‘If you have been denied a visa or permit by IRCC, challenge it,’ advises well-known immigration lawyer. And here’s why … BY RATTAN MALL WELL-KNOWN immigration lawyer Richard Kurland, who runs Canada’s leading immigration publication, Lexbase, told The VOICE this week that those who have been denied a visa or permit - temporary resident visa (TRV), study permit, work permit - by Immigration, Refugees and Citizenship Canada should challenge it in court. Kurland was reacting to a ruling by a Federal Court judge in Calgary in the case of Gurtej Singh Sangha and family members who had applied for TRVs to visit their relatives for a wedding anniversary celebration in Canada. The TRVs were denied as
the officer was not satisfied that the applicants would leave Canada at the end of their stay, in particular, due to the applicants’ insufficient funds. According to the ruling: “On the application, the Applicants indicated that they intended to stay in Canada for 11 days. The Applicants also submitted evidence of their movable and immovable assets to support the trip, including: an accountant’s summary report stating the family’s combined net worth of $235,437; an Indian Income tax return verification; and a letter from the Kore Wala Kalan Milk Producers CoOp Society Ltd confirming the Second Applicant’s annual net income from dairy farming. letter of support from their extended family in Canada stating that the extended family was willing to provide all necessary financial support and accommodation during the Applicants’ visit to Canada. The relatives also provided a bank statement with a balance of $28,158. […][T]he Officer had a duty to state why there were insufficient funds given that the evidence supported otherwise. This renders the […] decision unreasonable.”

Litigate your refusals because they are shared with other countries: Kurland CONTINUED FROM 1 THIS came as no surprise to Kurland. He told The VOICE that the officer’s decision that the judge slammed “may be the result of insufficient time to actually read information and documents.” He added: “If IRCC is using Data Analytics rather than examining the evidence you are going to see more cases in federal court.” Kurland pointed out: “How many people are going to actually go to Federal Court? Very small number. How much money could they save by mass volume AI [artificial intelligence] decisionmaking? Huge dollars.” He elaborated: “It’s a question of how many negative decisions are insufficiently reviewed by the human? And the key there is exactly how many negative decisions that are the product of AI
are being reviewed per hour per officer? And I did just a back-ofthe-napkin calculation – if threequarters of the applications are being done by AI, mostly rendering positive decisions, some rendering negative – and you’ve got about 20-25 per cent of the volume being done by available humans. “Now the volume of applications being done by humans is very large and the number of humans is very small. So some of this stuff it may well be that a human has 10 minutes, if that, to review a file. So how do you go through 100 pages of information and documents plus reading all of these application material – and the review notes of the junior officer or the AI machine?” Kurland said that the AI decisionmaking system was initially tested in China and that lasted about a year to year and a half. It was
expanded to Delhi and then to Ankara (Turkey). He said: “I am trying to track are the federal court volumes that are related to the introduction of AI systems or visa decision-making, and the data is just not out yet.” KURLAND then said: “The message that I am almost willing to send is if you have been refused, challenge it. I have had decisions where the refusal letter says “we have to balance your family in Canada and your family in home country to make our decision” – and there is no family to Canada! It’s part of their template for refusal. What I am going to suggest to people is you’ve got to sue.” Kurland noted that the Supreme Court of Canada had recently ruled that decisions now have to be more rational and you have to have a rational analysis behind your decision. He added: “These
boilerplate refusal letters are not rational analytical decisions. You cannot do this anymore according to the Supreme Court of Canada.” He also warned why this was so important: “Unless people challenge these decisions, the AI system in future pings on a previous refusal and you are out again. Worse, the refusals are being shared with other countries – European countries, US, Australia, New Zealand. So their AI systems or decision-making systems will take into account the factor that Canada said no … which is why I have been encouraging people to consider litigating their refusal.” Interestingly, he added: “And mind you, for these types of refusals, most get settled. Of my 2019 cases, 22 out of 27 were settled and sent back to the visa office for redetermination by a different officer.”
South Asian students settle class-action lawsuit against Niagara College in Ontario The college has offered to compensate each student between $7,500 and $20,000 THE Ontario Superior Court of Justice has approved a settlement between Ontario’s Niagara College and its international graduates. The student behind the classaction lawsuit, Anish Goyal, who has a background in IT project management from India, finally received a three-year work permit. Members of the class action are not allowed to speak with the media as part of the settlement terms. There are at least 100 former international graduates who are part of the lawsuit and that number could reach 500. Some of the students had to leave the country in 2015 as immigration officials rejected their
work permit applications because their credits were earned through the college’s online courses. The government did reverse some of the refusals later, according to the Toronto Star that along with the St. Catharines Standard newspaper carried out an investigation about international students in colleges in Ontario. The series found the admission of international students in such large numbers has resulted in governments, recruiters, academic institutions and employers directly, and indirectly, have been profiting. International students are willing to pay hefty tuition fees and even put up with
abuse and exploitation in some cases to settle down in Canada. The Star reported that according to the settlement terms, the college has offered to compensate each student between $7,500 and $20,000, depending on their circumstances. “The students had alleged the school and its representatives misled them to believe that by completing the mostly online general arts and science diploma transfer program, after finishing a year of graduate or postgraduate schooling in Canada, they would qualify for a three-year work permit,” the Star reported. But they later found out that the college’s four-month program
didn’t meet the immigration department’s work permit requirements because it was considered distance learning. This week’s settlement covers international students who graduated from the general arts and science diploma transfer program between September 1, 2013, and August 31, 2016, and who were initially denied a three-year postgraduation work permit “due to distance learning.” The judge also approved total fees of approximately $950,750 to the students’ lawyers from the compensation settlement, besides $250,000 in legal fees, disbursements and applicable taxes from the college.

Lyft and Uber’s apps until a judge had heard a judicial review of the Passenger Transportation Board (PTB) decision to approve ride-hailing licences. The association had argued that the PTB decision would cause irreparable harm to taxi businesses, but Justice Veronica Jackson said their evidence of revenue decline blamed on ride-hailing competition was “scant at best.” The cab companies have argued that a lack of limits on fleet size and large operating areas for ride-hailing companies creates unfair advantage for those companies.

BC Container Trucking Commissioner failing on implementation of government mandated rate hikes: UTA ‘Recent increase for hourly Independent Operators is late and completely inadequate’ THE announced 10% increase to the hourly rate for Independent Operators (“IOs”) by the BC Container Trucking Commissioner not only ignores a time frame laid out by the BC Government in early 2019, but also fails to meet rates being paid by companies voluntarily within the local drayage sector, says the United Truckers Association (UTA). In spite of recognition that the Office of the British Columbia Container Trucking Commissioner’s own 2018 rates and remuneration report states that “the IO hourly rate should ultimately be set at approximately $70.00 per hour,” the Commissioner has waited nearly one year to implement a paltry 10% increase. Further, he provides no specifics on a plan to get to the $70 target, the UTA points out. This is yet another example of the disconnect that exists between the government’s policy directives and the Commissioner’s motivation to fulfill such measures, says UTA spokesperson Gagan Singh. “The UTA spent a year negotiating with government to achieve these rate increases, and yet Commissioner Mi-
Gagan Singh chael Crawford has taken one year to implement them,” adds Singh. “On top of this, the rate increase of 10% is significantly less than several companies are already paying hour IOs, not including the additional bonuses they are receiving for certain hours and loads carried.” The Commissioner was also directed by the government to conduct a new rate review no later than 2020, yet because this implementation is already six months behind, that rate review is unlikely to be undertaken or enacted as instructed. The UTA is also struggling with the lack of enforcement regarding illegal off-dock activity, which was one of the
main causes of the 2014 Port of Vancouver labour disruption. In spite of years of promises that the Commissioner will be stepping up oversight of companies using illegal carriers, it is estimated that 30-40 per cent of all current off-dock work continues to be conducted by unlicensed companies, says the UTA. Much of the promises arising from the Commissioner’s office seems to be lip service without any concrete plans on how to achieve their goals, adds Singh. “The only way for illegal off-dock activities to be controlled is for the implementation of infrastructure restricting access to everyone but licensed providers, but off-dock facilities remain the same as they were in 2014,” says Singh. “Commissioner Crawford is aware that there is no way to enforce such activities in real time, yet he continues to make commitments he cannot live up to.” The UTA will be holding its first general meeting at the Grand Taj Banquet Hall on February 16. A large crowd of IOs, employee drivers and unionized workers is expected.

Shaikh Hussain arrested in 2019 homicide of Fizul Mohammed in Vancouver VANCOUVER Police announced on Friday that they have made two arrests in relation to a 2019 homicide that took the life of 43-year-old Fizul Mohammed. Mohammed was murdered
on November 28, 2019. He was injured in the Downtown Eastside, but police were called to Robson and Denman Street where he was found in medical distress. He was taken to hospital, where he died.
Shaikh Hussain, 26, of Vancouver has been charged with one count of seconddegree murder. Trent Harper, 24, of Vancouver has been charged with one count of manslaughter. Both men are in custody.

Cheryl Ashlie nominated as BC Liberal candidate in Maple Ridge-Pitt Meadows THE BC Liberals have officially nominated Cheryl Ashlie as the party’s candidate in Maple Ridge-Pitt Meadows for the next provincial election. Ashlie’s nomination was confirmed on Saturday by a packed room of party members. The former three-term school trustee and two-term city councillor, who was named Maple Ridge Citizen of the Year in 2017 for her communitybuilding volunteer leadership, will start working right away to earn the support of local residents. Alongside BC Liberal Leader Andrew Wilkinson, speakers in support of Ashlie’s candidacy at the meeting included Maple Ridge councillors Judy Dueck and Ahmed Yousef. ICBC premiums will be lowered by about 20%; no basic rate change this year THE Province announced on Thursday that it is transforming ICBC by removing lawyers and legal costs from the system to reduce rates and substantially increase care benefits.
Legislation will be introduced in the coming weeks that will lower ICBC premiums by approximately 20% – an average of $400 in savings per driver. At the same time, maximum care and
treatment benefits for anyone injured in a crash will increase to at least $7.5 million, and new benefits will provide care for those most seriously injured, for as long as they need it. These benefits will be available to every British Columbian without having to hire a lawyer. These improvements will be achieved by removing the majority of legal fees and other costs associated with the current litigation-based system. The new care-based insurance system is forecast to remove more than $1.5 billion in the first full year, savings that will be passed on to ICBC customers through lowered insurance rates. To give British Columbians confidence that they will be treated fairly, the planned legislation will require ICBC, by law, to assist every person who makes a claim and endeavour to ensure they receive all of the care and benefits to which they are entitled. Customers who still have complaints or disputes about their claim, benefit payments or fairness issues wil not need a lawyer to have them resolved. They will have recourse through: * the Civil Resolution Tribunal, which is indepen-

As ICBC transitions to this new care-based model, government’s previous work to improve the finances at ICBC means there will be no basic rate change this year. The 0% basic rate change that takes effect on April 1, 2020, is the lowest any government has delivered in almost a decade. Without significant changes, rates would need to continue to rise by about 35% over the next five years. Highlights of Enhanced Care coverage: Government will introduce legislation to create the new care-based system, which would take effect on May 1, 2021, so that British Columbians will benefit from: * average savings of $400 on their premium, compared with the previous full-year policy; * care and treatment benefits that are 24 times higher than today, up to at least $7.5 million; * wage loss coverage that is 60% higher than today; and * new benefits – such as benefits for full-time students, caregivers, those working in the family business or those approaching retirement, who suffer income loss following a crash – replacing lump-sum payments that were previously awarded only through lengthy and expensive litigation. Premier John Horgan said: “It’s time for change at ICBC. The old government ignored ICBC’s problems, allowing it to become a system that made lawyers rich, while drivers paid too much for insurance. We’re going to transform ICBC to lower rates for B.C. drivers – saving you an average of $400 on your insurance, while also improving care for people who have been injured in a crash.” David Eby, Attorney General, added: “You shouldn’t need a lawyer to access the benefits you’ve paid for. By removing expensive lawyers and legal fees from the system, we are making ICBC work for British Columbians again with more affordable insurance rates and much better coverage, so anyone injured in a crash gets the care they need.” Christine Bradstock, CEO, Physiotherapy Association of BC, said: “As physiotherapists, we often see patients who require longer treatment times in order to fully recover or get back to full function. With these changes, patients will have the peace of mind knowing that their care and treatment benefits will be there when they need them and for as long as they need to get better and return to their daily lives.” Dr. Kathleen Ross, President, Doctors of BC, noted: “As physicians, our priority is to ensure that patients get the best possible care. The new care-based model provides significantly better coverage for people injured in traffic accidents through major increases in the level of medical care and supports for recovery. Those systems have kept rate changes steady, near 0%. * Under Enhanced Care coverage, a driver who is responsible for a crash will continue to be found at fault. This will remain a primary factor in what drivers pay for their insurance. If a driver causes a crash, their premiums will go up. * Those injured by dangerous drivers convicted of certain Criminal Code offences, such as impaired driving, will still be able to sue for additional compensation. Two new cases of coronavirus in B.C. ‘Risk of spread of this virus within B.C. remains low at this time’ HEALTH Minister Adrian Dix and Dr. Bonnie Henry, B.C.’s Provincial Health Officer on Thursday announced two new cases of novel coronavirus in B.C. The people affected are in the same household and have been in close contact with the previously reported second confirmed case announced on February 5. The three cases and all close contacts remain in isolation at home. They said: “The two individuals are presumed positive based on local testing, and samples have been sent to the National Microbiology Laboratory in Winnipeg for final confirmation. One individual is male, the other female, and both are in their 30s. They are visitors to the Vancouver Coastal Health region from Hubei province, China. “Vancouver Coastal Health continues to investigate. Their close contacts have been identified and continue to be followed by the health authority. “Our knowledge of 2019-nCoV continues to grow as new information becomes available. Across the country, the federal, provincial and territorial governments are using this new evidence to inform and adjust our public health actions as circumstances develop globally. “We want to reassure people that the risk of spread of this virus within British Columbia remains low at this time. We are watching the situation very closely and will notify the public if measures in B.C. change. The goal is rapid identification of potential cases, timely care for those who need it and prevention of local transmission. “Now is the time for tolerance. RCMP investigate suspicious package in Newton AT about 12:40 p.m. on February 1, Surrey RCMP received report of a suspicious package that was located in the parking lot of King’s Cross Shopping Center in the 7400-block of King George Boulevard. Surrey RCMP frontline members attended and cordoned off the area. Investigators examined the package and ordered a full evacuation of the nearby Michael’s department store out of an abundance of caution. The area was closed off to the general public. The RCMP Explosive Disposal Unit was called in. It was confirmed the package did not pose a threat to the public. A part of the shopping complex was closed as a precautionary measure for some time. THE Trial Lawyers Association of BC (TLABC) said on Thursday it is deeply disappointed to see the provincial government’s announcement of a no-fault insurance scheme for British Columbia. Not only is this a broken 2017 campaign promise, this is an alarming move that puts injured and vulnerable British Columbians at further risk, it added. “In the spring of 2019, the provincial government introduced legislative changes, including what they promised the pub-
lic was a “minor” injury cap. In fact, the cap included brain injuries, depression, PTSD, chronic pain and many other serious injuries. Nine months into this new law, government is announcing the injury cap policy has failed,” said John Rice, TLABC President. “This is a broken promise to British Columbians, a failed policy, and now a deliberate taking away of the right of British Columbians to receive fair access to courts and fair settlement for those injured on our
roads.” He added: “Today, this government is doubling down on its failed policy to take away the legal rights of British Columbians while protecting ICBC management who have gotten us into this mess in the first place. Canadian Bar Association, BC Branch’s opposition THE Canadian Bar Association, BC Branch (CBABC) announced on Thursday that it is deeply disappointed in the announcement made by Premier John Horgan and Attorney General David Eby to introduce a “no-fault” insurance plan to address ICBC’s ongoing financial problems. It said it is opposed to no-fault insurance for British Columbians, adding that across the country, these programs have been proven to reduce the rights of injured victims to have their claims assessed based on their individual circumstances. “Our system of justice is built on fairness and the acceptance of responsibility for our actions,” said CBABC President Ken Armstrong. “An innocent victim of an accident has a right to expect that the person at fault for the accident take responsibility for
it. In a no-fault insurance plan, no one but the victims and their families bear the consequences of that accident.” He added: “People have a right to compensation that respects their personal situation. A construction worker who is permanently disabled and cannot be on his feet for more than an hour at a time suffers a different loss than a sales representative with the same injury who can work sitting down. No-fault insurance pays the same amount for the same injury, based on set guidelines – and not by how that injury impacts someone’s earning capacity and lifestyle.” Armstrong said: “The plan also significantly reduces people’s access to justice by making it harder for them to receive legal advice and representation to deal with the same insurer that
the government just announced needs a new Fairness Office.” CBABC said it continues to advocate for real and meaningful change at ICBC, including measures that will decrease the incidence of motor vehicle accidents and accident-related injuries along with developing a system of premium assessment that motivates reasonable and prudent behaviours, and penalizes risky and unsafe behaviours. CBABC welcomed the opportunity to consult with government on the best path forward for public insurance in British Columbia. The Canadian Bar Association is the professional organization representing more than 36,000 lawyers, judges and law students across Canada with 7,000 members in British Columbia.

Special mediators appointed in coastal forestry dispute LABOUR Minister Harry Bains on Thursday appointed Amanda Rogers and Vince Ready as special mediators in the eight-month collective bargaining dispute between Western Forest Products and the United Steelworkers Local 1-1937. “This dispute has taken a huge toll on workers and their families as well as the entire coastal forestry community. We want to see everyone get back on the job,” Bains said. “As Minister of Labour, I have decided to appoint special mediators Ready and Rogers with additional powers under the Labour Relations Code to help the parties reach an agreement as soon as possible.” The parties will be brought together by the special mediators to reach an agreement through collective bargaining. If the parties don’t reach an agreement, the mediators will provide the parties and the minister with recommended terms for settlement which they will have five days to accept or reject. The minister of labour also can make the terms of settlement public. “I am confident that with the assistance of two of the nation’s top mediators, and the additional powers provided to them under the Labour Relations Code by this appointment, both sides can achieve a deal that ensures the sustainability of coastal forestry jobs and supports the terms and conditions of employment important to workers,” Bains said. ON Wednesday, BC Liberal Forestry Critic John Rustad called on the BC NDP to intervene immediately in the labour dispute between Western Forest Products and the United Steelworkers following Tuesday’s announcement that Vince Ready and Amanda Rogers have pulled out as mediators. “We are in the eighth month of deadlock and the NDP can no longer sit on the sidelines and watch further hurt be inflicted on coastal communities when it’s clear no agreement is on the

Housing report proves NDP government’s continued failure: BC Liberals BC Liberal Housing Critic Todd Stone is calling out the NDP government for their continued failure on the housing file revealed in their carefully-worded BC Housing Q2 report released on Wednesday. “We received a first quarterly report during the fall showing that, despite their promise to build 114,000 new housing units, the NDP is failing to deliver anywhere close to their targets,” said Stone. “Now they have released this second report which shows that they are continuing to fail British Columbians and have barely opened any additional homes.” The latest report shows that only 151 more units were opened under the NDP in the second quarter of 2019, up from 2,279 units. After the Q1 report showed that 51 per cent of units planned by the NDP “have been announced but no commitment has been made towards them,” the Q2 shows that 6,143 homes are still tied up in the same “initiation” phase with no funding commitment. The report shows again that just 71 affordable rental units have been completed to date under the NDP. Over 42 per cent of projects under active construction have seen a major or minor delay. “It is clear Housing Minister Selina Robinson does not want to tell the whole story on this issue and has gone out of her way to convince people that she is reaching her goals, yet the reality is quite different,” said Stone. “The NDP government needs to admit that their housing plan is a huge failure, and they’re increasingly unable to fulfil their promises to deliver on housing affordability for British Columbians.” At this rate, it would take Horgan’s NDP government over 100 years to fulfil their promise to build 114,000 new housing units, he added. In addition to charges against Abd’l Malik Loubissi-Morris, which were announced in December 2019, a further arrest, additional charges, and a significant seizure of evidence has taken place. This investigation began on July 9, 2017, following a shooting that took place in the 7600-block of 147A Street. The shooting resulted in injuries to an innocent bystander, a 62-year-old woman, who was visiting Surrey from Ontario. The Surrey RCMP Serious Crime Unit immediately took conduct of the investigation and entered into a conspiracy to commit murder investigation that involved a number of police investigative techniques. Back in July 2017, The VOICE had reported that investigators believed that those who had been targeted fled in a black Hyundai vehicle. The Hyundai was last seen with front-end damage; the bumper had fallen off. The suspects were seen driving away in a red pick-up. Moments later, police received reports of a red pick-up on fire in the 9000-block of 150th Street. Witnesses reported that two males were seen fleeing the area. Surrey RCMP Serious Crime investigators believed that this was a targeted event between two parties that were known to each other in some manner. As the investigation advanced, it expanded to include concurrent investigations in Vernon and Kelowna. The Combined Forces Special Enforcement Unit (CFSEU), and the Kelowna and Vernon RCMP, worked in a coordinated effort with the Surrey RCMP, obtaining numerous judicial authorizations, including a search warrant for a residence in Kelowna. As a result of the combined investigations, police located and seized cell phones, approximately $177,000, significant quantities of fentanyl, cocaine, heroin, methamphetamines and ketamine, as well as six firearms. On January 30, charges were laid against Abd’l Malik Loubissi-Morris, Tien Roy Mai Dang, and Noah Didhra. Each of these men are facing 15 separate charges, including conspiracy to commit an indictable offence; possession of a controlled substance for the purpose of trafficking; possession of the proceeds of crime; and possession of a firearm. Abd’l Malik Loubissi-Morris has been in custody since his arrest on December 11, 2019, and Tien Mai Dang was arrested on January 30 without incident. Didhra’s laywer, Tom Doust, emailed The VOICE on Wednesday: “Mr Didhra turned himself in this morning in Vancouver on Kelowna Provincial Court file #93751-1 (nothing about a shooting). Loaded shotgun seized from suspected drug trafficker in Surrey THE Surrey RCMP Gang Enforcement Team (SGET) has seized a loaded shotgun and paraphernalia consistent with drug trafficking following a search warrant at a residence in Guildford.

On January 29, the SGET executed a search warrant at a residence in the 14800-block of 107A Avenue, related to an unlawful weapons possession investigation. During the investigation police located and seized a loaded shotgun, small amounts of suspected narcotics, along with drug processing and packaging materials consistent with drug trafficking. An 18-year-old Surrey man, was arrested at the residence and later released. The SET is continuing this investigation. No charges have been laid at this time. “SGET is continuing to be successful at gathering intelligence on the street and converting it into arrests and firearms seizures,” said StaffSgt. Surrey RCMP officers assaulted during impaired driving investigation ONE man was arrested and held in custody following a traffic stop that led to an assault on two Surrey RCMP officers. On Sunday, February 2 at 8:50 p.m., two Surrey RCMP officers conducted a traffic stop, and initiated an impaired driving investigation with a driver in the area of 24th Avenue and 184th Street. The driver exited his vehicle and, as police detained him, he allegedly began fighting aggressively and attempted to remove the firearms from their holsters. The man was able to gain access to one of the officers’ Conductive Energy Weapon (CEW), discharging it into his own leg and the officer’s foot. An urgent call for backup was initiated and officers from both Surrey RCMP and Langley RCMP responded. The driver was arrested and brought to the hospital for evaluation. He was taken into police custody following his release from the hospital. The driver, a 41-year-old Surrey resident, was arrested for two counts of assaulting a peace officer with a weapon, two counts of assault with intent to resist arrest, three counts of disarming a peace officer, one count of resist arrest, impaired operation of a conveyance, and fail or refuse to provide sample. Both police officers were injured during this incident. They were treated and released from the hospital, and are now recovering. “The job of policing brings with it a certain amount of risk, especially when we pull over vehicles and interact with a person we may have limited information on,” said Constable Richard Wright on Monday. “This incident serves as an example of how quickly a situation can change for police, especially when a suspected intoxicated individual is involved.”

Cedric Hughes THE appeal of a brand-new shiny car is undeniable. There seems to be some level of prestige attached to driving a vehicle which has never been driven by another person. And let’s not forget that new car smell. It has even been simulated in air-fresheners so that your not brand-new car can trick people into thinking that it is brand-new. Beyond the status symbol that owning a new car may provide, what are some other advantages of owning a new car? New Car Advantages One of the main advantages of buying a brandnew car is that you know that the vehicle has a completely clean history. So far, nothing has happened which would void the warranty on any of its components and therefore if anything goes wrong you have some peace of mind. Another advantage is that the car dealer might work out a lower interest rate for you if you finance the vehicle, but ultimately that loan is probably larger for a brand-new vehicle than a used vehicle anyway so it might not be too advantageous. Depreciation, Depreciation, Depreciation At one point or another, you have likely heard about how cars significantly lose their value the moment they are driven off of the lot. The rumours of exactly how much that depreciation is can vary but typically it is around 11% of the total value of the vehicle. For example, if you buy a $30,000 brand-new vehicle, by the time you get home from the dealership it could now be worth as little as $26,700. By the end of the first year, your vehicle may have depreciated as much as 25%! A vehicle depreciates at the steepest rate for the first two or three years, after which point it starts to level off. Knowing this information, you have to ask yourself, is the prestige of owning a brandnew car really worth the large financial hit due
2 alleged sexual assaults at Surrey therapeutic clinic SURREY RCMP on Wednesday announced that they are investigating two alleged sexual assaults at a therapeutic clinic. The alleged sexual assaults are both reported to have taken place in January at the HealthLand Clinic, located at 7128 King George Boulevard in Surrey. In both incidents the victims were allegedly sexually assaulted by an employee while receiving massage treatment. A suspect, who is described as a 48-year-old Asian man, was arrested and has been released pending further investigation. As charges have not been laid the identity of the suspect is not being made public at this time. However, investigators believe there may be additional victims who have not yet come forward, and so to further the police investigation, the RCMP has disclosed the business location. Healthland Clinic has two locations in the Lower Mainland, one in Surrey and the other in New Westminster. It is believed that the suspect in these assaults has performed massages at both locations. “Reporting a sexual assault to police can be a very difficult thing to do, as it is a very personal incident,” said Constable Richard Wright. “Our investigators take allegations of sexual assault very seriously and work closely with our Victim Services to ensure emotional support is provided throughout the investigation and court processes.” Anyone with more information, or who may have been a victim of a similar offence at these clinics is asked to contact the Surrey RCMP at 604-599-0502, or New Westminster Police at 604-525-5411.
