Gang landscape in Lower Mainland remains unchanged; retaliatory violence also occurred in the past BY RATTAN MALL THE current retaliatory gang violence in the Lower Mainland is something that has occurred in the past as well when high profile gangsters were killed. Gary Kang, 24, was fatally shot at his family’s residence in Surrey on January 8. As The VOICE reported, Vancouver Police said in 2018 that the Kang group is “composed of members of the Kang family, including Sameet Kang, Gary Kang, Randy Kang (deceased), their parents, and other close associates … The Kang Group is closely aligned with the Red Scorpions Gang, specifically with Jamie Bacon and Kyle Latimer. It’s believed they share common interests in drug lines, and that they commit violence at the behest of or for one another. The Kang / Latimer Group has been in conflict with multiple groups over the past 18 months and their allegiances remain fluid and ever-changing.” On the gang landscape side of things, there really haven’t been any major shifts or changes, and it basically remains the same as it was in 2019 when The VOICE published an article titled: “Three columns of the Lower Mainland gang landscape: Wolf Pack + Brothers Keepers + Duhre-United Nations.” Top gang expert Staff-Sgt. Lindsey Houghton of the Combined Forces Special Enforcement Unit – BC (CFSEU-BC) told The VOICE on Thursday that there are still three columns. You have the United Nations column, and the Wolf Pack column that is comprised of the Red Scorpions, Independent Soldiers and some Hells Angels. Houghton added: “Under those two columns you’ve got lots of different people and groups – and

A number of different localized conflicts merged with that to become a bigger regional conflict. Houghton said: “So that hasn’t changed – that still continues. What

Houghton said when people phone to ask what’s going on and expect to hear that something brand-new is happening, it’s hard to explain that there has been no monumental change in the gang landscape.

“Some of the faces and names have changed because people go to jail, they die or they leave, whatever that is. But when it comes to the main “columns”, the side-switching, the setting each other up, trying to rip each other off – those kind of things that’s all the same. … There’s nothing really new,” he said. Houghton added: “It’s boring to say that, because we would love to be able to say ‘well actually yeah, there’s one thing brand-new and this is the reason.’ But there really isn’t!” He told this writer: “It’s sort of an evolving combination of all of those things that we’ve been talking about for several years now.” Houghton pointed out that things still connect back in some ways to the mid-to-late 2000s and Gurmit Dhak’s murder in 2010 and Jonathan Bacon’s murder in 2011. “Some of those people and groups are still around and those conflicts kind of get passed down like batons to some of the newer people,” he added. He also noted: “It’s not really new, but one thing that we’ve mentioned and I know others have mentioned a few times is like people from outside of BC being brought in to carry out violence.” Twenty-year-old Calvin Powery-
Hooker and 21-year-old Nathan De Jong of Alberta were charged with murdering Suminder ‘Ali’ Grewal of the Hells Angels in Surrey in 2019, for example. Houghton mentioned the joint investigation that the CFSEU-BC did a few years ago with Edmonton Police on “the people that were coming here and then going there.” He also noted that in 2008-2009 the Jamie Bacon-Red Scorpions group was fighting against Barzan Tilli-Choli of the United Nations Group. “And it was kind of those two heavyweights going back and forth,” Houghton added. But he pointed out: “We really don’t have that right now where it’s like two major heavyweights. It’s a lot of little groups coming and going and switching sides and running around. It’s probably more chaotic, maybe, and unpredictable than it was back then in some ways.”

Houghton told The VOICE: “To answer the question … ‘Can you tell me one thing that’s different now than it was like two years ago?’ … there’s really not one thing.” He said: “The way I’ve described it is like when you are boiling water on your stove to cook like spaghetti or something and there’s that fine point where it’s just below boiling over where you turn the temperature down a little bit and it’s just about to boil, it’s like simmering, but you know that if you turn the temperature up just a touch, it’s going to boil over. That’s what it’s often like. There is a very fine line between the boiling over and the ‘sort of simmering, about to boil over.’” Houghton added: “And when

Houghton said: “So when people express shock, I have to temper my reaction in some ways and say ‘Look, we’ve been talking about this for years. This should not be a surprise. Let’s instead talk about what some of the issues and causes are around why people are attracted to this lifestyle and let’s use it as an opportunity as we’ve done many times with some of the work that we do with End Gang Life (www.cfseu. bc.ca/end-gang-life/) and things like that. Let’s use it an opportunity to maybe get one or two people out if we can right now if they’re questioning what their role in life is, let’s get them out – and we’ve been able to do that successfully.” When this writer asked Houghton about the success of the program, he replied: “It’s been very, very successful and we’ve had significant impact in terms of not just saving people’s life but stopping their ‘trajectory’ in the gang lifestyle – either stopping them from becoming a victim or potentially

Photo: Chandra Bodalia stopping them from becoming a perpetrator down the road, because really as we know, it’s inevitable that you are either one or both of those at some point.” When I asked Houghton if the program needed more funding, he replied: “I wouldn’t call it an issue, … but for every dollar we spend on positive services to get an individual out of gangs and sort of remove their involvement and provide them pro-social things in their lives like get them employable, get them counselling, those kinds of things, like get them out of gangs, we can potentially save – and we are saving – what I would call “the system”, especially the policing system, millions of dollars, because you know how expensive gang homicide investigations are. Like we are talking millions of dollars for an IHIT [Integrated Homicide Investigation Team] investigation or even some of our [CFSEU-BC] investigations. So, if we can spend thousands of dollars, it’s pennies compared
to what you might spend should someone be shot and the costs connected to the medical system, or if they have to be jailed and those kind of things. Those are very expensive things.” Houghton pointed out: “It’s not a secret that if we can expand our capacity to be able to serve more people, we could potentially save “the system” even more money.” The pilot started in November of 2016 and they have had well over 400 people connect with them. Houghton said: “We’ve helped them. At any given time right now, we are actively “exiting,” providing services every day to about 60 people.” He pointed out: “It’s still the only one of its kind in Canada where its embedded within the police. There’s some people who didn’t think it would work and we’ve proven them wrong. Because a lot of people didn’t think that gangsters would reach out to us for help because of what they do and their mistrust for the police, but we have dozens of testimonials of families and people saying how we’ve changed their life for the better. It’s hard to put a price tag on that and it’s hard to quantify that in some ways.” Houghton added: “People will reach out to us for different reasons at different times and it might be because they’ve just gotten out of jail, it might be because their mom is begging them to, it might be because their best friend was murdered, or it might be because they’ve been shot and they’ve just got out of hospital. MP Ramesh Sangha attacks fellow Sikh MPs again AN apparently frustrated and livid Ramesh Sangha, who got kicked out of the Liberal Party caucus last January for making “baseless and dangerous accusations” against a number of his colleagues, was back at it on Wednesday. The Brampton Centre MP read a statement before question period accusing Sikh MPs (he didn’t take any names) of pressuring the government in 2018 to have the word “Sikh” removed from the 2018 Public Report on the Terrorist Threat in Canada, CBC reported. Sangha, who called himself a “proud Sikh”, accused them of having a “hidden agenda” to “camouflage” the names of Sikhs linked to the Khalistani movement. CBC reported that Sangha accused them of compromising national security, pandering to extremist views and undermining national security. Liberal MP Gary Anandasangaree asked Speaker Anthony Rota to have Sangha’s comments removed from the record, saying that they were “out of line with respect to the decorum that is expected of this House.” He added: “A number of comments were made by the previous speaker that clearly impinged on the reputation of many of our members and I take particular offence to it.” Conservative MP Gerard Deltell opposed Anandasangaree’s suggestion and Rota said that he would consider the issue before ruling on it. Meanwhile, Tejinder Singh Sidhu, President of the World Sikh Organization of Canada, said in a statement: “We are deeply disappointed by MP Sangha’s comments today. Sikhs across Canada had called for the removal of the term ‘Sikh (Khalistani) Extremism)’ from the 2018

SANGHA’S comments that led to his ouster from the Liberal Party were made last month in a panel discussion on Y Media, a Canadianbased Punjabi-language outlet. The Toronto Star reported that they were first exposed by another English-language online outlet
that serves the Sikh and Punjabi diaspora, Baaz. Baaz reported that Sangha “parroted debunked Indian media accusations about former minister Navdeep Bains’s departure from politics, including unsubstantiated links to ‘extremism.’” In the Y Media interview that aired January 21, Sangha appears to suggest both Bains and Defence Minister Harjit Sajjan sympathize with those who advocate for the creation of Khalistan. “If you declare that you’re an extremist, or Khalistani, and as we have seen to the south of us in America, that leadership with extremist ideas, are they fit to be ministers? I have doubts now,” Sangha said in Punjabi. “I keep
thinking of this. Let’s see what happens going forward. But one thing is for sure, that the extremist point of view might have put him out in the end.” The Toronto Star reported that the Y Media interviewer challenged Sangha about his statements, saying there is no evidence of what he suggests, and says his claims are the product of “rumours” spread by Indian media. But Sangha insisted, and said he would be happy only after Bains and Sajjan deny having separatist sentiments. Ramesh Sangha was first elected as MP from Brampton Centre in 2015. Before being elected, Sanga established his own law practice in Brampton.

the NDP’s Mike Starchuk in spite of the BC Liberals and RCMP supporters making the police transition the hot issue in the city in last year’s election. Early findings show first vaccine dose reduced risk of COVID-19 by 80 per cent or more

Danuta Skowronski, lead for the Influenza and Emerging Respiratory Pathogens Team at the BC Centre for Disease Control (BCCDC). “They also help to answer one of the important unanswered questions after the clinical trials about the effectiveness of the vaccines in the elderly and notably those within long term care.” The analysis, led by Skowronski, looked at COVID-19 cases that occurred among vaccinated long term care residents and health care workers between late December 2020 and early February 2021. Researchers observed a pronounced drop in the number of cases among vaccinated individuals in both groups, beginning about 14 days after vaccination, including a reduction in hospitalizations and deaths among vaccinated long term care residents. Vaccines begin to work a couple of weeks after vaccination. Researchers compared the
risk of becoming a COVID-19 case in the first ten days following vaccination, before the vaccine would have had an effect, to the risk two weeks or more after vaccination. In that way they were able to show vaccine effectiveness of 80% or more beginning just a few weeks after vaccination. This means that a single dose of vaccine could prevent at least eight out of every 10 cases of COVID-19. The findings are encouraging as about 60% of deaths in B.C. have occurred in residents of long-term care facilities. Since the COVID-19 vaccination program began, there has been a
demonstrable decline in outbreaks and deaths in long-term care facilities. In B.C., residents and staff of long term care and assisted living residences and frontline health care workers were prioritized in Phase 1 of the COVID-19 Immunization Plan to protect those most at risk of death and severe outcomes. Vaccinations for both groups began in December 2020. The results are based on surveillance observations and have not yet been published in a peer reviewed paper but are being shared in the context of a public health emergency. They are comparable to vaccine effectiveness results released by Quebec. Together, the studies reinforce the substantial protection for these important populations afforded by a single dose of COVID-19 vaccine. Funding for this research was provided by the Michael Smith Foundation for Health Research.

Trudeau announces new firearms measures to combat crime and increase public safety
PRIME Minister Justin Trudeau on Tuesday announced the introduction of new legislation to amend the Criminal Code and the Firearms Act to make communities safer while respecting law-abiding gun owners. The government said that gun violence has had devastating effects on communities across the country, and on too many Canadians who have lost loved ones. According to Statistics Canada, firearms were used in over 40 per cent of homicides in Canada in 2019. The government added that this violence must stop and noted that last May it banned over 1,500 models and variants of assault-style firearms and some of their components. It said it is continuing to take every step necessary to combat gun violence and keep Canadians and communities safe. Through the proposed legislation and other measures, the government would: * Combat intimate partner and gender-based violence, and selfharm involving firearms by creating “red flag” and “yellow flag”

DIVORCES POLICE in British Columbia will have one more tool to help suppress organized crime and gun violence, thanks to a newly opened provincial forensic firearms lab. “This lab is another step in our government’s effort to address gang activity and gun violence in communities across B.C.,” said Mike Farnworth, Minister of Public Safety and Solicitor General, on Tuesday. “It will help police build intelligence on illegal firearms, including those used in gang-related shootings, and aid in prosecutions, so that dangerous criminals can be put behind bars and are no longer putting British Columbians at risk.” The BC Provincial Forensic Firearms Laboratory (PFFL) will be a centralized firearms intelligence hub, helping increase police capacity to analyze illegal firearms that were used for criminal activity and seized by police. “People in Surrey and communities across the province are tired and frustrated by the recent spike in brazen acts of violence, and they want to know what more can be done,” said Jinny Sims, MLA for Surrey-Panorama. “Our government is committed to providing the necessary resources to continue targeting violent criminals and build safer communities.” Funded at $1.2 million through the federal Guns and Gangs Violence Action Fund and established under the Organized Crime Agency of BC (OCABC), the lab is a key component of the provincial Gang Suppression Action Plan, which targets multi-sector law enforcement, government and community support and disruption of organized crime and associated violence. “The newly established Provincial Forensic Firearms Lab will be a valuable asset in the arsenal to target and reduce gun violence in B.C. Government proposes increase to number of weeks for recovery benefits and EI regular benefits FeDerAl Minister of Employment, Workforce Development and Disability Inclusion, Carla Qualtrough, on Friday announced the Government of Canada’s intent to introduce regulatory and legislative amendments to increase the number of weeks of benefits available for the Canada Recovery Benefit (CRB), the Canada Recovery Sickness Benefit (CRSB), the Canada Recovery Caregiving Benefit (CRCB) and Employment Insurance (EI) regular benefits. As some workers could begin to exhaust their benefits in late March, this increase would ensure continued support as Canada’s economy and labour force recovers. It would also provide additional access to the Canada Recovery Sickness Benefit, so that Canadians do not have to make the choice between going to work sick and putting food on the table. The proposed changes would: * increase the number of weeks available under the Canada Recovery Benefit (CRB) and the Canada Recovery Caregiving Bene-
Carla Qualtrough fit (CRCB) by 12 weeks extending the maximum duration of the benefits through regulation from 26 weeks to up to 38 weeks; increase the number of weeks available under the Canada Recovery Sickness Benefit (CRSB) through regulation from the current
2 weeks to 4 weeks; and * increase the number of weeks of EI regular benefits available by up to 24 weeks to a maximum of 50 weeks through legislation, for claims that are made between September 27, 2020 and September 25, 2021. To ensure employees in the federally regulated private sector can access the proposed additional weeks of CRCB and CRSB without the risk of losing their jobs, the maximum length of the leave related to COVID-19 under the Canada Labour Code would also be extended. Provincial and territorial governments will determine whether they need to amend their job-protected leaves in order to facilitate employees’ access to the proposed additional weeks of CRSB and CRCB benefits. Subject to the legislation receiving royal assent, in addition, self-employed workers who have opted in to the EI program to access special benefits would be able to use a 2020 earnings threshold of $5,000, compared to the previous threshold of $7,555.

Male injured in shooting in Surrey
on Tuesday, February 16, at approximately 10:15 p.m., Surrey RCMP received calls of shots heard in the area of 145 Street and 82 Avenue. Surrey RCMP frontline and Gang Enforcement officers were immediately dispatched to the area. Officers located a male in the area suffering from a gunshot wound. The male was transported to a regional trauma hospital. Officers have been conducting neighbourhood canvassing and speaking with several witnesses to obtain further information. At this time this incident does not appear to be a random act, but rather targeted at this male, police said. ed to a report of 31-year-old Adrian Golofit found dead inside his home near 194 Street and 66 Avenue. He had injuries indicative of homicide and IHIT was called in. The last time Golofit made contact with friends was around 8 a.m. on Thursday, February 11. Investigators will be working to build a timeline of Golofit’s ac-
tivities from that point forward. IHIT is working closely with the I-Teams along with the Surrey RCMP to gather evidence. “Adrian Golofit was not known to police and the motive behind his murder is not yet clear,” said IHIT Sgt. DELTA Police are investigating a shooting between occupants of vehicles that occurred in the 8800-block of Delvista Drive, around 5 p.m. on Sunday, February 14. “The incident appears to be targeted,” said Cris Leykauf, spokesperson for Delta Police. “While fortunately no injuries have been reported to police, this type of violence is completely unacceptable. Innocent people could have been hurt.” Officers immediately responded to the scene, and began collecting evidence, including shell casings. The Delta Police’s Major Crimes unit has taken control of the investigation. At this point police can confirm there is no information that connects either of the vehicles or their occu-
pants to Delta. They appear to have been passing through. A nearby house was initially suspected to have been struck by gunfire, but upon close examination this has been determined not to be the case. Delta Police are working with their counterparts across Metro Vancouver, sharing information and intelligence. The integrated Forensics Identification Services was called out and the Real Time Intelligence Centre has also been engaged. A vehicle believed to be related to this incident has been seized by police. It was located in Langley and had been burned. Delta Police held the scene overnight to ensure all related evidence had been located.
Altercation between members of same Surrey household leads to man’s death ON Wednesday, February 17 shortly after 8:30 p.m., Surrey RCMP responded to a report of an assault at a residence in the 5500-block of 125 Street. Officers located a critically injured man outside the residence. Surrey RCMP frontline members performed CPR and administered an AED. Shortly thereafter, BC Ambulance Service attended and provided treatment and care to the man as well; however, he succumbed to his injuries and was pronounced deceased at the scene. The Integrated Homicide Investigation Team

Woman sexually assaulted in Surrey’s Kwantlen Park SURREY RCMP’s Special Victims Unit (SVU) is asking for the public’s assistance to identify the suspect in a sexual assault that occurred at Kwantlen Park in Newton. Shortly after 6:50 p.m. on Tuesday, February 16, Surrey RCMP responded to a report of a sex assault at Kwantlen Park, located in the area of 132 Street and 104 Avenue. The victim initially met the male suspect near 132 Street and 105 Avenue and they walked to Kwantlen Park together. Upon arriving at the park, the man produced a weapon and sexually assaulted the victim. The man fled the scene prior to police arrival. The victim was transported to an area hospital with non-life-threatening injuries. The suspect is described as a light-skinned male, with dark hair with a fade-style cut, possibly Middle Eastern, approximately 26 years old, slim build, wearing dark clothing. Police believe there were witnesses in the area at the time of the assault. If you saw or heard anything, you are asked to contact the Surrey RCMP at 604-599-0502. Initial indications are that this attack is linked to street-level sex work. Immediate steps were taken to inform sex workers in Surrey of this assault so they could remain vigilant to this additional risk. The Surrey RCMP SVU works closely with and in support of the Surrey Woman’s Centre’s SMART Van initiative, who were proactive in distributing this message out, and the Surrey RCMP are also increasing police patrols to areas frequented by local sex workers. The decision to disclose that the victim is a sex worker is being provided to ensure that persons specifically in this vulnerable group can be aware of this incident.

* Additionally, since the pandemic began, police agencies in British Columbia have issued 94 violation tickets to individuals who were in contravention of the Federal Quarantine Act, totalling $102,695. * The purpose of the Quarantine Act is to protect public health by taking comprehensive measures to prevent the introduction and spread of communicable diseases. * Since the start of the pandemic, WorkSafeBC has conducted 21,813 COVID-19 related work site inspections. * On December 16, 2020, the Province announced enhanced enforcement measures to keep British Columbians safe and mitigate the impacts of COVID-19. This included strengthening COVID-19 fine collection measures and asking provincial enforcement officers to support police and increase enforcement by issuing violation tickets during their normal course of duties or when in public places. * Declarations of provincial states of emergency may be issued by the minister responsible under the EPA. * The provincial government can extend the period of a declaration made by the minister responsible for further periods of up to 14 days at a time.

Unfortunately, school districts and administrators have come under intensified pressure from the Ministry of Education to boost participation rates, often against the wishes of parents and caregivers. Here’s what teachers recommend: * If your child is learning at school, send in a request to withdraw them from the FSA. You can find a template letter at BCTF.ca/parents. * If your child is learning at home, do not send them to school to write the test and
do not feel any pressure that they must do it online. * If you feel pressured to have your child write the test against your wishes, assert your right to withdraw your child for “extenuating circumstances.” There is a global pandemic after all. The pandemic is impacting students and families in many different ways. Some families have experienced personal loss while others are experiencing economic hardship. THE Province of British Columbia on Tuesday formally extended the provincial state of emergency, allowing health and emergency management officials to continue to use extraordinary powers under the Emergency Program Act (EPA) to support the Province’s COVID-19 pandemic response. The state of emergency is extended through the end of the day on March 2 to allow staff to take the necessary actions to keep British Columbians safe and manage immediate concerns and COVID-19 outbreaks. “The fight against COVID-19 has been a long and difficult one, and I am proud of what British Columbians have accomplished to flatten the curve and protect our healthcare system,” said Premier John Horgan. “The beginning of our mass vaccination program is just weeks away, and healthcare workers have already vaccinated virtually everyone in our long-term care system. We need to keep following public health orders, knowing they will keep us safe as we work to end the pandemic in B.C.” The extension of the provincial state of emergency is based on recommendations from B.C.’s health and emergency management officials. Cyberattack on SFU server results in exposure of personally identifiable information
SFU on Tuesday notified its community of a cyberattack on an SFU server resulting in the exposure of personally identifiable information. Spreadsheet data on the breached server contained personal information for a number of current and former students, faculty, staff and student applicants. The personal information varies for each individual based on the type of information stored in the spreadsheets. Data exposed does not include information such as banking details, Social Insurance Num-
bers (SIN) or passwords. For the majority of those impacted, the personally identifiable information is their student/employee ID number and at least one other data element. The other data points are varied. Examples include things like admission or academic standing data. The university is directly notifying all impacted individuals who have a current email address on file. If a person wants to check if their information was included in this breach, they can:

City of Delta to celebrate Pink Shirt Day
DELTA Mayor George V. Harvie and Delta Council, in partnership with the Delta Police Department, Delta Fire Department and Delta School District, will wear pink on February 24 in support of Pink Shirt Day to raise awareness of bullying and to encourage people to help one another and stand collectively against bullying. For the last five years, the City of Delta, the school district, and the fire and police departments have worked together to host the Battle of the Badges hockey game to bring people together in the spirit of celebrating diversity and kindness, along with some friendly competition. With the pandemic forcing the Battle of the Badges to be put on hiatus this year, the City, the police and fire departments, and the school district have worked to create a special video that will be shared with Delta students and the community on Pink Shirt Day. Suspect in West End stranger attack arrested
VANCOUVER Police announced on Thursday that they have arrested a suspect in connection to the stranger attack in the West End last Saturday night. “Investigators are pleased with the help they have received
from the public in identifying this suspect,” said Constable Tania Visintin. The victim, a 24-year-oldfemale, was walking home from shopping along Davie Street when she was allegedly grabbed by the suspect from
behind in Maxine Lane on February 13. Early Thursday morning, investigators arrested a 57-year-old man and will be recommending charges to Crown counsel. He was released on conditions until his court appearance.

Participant recruitment is focused on immigrants with previous trades experience abroad or in Canada. 268 recommended criminal charges against violent, prolific shoplifters downtown
VANCOUVER Police’s month-long initiative targeting violent and prolific shoplifters downtown has resulted in 268 recommended criminal charges. “This initiative was established in response to growing crime in the area,” said Inspector Rob Clarke, Operations Division, on Wednesday. “Last year in the downtown core, VPD saw a 260 per cent increase in shoplifting incidents involving weapons such as bear spray, knives, needles, and guns, when compared to the previous year.” The initiative – named Project Arrow – concluded February 12. During the four-week project VPD officers worked closely with retailers and store security, and achieved the following results: * 250 shoplifting incidents were investigated by VPD * 130 individual offenders were arrested, resulting in 268 recommended criminal charges * $37,093 in stolen merchandise was recovered and returned to merchants * 35 weapons were seized * 45 offenders were either wanted or caught breaching bail conditions at the time of their arrest “I am proud of these results, and I hope this initiative sends a clear message to the business community that the VPD will respond swiftly when you tell us your concerns about crime and safety,” said Inspector Clarke. “Moreover, I hope it sends a clear message to violent thieves – we are watching you, and when we catch you, you will be arrested and charged.” Incidents of note: * Officers arrested a 44-year-old violent of-
fender who allegedly stole six items worth $648 from the Robson Street Lululemon on January 23. The suspect, who previously served a seven-year sentence for manslaughter and is currently charged with assault causing bodily harm, allegedly had a full can of bear spray up his sleeve. He was arrested and charged with theft under $5,000. * A known offender with a previous manslaughter conviction allegedly stole two LED flashlights from London Drugs on Robson Street on February 9. At the time of his arrest, the suspect was on probation for two previous thefts and had court conditions banning him from all London Drugs stores in B.C. He was arrested and charged with theft under $5,000. * On January 28, a loss prevention officer at London Drugs on Granville Street watched a 24-year-old woman allegedly steal cosmetics. The staff member alerted officers, who arrested the thief. The suspect was in possession of a large knife and a firearm. She was arrested for the theft, and for violating a
court-ordered firearms prohibition. She was charged with theft under $5,000. VPD encourages anyone who witnesses
crime or has information about a crime to report to contact police so an investigation can take place.

2020 crime stats in Delta show behaviours changing by final quarter
INTERESTINGLY, as 2020 wrapped up, police in Delta found key crime and safety trend numbers had returned to typical levels in many areas, but the pandemic definitely had an impact on overall stats for the year. Most notably, violent crime was down 18% in 2020, versus 2019, reversing a multiyear trend where these type of offences had been on the upswing. However, in the final quarter of the year, the number of persons or violent offences was nearly the same as the previous year, with 170 offences noted by police, compared to 172 in the same time in 2019. This category of offence includes assaults, domestic assaults, robberies, arson, etc. “Our officers were very busy in the second half of 2020,
Harj Sidhu addressing a growing number of mental health-related complaints, as well as dealing with troubled youths acting out in a variety of ways,” said Deputy Chief Harj Sidhu, who heads up Operations at Delta Police. “I believe some of the proactive work done by our officers helped to keep overall violent crime or
persons offences down.” Commercial break and enters were up 6% overall in 2020, to 135 offences vs 127 in 2019. The same upward trend was noted in the final quarter of 2020. However, residential break and enters moved in the opposite direction, down 21% overall for the year with 147 instances compared to 185 in 2019. In the fourth quarter, those numbers remained steadfastly down, with just 34 noted compared to 45 for the same time last year. “The decrease in this type of crime shows how much break and enters are a crime of opportunity,” explained Sidhu. “With greater numbers of people staying at home, there were fewer opportunities for thieves who typically target properties
whose residents are away – either for a few hours or days.” Instances of thefts from autos did not fare as positively, with 772 noted for the year compared to 689 in 2019, up 12% in total. There was a spike in the fourth quarter, with 185 offences noted, compared to 137 last year. Police are keeping a close eye on this
category of offences, upping patrols and working with residents to encourage people not to leave anything of value in their vehicles, including spare change and sunglasses. Residents are also advised to lock their vehicles, as “smash and grabs” are not common within Delta – instead thieves more commonly try door handles and rummage through unlocked vehicles. A reduction in collisions was another success story of 2020, with the number of collisions reported to police down 18% to 943 compared to 1,149 in 2019. This is due largely to significant drops in the second and third quarters of the year. By the last quarter the number of collisions had gone back up to 2019 levels – at 315 mirroring
the previous year exactly. Violation tickets were also down significantly, as police made significant adjustments when the pandemic was first proclaimed. There were fewer drivers on the roads in the initial months, and police tried to be sensitive, as people coped with changes wrought by the pandemic. The number of tickets overall handed to drivers in 2020 was 8,504, versus 11,791 in 2019. However, again by the fourth quarter, ticketing numbers were mirroring 2019, with 2,734 tickets handed out in 2020, versus 2,708 in 2019. BC Liberals renew calls for NDP intervention in Vancouver school hours
BC Liberals said on Wednesday that weeks after it was revealed that Vancouver students were receiving well below the number of instructional hours required by law, Education Minister Jennifer Whiteside has yet to offer a response to families. “The minister’s lack of action or even a response has been incredibly frustrating for Vancouver students and
Jackie Tegart their families,” said MLA Jackie Tegart, Opposition
Critic for Education. “My colleague, MLA Michael Lee, first wrote to the minister more than two weeks ago sharing the concerns of many of his constituents. Since the minister has remained silent on the issue, worried families are still anxiously waiting for an explanation.” It has now been several weeks since concerns were first raised that students
within Vancouver’s School District 39 were receiving only 8.75 hours of instruction per week, far below the minimum-required 25.5 hours of instructional time as is required by law. On Wednesday, Tegart issued a letter to Minister Whiteside that seeks clarity on whether the ministry provided the Vancouver School Board (VSB) with approval to reduce instructional time be-
low the minimum required by law. “Families fear that under the Vancouver School Board’s current model, students are missing vital parts of the curriculum and are falling behind,” said Lee, MLA for Vancouver-Langara. “The minister needs to provide students and families with a clear explanation as soon as possible and commit to immediate
action that will ensure our students receive the same quality of education across the province.” The BC Liberals have also requested that the ministry require the VSB to amend its Restart Plan to immediately comply with the instructional time requirements under the School Act and provide full-time instruction as soon as possible.
Changes to allow emailed documents between landlords and tenants
THE Province is amending regulations to allow email as a method of service between landlords and tenants, making it easier for people to participate in the dispute resolution process. The change will take effect March 1, 2021, fulfilling a recommendation by the Rental Housing Task Force. The task force heard from renters and rental housing providers that
there is a desire to use modern forms of communication, such as email, as an acceptable form of notification. With this change, landlords and tenants may serve documents via email if one provides their email address to the other for this purpose. Previously, they were required to exchange physical documents by personal service, by regular or registered
mail, leaving a copy with an adult person, leaving a copy in a mailbox, posting to a door or by fax. While electronic service methods, such as email, have not been permitted, arbitrators have accepted them in situations where other methods were not possible. As a result, they have been accepting service by email with supporting evi-
dence without issue for several years. During the COVID-19 pandemic, when personal service was not available to landlords and tenants, the director of the Residential Tenancy Branch issued an order allowing them to serve documents by email. With this regulatory change, email service will be available to landlords and tenants per-
manently. Government is also extending an order allowing strata corporations in B.C. to hold meetings electronically, including their annual and special general meetings, during the current provincial state of emergency. This temporary change under the Emergency Program Act applies to all strata corporations, regardless of
whether they have a bylaw allowing electronic meetings. Strata councils already have the flexibility to hold monthly strata council meetings electronically. The order helps strata corporations hold annual or special general meetings in accordance with the provincial health officer’s order against gatherings of more than 50 people.
Urgent and primary care centre open in northeast Vancouver PEOPLE living in northeast Vancouver have better access to team-based everyday health care with a new urgent and primary care centre (UPCC) that is now open at 102 – 2788 East Hastings Street, the Province announced on Tuesday. “The opening of the Northeast UPCC is excellent news for people living in northeast Vancouver,” said Adrian Dix, Minister of Health. “The centre will help connect more people with the health care they need, when they need it. Area residents who currently lack a primary care provider will benefit from increased access to same-day appointments for urgent needs and ongoing primary care.” A team of 16.5 full-time equivalent (FTE) health-care workers is currently providing urgent care at the centre. The centre is open for patients who need health care within 12 to 24 hours but do not require an emergency department. This includes 3.2 FTE family physicians,
3.0 FTE nurse practitioners, 7.6 FTE registered nurses, 1.7 FTE social workers and one FTE clinical co-ordinator. The centre is open for urgent care from Monday to Saturday from 8 a.m. to 10 p.m. and from 9 a.m. to 5 p.m. on Sunday and statutory holidays. services will also be available from 9 a.m. to 5 p.m., seven days a week. This will be supported with an additional 8.8 FTE health-care professionals, including 1.7 FTE family physicians, 1.4 FTE nurse practitioners, 1.7 FTE registered nurses and four FTE allied health professionals, such as dietitians, social workers and counsellors. Over the next three years, the UPCC is expected to connect more than 3,500 patients with complex needs who do not have a regular primary care provider to one in the community. This work will be supported by the UPCC and the Vancouver Division of Family Practice. Complex needs include people with mental illness, substance misuse and frail Elders. “Thousands of people in northeast Vancouver do not have a family doctor and they often struggle to get timely access to the health-care services they need,” said Niki Sharma, MLA for Vancouver-Hastings. “This new UPCC will have
a positive impact on all those living in the community and surrounding area who are looking for local, same-day access to health care.” The UPCC is operated by Vancouver Coastal Health. It was developed in collaboration with the Vancouver Division of Family Practice, regional and Aboriginal program leads at Vancouver Coastal Health and Providence Health Care. This is the 22nd UPCC to be announced under the government’s primary-care strategy. It is the fourth to open in the Vancouver Coastal Health region. The UPCC in downtown Vancouver has had more than 59,705 patient visits since it opened in November 2018. Since opening in November 2019, the UPCCs in East Vancouver and North Vancouver have served more than 18,279 and 35,741 patient visits, respectively. The Vancouver Northeast UPCC will also be part of the Northeast Primary Care Network.

Here’s how much you’d have to earn to buy a house or condo in Vancouver, according to a study VANCOUVER: A recently released report confirms homeownership remains a distant dream for many living in one of Canada’s priciest markets. The latest Housing Affordability Monitor, a report issued by the National Bank of Canada, estimated just how much a perspective homebuyer would need to earn to be able to afford the typical home currently on the market in the Metro Vancouver area. The report looks to benchmarks, a metric different than averages, as an indicator for how much a would-be buyer can expect to pay. The bank estimates the price of the representative condo in the Vancouver area – meaning a condo that is typical of what’s been available recently – at $633,030. When it comes to other types of residential properties, a category the report simply calls “non-condo,” homeowners could expect to pay
$1,342,184, according to the NBC report. Unsurprisingly to most, Vancouver’s housing supply is the most expensive in the report, followed by the Greater Toronto Area. In addition to the price itself, the report points out, buyers are expected to provide a higher down payment. “At a national level, there has never been a worse time to accumulate the minimum down payment,” Kyle Dahms and Camille Baillargeon wrote in the report. To get a better idea of affordability with this initial payment in mind, the report’s authors assume the house hunter is able to save 10 per cent of their pre-tax total household income.Based on the median income, on a national level, it will take 60 months, or five years, for a buyer to save enough to put six per cent down on the representative home. Down payments and mortgag-
es In Vancouver – a city where the report’s authors say things have actually improved a bit, thanks to a higher median annual income and low interest rates – the monthly mortgage payment as a percentage of household income was the highest in Canada. The NBC report estimated an earner of the area’s median household income of $78,849, according to Statistics Canada, would have to save for 58 months to be able to put enough down on a condo, if they were able to save 10 per cent for the purchase. That’s nearly five years. However, if they wanted to buy a residential property that was a bit larger, they could expect to have to save for 409 months – or 34 years – to put enough money down. Then, based on that median income, condo buyers could expect to have to spend 38.7 per cent of their income toward their mortgage.

Congress sweeps Punjab Will farmers urban polls, Chief Minister agitation impact other states? says validation of policies Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Wednesday hailed his Congress’ spectacular victory in the municipal polls as not just a validation of his government’s developmentoriented policies but also a total rejection of the “antipeople” actions of the major opposition parties -- the SAD, the AAP and the BJP. Congratulating state Congress President Sunil Jakhar, as well as all MLAs, members and workers of the party, for the sweeping victory in the civic polls, the results of which were declared on Wednesday, he said the people of the state had “clearly and unequivocally denounced the divisive, undemocratic, unconstitutional and regressive agendas” of the three parties. In the final count, the Congress won 1,199 of the 1,815 wards in municipal councils and 281 of the 350 municipal corporation seats, with Shiromani Akali Dal trailing at 289 and 33, the Bharatiya Janata Party at 38 and 20, and the Aam Aadmi Party at 57 and nine, respectively, while the remaining went largely to independents and the BSP (K) and the CPI winning in 13 and 12 wards, respectively. The swing in favour of the Congress in comparison with the 2015 municipal corporation elections in
Bathinda, Hoshiarpur, Moga and Pathankot districts is manifest in the fact that from 11 seats back then, the party’s tally has improved to a whopping 149 now. Similarly, in the wards, from 356 in 2015, the Congress score now has gone up to 1,480. Amarinder Singh thanked and congratulated the people for defeating the “negative and vicious forces that are out to ruin Punjab and its future”. The first major polls to be held in Punjab since the enactment of the ‘draconian’ farm laws had also underscored people’s angst with the BJP, which was responsible for the anti-farmer legislation with the active support of its then ally, SAD, and the collusion of ruling AAP in Delhi, Amarinder Singh said. All these parties had “shamelessly trampled the
rights of the farmers, with the clear aim of destroying Punjab”, he said, adding SAD’s and AAP’s “subsequent theatrics” for the farmers had failed to befool the voters, who had seen through the political gimmickry of these parties. With all three opposition parties not even a close second to the Congress and trailing even independent candidates in some wards, the “pro-governance and proprogress verdict of the urban voters of Punjab was a clear endorsement of their negation of their loathsome political ideologies”, he contended. “It was a powerful message to these parties to keep out of Punjab, which was not ready to either forgive or forget the deceit and the treachery to which the people of the state had been subjected by them,” he added.
New Delhi (IANS): The results of the Punjab urban body polls have the stamp of the farmers agitation and have dented several parties badly. Though Punjab is at the epicentre of the farmers protest and the results bear the imprint of the agitation, the question arises will it replicate in other states and cost the BJP dearly. In Assam and West Bengal the BJP is a major party. In Assam the party is contesting to retain its government while in West Bengal it is challenging the ruling TMC [All India Trinamool Congress] as the main opponent. The Congress in Assam has taken an antiCAA [Citizenship (Amendment) Act] stand. Former party president Rahul Gandhi started his campaign on Sunday with a strong stance against the Act, which is of prime concern in the state. Congress deputy leader in the Lok Sabha Gaurav Gogoi said, “The struggle against power is the struggle of memory against forgetting. Congress promises to build a memorial to the anti-CAA movement after winning the election. Assam doesn’t want CAA.” In West Bengal Chief Minister Mamata Banerji’s main pitch against the BJP is about outsiders and how to save the strong Bengali culture which the BJP is trying to scuttle through its Hindutva agenda. Congress leader BK Hariprasad who heads the election management in-charge of Bengal said, “farmers are everywhere in the country and the BJP has ditched the farmers. The impact will be seen in the polls and BJP will pay the price of not withdrawing the farm laws.” Its not only the Congress but the TMC MPs too have opposed the farm laws vehemently. But observers feel the impact may be marginal and Punjab may be the exception but the swing in favour of the Congress in comparison with the 2015 municipal corporation elections in Bathinda, Hoshiarpur, Moga and Pathankot districts is manifest in the fact that from 11 seats back then, the party’s tally has improved to a whopping 149 seats.

BJP concerned about 40 Jat-dominated Lok Sabha seats
New Delhi (IANS): Fearing that the ongoing farmers’ agitation will adversely affect the party in 40 Lok Sabha seats spread across Western Uttar Pradesh, Haryana and Rajasthan, the top BJP leadership has gone into a hurdle to find a way out to reach out to the Jat community predominant in these regions. The BJP leadership has realised that the Jat community is one of the most active participants in ongoing farmers’ agitation against the three Central farm laws, insiders in the saffron party told IANS. Anticipating that the Jats may drift away from the party, the BJP top leadership called a high-level meeting on Tuesday in which Union Home Minister Amit Shah was also present along with MPs, MLAs and leaders from Western Uttar Pradesh, Haryana and Rajasthan. Farmers at Singhu gear up to beat summer heat and continue protest New Delhi (IANS): Farmers sitting on protest against the government’s new farms laws have started preparing to face the scorching summer heat at Singhu village. They are planning to install fans, coolers and generators at the protest site. There are two stages set up at the Singhu protest site -- one stage facing toward Delhi where the protesting farmers can be seen sitting in an open space, while the second stage is near Kundli village (border area of Delhi and Haryana), which is fully covered with tarpaulin. The farmers leaders told IANS that various social organisations have come forward to provide fans and coolers to the protesting farmers. “We are preparing to replace these tarpaulin-made tents under which farmers have been sitting for over 80 days braving chilly winds so far. With the summer having started and with every passing day becoming hotter, we are planning to install fans and coolers and if need be, air conditioners will
also be provided. The changes would happen in the next couple of days,” said Kulveer Singh, a resident of Hoshiarpur district in Punjab, who is also a member of the Krantikari Kisan Union. He said that volunteers have started preparing for initiating the changes at the protest sites. “Two such setups have already come up behind both the stages. We are not only planning to beat the summer heat but we will also ensure that farmers get chilled potable water in the coming days.” Apart from tarpaulin shades or plastic tents, most of the farmers stay in their tractor-trolleys they have brought from their villages. All the tractor-trolleys parked across the road or outside (Delhi-Chandigarh highway) could be seen covered with tarpaulin. Many tractor-trolleys that have carried farmers from different villages and districts from Haryana and Punjab are fitted with fans to provide cool air to the farmers.

Farmers from different states, particularly from Punjab, Haryana and Western Uttar Pradesh, have been protesting on the borders of the national capital for nearly three months now, demanding that the three Central farm laws be repealed and legal guarantee for MSP on their produce be ensured. Rakesh Tikait is leading the farmers’ protest at the Ghazipur border, which is one the epicentres of the ongoing agaitation along with Tikri and Singhu border where leaders from farmers’ union in Punjab have been blocking the highways for nearly three months now.
Tikait hails Delhi court’s verdict on sedition; says farm movement to start in West Bengal New Delhi (IANS): Bharatiya Kisan Union (BKU) leader Rakesh Tikait on Wednesday hailed the decision of a Delhi Court, which said the ‘sedition law cannot be invoked to silence the protesters’. While speaking to IANS, Tikait said: “The court is absolutely right in its judgement on the sedition law.” On Tuesday, a Delhi court, while granting bail to a man accused of posting fake videos on Facebook on the farmer protests, observed that the law of sedition cannot be invoked to “quieten disquiet under the pretence of muzzling the miscreants”. Additional Sessions Judge Dharmender Rana noted that in the absence of exhortation or incitement to create disorder or disturb public peace or resort to violence, law of sedition cannot be invoked. “Guns are being used to stifle the farmers’ voice,” said Tikait, adding that the farmers’ movement was an ideological movement. He said the movement that has been born out of
a just cause could not be derailed by the fear of guns, and that this fight was a fight for the farmers’ rights. He further stated that whoever was writing in favour of farmers was being arrested. Meanwhile, Tikait said that the farm movement would extend to the state of West Bengal in the coming days. Speaking to IANS, Tikait said, “Is West Bengal an outside state? Then why can’t we go to West Bengal? The farmers there are not getting good rates for their crops.” He further said that Bengal is near the sea and the farmers there involved in fish farming are a troubled lot. Tikait added that imports are increasing there while many fishermen have lost their lives in Bengal. He said they are planning to go to West Bengal not because it is a poll-bound state, but to further spread awareness about the farmers’ issue. Tikait also said that a mahapanchayat will be held in West Bengal in the coming days.

Is the ‘Toolkit’ epicentre in India or abroad? Police track digital footprint New Delhi (IANS): Indian investigation agencies, including the Delhi Police’s Cyber Cell, are carefully tracking digital footprints left by Indian and foreign activists to know the conceptualisation, origin and virtual circulation of the infamous ‘toolkit’ that allegedly spearheaded the January 26 violence in the capital. The names that have come into the investigation up till now are of both Indian and foreign nationals. While Disha Ravi, Nikita Jacob, and Shantanu are Indian nationals, the foreign ones are M.O. Dhaliwal, the founder of Canada-based pro-Khalistan outfit Poetic Justice Foundation, his woman colleague Puneet, a Canadian citizen; PJF co-founder Anita Lal, Marina Patterson, Pieter Friedrich and Swedish climate activist Greta Thunberg. The names reveal that there are more foreign nationals that have come up in the investigation up till now. The Delhi Police claim that the violence on January 26 was a manifestation of the ‘Toolkit’ document and the hyperlinks provided

in it, and the investigation that started from the screenshots of the toolkit available on open sources soon led to the arrest of climate activist Disha Ravi from Bengaluru and subsequent search for Mumbai-based lawyer activist Nikita Jacob and engineer Shantanu who, the police believe, are part of the “larger conspiracy” and are editors of the “toolkit”. Police have already written to Zoom seeking information about the attendees who joined a virtual meeting on January 11, but are yet to get a reply. Sources say at least 70 people attended the Zoom meet. Once the list is provided, the Delhi Police Cyber Cell would proceed with its investigation. The police said that Dhaliwal had contacted Nikita and Shantanu through Puneet to create a storm on Twitter ahead of Republic Day. Also, according to sources, Zoom meetings were also held on January 17 and 18 to distribute material to the media so that a wider impact was created ahead of India’s Republic Day. Sources said that the cheat sheet of the toolkit has the objectionable material which caught the attention of the investigating agencies. On January 26, clashes broke out between protesters and police during the tractor rally called by farmer unions to highlight their demand for a rollback of the Centre’s three farm laws. Many protesters reached the Red Fort on tractors and entered the monument, some hoisting religious flags on the flagstaff. Several policemen and protesters were injured in the violence. The Delhi Police is also probing if money was involved in any form while conceptualising the ‘toolkit’. This ‘toolkit’ investigation by Cyber Cell, running parallel to the investigation by the Crime Branch into the Red Fort violence, is making headway where international ‘handlers’ seems to be involved. It remains to be seen how the Delhi Police focus on those who are abroad but, according to it, were virtually a part of the ‘larger conspiracy’ around the January 26 violence.
Congress wants to rehabilitate Sidhu in Punjab New Delhi/Chandigarh (IANS): The Congress’ central leadership is trying to rehabilitate cricketer-turned-politician Navjot Singh Sidhu in Punjab for which deliberations are on between party state in-charge Harish Rawat and Chief Minister Amarinder Singh. After Sidhu met party interim chief Sonia Gandhi in Delhi, Rawat has met the Chief Minister to convey the decision of the Congress leadership to the Chief Minister and rehabilitate former minister Sidhu in the state. Speaking over the phone from Haldwani, Rawat said Sidhu is a very important leader of the party and he will be accommodated soon in the state and his presence
will strengthen the party. The Congress in Uttar Pradesh has roped in Sidhu to hold Kisan Panchayats and wants that Sidhu should be given due importance Punjab. While sources say that
Sidhu wants to be appointed as Punjab state Congress President but the Chief Minister is not willing to concede that post to Sidhu. However, Rawat said “both leaders will sit and talk and sort out differences and will find an amicable solution. My work to arrange meetings of both is over.” Congress sources say that Sidhu is likely to made a minister in the state. Punjab is going to polls in 2022 and due to the farmers’ agitation against the farm laws the bargaining power of Sidhu has reduced, though the party doesn’t want to lose him due to his pan-India popularity and also because he is a popular star campaigner for the party.
Sidhu had resigned from as Cabinet minister in the state on July 14, 2019 after differences with Chief Minister Amarinder Singh over portfolio allocation. Sidhu was in-charge of local bodies but was then shifted to the Power Department. However, the tension was simmering between the two leaders when Sidhu’s wife Navjot Kaur was denied a party ticket for the Lok Sabha election, said sources. The Congress had won 77 seats in the 117-member state Assembly in 2017 after projecting Amarinder Singh as its chief ministerial candidate, only one short of the 78-mark required for a two-thirds majority.

Mumbai (IANS): Actor Sonu Sood has decided to distribute electronic rickshaws to those in need in different parts of the country. He has started by distributing 100 e-rickshaws in his hometown Moga. The actor has started this initiative to help the unemployed, especially those, who have suffered because of the pandemic. Sonu tells IANS, “I plan to distribute in as many states from Uttar Pradesh to Bihar, Jharkhand, Orrisa and more. India denounces ‘vaccine nationalism’, calls for vigilance on future pandemics United Nations (IANS): India’s External Affairs Minister S. Jaishankar denounced “vaccine nationalism” on Wednesday and called for putting the world on guard against future pandemics. Addressing, through a video link, the Security Council, he said: “Stop ‘vaccine nationalism,’ indeed actively encourage internationalism. Hoarding superfluous doses will defeat our efforts towards attaining collective health security.” He contrasted that attitude of the Western nations with India’s global vaccine efforts. New Delhi’s ‘Vaccine Maitri’ programme, he pointed out, has provided Covid-19 vaccines to 25 countries, and 49 more from Europe, Latin America and the Caribbean to Africa, South-East Asia and the Pacific Islands will get them soon.
S. Jaishankar Mexico’s Foreign Minister Marcelo Luis Ebrard thanked India for providing vaccines. Giving an insight into the problem of vaccine inequality, Secretary General Antonio Guterres said: “Just ten countries have administered 75 per cent of all Covid-19 vaccines. Meanwhile, more than 130 countries have not received a single dose.” Jaishankar also announced that India was donating
200,000 doses of the vaccine to UN peacekeepers, who operate in difficult conflict situations. He quoted the Bhagvad Gita for India’s motivation to provide the vaccines. The Scripture says, “Do your work with the welfare of others always in mind” and “this is the spirit in which India approaches the Covid challenge and urges this Council to work collectively to address its different dimensions,” he said. Punjab government to bring another bill to negate 3 central farm laws New Delhi (IANS): With an earlier Bill adopted by the Punjab Assembly to negate the contentious central farm laws still awaiting a nod from the Governor, the state’s Congress government plans to bring yet another Bill on the issue in the House, party sources said on Tuesday. “The Amarinder Singh-led government in the state is consulting legal experts and others to bring yet another Bill during the Budget session of the Assembly from February 12 to February 21 to negate the farm laws passed by the Centre in September 2020,” Congress General Secretary Harish Rawat, who is incharge of the party affairs in Punjab, told IANS. “Once the second Bill is passed, Governor VP Singh Badnore will be compelled to forward the Bill to President Ram Nath Kovind for assent,” Rawat pointed out. The Congress leader asserted that the state was
well within its rights to pass such Bills since ‘agriculture’ is on the Concurrent List given in the 7th Schedule of the Constitution, thereby implying that both the Centre and the states can formulate laws on it. The Bill seeks to amend the Civil Procedure Code and replace The Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act; The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act; and Essential Commodities (Amendment) Act. The earlier Bill had sought annulment of the farm laws and the proposed Electricity Bill, as well as promulgation of a “fresh ordinance to make procurement of food grains on minimum support price a statutory right of the farmers and continue with the procurement by the government of India through the FCI and other government agencies”.

Canada immigration racket busted in Goa, 12 arrested Panaji (IANS): The police in Goa on Saturday busted a kidnapping, extortion and immigration racket involving a gang from Haryana, which would lure victims with a Canadian work visa and then hold them captive in Goa and extract more money from their family members and friends for facilitating their visa and ticket. South Goa Superintendent of Police Pankaj Singh told the media that 12 persons, including nine from Haryana, two from Goa and one from Uttar Pradesh, who were part of the racket, have been arrested for duping an
Afghan national, Shapur Zarifi, who had been kept in captivity at a bungalow in the coastal state, while his family members believed that he had migrated to Canada. One minor person has also been arrested in connection with the racket. Singh said that the arrests were carried out based on a complaint lodged by a woman earlier this month, who claimed that her husband was being kept hostage in Goa. “Our investigation has revealed that the gang would lure gullible travellers intending to visit
Canada and call them to Goa, where advance payment would be taken from them after which they would be held captive at a rented bungalow. A fake boarding pass and passport would be sent to the family members to make them believe that the victim had indeed travelled to Canada or to their desired destination,” Singh said. “WhatsApp voice messages were then sent from the victims mobile number using a VPN reflecting their IP locations in Canada. Later the victims were made to call their family
and friends asking for the final payment to be made,” he added. Zarifi had initially paid Rs 2 lakh to the gang leader, Sushil Singh from Haryana, towards payment of a flight ticket to Canada and visa processing fees. Zarifi was then called to Goa and was detained in a bungalow in the Porvorim area in North Goa, from where he was made to call his friends under duress to borrow $20,000, failing which the gang had threatened to physically harm him.
Putin looking forward to visiting India: Shringla New Delhi/Moscow (IANS): The dates for Russian President Vladimir Putin’s visit to India this year, at the invitation of Prime Minister Narendra Modi, are being finalised as the two countries look to strengthen their strategic partnership. Foreign Secretary Harsh Vardhan Shringla, who is on an official two-day visit to Moscow, revealed this on Wednesday. The move assumes significance in view of the recent developments in India’s relations with the US and China. The government has taken strong objection to the US social media platforms enabling mobilisation of violent protesters against India’s farm reforms and other internal decisions. At the same time, India’s military has disengaged with China along the Line of Actual Control in Ladakh, after a 10-month-long standoff. “Clearly there is a lot that is happening in the relationship. It is a very very important relationship for both countries. I think we will see some developments in the next few months that would reinforce the close and strategic partnership that we both enjoy,” Shringla said in a video link from Moscow, underlining the significance of his visit. Shringla is holding India-Russia foreign office consultations with deputy foreign minister Igor Morgulov. The two sides are reviewing the entire gamut of bilateral relations, including the forthcoming high-level exchanges, the ministry of external affairs said in a statement. Speaking from Moscow, Shringla said that he had a “very good meeting” with Russian foreign minister Sergey Lavrov, who emphasised the importance of the strategic relationship between India and Russia. The foreign secretary extended an invitation to him on behalf of the external affairs ministry for a visit to India. He said Lavrov is looking forward to the meeting at the earliest.
Wheat production expected to be at record 115 million tonnes New Delhi (IANS): The Indian Institute of Wheat and Barley Research (IIWBR) has estimated wheat production at a record 115 million tonnes this year, which is around seven per cent more than last year. Experts say that the weather is favourable for the rabi season crops and farmers have taken a lot of interest in wheat sowing. Interestingly, farmers have been on a sit-in demonstration for almost three months on the borders of Delhi, yet farming has not been affected. Agricultural scientist and Director of IIWBR, Gyanendra Pratap Singh, told IANS that his institute is assessing wheat production in the country again and a new record will be created. India’s wheat production is expected to be around 115 million tonne this year, if there is no weather issue. Haryana’s Karnal-situated IIWBR comes under the Indian Council of Agricultural Research (ICAR). According to the fourth advance production estimate for the crop year 2019-20 (July-June) released by the Union Ministry of Agriculture and Farmers Welfare, the production of wheat in the country is estimated at around 100.76 million tonnes. Singh said, “We now have varieties of wheat that are suitable for different climatic zones of the country and give good yields. For example, the yield per hectare of wheat DBW-187 is up to 80 quintals. There are many other varieties of this type.”
The two sides also spoke about the annual summit. Lavrov told Shringla that President Putin is looking forward to his visit at the invitation of Prime Minister Narendra Modi. “The visit will take place on a date to be decided between the two sides,” Shringla said in Moscow. The two sides discussed Afghanistan apart from the coronavirus pandemic and the joint efforts at Covid-19 vaccine distribution. Shringla is also delivering a speech on ‘IndiaRussia relations’ at the prestigious Diplomatic
Academy of the Russian Ministry of Foreign Affairs. “Despite the Covid-19 pandemic situation, India and Russia have sustained the momentum of the Special and Privileged Strategic Partnership between the two countries. This year’s first visit abroad by the Foreign Secretary to Moscow signifies the importance India attaches to its close and friendly relations with the Russian Federation,” the ministry of external affairs said in a statement.
