Karmjit Sran, 43, killed in targeted hit in Abbotsford, was alleged to be a crime boss THE Integrated Homicide Investigation Team (IHIT) on Sunday (July 12) appealed to the public to help further its investigation into the shooting death of 43-year-old Karmjit Sran in Abbotsford. On July 10 at 7:49 p.m., the Abbotsford Police Department received reports of shots fired at a residence in the 2700-block of Lucern Crescent. Officers arrived to find Sran with gunshot wounds. He succumbed to his injuries and was pronounced dead at scene. IHIT was called out to take conduct of the investigation. IHIT said it was working closely with its partners from the Abbotsford Police Department and the B.C. Coroners Service to gather evidence. Investigators are asking for dash cam video from drivers who travelled along the following routes in Abbotsford between 7 and 8:30

Suspect vehicle identified in Karmjit Sran homicide
THE Integrated Homicide Investigation Team (IHIT) on Thursday requested public assistance for information about a black 2019 Mitsubishi RVR believed to be the suspect vehicle in the fatal shooting last Friday (July 10) of Karmjit Singh Sran. An extensive canvass for video surveillance footage has produced images
of the black 2019 Mitsubishi RVR, with some noticeable damage, believed to be the suspect vehicle involved in the targeted shooting that occurred around 7:49 p.m. on July 10. Shortly after the shooting, a burning vehicle was discovered in the area of Lancelot Street in Abbotsford at approximately 8 p.m.

“I make no excuses, I broke the law,” says David Sidoo as he’s sentenced to 90 days in jail
VANCOUVER businessman David Sidoo said, “I make no excuses, I broke the law,” as he was sentenced to 90 days in jail, minus four days for time served, after pleading guilty in a Boston, Massachusetts court for his role in the U.S. college admissions scam. Sidoo will also pay a US$250,000 fine. He has to report to prison by September 23. Sidoo said that he had to take responsibility for his actions, and apologized to his family and the community for his actions. U.S. District Judge Nathaniel Gorton said Sidoo committed a crime that displayed “an unbelievable lack of integrity, morality and common sense.” However, the judge found “extenuating circumstances,” noting Sidoo’s philanthropy.
Dave Sidoo Sidoo’s membership in the Order of British Columbia was terminat-
ed June 12 after the former Canadian Football League player pleaded guilty to conspiracy to commit mail and wire fraud in a U.S. federal court on March 13. Last year in March, Sidoo was accused of paying William ‘Rick’ Singer, who prosecutors say was behind the scheme to help wealthy families get their children’s entrance to prestigious U.S. schools, to have Mark Riddell write SATs for his sons in 2011 and 2012, besides a high school graduation exam. The older son got admission to a private university in California. The younger son went to the University of California-Berkeley. Sidoo was a highly successful businessman, a leading philanthropist and a highly decorated athlete. He is one of the few who have been in-
ducted into the UBC Sports Hall of Fame, the BC Football Hall of Fame and the BC Sports Hall of Fame. He captained UBC to the university’s first Vanier Cup national championship in 1982 and played six seasons in the Canadian Football League CFL (1983-89) with Saskatchewan Roughriders and BC Lions. Sidoo also resurrected the high school football program in New Westminster Secondary. He has invested millions of dollars in youth sport across British Columbia, including the Canada Basketball Foundation skills camps, supporting Olympic athletes in training and youth sports scholarships. The Sidoo Field at Thunderbird Stadium was named in his honour. But now the name has been removed.

THE Abbotsford News had reported on July 18, 2019, that “Abbotsford alleged crime boss” Karmjit “Jazzy” Sran, who had been in prison since April last year awaiting an extradition hearing related to a drug-smuggling case had his application for interim release denied by B.C. Supreme Court. According to court docu-
ments, a driver was arrested in November 2013 at the Sumas, Washington border crossing after 19 kilograms of cocaine was found in his truck. He later started cooperating with U.S, investigators. He said he was working for two organizations, one of which had a boss he knew as “Jazzy.” Sran, who was working in the construction industry, went by the names of Jazzy or Jessi. The witness introduced Jazzy to a U.S. Homeland Security agent who was working undercover as a drug trafficker and the two had had four face-toface meetings in February and March of 2014 where they discussed the purchase and smuggling of

cocaine into Canada from the United States, according to court documents. There were three transactions of supposed cocaine of 19, 12 and 10 kilograms with a total street value of around $2 million. The “cocaine” consisted of both fake and real co-

caine. The U.S requested Sran’s extradition. An extradition warrant was issued in April 2019 and Sran was arrested. Sran’s lawyer suggested that there was no evidence that his client had been involved in any crim-
inal activity since 2014. But Justice Jennifer Power said she believed Sran had access to large sums of money and posed a flight risk, according to court documents. It is not clear when Sran was granted release from prison.

South Asian family in shock after their Summerland house vandalized, spraypainted with racist graffiti
THE Lekhi family of Summerland was still in shock when The VOICE contacted them by phone on Wednesday after their house was sprayed-painted with racist and obscene graffiti and two of their windows smashed on Monday night. Summerland lies on the west side of Okanagan Lake. Kelowna is about 50 km to the north, and Vancouver is about 425 km away to the west. Ramesh Lekhi and his wife Kiran were home when two windows at their home were smashed with rocks on July 13 at 10:30 p.m. They called the RCMP and police arrived to find that the home had also been spray-painted with racist and obscene imagery.
Later, similar graffiti was discovered at the bandshell in Memorial Park, but no other house in the town had been vandalized. Summerland RCMP have launched a criminal investigation into both incidents as suspected hate crimes. The Lekhi’s three adult children – two sons and a daughter – who were all in Vancouver, left for Summerland around 4 a.m. on Tuesday to be with their parents. The Lekhi’s daughter, Shivali, a respiratory therapist at BC Children’s Hospital, told The VOICE on Wednesday: “It was still such a big shock coming up our driveway and seeing that [graffiti that had been spray-painted on their house].” She said that her parents “are
obviously scared and shaken a little bit,” adding, “I think my dad is still a little bit in disbelief that a community and a place that he’s called home for a majority of his whole life – because he came here when he was so young – that this could ever happen. My mum is scared as well because their door is always unlocked, they roam around the house, it’s never been a security issue.” She said that the police investigation is still ongoing, adding: “I know that the police are doing their job and calling around and looking around and speaking to people.” The Lekhis have seen an outpouring of sympathy and support from the community that
is also shocked that something like this could have occurred there. Shivali said: “We’ve been kind of so, so lucky that so many community members have been coming up our driveway seeing this and they are obviously just as shocked as we are. Some people in the community have just come up and said ‘we heard about this on the news. How can we help? how can we help take this off?” The Lekhis built their house in 1990 in front of their cherry orchard. Ramesh Lekhi told the media that he had lived in Canada for 42 years and had never experienced anything like this. Summerland Mayor Toni Boot and some councillors have visited the Lekhis to offer support.

Anti-gang prevention program in Abbotsford continues amidst COVID-19
ANTI-GANG youth workers have continued to support at-risk youth with modified services to meet the unique challenges that have emerged during the COVID-19 pandemic. The In It Together program, which is part of Archway Community Services, seeks to disrupt the flow of youth into gangs through one-toone interventions and working with their families. They support youth at risk of gang involvement due to family ties, suspected drug use or previous trauma. They also work with youth already criminally involved, on probation, or facing charges. “Addiction issues have been pretty intense during this time,” says Harpreet Singh, an In It Together Youth Worker. “Youth have more free time with virtual schooling and some have been laid off from their jobs, so the potential to
get in trouble is greater.” Normally, staff bond with clients through in-person conversations, activities and shared meals. During COVID, the support has largely shifted to online, with physically distanced meetings where necessary. Staff have adapted their support to clients to include ensuring access to technology and job-searching support. In some cases, staff have advocated for clients on probation with technology restrictions to ensure they could continue their education virtually. “Finishing high school is a key factor in ensuring clients have alternatives to being in gangs,” said Alison Gutrath, the program Community Coordinator. “Once a youth leaves school, they have fewer job prospects and less positive social contacts.” In addition to practical support like homework help,

Some clients are referred to school counsellors, mental health supports or addiction recovery groups. Youth workers give advice on protecting youth from sexual exploitation and how to safely use dating apps. “Home isn’t the easiest place to be for these youth so many are still interacting with their
friends in unsupervised ways and still connecting via social media,” said Singh. A dedicated Family Educator works with parents to help them conduct family meetings, deal with conflicts or anxiety and with emergency fund applications as needed. Parents may also have addictions or mental health issues that have exacerbated during these times. In some families, grocery vouchers or Archway Food
Bank hampers arranged by staff helped lessen the pressure on youth to earn money in illegals ways. Staff are currently supporting 76 clients along with 28 family clients. The clients range in age from 12-22 with 56 male and 20 female clients. With the equivalent of only six employees, staff ’s caseloads are at maximum capacity and there are 38 youth on their wait list. “It’s very hard for us to turn
people away, but at the same time, if we take on too much we can’t give youth the level of support they need,” said Family Educator Manpreet Sarai. “COVID hit everyone a little differently and the program has personalized our support to each client’s needs. The overall goal is to keep youth safe from gangs with a holistic approach to their mental, physical and financial wellness.” After federal funding for the program came to an end in 2018 the program capacity has remained reduced. The program is currently supported with provincial government funding and consistent and substantial funding from the United Way of the Lower Mainland since 2018. ON Thursday at approximately 6:20 p.m., a frontline Surrey RCMP officer spotted a man who climbed over a fence into a construction site at 9887 Whalley Boulevard. When the officer called out to the man, he ran and climbed to the top of a forty-story crane. Shortly after 10 p.m., the man jumped from the crane and did not survive. Numerous units and agencies were deployed to assist, including the Lower Mainland Emergency Response Team, a crisis negotiator, and Surrey RCMP’s Car 67, which pairs a police officer with a mental health nurse. “There were many witnesses to this incident, including members of the public and media,” said Cpl. Elenore Sturko, Surrey RCMP Media Relations Officer. “Witnessing a tragedy can be very impactful and emotionally disturbing. We would like to encourage anyone who may need help as a result

Province must make sure Surrey gets its share for public transit
PREMIER John Horgan must ensure that Surrey gets its share for public transit from the more than $19 billion federal investment that Prime Minister Justin Trudeau announced on Thursday “to help provinces and territories safely restart their economies and make our country more resilient to possible future waves of the virus.” B.C. expects to receive almost $2 billion and Horgan said that the government will put the funding towards important needs like health supports, supporting municipalities and transit, and helping the province’s most vulnerable. One of the seven priority areas that Trudeau mentioned is “joint funding with the provinces and territories to support municipalities on the front lines of restarting the economy, including by
putting in place precautions for public spaces and essential services to reduce the spread of the virus, as well as a dedicated stream of funding for public transit.” Surrey should get the funds it needs to ensure that the SkyTrain extension to Langley is completed. Surrey is the second largest city in the province and is expected to be the largest in the coming years. It is also a political power house both provincially and federally. Trudeau said that this investment, through the Safe Restart Agreement, will help address the key priorities, agreed upon by Canada’s First Ministers, for the safe restart of Canada’s economy over the next six to eight months. It will support measures to increase testing and contact tracing of the virus to protect Canadians from a
future outbreak, and support the capacity of the health care systems, including services for people facing mental health challenges. It will also assist with the procurement of personal protective equipment to help our essential workers, and in protecting the most vulnerable, like our seniors. The agreement will also help get funding quickly to municipalities so they can deliver essential services that Canadians rely on every day, like public transit. In addition, it includes actions to help Canadian workers during this challenging time, such as ensuring the availability of safe child care to help parents returning to work, and providing income support for people who do not have paid sick leave so all Canadians can stay healthy.

New translation of Sikh scripture and views on happiness and well-being
A Kwantlen Polytechnic University instructor explains how the Sukhmani, a prayer found in the Sikh holy book the Guru Granth Sahib, contributes towards well-being and happiness in a new book. Asian Studies instructor Kamala Nayar and independent clinical counsellor Jas Sandhu are co-authors of The Sikh View on Happiness: Guru Arjan’s Sukhmani. “The underlining of the Sikh view on well-being and happiness can add to the contributions made by other Indian traditions, such as Patanjali’s Yoga and Buddhist meditation,” says Nayar.

While much has been written on Guru Nanak and his teachings as the foundation of this spiritual tradition, the evolution of Sikh beliefs has been less
explored,” says Nayar. “More important, given the sparseness of available literature on Sikh spiritual teachings in contrast to the substantial amount of work on Sikh history, this work should also prove useful to scholars and students studying Sikh religion and history in particular or South Asian religions in general.” Sandhu draws upon his knowledge of Eastern spirituality and his own clinical experience to demonstrate how Indian psychological concepts and healing practices can be integrated into Western psychotherapy, especially in the treatment of
anxiety, depression and addiction. New Westminster City passes motion opposing India’s Citizens Amendment Act
THE City of New Westminster on Monday passed a motion that called India’s Citizenship Amendment Act “regressive” and “discriminatory” and asked the federal government to oppose it. It also called on the Canadian Parliament to support “the plural-
ist coexistence of all residents of India regardless of culture, religion or caste.” The motion was moved by Councillor Chuck Puchmayr on March 9 and was approved more than four months later in a 5-1 vote, with one city councillor absent. The

Vikram S. Grewal and Pavandeep S. Dhaliwal charged in 2019 serious collision in Newton
CHARGES have now been laid against Vikram Singh Grewal, 19, and Pavandeep Singh Dhaliwal, 21, both of Surrey, in relation to a 2019 serious collision in Newton, Surrey RCMP announced on Thursday. The collision, which took place in the early morning hours of July 12, 2019, involved a single vehicle, a white BMW SUV, which left the roadway and struck a hydro pole in the 6300-block of 128th Street. The 17-year-old female passenger of the vehicle suffered a life-altering injury. Surrey RCMP’s Criminal Collision Investigation Team took conduct of the investigation and identified a second vehicle and driver that was involved in the collision. After a fulsome investigation, charges were sworn against the two drivers involved on June 26, 2020: – Grewal has been charged with dangerous operation of a motor vehicle. – Dhaliwal has been charged with dangerous operation of a motor vehicle causing bodily harm. In addition, both drivers have received driving prohibitions: 10 months for Grewal, and 12 months for Dhaliwal. “This collision resulted in a life-altering injury for a young woman, and has also undoubtedly impacted the lives of both of the drivers involved,” said Sgt. Ian MacLellan of Surrey RCMP Traffic Services. “We want to take this opportunity to remind everyone to be a responsible road user, and avoid high-risk driving behaviour.”

hate crimes. Charges have been recommended to Crown counsel for 16 files. The remaining 19 files are still actively being investigated. 103 files have been concluded at this time as there is either no suspect or no evidence that would lead to the identification of a suspect. This does not eliminate the possibility, however, that these files could be reactivated at a later date should more evidence arise. Since the last update, the Vancouver Police has initiated more measures to assist in combatting this repugnant crime. Specifically: * police are using data and analytics to increase police presence in harder hit areas; * investigators have formed a special hate crime project team with an incident commander to review files; * new reporting forms for hate incidents are available in Chinese to remove language as a barrier to reporting; and * officers continue to reach out to the community. A recent Zoom meeting had more than 300 participants tuned in for awareness about hate incidents and police response. “This remains a top priority for the Vancouver Police, as crimes against race, gender and sexual orientation are serious and intolerable”, adds Visintin. “We recognize this continues to be a problem in our city. Man shot in targeted incident in Delta THE Delta Police Major Crimes section is investigating after a shooting occurred shortly after midnight on Friday, July 17. Police were called to a residence in North Delta around 12:20 a.m., and located a man with non-life-threatening gunshot wounds. He was transported to hospital and has since been released. The initial investigation was able to quickly establish the incident was a drive-by shooting. The Integrated Forensic Identification Service attended the scene. No other properties are believed to have been impacted, aside from the one residence. “Officers believe this was a targeted incident and they are now looking into the circumstances and appealing to the public for witnesses and dashcam video,” said Cris Leykauf, spokesperson for Delta Police, on Friday. “In particular police are looking for witnesses and video from the areas of 80th Avenue to 75A Avenue and 118th to 116th Streets between the hours of 11:30 p.m. on July 16 to 12:30 a.m. on July 17.” Anyone who saw anything suspicious in that area during that time, or who may have information that could assist police, is asked to call the non-emergency line at 604-946-4411. Immigration Minister announces changes to facilitate online learning for international students MARCO E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, has made a number of temporary policy changes to support and reassure international students and learning institutions since the onset of the pandemic. International students make immense cultural and social contributions to Canada, and generate more than $21 billion in economic activity. As the fall season is fast approaching, Mendicino has announced additional measures to support international students beginning a new program online this fall with a Canadian learning institution, if their institution is offering the program online, so that they can pursue their education while ensuring everyone’s safety. These changes will give students more certainty about
their ability to enter Canada once travel and health restrictions are eased in Canada and their own home countries. They mean that students will be eligible to work in Canada after graduation, even if they need to begin their studies online from overseas this fall. The changes will continue Canada’s reputation as a premier destination for international students and demonstrate the importance of the international student program and the contributions international students make to Canada, says the government. The new measures include: * providing priority study-permit processing for students who have submitted a complete application online, to ensure that permits are processed as quickly as possible * allowing students to count the time spent pursuing their

THE City of Surrey is the first municipality in British Columbia to establish the position of Ethics Commissioner. After a nationwide search for a suitable candidate and the receipt of applications from over 30 well qualified candidates, Surrey Council unanimously appointed Reece Harding as the City’s first ethics commissioner. Harding is a partner with Young, Anderson and has extensive experience working with local governments on an operational, administrative, and elected level. He has appeared on behalf of local governments in every level of court in Canada. “While there was no shortage of qualified candidates for the position of ethics commissioner, Reece Harding’s comprehensive experience in municipal law, advising elected officials on responsible conduct, and conflict resolution and his high standing among his peers makes him the right person to fill this important role at the City of Surrey,” said Surrey Mayor Doug McCallum. “On behalf of Council, I want to congratulate Reece as he begins his new duties as ethics commissioner. I would also like to thank the Ethics Selection Committee for their diligence and hard work in assisting the City in the recruiting process.” As an independent officer, the role of the ethics commissioner is to advise and assist Council on how best to enhance open, transparent, and accountable governance. The mandate of the ethics commissioner also includes the authority to investigate complaints and make disciplinary recommendations to Council. According to Harding’s biography at younganderson.ca, he holds a Bachelor of Arts degree from Simon Fraser University and graduated from the UBC Faculty of Law in 1992. He articled with the Attorney-General of British Columbia. His practice is primarily focused on local government law litigation, but includes significant components of aboriginal law, assessment and taxation law, natural hazard risk avoidance, governance advice, mediation and police law. Harding has appeared routinely in the British Columbia Provincial Court, Supreme Court, Court of Appeal, the Federal Court of Canada and recently appeared in the Supreme Court of Canada. Massive increase in approval ratings for BC NDP and Premier Horgan Response to COVID-19 has skyrocketed Premier John Horganâ&#x20AC;&#x2122;s ratings by 17 points in just seven months to 68% ACCORDING to the latest version of Insights Westâ&#x20AC;&#x2122;s â&#x20AC;&#x153;Government of British Columbia Report Card,â&#x20AC;? the BC NDP has improved their already strong approval ratings and support across BC and voting intentions for NDP have reached their highest level since Insights West tracking began eight years ago. COVID-19 bumps out housing, climate change and the economy as the most important issue facing British Columbia, and government approval ratings on nearly every issue â&#x20AC;&#x201C; COVID-19 response, health-
32% choosing it as the most important issue facing the province, relegating housing prices (13%) to second place position after a five-year run at the top of the list. Other important issues such as the economy (11%), healthcare (7%), homelessness (6%), jobs (6%), the environment (5%), taxes (5%), and poverty (4%) are much lower on the list of priorities. It is interesting to note that housing prices are the number one concern (24%) among 18-34-year-old residents while COVID-19 is chosen by slightly fewer (21%). Housing prices appear much further down the list among those 55 years+ (6%), and those 35-54 years old (16%).

Prepandemic, Horganâ&#x20AC;&#x2122;s approval rating was already strong, but the response to COVID-19 has skyrocketed his ratings by 17 points in just seven months to 68%, a higher level higher than for any political leader in BC since tracking began eight years ago. Conversely, there is an opposite trend in approval levels for opposition leaders, as the BC Liberalâ&#x20AC;&#x2122;s Andrew Wilkinson rating has dropped five points since November to 30%. Interim Green leader Olsen has made his debut at
a 29% approval ratingâ&#x20AC;&#x201D;this is the lowest of any Green leader since the 2017 election, but 44% of BC residents donâ&#x20AC;&#x2122;t know enough about him to provide a rating. Bolin from the BC Conservative Party has an 18% approval rating, but similarly, 49% of British Columbians didnâ&#x20AC;&#x2122;t know enough about him to provide a rating. These approval ratings could translate into a landslide victory for Horgan when B.C. goes to the polls in May of 2021. In fact, if an election were held right now, the NDP would receive 47% of the decided popular vote primarily at the expense of other parties which have seen their support diminish since the start of the pandemic.
BC Liberal voting intentions have dropped to 29%, the lowest post the 2017 election. The Greens have also dropped to 11%, a long decline from the 17% of votes they achieved in 2017. Support for the BC Conservatives, who appeared to be gaining momentum in the past couple of waves, has dropped from 18% to 12% since the last measure in November of 2019. Perhaps some consolation for the opposition parties is the fact that the undecided vote is particularly high at 23% right now, as the election race is far from the top of the public agenda. On July 17, forty-year-old Kashif Ramzan (see photos) was charged with two counts sexual assault, one count of sexual interference, one count of invitation to sexual touching, and one count of forcible confinement. In an effort to further the investigation, police are releasing the names of three agencies allegedly operated by Kashif Ramzan: Nextop Global â&#x20AC;&#x201C; on Instagram; Reezphotography.com; and Globe Talent Management â&#x20AC;&#x201C; known as globetalentmgt on Instagram. Police are also releasing photos of Ka-
shif Ramzan who may be known to victims as Reez Javier. Based on the circumstances surrounding these allegations, investigators believe there may be additional victims, witnesses and persons with information, who have not yet come forward. MSM President and CEO (Founder) Canadian Eyesight Global www.CanadianEyesight.org Anup was born in Lucknow, India, in 1935. He made the historical long trek which took him 6 months to reach Canada from India travelling by passenger Ship from Bombay to Basra, Iraq in 1968. Anup traveled by train touching 15 middle Eastern and European countries stopping for few days in each country and making business contacts. He traveled by train from Basra, Iraq, Syria, Beirut, to Paris. In Paris he booked his plane ticket from Luxembourg to New York and traveled by Greyhound bus to Toronto,ON. He purchased a VIA Rail ticket from Toronto to Vancouver.BC, but changed his mind and stopped at Kamloops. BC. at 3:00am very cold mornig Sept. 1968. He resided in the beautiful city of Kamloops 1968-1986. He developed a number of properties in Kamloops including a 40 lots Sub Division 1973. In 1980 he had a economic set back loss in $ millions in real estate investments. He later moved to the Greater Vancouver area in 1986, and founded Project Eyesight-India in 1989, which later became Canadian Eyesight Global. He presently resides in Surrey. BC. Anup Jubbal’s primary focus had been in investment and land development, import/export and business ventures from 1968 to 1980. Mr. Jubbal traveled the globe three times in the pursuit of business opportunities. He also managed to find time to take part in Canadian Importers Association trips to Japan, Hong Kong, Singapore, the Philippines, China, Europe and the Middle East Countries. He participated in trade fairs in Chicago, Iran and Kuwait. His work in property investment and development was based mainly in Kamloops. BC. He later shifted the focus of his efforts to importing and trading goods that were for sale in Canada. His profile was published in the B.C. Business Magazine June 1976. He had a huge real estate investments loss in the downturn in real estate in 1980, which changed his future thinking. During his childhood, the desire to help others inspired Mr. Jubbal to join the Boy Scouts, Saint John Ambulance and volunteer services in the community. He has been a Rotary member since 1986, 2 terms Club President. In Canada 1989, Anup Jubbal founded an organization Project EyesightIndia, which later became Canadian Eyesight Global committed to prevent blindness among impoverished needy and helpless people globally. He, along with his wife Saroop, has dedicated
thirty (31) golden years of her life for this noble cause. Tens of thousands of needy people who have no resources or government support were treated for free Cataract surgeries and their eyesight restored in rural parts of India, since 1989.This project was supported by Rotary Clubs in Canada and India, local eye hospitals and thousands of dedicated volunteers in India. Cataract surgeries are beyond the reach of a common man living in rural parts of India, some people are living in darkness for more than 10-15 years. They sincerely appreciate the work of Canadian Eyesight Global, when they are able to see this beautiful world again. Funding for this noble project had been made available by Rotary Foundation Grants.
BREAKING NEWS Three months old Gurpreet was born blind in Amritsar. He was able to see this beautiful world for the first time with the support of Canadian Eyesight Global. Gurpreet was born with cataract in his both eyes, and in 2009 he was brought to the eye camp by his grand father, a horse buggy operator. He met with Anup Jubbal and said that he could not afford the eye surgeries with whole life savings. Gurpreet’s one eye was operated at the age of three (3) months and the other eye was operated when he was 3 years old. Gurpreet is now 11 years old and is doing his studies and living a normal life as any child should. Canadian Eyesight Global would like to make special thanks to the eye surgeon Dr. Bhupinder Singh, MS, Rotarians and dedicated volunteers for their support. Canadian Eyesight Global has been organizing Free Eye Health Clinics in Canada, since 2004, supported by a team of eye surgeons led by eminent eye surgeon Dr. David Neima, MD, FRCS(C), Opthal., Director, Canadian Eyesight Global. Hundreds of people attend the Clinics for eye check up and were given eye drops free of charge. The patients with major eye problems for further investigations and treatments were referred to the specialist eye surgeons. Free Eye Health Clinics in Canada are very helpful to the people, supported by medical doctors, Rotary Club of Surrey, Burnaby.BC., and Westminster and dedicated volunteers. NEW data from the non-profit Angus Reid Institute shows Canadian Prime Minister Justin Trudeau’s approval has dropped five points in the first reading of public opinion since questions arose regarding his government’s – and family’s – ties to the WE group of organizations. Students asked to wait while Liberals handout millions to wealthy corporations: Federal NDP FEDERAL NDP Critic for Diversity and Inclusion and Youth, Lindsay Mathyssen (MP for LondonFanshawe) said on Friday she’s disappointed that the Liberal government has once again put corporations and the well-connected first, while making students wait for the Canada Student Service Grant (CSSG) program to start. The Liberals are in trouble after handing over almost a billion-dollar contract to their friends at WE, while leaving students scrambling for payment for the time they have already spent working in their communities. Meanwhile, the Prime Minister and the Minister of Finance are under investigation by the Ethics Commissioner for the contract given to WE. “The ramifications of COVID-19 will be felt for a long time, but no one will feel it more than Canada’s youth. The disruption in their education and employment opportunities will have lasting effects on their lives and on Canada for years,” said Mathyssen. “Instead of using existing programs to make it easier on students, the Liberals have asked them to rely on this now stalled program. It cannot go ahead because ethics rules might have been broken by the PM and his Liberal government. This program just isn’t working. Students shouldn’t have to wait for the government to get its act together. They need work and financial compensation now.” New Democrats are asking the government to cancel the complicated program clouded by potential ethics problems and transfer the funds to the Canada Summer Jobs program or give grants directly to the volunteer sector. This would ensure jobs will be accessible for students who need help right now, they say.

SURREY RCMP on Saturday informed the public about a sexual assault and robbery which occurred on in Whalley on Friday night. On July 10 at approximately 11:09 p.m., police received a 911 call reporting that a woman had been sexually assaulted in the area of the King George Sky Train Station. At approximately 10:45 p.m., the woman was walking under the Expo line toward Fraser Highway, when an unknown male suspect approached her with a weapon. The male robbed the woman of her personal belongings, then pulled her into the bushes and sexually assaulted her. Following the assault, the male suspect fled the area, and the woman was able to call for help and obtain assistance. She sustained minor injuries during this incident and was taken to the hospital to receive care. Surrey RCMP victim services have also been engaged.
The suspect is described as a white male, 30 to 40 years old, 5â&#x20AC;&#x2122;10â&#x20AC;? tall. He was wearing a red and blue bandana on his face and all black clothing. The Surrey RCMP Special Victims Unit has taken conduct of this investigation. Investigators are making an appeal for any witnesses to come forward with information. They are also requesting anyone who may have been driving in the area, or who may have dash cam video from the area at the time of the offence, to come forward. â&#x20AC;&#x153;Incidents like this are concerning for the police and the community,â&#x20AC;? said Cpl. Elenore Sturko. â&#x20AC;&#x153;We are sharing this information to encourage healthy vigilance. Anyone with information about this incident is asked to call Surrey RCMP.â&#x20AC;? Surrey Civic Theatres: FUSIONpresents Artist Showcase featuring Ranj Singh and Sami Ghawi
ON July 24, Surrey Civic Theatres presents the FUSIONpresents Artist Showcase featuring Ranj Singh and Sami Ghawi. This performance is part of SCT’s newly launched Digital Stage, an initiative to support local artists and performers that audiences can enjoy from the comfort and safety of their own homes. This lively and upbeat show will include an hour of original songs and classic rock and
folk favourites from the ‘60s, ‘70s and ‘80s, as the duo entertain you with their dancing guitars and harmony vocals. Tune in for an hour of live music streamed to the comfort of your own couch. These two good friends met at the 2018 Surrey Arts and Business Awards, and Sami was instantly mesmerized by Ranj’s unique guitar style as well as his velvet voice. FUSIONpresents, Ghawi’s company, man-
ages the live entertainment at the Sheraton Vancouver Guildford Hotel MIXT Lounge, and after hearing Ranj sing, he immediately booked him to perform there. This showcase will be the first time these two amazing artists perform a show together. Ghawi, who has hosted the Sunday Night Jam at West Beach in White Rock for more than a decade, and is also a huge advocate for music and The Scott Road (120th Street) and 92A intersection in Surrey is a dangerous place with frequent collisions. Safe re-openings of Surrey recreational facilities
SURREY Councillor Laurie Guerra, Chair of the Parks, Recreation and Culture Committee, said on Friday that during this time of the COVID-19 pandemic, ensuring the heath and safety of the City of Surrey’s residents, patrons and staff are the principles that determine the re-opening of recreational facilities. She added: “It is unfortunate that there has been misinformation circulated about the closures of our recreational facilities. Our recreational facilities were closed on March 15 due to COVID-19 and not from budgetary pressures. Since June 1, we have re-opened to the public a number of outdoor facilities and programs. We are continuing to develop plans for the opening of additional facilities in the coming weeks and are working closely with our sports community on safety plans that will
prepare them to return to sport when the facilities re-open. I encourage our residents to make use of our facilities as they become available, and to help us keep them open by taking proper health measures by observing physical distancing, having your own hand sanitizer and staying home if you are sick.” The City of Surrey is taking a safe and phased approach to the re-opening of parks, recreation and culture facilities. Reopenings are approved based on the ability to support the BC’s Restart Plan, and satisfy the Council-approved criteria: 1. Ability to comply with new Provincial Health Order 2. Reasonable public demand for services 3. Financial viability 4. Public and employee safety measures are in place It was a meet and greet – with distancing - with Defence Minister Harjit Sajjan, who is the MP for Vancouver South, on July 10 at Killarney Park as he thanked his constituents for doing their part to flatten the COVID-19 curve in B.C.
OBITUARY NASIB KAUR SIDHU November 18, 1932 to July 11, 2020 Nasib Kaur Sidhu passed away peacefully on July 11, 2020. “Sebo” was born in the village of Dhudike in the district of Moga, Punjab, India. She was the eldest and only daughter born to the late Sudagar Singh and Bhagwhan Kaur Gill. Nasib Kaur was predeceased by her loving husband, the late Jagir Singh Sidhu, and her son Karnail Sidhu, daughters-in-law Shavinder and Sukhwant Sidhu, brother Hakim Gill and sister-in-law Charno Gill. She is survived by her son Minder Sidhu (Lilly), grandchildren: Roop, Harry (Amber), Neena (Paul), Veeran (Danny), Amin (Tony) and Gopaul, and by 11 beautiful great-grand-children. She also leaves behind her brother’s family, nephew Raj Gill, Gurmeet Sengara, Cindy Gill, Surinder Mahal and their families. Nasib Kaur immigrated to New Westminster, BC, with her husband and two sons in 1959. She leaves behind a legacy of determination and hard work, and her attributes are well known within the farming community of Richmond. Sebo started working on the farms in Richmond and paved the way for many other Indian women to enter the workforce. She was a pioneer for the Indian community and made it possible for the next generations to prosper and flourish. In her early days of working on the farms she set her mind on one day owning the lands that she worked so tirelessly on. Over the years, she achieved her goals and successfully went on to build a farming empire for generations to come. Her dedication and devotion to the Sikh faith allowed her passion of Seva, contributing to one’s community with honour and privilege. The family sends a very special thank you to the nurses, doctors and hospital staff of Richmond General Hospital and especially for the care and attention she received at Royal City Manor who became her second family during COVID-19.

B.C. Real Estate Association releases new rules for open houses Itâ&#x20AC;&#x2122;s been a long tradition in the real estate industry: Showcasing a home for sale via an open house, where anyone could just walk in. â&#x20AC;&#x153;In the pre-COVID days, open houses were often a form of Sunday afternoon entertainment,â&#x20AC;? said Darlene Hyde, CEO of the B.C. Real Estate Association (BCRCA). â&#x20AC;&#x153;People would just go into a house to see what it looked like.â&#x20AC;? Those days are now gone, at least for the foreseeable future, as modifications are underway keep everyone safe during the pandemic. On Wednesday, the BCRCA released new rules for realtors holding open houses, which are now resuming after being on hold for the past four months. â&#x20AC;&#x153;This will be safe for the public going through the open house, it will be safe for the occupants, it will be safe for the public and for the realtors,â&#x20AC;? Hyde told Global News. The new protocols include limit-
ing open-house attendees to serious buyers by leveraging technology tools and screening for qualifying consumers. The new guidelines also encourage realtors to pre-register potential buyers before they attend the open house. â&#x20AC;&#x153;The realtor community is going to a lot of extra lengths to make it safe, so thereâ&#x20AC;&#x2122;s no point in having people on a property or in a place that donâ&#x20AC;&#x2122;t have to be there,â&#x20AC;? Hyde said. Other guidelines include buyers having to wait outside for their turn if numerous people are wanting to go through a home and all parties involved wearing masks and maintaining their social distance inside. Kelowna realtor Geoff Hayes welcomes the new rules. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s kind of helping us keep the handle on the pandemic, but itâ&#x20AC;&#x2122;s also helping us do our job,â&#x20AC;? he told Global News. Hays said for the past four months, realtors have had to rely on technology to market homes
for sale. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re using our phones, weâ&#x20AC;&#x2122;re going live on social media, Instagram, Facebook,â&#x20AC;? he said. Amitabh, 77, and Abhishek, 44, revealed their diagnosis on Twitter on July 11, saying they were in the isolation ward of Nanavati Hospital and all the people who came in their direct contact will undergo test for the virus. “They both are in the (isolation) ward and are clinically stable. At present, they do not require aggressive treatment. They are okay with the first line of medication. They are being given supportive therapy,” a hospital insider told the media. “Their vitals and appetite are fine,” the source added. Assistant municipal commis-
sioner, K West ward, Vishwas Mote confirmed that 26 staff members working at Bachchans’ bungalows have tested negative for COVID-19. “As per the laboratory report, all the staffers have tested negative to COVID-19,” he said. Cops fired at Vikas Dubey in self defence: UP government to Supreme Court
New Delhi (IANS): The Uttar Pradesh government has informed the Supreme Court that the UP Police fired back at gangster Vikas Dubey in self defence after he tried to escape and that this case is diametrically different from the Hyderabad encounter case. In an affidavit, the UP government said “The facts of the present case are completely and diametrically different from facts emerging in an incident which took place in Hyderabad.” The state government through a
four-point chart chalked out the difference between the Hyderabad encounter case and the shootout that killed Dubey. On July 15, the Supreme Court hinted that it could appoint a committee to inquire into the killing of Dubey and his associates. “We will tell you what we are going to do. This is something we have already done in the Hyderabad matter,” said the Chief Justice S.A. Bobde, heading a three-judge bench. The top court had sought a response from the UP government.
The affidavit said the Telangana government has not responded by appointing a judicial commission, but in the Kanpur incident the UP government has constituted a judicial enquiry commission suo moto within days of the incident. “In Kanpur incident the state of UP has also constituted Special Investigation Team to find out the facts regarding the criminals behind the incident and their nexus with other persons”, said the affidavit. The apex court in December 2019, had constituted a three-member commission headed by its former judge Justice V S Sirpurkar, to inquire into “circumstances in which” four men accused of raping and killing a veterinary surgeon in Hyderabad were killed in an “encounter” with police. According to the UP government, the motive of Dubey was not only to flee but also kill the policemen to create terror in the minds of the people as well as police. “Vikas Dubey and his gang members also brutally cut the Circle Officer’s leg after shoot-
ing him dead. All the bullets were fired on the police party from point-blank range”, said the affidavit. Justifying the use of JCB, the UP government said, “the police team raided his (Dubey) house and it found large number of deadly weapons, cartridges, bombs, explosives etc were embedded inside the walls, floors, gaps in ceiling of the house and plastered with light mud. In the process of excavating the weapons and explosives from hollow walls of the house, the load bearing capacity of the walls reduced. Building became insecure for further recovery. Hence JCB machine was used for further recovery. In the process of recovery some part of the building collapsed.” The UP government informed the apex court that Dubey brutally massacred eight policemen using 90 criminals of his gang and then mutilated the bodies. Dubey was serving a life sentence and he was out on parole when this massacre happened on July 2.
Priyanka targets Yogi government over kidnapping case New Delhi (IANS): Congress General Secretary Priyanka Gandhi Vadra on Wednesday sharpened her attack on the Yogi Adityanath-led Uttar Pradesh government over the law and order situation in the state after the Kanpur police landed in a major controversy for asking the family of a kidnapped man to pay the ransom to the kidnappers. In a Facebook post, Priyanka Gandhi, who is also in-charge for the Uttar Pradesh Congress, said, “In Kanpur criminals kidnap a youth and demanded for extortion from the family. The family arranged the Rs 30 lakh amount by selling their house and the jewellery.” She further alleged that “on the directions of the police the family handed over the bag with money to kidnappers and nor the police arrested the kidnappers and neither it was able to bring back the kidnapped youth”. “The family is inconsolable. This is the same Kanpur, where few days back a very big incident took place. One can imagine the situation of law and order in Uttar Pradesh,” she
added. The alleged incident took place in Kanpur, where the family arranged the ransom amount of Rs 30 lakh and went to the designated spot on the Gujaini railway track on Monday. The police were apparently waiting in the wings to swoop down on the kidnapper. However, the entire plan went awry when the kidnapper fled with the money and there was no rescuing the hostage. According to reports, Sandeep, son of Chaman Singh, who works at a local pathology lab, was kidnapped on June 22. The kidnappers called up the family and demanded Rs 30 lakh as ransom. Subsequently, Chaman Singh lodged a complaint and an FIR was registered at the Barra police station. On the advice of the police, Chaman Singh managed to arrange the ransom amount and, as asked by the police, handed it over to the kidnapper. A video of his daughter crying for help from the media and the police has also gone viral on social media.

Lukram Smil: ‘Actor with Asian features’ still sounds better than ‘Chinki’
Mumbai (IANS): Manipurbased actor L u k r a m Smil, who played the protagonist in the digital film “Penalty”, says racism is so deeply embedded in the minds of people even in India that for the longest time actors from Northeast faced limited opportunities and remained victims of the syndrome. On the positive side, in the wake of #blacklivesmatter, Lukram adds that casting directors call them “actors with Asian features” now, as opposed to “Chinki” or “Chinese looking” like earlier. Lukram told IANS: “I think social media activism has
at least started the conversation. Until a year back, I would say that people like us from the Northeast would get casting calls where we were told, ‘we’re auditioning you because we need a ‘Chinese looking’, ‘Nepalese looking’ character’. It feels
really bad. Our struggle and rejection would start at regular auditions even before we gave auditions, because of the way we look. I mean what are they trying to say by calling us ‘Chinese looking’? Do we not look Indian? Forget about writing diverse characters for us, the racism is embedded in the mind of people in our society to the extent that they do not even count our ‘looks’ as ‘Indian’ looks! Only those who have faced this will understand how humiliating it feels.” “Having said that, there is a change that we have noticed in recent casting calls. Now we are called actors with ‘Asian features’, ‘North-
eastern’ etc. I think this is still a better term than calling us ‘Nepali’, ‘Chinese’ and, worse, ‘Chinki’,” added the actor. “Penalty”, directed by Shubham Singh, features Kay Kay Menon, Shashank Arora, Manjot Singh and Bijou Thaangjam, and is streaming on the OTT platform Netflix after a theatrical release last year. “We really had a hard time to get show time while releasing the film in theatres. Now I am getting a response to the film from everywhere. I am glad that people are watching the film,” Lukram said. Did he always want to be an
actor? “No, I am very shy by nature and when I stepped out of Imphal and went to Lucknow for my higher studies I started encountering racism. My confidence went down the drain. But I must thank Bijou, who told me not to confine myself and rather discover by coming to the city of dreams, Mumbai,” he shared. After his struggle due to his appearance and racism, is Lukram still hopeful to make a career in Bollywood? Citing the example of the recent film “Axone”, he said: “With such a film, we are gaining a positive light, the right conversation around racism that is substantial.
The constant discrimination that many sections face and the stereotypes we are a victim of should stop, and the film can do that.” “In ‘Penalty’, football is a common element that brings people from every region together. I think like sports, films can also do that. If our Bollywood films are set in cosmopolitan places, then why aren’t the characters from all communities? Why do Punjabis have to be funny and all Northeastern have to be musicians? I am not complaining, but I am saying, we youngsters are questioning more, so that the change comes,” Lukram signed off.
Hundreds of paramilitary troopers in northeast India test COVID-19 positive
Shillong/Aizawl/Agartala (IANS): Several hundred central paramilitary troopers and personnel of other central agencies in the northeastern states have tested positive for COVID-19, ministers and of-
ficials said on Tuesday night. Meghalaya Chief Minister Conrad K. Sangma, in a tweet on Tuesday night, said that of the total of 318 COVID-19 patients in the state, 186 are Border Security Force (BSF)
troopers. State Health Minister A.L. Hek said that two Indian Air Force employees and two staffers of other central paramilitary forces have tested positive for Covid-19 in the state so far.
Health officials in Mizoram said that 26 National Disaster Response Force, 21 Assam Rifles and 19 BSF troopers had tested positive in the state. The NDRF personnel had recently returned from
Assam, Manipur, Haryana and Andhra Pradesh. In all, 238 people were infected in Mizoram but 159 of them have recovered. Many Indian Army personnel have also tested positive in
Nagaland and other northeastern states. In Tripura, around 200 BSF personnel, and their family members had been infected by coronavirus but all of them have recovered.
No option left for Air India but privatisation: Civil Aviation Minister New Delhi (IANS): Civil Aviation Minister Hardeep Singh Puri on Thursday said that no other option is left with Air India but to go in for privatisation. Replying to a question during a press briefing on civil aviation issues, the minister said that the airline cannot depend on state funding to survive. He cited that due to the Covid19-induced economic turbulence the Centre might not be in a position to support the airline as massive financial resources have been deployed to safeguard the vulnerable sections of society. Furthermore, the minister with-
out naming anyone said the airline should be left to those who know how to run it. He was replying to question on sharp political reactions that have been received on social media regarding the airline’s ‘Leave without Pay’ policy. Recently, the national carrier has instituted a scheme whereby employees can opt to take “leave without pay” ranging from six months to up to five years. Additionally, the airline’s management will also have the option to send any employee on leave. An Air India staff notice, which was accessed by IANS, read: “The Board of Directors in its 102nd
meeting held on July 7, 2020 has approved a scheme whereby employees can opt to take ‘leave without pay’ ranging from six months or for two years and the same can be extended to up to five years. “The scheme also authorises the CMD to pass an order on behalf and in the name of the company whereby an employee could be sent on leave for six months or for a period of two years extendable to up to five years.” However, this provision can only be exercised depending upon factors such as “suitability, efficiency, competence, quality of perfor-
mance, health of the employee, instance of non-availability of the employee for duty in the past, as a result of ill health or otherwise and redundancy”. The Air India unions are yet to decide on the future course of action. An Air India union leader told IANS: “LWP has to be across the board for all employees and burden has to be shared by all employees. This is not market standards. This is cherry picking by the top management.” According to Air India PIM document, as on November 1, 2019, the airline on a standalone ba-
sis (without subsidiaries) had around 14,000 employees, including fixed term contract staff. The development comes as the Centre has re-initiated the airline’s divestment plan with new norms. Puri, further said that the airline’s management is in touch with all sections of employees and if privatisation does not take place, then “everyone” might lose their jobs. Besides, he said that privatisation might save the passenger carrier from the fate that many airlines around the world have recently suffered.

Chandigarh (IANS): The council of ministers in Punjab on Wednesday paved the way for the state police to become India’s first force to draw on civilians as domain experts to give a high quality cutting edge to its investigative functions. As many as 798 such experts will be recruited directly as plainclothes civilian support staff for the Punjab Investigation Bureau, which is all set to get a dose of fresh blood and a qualitative edge with the induction of 4,251 personnel, across different ranks and positions, as a result of the restructuring
Punjab Police to draw experts to sharpen investigations of the Punjab Police department. The restructuring was approved by the Cabinet, led by Chief Minister Amarinder Singh, at a virtual meeting, according to an official spokesperson. The restructuring, which will enable the bureau to make direct recruitments in the ranks of sub-inspectors, head constables and constables, will be done in a revenue-neutral manner, by abolishing 4,849 existing posts, thus ensuring that there is no additional financial burden on the state exchequer, the spokesperson said. As per provisional plans, direct re-
cruitment of 1,481 police officers will be undertaken across ranks, which would be a game changer as they will infuse fresh blood that will bring in the requisite skill-sets, expertise and experience to carry out specialised investigations, such cyber investigations, financial investigations for economic crimes, etc. This will bring about a qualitative change in the investigation process, which is currently in the purview of the general cops in the Punjab Investigation Bureau that was set up in 2015. Army chief reviews operational preparedness in Punjab
Chandigarh (IANS): The Chief of Army Staff, General M.M. Naravane, on Tuesday visited forward areas in Punjab and reviewed the armed force’s operational preparedness along the western border. Accompanied by Lieutenant General R.P. Singh, General Officer Commanding-in-Chief of the Western Command, the Army chief visited the formations of Vajra Corps in Amritsar and Ferozepur. He was briefed by Lieutenant General Sanjeev Sharma, Corps Commander of Vajra Corps and
General Officers Commanding of Panther and Golden Arrow Divisions. An official statement said the Army chief interacted with the troops and lauded them for their high morale and motivation and also awarded Commendation Cards for bravery and devotion to duty. Naravane commended the efforts of the formations in the ongoing fight against the COVID-19 pandemic and also exhorted all ranks to maintain focus on operational preparedness at all times.
Punjab bans all public gatherings
Chandigarh (IANS): Stepping up its fight against COVID-19, the Punjab government on Monday imposed a complete ban on all public gatherings, while restricting social gatherings to five and marriages and other social functions to 30 instead of the current 50. These were among the revised guidelines issued in line with the announcement made by Chief Minister Amarinder Singh. Mandatory first information reports (FIRs) shall be filed against those found violating the curbs on public gatherings, which now stand strictly disallowed. A detailed notification issued by the government says joint teams of police and civil administration shall strictly enforce the restrictions on social gatherings (restricted to 5 under section 144 imposed in all districts) as well as weddings and social functions. The management of marriage halls and hotels would be held responsible and would face suspension of licence in case of violation
of norms. Further, the management of marriage halls, hotels and other commercial spaces will have to certify that adequate arrangements for ventilation of indoor spaces have been made. The state government has also partnered with IIT-Madras experts to intensify surveillance, using technology in order to identify superspreader gatherings that in the past that have resulted in spread, to guide future action. Wearing of masks has been made compulsory in work places, offices and closed places, as per the new guidelines, which also call for strict enforcement of the Health Department advisory on air conditioning and ventilation and air circulation. Public dealing in offices may be curtailed to cater to need based and urgent issues, according to the guidelines, which provide that the online public grievance redressal system recently approved by the Cabinet should be extensively popularised and used.

Chandigarh (IANS): Punjab Police on Sunday arrested Shiv Sena (Taksali) chief Sudhir Suri over a viral video clip allegedly denigrating women and inciting enmity between different groups, after a nearly 1,300-km chase that ended in Indore in Madhya Pradesh. Two police teams, comprising 11 personnel of Amritsar (Rural), arrested Suri, said Director General of Police (DGP) Dinkar Gupta, adding a manhunt had been launched for him after the release of a video with alleged derogatory remarks against women, followed

No need to quarantine if visiting Punjab for fewer than 3 days
Chandigarh (IANS): Those coming to Punjab for less than 72 hours are now not required to undergo the mandatory home quarantine, and only need to submit a formal undertaking at the border check post. Announcing this relaxation for inbound domestic travellers, Punjab Chief Minister Amarinder Singh on Tuesday said this has been decided to facilitate students wishing to come for examinations or business travellers, etc., whose stay in the state is short. It has been decided to exempt such travellers from the 14-day mandatory home quarantine requirement that remains in place for domestic inbound travellers in Punjab, he said. The exempted travellers will, however, need to submit a formal undertaking with a standard format provided on COVA app, which they would have to download on their phones. Besides entering their details in the app’s travellers’ information section, these persons would have to undertake that the COVA app will remain active throughout their period of stay in Punjab. The additional SOPs for such travellers requires them to voluntarily submit that they are not coming from any containment zone and undertake not to exceed the 72 hours from the time of arrival in the state.
During this period, they will commit to monitoring their health and maintaining distance from those around, and also interact with the assigned surveillance team in case they suffer from any symptoms consistent with COVID-19 and will immediately call at 104. All due precautions would have to be strictly adhered to and non-adherence to wearing of mask or social distancing, etc., would make them liable to be penalised under section 188 of IPC as per provision of The Epidemic Diseases Act of 1897, said the Chief Minister. Further, if within a week of return any such person is tested positive then he or she will have to immediately contact the government of Punjab at 104 and assist them in contact tracing. It may be recalled that while the Government of India had recently waived the requirement of home quarantine for domestic travellers and replaced the same with self-monitoring, Amarinder Singh has made it clear that quarantine restrictions will continue to remain in place in Punjab on account of rising numbers. Tuesday’s announcement is the only exemption to the rule.

What is the Civil Rights Tribunal and What Does it Mean for My ICBC Claim?

AS you may be aware, the controversial “minor injury cap” which applies to BC motor vehicle accidents that occurred on or after April 1, 2019. It purports to limit recovery on damages for pain and suffering to $5,627 if you suffered certain types of “minor” injuries. The new BC motor vehicle accident law defines a minor injury as including injuries that range from bruising, cuts and sprains, all the way up to concussions, certain whiplash-associated disorders, TMJ disorder, and psychological conditions such as anxiety, PTSD, and depression. Who decides whether your injuries are minor, and what happens if you do not agree with that decision? What is the Civil Resolution Tribunal (CRT) and what does this mean for your ICBC claim? The outcome of the determination of the CRT can have a significant impact on the compensation you receive in your ICBC claim. There was another major change made to BC motor vehicle accident law when the minor injury cap was imposed: as of April 1, 2019, the Civil Resolution Tribunal (“CRT”) was given the responsibility of adjudicating many motor vehicle accident injury disputes in BC. That means that your ICBC claim may be determined not by the BC Supreme Court, but by the CRT, which now has the jurisdiction to decide: * Whether your motor vehicle accident injuries are “minor” or not; * Your entitlement to Part 7 Accident Benefits; * Liability for the accident (who is at fault for the accident); and * Damages for claims up to the monetary limit of $50,000, whether your injuries are minor or not. The CRT is an online tribunal, so if your ICBC claim is being decided by the CRT, you will be required to fill out electronic forms to make your case. The CRT claims that it is set up with the expectation that parties (in other words, ICBC as a representative of the driver who caused the accident and you as the injured person) will negotiate directly once the online claim has been started.
Can a Personal Injury Lawyer Help me with a CRT ICBC claim? A lawyer can review your case and advise you on whether your injuries are more properly classified as injuries that have caused “serious impairment” such that the minor injury cap on general damages should not apply to your ICBC claim. What Does the CRT Mean for my ICBC Claim? The lawyers at Simpson, Thomas & Associates want accident victims to know that the CRT process is much more complex than the CRT’s website would have people believe. For example: * If you were injured in a motor vehicle accident that occurred after April 1, 2019 and have an ICBC claim for certain type of injuries, ICBC will take the position that the minor injury cap applies such that your general damages are limited to $5,627. If you disagree, any disagreement must be resolved by the CRT. You have the burden of proving that your injury is not a minor injury. * BC law now includes the presumption that a minor injury claim will fall within the CRT’s monetary jurisdiction of $50,000. In fact, the CRT has jurisdiction over all motor vehicle accident claims within the $50,000 monetary limit, whether the claim involves minor injuries or not. This means that total damages will be limited to $50,000 unless the injured person is able to establish that there is a “substantial likelihood” that their damages will exceed the $50,000 limit (i.e., the cap of $5,627 for general damages, plus all other heads of damages you may be entitled to, such as past wage loss, future loss of earnings, and future care costs). * If it is established or agreed that your injuries are not minor or if you are able to establish that there is a “substantial likelihood” that your damages will exceed the CRT’s $50,000 limit, you can commence a claim in Supreme Court of British Columbia, but there will be costs implications if the ultimate settlement or award is less than $50,000 – your recoverable costs could be limited to what is permitted if the proceeding had been brought in the CRT.

Pfaff Motorsports entry in Canadian Touring Car Championship
TORONTO, ON: Pfaff Motorsports recently announced its intentions today to compete in the full season of the 2020 Canadian Touring Car Championship, fielding a Motul-sponsored plaid Audi RS3 LMS TCR, representing the Pfaff Audi (Vaughan) and H.J. Pfaff Audi (Newmarket) dealerships. The car will be driven by 17-year-old Canadian driver Zachary Vanier for the revised, six-race CTCC calendar. The announcement comes following Canada/ U.S. border complications as a result of COVID-19, which has rendered the Canadian-based team unable to participate in the ongoing IMSA WeatherTech SportsCar Championship in the U.S., for the time being. Pfaff Motorsports team manager Steve Bortolotti says that while the
team was hoping to fight for the overall IMSA GTD championship this season, it’s looking forward to another challenge and a new platform in its home market. “Unfortunately crossing the border isn’t an easy thing for us to do,” Bortolotti said. “A large number of our team members also work at our dealerships, and because of our quarantine measures in Canada, it would make it nearly impossible to travel back and forth right now. I think we’re really making the most out of a difficult situation. Racing in CTCC is a great opportunity to give a young driver – who showed extremely well in karting and F1600 – a chance to work with a pro team and get experience with a great driver coach and engineer, and all of the
team that works on our GTD program.” Driver development has become synonymous with Pfaff over its racing history, and continuing that trend, Pfaff IMSA GTD driver and 2019 IMSA GTD Sprint Cup Champion Zach Robichon (CAN) has shifted to coaching responsibilities with Vanier, working closely with engineer Andrew Marangoni to create a program to give his young countryman an edge.
