PTB decision on Uber and Lyft that creates a distinct disadvantage to taxis is not reasonable: BC Taxi Association BC Taxi Association President Mohan Kang told The VOICE on Thursday that the association had accepted that “ride shares would be implemented in some reasonable form,” adding, “however, to implement ride shares in a manner that creates such a distinct disadvantage to taxis is not reasonable.” He said: “That was and remains our position.” Kang pointed out: “The taxi industry has not taken the position that there should never be a ride share regime in BC.” He said the association had read and carefully considered the decisions of the Passenger Transportation Board of January 23 on approving Uber and Lyft ride sharing and noted that the applications have been approved in spite of their position that approving ride share with “no limit on the number of vehicles operating will not be in the public interest as it will hurt the taxi industry to the point that the taxi industry cannot continue in its present format.” Also, “the lack of any defined
Mohan Kang. Minister says government committed to work with both the ride-hail and taxi industries CONTINUED FROM 1 He also pointed out: “Ride shares are not required to make any vehicles available for accessible transportation, which taxi licenses are required to do.” Also, “ride shares enjoy a much better insurance rate with ICBC, over taxi rates which are much higher for the same work,” he said. Kang said: “The decisions are currently in the hands of our lawyers and we will be meeting with them in due course to consider their recommendations and to decide on a go forward plan for BCTA.” THE Passenger Transportation Board announced on Thursday that it has completed its review of four additional applications from ride-hailing companies and approved Uber Canada Inc. and Lyft Canada Inc. to operate in the Lower Mainland and Whistler. The Board has declined to approve the application of ReRyde Technologies Inc. to operate in the Capital Regional District (CRD), Vancouver Island (excluding CRD) and the Okanagan-
Kootenays-Cariboo region. The Board has also declined to approve the application of Kater Technologies Inc. to operate in the Lower Mainland, Whistler, Capital Regional District, Vancouver Island (excluding CRD), the OkanaganKootenays-Cariboo region, and BC North Central and other regions of BC. The Board said that the decisions were made after a careful review of the extensive materials received during the application process which included supporting information provided by the applicants and submissions from interested members of the public and stakeholders. It added that the Registrar has been directed to issue licences to Uber Canada Inc. and Lyft Canada Inc. The next steps for the approved applicants after receiving licences from the Registrar are to secure appropriate motor vehicle insurance and to work with municipalities in their operating areas to ensure compliance with local by-laws. The Board said it has received a total of 29 ride hailing applications to date and
Claire Trevena with Thursday’s announcement it has issued decisions on six of them. The Board is in the process of reviewing pending applications and is working towards issuing further decisions on ride hailing applications as expeditiously as possible. It said the review process is taking time because of the large number of applications that have been filed and the significant volume of materials involved. The Board will notify the public as soon as additional decisions have been made. CLAIRE Trevena, Minister of Transportation and Infrastructure, said that the government is committed to work with both the ridehail and taxi industries to address outstanding areas in the coming months and
futures issues as they arise. She added: “We will continue to support a passenger transportation industry that gets people safely where they need to go and ensures sustainable livelihoods for drivers.” Trevana said in a statement: “British Columbians have been asking for new ride hailing services since 2012, but the old government failed to get it done. Our government did the hard work and delivered. “Over the last two years, our government has been diligent in developing a framework that puts passenger safety first, and we remained steadfast against pressures to abandon the safety measures we put in place. Road users can now be confident that B.C.’s ride-hailing services will comply with some of the highest safety standards in North America. “Since September 2019, the Passenger Transportation Board has been reviewing applications from 29 ride-hail companies and submissions from stakeholders. In the board’s decisions, it has committed to closely monitoring fleet
sizes and minimum pricing to avoid potential impacts on traffic congestion and to ensure adequate incomes for drivers.” Quick Facts: * In fall 2018, the provincial government passed the Passenger Transportation Amendment Act permitting ride-hailing companies to apply to the Passenger Transportation Board to enter the B.C. market in a way that protects passenger safety. * Subsequent regulations require ride-hail drivers to hold a Class 4 driver’s licence and undergo a vulnerable sector check – the most stringent type of police information check. * On December 12, 2019, the TransLink Mayor’s Council endorsed an intermunicipal business licence in order to have ride-hailing companies obtain a single licence to be able to operate across Metro Vancouver. * Government is committed to working with both ride-hail and taxi companies to address concerns moving forward.
Surrey Mayor McCallum concerned about taxi industry SURREY Mayor Doug McCallum on Friday said that the approval of ride hailing companies in Metro Vancouver by the Passenger Transportation Board does not change his position on this issue. He said: “What continues to be my chief concern is the unfair advantage that has been created without
any regard as to how it will impact those who are employed in the taxi industry. It is no secret that a large percentage of cab drivers live in Surrey and the modest wages they earn go to support their families. As residents and as my constituents, it is my duty to do what I can to ensure that these jobs are not lost due
Doug McCallum
to an unfair advantage that has been arbitrarily put in place.” McCallum added: “The taxi industry meets the needs of all its passengers by having vehicles for hire that can accommodate people of all abilities. Until I am assured that a level playing field is established, I will not be supporting the issu-
ing of ride hailing business licenses and, if there is a need, I will be asking for an increase in taxi licenses for operation in Surrey. I look forward to hearing about how the region will work with the province to ensure there is fair competition in the marketplace between ride hailing companies and the taxi industry.”

CFSEU-BC seizes about 50 kg of suspected heroin, other drugs THE Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC), British Columbia’s integrated anti-gang police unit, has made one of the largest drug seizures in recent years – approximately 50 kilograms of combined suspected drugs. “A seizure of this size will undoubtedly have a significant impact on the individuals and group that we seized it from to operate,” said Superintendent Paul Dadwal, the CFSEU-BC’s Acting Chief Officer, on Monday. “While we have a lot of investigative work ahead of us, we have been able to, at the very least, take tens of thousands, if not millions, of potentially deadly doses of fentanyl and other drugs off the streets.” On January 8, while conducting a targeted investigation into potential prolific drug traffickers, CFSEU-BC officers observed what they believed was a significant drug transaction taking place. Members of the CFSEU-BC’s Uniform Gang Enforcement Team (UGET) attempted to stop a vehicle involved in the suspected transaction
detection, the two individuals in the vehicle were arrested. Seized was approximately 38 kilograms of suspected heroin and 10 kilograms of suspected imitation Percocet, which are both believed to contain fentanyl. Also seized was 1.5 kilograms of suspected methamphetamine. As a result of this, investigators with CFSEU-BC have also conducted six additional search warrants in the Lower Mainland area. In addition to the almost 50 kgs of drugs, also seized is approximately $20,000 cash and three firearms. The two men who were arrested have since been released without charges as the CFSEU-BC’s investigation into this significant quantity of drugs continues. The CFSEU-BC thanked Surrey RCMP, the RCMP’s Air Services Air 1 helicopter, the Integrated Police Dog Services and the Lower Mainland District Emergency Response Team for their assistance. Anyone who has information about the drugs seized is urged to contact CrimeStoppers, the CFSEUBC, or their local police.
CFSEU-BC Acting Chief Officer, Superintendent Paul Dadwal, displays the massive amount of drugs and three firearms seized at Monday’s press conference. All photos by JAY SHARMA of Mahi Photo Studio in the area of Highway 10 and 130th Street. The vehicle did not stop and the CFSEU-BC officers called for the assistance of Air One, the Lower Mainland District Police Dog Services and Surrey RCMP officers.
With the assistance of other units, the vehicle was found again in the area of 130th Street and 34th Avenue along with another vehicle. With numerous specialized units now engaged, officers observed
a drug transaction take place and were able to intercept the drugs while these individuals attempted to evade being caught. The vehicle was stopped a short distance away. Despite attempting to avoid

Criminal Code; and, - dealing forged employment letters as if they were genuine, pursuant to section 368(1) of the Criminal Code. These offences were allegedly committed between June 1, 2016, and November 2, 2018. The CBSA launched its investigation in September 2018 after identifying a fraudulent job offer letter presented at a port of entry. In total, the CBSA’s Criminal Investigations Section uncovered 34 immigration applications that were linked to fraudulent job offer letters.
The accused was scheduled to make his first appearance in Saskatoon Provincial Court. “Individuals who make a business out of circumventing immigration laws pose a serious threat to program integrity. By investigating and prosecuting alleged offenders, the CBSA works to preserve the fairness of Canada’s immigration system,” said Brad Wozny, Acting Regional Director General, Prairie Region, CBSA.
Gurpreet Singh charged for running fraudulent Saskatchewan immigration scheme
AFTER dismantling a fraudulent Saskatchewan immigration scheme, the Canada Border Services Agency (CBSA) announced on Tuesday that it had laid charges against Gurpreet Singh for his alleged involvement in exploiting work permit exemptions afforded to certain temporary foreign workers. The CBSA alleges that Singh, 34, impersonated registered charities by falsifying job offer letters and then selling them, for profit, to individuals seeking to gain entry to or remain in Canada. He is charged on the following
that the CBSA in Saskatchewan has laid charges in an immigration fraud-related case. * The CBSA encourages members of the public to report suspicious immigration activities to its tollfree, confidential Border Watch Line by calling 1-888-502-9060. * Paragraph 186 of the Immigration and Refugee Protection Regulations outlines the specific circumstances and conditions under which a foreign national may work in Canada without a work permit as a temporary resident.

Ride-hailing has arrived in Vancouver THE City of Vancouver announced on Thursday that it has issued its first ridehailing business licences to Lyft and Uber. Receipt of a municipal business licence is the final step for a company to legally operate ride-hailing vehicles in Vancouver. Companies must also hold a Provincial Transportation Network Service (TNS) licence from the Passenger Transportation Board, which Lyft and Uber received on January 23. “I’m very pleased to announce that ride-hailing is finally coming to Vancouver! We’ve been working hard to prepare for this, and staff have turned around business licences for Uber and Lyft on the same day they were issued by the Province,” said Vancouver Mayor Kennedy Stewart. Following the decision by the TransLink’s Mayors’ Council on December 12 and direction from Council in October, the City said it is actively engaged with other municipalities to develop inter-municipal business licensing for ridehailing companies operating in the Lower Mainland. Until then, Vancouver’s municipal licence ensures ride-hailing vehicles will be on the road in Vancouver
Kennedy Stewart
without further delay for residents. “Vancouver will experience some of the highest road and emissions impacts from the introduction of ride-hailing vehicles, and our licensing ensures our residents gain access to the advantages of ride-hailing immediately without compromising the City’s commitment to passenger safety, increased mobility and accessibility, reduced carbon emissions, and affordability,” said Kathryn Holm, Chief Licence Inspector. For more details on ridehailing in Vancouver, visit vancouver.ca/ride-hailing. Quick Facts Business licensing: •
The annual licence fee for ride-hailing, taxi and
limousine businesses is $155. • As part of the business licence, ride-hailing companies pay a $100 annual per vehicle fee. • Wheelchair accessible and zero emission vehicles will pay a $0 annual per vehicle fee. • Licensing fees cover the program administration costs and analysis of trip and vehicle data submitted monthly by companies. • Data collected will be used by staff to audit and evaluate the impact ridehailing has on transportation and congestion in Vancouver and to enable the Curbside and Congestion Management Permit administration.

said that the area was now safe for the public to return. At approximately 10 a.m., Emergency Services responded to the gas leak which was believed to have originated from a restaurant in the area. No cause was
immediately determined and Surrey RCMP advised the public around 11 am. that they would be evacuating the area. They urged people to avoid the area and closed the roads.

Vancouver City Council passes motion to mark Quebec mosque massacre anniversary VA N C O U V E R City Council has designated January 29 as the Day of Remembrance and Action on Islamophobia. The motion was introduced by Councillor Jean Swanson. Jean Swanson. “I was really happy that my motion on designating January 29 as a day of remembrance and action against Islamophobia passed unanimously,” said Swanson. “We hope that in designating this day, the City of Vancouver will make a commitment to develop a policy and action to fight Islamophobia and all other forms of bigotry,” said Imtiaz Popat of the Coalition Against Bigotry – Pacific. The Motion: WHEREAS 1. On January 29, 2017, a white gunman entered the Islamic Cultural Centre mosque in Quebec City and opened fire on dozens of Muslim worshipers; 2. By the time the shooting had ended, six people had been tragically killed and 19 more were injured: Ibrahima Barry, Mamadou Tanou Barry, Khaled Belkacemi, Aboubaker Thabti, Abdelkrim Hassane, and Azzedine Soufiane lost their lives that night; 3. Muslim communities across Canada were, and continue to be, affected by this and other acts of hate, racism, white supremacy, and Islamophobia—including the anti-Islam rally planned for August 19, 2017, outside Vancouver City Hall; 4. To commemorate January 29, Muslim communities in Vancouver have held vigils, discussions, and other events, including an annual vigil during evening prayers at the Vancouver Al-jamia Mosque on 8th Ave, which is the oldest mosque in BC; 5. The cities of Toronto, Mississauga, Brampton, Markham, Hamilton, and Windsor have all designated January 29 as a Day of Remembrance and Action on Islamophobia. Many municipalities across Canada commemorate the events of January 29 with their Muslim community partners, and there is a nation-wide campaign for the federal government to recognize the day nationally (https://www.january29.ca/about). THEREFORE BE IT RESOLVED THAT Council declare January 29th as a Day of Remembrance and Action on Islamophobia, adding it to its official observances calendar; FURTHER THAT the City of Vancouver acknowledge this day with a proclamation.

Anne Kang is Minister of Citizens’ Services ANNE Kang was on Wednesday appointed Minister of Citizens’ Services, filling the vacancy left by Jinny Sims’ resignation in October following the appointment of a special prosecutor for an RCMP investigation related to her. Kang will connect more rural, remote and Indig-

Michelle Mungall has been appointed as Minister of Jobs, Economic Development and Competitiveness, formerly the Ministry of Jobs, Trade and Technology under Bruce Ralston. She will continue to promote B.C.’s tech sector, economic growth in communities around the province and support business competitiveness. Mungall will be responsible for trade, and engage with industry associations and major sectors on government’s approach to quality economic growth. Ralston has been appointed Minister of Energy, Mines and Petroleum Resources, which was Mungall’s portfolio. Key priorities include implementation of ministry initiatives supporting CleanBC – government’s plan for climate action – and in so doing, support innovation and development in the clean technology sector, including renewable energy and carbon capture and storage. Ralston will also oversee BC Hydro and make sure B.C.’s wealth of clean, renewable electricity powers the province into the future. He will continue to serve as lead minister for consular affairs. “British Columbia has tremendous advantages,” Premier John Horgan said. “We have rich, natural resources, innovative technologies, skilled entrepreneurs and a competitive business environment. Our government has shown that investing in services people need and making life more affordable grows our economy and helps B.C. remain resilient. We’re going to keep working for people and make sure our economy works for everyone, in every region.” With these appointments, B.C.’s cabinet remains gender-balanced. BC Green Party interim leader Adam Olsen said: “The B.C. Green Caucus welcomes Ministers Ralston, Mungall and Kang to their new cabinet portfolios, and we look forward to working with them to advance British Columbia into the 2020s. BC’s economy is primed to capitalize on the opportunities that arise from the emerging economy. I hope that the removal of ‘technology’ from the name of the ministry does not reveal a lack of support for critical role innovation plays in our economy. We have a unique opportunity in this province to harness innovation to build a resilient and sustainable economy – we cannot let this pass us by.”

ON January 23, at approximately 8 p.m., Richmond RCMP responded to a report of a stabbing in the 3500-block of Francis Road. Officers located a 34-year-old male suffering from stab wounds. He was transported to a local area hospital in stable condition with non-life-threatening injuries. Initial investigation has revealed that an altercation occurred between two individuals. The investigation is still in its early stages, but initial indications are that the parties involved are known to each other and there is no threat to the public. Anyone with further information who has not already spoken to police is asked to contact the Richmond RCMP at 604-278-1212 or, if they wish to remain anonymous, Crime Stoppers at 1-800-2228477 or www.solvecrime.ca.

Horgan’s minor shuffle ignores major issues: Wilkinson RATHER than ditching the growing number of NDP ministers who just aren’t doing their jobs, Premier John Horgan keeps showing a lack of leadership on major issues by trying to distract
with a cabinet “shuffle”, said BC Liberal Leader Andrew Wilkinson on Wednesday. He added: “It’s no surprise John Horgan had to replace Jinny Sims while she is under criminal
investigation by the RCMP, but swapping two ministers and calling it shuffle to try to trick British Columbians into thinking he’s got a handle on things is just embarrassing. These changes today do nothing to solve the forestry crisis, stop sky-rocketing ICBC rates, stop rent hikes, or stop our province losing jobs every single month.” Wilkinson said that the NDP job-switch doesn’t address a single concern from British Columbians that have been piling up over the last two years: * What happened to the promise to make life more affordable? * Where is the $400 annual renters’ rebate? * Where is the ICBC fix to unaffordable rates? * Why are modular homes in Maple Ridge and Nanaimo being forced upon communities without the approval of residents and without a long term plan to help our most vulnerable? * Why are there more, not fewer, portables in Surrey schools after promises to eliminate them completely? * Where is the action on the forestry crisis that has been completely ignored?

Andrew Wilkinson “This is a government that made big promises and is now making big mistakes by ignoring the people of this province,” said BC Liberal House Leader Mary Polak. “People are stranded with no ride-hailing, traffic is a disaster in the Lower Mainland, thousands of people in the forestry industry have been out of work for months and John Horgan thinks having two ministers swap offices is a solution to this? British Columbians should be angry that this is the level of leadership we’re seeing from the Premier.”
4 males on visitor visas in suspected paving scheme in Delta in CBSA custody Suspects may be subject to a removal order FOUR individuals linked to scheme whereby homeowners were convinced to pay cash upfront to have their driveways repaved, have been arrested and are now in the custody of the Canada Border Services Agency (CBSA). Delta Police were alerted to the matter on January 19, when a resident reported that a man approached him claiming to own an asphalt company, and offering him a deal on repaving his driveway. The resident became suspicious when he googled the company – Top Style Asphalt Contractors – and found it had no online presence, despite claims of a 25-year history. At the same time as police were conducting this investigation, another complaint came in regarding a resident who had paid $1,500 earlier in January to have her driveway repaved. However, the work was not done at the agreed upon date, and the contractor was not answering phone calls. “One of our officers realized that the two files might be related,” said Cris Leykauf, spokesperson for Delta Police. “Based on that suspicion, she took conduct of both investigations.” Officers then embarked on a comprehensive search of the streets of North Delta on January 19, looking for the van associated to the individuals and located it that same afternoon on 119A Street. Four individuals were arrested and police determined they were in Canada on visitor visas. “We’d now like put out the message that anyone in Delta who paid upfront to have their driveway repaved by Top Style Asphalt Contractors, to please contact Delta Police at 604946-4411,” says Leykauf. It is unknown at this time if Top Style Asphalt Contractors was operating in any other communities, but if this was the case, residents of those cities are encouraged to contact their police of jurisdiction, and reference Delta Police file 2020-1376. The males are now in the custody of the Canada Border Services Agency as part of an Immigration and Refugee Protection Act investigation. They may be subject to a removal order. Homeowners and residents who contract with companies to provide home and garden services are cautioned against paying upfront for services, and are encouraged to check into the company prior to hiring anyone.

Coronavirus: Risk to British Columbians considered low HEALTH Minister Adrian Dix and Dr. Bonnie Henry, B.C.’s Provincial Health Officer, on Tuesday announced that the BC Centre for Disease Control and provincial and federal authorities are closely monitoring the outbreak of respiratory illness linked to a novel coronavirus. They said in a statement: “The risk to British Columbians is considered low. Most cases have been reported in Wuhan and other cities in China. But cases have also been reported outside of China, including Japan, Taiwan, South Korea and Thailand. Today, the United States Centre for Disease Control confirmed a case was detected in a Washington State resident who recently returned from travel to Wuhan. “To date, there have been no cases of illness caused
Adrian Dix by the coronavirus in British Columbia or elsewhere in Canada. “We are watching the situation closely and health-care workers have been asked to be vigilant and take a travel history for anyone reporting respiratory symptoms. “In co-ordination with the Public Health Agency of Canada, our public health teams are responding by closely monitoring the situation and have implemented
screening for early detection of infections for individuals arriving in airports. Quarantine officers are available at Vancouver International Airport to co-ordinate any response required, and Richmond Hospital infection control practitioners are ready to respond to any potential scenario where a patient may require further investigation. “The BC Centre for Disease Control has also developed a diagnostic test for the new coronavirus, which is different from the SARS outbreak when there was no similar test. The centre is co-ordinating staff and supplies to ensure they are prepared to quickly and accurately detect potential cases. “The provincial health officer has also shared awareness notifications to infection control practitioners,
Youth sentenced in overdose death of 13-year-old AFTER pleading guilty, the suspect of a drug trafficking case, which was connected to an overdose death of a 13-year-old, has been sentenced to four months of open custody, two months of community supervision, and 18 months of intensive support and supervision. The youth, who cannot be named because of his age, pleaded guilty on September 24. 2018, to one count of trafficking in a controlled substance. “Essentially, he was sentenced to two months in youth detention, followed
by community supervision, and intensive support and supervision,” said New Westminster Police Sgt. Jeff Scott. “We continue to work closely with our community partners to help educate teenagers about the risk of drug use, and to provide assistance to parents and guardians as they navigate the challenges and complexities of supporting their teenagers.” On July 15, 2017, two teens purchased MDMA from a street-level drug dealer at the 22nd Street Skytrain Station in New Westmin-
ster. The teens were returning to their residence in Port Coquitlam when the 13-year-old went into medical distress and later died in hospital. Toxicology results later confirmed that the 13-year-old died of a lethal overdose of MDMA. The NWPD Street Crime Unit conducted a lengthy and thorough investigation, and with the assistance of the Coquitlam RCMP, Transit Police, and the Vancouver Police, the youth suspect was charged and pleaded guilty.

Vancouver’s first pedestrian fatality in 2020 A collision in downtown Vancouver on Sunday, January 19 has claimed the life of a female and left one male in hospital with serious injuries. Vancouver Police are continuing to investigate. At around 5:20 p.m., a Vancouver woman and her husband, both in their 70’s, were walking in a marked crosswalk at Pacific Street and Richards Street when they were struck by a delivery van, as it made a left turn onto Pacific Street. The driver of the van, a 37-year-old man
from Surrey, remained at the scene and is cooperating with police. The VPD’s Collision Investigation Unit is gathering evidence and speaking with witnesses. Anyone with dash-cam footage who was driving in the area at the time of the collision, or anyone who may have witnessed the collision, is asked to call investigators at 604-717-3012. This is the first pedestrian fatality in Vancouver in 2020.

Ontario: Dilkirat Dhaliwal, 19, of Brampton charged with attempted murder PEEL Regional Police investigators from the 21 Division Criminal Investigation Bureau have charged Dilkirat Dhaliwal, a 19-year-old man from Brampton, in relation to a stabbing investigation. On Saturday, January 18, the victim, a 20-year-old
man from Mississauga, was at a convention centre in the area of Steeles Avenue East and Airport Road in Brampton. At approximately 2 a.m., a large fight involving more than 10 people erupted in the parking lot of the convention centre. The
suspect produced a knife and stabbed the victim several times. The victim was transported to a trauma centre where it was determined that his injuries were serious but non-life-threatening. On Thursday, January 23,

Jagmeet Singh In letters to the Prime Minister Justin Trudeau and other opposition leaders, Singh offered to work with the other parties to ensure this bill, modelled off of the Canada Health Act, quickly becomes law so Canadians can finally get the pharmacare they’ve been promised for decades. “For 23 years, the Liberals have promised pharmacare, but while they say the right words in public, behind closed doors they’re working hard to protect the profits of big pharmaceutical companies,” said Singh. “This legislation is a first step to making the implementation of pharmacare a reality. If Justin Trudeau’s Liberals actually want to help Canadian families, they can work with us and we can deliver the universal pharmacare plan people need.” The New Democrats’ bill follows the recommendations set out in the government’s own Hoskins’ report and, like the Canadian Health Act, will lay out the necessary criteria for provinces to receive funding under the program. Once implemented, a proper pharmacare plan would be free for Canadians and would result in shorter wait times, free-up more hospital beds for those who need them, and save more than $4.2 billion. The New Democrats point out that while Trudeau criticized Stephen Harper’s plan to cut health care transfers to the provinces, as Prime Minister, he has maintained the Conservatives’ cut. That’s why, in addition to asking the Liberals to work with New Democrats to bring in a national pharmacare program, New Democrats are calling on the Liberals to reverse those cuts and

Ranking of repair shops will be placed on ICBC webpage ICBC and industry partners have worked together to redesign collision and glass repair programs to generate savings for ICBC and promote high-performing shops to serve drivers better, says the Province.
Once fully implemented, repair shops will be ranked by performance based on various metrics. The ranking will be placed on a shop-locator ICBC webpage, enabling drivers to make informed choices about

where to take their vehicles for repair, while encouraging shops to be top performers. “After consulting with industry leaders, the redesign of the collision and glass repair programs will improve transparency and accountability of repair shops for drivers who get into accidents and need to choose which repair shop they go to,” said David Eby, Attorney General. “By publicly ranking the repair shops by performance, where repair shops strive to be the top performers, we expect that this will help curb some of the rising claims costs and pressures that ICBC is facing.” The new collision program will take effect February 3 and the new glass program will take effect March 2. Combined, both programs will encompass approximately 1,000 collision and glass repair shops throughout the province. However, the repair shop ranking will be made available only after significant data is collected. “ICBC appreciates the repair industry’s willingness to work with us to manage performance effectively, and we will continue
to consult with our industry advisory committee and technical working group to continuously improve the new programs David Eby over time,” said Nicolas Jimenez, CEO, ICBC. The changes to the glass and collision repair programs come after government launched an operational audit of ICBC, which resulted in recommendations on ways to improve management of material damage vendors. Adrian Scovell, President and CEO, Automotive Retailers Association, said: “The Automotive Retailers Association represents 1,000-plus automotive service providers throughout B.C. We are pleased to have been a part of developing new standards of performance, which will reduce costs and improve service to industry stakeholders and B.C. drivers.” Michael Shurink, Chief Operating Officer, Lift Auto Group, said: “The new collision repair program is a step in the right direction. The program helps drive efficiencies that benefit both the shop and ICBC.” Christine Perry, Regional Manager, Skidmore Group’s NOVUS Glass, said: “As a member of the industry advisory committee, NOVUS Glass appreciates ICBC working with industry leaders to design the new glass repair program. It’s great to see the Province working to develop a program that elevates performance through a new tiered model.” Quick Facts:

* The redesigned programs were developed after more than a year of consultation with industry, including 33 sessions with collision shops and 31 sessions with glass repair shops throughout the province. * Savings will come from improved performance and enhanced governance that drives higher efficiencies via faster processing of claims, faster repair cycle times and greater autonomy for high-performing suppliers. * The new programs are another initiative of government to improve the financial sustainability of ICBC, in addition to improvements to road safety, high-friction pavement and limits to minor injury payments. Key elements of the programs include: * a strengthened governance model, including the use of random and targeted reviews to help reduce when shops have charged for repairs inappropriately, and increased auditing and drop-in visits with shops exhibiting deteriorating performance; * updated equipment and training requirements that would ensure collision repair facilities have the capability to repair the majority of today’s vehicles according to original manufacturer-repair procedures; * implementation of a quality-assessment measure of the shop’s ability to write a fair and accurate estimate, and its ability to adhere to the program’s policies and procedures; * encouraging glass repair over glass replacement, where appropriate, to increase savings for ICBC ratepayers. * In many cases, a small crack or chip in a windshield can be repaired instead of replacing the entire windshield. ICBC’s comprehensive coverage for private passenger vehicles allows customers to have their windshield chip repaired for free with no deductible; and * other performance metrics for repair facilities, such as customer service.

PATTULLO Bridge will be closed overnight on Friday, January 31 and Saturday, February 1 from 9 p.m. until 5 a.m. The bridge will be temporarily closed during these times for the testing of a recently installed early seismic warning and wind monitoring system. The system’s sensors are designed to detect early warning signs of a significant high wind or seismic event. Upon detection, traffic control gates, similar to those at railway crossings, will block the bridge entrances. The system will also initiate advanced warning lights and digital bridge closure signs alerting bridge users of the closure. The system will be ready for activation upon successful testing, according to a statement from TransLink. Installation includes: * Seismic activity and wind warning sensors * Bridge closure devices * Advanced warning lights and signs Pattullo Bridge users are encouraged to use the Port Mann or Alex Fraser bridges as alternatives during the closures. N19 bus trips will be re-routed over the Queensborough Bridge during the closures. Affected customers should plan for an additional 30 minutes of travel time. Emergency vehicles will be able to cross the bridge in both directions at all times. “We thank bridge users and neighbours for their patience while we work to maintain the safety and functionality of the Pattullo Bridge until its replacement,” said TransLink spokesperson.
Masked men rob 2 long guns from New Westminster residence ON January 21, at approximately 9:20 a.m., the New Westminster Police Department patrol members responded to a report of a break and enter at a residence located in the area of Ewen Avenue and Wood Street. The resident alleged that two masked men broke into her residence and located a gun safe. One suspect watched over her and would not allow her to leave, while the other suspect forced open the safe, stealing two long guns. The two masked men then fled in an older model, red Honda CRV. Of note, the CRV was missing the front right hub cap. “This is a very concerning situation that happened, and we are working hard at gathering evidence to locate and arrest the suspects,” said Sgt. Jeff Scott. “This appears to be a targeted and isolated event; however, we are looking for witnesses and anyone with video surveillance. If someone was driving in the area around the time and they have dash-camera footage, we would like to hear from them.” The two firearms were securely and properly stored at the time of the break and enter. Anyone with information or video surveillance is asked to contact Detective Mike Holley at 604-5255411.

RCMP investigating Delta Police officer; allegation is of ‘sexual nature’

THE Surrey RCMP are conducting an investigation into the actions of a Delta Police officer at the request of the Delta Police Chief. An allegation of an offduty incident was brought forward to Delta Police management in December 2019. After an initial examination of the allegation, it was determined the matter warranted a criminal investigation. The allegation is of a sexual nature and concerns Delta Police Department two off-duty Delta Police Chief Neil Dubord officers, and did not occur in a police facility. It does not involve any members of the public. One officer has been suspended with pay while the investigation proceeds. “This allegation is extremely concerning,” said Delta Police Chief Neil Dubord on Thursday. “Police officers are – rightfully so – held to a higher standard both on- and off-duty. That is why I wanted to be as open as I could about the process that’s now underway. It is important that this allegation be investigated fully by an independent police department.” Once the RCMP concludes the criminal investigation the Vancouver Police Department will assume responsibility for a Police Act investigation that will be overseen by the Office of the Police Complaints Commissioner, he noted. “While we must wait for the investigation process to unfold, we will take the time to look inward, and ensure our policies are robust and appropriate, and that all our officers and employees have a good understanding of them, and their responsibilities both on- and off-duty,” added Dubord. As this matter is the subject of an active investigation, the Delta Police Department is not in a position to provide any further comment.

What emergency items do I need in my car for winter driving?
Cedric Hughes BY DOMINIQUE MCCRIMMON (Paralegal), CEDRIC HUGHES (Lawyer) Ed. IN last week’s article, we discussed a few tips for driving in the snow. The snowfall may seem like a distant memory now, but don’t be fooled. We will likely experience more snow in the Greater Vancouver area before spring arrives, and you may find yourself just as unprepared then as you did last week. Knowing how to drive in the snow is important for the safety of yourself as a driver as well as the other drivers on the road. However, accidents still do happen and it is equally as important to stock your vehicle with emergency items during the winter driving months. The Basics The number one thing that any vehicle should have is a First-Aid Kit. This is not just a seasonal necessity; it is something you should have all year round in case of an emergency. Another basic item that can often be overlooked are sunglasses. The glare from the sun shining off of ice or snow can be blinding and impair your ability to drive safely. Another essential item that we recommend all vehicles having is ideally a dual ice scraper and snow brush tool. While your uncle may swear that his credit card does the trick, realistically it is best to have a proper scraper in case of heavy snowfall or overnight freezing. This tool can be used for a third purpose if you are desperate – the scraping side can be used as a passable shovel to help dig out your tires if they get stuck. The Especially Helpful While you may be able to use your scraper as
Julian Johnson is Burnaby homicide victim THE Integrated Homicide Investigation Team (IHIT) on Monday identified the homicide victim in Sunday’s shooting in Burnaby as 28-year-old Julian Johnson and requested public assistance to further its ongoing investigation. Johnson was known to police and his homicide is believed to be a targeted incident that is linked to the ongoing Lower Mainland gang conflict, IHIT said. On January 19 at around 6:30 p.m., Burnaby RCMP responded to reports of a shooting at the Chevron gas station at 4487 Canada Way. A man, now identified as Johnson, was found at the scene with gunshot wounds. He was taken to hospital where he succumbed to his injuries. A black Nissan Rogue was identified as a suspect vehicle from the gas station and was last seen eastbound on Highway 1. Later in the evening, the Langley RCMP received a call of a vehicle fire in the area of 206A Street and 73B Avenue. The burnt vehicle is believed to be the Nissan Rogue from the earlier shooting in Burnaby. IHIT is asking for dash cam video from anyone who was travelling in the following locations and time periods: * Highway 1 between 6:30 and 7 p.m. * Area of 206A Street and 73B Avenue in Langley between 9:15 and 10 p.m. Anyone with information is asked to call the IHIT information line at 1-877-551- IHIT (4448), or by email at ihitinfo@rcmp-grc.gc.ca. Should you wish to remain anonymous, contact Crime Stoppers at 1-800-222-TIPS (8477). For more details, visit our website voiceonline.com
an emergency shovel, ideally you actually have a small shovel of some sort to help dig yourself out of a deep pocket of snow or to break up any ice beneath your tire. If you find yourself needing to shovel your vehicle out of the snow at night, a flashlight would definitely come in handy. Additionally, having an extra pair of gloves and other warm clothing may be a good idea, especially if you find yourself stuck for an extended period of time. These days, most people already own a car charger of some sort for their cellphone, but it is especially important during the winter months when you are more likely to need to call for a tow. Another important thing to remember is that when you are really stuck in the snow and are repeatedly trying to go forward, then backward, then forward again in an effort to free your vehicle, you are burning up gas like crazy. It is always a good idea to top up your tank if it is snowing or the forecast calls for snow and you know you will be driving in it. All of these emergency items can be found on BCAA’s website, plus a few additional recommendations. Ultimately you know your area and
your usual driving routes the best. If you know that you drive along back roads that won’t be plowed or that have deep ditches on the side of the roads, your car might need to be stocked
with more emergency items than someone else’s. A small expense now to make sure that you are fully prepared in the event of an emergency can be life-saving later on.
