Murder cases of prominent South Asians - Surinderpal Hehar and Amarjit Singh Sandhu – yet to be solved

BY RATTAN MALL THE family of Baljit Kaur Kondolay, 37, who was shot to death as she was getting out of her car in her Langley driveway on April 19, 1998, feels ‘victimized again’ after Sandeep Toor, now 40, who drove the getaway car, was granted unescorted temporary absence (UTA) by the Parole Board of Canada this week. In December 2000, Sandeep Toor was given a life term in jail with no parole for 12 years. He was sentenced in B.C. Supreme Court for the second-degree murder of Baljit. Crown prosecutor Sean Madigan had asked for 15 to 18 years for Toor, saying that he not only assisted in the crime, but also tried to cover it up, all for money. The victim’s husband, Ajit Singh Grewall, and her stepson (Ajit’s son), Sukhjit Grewall, 21, were convicted of first-degree murder in late October 2000 and were both sentenced to life in prison with no chance of parole in January 2001. Madigan told the court that Baljit was shot at point-blank range “in the forehead, leaving a huge hole, then shot her in the ear.” Ajit Grewall was still legally married to his previous wife when he

parole and “something happened, they postponed it and cancelled it.” There was supposed to be another hearing in 2015-2016 and that got postponed. Sidhu said that Toor then applied again. This time the application was for an unescorted temporary absence, and it got approved on Tuesday (July 25). SIDHU in a statement emailed to The VOICE expressed the family’s frustration at the whole process:

TODAY is not a good day for our family. The UTA hearing is over. Toor was approved UTA and will be released to a halfway house and will engage in community services with the Salvation Army in Victoria. The UTA has been approved for a 60day period with details to follow of start date and conditions. Once his 60-day UTA is complete he will return to Williams Head Institute. Based on his success he can reapply for another UTA or day parole. He was approved based on a risk assessment where support workers reported that he has made a turning point and he has continu-

ously improved his behaviour and attitude with a focus on honesty. “They” believe in the last 2 years he has expressed feelings of remorse for the murder of my mother. Truth be told, all attributes and reasons for approval were purely a check box to free up a bed, in a resort like prison, to make room for another inmate. There is no empathy or remorse for the murder of my mother. All statements made by Toor were well rehearsed. He presented no different in the last hearing when he was denied. My family and I went to this hearing in hopes he would be denied and to be my mother’s voice and

we were not heard - my mother did not receive justice. Toor will continue on with life while we continue to serve a life sentence of grief. The justice system in Canada is in favour of such criminals, not victims. There is no rehabilitation for such heinous crimes. Today’s outcome is very disappointing and I pray for our communities’ safety and those in the Victoria area. He will be out there and I truly believe he will reoffend when given the opportunity to make a quick buck, even if it’s to take one’s life....we have been victimized again by the Parole Board’s decision to approve Toor’s UTA.

MY friend Charlie Smith, famous Editor of Georgia Straight (www.straight. com), wrote a very perceptive piece titled “B.C. NDP cabinet includes bright minds, but there are still political potholes to avoid” in which he made some very interesting points. But what I found really interesting was his take on including - or excluding – South Asians by both the Liberals and the NDP. To begin with, he noted: “When the NDP governed

in the late 1990s, the party made a big deal of having three ministers of South Asian ancestry: Ujjal Dosanjh, Moe Sihota, and Harry Lali. This was taken as a sign that it embraced diversity. “But when it came to the senior ranks of the bureaucracy, it was pretty monochromatic. One senior civil servant in that era, Suresh Kurl, even documented how few people of colour were working for the government.” Brown-washing? Charlie went on to point out: “The B.C. Liberals didn’t seriously change that dynamic at the deputy minister level. And former premier Gordon Campbell had a habit of keeping his MLAs of colour in junior po-

Human Rights Commission and then noted: “But hey, Campbell appointed Wally Oppal as the attorney general, so that made everything A-okay in his mind.” Charlie also pointed out: “Under Christy Clark, the

B.C. Liberals demonstrated a disturbing tendency to run candidates of colour in unwinnable ridings while reserving nominations for white politicians in battleground multicultural constituencies in Surrey-Fleetwood, Burnaby-Lougheed, and Vancouver-Fraserview. Is it any wonder they were slaughtered in the Lower Mainland this time around?” But then he also bluntly noted: “Naming two MLAs of South Asian ancestry to a mid-range and low-grade cabinet post also isn’t a very good start, given how this community made the difference for the NDP. “There will no doubt be grand publicity if a third MLA of South Asian descent, Raj Chouhan, is named speaker. But the

reality is that the speaker’s position is largely symbolic and doesn’t carry real power to effect major changes in society. “If being speaker was the best job in government, MLAs like Dix or Carole James or Shane Simpson would be clamouring for the position. They didn’t do that. “Chouhan wasn’t included in the cabinet despite being a caucus member representing Burnaby-Edmonds since 2005. Going, going, gone! Christy quits as BC Liberal head honcho CHRISTY Clark announced on Friday that she will step down as BC Liberal Party leader on August 4. Clark was under tremendous pressure to quit after she failed to win a majority and kept clinging on to power. The media called her classless and graceless. Meanwhile, a revolt against her started almost immediately after her loss as candidates who lost blamed her for botching up the election campaign. PREMIER John Horgan said in a statement: “Today we thank Christy Clark for her service to British Columbia. “We take up the call of public service because we want to make this province a better place. While we represented two different political parties, Ms. Clark and I are united in the belief that, working together, we can build a better future for British Columbia and the people who call this place home. “As an MLA and as Premier, Ms. Clark fought passionately for what she believed in. I know she will take that passion and energy to her next opportunity. I wish her all the best in her future endeavours.” BC Green Party Leader Andrew Weaver said in a statement:

LAST week, The VOICE reported about a very interesting article – “BC Liberal election post mortem heaps blame on Clark” – by well-known investigative journalist Bob Mackin in ‘theBreaker. news’ in which he reported that the BC Liberal party brass met behind closed doors and let out their frustration left and right. Mackin wrote: “Attendees of the Monday event [July 10] at a top secret location in downtown Vancouver included senior party members, several cabinet ministers, former support staff and party-connected lobbyists. Several unloaded on the horrific 2017 election campaign and named lame duck Premier Christy Clark

as the problem.” Mackin reported that at a similar meeting in Surrey, Peter Fassbender heaped all the blame on Clark, calling her – not the party – the problem. “He called Finance Minister Mike de Jong too difficult, but had more criticism up his sleeve for the premier,” Mackin reported. In fact, his criticism “was so harsh and intense, that he was asked to slow down!” Mackin wrote: “Fassbender was blunt: “She lost it for us. Period. End of story.”” The VOICE wrote: “It’s time the Liberals dumped Clark and moved on with a new, respected leader like Andrew Wilkinson. Former solicitor general told The VOICE last month: “So at the end of the day I think there will be … several people, if there is a leadership race, who will throw their hats into the rink. I think at the end of the day, there will be a bitter battle between two people: I think Kevin Falcon has an interest of getting back in the government. I think Andrew Wilkinson, who is a bright individual – and he’s very clean, will throw his hat in the rink and I think it will be down to those two as a battle at the end of the day.” “Some say that Falcon may not want to give up the lucrative job he holds at present, but may sponsor or back up some candidate.”

Did Andrew Wilkinson have to make a fool of himself? WITH former premier Christy Clark’s credibility in tatters, it seemed that Andrew Wilkinson, who former solicitor general Kash Heed called “bright” and “very clean,” sure put his foot in his mouth when he stepped out on Monday to lash out at the NDP for not having a proper plan to bail out ICBC. For crying out loud, Wilkin-

son, didn’t Clark tell you that the report by Ernst & Young was commissioned by YOUR party which deliberately kept it under wraps because of the election? The NDP had been exposing how you used ICBC money to support your budgets and passed on all the burden to the poor drivers. Now, when the NDP has

made the report public to show the mess that the ICBC has been in thanks to the manipulations of former premier Gordon Campbell’s government and then that of the Clark government of which you were a part, you had the nerve to state: “It’s time for the NDP to show some Andrew Wilkinson

competence in office and tell us what they’re going to do?” (as Canadian Press reported). Hey, buddy, the NDP took over just a week ago! But what were you guys doing in Clark’s government? You couldn’t even answer that question when the media asked you about it! Instead of asking for forgiveness for fooling Brit-

ish Columbians (after all, what else could you have expected from a desperate politician like Clark!), you ended up making a fool of yourself!

The suspect used a gun with a silencer CONTINUED FROM 1

was a well-known field hockey promoter, was shot dead a year and eight months ago on November 21, 2015, at 152nd Street and 66th Avenue in Surrey just after midnight as he was headed for work with a colleague, who also sustained gunshot wounds but survived. About six months later, on June 4, 2016, developer Amarjit Singh Sandhu was shot in the Tim Horton’s parking lot in the 11300-block of Steveston Highway in Richmond. The killer was a nonwhite male in his early to mid-20s who escaped. Integrated Homicide Investigation Team (IHIT) Cpl. Meghan Foster told The VOICE that the investigations are ongoing but she had no investigative updates that she could share with the media at this stage. While there was not much information about the Hehar murder because it took place at night with evidently no one around, there was a raft of details in the Sandhu case. As IHIT Staff-Sgt. Jennifer Pound put it at the time, the murder took place “in such a bold and brazen manner in a very public setting.” Sandhu was a former member of the Internation-

al Sikh Youth Federation and a developer who was very actively involved in Vancouver’s Ross Street Gurdwara (Khalsa Diwan Society) politics. Richmond News reported that a witness told them that Sandhu was killed while standing next to his black pick-up truck by a man with “an average build, light brown skin and some facial hair, wearing a hoodie and sunglasses.” The witness said that the suspect used a gun with a silencer and that he heard “at least six shots that sounded like a paintball gun.” The witness told the Richmond News that Sandhu was with a friend just before the shooting. He added that the friend was spotted talking to police shortly afterwards. IHIT described the killer as a male in his early to mid-20s, approximately 6 feet tall, slim / slender build, wearing a grey or light grey coloured hoodie or coat, medium to dark coloured pants and possibly wearing a baseball cap. He was non-white. A couple of weeks after the murder, IHIT released photos of what was believed to be the getaway vehicle and asked for the public’s assistance in identifying it. The vehicle was described as gold / silver in colour and appeared to be a Chevrolet Trail Blazer.

environment, they could influence people in India and vitiate the atmosphere here. “Unfortunately, these elements were successful in spreading their divisive messages in India through the use of social media,” he said, calling on the Canadian government to crack down on these forces and ensure they do not have a free run on social media and other public platforms. The chief minister said his government was trying to revive Punjab’s economy by wooing industry and investment to the state but such efforts can get derailed by the nefarious designs of radical elements operating from outside India. “These handful of people, with their vicious propaganda, were negating the efforts of all the NRIs [Non-Resident Indians] including Punjabis, who are contributing immensely to the development and progress of India and Canada,” he said. The remarks come following Amarinder’s allegation that Canada’s Indian-origin Defence Minister Harjit Singh Sajjan was supporting radical Sikh elements and Khalistanis in Canada. He even refused to meet Sajjan during his visit to India in April. Some radical Sikh groups earlier prevented Amarinder from visiting Canada ahead of the Punjab Assembly election as they secured a court warrant against him over alleged atrocities committed during militancy in the state in the 1980s. Amarinder and Sangha also discussed various issues of concern for NRIs. Pointing to the increasing number of cases of harassment of NRIs, especially over property-related matters, in the past several years, Sangha, who represents the Brampton Centre electoral district in Canada, urged the chief minister to initiate steps to protect the interests of the Indian community settled abroad. Amarinder promised all support to safeguard the interests of NRIs, an official spokesperson said after the meeting. The chief minister told the MP that he had already taken up with the chief justice a proposal to set up NRI courts, which his government now planned to establish as part of the ex-servicemen courts since there were not enough NRI cases to merit separate courts. Sangha, who is Chairman of the CanadaIndia Parliamentary Friendship Group, said the contribution of NRIs to the development of Canada, and in fact all countries in which they are settled, has been commended by their governments. The chief minister agreed and lauded the NRIs for nurturing and promoting India’s image around the world. The hard work, dedication and commitment of NRIs were highly praiseworthy, he said.

The gangster ‘found God,’ but then rival gangsters found him!

THE targeted murder of 33-year-old Yee Hung Chin, a former gangster from Calgary, Alberta, outside his workplace in Chilliwack on July 21 proves once again that if you go in for that kind of a lifestyle, you will live the rest of your life in uncertainty. Once you’re IN, you CAN’T really walk out! So keep that in mind if you are being lured into a gang or any type of association with a gang because of false glamour (money, power, girls). One day you will be a HERO, but the next day you will be a ZERO! That’s a fact that I have pointed out again and again over the years and just last month (June 9), in an article “Some gang members nervously following Bacon murder trial to see if their name or some info about them crops up,” gang expert Staff-Sgt. Lindsey Houghton of the Combined Forces Special Enforcement Unit – BC (CFSEU-BC) had pointed that out yet again. I wrote: “You can be sure that some gang members are very keenly interested in what’s going on at the Red Scorpion gang leader Jonathan Bacon’s murder trial in Kelowna because they are nervous if their name or some information concerning them may crop up – and

of course, the consequences that may follow!” Former associates of the three who have been charged with the first-degree murder of Bacon in August 2011 — Jujhar KhunKhun, Michael Jones and Jason McBride – will be testifying against them at the trial at B.C. Supreme Court in Kelowna. Just the week before that I had warned about the consequences of joining a gang in an article titled “Why joining gangs makes no sense – unless you have a death wish!” (You can check out the write-ups on our website voiceonline.com.) Houghton pointed out: “As we remind people, your choices may come back to haunt you 10, 15, 20 years down the road and so when we eventually catch the people who we allege are behind these acts of violence – and people should make no mistake that we will catch them eventually – all of the things that happened … will all come back (to haunt you).” And he stressed: “People need to understand that.” CHIN was one of the leaders of the FOB (“Fresh of the Boat” gang) and rival to the FK (“Fresh Off the Boat Killers”) in Calgary, Alberta, according to media reports. The two gangs were reportedly responsible for more than two dozen murders in the city a decade ago. Chin’s younger brother Roger was shot dead in 2008. Chin, also known as Roland Chin,

The charges address infractions of the Standards of Maintenance By-law that were identified during proactive inspections of the building. Eighteen infractions relate to an inspection on January 31 and a further 42 were identified on April 19. The breaches include failure to maintain walls, ceilings and floors to an adequate standard, as well as lack of maintenance to plumbed facilities such as baths and toilets. “The City of Vancouver is committed to holding landlords accountable for maintaining habitable standards in Single Room Accommodation (SRA) buildings,” said Kaye Krishna, General Manager of Development, Buildings and Licensing, on Thursday. “It’s critical that we protect this housing stock,

which provides much needed affordable housing to some of the City’s most vulnerable residents.” A summons will be issued to Balmoral Hotel Ltd. to appear in court to answer to the charges. If the owners are found guilty, each infraction carries a potential fine of $250 to $10,000. The Balmoral Hotel is currently undergoing a complete review by a contractor hired by the owners to assess the work that is needed to rehabilitate the property. After an inspection to assess the shoring and stabilization of the Balmoral Hotel on July 14, it was announced that the City’s Chief Building Official deemed the building to be stabilized to the City’s satisfaction. The City anticipates that a significant amount of work will be necessary to return the building to SRO housing stock.

THE Integrated Homicide Investigation Team (IHIT) on Tuesday announced that the victim in the July 21 murder was Yee Hung Chin, 33, a most recent Chilliwack resident, who was known to police. It said that a review of the evidence gathered indicates that his murder was targeted. According to media reports, Chin was one of the leaders of the FOB (“Fresh of the Boat” gang) and rival to the FK (“Fresh Off the Boat Killers”) in Calgary, Alberta. (Read more about this in “ME THINKS: The gangster ‘found God,’ but then rival gangsters found him!” in this newspaper.) On July 21, just before 9 a.m., the Chilliwack RCMP Detachment received a report of a shooting in the 43900-block of Progress Way. When police arrived, they located a male victim who had suffered gunshot wounds. He was transported to hospital, but despite all life-saving efforts he succumbed to his injuries. The male victim’s death was deemed a homicide, and IHIT took the lead in the investigation. IHIT, working closely with the Chilliwack RCMP and the Integrated Forensic Identification Section, is seeking the public’s assistance in a search for witnesses that may have seen the shooting, the arson of the suspect vehicle, and the flight of suspects from the scene of the arson. The timeline is as follows: * 8:56 a.m.: Shooting occurs * 9:02 a.m.: The suspect Dodge Caravan is set on fire * Two vehicles flee in tandem from the site of the burning vehicle Currently, the vehicles fleeing the scene of the burning Dodge Caravan can be described only as a white sedan, and a dark sedan. These vehicles travelled away from the burn site in a tandem formation. IHIT Cpl. Fourth shooting in a week in Surrey injures a male; stray bullets hit two buildings and vehicle THE fourth shooting in a week - apparently involving low-level drug gangs - in Surrey on Thursday (July 27) resulted in a male receiving non-life threatening injuries. A commercial building, a residential building and a mo-

tor vehicle were all struck by stray bullets. The shootings led Surrey RCMP to issue a statement to reassure residents. “The Surrey Gang Enforcement Team (SGET) partnered with the Combined Forces Special Enforce-

ment Unit (CFSEU) are assisting with this investigation and have been engaged in extensive pro-active enforcement in relation to the recent increase in shootings in this city,” police said. On Thursday at 3:30 p.m., police received multiple calls regarding shots fired in the 15200-block of 32nd Avenue. Police found multiple witnesses on scene. They learned that a male victim had fled on foot and a search of the area tracked down the person a short distance away from the shooting scene. He was taken to a local area hospital to be treated for gunshot injuries. Police said the incident appears to have been targeted. The male victim is known to police for his involvement in criminal behaviour. Staff-Sgt. Dale Carr said: “Police are actively seeking information from anyone who may have witnessed this incident and have not yet spoken to police. Their information may be the one piece that completes the puzzle.” He added: “This incident once again demonstrates the lack of respect and concern that people engaged in this behaviour have for the

THERE were three other shooting incidents from July 20 to 23. On July 23 (Sunday), at approximately 9:05 p.m., responded to a report of shots fired in the 12200-block of 78th Avenue and recovered evidence about the shooting. However, no victims were located, nor was any evidence found that any vehicle or residences in the area had been struck. Initial investigation indicated that two vehicles – a black S.U.V. and a silver Acura – were seen fleeing from the area. Officers conducted neighbourhood canvassing and spoke with witnesses. Police said that initial indications were that this was a targeted incident and involved parties known to each other. On July 21, shots were fired in the 12300-block of Pattullo Place in Surrey at approximately 11:30 p.m. Surrey RCMP said they responded to a number of 911 calls of shots fired and located evidence of the shooting. However, no victims were found at the scene of in area hospitals. Initial investigation revealed that a black coloured S.U.V. was seen fleeing from that area. Initial indications were that this was a targeted incident. On July 20, at approximately 8:30 p.m., Surrey RCMP received reports of shots fired from one vehicle into another in the 9400-block of 130A Street. Officers attended and located evidence of shots being fired in the area, however, both vehicles had fled the scene before police arrived. The initial investigation revealed that shots were fired from a newer model, two-door, charcoal Honda Civic at a newer model, black Cadillac Escalade. The Civic was last seen southbound on 130A Street and the Escalade was last seen northbound on 130A Street. There have been no reports of any injuries. Indications were that was a targeted incident. Police are actively seeking information from anyone who may know the whereabouts of these two vehicles. S U R R E Y RCMP Major Crime investigators on Friday asked for the public’s assistance in identifying vehicles and occupants involved in the July 20 (Thursday) shooting investigation in the 9400-block of 130 A Street. Investigators have obtained surveillance video from the incident and now have three vehicles of interest: * Vehicle #1:2015-2017 black Cadillac Escalade ESV Platinum. This SUV was targeted in the shooting. * Vehicle #2: 2001-2005 silver Honda Civic 2 door. This car was associated to the SUV prior to the shooting. * Vehicle #3: 2006-2011 grey Honda Civic 2 door. This car is the suspect vehicle. “Any information you have, even if it may seem inconsequential, could potentially help solve this crime,” says Cpl. Scotty Schumann. “In addition, we are asking you to call police if you see unknown, occupied vehicles in your neighbourhood that are idling for long periods of time. Our investigations into many of the recent shootings have shown that the suspects are usually waiting in vehicles for their intended targets to appear.”

The case for hiring people who have different abilities BY TANISHA DHAMRAIT-SANTINO PEOPLE with disabilities want to work. They are not being hired. According to the Minister of Industry, the prevalence of disability within the Canadian population is 15% which equates to approximately 1 in 7 people. Research continues to show that unemployment rates amongst people with disabilities is much higher than those who do not have any challenges. A disability can include a physical limitation such as a loss of a limb, a developmental or neurological disability such as autism, or a psychiatric disorder such as bipolar or depression. Disability affects people of all religions, races, and backgrounds. It can occur from birth or during one’s lifetime. It can happen to anyone. As a society and community, is it not time that we started to change the attitudes around hiring people with different abilities? One of the most common reasons that employers have for not hiring someone with a disability is because the employer does not believe the person is able to keep up or do the work. Employers are limited by their own imagination about what jobs can be done by a person who cannot walk or is blind. However, people with these challenges are changing stereotypes all the time; take, for example, the case of the blind mechanic who owns his own auto repair shop. If you had asked me before I started taking Employment Support courses at Douglas College, whether a blind person could be a mechanic, I would have wondered, “How is that possible?” but it is. And it has been done more than once. If I, someone who has been working with a diverse population for over 10 years, can be so limited in my thinking, it is no wonder that employers question whether a wheel-chair bound person can keep up with the duties of a busy store-front. There are known advantages to hiring people with physical, psychological and developmental challenges. Employers can easily accommodate these employees for little or no cost to them , and the benefits heavily outweigh the initial price of accommodation. People with disabilities have a lower level of absenteeism and higher rates of job retention. Moreover, employers that hire people with disabilities discover that new and creative skills are brought to the workplace and the morale of the people in the workplace tends to increase as well. Lastly, consumers look favourably upon companies that hire inclusively. A survey published in the Journal of Vocational Rehabilitation, found that more people would prefer to give their business to companies that hire inclusively versus those that do not. An individual on Persons with Disabilities benefits can earn $800.00 a month ($9600.00 a year) without any penalizations from the benefits. There are several agencies in Surrey and all over Canada that specifically work with employers and job seekers to help find good matches for both parties. Some of these agencies even participate in schemes that help subsidize employee pay with government or agency funds or know ways of helping offset accommodation costs. There are several reasons for hiring people with disabilities, and I would love to see more people in our community being hired in meaningful work places. RCMP recover missing equipment including a gas gun RCMP breathed a sigh of relief after a member of the public reported on Monday afternoon that they had recovered a 40MM Abrams Airborne Mfg Inc. Less Lethal Multi-Launcher (gas gun) and a large green case containing related ammunition as a result of media coverage. RCMP connected with them and confirmed that all missing items had been accounted for. The review of the incident is continuing. RCMP said they would like to thank the media and the public for their assistance in the quick recovery of the equipment. Earlier on Monday, RCMP had announced that they believed that the items fell through the insecure back hatch of a truck canopy on July 23 (Sunday) shortly before 7:30 a.m. in the area of the Golden Ears Bridge. The driver of the truck, a member of the Integrated Emergency Response Team, was alerted to the open latch by a passing motorist. The police officer stopped to check the content of the truck and noticed a green camouflage bag containing the multilauncher missing. RCMP said that also missing could be a black backpack containing assorted electronic equipment. A thorough search of the area was immediately conducted but the items weren’t located. The RCMP then asked the public for their help.

IHIT says Marrisa Shen’s murder a random attack THE Integrated Homicide Investigation Team (IHIT) said on Wednesday (July 26) that a review of the evidence collected to date indicates 13-yearold Marrisa Shen’s murder was a random attack.

On Tuesday (July 18), just after 11:30 p.m., the Burnaby RCMP were contacted to conduct an investigation into Shen’s disappearance. Immediately an investigation into her whereabouts was initiated, and at approximately 1:10 a.m. Shen was located dead in the south east side of Central Park IHIT said in a statement: “These events have caused great distress and sparked much concern about safety within the community. I can say that there have been no links made between this homicide and other reported acts of violence. “At this time, we have not identified a suspect or suspects, but we are still in the early stages of evidence gathering. These initial stages in homicide investigations can be lengthy. We will continue to review the facts, and will provide updates as appropriate. “Since our initial release a week ago, police have received a number of tips. We are appreciative of the information provided, and are once again asking for the public’s help. Investigators are in search of anyone who took photographs or video while inside the park or surrounding areas on the night of July 18 between 6 p.m. and 1 a.m. This includes those with dash cam video.” IHIT Cpl. Meghan Foster said: “We understand that there are many questions, but in light of how the facts present we ask the public remain vigilant. Marrisa’s death was senseless.” Anyone with information is asked to contact the IHIT Information Line at 1-877-551-IHIT. Despite being physically away from home, brothers in Canada will send money back to their sisters as a symbol of his best wishes. Money transfers sent during special occasions make up a large portion of Canada’s global remittance, since it is a great way for immigrants to send home their wishes and join in on the festivities. The challenge for senders, however, is deciding which service provider to trust when sending the funds. The associated costs are of different types – fees, exchange rates, etc., and ease and speed of transfers also vary by banks/financial institutions. AT Vancouver City Council this week, we proposed the biggest affordable housing boom in Vancouver’s history. The Housing Vancouver proposal puts local people and incomes first and takes action today to deal with Vancouver’s housing crisis. The plan aims to create 72,000 new homes that are affordable for people who live and work in Vancouver. Vancouver doesn’t just need supply, it needs the right kind of supply local people on local incomes can afford. The City is doubling down on affordable housing backed by the principle that no one should spend more than 30 per cent of their income on their home. We’re putting a big focus on rental housing and prioritizing innovative ideas like this pilot project that will ramp up the City’s delivery of affordable housing for renters across the spectrum. To guarantee affordability – benchmarked by the City at no more than 30% of household income spent on housing – rents will be directly connected to tenants’ incomes, between $30,000 and $80,000 per year. Projects that rents for the new, mandated affordable rental homes could range from: * $850-$1,000 for a studio, * $1250-$1500 for a one bedroom, and * $1700- $2100 for a two bedroom. The new approach is part of the City’s update to the Housing Vancouver strategy – the City’s new way to deliver the right supply of housing to match local needs and incomes The City is exploring developing a new pilot program to expand this approach, and if successful, the pilot could be expanded city-wide to provide potentially thousands more mandated affordable rental homes. Housing Vancouver is a culmination of several initiatives from the City that tackles the housing affordability crisis, including: * Re-setting housing targets to be geared to income bands, to deliver a more appropriate supply of housing that meets local needs and incomes; * Investing $80M in the 2017 Capital Plan for affordable housing – the most ever; * Approving a record number of new rental homes; * Bringing in Canada’s first Empty Homes Tax; * Proposing regulating short-term rentals, like Airbnb; * Pursuing modular housing on city-owned sites; * Offering 20 sites of City-owned land worth $250 Million to senior governments to use for affordable housing; * Increasing family home requirements in new housing projects to 35%; and * Providing four City-owned sites to enable Vancouver’s first Community Land Trust For more information, visit www.vancouver.ca/ housing

THE Executive Director of the British Columbia Securities Commission (BCSC) has issued an amended notice of hearing alleging that Prabhjot Singh Bakshi and SBC Financial Group Inc. (SBC) illegally distributed securities and also alleging that Bakshi committed fraud. The notice alleges SBC and Bakshi sold $3 million of SBC securities without being registered. Furthermore, prospectus exemptions were not available for $2.3 million of these sales. The notice also alleges that Bakshi told three SBC’s investors that it had purchased the rights to a land development project in Hawaii (the Hawaii Project), that SBC was advised by their lawyers that investment funds would be held in an escrow account, and that the funds would be put towards a lot in the Hawaii Project. These three investors invested $400,000 but Bakshi did not forward their money to the Hawaii Project. In fact, SBC had not purchased the rights to the Hawaii Project, and the law firm did not represent SBC or maintain an escrow account. These three investors never recovered their money. Bakshi is a resident of British Columbia and was the sole director and officer of SBC. SBC is a company incorporated in British Columbia, but no prospectus has ever been filed in respect of the distribution of SBC securities.

Nawaz Sharif: A PM who never completed his tenure Islamabad (PTI): Nawaz Sharif, known as the ‘Lion of Punjab’, became the Prime Minister in the politically unstable Pakistan for a record three times, but every time he was forced to quit in the middle of his term – first by the presidency, then the military and now the judiciary. Sharif, who leads the country’s most powerful political family and the ruling PML-N party, successfully managed to swim through all the controversies since he assumed power for the third term in June 2013, but a Supreme Court ruling against him in the Panamagate case struck a heavy blow to his career. The court verdict disqualifying Sharif plunges Pakistan into a political crisis at a time when country is facing brittle economy and surge in militancy. The 67-year-old wily political leader, seen by many as someone who can fix the country’s problems such as economy and the terrorism, found himself besieged by problems after Panama papers showed illegal money laundering by him in 1990s when he twice served as Prime Minister to purchase assets in London. International Consortium of Investigative Journalists disclosed that Sharif ’s children Mariam, Hassan and Hussain – were the beneficial owners of offshore companies set up in the British Virgin Islands, a known tax haven. The revelation forced Sharif to address the nation twice and disclose a detailed account of his family’s businesses in the National Assembly, explaining how his late father had built the business empire, which was the source of income used to buy properties in London and other holdings. In May, the Supreme Court set up a sixmember joint investigation team (JIT) to investigate the charges against Sharif and his family. Sharif, his sons, daughter and brother Punjab Chief Minister Shahbaz Sharif all appeared before the JIT which comprised officials from Pakistan’s powerful

spy agency ISI and the military intelligence. In its report submitted to the apex court on July 10, the JIT said the lifestyle of Sharif and his children were beyond their known sources of income, and recommended filing of a new corruption case against them. Sharif dismissed the report as a “bundle of baseless allegations” and refused to quit, despite demands to do so from several quarters, including opposition political parties. On July 21, the court reserved its verdict after concluding the hearing and ruled against Sharif on July 28. A steel tycoon-cum-politician, Sharif had served as the Prime Minister for the first time from 1990 to 1993. During his tenure, Sharif developed serious differences with conservative president Ghulam Ishaq Khan, who dissolved the National Assembly using his reserve powers in April 1993. In July, Sharif resigned under pressure from the army but made a settlement that resulted in the removal of Khan as well. Sharif ’s second term as Prime Minister from 1997 ended in 1999 when then powerful Army chief Pervez Musharraf staged a bloodless coup. In a dramatic fall from grace, Sharif ended up in jail, convicted of hijacking charges for trying to stop a plane carrying Musharraf from landing. He then went into exile in Saudi Arabia and did not return to Pakistan until 2007, when he teamed up with the PPP to force Musharraf from office. And with this result, so soon after last week’s headliner about the 22-yearold West Vancouver resident arrested for the fourth time for driving his white Ferrari on the Lions Gate Bridge at an excessive speed — 210 kmh this time — Vancouver, however fleetingly, on social media after all — captured international attention as a ‘speedster city’ with ineffectual punishment.
