Verron Nand, victim in Sunday’s homicide in Surrey, was member of Brothers Keepers

Loudmouth BC Liberal MLA Jas Johal should stop behaving like an upstart

‘Brothers Keepers have taken significant hits’ – Combined Forces Special Enforcement Unit of B.C. Sgt. Brenda Winpenny Back in August, The VOICE had reported that a gang expert source said that the Brothers Keepers are almost exclusively South Asian and have been around for about 18 months to two years. “They are an evolution of a number of people and their little groups coming together to form BK [Brothers

THE Integrated Homicide Investigation Team (IHIT) identified the victim in Sunday night’s homicide in Surrey as Verron Nand, 21, and is calling on the public to assist its ongoing homicide investigation. On December 1, at approximately 10:51 p.m., Surrey RCMP responded to reports of gunfire in the area of 136A Street and 114th Avenue. Nand was found on the ground with gunshot wounds along with a second male victim. Nand was pronounced dead at scene and the second male was taken to hospital and is currently in stable condition. IHIT had said on Monday that both men were known to police. IHIT has conduct of the investigation and is working closely with the Surrey RCMP, the Integrated Forensic Identification Services and the B.C. Coroners Service to gather evidence. “We believe this was a targeted shooting and determining the motive is one of our priorities right now,” said IHIT Sgt. Frank Jang. “We are especially appealing to Verron’s closest friends and associates to help us understand why anyone would do him harm.”

POLICE sources confirmed that Nand was a member of Brothers Keepers crime group.

LOUDMOUTH, upstart BC Liberal MLA Jas Johal seems to be in a big hurry to become some sort of a hero, fallaciously imagining that as a former mainstream TV reporter he can get away with saying anything. But it’s time that he seriously took stock of his behaviour and utterances and stop making a certified ass of himself! Last May he and another BC Liberal MLA, Ian Paton, were forced to apologize for offensive comments in the space of 24 hours. The RichmondQueensborough was forced to apologize for saying that Surrey MLA Jinny Sims represented “Surrey-Panorama, not Islamabad North.” His apology came on the heels of an outcry from the Pakistani-Canadian community, with the Pakistan-Canada Association saying that Johal’s comment “feeds into a troubling Islamophobic narrative.” The Pakistani Canadian Cultural Association noted that Johal’s BC Liberal colleagues “clapped to strengthen and show support for his inappropriate statement.” Perhaps, the ignorant white

Jas Johal BC Liberal MLAs felt that a brown MLA could get away with mocking fellow brown guys – and you can be sure the white mainstream media must have enjoyed this disgraceful, demeaning outburst by Johal. Apparently encouraged by Johal, his fellow MLA Ian Patton also ended up putting his foot in his mouth (looks like BC Liberal MLAs love sucking their toes!) Paton suggested the South Asian community needs to keep their kids out of gangs. The comments were directed to Labour Minister Harry Bains as Paton argued in favour of an

Surrey’s top cop says all is not well with no additional resources again REBUTTING Surrey Mayor Doug McCallum’s claim that the city’s police chief had told him that they could manage with their present resources, Assistant Commissioner Dwayne McDonald, the Officer in Charge of the Surrey RCMP detachment, told the media in an emailed statement: “As Surrey’s Mayor and Council move towards final adoption of a 2020 budget that does not allow for any additional police resources for the second year in a row, it is important that we acknowledge the detrimental effect this will have on our service delivery model and on the health and wellness of our members and municipal support staff.” He went on to point out: “The City of Surrey previously denied my request for 12 additional officers for 2019 and it was made clear to me that any additional requests for police resources would not

be entertained while the city is petitioning the province for a municipal police service. “As our staffing levels remain

stagnant and Surrey’s population increases, demand for our police service continues to grow. This year, the Surrey RCMP has experienced a 3% increase in calls for service and a 3.6% increase in files. These increases equate to an average of 463 more calls per month and 585 additional files per month. This disparity between resources and calls for service means we will have to review the services we provide. Unfortunately, this may necessitate the redeployment of personnel from proactive and community-based programs, which we know have a positive impact on crime prevention, to our essential service, frontline policing. “As outlined in our 10-year crime profile, crime in Surrey has been trending downward since 2014, and the overall crime rate has been trending down over the last decade. In 2018, Surrey’s Violent Crime Severity Index reached a

ten-year low. However, we are seeing some minor increases in crime this year and, in the long term, we cannot expect to see crime go down in a growing city without relative increases to police resources.” McDonald added: “The Surrey RCMP is committed to public safety, but also to the safety and wellness of our officers and employees. The senior leadership team will continue to advocate for adequate resources, even as the City of Surrey and Province of BC work to determine the future of policing in Surrey. “I commend the Surrey RCMP police officers and support staff who have continued to provide excellent police services to the city during this challenging period. To the residents of Surrey, the safety of your homes, your families, and your neighbourhoods remains our top priority, as always.”

Keepers]. They’ve been sort of on the radar officially for the last couple of years. They’re one group that have been involved in the Lower Mainland Gang Conflict that’s evolved from the Townline Hill [Abbotsford]-Vancouver [South Slope] conflict,” according to the source. “They are fairly independent. They are in conflict with the Wolf Pack. So one side of the Wolf Pack is sort of an alliance or partnership with the Red Scorpions and Hells Angels groups and Independent Soldiers and all of their sorts of friends. “BK is sort of sandwiched between the Wolf Pack side and the remnants of Duhre-United Na-

tions.” On Tuesday, Sgt. Brenda Winpenny, of the Combined Forces Special Enforcement Unit of B.C. (CFSEU-BC), told The VOICE that the Brothers Keepers have taken significant hits. She noted: “Their numbers have dwindled fairly significantly, but they have been trying to recruit replacements. They are still around, just not in the same sort of numbers they were in a year or a year and a half ago.”

Doug McCallum will establish a Surrey municipal police force It is absolutely disgraceful and appalling that those supporting the RCMP have resorted to gangster tactics COME hell or high water, Surrey Mayor Doug McCallum will have his Surrey Police Department! In spite of all the vicious scare tactics that Surrey Councillor Linda Annis and defectors from McCallum’s Safe Surrey Coalition, Councillors Brenda Locke and Jack Hundial, a former RCMP officer, have used to whip up opposition day in and day out to establishing a Surrey municipal police force to replace the RCMP, McCallum and the loyal, principled Councillors Laurie Guerra, Allison Patton, Doug Elford and Mandeep Nagra have steadily gone ahead with the process of having a Surrey Police Department. It is absolutely disgraceful and appalling that those supporting the RCMP have resorted to gangster tactics. Indeed, it is ironical. Some of them have publicly sworn and yelled at Guerra and Patton (as Guerra told a reporter), quite obviously to intimidate them. Guerra also told the reporter that she had been receiving threatening emails after she, McCallum, Patton, Elford and Nagra had voted to pass the budget on Monday night. (The budget was passed by a 5-4 vote). The RCMP lobby made sure they got their people to be present in large numbers and make as much noise as possible, but none of that could make McCallum and his four Councillors change their mind. Locke, Hundial and Steven Pettigrew very conveniently joined McCallum’s Safe Surrey Coalition to get elected, and once they were in, they decided to very conveniently defect, forgetting that one of three issues that they had won on was to replace the RCMP with a municipal police force. Now they are spinelessly

the Board then hires a police chief after advertising. Then a recruitment process takes place. And we are looking at pensions and all of that. So it’s a very complicated process and we are moving along.” He told The VOICE that he didn’t see any problems in having a municipal force in Surrey. Last October I had asked Oppal: “There is no way that they would ever cancel this project, no?” Oppal had replied firmly: “No, they are not going to cancel it. I mean the governments can do whatever they want, but I don’t see them canceling anything here.”

Surrey Mayor Doug McCallum (2nd from left) with (L-R) Councillors Allison Patton, Laurie Guerra, Mandeep Nagra and Doug Elford with the Surrey Police cruiser that was unveiled on May 7. using every excuse to justify their deception. Last March, McCallum hit back at the opportunists in this statement: “Our platform was abundantly clear, and the public was overwhelmingly in support of what we said we would do on its behalf, if elected.” He added: “On the night this new Council was sworn in, Council voted unanimously in favour of cancelling the contract with the RCMP and moving ahead with a municipal police department. For critics to now say that there is a lack of a mandate or public consultation for Surrey to have its own municipal police department shows little to no regard for our most basic democratic principle of respecting the will of the people.” McCallum also pointed out:

“Councillor Hundial, a retired 25year RCMP officer, ran on that commitment and pledge to carry it out if elected. The voters entrusted us to deliver on our promises and that is a trust that Councillor Hundial is now breaking. I have no intention of breaking my campaign promises or the public’s trust.” Annis and Locke in particular have stooped as low as possible in trying to use the mainstream media to spread their propaganda, even taking advantage of a young widow whose husband was shot in a case of mistaken identity by gangsters (and this is when RCMP are the police in Surrey!) INTERESTINGLY, former attorney general Wally Oppal, who is chair of the joint transition committee

for the formation of a Surrey municipal police force, told The VOICE on Tuesday: “A number of City Councillors have come to see me because they are unhappy about the process. But I have stayed out of it. That’s not my job.” Asked how the process of forming a Surrey police department was progressing, Oppal told this newspaper: “We are moving along and we are getting good cooperation from the Surrey team.” But he also noted: “I think it’s going to take a lot longer than they think. It’s a very complex issue because what we are doing is building a police department from the ground up which means we have to look at such things as a police board and we can’t do that until the provincial government passes that [law] and

Wally Oppal Oppal had noted: “Within 10 years Surrey will be the largest city in the province. So the question is: should they have a police force that is governed in Ottawa? That’s the question. The mayor and Council have determined no, that ‘we want to have our own police force.’ And that’s reasonable and that’s what they thought and so our job is to facilitate this, to make sure it happens.”

amendment that would allow children as young as 12 to work in any type of job. Paton said: “Especially for the South Asian community, this is something I cannot believe the Minister would not stand behind this amendment with

apologizing or withdrawing them. But the next day, he was forced to withdraw his comments. “My choice of words in the moment was unfortunate, and I wholeheartedly apologize to anyone who I offended with my remarks,” he later said in a statement. But a few months before

that, in March, Johal had made a complete ass of himself and was being openly mocked in the South Asian community as a rude, crude ignoramus as he used the offensive term “chamcha” (that is as derogatory as calling someone an a*rse-licker) on South Asian NDP MLAs. When asked on South Asian radio station Red FM whether that language was unparliamentary, Johal insisted: “No, no because, what is chamcha? Chamcha is sycophant. If I use the English term, sycophant, that’s not unparliamentary… it’s not unparliamentary, not at all.” (Red FM, March 26) But just two hours later, under pressure from thenMinister Jinny Sims, Johal backed down and withdrew his remarks in the legislature. NDP MLA Jagrup Brar bluntly noted at the time: “It’s shameful that Jas Johal is saying one thing to our community on the radio, and saying the opposite just two hours later in the legislature. He insisted his offensive remarks were ok, even though he knows they weren’t. Why isn’t he telling people in Surrey the truth?” Brar added: “Mr. Johal should spend less time spreading misinformation in Surrey and more time looking after his own constituents. The BC Liberals ignored our community for years, and that’s why people rejected them.” And last February, North Delta MLA Ravi Kahlon lashed out at Johal for his ‘shameful’ comment concerning his father’s taxi license while demanding that Kahlon resign

from an all-party committee that is reviewing ride hailing. Kahlon wrote to the conflict of interest commissioner about the controversy and told The VOICE: “I said you let me know if you think this is a conflict of interest because I don’t think so. I am confident he’s going to come back and say ‘there is no conflict of interest.’” (Kahlon was later vindicated by the commissioner, but Johal had in the meantime shamelessly caused great damage to Kahlon’s reputation.) Kahlon said: “I am, to be honest with you, most kind of ashamed because I’ve never hid the fact that my dad is a taxi driver. I have never hid the fact that my mom [used to wash] dishes at restaurants. I am proud of that record and to see Jas Johal raise this question and in particular because I asked tough questions off the Uber Vice President – and I ask tough questions off everyone. I asked a question ‘would you want your kids to get into a car with somebody who hasn’t had the vehicle inspection [of his car] and hasn’t done a criminal check?’ I think that’s a very legit question. And so that’s

offended them and now they plead a conflict of interest which I fundamentally disagree with.” Kahlon also exposed the hypocrisy of BC Liberal MLAs as he pointed out: “We have people who own farms – the Delta South MLA owns a farm and he’s on the agriculture committee. We have MLAS who own property who are on committees that are looking at rental rules. And so because those committees do not have the power to make a decision, it’s considered okay. You’ll remember a couple of years ago, Peter Fassbender – the guy who had all the power [as] Minister of Transportation – his daughter was lobbying for Uber and they said there is no conflict of interest.” Even Premier John Horgan was so upset by Johal’s unfair and lowdown attack that he said: “Why demonize the son of a hard-working business person because he happens to drive a taxi for a living? Why demonize people who work 12 to 14 hours a day just because it’s politically expedient?” Now Johal is back to his Uber lobbying and no one in the South Asian community is surprised at that because

Is this what Uber will bring to B.C.? Sexual assault! NBC in an exclusive story on Thursday revealed that Uber received 235 reports of a rape occurring during a ride in the United States last year — an average of four a week., according to a company review released Thursday. These figures come from a company review itself. And these sexual assaults have led to a flood of lawsuits from riders who were reportedly sexually assaulted by Uber drivers. In an extensive new report, Uber reveals: – 235 reports of rape in 2018, up from 229 in 2017. – 280 reports of attempted rape in 2018, down from 307 in 2017.

– 1,560 reports of groping in 2018, up from 1,440 in 2017. – 376 reports of unwanted kissing to the breast, buttocks or mouth in 2018, down from 390 in 2017. – 594 reports of unwanted kissing to a different body part in 2018, up from 570 in 2017. In all, Uber received 5,981 reports of sexual abuse between 2017 and 2018. NBC said that even Uber’s chief legal officer acknowledged that the figures were difficult to confront. Although riders were the accused party in 45 percent of the reports filed, in the case of alleged rapes, however, riders were the victims in 92 percent of the

464 reports. NBC reported: “Other ridehailing companies, including Lyft, have faced similar allegations.” So, here’s The VOICE’s question: “Will victims have the right to sue politicians and others who have been fighting to introduce ride hailing services in B.C.?” Also, NBC reported: “Uber went public earlier this year, but its stock has floundered. In August, Uber reported a record quarterly loss of $5.2 billion. And in October, the company laid off 350 employees in what was the third round of cuts in recent months.”

BC Liberal MLAs have always supported the interests of big business – because it means BIG MONEY for them. Johal needs to give his thick skull a good shake and do some proper research. The VOICE carried a story titled “Uber London Limited found not fit and proper to hold private hire operator licence. Pattern of failures placed passenger safety and security at risk meaning ‘Transport for London’ cannot renew licence” last week. The story said: “TfL [Transport for London] has identified a pattern of failures by the company including several breaches that placed passengers and their safety at risk. “Despite addressing some of these issues, TfL does not have confidence that similar issues will not reoccur in the future, which has led it to

conclude that the company is not fit and proper at this time. “In September Uber was granted a two-month licence as further information was required on these issues, some of which emerged late in the process of its reapplication. “A key issue identified was that a change to Uber’s systems allowed unauthorised drivers to upload their photos to other Uber driver accounts. “This allowed them to pick up passengers as though they were the booked driver, which occurred in at least 14,000 trips – putting passenger safety and security at risk. “This means all the journeys were uninsured and some passenger journeys took place with unlicensed drivers, one of which had previously had their licence

revoked by TfL. “Another failure allowed dismissed or suspended drivers to create an Uber account and carry passengers, again compromising passenger safety and security.” TfL also pointed out other serious breaches, some of which led TfL to prosecute Uber earlier this year for causing and permitting the use of vehicles without the correct hire or reward insurance in place. You can read that full story in last week’s VOICE on Page 10. But for BC Liberals safety is only for lip service – it’s the money they will get from big business that matters – whether it was taking big donations from gas companies or turning a blind eye to money laundering in casinos, everybody knows their reputation.

IHIT took conduct of the investigation and has since gathered significant evidence and has made great strides in the case with the assistance of the Abbotsford Police Department and its other policing partners. In the early stages of the investigation, IHIT learned of a burning dark blue Acura TL found in the area of 128A Street and 109th Avenue in Surrey around 4:20 p.m. on the same afternoon as the shooting. It appeared the suspects attempted to burn the vehicle but the fire was quickly extinguished by the Surrey Fire Department before it sustained any significant damage. Based on the information gathered, investigators have definitively linked the two incidents. An extensive neighbourhood canvass captured considerable video surveillance footage including one showing a white Mazda 3 driving in tandem with the blue Acura TL. BC Liberals doubled MSP premiums when in power AS Premier John Horgan marks the final month British Columbians will pay MSP premiums, BC Liberal Leader Andrew Wilkinson continues to avoid questions about whether he’ll bring back the MSP or cut services like health care and education, notes the NDP. Wilkinson has strongly opposed the employer health tax (EHT) on the largest 15 per cent of businesses, which was put in place to pay for the elimination of MSP premiums. But Mike Smyth points out in this morning’s Province: “If [Wilkinson] promises to get rid of the payroll tax, how will he replace all that revenue? Bring back the MSP? Slash program spending? Plunge the government’s balanced budget back into deficit?” (The Province, Dec 5) Wilkinson said last week that he’s not planning to tell British Columbians how he’ll pay for it until after the election, claiming that “it’s going to be hard for us to figure out the details until we’re in government.” The BC Liberals doubled MSP premiums when in power. In total, Wilkinson has opposed or promised to cancel at least $3 billion annually in taxes for the top two per cent and the largest corporations, including the EHT ($1.9b), the speculation and vacancy tax ($185m), and the school tax on houses over $3 million ($200m), says the NDP. But it’s no surprise Andrew Wilkinson won’t be clear with people: British Columbians know that tax cuts for big businesses and the top two per cent means tax hikes, service cuts, or both, according to the NDP.

Easier to apply for temporary and permanent resident status within Canada People can now give their fingerprints and photo right here in Canada

CANADA is rolling out the final phase of its biometrics collection program. As of today (December 3), foreign nationals applying from within Canada for tempo-

rary or permanent residence, or to extend or renew their visitor visa or work or study permit, will need to have their fingerprints and photo taken and can do so at any of

the 58 designated Service Canada locations across the country. This means individuals will now save time and money by being able to give their biometrics within Canada. Canada has collected biometrics (fingerprints and photos) on most foreign nationals applying for temporary or permanent residence since December 31, 2018. Having biometrics helps immigration officers verify people’s identity, which makes processing applications easier and simplifies entry for legitimate travellers. It also makes it easier for officers to stop individuals who pose a risk to the safety and security of Canadians. Marco E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, said: “Fingerprints and photo collection are recognized as one of the most reliable ways to identify people and are used by more than 70 countries worldwide. We will enhance the efficiency and integrity of the immigration system in Canada.

- This is the final phase of Canada’s biometrics expansion program. As a result of this expansion, foreign nationals coming to, or applying from within the country will provide their fingerprints and photo. - There are some exemptions to the biometrics requirement, including applicants under 14 or over 79 years of age; U.S. nationals coming to visit, work or study temporarily in Canada; and lawful permanent residents of the U.S. coming to visit only.

People can apply online or by paper as they have always done. Applicants who receive a biometrics instruction letter will be able to give their fingerprints and photo at designated Service Canada locations across the country by appointment. The appointment must be made in advance through an easy online booking tool at canada.ca/biometrics. Applicants, including those in Canada who will be travelling outside the country, can also give their biometrics at a visa application centre (VAC) in any country that they are legally allowed to enter. Canada has one of the most extensive networks of VACs worldwide, with 160 locations in 108 countries Quick Facts:

THE Tiger Jeet Singh Foundation (TJSF) is seeking assistance related to its first annual Miracle on Main Street fundraising event in Brampton that aims to collect toys to aid the less fortunate during the holidays. To improve the delivery of the program, TJSF has formed a new partnership with the City of Brampton and supported by Peel Regional Police. TJSF is a Milton-based charity started by wrestling legends, humanitarians and philanthropists Tiger Jeet Singh and his son Tiger Ali Singh. For the last 10 years, TJSF has organized their ‘Miracle on Main Street’ event in Milton, Ontario, raising millions for families in need through donations and sponsorships. The foundation is now building on that success and expanding the spirit of giving to its neighbors in Brampton with their Miracle on Main Street event on December 11. On Friday, December 6, the City of Brampton was scheduled to host the Miracle on Main Street Kick Off event at City Hall with speakers Brampton Mayor Patrick Brown, Peel Police Chief Nishan Duraiappah, Tiger Jeet Singh and Tiger Ali Singh to tell how this partnership will provide much needed help to families in need over the holiday season. Adalat Omar, a professional Middle Eastern belly dancer who incorporates traditional Uighur and Bollywood dances in her performance, was the highlight of the night with her energetic, graceful 20-minute routine. Sher Vancouver said it likes to provide a platform for women and minorities to have a voice whenever possible. So, the MLA for Surrey-Green Timbers, Rachna Singh, opened the event with her comments, and the MLA for Surrey-Panorama, Jinny Sims, followed with a heartfelt tribute to Sher Vancouver founder Alex Sangha’s mother, Jaspal Kaur Sangha. YouthCO sponsored the Sher Christmas this year by making a generous financial donation which allowed Sher to offer free tickets to low-income youth. YouthCO also provided 25 goodie bags. YouthCO is a peerled agency working to reduce the impact of stigma related to HIV and Hep C. Sher Vancouver thanked Ivan Leonce of YouthCO for making this sponsorship happen for the second year in a row. Also in attendance were Cpl. Elenore Sturko and members of the Surrey RCMP, Ravi

JUST before midnight on Friday, gunfire at a party house listed on Airbnb around 55A Avenue and Bakerview Drive in Surrey led to a massive response by RCMP. Police took some 30 people into custody, but let them go after checking their identities and questioning them. There were no gunshot injuries and no firearm was recovered. Officers guarded the house on Saturday as they awaited a search warrant. Several vehicles parked on the property were also to be searched by police.

One of the residents in the neighbourhood told CTV: “It was probably like ten shots, staggered, like bang, bang, bang … and then like bang, bang, and then a couple more after that.” Another said: “I heard bang, bang, bang, like three shots go off. It kind of freaked me out so I ran into my house, and then I heard what sounded like possibly retaliatory fire. It was either two or three more shots. And then I heard the first gun go off again another three times. And then I heard more retaliatory shots.”

Calendar dedicated to Guru Nanak’s 550th birth anniversary released in Surrey RADICAL Desi in partnership with others released its annual calendar in Surrey on Sunday, December 1.

Dedicated to the 550th birth anniversary of the founder of Sikhism, the calendar was unveiled by the Editor of Georgia Straight,

Charlie Smith. Others who joined him in the ceremony included Surrey-Newton MP Sukh Dhaliwal and Surrey-Green Timbers MLA Rachna Singh, besides members of Guru Nanak Free Kitchen and Indians Abroad for Pluralist India (IAPI). The painting of Nanak ploughing fields

like an ordinary and hardworking farmer printed on the calendar was made by Jarnail Singh. It has several important dates related to the radical history of South Asian elders alongside significant days, such as International Human Rights Day and International Women’s Day.

Smith was also honoured on the occasion with the Radical Desi medal of courage for standing up against bigotry by anti-racism activists, Annie Ohana and Avtar Singh Dhillon. Whereas, Ohana is an anti-racism educator, Dhillon has been fighting for the right to wear turban at workplaces in Canada. The event was started with a moment of silence for Zofia Cisowski, a Polish woman from Kamloops who passed away recently. Her son Robert Dziekanski was tasered to death by the RCMP at Vancouver Airport in 2007. She had fought for justice and became an icon of human rights struggles in Canada. Guru Nanak himself was a human rights defender and a revolutionary who had challenged the barbarity of the state. The speakers were unanimous in their views that the legacy of Guru Nanak has become even more relevant today with the rise in racism and hate all over the world. They emphasized that the repressive governments across the globe need to be made accountable as a fitting tribute to Guru Nanak under these difficult times. Smith who was honoured for refusing to interview Peoples’ Party of Canada Leader Maxime Bernier for his racist views noted that Guru Nanak was way ahead of his times and by teaching his followers to respect Mother Earth and denouncing discrimination on basis of caste, colour and gender had laid the foundation for a just society. Others who spoke on the occasion were Sukh Dhaliwal, Annie Ohana, Rachna Singh, Sikh activist Kulwinder Singh, IAPI member Sayyad Wajahat and Pakistani activist Furquan Gehlen. Gehllan had brought with him postcards addressed to Prime Minister Justin Trudeau asking him to break his silence on Kashmir. The Indian part of Kashmir has been under a lockdown since August 5. The participants signed the postcards at the event that coincided with the martyrdom day of the ninth master of the Sikhs, Guru Teg Bahadur, who had laid down his life for Kashmiri Hindus.

300,000 spectators welcome Santa at 16th annual downtown parade VANCOUVER officially kicked off the start of the holiday season on Sunday as 300,000 spectators gathered in Vancouver for the TELUS presents the Vancouver Santa Claus Parade. The crowd that lined the 1.8km route were entertained by more than 2,500 participants, including more than 40 marching bands, choirs, floats and community groups. In addition to bringing the joy of the Christmas season to thousands of children and families along the parade route, the 16th annual parade also celebrated the spirit of giving by generating much needed donations for those in need across the Lower Mainland through its support of the Greater Vancouver Food Bank Society, as well as the CKNW Kids’ Fund, which enhances the lives of children living with physical, mental and social challenges in B.C. The Food Bank provides healthy food to more than 28,000 people each week, and both the parade and TELUS are long-time supporters of the Greater Vancouver Food Bank Society. Over the last 20 years, TELUS has supported the Greater Vancouver Food Bank with more than $1 million and 10,000 volunteer hours, and to further support the Food Bank during a very busy time of year, TELUS will match monetary donations and will donate $5 for each free download of the Babylon By TELUS Health app on parade day, up to $15,000. “The Santa Claus Parade brings the community together to mark the start of the holiday season, and there’s a magic in the air when we are all connected,” says Jill Schnarr, TELUS Vice President of Corporate Citizenship and Communications. “The Greater Van-

lery, which featured a Food Bank drop off, face painting, festive crafts and activities for kids and a Letters to Santa station. Following the parade, families were treated to free photos with Santa at TELUS Garden. Christmas fans who attended the parade and spectators who would like to enjoy it again can watch province-wide broadcasts of the TELUS presents the

Vancouver Santa Claus Parade on Global BC and BC1. (See below for broadcast times and dates or visit the parade website for details.) “On behalf of our organizing committee, our participants and our spectators, I want to thank TELUS for their generous support which makes the parade possible,” said Vancouver Santa Claus Parade Society President Jessica Walker. “I

also want to thank the many other companies, organizations, volunteers and participants that make this parade such a wonderful holiday tradition.” Parade broadcast dates and times: Global: December 14, 25 and 26. Times TBD. Detailed broadcast dates and times will be posted on the parade website.

B.C. Economy: What the NDP and BC Liberals have to say BRUCE Ralston, Minister of Jobs, Trade and Technology, in response to the release of Statistics Canada’s Labour Force Survey for November 2019, said: “B.C.’s economy remains resilient, with the lowest unemployment rate in Canada despite real challenges globally and here at home.” He added: “Since our government was elected, B.C. has created over 70,000 jobs and we have maintained the lowest un-

employment in the country for nearly the entire time. Wages continued to climb in the month of November, up $0.17 from last month to an average of $28.52 an hour. This means that over the past year, wages for workers in B.C. increased on average by more than $2 an hour, or by 7.6%, the highest growth rate among the provinces.” However, Ralston admitted: “Despite a strong labour market provincewide,

there are workers who are struggling with ongoing pressures in some sectors of B.C.’s economy – particularly forestry. We remain dedicated to assisting these hard-hit communities.” He added: “As part of our commitment to make life more affordable, as of Jan. 1, 2020, Medical Services Plan premiums will be completely eliminated for all British Columbians, saving families up to $1,800 per year. Additionally, we recently passed legislation to pull back the curtain and create transparency in how fuel prices are set by oil and gas companies. “Heading into 2020, we are steadfast in our commitment to building an economy that works for everyone by investing in people.”

ing more stress on hard-working British Columbians who are already struggling to cope with John Horgan and the NDP’s 19 new or increased taxes,” said Wilkinson. “It’s been over two years of this NDP / Green government and we have yet to see any ideas that will actually grow what was our once buzzing economy.” The BC Liberals noted that the job numbers released on Friday by Statistics Canada show a further decline in British Columbia’s once strong economy. As the province-wide forestry crisis continues to worsen, other sectors such as construction, retail, transportation and health care all lost jobs as well. With no jobs plan in sight for B.C. workers, affordability remains a major issue throughout the province. “John Horgan and the NDP promised to make life more affordable for British Columbians and they have failed to deliver,” said Wilkinson. “The NDP’s tax and spend philosophy has never worked — it’s just adding more burden on families, killing B.C.’s competitiveness and leading to thousands of job losses.” The NDP have never had a solid economic plan and it’s B.C. families who pay the price in the end, he said.

MEANWHILE, BC Liberal Opposition Leader Andrew Wilkinson is asking Premier John Horgan and the NDP when British Columbians will see an actual jobs plan after Statistics Canada’s latest job numbers show that in the month of November, B.C. lost a staggering 25,800 private-sector jobs — the fifth-recorded month of job losses in the last six months. “We are headed into the holiday season with job losses on the rise, which is add-

Fire hall and housing for single mothers and their children open in innovative building VANCOUVER Fire Rescue Services (VFRS) newly-redeveloped Fire Hall No. 5 and YWCA Pacific Spirit Terrace opened on Monday at East 54th and Kerr Street, providing a unique partnership opportunity to address the lack of affordable housing for single mothers and their children in Vancouver. The 31 new homes will provide housing for between 65 and 90 women and children. “Thanks to a new and creative approach, we’re taking Cityowned land and transforming it into not only a much needed new Fire Hall, but also 31 safe new homes for dozens of women and children,” said Vancouver Mayor Kennedy Stewart. “YWCA Pacific Spirit Terrace is an example of what government and non-profit organizations can do together when we partner to address the housing crisis.” The first two floors of the building replace the previous Fire Hall No. 5 – built in 1952 – which no longer met the needs of VFRS. “We’re pleased to see the opening of this newly upgraded Fire Hall, which has been constructed to meet current and future needs as its community grows,” said Vancouver Fire Chief Darrell Reid. “The hall has living facilities that are ideal for our diverse workforce, a dedicated facility for filling and servicing breathing apparatus, and has been designed with minimal environmental impacts in mind.” The four floors above the Fire Hall contain two and three bedroom homes for single mothers and their children, along with a rooftop patio. A range of YWCA services will be offered to en-

working with community partners to deliver thousands of new affordable homes for people in Vancouver.” The City has invested almost $11 million for the replacement of Fire Hall No. 5 and $6.66 million for building the housing. The affordable housing portion of the project costs a total of $11.37 million. YWCA Metro Vancouver fundraised the re-

mainder of the housing costs through a capital campaign that included contributions from the Government of B.C., Pacific Spirit Foundation and Streetohome Foundation. This project is funded in part by the Government of Canada’s Reaching Home program. The City continues to approve and open new affordable homes to respond to the hous-

ing crisis and homelessness. In 2018, more than 900 new social and supportive homes opened in Vancouver, including more than 400 temporary modular homes funded by the provincial government, through BC Housing. The City anticipates over 400 units of social housing will open in the first half of 2020.

The homes will rent for between $520 and $1,164. “The YWCA is delighted to expand our services for single mothers and their children, thanks to the support of the City of Vancouver and Vancouver Fire Rescue Services. This is the second mixed-use housing community we have opened in partnership with the City, and we are grateful for their ongoing support and willingness to explore these innovative housing solutions,” said YWCA Metro Vancouver CEO Deb Bryant. “YWCA Pacific Spirit Terrace

will provide safe and affordable units for women and their children to call home, as well as access to a range of YWCA services.” George Chow, MLA for Vancouver-Fraserview, said: “We know there is an urgent need for family-friendly housing in Vancouver, and these new homes will give women and children in our community safe, affordable options. I’d like to thank the YWCA and the City of Vancouver for all of their work to create these new homes. Housing is a top priority for our government and we’re

Delta ready for ride-hailing THE City of Delta announced on Thursday that it has put a simple, clear, and transparent process in place to ensure ride-hailing companies will be able to operate as soon as they are ready and the Province has allowed them to do so. Ride-hailing companies wanting to operate in Delta will be required to pay a base annual business licence fee of $110 plus $25 per car with a cap per company of $1,500. This is consistent with the business licence fees paid by taxis that operate in Delta. Delta Mayor George Harvie said: “We have established

George Harvie a simple and reasonable business licensing system for ride-hailing to ensure that we are treating ride-hailing companies and taxis fairly while allowing our residents

to access improved transportation services. We look forward to ride-hailing companies operating in Delta as soon as the Province allows them to.” He noted that Delta’s business licence fees for ridehailing are the lowest announced fees in the region. This interim approach will allow for ride-hailing companies to operate in the community while Delta continues working with its regional counterparts to establish an inter-municipal licensing system. At that point, the Delta‑specific fees would no longer be charged.

City of Vancouver says it’s ready for ride-hailing THE City of Vancouver announced on Monday that it is ready to license ride-hailing companies so they can get on the road and serve residents, businesses and visitors. The City’s ride hailing regulations were put in place to ensure that Vancouver can experience the advantages of ride-hailing as soon as companies obtain a Provincial TNS licence from the Passenger Transportation Board. Once the provincial licence is issued, companies can obtain a municipal business licence from the City. City staff are already working closely with ride-hailing companies to ready their business licence applications for quick processing, and aim to issue a municipal business licence within three days of receiving a complete application. The City said it supports the concept of an integrated regional approach and continues to work with other municipalities toward intermunicipal business licensing for ride-hailing companies to operate throughout the Lower Mainland. Until then, Vancouver’s municipal licence ensures ride-hailing vehicles will be on the road in Vancouver without further delay for residents. To keep costs fair for all operators in the city, the licensing and vehicles fees for taxis and limousines companies are now set at the same cost as ride-hailing companies. A new Congestion and Curbside Management Permit program was also designed to mitigate congestion on City streets during peak traffic hours, and will take effect on January 6, 2020. For more details on ride-hailing in Vancouver, visit vancouver.ca/ride-hailing. Meanwhile, Kater announced that it “has stopped operating its current hybrid fleet of cars and has started the process of switching to our full-scale ride-hailing operations, launching in the very near future.” Business licensing • The annual licence fee for a ride-hailing company is $155. • As part of the business licence, ride-hailing companies pay a $100 annual per vehicle fee. • Wheelchair accessible and zero emission vehicles will receive a 100 per cent discount on their vehicle fee. • Licensing fees cover the program administration costs and analysis of trip and vehicle data submitted monthly by companies. • Data collected will be used by staff to audit and evaluate the impact ride-hailing has on transportation and congestion in Vancouver. • Incomplete applications may take longer than one week to process. Congestion and curbside management • Ride-hailing vehicles operating in the metro core between 7 am and 7 pm are required to pay 30 cents per each pick-up and drop-off as of January 6, 2020. • Fees are reduced by 50 per cent for zero emission vehicles. • Wheelchair accessible vehicles are exempt from the fee. • Metro Core is the area bounded by Burrard

Street, 16th Avenue, Clark Avenue, and the Burrard Inlet.

On the International Day of Persons with Disabilities, Indians Abroad for Pluralist India (IAPI) held a demonstration at Surrey’s Holland Park to demand the immediate release of wheelchair-bound Saibaba, who is serving a life sentence, on humanitarian and compassionate grounds. Saibaba had been standing up for the rights of religious minorities and oppressed communities, particularly Adivasis or the indigenous peoples, who are being forcibly evicted by the Indian state from their traditional lands in the name of development. $4.93 million more over three years to keep more students safe MORE at-risk students will get the supports they need to get off the path to gang life through the expansion of the Erase (expect respect and a safe education) school-based gang and gun violence prevention program. The Province is investing an additional $4.93 million over the next three years to provide immediate support to students, parents, educators, law enforcement and community partners through gang prevention and awareness training programs in Camp-

bell River, Chilliwack, Courtenay and Hope. The funding, building on $1.12 million previously announced for the program in March 2019, will also provide ongoing support in the 12 previously named communities: Abbotsford, Burnaby, Delta, Kamloops, Kelowna, Langley, Nanaimo, Prince George, Surrey, Vancouver, Victoria and Williams Lake. “Too often, we hear about the devastating effects of gang life on B.C. youth and their families, which is why we’re

ON the occasion of World AIDS Day on December 1, British Columbia marks record-low cases of HIV and AIDS as the crisis transitions from epidemic to chronic disease management. “As we commemorate World AIDS Day, it’s important to look to the progress we have made against a formidable disease,” said Adrian Dix, Minister of Health. “With the success of the Treatment as Prevention

strategy (TasP), B.C. is seen as the having the world’s gold standard to profoundly reduce HIV transmission and transition the crisis from a serious epidemic to a manageable chronic disease.” The B.C. government has long been a pioneer in addressing the health of people with HIV and AIDS by offering the groundbreaking TasP, developed by the BC Centre for Ex-

taking targeted action and offering intensive supports in B.C. communities that need help the most,” said Rob Fleming, Minister of Education. “By focusing on training and prevention, we are taking important action to support young people earlier and give parents, schools and communities a way to work together toward positive futures.” The gang prevention program, in its second year, provides education and training opportunities for students, parents, educators, law en-

forcement officials and representatives of communitybased organizations. The new funding, announced by Fleming and Mike Farnworth, Minister of Public Safety and Solicitor General, will offer stakeholders newly developed training and resources focused on gang and gun violence prevention. Student and parent education sessions on gun and gang violence prevention will also be tailored for each community. To date, more than 8,000 students, parents, educators and

community partners have participated in 110 training and education sessions in the initial 12 priority communities. Each of the 16 priority school districts will receive grants to support the development of local programming, such as after-school clubs and other supports for at-risk youth. The new funding will also provide localized monthly reports on public social media activity related to gang activity to all 60 B.C. school districts. Safer Schools Together, the

Ministry of Education’s service-delivery partner for the student safety components of Erase, is continuing to develop a new resource for B.C. educators, connected to the provincial physical and health education curriculum. The new resource will be made available in early 2020 and will include informational videos and a teacher’s guide to help students develop healthy relationships, avoid unsafe or exploitive situations and protect themselves from harm.

B.C. nears the end of the AIDS epidemic cellence in HIV/AIDS (BCCfE). The overall number of new HIV infections in B.C. is continuing to decline. In 2018, there were 205 cases, a steady decline from 437 cases in 2004. “Since the turn of the century, we’ve made incredible progress in our fight against HIV and AIDS,” says Dr. Bonnie Henry, provincial health officer. “Research conducted by Dr. Julio Montaner and his team at the

BCCfE has accelerated our efforts to reduce the impacts of what was once a death sentence, and this work has been crucial to the progress of not only our provincial efforts, but efforts around the world to end HIV and AIDS.” To further advance the goal of eventually eliminating the disease, the BCCfE has established a research laboratory at 647 Powell St. in Vancouver

to support ongoing HIV/AIDS research for people living in Vancouver’s Downtown Eastside and beyond. Together with other programs of the BCCfE, this new laboratory works to support people living with HIV/ AIDS, while also collecting vital research to establish innovative new techniques to eliminate the disease. Helping to prevent the transmission of HIV, government

expanded public funding for pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis (PEP) on Jan. 1, 2018. As a result, approximately 4,500 people at higher risk of HIV infection have qualified for coverage of this potentially lifesaving treatment, adding a new resource to the centre’s TasP. This is an increase from 2,000 in June 2018 and 3,300 in March 2019.

Video reveals Horgan and MLA Trevena refuse to help forest communities: BC Liberals A YouTube video of a closed-door meeting between North Island MLA Claire Trevena and frustrated constituents and representatives from struggling Vancouver Island logging communities surfaced on Wednesday. The 30-minute video shows several heated exchanges between Trevena and angry forestry sector workers in Campbell River who feel abandoned by the lack of action from Premier John Horgan and the NDP government as the crisis continues to worsen, say the BC Liberals. “I visited the North Island a little over a week ago and people are telling me their local MLA is missing in action while the provincial government does nothing to save the forest industry or jobs in their own communities,” said BC Liberal Opposition Forestry Critic John Rustad. “We are now entering the sixth month of the strike at Western Forest Products, and unless Premier John Horgan decides to finally act and end the dispute, we are going to see more trucks repossessed and more defaults on mortgages.” The YouTube video of a Campbell River meeting between Trevena and Vancouver Island forestry

John Rustad workers revealed a great deal of frustration and many question why their local MLA has been completely absent for the past five months. In the video, Trevena claims her duties as Minister of Transportation have kept her away from visiting her constituents. “The Mayor of Port McNeill is echoing the BC Liberals’ call for an industrial commission of inquiry so we can at least get a clear picture of what is needed to resolve the dispute at Western Forest Products,” added Rustad. “There are plenty of things government can do, including adjustment to the way stumpage fees are calculated, that can help get the industry competitive again.” Tuesday’s announcement of the closure of Errington Cedar Products due to bankruptcy also reveals that Island and Coastal forestry workers are not eligible for the government’s $69 million early retirement program, or any other benefits available to forest workers in the interior, said the BC Liberals. ROAD RULES

Road block responsibility

Cedric Hughes ROAD blocks are annoying, right? Most people are of the view that they are an inconvenience. They slow you down, and often involve a flashlight in your face. They also pop up during the seasons in which people are imbibing more often: holidays. Maybe you had that second drink and thought you would be fine to drive. Maybe you committed to being the designated driver, and are annoyed to be put under the spot light for doing a good deed. Or perhaps you are one of the minority, and seeing a road block makes you feel safe. Regardless of what your typical reaction may be, it is important to remember the purpose of road blocks. They are not implemented in an effort to arbitrarily punish drivers. They are not used because the R.C.M.P enjoy standing in the rain at 3:00 a.m. Road blocks’ sole purpose is to keep the roads safe from drivers who are putting others at risk. Despite the best intentions of the R.C.M.P., it is still important to know your rights at a road block. For instance, an officer is allowed to ask you any questions related to sobriety, licenses, ownership of the vehicle, insurance, or mechanical fitness of the car. This was established in R v Mellenthin, a Supreme Court of Canada case. Anything beyond this is a violation of your Charter of Rights and Freedoms. That being said, it does not mean that it will not happen. Officers have been known to ignore the legality in these road blocks and searches, dealing with the consequences later. Your best defense in this case is to remain silent. The Motor Vehicle Act only requires you to state your name and address, as well as the owner of the vehicle.

Delta Police recover property from Ladner home DELTA Police Department have recovered approximately $140,000 worth of property, believed to be stolen, following an investigation. Police executed a search warrant at a residence in the 4600-block of 51st Street with the assistance of the Lower Mainland District Emergency Response Team. Two adults were taken into custody and later released on a promise to appear in February 2020. “Investigators have recovered a large number of items that are believed to have been stolen,” said Inspector Guy Leeson, who is responsible for the Delta Police Property Crime Unit, on Wednesday. “Police are in the process of identifying property and have started returning it to owners. It’s definitely satisfying for our Property Crime Unit officers, who did some great work on this investigation.” The suspected stolen property includes numerous tools and machinery. One item recovered from the property was recently reported stolen from a farm in Ladner. There were no risks to public safety during the incident, and no one was injured. The incident remains under investigation and Delta Police anticipate forwarding a number of charges to Crown for consideration.

Beyond that, you are not required to answer any questions. So back to our earlier scenario, where perhaps you thought you could sneak that extra drink in. Here you are, noticing a road block in the distance and starting to panic. You find yourself considering your options: pop extra gum in your mouth and hope to get through, or pull a quick U-turn and find another route. Ultimately, avoiding a road block is not a good idea. If you are caught trying to flee a road block, you immediately seem suspicious. R.C.M.P. usually keep their vehicle engines running for that very purpose. Now that you’ve chosen to flee, you appear to be exactly the kind of driver that they want to pursue. Furthermore, you could be charged with violations to the Motor Vehicle Act as well as the Criminal Code. Not only do road blocks serve as a safety measure, but they can also be a lesson learned. If you have ever felt extremely nervous going through a road block, you know

that you have done something wrong. You will remember that feeling. In a perfect world, you will avoid those decisions in

the future, so that you can approach a road block feeling nothing but confident and safe.
