More and more South Asians in Ontario seem to be getting involved in major criminal activities BACK in the 2000s as South Asian gangsters in the Lower Mainland were busy shooting one another month after month in the fight for drug turf and giving their community a bad name, we wondered why it was so different in Ontario where members of the South Asian community seemed to be keeping away from a criminal lifestyle. However, now the situation in Ontario has changed in a dramatic manner as events over just the past one year clearly bear out. If you go to the “Ontario” section of our website voiceonline.com, you will be amazed at the number of stories on South Asians being caught by police in different criminal activities as well as the large number of them being involved in big rackets. Just this week, we carried a story (you can read the details below) titled: “Mail theft investigation leads to multiple charges against 16 South Asians in Brampton” on our website. Those allegedly involved were from 21 years of age to 43. But even more serious was the case we reported last week: “Toronto Police seize $61 million in drugs, nine South Asians among those arrested.” The accused were from 25 years of age to 46. Indeed, even more serious than that case was what we reported in April: “South Asians charged in largescale international drug trafficking network.” Some 25 South Asians – from 23 years of age to 54 – were charged. As many as 48 firearms were seized. York Regional Police Organized Crime Enforcement Bureau, in partnership with the Royal Canadian Mounted Police (RCMP), Peel Regional Police, and the U.S. Drug Enforcement Administration, dismantled a largescale international drug trafficking network that extended to Western

Operation Cheetah that we reported in April involved South Asians in Ontario importing large quantities of cocaine, ketamine, heroin and opium into Canada. Some 25 South Asians were charged and as many as 48 firearms were seized. Canada, the United States and India. These cases are apart from those involving assault, carjacking, shootings and so on. Just over a month ago, seven South Asians were arrested and charged with kidnapping in Mississauga. Can you imagine how many South Asian families in Ontario have faced the embarrassment of having the names of their relatives splashed in the media just in the past one year! Staggering! AND this week we had the mail theft investigation that led to 16 South Asians being charged with over 140 offences – and more arrests and charges are expected:

As investigators scrutinized over 100 reports of mail thefts and mischiefs in the Region of Peel between January and April of 2021, they discovered links to numerous parties residing in Brampton. In May 2021, investigators began collaborating with their partners at Canada Post, Halton Regional Police Service, Ontario Provincial Police, and numerous financial institutions. Investigators learned that the accused parties would allegedly steal mail by breaking into Canada Post mailboxes or individual roadside residential mailboxes targeting cheques, credit cards, and identification documents. The accused would then allegedly alter and deposit the stolen cheques into various banks before withdrawing the funds fraudulently. By Wednesday, May 19, investigators began arresting the accused people. On June 16 and 17, two search warrants were conducted at residences in Brampton, where officers located hundreds of pieces of mail, stolen/altered cheques, printers, scanners, and other tools

used to forge documents. Throughout the six weeks, investigators also located six stolen vehicles used by suspects involved in mail thefts. The following residents of Brampton, Mississauga, and York Region have all been charged for various offences (some names appear more than once with additional charges): * Gurdeep Bains, a 46-year-old man from Brampton is charged with the following:

Third arrest made in Brampton homicide of Sangita Sharma ONTARIO’S Peel Regional Police investigators from the Homicide and Missing Persons Bureau have arrested a third suspect in the 2020 murder investigation of Sangita Sharma. A B.C. Supreme Court jury this week heard that the 2011 murder of Jonathan Bacon in Kelowna led to Larry Amero, Rabih (Robby) Alkhalil, and Dean Wiwchar conspiring to murder Sandip Duhre and Sukh Dhak. Amero, Alkhalil and Wiwchar pleaded not guilty to conspiring to murder Duhre and Dhak. Wiwchar and Alkhalil pleaded not guilty to the murder of Duhre. The trial is expected to run six months. Crown counsel told the jury that Bacon and Amero were in a Porsche Cayenne that was fired at outside the Delta Grand Hotel in Kelowna in August 2011. Amero was seriously injured. (See Page 4 story titled “How the attack on Jonathan Bacon, Larry Amero and James Riach went down.”) The prosecution theorizes that Amero, Alkhalil and Wiwchar of the Wolf Pack group were in conflict with a group that Dhak and Duhre belonged to and the Kelowna shooting was a “significant and galvanizing event” that led to retaliation, as encrypted BlackBerry messages will show.

Crown counsel told the jury that from those BlackBerrys, which were seized by police from Wiwchar and from Alkhalil’s residence, which he shared with Amero, police learned about the murder plots. Duhre’s murder will form the first part of the trial, the prosecutor said. Duhre was shot in Café

A waitress who was serving Duhre was only metres behind the shooter. The shooter was not directly identified. Police found evidence

How the attack on Jonathan Bacon, Larry Amero and James Riach went down (From The VOICE website: June 11, 2018) THE ‘oral reasons for sentence’ in the case of Jujhar Khun-Khun of Surrey, Michael Jones of Gibsons, and Jason McBride of North Vancouver, who were convicted and sentenced on May 2 in the August 14, 2011 murder of Red Scorpions leader Jonathan Bacon and attempted murder of four others, provides graphic details of the attack. The oral reasons by B.C. Supreme Court

The three accused were arrested on February 22, 2013, and charged with the firstdegree murder of Bacon as well as four counts each of attempted murder. Security footage shows James Riach jumping out of the Porsche SUV as two gunmen emerge from a Ford Explorer and fire away at the SUV. The SUV crashes into the side of the Ford Explorer and drives on, hitting the side of the building and coming to a stop as the gunmen give chase. Jonathan Bacon, who has fallen out from the door of the passenger’s front seat, lies in a white shirt on the ground at the back of the SUV. According to witnesses, one of the gunmen went up to Bacon and shot him at point-blank range, while the other gunman approached the driver’s side of the SUV and fired into the vehicle. Riach of the Independent Soldiers along with two women, one of whom is related to several Hells Angels members in Haney, were attacked in Kelowna. While Bacon

was killed, Amero and the two women sustained non-life-threatening injuries. Riach, who was also injured, fled the scene.

Saturday, July 03, 2021 | Indo-Canadian Voice Main HERE is the portion of the oral reasons where the judge describes in detail how exactly the attack went down: “ON the sunny Sunday afternoon of August 14, 2011, a Ford Explorer rolled into the driveway area of the Delta Grand Hotel in Kelowna. That area, as could be expected, was busy with people at and around the hotel going about their business. In a white Porsche Cayenne there were five people, including Jonathan Bacon, Larry Amero and James Riach. Those three people had become targets for retaliation for the shoot‑ ing death of Gurmit Dhak in 2011. “Sukh Dhak and other members of the Dhak Group came to believe that rival drug traffickers Larry Amero, James Riach and Jonathan Bacon, who were collectively known as the Wolfpack, were responsible for the murder of Gurmit Dhak. As a result, members of the Dhak group sought to re‑ taliate against the Wolfpack and their asso‑ ciates. To that end, between June 1, 2011 and August 14, 2011 Jujhar Khun‑Khun, Jason McBride and Michael Jones actively searched for Larry Amero, James Riach and Jonathan Bacon with the intention of killing them. “With respect to Mr. Khun‑Khun, that search included attending on approximate‑ ly 30 to 40 occasions to locations primarily in Vancouver and Coquitlam in an effort to locate the targets. “On Friday, August 12, 2011, Mr. Amero, Mr. Riach and Mr. Bacon, together with Leah Hadden‑Watts and Lyndsey Black, drove from the Lower Mainland to Kelowna in a white Porsche Cayenne. The fact of that oc‑ curring was learned by the accused and Mr. Hairan. They all then travelled to Kelowna. With the aid of other associates, including [content redacted], it was determined that their targets were staying at the Grand. “The conspiracy that had been ongoing was then fine tuned and led to the critical events that occurred just after 2:30 p.m. on August 14, 2011. The agreed statement of facts filed on these sentence proceedings described what occurred. I draw from that description in the following summary. “At approximately 2:37 p.m. the Amero par‑ ty began boarding the Porsche Cayenne. Mr. Amero occupied the driver’s seat, Mr.

The Explorer pulled up beside and slightly in front of the Porsche Cayenne. From the driver’s side rear passenger seat an individual began shooting a Norinco 56S 7.62x39mm cali‑ bre automatic rifle at the occupants of the Porsche Cayenne. Mr. McBride, followed by Mr. Hairan, exited the Ford Explorer. Mr. McBride began shooting at the occupants of the Porsche Cayenne with a Norinco MAK90 7.62x39mm calibre semi‑automatic rifle. Mr. Hairan was shooting at the occu‑ pants of the Porsche with a Glock Model 17 9mm calibre pistol. “The driver of the Ford Explorer was Mr. Jones. “Forty‑five expended cartridges were re‑ covered at the scene of the shooting. There were 34 penetrating bullet entrance holes located on the Porsche Cayenne. One 9mm bullet went through the front window of the Kelowna Art Gallery located across the street. Two bullets, one from the handgun and one from one of the rifles, went through the exterior wall of the hotel complex and into the interior space of a hair salon. “Jonathan Bacon died as a result of blood loss from multiple gunshot injuries primari‑ ly to the posterior and right chest, abdomen and hip area. “Larry Amero was shot in the right cheek, the right chest and the left forearm. “Leah Hadden‑Watts was shot once in the back of the neck. As a result of the gunshot injury, Ms. Hadden‑Watts has no voluntary motor or sensory function below the level C5 in her spinal cord. As such, she has no functional capacity in her legs and only limited capacity in her upper extremities. She has significantly higher risk for serious health‑related conditions. She has a life ex‑ pectancy that has been reduced to 70% of what it would have been. “Lyndsey Black was shot twice in the glu‑ teal portion of her legs. “James Riach escaped from the vehicle. He ran to safety and was not injured.

United Truckers Association protest at Port of Vancouver on Canada Day THE United Truckers Association (UTA) made a statement on Canada Day by taking part in a truck rally that showed opposition to the Port of Vancouver’s current truck age replacement program. The UTA said it is protesting against the Port of Vancouver for two key reasons: 1) The unfair targeting of container truckers accessing marine terminals, where no other class of trucker in British Columbia is subject to such replacement requirements; 2) The devotion to a system using Diesel Particulate Filter (DPF), which is widely gaining a reputation as a fire hazard that is unsafe for drivers. A lawsuit was filed in 2019 by California trucking companies against the California Air Resources Board over the unsafe nature of DPF. Exhaust fires caused by the DPF “regeneration” process have led to DPF being banned in many countries in Europe and a number of lawsuits and investigations into their role as a fire accelerant in accidents, the UTA said. The unwillingness of the Port of Vancouver to even consider any alternatives points to a deeper agenda against owner operators, according to

Senator Mobina Jaffer SENATOR Mobina Jaffer received the South Asian Bar Association (SABA) of North America’s Pioneer Award at a virtual gala on June 26. SABA North America presents annual awards recognizing outstanding member contributions at its yearly conference celebration. The SABA North America Pioneer Award is given to an individual who has demonstrated professional excellence and true innovation in the practice of law. Pioneers are individuals who venture into unknown or unclaimed territory or who are open to new areas of thought. The candidate must be a Pioneer in their legal field or industry and have demonstrated dedication and service towards the profession or to SABA North America’s goals and objectives. The goals and objectives include: promoting the professional development of the South Asian legal community through networking, education, advocacy and mentoring; ensuring the civil liberties of the South Asian community; serving the legal interests of the South Asian community and the community at large; and encouraging greater participation by the South Asian community in the legal profession and the government. Jaffer represents the province of British Columbia in the Senate of Canada. Appointed to the Senate on June 13, 2001, by then Prime Minister Jean Chrétien, she is the first Muslim senator, the first African-born senator, and the first senator of South Asian descent. After spending almost a decade with the Standing Senate Committee on Human Rights, Jaffer had the opportunity to chair a number of studies including one on the sexual exploitation of children in Canada and the need for national action.

UTA spokesperson Gagan Singh. “The fact that no other commercial trucks in BC are facing these type of replacement requirements demonstrates how UTA members are being targeted, as they have been since 2014,” said Singh. “Further, the systems are not proven as safe, and we suspect [they’re] the cause of two deaths that the UTA has had to endure over the past few years.” Mohinderpal Singh Sekhon was killed in Kamloops just over two weeks ago due to an uncontrollable fire that occurred following a highway accident. Rajwinder Singh Sidhu was killed in June 2019 in an accident leading up to Deltaport, where by the time emergency services arrived, there was nothing left of the truck due to a massive blaze. The UTA’s protest rally was not only be a message to the Port of Vancouver, but also to local MPs who our organization has engaged for many years. “History shows that the previous Conservative government did make decisions that directly impacted daily operations of the Port of Vancouver, and today’s Liberal government has the same

opportunity,” noted Singh. “We are tired of being told that the government cannot get involved with the Port of Vancouver, because we need intervening action immediately.”

Keegan Pereira of India Club, Sukhi Panesar of United Brothers in Canada’s field hockey team for Tokyo KEEGAN Pereira of India Club and Sukhi Panesar of United Brothers are among 16 players chosen for Canada’s field hockey team for Tokyo, Field Hockey Canada and the Canadian Olympic Committee announced on Monday. This group of athletes will be competing in a pool against Great Britain, Netherlands, Belgium, Germany and South Africa for a spot in the playoffs. The team qualified by defeating Ireland in a two-game series in West Vancouver in October 2019. The thrilling qualifying series on home soil came down to a sudden-death shootout that resulted in Canada securing the win and the berth for Tokyo 2020, Field Hocket Canada said. This is the first time the Men’s National Team has qualified for back-to-back Olympic Games since competing at Los Angeles 1984 and Seoul 1988. Tokyo 2020 will be team captain Scott Tupper’s third Olympic Games following his appearances with the team at Beijing 2008 and Rio 2016. This year’s team features eight athletes returning from the Rio 2016 roster and eight first-time Olympians. The Olympic men’s field hockey competition will take place July 24 to August 5 (Day 1 to Day 13) at the Oi Hockey Stadium. KEEGAN PEREIRA started playing field hockey when he was six years old in India. He learned about the game from his father, who also played in their home country. After moving to Canada, Pereira quickly rose among the Canadian field hockey ranks, making his senior international debut in 2009 in Victoria against India.

486 sudden and unexpected deaths in B.C. from Friday to Wednesday – 195% increase LISA Lapointe, Chief Coroner, said on Wednesday that the last five days in British Columbia have seen an unprecedented number of deaths reported to the BC Coroners Service. Between Friday and 1 p.m. Wednesday, at least 486 sudden and unexpected deaths had been reported to her agency. This number is preliminary and will increase as coroners enter death reports into the system. The 486 deaths currently entered represent a 195% increase over the approximately 165 deaths that would normally occur in the province over a five-day period.

Lisa Lapointe Lapointe said: “While it is too early to say with certainty how many of these deaths are heat-related, it is believed likely that the significant increase in deaths reported is attributable to the extreme weather B.C. has experienced and continues to impact many parts of our province. “Coroners have been working around the clock alongside law enforcement, first responders and others ensuring we are able to respond to the needs of communities as expeditiously and efficiently as possible. Due to the much-greater-than-usual number of reported deaths in some areas, there have been instances where there have been delays in coroners responding to scenes of reported death. We have reallocated resources and are continuing to do everything within our power to minimize wait times. I acknowledge and thank our law enforcement partners for their invaluable assistance throughout this period. “It is important we do not lose sight of the fact that each reported death is a person with a family and people who cared about them. Once again, I extend my heartfelt condolences to anyone who has lost a loved one during this very difficult time. “As we continue to experience unusually high temperatures in the province, it is very important that we look out for our family, friends and neighbours – particularly those who live alone. People can be overcome by the effects of extreme heat quickly and may not be aware of the danger. Please arrange regular check-ins with those who live alone, and encourage everyone you know to drink water, stay in the shade as much as possible and visit cooler environments whenever they can. Many communities have opened cooling centres. BURNABY RCMP on Tuesday urged people to check on loved ones and neighbours as the heatwave bringing record-breaking temperatures continues in Metro Vancouver. In a 24-hour period since Monday, Burnaby RCMP responded to more than 25 sudden death calls. Although still under investigation, heat is believed to be a contributing factor in the majority of the deaths. Many of the deceased were seniors. THREE simultaneous crises put extreme strain on the City of Vancouver’s emergency resources. Alone, the pandemic, toxic drug health emergency, and extreme heat each taxed City services, but together they were pushing resources to the breaking point, Vancouver Fire Rescue Service said on Tuesday. The VFRS said it was managing an over threefold increase in call volume compared to periods earlier in 2021 and historical data from late June. In order to maintain service levels while attending 365 incidents on Monday alone, the VFRS brought in four extra crews, and was redeploying staff to serve in critical response roles where possible. In addition

to increases in cardiac emergencies, heat emergencies, and overdoses across the City, the VFRS was responding to more fire-related incidents, including a large wildfire involving BC Wildfire Service on Tuesday morning. Extreme wait times for BC Ambulance Service compounded the problem, leaving VFRS crews on the patients’ side for between one and 11 hours. VANCOUVER Police were redeploying dozens of officers and are pleading for people to only call 9-1-1 during emergencies, as heat-related deaths have depleted frontline resources and severely delayed response times throughout the city. “Vancouver has never experienced heat like this, and sadly dozens of people are dying because of it,” said Sgt. Steve Addison on Tuesday. “Our officers are stretched thin, but we’re still doing everything we can to keep people safe.” As of 1:45 p.m. on Tuesday, VPD officers had responded to more than 65 sudden deaths since the heat wave began on Friday, with more casualties being reported by the hour. Tuesday alone, officers had responded to 20 sudden deaths as of 1:45 p.m., with more than a dozen others waiting for police to

be dispatched. “The vast majority of these cases are related to the

heat,” said Addison. “We’ve never seen anything like this, and it breaks our hearts.”

Masks recommended – not mandatory – on public transit in Metro Vancouver from July 1 STARTING July 1, masks will move from being mandatory to recommended on Metro Vancouver’s public transit system. This change is due to Step 3 of BC’s Restart Plan, which removes the requirement for masks in indoor settings across the province. Customers are encouraged to continue wearing masks on transit as a precaution-

ary measure to protect themselves, fellow customers, and TransLink employees. B.C. shifts to Step 3 of restart plan WITH British Columbians achieving nearly 80% adult Dose 1 vaccine coverage and COVID-19 case counts continuing to decline, the Province announced on Tuesday that it is safely moving to Step 3 of its four-step restart plan on July 1. “British Columbians have stepped up at every stage throughout this pandemic,” said Premier John Horgan. “We’ve helped our neighbours stay safe, we’ve sacrificed time with friends and family and we have diligently registered to get vaccinated. We’ve now reached a point in our vaccination efforts when we can begin to remove restrictions. Let’s continue to respect everyone’s comfort level as we safely take another step toward putting this pandemic behind us.” Moving to Step 3 will signal the end to the longest provincial state of emergency in B.C.’s history. The emergency will be lifted on June 30 at 11:59 p.m. B.C.’s public health emergency will remain in effect during Step 3 to support amended public health orders from the Provincial Health Officer (PHO) with reduced requirements. During Step 3, businesses will gradually transition to new communicable disease plans, with guidelines for these plans released by WorkSafeBC on June 28. These guidelines were developed in consultation with public health and businesses will continue to be supported by WorkSafeBC and the PHO as they transition. These plans will continue to include physical barriers at many business and retail settings. Capacity limits, formal health screening tests and directional arrows, as well as other physical distancing measures will no longer be required. However, they may still be used during this transition period. “Step 3 is a major milestone for British Columbians,” said Ravi Kahlon, Minister of Jobs,

John Horgan Economic Recovery and Innovation. “We can now resume more of the activities and occasions we enjoy, workplaces and businesses will have more flexibility, and it opens the door for more economic activity as we transition into summer. We are able to take this step because of the work everyone is doing to keep themselves and each other safe.” Moving from Step 2 to Step 3 also includes: * return to normal for indoor and outdoor personal gatherings; * maximum capacity for indoor organized gatherings of 50 people or up to 50% of a venue’s total capacity, whichever is greater; * maximum capacity for outdoor organized gatherings of 5,000 people or up to 50% of a venue’s total capacity, whichever is greater; * return to normal for fairs, festivals and trade shows, with communicable disease plans; * return to Canada-wide recreational travel; * reopening of casinos, with reduced capacity and ~50% of gaming stations permitted to open; * reopening of nightclubs, with up to 10 people seated at tables, no socializing between tables

and no dancing; * return to normal hours for liquor service at restaurants, bars and pubs with table limits to be determined by venue and no socializing between tables; * return to normal for sports and exercise facilities, with communicable disease plans; and * mask wearing recommended in indoor public spaces for all people 12 and older who are not yet fully vaccinated. Canadians travelling to B.C. from outside of the province are asked to plan ahead and be respectful while visiting communities, especially smaller and rural towns, as well as Indigenous communities – including respecting local travel advisories. More than 250 meetings and discussions have taken place since the launch of BC’s Restart plan as part of government’s ongoing engagement, a majority being with industry organizations that represent thousands of employers and tens of thousands of employees. This includes an industry engagement table on new workplace safety guidelines, led by Kahlon. The four-step restart plan was designed based on data and guidance from the public health team led by the BC Centre for Disease Control (BCCDC) and Dr. Bonnie Henry, Provincial Health Officer. Progressing to each step of the plan will be measured by the number of

people vaccinated, COVID-19 case counts and hospitalizations and deaths and other key public health metrics. “Because of the efforts of people in B.C., we continue to see a significant decline in new cases of COVID-19, hospitalizations and deaths as the number of people who are fully immunized goes up,” Henry said. “Public health teams throughout the province are closely watching the case data to ensure we maintain this positive momentum as we safely and gradually move into Step 3 of our Restart plan.” Adrian Dix, Minister of Health, said: “Nearly 80% of eligible adults in B.C. have protected themselves, the people they love and their communities by getting vaccinated. I urge everyone to get fully vaccinated with two doses as soon as they are offered and continue this life-saving momentum.” On July 10, 2020, the COVID-19 Related Measures Act came into force, enabling provisions created for citizens and businesses in response to the COVID-19 pandemic to continue as needed after the end of the provincial state of emergency. Under the provisions of this act, police and other enforcement officials will continue to be able to issue tickets for anyone who is contravening the Gatherings and Events or Food and Liquor Premises public health orders, which will remain in place. This includes fines for people who are being abusive or belligerent about the requirements of public health orders.

Vancouver Police investigate homicide of Jin Cai in Fraserview

VANCOUVER Police are investigating the murder of a 53-year-old man who was found dead in his east-side home Monday morning. Police were called to the home, near Victoria Drive and East 49 Avenue, shortly before 11 a.m. on Monday, after a body was discovered inside.

The victim has been identified as Jin Cai. No arrests have been made. Detectives from VPD’s Major Crime Section continue to investigate and gather evidence. friends and neighbours at an almost unimaginable rate,” said Lisa Lapointe, Chief Coroner. “There is no way to measure the catastrophic impact that the loss of these lives have had on every community in our province. Today, I grieve with all those who have lost someone close to them as a result of this crisis.” An average of 5.2 lives were lost to illicit drugs every day in May. The 160 deaths are the second-most ever recorded in the month after May 2020 (177 deaths). The 851 lives lost between January and May are the most ever reported in the first five months of a calendar year, surpassing the 704 deaths reported in January-May 2017 by almost 21%. The overall rate of deaths due to toxic illicit drugs in British Columbia now stands at 39.3 per 100,000 residents. Every health authority in the province has recorded a death rate greater than 33.6 per 100,000 residents, the previous provincial high established in 2020. Expedited toxicological results indicate the variability of the drug supply continues to pose a threat to substance users, as 27% of the samples

tested in April and 25% of samples tested in May contained extreme concentrations (more than 50 micrograms per litre) of fentanyl – the highest rates reported since at least the beginning of 2019. Carfentanil, a more potent analogue of fentanyl, has now been detected in 75 deaths in 2021 after being identified in 65 investigations in all of 2020. Additionally, 60% of returned tests in May were positive for benzodiazepines, which create significant life-saving challenges for first responders when used in combination with opioids. “As the COVID-19 pandemic begins to wind down, we must turn our attention to combating B.C.’s other public health emergency with the same sense of urgency,” Lapointe said. “We need to ensure that safe alternatives to toxic illicit drugs are available throughout the province, and that we are taking meaningful steps to reduce stigma and offer substance users access to the supports they need and are seeking.” Additional key preliminary findings are below. Data are subject to change as additional toxicology results are received: * May 2021 is the 15th consecutive month in which British Columbia has experienced more than 100 deaths per month due to drug toxicity. * Virtually all drug toxicity deaths are due to mixed drug toxicity, with the four most frequently detected substances being fentanyl, cocaine, methamphetamine/amphetamine and other opioids. * Post-mortem toxicology results suggest there has been a greater number of cases with extreme fentanyl concentrations after April 2020, compared with previous months.

One of the things that I’m most excited about is more people being able to travel and visit destinations across our province. We know that the tourism and hospitality sectors have been hit hard by the pandemic. Workers and small business owners have faced lost income and uncertainty as we all stayed home to stay safe. But now, we can safely get out and support them once again. We can breathe life into tourist attractions and communities who are eager to welcome us back. As British Columbians, we take care of our neighbours. The COVID-19 pandemic has made this very clear. By supporting tourism and hospitality businesses and workers, we are taking care of a group of British Columbians who always take such good care of us. Our government is taking action to support the travel industry, so it’s ready and able to welcome visitors from BC and across Canada again. Indigenous tourism businesses in B.C. have received over $28 million for 60 projects such as new outdoor experiences and cultural exhibits. We’re also providing $50 million in support to B.C.’s anchor attractions and tour bus companies. This support will have ripple effects across entire regions.

URGENTLY NEEDED On June 1, as part of a scheduled increase, we raised B.C.’s minimum wage to $15.20 per hour, and we ended the discriminatory liquor serving wage. This was a lower minimum wage category which disproportionately affected women, putting them at an economic disadvantage. Now, all liquor servers must be paid at least the general minimum wage. This change will make a difference for workers as bars and restaurants gear up for the busy summer months. After a year of staying close to home, I know many people in the Lower Mainland will be eager to explore more of B.C.’s coast, islands, north and interior. B.C.: 42% of decided voters would vote NDP compared to 31% for BC Liberals, 19% for BC Greens ACCORDING to the latest version of Insights West’s “Government of British Columbia Report Card,” the high approval ratings that the BC NDP has been accustomed to throughout this pandemic has waned as other voter issues have resurfaced. Despite recent drops, current voting intentions show Premier John Horgan has a firm hold on power since winning the election just eight months ago. After Horgan’s landslide victory last October and subsequent lower approval ratings, current voter intentions indicate the BC NDP still enjoys a comfortable lead, the Greens have improved, and the BC Liberals continue to lose ground. If an election were held today, the NDP would receive 42% of the decided popular vote (compared to 48% in the October 2020 election), BC Liberals would get 31% (3 percentage points lower than the election results), Greens would get 19% (up 5 percentage points). The current undecided vote is very low at 16%.

COVID-19 has dominated the public agenda much of this past year as the number one issue facing British Columbia, but concern levels have dropped from 32% last June to 18% currently; housing has since returned to the top spot (23%, up 10 percentage points) as the most important issue in the public’s collective mindset. The economy (12%, up another 1 percentage point) has continued its slow and steady climb over the past several years. The opioid crisis (8%) has made its debut as the fourth most important issue in the province, and forestry (another new addition) is a little further down the list at 4%. With the proliferation of gang-related shootings in the past six months, crime/public safety (7%, up 5 percentage points) has resurfaced in importance while the environment (5%), taxes (5%), and poverty (4%) have all held steady. Issues around jobs/unemployment (3%, down

3 percentage points), homelessness (4%, down 2 percentage points), and healthcare (2%, down 5 percentage points) have all dropped slightly in the past year. Consistent in the past several waves, housing prices are a far greater concern among 18-34 year old residents (36% vs. 22% for 35-54 and 16% among 55+ in May 2021), and this level of concern has increased 12 percentage points among this group of young British Columbians since last year at this time. While last June’s report card showed massive increases in approval ratings for the BC NDP and Horgan overall, results have now returned to pre-pandemic levels. Last June, Horgan’s approval ratings skyrocketed to 68%, the highest approval rating ever seen in this study for a standing premier; this has returned to 50%, similar to the 51% seen in November 2019. With two new opposition leaders in their role the past year, BC Liberal leader Shirley Bond’s

approval rating is at 25%, which is 5 percentage points lower than the reading on BC Liberal’s Andrew Wilkinson this time last year. BC Green leader Sonia Fursteneau’s score of 35% is higher than interim Green leader Adam Olsen (29% in June 2020). BC Conservative party leader Trevor Bolin’s performance has dropped considerably from 18% to 11% in the same time period. In contrast, Provincial Health Officer Dr. Bonnie Henry’s approval rating has better stood the test of time, despite occasional public scrutiny over COVID-19-related decisions. Approval ratings for Dr. Bonnie this time last year on her handling of the COVID-19 situation were an astounding 79%; that has dropped only slightly to 73% currently. Meet Rupa, the new trailblazing owner of Chalo! FreshCo in Strawberry Hill FAMILY is everything to Rupa Marcus. Deeply proud of her Punjabi roots, her favourite childhood memories are of being surrounded by family – her parents, brother, sister, cousins, aunties and uncles, all hanging out, with the irresistible smell of homemade samosas wafting through the air. “I remember my mom and my aunties working their magic in the kitchen,” she says. “Every weekend was a sweet and savory food-filled event.” These wonderful memories still inspire Rupa today, who is a trailblazer in her industry, a wife, a mom-of-two, and now the new owner of Chalo! One of the dead in Friday’s Richmond incident was homicide victim: IHIT THE Integrated Homicide Investigation Team (IHIT) announced on Monday that one of the deceased in Friday night’s incident in Richmond was a victim of homicide and that the two deaths are not related to the Lower Mainland Gang Conflict. That implies that this was a murder-suicide case. IHIT said evidence gathered so far indicates that this was an isolated incident and that there is no risk to the public. On June 25, shortly after 8:30 p.m., Richmond RCMP responded to a 911 call of shots fired at a residence near Barnard Drive and Westminster Highway. Frontline officers arrived and found two deceased persons. The Integrated Homicide Investigation Team (IHIT) took conduct of the file. Media reported on Friday night that two bodies were covered with tarps on a road in a residential area at Barnard Drive and

Westminster Highway. One witness said they heard about five shots being fired. There were about a dozen emergency vehicles on scene. IHIT is continuing to work with its partners at the Richmond RCMP, Integrated Forensic Identification Section, and the BC Coroners Service in efforts to confirm the identity of all the deceased. “We are not looking for any outstanding suspects,” said IHIT Sgt. David Lee. “We will be reaching out to family and friends of the persons involved, seeking information, and offering support.” If there is anyone who has information or was in the area of Barnard Drive and Westminster in the hours leading up to the homicide, investigators would like to encourage them to come forward. THE BC RCMP said on Monday that they had notified the Independent Investigations Office of British Columbia (IIO BC) of an incident in Surrey in which a man died. On June 28, at approximately 12:30 a.m., Surrey RCMP received several calls reporting a man was banging on vehicle doors, hiding in bushes, and stating that he was hiding from police and that people should let him into their homes. Four officers located the man in a backyard in the 6000-block of 134A Street and requested Emergency Health Services to attend as the man appeared to be in medical distress. The officers apprehended the man under the Mental Health Act. Fire

Rescue were at scene and provided immediate medical assistance until EHS arrived. Once EHS arrived they continued to provide medical support and transported the man to hospital where he was pronounced deceased. IIO BC is investigating to determine whether police actions are linked to the man’s death. As the matter is now under investigation by the IIO BC, no further information will be released by police. National Investigation Agency probing drone attack on Jammu Air Force Station

Srinagar (IANS): Two drones were spotted over the military installations on Wednesday in Jammu city which were fired upon by alert troops forcing them to withdraw. Police sources said two drones were spotted around 6 a.m. over the army installations in Miran Sahib and Kunjwani areas of Jammu city. On Tuesday, drones were spotted over military camps in the Kaluchak and Ratnuchak areas which were also fired upon. These incidents come on the heels of last weekend’s drone attack on the Jammu Air Force Station. The National Investigation Agency (NIA) on Tuesday took up the investigation into the drone attack. An NIA team had visited the blast scene on Sunday to collect

samples from the spot. In a first of its kind terrorist attack in the country, two drones were used to drop explosives at the vital military installation on the intervening night of June 26-27. Two consecutive explosions took place within a gap of five minutes at

the high-security Jammu Air Force Station, injuring two personnel on duty in the technical area. In the two back-to-back explosions, which occurred at 1.37 a.m. and 1.42 a.m., the roof of a building was damaged. However, the explosives missed the aircraft

hangar nearby. No valuable equipment was damaged in the attack. The Air Force Station is about 14-15 km from the nearest point on the International Border (IB) with Pakistan. The farthest that a drone from Pakistan had come so far on the Indian side of the IB and Line of Control (LoC) in the Jammu region was 12 km. Pakistan-based terrorists are suspected to be behind the use of Unmanned Aerial Vehicles (UAVs) to attack the Air Force Station, officials said. On Monday, India had told the UN General Assembly that the possibility of the use of weaponized drones for terrorist activities against strategic and commercial assets calls for serious attention by the global community.

Chandigarh (IANS): Stressing the need to carry out evidence-based and pro-active policing, Punjab Director General of Police (DGP) Dinkar Gupta on Tuesday assured total support to the Border Security Force (BSF) to counter the drone operations along international borders. “It was in September 2019 that the use of drones for smuggling weapons was first established in Amritsar and since then, such flying machines and delivery platforms are being used frequently for smuggling of drugs and weapons, and now, the terrorist attack in Jammu using drone has become another major security concern,”

said Gupta. He said more than 60 drone sightings have been reported by the BSF, Punjab Police and the people of the state in the last 20 months. The DGP was in Gurdaspur for a meeting with senior officials of the BSF and Punjab Police deployed in Gurdaspur and Pathankot districts. Notably, in the wake of the attack at the Indian Air Force base in Jammu through a drone on Sunday, this was the second highlevel meeting presided over by the DGP in the border districts. ADGP Internal Security R.N. Dhoke, IG Border Range S.P.S. Parmar and DIG BSF Prabhakar Joshi, along with about eight BSF Commandants,

were present at the meeting. Giving a call for total synergy and teamwork between BSF and Punjab Police, DGP Gupta said it was high time that both the elite forces should work as one team and activate the gathering of good old human intelligence by gathering and sharing real-time information. He asked the BSF officials to share sector-wise inputs of movements of suspected persons with the state police so that they can keep a sharp vigil on their activities and ensure penal action against those found involved in any criminal activity. The DGP directed the SSPs of Gurdaspur, Batala and Pathankot to list border villages and develop

a robust intelligence network by ensuring close collaboration between the police, public and NGOs in every village so that they promptly notify the police about any criminal activity taking place in their villages. He also issued directions to increase the police checkpoints, especially at night, in their respective jurisdictions and ensure checking of maximum vehicles at every ‘naka’ (checkpoint), which will help in curtailing terrorist and criminal activities. He advised that all the ‘nakas’ should be synchronised in a manner that they must get activated promptly on a single call.

Next day, a total of 16 lakh [1.6 million] people were vaccinated.” Vaccination mega drive is meant to save lives and hence there is no need to show off, said the Rajasthan Chief

Dhankhar opens fresh battle with Bengal Speaker Kolkata (IANS): Days after West Bengal Speaker Biman Banerjee complained of “excessive interference” of the Governor in matters related to parliamentary democracy and functioning of the House to Lok Sabha Speaker Om Birla, Governor Jagdeep Dhankhar shot off a letter to Banerjee terming his allegations as “unfortunate” and “distanced from reality”. Dhankhar in an official statement said, “Such stand, more so in the forum concerned, is not in consonance with the office you hold. Judges shouldn’t get swayed by public opinion on social media: CJI New Delhi (IANS): Chief Justice of India, N.V. Ramana, on Wednesday said judges should not be swayed by the “emotional pitch of public opinion on social media platforms”, and the judiciary cannot directly or indirectly be controlled by the legislature or the executive. He also insisted media trials cannot be a guiding factor in deciding cases. Delivering the 17th Justice P.D. Desai memorial lecture on ‘Rule of Law’, Chief Justice Ramana said: “The judiciary cannot be controlled, directly or indirectly, by the legislature or the executive, or else the Rule of Law would become illusory. At the same time, judges should not be swayed by the emotional pitch of public opinion either, which is getting amplified through social media platforms.” He emphasised that judges have to be mindful of the fact that the noise thus amplified is not necessarily reflective of what is right and what the majority believes in. The new media tools that have enormous amplifying ability are incapable of distinguishing between right and wrong, good and bad, and the real and fake, he added. “Media trials cannot be a guiding factor in deciding cases extremely vital to function independently and withstand all external aids and pressures.

While there is a lot of discussion about the pressure from the executive, it is also imperative to start a discourse as to how social media trends can affect the institutions,” the Chief Justice said. He also clarified that the judge, and the judiciary need not completely disassociate from what is going on. “Judges cannot stay in ivory castles and decide questions which pertain to social issues... The ultimate responsibility of a judge is, after all, to uphold the Constitution and the laws. Reason, reasonableness and protection of human dignity are the values that will serve us well,” he added. He stressed that for the judiciary to apply checks on governmental power and action, it has to have complete freedom. “And the importance of the judiciary should not blind us to the fact that the responsibility of safeguarding constitutionalism lies not just on the courts,” he noted. He said the judiciary is the primary organ which is tasked with ensuring that the laws which are enacted are in line with the Constitution. “The Supreme Court has held this function to be a part of the basic structure of the Constitution, which means that the Parliament cannot curtail the same,” he added.

“In view of the aforesaid, I seek your indulgence to reflect on the direction in which we are headed. It is my firm conviction that we need to work in togetherness in a harmonious manner to uphold and justify the essence and spirit of the Constitutional responsibilities that we solemnly carry for ensuring the overall welfare of the people of the state. I also feel that we need to embark on our solemn task by making a fresh beginning with a new conviction and renewed commitment from both of us to serve the people of the state,” he said. Forwarding the same letter to the Speaker of the Lok Sabha to set the record right, Dhankar alleged, “Constrained to invite your attention that on numerous occasions as a consequence of your actions the dignity of the office of Governor was compromised. All were shocked when on a notified visit, I found the Assembly gate locked. On my subsequent visit to the Assembly, your absence was felt. CRIME OF THE WEEK VPD SEEKS HELP TO ID MEN WHO ASSAULTED POLICE AT ENGLISH BAY Unsolved Crime: Assault; Date: June 18, 2021; Location: Vancouver Vancouver Police are asking for the public's help to identify two men who allegedly obstructed and assaulted VPD officers during an altercation on the night of June 18 at English Bay. The incident occurred around 7 p.m. on June 18 after VPD's beach patrol officers were called to investigate a large fight and a possible assault involving 10 people. The officers were trying to diffuse the situation and disperse the crowd when one of the people involved in the incident began causing a disturbance and refusing to leave. When the officers handcuffed that man, dozens of beachgoers surrounded them and made a difficult situation even more volatile. The first suspect is a white man who appears to be in his early 20s. Video posted online shows this man refusing commands to step back, rushing at the officers, and physically assaulting them while they were struggling to control the suspect. Protesting farmers submit memoranda to Punjab, Haryana governors

Chandigarh (IANS): Tens of thousands of farmers, comprising mainly women and youngsters, on Saturday marched towards Chandigarh from Punjab and Haryana to submit memorandums to the respective governors to mark the completion of seven months of farmers’ agitation against the three contentious Central farm legislations. Farmers from Haryana stopped well ahead of entering Chandigarh from the Panchkula side, while those from Punjab entered Chandigarh after breaking police barricades and facing water cannons and marched close to the Raj Bhavan of Punjab. The Samyukt Kisan Morcha (SKM) had announced to observe June

26 as “Kheti bachao, loktantra bachao” (save farming, save democracy) day on the completion of seven months of the farmers’ protest and the 47th anniversary of Emergency in India. Gurnam Charuni, the leader of

the Haryana unit of the Bharatiya Kisan Union (BKU), who was leading the protest, had appealed that the protest would be peaceful and would submit a memorandum to the President of India through the governor.

He had also announced that they would sit peacefully at the entry point if police would not allow them to enter Chandigarh. Accordingly, they stopped ahead of entering Chandigarh and submitted the memorandum for Haryana Governor Satyadev Narayan Arya through a government official. Likewise, the police managed to convince protesting farmers from Punjab, who were marching from Mohali towards the governor’s residence in Chandigarh, to hand over their memorandum to them for further submission to Governor V.P. Singh Badnore. Fearing disruption of law and order situation, heavy barricading and security was deployed in and around Chandigarh.

The protesting farmers, raising slogans against the central government, were carrying farm union flags and riding on tractors and cars and many of them were walking on foot. En route to Chandigarh, both from Punjab and Haryana, special ‘langars’ or community kitchens were organised for the protesting farmers by locals. Similar protests were held by farm unions in both Punjab and Haryana in all district headquarters. The farmers are protesting against the farm laws as they feel that these laws would pave the way for the dismantling of the minimum support price (MSP) system, leaving them at the mercy of big corporate entities.

Also, the AAP was at the third position in total vote share in the state after Congress (38.50

New Delhi (IANS): Leading the Aam Aadmi Party from the front for the Punjab Assembly polls due early next year, AAP national convenor and Delhi Chief Minister Arvind Kejriwal on Tuesday kicked off the campaign, announcing free and subsidized electricity in the state, a tested formula of his own in the national capital. Addressing a press conference in Chandigarh, the capital of the northern Indian states of Punjab and Haryana on Tuesday, Kejriwal offered free electricity up to 300 units and promised to waive all the old electricity bills and arrears, if AAP forms the government in Punjab. AAP’s announcement came amid a significant time when Punjab’s ruling Amarinder Singh-led Congress has been facing widespread protests in urban and rural areas against breakdown in power supply. In many places, in rural areas, employees of Punjab State Power Corporation Limited (PSPCL) even have been attacked. Kejriwal claimed people of Punjab are paying highest electricity bills despite the production of power in the state being more than its consumption. “Delhi does generate power on its own and purchases it from other states, but around 73 per cent of families are getting electricity free of cost and at subsidised rate of to 50 per cent. This can happen in Punjab also, if AAP forms the government,” Kejriwal said. The top leadership of the party, though, was yet to clear the chief ministerial face for the poll-bound state, and local leaders want the party to clear the name as soon as possible. “The issue of chief ministrial candidate needs to be resolved soon. There are many faces in the party who are capable to hold the responsibility, but the party wants a face that can counter Captain Amarinder Singh’s stature,” said a Delhi-based MLA and national spokesperson of AAP. AAP’s spokesperson further said the party plans to gain popularity among the people of Punjab step-by-step sensing the opposition’s strategies in the upcoming elections. He said both central and local leadership are fully confident that the party will get people’s support for its clear stand to support farmers’ protest against the three controversial farm laws introduced by the Centre last year. The party believes three other important factors - Delhi’s development works under AAP government, anti-incumbency against Punjab’s ruling Congress and rampant corruption throughout Punjab will help it in gaining support in the upcoming election. “We are in a very good position at present and the party will go in the elections with full confidence to form the government this time. Local leaders have worked a lot and have stood with the people of Punjab on every issue they raised,” AAP leader added. According to the most recent forecast from CMHC, the number of homes sold this year could reach 602,300, up from around 550,000 in 2020. “This could drive the average home price in Canada up about 14% this year,” according to LowestRates.ca New mortgage borrowing across Canada increased 41% in the first quarter compared to a year earlier, and the average amount for which borrowers were approved on new mortgages grew by 20.5% to $326,930, according to newly-released data from Equifax. “Despite a decline in Canadians’ credit card balances (their lowest point in six years), the number and amount of mortgages taken out by Canadians in 2021 has sent the country’s consumer debt soaring to about $2.1 trillion,” the report noted. British Columbia homebuyers put down an average of $159,762 to purchase a home during the first quarter of 2021, by far the highest level in the country. This represents an average down payment of 22.45% of the purchase price to purchase a home. It is $101,191 more than the average in Quebec, where buyers paid the lowest down payments in Canada, according to a study released June 29 by LowesRates.ca. Fixing the leak of untold incontinence

URINARY incontinence is one of the most common problems of aging. It instills, needlessly, the prospect of embarrassment and a fear of leaving the house. Comedians quip, “If you don’t know when you need to go, by the time you find out, you’ve already gone!” But in fact, it’s no laughing matter when a sneeze, cough, or even just standing up causes urine suddenly to leak through your clothes. Stress incontinence occurs when pressure in the urinary bladder is greater than the ability of the muscles to hold back the flow of urine. In men, it may be associated with aging, or the result of a radical prostatectomy for cancer of the prostate gland. For women, it’s often due to repeated pregnancies and the strain on pelvic muscles during labour. Urge incontinence is the issue when you feel a sense of panic. “I’ve got to go quickly to urinate or I’m in trouble.” The sudden, intense urge to urinate is followed by an involuntary loss of urine. The risk factors include obesity, which increases pressure on the bladder and surrounding muscles, and smoking, where continually coughing exerts stress on pelvic muscles. Constipation is another factor. Grunting and pushing with bowel movements of hard, compacted stools further injures pelvic muscles and causes nerves to become overactive, which increases the urge to urinate frequently. Taking 2,000 milligrams (mg) of vitamin C at bedtime triggers results. If it does not, increase to 4,000 the next night. Then eat a high fiber cereal and a hot drink in the morning. A bowel movement will follow. As a cardinal rule, don’t ruin your colon with laxatives. Making changes in lifestyle can help to ease this problem. Decrease caffeine, alcohol and other diuretics. Stop smoking. Avoid acidic foods. Remember dams that leak must be strengthened. So do exercises. Imagine trying to pick up a marble and hold it using the muscles in your pelvic floor. Do this eight times several times a day and continue daily for three months. Remember Rome wasn’t built in a day. This simple procedure usually improves incontinence as it bulks up pelvic muscles surrounding the urethra (the tube that carries urine to the outside) and helps to stop dribbling of urine. If the muscles have become so weak that they fail to respond to this exercise your doctor may suggest electrical stimulation to trigger muscle response. Artificial bulking agents made of biocompatible material are available to help improve urethral function. A cystoscope is inserted into the penis or vagina and the bulking agent is injected around the urethra. This may take two or three sessions to get the required result. But results are not as good in males who have had a radical prostatectomy. If all this fails, surgery will be suggested. For women this usually means a vaginal operation, but some surgeons prefer an abdominal one. A sling operation is currently the most effective. The rationale behind this surgery is quite simple. By placing a sling under the urinary bladder, it will not only be lifted, but the procedure will also change the angle, decreasing the loss of urine.

For males with significance urinary incontinence who have had a radical prostatectomy, an artificial urinary valve can be inserted which closes the valve on a continual basis. But it can be opened by a small pump implanted under the scrotum skin. Urinary incontinence is called a “closet problem”. After all, who wants to admit they wet their pants.
