Govind Deol of Surrey’s L.A. Matheson Secondary receives prestigious Loran Award BY RATTAN MALL GOVIND Deol, a Grade 12 student of Surrey’s L.A. Matheson Secondary School, is one of 36 recipients of the prestigious Loran Award Canada’s largest and most comprehensive four-year undergraduate award for character, service, and leadership. The Loran Award is valued up to $100,000 over four years for undergraduate studies in Canada. It includes annual stipends, tuition waivers from a partner university, mentorship, summer internship funding and annual retreats and forums. The selection process started in October and when Govind received the news this month that he had made it, he was excited – as were his parents, dad Sarabjot and mom Harpreet, who came to Canada from Punjab, India, in 2001. Govind, who was born and brought up in Surrey, told The VOICE: “It was good to know. Hard work paid off and more than that I think … it was more of an internal feeling of kind of … shock.” Asked what comes next for him, he said: “I have four
universities in mind right now – McMaster University in Hamilton, Ontario, University of Alberta in Edmonton, McGill University in Montreal and UBC Okanagan. I want to study sciences because I want to be a doctor; then, on to medical school. But I am focussed more on sciences right now to start off and then I can worry about medical school in a couple of years … I want to go to other countries as well and work as a doctor.” The Loran Scholars Foundation website states: “Govind founded an afterschool basketball program at an elementary school. He helps organize a summer camp that keeps youth in his community away from negative influences. As a leadership student, Govind organized a fundraiser for the Canadian Cancer Society. He is a regular volunteer with a local charity, retirement residence, and Surrey Crime Prevention Society.” Elaborating on the basketball program, he told The VOICE he started that in Grade 10. “We ran it for one year and I extended the season by two months,” he added. The year after that, the program actually started running a little longer itself. So I felt like my work there was done and that my services could be of better use somewhere else,” he said. After

that he started getting involved in the community. Asked about the summer camp he organized, Govind said: “That happens every summer – it’s called Camp Next. The goal is to keep kids busy during the summer and our community keeps them away from negative influences and more than that, it’s a
leadership-building camp. It believes that youth can inspire youth. So they take high school kids in Grade 11 and 12 and we work with kids ranging from grade 1 to grade 7 … it was a mission of creating a friendly environment for kids where they can learn leadership skills, where they can get connections with older students that they can believe are role models for them.” He added: “So that was the initial plan of the camp and it started five years ago. The first year they got 65 kids and now its grown to 300. It’s something that runs every July and it’s part of L.A. Matheson community and it’s been able to affect a lot of kids. So that’s something that I’ve been lucky to be part of it.” Govind started volunteering at Kinsmen Lodge, a retirement residence. “I found other ways to get connected – it’s just something that I am passionate about,” he said. So he got involved with SAF - the Sikhi Awareness Foundation – and then with Surrey Crime Prevention. “I just do different days with these organizations,” he explained. Asked what advice he had to offer other students, he said:
“Throughout I’ve learned that the biggest thing is to just be yourself in every scenario, because at the end of the day that’s what gets the best results for you as an individual.” The Loran Scholars Foundation said 5,194 students applied for the Loran Award this year and the top 88 finalists travelled to Toronto for National Selections on January 31 and February 1. “Our interviewers selected 36 Loran Scholars (our largest cohort yet) from across Canada who demonstrate a firm commitment to character, service and leadership potential; breadth in academic and extra-curricular interests; integrity; and a high level of personal autonomy,” it told The VOICE. The Loran Award is comprised of an annual living stipend and matching tuition waiver from one of the foundation’s 25 partner universities; tri-sectoral summer internships funding (enterprise, public policy, and community development); one-on-one mentorship; and the opportunity to connect with other high-potential youth through scholar gatherings.

India remains top immigrant source for third year in a row FOR a third year in a row, India was the top immigrant source for Canada last year, with 85,585, or about one in four hailing from that country, according to the latest federal immigration data, the Toronto Star reported on Friday. Canada welcomed the highest number of new immigrants in more than a century last year: 341,180 people from 175 different countries. Over the last five years, the an-
nual number of Indian immigrants grew by 118 per cent. India also accounted for over 34 per cent of Canada’s international student population with almost 220,000 enrolled in a Canadian school in 2019, representing a 350-per-cent growth from 48,765 in 2015, largely a result of a federal program by Ottawa to fast-track study permit applications for students from India. China was second, at 30,260,
and the Philippines, at 27,815, was third. While the number of immigrants from China has remained at around 30,000 a year, the number of permanent residents from the Philippines dropped almost by half from its peak of 50,845 in 2015 to 27,815 last year. 45 per cent — or 153,340 newcomers — in 2019 intended to settle in Ontario, making the province by far the most popu-
lar immigrant destination. It was followed by British Columbia (50,845), Alberta (43,685) and Quebec (40,545). Immigrants continued to settle in major Canadian urban centres, with 117,720 or 34.5 per cent settling in the Greater Toronto Area, followed by Vancouver (40,020), Montreal (34,620), Calgary (19,625) and Edmonton (16,420).
United Truckers Association deliver ultimatum to government THE UTA’s first meeting of 2020 with 750 members delivered a blunt message to Labour Minister Harry Bains and his fellow Surrey NDP MLAs: enforce the law, or find a new BC Container Trucking Commissioner. MLAs were provided with a powerful presentation specifically detailing how Commissioner Michael Crawford is deliberately avoiding auditing for illegal paid operators performing off-dock drayage work, the UTA said. Approximately 60% of all work in the local industry involves off-dock facilities, and 30-40% of this work is currently being conducted through practices that violate the Container Trucking Act and Regulation. the conduct of the current Commissioner, according to UTA spokesperson Gagan Singh. “The government remains silent on the decision by Commissioner Crawford to ignore the off-dock rate table,” says Singh. “As a result, companies are blatantly paying less the legislated rates to unlicensed companies, ensuring that hundreds of approved Independent Operators are sitting at home not receiving enough work.” In spite of acknowledging such an issue in a 2018 report, the Commissioner continues to publicly claim that he just recently became aware of these practices, says the UTA. The UTA has laid down a threeweek window for the BC government to compel the Com-
missioner to uphold the off-dock rate table, or to take swift action to replace him. After years of UTA submissions and proof outlining such activity, the UTA has reached the end of its rope with regard to the Commissioner’s conduct. “There are only two outcomes that are acceptable to the UTA: get Michael Crawford to do his job according to the law, or fire him,” noted Singh. “No other course of actions will be accepted by our membership. Minister of Transportation Claire Trevena is scheduled to attend a Surrey Board of Trade event on March 6 and the UTA is promising “emphatic action” to disrupt her entry into Surrey if progress is not demonstrated in the coming weeks.

NDP accuses Wilkinson of lying about Surrey THE NDP said on Wednesday that BC Liberal Leader Andrew Wilkinson repeatedly lied to listeners of Radio Red FM when he claimed there is nothing in the provincial budget for residents of Surrey. It said that in the space of 20 seconds, Andrew Wilkinson lied four times: “Well, the word Surrey was mentioned once. The budget document is a definitive document that is used by the finance ministry. It’s used by the bankers. It is the statement of the financial spending for the next
three years. There is not one single word about Surrey schools, Surrey Skytrain or Surrey Hospital in the budget,” Wilkinson said on the Harjinder Thind Show. Lie Number 1: Surrey was mentioned only one time in the budget. Fact: Surrey was mentioned six times. On pages 2, 11, 15, 43, 49 and 50. Surrey is also mentioned five times in the budget speech. IHIT to investigate after body found on Abbotsford’s Keeping Road
ABBOTSFORD Police responded to the 37000-block of Keeping Road when a resident call 9-1-1 to report that they had located a dead body by the roadside. “We are at the early stages of
this investigation; however, this incident is being treated as suspicious,” said Sgt. Judy Bird on Saturday. The Abbotsford Police Major Crime Unit transitioned the investigation over to the Inte-

NDP says Wilkinson delayed Surrey hospital by selling land THE NDP says its government under Premier john Horgan acquired land in Cloverdale for a new Surrey Hospital after BC Liberal Leader Andrew Wilkinson sold property originally set aside for a much-needed hospital. As Minister of Citizen Services in 2013 and 2014, Wilkinson sold off hundreds of parcels of public land valued at $1 billion, as documented by The Vancouver Sun. Included in Wilkinson’s fire sale was a parcel of property near 152nd Street and Highway 10 in Surrey that was originally acquired by the NDP government in the 1990s for a new Surrey hospital. (Surrey Now-Leader) The BC Liberals originally promised to continue with that plan, but that promise was delayed and then finally abandoned when Wilkin-
son sold the land in 2014. Because of Wilkinson’s land sale, the NDP government had to find and acquire land to move the hospital forward. The NDP says Wilkinson is also inaccurately claiming that the hospital is not funded. In fact, the hospital has been approved by the treasury board and is in the government’s capital plan. It is estimated to cost between $1 and $2 billion, with the final costs to be determined when the business plan is completed. The hospital will include inpatient beds, an emergency department, operating rooms, outpatient services, and lab and diagnostic services. Man charged with robbery at mobile phone store in Surrey A man is facing charges for robbery at a mobile phone store as a result of an investigation by Surrey RCMP helped by tips from the public. On October 27, 2019, Surrey RCMP received a report of a robbery at the Chatr Mobile store in the City Centre Mall. A man went behind the counter, stole cash from the cash box, and threatened the store employee with a weapon. He then fled from the mall on foot. A public appeal for in-
formation was made on November 12, 2019, and yielded valuable information from the public which assisted in identifying a person of interest in the investigation. On February 12, Surrey RCMP Robbery Unit located and arrested 32-year-old Jeremy Morgan, who was allegedly in possession of a loaded firearm at the time of his arrest. He is now facing charges including robbery, use of an imitation firearm to commit an indictable offence, and pos-
session of a firearm without a license or registration document. “Surrey RCMP would like to sincerely thank the public for their assistance in this investigation – your tips proved to be an invaluable resource for our officers,” said Inspector Beth McAndie on Monday. “The results from this investigation clearly demonstrate the importance of the partnership between the public and police, and the success we can achieve when we work together.”

Surrey RCMP seize stolen property worth over $80,000 A large cache of stolen property has been recovered as a result of an investigation by the Surrey RCMP Property Crime Target Team (PCTT). The seizure of stolen property, worth in excess of $80,000, began as an investigation by Surrey RCMP frontline officers into a residential break and enter on February 11 in Newton. Property from that break and enter was later located for sale on the LetGo marketplace app. The PCTT took conduct of the investigation and were able to advance the investigation which culminated in the execution of search warrants at two properties in Newton, a residence and a storage locker. At these properties, Surrey RCMP located three individuals – one was arrested
for an outstanding warrant, and another was arrested for being in breach of his probation order. During the investigation police located and seized a large quantity of stolen property which included: – 40 high-end bicycles, valued at over $80,000 – A large quantity of power tools – Several pellet guns – Two conducted energy weapons (stun batons) – Two firearms with ammunition Investigators have already returned some of the recov-
ered property to its rightful owners, and are currently undertaking an extensive search to locate the owners of the remaining property while the investigation continues. No charges have been laid at this time. “With this investigation, we have been able to disrupt
an organized group who are suspected of trafficking stolen property,” said StaffSgt. Ryan Element. “We encourage everyone to record the serial numbers of their property so in the event it is stolen and recovered, police can return it to you.”
Vancouver Police property crime project team arrest 26 AN ongoing Vancouver Police project targeting property crime in downtown Vancouver has resulted in 150 criminal charges recommended to Crown counsel over three months. “Since December, our patrol officers have been working closely with our partners in retail security around the city,” said Constable Tania Visintin on Thursday. “We have a common goal, and that is to target violent property crime offenders and protect retailers from financial loss”.

Since December 2019, police have arrested 26 individuals and have put forward multiple charges to Crown with each arrest. Charges stem from property crime investigations and comprise of breach of probation, theft from auto, theft under $5,000, robbery, possession of breakin instruments, and possession of stolen property. “Thanks to our partnerships with the Downtown Vancouver Business Improvement Association and loss prevention officers at multiple retail stores, we have been able
to target repeat offenders who threaten retail staff with violence in committing their crimes,” added Visintin. In early December, Vancouver Police expressed concern about the level of violence associated with shoplifting in Vancouver. Patrol officers conducted a special three-week project in November that also targeted shoplifters in downtown Vancouver that resulted in 25 arrests. Anyone who witnesses crime or suspicious behaviour is asked to call 9-1-1 immediately.

Wilkinson twists tax stats to cover his defense of richest 1%: NDP THE NDP said on Wednesday that in his response to the budget, BC Liberal Leader Andrew Wilkinson falsely claims that “BC families will be paying an extra $2,362 in NDP taxes by 2022.” Wilkinson is claiming that most people are

Wilkinson’s false claim is based on increases to total tax revenue per capita over a period of seven years (Fiscal 2016/17 to 2022/23), multiplied by two (to account for a household). This measure is fundamentally misleading in two ways: * It factors in billions in taxes that low- and middle-income people don’t pay, including corporate income tax, Employers Health Tax, luxury homes tax, speculation tax, and the new personal income tax bracket on the top 1%; * It ignores economic growth and inflation (which accounts for most of the increase). Table A4.1 of the budget breaks down the net taxes paid by typical families of different income brackets. It shows that affordability measures like MSP elimination and the Child Opportunity Benefit have significantly reduced the tax burden for families making under $100,000. For example, a family making $80,000 is paying $2,350 less than they were in 2016/17. This doesn’t factor in savings from non-tax measures, including bridge toll elimination and childcare fee reductions.

Todd Stone reintroduces bill to reduce small business tax burden TODD Stone, MLA for Kamloops-South Thompson and Opposition Critic for Municipal Affairs and Housing, has reintroduced a bill in the legislature that, in Todd Stone response to requests made by a broad coalition of stakeholders, enables local governments to reduce property taxes on unused airspace above current small businesses through a new commercial property sub-class. “Small businesses throughout B.C., and particularly those in the Lower Mainland, are facing huge tax spikes on the air above their heads,” says Stone. “In some cases, organizations have seen 200 to 300 per cent increases in property tax bills because they’re assessed at the highest and best use related to the undeveloped airspace above them. Despite my introduction of this legislation last fall, the current government has not yet provided any relief. In the time the NDP has spent failing to act on this issue countless businesses have closed their doors for good.” The Assessment (Split Assessment Classification) Amendment Act, 2020, would create a new commercial property sub-class that local governments can use to provide tax relief for organizations facing massive property tax increases based on the development potential of the airspace above their heads. This would be an optional tool that local governments can choose to use or not, at a rate that they determine makes the most sense for each unique situation. “This bill has wide stakeholder support and is good public policy. With so many businesses feeling the pressure of skyrocketing taxes it’s obvious that something needs to be done and there is no good reason for the NDP to avoid calling this bill for debate,” notes Stone. “Now more than ever it is crucial that we pass this legislation to prevent our communities from losing vital small businesses, arts groups and charities that, once gone, are gone forever.”

President Trump’s praise for the film came in the wake of a tweet posted by human rights campaigner and LGBTQ+ activist Peter Tatchells social media post praising the Ayushmann Khurrana starrer. “A new #Bollywood rom-com featuring a gay romance is hoping to win over older people, following the decriminalisation of homosexuality. Hurrah!” tweeted @PeterTatchell. To this, @realDonaldTrump tweeted: “Great!” The retweet has been liked

Canadians from Diamond Princess cruise ship in Japan back in Canada FOREIGN Affairs Minister FrançoisPhilippe Champagne, Health Minister Patty Hajdu and National Defence Minister Harjit Sajjan on Friday announced François-Philippe Champagne that the plane chartered by the Canadian government to repatriate Canadians who were on board the Diamond Princess cruise ship has arrived in Canada from Tokyo, Japan. At 2:01 a.m. (EST), 129 Canadians and accompanying family members travelling on the chartered plane arrived at Canadian Forces Base (CFB) Trenton. None of the passengers exhibited symptoms of the novel coronavirus (COVID-19) upon arrival. Upon landing, the returning passengers were screened at CFB Trenton by quarantine officers and then met by officers from the Canada Border Services Agency. They were then transported to the NAV Centre in Cornwall, Ontario, where they will be subject to a 14-day quarantine period. They will undergo the same medical assessment and observation as those who were repatriated earlier this month from Wuhan, China, The federal government said it continues to work with provincial, territorial and local health authorities to ensure that the returning Canadians and their family members receive all the medical and ongoing support necessary to protect their health and the health and safety of all Canadians. It said it encourages Canadians in Japan to consult the Government of Canada’s Travel Advice and Advisories and Travel Health Notices, and register with the Registration of Canadians Abroad service. B.C.’s sixth case of novel coronavirus First individual confirmed to have coronavirus in B.C. has recovered HEALTH Minister Adrian Dix and Dr. Bonnie Henry, B.C.’s Provincial Health Officer, on Thursday announced B.C.’s sixth case of the novel coronavirus (COVID-19). A woman in her 30s is presumed positive based on local testing, and samples have been sent to the National Microbiology Laboratory (NML) in Winnipeg, Manitoba, for final confirmation. She resides in the Fraser Health region and recently returned from Iran. Dix and Henry said: “Fraser Health is actively investigating. The patient’s close contacts will be identified and contacted by public-health officials. The patient is in isolation at home. “This brings the total number of cases in B.C. to six. One is presumed positive, with four confirmed positive
by the NML. They remain in self-isolation and under care by public-health teams. The first case has recovered, as indicated by the resolution of symptoms, followed by two successive negative test results 24 hours apart. “The risk of this virus spreading within British Columbia remains low at this time. We are closely monitoring the situation in Canada and abroad. We will notify the public if the measures in B.C. change. “We continue to recommend that everyone take the same important measures to help protect from respiratory illnesses at this time of year.” ON Wednesday Dix and Henry said: “Over the next few days, Health Canada will begin releasing repa-
triated Canadians from 14 days of quarantine in Trenton, Ontario. Fourteen days is believed to be the longest incubation period for COVID-19. Be cautious about providing access to your computer, warn Abbotsford Police THIS past weekend, thieves once again struck an unsuspecting Abbotsford citizen, defrauding her of $15,900 through an elaborate phone scam. The victim received a phone call from a female pretending to be a concerned security officer from a local bank. The caller advised that the bank was alerted to a suspicious transaction in the victim’s account. The fraudster had the last four digits of the victim’s bank cards and used this information to convince the victim of her legitimacy. The victim was advised that in order to recover her funds, she would be required to purchase gift cards and provide their numbers and PINs to the bank. The victim complied with this request. The victim was then asked to help the police and bank track down the thieves, which included providing the caller with remote access to her
computer and personal bank account. The victim was directed to make further gift card purchases using a $20,000 deposit which appeared as a credit to her bank account. After making the purchases and providing the additional gift card numbers and PINs, the victim observed that the deposited $20,000 had been removed. Sgt. Judy Bird noted: “Many citizens who are victimized are either embarrassed, or actually believe that they are in trouble, so they don’t question the transaction.” Phone calls, text messages or email threatening arrest, demanding immediate payment, or demanding payment in unusual forms – such as gift cards or Bitcoin – are suspicious. BUDGET 2020 moves British Columbia forward by building the infrastructure the growing province needs, supporting thousands of new jobs, strengthening investments in health and education and making life more affordable for everyone, says the Province. “From new roads, hospitals, housing, schools and child care centres to better, more affordable services in every community, we’re seeing fundamental changes that are making life better for British Columbians,” said Finance Minister Carole James on Tuesday. “Together, we’ve made a lot of progress and we can’t turn back. Budget 2020 keeps our province moving forward by focusing on people.” Budget 2020 makes new commitments to bring capital spending over three years to $22.9 billion – the highest level in B.C.’s history. Work is underway on new and upgraded hospitals and health facilities, highway and transit projects, schools and new housing throughout B.C. that is stimulating more than 100,000 direct and indirect jobs during construction. “British Columbians are working hard to build a better future for their family, and so are we. By building the infrastructure our growing province needs, we’re making life easier for people and

CleanBC, on top of the approximately $900 million invested in Budget 2019. This funding includes incentives to buy electric vehicles (EV) and build EV charging stations. Additionally, this yearâ&#x20AC;&#x2122;s budget increases support for industries moving toward clean, low-carbon solutions and projects to make B.C.â&#x20AC;&#x2122;s schools, universities, colleges and hospitals more energy efficient. B.C. is one of Canadaâ&#x20AC;&#x2122;s fastest growing economies. But while the economy has grown, life has become too expensive for many families. The new BC Child Opportunity Benefit, launching in October 2020, will provide
290,000 families with more money to support their kids. Combined with B.C.â&#x20AC;&#x2122;s Affordable Child Care Benefit and the Fee Reduction Initiative for licensed child care spaces, families with one child may save up to $20,000. Families with two children could save up to $28,000 each year. These savings come on the heels of a transformation at ICBC that will reduce fees by an average of 20%, or $400 a year for all drivers, while improving care benefits. It also marks the first full year of the elimination of medical services plan (MSP) premiums â&#x20AC;&#x201C; the biggest middle-class tax cut in a generation. Budget 2020 strengthens the health, education and community services that all
British Columbians depend on. The budget delivers an additional $339 million to strengthen B.C.â&#x20AC;&#x2122;s K-12 education system â&#x20AC;&#x201C; building on recent investments to upgrade schools and hire more than 4,200 new teachers. An additional $1 billion in Budget 2020 will improve health care in British Columbia. New or upgraded hospitals are on the way for 13 communities, and 12 new urgent and primary care centres are open. Two more are coming. Budget 2020 is a balanced plan focused on the priorities of British Columbians. Budget 2020 creates a new tax bracket for the top 1% of income earners in British Columbia. Nearly half
the revenue generated will come from individuals who make more than $1 million annually. â&#x20AC;&#x153;Today, weâ&#x20AC;&#x2122;re asking the people at the top, the highest 1% of individual income earners, to pay a little more and help B.C. provide families and communities with better services and stronger infrastructure,â&#x20AC;? James said. To help address the growing health costs and impacts of sweetened drinks, B.C. will begin charging provincial sales tax (PST) on sweetened carbonated beverages. This is a step that has been advocated for by health professionals and an all-party committee, as young people between the ages of 14 and 18 are the top consumers of
pop. The Confidence and Supply Agreement with the BC Green Party caucus continues to provide the basis for a strong, stable government for British Columbia. By working together, progress continues to be made on shared priorities, like climate change, tackling the housing crisis and building a strong, diverse economy, says the government. By 2024, B.C.â&#x20AC;&#x2122;s population is expected to grow by approximately 346,000 people and by more than one million people in the next 15 years.

SOME REACTIONS TO BC BUDGET B.C. GREEN PARTY The BC NDP government’s 2020 budget makes positive incremental investments in shared priorities but falls short of seizing BC’s unique opportunity to build an equitable and sustainable future, said the B.C. Green Party on Tuesday. “We are pleased to see many core B.C. Green and CASA initiatives, including the post-secondary access grant, maintaining CleanBC funding, and improving access to affordable early childhood education,” said Adam Olsen, interim leader of the B.C. Green Party, MLA for Saanich North and the Islands. “However, it isn’t enough to make life more affordable. Now is the time to go all-in on transitioning to a clean economy that has equity and sustainability at its core. What is missing from this budget is a coherent economic strategy to create prosperity and position us for success in an era of unprecedented change.
“Increasingly, we are concerned that this government is trying to have it both ways – for instance, it wants to be seen as a climate leader while also expanding the fossil fuel sector. This province’s economic opporAdam Olsen tunity is not to be the cleanest polluter, but to lean into building a low carbon economy driven by clean technologies and innovation. Missing from the budget are any significant new strategic investments in innovation. The largest portion of new spending in CleanBC is allocated to a program that reduces the carbon tax paid by heavy-emitting industries, without any guarantee of overall emissions reductions, he said.
“By pursuing conflicting agendas, the government’s ability to achieve long term prosperity for our province will be limited. Government has to make smarter, more courageous choices that will allow us to meet our targets and embrace new opportunities for economic prosperity, rather than spending significant time and resources to protect the status quo,” said Olsen. BCGEU The BCGEU is applauding the government’s continued and new investments in core programs, infrastructure and improving affordability for British Columbians. But the union representing tens of thousands of workers in direct government and the broader public service is highlighting the critical role of staff in the province’s success moving forward. “After 16 years of devastating cuts under the previous government, and compared to what’s happening in other provinces across

Simply put: without our members, none of this works.” BC NURSES’ UNION While BCNU applauds the provincial government’s focus on children, families and vulnerable populations in its 2020 budget, there are concerns about the lack of investment for the current and future Christine Sorensen nursing workforce. BCNU President Christine Sorensen said on Tuesday the government has done little to address the province’s nursing shortage or come up with a clear plan to address the projection that BC will need upwards of 25,000 new nurses in the next 10 years to keep up with health-care demands. “The government projects that BC’s population is expected to grow by more than onemillion people in the next 15 years. What are they doing to ensure there are enough skilled nurses in the workforce to manage the health-care needs of this growing population?” she said. “This budget does very little to support BC’s skilled nursing workforce.” BCNU wants to see a health human resources plan applied to the government’s 13 new or upgraded hospitals announced over the last year. “We are pleased to hear of the capital infrastructure investments that are desperately needed to manage complex population needs across BC,” says Sorensen. “However, there is no government strategy to figure out how to staff these facilities. Where are the nurses and health-care professionals going to come from?” she asked. Sorensen said the government’s new BC Access Grant, aimed at making life more affordable for BC students, should be extended to include nursing students and all health-care programs. “This budget includes mention of a nursing degree program in Fort St. John. That program will support 32 seats in full capacity. We welcome this effort, but this is not going to be enough to meet this province’s demands.” Besides a health human resources plan, Budget 2020 provides no mention of funding for protective services for nurses, or reducing the systemic use of overtime, which cost the government $160-million in 2018/2019. “The government says they want to improve services for British Columbians,” said Sorensen. “In order to do that, they need to invest in nurses and health-care professionals who are dedicated to providing care every

This will allow us to manage the health-care needs of our province into the next decade.” B.C. TEACHERS’ FEDERATION BCTF President Teri Mooring reacted with optimism to BC’s 2020 budget as the government is adding some new funding to education and investing in important services for Indigenous students as well Teri Mooring as children and youth in care. However, Mooring did express serious concern about the budget’s silence on the ongoing teacher shortage. “It’s good to see the BC government put new funding into programs to support our most vulnerable students as well as the Classroom Enhancement Fund,” said Mooring on Tuesday. “BC teachers have been advocating for funding to specifically support Indigenous students as well as children and youth in care for many years. It’s encouraging to see this government undo some of the harmful cuts made by the previous administration.” Mooring also said she was encouraged to see $553 million available in this year’s contingency fund to address outstanding collective agreements under the government’s Sustainable Services Negotiating Mandate. “I’m hopeful the government will return to mediation at the end of February with a willingness to put new funding on the table that will allow both sides to negotiate a good deal. That deal needs to help tackle BC’s teacher shortage crisis and the inequity of working and learning conditions across the province. “BC has an unprecedented number of unqualified and uncertified people working in schools as teachers. It’s unacceptable to have so many students in classrooms with people who are not trained teachers. There are also unfilled teacher vacancies every single day in every region of the province. Those unfilled vacancies force specialist teachers to be redeployed into classrooms and away from the important work they do with small groups, individual students, and children with special needs.” Mooring said the number one priority for addressing the teacher shortage is improving salaries to be more competitive with the rest of Canada. BC teachers have the second lowest starting salary in all of Canada and the worst overall salary west of Quebec. “BC won’t be able to attract new teachers to our province if we don’t make our salaries more competitive. The presence of so many untrained people working with students in classrooms shows how deep the teacher shortage has become. It needs to be addressed immediately.” Mooring pointed to an advertisement the Prince George School District was forced to put on Facebook on February 11 to show just how severe the teacher shortage has become. “School District No. 57 (Prince George) is seeking enthusiastic individuals to work as Uncertified Teachers Teaching on Call in the Prince George area, which includes rural area schools at Nukko Lake, Giscome, Hixon, and Beaverly. Applicants will preferably have some post-secondary education in a related field, along with a variety of recent experiences working with either children or teens.” HOSPITAL EMPLOYEES’ UNION Tuesday’s provincial budget supports a multi-year plan for higher staffing levels in seniors care, faster access to primary care
and diagnostic testing and major investments in health care infrastructure, said the 50,000-member Hospital Employees’ Union. “British Columbians are benefiting from this government’s ongoing investments in health care, including $6.4 billion over three years for expanding and upgrading hospitals,” said HEU Secretary-Business Manager Jennifer Whiteside. “Whether it’s quicker access to primary care, a renovation of their local hospital, or reduced wait times for MRIs, these investments in health care are making a real difference in people’s lives. “Nursing home residents are getting more help – a million more hours of care last year – as part of a three-year plan that will see improve staffing and reduce workload-related injuries for our members,” said Whiteside. The union said more needs to be done to repair the damage done to seniors care by the previous government. Just last week, B.C.’s seniors’ advocate reported that forprofit operators delivered 207,000 hours of care less per year than they were funded to provide. “We need more accountability for the $1.4
billion provided to contracted care home operators each year,” said Whiteside. “And we can do more to stabilize the sector.” HEU has been calling on government to develop a capital plan to expand the number care homes operated by health authorities and non-profits, and for a return to stan-
dardized wages to address a serious staff recruitment and retention crisis. The union is also concerned that health authorities will be struggle to deliver health care services with modest budget lifts that CONTINUED ON 24

Three-vehicle motor vehicle collision in Surrey ON Saturday, February 16, at approximately 7 p.m., Surrey RCMP responded to a report of a three-vehicle motor vehicle collision in the 2300-block of 140th Street. A Grey GMC Pickup was travelling southbound on 140th Street when it collided with a white Dodge Caravan, and small privately owned bus. The male driver of the pickup truck was transported to hospital in critical condition. The occupants of the other vehicles, three in the bus and five in the van, received either minor or no injuries with none being transported to hospital. Impairment and speed have not been ruled out as contributing factors in this collision. The investigation is being led by the Surrey RCMP Criminal Collision Investigation Team and is in the early stages. CANADIAN BAR ASSOCIATION, B.C. The Canadian Bar Association, BC Branch (CBABC) said on Tuesday it recognizes the investments the BC government has made to legal aid services over the past year, but renewed their call for additional funding for family law legal aid. “An appropriately funded legal aid system is essential to ensure all British Columbians have access to justice,” said Ken Armstrong, CBABC President. “There are families all over the province that cannot access much needed legal aid services in trying times due to a very limited scope of services that are covered. We continue to call on government to increase funding to ensure an accessible and sustainable legal aid system.” he added. In addition, CBABC said it remained extremely concerned about Premier John Horgan and Attorney General David Eby’s announcement that the government intends to introduce a “no fault” insurance plan in BC. CBABC is opposed to no-fault insurance and believes this program will reduce the rights of injured victims.
“The BC Government is making it much harder for British Columbians to seek legal advice and representation when negotiating a settlement with ICBC. Over the years, many British Columbians have been unhappy with how ICBC dealt with their claims, leading them to seek assistance from a lawyer,” said Armstrong. He added, “Budget 2020 clearly shows that ICBC is on track to make a healthy profit in 2020/21, before the proposed implementation of No Fault insurance. Residents of BC should be asking: why should ICBC be allowed to implement No Fault to further increase its profitability, when that plan is clearly at the expense of injured parties forced to represent themselves against a government-owned monopoly – one that has historically undercut the compensation that people are entitled to?” CBABC said it would welcome the opportunity to consult with government on meaningful changes that could help address ICBC’s financial problems without restricting the appropriate compensation and supports BC residents deserve.

SHORTLY before 4 p.m. on Tuesday, February 18, frontline Richmond RCMP officers responded to a department store located near the 9000-block of Alderbridge Way for reports of an armed and distraught man. The man was found in distress and was observed brandishing two meat cleavers towards police and refusing to surrender. Richmond RCMP mobilized swiftly by evacuating people and creating a security perimeter including road closures near the location. Richmond RCMP’s own crisis negotiator, the LMD Emergency Response Team (ERT) and Police Dog Services Unit (PDS) were called upon to assist. After a prolonged stalemate, the man surrendered to police and was taken into custody around 5:30 p.m. No injuries were reported. The RCMP investigation is ongoing. The Prosecution Service of BC has approved three charges against John Bennett Lam, 31, of Richmond: * 1 count of threatening with a weapon * 1 count of possession of a weapon * 1 count of causing a disturbance Lam is known to police. “Though we train extensively, this situation was unique and highly dangerous. It is a stark reality check as to the world we are living in today. We are fortunate to have our own Crisis Negotiator at Richmond Detachment who was able to open lines of dialog with the distraught man. To achieve a peaceful outcome is our ultimate goal but incredibly difficult to achieve,” said Cpl. Dennis Hwang on Wednesday. “We strongly urge the public to leave dangerous areas immediately when directed. We cannot stress this point enough. We are putting ourselves in harm’s way to safeguard you. Don’t linger and become a potential victim or casualty. Lacking the foresight by staying in a dangerous area or hot zone out of sheer curiosity, or for sake of capturing a video, this is not acceptable in any way, shape or form.”

Abbotsford Police seek witnesses, dashcam footage for robbery ON Tuesday, February 18 at approximately 8 p.m., a man wearing a mask entered an unlicensed cannabis dispensary in the 2400-block of Clearbrook Road. The man produced a firearm, demanded cash and marijuana, then fled the store.
Abbotsford Police Major Crime detectives were able to speak to a few witnesses who remained at the scene. However, several other customers in the store at the time of the robbery left prior to police arrival. Investigators are requesting that those people come forward to speak with police. Immediately following the robbery, a near collision occurred at the entrance / exit of the dispensaryâ&#x20AC;&#x2122;s parking lot, and investigators would like to speak to the driver of the white Dodge vehicle pictured in the photo. Vancouver: Decrease in homicides, sexual offences, bank robberies – but significant increase in assaults in 2019 VANCOUVER Police on Wednesday released crime statistics for 2019 that show a decrease in major violent crime like homicides, sexual offences, and bank robberies. Despite the decrease in notable violent crime categories, the overall violent crime rate increased by 7.2 per cent in 2019 due to a significant 11.2 per cent increase in assaults. Assaults accounted for more than 76 per cent of all violent crime incidents in 2019. The number of homicides in 2019 was at a fiveyear low. There were 10 homicides reported in 2019, 15 in 2018, 19 in 2017, 12 in 2016 and 16 in 2015. The number of bank robbery incidents was the lowest reported in the past 10 years. In 2019, property crime increased by 5.2 per cent. Incidents involving theft from automobiles increased by nearly 13 percent – marking the ninth consecutive year this type of crime has increased. “The audacity of this government to wipe their hands of this crisis is constantly eyeopening and disheartening. This government needed to act a year ago and I am appalled to see that they are still sitting on the sidelines watching things get worse.”
