Paramjit Masutta, 48, pushes twin daughters to safety before being killed by runaway cargo truck

Surrey Police Service is here to stay YES, the newly formed Surrey Police Service is here to stay and sources involved in the transition say the Hells Angels controversy that a member of the Surrey Police Board finds himself in isn’t expected to be a major setback. They say the new police force “is on track to go ahead. A source, who didn’t want to be identified, told The VOICE: “I don’t think they can let one incident like this just shelve the whole process. The controversy about the appointment of Semiahmoo First Nation Chief Harley Chappell to the Surrey Police Board has embarrassed the NDP government and shocked British Columbians. Vancouver Sun’s Kim Bolan last week caused a sensation when she revealed that Chappell attended a 2018 memorial service for the wife of a founder of the Hells Angels White Rock chapter and posed for several photos with Hells Angels members. Also, in November 2019, Chappell posted a birthday tribute to his dad Phillip Chappell that included a photo of Phillip wearing the Hells Angels “colours. Chappell has said that his dad left the Hells Angels in 1992 and that he personally has no connection to them. But that does not seem to reassure many Surrey-ites and others who note that it is all about perception. The source noted: “Obviously they (Ministry of Public Safety) didn’t know about this. So the Solicitor General will do an investigation and if they find out that this guy can’t serve, then that will be the end of it. They will have to appoint someone else. But I don’t think that necessarily contaminates the whole police board. Asserting that the government is committed to the transition, he said it wasn’t unusual to come across “some blips along the way. Noting that the ministry usually does thorough checks on candidates for appointment to a police board that includes interviewing them, he said: “So I would have thought that he (Chappell) would have told

(L-R) Harley Chappell, Norm Lipinski and Brenda Butterworth-Carr. whoever was interviewing him from the solicitor general’s department that this was a problem. What he should have said is ‘look, this is a part of my past and I still think I can serve and that shouldn’t be held against me.’ That probably would have been the smart thing to do. The Public Safety Ministry told The VOICE this week: “The Surrey Police Board has been established and the Board as a whole is leading the transition. This includes collaboration and cooperation with all key partners to ensure an orderly transition that prioritizes public safety.

MEANWHILE, Surrey Police Service’s Chief Constable Norm Lipinski, who was Deputy Chief Constable of Delta Police, started his new job on Monday. On Tuesday, he told the Surrey Police Board that the new service was building an executive team. “We’ll be doing interviews this week for deputy chiefs and hopefully be able to announce at least one in the near future, he said. Lipinski told the Board that he had established communications with both the Surrey RCMP Detachment and the E Division “right up to the commanding officer and that he had a number of meetings. He said that he “and a few others are working on the crest that will

MEANWHILE, former RCMP Deputy Commissioner Brenda ButterworthCarr who was appointed Assistant Deputy Minister and Director of Police Services, Policing and Security Branch, Ministry of Public Safety and Solicitor General, in March of 2019 quit on Wednesday. The VOICE reported online (voiceonline.com) that “the timing is rather suspicious because the unexpected move comes just when Public Safety Minister and Solicitor General has demanded an explanation from his ministry officials about the controversy regarding an apparent lack of proper vetting of those who were selected for the Surrey Police Board. However, the ministry tells The VOICE: “A comprehensive vetting process did take place for all members of the Surrey Police Board. There is no connection to the resignation of ADM ButterworthCarr. ADM Butterworth-Carr’s decision to leave her position is solely due to personal and family circumstances. Also, Mike Farnworth, Minister of Public Safety and Solicitor General, said in a statement: “Brenda Butterworth-Carr has been an exceptional leader during her

SUPER VISA

tenure as ADM and Director of Police Services. I am sorry to see Brenda leave the provincial government but I respect her decision to focus on an unanticipated personal and family matter. Since joining the Policing and Security Branch (Spring 2019), she has led the largest police model transition in Canada; changing the core policing model in the province and developing new policing standards. I am proud of the work she has done and we will miss her greatly. I am confident that the Branch will continue its high standard of support for policing and public safety in British Columbia. In a letter to her “colleagues dated December 16, ButterworthCarr wrote that she is leaving “to focus on personal matters and spend time with my family. She said: “I am writing to advise you that after thoughtful consideration, I have made the difficult but necessary decision to leave the Provincial Government, and my role as Assistant Deputy Minister and Director of Police Services, early in the New Year to focus on personal matter and spend time with my family. She added: “Over the next few weeks, plans for the transition to a new ADM and Director of Police Services will be confirmed, and this information will be shared with you as soon as it is available.

IT was a heroic act by 48-year-old Paramjit Masutta just before she died. On Tuesday, December 15, at approximately 2:45 p.m., Surrey RCMP received a report of a collision involving two motor vehicles and a pedestrian near 144th Street and 61A Avenue. An unoccupied cargo truck rolled into traffic where it struck a vehicle. The unoccupied cargo truck then continued travelling onto the sidewalk and struck a female pedestrian. That pedestrian was Masutta, who was walking with her eight-yearold twin daughters. Apparently, she managed to push them to safety just in time. Surrey Fire Service and BC Ambulance Service also responded to the collision. Despite all attempts to revive Masutta, she succumbed to her injuries. The driver of the vehicle remained on scene and was cooperating with police. According to media reports, the cargo truck driver is a contractor hired by Amazon. Amazon in a statement to the media said: “Our thoughts and deepest sympathies are with the family and loved ones during this difficult time. We are working with law enforcement and the delivery service partner as they investigate.

Komagata Maru Story Board Sign to be installed in North Delta Social Heart Plaza THE City of Delta will install a Komagata Maru Story Board Sign in the North Delta Social Heart Plaza so that residents may be better informed of the hardships and struggle that the passengers of the Komagata Maru endured. The City of Delta Council passed a motion on Monday to recognize the passengers of the Komagata Maru. Raj Singh Toor, Vice President and Spokesperson for the Descendants of the Komagata Maru Society, had requested the Council in December 2019 to recognize the passengers of the Komagata Maru. The society comprises 15 families all over Canada who claim they are direct descendants of those passengers. He then had a meeting with the City of Delta Heritage Advisory Commission last July. A motion to recognize the passengers of

Raj Singh Toor and George V. Harvie the Komagata Maru was passed unanimously. Toor thanked Delta Mayor George

V. Harvie, Mayor office advisor Param Grewal, Delta Councillors, the City staff and the City of Delta

Heritage Advisory Commission for their work in making this Komagata Maru Story Board Sign a reality. “We can’t undo the past, but we can move forward and leave a legacy for future generations by educating them about the past. This new Komagata Maru Story Board Sign in the North Delta Social Heart Plaza will help educate the community and remind us of Delta’s diverse makeup. I hope that it will help in connecting British Columbians, Canadians, and Delta residents with their past, in order to build a more peaceful and tolerant tomorrow,” said Toor. “I am proud of Council for approving a new sign remembering the Komagata Maru. I look forward to seeing the sign installed at the North Delta Social Heart Plaza where all Deltans will be able to learn about this important part of our history and feel the impact it still has today. Recognizing and acknowledging our past helps to provide a more inclusive present and a positive, diverse future,” said Harvie. According to a federal government website: “On May 23, 1914, the Komagata Maru reached Vancouver’s harbour via Hong Kong and Japan carrying 376 prospective South Asian immigrants who hoped to settle in Canada. The passengers, however, did not receive a friendly welcome. Their arrival provoked massive opposition from the public, and prevalent ideas of race and exclusion held by the majority of the local population led to an outpouring of racial rhetoric and considerable effort to force the ship’s return to India. In response to this backlash, the local South Asian community came together to fight the deportation of the passengers. While a legal challenge mounted, the community was unsuccessful and the vast majority of the passengers were forced to leave.”

Amar Najat Jalal, 19, shot dead in targeted hit in East Vancouver

VANCOUVER Police are investigating the murder of 19-year-old Amar Najat Jalal on Friday night in East Vancouver. Police were called to East 5th Avenue and Cassiar Street for reports from witnesses of shots fired just after 8 p.m. Vancouver resident Jalal was found in the middle of the

intersection suffering from gunshot wounds. Attempts to revive him from Vancouver Fire Rescue Services and paramedics were unsuccessful. He was pronounced dead on scene. “A grey pickup truck was found fully engulfed in flames in the north lane of East 5th

Avenue, just around the corner from where the victim’s body was found,” said Constable Tania Visintin on Saturday. “Preliminary evidence indicates this vehicle could be connected to the shooting.” Investigators believe this was a targeted incident and there are no public safety concerns.

Anyone with information or anyone who has dash cam footage in the area of East 5th Avenue and Cassiar Street between 7 and 9 p.m. on December 11 is asked to call VPD Homicide detectives at 604-717-2500 or Crime Stoppers at 1-800-222-8477. This is Vancouver’s 18th homicide of 2020.

Shooting connected to Lower Mainland Gang Conflict in Newton

THE Surrey RCMP General Investigation Unit (GIU) is investigating a shooting with ties to gang activity in Newton. Shortly before 2 a.m. on Friday, December 18, Surrey RCMP responded to a report of shots fired in the 6200-block of

AFTER a thorough examination of this extensive scene, Burnaby RCMP fire investigators have determined that the structure fire that occurred at Burnaby Hospital in the evening hours of Sunday, November 15 was an act of arson. The emergency department could not admit patients for a period of time and patients were diverted to other hospitals. Medical appointments and some surgeries were also rescheduled.

Police are asking all staff and medical staff who were working at Burnaby Hospital on November 15 who may have seen anyone or anything suspicious or unusual to come forward and speak to them. “We would also ask any member of the public with information pertaining to the arson to please come forward as well,” said Burnaby RCMP. New COVID-19 outbreak at Burnaby Hospital

FRASER Health on Tuesday declared a new outbreak at Burnaby Hospital after evidence of transmission in a medicine unit. Three patients at Burnaby Hospital have tested positive for COVID-19. The outbreak is limited to the medicine unit, which is temporarily closed to admissions. The hospital, including the Emergency Department, remains fully operational. Fraser Health said it continues to implement precautions, including enhanced cleaning, as well as contact tracing to protect the health of all staff,

medical staff, and patients. Fraser Health has notified all patients on the affected unit about the outbreak and, in addition, has informed the families of patients who are unable to share this information. Burnaby Hospital is working with essential visitors to the affected unit on a case-by-case basis. Fraser Health says that at this time, it is critically important for people living in the region to use the COVID-19 assessment tool and get tested as soon as you have COVID19-like symptoms, even mild

ones. Don’t wait, and book or drop by one of its collection centres which are operated in partnership with local Divisions of Family Practice. People living in the Fraser Health region can find information about test collection centres by visiting Fraser Health’s website. To book a COVID-19 testing appointment, complete a COVID-19 test booking form. For more information about COVID-19, visit fraserhealth. ca/covid19. 14th Annual Victor Ghirra Toy Drive collects over 2,000-plus toys

SANTA’S helpers from across Metro Vancouver came by the drive-thru collection in Richmond last Saturday for the 14th Annual Victor Ghirra Toy Drive grand toy count event. This year’s demand for toys was the greatest in the history of this toy drive. Due to the pandemic, non-profit organizations across the Lower Mainland saw an increased need for donations from the community. Over 50 vehicles made their way through the Riverside Grand Ballroom parking lot, serenaded by cheers from organizers as they drove in. Everyone was adhering to COVID-19 protocols, wearing masks and social distancing. Victor was smiling down on this year’s toy drive as the sun shone bright. This year’s event attracted donors to come through, enjoy some holiday cheer, have their photos taken, and receive pre-packaged holiday treats as appreciation. With 2020 being a challenging year, the hope is that these toys will provide some comfort and positivity for less fortunate children this Christmas. With the help of the Benevolent Brotherhood Society, the Ghirra family, The Co-operators Insurance agencies, Riverside Banquet Halls, Johnston Meier Insurance and Vancity Credit Union, they collected over 2,000-plus toys. In memory of the man with a golden heart, the toy drive is devoted to bringing smiles to hundreds of boys and girls. Bobby Ghirra, Victor’s older brother said: “At a time where we are all in our core bubbles, we miss Victor more than ever. We wanted this toy drive to go through and make a difference in his honour. We know he

would be proud of us.” Victor was involved in many charitable initiatives, but one charity that Victor was really touched by was the BC Children’s Hospital. A heartwarming story that depicts Victor’s character was when he would buy thousands of dollars worth of toys every Christmas and go to Children’s Hospital to donate them to needy children. When they would ask, “Who are you and where are these toys

from?” Victor would simply reply, “It doesn’t matter who I am or where I am from, these toys are for the kids and that’s all you need to know.” It was later found that Victor had made trips to the hospital for over a dozen years. Victor was just being Victor, he didn’t tell anyone what he was up to. Victor had such a profound impact on the people he worked with that many are still deeply involved with the toy drive. Joe

Casciano, Operations Supervisor with The Co-operators said: “This year the toy drive went well with everything considered. We raised over $1,500 thanks to the efforts of individual employees, The Co-operators agencies and Metro Vancouver District office. We were able to contribute 150 toys with funds raised to help some kids get some cheer at the end of this very dreary year.” Jerry Gamble of Johnston

Meier Insurance, who worked with Victor and was eager to keep the toy drive alive despite the pandemic, said: “It was beyond heartwarming to see such incredible support this year during COVID-19. I think people were more generous than previous years. Johnston Meier Insurance donated $500 towards purchasing toys. I think Victor was looking down and grinning.” The annual toy drive dedicated to Victor was able to help 13 good causes this year: BC Children’s Hospital, Lower Mainland Christmas Bureau, Key Solutions, Richmond Christmas Fund, Options BC, Canuck Place, Nightshift Ministries – Care Centre, North Shore Family Services – Christmas Bureau, Second Stage Women’s Centre, Ray-Cam Community Centre, Surrey Christmas Bureau and two local schools with families in need. More than 42,650-plus toys have been collected over the past 14 years in memory of Victor. Harvey Kooner of BBS, founder of the toy drive, said: “With a year that saw job losses, isolation, and the way we live change forever, it’s especially

important to end the year on a high note. This year there will be 2,000-plus children having a smile on their face thanks to Victor’s legacy. I felt each day leading up to the grand toy count we gained momentum as more and more community members stepped up and helped. It all contributed to another wonderful year.” Once again Richmond Sunrise Rotary stepped up and gave back in a big way. Not only did their members contribute toys, they also donated $2,500 towards purchasing toys for this year’s event. In addition to their club donation, individual members of Richmond Sunrise Rotary contributed generously to the event. Kal Mahal, Richmond Sunrise Rotary member, said: “We’re happy to help with this toy drive and continue the generous spirit of Victor. There are so many families in need in the community, we wanted to do our part to help. This toy drive brings people together for a common cause.” For more information on how you can make a difference with next year’s toy drive, contact Harvey Kooner at 604-671-4180 or harveykooner1@gmail.com.

Right now, we all need to mask up in indoor public spaces and not gather with anyone outside our household, and today’s expanded enforcement measures will help us change behaviours and bend the curve of infections back down. Mike Farnworth, Minister of Public Safety and Solicitor General, has asked gaming investigators, conservation officers, community safety unit inspectors, and liquor and cannabis inspectors to actively support police and increase COVID-19 enforcement during their normal course of duties or when in public places. “Our police departments have been working hard to educate the public and issue violation tickets when necessary, said Farnworth. “Provincial enforcement officers can already issue violation tickets, but we want to increase the use of the tools available to them. This will put more boots on the ground to actively enforce Emergency Program Act orders and better ensure we can penalize those who insist on putting their own selfishness above public health.

John Horgan To better hold offenders accountable for paying their provincial COVID-19 violation ticket fines, Farnworth is also directing ICBC, which collects ticket fines on behalf of government, to send deemed-guilty offenders immediately to collections. Currently, payment reminders may be sent to guilty offenders for up to a year before the overdue account is sent to collections. ICBC will now eliminate this reminder period and instead send unpaid files directly to collections as soon as the initial 30-day payment or dispute period ends, or an offender is found guilty in court. Additionally, the Province has asked WorkSafeBC to enhance its inspection presence in workplaces by reducing reliance on virtual checks and move to more in-person inspections, particularly in sectors where COVID-19 transmission is occurring. “From the start of the pandemic, WorkSafeBC officers have been doing an admirable job conducting inspections and enforcing compliance with the requirement to have a COVID-19 safety plan, said Harry Bains, Minister of Labour. “Increasing inperson inspections in sectors of particular concern will help prevent future outbreaks and aligns with our co-ordinated approach to COVID-19 enforcement. Our government is firmly committed to keeping people safe at work. To report non-emergency contraventions of the mask or gathering orders, contact your local government’s bylaw office. Local bylaw officers can help followup on concerns and engage police departments and WorkSafeBC as necessary. If unable to reach a local bylaw office, contact the local police department’s non-emergency line. Police should be called if someone has become threatening or abusive in response to a request to put on a mask.

* Violation tickets expand the Province’s compliance and enforcement toolkit to support the COVID-19 response. Police and other provincial compliance and enforcement officers independently exercise discretion to issue tickets for Emergency Program Act order violations under the Offence Act’s Violation Ticket Administration and Fines Regulation. * If violation tickets do not act as a deterrent, or in cases of particularly egregious contraventions or for repeat offenders, police can recommend charges in relation to the offence. Under this process, courts can impose additional penalties including fines and jail time. * Between August 21 and December 14, 2020, 290 violation tickets were issued, including: – 45 $2,300 tickets to owners or organizers contravening the provincial health officer’s (PHO) order on gatherings and events; – 21 $2,300 violation tickets for contravention of the PHO Food and Liquor Serving Premises Order; and – 224 $230 tickets issued to individuals who refused to comply with direction from law enforcement. – Since the pandemic began, police agencies in British Columbia have issued 72 violation tickets to individuals who were in contravention of the Federal Quarantine Act, totalling $78,500. The purpose of the Quarantine Act is to protect public health by taking comprehensive measures to prevent the introduction and spread of communicable diseases.

First British Columbian vaccinated as COVID-19 immunizations begin

Nisha Yunus, a 64-year old residential care aide in the Vancouver Coastal Health region, receiving her immunization.

A registration and record system are in development, including a process to register for vaccine access and so people can receive a formal record of immunization TUESDAY marked the first day of British Columbia’s provincewide COVID-19 immunizations, the most comprehensive vaccine program to ever be delivered in B.C. Over the coming days, approximately 4,000 health-care workers in British Columbia will be rolling up their sleeves to receive the first approved COVID-19 vaccine. Nisha Yunus, a 64-year old residential care aid, was one of the first people in British Columbia to receive the COVID-19 immunization. Yunus has worked in the same long-term care home in the Vancouver Coastal Health region for 41 years, all in the same unit and on the same floor. The first person in the Fraser Health region to be vaccinated was Linda Latour, a health-care assistant. Yunus and Latour provide personal care and support to seniors and this vaccine will ensure the people they care for will be a little safer today. “I am so grateful. It feels like a dream came true. It is both a privilege and an honour to receive the first COVID-19 vaccine in British Columbia, Yunus said. “I have seen first-hand what COVID-19 does to families, and I am hopeful we are getting closer to finally reaching the end of this pandemic, so people can reunite safely with their loved ones and put this behind us. The first approved COVID-19 vaccine is being administered to health-care workers who work in long-term care homes and front-line health-care workers essential to the COVID-19 response. “This is a hopeful day for all of us in B.C., said Adrian Dix, Minister of Health. “Among the very first people to receive it are those who care for and support B.C.’s seniors – by getting immunized, they are helping to protect those most vulnerable to COVID-19 and helping us all get one step closer to ending this pandemic. Starting the week of December 21, vaccines will be delivered weekly to all health authorities. Expected timelines will depend on vaccine approval and availability. As vaccines become more available, they will be provided to other priority groups throughout British Columbia. “Every person who receives the vaccine makes all of us that much safer, and we now have a safe and effective vaccine available and rolling out in B.C. This vaccine and the others that will be available in the weeks ahead will save lives, pro-

tect those who are most vulnerable and reduce the disruption that we have experienced in communities everywhere, said Dr. Bonnie Henry, B.C.’s Provincial Health Officer. “We are not yet through the storm, but brighter days are indeed on the horizon. A registration and record system are in development, including a process to register for vaccine access and so people can receive a formal record of immunization. All vaccines go through a rigorous regulatory scientific review process for safety, quality and efficacy at Health Canada before being made available to the public. The immunization plan is being led by Dr. Ross Brown, Vancouver Coastal Health’s vice-president for pandemic response and director of regional emergency operations centre; Dr. Bonnie Henry; and the Ministry of Health. They are supported by the Immunize BC Operations Centre that includes BC Centre for Disease Control, Provincial Health Services Authority,

First Nations Health Authority, Canadian Red Cross, Canadian Armed Forces and health authority and ministry leadership. For more information on the COVID-19 vaccines, visit: www.gov.bc.ca/covidvac-

ICBC basic rate application paves way for Enhanced Care savings WITH the introduction of ICBC’s new Enhanced Care coverage next spring, drivers will save on average 20%, or approximately $400, on their full basic and optional vehicle insurance, the Province announced on Monday. As a key part of these savings, ICBC will apply tomorrow (Tuesday, December 15) to the British Columbia Utilities Commission (BCUC) for a significant decrease to basic insurance rates. “A new auto-insurance system with more affordable premiums and greater care benefits is on the way for British Columbians,” said Mike Farnworth, Minister of Public Safety and Solicitor General. “If approved by the BCUC, this basic insurance rate decrease will be the largest in our province in more than 40 years. British Columbians deserve auto insurance that is affordable and takes care of them when they need it, and this is exactly what Enhanced Care will deliver.” Enhanced Care will make auto insurance in B.C. more affordable, with the goal of keeping it that way. To support this, government has directed that ICBC’s basic rate application cover the next two years, which will help provide British Columbians with predictability on the basic insurance rate change through to at least 2023. The basic rate application also sets out how ICBC will begin building a rate stabilization fund to help ensure better rate stability in the future. “ICBC is committed to more affordable insurance premiums and rate stability for British Columbians now and into the future,” said Nicolas Jimenez, President and CEO, ICBC. “The vast majority of British Columbians can expect to start seeing significant savings on their auto insurance in 2021, in addition to Enhanced Care refunds.” ICBC’s application is for basic insurance rates only and will seek a 15% decrease, which the vast majority of customers will receive. In addition to the savings put forward in the basic application, ICBC will also reduce its optional third-party liability rates starting February 1, 2021. This means customers with optional third-party liability coverage with ICBC who renew on or after that date will experience some of the savings from Enhanced Care then. ICBC does not have to file an application for adjustments to optional insurance, to which

from the system, Enhanced Care will provide average overall basic and optional insurance savings of about 20%, or $400. Some drivers will save even more, while some will have lessthan-average savings. Young or inexperienced drivers For years, young or inexperienced drivers have paid higher premiums due to their increased risk of causing a crash and therefore their increased risk of being sued in B.C.’s current litigation-based system. Enhanced Care coverage will remove the vast majority of legal costs, resulting in higher-than-average savings for many young or inexperienced drivers. Mike Farnworth

changes are made throughout the year in response to market conditions. Most drivers with ICBC basic and optional coverage can expect average savings of 20%, or approximately $400, once Enhanced Care launches on May 1, 2021. When Enhanced Care takes effect in the spring, millions of British Columbians will receive a one-time, pro-rated refund. It will be calculated using the difference between a driver’s current Autoplan coverage and the new, lower-cost Enhanced Care coverage, for the portion of their existing policy that extends past May 1, 2021. With the vast majority of legal costs being removed from the insurance system, auto insurance will be more affordable. Enhanced Care will also provide British Columbians with significantly improved care and recovery benefits if they are injured in a crash, regardless of fault, with overall benefits of a maximum of at least $7.5 million. Following months of consultation with health-care and disability advocacy stakeholders, government expects to confirm further details of the care and recovery benefits in early 2021. {Principal House & Rental Properties}

ICBC customers with higher optional thirdparty coverage Most drivers who purchase higher limits of optional third-party liability coverage currently – either $3 million or $5 million of coverage – can also expect to have higher-than-average savings. Under Enhanced Care, anyone injured in a crash in B.C. will no longer need to pursue litigation through the courts to receive all of the care benefits and compensation they need. This makes the cost of optional third-party liability coverage significantly lower. However, it will still be an optional coverage available to help protect customers – for example, when they drive out of province or cause non-vehicle property damage. Drivers with ICBC’s basic and optional insurance Customers who purchase basic and optional insurance through ICBC will have average savings of 20%, or $400. While customers who only have basic insurance coverage with ICBC (about 12% of personal insurance customers) will not benefit from the decreases in ICBC’s optional insurance coverage, they will still have average basic insurance savings of about $150. If those customers have optional liability coverage with a private insurer, they may also have a decrease in the cost of that coverage should the private insurer choose to pass on the savings. Motorcyclists and niche customers Some other customers will have savings that are lower than average, such as those who use

seasonal vehicles like motorcycles and trailers, collector vehicles (since their insurance is typically less expensive) or customers who live in areas of the province where auto insurance is already less expensive. Other small or niche customer segments may have limited to no savings if their risk has not materially changed under Enhanced Care, such as vehicles that mostly operate outside of B.C., including longhaul vehicles and out-of-province buses. In those cases, drivers are still at risk of being sued under another jurisdiction’s auto insurance system. Enhanced Care refund When Enhanced Care coverage takes effect May 1, 2021, millions of British Columbians will be owed a one-time, pro-rated refund of the difference between their current Autoplan coverage and the new, lower-cost Enhanced Care coverage, for the portion of their existing policy that extends past May 1, 2021. For example, a customer who renewed their annual insurance policy on November 1, 2020, would have an expiry date of October 31, 2021. After Enhanced Care coverage comes into effect on May 1, 2021, this customer will get a pro-rated refund for the difference between their existing rate and the new, lower rate for the six months of their policy that overlaps with Enhanced Care coverage (from May to October 2021). On average, their refund for those six months would be approximately 10%, or $200. When this customer renews their first full annual policy under Enhanced Care coverage on November 1, 2021, they will have the full benefit of the savings in their annual premium. At that time, this customer will save, on average, about 20% or $400, compared to what they paid for their full basic and optional policy the previous year (excluding their Enhanced Care refund). Customers who purchase optional third-party liability coverage with ICBC after Feb. 1, 2021, may already have a portion of their Enhanced Care savings before May 1, and therefore will receive a lower refund amount. These refunds will be issued in a timely fashion following the implementation of Enhanced Care. More details will be made available on the refund process in the coming months.

Forecasted provincial deficit at $13.6 billion confirmed THE Fall 2020 Economic and Fiscal Update confirms the forecasted provincial deficit at $13.6 billion, which includes an additional $2 billion for new COVID-19 supports for British Columbians through

B.C.’s Recovery Benefit and Recovery Supplement, the Province announced on Thursday. The Province’s third economic and fiscal update of 2020 continues to show the

economic impacts of COVID-19 on people, businesses and communities, while 2021 brings hope to British Columbians with a path toward recovery. “2020 has been a tough year

for families, communities and our economy. I am encouraged by the economic improvement we’re seeing, but I know not everyone has been similarly affected,” said Selina Robinson, Minister of Finance. “We will continue to support people and businesses through this pandemic and into a brighter year with the first vaccinations already arriving in B.C.” The update also shows a lower impact on provincial revenues than projected in the First Quarterly Report, with gains in income, property transfer taxes and Crown corporation net incomes. Partial economic recovery is predicted for B.C. in 2021, and the

report shows continued areas of economic improvement in employment, retail sales and housing activity. “The impacts of COVID-19 have been experienced right around the globe, and it’s going to be a while before a fiscal update for B.C. resembles anything like the pre-pandemic province we knew,” Robinson said. “We are continuing to support British Columbians through this pandemic, and we are making targeted investments like grant and tax relief programs for businesses.” The government said the economic and fiscal update shows both a story of continued fiscal prudence and one

of the most supportive and comprehensive COVID-19 responses in Canada. It details over $10 billion in COVID-19 response measures that have supported people, businesses and communities since the beginning of the fiscal year. The Province acted immediately during the pandemic to develop a COVID-19 Action Plan that included supports such as workers benefits, rent supplements, income and disability assistance supports, and economic recovery funding. In September 2020, StrongerBC laid out focused investments to see people and businesses through the pandemic and into economic recovery.

BC Liberals: Economic update shows long road to recovery with no plan in sight

A message from the Surrey Teachers' Association

THE BC Liberals on Thursday raised serious concerns about the NDP’s plan to delay the next budget, after Thursday’s economic update from the Finance Minister “demonstrated the need for more transparency and more support for British Columbians.” “What today’s fiscal update has made clear is that the economic impacts of the COVID-19 pandemic will be with us for a long time. B.C.’s economic recovery has slowed in recent months, emphasizing the need for greater supports for businesses and families,” said BC Liberal Finance Critic Mike Bernier. “We have still not returned to pre-pandemic employment levels, our business owners need relief, and British Columbians need to know this government has a plan for real recovery. Today’s num-

Mike Bernier bers demonstrate the need for swift government action, but all we have seen from the NDP are delays, poorly designed benefits, and clawbacks from seniors and people living with disabilities.” The fiscal update revealed that full economic recovery could be delayed until early 2023, and the tourism, retail, hospitality sectors are expected to suffer until that time. Meanwhile, the NDP recalled the Legislature this

month to pass a single bill that delays the introduction of the 2021 budget by an extra month, instead of introducing new supports for businesses impacted by the pandemic, said the BC Liberals. “The fiscal update has shown that in the coming months we need more accountability from government, not less,” said Bernier. “The Minister said numerous times that there is still a great deal of uncertainty around the province’s economic situation, and yet is content to make people and businesses wait until the end of April for further supports. This update underlines exactly why the next budget should not be delayed by nearly two months — people and businesses need help, and they need it as soon as possible.”

TransLink overhauls aging fleet with largest ever SkyTrain order of 205 new cars TRANSLINK announced on Thursday that Bombardier Transportation has been chosen to manufacture the largest ever order of SkyTrain cars for the Expo and Millennium Lines. The 205 new SkyTrain cars will allow TransLink to retire older vehicles, improve fleet quality, and keep service reliable for customers. The contract will also support service expansion as the region’s transit network grows with the Broadway Subway Project and Surrey Langley SkyTrain. The first new SkyTrain car is expected to arrive in 2023, with all new vehicles in service by the end of 2027. The highlights of the $722.6 million order are as follows: * 125 new SkyTrain cars to replace first-generation MKI vehicles which entered service in 1985, and to support the Broadway Subway Project; * 80 SkyTrain cars to improve capacity on the Expo and Millennium Lines; and * An option for additional cars to support Surrey Langley SkyTrain. The selection of Bombardier follows the completion of a competitive and transparent procurement process. The project was an open market Request for Proposal issued in July 2019 allowing any organization that met the requirements to submit a proposal. The full report to the Board can be found here. TransLink will sign a contract with Bombardier in the coming days. The purchase of these SkyTrain cars is part of the Expo Millennium Line Upgrade Program. The program is funded with an investment of $1.47 billion through the Investing in Canada

Infrastructure Program with contributions from the Government of Canada, Government of B.C. and TransLink. Catherine McKenna, federal Minister of Infrastructure and Communities, said: ““Together we are making historic investments in public transit infrastructure and, of equal importance, in the Canadians who build it. The Government of Canada’s help in buying 205 new SkyTrain cars is not just about faster commutes — it’s about good union jobs, cleaner air, and developing Canadian cleantechnology. We’re building opportunities for a better Canada. Canada’s infrastructure plan invests in thousands of projects, creates jobs across the country, and builds cleaner, more inclusive communities.” George Heyman, Minister responsible for TransLink and Minister of Environment and Climate Change Strategy, said: “Residents and visitors to the Lower Mainland depend on fast and convenient ways to travel throughout the region. The need is growing and along with expanding Skytrain service these new cars will improve the commuter experience as well as reduce carbon emissions. People

in B.C. are increasingly choosing public and active transportation options. That’s good for our economy and for our environment.” Jonathan X. Coté, Chair of the Mayors’ Council on Regional Transportation, said: “This order of SkyTrain cars is a monumental step forward for rapid transit service in our region. These cars will provide a major capacity increase for Expo and Millennium Line riders and help Metro Vancouver’s long-term COVID-19 economic recovery by bringing SkyTrain expansions one step closer to comple-

tion. Kevin Desmond, TransLink CEO: “Almost four decades ago our very first SkyTrain cars entered service, travelling between Vancouver and New Westminster. Those first-generation trains have served our region efficiently and reliably over many years, but they are now reaching the end of their lifecycle. This new order will replace our oldest trains and allow us to improve the customer experience, support expansion projects, and manage our capacity well into the future.”

TransLink suspends free transit on New Year’s Eve

TRANSLINK will not be offering free transit on New Year’s Eve this year due to ongoing COVID-19 restrictions. With restrictions on social gatherings and events, TransLink said on Wednesday it believes it would be inconsistent with provincial public health orders to offer free transit for this traditional evening of celebration. TransLink will also not be running extended hours and

will instead operate on normal weekday service schedules. Customers can continue to use the transit system with their usual payment methods. “We want to encourage everyone to celebrate safely this holiday season and follow the orders put in place by the Provincial Health Officer,” said TransLink CEO Kevin Desmond. “We all have a responsibility this year to keep our communities safe and we

look forward to resuming free transit on New Year’s Eve in 2021.” TransLink said it continues to ensure the health and safety of customers remains a top priority by making masks mandatory, increasing cleaning and sanitizing, limiting capacity on buses, and expanding the availability of hand sanitizer. the submission, consult with partners and stakeholders, and make a final decision regarding the crossing. Detailed in the business case are the two shortlisted options presented to the public in February and March 2020: an eight-lane bridge and an eight-lane immersed tube tunnel. Once a thorough review of the business case has been completed, government will decide on an option. The business case will be made public following that decision. As a result of the Independent Technical Review released in December 2018, the

Ministry of Transportation and Infrastructure established a three-phase planning and engagement process to identify a crossing solution that better aligns with regional interests. Through the planning process, the ministry worked with the Metro Vancouver Mayors’ Task Force, Indigenous groups, TransLink, local municipalities and key stakeholders to develop and evaluate crossing options. This input and extensive technical work completed to date has led to the development of the business case. Technical analysis and engagement with regulators have continued throughout, as have discussions with participating Indigenous groups. NDP remain silent over disability benefit clawbacks: BC Liberals

BC Liberal MLA Dan Davies, Opposition Critic for Social Development and Poverty Reduction, on Monday continued to press Premier John Horgan and the NDP government as to why they have chosen to claw back 50 per cent of the supplemental COVID-19 Disability Income Assistance from people with disabilities during the second wave of the COVID-19 pandemic.

“There is outrage growing throughout the province over why John Horgan and his NDP government are clawDan Davies ing back pandemic benefits for vulnerable people with disabilities,” said Davies. “People with disabilities often incur additional costs, they often cannot work in the same capacity as other British Columbians, and they are some of the most vulnerable members of our community when it comes to COVID-19. To take away the additional supports they rely on in this time of crisis and hope no one would notice is completely unacceptable.” Starting in January 2021, the supplemental COVID-19 Disability Income Assistance will be reduced from $300 per month down to $150 per month. Although British Columbians are eligible for a one-time payment of up to $500, British Columbians will be forced to undergo an application process with no guarantee that they will receive the full amount promised, say the BC Liberals. “John Horgan and the NDP have completely disregarded the entire purpose of our supports for people with disabilities — improving accessibility,” said Davies. “John Horgan is taking away a steady supply of monthly income and replacing it with a series of obstacles and challenges that will make it incredibly difficult for people with disabilities to access the support they need. It’s time for John Horgan to reinstate this funding and re-evaluate his approach to helping those who are most vulnerable in our province.”

Liberals are wrong to make honest Canadians repay CERB by month’s end: Jagmeet Singh FEDERAL NDP Leader Jagmeet Singh on Tuesday sent a clear message to Prime Minister Justin Trudeau’s Liberals: put an end to the CERB [Canada Emergency Response Benefit] clawbacks. “In the middle of a second wave and leading into a holiday season where people won’t be able to gather with their families, Canadians are going through tough times. Canadians applied for the CERB in good faith to keep food on the table and a roof over their heads, and now the Liberals want to penalize over 440,000 families because the Liberals gave the wrong information. This is grossly unfair,” said Singh. “Meanwhile, they’re letting big corporations benefit from their wage subsidy while they pay billions in dividends to their rich shareholders. It’s clear whose side the Liberals are on. While they’re working for their wealthy friends, we’re fighting for you.” The Liberals promised back in April that they wouldn’t unjustly penalize people who would apply in good faith for the CERB. They broke that promise by telling Canadians to pay back their CERB payments by the end of the month – because of the Liberals’

on. They are stating clearly that they’re not on the side of honest self-employed workers and artists who needed the CERB to pay their bills and make ends meet,” said former NDP MP Andrew Cash. “Instead of penalizing these workers in the middle of a second wave before the holiday season – due to the Liberals’ own mistake – they need to stop telling Canadians to repay the CERB they needed to get by.” John Cosgrove, a self-employed artist, St John’s, Newfoundland, said: “When I re-

“WE ARE NOT SAFE!”: Surrey teachers to Dr. Bonnie Henry JULIA MacRae, First Vice President, Surrey Teachers’ Association, in an open letter to Provincial Health Officer Dr. Bonnie Henry on Tuesday sent a blunt message to her that teachers are not safe. She pointed out: “Teachers have contracted COVID-19 at school. One (that we know of) has been in the ICU. Two schools have closed with outbreaks. Other schools have had cohorts required to self-isolate. There are daily staff meetings to address exposure

notifications, and there have been hundreds of those.” MacRae asserted: “We need to have a mask mandate. We need to be able to physically distance students by reducing classroom density to 50%.” She noted: “Every day, we continue to put ourselves, our loved ones, and communities at risk. It is dangerous and unfair to be expected to continue in this way without appropriate measures to ensure our safety.”

Here is her letter: Dear Doctor Henry, We are the 6,000 teachers in BC’s largest school district. We teach 75,000 K-12 kids in 130 schools. Some are so severely overcrowded that there are as many as 20 portables on the fields or parking lots. Every small prep room, cupboard, and alcove is being used as a teaching space or workspace. In normal times, overcrowding is the source of almost every problem and tension in our school district, and in the pandemic the overcrowding is hazardous. We are not safe. We teach in the Fraser Health region, and Surrey schools are impacted daily by COVID-19. We are all doing our best to meet the guidelines, but we implore you to change the requirement for all students to be attending at the same time. We urge you to reconsider mandating masks in all indoor spaces, including schools, and to implement 50% density in classrooms. Cohorts have been established but there is intermixing that can’t be controlled in hallways, playgrounds, and at lunch hour. We simply don’t have the space to ensure physical distancing in our schools, and we require a reduction in density to make that possible. We have heard you say that there are layers of protection to ensure our safety, but these measures have holes in them for teachers in Surrey. In the Public Health measures layer, the hole is that the virus is at the highest level in Fraser Health. In the Environmental measures layer, plexiglass has been installed in offices but there are no barriers in classrooms. We have changed many routines, but outdoor education, for example, becomes more limited as the weather worsens. Administrative measures can only do so much if we are still teaching 100% of the kids face to face. In elementary classrooms teaching involves a lot of close personal contact with students who need their noses wiped or help putting on shoes or may need to be comforted. In intermediate and secondary classrooms, it’s impossible to support a student who is struggling to learn a concept or skill without being close to them. Personal measures such as hand washing, using sanitizer, and physical distancing are limited in effectiveness, mostly because we have many people in our classrooms for long periods of time. We also can’t control whether kids are sent to school sick, especially if COVID-19 victims are infectious before they are symptomatic. Finally, although PPE is the last and least impor-

Dr. Bonnie Henry tant measure to control the virus, masks are also visible, symbolic, and enforceable. Teachers know that the vast majority of children and youth can learn to wear masks effectively and consistently. We wear masks to protect our colleagues and our students but without a mask mandate we cannot insist that everyone wears one everywhere. This would afford the greatest protection for all of us. We are not safe. Teachers have contracted COVID-19 at school. One (that we know of) has been in the ICU. Two schools have closed with outbreaks. Other schools have had cohorts required to self-isolate. There are daily staff meetings to address exposure notifications, and there have been hundreds of those. There is a lack of TTOCs, which is a symptom of the teacher shortage, but mostly because so many are retired teachers who are afraid of getting COVID-19 at school. We have chronic failures to fill, along with exhortations to not attend work while sick, even with mild symptoms. Failures to fill mean teachers lose their precious prep time, or students lose vital services when their counsellors and special education teachers have to cover classes. Our levels of daily stress are almost unbearable. The new Minister of Education’s mandate letter reinforces the relationship of care that teachers have with their students. Minister Whiteside is

THE Surrey RCMP Community Response Unit (CRU) recently seized a modified assault rifle and ammunition during a vehicle stop in Guildford. During targeted enforcement on December 10, at approximately 7:30 p.m., with the assistance of the Integrated Police Dog Services and RCMP Air One, Surrey RCMP CRU safely contained a vehicle that had previously fled from police, near 160th Avenue and Fraser Highway. As officers closed in on the vehicle, the male driver fled. A short foot pursuit ensued and

Prolific offender with weapon arrested after chase by New Westminster Police

IN November warrants for the arrest of a prolific offender with ties to New Westminster were issued after the man escaped lawful custody from Metro Vancouver Transit Police. As the man fled from the police, he threw away a loaded handgun. Both the Street Crime Unit and the Crime Reduction Unit worked to locate the man. While the search began in New Westminster, evidence pointed the teams to several

locations in Surrey. New Westminster Police Department officers observed the suspect in Surrey getting into a taxi. After pulling over the taxi the suspect fled with an officer giving chase. After a short foot chase, the suspect was safely arrested. He was found to have a weapon in his possession. “Considering the lengthy criminal history of this individual, taking him into police custody carries with it a higher degree

expected to work with the Ministry of Children and Family Development and the Ministry of State for Child Care in processes that involve schools in a continuum of care for BC children. We are also pleased that Minister Whiteside has also been tasked to work with the Minister of Mental Health and Addictions because of the key role that schools can play in supporting students’ mental health. We are asking that the Ministry of Health join the other ministries in helping teachers take care of students by ensuring that the safety measures in place in all indoor public spaces in BC also apply to schools. We need to have a mask mandate. We need to be able to physically distance students by reduc-

of risk, stated Sergeant Sanjay Kumar, “Thanks to the excellent work of both the Street Crime Unit and the Crime Reduction Unit, this suspect will have his day in court. This suspect was wanted on three provincial warrants and one federal warrant in connection to break and enters in the Lower Mainland region. ing classroom density to 50%. In any other indoor public setting, there would be fines to have 30 people sitting close together in one 75 square meter space without masks. In jurisdictions across the world, students wear masks inside classrooms. It’s one of the most important layers of protection against the transmission of the virus. We are asking that the Ministry of Health listen to us about the reality of our experiences. It is vital for educators to be consulted about what we are facing in schools. Every day, we continue to put ourselves, our loved ones, and communities at risk. It is dangerous and unfair to be expected to continue in this way without appropriate measures to ensure our safety.

Surrey RCMP: Coming together for a successful Keian’s Holiday Wish Toy Drive

THANKS to the generosity of the community, RCMP officers and staff, the 2020 Keian’s Holiday Wish Toy Drive was a great success, say Surrey RCMP who collected new, unwrapped toys and cash donations from November 12 to December 11, bringing in a total of 903 toys and $1,770. On Tuesday, December 15,

Constable Mark Peterse and his team at the Community Response Unit delivered the donations to B.C. Children’s Hospital and Canuck Place Children’s Hospice in memory of six-year-old Keian Blundell. Restrictions on gatherings limited many of the RCMP’s traditional toy drive fundraising activities, so their

officers and employees stepped up their personal fundraising goals this year. Some of them even got a bit competitive – in the Guildford/Fleetwood district office, a table was set up labelled by ‘watch’ to see which group could bring in the most toys. “Our B watch earned this year’s bragging rights, but the real reward is

Shortly after 8 a.m. on December 8, Surrey RCMP responded to the theft of a vehicle from a residence in the 17200-block of 57th Avenue. The stolen vehicle had the owner’s credit card inside which was fraudulently used soon after it was stolen at a business near 168th Street and 60th Avenue. The investigation quickly progressed as members of the Surrey RCMP CRU obtained video, which assisted with the identification of a male and a female suspect. Further investigation culminated in a search warrant at a residence in the 5800-block of 172A Street on December 11.

BC Housing Market Posts Strongest November on Record

Vancouver, BC: December 14, 2020. The British Columbia Real Estate Association (BCREA) reports that a total of 9,416 residential unit sales were recorded by the Multiple Listing ServiceÂŽ (MLSÂŽ) in November 2020, an increase of 42.1

per cent from November 2019. The average MLSŽ residential price in BC set a record of $816,074, a 9.3 per cent increase from $746,310 recorded the previous year. Total sales dollar volume in August was $7.68 billion, a 55.4 per cent increase over 2019. “Home sales were once again unseasonably strong in November with several markets setting records for the month, said BCREA Chief Economist Brendon Ogmundson. “While demand continues to be strong, the supply of listings has reached near-record lows in several parts of the province, with prices rising sharply as a result. Active listings were down close to 14 per cent year-over-year in November, which contributed to a 34.8 per cent sales-to-active listings ratio. Consequently, the provincial average price rose 9.3 per compared to this time last year with many markets seeing even stronger price growth. Year-to-date, BC residential sales dollar volume was up 32.3 per cent to $66.43 billion, compared with the same period in 2019. Residential unit sales were up 18.7 per cent to 85,625 units, while the average MLSŽ residential price was up 11.4 per cent to $775,845.

CRIME OF THE WEEK HOMICIDE VICTIM FOUND INSIDE VEHICLE IN SURREY IDENTIFIED Unsolved Crime: Homicide Date: December 3, 2020, Details: File # 2020-1703 Location: 13700-block of 75A Avenue, Surrey On December 3, 2020 at 5:34 a.m., police found 29-year-old Lisa Ellie Marie Baines shot to death inside her vehicle near 137 Street and 75A Avenue in Surrey, B.C. IHIT took conduct of the investigation and has since been working tirelessly to gather evidence. Evidence gathered to date suggests that this was an isolated incident. It is not related to drug nor gang activity. There is no reason to believe there is further risk to public safety as a result of this incident. The investigation is progressing quickly and we are well on our way to building a strong case, says Sergeant Frank Jang of IHIT. We have spoken with many of Ellie's friends and family but we are also aware there may be someone who we have yet to speak with that may have information about her recent activities. We urge that person to come forward.

that those who reported more hugging in their lives fared better, a tribute to social connectedness. Be happy. The research is overwhelming: happiness is good for your health. Your heart, immune system, stress response, and pain management all improve in performance when you are happy, and the effects are lasting. So as Doris Day sings, “Stay with the happy people! Healthy holidays to all our readers.

The Indo-Canadian

THIS year, the holidays aren’t what they should be. At least the vaccine’s roll-out brings anticipation that 2021 will see a return to normal. Until then, what would be our health advice to cooped up readers in this unusual holiday season? Here are a few suggestions: Say hello. Connecting with extended family by phone is our best option for now. It’s a great time to reach out to old friends too. Behavioural scientists at the University of Chicago and UC Berkeley report we underestimate the positive impact of connecting with others for both our own and others’ well-being. Their research shows that we tend to abhor a conversation with a perfect stranger until we have it. So when the pandemic subsides, say hello to whomever sits beside you on a park bench. Try social media. There are important cautions about social media. Health promotion is not always the norm, for instance for children accessing adult content. But having a strong social network is associated with positive mental health and well-being. Harvard researchers have shown that using social media as part of everyday routine and responding to content that others share is positively associated with social well-being, positive mental health, and self-rated health. (We invite you to connect with us on Instagram!) Visit a museum. University of Melbourne researchers have investigated the expe-

riences, motivations and needs of older museum visitors and found these spaces can play an important role in building social and inter-generational connectedness and in supporting general health. Research by the University of Leicester in the UK shows that museums provide a sense of optimism and hope, self-esteem and resilience, rest and sanctuary, and a safe, rich environment to access arts and culture. If you haven’t experienced a virtual exhibit or an online performance during the pandemic, it’s not too late. Give it a try over the holidays. Read a book. Reading fires up neural pathways. Studies show it improves memory and empathy. Immersing yourself in books helps fight depression, cuts stress, and reduces the risk of developing Alzheimer’s. Share a recipe. Connecting online this holiday to share a recipe or even cook together creates bonds, supports self care, and creates a space for conversation. Even baking tasty treats can boost selfesteem. Donna Pincus, professor of psychological and brain sciences at Boston University, says, “Whether it’s painting or it’s making music [or baking], there is a stress relief that people get from having some kind of an outlet and a way to express themselves. Go for a walk in the woods. “Forest bathing is good for the soul. But even a walk around the block is worthy. Get outside daily. Try a natural remedy. Read the archive of columns on our website to learn why you should consider natural approaches as your first line of defence against common health problems. Hug somebody. Within your household this season, we hope you have somebody to hug. Mutually reciprocated embraces relax muscles, increase circulation, and release endorphins in your body that elevate your mood. One study exposed 400 people to the common cold and found

2020 Honda Civic Sport Touring review By Veeno Dewan What not to love about the Honda civic? – The veritable Swiss army knife of the compact sedan. It comes in coupe, hatchback and sedan models in a good selection of permutations from the inexpensive well -equipped LX model rising up to the even better equipped Sport, EX-and the lavish top scale Engine choices are limited to a2.0 liter 16 valve four- cylinder engine with 158 horsepower as found in the LX and EX models or the 1, 5 liter turbocharged engine as found in the top Touring model. The Honda Civic Sport Touring’s 1.5-litre engine produces a modest 174 horsepower, and is also hooked up to a Continuously Variable

Transmission (CVT) with front wheel drive. The Sport Touring model as tested may be worth the upgrade for those looking for extra features, such as: the rear spoiler, the uber cool twin center exhausts and the flashy alloy wheels. Interior –wise, there is a neat, simple cabin that’s filled with high quality materials. Equipment levels are high with a plethora

of convenience and full gadgets. The Sport Touring adds such things as: steering wheel mounted controls and paddle shifters, leather seating surfaces, raised contrast stitching, soft touch plastics, black detailed trim panels and a 452-watt premium audio system with 10 speakers including a subwoofer. The rear cabin is roomy with decent enough seat comfort and good rear seat leg room. Safety is excellent- with features such as Collision Mitigation Braking System that will apply brakes to stop you from having a crash and a Forward Collision Warning. A Lane Departure Warning System will also alert you when you’re drifting into a neighbouring lane. One the best Honda safety features is the right hand blind spot camera

image which appears on the centre screen when you indicate a lane change or are watching out for cyclists in the city. Adaptive cruise control is also included. Overall there are great features, quality and value for the price. It’s solid, quality built and just plain fun to drive. The 2020 Civic Si has the better handling and reflexes, while the Civic Type –R up the ante to high performance sports car status. But nothing to take away from the Sport Touring in its versatile hatchback form. The Sport Touring is an excellent value and is highly recommended. 2020 Honda Civic Touring: Priced from$30,701 plus destination fee taxes and options WEBSITE: www.Honda.ca

667,105 Kilometers in a Mitsubishi Mirage … and ready for more FRANKLIN, Tennessee. Jerry and Janice Huot drove their 2014 Mitsubishi Mirage – 667,105 kilometres through six grueling winters in rural Minnesota on the way to this incredible feat, the Purple Won” was a commercial delivery vehicle, hauled rocks and mulch for a landscaping project and required nothing but standard maintenance. Mitsubishi Motors North America, Inc. (MMNA) spoke with Jerry and Janice about their Mirage experience, and their story is nothing short of epic. MMNA: How did you accumulate so many miles in such a short period of time? Jerry: Janice drove it mostly for the first 7,000 miles or so, but when winter came, she wanted all-wheel-drive, so she got a

2015 Mitsubishi Outlander Sport. But then I started using the Mirage for my business. I am a courier. I deliver samples from various doctors’ offices to labs, so I drive up and down the state and around town in Minneapolis all the time. The Mirage never missed a beat. It got me up and out of our gravel driveway, even in the middle of winter, when others got stuck in the snow. MMNA: So did you baby the car? Jerry: No way! It was stored outside yearround. I used it to haul rocks and mulch for our yard. All we did was routine maintenance. We had to replace the wheel bearings sometime after 150,000 miles, and the starter motor was replaced at somewhere between 200,000 and 300,000 miles, but

that was all covered under warranty.1 Otherwise, regular oil changes seemed to do the trick. MMNA: How do you like the new Mirage? Jerry: Oh, I love it! It’s really similar to the old one, but it’s got HID headlights and fog

lights, which are good for us living out on a dead end road on the north side of the lake in Lindstrom (Minnesota). It’s really peppy and comfortable, and it’s got heated seats and a really nice stereo. But you have to understand, the Purple Won was the first new car I’d ever owned, and it was absolutely the best, totally dependable and economical. We still miss it. As long as Mitsubishi keeps making the Mirage, I’ll own one! The Mitsubishi Mirage is the most fuel-efficient non-hybrid gasoline-powered vehicle in the U.S.2 Both Mirage and Mirage G4 will undergo an extensive redesign for the 2021 model year, with sales of the refreshed Mirage scheduled to start in the first quarter.

Return of the 2021 Ford Bronco! The return of the 2021 Ford Bronco has been greatly anticipated and is the cause for much celebration, partially because this new SUV features so much of the charm of the original model with its retro-inspired styling. Original Bronco’s fetch crazy money! – And the new Bronco has the better off-road credentials, a more

comfortable interior and a plethora of advanced safety features. There will be both four and two door Broncos and a smaller, Escape-based crossover called the Bronco Sport, The new Ford Bronco will initially be sold in seven trim levels. Base Bronco two-door entry-level model offer four-wheel drive, a

two-speed transfer case, tow hooks, several traction modes and 30-inch tires. , removable doors and roof, terrain management system with five G.O.A.T modes, 16inch steel wheels with 30inch tires, and Sync 4 with access to trail maps on an 8-inch touchscreen. Power is via a turbocharged fourcylinder engine with 270

horsepower on tap, paired with either a standard seven-speed manual transmission or an optional 10-speed automatic. No doubt old school purist will swoon over the seven speed manual option for hardcore off - roading. There is also the optional twin-turbo V6 engine, that’s paired only with an automatic tranny.

2021 Ram 1500 Named to Car and Driver’s 10Best Vehicles for Third Consecutive Year Auburn Hills, Mich. - Car and Driver has named the 2021 Ram 1500 to its “10Best vehicles for 2021” list for the third consecutive year. Previous winners were invited to defend their crown and the new 2021 Ram 1500 TRX was also submitted for evaluation. The award applies to the entire Ram 1500 lineup, the only pickup truck to secure a spot on this year’s list. Car and Driver evaluates each contender versus its peers using a 100-point scale, basing each score on how well it meets its intended purpose, how good a value it is and how compelling it is to operate. This award recognizes the smartest, most entertaining cars, trucks, SUVs and vans on sale today. Vehicles are judged with an emphasis on value, mission fulfill-

the faint-hearted. A truck that is this good off road has no business being so sophisticated on pavement, but it is and we love it.” For the third consecutive time, Car and Driver combined 10Best Cars and 10Best Trucks and SUVs into a single list — 10Best ment and if they’re fun to drive. “We are incredibly humbled that Ram 1500 has earned a spot on Car and Driver’s 10Best vehicle list for the third consecutive year and feel validated that we continue to build the best trucks available,” said Mike Koval Jr., Head of Ram Brand. “We are honored that Car and Driver’s recognition includes the allnew 2021 Ram 1500 TRX, which sets the benchmark for extreme performance pickup trucks and

The four-door version gets the same specs with a starting price of $34,695. Options for both include a 10-speed automatic transmission, 2.7-liter EcoBoost V6 engine (that requires an upgrade to automatic transmission) with 310 hp and 400lb-ft of torque, automatic 4x4 engagement, larger 17-inch aluminum wheels and beadlock capability. The Black Diamond model in either two or four door adds: unique interiors, heavy-duty bumpers, rock rails, skid plates, auxiliary switches, a rubberized floor and marine vinyl seats. There are also seven driving modes, and 17-inch black wheels. Starting price is $37,545. Outer Banks versions add 18 –inch blackpainted alloy wheels, LED headlights, body-colored exterior accents, heated front

for 2020, which appears in the magazine’s January issue. Car and Driver’s 10Best winners still represent the smartest, most entertaining vehicles customers can buy today. They are picked after an exhaustive evaluation of

clearly telegraphs the Ram Truck brand’s leadership in the segment.” This is the third year in a row Ram 1500 – the most awarded light-duty truck in North America – has been named to Car and Driver’s 10Best. “The Ram 1500 easily surpasses the competition with its luxury-grade interior and cushy ride quality,” said Sharon Silke Carty, Editor-in-Chief, Car and Driver. “The addition of the Ram TRX gives buyers a ridiculously fun option that isn’t for

seats and the lower trims. Also added are: signature lights, ender flares, mirror caps, body-color door handles, powder-coated tube steps, and heated cloth seats starting at $40,450. Badlands Builds off the Big Bend model but includes many of the Black Diamond’s features. Also adds a more advanced 4WD system, a disconnecting front stabilizer bar and 33-inch tires. The Wild Trak model is the hard-core offroad-focused version with the standard with the 310-horsepower turbocharged V6, Sasquatch packages, plus beadlock wheels and 35-inch tires. The 2021 Bronco will go on sale in the spring of 2021, and you can reserve one for $100 now.

British foreign secretary says he ‘discussed’ farmers’ protests with Jaishankar New Delhi: Agricultural reforms are India’s internal matter but the protests here are part of British politics too, said the visiting British Foreign Secretary Dominic Raab, who “discussed the ongoing farmer protests at Delhi’s borders during talks with External Affairs Minister S. Jaishankar, The Hindu newspaper reported. Raab, who met Prime Minister Narendra Modi on Wednesday, said the U.K. respected India’s “heritage of protests and debates, and was watching the situation closely. “We [UK government] respect the fact that the reforms going through [the Indian] system here are domestic reforms, he said, in response to a question from The Hindu on whether the protests had come up in bilateral talks in Delhi. “Your [Indian] politics is in

India had a “vibrant heritage of peaceful protests and vigorous debate,

which the UK has “watched‌with interest,â€? he observed. The Ministry of External Affairs (MEA) did not refer to the issue in its press statement on the meeting between the India-U.K. Foreign

Ministers on Tuesday. Nor did it respond to a request for a comment on Raab’s remarks. Earlier in the month, the MEA spokesperson had said that remarks by foreign leaders, including Canadian Prime Minister Justin Trudeau and other foreign politicians, on the farmers protests were “ill-informed and “unwarranted, and the matter was an “internal issue for India. Raab, however, said that since members of the Indian diaspora had joined protests in the U.K. over the farm Bills, this was now an issue in British politics as well. Over the past two weeks, 36 British Members of Parliament, mostly from the Opposition Labour Party, had written to Raab, asking him to raise the issue of the new agricultural laws, which they called a “death warrant for farmers.

Supreme Court says farmers have a constitutional right to protest, but urges talks

New Delhi: The Supreme Court on Thursday said farmers have a constitutional right to continue with their “absolutely perfect protest as long as their dissent against the three controversial agricultural laws does not slip into violence. “We recognise the right to protest. There is no question of curtailing it. But it should not damage anybody’s lives, a bench led by Chief Justice of India (CJI) Sharad A. Bobde observed. The court, however, said the purpose of the protesting farmers would not be served if they continued to sit without engaging in talks. “Yes, there is a protest that is going on... Yes, the protest is constitutional as long as it does

The court reiterated its suggestion of forming an “impartial and independent committee of experts in agriculture to hear both farmers and the Union government

on the laws. “If their [farmers] protest has a purpose other than just to sit in protest, we are thinking of an independent committee before whom both sides can state their case while the protest goes on... The committee can give its opinion after hearing them. We expect parties [farmers and government] to follow the committee’s opinion. Meanwhile, the protest will continue without causing violence or damage on both sides, Bobde suggested. Senior advocate P. Chidambaram, for Punjab, where most of the protesting farmers hail from, said the farmers actually wanted the Parliament to discuss amendments to the three laws.

Protesting farmer shoots himself dead at Singhu border

New Delhi (IANS): As the agitation against the new agricultural laws entered its 21st day on Wednesday, a 65-year-old farmer committed suicide at the Singhu border protest site, saying he could not bear to “see the ordeal of the farmers”. The incident spurred fresh calls from the Congress and the Shiromani Akali Dal (SAD) for repeal of the three farm laws. The deceased has been identified as Baba Ram Singh of Singhra village in Nissing area of Haryana’s Karnal district. He left a suicide note which states that he couldn’t see the ordeal of farmers who are sitting on the outskirts of the na-

tional capital protesting against the recently-passed farm laws. The police said that it is verifying the suicide note. A senior Sonipat police official told IANS: “We received the information around 5 p.m. and by that time his body was taken to Karnal Civil Hospital, where he was declared brought dead.” “Following this, we sent our team to Karnal and we are recording the statements and on the basis of statements, we will be taking further action,” he said. The official further said that in the short span of time, the police could not verify the suicide note and are carrying out the

preliminary enquiry as of now. “We are getting the post mortem conducted and we will soon verify all the facts,” he added. The official further said that the exact spot where the incident took place is being verified and police are in the process of recording statements of the deceased’s family members. The incident drew protests from opposition parties. Former Congress chief Rahul Gandhi, in a Hindi tweet, wrote: “Sant Baba Ram Singh Ji of Karnal committed suicide after seeing the plight of the farmers on the Kundli border. My condolences and tribute in

this hour of grief. Many farmers have sacrificed their lives. The brutality of the Modi government has crossed all limits. The government should quit its stubbornness and withdraw the anti-agricultural law immediately.” Congress spokesperson Randeep Singh Surjewala also took to Twitter to express his dismay. “Hey Ram, what kind of time and era is this where saints are also distressed. Sant Ram Singh ji from Singa sacrificed his life after seeing the agony of the farmers. This is a heart-wrenching event. May the Lord rest his soul. His death is the result of the brutality of

the Modi government.” SAD spokesperson and Delhi Sikh Gurudwara Management Committee President Manjinder Singh Sirsa expressed grief over the incident and urged farmers to exercise “restraint”. “A very sad news has been received that Sant Ram Singh, who dedicated his life to the service of humanity, committed suicide by shooting himself,” he said in a video statement. According to Sirsa, the victim wrote in his suicide note that he was unable to bear the “pain of the farmers”. “It is a sin to suffer atrocity and

witness it, which I cannot see,” Sirsa said, citing the suicide note. “It is a very grave time. I request you as the chief sewadar of the DSGMC to exercise restraint because anybody can do mischief in the farmers’ agitation. It is a very sad incident for all of us but we need to be restrained,” he added. Thousands of farmers from Punjab, Haryana and Western Uttar Pradesh have been protesting at Delhi-Haryana Singhu and Tikri border and Delhi-Uttar Pradesh Ghazipur border for the last 21 days, demanding the repeal of the three farm laws.

BJP is real ‘tukde tukde’ gang, says Sukhbir Badal Chandigarh (IANS): Shiromani Akali Dal (SAD) chief Sukhbir Singh Badal on Tuesday slammed his party’s longtime former ally, the BJP, over “failure” of talks with farmers and accused it of creating rift between communities as the real “tukde tukde” gang in the country. “It (the BJP) has smashed national unity to pieces, shamelessly inciting Hindus against Muslims and now desperate setting peace loving Punjabi Hindus against their Sikh brethren especially farmers,” he tweeted.

“They’re pushing patriotic Punjab into communal flames,”

New Delhi (IANS): As the farmer protests entered the 19th day on Monday and farmer leaders were on hunger strike, famous Punjabi singers - the Nooran sisters - also came out in support of the farmers. The Nooran sisters visited the Singhu border here to extend

their support and show solidarity with the farmers. They met the protesting farmers and also got on to the stage to sing a song for the farmers. While speaking to IANS, they said, “Whatever is happening, it is really wrong. We want to tell the government that burgers and pizzas don’t

ister, whose party had 10 years of alliance with the BJP in the Punjab government, asked the BJP-led government to set aside its “ego” and listen to the protesting farmers. “Whosoever speaks against the ruling regime, they brand them as ‘tukde tukde’ gang,” he added. Earlier, the SAD had urged the Central government not to take any reckless or repressive steps that might deepen festering emotional wounds on the farmers’ minds and weaken the sacred cause of peace and communal harmony in the

country. “Do not repeat Congress blunders of divide and rule. Do nothing that weakens national unity or disturbs peace and communal harmony for which Punjabis, especially the SAD, have made supreme sacrifices,” said a resolution of the party’s core committee that met in Chandigarh on December 10. Asking the government not to be stubborn or stand on prestige against the ‘annadata’ of the country, the SAD resolution asked: “If the government is willing to change every clause of the old Acts, then why is

it standing on prestige to revoke them? After all, if you are conceding all demands of the farmers, why not put it all in the new Act and end the debate once and for all?” The party condemned the “deep-rooted conspiracy to paint the movement of the patriotic farmers in communal and separatist colours”. It said the totally peaceful and democratic nature of the movement has proved that the farmers are fully alive to their responsibility towards the country.

The farmer leaders sitting on hunger strike included Gurnam Singh Chironi from Haryana, Harinder Singh Lakhowal from Punjab and other leaders of more than 30 farmer unions under the banner of Sanyukt Kisan Morcha. The Nooran sisters.

Delhi call centre that cheated foreign nationals of about US$14 million busted, 54 held New Delhi (IANS): The Delhi Police’s Cyber Crime Unit has busted a call centre in the city where employees impersonated various law enforcement agencies to cheat and extort money from unsuspecting people abroad, police said on Wednesday. Foreign nationals from US and other countries were threatened with legal action and made to transfer money via Bitcoins and Google gift cards. A total of 54 people were arrested and 89 desktops along with a server have been seized. According to police, the accused used an elaborate written script to dupe more than 4,500 persons of around Rs 90-100 crore [US$14 million]. Based on information that a huge illegal call centre was being operated from Moti Nagar to target foreign nationals and illegally inducing them to transfer money through Bitcoins and gift cards, a team was formed and a raid was conducted. It was found that the premises were being used to run an illegal call centre from where the accused persons were calling up people in the US and other countries impersonating various law enforcement agencies and inducing them to transfer large amounts of money after threatening them with legal action. The arrested – 45 men and nine women – included four team leaders and ‘closers’ (persons responsible for ensuring that the victim ends up transferring money and thus, the call is ‘closed’). “On interrogation, the accused persons disclosed that they contact foreign nationals based in the US and other countries impersonating various law enforcement agencies and other government agencies such as the Social Security Administration, the Drug Enforcement Administration (DEA), the US Marshals Service, and tell them that their bank accounts and other assets are being frozen as their details

A call center that was busted in Gurugram. have been found at a crime scene and there are bank accounts running in their names using which illegal transactions have been made to drug cartels in Mexico and Colombia. They also threaten the victims with immediate arrest,” Deputy Commissioner of Police (DCP), Cyber Crime, Anyesh Roy, said. Once the victim became apprehensive, the accused used to give them two options. One was to go for a legal action in which the victim would first be arrested and their assets seized and only later on, could the victim fight it out in court. The second option was to go for an Alternate Dispute Resolution (ADR) which would be faster and simpler. When the victim chose to go for ADR, they asked them to share all the details of their assets, including bank accounts and the amount of money in those accounts. The victim was then told that there was only one way to safeguard their assets; they would have to buy either Bitcoins or Google Gift Cards worth all the money in their accounts. If the victim agreed to buy Bitcoins, the accused would induce them to convert all the money in their accounts into Bitcoins and transfer the same to the wallets operated by the accused persons, saying that it

was a safe government wallet. If the victim agreed to buy Gift Cards, they induced them to share the number of the cards stating that it would be linked to their new bank accounts and thus, be safe. This was corroborated by the written script recovered from the possession of the accused which describes the entire modus operandi step by step in detail and acts as a guide for the accused persons. “The script has also been seized, along with digital devices and the mobile phones of the accused, which were used in the commission of the offence. The case is under investigation and help is being obtained from the forensic labs of CyPAD-NCFL [Cyber Prevention Awareness and Detection Centre and the National Cyber Forensic Lab] Delhi to retrieve crucial digital evidence and linkages. Efforts are being made to identify the involvement of others,” the officer added. The initial investigation has revealed that the owner of this call centre is managing the operations from Dubai. Further investigation is underway. MEANWHILE, in the city of Gurugram, Haryana state, situated near the Delhi border, the so-called Haryana Chief Minister’s flying squad has busted two illegal call centres operating in Gurugram, police said on Wednesday. The call centres mostly used to cheat US nationals on the pretext of redeemed gift coupons of values ranging from US$1,000 to US$5,000 and used to charge US$100 to US$500 as service charge per client, the police said. The police have also recovered Rs 850,000 [about US$11,000], two laptops and a hard-disk along with other electronic gadgets during the raid.

According to the police, a team from the CM’s flying squad led by Assistant Commissioner of Police (ACP) Inderjeet raided the call centres which were running on the fourth floor office number 401 and 404, in Spaze IT Park building at Sector-49 in Gurugram following a tip-off . During the first raid, the police noticed that 10 people, including four females, were working in office number 401 while 12 youths, including two females, were working in office number 404, communicating with US nationals. However, after questioning the police released the youths who were working there. In connection with the incidents, the CM’s flying wing arrested two brothers identified as Anshu Mehta (33) and Akshay Mehta (34) of Laxmi Nagar, the owners of the call centre operated in 401, and recovered Rs 850,000 from their possession. The owner of the second call centre was identified as Ansh Saxena (28), a resident of Indirapuram in Ghaziabad. The accused disclosed that they used to work at a city-based call centre six years ago during which they got the idea of opening their own call centre. Both the call centres had been operating since last month. “These fake call centres have cheated several US citizens on the pretext of providing gift coupons. The youths were employed at the call centres, which were being operated without a license issued by the Department of Telecommunications (DOT),” said Inderjeet. “During the questioning, the accused revealed that they lured their target on pretext of lucrative gift coupons online and used to charge nearly $100 to $500 per client as service charge,” he said. Police said that they have busted more than 25 fake call centre rackets in Gurugram this year.

BJP to defend farm laws strongly, will mobilize farmers’ support New Delhi (IANS): The Bharatiya Janata Party (BJP) on Thursday, in a high-level meeting chaired by Union Home Minister Amit Shah at the party headquarters, has decided to defend the three farm laws strongly through an information campaign and mobilize farmers’ support over it. It was decided that a campaign should be run to counter the disinformation being spread on

the farm laws by the opposition parties and some organisations. In the campaign, party workers and leaders will explain the benefits of the farm laws to the farmers. When farmers are told the reality about the farm laws, their misconceptions will be addressed. The meeting included Union Home Minister Amit Shah, Finance Minister Nirmala Sitharaman, Agriculture Minister Na-

rendra Singh Tomar, Railways Minister Piyush Goyal, other top leaders and party office bearers. Union Agriculture Minister Narendra Singh Tomar shared the issues raised by the farmers’ organisations during the five rounds of talks held with the government, various aspects of farmers’ protest and the challenges posed by some farmers’ organisation in resolving the is-

sues. Sources told IANS, “The party will consider the amendments suggested by the farmers’ organisations but the laws will not be repealed. Prime Minister Narendra Modi wants that an information campaign be initiated to give detailed information about the farm laws to the farmers as well as general public.” It was also discussed in the meeting that some farmers’ or-

ganisations have supported the laws and if they are given right information about the laws more organisations will support them. A senior BJP leader said, “Many farmers’ organisation have welcomed the new agricultural reforms. The party feels that misinformation about the laws should be countered strongly. We will reach out to the farmers and inform them that the pur-

chase on MSP has increased. Procurement centres have been increased. For the last six years, we have sent double the amount in the accounts of farmers through MSP. Rs 6,000 per year is also been given under Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme. An agricultural infrastructure fund of Rs 100,000 crore has also been created.” [1 crore = 10 million].

US Congress denounces China’s ‘aggression’ along LAC, calls Beijing claims ‘baseless’ New York (IANS): The US Congress has expressed concern over China’s “aggression along the Line of Actual Control (LAC) with India and declared as “baseless the territorial claims by Beijing in the Himalayas. The defence budget bill, passed by both chambers of Congress, asked China to stop using force to settle the dispute along the LAC and instead use diplomacy. The section of the bill titled, “Sense of Congress on the Aggression of the Government of China Along the Border with India and its Growing Territorial Claims, was introduced by Raja Krishnamoorthi, a Democratic Party member of the House of Representatives. The bill, with a $740 billion allocation for defence, now goes to President Donald Trump who has threatened to veto the budget bill over unconnected matters and because it was not hard enough on China. Krishnamoorthi said in a statement on Tuesday: “By including my resolution language in the NDAA (National Defence Appropriation Act) and signing that legislation into law, the United States government will send a clear message that China’s military provocations of India

will not be tolerated. “The United States is committed to standing with our allies and partners like India in resolving the border standoff using diplomatic means. “Violent aggression is seldom the answer, and this is especially true for the Line of Actual Control, which is the disputed border region that separates the People’s Republic of China from India, he said. The mention of China’s aggression along the LAC and expression of support for India is important as the US leadership is transitioning from Trump, a staunch supporter of India who has taken a strong against China, to the Democratic President-elect Joe Biden. The provisions in the bill on China’s aggression received the support of members of both houses. The bill said: “It is the sense of Congress that continued military aggression by the government of China along the border with India is a significant concern. It said that China’s government should work with India “toward de-escalating the situation along the Line of Actual Control through existing diplomatic mechanisms and refrain from attempting to

Raja Krishnamoorthi settle disputes through coercion or force. Viewing Beijing’s aggressive actions from the Himalayas to the Indo-Pacific, it denounced as “destabilising and inconsistent with international law the “attempts by the government of China to advance baseless territorial claims, including those in the South China Sea, the East China Sea, and with respect to Bhutan. The budgets as well as other legislation passed by Congress usually contain issues that are not directly connected to them in order to make a point or to force the government to take other action. Trump has threatened to veto the

bill primarily because it calls for renaming military bases named for leaders of the Confederacy -- the states that wanted to preserve slavery and tried to break away from the US during the mid-19th century Civil War. He also asserted that the bill did not adequately act on China, tweeting, “THE BIGGEST WINNER OF OUR NEW DEFENSE BILL IS CHINA!. I WILL VETO! The bill was passed with sufficient majorities in the two chambers to over-ride a veto and should he veto it, the Congress can pass it again making it the law. The bill calls for wide-ranging actions against China including on its spying, money laundering and recruitment of scientists, and requires assessing the defence capabilities of Beijing and competition in space. It called for action to “deter industrial espionage and large-scale cyber theft of intellectual property and personal information by China and requires the President to report on what the government is doing about it. It wants the president to “demonstrate the credibility of United States resolve to defend its interests in cyberspace.

Farmers’ protest: Sunny Deol gets enhanced security cover

Sunny Deol Chandigarh (IANS): Actor and BJP’s Punjab MP Sunny Deol has been given enhanced security cover after his comments supporting the Central government over the new farm laws, officials said on Wednesday. The Central government has provided Y-category security to Deol of 11 personnel, comprising two commandos. Deol, the MP from Gurdaspur, posted a statement on Twitter on December 6, saying that people were trying to stir trouble and the matter should be kept between the farmers and government. “I know that many people want to take advantage of the situation and are creating problems. They are not thinking of farmers. They may have their own agenda, he said.

2 held in Punjab for using drones to smuggle arms, drugs Chandigarh (IANS): Police in Punjab on Tuesday said two members of a module have been arrested for using drones for cross-border smuggling of narcotics and weapons through an international network that includes Pakistan-based smugglers with links to Khalistani operatives. The accused, identified as Lakhbir Singh and Bachittar Singh, were arrested by the Amritsar (Rural) Police through certain leads, with further investigations expected to track their associates, including four drug smugglers currently lodged

in jail in Amritsar. Director General of Police (DGP) Dinkar Gupta said one quadcopter drone with a full supporter stand and one SkyDroid T10 2.4GHz 10CH FHSS transmitter, along with mini receiver and camera

support, have been seized with one .32 bore revolver, a Scorpio car and some live cartridges and drugs. Giving details of the case, Gupta said Lakhbir Singh, the main suspect, was arrested from near Gurdwara

Tahla Sahib in Chattiwind in Amritsar on Monday. During investigations, Lakhbir Singh said he had procured a quadcopter drone from Delhi about four months ago and the drone was currently at the residence of his associate Bachittar Singh at Guru Amardas Avenue in Amritsar. Further investigations under the supervision of Senior Superintendent of Police Dhruv Dhaiya revealed that Lakhbir Singh was in close and frequent contact with four major drug smugglers of Ajnala, who are currently lodged in Amritsar jail.

A search in the prison led to the recovery of a smartphone from the possession of Lakhbir’s associate Surjit Masih, a drug smuggler. According to the DGP, investigations so far show that Lakhbir Singh had established an extensive communication network with foreign smugglers and entities, and was in close and frequent contact with a notorious Pakistan-based smuggler named Chishti. Chisti is also in touch with Pakistan-based Khalistani operatives, and has been responsible for smuggling of significant cross-border con-

signments into India from Pakistan in the past. It was one Simranjit Singh, currently in the Amritsar jail, who persuaded Lakhbir Singh to purchase a drone for cross-border smuggling of narcotics and weapons. Simranjit Singh has also been nominated as an accused in the case, said Gupta. About four months ago, Lakhbir Singh and his associate Gurpinder Singh went to New Delhi and purchased a heavy duty quadcopter drone from TRD Enterprises in Janakpuri along with SkyDroid T10 2.4GHz 10CH FHSS transmitter for Rs 400,000.

Punjab Chief Minister justifies Rahul Gandhi’s walkout from defence panel meeting Chandigarh (IANS): Terming Rahul Gandhi’s walkout from the parliamentary defence committee as totally justified, Punjab Chief Minister Amarinder Singh on Thursday urged the Speaker to look into the working of the committee, which he dubbed as ‘absurd’, with members discussing the type of polish to be used on buttons and shoes of the uniform instead of strategizing on ways to counter the joint China-Pak threat. “With both China and Pakistan breathing down India’s neck, the committee should have been discussing strategic security issues and the urgent requirements of our forces and not the polish they need to shine their shoes and buttons,” said Amarinder Singh, who is himself an ex-Army man and defence historian with extensive knowledge and experience of security issues as well as the workings of such panels. “People who know nothing of the defence forces are made to sit on these committees now

and we expect them to protect the nation,” said Amarinder Singh in a statement, expressing shock that political affiliations were guiding the functioning of the panel. Politicians with no knowledge of the history and armed forces are sitting in the committee, he remarked, adding that the chairman should understand that what is done or discussed in these committee meetings is in the larger interest of the nation and he should not behave in such a petty manner. Slamming the functioning of the present committee, the Chief Minister said he felt ashamed of the level to which it had reached. “For God’s sake, think about our forces, think about the country,” he appealed, asserting that Rahul Gandhi was right to walk out of the meeting which, rather than talking about what the forces need to combat the threat of China and Pakistan, was discussing trivial issues.

Rahul Gandhi Underlining the need to raise the level of debate in these meetings, the Chief Minister said this is not the forum to discuss what Brasso is needed to polish uniform buttons and shoes, and make issues out of non-issues. He stressed that senior army officers attend the committee meetings not to talk about petty matters but to discuss more vital subjects of national security and the concerns of the forces, who are fighting out there every day, and losing their lives. “What are you doing for them? What are you giving them for their living, their clothing, food, arms, ammunition? This is

what the committee needs to discuss,” he added. The way Rahul Gandhi and other Congress members were treated was atrocious, said Singh, citing reports that the party MP was not allowed to speak. He recalled his own experience as a member of the committee, once when Indira Gandhi was

chairperson and on another occasion when Major General BC Khanduri led the panel. “We were allowed to speak freely,” he said, pointing out that even Indira was the defence minister and understood the needs of the armed forces. What is being done now is an attempt to end those cherished traditions, the Chief Minister la-

mented. Recalling that his own former regiment was formed in 1846 and had 26 battle honours, Amarinder Singh asked: “Should we forget about them and the sacrifices?” These people don’t understand what they speak and say, and don’t let others speak, he added.

Modi pays tribute to soldiers on 50th anniversary of 1971 India-Pak war New Delhi (IANS): Prime Minister Narendra Modi on Wednesday paid tributes to the fallen soldiers on the 50th anniversary of the 1971 India-Pakistan war and lit up the ‘Swarnim Vijay Mashaal’ at the National War Memorial. Four ‘Victory Mashaals’ lit from the Eternal Flame of the National War Memorial will now be carried to various parts of the country, including to villages of Param Vir Chakra and Maha Vir Chakra awardees of the war. Defence Minister Rajnath Singh, who was also present at the venue, unveiled the logo for ‘Swarnim Vijay Varsh’ to mark the anniversary of the 1971 India-Pakistan war. In a tweet, Rajnath Singh said, “I salute the tradition of valor and valor of the Indian Army. I remember the bravery of the brave soldiers who wrote a new legend in the 1971 war. Their sacrifice is a source of inspiration for all Indians. This country will always remember them.” In December 1971, the Indian Armed Forces secured a decisive and historic Victory over the Pakistan Army, which led to creation of

Modi accepts Britain’s G7 summit invitation

New Delhi (IANS): Prime Minister Narendra Modi on Wednesday accepted the invitation of British Prime Minister Boris Johnson to be part of the G7 meeting chaired by the UK in 2021, seeking to build a wider alliance against China’s growing power. British Foreign Secretary Dominic Raab handed over a letter from Johnson, inviting the Prime Minister to the G7 meeting. Modi thanked Raab and accepted the invitation, the Prime Minister’s Office (PMO) confirmed in a statement on Wednesday. The development comes after Johnson’s office earlier announced that it had extended the offer to Indian, South Korean and Australian leaders to take part in the G7 meeting, “delivering the Prime Minister’s ambition to work with a group of like-minded democracies to advance shared interests and tackle common challenges”. Recalling his recent telephone conversation with British PM, Modi stressed the importance of the India-UK partnership in the post-COVID world. He called for an ambitious and outcomeoriented 360-degree roadmap covering trade and investment, defence and security, migration and mobility, education, energy, climate change and health, in order to tap the full potential of the bilateral relationship. Modi also conveyed his keenness to receive Johnson in New Delhi next month, on the occasion of India’s 72nd Republic Day celebrations. During his visit, Johnson will be just the second British leader since Indian independence to attend India’s Republic Day parade in New Delhi as a guest of honour, after John Major in 1993. While conveying greetings of Johnson to Modi, the British Foreign Secretary thanked him for participating in the recently held Climate Ambition Summit co-hosted by the UK. Raab also stressed the priority that the UK government’s attaches to elevating relations with India, based on “shared values and interests and the potential to address common global challenges together”. Britain’s relationship with China has slid to its most confrontational levels in a generation, chiefly because of the national security law Beijing has imposed in Hong Kong and London’s decision to ban 5G network services by Huawei Technologies, which it contends is closely linked to the Chinese government. Increasing concerns over China’s assertive moves in the Indo-Pacific have also resulted in greater diplomatic efforts in the region by the US, Britain and the European Union - with India, Australia and the 10-nation Asean group at the forefront of their focus.

Narendra Modi a Nation -- Bangladesh -- and also resulted in the largest military Surrender after World War-II. From December 16, the nation will be celebrating 50 years of Indo-Pak War, also called ‘Swarnim Vijay Varsh’. Former Congress chief Rahul Gandhi also paid tributes to the fallen soldiers, highlighting the role of then Prime Minister Indira Gandhi. In a tweet, Rahul Gandhi said, “On the anniversary of India’s historic win over Pakistan in 1971 greetings to the people of the

country and the tributes to the valor of the armed forces. This was a time when the neighbouring countries accepted the mettle of Indian Prime Minister and were afraid of violating the borders of the country.” During the 1971 war Indira Gandhi was India’s Prime Minister. Congress General Priyanka Gandhi also took to Twitter and wrote, “India gave a befitting reply in 1971 to those giving threats of the [United States’] “seventh fleet” by its victory over Pakistan and planted the flag of India’s power and sovereignty. Homage to patriotism-inspired Indira Gandhi and the brave Indian Armed Forces officials.” The siblings were joined by host of several other Congress leaders in saluting the armed forces and remembering Indira Gandhi, who was Prime Minister at the time. Former Finance Minister P. Chidambaram said, “1971 war was not to protect India’s interests alone but to protect peace in South Asia. The way it was conducted and concluded represented true nationalism. There were no boasts, no exaggerations, yet India

played its part as a responsible regional power.” Senior Congress leader Shashi Tharoor also in a video message said, “16 December 1971 marked in many ways the coming of age of India as a significant power in the region. Very few leaders have the opportunity to redraw the map of the region and yet, that is what Prime Minister Indira Gandhi and her brave Army did in liberating Bangladesh.” Congress spokesperson Randeep Singh Surjewala also greeted the people of the country on Vijay Diwas when Pakistan was defeated. “The country is indebted to its brave soldiers and ‘Iron lady’ Indira Gandhi,” he said. The Congress in a tweet from its official Twitter handle said, “We bow our head in deep salutations to the valiant soldiers of the Indian Armed Forces and the lionhearted leadership of Indiraji, for not only registering a thumping victory in the IndoPak War of 1971 but also wiping off tears of terror from millions in Bangladesh.”
