2022: The Year of Surrey Police Service
Surrey Police Service officers respond to over 1,000 calls since deployment SINCE the initial deployment of Surrey Police Service (SPS) officers on November 29, SPS has responded to over 1,000 calls for police service in the City of Surrey. Twenty-nine SPS officers in the first deployment cohort were provided with an orientation and a few shifts with an RCMP officer to familiarize them with detachment procedures and policing in Surrey. Once this training was complete, these officers began to take calls for service on their own, working in an integrated fashion, alongside the Surrey RCMP. Calls for service attended by SPS officers have been typical of the wide range of files that police respond to in Surrey on the Frontline and the General Investigation Unit, where SPS officers were assigned. Calls ranged from property crime files to calls to check on the well-being of vulnerable persons to disturbance and assault files. There have also been many opportunities for officers to make positive connections with citizens and community groups over the past month.

Photo submitted These have included foot patrols at the Newton transit exchange, a carolling event with Phoenix Society, visits to the Guru Nanak Gurdwara, and participation in a female empowerment event hosted by Pacific Community Resources Society. SPS is committed to ensuring a continued focus on community throughout the policing transition and beyond. has been going very well. SPS officers are reporting a growing sense of comradery amongst RCMP and SPS officers working on the same watch. “We appreciate all the support we have received from our Surrey RCMP partners and the extremely positive response the citizens of Surrey have given us so far,” said SPS Chief Constable Norm Lipinski on Thursday. “Our officers have already made a substantial public safety contribution while building relationships
with the community and their RCMP colleagues, with every call they attend.” The remaining 21 SPS officers in the first deployment cohort will be deployed into police operations once they receive RCMP security clearance. At this point, it is anticipated that 12 will be cleared this month, and the remaining nine in March. All 50 SPS police officers in the first cohort have been trained and security cleared to provincial policing standards. However, as they will be temporarily working alongside the Surrey RCMP, they are also required to undergo an RCMP security clearance process. During the initial stages of the policing transition, Surrey RCMP remain the police of jurisdiction and their detachment, community offices, and phone numbers remain the primary points of contact for non-emergencies. B.C.’S second largest city is creating history as the Surrey Police Service gradually takes over from the Surrey RCMP. Surrey is the only large city in Canada that does not have its own police force – but that is now ending phase by phase. And as you can see from the story “Surrey Police Service officers respond to over 1,000 calls since deployment,” the transition is going professionally and smoothly in spite of every attempt to sabotage it by some undemocratic elements. The new police force was one of the three major policies that Surrey Mayor Doug McCallum and his Safe Surrey Coalition won the last municipal election on. There was no hidden agenda there. Last week, I was informed that Surrey Connect -- a municipal party formed by Safe Surrey Coalition defectors Branda Locke and Jack Hundial who have used every tactic on earth to sabotage the SPS – had once again stooped to spreading slander against SPS supporters. In one of their propaganda pieces on their Facebook page, they carried a news item from The VOICE of April 2 titled, “RCMP Poodles of Surrey Council Keep Whimpering,” to allege that their opponents are “paying

According to one dictionary, poodle is “a person or organization who is overly willing to obey another.” If they didn’t know the meaning of this word, they are not fit to be Councillors. If they did know its meaning, that means they deliberately distorted this fact or brazenly lied to gain sympathy – a dirty tactic, indeed! Or maybe, they believe that their supporters are ignorant people or those who can easily be manipulated. “Paying for ads”? Desperate slander, again. (And we can sue them for that anytime we want). Could Locke and Hundial show us where that money is? Just how low can these two stoop?! Perhaps they got confused because of the money that the Surrey RCMP officers’ union has been paying for ads

untold millions that have been spent to date and the millions more that will be spent over the next 12 months.” Annis said that this “sort of arbitrary decision-making” by Locke “makes taxpayers nervous for their wallets and the safety of our city, when we should always be completely transparent with our residents.” Annis said: “Brenda Locke says she wants to bring things to a screeching halt, which is a big red flag for me and every other taxpayer. Frankly, we need to take ego and politics out of the policing equation and give our citizens the facts and figures and confidence they need to make good decisions going forward.” Annis went on to give her own version about policing costs. She added: “Brenda Locke wants to shut it all down immediately. I think Surrey deserves better, and it starts by knowing the facts, and parking emotions, ego and politics on the sidelines.” And, by the way, the fraud referendum inspired and paid for by the RCMP’s National Police Federation could not even garner as many votes as McCallum won as mayor!

Please remember that the RCMP’s National Police Federation paid more than $104,000 of the total of $118,264 that was used to carry out the recent fraud referendum, better known as the Surrey Police Vote initiative that failed miserably.
Many RCMP officers have been fooled into believing that the RCMP will stay in Surrey somehow and more and more of them are now realizing that that is not true. They are getting increasingly frustrated at their senior officers and their union, we are told. Even Surrey Councillor Linda Annis -who is far more respected that Locke and Hundial will ever be and who was the only non-Safe Surrey Coalition Councillor to be elected -- realizes that the SPS is here to stay. There is just no way that the Province will stop the transitioning process at this stage even if another Council in the future would request that. Last August, Annis slammed Locke for her stupidity. She said in a press statement: “Brenda Locke’s knee-jerk promise to bring the police transition to a “screeching halt” have left Surrey residents and taxpayers confused and nervous about the volatility and costs associated with public safety in BC’s second largest city.” Annis added: “Brenda Locke’s ‘screeching halt’ approach to police transition doesn’t take into account the

Shirley Bond and in utter disbelief and frustration that they cannot access rapid tests like our fellow Canadians in other provinces,” added Bond. “With more rapid tests on the way, British Colum-
bians expect to see specific details of the distribution and utilization plan for these tests. The vast majority of people in our province have done everything they have been asked to do and more and they expect nothing less from their government. While rapid tests aren’t perfect, they should be considered an important part of pandemic protection and we should be using every tool in the toolbox to keep people safe.” While overall testing numbers in B.C. fall significantly short compared to other provinces, the Ministry of Health confirmed this week that more than a million rapid tests sent to B.C. from Ottawa still remain in storage.

Lower Mainland 2022 property assessments in the mail IN the next few days, owners of more than 1,076,600 properties throughout the Lower Mainland can expect to receive their 2022 assessment notices which reflect market value as of July 1, 2021. “British Columbia’s real estate market remains highly active and that means most property owners can expect higher assessment values for 2022,” says BC Assessment Deputy Assessor Bryan Murao. “The widely reported heighted demand among homebuyers during the COVID-19 pandemic is reflected in the upward movement of property values across the province including 10 to 30 percent increases throughout the Lower Mainland. City of Vancouver condos, however, are on the lower end of the changes, generally with single digit increases, whereas homes in the Fraser Valley suburbs are changing higher compared to most of Metro Vancouver.” “Similarly, commercial and industrial properties across the province continue to show signs of recovery,” adds Murao. Burnaby RCMP pull over more than 150 vehicles due to snow-related visibility issues BURNABY RCMP are advising drivers to ensure their vehicle is safe before they decide to drive. At this time of year, that means clearing all the snow off your vehicle before getting on the roadways. Unfortunately, during Metro Vancouver’s most recent snowfall, it appears many drivers have not been taking the time to ensure their vehicles are clear of snow, said Cpl. Mike Kalanj on Thursday. During a three-hour road safety check on Thursday morning, Burnaby RCMP’s traffic section pulled over more than 150 vehicles due to snow-related visibility issues. As many as 125 of these drivers were given verbal warnings to immediately remove snow from their vehicles before proceeding. In some cases, only small portions of windows had been cleared, leaving minimal visibility for the driver. Other vehicles had several inches of snow on top that had not been cleared, creating a moving hazard on the road. Burnaby RCMP officers loaned many of these
drivers their own snow brushes to properly clean their vehicles. A number of drivers stated that they knew that leaving the snow on their vehicle was a hazard, but they did not want to be late getting to their destination. “Being in a rush is not an excuse to drive an unsafe vehicle,” said Kalanj. “Getting to your destination late is better than not getting there at all. Not clearing your vehicle is a hazard to yourself and to others on the road.” Written warnings were issued to 16 drivers for “drive while view obstructed”. There were also 11 violation tickets issued: * 6 “drive while view obstructed” * 3 “illegible licence plate due to excessive snow covering” * 1 “excessive speeding” (101 km/h in a 50 km/h zone in this snowy weather) * 1 “no driver’s license” This vehicle was going 101 km/h in a 50 km/h zone in this snowy weather. Why is this so important? Heavy condensed snow on the roof of a vehicle poses a hazard because, as the interior
of the vehicle warms, it creates a moisture barrier between the roof of the vehicle and the heavy snow pile. As this pile begins to come loose and shift on the roof, a hard braking will dislodge the large mass of heavy snow onto the front windshield. The wipers will not be able to remove the snow, necessitating an immediate stop in the roadway and creating a danger for that driver and everyone around them. Section 7.05 (2) of the Motor Vehicle Act Regulations: “No person shall drive or operate a vehicle on a highway while the person’s view of the highway or of any intersecting highway is unduly obstructed by any windshield sticker, sign, poster or other thing or material placed over or affixed to the windshield or any window of the vehicle.” In other words, don’t drive if your view of the roadway is obstructed. With more snow in the forecast for the Lower Mainland, Burnaby RCMP is urging all drivers to plan accordingly and ensure their vehicle is clear from snow before they drive.
CBSA and RCMP seize 100 kg of methamphetamine at Pacific Highway border THE Canada Border Services Agency (CBSA) and RCMP on Wednesday announced the interception of 100 kilograms of methamphetamine. On October 18, 2021, a solo traveller arrived at the Pacific Highway Traffic Operations in Surrey. Border services officers conducted primary screening and as they proceeded to inspect the vehicle, the traveller fled the port of entry at high speed. The CBSA alerted RCMP and shortly afterwards, the vehicle was intercepted and the traveller was returned to the port of entry for further examination. Upon inspection of the traveller’s vehicle, border services officers found several large commercially sealed bags containing a white crystalline substance in the trunk. A CBSA detector dog indicated positive for narcotics and the traveller was subsequently arrested for flee-

The CBSA transferred the suspect and drugs to the RCMP FSOC unit for further criminal investigation. The RCMP FSOC investigation is ongoing.

Feds consider new tax on homes: Canadian Taxpayers Federation THE Canadian Taxpayers Federation is sounding the alarm in the wake of a brand-new federally funded study pushing for a surtax on Canadian homes. “Both the Liberals and Conservatives just spent the last election promising Canadians that they wouldn’t hit us with a home equity tax,” said Franco Terrazzano, Federal Director for the Canadian Taxpayers Federation. “Now we find out that the government is using our tax dollars to dream up new ways to tax Canadian homeowners and that’s unacceptable. “We are not going to tax our way to more homes, you build more homes with hammers, not tax hikes.” The study was released on January 5 by the University of British Columbia based group Generation Squeeze. The recommendations in the report include tar-
geting the “housing wealth windfalls gained by many home owners while they sleep and watch TV.” The report was funded by the federal government’s Canada Mortgage and Housing Corporation. It recommends charging annual surtaxes of 0.2 per cent to 1 per cent on the value of a home beyond a million-dollar threshold. The tax would accumulate until home is sold or inherited. Even at a rate of 0.5 per cent, an average home in Toronto or Vancouver that’s sold after 10 years of ownership could face a new surtax close to $10,000. “It’s very easy to be living in a home assessed at more than a million dollars in Vancouver and Toronto, so this is going to hit homeowners and potential home buyers hard” said Kris Sims, B.C. Director for the Canadian Taxpayers Federation. “This could increase the listing prices of homes
because this tax will just be tacked on.” The report estimates this home tax could cost Canadians $5.8 billion per year. That would cover the spending of Prime Minister Justin Trudeau’s government for less than five
days. In 2020, it was revealed that CMHC had spent $250,000 on a study that included a consideration of home equity and capital gains taxes on primary homes in Canada.
92% of residential properties covered by Home Owner Grant B.C.’S Home Owner Grant threshold is set at $1.975 million for 2022, ensuring 92% of residential properties are covered by the grant that lowers the amount of property taxes people pay on their principal residence. Homeowners in Metro Vancouver and the Fraser Valley and Capital Regional districts may be eligible for as much as $570 for the basic Home Owner Grant and as much as $845 for homeowners 65 or older and for people who have a disability or live with a relative who has a disability. The grant for homeowners in northern or rural areas (outside Metro Vancouver and the Fraser Valley and Capital Regional districts) is as much as $770 or as much as $1,045 for seniors or people who have a disability. The grant is reduced by $5 for every $1,000 of assessed value above the threshold. Low-income seniors, veterans and people with disabilities who lose some or all of their grant due to the high value of their homes can apply separately for a low-income grant supplement that can replace any grant amount lost due to the threshold. The fastest and easiest way to apply for the Home Owner Grant is on the B.C. government website. In 2021, 92% of applications were made securely online or through interactive voice recognition. People can also check online for their application status. Homeowners with more complex situations can get help over the phone at 1-800663-7867 or at a ServiceBC Centre. The best time to apply for the grant is in May after people have received both their BC Assessment notice and their municipal property tax notice. Assessment roll and jurisdiction numbers are needed to apply. Homeowners may also be eligible for property tax deferment if they are 55 or older or are financially supporting a dependent child. Injured driver in Abbotsford collision passes away ABBOTSFORD Police announced on Saturday that the driver who sustained lifethreatening injuries in Friday’s collision succumbed to his injuries on Friday evening in hospital. On Friday at 1:54 p.m., Abbotsford Emergency Services responded to a serious collision within the northbound lanes of Highway 11 north of Clayburn Road. Emergency service workers located a twovehicle collision in which one of the drivers sustained life-threatening injuries and was transported to hospital. The second driver was uninjured, remained on scene, and is cooperating with police.

Peel Regional Police Constable Gurpreet Chohan arrested and charged with criminal offences IN December of 2021 and in January of 2022, Peel Regional Police Internal Affairs Bureau arrested and charged Constable Gurpreet Chohan, a threeyear-member of the service.
In December of 2021, two unrelated victims came forward to Peel Regional Police with several criminal allegations about their previous relationships with Chohan. The allegations
spanned from 2018 to 2021 and were alleged to have occurred in the Cities of Cambridge, Brampton and Toronto. On December 28, 2021, Chohan was arrested and charged with
three counts of assault and he was arrested again on January 7, 2022, and charged with assault, assault with a weapon and mischief under $5,000. Chohan is scheduled to appear
at the Ontario Court of Justice in Brampton on March 7. Upon completion of the criminal court proceedings, a Police Services Act investigation will follow.
Fraser Health opens COVID-19 immunization clinics to increase access to booster doses FRASER Health announced on Friday that it is expanding or reopening mass COVID-19 immunization clinics in its region to provide people with more opportunities to book appointments for booster doses. These clinics will support Fraser Health’s current immunization plans as it works to provide booster doses to its communities over the coming months. The clinics complement its existing COVID-19 Testing and Immunization Centres located across its region, bringing the total number of sites offering immunization to 18. The new or expanded clinics include: * Chilliwack Mall (now open Sunday to Thursday) * Cloverdale Recreation Centre (now open seven days a week)
* Langley Events Centre (open on January 9, increasing to Tuesday to Saturday starting January 11) * Maple Ridge: Haney Place Mall (now open Sunday to Thursday, increasing to seven days a week starting January 9) * New Westminster: Anvil Centre (open January 8 to 23 and January 27 to 31) * South Surrey Recreation Centre
(now open seven days a week) * Surrey North (now open seven days a week) Fraser Health is working on setting up additional sites in the Burnaby and Coquitlam areas, and will update its website with opening dates and hours of operation in the coming days. With this new clinic capacity, across all of its sites, Fraser Health expects to provide an average of 75,000 immunizations weekly by January 17, up from an average of 32,000 immunizations weekly in December 2021. In addition, Fraser Health expects pharmacies in its region to provide an average of 40,000 immunizations weekly by January 17, up from an average of 18,000 immunizations weekly in December 2021. Fraser Health is committed to en-
suring everyone who wants additional protection against COVID-19 has access to a booster dose. It will continue to look at opportunities for additional clinic locations so people can receive their booster dose quickly and close to home. Fraser Health said it encourages people to check its website frequently and to expand their search radius when booking appointments for more options. NDP leaves businesses in the lurch again with no access to COVID-19 supports: BC Liberals THE BC Liberals said on Wednesday that thousands of businesses and people impacted by public health restrictions are facing a new year with no financial support amid shutdowns, as the too-slow-to-act NDP still hasn’t started accepting applications for its COVID-19 Closure Relief Grant program two weeks after the announcement, let alone putting money in the bank accounts of businesses. “As we enter the third year of the pandemic, it’s unbelievable how
long it’s still taking the NDP government to begin accepting applications for this urgently needed relief funding, considering they already had the template and information for the Business Recovery Grant program from last year,” said Todd Stone, BC Liberal Critic for Jobs, Economic Recovery and Innovation. “This kind of financial help should have been in place the day restrictions were announced — not several weeks afterwards. Every day this funding is delayed getting

to the businesses that need it puts many small businesses at risk of shutting down for good.” The NDP government announced the $10 million relief grant program on December 23, 2021, for businesses shut down by new public health restrictions, which are set to expire on January 18, 2022. “To make matters worse, businesses and organizations ineligible for the relief program were told yesterday that they should prepare to deal with major staff shortages
and business disruptions on their own,” added Stone. “It’s unacceptable that businesses and workers are repeatedly asked to ‘do more’ while the NDP absolves itself of any responsibility and continues to be missing in action.” As of January 1, 2022, B.C. businesses are also responsible for covering the costs of employee sick days, despite John Horgan promising his government would not burden businesses with these costs until the pandemic was over.
“Every resident in long-term care is entitled to a designated visitor”: B.C. Seniors Advocate B.C. Seniors Advocate, Isobel Mackenzie is asking the Province to declare that every resident in long term care is entitled to designate at least one person as their essential visitor. “While we can all understand the need to limit the number of visitors to long-term care during this latest wave of COVID-19, returning to essential visitors without declaring that every resident is entitled to at least one essential visitor has effectively left the majority of longterm care residents without visits from loved ones,” said Mackenzie. In November 2020, the Office of the Seniors Advocate (OSA) issued the report Staying Apart to Stay Safe: The Impact of Visit Restrictions on Long-Term Care and Assisted Living Survey, which highlighted the impact of visitor restrictions on residents and their family members. In this report, OSA identified that 52% of requests made by residents to designate an essential visitor were denied. The Seniors Advocate issued the recommendation in this report that all residents be provided the opportunity to designate an essential visitor. To date, no changes have been made to the process for determining if a resident meets the criteria to be designated an essential visitor. The determination is made by the administrator of the care facility on a case-by-case basis. Essentials visits can include, but are not limited to: * Visits for compassionate care, including critical illness, palliative care, hospice care, end of life, and Medical Assistance in Dying * Visits paramount to the patient/client’s
walks, and keep them engaged. For many residents, these visitors are the only people who can motivate them to engage in any activities, and yet they are not formally recognized as essential,” said Mackenzie. Current public health orders allow essential visitors to continue to visit if an outbreak is declared at a facility while social visitors’ access is suspended for the duration of the outbreak. Prior to visiting, all visitors to long-term care facility must be fully vaccinated and rapid antigen tests are administered. “Care home operators are significantly overburdened. They need the clarity from the
province that every resident is entitled to an essential visitor and be relieved of the staff resources required to manage the essential visitor designation process. As B.C. faces its most prolific wave of this pandemic, care homes need to plan for staff absences of up to 30%, and we know that the care provided to residents by essential visitors can help manage an overburdened care home. I urge the province to empower residents in long-term care to choose a designated essential visitor, as it is only the resident and their families who truly know who is essential to their health and well-being,” said Mackenzie.

Charges laid against two suspects in robberies in Surrey, Langley and Abbotsford CHARGES have been laid against a 22-year-old Abbotsford resident and a 21-year-old Calgary resident after a joint investigation into three robberies that occurred in Surrey, Langley and Abbotsford between October 2 and 11, 2021. Investigators from the Surrey RCMP Robbery Unit, Langley RCMP and Abbotsford Police Department conducted a coordinated investigation in order to advance all three investigations with Surrey taking the lead. One suspect was arrested in Calgary. On December 17, the BC Prosecution Service laid 16 charges against two suspects and warrants were issued for their arrests. Erat Odongi, 22, of Abbotsford has been charged with two counts of robbery and two counts of forcible confinement. Abbotsford Police Department located and arrested him on his outstanding warrants on December 20. Jaden Kahnapace-Newton, 21, of Calgary has been charged with three counts of robbery, three counts of forcible confinement, three
Shots fired at New Westminster home ON Sunday, January 2 at approximately 5 a.m., the New Westminster Police Department received a report about shots fired in the 400 block of 12th Street. Officers confirmed that shots had been fired at a home. The occupants of the home were inside at the time of the shooting; however, no one was injured. The New Westminster Police Department Major Crime Unit assumed conduct of this investigation, with support from the Forensic Identification Section and other units. Officers processed the scene, canvassed for CCTV footage, and interviewed witnesses. At this point in the investigation, police believe this is a targeted shooting and there is no increased risk to the public. “Dash-cam footage of this area from approximately 4:30 a.m. would be of interest to the Major Crime Unit,” said Sgt. Sanjay Kumar. “Gun violence is extremely concerning for both police and residents of this city. Our Major Crime Unit is working diligently on finding those responsible.”

“Safe Sleep” in Surrey for those who need it most A safe place to sleep will soon be a reality for more of Surrey’s most vulnerable citizens. With help from funding under the Safe Restart Agreement, the City of Surrey is working with BC Housing and Fraser Health to put in place additional supports for vulnerable people, including those experiencing homelessness during the COVID-19 pandemic. BC Housing has released a request for proposals to secure an operator for a temporary supportive housing building at 13425 107A Avenue in Surrey. The goal is to have the site operational in the first quarter of 2022. “The release of the BC Housing request for proposals is an important milestone in implementing the Safe Sleep initiative and the City is proud to have received one of the largest grants under the program, reflecting our growing population and the ongoing need to support our citizens who are experiencing homelessness,” said Surrey Mayor Doug McCallum, on Tuesday. “To date, in partnership with BC Housing and others,
over five hundred beds are provided for citizens across modular supportive housing, shelters, and emergency weather response locations.” “I look forward to seeing this new building up and running, as I know it will make a significant positive impact on the homelessness crisis in Surrey,” said Bruce Ralston, MLA for Surrey-Whalley. “Our government is working to help vulnerable people make lasting changes in their lives, and that begins with a safe and stable roof over their head.” In July 2021, the City of Surrey, in collaboration with BC Housing and Fraser Health, was awarded $14.2 million in grant funding from the Union of British Columbia Municipalities (UBCM) Strengthening Communities’ Services Program. This funding has been made available to manage the impacts of the COVID-19 pandemic. Safe Sleep is one of six initiatives being advanced with support from the grant and involves renovation and repurposing of an
Surrey Mayor Doug McCallum existing site to extend its life and provide much needed safe spaces for people experiencing homelessness. The 60-bed facility was first put in place by BC Housing and the City in 2018 as part of the relocation of people living in tents on 135A Avenue but was due to be demolished before grant funding made it possible to extend the use of the facility for an additional 18 months to two years. Fraser Health is partnering with the
City and BC Housing to deliver its Integrated Response Team health services from the Safe Sleep site on 107A Avenue. On October 18, 2021, Surrey City Council endorsed extending the lease of the site on 107A Avenue and on November 8 endorsed extending the temporary use permit to allow for continued operation of supportive housing on the site for up to three years. This additional supportive housing is being delivered as part of the City’s broader commitment to support our most vulnerable residents’ housing needs. The City continues to enhance available housing supports as demand continues to accelerate. Additional planned and previously announced beds will also be opened in the new year. The City said it worked collaboratively with BC Housing and Fraser Health to design a consortium of services and programming titled the Pandemic Response Package(PRP) that offers a comprehensive approach to address homelessness, especially in the City Centre area.

Majority of Canadians and Americans say riot at U.S. Capitol was ‘domestic terrorism’ IN the year since supporters of outgoing U.S. President Donald Trump stormed the Capitol building in Washington, D.C last year on January 6, many, including the FBI director, have classified the events as an act of domestic terror. Now, a new two-country study from the non-profit Angus Reid Institute finds a majority of Canadians and Americans alike agree with that designation – though political divisions on both sides of the border are evident. While one-quarter (24%) of those who voted for Trump in 2020 agree that the storming of the Capitol was domestic terrorism, still seven-in-ten (68%) disagree. This represents a significant difference from the near

Temporary single tracking on a portion of Canada Line next week TRANSLINK announced on Wednesday that it is temporarily adjusting Canada Line train frequencies from January 10 until February 2 to advance the construction of Capstan Station. Single tracking between Bridgeport and Richmond–Brighouse stations will allow its construction crews to perform necessary work that cannot safely occur near the guideway when regular service is in place. City of Vancouver’s Empty Homes Tax declaration required by February 2 AS of January 4, 50 per cent of residential property owners in Vancouver had completed their annual Empty Homes Tax (EHT) property status declaration. Declarations, which relate to the property’s status in the 2021 tax year, are due by February 2. A $250 by-law fine will apply to declarations received after this due date. If a property is declared vacant, or deemed or determined vacant under the EHT program, it will be subject to the tax at a rate of three per cent (3%) of its 2021 assessed taxable value (note the rate has increased from 1.25% for
2020). The City reminds owners that most homes will not be assessed the tax, as it does not apply to principal residences, properties that are rented out for at least six months of the year, or properties that are eligible for an exemption. Even if a property meets these criteria, an annual declaration is still required. If a property is co-owned, only one owner is required to declare. Declarations can be made online quickly and easily at vancouver.ca/eht-declare. For help, chat live with an advisor at vancou-

The City introduced the Empty Homes Tax in 2017 with the goal of returning empty or underutilized properties to the rental market as longterm rental homes for people who live and work in Vancouver. Statistics released in the latest Empty Homes Tax Annual Report show that this goal is being realized, with the number of vacant homes continuing to decrease
year over year. In addition, $86.6 million in revenue from the tax has been allocated to support affordable housing initiatives. Lisa Southern is Vancouver’s first Integrity Commissioner VANCOUVER City Council has appointed Lisa Southern as the City’s first Integrity Commissioner, effective January 1, 2022. Following the enactment of the City of Vancouver Code of Conduct By-law, Council set out to appoint the Integrity Commissioner, making Vancouver the second municipality in British Columbia to voluntarily establish an independent ethics position. This was in response to a City-led review that recommended a new code of conduct be drafted for Council and Advisory Committees, separate from the code of conduct that applies to City staff. “Upholding transparency and accountability are key components of maintaining the confidence of the public in our democratic institutions,” said Vancouver Mayor Kennedy Stewart. “I am very pleased Lisa Southern has agreed to become our first Integrity Commissioner to ensure Council members receive

Green Party of Vancouver announces 2022 election nomination process THE Green Party of Vancouver on Monday announced the launch of its first 2022 candidate application period for anyone seeking to be elected in Vancouver as part of the Green Party team. Construction underway on Highway 99 for transit and cycling improvements AS part of the Highway 99 Tunnel Program, construction is underway on upgrades to the Highway 99 corridor to make transit more reliable and cycling more accessible. “Extending bus-on-shoulder lanes will make trips by transit quicker and more reliable,” said Rob Fleming, Minister of Transportation and Infrastructure, on Tuesday. “This is the first step to provide relief to traffic congestion on the corridor leading to a new eight-lane toll-free tunnel.” Southbound bus-on-shoulder transit lanes are being added to Highway 99 between
Highway 17A and the Ladner Trunk Road offramp, and northbound from Ladner Trunk Road to the existing start of the high-occupancy vehicle lane on Highway 99. Eventually, they will tie into the new tunnel to improve transit reliability along the corridor. The new lanes are expected to be complete in 2023. Some lane closures may be necessary as construction progresses. For updates, drivers should check: DriveBC.ca Construction of the Bridgeport Road bus connection and improvements to the Highway 99/17A interchange will also get under-
way early in 2022. This part of the Highway 99 Tunnel Program includes the creation of a new multi-use pathway from the Oak Street Bridge into the Richmond cycling and pedestrian network, improvements to the bicycle shuttle pullout on Highway 17A and improvements to cycling facilities along Highway 17A, including new ramp crossings and better connection into the existing network. The Steveston Interchange Project is also part of the Highway 99 Tunnel Program, which will improve traffic congestion in the area when the new five-lane overpass opens
in 2025. This project is in the request-for-proposals stage. With a successful contract award this spring, construction on the Steveston Interchange is planned to begin in summer 2022. The new interchange will improve connections for vehicles, pedestrians and cyclists, while addressing the current bottleneck. Female was stabbed inside Whalley home in Surrey SURREY RCMP say that the victim in a Whalley home on Thursday morning was stabbed and not shot as they had reported earlier. On January 6, just before 9 a.m., Surrey RCMP responded to a report of gun shots heard inside a residence. Police attended the 10400-block of 140B Street and located a
vehicle leaving the area with a female victim that they said was “suffering from apparent gunshot wounds.” The victim was transported to hospital with serious injuries. Surrey RCMP said that further investigation has revealed that the woman was stabbed, adding that “although the victim was not
shot, there is evidence that a shooting did occur at the location.” The victim remains in hospital in stable condition. Surrey RCMP General Investigations Unit has assumed conduct of the investigation and the crime scene has been secured for a search warrant. Investigators still believe

Shweta Singh, who was arrested by Mumbai Police from Uttarakhand, had told the police that she was in touch with Twitter user @giyu44 who is based in Nepal and was getting instructions from him. Bishnoi, who is pursuing B.Tech (Computer Science) from Vellore Institute of Technology, Bhopal, comes from a simple family. His father runs a grocery shop in their village in Rajasthan, and his mother is a homemaker. He has two sisters, one of whom is a lawyer.

Centre forms committee to probe lapses in Prime Minister Modi’s security New Delhi (IANS): The Centre has constituted a committee to probe the serious lapse in the security arrangements of Prime Minister Narendra Modi during his visit to Ferozepur, Punjab, on Wednesday. In a social media post, the spokesperson of the Ministry of Home Affairs said, “The Ministry of Home Affairs (MHA) has constituted a committee to enquire into the serious lapses in the security arrangements during Prime Minister Narendra Modi’s visit to Ferozepur, Punjab, on January 5, which led to the exposure of the VVIP to grave security risk.” On Wednesday, the Prime Minister’s rally in Ferozepur had to be cancelled due to a security lapse after some protesters blocked a route and forced his convoy to spend about 20 minutes on a flyover. Mumbai (IANS): Investigations by Mumbai Police have revealed that not only Bulli Bai, but several other handles were used on social media platforms, ostensibly intended drive a wedge between Sikh and Muslim communities. Mumbai Police Commissioner Hemant Nagrale said that three persons have been arrested so far and the probe has shown other social media handles that were deployed to spread hate messages. India strongly objects to illegal construction of bridge on Pangong Lake by China New Delhi (IANS): India on Thursday raised strong objection against the illegal construction of a bridge on the Pangong Lake in Eastern Ladakh by China, saying that the government is closely monitoring the entire situation. Talking about reports about a bridge being built by the neighbouring country on the Chinese side of Pangong lake, Ministry of External Affairs spokesperson Arindam Bagchi said, “The government has been monitoring this activity closely. This bridge is being constructed in areas that have been under illegal occupation by China for around 60 years now. As you are well aware, India has never accepted such illegal occupation.” The official further pointed out that separately, the government has been taking all necessary steps to ensure that India’s security interests are fully protected. As part of these efforts, the government in the last seven years has also significantly increased the budget for development of border infrastructure and completed more roads and bridges than ever before. “These have provided much-needed connectivity to the local population as well as
logistical support to the armed forces. The government remains committed to this objective,” Bagchi said. It has been found that China has been carrying out construction work for a bridge connecting north and south banks of the Pangong Lake for at least two months now. The bridge will allow the Chinese People’s Liberation Army gain quick access to both sides. India had occupied the key heights on the Kailash range on the southern bank in August 2020, giving its troops a strategic advantage as they overlooked the Chinese Moldo garrison. However, with the disengagement in Pangong in February last year, India pulled back from the heights as part of a mutual pullback plan to ease tensions. Further, China implemented its new border law on January 1 that calls for strengthening its border defence, and development of villages and infrastructure near the borders. Just ahead of the implementation of the law, China renamed 15 places in Arunachal Pradesh on its map. India and China have been engaged in a border dispute for around two years now.

There was no plan to stop Prime Minister’s visit or obstruct his program: SKM New Delhi (IANS): More than 24 hours after the security breach in Prime Minister Narendra Modis convoy near Ferozepur in Punjab on account of farmers protest, the Samyukt Kisan Morcha on Thursday claimed that “there was no programme to stop the Prime Minister’s visit or obstruct his programme” and that the “farmers had no prior information” about the Prime Minister’s convoy. On Wednesday, The Prime Minister’s rally in Ferozepur had to be cancelled due to a security lapse after some protesters blocked a route and forced his convoy to spend about 20 minutes on a flyover. The Prime Minister was en route to the National Martyrs Memorial at Hussainiwala when the incident happened. The Samyukt Kisan Morcha (SKM) on Thursday claimed in a statement that they had planned protests on receiving the news of Prime Minister’s proposed visit to Punjab on January 5. “A total of 10 farmers’ organisations affiliated to SKM had announced a symbolic protest demanding the arrest of (Union Minister of State for Home) Ajay Mishra Teni and other outstanding demands. “For this purpose, programmes of protests and effigy burning were announced at the village level across Punjab on January 2 and at the district and tehsil headquarters on January 5. There was no programme to stop the Prime Minister’s visit or obstruct his programme,” claimed the SKM statement. Even after the three contentious farm laws were repealed by the Parliament after more than a year-long protest by the SKM, the farmers are still protesting, especially in Punjab, for their unmet demands, which include the removal of Ajay Mishra (in connection with last year’s Lakhimpur Kheri violence), compensation to the families of those martyred during the farmers’ agitation, and most importantly, Minimum Support Price for all agricultural produce, for which the government has promised a committee with farmers’ representatives on board.
The farmers’ consortium further said that as per the pre-determined schedule, peaceful protests were held at every district and tehsil headquarters in Punjab on January 5. “When some farmers were stopped by the police administration from going to the district headquarters of Ferozepur, they protested by sitting on the road at many places. Of these places, one was the flyover of Pyarayana where the Prime Minister’s convoy came, stopped and went back,” the statement said. “The farmers protesting there had no concrete information that the Prime Minister’s convoy was going to pass through. They got this information from the media after the Prime Minister’s return,” the SKM claimed. Stating that it is clear from the video of the occasion that the protesting farmers did not even make any effort to go towards the Prime Minister’s convoy, the SKM said, “Only a group with BJP flag and raising slogans such as ‘Narendra Modi Zindabad’ had reached near the convoy. Therefore, the threat to the life of the Prime Minister seems completely concocted.” The farmers further alleged that “to cover up the failure of his rally, the Prime Minister tried to malign both the state of Punjab and the farmers’ movement by using the pretext of ‘somehow his life was saved’.” “The whole country knows that if there is a threat to life, then it is for the farmers, from criminals like Ajay Mishra becoming minister and roaming freely. The Samyukt Kisan Morcha expects the Prime Minister of the country to not make such irresponsible statements keeping in mind the dignity of his post,” the SKM said.

The big bonanza planned for poll-bound Punjab by Prime Minister Modi New Delhi (IANS): Prime Minister Narendra Modi was to visit Ferozepur, Punjab, on January 5 to lay the foundation stones of a raft of development projects worth more than Rs 42,750 crore [1 crore = 10 million]. The projects included Delhi-Amritsar-Katra Expressway; four laning of Amritsar-Una section; Mukerian-Talwara New Broad Gauge railway line; PGI Satellite Centre at Ferozepur and two new medical colleges at Kapurthala and Hoshiarpur. The 669 km long Delhi-Amritsar-Katra Expressway will be developed at a total cost of about Rs 39,500 crore. It will half travel time from Delhi to Amritsar and Delhi to Katra. The Greenfield Expressway will connect key Sikh religious sites at Sultanpur Lodhi, Goindwal Sahib, Khadoor Sahib, Tarn Taran and the holy Hindu shrine of Vaishno Devi in Katra. The expressway will also connect key economic centres like Ambala, Chandigarh, Mohali, Sangrur, Patiala, Ludhiana, Jalandhar, Kapurthala, Kathua and Samba in the three states/Union Territories of Haryana, Chandigarh, Punjab and Jammu and Kashmir. The four-laning of Amritsar-Una section will be done at the cost of around Rs 1,700 crore. The 77 km long section is part of the larger Amritsar to Bhota corridor spanning across the longitudinal expanse of Northern Punjab and Himachal Pradesh, connecting four major national highways, namely Amritsar-Bhatinda-Jamnagar Economic Corridor, Delhi-Amritsar-Katra Expressway, North-South Corridor and Kangra-Hamirpur-Bilaspur-Shimla Corridor. It will help in improving the connectivity of religious sites at Ghoman, Shri Hargobindpur and Pulpukta Town (home to the famous Gurudwara Pulpukta Sahib). The Prime Minister was to lay the foundation stone of a new Broad Gauge railway line between Mukerian and Talwara of around 27 km in length, to be built at a cost of over Rs 410 crore. The railway line will be an extension of Nangal Dam-Daulatpur Chowk railway section. It will provide an all weathered means of transportation in the area. This project also holds strategic importance as it will serve as an alternative route to Jammu and Kashmir, joining the existing Jalandhar-Jammu Railway line at Mukerian. The project will prove especially beneficial for the people of Hoshiarpur in Punjab and Una in Himachal Pradesh. It will give a boost to tourism in the region, and provide ease of connectivity to hill stations as well as to places of religious importance. 125 air passengers from Italy test COVID-19 positive in Amritsar Chandigarh (IANS): High drama was witnessed on Thursday after 125 of 179 international passengers, who arrived at Sri Guru Ram Das Jee International Airport Rajasansi, near here, from Italy in an Air India flight tested positive for COVID-19 on arrival. The passengers with COVID-19 were asked to quarantine in local hospital as per the guidelines of the government. Confirming the development, airport Director V.K. Seth told the media: “A total of 125 passengers of Air India’s Italy-Amritsar flight have tested positive for COVID-19 on arrival. “It took two hours to conduct the RT-PCR test. We have asked the passengers to follow government guidelines. The state authorities was informed in this regard.” Angered over the health protocol, passengers raised slogans against the government and demanded it to allow them to go to their homes. Relatives of the passengers too staged a protest.

Fresh food for fodder sees us delve deep into a very tense time in Canadian history. Well worth seeing this stirring drama from Mongrel Media will have you on the edge of your seats. For a change here’s a Canadian film actually worth seeing and definitely worth viewing on line as it appears on video on demand or your dvd selection. Timing is everything in life. You couldn’t pick a better time to release this movie than now. Unless you’ve been living under a rock by now all Canadians ( and dare I say the rest of the world) are aware of the horrific treatment levied against Aboriginal children in residential schools administered by the Catholic Church and legitimized by the then Liberal governments in Ottawa of the day. A more recent flashpoint that tore Canada apart was the crisis at Oka in 1990 Quebec. This is that story. CRIME OF THE WEEK The New Westminster Police Department is seeking public assistance as investigators work to locate the driver of a vehicle involved in a hit and run collision that sent a man to hospital with serious injuries. Officers were called to the intersection of Victoria and Lorne street just after 6 a.m. this morning, January 1st, after a pedestrian was struck by the driver of a white Mercedes C300. The driver of the vehicle did not stop and it is believed this vehicle sustained front end damage as a result of this collision. Fraser Valley real estate market sees busiest year in 100-year history
SURREY, BRitiSh ColUmBia: Fueled by the consumer response to the COVID-19 pandemic along with historically low interest rates, total property sales in the Fraser Valley in 2021 shattered the previous annual record last set in 2016. The FVREB processed 27,692 sales its Multiple Listing Service® (MLS®) in 2021, an increase of 39.0 per cent compared 19,926 sales in 2020; and 15.5 per cent higher than 2016’s 23,974 sales. Larry Anderson, President of the Board, said, “No one could have predicted how the pandemic would impact the real estate market. Our region’s relative affordability, combined with a newfound ability to work from home and the value for housing dollar in the Fraser Valley attracted buyers in numbers like we’ve never seen. “Whether helping sellers list or helping buyers complete a sale, our Board averaged over 5,200 transactions every month. And even though our volume of new listings was also high, it just couldn’t keep up with the demand.” Year-over-year, sales of detached homes soared by 31.8 per cent in 2021 compared to 2020; townhome sales increased by 33.7 per cent and sales of apartments increased by 68.9 per cent. Anderson added, “With the rapid escalation of prices in 2021, many buyers made decisions based on economic factors, resulting in an explosion of condo sales in our region.” In 2021, the FVREB received 35,629 new listings – the second highest on record (second only to 2008 at 35,651); and 12.4 per cent more than in 2020.

New listings in December were 1,278. By month’s end, active inventory finished at 1,957 units, 60 per cent below the 10-year average, and the lowest in 41 years. mlS® hPi Benchmark Price activity Single Family Detached: At $1,500,000, the Benchmark price for an FVREB single-family detached home increased 3.6 per cent compared to November 2021 and increased 39.0 per cent compared to December 2020. Townhomes: At $765,800, the Benchmark price for an FVREB townhome increased 3.5 per cent compared to November 2021 and increased 32.9 per cent compared to December 2020. Apartments: At $549,200, the Benchmark price for an FVREB apartment/condo increased 3.5 per cent compared to November 2021 and increased 25.3 per cent compared to December 2020.

How much longer can parents take it?
REMEMBER the movie, “Network”? Howard Beale, the TV news anchor, encouraged viewers to go their windows and yell out, “I’m as mad as hell and I’m not going to take this anymore!” How many parents feel that way about school closings? Uncertainty about openings and closings is bad enough. But now schools face severe staffing shortages. Entire classes may be disrupted because teachers are falling sick or required to isolate. Substitute teachers are nothing new, but the scale of the problem is concerning. Just as hospitals can shut down due to insufficient workers, so too can schools. School boards are scrambling to figure out what options they can offer students for online learning. Some offer synchronous learning (in real-time). Others offer asynchronous learning (independent, on no fixed schedule). Some are giving students a choice between these or other options. How will this work in practice? Due to COVID-related isolation requirements among symptomatic teachers, students can expect frequent reassignment of teachers, merged classrooms, and confusion. Good students may fend sufficiently well. But others most certainly will not. Parents are ill-equipped to fill the gap. Many are dealing with their own shifting work requirements. Adding supervision of homebased learning for their children is not in the cards. There is little that is more important to a child’s healthy development than quality education. Henrietta Fore, Executive Director of the UN Children’s Fund (UNICEF), says, “Nationwide school closures should be avoided whenever possible.” She added, “When COVID-19 community transmission increases and stringent public health measures become a necessity, schools must be the last places to close and the first to re-open.” The interests of children should be paramount. Fore notes, “Another wave of widespread school closures would be disastrous for children.” She knows that interrupted learning leads to lower academic achievement. She could add, for millions of children around the world – especially girls – school closures result in permanent drop-out of education, a life-altering tragedy. Fore has done her economic calculations too. “This generation of schoolchildren could collectively lose US$17 trillion in potential lifetime earnings.” That’s bad enough for children and their future families. But it’s also horrible news for governments. The last thing governments need now is projected lost income tax from this generation. The U.S. is already trillions in debt. Canada and many other nations are in terrible debt too. What about the health of these children? One fact many ignore is that for some children the school meal is the most nutrition they’ll receive for the day! Moreover, prolonged isolation at home does nothing for their physical health as they sit inside for hours. You can bet your last dollar they’re gaining weight and inching closer to Type 2 diabetes. Authorities also report an increase in eating disorders and mental health problems. Recall the Gifford-Jones Law: “One health problem leads to another and another.” Closing schools are not the answer. We must get far more ambitious with creative solutions. Retired doctors and not-yet credentialed medical students are being called
on to assist with vaccination clinics. Why can’t retired teachers be invited back into schools, for example? Church buildings sit empty most weekdays. How could community volunteers use these facilities to support parents for whom temporary home-schooling is not a good option? Can initiatives be set up to get kids outside and active in experiential learning? This virus is far from dead. If we are going to beat it, part of the solution will be for governments to champion new ideas. And children should not be the ones to suffer when they fail to do so.
