dangerous atmosphere in Surrey and will endanger everyone’s life. Make no mistake about it! (And don’t shoot the messenger!) As The VOICE has consistently pointed out: 1. Surrey Mayor Doug McCallum and seven of his Safe Surrey Coalition members won the election fair and square on the pledge that they would form a Surrey police force to replace the RCMP. In fact, all the eight new Councillors, including the lone one from Surrey First, voted to ditch the RCMP at the very first Council meeting. 2. The Police Act says that any city with a population of more than 5,000 can decide what type of police force they want. So, when the City of Surrey approached the Provincial Government with its proposal, the latter had no option but to give the go-ahead. In spite of three Councillors ditching McCallum’s group, the mayor still controls the majority vote in Surrey Council. 3. Among the tactics that the pro-RCMP forces started resorting to was the call for a referendum on the change in policing. However, legally, only the City can authorize such a referendum – the Province or the federal government cannot. Yet despite this fact, the RCMP bosses have been apparently inciting their supporters to carry on with that demand. Surrey Mayor Doug McCallum said in a statement: “If this survey is accurate, and 14 per cent of Surrey RCMP members are interested in joining Surrey police, that would provide a good balance and rich opportunities for policing profes-
sionals not only B.C. but across Canada to join an exciting new urban police service. “Once the board hires a chief, he or she will lead our recruitment program. When that launches, we are confident that all experienced officers will see that they can join a modern urban police service, make a difference in their com-

Trudeau announces up to $2 billion through Safe Return to Class Fund Maximum total allocation for British Columbia: $242.36 million PRIME Minister Justin Trudeau on Wednesday announced up to $2 billion in support for provinces and territories through the Safe Return to Class Fund. This will provide the complementary funding they need, as they work alongside local school boards to ensure the safety

Even with an economic rebound gathering steam in the third quarter, it will take until the end of 2021 for Canada’s economy to return to its pre-pandemic output. “The impact of the virus on the economy will be with us for years,” said Pedro Antunes, Chief Economist at the Conference Board of Canada. “Every province in Canada has incurred the wrath of COVID-19 with sharply negative growth this year. Canadian exporters will be hurt if U.S. economic growth drops below the Conference Board’s current assumptions. Among Canada’s provinces, British Columbia is forecast to record the best overall performance during the 2020-21 period as work on major energy projects continues. Energy producers Alberta, Saskatchewan and Newfoundland and Labrador have been hit hard not only by the coronavirus, but also the collapse in world oil prices from $60 per barrel to current prices in the $40 per barrel range. On the positive side, Maritime provinces will record a less steep decline in economic activity this year due to lower cases of COVID-19 compared with more populated provinces. This enabled provinces such as Nova Scotia and New Brunswick to re-open factories and outlets sooner than other provinces. Ontario and Quebec would have fared even worse this year were it not for the ability of employees in the financial sector and other business services industries to work remotely. The impact on household incomes has also been mitigated by government support programs that will help spur a recovery in retail spending over the second half of the year. Looking ahead to 2021, the energyproducing provinces should recover as economic activity rebounds. These provinces, especially Alberta, will also benefit from increases in global oil demand. Back to school plans for K-12 families posted for all 60 school districts BACK to school plans for K-12 families are now posted for all 60 school districts, so parents and families can prepare to support their children for a safe return to the classroom. Families should visit their school district website to view their local school’s plans. “There is no better place than in-class learning. With these plans now in place, parents can feel confident about sending their children back to school and assured that strict health and safety measures are in place to protect students and staff,” said Rob Fleming, Minister of Education, on Wednesday. “I know that some families will continue to have medical or health concerns, and my expectation is that school districts will be flexible and work with families to provide remote options that keep children connected to their school community.” Fleming has directed school districts to contact all families in their school communities to share their safety plans and to confirm if they are planning for their child to attend school classes in September, or if they need alternative learning
options. As part of the ministry’s July 29 guidelines for planning, many districts have already begun engaging with parents to determine their needs. The Ministry of Education has also given school districts the flexibility and certainty to find options that work for families. This includes the authority for all school boards to offer remote options to students within their districts, as well as the tools they need to increase their existing programs to meet demand. “Since the beginning of the pandemic, boards of education throughout B.C. have worked hard to make sure local community needs are met within the health and safety framework provided by the provincial health officer,” said Stephanie Higginson, President, British Columbia School Trustees Association. “Districts will continue to work with parents and families, as they have always done, to ensure children returning to school in September are able to do so safely.” Parents will find detailed back to school plans on their district website. In addition to health and safety measures, the plans include:

Every day, school districts are prepared to welcome all students to elementary and middle schools. Families will find out: * how districts will support mental health and wellness; * what they are doing to ensure vulnerable students and those who require additional support in school – including students with disabilities and diverse abilities, and children and youth in care – are prioritized for full-time, in-class learning and services without delays; * how they are ensuring Indigenous rightsholders are engaged in meaningful consultation; and * plans for Indigenous students living on-reserve and attending public school. “On behalf of parents, I thank the ministry, and specifically Minister Fleming, for stating his clear expectations that all school districts will provide online options for parents, while ensuring all children will have the opportunity to remain connected to their school community,” said Andrea Sinclair, President, BC Confederation of Parent Advisory Councils (BCCPAC). “This is the position BCCPAC has continuously been stating at the provincial tables since June. I thank Minister Fleming for his willingness to listen and to provide flexibility for families which is in the best interests of our children.” The health and safety measures that all school districts will follow include: * masks will be required for staff, middle and secondary students in high-traffic areas, such as buses, and in common areas, such as hallways, or anytime outside of their learning group whenever physical distancing cannot be maintained (exceptions will be made for students who cannot wear masks for medical reasons); * even when wearing a mask, staff and students will still be required to maintain physical distance from people outside of their learning group; * increased cleaning of high-contact surfaces, such as doorknobs, keyboards, desks and chairs; * increased hand hygiene with all students, staff and visitors being required to clean their hands before boarding school buses and entering school buildings, before and after eating, using the washroom and using playground equipment; * school districts may also install transparent barriers for people who have more contact with others, such as front-desk staff, bus drivers or food services staff, where appropriate; and * staff and students (or their parents/guardians) must also assess themselves daily for illness, including symptoms of COVID-19. If any student or staff member has even mild symptoms, arrangements will be made for that person to return home. Those plans will be posted on school websites early next week. * To support and ensure the health and safety of students and staff during this pandemic, a one-time investment of $45.6 million as part of B.C.’s COVID-19 Action Plan will support school districts and independent schools for the start of the school year. This funding will support the purchase of up to 1.5 million masks, enough for every public-school staff member and student to have at least two masks. * Canadian Shield, a manufacturer of personal protective equipment products in Ontario, recently announced it is donating an additional 54,500 face shields for K-12 schools in B.C., adding to the inventory of personal protective

IN response to a continued upward trend in COVID-19 cases among young adults ages 20 to 29 years old in its region, Fraser Health is asking people in this demographic to become health influencers. This group will advise Fraser Health on new shareable social media content to help bend the curve of COVID-19. “Since seeing the growth of COVID-19 positive cases among young people, we reached out to people in the region for new ways of engaging their peers,” said Adrian Dix, Minister of Health. “What we’ve found is a real willingness to join in. People are connecting with the message that we are all influencers, and they want to apply their creativity and determination to help protect our communities, our elders, and those we care for most.” “In the early days of the COVID-19 pandemic, young people ages 20 to 29 represented just 12 per cent of COVID-19 cases in our region. In recent weeks, we have seen a substantial increase in this demographic, with 30 per cent of new cases within this group, though they comprise just 14 per cent of Fraser Health’s population,” said Dr. Victoria Lee, Fraser Health President and CEO. “This shows that this demographic is becoming sick with COVID-19 at double the rate of the general population. We need to ensure we are doing everything we can to keep our friends and families safe.” Fraser Health is asking people ages 20 to 29 to visit fraserhealth.ca/healthinfluencer and join its effort to stop transmission and bend the curve of COVID-19. Fraser Health will connect with this group to consult on messaging and tactics that will be effective in sharing COVID sense messaging. At this time, Fraser Health is also reminding people to use their COVID sense and have clear boundaries about socializing with people outside of their bubble: * It’s okay to say ‘no’ to a social gathering right now. There is no better excuse than a global pandemic. * State your boundaries clearly. For example, you may say, “I’m managing my exposure carefully and keeping my bubble small.” * Be a role model. Hearing you state your boundaries may make it easier for others to be brave about theirs. * Know the rules, follow them, and share them. * Invited to an event? LARGE SCHOOL DISTRICT EXAMPLE: SD 36 (SURREY) Most school districts can accommodate all students in the classroom every day. However, there are some urban secondary schools with larger student populations in cities like Surrey where this will not be possible. * To minimize contacts between learning groups, Surrey is accommodating grade 10-12 students every day in the morning and one day a week in the afternoon, while students in K-9 will have full-time access to the classroom. In Surrey’s plan, every secondary student will be
in attendance every day. * Children with special needs, those who require additional supports and children and youth in care will have priority access to technology, inclass instruction and additional supports. * To reduce contact between learning groups, the district is staggering arrival and departure times for some of its larger schools, with different pick-up and drop-off times and/or locations for families depending on their learning groups. * The district is also staggering the times students enter the school, as well as breaks and lunches, to minimize the numbers of people passing each other in the halls. The district will never have more than 60% of students sharing a lunch period and two times per week no more than 40% of a school will be on lunch. * Surrey secondary schools are moving to a quarterly semester system, which means students have two courses every 10 weeks, minimizing the amount of time they need to change
classes and keeping the size of learning groups small. The learning group size for grades 8 and 9 is 60 students. For grades 10-12 it is 30 students. * Surrey has an Aboriginal Education Council, with representatives from the local Katzie and Semiahmoo First Nations, BC Métis Nation, Fraser Valley Aboriginal Friendship Centre Association, Kekinow Housing, Surrey Principals and Vice Principals’ Association, Surrey Teachers’ Association and Aboriginal parents that meets to provide leadership on the education. The superintendent has also met with representatives of the local Katzie and Semiahmoo First Nations about Surrey’s restart plan. * First Nations students will be accommodated for remote learning, when requested. * Surrey also has a distributed (online) learning option, which includes a blend of remote classes and in-person instruction for grades K-7, and more than 70 online courses, including projectbased learning, for grades 8-12.

BC government needs to slow down, get the restart plan right: B.C. Teachers’ Federation THE B.C. Teachers’ Federation on Wednesday noted that earlier in the day, the federal government had announced that BC would receive more than $242 million to help restart schools in a safe way this September. BCTF President Teri Mooring applauded Premier John Horan’s efforts to help get that much-needed funding from the government. However, she expressed concern that the BC Ministry of Education went ahead with Wednesday’s announcement on the restart plan without working with partners on how to use that new funding to ensure the K–12 restart is as safe and effective as it can be. “As teachers, we all want to welcome our students to class and get back to in-person teaching,” said Mooring. “We all want to get back to a place where every student is in school learning, socializing, and celebrating those ‘a-ha’ moments. It’s why we teach. The pandemic, however, has changed everything and it’s not going away. We need to do things differently and that starts with making sure staff and students can actually achieve physical distancing in our schools and classrooms. Under the government’s current plan, that physical distancing just isn’t possible.” Mooring explained that Wednesday’s announcement on remote learning options is an important part of the overall strategy to have a successful school year. Students with health concerns, families living in multigenerational homes, and students who go home to an immune-compromised caregiver all need options that keep them and their loved ones safe. The BCTF, since the government first mentioned learning groups, has said more needs to be done on the preventative side—not just the contact tracing side. “We need to do all we can to keep teachers, support staff, students, and families safe,” said Mooring. “That’s why I was hoping the government wouldn’t rush another announcement out the door, but take the time to improve the restart plan. I know the federal government’s funding announcement was unexpected, but we should see it as a huge opportunity to work together and get things right. The train has not left the station, school has not started. There is more than enough time to use the new $242 million in federal funding to improve the safety of our schools
Sport moves into Phase 3 in B.C. ATHLETES throughout British Columbia will be able to engage in more organized sport activities and some competitive play as the Province moves to Phase 3 of the Return to Sport Guidelines. “I know athletes and their families have been missing the joy of competition these past few months,” said Lisa Beare, Minister of Tourism, Arts and Culture, on Monday. “viaSport has done a great job working with health officials and our amateur sport organizations to ensure we can safely and gradually return to game play. I encourage everyone – players, parents, coaches and volunteers – to continue to work together to make sure we can play and compete safely.” The BC Centre for Disease Control has reviewed viaSport’s Return to Sport Guidelines for Phase 3. The guidelines contain recommendations for how different types of sports now can progressively add activities back again while continuing to adhere to current public health recommendations. This new guidance addresses contact activities, cohorts, competitions, high-performance training environments and travel. “Sport is an important part of mental and physical health for children, youth, families and our communities,” said Dr. Bonnie Henry, B.C.’s Provincial Health Officer. “These guidelines will enable the social and emotional benefits of sport, while ensuring the sports activities remain as safe as possible.” Under Phase 3 of the Return to Sport Guidelines, amateur sport activities may be able to engage in: * additional training opportunities; * modified games and matches; and * league play and competitions within sport cohorts.

Peter MacKay won just over 42 per cent of the votes. O’Toole in his victory speech said: “We could be into an election campaign as soon as this fall. But as more than 260,000 passionate Conservatives have already shown in this record breaking leadership amidst a pandemic – the Conservative Party will be ready for the next
election. And we will win the next election.” He said: “Our country is currently facing its most serious economic challenges since the Great Depression. He did basic training in Chilliwack, BC; got his wings in Winnipeg, MB; and served out of Halifax, NS. Erin participated in search and rescue missions as a tactical navigator. He is bilingual. After 12 years of service, Erin retired from the military and spent the next decade working in the private sector as a corporate lawyer. He is a founding member of the Board of Directors for the True Patriot Love Foundation, a charity that serves veterans and military families across Canada. He has been elected three times in Durham (2012 by-election, 2015 and 2019). He served as Parliamentary Secretary to the Minister of International Trade before becoming Minister of Veterans Affairs, a beleaguered file he successfully turned around within 10 months at the end of the Harper government. Royal Columbian Hospital remains tops in Canada for life-saving heart procedure Cath lab performs the most angioplasties; among the best survival rates ROYAL Columbian Hospital in New Westminster remains Canada’s busiest cardiac catheterization lab with among some of the country’s best outcomes, according to the latest indicators from Canadian cardiac centres. Royal Columbian’s cardiac catheterization lab, as the health region’s emergency room for the heart, performs more angioplasties than any other hospital in the country, according to data released by the Canadian Institute for Health Information (CIHI). Angioplasty is a minimally-invasive procedure involving the use of catheters, balloons and stents to open clogged heart arteries. It is a key treatment for heart attacks. The outcomes we’re getting are outstanding,” says Dr. Gerald Simkus, an interventional cardiologist at Royal Columbian Hospital who is also the medical director for cardiac sciences in the Fraser Health region. “We have a superb team, highly-dedicated staff. We look after a region that is rapidly approaching 2 million people. The cath lab is truly where we save lives.” Royal Columbian leads Canada in the number of angioplasties for the second consecutive year, and the hospital has been the busiest in the province each year since the comparisons were first released by CIHI in 2017. With 3,029 angioplasties during the 2018-19 fiscal year, Royal Columbian remains Canada’s busiest cardiac cath lab for this lifesaving procedure. In addition, Royal Columbian Hospital is one of four centres in the country with statistically superior survival rates following angioplasty. The hospital also sees the highest proportion of high-risk cases in the province, involving patients who have suffered cardiac arrest or shock prior to the cardiac intervention. “Charitable donors who have received life-saving cardiac care know this is a group of tremendously dedicated and skilled health professionals,” notes Royal Columbian Hospital Foundation President and CEO Jeff Norris. “These grateful patients can take pride in knowing their donations are helping Royal Columbian respond to the highest number of emergency heart attacks in Canada.” Donor support for cardiac care at Royal Columbian in recent years includes a $3.3 million contribution for a full upgrade of the cath lab’s imaging and monitoring equipment. The upgrade was completed in the fall 2016. Royal Columbian Hospital’s cardiac program has served patients for more than 50 years. In November 1969, the hospital performed its first ever heart catheterization. Angioplasty and cardiac surgery have been provided at Royal Columbian since 1991, and the hospital serves a population of more than 1.8 million, or a third of all British Columbians, in both those programs.

CSIS caught misleading the courts once again “For a federal agency to repeatedly lie to the courts is a mockery of our justice system and our democracy” THE National Council of Canadian Muslims (NCCM) on Friday said it has reviewed two recent federal court decisions that collectively illustrate the failure of the Canadian Security Intelligence Service (CSIS) to fulfill its candour obligations to the court.
According to Justice James O’Reilly’s decision released on Thursday relating to the [reputed ISIS recruiter] Awso Peshdary case, it appears that CSIS used intelligence gathering illegally and withheld evidence favourable to the accused. O’Reilly’s decision comes
only weeks after the release of another Federal Court decision by Justice Patrick Gleeson in which he slammed CSIS for its “cavalier institutional approach” to the duty of candour and the rule of law, noting that this is part of a long-standing pattern that goes back years.

In response to Gleeson’s decision, CSIS Director, David Vigneault, noted that while he was instituting a plan to address the court’s findings, he was “deeply proud of the extraordinary efforts” of his agents. “It is quite clear to us that CSIS has nothing to be proud of when we are talking about misleading the courts,” said Mustafa Farooq, CEO of NCCM. “Canadians expect our national

The NCCM said that as CSIS has continued to erode trust with Canadians, it is again calling on federal Public Safety Minister Bill Blair to reform CSIS’ culture through mandating diversity, equity, and inclusion audits, and bringing CSIS under whistleblower legislation as has been done in other jurisdictions.
Surrey RCMP issue 4 COVID-19 fines over weekend OVER this past weekend, Surrey RCMP issued four violation tickets to businesses and event organizers following repeated contraventions of the Provincial Health Officer’s COVID-19 orders. Following the Minister of Public Safety and Solicitor General’s announcement on August 21 of new fines for non-compliance with COVID-19 health orders, the Surrey COVID-19 Compliance and Enforcement Team (CCET) issued $2,300 fines to one restaurant, two event/banquet spaces, and one after hours club on August 23. Each of these places had been subject to previous warnings by CCET. Unfortunately, a number of Canuck fans celebrating the team’s win on August 21 also chose to ignore physical distancing requirements when upwards of 1,000 people gathered at the corner of Scott Road and 72nd Avenue. Although Surrey RCMP and Delta Police Department were in attendance, however, due to the size of the crowd, their focus had to remain on pedestrian and traffic safety. A total of seven violation tickets were issued for seat belt violations as a result of occupants hanging out of windows or sunroofs. “Canuck fans who gathered in large groups without masks on Friday night should consider this to be their warning,” said Sgt. Roger Green of the Surrey COVID-19 Compliance and Enforcement Team. “The public and the police are not happy with the dis-
regard for physical distancing and expect you do to better for the sake of your families, yourselves, and your fellow residents.” CCET conducted a total of 429 checks on Saturday and Sunday at various businesses, event spaces, and faith-based institutions, with 425 of those in compliance with provincial health orders. Since March 2020, CCET has been proactively conducting outreach around Surrey to ensure that residents, business owners and organizations understand their obligations to stop the spread of COVID-10 by following health orders. CCET, which is made up of Surrey RCMP officers and City of Surrey bylaw officers, conducts approximately 60 proactive compliance checks each day, as well as responding to calls for service. The Surrey RCMP and Delta Police will be present at 72nd Avenue and Scott Road following each Canucks playoff game to ensure the safety of celebrants, drivers and pedestrians in the area. They are asking everyone to ensure that they comply with COVID-19 public health orders while celebrating – this includes no congregating of more than 50 people in one area, and maintaining physical distancing. Richmond RCMP issue business a $2,300 COVID-19 fine AT approximately 9:30 p.m. on Saturday, August 22, Richmond RCMP attended a private sports centre in the 2300-block of No 6 Road, after receiving a complaint that management there was not complying with social distancing rules and regulations. Frontline officers attended the location finding a significant amount of people past the 50-person limit as set out in
requirements of the Provincial Health Officer guidelines. It was also learned that the location was doing little to encourage social distancing, proper sanitization or contact tracing. Cpl. Ian Henderson said: “Initially, investigators took an educational approach when dealing with the participants and spectators at the facility, but it was quite clear that the business needed further
incentive to comply with the PHO’s guidelines.” The operator of the facility was issued a $2,300 Violation Ticket, under section 23.3(2) of the new COVID-19 Related Measures Act, for a contravention of the Provincial Health Officer Gatherings and Events Order. Richmond RCMP also attended a number of private gatherings over the weekend, opting
to educate people rather than issue violation tickets. The RCMP pointed out that individuals are also subject to a $230 fine if they fail to follow the request of a business owner or event organizer to comply with the terms of the PHO order on gatherings and events. “It is disappointing that people still aren’t getting the message. Whenever possible, we will take an educational approach
to the Public Health Officer’s orders, but for those businesses operating in blatant disregard for the PHO’s orders, the RCMP will be considering violation tickets under the new CMRA,” said Henderson. Richmond RCMP say they are committed to promoting public safety in their community and will continue to enforce provisions of the COVID-19 Related Measures Act where
needed. Harpneet K. Bath of B.C. and her mother sentenced for fraudulent arson conspiracy in U.S. ASHLAND, Kentucy: A Greenup, Kentucky woman, Manjit K. Singh, 49, and her daughter, Harpneet K. Bath, 27, a resident of British Columbia, Canada, were sentenced in federal court on Wednesday, to 18 months and 9 months in prison, respectively, by U.S. District Court Judge David L. Bunning, for conspiring to burn down Singh’s convenience store in Greenup, in order to fraudulently obtain insurance proceeds. In her plea agreement, Singh admitted to offering a confidential informant $5,000, in January 2020, to burn down the convenience store she owned and operated, Wolf’s Food Mart and Pool Hall, in Greenup. The store was insured by Scottsdale Insurance Company, and Singh intended to burn it down for the purpose of collecting insurance
proceeds. Singh acknowledged instructing the informant on how she wanted the arson to be performed, and promised him that he would receive $1,000 up front, and the remaining $4,000 after she received the insurance proceeds from the fraudulent claim of fire loss. Bath admitted to traveling from Canada to Greenup, in order to help her mother commit the fraud. In their plea agreements, both admitted that they met with the informant on the eve of the planned arson. At that meeting, Bath gave him $900 in cash and obtained his bank account information, so she could wire him the remaining funds, once the insurer paid the fraudulent claim. Three people charged for thefts of catalytic converters in Surrey CHARGES have been sworn against three men in connection with a series of catalytic converter thefts in Surrey. In response to the rise of catalytic converter thefts, the Surrey RCMP Property Crime Target Team (PCTT) officers initiated a project in September 2019. Across the Lower Mainland, thieves have targeted catalytic converters for their valuable metals which are then converted to cash when they are sold as scrap. Thieves often target vehicles that are higher up from the ground, such as minivans or SUV’s, to allow easier access to the underside where the catalytic converter is located, say Surrey RCMP. As a result of the on-going PCTT investigation, 39-year-old Stephen Pelland, 40-year-old Chad Pollard, and 49-year-old Richard Mantler, were collectively charged with 13 offences related
to the theft of catalytic converters, which allegedly occurred between March through July. 124 new COVID-19 cases in B.C.; no new deaths ADRIAN Dix, Minister of Health, and Dr. Bonnie Henry, Provincial Health Officer, on Friday announced 124 new cases of the novel coronavirus (COVID-19), including one epi-linked case since we reported on Thursday, for a total of 5,496 cases in British Columbia. Fortunately, there was no new COVID-19-related
deaths, and the total number of deaths stands at 204 in the province. There are 974 active cases of COVID-19 in the province, 2,796 people who are under active public health monitoring as a result of identified exposure to known cases, and 4,310 people who tested positive have recovered.
Currently, 23 individuals are hospitalized with COVID-19, seven of whom are in intensive care. The remaining people with COVID-19 are recovering at home in selfisolation. Since the start of the pandemic, there have been 1,791 cases of COVID-19 in the Vancouver Coastal Health region, 2,878 in the

Fraser Health region, 174 in the Island Health region, 433 in the Interior Health region, 142 in the Northern Health region and 78 cases of people who reside outside of Canada. There have been no new health-care facility outbreaks. In total, nine longterm care or assisted-living facilities and two acute-care facilities have active outbreaks. There have been no new community outbreaks, although there continue to be community exposure events. The community outbreak in Haida Gwaii has now been declared over, with no new cases identified
for two incubation periods. Alerts are posted on the BC Centre for Disease Control’s (BCCDC) website, as well as on health authorities’ websites, providing details on where the potential exposure occurred and what actions to take – whether you need to self-isolate or monitor for symptoms. Dix and Henry added: “COVID-19 requires new ways of living our lives with new precautions and routines for ourselves and our families, whether at home, work, school or when spending time with others. This includes keeping our numbers of contacts low, especially at indoor parties and
events, whether in a hall or in our own home. We have seen transmission from even small events, and the last thing we want to do is pass COVID-19 to those we are closest to. “This weekend, let’s remember to use the layers of protection that keep ourselves and those around us safe. This is also a good time to think about the new routines that will be part of our activities into the fall. “The efforts we make today make the difference for all of us tomorrow, so let’s renew our commitment to doing what we can to keep our province and ourselves safe.”

CRIME OF THE WEEK SHOOTING DEATH OF RAVINDER SANDHU Unsolved Crime: Shooting Date: February 7, 2020 Location: 6339 200 Street The Integrated Homicide Investigation Team (IHIT) is calling on the public to help further its investigation into a fatal shooting in Langley, B.C. On February 7, 2020 at around 9:30 p.m., the Langley RCMP responded to reports of shots fired at the parking lot of the Langley Crossing Shopping Center at 6339 200 Street. Ravinder Singh Sandhu, 42-years-old, was found shot inside his vehicle by first responders. He was transported to hospital where he remained in critical condition until just recently, when he died of his injuries. IHIT has conduct of the investigation and is working closely with the Langley RC M P, t h e I n t e g r a t e d Fo r e n s i c Identification Services and the B.C.
Coroners Service to gather evidence. Investigators are looking to speak with any witnesses who have yet to come forward and requesting dash cam video from anyone who was traveling in and around the area, before and after the shooting. “Mr. Sandhu was known to police and his murder is believed to be a targeted incident. We share the community's concern over this shooting in a public place that left one man dead and placed other lives at risk, says Sergeant Frank

Intelligence alert over Sikhs For Justice’s call for ‘Punjab Bandh’ New Delhi (IANS): Indian intelligence agencies have issued an alert after information was received that secessionist group Sikhs For Justice (SFJ) has given a call for a ‘Punjab Bandh’ at the end of this month. The pro-Khalistan group, which was declared an “unlawful association” by the Ministry of Home Affairs in July last year, in a recent message called for a “Punjab Bandh” on August 31 to commemorate the 25th death anniversary of Dilawar Singh -- the assassin of former Punjab Chief Minister Beant Singh. Congress leader Beant Singh, who was the Chief Minister of Punjab from 1992 to 1995, and 16 others were killed in a car bombing outside the Civil Secretariat in Chandigarh on August 31, 1995. Dilawar Singh, a Punjab Police officer, had acted as a suicide bomber to assassinate Beant Singh. In its bandh call, the SFJ has offered reimbursement of travel expenses for return trip to Amritsar to Sikhs who will attend Ardas at Akal Takht on August 31. A high alert has been issued and Punjab Police has been asked to make foolproof arrangements to avoid any untoward incident in the state, as SFJ’s main promoter
Gurpatwant Pannun Gurpatwant Pannun, a New York-based attorney who practices as a lawyer for asylum seekers in the US, called for the ‘bandh’. Pannun, in the call, mentioned that Shiromani Gurdwara Parbandhak Committee (SGPC)-appointed Jathedar of Akal Takht, Giani Gurbachan Singh, in 2012 had declared Beant Singh’s assassin Dilawar Singh as a “Qaumi Shaheed”. “SFJ is humbled to offer this seva to Sikhs in Punjab who wish to attend Ardas at Akal Takht on August 31,” said the call. Citing an Amnesty International report on the situation in Punjab during 1992-95, Pannun stated that “Bhai Shaheed Dilawar Singh indeed put a halt to the genocide of Sikhs under
Beant’s rule.” He added: “We urge people of Punjab to shut down all businesses except essential services such as clinics and pharmacies on August 31 in respect of Quami Shaheed Dilawar Singh.” Citing the 1995 report by Amnesty International on the situation in Punjab, Pannun said: “Grave human rights violations have been perpetrated in Punjab by the police in their efforts to suppress an often violent campaign for the establishment of a Sikh homeland in a state called Khalistan.” These violations, he claimed, include scores of “disappearances, extrajudicial killings, widespread torture, unacknowledged detentions as well as deaths in custody”. The US-based SFJ outfit, Indian agencies allege, has links with Pakistan-based terrorist organisations. Formed in 2007 with Avtar Singh Pannun as its President along with Gurpatwant Pannun, the source said SFJ has been running its secessionist campaign for the last three years in the garb of ‘Referendum 2020’ for the “self-determination of Sikhs” which it plans to hold in November 2020 in India and in countries where the Sikh diaspora exists.

Sukhbir Badal seeks medical college in cancerhit Punjab district
Chandigarh (IANS): Shiromani Akali Dal (SAD) President Sukhbir Singh Badal on Sunday requested the Finance Commission to allocate Rs 100 crore [1,000 million] for setting up a medical college in cancer-hit Fazilka to augment medical services in the border district of Punjab. In a letter to the Chairman of the 15th Finance Commission, N.K. Singh, he said the medical college-cum-hospital proposed by him could serve as a focal point for not only the Malwa region but also the neighbouring districts of Haryana and Rajasthan. He recommended that it be attached to the district hospital at Fazilka. Sukhbir Badal said there was an extreme deficit of basic facilities and healthcare in the government sector in Fazilka. He said due to low income levels of the population, private health services were also rudimentary. He said the district had only 0.7 to 0.9 hospital beds per thousand population and one doctor served 6,183 people in the district compared to 578 persons served in Patiala. The SAD President told the Finance Commission Chairman in his letter that Fazilka also accounted for the highest prevalence of cancer in the country. He said a train from Punjab’s Malwa region to Rajasthan was infamously referred to as “Cancer Express” since it ferried only cancer patients for treatment.

Congress Working Committee decides Sonia Gandhi to continue for now New Delhi (IANS): After marathon and dramatic events in the Congress Working Committee (CWC) meeting on Monday, the loyalists have turned the tables on the dissenters as the CWC has decided that Sonia Gandhi will continue as interim party chief till a new President is elected and the next meeting will be called in six months. Party spokesman Randeep Surjewala said: “The CWC authorises the Congress President to affect necessary organisational changes that she may deem appropriate to take on the challenges listed above. In the light of the above deliberations and conclusions, the CWC unanimously requests Sonia Gandhi to continue to lead the Indian National Congress until such time as circumstances will permit an AICC session to be convened.” “No one will be allowed to
weaken the party and its leaders. The CWC makes it clear that no one will be or can be permitted to undermine or weaken the party and its leadership at this juncture. The responsibility of every Congress worker and leader today is to fight the pernicious assault on India’s democracy, pluralism and diversity by the Modi government,” said senior party leader K.C. Venugopal. The CWC meet started with Sonia Gandhi offering to quit and Rahul Gandhi questioning the timing of a letter by the ‘dissenters’. As the message of Sonia Gandhi was read, former Prime Minister Manmohan Singh was the first to request her to continue while A.K. Antony said the letter was “cruel”. Rahul Gandhi questioned the timing of the letter as Sonia Gandhi was in the hospital at the time and the party was

al times after it was reported in a section of the media that Rahul Gandhi had claimed that the letter was written in “collusion with the BJP”, and on this senior Congress leader Kapil Sibal attacked Rahul Gandhi. But later the party clarified its position and even Rahul Gandhi called up Sibal to clear the doubts. Later Sibal too retracted his earlier tweets and said he “was informed by Rahul Gandhi personally that he (Rahul) never said what was attributed to him. I therefore withdraw my tweet.” Veteran leader Ghulam Nabi Azad too toed the same line, saying, “A section of the media is wrongly attributing that in the CWC I told Rahul Gandhi to prove that the letter written by us was in collusion with the BJP. Let me make it very clear that Rahul Gandhi has neither in the CWC or outside said that this letter was written at the
behest of the BJP.” He said he was responding to leaders outside the CWC and, sources said, specially to Haryana Congress leader Kumari Selja. At the meeting, Rahul Gandhi was emotional and said that as a son he was quite disturbed at the timing of the letter to Sonia Gandhi. But the leaders who wrote the letter said that they didn’t questioned Sonia Gandhi’s leadership. The stage was set on Sunday when scores of leaders sided with the Gandhi family and the ‘dissenters’ were marginalised. Sonia Gandhi, at the end, said that the CWC leaders should work for the party without any prejudice and with a goal of strengthening the party and that she had no ill will and considered everybody as her family.
GST compensation: States get 7 days to choose between two options New Delhi: The Centre on Thursday proposed two options for States to borrow in order to meet compensation shortfall. The States will come back within seven days and then GST Council will take final decision. “The Centre will work with the RBI (Reserve Bank of India) to facilitate borrowing so that interest rates do not vary,” Finance Minister Nirmala Sitharaman said after chairing a five-hour meeting of the GST Council. The meeting was called to discuss the means ‘Why should all suffer?’: Supreme Court on plea to delay exam for foreign MBBS: The Supreme Court on Thursday declined to entertain a plea seeking to postpone the Foreign Medical Graduates Examination (FMGE), a licensure examination held for students who have done MBBS courses from foreign countries, slated for August 31. A plea was filed in the top court stating that several students are struck in foreign countries and they are not in position to return to

Option 2: The entire GST compensation gap of Rs 235,000 crore of this year can be borrowed by the states, again through a special window of the RBI. The repayment of principal and interest would be linked to compensation cess receivables. This means cess could be levied beyond five years on 29 items falling in the 28% category such as automobiles, cement, and air-conditioners. Sitharaman said that the aim would be to facilitate borrowing through a special window of the

National Investigation Agency names JeM Chief Azhar, brothers in Pulwama attack chargesheet New Delhi/Jammu (IANS): The National Investigation Agency (NIA) in its chargesheet in the 2019 Pulwama terror attack case has named Jaish-e-Mohammad chief Masood Azhar, his brothers Abdul Rauf Asghar and Ammar Alvi, slain JeM terrorist Mohammad Umar Farooq, suicide bomber Adil Ahmed Dar and other terrorist commanders operating from Pakistan. These are apart from the six accused arrested in the case. The NIA has filed a 13,500-page chargesheet in the special NIA court in Jammu along with the pictures and digital evidence of the Pulwama terror attack. An NIA official told IANS: “The agency filed a chargesheet (on Tuesday) against Azhar, Asghar, Alvi, their slain nephew Farooq, six arrested accused, and absconding accused Sameer Dar in the Pulwama terror at-
tack case at a Jammu special NIA court.” The NIA said that it has also named two Pakistani nationals - Mohammad Kamran and Mohammad Ismail alias Saifuddin - both IED experts. The official said that the agency has prepared a watertight case against the people named in the chargesheet along with all the irrefutable evidence, including their chats and call details to highlight the role of Pakistan in
the February 14, 2019 attack in which 40 CRPF troopers were killed. The official said that this attack was a plot hatched by the Pakistan-based terror group to project the attack as part of the home-grown militancy in Kashmir. The NIA has also accused several top commanders of the terrorist group in its chargesheet. The agency arrested Mohammad Iqbal Rather, 25, a resident of Budgam, Jammu and Kashmir in July this year. He is accused of facilitating the movement of Farooq, the JeM terrorist and a key conspirator in this case, after he infiltrated into Indian territory in Jammu region in April 2018. Farooq, along with others, had assembled the IED used in the terror attack. The NIA in its chargesheet allegd that Farooq, who infiltrated
in India, was an IED expert. Farooq along with suicide bomber Adil and absconding terrorist Sameer Dar prepared the IED that was placed in the Maruti car that was used in the terror attack. Sameer had come out of the car 500 meters away from the attack site. Earlier, the NIA found that Rather was in constant touch with the Pakistan-based leadership of the JeM and was in communication with them over secure messaging applications and was also part of the transportation module of the terrorist organisation. The other five accused arrested who are named in the chargesheet are Shakir Bashir, Mohammad Abbas Rather, Waiz-ul-Islam, and the father-daughter duo of Tariq Ahmad Shah and Insha Jan - all alleged to be workers of the JeM.
Pakistan rejects ‘fabricated’ National Investigation Agency chargesheet in Pulwama attack New Delhi (IANS): Pakistan on Wednesday rejected India’s National Investigation Agency (NIA) chargesheet in the Pulwama attack of 2019. “Pakistan categorically rejects the so-called ‘chargesheet’ by India’s National Investigation Agency (NIA), which mischievously attempts to implicate Pakistan in the Pulwama attack,” said a statement from Pakistan’s Foreign Ministry. “The fabrications in the reported ‘chargesheet’ are patently designed to further the
BJP’s anti-Pakistan rhetoric and its narrow domestic political interests,” Pakistan has alleged. Relying on prevarications, Pakistan sought to whitewash the charges levelled against it after an exhaustive investigation. The statement read that at the outset, Pakistan had rejected India’s baseless allegations and expressed readiness to extend cooperation on the basis of any actionable information.
“India failed to provide any credible evidence for its invective and has instead been using the attack for its malicious propaganda campaign against Pakistan,” it said. Pakistan said the timing of the Pulwama attack, just two months before the Lok Sabha elections in India, and the fact that the key accused in the attack have already been killed by Indian forces, raise too many questions. “The world knows well as to who benefited the most from
the Pulwama attack and drew electoral dividends,” Pakistan alleged. Islamabad said it would be recalled that Indian military aircraft engaged in belligerent action against Pakistan on February 26, 2019. “The Indian misadventure was effectively countered by the Pakistan Air Force, which resulted in the downing of two Indian warplanes and capture of an Indian pilot. Despite India’s provocations, the Indian pilot was released by Pakistan
as a peace gesture,” it said. “In response to a paper shared by the Indian Government following the Pulwama attack, Pakistan constituted a high-level investigation team to examine its contents. As the information provided by India was incomplete, patchy and unsubstantiated, Pakistan shared two Aides-memoire, seeking further information and supporting evidence from India. India has been unable to provide any corroboration of its unfounded allegations,”
Pakistan said. “Pakistan has been forewarning the international community about India’s use of ‘false flag’ operation and possible ill-conceived misadventure. With the approaching state elections in India, the RSS-BJP ploy of raising the Pakistan bogey again for making electoral gains is palpable. We warn the world community again to be cognizant of its dangerous consequences for peace and security in the region,” Pakistan said.
Approached UK for Nawaz Sharif’s extradition: Pakistan PM’s aide Islamabad (IANS): Terming former Pakistan Prime Minister Nawaz Sharif an “absconder”, the Prime Minster’s Adviser on Accountability and Interior, Shahzad Akbar, has said that his four-week bail on medical grounds expired in December last year and the government had already approached the UK government for his extradition. “The government is treating him (Sharif) as an absconder and has already sent a request to the British government to extradite him,” Akbar said while addressing a press confer-
Nawaz Sharif ence in Lahore on Saturday. “His strolling on London roads is a slap in the face of the judiciary and the government cannot allow this. There is nothing personal in it: we are only trying to implement the law
and fulfil its requirements,” he maintained. Akbar said that the government would request the National Accountability Bureau (NAB) to pursue Sharif ’s extradition as well and it was also looking into legalities of guarantees of Shahbaz Sharif, who was supposed to escort his elder brother back to Pakistan after his medical treatment, the Dawn reported. Akbar also claimed that the ex-premier submitted fake lab reports. He said that on October 29 last year the court granted Sharif eight-week
bail for treatment within Pakistan and on November 16, he got a four-week permission to travel abroad for treatment. According to Akbar, the former Prime Minister was supposed to keep the court and the Punjab government updated about his treatment by sharing the details of the process of his treatment and test reports which he didn’t do. He said that Sharif applied to the Punjab government for bail extension on February 19. A medical board was constituted which sought details of medical pro-
cedures being done and test reports of Sharif, but nothing was shared. He said that the law ministry, NAB and the prison department were informed about the bail expiry and rejection of its extension when the medical board got nothing as evidence. He said the UK government was also informed about the development on March 2 with a request for Sharif ’s extradition. Commenting on recent pictures of Sharif, Akbar said that the former premier looked perfectly fine in the pictures being shared by his sons.

Punjab Police raids ex-DGP’s house in 29-year-old kidnapping case Chandigarh (IANS): Punjab Police on Friday morning raided the residence of former state Director General of Police Sumedh Singh Saini, but could not find him there. Saini, who is now older than 60 years, was considered a blue-eyed boy of militancy-era police chief K.P.S. Gill, who was credited with eliminating militancy in the state.
Saini was booked in connection with the 29-year-old ‘abduction’ case of Balwant Singh Multani in May this year. Mohali on May 7. The kidnapping case was related to a bomb attack on Saini by the Khalistan Liberation Force militants in 1991. At that time, he was the Senior Superintendent of Police and posted in Chandigarh. He survived with injuries, but his three security personnel were killed. A Central Bureau of Investigation (CBI) probe into Multani’s disappearance began in 2007 against Saini but he got the relief from the Supreme Court and the probe stopped. Saini, who was removed from the top post by Chief Minister Parkash Singh Badal in 2015 following incidents of sacrilege of Guru Granth Sahib and subsequent violence in the state in which the police force was accused of excesses that
left two people dead, does not have good relations with current Chief Minister Amarinder Singh. In fact, Saini had challenged the Vigilance Bureau’s closure report in the multi-crore Ludhiana City Centre scam involving Amarinder Singh. For quite some time, Amarinder Singh had been seeking a probe into the fake gun battles and extra-judicial killings alleged to have taken place during militancy in Punjab. Taking cognizance of the revelations made by a former Punjab Police constable, Gurmeet Singh, alias Pinky, wherein he had alleged in 2015 that a number of people were killed without trial during militancy in Punjab, Amarinder Singh had demanded the dismissal of DGP Saini and registration
of a case against him. The Chief Minister has already rejected Saini’s allegation of political motivation in the filling of the FIR against him. There was no question of political interference, the Chief Minister has said, asserting the law would take its course in the matter. A police spokesperson said the case against Saini was filed on the basis of a fresh application by the victim’s brother Palwinder Singh Multani, a resident of Jalandhar. The spokesperson said the complainant had cited the Supreme Court order of December 7, 2011, that it was “open to the applicants who had filed the petitions under Section 482 of the CrPC to take recourse to fresh proceedings, if permissible in law”.
Reconvene Punjab Assembly session next month, says Akali Dal Chandigarh (IANS): The Shiromani Akali Dal (SAD) on Friday urged Punjab Governor V.P. Singh Badnore to direct the Congress government to reconvene the Vidhan Sabha next month to discuss the burning issues of the state, saying the government has used the pretext of COVID-19 to run away from facing the ire of the people. In a letter to the Governor, the legislative group led by Sharanjit Singh Dhillon and other SAD legislators said that this intervention is necessary as there is a complete breakdown in parliamentary procedures in the state and corrective steps need to be taken to prevent the Congress government from making a mockery of democracy. The legislators also brought to the notice of the Governor the ‘oppressive’ tactics of the Vidhan Sabha Speaker and the Congress government which asked Chandigarh Police to barricade the residences of opposition legislators to prevent them from stepping out of their houses ahead of the session. They said never before in the history of the state had the movement of elected representatives, who had already announced that they would act
responsibly, been restricted in this manner. They also urged the Governor to order an inquiry into the forced house arrest of SAD legislators. The legislative group said the one-hour session of the Assembly called by the government to fulfil its constitutional duty was against the spirit of democracy as well as parliamentary procedures. The legislators said that other state Assemblies as well as the Parliament are being convened for duration of up to two weeks and the Punjab Vidhan Sabha should be reconvened next month and due directions should be given to the state government at the earliest. Speaking about the pick-and-choose policy of Speaker Rana K.P. Singh, the legislators said the Speaker had deliberately made the legislators ineligible to attend the one-hour session. “If no contact with COVID-19 positive MLAs is the sole criterion for admission as has been related by the Speaker, then the latter is also ineligible to attend the session under the same rules. So are most Congress legislators who were in close contact with their colleagues who have tested COVID-19 positive,” said the legislators.

Punjab Police bust multi-million bank fraud Chandigarh (IANS): Punjab Police’s cyber crime cell on Thursday achieved success in busting a high-tech multi-million bank fraud racket operating in the state with the arrest of a notorious key member of the gang Amit Sharma. Additional Director-General of Police and Director of the Bureau of Investigation, Arpit Shukla, said the cyber crime cell investigated this case on the complaint of Vijay Kumar, Location Manager of HDFC Bank, who had complained of a fraud of around Rs 20 million from a bank account. During the investigation, it was found that the fraudster had siphoned off money from the account and transferred it to five different bank accounts. These bank accounts were opened using fake identity. Revealing the modus operandi, Shukla said the fraudster changed the email IDs and mobile numbers registered with the bank account of the victim and became the virtual controller of that account. Later Amit Sharma impersonating Akash Arun Bhatia, the victim, gained Internet access to his bank account. Thereafter, the accused transferred the
money to five different accounts opened in the name of Vikram Singh by submitting forged documents. During the course of the investigation it was found that all government identity proofs, including chip-based driving licenses, PAN cards, hologram containing voter ID cards, etc., provided as KYC documents for opening of bank accounts and for obtaining mobile numbers were fake. All the cash withdrawals were done by the fraudsters through ATM cards and cheques, thereby leaving no trail for the police to follow. Moreover, the mobile numbers used became functional only during the commission of the crime and remained non-accessible thereafter, he added. Shukla said during the investigation it was found that the racketeers were operating from Ludhiana as the mobile phones when used to commit the crime were located there. Physical search and door-to-door verification of the area where these phones were operational was conducted during the investigation.
