Anti-gang task force tackles ‘Brothers Keepers’

IN 2018, as a result of an increase in gang-related violence in the Lower Mainland and across British Columbia involving an emerging gang calling themselves the “Brothers Keepers”, the Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC) led the creation of a task force dedicated to conducting strategic and targeted disruption, suppression, and enforcement of the Brothers Keepers activities. With advanced targeting through the Provincial Tactical Enforcement Priority (PTEP), the CFSEU-led Brothers Keepers Task Force helped coordinate and enable investigations not only at CFSEU-BC, but also in numerous other jurisdictions across British Columbia that targeted the Brothers Keepers and their drug trafficking networks, including synthetic opioid distribution and violent gang activities. The Brothers Keepers is a gang made up of approximately a dozen core members. Each Brothers Keepers gang member has criminal affiliations, networks, and cells of varying sizes. people, highlights the reach the Brothers Keepers has. As their network grows, as is the case with other gangs, it increases their potential to recruit and expand outside of the Lower Mainland and British Columbia, demonstrating why it is important for the group to be targeted by law enforcement in order to disrupt this growth and criminal expansion. The Task Force has also been able to collect intelligence and information, previously unknown, about the Brothers Keepers. It was through these efforts and the collaboration with police partners, that the
CFSEU-BC has been able to determine that the Brothers Keepers and their criminal network not only spread to all corners of British Columbia, but expanded its territory and network to Alberta and Ontario. However, throughout the expansion efforts of the Brothers Keepers, our task force was successful in disrupting their intended expansion into the Nanaimo area of Vancouver Island. The Brothers Keepers first emerged within the British Columbia gang landscape in 2017 and were immediately in direct conflict with rival gangs such as the Red Scorpions, the Wolfpack, the Hells Angels, the United Nations, and numerous other individuals and groups. This conflict resulted in violence manifesting on streets and in communities across the province. In early 2018, CFESU-BC began to monitor and coordinate the Province-wide investigative efforts into the Brothers Keepers. Since that time, 259 collective law enforcement interdictions have taken place on gang members and affiliates

Who are the ‘Brothers Keepers’? A gang expert source told The VOICE last year in August that Brothers Keepers are almost exclusively South Asian and had been around for about 18 months to two years. “They are an evolution of a number of people [with] their little groups coming together to form BK [Brothers Keepers]. They’ve been sort of on the radar officially for the last couple of years. They’re one group that have been involved in the Lower Mainland Gang Conflict that’s evolved from the Townline Hill [Abbotsford]-Vancouver [South Slope] conflict,” said the expert. He went on to elaborate: “They are fairly independent. They are in conflict with the Wolf Pack. So one side of the Wolf Pack is sort of an alliance or partnership with the Red Scorpions and Hells Angels groups and Independent Soldiers and all of their sorts of friends. “BK is sort of sandwiched between the Wolf Pack side and the remnants of Duhre-United Nations. So now there are kind of three columns [of gang alliances].” Those of the Duhre group – “who are still alive and not in jail” – are still around trying to exert influence in the drug trade and not just here, but also in Alberta and other parts of the world. The gang expert noted: “The UN Gang is very international in scope and we still have that international manhunt for people like Conner D’Monte [who is accused of the 2009 murder of rival gang member Kevin LeClair] and others. The gang is still very active even though many people seem to try and say they are not, they are very involved in the drug trade / gang landscape behind the scenes.”

Targeting those who pose the greatest risk to public safety
The factors and contributing motives for gang-related violence are complicated, ever changing, and hard to attribute without being able to verify information that is too often not told by gang members to the police. The CFSEUBC’s researchers and intelligence analysts are analyzing the information captured since the creation of the Task Force. The data indicates there has been a 38.5 % decrease in combined gang-related homicides and attempted homicides from January 2017 to December 2019. Researchers at CFSEU-BC, in collaboration with our policing partners across the province, continue to examine how the decline, may be attributed to the coordinated and sustained efforts targeting the Brothers Keepers and our ef-

A coordinated, integrated, and strategic approach to disrupting the potentially tragic and devastating impacts of their crimes, with deadly drugs like fentanyl, is critical to our collective efforts of keeping our communities safe.” The Brothers Keepers Task Force will continue to conduct and assist other agencies with coordinating intelligence and investigations. Several investigations by CFSEUBC and its partner agencies are at various stages and the CFSEU-BC and other agencies will announce charges and results specific to those investigations at the appropriate time. The CFSEU-BC would like to acknowledge and thank the many RCMP detachments, municipal police departments and investigative units across British Columbia, the Correctional Service of Canada, British Columbia Corrections, B.C. Sheriffs Service, the Integrated Homicide Investigations Team, Canada Border Services Agency, and others for their ongoing commitment to reducing the threat that groups like the Brothers Keepers pose to British Columbians.
Fatal motorcycle collision on Abbotsford’s Gladwin Road ON Saturday, July 18 at 2:05 p.m., Abbotsford Emergency Services responded to the 5400-block of Gladwin Road for a report of a single vehicle collision involving a motorcycle.
The rider, a 19-year-old man (who community members say was a South Asian), was severely injured and transported to hospital for treatment. The rider succumbed to his injuries over the weekend.
The Integrated Collision Analysis and Reconstruction Service (ICARS) attended the scene to collect evidence. The investigation into this crash continues, with all contributing factors being consid-

Born and raised in Vancouver’s Punjabi Market, I began writing at the age of eight. I recall one of my teachers at Vancouver’s Khalsa School campus gave us a creative writing assignment where we had to write a poem. I vividly recall writing my very first poem which was over a page long. Upon handing in my assignment, my teacher asked me to read it in front of the class and later that school year, he awarded me with a trophy
for excellence in poetry. That’s all it took – my journey of writing began at the age of eight. Writing became a way in which I expressed myself – my thoughts, dreams and desires. I wrote about anything and everything and by the end of high school, I had a collection of over 200 poems. Eventually, I began writing stories and sharing them with my children. My husband would listen in and encouraged me to consider publishing my own book. After having my twins in 2018

TikTok video shoot in Surrey sparks large police response A group of young men filming a video for social media sparked a large emergency response to Mud Bay Park in Surrey. Shortly before 7 p.m. on Tuesday, Surrey RCMP officers were deployed in an urgent response to the report of a man with a firearm in the park at 1431 Colebrook Road. Witnesses who called police reported seeing a man with a gun put another male in a headlock and bring him into the bushes. When officers arrived, they located and arrested a group of 12 young men between the ages of 25 and 30 years old. The group informed the officers they were filming a TikTok video and had two pistol-style airsoft guns in the bushes. Police searched the area and found two airsoft pistols, one baseball bat, one cam-
era, and a chair with a rope. The 12 males were released from police custody and were each issued a bylaw ticket for Section 33 of the Parks Regulation Bylaw 1998 No.13480, which prohibits the carrying of an airgun within a park without the prior written permission of the general manager. The associated penalty for that violation is $200. “Police have a duty to respond to all weapons calls as legitimate public safety concerns,” said Cpl. Elenore Sturko. “This group of young men put themselves and others at risk as a result of their poor decision making. Airsoft pistols and other replica firearms are best left at home, or better yet, for the safety and well-being of our community, please don’t buy one.” Snatches from video sent to The VOICE.
Names of several South Asians arrested in relation to armed group assault in Brampton are baffling ON July 16, Ontario’s Peel Regional Police investigators from the 22 Division Criminal Investigations Bureau began an investigation into a violent incident involving multiple parties armed with weapons. At approximately 6 p.m. on July 16, several men armed with sticks and cricket bats assaulted a victim in the area of James Potter Road and Bonnie Braes Drive in Brampton.
The victim suffered minor injuries as a result of the incident. Investigators have identified, arrested and charged all those responsible for the assault. Those facing charges are Abhishek Abhishek, 20, Manoj Kumar, 51, Mohit Mohit, 19, Tinu Tinu, 19, and Havee Havee, 26, all of Brampton, have each been charged with one count of assault with a weapon and one

count of possession of a weapon for a dangerous purpose. However, their names are baffling as their first and last names are the same which is highly unusual. When The VOICE contacted the Peel Regional Police about the unusual names, Media Officer Constable Kyle Villers told us: “Those were the names that were provided by the subjects to our investigators. We’ve got a couple of calls … we are encouraging anybody that may have information if they think these names are not correct – our investigators at this time believe they are correct – to contact our 22 Division Criminal In-
vestigations Bureau to speak to them about that. When The VOICE asked him about what kind of identification the men had, he said: “I can’t speak to what type of identification was checked. We do check identification. Surrey RCMP investigating fatal fire in Whalley SURREY RCMP are investigating a fatal fire which occurred in the early morning hours of Thursday in Whalley. At approximately 4:20 a.m. on July 23, Surrey RCMP were called to assist Surrey Fire Service in response to a residential fire at 10640 125B Street. Emergency crews found the residence fully engulfed, and located two deceased people inside. The cause of the fire and cause of death of the two individuals has not been determined and are under investigation by the
RCMP and fire officials. The BC Coroners Service is also conducting a fact-finding investigation to determine cause of death. Due to the privacy of the deceased, neither the RCMP nor the Coroners Service will be releasing or confirming the identity of the victims. viewed the male. “The evidence to date revealed that the victim had a physical altercation with someone on the platform,” said Acting Inspector Andrew Perry. “The male that was taken into custody has been released pending further investigation and no charges have been laid at this time.” The incident is still under in-
vestigation, the New Westminster Police Department said it is aware that there were people on the platform at the time of this incident that they have not spoken with and is encouraging all potential witnesses to contact it at 604525-5411. Its Victim Assistance Unit is available to support anyone who witnessed this incident.
The incident caused disruption to Expo Line service between New Westminster, Braid and Scott Road SkyTrain Stations. Columbia Station was closed and Expo Line trains turned back at New Westminster, Braid and Scott Road Stations. A bus bridge was set up to transport customers between the three stations.
Sukbinder Singh Sogy of Vancouver charged with assault with weapon SUKBINDER Singh Sogy, 32, of Vancouver has been arrested following an alleged stabbing that occurred in front of Commercial-Broadway SkyTrain Station. On Saturday, July 18, at approximately 4:30 p.m., a man walked out of Commercial-Broadway SkyTrain
Station, followed by another man, who made an unintelligible comment towards him. This led to an intense argument between the two men. As the victim walked away, he noticed the suspect was following him. When the victim turned around, the suspect alleg-
edly produced a box-cutter knife, waved it around in a violent slashing motion and struck the victim multiple times on the gloves he was wearing. The victim also sustained a non-lifethreatening laceration to his chest. Two Transit Security Offi-
cers observed the altercation, confronted the suspect and ordered him to drop the knife, which he did. They safely handcuffed the suspect and turned custody over to the Metro Vancouver Transit Police. Sogy, who has minimal police history, has been
charged with assault with a weapon. He was released from custody with multiple conditions, including not to have contact with the victim and not to possess knives or weapons. His next court appearance is scheduled for August 18 at Vancouver Provincial Court.
The Metro Vancouver Transit Police said they want to recognize the two Transit Security Officers who put their own safety at risk. Due to their swift response, they were able to safely take the suspect into custody and prevent any further threat or injury to the victim.

No respect for social distancing by Pakistan PM’s spokesperson, Liberals MPs, others in Surrey MANY members of the South Asian community are angry that Nadeem Afzal Chan, Spokesperson of Pakistani Prime Minister Imran Khan, as well as Liberal MPs from Surrey, Randeep Sarai and Sukh Dhaliwal, brazenly defied social distancing as they were part of a large gathering sitting close to one another at a meal in a Surrey restaurant. In one photo sent to The VOICE, Sarai is seen wearing a mask, and in another he is posing without a mask (in another related event) – apparently publicity matters more than respecting health guidelines during the deadly COVID-19 pandemic. One Pakistani Canadian’s Facebook called it a meet and greet session with Chan that was jointly organized by the “PC [Pakistani Canadian] Community Association and the Fop [Friends of Pakistan] Canada Association.” It added: “Please [note] Mr. Chan is visiting Vancouver on the special invite from FOP Canada and PC community association.” Sarai also made a special presentation to Chan.
Ironically, BC Liberal Leader Andrew Wilkinson sent a message to the gathering expressing his regrets that he would not be attending but adding: “In these unprecedented and uncertain times, it is my hope that you are able to host a successful and socially distanced community dinner and that Mr. Nadeem Afzal Chan is able to witness the incredible work you do here in our province.” Wilkinson also thanked all those who “worked hard to make this event come to fruition within the guidelines set out by the Provincial Health Officer.” We will have to wait and see if this gathering results in the spread of COVID-19. Also, again, why didn’t anyone – except for MPs Sarai and Sukh Dhaliwal – have on masks? It just takes a few seconds to pass the virus on. And, yes, MPs are responsible for making sure rules are followed. They are not just any guests. Also, outside, except for the MPs, no one else had masks! Chohan writes: “The pictures you falsely related to the two associations in the post do not belong to our event.” But that was what was mentioned in the Facebook post put up by a prominent member of the Pakistani Canadian community (the photo can be viewed on our website voiceonline.com). Chohan writes: “Also, for your information, Mr. Chan is permanent resident of Canada, and does not require Canadian Visa. He is fellow immigrant like you. He has been in Canada for more than a month. He is perfect in health and does not have any COVID-19 symptom at all.” In any case, this doesn’t matter, distancing rules to protect ALL Canadians must be observed.

Why BC taxi industry needs to survive during and after COVID-19 pandemic BY ANITA HUBERMAN & GURDIP SAHOTA IN a region that is constrained by our geography and worsening traffic congestion, we need action to solve the complex
transportation problems of the BC South Coast and Metro Vancouver regions. The last two successive BC governments have consulted extensively on how to balance competing needs for more transportation options, while having a thriving taxi indus-

try, which is an essential service for people who choose not to have a personal car or are beyond the reach of our transit system. The advent of autonomous vehicles is part of this changing landscape which will present exciting opportunities and unique challenges.
The taxi industry has resources which can help alleviate urban mobility issues, but we are severely constrained due to archaic boundary rules that prevent the efficient use of existing taxi fleets. These boundaries cause ‘deadheading’, which is when a taxi dropping off a passenger outside their ‘home jurisdiction’ must go back empty, without a passenger, and is not allowed to pick-up a passenger on the way back. Deadheading leads to the inefficient use of taxi fleets, increased traffic congestion, GHG emissions, higher costs for operators, longer wait times for passengers and lowerincome for drivers. Another way to describe it is that our taxis can only operate 50% of the time. Imagine any other business being allowed to open for one hour, then having to shut down for the next hour, opening for the next hour thereafter. You get the picture. In an age of mobile apps, boundaries render taxi apps useless, as the pool of available taxis is greatly reduced. Imagine opening a taxi app in Vancouver and seeing only Vancouver-based taxis, many of whom may be on trips and unavailable. At the same time hundreds of cabs from neighbouring municipalities and YVR are dropping off customers but are not allowed to pick-up passengers because of boundary restrictions. Having all 2,500 Metro Vancouver taxis on a single mobile app platform would allow for quicker response times for taxi requests and drivers would also make more money. This would also help with economic recovery too! Over the last 25 years, taxi shortages and trip refusals in downtown Vancouver have been a perennial problem, especially on weekends, at special events and during the afternoon rush hour while local Vancouver cabs are changing their shifts. All this while, hundreds of cabs from YVR and surrounding municipalities are dropping off passengers and must drive out of Vancouver empty. Even before COVID-19 hit us, the BC taxi industry has been facing an existential crisis, since ride-hailing services were approved to operate in BC in late January of this year. The John Horgan government had promised a level playing field during ‘consultations’ with the taxi companies, but when the enabling regulations were unveiled in September 2019, there was no level playing field. The new regulations allowed for vast operating areas for ride-hailing companies, while taxi companies are not allowed to operate freely to meet customer demand. The Passenger Transportation Board (PTB), which regulates all passenger directed vehicles like taxis, limousines and ride-hailing, has set operating zones across BC. For example, Region 1 covers a vast area and includes Whistler, Squamish, Metro Vancouver, the Fraser Valley and Hope. The Metro Vancouver regional district, with its 21 municipalities, is the only remaining regional district with internal boundaries for taxis. By contrast the Capital Regional District (CRD) has 13 municipalities, including Victoria, has no internal boundaries for taxis. Taxi’s there can pickup and drop off anywhere

We have petitioned the government to eliminate this red tape. We are told that the Minister of Transportation cannot ‘direct’ the PTB to remove these boundaries, as it is an ‘independent’ tribunal. Yet at that same Cabinet table, the Attorney General has no trouble ‘directing’ or ‘issuing a Ministerial Order’ to the equally ‘independent’ BC Utilities Commission, to summarily approve ICBC applications for the introduction of new insurance policies for ride-hailing vehicles and cabs!

The taxi industry supports the livelihood of thousands of families across our province, many of whom are immigrants. The taxi industry has helped them realize their Canadian dream of owning a home, raising their families and putting their kids through college, so that they can give back to this country. As governments come up with strategies to safely restart their economies, we offer up a low hanging fruit to the Horgan government that will most certainly help secure jobs: remove these taxi boundaries. Shaukat Shamim of Youplus charged with running bogus artificial intelligence investment fraud schemes SAN FRANCISCO: A criminal complaint was unsealed on Monday, July 20 in federal court alleging that Shaukat Shamim fraudulently obtained millions of dollars in venture capital funding for an artificial intelligence company by making false and misleading statements about the company’s technology and its revenue. Shamim is charged in the complaint with one count of securities fraud and one count of wire fraud. “Silicon Valley is a global leader when it comes to ingenuity and entrepreneurship. Fraud Shaukat Shamim is neither ingenuity nor entrepreneurship. We are committed to protecting the Valley’s innovation leaders from fraudulent investment schemes,” said U.S. Attorney David L. Anderson. “The FBI will not allow deceit, corporate greed, and federal criminal activity to run rampant in Silicon Valley,” said FBI Special Agent in Charge John F. Bennett. “This scheme allegedly falsified revenue and faked clients to swindle investors of over $17 million.” According to the complaint, beginning in 2013, Shamim, 49, of Santa Clara, is alleged to have raised over $17 million in funds for his startup company, Youplus. To woo investors, Shamim lied about the number of clients who had purchased Youplus’ software, and about Youplus’ revenue. In particular, Shamim is alleged to have provided investors with a fake bank statement in August of 2019 showing that Youplus had over $600,000 in revenue from 35 different client companies, including Coca-Cola, Kraft, and Netflix, when the true bank statement showed only one client, providing $65,000 in revenue. The complaint also alleges that Shamim used investor funds on personal expenses, including purchases at luxury clothing, eyewear, and duty-free stores. Shamim also allegedly claimed that Youplus had developed proprietary artificial intelligence software that could interpret video reviews posted by customers of particular products, enabling the companies behind those products to analyze how their brands were trending online. Shamim allegedly pitched Youplus’s software as the “world’s first Video Opinion Search engine,” telling investors that “similar to how Google is indexing the textual web by looking inside and indexing keywords, Youplus is using computer vision, audio, and text analysis to look inside videos” to understand market trends. According to the complaint, though, Youplus had not developed AI that could perform these functions. Instead, a review of the software and the company suggested that Youplus was paying workers through its corporate offices in India to watch vid-

Sukhdippal Singh Matharu of Brampton arrested for mortgage fraud ONTARIO’S Peel Regional Police investigators from the Fraud Bureau have arrested and charged a man in relation to mortgage services frauds. Between March 2017 and February 2019, several victims paid money to a mortgage consultant who agreed to process mortgage applications for them, the victims were encouraged to pay in cash. The victims later learned that no work was ever completed. Once their money was received, the consultant ceased all communication with them. On July 14, Sukhdippal Singh Matharu, a 45-yearold man from Brampton, was arrested and charged with defraud the public. He was released with conditions and will be attending the Ontario Court of Justice in Brampton on September 21. To date, $35,000 has been the total amount of money that has been defrauded. Investigators believe that there may be more victims. The accused worked in the Greater Toronto Area and operated ‘Popular Mortgages,’ at #5B – 1315 Derry Road East in Mississauga. Peel Regional Police is dedicated to the protection of individuals and groups in our community. New community roundtable to tackle racism in B.C. schools A new Community Roundtable on Anti-Racism in education has been created to support the development of an anti-racism action plan and to strengthen the K-12 curriculum, ensuring the culture, beliefs and ancestry of all students and staff are accepted, celebrated and understood. â&#x20AC;&#x153;There is no place for racism, discrimination or intolerance in British Columbia â&#x20AC;&#x201C; in our schools or anywhere else,â&#x20AC;? said Premier John Horgan on Friday. â&#x20AC;&#x153;We are bringing important voices to the table to help us bolster culture-based learning in the education system and build a better and more inclusive future for B.C.â&#x20AC;? Rob Fleming, Minister of Education, has brought together community leaders from a wide range of groups to better understand the impact of racism on B.C. students and provide input into strengthening and developing new policies

The network connects communities with the information, supports and training they need to respond to and prevent future incidents of racism and hate at a local and regional level. ICBC expands road tests based on priority booking ICBC is moving to the next phase of its road test resumption plan by prioritizing custom-
ers whose Class 5 or 7 road tests were cancelled between March 17 and June 26.

‘Dooring’ fine increased from $81 to $368 for safety for cyclists TO help reduce cycling collisions and better protect everyone on the road, the Province of British Columbia is significantly increasing the fine for “dooring.” Effective September 21, anyone opening the door of a parked car when it is not reasonably safe to do so (known as “dooring”) will face a fine of $368. This new fine is about quadruple the current fine of $81, which is among the lowest in Canada. “Dooring can cause serious injury, and the new fine reflects that,” said Claire Trevena, Minister of Transportation and Infrastructure. “But it is preventable, which is why we are also investing in public education. We want to make sure everyone who uses the roads does so safely.” Dooring is a common safety issue for cyclists in communities around the province. The higher fine, along with a public education and awareness campaign, will help raise the profile of cyclists. It will also help improve cyclists’ safety by making drivers more aware of their actions. “With cycling and other modes of active transportation becoming more popular, it’s important to have the right policies in place for people to safely commute and get around in our province,” said Spencer Chandra Herbert, MLA for Vancouver-West End. “Dooring can kill or severely injure a person. Making the offence of dooring equivalent to distracted driving and excessive speeding offences in terms of the fine is another necessary step to help keep our most vulnerable road users safe.” Bowinn Ma, MLA for North Vancouver-Lonsdale, whose community suffered a death in 2019 as a result of dooring, said, “It is enormously dangerous to carelessly open a door into the pathway of a person moving on a bike. This increased fine sends a strong signal of the level of accountability that is expected of people who are operating a vehicle, even when the engine is off.” Working towards Vision Zero, a strategy to eliminate all traffic fatalities and severe injuries, while increasing safe, healthy and equitable mobility for everyone, is a goal set out in Move. Commute. Connect. – B.C.’s strategy for cleaner, more active transportation. Education and enforcement, along with the construction of high-quality active transportation infrastructure, will increase road user safety and comfort. “Increasing the amount of the fine for dooring is a positive step forward in reforming our outdated Motor Vehicle Act,” said Navdeep Chhina, acting executive director, HUB Cycling. “We must continue to make our roads safer by building safer infrastructure and increasing fines for motorist negligence risking injury or death of vulnerable road uses, as well as for aggressive driving, harassment of people cycling and walking, and for theft or tampering
Surrey RCMP ask Good Samaritan to come forward SURREY RCMP are seeking a Good Samaritan who came to the aid of a critically injured cyclist, who later died. At approximately 1:36 a.m. on July 24, Surrey RCMP received a report from the BC Ambulance Service of an injured cyclist in the area of 80th Avenue and 140th Street. The injured man was transported to the hospital prior to police attendance, where he later succumbed to his injuries. First responders were alerted to this incident by a 911 call made by a good Samaritan using the cyclist’s phone. Unfortunately, this person was gone prior to police attendance and their identity is unknown. Investigators would like to speak to this person who they believe can provide important witness information. If you are this person, or know who this person is, contact Surrey RCMP at 604-5990502. This investigation into this incident is ongoing, however the initial indications are that the cyclist was injured after losing control of their bicycle. The BC Coroners Service is also conducting a concurrent investigation to determine the cause of death.

MLA Ralston congratulates Surrey manufacturers on milestone PPE production NDP MLA Bruce Ralston recognized local Surrey manufacturers and employees for their contributions to B.C.’s fight against COVID-19 last week at a small event showcasing the successes, challenges, and opportunities of local PPE manufacturing. Surrey Makes PPE is an initiative that helps Surrey manufacturers access the resources they need in order to shift their production to produce personal protective equipment, which can then be used to help people and businesses protect themselves against COVID-19. Ralston, who is the MLA for Surrey-Whalley, said he is impressed by the many efforts made in Surrey to produce high standard N95 masks and protective medical equipment. “Surrey Makes PPE is an incredible example of lo-

see Surrey’s robust manufacturing sector join PPE production efforts so quickly, and said the City of Surrey should be commended for working quickly and effectively with local manufacturing partners during that early stages of the COVID-19 pandemic. Ralston says groups like Strata Engineering, J N Alvit, Medisupplies, Eternity Medical Equipment and many others have been instrumental to Surrey’s shared efforts to produce PPE in B.C. Ralston also recognized Stephen Wu, Manager of Economic Development at the City of Surrey for his contributions in work to provide opportunities for manufacturers to work together throughout the pandemic. In the Spring of 2020, the Province launched a province-wide COVID Supply Hub in order to
connect needed medical supplies to health workers, and has assisted Surrey Makes PPE in its efforts to secure supplies and markets for their products to ensure British Columbians have access to PPE. The Province is also working closely with Surrey Makes PPE to support the group in developing their locally produced N95 mask. The Provincial Supply Coordination Unit was established under the provincial state of emergency to support the Province’s response and recovery to COVID-19. The supply hub works in co-ordination with other provincial and federal initiatives to secure medical and other essential supplies to help people in B.C. access the PPE they need during the COVID-19 pandemic.
Help stop the spread of COVID-19 this summer: Vancouver Coastal Health VANCOUVER Coastal Health (VCH) on Wednesday reminded the public, businesses and facility operators to remain vigilant against the spread of COVID-19 as more people are out in public enjoying summer in the region and businesses are restarting. VCH is launching a new webpage for the public to check for recent exposures at www.vch.ca/COVIDexposures. The lifting of some restrictions, re-opening of businesses and attractions and increased social interactions people are having does increase the number of possible contacts individuals have in the community and can lead to more instances of potential public exposures in the event of positive cases. “We know people are eager to
get out and enjoy summer and we want to remind them that COVID-19 is still in our communities. We have to continue taking the measures we know are effective at keeping transmissions flat: Stay home if you’re sick, wash your hands, keep your social circles small and maintain physical distance when out in public,” said Dr. Mark Lysyshyn, VCH Deputy Chief Medical Health Officer. “Vancouver Coastal Health has already issued public notifications related to places where we’ve seen large groups of people go to socialize, mingle and party, such as bars and nightclubs. When people aren’t taking measures to protect themselves and others from COVID-19 in these settings, it means more potential risk to the public and more contacts for our Public
Health teams to follow.” VCH Public Health teams continue to follow up with all confirmed COVID-19 cases and their close contacts. VCH is launching its public exposures website for situations where Public Health determines there may have been low-risk public exposures of COVID-19 and are unable to contact all possible contacts. The location and specified date and time of these exposures will be posted to www.vch.ca/COVIDexposures. Anyone who has visited the listed locations at the specified times are simply asked to monitor themselves for symptoms and continue with their daily activities. Anyone who develops symptoms, however mild, is asked to call their family doctor or 8-1-1, seek testing and then self-isolate.
Notifications related to flights, work sites, cruises, long-distance bus and train travel and public events are posted on the B.C. Centre for Disease Control’s public exposures website. VCH Environmental Health also continues to work with WorkSafeBC to help businesses and facility operators develop safety plans and provide support in complying with Provincial Health Officer Orders. COVID-19 safety plans templates for restaurants, cafes, pubs and personal service establishments such as salons, along with other resources such as checklists for farmers’ markets, are available at www.vch. ca/COVID-19. Guidance documents that VCH has prepared for licenced businesses during the pandemic can be found under
the Environmental Health section of the Vancouver Coastal website at www.vch.ca. Additional information can be found on the WorkSafeBC and BC Centre for Disease Control websites COVID-19 is spread by respiratory droplets when a person who is sick coughs or sneezes. It can also be spread when a healthy person touches an object or surface (e.g. a doorknob or a table) with the virus on it, and then touches their mouth, nose or eyes before washing their hands. Most people who get COVID-19 have only mild disease, but a few people can get very sick and may need to go to hospital. The symptoms of COVID-19 may include fatigue, loss of appetite, fever, cough, sore throat, runny nose, loss of smell and/or diarrhea.

B.C. fulfilling Surgical Renewal Commitment: Health Minister Dix EARLY data from the initial weeks of B.C.’s Surgical Renewal Commitment show significant progress has been made in performing surgeries. “British Columbians have made enormous sacrifices to keep our communities as a safe as possible from COVID-19,” said Adrian Dix, Minister of Health. “As part of this, many surgeries were postponed to prepare our health-care system for a potential surge of COVID-19 patients. In May, we committed to significantly increase the number of surgeries performed beyond pre-COVID-19 levels to keep up with new demands for surgery and complete the surgeries lost to COVID-19. The progress to date is an amazing testament to the tireless dedication of our health-care workers.”
Adrian Dix The B.C. Surgical Renewal Commitment was launched in May and is an extensive plan to contact patients regarding their surgeries, focus on patients needing surgery most and who it is safest for, add new capacity, hire and train staff, and complete surgeries. The Province is releasing its first public update report on the Surgi-
cal Renewal Commitment, which covers May 18 to June 25. Progress includes the following: * 62,744 patients have been contacted to arrange their surgery from May 7 to July 12. * 52% of the 17,742 whose surgery was postponed, and who have been called, had their surgeries completed by June 25. * 33,723 surgeries have been completed from May 18 to June 25, representing 91% of last year’s volume. * Since the ramp-up period ended June 15, 100% or more of 2019 volumes have been completed each week. * From May 18 to June 25, urgent surgery volumes exceeded last year’s volumes. * Significant focus on patients waiting longer than two times
their target wait time resulted in these patients making up 19.4% of non-urgent surgeries completed during the time period, compared to 10.5% in 2019. * 97% of the previous year’s operating hours was achieved during the ramp-up period. * Summer slowdowns will be reduced by 52%. In previous years, surgical activity has decreased during the summer as a result of planned vacations. * Surgery durations are back to within 6% of where they were last year. * $815,000 has been provided to Health Match BC to support the recruitment of additional healthcare professionals. * Since April 1, 29 new anesthetists have been recruited. * Recruitment efforts have also re-
sulted in the hiring of 111 perioperative registered nurses, six perioperative licensed practical nurses, 60 post-anesthetic recovery registered nurses and 35 medical device reprocessing technicians. “B.C.’s Surgical Renewal Commitment is a massive and necessary undertaking. Our initial progress is significant and encouraging. That progress, in some ways, is an insurance policy against the potential damaging effects of a second wave of COVID-19 and to help us address the 24,400 patients who may be identified as needing surgery. We know that there is a lot of work to do and that we will face setbacks and challenges along the way. Tourism and hospitality sector seeks $680 million recovery stimulus package A coalition representing British Columbia’s more than 19,000 tourism and hospitality businesses has presented the provincial government with a recovery stimulus proposal that would see the government allocate $680 million from its $1.5 billion recovery package as an initial investment to help mitigate the unprecedented impacts of COVID-19 on the B.C. visitor economy and its workforce. In 2018 (latest statistics available), the tourism and hospitality industry included over 19,300 businesses, generated more than $8.3 billion in provincial GDP and $4.5 billion in direct tax revenues from $20.4 billion in direct visitor spending, and created employment in tourism-related businesses for more than 300,000 workers, half of whom service visitors in every community of the province. As the only industry almost entirely based on the discretionary movement of people, the tourism and hos-
pitality sector has been the most severely impacted by far by COVID-19 due to business closure orders and restrictions on personal travel, as well as the closure of international borders. Virtually the entire sector was shut down resulting in extensive layoffs, with many businesses having closed without the cash flow to reopen, and thousands more desperately trying to maintain solvency. Despite the commencement of Phase 3 on June 24, most sector businesses have only partially re-opened, with eviscerated source markets and severely damaged supply chains. The long-term economic outlook for the sector is the bleakest for any industry. Best-case projections would still see a $14.8 billion (69%) decline in tourism revenue from $20.4 billion in 2018 to $6.7 billion in 2020. This severe loss in revenue, which could be significantly greater, will have reverberating impacts on jobs, government revenues through taxes, and
the ability to re-invest in the sector for a more resilient, sustainable future. “The existing suite of packages aimed at the overall economy are appreciated and helpful, but not sufficient to sustain the B.C. tourism and hospitality sector for the foreseeable future from this unexpected pandemic,” said Vivek Sharma, Chair of the Tourism Industry Association of BC (TIABC), on Tuesday. “The only way we can prevent generations of lost economic activity, jobs, and tax revenues is by acting decisively now with innovative and creative solutions that recognize the importance of this sector, which is the face and brand of British Columbia to the world and one of the strongest drivers of BC’s economy.” The proposed recovery stimulus package proposed by the tourism and hospitality sector has three components: * A Working Capital Recovery Grant ($475 million) to help sustain and
maintain solvency for businesses that have prospects to return to profitability in the medium term (i.e., 18 months). This could include the provision of low or no-interest loans with an extended payback period. As the timing and magnitude of out-of-province visitors is uncertain, the immediate priority would be to sustain businesses that normally rely on these visitors and generate significant revenues for the visitor economy, as well as businesses that play central roles in attracting visitors to a community or a region. * Support for Adaptation Costs ($190 million) that would provide funds to: help businesses adapt their operations to the health and safety requirements of COVID-19 and protect their workforce, visitors, residents and local communities; and develop innovative ways of delivering tourism experiences to augment and accelerate recovery. * Support for Developing Resilient,
B.C.-focused Supply Chains ($15 million). The goal would be to support industry subsectors (accommodation, attractions, transportation, food services, and retail) refocus their supply chains and forge new relationships with B.C. suppliers, to create supply chains that will not only promote recovery over the next 18 months, but also contribute to the industry’s resilience going forward. The proposal also recommends a joint industry-government task force to work alongside existing industry organizations and networks to finalize funding parameters, application processes, and monitoring and evaluation mechanisms. The task force would include participation by the B.C. Ministry of Tourism, Arts and Culture, the Ministry of Jobs, Economic Development and Competitiveness, and the Ministry of Finance. 27 new COVID-19 cases in B.C.; one new death HEALTH Minister Adrian Dix and Provincial Health Officer Dr. Bonnie Henry on Friday announced 27 new cases of the novel coronavirus (COVID-19), including one epi-linked case, for a total of 3,419 cases in British Columbia. There was one new COVID-19-related death. The total number of deaths in the province now stands at 191. There are 294 active cases of COVID-19 in the province and 2,934 people who tested positive have recovered. Of the total COVID-19 cases, 12 individuals are hospitalized, three of whom are in intensive care. The remaining people with COVID-19 are recovering at home in self-isolation. Since the start of the pandemic, there have been 1,057 cases of COVID-19 in the Vancouver Coastal Health region, 1,764 in the Fraser Health region, 142 in the Island Health region, 319 in the Interior Health region, 79 in the Northern Health region and 58 cases of people who reside outside of Canada. There have been no new health-care facility outbreaks. In total, one long-term care facility and two acute-care facilities have active outbreaks.
There is one new community outbreak on Haida Gwaii, with 13 total confirmed cases of COVID-19 to date. Of the 13 people who have tested positive, one person has recovered and 12 are active cases. At this time cases are all local residents. While the initial source of transmission is still being investigated, the cases are all epidemiologically linked. Some are related residents who had recently travelled off island, and others are from exposure to known cases. There also continues to be additional community exposure events throughout the province, including at Fossello’s clothing store in Kelowna. A full listing of community exposure events for each health authority is available through the BC Centre for Disease Control, as well as on health authority websites. Public health teams are requesting the assistance of anyone who may have been exposed through community exposure to monitor themselves closely for symptoms, minimize time spent with others and get tested promptly if any symptoms arise. ICBC launches online booking system for office driver licensing appointments ICBC has moved to an appointment-based system for most driver licensing office transactions. As customer volume increases, ICBC is asking customers to book an appointment before visiting an ICBC office for transactions such as driver licence renewals and knowledge tests. This ensures that ICBC continues to adhere to physical distancing guidelines set by the Provincial Health Officer. As of Monday (July 20), customers can book
their appointment through icbc.com. When booking a visit to a driver licensing office, customers will be able to choose a location and time that is convenient for them, allowing customers to plan their visit in advance. Customers will be asked to arrive 10 minutes prior to their appointment and to ensure they have the required documentation with them. This online booking system is not for booking road tests.
ICBC is strongly advising customers to book an appointment at least three weeks in advance of their driver licence expiring, as walk-in availability will be limited, and waits are anticipated as scheduled appointments take place. The system will offer flexibility for rescheduling and cancelling appointments if needed. Customers will receive a confirmation email as well as two reminder emails with instructions ahead of the appointment.
Consistent with public health guidelines, ICBC is asking customers not to attend an office if they are experiencing any COVID-19 symptoms. Customers who need to pay a ticket, obtain their driver history/abstract or update their address can continue to do so online or by phone. Vancouver bans sale and use of bear bangers VANCOUVER City Council has voted that bear bangers and other exploding animal deterrents may no longer be sold or used within the city limits to protect the safety of residents in Vancouver and reduce unwelcome noise. mediately, so anyone now selling or using these devices in Vancouver may be subject to a ticket carrying a fine of $1,000. Man shot in South Vancouver was reportedly targeted
VANCOUVER Police are investigating a shooting that took place on Wednesday night in Vancouver’s Sunset neighborhood, which sent a man to hospital with non-lifethreatening injuries. The injured man, a 33-year-old Vancouver resident, called police just before 9:45 p.m. to report the shooting in the area of East 53rd Avenue and Sophia Street. VPD officers located the victim and provided medical assistance until BC Ambulance service arrived and transported him to a local hospital, where he remains.

IIO BC recommends charges against Surrey RCMP officer THE Independent Investigations Office (IIO) of BC announced on Tuesday that it has filed a report to the BC Prosecution Service for consideration of charges against a Surrey RCMP officer. On January 7, at approximately 9:30 p.m., an officer attempted a traffic stop near the intersection of 156th Street and 104th Avenue in Surrey. The male driver of the vehicle failed to stop and accelerated away on 104th Avenue towards Highway 1. The officer pursued and upon reaching the 104th Avenue on-ramp to Highway 1, the fleeing vehicle left the roadway and flipped several times. The male driver sustained serious injuries during the
collision. Upon completion of the investigation, Chief Civilian Director Ronald J. MacDonald has reviewed the evidence and determined that reasonable grounds exist to believe that an officer may have committed offences in relation to the pursuit of the fleeing vehicle. As a result, the IIO has forwarded a report to the BC Prosecution Service for consideration of potential charges. In order to approve the charges, the BC Prosecution Service must be satisfied that there is a substantial likelihood of conviction based on the evidence gathered by the IIO, and that prosecution is required in the public interest.
Abbotsford Police Constable Allan Young passes away ABBOTSFORD Police on Wednesday announced the passing away of Constable Allan Young, 55, who had been on life support. According to Nelson Police, it appears that Young approached a man who was causing a disturbance in a roadway in Nelson’s downtown area just before midnight on July 16 and a physical altercation ensued. Young received life-threatening injuries. A 26-year-old male, who was identified and apprehended on scene, is now facing charges of aggravated assault. Nelson Police said on Wednesday: “The two parties did not know each other. This investigation is ongoing and will continue to develop in the coming days and weeks.” Abbotsford Police said Young passed away peacefully on Tuesday night surrounded by those who love him. He was born and raised in Dumbarton, Scotland. At the age of 16, he entered the British Royal Navy as a Marine Engineering Mechanic, where he served until 1987. Young immigrated to Canada in 1997 and joined the Toronto Police Service in 2000. On March 2, 2004, Allan joined the Abbotsford Police Department. During his career in Abbotsford, he spent time in patrol and the Drug Enforcement Unit. “We are deeply saddened by the loss of our brother officer. His smile, personality
and character cannot be replaced and will forever echo in our hallways. We extend a heart-felt thank you to our community for the support that we and Allan’s family have received,” said Sgt. Judy Bird, Media Relations Officer, in a statement.
Mail theft suspect from Surrey charged with 17 offences SURREY RCMP announced on Monday that following a four-month investigation, charges have been laid against a 30-year-old Surrey man in relation to a series of mail thefts that occurred in multiple Lower Mainland jurisdictions. The investigation began on March 24, when Surrey RCMP received a report of a break and enter and theft of mail that occurred in the 16300-block of 64th Avenue. Officers with the Surrey RCMP Property Crime Target Team (PCTT) took conduct of the investigation, identified a suspect, and linked the break and enter to a series of other similar offences in Surrey, Delta, Richmond and North Vancouver. On July 2, Nickolas Kelly was charged with 17 counts of mail theft-related offences and war-
rants were issued for his arrest. Nickolas Kelly was arrested on July 7 and has remained in custody since. “This was a complex investigation with multiple offences in different jurisdictions” said Staff-Sgt. Ryan Element, acting Proactive Enforcement Officer. “Mail theft isn’t just inconvenient for victims; it can put them unknowingly at risk for identity theft. Lower Mainland assessed home values dip after sluggish year for real estate market British Columbia property assessment notices are in the mail, and Metro Vancouver homeowners are being told to expect a dip in the value of their properties. It is the first time in the last 20 years that B.C.â&#x20AC;&#x2122;s total property assessment values have gone down, according to BC Assessment. The biggest drops for detached homes are expected in West Vancouver and the University Endowment Lands (16 per cent), Richmond (14 per cent) and Vancouver, Coquitlam, Port Moody and North Vancouver (11 per cent), according to BC Assessment. Squamish house values held about flat, while detached homes in Pemberton and Whistler climbed by about five per cent each, the agency said. In the condo market, BC Assessment says values fell across the board. West Vancouver again saw the
biggest dip (10 per cent), followed by Burnaby, Coquitlam, Port Coquitlam, New Westminster and North Vancouver (nine per cent). â&#x20AC;&#x153;The Lower Mainland residential real estate market continues to see signs of moderation,â&#x20AC;? BC Assessment deputy assessor Brian Smith said in a media release. BC Assessment issues the annual notices, which are used to calculate property taxes, based on the propertyâ&#x20AC;&#x2122;s assessed value as of July 1 the previous year. They are based on current sales in a neighbourhood, along with the size, age, quality, condition, view and location of an individual home. â&#x20AC;&#x153;It is important to understand that changes in property assessments do not automatically translate into a corresponding change in property taxes,â&#x20AC;? added Smith. â&#x20AC;&#x153;As noted on your assessment notice, how
your assessment changes relative to the average change in your community is what may affect your property taxes.â&#x20AC;? BJP asks Bollywood to renounce its links with Pakistan’s spy agency New Delhi (IANS): The Bharatiya Janata Party (BJP) on Wednesday asked Bollywood to renounce its links with Pakistan’s spy agency ISI after pictures of several film stars posing with known anti-India activists abroad, surfaced on social media. Bollywood became the center of controversy after pictures of Shahrukh Khan and his wife Gauri Khan appeared with California based Kashmiri separatist as Tony Ashai, who has been urging Kashmiri youth to fight against India. A popular Srinagar-based activist who goes by the name Al iskandar @TheSkandar on Twitter posted a series of tweets claiming that Tony Ashai, also known as Aziz Ashai, has been a member of the terror group Jammu & Kashmir Liberation Front (JKLF) sponsored by ISI. [ Ashai tweeted on Wednesday: “This conspiracy theory that Indian media is peddling about me being an ISI agent is baseless. These journalists either put out a proof or apologize unconditionally. Short of that you will be sued individually in US Courts and will have to prove it there.”] Quoting Ashai’s incendiary tweets, Al iskandar tweeted that he “himself is sitting in the cozy rooms of California and provoking Kashmiri youth to pick up stones and guns while his own son Bilal Ashai recently graduated from Los Angeles, University of Southern California with Masters

Aziz Ashai (Tony Ashai) went to university in Buffalo, US, completely funded by JKLF, he claimed adding that there was a JKLF meeting which happened after his graduation in Italy. Moreover, his first business, Ashai Design, was also funded by JKLF, he tweeted. “$450k came from a shell company in Birmingham in autumn of 1992. Moreover, his son (Bilal Ashai) is a member of MSA which has links to The
Muslim Brotherhood.” Posting Ashai’s pictures with Pakistan Prime Minister Imran Khan, Al iskandar claimed that Ashai “is on payroll of ISI, who is in touch with many people in Jammu and Kashmir and other parts of the country.” As the tweets went viral, many Twitter users dug out several pictures of Shahrukh, his wife and Tony on social media. Some users pulled out pictures of other stars like Anil Kapoor, Sonam Kapoor, Karan Johar and others with another anti-India activist based in the UK. Taking note of the barrage of tweets, Vice President of the BJP, Baijayant Panda, reacted saying, “Came across shocking threads documenting personal & business links of some Bollywood personalities with certain Pakistanis & NRIs with undeniable track record encouraging violence in J&K, who have verifiable links to ISI & Pak army. I urge patriotic Bollywoodies to renounce them.”
Monkey army strikes again in Telangana, killing some 30 lambs
Hyderabad (IANS): Monkeys wreaked havoc killing around 30 lambs in a village in Telangana’s Suryapet district on Wednesday, officials said. The incident occurred in Shobanadrigudem village, notorious for monkey menace. A group of about 20 monkeys attacked the lambs in a shed left behind by a shepherd while taking the herd of sheep for grazing in agriculture fields. As no one was present in the house, the monkets attacked the hapless lambs which were about 30 days old. Some neighbours tried to chase away the monkeys but failed. All the lambs died of being bitten by monkeys.
Suryapet is one of the districts in the state facing monkey menace. Hordes of monkeys enter homes, raid business establishments and harass people. Shopkeepers in some villages in the districts keep huge stuffed tiger toys to keep away the monkeys. There are thousands of monkeys and they attack the homes and shops in hordes, steal eatables and even bite the villagers. Districts like Peddapalli in north Telangana have come out with a novel solution. They have developed Vanara Vanams (monkey sanctuaries) in the worst affected districts. Fruit bearing trees are being grown to ensure that the monkeys don’t venture into human habitations.

Army starts permanent commission for women officers New Delhi (IANS): The Indian Army has started the process to grant permanent commission to short service commissioned women officers in 10 streams, the force said on Thursday. The Ministry of Defence has issued the formal government sanction letter for grant of permanent commission to women officers in the Indian
Army, paving the way for empowering women officers to shoulder larger roles in the organisation. The order specifies grant of Permanent Commission to Short Service Commissioned (SSC) Women Officers in all 10 streams of the Indian Army - Army Air Defence (AAD), Signals, Engineers, Army Aviation, Electronics
and Mechanical Engineers (EME), Army Service Corps (ASC), Army Ordnance Corps (AOC), and Intelligence Corps in addition to the existing streams of Judge and Advocate General (JAG) and Army Educational Corps (AEC). In anticipation, the Army Headquarters had set in motion a series of prepara-
tory actions for conduct of the Permanent Commission Selection Board for affected women officers. The Selection Board will be scheduled as soon as all affected short service commission women officers exercise their option and complete requisite documentation. “The Indian Army is committed to provide equal opportunities to all personnel including Women Officers to serve the nation,” the force said in a statement. It was after the Supreme Court ordered the Indian Army in February this year to grant permanent commission to women officers within three months, that the Army started the process to give serving women officers a bigger role. A bench comprising Justices D Y Chandrachud and Ajay Rastogi, said, “Short Service Commission (SSC) women officers, both within the period of fourteen years’ service
and beyond, should equally be entitled to consideration for the grant of PCs.” The court insisted on shaking off typical arguments founded on the physical strengths and weaknesses of men and women and on assumptions about women in the social context of marriage and family that do not constitute a constitutionally valid basis for denying equal opportunity to women officers.
“To cast aspersion on their abilities on the ground of gender is an affront not only to their dignity as women but to the dignity of the members of the Indian Army - men and women who serve as equal citizens in a common mission,” noted the top court. The Indian Army then had stated that all women officers serving in the force from now on would be considered for permanent commission.
Punjab Chief Minister commends Border Security Force for Rs 3,000-million drug seizure Chandigarh (IANS): Punjab Chief Minister Amarinder Singh has, in a letter to Border Security Force (BSF) Director General Surjeet Singh Deswal, expressed his appreciation over the seizure of Rs 300 crore [Rs 3,000 million] drugs by the 10th Battalion along the international border. All members of the team involved in the seizure of 60 kg heroin should be rewarded, the Chief Minister recommended. “But for the alertness of the jawans and the prompt action thereafter, drugs would have entered India and severely impacted the lives of many,” he said. The exemplary action of the 14-member BSF party, involved in the operation to save the nation’s youth from the clutches of
drugs, deserved to be commended, Singh said. He said the gap at GIN-61 is tough, particularly during the night, as it was riverine and unfenced, but the BSF personnel not only displayed exceptional alertness but also risked their lives while battling the strong current in the Ravi river in the Gurdaspur sector. On the night of July 18, Constable Birsa Murmu, who was part of the patrol and positioned at a stone mound, spotted some suspicious items floating from the Pakistan side to the Indian side in the river. He sounded the alert and the BSF personnel of 10th Battalion immediately swung into action and recovered 60 cloth packets,

Vikas Dubey encounter: Supreme Court gives nod for 3-member judicial probe panel New Delhi (IANS): The Supreme Court on Wednesday approved the appointment of a three-member inquiry commission, headed by former apex court judge Justice B.S. Chauhan, to probe the encounter death of gangster Vikas Dubey, and asked it to submit its report to the court and the Uttar Pradesh government within two months. Eight policemen were killed in Bikru village in U.P. on July 3 in a shootout in which Vikas Dubey is the main accused. Five of Dubey’s accomplices were killed in different encounters after July 3. A bench headed by Chief Justice S.A. Bobde also told the Uttar Pradesh Police not
to resort to further encounters to eliminate dreaded gangsters in the state, after Ghanshyam Upadhyay, who moved the apex court for an independent inquiry into the encounter, sought that UP government should not resort to encounter of other criminals in the state, who also have many cases like that of Dubey. “We direct that the notification constituting the Commission and incorporating the Terms of Reference as approved by us, shall be issued immediately. The Commission shall sit at Lucknow, Uttar Pradesh and start functioning within a period of one week from today,” said the

vided by the Central Government, from such services/Departments as may be directed by the Chairman of the Commission,” said the top court. The bench, however, declined to monitor the investigations into Dubey’s encounter. “Just because it has received so much publicity, we cannot begin monitoring criminal investigations,” said the Chief Justice. With the commission to begin functioning within a week, the court also said: “Needless to mention that any party to the present petitions may apply to the Inquiry Commission for being heard. List the matter thereafter along with the Report of the Commission.
Cops used my husband, says Vikas Dubey’s wife Lucknow (IANS): Twelve days after notorious Uttar Pradesh gangster Vikas Dubey was killed in a police encounter, his wife Richa Dubey has expressed faith in the judicial system and said she is confident of getting justice for her husband, who was “used and destroyed” by the police. She said that during the pandemic-triggered lockdown, policemen would have lunch and dinner at their Bikru village residence and many of them even stayed overnight. “The police used him and then destroyed him. I have full faith in the Constitution and justice will prevail,” she was quoted as having said. In an interview to a local daily, Richa said that on the night of the Bikru incident in which eight policemen were ambushed and killed by Vikas and his gang, she received a call from her husband around 2 a.m. on July 3.

“He asked me to flee our Lucknow home immediately as several people had been killed in Bikru. I kept running till I found shelter at a friend’s place. That was the last time, I spoke to him and after that I got updates from media reports,” she said. However, she refused to disclose where she had taken refuge. Richa said that her husband was not as ruthless as he was being made out to be. “He may have been a criminal, but was a caring husband and a father. He loved his two children. Every month, we received Rs 40,000 as expenses. My elder son, Shantanu, is studying medicine in Russia and my younger son, Akash, scored 90 per cent in his Class 12 exams. “I do not know what happened in Bikru that night. My husband is dead but my hopes are still alive,” she said.
Richa said that Vikas Dubey was a good friend of her brother Raju Nigam. “I met him in 1990 and it was my brother who got us married,” she said. She said that Vikas would resolve disputes in his village and people came to him with their problems. “His was the last word in Bikru,” she stated. Richa further said that due to his criminal profile, Dubey had decided to build a house in Lucknow in 2004, where the children would be away from local politics. “He wanted them to study and lead a better life,” she said. Richa also spoke of her uneasy relationship with her mother-in-law, Sarla Devi, but said that Vikas Dubey would always honour his parent’s wishes. “If anybody pleaded before my mother-inlaw or father-in-law, Vikas would not act against them,” she said.

Spirited mother fights off kidnappers to save her four-year-old New Delhi (IANS): A woman resolutely held out against two motorcycle-borne men who tried to kidnap her fouryear-old child in Shakarpur area of east Delhi, forcing them to flee without their bike. The whole incident, on Tuesday, was captured on CCTV camera in which the two hel-
met-wearing kidnappers are seen forcibly trying to grab the child. However, the mother pounced on the bike like a lioness, making them panic and lose balance. While the woman snatched back the child, one of the men ran away on foot while the other tried to flee on the bike. Hearing the shrieks of the
woman, area residents gathered at the spot, and an alert man among them blocked the passage of the bikers with a two-wheeler. After a brief scuffle, the criminals managed to flee, leaving their vehicle behind. Police have unearthed the conspiracy, and arrested two people, including the crime’s
mastermind. “The bike was having a fake number plate but we managed to trace its owner, through the chassis number. Bike owner Dheeraj was arrested and on interrogation, revealed that the child’s uncle, identified as Upender, was the mastermind of the kidnapping bid,” DCP, East,
Jasmeet Singh said. A police team then raided the house of Upender, 27, in Krishna Nagar and arrested him. “Upender tried to kidnap the child for ransom along with his hired men. He is not into any permanent job and planned to kidnap his brother’s child to demand a
ransom of Rs 30 to 35 lakh,” said the officer. The hired kidnappers did a recce of the area and on Tuesday, tried to kidnap the child after asking for some water from the mother. The police said that the two bikers are on the run and teams have been formed to nab them.
Punjab imposes Rs 5,000 fine for home isolation violations Chandigarh (IANS): Covid-19 patients violating home isolation instructions in Punjab will have to shell out Rs 5,000 as fine, as per the new guidelines announced on Thursday by Chief Minister Amarinder Singh. Currently, there are 951 patients under home isolation across the state. The Chief Minister also announced Rs 5,000 as fine for owners of restaurants and commercial eating places violating social distancing norms, as a deterrent against defiance of the restrictions put in place to check the spread of the Covid-19 pandemic in the state.
Further, violation of social distancing norms and social gatherings of more than the permitted strength will lead to penalties amounting to up to Rs 10,000, the Chief Minister said at a virtual meeting to review the Covid situation and preparedness in the state. The fines and penalties are in addition to those announced earlier in May for not wearing masks in public places (Rs 500), violation of home quarantine instructions (Rs 200) and spitting in public places (Rs 500). Under the existing guidelines, shops and commercial places are liable to pay Rs 2,000 for violation of social distancing norms,
while for buses and cars, such violations are punishable by Rs 3,000 and Rs 2,000, respectively, and in the case of auto-rickshaws and two-wheelers, the fine stands at Rs 500. The additional fines come even as instances of violations continue to get reported from across the state, with average daily fines for not wearing masks standing at around Rs 5,000, as per Director General of Police Dinkar Gupta. The Chief Minister also appealed to the heads and managements of religious institutions to ensure enforcement of social distancing restrictions and other safety guide-
lines, including wearing masks, during visits to religious places. He urged them to make regular announcements in this regard through public address systems. The Chief Minister also directed Chief Secretary Vini Mahajan and the health experts to work out the modalities for setting up plasma banks in the government medical colleges in Fardikot and Amritsar, in addition to Patiala, where the state’s first plasma bank was inaugurated on July 21. On the first day itself, four donors had donated plasma in the bank in Patiala.

Punjab signs pacts with IIT Ropar for skill development When he urged the IIT to help the state in production of small devices for curbing water wastage in irrigation, Das extended the institution’s full support. He asked Chief Secretary Vini Mahajan to resolve the IIT’s land acquisition issues and urged the IIT to polytechnics and 10 government IITs. Technical Education Minister Charanjit Singh Channi said the IIT would help the state in developing one model IIT and one model polytechnic. Others would be modelled on those lines later, he added.
IIT Director S.K. Das said the state should take the initiative for setting up a defence manufacturing corridor with IIT’s support in strategic designing of defence equipment. The Chief Minister said he would take up the issue with the Centre.
China pressures Bhutan once again over boundary issue New Delhi (IANS): China has once again staked claim over the Sakteng Wildlife Sanctuary in Bhutan. Chinese Foreign Ministry spokesman Wang Wenbin in a press briefing said that the boundary between China and Bhutan is yet to be demarcated. “China’s position remains consistent and clear. The boundary between China and Bhutan has not been delimited and there are disputes in the middle, eastern and western sections,” he said. To resolve the dispute, China, he said, is offering “a package solution.” China is opposed to making
an issue of these disputes at multilateral forums, he added. However, China had made an issue about the sanctuary in eastern Bhutan’s Trashigang district bordering India and China, in June this year at a virtual meeting of the Global Environment Facility (GEF) by objecting to a grant for it, claiming that the location was disputed. The council had refused to record China’s reason for objection, saying that the footnote would only record that China objected to the project. The Bhutan government had issued a formal letter to the GEF council,
strongly opposing the references questioning the sovereignty of Bhutan and its territory on the Sakteng Wildlife Sanctuary in the documents of the council’s session. Bhutan has urged the GEF council to purge all references of China’s baseless claims from the Council’s documents. Bhutan and China have had a border dispute since 1984. Talks between Thimphu and Beijing have been limited to three areas of dispute (two in North Bhutan -- Jakarlung and Pasamlung areas -- and one in West Bhutan). Sakteng is not part of any of the three disputed areas.

Three tips to pivot your small business during the pandemic BY TAMARA JANSEN Conservative MP for Cloverdale-Langley City Official Opposition Deputy Critic for Labour IT’S not likely that any small business owner included “pandemic preparedness” in their business plan for 2020; but for a passionate entrepreneur, unplanned challenges are always the mother of invention. Having spoken to a number of local small businesses who have successfully pivoted during COVID-19, there are a few things they have in common. Recently, they shared with me what they think are the keys to weathering the storm and coming out stronger on the other side. Here are three simple steps they each implemented which could help you weather the storm as well. To begin with, they took a long hard look at what assets they had at their disposal, ensuring that they could pivot in a way that leveraged machinery and personnel for maximum advantage. Maker Cube, a company that provides tools and space to their membership in Langley, assessed their equipment and realized they could produce items for local health care workers on their 3D printer. Camp Beer Co. switched
their production from restaurant service to canning when they were forced to close their doors. The Langley Community Music School leveraged their talented teachers and pivoted to online music training within weeks. By using what they had available inhouse, they maximized its value, positioning them for a quick transition as things begin to re-open in BC. The second key to success was centered on safety, both for staff and customers. Creating a plan to keep everyone healthy ensures that once those doors open, they can stay open. Michaud’s Salon and Spa in downtown Cloverdale reorganized all their beauty stations and installed glass dividers which ensure that the open floor plan looks beautiful but remains safe for clients. Strict cleaning protocols add an extra level of security, ensuring that customers feel their safety is a top priority. The third and probably most difficult action they took was to reach out for assistance. The moment COVID-19 hit and small businesses were forced to close, sales disappeared causing catastrophic losses in revenue. While asking for help from the government does not come natural for
most private entrepreneurs, this time there was no choice. Wage subsidies, rental assistance and small business loans from government were essential to keep things afloat in this unprecedented calamity. Initially, none of the enterprises I spoke with were eligible for most of the programs. Either their annual sales volumes were too high, or they had not quite lost the 30% of revenue required or, even worse, they were a brand-new business with no historic sales. Fortunately, after sustained pressure was directed at the current government to remove those and other barriers, many programs were adjusted to ensure maximum eligibility across the board. So, if you are wondering what it’s going to take to get our economy back on track, you don’t need to look much further than down the street to your local mom-and-pop shop, music school, boutique, restaurant and every passionate entrepreneur in between. Our local small businesses are leading the way to the new normal. This will take pivoting, planning and procuring the things needed to get the engine back up and running. On the other side of this crisis, it will be small business that puts Canada back on

B.C. implements vaping action plan Regulations restrict content, flavour, packaging, advertising and sale of vapour products BRITISH Columbia is bringing into force regulations to fully implement the Province’s leading-edge vaping action plan, which was announced in November 2019. The regulations restrict the content, flavour, packaging, advertising and sale of vapour products in British Columbia. B.C.’s ministries of Health and Education will also establish a provincial youth advisory council to develop, pilot and launch youth-informed strategies to reduce vaping by young people. “We heard from young people across the province that
vaping companies are targeting them with a product that poses real and serious health and addiction risks,” said Adrian Dix, Minister of Health. “That’s why we are bringing in regulations to keep vapour products away from developing lungs and to prevent nicotine addiction. We know youth are eager to get involved in this action, and I’ve seen promising work through early youth engagement to help influence their peers and stop this dangerous trend of addiction.” The new E-Substances Regulation, under the Pub-
lic Health Act, restricts the amount of nicotine in vapour pods and liquid to 20mg/ml, and requires retailers to sell only those vapour products that are plainly packaged and have labels with health warnings. New retailers planning to sell vape products will need to comply with the regulation immediately. Existing vapour-product retailers will have a short transition period until September 15, 2020. The regulation immediately prohibits all retailers from selling non-nicotine or nicotine-cannabis blended vapour products.
Changes to the Tobacco and Vapour Products Control Regulation ban advertising of vapour products in places where youth can access, hear or see advertisements, such as bus shelters or community parks. They also restrict the sale of flavoured vapour products, which are attractive to youth, to adult-only shops. The provincial youth advisory council will launch in September 2020, through a partnership between the ministries of Education and Health. The council will be established next month and will also monitor and evalu-

Sentencing hearing adjourned in Jamie Bacon case THE BC Prosecution Service announced on Monday that the sentencing hearing in the case of Jamie (James Kyle) Bacon has been adjourned from July 23 to August 28. Counsel anticipate making submissions at that appearance, and the court is expected to pronounce the sentence on September 11, said Dan McLaughlin, BCPS Communications Counsel. “As the matter remains before the court the BC Prosecution Service will not be commenting or releasing any additional information at this time,” he added. As reported here on July 9, because of a plea agreement between Crown and defence, Bacon pleaded guilty to conspiring to commit the murder of Corey Lal in the Surrey Six murders and counselling someone to murder an associate, Den-
Jamie Bacon nis Karbovanec, in another case in 2008. B.C. Supreme Court Justice Kathleen Ker found Bacon guilty on both counts. But the first-degree murder charge in the Surrey Six murders will be stayed at the time of sentencing – which was to have been on July 23. Bacon had been charged with first-degree murder
and conspiracy to commit the murder of Corey Lal, one of six people who died on October 19, 2007, at the Balmoral Tower building in Surrey. In 2014, Cody Haevischer and Matthew Johnston were convicted of six counts of first-degree murder and one count of conspiracy to commit murder in relation to this case. Both offenders are now serving life sentences with no chance of parole for 25 years. However, they have appealed their convictions. Innocent victims Chris Mohan, who lived with his parents in their apartment next door to Corey Lal, and gasfitter Edward J. Schellenberg, 55, of Abbotsford, along with four other victims who police said led criminal lifestyles – brothers Corey Lal, 21, and Michael Justin Lal, 26, and Edward (Eddie) Sousakhone Narong, 22,
Jamie Allen Bezanson charged in assault on 92-year-old East Asian man in East Vancouver VANCOUVER Police announced on Thursday that Jamie Allen Bezanson, 50, of Vancouver has been charged with one count of assault following a hate crime investigation by Vancouver Police after the assault of a 92-year-old elderly man in March. His next court appearance is scheduled for August 10 at 9 a.m. at the Vancouver Provincial Court. Punjab Police to get bail of singer Moosewala cancelled Chandigarh (IANS): Punjab Police is set to move the Punjab and Haryana High Court for cancelation of the anticipatory bail granted in an arms act case to controversial singer Sidhu Moosewala, against whom the Crime Branch booked another case on charges of promoting violence and gun culture with his latest song “Sanju”, released on the social media a couple of days ago. Giving details of the case, Punjab ADGP and Director Punjab Bureau of Investigations, Arpit Shukla, said on Monday the singer had been booked at Mohali on the basis of information received that his song “Sanju”, which is trending on various social media platforms, blatantly glorifies use of weapons and boasts about the various FIRs, including the one under the
arms Act, registered against him. He said the police would be soon filing a petition for the cancelation of the anticipatory bail granted to Moosewala by the high court. Shukla said it had been verified that the latest video-song, “Sanjua, was uploaded from Moosewala’s official YouTube channel. In the song, Moosewala makes explicit references to the case registered against him under the arms Act, and the video starts with a news-clip of him being booked in the said case by the police for unauthorised use of an AK-47 Rifle. In the video, Moosewala’s news clip is later merged with news reports of Bollywood actor Sanjay Dutt having been convicted and sentenced for similar offences.
Shukla said the lyrics of the song, as well as the video, promotes and glorifies possession and use of illegal firearms, and boasts about registration of FIR as a sign of a ‘real man’. Shukla said Moosewala had been
earlier booked for a similar offence on February 1 this year by the Mansa police. On May 4, he was booked by the Barnala police for various offences under the Disaster Management and Arms Act after his photographs of firing an AK-47 rifle at a firing range during the curfew went viral on social media. His latest act is clearly intended to not only ridicule, mock and undermine the police and the judiciary, but also shows that the singer is incorrigible and has repeatedly committing such offences, said Shukla. The ADGP further said that the Punjab and Haryana High Court had already directed the Director General of Police of Punjab, Haryana and Union Territory Chandigarh to ensure that no songs glorifying liquor, drugs and violence
are played even at live shows. Even Chief Minister Amarinder Singh has expressed deep concerns over the propagation of violence and gun culture in Punjabi songs and has given clear directions to the state police not to show any relaxation or concession towards such singers, who allure innocent youth into following the path of violence and hooliganism. Shukla said it seems that with his latest song, which he seems to wear as some sort of a badge of honour, Moosewala deliberately wants to incite and mislead the youth of this border state, which has borne the brunt of terrorism in the 80s and 90s, by glorifying the use of AK-47 rifles and other weapons.

bestselling novel ‘Maharaja in Denims’ written by Chandigarh-based author Khushwant Singh.

Wednesday announced acquiring the film rights of the historical fiction. The story is an intriguing narrative of Maharaja Ranjit Singh, seen through the eyes of a teenager named Hari, who believes he is a reincarnation of the Maharaja. The story juxtaposes between two eras -- the glorious rule of Maharaja Ranjit Singh and contemporary India. Maharaja Ranjit Singh is popularly known as ‘Shere-Punjab’ or the ‘Lion of Punjab’. Hari becomes a bridge between the historical, spiritual and political history of the past and present-day Punjab. Talking about this acquisition, acclaimed producer of award-winning films, Guneet Monga, founder of Sikhya Entertainment, said, “This is a story which shows Punjab from a fresh lens. “The landscape is so rich in history, much more than just the Partition stories that we have seen in the mainstream cinema so far. ARE you sufficiently prepared for another crisis? What might possibly be the next disaster? You might argue, we are not yet out of the mess of the current one. And this should have us all thinking about keeping stock of essential supplies. Have you got the things you need? Hopefully not guns to protect your toilet paper! More importantly, what about canned foods? How nutritious are they compared to fresh produce? How long do they last stored under the bed? And when can they kill you? Even without a pandemic it’s prudent to have a supply of canned goods. Remember the last snowstorm, flood, or natural disaster, when it was too dangerous to get to a store or no power to cook food. How safe are canned foods? Compared to fresh produce, canned foods are far less likely to cause illness. The canning process used by commercial producers keeps food safe for long periods of time. Air-tight containers and the application of heat to destroy microorganisms prevent spoilage. The canning process also deactivates enzymes that cause food to break down.

How long can canned goods be stored under the bed? First, take a good look at the can. It should not be rusted, dented, or leaking. Moreover, if the can is swollen this means harmful bacteria are present. So, if there is any doubt, dispose of the can where it cannot harm anyone. Before placing cans under the bed, write down the date you purchased them. Authorities say that the safe limit for acidic foods such as tomatoes and other fruit is 18 months. For canned vegetables, beans, meat, and poultry, two to five years. The best storage temperature is 50 to 75 degrees F. What about the nutritional value of canned food? A quick assumption might be they’re not as nutritious as fresh or frozen foods. But not so fast in labelling them less nutritious! Foods, when they arrive at the company don’t sit around waiting to be canned. Rather, they’re canned within hours locking in their nutrients. However, the Journal of the Science of Food and Agriculture says the heating of canned foods does cause a loss of vitamins C and B. Contrast this to fresh food that, after harvesting, may travel many miles under less than ideal conditions before reaching you. During that interval it also loses some nutritious value. And, with canned tomatoes and carrots, heating the can increases the release of carotenoids from the cell wall increasing their nutritional value. So, take your choice! Look out for salt and sugar If you cannot find a No Salt or Low Salt option, drain the liquid from the can and rinse the food in water to lower the salt content. Do the same for sugar and look for No Sugar Added or fruit that is packed in water. Can you safely store leftovers in an opened can? This is not a problem. But to preserve quality and flavour, it’s better to place food in a storage container with a lid. What should you store? It’s personal preference. But consider canned
