South Asians who worked for rival pharmaceutical companies face allegations of accepting and leaking out trade secrets IN a lawsuit filed in the U.S. by Teva Pharmaceutical Industries Ltd., Jeremy Desai, who last Friday (January 26) resigned as President and CEO of Apotex Inc., faces allegations that he accepted trade secrets from Teva employee Barinder Sandhu with whom he was in a romantic relationship. Apotex is the generic drug company founded by Canadian billionaire Barry Sherman, who was found murdered along with his wife in their Toronto home last December. Teva is an Israel-based pharmaceutical company. Although this lawsuit was reported by FiercePharma and other U.S. publications last July, a Canadian Press report last week on the same lawsuit has been widely reported in
It also stated: “Teva hired Sandhu in 2012 and promoted her to the regulatory affairs perch in the spring of 2014, handing her a salary of $193,000 plus a potential annual bonus of 30% of that haul, the suit says. A few months later, Desai was named CEO of Apotex. The two were already romantically involved and living together in Pennsylvania, according to the suit.” Teva said it learned of this from a former Apotex employee and emails sent from Sandhu to Desai from her work computer. Teva is seeking damages from Desai and Apotex for “wilful and malicious misappropriation” of trade secrets. The lawsuit states: “Apotex and Desai used and continue to use

According to last year’s FiercePharma report: “The lawsuit alleges that, over a period of about two years ending in 2016, Teva employee Barinder Sandhu copied company files onto flash drives and passed them to Apotex CEO Jeremy Desai. Sandhu was fired in October 2016, according to the suit, which also lists Desai and Apotex as defendants.”

None of the allegations have been proven in court.

The Province said that it is important that drivers providing commercial transportation services through these social media apps understand they are assuming all of the risk related to providing the service. It is the driver, not the app companies, that are operating illegally and are subject to penalties and fines of $1,150. These drivers are subject to possible further sanctions for not disclosing the commercial use of their vehicles to lease and insurance providers. Passengers must know that when they hail a ride in a vehicle through these apps, they are choosing to take a trip in a vehicle that has not been licensed to operate legally in British Columbia. The Passenger Transportation Branch continues to investigate and issue penalties to these operators. To date, over 20 cease-and-desist orders have been issued and 23 fines of $1,150 have been given to drivers identified as operating without a licence.

A “Made in BC” solution to ride hailing BY RAVI KAHLON

SINCE being sworn in this past summer, my New Democrat colleagues and I have been getting to work to make sure that government works for you and your family. We have been busy both inside and outside of the legislature delivering on our commitments to people in our community. This January, our government called the Standing Committee on Crown Corporations – which hadn’t met since 2008 – to address the issue of ride hailing. The topic of ride hailing has come up and generated a lot of interest and debate amongst British Columbians.
One thing is clear, people in B.C. are looking for more options for getting around quickly, safely and affordably. Keeping that in mind, we want to ensure that we move forward in the right way. We want to ensure that proper consultation takes place. The past government moved to adopt ride hailing in haste, and little thought was put into the impact that would be felt by the taxi industry. We want to ensure that we have a “made in BC” solution that ensures a level playing field for all service providers and safety for consumers. Finding this solution is of the utmost importance, because we know that thousands of people and families rely on the taxi industry for their livelihoods. Therefore,

creates opportunities for everyone. For three days at the beginning of January, the all-party legislative committee sat down to achieve that goal. Amongst a diverse group of people, we heard from people representing a number of interests, including provincial government regulators, police, researchers, ride-hailing companies, transit authorities, municipal governments, and taxi associations. We have heard what everyone has had to say, and are now using what we discussed in committee meetings to compile a report with recommendations on ride hailing. We look forward to sharing our findings with you in mid-February. We also look forward to the report

FAMILY members and friends of Kalwinder Thind, 23, who died last Saturday (January 27) when he was stabbed while trying to break up a fight just outside the Cabana club at 1159 Granville Street, held a candlelight vigil on Wednesday night on the sidewalk outside the club to pay tributes to the young man who’s being hailed as a hero. They expressed their love for him and held a minute’s silence to show their respect. The crowd kept getting bigger despite the rain and the cold weather and police had to block off Granville Street to traffic. One speaker noted how excited Kalwinder was as he was going to

just before 2:30 a.m., and then spilled onto the street. Thind, who was working at the club, stepped in to break up the fight. He was stabbed and died in hospital. Thind was until recently a sales consultant at Richmond Chrysler and was featured on their website until Monday (January 29). Vancouver Police investigators have determined that the fight involved two separate groups from inside the Cabana Lounge. Tension between the two groups had been brewing throughout the evening and eventually led to the fight outside. “The evidence suggests that several people have photos and recordings of the events before, during and after this incident. They have uploaded edited footage to various social media sites but have yet to come forward to police,” said Sgt. Jason Robillard. “It’s important for our detectives to see the unedited footage – it could be crucial to the investigation.” Investigators are working on identifying the people in the two groups and are asking individuals from both groups to call police. “This incident appears to be an isolated fight, fueled by alcohol, that got out of hand,” said Robillard. “We need to talk to the people involved as soon as possible.” Criminal charges have not yet been laid. Five people were originally arrested and have since been released pending further investigation. Investigators are asking anyone with pictures or video, or additional information, to call Vancouver Police Homicide Detectives at (604)717-2500 or Crime Stoppers at 1-877-222-8477.
THIND’S former boss at sales at Richmond Chrysler, Danny Mouro, told The VOICE: “He was obviously a really good guy, fun-loving, always joking, kidding, big smile, full of life. I worked with him for a little over a year.” He pointed out that in sales they look for a person with a great personality and someone who’d get along well with people and be outgoing. “He was definitely all those things,” Mouro said. “He came to work with a big smile all the time … His presence was always known when he was at work. The minute he walked in the door you knew … He could be loud: “HEY!” … just a fun person to be around. … But he also knew when it was time to work,” Mouro added. Mouro praised him as a hardworking person, noting: “He was working with us six days a week and still worked one night a week at Bar None.” He said Thind was a strong man who worked out. He pointed out: “Obviously to be a doorman you have to be kind of a strong guy and you have to be able to take charge.” He added: “He was not the guy who would start a fight, but definitely if something did happen, he’d be the guy who’d intervene and be involved and not back down.” Mouro said Thind was planning a month-long trip to India to attend a friend’s wedding and was to have left Monday (January 29). When he told his bosses at Richmond Chrysler that he’d be gone for the whole of February, they told him that was fine and he was welcome to come back. However, they also told him that they might have to hire somebody in the meantime. Mouro said that just before Christmas Thind had probably decided

Yet another case of BC Liberals exploiting ethnic minorities: Todd Stone’s group forced to cancel 1,349 memberships IT seems that the process of exploiting ethnic minorities that started with former premier Gordon Campbell and continued under former premier Christy Clark is still flourishing in the B.C. Liberal culture. The Vancouver Sun reported on Friday on its website that B.C. Liberal leadership hopeful Todd Stone’s campaign has admitted that it was forced to cancel 1,349 memberships it signed up with improper email addresses. Stone campaign co-chair Peter Fassbender told the Sun that the social media marketing company they had contracted – AggregateIQ - created domain names and email portals to attach email addresses to new members, who were mainly non-English speaking Chinese residents from Richmond and South Asian residents from Surrey.
Of course, Fassbender claimed that it was just “an error in judgment” and not something that was “malicious or with the intent to do anything untoward.” The Sun reported that on January 26, the party questioned the authenticity of the memberships. Fassbender told the Sun that as soon as Stone learned of it, he asked about it and their team started to deal with it. The rules committee of the party decided at a meeting that these memberships were invalid and the Stone campaign had no choice but to agree to cancel them. The Sun reported: “The core of the allegations against Stone relate to his campaign allegedly registering domain names that it would use to then create numerous fake email addresses, which it would then assign to new members when registering them with the party. If true,
Todd Stone the move could have theoretically allowed the Stone campaign to control registration on behalf of those members, collect their personal identification numbers from
the party, and then vote on their behalf, which is not allowed under party rules.” The Sun said that all this “raises questions about why Stone has spent several days publicly claiming his campaign had no more memberships disqualified than any other campaign, when it clearly had significant internal issues.” The Sun reported that the Michael Lee, Dianne Watts, Mike de Jong and Andrew Wilkinson campaigns had co-signed a letter this week calling on the party to make public the allegations against Stone. We will just have to wait and see what affect all of this will have on the leadership race, the voting for which kicked off at 9 a.m. on Thursday (February 1). ON Saturday (February 3), we will know who the next leader of the
B.C. Liberal Party. The six contenders are former Surrey mayor and former Conservative MP Dianne Watts, MLA and former Vancouver mayor Sam Sullivan, MLAs Andrew Wilkinson, Todd Stone and Mike de Jong, all former ministers, and MLA Michael Lee. The main show will be at the Grand Ballroom of Sheraton Wall Centre at 1088 Burrard Street in Vancouver on February 3 with doors opening at 4 p.m. and the program kicking off at 5 p.m. At around 5:30 p.m., the first ballot results (if multiple ballots are required) will be announced. Results will be delivered ballot by ballot with brief intervals in between. By 6:30 p.m., the final ballot result is expected to be announced, followed by the winner’s speech.

Randeep Singh Match pleads guilty to manslaughter in death of Tarsem Dhaliwal ON January 17, 2014, 35-year-old Tarsem Dhaliwal left his residence to meet a friend and never returned home. On January 19, 2014, Dhaliwal was reported missing by his family to the Surrey RCMP and two days later, he was found dead inside his vehicle in the 18900-block of 92nd Avenue in Surrey. Evidence quickly led investigators to believe that Dhaliwal met with foul play and the Integrated Homicide Investigation Team was deployed and assumed conduct. IHIT said it worked diligently on the case and as a result Randeep Singh Match, then 33 years old, was arrested in Abbotsford on December 10, 2014, without incident. At the time, then-IHIT spokesperson Staff-Sgt.
Jennifer Pound said: “While the motive cannot be discussed as this matter is before the courts we can say that the victim and the accused were known to each other and this was a targeted attack.” On January 26, 2018, 36-year-old Randeep Singh Match pleaded guilty to manslaughter for Dhaliwal’s death. Integrated Homicide Investigation Team (IHIT) Cpl. Frank Jang said on Thursday: “IHIT investigators, in partnership with the Surrey RCMP, worked tirelessly to secure all of the evidence relevant to this case. A guilty plea, in any homicide investigation, speaks to the efforts and dedication by all involved.” Sentencing is scheduled for March 1.

MATCH and another Abbotsford man, Manindervir Singh Virk, were arrested in September 2009, when the Abbotsford Police Department was informed by U.S. Border authorities that some men had entered the U.S. illegally and then quickly retreated back into Canada. A police dog located two duffel bags and two backpacks with 40 bricks of cocaine, valued between $1.4 million and $2 million. Match and Virk were found hiding in berry bushes. A third person escaped. Match and Virk, who were each convicted in November 2011 of one count of possession for the purpose of trafficking, were sentenced to five and a half years in prison in September 2012. Match was banned from possessing weapons for 10 years. The Crown had suggested eight years in prison for the two men. The judge noted: “Neither Mr. Match nor Mr. Virk has a previous criminal history with regard to drugs or the drug trade. They are relatively young men who otherwise appear to be decent citizens with solid family relationships. “I do not believe that specific deterrence is an issue that need receive much attention. The effects that the charge and conviction have had on their lives and the sentence that I am going to impose will have certainly fulfilled that purpose.” MATCH, after being convicted, applied to reopen the case, to sever the trial from Virk and to submit fresh evidence. He claimed he was in the area of the berry field because he had borrowed Virk’s car and Virk had asked him to meet him there. He denied knowledge of the cocaine. He stated that he ran when the helicopter and police car arrived because he panicked and Virk told him to run. He said he did not know why
Virk was running. However, his application was dismissed by B.C. Supreme Court Justice Brian Joyce who did not find the ‘most exceptional circumstances’ in reopening the trial after conviction. He found the application was an attempt to reverse a tactical decision made at trial. The judge found that there was no arrangement at trial for Virk to testify, and Match was aware that he could have testified in his own defence but simply chose not to. Match appealed the decision to the B.C. Court of Appeal on the grounds that the judge erred in failing to sever the cases, failing to reopen, and failing to allow him to adduce fresh evidence. But a three-judge panel dismissed the appeal. MATCH’S BACKGROUND Court documents showed that Match was born in India and came to Montreal in 1998. He was a landed immigrant. After spending some years in Montreal, he moved to Abbotsford where he was living with his wife, their two daughters, and his wife’s grandmother. Match completed Grade 10 in India. After coming to Canada, he was placed in Grade 9. The school he attended was French speaking and he did not do well there because of the language barrier and soon dropped out. After leaving school, he went to work at a company assembling furniture. When he moved to Abbotsford, he first worked at a nursery. In 2000, he obtained his truck driver’s licence. He worked for a trucking company for a few years before buying his own truck and he became an owner / operator. In 2010, he changed careers and took a job installing carpets.
Man in custody after sexual assault of woman on Transit A 56-year-old man is in custody following an alleged sexual assault on the transit system early Saturday morning. Just after midnight, January 27, a 21-yearold woman was allegedly sexually assaulted on the SkyTrain between Broadway and Joyce Street SkyTrain stations, and allegedly again at the Joyce Street Station bus
loop. Metro Vancouver Transit Police broadcast a suspect description resulting in a man being taken into custody a short while later by Vancouver Police Department officers. The suspect was turned over to Transit Police investigating officers. This is an ongoing investigation.

Woman dies in Vancouver’s Yaletown fire VANCOUVER Fire and Rescue Services said on Thursday that a woman died in a fire on Wednesday night in the 1000-block of Marinaside Crescent in Yaletown. This is Vancouver’s first fire fatality of 2018. Vancouver Fire found a single suite filled with thick smoke at about 11:30 p.m. and immediately upgraded the fire to a second alarm. The initial search teams located a dead female. The fire was contained to the suite. After extensive evaluation of the evidence, fire investigators determined the fire to be accidental.

He is the founding director of the University of Toronto’s ground-breaking Master of Science in Sustainability Management program. Panjwani’s citation reads: “As a community psychiatrist for over 30 years, Dr. Panjwani has vigorously promoted dignity for those suffering from mental-health issues and workplace injuries, dedicated his career to helping patients without access to care, and advocated to end the social stigma of mental illness. He has also promoted pluralism by connecting diverse community organizations and initiating interfaith and intercultural dialogue.” The Order of Ontario recognizes individuals whose exceptional achievement in their field have left a lasting legacy in the province, in Canada and beyond. Order members come from all walks of life, represent diverse professions and have played an important role in shaping our province. Surrey man shot in targeted hit in Richmond is known to police SHORTLY before 10:30 p.m. on Thursday (February 1), Richmond RCMP officers found a young male in the 7000-block of Westminster Highway suffering from injuries consistent with being shot with a firearm. The 20-year-old male from Surrey was transported to hospital and is being treated for his injuries. Richmond RCMP investigators have secured a location near the 6200-block of Lynas Lane. Officers are currently searching for evidence that may be related to this incident. The Integrated Forensic Identification Services (IFIS) and the Integrated Police Dog Services (IPDS) are assisting them. “We believe that this shooting was targeted,” said Cpl. Shawn Hazell of the Richmond RCMP Serious Crimes Unit. “We have a number of officers investigating this matter which we believe occurred near Lynas Lane sometime last night. The victim is known to police and has been less than cooperative with us thus far. Richmond RCMP investigating explosion RICHMOND RCMP on Tuesday responded to a residence in the area of the 8000-block of No. 1 Road around 10:40 p.m. on January 30 for reports of possible gunfire. No evidence was found to suggest shots were fired. However, damage was discovered that was consistent with the detonation of an improvised explosive device. No one was reportedly injured. The occupants of the residence have been cooperative with police. The Richmond RCMP General Investigative Section is investigating along with assistance from Integrated Forensic Identification Services (IFIS) and the LMD Explosives Disposal Unit (EDU). “The Richmond RCMP is still trying to determine the motive for this incident,” says Cpl. Dennis Hwang.

New campaign seeks to address high rates of genetic disorders for South Asians SOUTH Asians make up over 25% of the world’s population, however only 1% of whole genome data comes from the region. Ethnically-specific genomic data allows researchers to develop carrier tests and improve diagnosis and treatment for high-risk genetic conditions. Currently, most genomic data is from Western Europeans, while rates of genetic disease in South Asia are double the global average. GenomeAsia 100K is sequencing the genomes of individuals throughout South Asia, addressing the critical lack of data and enabling researchers to undertake their life-saving and life-changing work. The Map the Gap campaign seeks to increase awareness and raise $150,000. Data collected will be used to develop carrier tests for populations at high risk for genetic birth defects, reducing the incidence of such conditions over time. Data will also support research for cures to single-gene disorders and even complex diseases like diabetes and cancer. One area where better genomic data has already made a significant impact is in diabetes. People of South Asian descent have a risk of developing diabetes that is six times higher than Europeans. Natasha, a South Asian living in Canada, knew that her mother and grandmother were diabetic. Understanding the hereditary component of diabetes, Natasha’s doctors treated her as a pre-diabetic when pregnant with her first child. She took medication, controlled her diet, and had additional blood sugar testing throughout her pregnancy. These steps lowered her risk and the risk of her child. She said: “By understanding of the genetic component of diabetes, the doctors gave me treatment that potentially saved my life and my son’s life. I am backing this campaign so that carrier tests can be developed for other inherited diseases, and more lives saved.” The campaign kicks off at the London Festival of Genomics on January 30-13 with a talk from Lakshmi Maithel, Map the Gap Program Director. “Growing up, we all knew of someone who had a genetic disease,” explains Lakshmi. “My background in biotechnology made me realize that we need more genetic data in order to diagnose and treat people from South Asian populations. I am very proud that GenomeAsia 100K has already mapped the DNA of 600 South Asians. The Map the Gap campaign seeks to raise enough money to sequence the next 100 individuals.”

Fixing a broken ICBC and making life more affordable for you BY PREMIER JOHN HORGAN WE knew there was trouble at ICBC before the last election, but the previous government hid the problem from the public. Now we are faced with a big challenge: to fix the problems at ICBC and keep costs down for you and your family. For years ICBC has provided low-cost insurance for B.C. drivers. It is a public institution envied across Canada for competitive rates that have helped make life more affordable for people in B.C. Now we are faced with problems caused by years of bad decisions and mismanagement that threaten to jeopardize ICBC’s ability to deliver low-cost insurance to B.C. drivers. ICBC’s year-end loss is currently projected to hit $1.3 billion. That is nearly the exact amount the former administration took out of ICBC to make the government’s finances appear to be better than they actually were. We never expected to find this level of neglect, but are going to do everything in our power to fix it. We committed to make life affordable for people across the board, and we intend to keep that promise. Our government has already cut MSP premiums by 50 per cent, and we’re working towards completely eliminating this unfair fee altogether. We removed unfair bridge tolls, increased income assistance and disability payments and made adult basic education and English language learning tuition free. And we are tackling rising costs at ICBC and BC Hydro left behind by the previous government. ICBC must become financially sustainable to keep rates affordable for British Columbians. Unless we take immediate action, B.C. drivers would see a hike of at least $400 more in their premiums by next year. We are going to do everything in can to make sure that doesn’t happen. Last week, we learned that the previous government received clear recommendations in 2014 from independent auditors
that could have saved the corporation hundreds of millions of dollars. Regrettably, they did not act, they did not make these recommendations public, and they deleted them from a report presented to ICBC. They put their own interests first instead of the public. That’s wrong. We are putting you first and will be taking strong, decisive and significant action in the coming weeks to repair the damage done. We are working on solutions that will keep rates affordable and see high-risk drivers pay more while low-risk drivers pay less. We are also looking to cut down on legal costs and to focus instead on providing more care for those hurt in crashes. More details will be made public in the days and weeks ahead. We’re fixing problems left behind by years of neglect and bad choices. Our government will keep working hard to make your life more affordable, improve the services people count on and create good jobs for people around B.C. It’s time for a government that puts people first and a province that works for everyone. That’s exactly what we’re doing.

Our projected net loss for our full 12-month, fiscal year (ending March 31, 2018) now stands at almost $1.3 billion,â&#x20AC;? it said in a statement. The number of crashes occurring across B.C. is continuing to escalate year-afteryear. As a result, the number of claims ICBC is receiving is growing by thousands each year. On top of that, the costs of those claims are ballooning. After only breaking through the $2 billion threshold as recently as 2014, its injury claims costs are now closer to $3 billion a year. This is not to mention the increasing cost of vehicle repairs and the emergence of additional, major pressures, said ICBC. In recent months, ICBC said it has seen the emergence of many more, large and extremely costly claims which run into hundreds of thousands of dollars each. Over the past 12 months, ICBC said it has experienced an unprecedented 80 per cent growth in large loss claims which have an average cost of $450,000 per claim. â&#x20AC;&#x153;Added to this, despite substantially adding to our claims staff to help deal with the increasing volume of claims being reported to us, claims have been closing at a slower rate. This has particularly been the case with represented claims, which are taking even longer to settle. The longer a claim takes to settle, the more expensive it becomes,â&#x20AC;? said ICBC. SURREY RCMP are now accepting volunteer applications from individuals with a keen interest in public safety and making a positive difference through community and crime prevention programs. Applications will be accepted from January 29 to March 2 through the Surrey RCMP website. Tarlochan Singh Bains from Canada arrested in property-related attack in Punjab Phagwara (Punjab) (PTI): Two persons, including a Non-Resident Indian (NRI) from Canada, have been arrested for allegedly attacking a man over a property-related dispute at nearby Hardaspur village early Friday, police said. Amandeep Singh was injured in firing and was hospitalized here. Phagwara Superintendent of Police Parminder Singh Bhandal said Tarlochan Singh Bains, a Canada-based NRI, and Lakhvir Singh, a resident of Bathinda district, were arrested. He said that Bains had given his ancestral house to Jinderpal Singh for living and taking care of it. But when the NRI wanted Jinderpal to vacate his house, the latter got a stay from court, he said. Bhandal said that NRI contacted Sarabjit Singh alias Babbu for getting the house vacated. Babbu’s men broke open the door of the house and barged into it in the early hours and opened fire. Amandeep, a nephew of Jinderpal, was injured, he said. The men also stole valuables from the house but these were recovered from another house of the NRI in Baba Gadhiya locality, he said. Two double-barrel rifles, one country-made pistol, eight live cartridges, six swords, one spear and one SUV vehicle, which were used in the crime, along with one scooter, one motorcycle and other household items stolen from the house, were recovered from them. Transit Police seek public’s help in identifying sexual assault suspect METRO Vancouver Transit Police are asking for the public’s help in identifying the suspect in an alleged Sexual Assault. At approximately 2:30 a.m. on January 1, a 21-year-old woman and two friends headed home after a night of celebrations in Vancouver. The three females boarded a Millennium Line SkyTrain at the Broadway and Commercial SkyTrain station. The suspect, a Middle Eastern male in his 20’s, in the company of two friends, boarded the same train car as the women. During the SkyTrain ride, the three men attempted to converse with the women in a manner that made the women feel uncomfortable. The women ignored the men until one of them commented to the suspect about his choice in hair colour. The suspect immediately stood up and approached her, allegedly grabbed her by the face, and then allegedly licked her lips with his tongue. The victim had to forcefully push the suspect away. The three women moved to the opposite end of the train car until the suspect and his friends got off the train at the Lougheed SkyTrain Station. The suspect is described as a Middle Eastern male, 23-24 years old, 5’6” tall, with a thin build and dyed faded blonde hair, and wearing earrings, a blue jean jacket and blue jeans. Anyone with information regarding the identity of this suspect or who witnessed this incident is asked to contact Metro Vancouver Transit Police at 604-515-8300 or text them using code 87 77 77 (ref. file# 2018¬8).

IN another case involving an NRI from Canada, a 38-year-old man was found dead under mysterious circumstances in the kitchen of his house at village Panchhat near here, police in Phagwara said on Thursday. Police identified the deceased as Gurpal Singh, who lived alone in the house. When he did not come out of the house on Wednesday, his neighbours informed his elder brother Budh Singh, who lived in a ‘dera’ in Meghowal village in Hoshiarpur district, they said. Budh Singh broke open the door of the house and found Gurpal lying dead in the kitchen, they said. Budh Singh told newsmen that their parents had died a couple of years ago while other family members were settled in Canada. He said that Gurpal Singh had also returned from Canada three years ago and lived at the Meghowal ‘dera’. He said Gurpal left the ‘dera’ two months ago and started living in Panchhat village. Inspector (ASI) Jaswinder Singh said that Gurpal Singh’s body was sent for a post-mortem examination to the civil hospital in Phagwara. “The cause of his death will be known only

said Judy Darcy, Minister of Mental Health and Addictions. “Addiction is often a response to deep pain or trauma, and stigma drives our loved ones to act and live in dark silence. We need to knock down the walls of silence and encourage courageous conversations between friends, family and co-workers struggling with substance use, so they feel supported in seeking treatment and recovery.” The public awareness campaign discredits false stereotypes by showing that addiction can affect people from all walks of life. It serves as a call to action for all British Columbians to stop seeing addiction as a moral failure and start seeing it as a health issue that deserves compassion and support. “There are multiple studies showing how stigma associated with drug use drives people to use alone or in settings where people may be unwilling to call 911 for emergency assistance,” said Dr. Bonnie Henry, incoming provincial health officer. “In order to encourage people to reach out for help – stigma, guilt and shame must be removed from the equation.” The provincewide campaign includes television, online and social media, as well as highvisibility public billboards that will be rolled out in phases in the coming months. The Canucks will show their support for the campaign by highlighting the campaign throughout Rogers Arena, including at all home games and other arena events, such as concerts, until June 2018. “It’s been absolutely devastating to watch this crisis unfold right in our backyard. British Columbians have always been such an important part of my life, and we are losing family members, friends, neighbours and fans in countless preventable tragedies,” said campaign ambassador Kirk McLean, retired Vancouver Canucks goaltender. “We all need to come together to break the cycle of silence that keeps people isolated and unable to reach out for help.” McLean was asked to act as ambassador because he recognizes the pervasiveness of addiction and believes strongly that British Columbians can come together, break the cycle of silence and raise awareness about substance-use challenges. By visiting the campaign’s website, people can access life-saving information on how to have courageous conversations with loved ones who may be struggling with substance use, where to go for treatment and recovery services, and how to find harm reduction supports, as well as community-based and culturally appropriate support services. New Surrey Mental Health and Substance Use Urgent Care Response Centre
Judy Darcy FRASER Health is creating a new Mental Health and Substance Use Urgent Care Response Centre in Surrey. The centre will streamline access to mental health and substance use services and create clear pathways to care, including community appointments, short-stay community residential stabilization and hospital services, and substance use treatment. The Surrey Mental Health and Substance Use Urgent Care Response Centre will be a welcoming, therapeutic environment located on the Surrey Memorial Hospital campus. It will provide rapid access to care by increasing access to psychiatrists, expanding community assessments to 18 hours / day seven days a week, and reducing wait times through same-day appointments. The centre will provide psychiatric assessments and crisis stabilization and support. Substance use clinicians working expanded hours will support people presenting with substance use concerns including accessing rapid induction to opioid agonist treatment (methadone and Suboxone). “We are committed to reshaping the way that mental health services are delivered in every region across the province,” said Judy Darcy, Minister for Mental Health and Addictions. “Making it easier for people who are struggling with urgent mental health or substance use issues to access services in one place means they can get the support they need faster and start their healing journey sooner.” The centre will serve as a primary point of contact for people when they require urgent care but do not require hospitalization, eliminating the need for them to go to an emergency department. People can access the centre directly themselves, by referral from their family physician or if they are brought in by police or other first responders. Surrey Memorial Hospital’s Mental Health and Substance Use Zone saw more than 11,000 visits in 2016/17, representing a 16 per cent increase over the previous year. Based upon data, up to 75 percent of these patients could be better served in the new centre, leaving the Zone available for the most acutely ill individuals. “With this new centre, people needing mental health care or support with substance use will have one access point to professionals who are specially trained to treat their needs and able to connect them to a host of services,” said Dr. Anson Koo, Regional Department Head and Program Medical Director for Mental Health and Substance Use at Fraser Health. “The service will also better support community physicians and first responders with real-time consultation when people are in crisis.” In addition to in-person assessments, the specialists at the centre will use technology
to provide advice to community physicians and first responders as required, allowing care to begin more quickly and sometimes managing a person’s care needs in the community, making a trip to a hospital unnecessary. The centre will be staffed with a multidisciplinary team comprised of psychiatrists, psychiatric nurses, substance use clinicians, nurses, social workers, clinical counsellors, mental health care workers, and occupational therapists. By locating the centre on the Surrey Memorial Hospital campus, the service will be in close proximity to the emergency department and to public transit and patient parking, providing excellent accessibility. Planning is already underway for the new centre with plans to open in summer 2019. The new centre supports the work of the Ministry of Health and the new Ministry of Mental Health and Addictions to combat the overdose crisis and save lives. The ministry is working with partners across sectors on a wide range of actions – spearheaded by the new provincial Overdose Emergency Response Centre – including increasing access to life-saving naloxone and opioid addiction treatments such as Suboxone, methadone and injectable hydromorphone, opening additional supervised consumption and overdose prevention sites, expanding access to drug checking services and proactively identifying and supporting people at risk of overdose into treatment.

Our staff at Service BC play a vital role in helping people learn more about registering to be an organ donor,” said Jinny Sims, Minister of Citizens’ Services, on Monday. “These dedicated workers not only provide thoughtful guidance and the knowledge that people need to make this important decision, but also information on how to talk to their family members about their choice.” Sims was in Nanaimo, along with representatives from Service BC, BC Transplant, and organ donor recipients and their families, to highlight the partnership between BC Transplant and Service BC. This collaboration has resulted in 18,797 registrants at Service BC offices between April and December of 2017 alone — an increase of 4% from the previous year. “While registering as an organ donor only takes a few minutes, this partnership between Service BC and BC Transplant has helped many make a decision they can truly feel good about,” said Leonard Krog, MLA for Nanaimo. “Service BC staff are knowledgeable, helpful and really take the time to help our residents with the decision to register.” For Julia Ainsley, a customer service representative at the Duncan Service BC location, the work to register British Columbians as organ donors is a life-saving effort with a personal connection. “My son’s grandfather was diagnosed with end-stage liver disease, but a successful transplant, eight months after his diagnosis, saved his life,” Ainsley said. “Registering as an organ donor has the power to give people a second chance at life. NO matter where you live in North America, and even if you have only the faintest interest in current events, in all probability this first week of 2018 has taught you a new term for extreme winter weather — ‘bomb cyclone.’ And, in connection with same, possibly reminded you of the lesson of Aesop’s The Ant and the Grasshopper. Most of North America has been gripped by extreme cold weather, high winds, snow, sleet, and ice. A ‘bomb cyclone’ has delivered these conditions to areas of the eastern and south-eastern United States that normally have almost no need to prepare for such harshness. (Of course, the term has a specific definition— a very extreme drop in atmospheric pressure of at least 24 millibars in 24 hours.) The fable, in turn, illustrates the virtue of providence, the ant working hard in the summer months to store food for the winter contrasted with the improvident grasshopper reduced to begging for food in the winter after having sung and played his way through the easy summer time.
Cedric Hughes With the exception of sports enthusiasts, Vancouverites, like US southeasterners are probably more like ‘the grasshopper’ when it comes to winterizing their cars. After all, extreme winter conditions are rare, the lower mainland climate moderated by proximity to the ocean. Plus, the lower mainland ‘fleet’ is generally composed of later model vehicles, which are highly reliable, equipped with the latest advancements in car part technology. Nevertheless, tending towards the ant’s approach to life is generally ‘the better way,’ and, indeed, being prepared in the winter months for whatever the elements may deliver is not only prudent but also considerate. Drivers who succumb to winter driving conditions—slip off the road, slide into other vehicles, break down, etc. because they are unprepared foul things up for other road users, present a danger to themselves and others, and contribute to making already difficult conditions even more so.
