Langley homicide victim Arshdeep Singh: Quick money leads to quick death BY RATTAN MALL THE Integrated Homicide Investigation Team (IHIT) on Wednesday identified the victim of the fatal shooting in Langley on January 26 as 22-year-old Arshdeep Singh. “We are releasing our victim’s identity in the hopes that it will help further our ongoing investigation,� said Sgt. Frank Jang of IHIT. The VOICE, on January 30, was the first to report that the victim was a South Asian, and that the other man who was shot but survived was also a South Asian. That means that five out of the six men killed since December 27 have been South Asians and even the remaining victim was associated to South Asians. This shows a complete disregard for law and order by South Asian gangsters in different groups as rivals go after one another with no holds barred. In one case they even entered the gangster’s parents’ home to shoot him dead. This is something that family members as well as friends and associates of these gangsters would do well to ponder on. Community sources told The VOICE that Arshdeep Singh was probably under pressure to earn money (he was reportedly working as a cabinet maker) because of supporting his family in India who had spent a lot of their money in sending him to Canada. Earlier he was reportedly in Brampton, Ontario. This should serve as a warning to other young men who might mistakenly think that selling drugs is a quick and easy way to make money. His friends have collected money to send his body back to India. On January 26, Langley RCMP were called to 207 Street and 53A Avenue where they found a 22-year-old man

There was a second man in his early twenties who was transported to hospital and is expected to survive his injuries. At around 11:52 p.m., Surrey RCMP received a complaint of a burning vehicle in the area of 180 Street and 19A Avenue in the area of Redwood Park in south Surrey. IHIT believes it’s likely related to the homicide. Jang said that the victim was known to police. IHIT believes that his murder, that has all the hallmarks of a targeted hit, may be linked to the drug trade. Interestingly, with the Surrey RCMP Gang Enforcement Team (SGET) undertaking numerous checks, drug investigations and vehicle seizures in

targeted enforcement against gang activity in Surrey, all the shootings have been taking place in Langley and Richmond in the past few weeks.

Police located a 32-yearold Burnaby man, Chris Kenworthy, dead inside a vehicle. The Integrated Homicide Investigation Team was called in and is working in partnership with Burnaby RCMP. IHIT Sgt. SURREY RCMP are investigating two incidents of firearms being discharged at two separate locations in the city. In both incidents, Surrey RCMP frontline investigators responded after receiving reports of shots heard by area residents. Officers examined each loca-

tion and found evidence that a firearm was discharged. No evidence of anyone having been injured was located. The first call was received shortly after 8:30 p.m. on February 3, reporting shots fired in a wooded area near 124 Street and 76 Avenue. The second call

was shortly after 4 a.m. on February 4, reporting shots fired in Tannery Park, located in the 10700-block of Dyke Road. At this time, there is no indication these incidents are connected to other recent shootings in Surrey. Anyone with information about

Two young men known to police escape uninjured in Langley shooting

LANGLEY RCMP responded to a report of shots fired Saturday night around 7:30 p.m. Officers attended the 7000 block of 196A avenue after several callers reported hearing shots fired in the area. Two young men, aged 25 and 26, believed to be the intended

targets, were not injured. A Dodge Durango was left at the scene and a white SUV was reported to have fled. Ten minutes later Surrey RCMP attended a vehicle fire in the 7300-block of 182 Street. Both vehicles have been seized. Witnesses said that the Du-

rango pulled into a cul-de-sac where the SUV was parked. An occupant of the SUV began shooting at the Durango which then fled the area. Additional shots were fired and the SUV took off from the area. Police said both men in the Durango are known to them

Community activist Charan Gill a legend in his own time COMMUNITY activist, Charan Gill, the founder and CEO of the Progressive Intercultural Community Services (PICS), passed away on Tuesday morning. In 1978, Gill helped co-found the Canadian Farmworkers Union that exists to improve the human rights, health and safety and employment standards of farmworkers. In 1987, he co-founded the British Columbia Organization to Fight Racism, which later grew into Canadian Anti-Racism Education and Research Society. PICS Society was established in 1987 and continues to provide programs and services that directly assist youth, seniors and new immigrants with the goal of promoting harmony and intercultural understanding. Among the awards Gill won were the Order of BC, the BC Human Rights Award by MOSAIC and the Golden Jubilee Medal. He was awarded with an Honorary Doctorate of Laws degree from Kwantlen Polytechnic University in 2013. Premier John Horgan tweeted: “We’re saddened by the passing of Charan Gill. A lifelong champion for social justice and working people, he received the Order of BC for his tremendous contributions to our province. Sending my condolences to his family and friends.” The family of Charan Gill issued the following statement:

It is with the deepest sorrow that we announce the death of our father, Charan Gill, on February 2, 2021 following a battle with cancer. He took his last breath at Langley Memorial Hospital surrounded by family. Charanpal Singh Gill was born on June 17, 1936 in Hong Kong. His family returned to India in 1938 when he was two years of age. Unfortunately, his father passed away in 1939 and his mother, Mrs.

Charan went on to earn a BSW and a MSW from University of British Columbia. In his twenties Charan returned to Hong Kong and started working at a bank. After living in Hong Kong for six years, and on the advice of his sister, he moved to Canada in 1967. Upon arriving in Canada, Charan worked in a sawmill in Williams Lake, but broke his wrist in an accident. He served as a social worker for northern small communities based out of Prince Rupert. In 1969 he was able to sponsor his wife and children to join him in Canada. In 1973 he moved his family to Surrey’s Fraser Valley where he resided and worked. In 1979, Charan was one of the

founders of the Farm Workers Organizing Committee, which led to his co-founding the Canadian Farmworkers Union (CFU) in 1980, for which he served as Secretary and Treasurer. The CFU organized labour on farms in the early 1980s which led to significant improvements in the wages and working conditions of British Columbia farmworkers. After much dedicated effort by its founders and members, the CFU saw the institutionalization and normalization of regulations governing better pay, safety, employment practices, and benefits for farm and ranch workers in BC and Canada. Prior to the changes in legislation starting in early 1980s British Columbia’s laws did not acknowledge the hard work of immigrant and migrant labour that makes the agricultural bounty of this province possible. At the same time as he was

advocating for agricultural workers, Charan in 1980 also co-founded the British Columbia Organization to Fight Racism (BCOFR) and served as its founding president. The BCOFR played a significant role in combating racism and stemming growth of the KKK in the 1980s B.C., when people of colour were routinely targeted by racists and neo-Nazis. The BCOFR organized a number of rallies and demonstrations throughout the 1980s. Despite threats to his life and vandalism of his organization’s offices Charan continued to be the BCOFR’s president as long as the organization was active in the 1980s and 1990s. In 1987, after retiring from his position as a social worker with the province, he felt there was a need for an organization in Surrey that could

PICS Society to preserve and honour Charan Gill’s legacy

serve the South Asian immigrant community. He got together with eight of his friends to contribute $10 each and in 1987 incorporated the Progressive Intercultural Community Services Society (PICS). Charan served as the organization’s Chief Executive Officer from 1987 to 2017. Under Charan’s leadership and the team he assembled, PICS became the first social services agency of its kind in British Columbia serving the South Asian and new immigrant community. The organization has been at the forefront of social justice causes. Its mission and vision are to promote harmony and intercultural understanding in order to build a just society. It has developed many programs for visible minorities, supporting youth-at-risk, combating elder abuse, providing transition support for immigrant women and children facing violence. PICS has become a premier community organisation with over 120 staff with a multimillion dollar budget. The organization operates a Seniors Housing Complex (2002), a Seniors Assisted Living Complex and Adult Day Center (2007), and the Harmony House (2012) which provides housing for women who are victims of domestic abuse. Just before his retirement from PICS in June 2017, Charan secured 2.5 acres of land in Clover-

dale and launched a second project for a modern facility for long-term care for seniors, the Diversity Village. In addition to PICS Charan also has served on other organizations in agriculture, labor, and housing including Director CASA (Canadian Agricultural Safety Association) 2010 – Present; Director, FARSHA (Farm and Ranch Safety and Health Association), 1994 – Present; and Director, BC Non-Profit Housing Association, 2008 – Nov 2012. For his lifetime of leadership and achievement in community service Charan is recipient of numerous awards and honors including: The Order of British Columbia, 1999; Honorary Doctor of Laws, Kwantlen Polytechnic University, 2013; Top 25 Immigrants in Canada Award, 2010; Recognized in the House of Commons, in 2011; Distinguished Service Award, BC Association for Social Workers, 2011; Operation Remembrance Award by the RCMP, 2006; United Way VanDusen Community Service Award, 2002; Queen’s Golden Jubilee Medal, 2002; and named a Paul Harris Fellow by the Rotary Foundation of Rotary International. Charan leaves behind him a legacy of activism in the service of working people. He has inspired many people to engage in the struggle for a better world, without religious, ethnic or gender oppression, a world where all can live in communal harmony. His example

and inspiration will guide us for a long time. Charan is survived by his three children and their spouses Jack Gill and Amrit, Paul Gill and Sarbjit, Rani Gill and Peter; his grandchildren Sean, Brandon, Alicia, Jovin, Arjun; great grandchild Robin, and his extended family in BC as well as in the UK, Hong Kong and India. It could be months before charges are laid against RCMP officer arrested for alleged ties with gang members BY RATTAN MALL IT could be months before charges are laid against the Surrey RCMP officer who was arrested and suspended last week for alleged ties with gang members. But the RCMP is determined to get it right. Dawn Roberts, Director in charge of BC RCMP Communications, told The VOICE on Monday in an extensive interview, that it was hard to say how long it would take for charges to be laid. However, she added that “it’s a priority investigation.” Roberts said: “We have been liaising with the Crown throughout the course of our investigation so that there is fulsome awareness on their part of what we are dealing with. I think we are looking at months and as soon as that happens, I can make the commitment to you that we will publicly disclose if charges are laid and will also be in a better situation to give you a little bit more context to what we are dealing with.” Roberts added: “I think its reasonable and I think the public will hopefully want that we would take any and every step to ensure that we don’t jeopardize this matter with regard to procedural fairness or the laws. And so that’s why I have to be a little more generic and not get into the details. It’s not because it has to do with a police officer; it has everything to do with the nature of the allegations and us wanting to ensure that if this goes before the courts, it’s not thrown out on you know what some could call a technicality.” I asked Roberts, “So you are looking at months – not weeks or days?” She replied: “Yes,” adding: “It’s a possibility they could come back sooner with one charge as it relates to a single allegation, or whether or not they will look at the totality and put it all in because we are also very mindful that now that an arrest has been made, there are some judicial timelines that have to be met; same thing with when a charge is laid. “So, we are going to cross our fingers. We’ve got the best people working on it and

we’re confident that we could be looking at months. But in the interim, the individual has no access to any policing information or authorities and is currently suspended.” SO exactly how did it all go down? Roberts pointed out: “Number one, I would think it’s the exception versus the norm, but we do have protocols in place that should an allegation be made there is a full assessment of that allegation and the determination whether or not it should be handled within the internal code of conduct of the RCMP that we have, or whether or not even the allegation is so serious that it should be handled with regards to criminal investigation.” She elaborated: “Like I can tell you that in this case as soon as we became aware of the information, we did launch a criminal investigation. And while I can’t get into the specifics with regards to the nature of the allegations, I can say that the allegations were such that an independent unit that works for our provincial headquarters was assigned. That unit is distinctive and separate from the Surrey RCMP and that unit is the one that conducted the investigation.” Roberts said: “And we also took measures and I appreciate that it is extremely difficult as I am still in the process of a charge assessment – so no one has been formally charged yet – I can tell you that as soon as we became aware, that provisions were

taken in order to protect both the integrity of the public should it have been a concern and also to protect the integrity of anything that the officer may have access to or may have been engaged or involved in. “So those provisions were very much looked at and considered when we moved forward. We are mindful that there is still some investigative work that needs to be done, so the matter is still active and ongoing.” She said: “I can confirm that the subject of the investigation is a police officer who does work for the Surrey RCMP. I would define the member as a probationary member; so that would be someone with less than two years’ service. The individual was arrested mid-week last week and was released as charges are pending and because the charges have not been formally laid, we are not confirming a name. “But I can also confirm when we talk about those protections, that the individual has been removed from operations, His access and authority as a police officer are not available to them and they have been suspended with pay which was in line with our current code of conduct provisions. But we will continue to assess that and should we reach a threshold where we believe we could increase that suspension without (pay), then we will make that happen, and then I can also confirm as I indicated before that that internal code of conduct investigation is also underway.” THE VOICE asked Roberts about the frequency of such serious cases and its impact on the officers. Roberts noted: “When the public becomes aware (of a case) likely because we issued a press release or we’ve been public about it, it is extremely difficult and very concerning, but I can tell you that these cases are still the exception versus the norm. “We have 7,011 sworn police officers in this province and those police officers respond to 1.3 million calls for service a year in the province of British Columbia. So when you look at all of that in the totality,

we are talking of less than one per cent in general of our population of police officers that may be the subject of a criminal investigation.” She added: “We know how important public trust and confidence is and while we would love for the public to only judge us on the successes and the incredible accomplishments of our officers, we are very concerned when allegations are raised and we have to do these investigations. And so, if the onus is on us to make sure that we take all the steps, that we be accountable, that we be transparent and that we follow process … that’s definitely what’s underway here right now.” “This probably has shaken up the Surrey RCMP especially because of the ongoing gang war,” I suggested. Roberts said: “I think in general we’ve made sure we’ve had conversations with those that were directly potentially impacted. We also communicated to the detachment with the officer in charge the limited information that we could share with everyone. “I think we are hoping and we typically hear the membership in general, the employees, want to ensure that people are treated fairly, that they are brought into process, that everything is done to protect that process and that should somebody be found not in keeping with our core values or the Criminal Code, that they be dealt with accordingly.” She added: “And so that’s the steps that we’ve taken and then we just continue to keep the lines of conversation open. We know that it can impact on morale, but I think that we are very fortunate that there’s an incredible team of police officers and employees at Surrey RCMP, and so they’ve been working hard through a number of challenges that are sort of on the outside, but they continue to do extraordinary work. “And so that’s what we ask them to focus on, the work that they signed up to do, the work that’s important to them and let us deal with the allegations and what need to be done with regard to holding an individual accountable.”

Two men charged in Vancouver West Side home invasion in which Usha Singh, 78, died

TWO Vancouver men were charged on Tuesday following the murder of 78-yearold Usha Singh, who was fatally injured Sunday when two men posing as police allegedly entered her West Side home near Queen Elizabeth Park. Pascal Bouthilette, 41, was charged on Tuesday with second-degree murder in connection with the case. Sandy Parisian, 47, was charged with manslaughter. The men were arrested on Tuesday in Easr Vancouver following a VPD investigation. “This was a tragic and senseless crime that cost an innocent woman her life, and struck fear and anxiety in the community,�

said Sgt. Steve Addison. “Vancouver is still a safe city, and thankfully incidents like this are rare. We hope these arrests begin to restore a sense of calm and safety.� VPD began investigating Sunday morning, after Usha Singh was found badly injured inside her home. Second-degree murder suspect from Calgary arrested

ON February 3, the New Westminster Police Department became aware of a man at a Sapperton area residence who was believed to be wanted on a Canada-wide warrant for second-degree murder. New Westminster Police Department officers located and arrested the 19-year-old suspect, Michael Elendu, without incident and confirmed his identity as the wanted suspect. Elendu was being sought in connection with the murder of 20-year-old Kyreese Wright, who was found stabbed to death the morning of December 16, 2020, in Panorama Hills, Calgary. WSO’s report alleges Indian disinformation campaign against Canadian Sikhs

THE World Sikh Organization of Canada has released a report shedding light on alleged Indian disinformation campaigns targeting Sikhs in Canada. The report entitled “Exposed: India’s Disinformation Campaign Against Canada’s Sikhs” looks at the history of Indian interference and disinformation in Canada, including after the recent resignation of MP Navdeep Bains from his role as Minister of Innovation, Science and Industry. Last week when MP Ramesh Sangha was expelled from the Liberal caucus for making “baseless and dangerous” accusations against a number of his colleagues,

Mark Holland, chief government whip, said “we will not tolerate conspiracy theories, or danger and unfounded rhetoric about Parliamentarians or other Canadians”. Many in the Canadian media reacted with confusion over these comments and the apparent lack of clarity as to what had caused

Sangha’s expulsion was the result of his echoing baseless accusations of extremism that originated in India and which had repeatedly been pushed by the Indian media about Ca-

nadian Sikh politicians. The WSO report looks at the history of Indian disinformation campaigns targeting Sikhs in Canada and examines their roots, techniques and motivation. The report exposes how in recent years Indian misinformation attacks have reportedly become more coordinated and aim to influence Canadian politicians, media and society. The WSO alleges the goal of these efforts has been to malign and marginalize Canadian Sikhs, including elected officials, with allegations of extremism and to have the community regarded with suspicion and distrust. Recent examples

of this include during the 2018 Trudeau trip to India as well as in the Indian media coverage related to Navdeep Bains’ resignation. WSO President Tejinder Singh said: “The report “Exposed: India’s Disinformation Campaign Against Canada’s Sikhs” exposes Indian interference and disinformation campaigns targeting Sikhs in Canada. In the aftermath of the farmer protests in India, we are seeing escalated attempts by actors in India to push disinformation, particularly about Sikhs here in Canada. The report reveals that a standard methodology has developed to push false narratives with re-

spect to Sikhs in Canada. There is also evidence to now suggest that India’s intelligence agencies are active in Canada and actively target Canadian politicians and media. “It is our hope that this report will shed light on what is happening and that Canadians – whether government, intelligence agencies, media or average citizens – will be vigilant with respect to being fed fake news and disinformation by Indian actors about the Sikh community in Canada.”

Sharma raised about $257,500 from 21 residents of B.C. from March 2014 to January 2015, telling them that he owned stock warrants – the right to buy shares at a certain price in the future – but needed money to exercise those warrants. He told the investors that he would then sell the shares at a premium and would return the investors’ money to them, plus 25 per cent, in 45 days. In an attempt to delay payments to investors and to stop investors from making a complaint to the BCSC, Sharma presented investors with a forged letter on BCSC letterhead, purportedly signed by BCSC staff. By using their money for gambling, Sharma perpetrated a fraud under B.C.’s Securities Act. Sharma, who voluntarily began to repay investors before the BCSC’s involvement, admitted to perpetrating the misconduct to the BCSC. So far, he has paid back about $160,000. Jaspal Thiara, 34, of Toronto arrested and charged with defrauding the public Thiara allegedly defrauded over 100 people for more than $405,000 INVESTIGATORS from Ontario’s Peel Regional Police Fraud Bureau have arrested and charged a 34-year-old Toronto man in relation to fraudulent airline and hotel packages, name brand merchandise sales and investment fraud that spanned over two years between 2018 to 2020. In December 2020, a comprehensive and in-depth investigation was initiated after multiple reports of fraud were received involving Jaspal Thiara, a 34-year-old man from Toronto. He befriended multiple women through close relationships and an online dating application appealing to their larger social networks, friends and family. He solicited discounted pricing on airline tickets, hotels, name brand merchandise and high-return, zero-risk investments. Victims turned over their money and they were never provided the service or the products. In total, Thiara has defrauded in excess of 100 people through the means indicated above. To date, the total amount defrauded stands at over $405,000, according to police. On Tuesday, February 2, Jaspal Thiara was arrested and charged with defraud the public and two counts of fraud over $5,000. He was held for a bail hearing on the same day and appeared before the Ontario Court of Justice in Brampton. Peel Regional Police are requesting all members of the public to consider not prepaying for products or services when dealing with unknown or unproven individuals. Investigators believe that additional victims may exist. Canada lists 13 new groups as terrorist entities, including the Proud Boys

THE Government of Canada on Wednesday announced that it has placed 13 new groups on the Criminal Code list of terrorist entities, including four ideologically motivated violent extremist groups: Atomwaffen Division, the Base, the Proud Boys and Russian Imperial Movement. In addition, Canada has also listed: - three Al Qaida affiliates: Jama’at Nusrat Al-Islam Wal-Muslimin, Front de Libération du Macina, and Ansar Dine - five Daesh affiliates: Islamic State West Africa Province, Islamic State in the Greater Sahara, Islamic State in Libya, Islamic State East Asia, and Islamic State – Bangladesh - Hizbul Mujahideen Based on their actions, each group meets the legal threshold for listing as set out in the Criminal Code, which requires reasonable grounds to believe

* With these additions, there are now 73 terrorist entities listed under the Criminal Code. * In 2019, Canada listed two ideologically motivated violent extremist groups: Blood & Honour and Combat 18. * When an entity is placed on the list, banks and financial institutions freeze its assets. deal with the assets of a listed entity. Listings also help obstruct assistance from sympathizers and supporters in Canada by criminalizing certain support activities, including those related to terrorist travel, training and recruitment. * The assessments for new terrorist listings are an ongoing process. New entities are only added once it has been determined that they meet the legal threshold. * There is also a requirement to review each entity on the list every five years to determine whether it should remain on the list. The following seven entities were recently assessed and it was concluded that they warrant continued listing: Al Qaida in the Arabian Peninsula, Al Qaida in the Indian Subcontinent, Al Shabaab, Islamic State – Khorasan Province, Al-Ashtar Brigades, and Fatemiyoun Division.

BC NDP putting out dumpster fire at ICBC that was set by BC Liberals

IF I told most British Columbians a year ago that our government under John Horgan would be able to put out the dumpster fire at ICBC and actually give money back to people, they would have been extremely skeptical. As a former firefighter who has seen many dumpster fires, I knew we could put this out. After 16 years of BC Liberal mismanagement, ICBC was broken. This resulted in steep losses at the public auto insurer and higher rates for drivers. In less than four years, the BC NDP government has turned that mess around. ICBC is now operating the black instead of the red. This year, the average driver will see a reduction in their rates of 20%, or $400. And starting in March, they will receive a $190 rebate (on aver-

Mike Starchuk age) from ICBC because it is able to pass on savings it has achieved due to lower collision rates during COVID-19. None of this would have been possible had we stayed on the dangerous course of the BC Liberals, who not only caused the problems at ICBC, but attempted to block the BC NDP’s efforts to fix it. They brought in reckless tax breaks for the richest 1% of British Columbians, and they made British Columbians pay for it by raiding $1.2 billion

from ICBC. That hurt ICBC and drove up rates for people. Our government introduced two important changes to improve service at ICBC, reduce rates, and get the public auto insurer on strong financial footing. We brought in an insurance system modelled after those used in public insurance companies in other provinces that have operated successfully for decades. The system takes hundreds of millions in legal costs out of the system, allowing ICBC to offer better care to people injured in collisions and reduce car insurance rates for people. In addition, we brought in legislation that bans the raiding of ICBC so that no future government can take money from the company like the BC Liberals did. The BC Liberals opposed these measures. If they had their way, ICBC would still be in the red, car insurance rates would be going up instead of

down by $400, and the company would not be able to provide the $190 COVID-19 rebate. Governing is about choices. The BC Liberals chose to put their wealthy friends first and they raided ICBC to pay for it.

BC Liberals say drivers being led down the road with ICBC rebate THE BC Liberals said on Tuesday that as one of the last provinces to see a reduction of auto insurance rates as a direct result of the pandemic, drivers in British Columbia are receiving $100 less than those in other provinces that have already had their rebates for months. “It’s totally unacceptable that B.C. drivers are among the last in the country to see any reduction of auto insurance rates as a direct result of fewer accidents during the pandemic,” said MLA Mike Morris, Opposition Critic for Public Safety and Solicitor General. “Although this is welcome news for drivers, it should have happened months

drivers have seen an average of $280 in savings. “Premier Horgan promised that all British Columbians would receive their BC Recovery Benefit by Christmas, but more than 300,000 people throughout B.C. are still waiting on their cheques,” Morris said. “This is another example of John Horgan playing politics instead of helping British Columbians during a pandemic.” BC Liberals say that ICBC rates have risen dramatically since the NDP assumed office in 2017, so any rebate will have only a small effect on rising insurance rates, especially for new and young drivers.

This resulted in higher car insurance rates that took money out of the pockets of British Columbians. Our government took steps to make ICBC work for people again through better rates, more affordable service, and more money in their

pockets. And we’re going to keep working hard for people by fixing the messes left after 16 years of BC Liberals putting the wealthy and well-connected ahead of everyone else.

WorkSafeBC launching awareness campaign on workplace health and safety

WORKSAFEBC announced on Thursday that it is launching a new awareness campaign as part of its continuing efforts to support workplace health and safety during the pandemic. The province-wide, multi-language campaign focuses on several specific actions workers and employers need to take to keep workplaces safe from COVID-19. “Our campaign is urging employers to revisit and update their COVID-19 safety plan as conditions change, and make sure it addresses risks in all areas of the workplace, including lunch rooms,

hallways and meeting areas,” says Al Johnson, Head of Prevention Services for WorkSafeBC. “For workers, our campaign is emphasizing the importance of understanding and abiding by their employer’s safety plan. This includes asking questions and sharing safety concerns with their employer, completing a daily health check with their employer before entering the workplace, and staying home when feeling sick.” The awareness campaign — which is the third campaign for WorkSafeBC since the pandemic began — emphasizes that employers need to

Novavax to pursue production of its COVID-19 vaccine in Montreal

PRIME Minister Justin Trudeau on Tuesday announced the government has signed a memorandum of understanding with Novavax to pursue the production of its COVID-19 vaccine at the National Research Council of Canada’s Biologics Manufacturing Centre in Montréal. “The Canadian government has been diligent in partnering with Novavax to ensure broad access of our COVID-19 vaccine candidate to the citizens of Canada,” said Stanley C. Erck, President and Chief Executive Officer of Novavax. “Establishing a manufacturing foothold in Canada will be an important step forward in our quest to deliver an urgently needed safe and effective vaccine.” Novavax said in a press statement that the Government of Canada has previously signed an agreement with Novavax to provide up to 76 million doses of Novavax’ COVID-19 vaccine candidate. Novavax recently initiated the rolling submission process for regulatory approval to Health Canada. Trudeau also announced investments to support vaccine, therapeutic, and biomanufacturing projects in Canada. These include: * Up to $25.1 million to Precision NanoSystems Incorporated (PNI), a Vancouver-based biotechnology company, to expand our ability to produce ribonucleic acid vaccines and future genetic

medicines in Canada. PNI will build a $50.2 million biomanufacturing centre to produce vaccines and therapeutics for the prevention and treatment of diseases such as infectious diseases, rare diseases, cancer and other areas of unmet need. * Up to $14 million to Edesa Biotech Inc. (Edesa), a biopharmaceutical company based in Markham, Ontario, to advance work on a monoclonal antibody therapy for acute respiratory distress syndrome, which is the leading cause of COVID-19 deaths. Edesa’s $18.7 million project has received Health Canada approval to conduct its phase 2 clinical trials, and has begun administering its treatment to clinical trial participants in Canada. Teachers praise some key changes to K-12 COVID-19 guidelines, but say more can be done

B.C. Teachers’ Federation President Teri Mooring responded to the government’s changes to the K–12 COVID-19 guidelines on Thursday with praise for some key changes and concern that some steps were not taken. The Province announced that all middle and secondary students and K-12 staff will now be required to wear non-medical masks in all indoor areas, including when they are with their learning groups. However, for elementary students, wearing masks indoors remain a personal choice. “Overall, BC teachers will be relieved to see the government and health officials finally move on key safety measures like a stronger mask mandate and the potential to improve access to much-needed layers of protection like barriers,” said Mooring. “BC teachers have been pushing for critical improvements to the health and safety guidelines in our schools since they were first implemented in September. These changes are long overdue and took a tremendous amount of advocacy from our members and representatives on the government’s steering committee and working group.” “Today’s changes will make schools safer and that is welcome news. However, the changes do not include improvements to school density, ventilation, or the ongoing inadequacy of contact tracing. We need the government, school districts, and health authorities to step up and make improvements in those areas as well. More can be done to protect teachers, other education workers, students, and the families we all go home to. The employer and health officials have the power to take those steps.” Mooring added that some of these changes can and should be implemented within a matter of days. “Teachers, support staff, students, and parents have waited a long time for safety improvements. We can’t afford any more delays.” Here are some of the changes the BCTF supports: – The increased clarity for key safety measures that will reduce uneven implementation across the province. – The stronger mask mandate for middle and secondary schools. – The removal of the term “not recommended” for mask wearing in elementary schools. – The clear emphasis on the importance of all safety measures and the need for improved layers of protection like barriers for those that need them. The BCTF has had to take the issue of barriers to the Labour Relations Board troubleshooting process because some districts refuse to provide them. – The additional guidance for physical health education and music classes that address key concerns and allow those classes to proceed in a safer manner. These changes were done in consultation with the Federation’s Provincial Specialist Associations and set a good example of how health officials can work with the expertise within the teaching profession. – The emphasis on a positive and inclusive approach to enforcement that focuses on prevention and not punitive or stigmatizing approaches. The BCTF’s outstanding concerns include: – The stronger mask mandate does not apply to elementary students. However, the removal of the term “not recommended” will make it easier for teachers and school staffs to encourage more mask wearing. Parents and caregivers can help by ensuring their children go to school with masks. Districts should supply additional masks to students and staffs. – The lack of action to reduce school and classroom density will not help staff and students maintain physical distancing. However, it is good to see the recommended distance revert to two metres after public health changed it to one to two metres

tracing system. The BC Teachers’ Federation says it continues to work proactively on the govern-

ment’s K–12 Steering Committee and Health and Safety Work Group, on ongoing efforts to improve the safety of schools.

Steve Addison on Sunday. “If you are caught hosting or attending a party during the

pandemic, and continue to break the rules, you could face stiff fines or wind up in jail.� Vancouver Police launched an investigation one week ago after a witness called police to report a large party inside a penthouse apartment near Richards Street and Georgia Street. Police handed out numerous fines

to a man who was allegedly working as a doorman, however the party host refused to open the door and was defiant with police. Officers returned early Sunday morning with a search warrant after two additional large parties were held this weekend. The 1,100-square-foot penthouse was packed with peo-

ple and appeared to be running as a nightclub and show lounge. “Our officers found 78 people inside the three-level apartment, and none of them were wearing masks,� said Addison. “There were menus, tables, point-of-sale terminals, and cash tills.� VPD officers issued each partygoer a $230 ticket for fail-

ing to wear a face covering – contrary to the Emergency Program Act. The party host was arrested under the Public Health Act and taken to jail. The Emergency Program Act bans social gatherings of any size inside residences, but allows people who live alone to host two people with whom they regularly socialize.

January 29 serious collision was third drug-impaired driving incident in Surrey in a week

A very serious collision in the intersection of 152 Street and Highway 10 on Friday night (January 29) last week was the second head-on collision, and third case of suspected impairment by hard drugs in the same week in Surrey. “These incidents could eas-

ily have had tragic consequences for the drug users and for the other members of the public using the roadway,� said Sgt. Elenore Sturko, Surrey RCMP Media Relations Officer. “If you are a drug user, we strongly urge you not to drive, and we encourage you to seek help if

you have an addiction.� The collision on January 29 occurred shortly before 4:30 p.m. in one of Surrey’s busiest intersections. Early indications are that a drugimpaired driver, drove their jeep through the intersection and into on-coming traffic. An off-duty RCMP officer

was in the area and attended to the jeep driver who was unresponsive and in cardiac distress, suffering a possible drug overdose. Paramedics also quickly attended and the man was administered Narcan. He survived and was transported to the hospital. No other serious inju-

ries were reported as a result of the collision. Investigating officers located other indications of drug use during the investigation, including drug paraphernalia inside the vehicle. The driver of the jeep has been arrested for impaired driving. Charges have not yet been

Based on the initial investigation, it appears the owners recently purchased the 20-foot aluminum jet boat and were taking it for a test drive in the river when a fire started near the fuel tank, which had recently been replaced. It’s believed the fire led to the explosion. The boaters were not able to don life jackets before jumping overboard, however, they did push the boat to shallow water as it burned. One person was treated for a minor injury. There was no significant environmental damage and no charges or police fines are expected.

65-year-old suspect arrested in connection with groping in Newton

SURREY RCMP said on Friday that a suspect has been arrested in connection with a sexual assault that occurred on Thursday at a park in Newton. The arrest is related to an incident that occurred on February 4 shortly before 1 p.m. during which, a man in Pioneer Park groped a youth. On Friday afternoon, officers from the Surrey RCMP Youth Unit arrested a 65-year-old man for sexual assault. The man will be released from custody with several conditions, including not attending Surrey schools and parks. Charges have not yet been laid as the investigation is ongoing, police said. Fraser Health calls on communities to continue to follow COVID-19 public health measures

TRANSMISSION of COVID-19 continues in our communities, and on Tuesday, Fraser Health called on its communities to continue to follow the COVID-19 public health measures. “At this critical time, it is imperative that British Columbians work together to prevent the transmission of COVID-19 in our communities. We are working hard to ensure vulnerable populations receive the COVID-19 vaccine as quickly as possible, but immunizations are only one part of the equation: we must all follow the public health measures that are in place to keep our communities safe,” said Minister of Health Adrian Dix. To reinforce the importance of abiding by all measures,

VCH reminds residents to plan ahead before visiting COVID-19 test collection sites

SINCE November 16, all residents in the Vancouver Coastal Health (VCH) region are offered two options for COVID-19 test collection: either saline gargle or nasopharyngeal swab when they visit certain COVID-19 test collection sites. However, test collectors are reporting some recipients arrive unprepared for the saline gargle test collection, excluding this as a viable testing option. VCH advises members of the public who wish to use the COVID-19 saline gargle device to avoid eating, drinking, vaping or smoking, brushing their teeth or chewing gum for at least one hour prior to taking this test. Research has shown this is necessary to ensure the test provides an accurate and reliable result. To properly complete the gargle test collection, recipients must swish and gargle saline water in their mouth for 30 seconds un-

der the supervision of a test administrator. Saline gargle collection is currently available at 14 test collection sites across urban and rural VCH communities, and accounts for just over 30 per cent of all COVID-19 tests performed in the region. Test collection sites, listed on the VCH website, where the gargle test collection is available include: – Three Bridges Test Collection Centre – Vancouver Community College – Honoria Conway at St. Vincent’s – DTES COVID-19 Test Collection Centre – North Vancouver Test Collection Centre (ICBC Capilano Claims Centre) – Richmond Test Collection Centre (jetSET parking lot) – Richmond Test Collection Centre (Richmond Hospital) – Squamish Assessment Centre – Pemberton Health Centre

Large Hospital – Bella Coola General Hospital The Public Health Laboratory at the BC Centre for Disease Control, BC Children’s Hospital and Provincial Lab Medicine services – all programs of PHSA – worked together to develop the gargle test at the start of the pandemic to relieve supply chain demand for swabs for nasopharyngeal sample collection. During the test’s pilot program, laboratory and medical staff found the test was also an easier and more comfortable option for children and their parents and caregivers. The saline gargle devices were first offered to school-aged children in the VCH region on September 17, before it was later extended to all residents in November.

B.C. was the first province in Canada to offer this test collection option to its residents as part of its COVID-19 test collection protocol. The BCCDC has published a simple video guide for parents and caregivers which demonstrates how they can practice with their child from home, before they arrive at a COVID-19 test collection site. A video with guidance for adults has also been created. VCH advises waiting at least two hours between practicing and doing the actual test collection to avoid affecting test results. VCH continues to advise anyone with cold or flu like symptoms to use the BC COVID-19 Self-Assessment Tool to determine if they require assessment or testing for the virus. Lower Mainland assessed home values dip after sluggish year for real estate market British Columbia property assessment notices are in the mail, and Metro Vancouver homeowners are being told to expect a dip in the value of their properties. It is the first time in the last 20 years that B.C.’s total property assessment values have gone down, according to BC Assessment. The biggest drops for detached homes are expected in West Vancouver and the University Endowment Lands (16 per cent), Richmond (14 per cent) and Vancouver, Coquitlam, Port Moody and North Vancouver (11 per cent), according to BC Assessment. Squamish house values held about flat, while detached homes in Pemberton and Whistler climbed by about five per cent each, the agency said. In the condo market, BC Assessment says values fell across the board. West Vancouver again saw the biggest dip (10 per cent), followed by Burnaby, Coquitlam, Port Coquitlam, New Westmin-

ster and North Vancouver (nine per cent). “The Lower Mainland residential real estate market continues to see signs of moderation,� BC Assessment deputy assessor Brian Smith said in a media release. BC Assessment issues the annual notices, which are used to calculate property taxes, based on the property’s assessed value as of July 1 the previous year. They are based on current sales in a neighbourhood, along with the size, age, quality, condition, view and location of an individual home. “It is important to understand that changes in property assessments do not automatically translate into a corresponding change in property taxes,� added Smith. “As noted on your assessment notice, how your assessment changes relative to the average change in your community is what may affect your property taxes.� Paul Sullivan, Head of the property tax division at appraisal firm Burgess Caw-

ley Sullivan, told CKNW’s The Lynda Steele Show the declining assessments might be good news for people looking to get into the market, but will be far less welcome to those who’ve recently bought in. “If you bought a home in the past three years and you did a three year mortgage, which is reasonably common, then you’ve got a problem because you’re going to have to [write] another check to put some equity back in your home that’s been eroded through this value decline,� he said. Sullivan said significant drop in assessed values for high-end homes will also likely come with property tax implications for people with lower-value homes. “The higher end values have gone down a lot more on a percentage basis,� said Sullivan. “The lower end values have gone down less. You’re going to see an automatic shift in the tax burden to the lower end homes.�

This corresponds to 1.5-fold of the average share of all brands, which is around 8 percent. The company expects this figure to rise to a quarter by 2021, to a third by 2025 and to 50 percent by 2030.

Vehicles of the BMW and MINI brands featuring electrified drive systems are now offered in 74 markets worldwide, where more than 500,000 electrified vehicles were sold by 2019. By the end of 2021, this figure will probably rise to over a million. In spite of pandemicrelated restrictions, more vehicles from the BMW Group were sold during the first half of 2020 than in the corresponding previous-year period. BMW Group sustainability goals aim at putting more than seven million vehicles with electrified drive systems on the road

worldwide by 2030, two thirds of them all-electric variants. As a result of the massive expansion of electric mobility, emissions produced by BMW Group vehicles per kilometre driven will be reduced by around 40 percent by the year 2030. The current model offensive is paving the way towards this goal, with the company following the “power of choice” approach in order to take account of customer needs and legal requirements on the global automotive markets. The BMW X3 is the first model available either with highly efficient petrol and diesel engines

The Kisan Mahapanchayat in Jind district of Haryana led by BKU leader Rakesh Tikait. New Delhi (IANS): The over two-month long farmers’ protest against the three Central farm laws seems to be turning into an ‘Anna Hazare’ moment for the present government, which has so far failed to pacify the agitating farmers despite several rounds of talks between the two sides. While the government seemed to have garnered some public support following the ruckus that erupted in the national capital on January 26 after the proposed tractor rally by the farmers went awry, cornering farmer leader Rakesh Tikait has proved counter productive for the ruling regime, giving more fodder to the agitators. The large crowds witnessed in the recent Mahapanchayats in Muzffarnagar, Mathura and Jind seem to have given a new lease of life to the farmers’ protest, as more people have started heading towards the borders of Delhi, which have become the epicentres of the ongoing protest. In the all-party meeting held on Saturday, Prime Minister Narendra Modi had emphasised that the government’s proposal to suspend the three farm laws for 18 months still holds, even though it was

rejected by the farmers’ unions which stuck to their demand of repealing the farm laws. The farmers’ agitation has now garnered international attention with many celebrities tweeting about it, highlighting the police barricading and snapping of internet services in and around the protest sites, adding to the woes of the government. The government is in a Catch 22 situation now, as the opposition parties have seized the opportunity by rallying with the protesting farmers. The government has to find a solution to the impasse at the earliest, with Congress leader Rahul Gandhi warning that the protest may spread across the country. Several politicians are now making a beeline for the protest sites to express their solidarity with the protesters after visuals of a weeping Rakesh Tikait went viral, notwithstanding the fact that the January 26 incidents had pushed the farmers on the backfoot, with two farmers’ unions even pulling out of the agitation. During Anna Hazare’s agitation in 2011-12, the UPA government was forced to consider the Lokpal Bill after the Parliament was not

allowed to function by the BJP, which was the principal opposition party then. Though the opposition is not as strong at present as the BJP was then, a joint opposition might pose a threat, a glimpse of which was seen on the opening day of the ongoing Budget Session when several opposition parties boycotted the Presidential address, said a senior opposition leader. Not only in Western Uttar Pradesh, Haryana and Punjab, the farmers’ agitation is taking a pan India shape with the opposition parties in Bihar led by Rashtriya Janata Dal (RJD) leader Tejashwi Yadav recently forming a human chain across the state in support of the farmers. “The human chain is a symbolic protest against the Centre’s newly passed farm laws that have met with stiff resistance from the farmers who have been protesting on the borders of Delhi for over two months, seeking repeal of the laws,� Tejashwi had said. In Maharashtra too, the farmers recently organised a massive protest backed by the NCP, Congress and Shiv Sena, while in Delhi the AAP has blamed the BJP

Rakesh Tikait for the violence at Singhu border. Tikait, the national spokesperson of the Bhartiya Kisan Union, recently said, “There was a storm, and twigs, branches and hollow trees broke in this storm. Now only the strong pillars are standing.� On January 28, it had seemed as if the protest on the Ghazipur border would not last long. But a sentimental appeal from Tikait has changed the entire picture. Till then, Singhu and Tikri borders were considered as the main centres of the farmers’ movement, but after Tikait’s emotional appeal, Ghazipur has now emerged as the new epicentre of the protests. The Mahapanchayat held recently in Muzaffarnagar in Uttar Pradesh also pointed towards the growing support for Tikait and the farmers’ movement. When Tikait was recently asked if the fight is now between the Jats and the state government, he had said, “No it is not. There is a farmer from every class in the movement. I have heard this Jat word for the first time in this movement and I have objection to it. This fight is between the farmers and the government.�

Ghazipur seems like India-Pakistan border: MPs write to Lok Sabha Speaker New Delhi (IANS): At least 12 MPs from nine opposition parties have written a letter to Lok Sabha Speaker Om Birla, requesting him to take steps to protect their rights and also allow a separate discussion on the farmers’ issues in the Parliament, saying Delhi’s Ghazipur border seems like the “border between India and Pakistan�. The MPs who signed the letter to Birla included DMK’s K. Kanimozhi and Tiruchi Siva, Trinamool Congress’ Saugata Roy, Nationalist Congress Party’s Supriya Sule, Shiromani Akali Dal’s Harsimrat Kaur Badal, RSP’s N.K. Premchandran, CPI’s M. Selvaraj, National Conference’s Hasnain Masoodi, VCK’s Thol Thirumavalavan and Ravi Kumar, and CPI-M’s A.M. Ariff and S. Venkateshan. The MPs are among the parlia-

mentarians who were stopped by the Delhi Police from meeting the agitating farmers at the Ghazipur border earlier in the day. In the letter, the MPs requested the Speaker to take such steps which “deem fit and proper to you to protect the rights of the elected Members of Parliament and also allow a separate discussion on the farmers’ issues in the Parliament�. The parliamentarians said, “Sir, you know that the issue of farmers’ agitation demanding repealing of three farm laws passed by the Centre is agitating the country. Farmers from Punjab, Haryana and Uttar Pradesh have been doing dharna on the borders of Delhi since more than two months. We have been told that the water supply and electricity to the farmers’ tents have been disconnected. Internet services

stopped; portable toilets have been taken away.� The government has taken a repressive attitude towards the farmers in order to stifle their agitation, they said in the letter. “The farmers’ issue was raised in the Parliament and opposition parties have demanded a separate discussion on the farmers’ agitation which the government has not agreed to so far. We have been receiving messages from the agitating farmers about their plight and pathetic condition, especially of women and children,� the letter said. “This morning at around 10 a.m. all of us went to the Ghazipur border in a bus,� said the MPs, adding, “We wanted to physically meet the farmers... The police officers who were present at the border rudely asked us to turn back, showing that there were prohibitory

orders.� “We stayed on for some time, trying to persuade the police to let us go inside. But ultimately we failed and came back after an hour. The impression we got at the Delhi -Ghazipur border is like the border between India and Pakistan,� it added. The leaders informed through the letter that the condition of the farmers resembled that of the prisoners in a jail. “Are we living in a police state where elected representatives of the people cannot meet farmers’ representatives? We strongly protest the action of Delhi police in preventing us from meeting the agitating farmers on Delhi borders. We would like the farmers’ issues be raised in the Parliament as also the attitude of the Delhi Police, which is under the Union Home Ministry,� the MPs said in the letter.

Indian police cut off protesting farmers at Singhu border New Delhi (IANS): The Delhi Police have turned the Singhu border, where scores of farmers are protesting against the three contentious farm laws for over two months now, into an island. The protest site has been barricaded and blocked for entry and exit from all the sides. The 2 km road which starts at a U-turn for the Singhu border and leads to the protest site is barred from the entry of any vehicle other than those belonging to the security personnel. One has to cover the distance on foot to reach the protest site. The whole road is flooded with personnel of Delhi Police and the Rapid Action Force, geared with anti-riot equipment in anticipation of any fresh spurt of violence. One has to cross as many as

eight security checkpoints created on the road to reach the protest site. Each point is guarded by more than 50 security personnel. At every point, the personnel would ask the purpose of visit and proof of identity before allowing people to go to the next check-post where the entire process will be repeated. The police officials said that heavy security was deployed af-

ter Republic Day incident when a group of farmers went rogue and clashed with the police at many points in Delhi. The last checkpoint was swarmed by media professionals. After inquiring, it became clear that the police have not allowed the press to go inside the protest site. “We have been ordered to not let anyone enter from here,� a police officer said. However, he did not tell who

had issued the order. Even after repeated attempts and requests, several heated arguments ensued between the media and the police, but the officials stuck to their stand and the journalists were told to turn back. Fortunately, this reporter found a way to the inside of the protest site. The scenes at the site were quiet but tense. Suspicion of unknown faces was evident on the faces of the farmers camping in their trolleys on the Singhu border, which has been home to them for more than 60 days now. However, they said that their spirits are still high. “No doubt the unfortunate incidents of violence have impacted the farmers’ morale, but to boost that,

our brothers are coming from Punjab and Haryana,� said Nakhdeep Bhindra, a young farmer from Punjab. Meanwhile, apprehensive gaze of the farmers followed this reporter wherever he went. Many declined the request to speak while a few agreed with scepticism. Interestingly, every conversation with the farmers were video recorded by them. “While everything is routinely normal here, we have become extra cautious after Friday’s violence,� said Sukhdeep Singh, a protester. On Friday, violence erupted at the Singhu protest site after over 500 persons claiming to be locals pelted a farmers’ camp with stones, leading to a clash between them and the agitating farmers.

The Delhi Police have turned the Singhu border, where scores of farmers are protesting against the three contentious farm laws for over two months now, into an island. Many farmers were found discontent with the coverage of the events that unfolded on Friday and on January 26. They alleged that the media has been showing only one side of the violence. “Even our people were injured in the violence on Republic Day and on Friday. Tikait’s formula for longevity: 1 tractor, 15 people, 10 days, 1 village New Delhi (IANS): The more than two-month-long farmers’ agitation against the three farm laws continues on Delhi’s borders. In such a scenario, Bharatiya Kisan Union national spokesperson Rakesh Tikait has evolved a formula to keep the movement going: According to Tikait, leaders of farmers’ bodies are constantly urging the government to talk with them, but the government isn’t doing so. “In fact, the government wants to prolong the farmers’ agitation,” he says. So, Tikait has evolved a formula through which the agitation will attain longevity. In this formula, 15 people from every village should stay at the protest venue for 10 days and then the next lot of 15 should replace them. The first lot of protesters can then return home and tend to the fields. Tikait announced on Thursday:

“Work on the formula of one tractor and 15 people for 10 days from every village. Then, even if the movement runs for 70 years, there is no problem. “ The 11 rounds of talks between the government and farmers so far have failed to resolve the impasse. Asked about the resumption of dialogue, Tikait said: “Through the media, we will keep requesting the gov-

ernment for a dialogue. Now it is up to the government to decide how much time it has for the farmers.” He said the government is adopting new tactics every day to prolong the farmers’ agitation, adding: “Not talking to farmers and turning Delhi into a fortress are part of these tactics. Let us see till when does the government keep testing

Punjab to bring amendment bills again to negate farm laws Chandigarh (IANS): Punjab Chief Minister Amarinder Singh said on Tuesday that the state government will again introduce amendment bills to negate the ‘draconian’ farm laws in the Vidhan Sabha since the Governor had failed to send the earlier bills to President Ram Nath Kovind. “We will bring the bills again as the Constitution provides that if bills are passed twice by the Vidhan Sabha, they have to be sent by the Governor to the President,” Amarinder Singh said, adding that the Governor should not have sat over the bills. The state is empowered to amend the laws under Article 254 (ii) of the Constitution, he said. Pointing out that the President had refused to meet Punjab leaders following the passage of the bills in the Vidhan Sabha on the ground that he had not received them, the Chief Minister told the all-party meeting that he will seek time from the President again. Amarinder Singh said that he is in constant touch with Union Home Minister Amit Shah on the issue of farm laws and the farmers’ protest, as suggested by the Prime Minister. Underlining the need for an early resolution to the crisis, the Chief Minister said that the threat

[1 crore = 10 million.] Amarinder Singh promised to look into SAD’s Prem Singh Chandumajra’s suggestion that the state government should provide loan waiver to the families of all those killed during the ongoing farmers’ agitation.

Earlier in his opening remarks at the all party meeting, the Chief Minister asserted that the meeting had been convened to evolve a consensus and send out the message that the whole of Punjab is with the agitating farmers, who have fed the nation right since the Green Revolution. Regretting that New Delhi had failed to listen to the voice of Punjab and its farmers, he said that the Centre, instead of seeing the pain and discomfort of the farmers braving the cold at Delhi borders, seemed to have hardened its stance against the farmers.

Punjab to cop among first to get COVID-19 jab Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Tuesday launched the second phase of COVID-19 vaccination drive for frontline workers with Director General of Police (DGP) Dinkar Gupta volunteering to be the first one among the force to get the jab here. Additional Chief Secretary (Home) Anurag Agarwal also got vaccinated along with top brass of the police. Under the second phase of the ongoing vaccination drive in Punjab, 82,789 Punjab Police personnel are supposed to be inoculated with the vaccine. Prior to the launch, Chief Minister Amarinder Singh was given the guard of honour. Amarinder, while lauding the efforts of Punjab Police, said the entire force had worked day and night on the frontlines when the COVID-19 was at its peak. Besides maintaining law and order, the police also ensured home delivery of food, medicines and other essentials, during the curfew spanning over two months from March 22.

He said 6,153 police personnel were diagnosed positive for COVID-19 out of which 6,086 have successfully recovered while 15 are undergoing the treatment. Unfortunately, 52 police personnel lost their lives to the virus, added the Chief Minister.

Congress mocks the Ministry of External Affairs’ statement New Delhi (IANS): After the Ministry of External Affairs (MEA) issued a strong statement on the tweets of international celebrities, the Congress on Thursday reacted sharply. Congress spokesperson Jaiveer Shergil said, “When is MEA issuing a strong worded outburst document calling out China for Galwan, Arunachal intrusion, detaining of Indian sailors? When are on-screen machomen and sportspersons copy paste tweeting condemning China’s misadventures? Or will it require Kayne West tweeting on China?” While former Home Minister P. Chidambaram said that it is good that Rihanna and Greta Thunberg could wake up the MEA. “Come on MEA, when will you realise that people concerned with issues of human rights and livelihoods do not recognize national boundar-

ies? Why did MEA comment on the military coup in Myanmar? Why is it ‘deeply concerning’ to the MEA?” he said. Chidambaram said, “Why does MEA regularly comment on issues that are “internal” to Sri Lanka and Nepal? and Why did the PM of India comment on the assault on the Capitol building in Washington by the Trump stormtroopers? “It is sad that someone erudite and worldly wise like Mr S Jaishankar should allow such puerile reactions by the MEA?” he said. The government in a strong reaction described them as part of “vested interest groups” and their

support as “sensationalist social media hashtags and comments” which are “neither accurate nor responsible.” A Twitter frenzy broke out on Wednesday when American pop singer Rihanna on Tuesday night posted a news link on India’s farmers’ protest and tweeted, “why aren’t we talking about this?!” It triggered widespread outrage from Indians questioning Rihanna’s credentials and knowledge about India’s internal matters. The Ministry of External Affairs issued a statement lashing out at them. “Before rushing to comment on such matters, we would urge that the facts be ascertained, and a proper understanding of the issues at hand be undertaken. The temptation of sensationalist social media hashtags and comments, especially when resorted to by celebrities and others, is neither accurate nor responsible,”

the statement said. The Parliament of India, after a full debate and discussion, passed reformist legislation relating to the agricultural sector, the government explained. “These reforms give expanded market access and provided greater flexibility to farmers. They also pave the way for economically and ecologically sustainable farming.” The government said that a very small section of farmers in parts of India has some reservations about these reforms. “Respecting the sentiments of the protesters, the Government of India has initiated a series of talks with their representatives. Union Ministers have been part of the negotiations, and eleven rounds of talks have already been held. The government has even offered to keep the laws on hold, an offer iterated by no less than the Prime Minister of India.”

Kejriwal on record praising farm laws: Amarinder Chandigarh (IANS): A day after the Aam Aadmi Party (AAP) walked out of the allparty meeting to once again expose its double standards on the farmers’ issue, Punjab Chief Minister Amarinder Singh on Wednesday said the people of the state should not expect anything better from a party whose chief was on record touting the farm laws as the most revolutionary step in the agriculture sector in 70 years. The act of the walk-out had not only shown the party in its true colours but also bared their lie on Arvind Kejriwal’s video, which showed the Delhi Chief Minister narrating the benefits of the farm laws in a media interview, said Amarinder Singh. Trashing AAP’s claim of the video being doctored, he said given their track record of repeated U-turns on the issue, it was amply clear where the party’s sympathies lie on this issue. “How can one believe them after their continued theatrics over the farm laws and the farmers’ agitation, including their walk-out from yesterday’s meeting?” he asked, pointing out that this was not the first time AAP had shown its double standards on the issue. Citing the recorded presence of AAP Punjab member Amrik Micky at Red Fort during the violence of January 26, the Chief Minister said there was no doubt now that the party was hand in glove with the Bharatiya Janata Party (BJP) in the conspiracy to destabilise and sabotage the farmers’ peaceful agitation. “What have they done to help or support the farmers in all these months?” Singh asked, adding that the string of AAP actions in recent weeks clearly proved that their sympathies were not with the farmers but with the BJP and their crony capitalists. “Why else did the Kejriwal government in Delhi notify the implementation of one of the black farm laws back in November? Why else have they allowed the national capital’s roads to be dug up and the farmers’ protest sites be barricaded like fortresses, instead of exercising their powers since the control of the city’s roads lies with the Delhi government and not with the Centre?” asked the Chief Minister. “It is ridiculous that a party which cannot stop its own property from being taken over in this shocking manner, in a state where it is in power, should walk out from a profarmer meeting in Punjab demanding that our police should go to their state, against all rules and laws,” Amarinder Singh remarked.
