City of Surrey given approval to proceed with formation of Surrey Police Department THE City of Surrey has been given approval to proceed with the formation of Surrey Police Department, following a review by Minister of Public Safety and Solicitor General, Mike Farnworth, of the report submitted by the Provincial Municipal Policing Transition Study Committee. “In just over one year, we moved from a unanimous council motion to full reality on our promise to deliver to the citizens of Surrey a city police department,” said Surrey Mayor Doug McCallum on Thursday. “With Minister Farnworth’s final approval to establish the Surrey Police Board, today marks day one for the Surrey Police Department.” With a population of nearly 600,000, Surrey is the only major city in the country without its own city police department. “The time has come, and some would say it’s been long overdue, for Surrey to have a police force of its own where accountability begins and stays within our city,” said McCallum. “Local responsibility, priorities and oversight will reside within the Surrey Police Board, which will be comprised of our most qualified citizens. City staff will be working diligently with the Province to put the Surrey Police Board in place. I look forward to beginning the work with my fellow board members to

creating and governing the Surrey Police Department. Responsibilities will include: • being the employer of the police and civilian employees; • providing financial oversight for the police department; • establishing policies and direction for the police department; and • managing service and policy complaints against the department. To support the transition process, the Policing Model Transition Secretariat (established in spring 2019) and the director of police services will continue to provide

oversight, leadership and support for the Province and the City of Surrey. This will ensure provincial accountabilities, public safety and police oversight are maintained throughout. All parties involved acknowledge the complex scale of a transition this size and are committed to cooperation and collaboration with Public Safety Canada and the RCMP. One of them was the SkyTrain and the other one was creating your own independent municipal policy agency. He’s accomplished both.” He added: “You can’t say that Doug McCallum did not say what he was going to do. He has done it and regardless of the political crisis that some of these people created, regardless of the hurdles and roadblocks that were put up by so many people … including the Surrey Board of Trade. The Surrey Board of Trade was biased, in my opinion, from the beginning on what has taken place. They showed their bias soon after Doug McCallum was elected as the Mayor of Surrey and they continued to show their bias in regard to this particular issue.” When The VOICE pointed out to Heed that some had tried to paint this as a South Asian issue, he shot back: “It was not a South Asian issue. But you have to look at the percentage of South Asians that live in Surrey. The fact that they are the ones that have to ensure they have an accountable, effective and efficient police service not only for their community, but the community at large. Doug McCallum set out to do that and he’s accomplished it.” Heed added: “I am full of praise for the fact that he had such tenacity to see this through. … A lot of politicians say a lot of things and accomplish very little. Doug McCallum said from the beginning that he was going to bring the SkyTrain in and he was going to have his own independent municipal police. That’s my praise for Doug McCallum – doing what he said he was going to do.”

Police’s request for witnesses in case of missing person Nirla Sharma of New Westminster THE New Westminster Police Department is looking for any witnesses regarding the disappearance of 44-year-old New Westminster resident Nirla Sharma who went missing in the early hours of Monday, February 24. Investigators are requesting anyone with dash-cam video footage who may have been driving in the 300-block of Lawrence Street, or Lawrence Street and Ewen Avenue, between midnight and 6 a.m. on February 24 to come forward. “As the days go by, we become increasingly more concerned for her safety,” said Sgt. Jeff Scott. “Investigators need to review any footage from the area to help advance the investigation regarding Mrs. Sharma’s whereabouts.” Anyone with information or dash-cam footage is asked to contact Detective Justine Thom at 604-529-2578. On Thursday, CTV News Vancouver reported that Sharma’s husband, Rishi Deo Sharma, was charged with uttering threats against her in late January. His bail conditions included not having any contact with her or their children. This week, after his wife’s disappearance, he was charged with breaching that condition. None of the charges have been proven in court.

Nirla Sharma Sharma was last seen at her residence located in the 300-block of Lawrence Street in New Westminster on February 23 at 9 p.m. She was wearing pink pajamas with a pink T-shirt and had gone to bed. At approximately 4 a.m. on February 24, a family member reports hearing the front door chime activate. Sharma typically arrived at work in Burnaby at approximately 6:30 a.m., but she did not attend work that morning. Sharma is described as a South Asian female, standing 5’3”, with a slim build, weighing approximately

138 lbs, with a medium complexion, short black hair, and brown eyes. Sharma has a tattoo on her left arm of an OM symbol, and tattoos of a crown on her right wrist, a rose on her tailbone and a design on her left ankle. She was last seen wearing pajamas; however, she may be wearing a black jacket with a hood and orange Nike shoes. “We are very concerned for Mrs. Sharma because she has not shown up for work, and there are no obvious reasons why she left at 4 a.m. She left without telling anyone, and did not take any of

her personal belongings, which is out of character for her,” said Scott. “We are asking for the public’s help to locate her so that we can ensure her well-being.” The NWPD Major Crime Unit is actively investigating to locate Sharma’s whereabouts. Dhaliwal charged in stolen vehicle insurance fraud ‘Lakha Trucking Ltd. reported vehicles stolen to receive insurance payment and then re-vinned original vehicles’ HEADING into Fraud Prevention Month, Calgary Police Service announced they have laid charges in a complex vehicle insurance fraud scheme that dates back to 2009 and involved semi-trailer trucks. In 2019, police noticed an increase in

semi-trailer truck thefts from previous years. Calgary Police officers also noted that a significant amount of these semitucks hadn’t been recovered, which was considered unusual for auto theft investigations and can be an indicator of insur-

ance fraud. On average, Calgary Police recover nearly 90 per cent of all stolen vehicles. Auto theft detectives launched an investigation and identified that one Calgary company, Lakha Trucking Ltd., had reported numerous vehicles stolen since 2009. After a thorough investigation, police determined that each one of the reported stolen vehicles had never actually been stolen. It is alleged that the company reported the vehicles stolen to receive an insurance payment and then revinned the original vehicles. Re-vinning is the process of replacing a vehicle’s Vehicle Identification Number (VIN) with a fraudulent VIN in an effort to hide a vehicle. The re-vinned vehicles were then sold for profit or used to commit additional frauds. In some cases, offenders received multiple insurance payments for the same vehicle by reporting it stolen, re-vinning it, and then repeating the process again.

Financial gain as a result of insurance payments and sales of the stolen vehicles is estimated to be more than $350,000. Police believe that at least eight vehicles were used to complete the frauds. Investigators worked with law enforcement partners in Alberta, Saskatchewan, British Columbia and North West Territories to recover seven of the vehicles. Three people are now facing charges. Lakhbir Singh Dhaliwal, 52, of Calgary is charged with one count each of fraud over $5,000, uttering forged documents, public mischief, trafficking in stolen property and tampering with a motor vehicle VIN. Tejwant Danjou of Surrey allowed to withdraw guilty plea in second-degree murder of Rama Guaravarapu BC Supreme Court in Kelowna on Friday allowed Tejwant Danjou, 70, a real estate agent from Surrey to withdraw his guilty plea in the second-degree murder of Rama Guaravarapu. On July 22, 2018, police attended a hotel located in the 3400-block of Carrington Road in West Kelowna after being notified that a woman may be in need of assistance. Police located a dead woman in a hotel room. A man was arrested a short distance from the hotel and was taken into custody by the police. Danjou, then 69, was charged with second-degree murder in connection with the woman’s death. The victim was Rama Gauravarapu who was a financial planner at a Surrey Royal Bank branch and was Danjou’s common law partner. On Tuesday, Danjou caught everyone by surprise when he insisted in court at the start of his five-week trial that he was guilty. On Wednesday, his lawyer, Donna Turko, instructed Justice Alison Beames that her client wanted to withdraw his guilty plea. The judge had repeatedly informed Danjou of the implications of entering a guilty plea, including accepting and trafficking in stolen property. He will next appear in court on Thursday, April 9. Investigators thanked their partners in the RCMP, Alberta Transportation and Service Alberta for their assistance with this investigation. Sikh One Billion Rising Seva Initiative prepares 2,300 care packages across Canada FOR the seventh consecutive year, Sikhs across Canada, in partnership with the World Sikh Organization of Canada, took part in the One Billion Rising movement by preparing over 2,300 care packages for women and children in shelters in 11 Canadian cities: Surrey, Vancouver, Kamloops, Calgary, Saskatoon, Regina, Winnipeg, Toronto, Guelph, London, Ottawa and Montreal. Personal care items, edibles and handmade Valentine’s cards prepared by Sikh children accompanied the packages. One Billion Rising began as a call to action based on the staggering statistic that 1 in 3 women on the planet will be beaten or raped during her lifetime. With the world population at 7 billion, this adds up to more than one billion women and girls. This initiative was launched by the WSO in 2013 in Vancouver and has subsequently grown to cities across Canada.

For the first time this year, the Sikh community in London, Guelph, Saskatoon and Kam-

loops took part. Volunteers gathered in each city to prepare packages

which included a variety of items, including, gift cards, personal care products and plush toys for children. TRUCKER Talwinder Sekhon was stopped on November 3, 2016, at the Pacific Highway border crossing by the Canada Border Services Agency that located approximately 50 kg of dried poppy pods which was analysed as morphine and codeine by Health Canada. This product is also known as ‘doda’ in the South Asian community and sold illicitly to users. Sekhon was charged with possession of morphine and codeine for the purpose of trafficking. He was convicted in October 2019 in B.C. Supreme Court in New Westminster. Last week, on February 21, he was handed a 30-month prison term. Doda is a powdered opiate made from crushed opium poppy pods. It is an addictive substance and has the potential to be harmful when ingested. Opium poppy and its derivatives are included in Schedule I of the Controlled Drugs and Substances Act. Only licensed dealers under the Narcotic Control Regulations are allowed to import or export opium with a valid permit.

India must take steps to ensure that minorities are protected: WSO THE World Sikh Organization of Canada said on Tuesday it is gravely concerned by the deteriorating situation in Delhi, India. According to news reports, mobs shouting “Jai Shri Ram” have attacked Muslim homes and businesses in Muslim populated areas in north-east Delhi and also set a mosque ablaze in Delhi’s Ashok Nagar. Reporters themselves have in many cases been attacked or asked to prove that they are not

Muslims. Indian police have been ineffective in controlling the violence and in some cases have been recorded siding with the mobs and attacking Muslims. Thirteen deaths have so far been reported. The violence erupted on Sunday after supporters of the Citizenship Amendment Act (CAA), passed by the BJP Government last December, attacked anti-government protest sites. The CAA, which has

Sikh Genocide Awareness Week Bill tabled in Ontario Legislature THE World Sikh Organization of Canada on Wednesday welcomed the tabling of An Act to Proclaim Sikh Genocide Awareness Week in the Ontario Legislature. The Private Members’ Bill was tabled by Brampton East MPP Gurratan Singh and calls for the proclamation of the first seven days of November as Sikh Genocide Awareness Week. Gurratan Singh (NDP) represents the riding of Brampton East and is the brother of federal NDP Leader Jagmeet Singh. The Bill recognizes that Sikhs continue to be impacted by the genocide and other atrocity crimes perpetrated by the Government of India both in 1984 and in the decade that followed. In April 2017, the Ontario Legislature passed a Private Members’ Motion by then-MPP Harinder Malhi recognizing the Sikh Genocide. The 1984 Sikh Genocide, in which thousands of innocent Sikh men, women and children were brutally attacked and murdered across India, was

State actors like the police either turned a blind eye to the killings or engaged in the violence themselves. The acknowledgment of the Sikh Genocide and passing of this Bill will be deeply important to the Sikh community. This Bill will create an opportunity for the community to talk about the trauma it has suffered and share stories and lessons about the Sikh Genocide and other genocides that have occurred throughout the world. Surrey City Council amends bylaws to support fair competition between taxi and ride-hailing companies SURREY City Council approved several amendments to modernize the City’s Vehicle for Hire and Business Licence Bylaws with the aim of establishing fair competition in Surrey between ride-hailing vehicles and the highly regulated taxi industry. Council also approved the Inter-Municipal Business License (IMBL) for ride-hailing at Monday night’s regular Council meeting. “I am pleased that Council approved the amendments to our City bylaws to support a level playing field between taxis and ridehailing vehicles,” said Surrey Mayor Doug McCallum. “We are doing what we can within the City’s jurisdiction to create equitable competition between taxis and ride-hailing companies. I will continue to advocate that the Province and the Passenger Transportation Board do their part in supporting a fair competitive market for those employed in these industries.” City Council endorsed the following improvements to City bylaws to ensure that all passenger directed vehicles, including taxicabs, reflect the same regulatory environment as provided in the IMBL to the extent possible under the City’s jurisdiction: * The fees for Surrey taxicabs will be reduced from the current $161.75 in company fees and $441 annual fee per taxicab

It says its Anita Huberman continued advocacy for the past six years, in addition to advocating for the ridesharing industry, is to ensure that the taxi industry can participate in the economy on a level playing field. The Surrey Board of Trade released a petition on Tuesday to be sent to BC’s Transporation Minister Claire Trevena asking for one priority item: https://www.ipetitions.com/petition/removered-tape-for-the-taxi-industry-2 “The Surrey Board of Trade is asking for the removal of archaic taxi boundaries and allow the 2,500 taxis in Metro Vancouver to pick up and drop off anywhere in the Lower Mainland to serve the public better,” said Anita Huberman, CEO, Surrey Board of Trade. Local taxis, also members of the Surrey Board of Trade, want to compete with ride-hailing companies, but on a level playing field, without any boundaries. This will be true economic action that will improve customer service and be a true transportation choice to move people, she said. Currently, government red tape forces taxis to drive back empty (deadhead) after dropping off passengers in neighbouring municipalities. Deadheading leads to inefficient use of taxi fleets, increased congestion, GHG emissions, higher costs, longer wait times for passengers and lower-income for drivers. The City has no parking enforcement jurisdiction within privately owned parking lots. * The maximum age of a taxicab vehicles has been increased from seven years to 10 years to match PTB requirements for ridehailing vehicles. * The PTB will perform vehicle inspections on all passenger directed vehicles annually for vehicles that travel more than 40,000 km per year, and biannually for vehicles that

travel less than 40,000 km per year. In addition, all taxicabs will now receive inspection via the PTB.

The main focus of this year’s IMLD was to encourage students of all age groups from elementary to post-secondary levels to share their stories, poems and songs with the audience. As PLEA’s President, I welcomed attendees, introduced board members, and highlighted the achievements and challenges of PLEA over the past few years. Punjabi has now become a prominent language not only in Canada but also around the globe. Out of 7,000 languages officially recognized by UNESCO, Punjabi ranks 10th. It is spoken by 150 million people worldwide in more than 170 countries. Here, in Metro Vancouver, Abbotsford, Calgary, Edmonton, and Brampton, Punjabi has now become the language of employment. City halls, hospitals, businesses, government and non-government agencies proudly display the sign: “We speak Punjabi”. It is very encouraging to note that a large number of schools and post-secondary institutions offer classes in Punjabi. However, getting enough students to enroll in Punjabi classes in some places even with large populations of Punjabi speakers is still a big challenge for us. Certainly, we have made huge strides in this regard, however, we still we have a lot more to do. PLEA is fully committed to keep working hard in promoting Punjabi. In this context, it was great to see a large number of students join us and participate. It was a joy to listen to the students recite their poems, songs and stories in Punjabi. The audience seemed to thoroughly enjoy listening to the students. Here is a list of students who participated: Bhaveen Kaur Gill (Cindrich Elementary), Sukhman Kaur Kambo (Enver Creek Secondary ), Sahib Singh Kambo (Green Timbers), Mehakpreet Kaur Dhaliwal (Semiahmoo Secondary), Sahajpreet Kaur Dhaliwal (Guru Angad Dev Elementary), Avneet Kaur Samra (Princess Margaret Secondary, Second Place Story Winner), Gurleen Kaur (L.A. Horgan silent as millions of U.S. dollars fund B.C. obstruction campaigns: BC Liberals THE BC Liberals are calling on Premier John Horgan and the NDP to condemn the actions of foreign organizations that they say are funneling millions of dollars into groups intent on creating economic chaos in British Columbia. “Our province has seen at least $4.2 million in U.S. funds funneled to just six organizations that are promoting the current protests and blockades to obstruct B.C. energy projects,” said Andrew Wilkinson, BC Liberal Leader. “The serious issue of foreign interference in politics and elections has been making headlines for

years now. John Horgan needs to show leadership, condemn foreign-funded political interference, and take action to ensure that our democratic institutions and values are respected.” U.S. tax documents reveal that a collection of five American-based organizations, including the Tides Foundation, have funnelled at least $4,218,311 to six Canadian groups. In addition to organizing campaigns to disrupt B.C. energy projects, each of these groups has also been supportive of the current blockades, including West Coast Environmental Law, which is

There is an independent legal defence fund managed by the Unist’ot’en Camp, which has no connection to the legal aid services provided by West Coast.

A recent traffic stop by Surrey RCMP officers led to the seizure of drugs and counterfeit cash and the arrest of two individuals. On February 27, at 3 p.m., officers from the Surrey RCMP Traffic Enforcement Team were conducting distracted driving enforcement at 152nd Street and Fraser Highway. The driver of a Nissan Sentra was pulled over for allegedly using a cell phone while driving. When officers approached the vehicle, they observed a passenger attempting to conceal items while another passenger ran away. A subsequent search of the vehicle located numerous items consistent with drug trafficking, including suspected methamphetamines packaged for street resale,

suspected Codeine tablets, drug paraphernalia, and a small amount of counterfeit Canadian currency. The vehicle was seized as offencerelated property. The driver and one passenger were arrested, and the search for the third occupant of the vehicle is still ongoing. The investigation continues and charges have not yet been laid. “When our officers conduct traffic enforcement, they are not only looking for Motor Vehicle Act violations like distracted driving or speeding,� said Sgt. Ian MacLellan, Surrey RCMP. “Traffic enforcement plays a key role in identifying and disrupting those involved in criminal activity and drug trafficking.�

RCMP looking for couple who were driving Nissan Altima with paper Alberta licence plate WANTED: Unknown couple in Port Coquitlam. May have access to a colour photocopier. Last seen driving a grey 2005 Nissan Altima with a paper Alberta licence plate. Coquitlam RCMP would like to speak to a man and woman who were involved in a single-vehicle collision on January 8 at about 8:20 p.m. on the Mary Hill Bypass near Shaughnessy Street, Port Coquitlam. The couple’s car had crashed because it lost a wheel. When police officers arrived on scene, they found one of the worst licence plate forgeries they had ever seen hidden under a licence plate cover. “One reason that licence plate covers are illegal in BC is that they are often used to obscure what’s underneath,� said Cpl. Michael McLaughlin on Monday. “At first blush this licence plate is

terribly funny, but there are serious consequences. People with forged plates are often driving with no insurance, or their vehicles are not roadworthy, or both. That’s both unsafe and unfair to other road users who follow the rules and pay their premiums.� The couple involved in the collision quickly left the scene when police arrived. The car has been seized for disposal.

City of Vancouver approves single regional licence VANCOUVER City Council has approved an interim inter-municipal business licence (IMBL), which permits ride-hailing companies to operate across participating municipalities in the Lower Mainland using one business licence. Pending adoption of the IMBL by-laws by other participating municipalities, the City said it will lead the issuance and administration of the new regional approach to ride-hailing. The City will be reaching out to ride-hailing companies in the coming weeks to advise of the application process. “Vancouver is leading the way for simple and cost-effective ride-hailing not just in our City, but across the Lower Mainland,” said Vancouver Mayor Kennedy Stewart. “These regulations will help us continue to monitor and minimize the impacts from ride-hailing vehicles on traffic and roads in our City.” The annual licensing fee for each company will be $155, which avoids companies having to pay a different licence fee in each municipality. Companies will also pay $150 per standard vehicle and $30 for each zero emission vehicle. There is no fee for wheelchair accessible vehicles. Licensing fees will first cover the costs to establish and administer the program, and to monitor impacts. Any remaining revenues will be shared among participating municipalities based on the percentage of pick-ups and drop-offs in each city. To help municipalities proactively monitor street use and address concerns about increased road congestion, it is expected that the Province will be sharing detailed trip data they collect with municipalities. Ride-hailing companies will also be required to submit the following data monthly to the City: * number of standard, zero emission, and wheelchair accessible vehicles in operation * total pick-ups and drop-offs in each participating municipality “Using our existing ride-hailing regulations as a basis for the interim inter-municipal business licence allows residents in municipalities across the Lower Mainland to now have access to benefits of ride-hailing without further delay,” said Kathryn Holm, Chief Licence Inspector. “We will continue to work with partners in other municipalities to develop a permanent intermunicipal business licence.” In the interim, ride-hailing companies looking to operate in Vancouver before April 1 must have both a Provincial TNS licence from the Passenger Transportation Board and a Vancouver municipal business licence. Evidence Act changes to speed up motor vehicle claims LEGISLATIVE amendments have been introduced that will reduce the cost and complexity of lawsuits under the current auto insurance system, the Province announced on Monday. Proposed legislative amendments to the Evidence Act will limit the number of experts

and expert reports that can be used in court on the issue of damages, while also providing judicial discretion to allow additional expert reports in appropriate cases. There will be a limit of one expert and expert report for each party for fast-track claims (e.g., claims under $100,000). A maximum of three ex-

perts and reports for each party will be set for all other claims. The parties can agree to use more experts without the need to file a formal application to the court. “With limits on the number of experts and expert reports, we are reducing the cost, complexity and delay associated with expensive duelling experts,” said David Eby, Attorney General. “It means that claims will be resolved more efficiently.” Should the legislation be passed, proposed regulations would place a limit on the amount recoverable from the unsuccessful litigant for the cost of each expert report in motor vehicle personal injury cases to $3,000. Total recoverable disbursements in motor vehicle personal injury cases would also be limited to 5% of the judgment or settlement. Disbursements include all expenses incurred for the purpose of a lawsuit, such as courier fees, process servers and photocopying, but will not include fees payable to the Crown, such as filing, court and jury fees. There are more than 90,000 active auto-insurance claims. There is potential for more

claims to be brought forward between now and when ICBC’s new insurance system, Enhanced Care coverage, takes effect May 1, 2021. THE Canadian Bar Association, BC Branch (CBABC) responded on Tuesday to Attorney General David Eby’s proposed legislative amendments to the Evidence Act. The proposed amendments limit the number of experts and expert reports used in vehicle injury litigation, restrict the amount recoverable from the unsuccessful party for the cost of each expert report, and limit total recoverable disbursements to 5% of the settlement or judgment amount. CBABC said it supports the introduction of a general limit on the number of experts, subject to agreement of the parties or discretion of the courts. This is in keeping with the principle of proportionality. However, it opposes the introduction of a $3,000 cap on the amount of an expert’s fee that can be recovered. Similarly, it opposes the proposed 5% cap on what a person can recover for the payments made to put forward their case. “Expert fees for reports often exceed $3,000 and the cost of gathering evidence to present to court, including expert reports, is usually more than 5% — even in the most straight-forward of claims,” said Ken Armstrong, CBABC President. “Limiting the recovery of these expenses means only people with financial means will be able to present their case fully to a judge. These proposed changes disproportionately limit access to justice for our most marginalized residents.” Armstrong pointed out: “In an effort to resolve ICBC’s financial problems, the BC government is shifting the financial burden to BC residents and creating an access to justice issue for injured people who cannot afford to present their case with these restrictions in place.” CBABC instead proposes a schedule of fees limiting the amount experts can charge, subject to the discretion of the courts. Additionally, there is already an assessment procedure in place for courts to determine the necessity and reasonableness of expenses incurred by parties prosecuting their claims. CBABC says an arbitrary cap on disbursements is unwarranted. CBABC said it welcomes the opportunity to consult with government on meaningful changes that could help address ICBC’s financial problems without restricting the appropriate compensation and supports BC residents deserve.

OBITUARY SARDAR GURDEV SINGH JOHAL Sardar Gurdev Singh Johal of village Dhani Pind passed away peacefully in his beloved Punjab on February 24, 2020. He was born on April 7, 1933, in Punjab. He came to Canada in 1972 and worked hard to build a better life for his family. He worked in farming, gaining respect as a grower in the blueberry industry for many years before retiring. One of his proudest achievements was serving the Khalsa Diwan society of Vancouver as Vice president in 1980 and President in 1981. He is survived by his wife of 65 years, 3 sons, 9 grandchildren and 2 great grandchildren. He will be remembered for his love of politics and welcoming personality. He loved to spend time with his family and friends and always wanted people around him. He will be greatly missed by all those who cared for him and had the privilege of spending time with him. Eby calls on BC Liberals to stop withholding money laundering documents THE BC Liberals are refusing to release all relevant cabinet documents to the Cullen Commission into money laundering, BC Attorney General David Eby disclosed on Monday. Speaking on day one of the commission, Eby said the BC Liberals have now received the documents relating to money laundering under their government. However, former Finance Minister Mike de Jong is trying to pick and choose which documents are provided, even though he and other BC Liberals may be called into the inquiry as witnesses. “He is in a profound conflict of interest,” Eby said. “My expectation, and I think the expectation of all British Columbians, would be that the BC Liberals would instruct the public service to disclose, without qualification, without censorship, the entire package of relevant cabinet records about money laundering directly to the Commission of Inquiry.” Eby is calling on BC Liberal Leader Andrew Wilkinson and de Jong to agree to send all the documents to the commission. “I will be responding to MLA de Jong and advising both him and Mr. Wilkinson of what their clear obligation to British Columbians is,” said Eby. “It is simple. Instruct the public servants who compile these cabinet documents to send the full package of records. No pages cut out, no reports left out, to the commission. Full stop.” Nineteen months have passed since Eby first requested that the BC Liberals provide access to the documents to assist efforts to fight money laundering.

BC Liberals: NDP cuts environmental spending Minister George Heyman calls them “misleading claims” BC Liberal Environment Critic Peter Milobar is sounding the alarm over significant budget cuts at the Ministry of Environment, which will negatively impact B.C.’s ability to fight climate change. “Taxation is up by over $5.7 billion since John Horgan took office and it’s clear the NDP is only keeping British Columbia afloat by the slightest of margins,” said Milobar. “Cuts to the Ministry of Environment & Climate Change Strategy are the sad result of this government’s reckless spending and will only impede our province’s progress toward a more sustainable future.” Premier John Horgan and the NDP’s spending at the Environment Ministry has been reduced by over $4.6 million, including significant cuts to the areas of Environmental Protection, Environmental Sustainability, BC Parks, and Conservation Officer Services. Additionally, cuts to climate action operations have been slashed by nearly $2 million, say the BC Liberals. “Since John Horgan and the NDP took office, government spending has gone up by over $11 billion dollars, putting our province on the verge of a deficit,” said Milobar. “John Horgan and the NDP claim to promote a progressive climate action plan, but to see cuts to environment spend-

Seventh case of novel coronavirus in B.C. HEALTH Minister Adrian Dix and Dr. Bonnie Henry, B.C.’s Provincial Health Officer, on Monday announced B.C.’s seventh case of the novel coronavirus (COVID-19). The person affected was in close contact with the previously reported sixth case announced on February 20. Both cases remain in isolation at home with support and monitoring from public health teams. Dix and Henry said: “The individual has been confirmed positive based on BC Centre for Disease Control (BCCDC) testing. The individual is male, in his 40s and lives in the Fraser Health region. “The BCCDC is now officially authorized for COVID-19 testing by the National Microbiology Laboratory (NML) and therefore samples no longer require further confirmation by the NML in Winnipeg. “Fraser Health is actively investigating and close contacts have been identified and contacted by public health officials. Those who may be at risk are now in isolation for 14 days and are being actively monitored for symptoms daily. “Of these seven cases, the first case has recovered, as indicated by the resolution of symptoms, followed by two successive negative test results 24 hours apart. The other six B.C. patients with COVID-19 remain in self-isolation at home and under care by public-health teams. “The risk of spread of this virus within British Columbia continues to remain low at this time. We are watching recent global developments very closely and will continue to adapt our response to developing evidence and ongoing assessment of COVID-19 should it be required. We will notify the public if the measures in B.C. change. “Given the changing dynamics of the outbreak in China and globally, and recognizing we are in the midst of influenza season, we ask all travellers who are returning to B.C. – no matter where they were in the world – to monitor themselves and their children closely for symptoms. If any symptoms arise, limit their contact with others and contact their primary care provider, local public health office or call 811. This is an important way to reduce the possibility of transmission of illness to others. “People who have recently travelled through the Hubei province of China or are returning from quarantined cruise ships are being contacted by public health officials and are self-isolating for 14 days upon arriving in B.C. after leaving the area of potential exposure. “If people have travelled to mainland China in the past 14 days, they are advised to monitor themselves and their children closely for symptoms (fever, shortness of breath, cough and breathing difficulties), and to contact their public health office if they have any concerns.”
