IHIT confirms VOICE’s report that Ravinder Sandhu was homicide victim in Langley

The victim being removed from his pick-up truck by paramedics. ON Wednesday morning, The VOICE reported on its website that our police sources had confirmed that the Langley shooting victim was Ravinder Singh Sandhu. The Integrated Homicide Investigation Team (IHIT) confirmed that on Thursday afternoon as it called on the public to help further its investigation into a fatal shooting in Langley. IHIT said Sandhu was known to police and his murder is believed to be a targeted incident. On February 7 at around 9:30 p.m., the Langley RCMP responded to reports of shots fired at the parking lot of the Langley Crossing Shopping

Center at 6339 200th Street. Sandhu, 42, was found shot inside his vehicle by first responders. He was transported to hospital where he remained in critical condition until just recently, when he died of his injuries. One news channel reported on Saturday that a person claiming to be close to the victim told them that the victim was being kept on life support until extended family could arrive here from India. The person also claimed that two young children of the victim were in the backseat of the truck when he was shot. IHIT Sgt. Frank Jang on Thursday

The victim’s black pick-up truck. Videosnatches confirmed to a newspaper that was a fact and added that the children had been at a party at a Chuck E. Cheese restaurant. They were not hurt. According to one media report last weekend, the victim’s pick-up truck was parked in front of a credit union near a Chuck E. Cheese restaurant. IHIT has conduct of the investigation and is working closely with the Langley RCMP, the Integrated Forensic Identification Services and the B.C. Coroners Service to gather evidence. Investigators are looking to speak with any witnesses who have yet to come forward and requesting dash cam video from anyone who was travelling in and

around the area, before and after the shooting. “We share the community’s concern over this shooting in a public place that left one man dead and placed other lives at risk,” said Jang. “We also share the community’s fervor to bring the perpetrators of this heinous crime to justice and call on anyone who can help us do so to come forward.” “It is unfortunate that a second brazen homicide has occurred here in Langley. The level of risk to the community is unacceptable and it is extremely concerning for me, as it must be for Langley residents, that this happened again outside a busy restaurant with young

kids nearby,” said Superintendent Murray Power, Officer-in-Charge of Langley Detachment. “Members of the Langley Detachment work collectively with our partners across the region to mitigate violent crime and ensure all intelligence is shared. Surrey Councillor Patton reprimanded, suspended, fined by College of Naturopathic Physicians for misuse of ‘doctor’ title SURREY Councillor Allison Patton was reprimanded, given a three-day suspension from practising naturopathic medicine and fined $500 this month by the College of Naturopathic Physicians of British Columbia for using “the title Physician, Doctor and Dr. without denoting she is a naturopathic doctor.” Patton was introduced as “Dr. Allison Patton” by Safe Surrey Co-

alition’s Doug McCallum in August 2018 and she called herself “a community physician,” but she wasn’t identified as a naturopathic doctor. In a public notification on their website, the College said that Patton had agreed to a consent order that included “an undertaking * not repeat the conduct of using the title Physician, Doctor and Dr. without denoting she is a

Justin Singh Kahlon, 24, of Surrey charged with Delta robbery TIMELY assistance from both a clerk and a cab company made a big difference in helping police locate a robbery suspect. Delta Police received a 9-1-1 call on February 12 around 8:40 a.m., advising that a robbery was suspected to have taken place at a store on 116th Street. The suspect was believed to have taken an unknown amount of cash and fled by cab.

“The clerk was very collected and managed to take note of the cab number, and its direction of travel, which was instrumental in helping police,” said Inspector Ciaran Feenan, Head of the Delta Police Patrol Section, on Thursday. Police reached out to the cab company which was readily able to locate the cab. The driver advised a man had gotten out of his cab to run eastbound on Nordel Way.

Officers responded to the area and spotted a man matching the description of the suspect on the train tracks near Nordel Way. The man attempted to hide in the bushes but police were able to locate and arrest him. “We’re very pleased that our officers were able to arrest a suspect in this incident within 15 minutes,” noted Feenan. “I also want to acknowledge the assistance of the

cab company and the driver in this matter. As police we rely on the support of the people who live and work in this community. This incident is a great example of showing why that support matters, and the role the community can play in helping keep Delta safe.” Twenty-four-year-old Justin Singh Kahlon of Surrey, is facing a charge of robbery in connection with this incident.

Gurchetan Singh is first Sikh American to secure a religious accommodation to serve in Air National Guard Washington, DC: The Sikh Coalition has commended the United States Air Force’s recent move to clarify the uniform and grooming accommodation process for religiously observant minorities, including Sikh Americans, who wish to serve. The Sikh Coalition also announced that its client, Airman 1st Class (A1C) Gurchetan Singh, is the first Sikh American to secure a religious accommodation to serve in the Air National Guard. Finalized on February 7, the new Air Force policy establishes clear grooming and uniform standards for enlisted and officer airmen who are granted accommodations based on their sincerely-held religious beliefs. The policy also clarifies the approval process and required timeline for accommodation requests, and ensures that an accommodation, once granted, will generally follow the airman throughout his or her career. While there are certain limited circumstances under which a religious accommodation may not be permissible due to safety considerations, the policy appears to be otherwise comprehensive. “No Sikh American should have to choose between their religious beliefs and their career ambitions,” said Giselle Klapper, Sikh Coalition Staff Attorney. “Sikhs have served

Gurchetan Singh (right) is administered the oath for Air National Guard. honorably and capably in the U.S. Armed Forces and other militaries around the world, and while we are eager for a blanket proclamation that all observant Sikh Americans can serve in every branch of the military without seeking accommodations, this policy clarification is a great step forward towards ensuring equality of opportunity and religious freedom in the Air Force.” The Air Force’s clarification closely resembles the U.S. Army’s landmark 2017 policy adjustment, which similarly clarified the terms and process for requesting religious accommodations for soldiers. Both of these policy changes are the direct result of the Sikh Coalition’s

campaign for more than 10 years to ensure that observant Sikhs and other religious minorities are able to serve without compromising their faith. Gurchetan Singh, who was born in India, came to the United States in 2012, following his father who was granted asylum after the Indian government’s violence against Sikhs in 1984. When he took the oath and became a U.S. citizen in 2013, Singh was inspired to serve in the U.S. military in order to defend the country that had afforded him and his family such a significant opportunity. After beginning a conversation with an Air National Guard recruiter

during his time at the University of Washington, Singh contacted the Sikh Coalition for assistance in January 2019. The Sikh Coalition submitted his religious accommodation request in April 2019. That accommodation was approved in September 2019. Now, with a specialty in Cyber Transport Systems, Singh will soon head to basic training. “The Sikh Coalition has helped me realize my career dream while ensuring that I stay true to myself and my faith,” said Singh. “Their legal assistance means that I won’t face discrimination as I step up to serve, and I’m proud to help clear the way for other Sikhs who may want to join the U.S. Air Force by demonstrating that we can serve honorably while maintaining our articles of faith.” The Sikh Coalition said it is glad to celebrate this policy change with its longstanding pro bono co-counsel McDermott Will & Emery, as well as its partner in recent litigation, the Becket Fund for Religious Liberty. In addition, it recognizes the important work of the American Civil Liberties Union and the Sikh American Veterans Alliance to secure recent historic Air Force accommodations, including Airman 1st Class Harpreetinder Singh Bajwa and Airman 1st Class Sunjit Singh Rathour, in 2019.

British Columbia’s fifth case of novel coronavirus HEALTH Minister Adrian Dix and Dr. Bonnie Henry, B.C.’s Provincial Health Officer, on Friday announced a new case of COVID-19 in B.C. A female in her 30s is presumed positive, based on local testing. Samples have been sent to the National Microbiology Laboratory (NML) in Winnipeg for final confirmation. She lives in the Interior Health region and recently returned from China. They said: “Interior Health is actively investigating. Her close contacts have been identified and are being contacted. The patient is in isolation at home. “This brings the total number of cases in B.C. to five. One is presumed positive. Four, located in the Vancouver Coastal Health region, have been confirmed positive by the NML and remain in isolation. Public health teams are providing ongoing care and support to all five individuals. “As of February 14, the BC Centre for Disease Control (BCCDC) has tested almost 500 people for COVID-19. The testing numbers are posted each Friday on the BCCDC website. In B.C., we have selected testing criteria with an intentionally low threshold to ensure a wide range of people are eligible for COVID-19 testing. “The risk of spread of this virus within British Columbia remains low at this time. Contract for Pattullo Bridge replacement awarded – The bridge will be built to allow for potential future expansion to six lanes – Construction will begin in the coming months – The new bridge is scheduled to open in fall 2023 THE Province announced on Monday that the contract for the Pattullo Bridge replacement has been awarded. “People in the Lower Mainland depend on the Pattullo Bridge every day, and they deserve safe, easy, toll-free commutes,” said Premier John Horgan. “The current bridge has needed to be replaced for years, and I’m proud our government is getting it done in a way that benefits the local community with good jobs and training opportunities. This is all part of our work to keep people and goods moving as we build a strong, sustainable B.C.” The nearly $1.4-billion Pattullo Bridge Replacement Project is being delivered under the Province’s Community Benefits Agreement (CBA), which prioritizes hiring local workers, including Indigenous peoples, women, people with disabilities and other under-represented groups who are qualified to do the work, in a safe, welcoming work environment. What’s also great about this project is that it will – using the Community Benefits Agreement – provide jobs for local people, increase work experience opportunities for apprentices and help mobilize a strong construction workforce for British Columbia.” The four-lane bridge will have wider lanes and better connections into Surrey and New Westminster, improving ease of travel on this corridor for locals and commercial vehicles. The design includes dedicated pedestrian and cyclist lanes, separated from traffic, that will improve safety for all road users and encourage active transportation options. The bridge will be built to allow for potential future expansion to six lanes. Construction will begin in the coming months. Originally projected to reach 120,000 daily boardings by 2025 – the Canada Line has continued to outperform projections with 150,000 actual boardings on an average 2019 weekday. “We are proud to celebrate the 10-year anniversary of the Olympics today with the region,” said TransLink CEO Kevin Desmond on Wednesday. “With 1.58 million trips taken each day during the Olympics, transit was an integral part of how the world experienced the Winter Games. The Olympics were a time when many people realized just how convenient public transit is.” To help meet the growing ridership demand, TransLink increased capacity on the Canada Line by 15 per cent in January this year and will increase total capacity by 35 per cent this spring with the addition of 12 new trains. ‘Difficulty cancelling membership’ was top complaint about online dating services IN 2019, Better Business Bureau (BBB) received more than 1,100 complaints about online dating services. Most of the reports concerned billing and collection issues, with a consistent pattern of complaints about difficulty cancelling the service because of automatic renewals. Generally speaking, online dating services normally require a minimum member-

ship period and charge a monthly fee. The membership contracts are often renewed automatically. However, in the reports BBB received from consumers, they either did not realize the steps needed to cancel the account, or the consumer took the necessary steps but billing continued anyways. Some consumers complained that they signed up for a free

While this may be the case for several users, BBB is advising consumers to consider the limitations, costs, terms of the services as well as the potential for fraud, as many scammers utilize dating websites to prey on vulnerable people looking for love and companionship. “While some consumers have found happiness using a dating service, others have been disappointed in the quality of matches or the number of suitable people they were able to meet using the service,” explained Karla Laird, Manager for Community and Public Relations at BBB serving Mainland BC. “Consumers should also be wary of fake dating profiles and other traps that could leave them swindled and heartbroken. Even if you do not sign up for a dating service, romance scams through social media and email are quite common.” Law enforcement and other agencies get thousands of complaints every year from people who have lost money through online dating, social media or email connections. In 2018, romance scams ranked number one on the BBB National List of Top 10 Scams across Canada, with over $22.5 million in reported losses. Preliminary review of the 2019 reports suggest that this scam is still wreaking havoc across the country. Criminals posing as potential romantic ‘matches’ may lead victims on for a while, then suddenly claim they have some emergency that requires significant amounts of money. As many of these criminals are over-

seas, it is more difficult for authorities to pursue them or for victims to get their money back. There is also the potential for romance scam victims to be used as money mules by the scammers. BBB offers the following advice on using online dating services: * Do not fall in love with the advertising. Be skeptical of claims such as ‘an exclusive network of people’, ‘for sincere daters only’ or ‘beautiful singles like you’. Complainants were told the service had a database of thousands of singles, but they did not receive the promised number of dates or introductions. * Do not give in to high-pressure sales tactics. Sales associates may tell you that a low price is only good for that day and ask you to sign a contract immediately. Read the contracts as well as the terms and conditions carefully to ensure you understand how you will be charged and what you need to do to cancel. * Know how to break up. Consumers should not assume that they will stop being billed once the contract runs out.

Many online dating sites automatically renew memberships. Usually, you need to call the company or send written instructions to avoid being billed again. Read cancellation policies carefully before you sign up. * Beware of demands by a match to send money. Before moving on to ask you for money, the scammer may hint at financial troubles like heat being cut off or a stolen car or a sick relative, or they may share a sad story from their past (death of parents or spouse, etc.). In most reports, victims were asked to send money using a wire transfer service like MoneyGram or Western Union. Once the money is sent, it is irrecoverable. * Do your homework. Ask to speak to other members or customers of the service about their experiences. Check a BBB Business Profile of the service by going online to bbb.org. If you are a victim of a scam, whether or not you have lost money, report it at BBB.org/ ScamTracker. Your report can help others stay informed and avoid similar scams.

More sexual assaults reported to Surrey RCMP after individuals met using online app AS the use of dating and “hookup” apps becomes more prevalent, Surrey RCMP say they have seen an increase in the number of reported sexual assaults which occurred after individuals met using an online app. “There are risks involved in meeting with people you are

not familiar with, particularly if you meet in private,” said StaffSgt. Lyndsay O’Ruairc, Surrey RCMP Vulnerable Persons Section, on Friday. “It’s important to have a safety plan and you should always let someone else know where you are going and who you are meeting with

when meeting someone you don’t know.” Surrey RCMP have also seen an increase in the number of sextortions in the past year. Sextortion is the practice of extorting money or sexual favors from someone by threatening to reveal evidence of their

sexual activity. These types of incidents often involve nude photographs which have been sent over the course of a relationship. “What begins as a romantic gesture between friends or intimate partners can lead to exploitation,” warned O’Ruairc.

“Not every relationship lasts beyond Valentine’s Day. What will happen to those intimate photos after your relationship is over?” Crimes involving intimacy and sex can be very difficult to report. Surrey RCMP say they are committed to providing a

Number of drivers in Surrey complying with posted speed limit doubled thanks to cut-outs SURREY RCMP announced on Monday that they had encouraging results from the first three months of ‘Operation Double-Take’, a road safety initiative that was launched in partnership with Vision Zero Surrey and ICBC. In October 2019, cut-outs of a Mountie and an RCMP cruiser were deployed across the city, in areas identified as high-collision locations, with the goal of making our roads safer by decreasing the speed on streets. Over the first three months of the initiative, the cut-outs were deployed to the following locations:

1) 8800-block of 144th Street 2) 17100-block of Fraser Highway 3) The intersection of 28th Avenue / 184th Street 4) 12500-block of 96th Avenue At these locations, speed recording equipment was installed before, during and after the deployments so that any variation in driving habits relating to speed could be accurately monitored. The initial data collected shows: * On average, the deployment of the cut-outs resulted in a 12% decrease in the speed of vehicles. * The number of drivers complying with the

posted speed limit doubled while the cut-outs were deployed. “The decrease in average speed we have seen following this initiative is encouraging,” said Sgt. Ian MacLellan, Surrey RCMP’s Traffic Services Commander. “Operation Double-Take will be continuing to target various high-collision intersections and areas around the city where high-risk driving behaviours have been identified, often with our officers conducting concurrent enforcement.” “Speed reduction is a key focus of Vision Zero as higher speeds increase the likelihood and

IT is with heavy hearts that we announce the passing of our beloved father Sardar Sarbjit Singh Bal, who passed away on February 1 at the age of 90 at Surrey Memorial Hospital. He was the son of the late S. Hazara Singh Bal and Sdn. Kartar Kaur Bal. He was born in Village Sathiala, District Amritsar, India. He received his early education at Bababakala High School, and then obtained his FSC from Randhir College, District Kapurthala. In 1946, he married his wife, Gurdev Kaur Bal (from Phagwara), and had 4 children, 1 daughter – Avinash Kaur Chahal – and 3 sons – the late S. Bhupinderpal Singh Bal, S. Harinderpal Singh Bal, and S. Nirlaip (Paul) Singh Bal. He worked as a Revenue Accountant for Punjab Electricity Board for over 20 years. In 1979 he moved to Surrey, BC, along with his family and worked diligently to provide a bright future for the generations to come. He is survived by his wife, sons, daughter, 12 grandchildren, and 14 great-grandchildren. His funeral will be held on Saturday, February 1 at 1 p.m. at Valley View Funeral Home, 14644 72nd Avenue, Surrey. Can you identify this South Asian robbery suspect? SURREY RCMP are asking for the public’s assistance in identifying a robbery suspect from an incident that occurred in January. On January 26, at 5:20 p.m., Surrey RCMP received a report of a robbery at an Automated Teller Machine (ATM) located in the 13600-block of 72nd Avenue in the Newton area. The male suspect allegedly assaulted a man who had just withdrawn funds from the ATM and stole the cash. The suspect is described as a South Asian man, approximately 35 years old, with a trimmed beard, and muscular build. The suspect was wearing a blue and white jacket, and has a large tattoo on his left shoulder (see photos). “We are asking for your help in identifying this individual so that we can further our investigation,” said Cpl. Steve Lachapelle, Surrey RCMP Robbery Unit, on Thursday. “We are very grateful for the valuable information supplied by the public in other recent investigations, and are hoping that someone will recognize this suspect.” Anyone with information about this incident is asked to call Surrey RCMP at 604-599-0502

ABBOTSFORD Police are once again warning the community to be aware of a group of distraction thieves that are back in town. While they continue to use distraction techniques, police are very concerned that there has been a recent escalation in their violence. The thieves, usually female, will target elderly pedestrians with the intention of stealing their jewellery. They make physical contact with the unknowing victim to convince them to try on jewelry and then exchange it with fake jewelry with a sleight of hand maneuver or, most recently, using violence. On February 10, in the late morning hours, an elderly woman was walking on Cardinal Avenue, when a grey vehicle pulled up behind her. A female suspect exited the vehicle and pushed the victim down. She took a gold chain from the victim’s neck and fled in the vehicle. On February 14, in the late morning hours, an elderly woman was walking on Crestview Avenue, when a white car pulled up, and a female suspect exited the vehicle and approached her. The suspect began speaking and put her hand on the victim’s forehead and neck, but the victim did not understand what she was saying, as she did not speak English. The suspect got back in the car, at which time the victim realized that her necklace was missing. There appears to be more than one suspect involved, and therefore, difficult to provide a distinct description, police said. The Abbotsford Police is reminding the public to talk to their family members and be cognizant of those around them, making sure they do not allow strangers into their personal space. Should they be approached by anyone who tries to offer jewellery or place jewelry on them, tell them to stay away and call your local police agency through 9-1-1. Throne speech builds momentum toward a stronger B.C. for everyone, says Premier PREMIER John Horgan said on Tuesday that the speech from the throne marks the positive changes people across B.C. are starting to see through stronger public services, policies that are making life more affordable, and the opportunities a strong, sustainable economy can provide for everyone. “British Columbians are starting to see the benefits of a government that puts people first,” said Horgan. “After years of falling behind, people are starting to make progress – but we’re not done yet. Today’s throne speech shows how our government is going to keep B.C. moving forward and build a stronger province for everyone.” Government is continuing with its plan to address the housing crisis by building homes for people and cracking down on speculation and fraud. Two years after the launch of Homes for B.C., 23,000 new affordable homes are underway or complete. This year, government will keep building more affordable housing for people, and will also give renters more security and protections against unfair or illegal renovictions. A public inquiry into money laundering will make sure B.C.’s economy is working for people, not organized crime, added Horgan. For a long time, B.C. families have struggled to find affordable child care. Two years ago, government put B.C. on the path to universal child care. Government cut fees and brought in the Affordable Child Care Benefit, saving parents $320 million so far. More than 10,000 new child care spaces have been funded in two years. This year, government will continue progress by creating more child care spaces, training more early childhood educators and partnering with school districts to create more before- and after-school care. In less than three years, the B.C. government has moved on 13 hospital projects and opened 12 urgent and primary care centres with two more on the way. Improvements to Fair PharmaCare have made prescription drugs more affordable. Wait times for hip and knee surgeries are down and the number of MRI exams are up. And seniors in long-term care are getting more direct hours of support. In the year ahead, government will keep working to deliver better, faster health care. Reconciliation with Indigenous peoples remains an important cross-government priority. In two years, government has made significant invest-

Changes to popular child care fund to maximize spaces IN the past 15 months, the Province says it has supported the fastest creation of licensed child care spaces in B.C.’s history. The government has provided funding for more than 10,400 new spaces through its three space-creation initiatives - the Childcare BC New Spaces Fund, Start-Up Grants and neighbourhood learning cen-

tres - with thousands more to come. Due to the success of the biggest of these programs, the Childcare BC New Spaces Fund, the Province is updating guidelines and sharing best practices with applicants to better support projects in communities with an acute need for new child care spaces. Starting February 10, the Child-

care BC New Spaces Fund started accepting applications through two application windows. The first of these opened on Februaty 10 and will end on May 11. Successful applicants will be notified by August. A second application window is scheduled to open in November, ending February 10, 2021. This approach the Province

Driving instructor gets his car towed after failing basic security check ON February 2 at 1:30 p.m., a Coquitlam RCMP Traffic Enforcement officer who stopped a car for running a stop sign got more than he expected. The 44-year-old Coquitlam man who was driving, and who subsequently failed a roadside sobriety test, was a driving student who was in the middle of a lesson. “This may be a funny story, but we’re serious about keeping our community safe,” says Cpl. Michael McLaughlin. “It also shows why traffic stops are one of the most unpredictable things you can do as a police officer. Neither the driving student nor the instructor did their due diligence to be safe on the road. Our officer made sure to deliver immediate consequences.” The student had his learner’s licence suspended for 90 days and received a ticket for failing to stop for the stop sign. The driving instructor had his car impounded for 30 days. Both the driver and the driving school could face a review

Anniversary with their customers, long time and current loyalists. 400 patrons enjoyed a complimentary feast of Chef Rick’s finest Indian cuisine. After finding a property at 1440 Kingsway/Knight Street, Rick built his dream palace-like restaurant complete with 150 seats, arches, Indian carvings, and brass statues. Upon entering, it immediately feels like an authentic Indian experience. Since then, Rick has not looked back and has spent the past 40 years running Ashiana. He has gotten to know three generations of families over the years and regards them as family, as Chef Rick explains, “We see three generations coming to Ashiana. People who used to come as children have become adults and are coming with their own kids now. NDP slams Wilkinson for characterizing domestic and sexual violence as “a tough marriage” THE NDP on Wednesday noted that BC Liberal Leader Andrew Wilkinson referred to individuals fleeing domestic and sexual violence as “people who are in a tough marriage.” In Tuesday’s Throne Speech, the BC NDP government pledged to provide five days of paid leave to people leaving domestic and sexual violence. Asked about the speech, Wilkinson said on Wednesday: “Well it’s a huge disappointment because there is absolutely nothing in it… they talked about rural policing, and they talked about five days pay for people who are in a tough marriage and that’s it.” Parliamentary Secretary for Gender Equity Mitzi Dean says Wilkinson’s comments show that he doesn’t understand the realities of the people facing this violence. “Andrew Wilkinson should know that people who live the reality of domestic and sexual violence are not just experiencing a tough marriage,” said Dean. “His out of touch comments diminish the devastating violence that too many people in our province face every day.” Dean is calling on Wilkinson to apologize and retract his statement. “Hearing Andrew Wilkinson dismiss this violence is disturbing,” said Dean. “He should apologize immediately to the people who have experienced domestic and sexual violence.” The NDP went on to point out facts about domestic and sexual violence: * IPV is the most common kind of violence experienced by women (45 per cent of all female victims aged 15 to 89). * Of the 945 intimate partner homicides which occurred between 2008 and 2018, a large majority (79 per cent) involved female victims. Vancouver Councillor Pete Fry’s motion on local political finance reform passed unanimously AT Tuesday’s Vancouver City Council meeting, Councillor Pete Fry’s motion calling for local political finance reform passed unanimously after a number of supportive amendments were added by his fellow councillors from across the political spectrum. Fry’s motion calls for annual contribution limits, mandatory public disclosures, and the elimination of all corporate and special interest donations to municipal political parties. The motion very specifically targets election finance contributions outside the campaign period that otherwise are remitted unreported to operating budgets, often referred to as “dark money.” This is the first of many steps needed to improve the regulations around local political financing. Fry’s motion must next be debated and passed at the Lower Mainland Local Government Association (LMLGA), and then Union of BC Municipalities (UBCM) in order to be recommended to the provincial government, who are ultimately responsible for changing the Local Elections Campaign Financing Act (LECFA). “I’m grateful to Council for the support and enhancement of my original motion,” said Fry. “I strongly believe that transparency and financial regulations are essential parts of our democracy. “I am looking forward to discussing this issue further with local government representatives from around the region and am hopeful we will see the same level of support for reform as we saw here today. “I have been advocating for political finance reform for years now and am proud to be able to move this important work forward. Improving the regulations around transparency and contributions can only serve to further the public interest.” The amendments added by other councillors will be going to LMLGA and UBCM as separate motions for consideration. CTA opens inquiry into complaints regarding reasons for flight delays or cancellations THE Canadian Transportation Agency (CTA) on Thursday opened an inquiry into complaints from air passengers alleging that airlines are not accurately communicating the reasons for flight delays or cancellations. On December 15, 2019, the flight delay and cancellation provisions of the Air Passenger Protection Regulations (APPR) came into force. The APPR include a requirement that airlines tell passengers the reason for a flight delay or cancellation. This is important because the reason for a flight disruption affects passenger entitlements: - If a flight is delayed or cancelled for reasons fully within the airline’s control, passengers have a right to compensation for inconvenience and standards of treatment like food and water. - If a flight is delayed or cancelled for reasons within the airline’s control but required for safety – such as a mechanical issue that could not have been identified and fixed during regular maintenance – passengers have a right to standards of treatment, but not compensation.

“Reconciliation is hard work”: Premier PREMIER John Horgan on Tuesday issued the following statement about protests at the Parliament Buildings in Victoria and in communities throughout British Columbia: “British CoJohn Horgan lumbians have the right to peaceful protest. We support people in the exercise of their democratic rights – within the law. “That said, I understand the frustration of people who have been unable to go to work today, who have been unable to enter government buildings or have been unable to get around in their communities. “My government, represented by Scott Fraser, Minister of Indigenous Relations and Reconciliation, met on an urgent basis for two days in February in an effort to find a peaceful resolution to the impasse regarding the Coastal GasLink project. Regrettably, the talks were unsuccessful. “My government continues to be available to engage with the Wet’suwet’en Hereditary Chiefs through the Wiggus Table discussions. We are also engaged in ongoing reconciliation discussions, which are focused on rights, title, self-government and self-determination. Those channels of communication remain open. “These events show us why meaningful reconciliation with Indigenous peoples is our shared responsibility and is critical to our province and our country. This was a commitment my government made in good faith two and a half years ago, and as Premier, I am determined to see it through. “The Declaration on the Rights of Indigenous Peoples Act passed the legislature with a unanimous vote. Our work here has not ended – it has just begun. “Reconciliation is hard work. It does not begin or end with a single decision, event or moment. No single one of us decides what reconciliation can or should look like. It is a shared journey we are on together. “We know that this work isn’t easy. If we’re going to achieve it, we have to stay committed to this process, keep engaging with one another and find common ground. “As we move towards a collaborative action plan flowing from the unanimous passage of the Declaration on the Rights of Indigenous Peoples Act, I am confident we will get there together.”

- If the flight is delayed or cancelled for reasons outside the airline’s control – like bad weather – the airline only has to ensure that passengers can complete their journeys. The CTA has received multiple complaints regarding flights operated since December 15 alleging that airlines have failed to accurately communicate the reasons for delays or cancellations. Looking into these allegations through a single process is the most efficient way of dealing with the issues they raise, and ensuring that the requirements of the regulations are clear for both passengers and airlines. The CTA’s Chief Compliance Officer has been appointed as an inquiry officer for this process. Over the next six weeks, he will collect and analyze evidence, including evidence from airlines on the delays and cancellations that are the subject of the complaints. Decisions on next steps will be made once the inquiry officer’s report is submitted. “Airlines have an obligation, under the Air Passenger Protection Regulations, to provide timely, accurate information to passengers on the reasons for flight delays and cancel-

lations. This inquiry will look into allegations that in some cases, airlines haven’t lived up to this obligation. If the evidence shows that happened, we’ll take appropriate action. The CTA is committed to ensuring that passengers and

airlines understand what the rules are when there’s a flight disruption – and that those rules are followed,” said Scott Streiner, Chair and CEO of the Canadian Transportation Agency.

THE Supreme Court of Canada on Thursday announced that it will hear the case about the constitutionality of prolonged, indefinite solitary confinement: Attorney General of Canada v. British Columbia Civil Liberties Association, et al. This constitutional challenge was brought by the British Columbia Civil Liberties Association (BCCLA) and the John Howard Society of Canada (JHSC). Grace Pastine, Litigation Director of the BCCLA, said: “We are heading to the country’s top court to argue that long-term, indefinite solitary confinement must be abolished in Canada. Solitary confinement has been condemned the world over as a form of torture. Prisoners spend up to 22 hours a day, for weeks and years at a time, with no end in sight, in a cell about the size of a parking spot. Prison wardens deprive them all meaningful human contact and mental stimulation. The law violates fundamental Charter rights and leads many prisoners to harm themselves and commit suicide. It’s time to end this broken and dangerous system which leaves prisoners more damaged and less able to lead productive lives.” On June 24, 2019, the BC Court of Appeal ruled that Canada’s laws governing administrative segregation violate the Charter because they permit prolonged, indefinite solitary confinement and fail to provide independent and external review of segregation placements. The court also found there had been discrimination against mentally ill and indigenous inmates. The court declared that CSC failed to meaningfully consider the health care needs of mentally ill and / or disabled inmates and failed to ensure inmates in solitary confinement are given a reasonable opportunity to retain and instruct counsel without delay and in private. Last fall, the federal government attempted to overturn this historic judgment by seeking leave to appeal the decision to the Supreme Court of Canada. The BCCLA and the JHSC sought leave to cross-appeal, arguing the BC Court of Appeal did not go far enough to protect the rights of prisoners. In particular, they argued that Court of Appeal should have imposed a hard cap on the number of days an inmate can spend in solitary confinement and should have granted different remedies for the breach of equality rights. The Supreme Court of Canada has chosen to hear both the appeal and cross-appeal. Now, the parties will have an opportunity to file arguments and the court will schedule a time to hear the case. In June, Parliament passed legislation to replace the administrative segregation regime that was declared unconstitutional by the BC Court of Appeal. However, the replacement legislation continues to permit prolonged solitary confinement under certain circumstances. The BCCLA and the JHSC urged the government and Parliamentarians to amend the bill to ensure it complied with court decisions in BC and Ontario banning indefinite solitary confinement, but the government refused. At the Parliamentary committees reviewing the legislation, the organizations argued that the proposed legislation was unconstitutional.

Delta teen Brandon Bassi honoured in B.C. Legislature THE memory of Delta teen Brandon Bassi was honoured in the speech from the throne at the B.C. Legislature this week, with Lieutenant-Governor Janet Austin recognizing Bassi as a leader in sport who was lost in the past year. New Democrat MLA Ravi Kahlon also a made statement in the Legislature in memory of Bassi. “Brandon Bassi was an incredible young man with the entire world ahead of him,” said Ravi Kahlon, MLA for Delta North. “It was very powerful to see his name recognized in the beginning of the throne speech, along with many others who have contributed so much.” Bassi was killed in a car crash in Surrey on May 18, 2019. The 19-year old was known for his exceptional athletic abilities and for his dream of making a difference in his community. Transcript of MLA Kahlon’s statement follows: “I want to start just recognizing, in the beginning of the throne speech, there were many people who we’ve lost in the last year that were recognized. It’s a tradition of throne speeches of all governments to recognize these people –– some civil servants, some people prominent in B.C. –– who made B.C. a better place. “I want to say something that hits close to home: the mention of Brandon Bassi. I know that the Minister of Labour and I have both spoken about what a great loss Brandon was to our community. This young man, a soccer superstar, had the entire world ahead of him, and we lost him way too soon. The community is still shook up. I visited the local high school just recently, and the kids still talk about him. He had graduated already, and the local basketball team still recognized him because he was such an important figure for the local high school basketball team. I know that his family are keeping his legacy alive. “I think I can join the Minister of Labour, I was so happy when I saw this video of his club team winning the national championships and them celebrating when they were lifting the trophy. The male suspect allegedly took cash from the register by force, as well as a donation box with cash inside. The suspect is described as a white man, approximately 25-27 years old, 5’6” tall, with a medium build (see photos). Parliamentary secretary for seniors appointed

Ronna-Rae Leonard PREMIER John Horgan has appointed RonnaRae Leonard, MLA for Courtenay-Comox, as parliamentary secretary for seniors. “Ronna-Rae Leonard has a strong record of getting results for her community,” said Horgan. “I know she will work diligently with the minister of health to make life better for seniors in our province.” As parliamentary secretary for seniors, Leonard will work with Adrian Dix, Minister of Health, to improve and strengthen services for seniors, and ensure they receive dignified and quality care. Leonard assumes responsibility for seniors from Anne Kang, who recently became minister of citizens’ services. Kang retains responsibility for multiculturalism.

Upgrade to Abbotsford airport route celebrated THE expansion of Mount Lehman Road between Great Northern Avenue and the Abbotsford International Airport has been completed. “These important upgrades to Mount Lehman Road are helping keep traffic moving safely and smoothly in and out of our busy airport,” said Ron McKinnon, MP for Coquitlam-Port Coquitlam, on behalf of Catherine McKenna, federal Minister of Infrastructure and Communities, on Friday. “By working closely with our regional partners and municipalities, we will continue to get projects built that improve people’s lives and support strong local economies for years to come.” McKinnon, Gary Begg, MLA for SurreyGuildford, on behalf of Claire Trevena, B.C.’s Minister of Transportation and Infrastructure; Henry Braun, Mayor of Abbotsford; and Darryl Plecas, MLA for Abbotsford South, gathered at the site to celebrate the road-widening project, which has improved safety and efficiency for drivers, cyclists and pedestrians. The project included widening Mount Lehman Road from two lanes to four, adding new bike lanes and sidewalk, enhancing lighting and improving the Simpson Road, Marshall Road and Marshall Road Extension intersections. The upgrades were completed in November 2019. “Traffic continues to grow rapidly along the Gateway to Abbotsford,” Begg said. “We have improved safety by making intersections better, reduced lineups and delays by opening more lanes for drivers, and created more space for cyclists and pedestrians with new bike paths and sidewalks to encourage more active transportation. Andrew Scheer CONSERVATIVE Party Leader Andrew Scheer on Wednesday condemned the “illegal blockades” happening across the country and called for Prime Minister Justin Trudeau to do the same. “People have a right to make their views known. They have a right to protest. But the rule of law in this country must be upheld. No one person’s opinion is more important than the rule of law and due process,” Scheer said. “These activists are trampling over the rights of commuters to get to work or pick up their kids. They are trampling over the rights of small businesses receiving shipments on time. They are trampling on the rights of energy workers by preventing them from doing an honest day’s work. These illegal blockades must stop,” he added. Scheer also blasted Trudeau’s refusal to call out the activists while taking questions from reporters in Africa. “It has been Trudeau’s approach to the energy sector that has emboldened people to take these kinds of actions. His refusal to condemn people breaking the law and violating court injunctions will only make the problem worse. He had an opportunity to act like a Prime Minister, instead he was afraid to call out illegal behavior,” Scheer said.
