Board members of Surrey Police Department appointed; next step is to hire a chief constable THE Province announced on Monday that it had appointed the City of Surrey’s first police board members as part of Surrey’s transition from an RCMP detachment to a municipal police department. The lieutenant governor in council has appointed seven community members under section 23(1)(c) of the Police Act to the City of Surrey’s municipal police board, joining Surrey Mayor Doug McCallum and municipal council appointee Bob Rolls to complete the nine-person board: * Chief Harley Chappell, elected Chief of the Semiahmoo First Nation * Cheney Cloke, director, Fraser Health Authority * Elizabeth Model, CEO, Downtown Surrey Business Improvement Association * James Carwana, mediator and arbitrator * Jaspreet Sunner, lawyer and labour relations representative, Hospital Employees’ Union * Manav Gill, Manager, Clinical Operations, Fraser Health Authority * Meena Brisard, Regional Director, Canadian Union of Public Employees Following an extensive assessment and screening process, members were chosen by aligning individual skills, competencies

Initial appointments will range from 12- to 18-month terms. Under the Police Act, the board is required to establish and oversee the Surrey Police Department and is subject to oversight by the Director of Police Services, who has a statutory responsibility to superintend policing in B.C. The board has
four main governance functions: - employing the police and civilian employees; - providing financial oversight for the police department; - establishing policies and directions for the department; and - managing service and policy complaints against the department.

DELTA Police Department Chief Constable Neil Dubord should resign if CTV News Vancouver’s report on Tuesday that one officer, who was involved in the early stage of the investigation into his wife’s alleged verbal and physical assaults on Richmond school district teacher Kiran Sidhu, was the chief’s former executive assistant is correct. This constable was hired on the Delta Police Force in February 2019 after serving as the chief’s executive assistant, according to CTV News. As CTV News pointed out, the assaults allegedly occurred on June 6, Sidhu reported the incident to Delta Police on June 7 and she was informed by Delta Police that the file was closed on June 10. But a feisty Sidhu persisted in her quest for justice and Delta Police was forced to hand over the investigation to Surrey RCMP for investigation on June 23. Facts about police boards in B.C. * In 2018, Surrey city council voted unanimously to terminate their agreement with the RCMP and transition to a municipal police department, in accordance with their authority under the Police Act. * Under the Police Act, municipalities over 5,000 people are responsible for police services in their communities and have the right to determine how those services are delivered. * With the addition of Surrey, there will be 12 municipal police departments in B.C. serving the following 13 communities: Abbotsford, Delta, Central Saanich, Nelson, New Westminster, Oak Bay, Port Moody, Saanich, Surrey, Vancouver, Victoria and Esquimalt, and West Vancouver. The RCMP serves all other B.C. municipalities. * Under section 24.2(a) of the Police Act, an appointment term to a police board cannot be longer than four years; however, under section 24.2(b) and

The seven provincial appointees were given approval by the minister and cabinet with official confirmation made by the Lieutenant Governor. GURU NANAK FOOD BANK INAUGURATED
SURREY’S Gurdwara Dukh Nivaran Sahib Society inaugurated its Guru Nanak Food Bank at 15299 68th Avenue on Canada Day to keep on serving those in need. The Society has provided more than 74,000 packages of meals and groceries to those in need during this COVID-19 crisis. Narinder Singh, gurdwara president who is the chairman of the bank greeted Surrey MPs Sukh Dhaliwal, Randeep Sarai and Ken Hardie, Labour Minister Harry Bains and Surrey MLA Jinny Sims, among others. The gurdwara also celebrated the 100th birthday of their oldest volunteer Sohan Singh Walia, who is Narinder Singh’s father. Delta Police Department needs a major shake-up CONTINUED FROM 1

Also, on Tuesday, the Office of the Police Complaint Commissioner (OPCC) announced that as a result of a complaint filed from a member of the public, it has initiated an external investigation into allegations of misconduct related to the Delta Police Department’s handling of the case. The OPCC has also forwarded a related service and policy complaint to the Delta Police Board regarding the adequacy of the department’s policies and procedures in handling matters where there is a real or perceived conflict of interest. The disciplinary conduct investigation will focus solely on whether any Delta police officer committed misconduct in the matter, and is entirely separate from the RCMP criminal investigation currently underway. The OPCC said it learned of the inci-

dent initially in media reports and requested additional information from the Delta Police Department. The office subsequently received a misconduct complaint from an affected person. After reviewing the complaint and responses provided by the Delta Police Department, the OPCC deemed the complaint admissible and assigned the Vancouver Police Department to carry out an external disciplinary conduct investigation into the matter. The disciplinary conduct investigation will focus solely on whether any Delta police officer committed misconduct in the matter, and is entirely separate from the RCMP criminal investigation currently underway. The OPCC has no role in criminal investigations. Both the disciplinary misconduct investigation and the service and policy complaint will be conducted under the oversight of the OPCC.

The police world is a web–and our police and their chief ’s wife have tangled [Kiran] Sidhu up in it. “The City of Delta should ask all police–the Delta police, the RCMP and the Vancouver police–who’ve been playing a role in this mess to step aside for a criminal lawyer from outside of B.C. who has had no dealings with B.C. police to look into [Kiran] Sidhu’s concerns.” According to the Delta Police website’s section on police board members, Dr. Karen Hossack “currently works in Occupational Medicine for the RCMP.”

Dr. Arun Kumar Garg: Half a century of outstanding service at Royal Columbian Hospital
DR. Arun Kumar Garg received a wonderful, surprise celebration by the staff on Tuesday on his 50th anniversary at the Royal Columbian Hospital in New Westminster, which he said he found “very gratifying.” Dr Garg is a global physician with interest and aspirations in integrated health and medicine. He is Consultant Medical Biochem-
ist at Fraser Health, Clinical Professor at the University of British Columbia, and a Clinical Service Adjunct Professor at Simon Fraser University. He is founding Program Medical Director of South Asian Health Institute at Fraser Health. Garg conceptualized and founded the Canada India Network Society in 2010. To build economic, trade, educational
and cultural links between Canada and India through healthy civil society. He is also Director of the Global Office in the Department of Pathology in the Faculty of Medicine at UBC. Garg is founding member of Canadian Physicians with Interest in South Asia (PISA) of BC, and the Canadian Association of Physicians of Indian Origin (CAPIH). He is an executive
member of Global Association of Physicians of Indian origin (GAPIO). He has served in many leadership positions including president of Doctors of British Columbia. He has been the recipient of many awards and honors, including an honorary doctorate of technology from the British Columbia Institute of Technology and Dr. Don Rix Gold Medal for Leadership of Doctors of British
Columbia, Dr Cam Coady Service Award and the Dr. Dave Hardwick Lifetime Achievement Award. Garg holds a Doctorate in Philosophy in Biochemistry from the University of Saskawatchen and Doctor of Medicine form the University of British Columbia. He is a fellow of the Royal College of Physicians and Surgeons of Canada and College of American Pathologists.

India declares nine people, including a Canadian, as terrorists in connection to militancy in Punjab Wadhawa Singh Babbar, Lakhbir Singh, Ranjeet Singh, Paramjit Singh, Bhupinder Singh Bhinda, Gurmeet Singh Bagga, Hardeep Singh Nijjar, Paramjit Singh and Gurpatwant Singh Pannu. New Delhi (IANS): The Indian government on Wednesday declared nine individuals as designated terrorists for allegedly attempting to revive militancy in Punjab through their alleged antinational activities and involvement in the Khalistan movement.
The Ministry of Home Affairs (MHA) declared these foreign-based individuals as designated terrorists under new provisions of Unlaful Activities (Prevention) Act (UAPA) for their involvement in various acts of terrorism from across the border, reinforcing its commitment to strengthening national security and the Modi government’s policy of zero tolerance of terrorism. US-based key member of the Sikhs for Justice, Gurpatwant Singh Pannun, UK-based chief of Babbar Khalsa International (BKI),

industry,” said Claire Trevena, Minister of Transportation and Infrastructure. “Lowering the annual licence fee is just one of the ways our government can step in and help this industry as we continue to reopen and recover together.” On June 22, the annual licence renewal fee was reduced for commercial operators who hold a Passenger Directed Vehicle Authorization, which includes taxi and limousine operators. In the past, these licensees paid an annual fee of $100 per vehicle with no overall fee cap. It has been reduced to $50 per vehicle with a licence fee cap of $5,000. “There have been significant impacts on our industry as a result of the COVID-19 pandemic, as there have been for so many,” said Carolyn Bauer, spokesperson for the Vancouver Taxi Association. “We have been working closely with the Province, and are pleased with this change that I believe will support our industry during this challenging time.” Additional temporary measures to support the passenger transportation industry during the COVID-19 pandemic have also been introduced, including: * waiving plate fees for all operators during COVID-19 * allowing eligible licensees to defer their passenger transportation renewal fee for up to six months * allowing insurance payments to be temporarily suspended for fleet and non-fleet customers “Throughout the pandemic, operators and drivers in the taxi and limo industry have worked hard to protect passengers, with new measures focused on hygiene to prevent transmission,” Trevena said. “This work has been so important in maintaining what has been designated an essential service.” In addition to these measures, over the past two years the government has worked to support fairness for drivers through a package of initiatives including: * implementing a more flexible, distancebased insurance product that ICBC now offers for the taxi industry, similar to what is available for ride hailing. This product became available on May 1. * continuing work on how the per-trip fee for ride-hail trips can support accessible vehicles in the taxi industry. * requiring both ride-hail and taxi drivers to have a Class 4 licence and undergo the same criminal record checks. * in 2018, the ministry allowed taxi licensees to increase their fleet size by 15% in advance of ride hailing becoming legal in the province. The Passenger Transportation Branch has issued best practices for the Commercial Passenger Vehicle Industry during COVID-19 and supports the development of COVID-19 safety plans with the help of WorkSafeBC. Salma Lakhani is the new Lieutenant Governor of Alberta PRIME Minister Justin Trudeau on Tuesday announced the appointment of Salma Lakhani as the new Lieutenant Governor of Alberta. A long-time community advocate and successful business owner, Lakhani has dedicated her life to helping people in need and
those who face obstacles to success in society. Through her work to advance education, health care, women’s empowerment, human rights, and support for new immigrants, she continues to be a champion of diversity, pluralism, and inclusion.
An immigrant to Canada, she has mentored young students with English as a second language. She is a founding member of a movement that helps vulnerable women access education, and has served on its advisory committee for the past decade. Lakhani will be the first Muslim Lieutenant Governor in Canadian history. She will assume office upon her installation. As an artist and an academic, Arsh Khaira explores the power of music to overcome divisions BY GEOFF McMASTER University of Alberta MUSIC has a major role to play in the fight against systemic racism, according to newly minted music PhD Arsh Khaira. The local musician and University of Alberta instructor, who graduated on June 12, wrote his thesis on how the trauma of ethnic conflict is passed down through generations. He focused specifically on the ways in which Sufi music helped heal divisions after the partition of India and Pakistan in 1947. “Music allowed communities in East and West Punjab— primarily Sikhs and Muslims, respectively—to enter into a shared psychological and spiritual headspace that resonated with the relationships they shared prior to colonization,” he explained. More broadly, Khaira is interested in overcoming ethnic and racial divisions of all kinds by exposing the destructive legacy of colonialism. The lyrics of his latest song, “Blood Diamonds,” range from the Indian partition to exploitation of the diamonds in Africa to the opium wars of the 19th century. The music itself—which he calls socialist-grunge—is driven by the heavy grunge/ metal sound he admired growing up as a child in Edmonton. Though written long before the racial protests that have swept across the globe in recent weeks, the song is perfectly in tune with the current moment. And its message is universal. “I wrote this song to show
how the inequality and racism that exist today in society, and that we see manifesting in violence, has a deep-rooted historical connection to colonialism and imperialism,” he said. “I’m trying to take the concept of partition and make it relatable, so that different communities around the world can associate with this idea from a place of common background, or the common pain of being divided.” Finding solace in music As a performing musician, Khaira prefers to be deliberately vague about his own heritage, finding freedom in the ambiguity. When his grandfather was 14 years old, he and his family were driven from Pakistan by the violence of the Indian partition. Though Khaira was born and raised in Edmonton, he believes his grandfather’s trauma was passed down to him in subtle ways he only understood later in life. “As I grew older, I started to come to terms with my own identity, feeling like I was being put in a box or characterized because of a particular region of the world that my name is associated with. “I couldn’t really relate to that, because I was born and raised here.” He took naturally to music as a child, he said, picking up a guitar at nine in 1994 and immersing himself in the music of his generation, idolizing grunge artists such as Kurt Cobain. “I related to this whole sub-
Arsh Khaira culture, and I never felt brown—I always felt like everybody else,” he said. “We had our skateboards and our guitars, and you never felt associated with a particular type of identity.” In junior high, he was taunted by fellow Punjabi-Canadian students who accused him of being “a coconut or an Oreo, because I was playing electric guitar and was in a band.” At university, he had some “negative experiences” with young men in his ethnic community who had turned to drugs and violence, he said. “There is this gangster subculture that pervades the Punjabi identity, and it’s associated very closely to the music that comes from there.” That’s when it dawned on him that music can be a powerful form of resistance, promoting peace and reminding people of shared ethnic heritage that they have more in common than colonial divisions would have them believe. “I found solace in Sufi music because I felt I could relate to it,” he said.

“If you look at a song like ‘Universal Soldier’ or other songs by Buffy Sainte-Marie, it’s folk, but the fierceness of the message is definitely there,” he said. “I want to address issues in my music dealing with addiction, drug abuse, violence, and even ideas of anger, and try to get to the root of these wounds,” he said. “Sometimes it’s hard—people inherit trauma and they don’t know the origin of where that pain or trauma is coming from.” Khaira has been a mainstay of the local rock scene for years, performing around Edmonton at clubs such as the Urban Lounge and the now defunct Sidetrack Café. He has also volunteered as a musical therapist assistant at CapitolCare Strathcona, a seniors’ care centre in Sherwood Park. In addition to his doctorate, he has a master of arts in biblical and Christian studies

Special report on Sant Teja Singh Day THE first Ambassador of Sikhism to the Western Hemisphere and founder of the first Sikh gurdwaras in Canada, the US and UK was a charismatic personality. His seven years sojourn in the West spanned from 1906 to 1913. Historiansâ&#x20AC;&#x2122; account of his contribution is sketchy and skewed. In his twenties, his academic achievements were stupendous. A man of his ability, intelligence, and erudition at a tender age could have risen to legendary eminence during his time. Very few would get opportunities that he had at the start of his career as administrative head, civil servant, and the educational leader of one of the best institutions of his time. Similarly, he had many pros-
pects to excel in the West. But he was a class apart. He had no ambition for his personal success after he was touched profoundly by a seer who had considerable following in Punjab. His submission to his spiritual guide was complete and unselfish. His master gave him a mission that ranged from organizing
the community to enshrining freedom, peace and spiritual poise in their lives. He transferred community wisdom to them that gave them the rare courage to face unique challenges in their social and political life. Sant Teja Singhâ&#x20AC;&#x2122;s name is associated with first Sikh gurdwaras in England, Canada and United States. Sant Attar Singh, a renowned saint of Mastuana, sent him to the western world with a message that there was nothing in the occult and ridhi sidhis. Sant Teja Singh gave a different message to the world that nothing was higher than hard work, honest living and devotion to the creator. It is very important to know the multidimensional life of such a unique personality. The life of Sant Teja Singh Ji is a model of transformation of a highly educated, immaculate rationalist into a pious spiritually enlightened ideal man â&#x20AC;&#x201C; a Perfect Gur Sikh (God-conscious person, Gurmukh)â&#x20AC;&#x2122;. He was blessed with this remarkable change by following the path of Prema Bhagti (losing oneself in the Eternal Divine by meditation on His Name) of Guru Nanak Dev Ji under the spiritual guidance of Sant Attar Singh Ji, Gur Sagar Sahib Mustuana in District Sangrur of Punjab, India. His life would continue to serve as beacon of light to all those interested in uplift and service of humanity without any distinction of caste, creed, race or color. Sant Teja Singh with given name Niranjan Singh was born to mother Sada Kaur and father medical doctor Ralla Singh at Bolowali in Gujranwala District, Punjab,
on May 14, 1877. The village is located in the vicinity of Eminabad (Saidpur Pathana), where Guru Nanak Dev Ji blessed a carpenter Bhai Lalo, shook the pride of the headman of the area Malik Bhago, and guided him to give up oppressing the poor so that the Divine Name finds a place in his heart; and where the Guru, seeing the world ablaze in the fire of jealousy, greed, and selfishness, performed austerities determined to pray for them and try somehow to find a cure for their ills. Education in India: â&#x20AC;&#x201C; Graduated Government College Lahore, 1898 â&#x20AC;&#x201C; Passed LL.B. Examination from Law College, Lahore, 1900 â&#x20AC;&#x201C; Took MA Degree in English, 1901 Early Career: â&#x20AC;&#x201C; Did not practice Law, worked as Head Master of a High School, Bhera, 1901 â&#x20AC;&#x201C; Assistant Superintendent, Northern India Salt Department, 1902-4; production of salt was a government-controlled enterprise and poor

It was the first short trip of two weeks. 1908 Soon a divinely happening brought Sant Ji to Canada for the second time at a very crucial time when the Sikh and other Indian communities were facing serious problems in their residency status in Canada. Sant Ji had to leave his studies at Columbia University to serve the Sikhs and other Indian communities 1908-10. After the settlement of Sikhs and other Indians in British Columbia in Canada, Sant

Social circles of visible-minority youth become less diverse as they get older: UBC study VISIBLE-MINORITY children born in Canada to immigrant parents, and those who immigrate here at a young age, have less diverse friendship groups than their non-visible minority peers, new UBC research shows. And as those youth get older, the proportion of their friends who come from outside their own ethnic group gets even smaller. Sean Lauer of UBC’s department of sociology and Miu Chung Yan of the UBC School of Social Work published their findings in May in Ethnic and Racial Studies. We spoke with Lauer about the study. What motivated you to conduct this study? The idea started from a series of projects Miu and I were doing, interviewing visible-minority youth about the transition from school to the labour market, and thinking about the role of social networks in trying to find work. They started mentioning that their friendships were somewhat limited, and were becoming more grounded in their own co-ethnic communities. At the time it wasn’t the main focus of our project, but it was something that stuck with us. Is this something that might be true on a national scale? So we dug
into it and this paper is the outcome of that. So you had to find out whether national data would back up what you were hearing anecdotally. How did you do that? The Ethnic Diversity Survey is a Statistics Canada survey done in 2002. One thing that’s really interesting about it is they asked these questions about friendship and friendship group composition. So if we’re talking about Chinese youth, they would report that their ancestors came to Canada from China, and then they would report on how many of their friends shared that ancestry. That’s how we describe “co-ethnic” friend-
ship. “Cross-ethnic” friendships would be any friendship outside that particular ancestry. The survey also asked people a retrospective question about their friendship when they were 15 years old. So it’s that combination of asking about their current friendship group composition, and then also asking them to recall their earlier friendship group, which made it possible for us to use the survey to look into these questions.

And what did you find?
What are the implications?
We find that among visible-minority youth, particularly Chinese and South Asian visible-minority youth, friendship groups are more co-ethnic. We also find that their ties are becoming more co-ethnic over time. It’s that change we were hearing our respondents describe in those earlier studies. The other thing that’s interesting is that this varies across different immigrant groups. The findings for Filipino youth, for instance, are not as strong as those we found for Chinese and South Asian youth.
If we have a vision of Canada being a welcoming place and are concerned about the integration of newcomers, I think we have to pay attention to this. The second generation is a group born in Canada. They’ve gone through the education system. They’ve gone through that developmental and socialization experience in Canada. We might expect their experience to be a little bit easier than that of their first-generation counterparts, so seeing that this kind of process is happening among that group is a little surprising, and concerning if it is due to prejudice or exclusion. It is something we want to be aware of and pay more attention to as a nation.
Do you think the 2002 data would still hold up today, given how society has changed since
I think the biggest evidence of that is that Miu and I were doing our projects in the late 2000s, and we were still seeing it happening then. And it seems like we’re still coming across these findings today. Every now and then we come across other recent research that observes similar patterns happening among this second-generation group.

Most people who get COVID-19 have only mild disease, but a few people can get very sick and may need to go to hospital. The symptoms of
COVID-19 may include loss of smell, fatigue, loss of appetite, fever, cough, malaise, runny nose, sore throat, nausea, vomiting and/ or diarrhea. As a precaution, Vancouver Coastal Health is advising people who attended Brandi’s Exotic Show Lounge during those hours to monitor themselves for 14 days. As long as they remain healthy and do not develop symptoms, there is no need to self-isolate and they should continue with their usual daily activities. If they have no symptoms,
testing is not recommended because it is not accurate or useful. If you develop any of these symptoms of COVID-19, seek COVID-19 testing and immediately self-isolate. Call ahead and wear a mask. B.C. families get additional $450 with boosted climate action tax credit STARTING this week, more than 80% of families and individuals in British Columbia will automatically receive an enhanced climate action tax credit. “Many British Columbians are still worried about how they can cover costs such as transportation so they can return to work, pay for groceries and find day camps for their
children,” said Carole James, Minister of Finance. “The enhanced climate action tax credit puts extra money in the pockets of British Columbians for their household expenses and to spend at local businesses. This is a needed boost as we work together to restart the economy.” Eligible individuals will receive up to $218, children will re-

ceive up to $64 in a one-time increase and a family of four will receive up to $564. That is a $174.50 boost for individuals, a $51.25 increase for children and a lift of $451.50 for a family of four – double the annual amount eligible households would have received prior to B.C.’s COVID-19 Action Plan. Prior to B.C.’s COVID-19 Action Plan, the scheduled July pay-
ment was up to $43.50 per adult and up to $12.75 per child. An eligible family of four was set to receive up to $112.50. The enhanced credit is part of B.C.’s COVID-19 Action Plan that is helping make sure people and businesses have the support they need while B.C. works through its restart plan. The plan includes the B.C. Emergency Benefit for Work-
ers that was recently expanded to include workers whose jobs were affected by COVID-19 between March 1 and March 15. British Columbians will receive the climate action tax credit along with their federal GST/ HST returns. Those who are eligible for the enhanced benefit will automatically receive it if they have completed their B.C. 2019 income tax return.
Expanded Richmond Hospital plan delivers bigger tower, more services A new state-of-the-art emergency department and intensive care unit at Richmond Hospital will bring more services and better care for people in this growing community, the Province announced on Thursday. Featuring double the amount of floor space, the new emergency department will be among a suite of added facilities and services to the new nine-floor tower, including a fully equipped medical imaging department, intensive care unit and pharmacy. The new concept plan also includes renovations to the existing South Tower to create new inpatient psychiatry and psychiatric emergency units. “People have been calling for a new tower at Richmond Hospital, and our government took decisive action to make it happen,” said Premier John Horgan. “That’s why we’re proud to give the green light for a bigger, bolder plan for Richmond Hospital that will bring the facility into the 21st century and deliver the care Richmond needs, while creating thousands of jobs to help get our

care tower was approved in March 2018. Detailed business planning for the expanded plan is underway. Completion is expected in September 2020. The project will then proceed to procurement and construction. Redevelopment is required to address the critical needs and deficiencies of Richmond Hospital’s original tower, the North Tower, including outdated patient-care delivery areas. A structural assessment of the original tower determined it to be at a high risk of widespread damage or structural failure after an earthquake. Richmond Hospital opened in 1966 and has 240 beds, serving Richmond, South Vancouver and Delta, as well as people using Vancouver International Airport and BC Ferries. The original six-storey North Tower has 108 beds and is home to surgical suites, in-patient units, a mammography clinic, cancer care, medical imaging and a pharmacy, as well as administrative, academic and support services.

surance crisis,” said Wilkinson. “Strata residents need to see solutions that will keep money in their pockets and a roof over their heads, not further consultations or changes that will take years to make a difference. People need to see real action from this government, now.” Wilkinson and Stone were joined on the townhall this afternoon by more than 100 strata residents who shared their concerns and experiences, including
a strata complex in Pentiction that saw an 800 per cent increase in their insurance premiums, a BC Housing subsidized housing society who saw a 1,000 per cent increase to their premiums, and a seniors housing development that was told their deductible had increase by $100,000 overnight. “When the NDP introduced their long-overdue strata legislation last week, we had hoped that it meant that British Columbi-
ans facing financial hardship as a result of the strata insurance crisis would finally see some relief but unfortunately, the bill ignores their major concerns,” said Stone. “As premium rates skyrocket and condos and townhomes become more unaffordable, it’s obvious that much more needs to be done urgently to tackle this crisis head-on, especially while people all across B.C. are facing economic uncertainty as a result of COVID-19.”
B.C. fruit growers say COVID-19 adding weight to already crushing financial pressures MORE than 67 percent of farmers indicate they have reduced fruit production as a result of uncertainties and risks created by COVID-19, according to a member survey from the B.C. Fruit Growers’ Association (BCFGA). The survey paints a stark picture of the devastating impacts of the pandemic on an already struggling fruit industry, and the real threat to food security in B.C. as producers are forced to cut crops to stay afloat, says the
BCFGA. “We knew things would be bad coming into the growing season this year, but these numbers are extremely troubling even to those of us in the industry,” said Pinder Dhaliwal, President of the BCFGA. “These numbers should worry anyone concerned about where their food will be coming from this fall, and how much it’s going to cost.” The fruit industry was already facing stiff headwinds enter-
ing the 2020 growing season. For example, apple prices have been so depressed for three years running that the cost to produce has actually been higher than the price farmers receive for their crops. The BCFGA survey demonstrates that the COVID-19 pandemic now has producers facing additional costs and labour shortages this year that will magnify an already weak financial picture. Four in five (81%) say they

B.C. welcomes federal government’s decision to extend CECRA program CAROLE James, Minister of Finance, on Tuesday said that the B.C. government welcomed the federal government’s decision to extend the Canada Emergency Commercial Rent Assistance (CECRA) program for an additional month for businesses most impacted by the pandemic. She noted: “Our government has been advocating for an extension beyond June for busi-
nesses that need more time to reopen and begin their recovery.” James added: “As the CECRA program will be extended through the month of July, the Province’s emergency order protecting eligible businesses from being evicted continues. The restriction will remain in place for the duration of the federal rent assistance program. “The ban will continue to protect small busi-
nesses in British Columbia that would be eligible for rent relief but whose landlords have not applied, and it will encourage landlords to apply for the joint federal-provincial relief program. It is important for B.C. businesses to know that they may not be evicted if they have lost at least 70% of their pre-pandemic revenue and would qualify for the CECRA. “I encourage all commercial tenants and
landlords to work together on this – for eligible landlords to apply for the assistance program when their tenants cannot make rent and for small businesses to support their landlords to complete the application. “Our aim is to put B.C. businesses – property owners and tenants – in a stronger position to participate in the Province’s restart and recovery plan.”
Surrey celebrates first ever virtual Canada Day to celebrate national and civic pride SURREY Canada Day, presented by Coast Capital Savings, took place virtually this year to celebrate Canada’s 153rd birthday. Most support Trudeau’s refusal to swap Huawei executive for imprisoned Canadians Half of Canadians say arrest was the right move, while an equal number say it should have been avoided AS Prime Minister Justin Trudeau rebuffs calls to intervene in the extradition case of Huawei executive Meng Wanzhou in order to secure the release from China of detained Canadians Michael Spavor and Michael Kovrig, a majority of Canadians support his stance. Last week, in response to a letter signed by 19 prominent Canadians – including several former Liberal politicians – Trudeau has emphatically refused to entertain the suggestion of the Chinese government to end legal proceedings against Meng (who was arrested at the re-
quest of the U.S. Government) in order to free “the Michaels” – held in China for more than a year and recently charged with espionage. Now, the latest study from the nonprofit Angus Reid Institute finds Canadians supportive of the federal government’s position of letting Meng’s extradition case play out in the courts. Seven-in-ten (72%) feel this way, while a minority (28%) say that they would rather the government negotiate a way to exchange Meng for Canadians Kovrig and Spavor. This sentiment is consistent across
generational lines, gender, and political partisanship. At least twothirds of past voters for each of the main federal parties say the case should continue in court. That said, views of Trudeau’s overall handling of the situation are less positive. Close to two-in-five (37%) say the government has done a good job, led by those who supported the Liberals in the last federal election (64%). Half (50%), however, say he’s done a poor job, with past Conservative voters overwhelmingly critical (83%), and past NDP voters divided close to equally
on each side. Amid the ongoing tension, disagreement continues over whether Canada should have arrested Meng in the first place. As was the case last December, half of Canadians (50%) say that the arrest was the right move, while an equal number (50%) say it should have been avoided. More Key Findings: * Four-in-five Canadians (81%) say that consumers in this country should boycott Chinese goods
in response to the detainment of Kovrig and Spavor. * Those who do not want to see intervention in the court case give the Liberals mixed reviews on their overall handling of tensions with China (43% good, 44% poor), while those who feel the government should intervene say the relationship with China has been handled poorly (67%). * Nine-in-ten Canadians (93%) say that China cannot be trusted to uphold human rights, continuing a consistent trend in opinion noted over the last 18 months.

A centre for youth mental health in Surrey BY JINNY SIMS MLA for Surrey-Panorama IT began when Parm [name changed for privacy] started to have trouble sleeping. The 17-year-old Surrey student had experienced anxiety before, but when her grandfather passed away right before an important final exam period, racing thoughts, sleepless nights, and a sense of dread began to make it hard for Parm to do simple things, like leave the house, or even her room. Parm knew she needed help coping with anxiety, stress, and grief, but Parm and her family were unsure where, or who, to turn to. Many low-cost services, like access to a grief counsellor or therapist, came with monthslong waiting lists, and were difficult to find, let alone access. For months, Parm suffered alone. Once a straight-A student, she began to miss and fail classes, losing touch with friends and class-
mates along the way. Eventually, Parm would be diagnosed with generalized anxiety disorder, and would begin a road to recovery with the help of a trained counsellor and various community supports. But like many young people who face mental health challenges, Parm was struggling. Struggling to navigate a system that was neglected for decades by the previous Liberal government, and struggling to gain timely access to the resources she desperately needed. Stories like Parm’s
are all too common, as years of underfunding have created a health care system that is poorly equipped to meet the unique needs of young people who need help. No young person should have to face mental health challenges alone, and our government is committed to making real, tangible progress to make sure young people can access the help they need. As a part of this commitment, this June we announced that Surrey will be the location of a new space where young people like Parm can go for help when they need it. Surrey will be the site of a new Foundry Centre, a centre that is a one-stop-shop for youth between the ages of 12 and 24 to access multiple different mental and physical health services in one place. A Foundry Centre will be an incredible resource for youth in Surrey. Foundry Centres focus on bringing together primary care,
mental health services, substance use supports, youth and family peer support and other social services to provide care in a connected and individualized way for young people. Whether it’s access to a trained counsellor, support accessing physician-prescribed medications, or resources that help establish stability in other areas of life, like a referral to access healthy food or affordable housing, a Foundry Centre is a singular location that offers services like these, and many others, to youth who need them. Rather than asking youth who are seeking help to visit multiple places, multiple times for different services, a Foundry Centre for Surrey means youth in our community will be able access a variety of supports in the same place. This will save young people and families time and money by allowing them to access supports at one location, and it also saves young people from the burden of having to tell share their mental
health struggles over and over again in their efforts to access various supports. The COVID-19 pandemic is taking an increasing toll on the mental health of people of all ages. At the best of times, navigating mental health challenges can be incredibly difficult, and the stress and hardship caused by COVID-19 can make things even more challenging. As we continue to navigate the pandemic, Foundry Centres will offer virtual services to people who need them. Our government is putting people at the centre of every decision we make, and when it comes to youth mental health this means developing a health care system with fewer barriers, lower costs, and less stigma. There’s more work to be done to build accessible, barrier-free mental health supports that work for our young people, but a new Foundry Centre for Surrey is an incredible step in the right direction.
Broad-based recovery in consumer confidence takes hold British Columbia records largest monthly increase in consumer confidence CONSUMER confidence is on the rise in Canada. The Conference Board of Canada’s June Index of Consumer Confidence shows a broad improvement across all regions of the country as provinces and territories reopen from COVID-19 imposed lockdowns. The Index of Consumer Confidence rose 16 points to 79.7 in June. The Conference Board’s Index of Consumer Confi-
dence now stands at twothirds of its pre-COVID level of 120.6 and has recovered half of its COVID-induced losses. “These results show a marked improvement from the record low in consumer confidence observed in April,” said Pedro Antunes, Chief Economist at the Conference Board of Canada. “What’s especially encouraging about the June results is that they are broad-based
and show a positive consensus forming nationally.” Consumer confidence improved across all regions of Canada in June, with British Columbia recording the largest monthly increase among provinces, up 23.1 points, and Ontario posting the smallest rise at 9.3 points. Canadians’ feelings about their future job prospects improved in June throughout Canada. The proportion
of Canadians who said they expect better job prospects in the next six months increased to 18.7 per cent, its highest rating since March 2010 when Canada was emerging from the recession and financial crisis of 2008/09. Buoyed by a positive outlook on employment, the number of Canadians that believe now is a good time to make a major purchase rose to 20.4 per cent in June,
up 5.8 percentage points from May. However, while Canadians have a rosy outlook concerning their job prospects, they remain concerned about their current financial situation as the country emerges from the global COVID-19 pandemic. This concern has translated into cautious spending as households are holding back on major purchases in the near-term.
While the proportion of Canadians who feel pessimistic about major purchases declined to 57.5 per cent in June, the figure is still higher than its peak during the 2008/09 financial crisis (54.3 per cent). This shows that Canadians remain cautious about making major spending decisions. The Conference Board of Canada is the country’s leading independent research organization.

13 new COVID-19 cases in B.C.; no new deaths HEALTH Minister Adrian Dix and Provincial Health Officer Dr. Bonnie Henry on FRiday announced 13 new cases of COVID-19, for a total of 2,947 cases in British Columbia. Six cases previously reported have been removed from the total, as they were identified as residents of another province and will be reported in their home province. This change is consistent with regular protocol. There have been no new COVID-19 related deaths, for a total of 177 deaths in Brit-
ish Columbia. There are 162 active cases of COVID-19 in the province and 2,608 people who tested positive have recovered. Of the total COVID-19 cases, 19 individuals are hospitalized, two of whom are in intensive care. The remaining people with COVID-19 are recovering at home in selfisolation. Since the start of the pandemic, there have been 995 cases of COVID-19 in the Vancouver Coastal Health region, 1,553 in the Fraser
Health region, 132 in the Island Health region, 202 in the Interior Health region and 65 in the Northern Health region. There have been no new health-care facility outbreaks and the outbreak at Langley Lodge has been declared over. In total, three long-term care or assisted-living facilities and one acute-care facility have active outbreaks. While cases continue to occur in B.C., there are no active community outbreaks. Dix and Henry added: “We
are a visitor from another province or are in Canada for essential travel, we all have to do our part to protect our communities, our Elders and our loved ones. “Anyone in British Columbia who develops symptoms of COVID-19, whether a resident or not, needs to isolate immediately and call 811 to arrange to get tested. “We remind anyone coming to British Columbia from outside of Canada that federal quarantine orders require you to complete a self-isola-

Burnaby RCMP investigating July 1 shooting BURNABY RCMP’s Investigative Support Team (IST) is investigating a shots-fired incident that took place in the City early Wednesday morning. On July 1, just after 2:30 a.m., Burnaby RCMP responded to multiple reports of shots fired in the 4000-block of Hastings Street. According to witnesses, a fight between a number of people occurred outside a busi-
ness. Witnesses stated that multiple shots were fired at a vehicle in the area. Everyone involved then fled the area. No injuries have been reported in relation to this incident at this time. The business at the location where this incident took place has been the subject of a number of calls for service for police in the last year, including seven in June alone.
Later, at 3 a.m., Port Moody police conducted a traffic stop on a vehicle that is believed to have been the vehicle that was shot at. The driver of this vehicle is currently not cooperating with police and investigators are still working to determine his role in this incident. Police are continuing to speak to witnesses in order to get a firm description of those
involved in the fight and the shooting incident. At this time, anyone who witnessed this incident is asked to contact Burnaby RCMP at 604-646-9999 or Crime Stoppers at 1-800-222-TIPS (8477). Police are also asking anyone who was in the area of Hastings Street and Gilmore Avenue at around 2:30 a.m. on Wednesday morning and may have dashcam video to come forward.
68-year-old Vancouver man pleads guilty to child pornography-related charges A 68-year-old Vancouver man was sentenced this week after a Vancouver Police investigation into child pornography. On Monday, John Penry Roberts pleaded guilty to
possession and distribution of child pornography in provincial court. He will serve 14 months in prison. “This was a disturbing investigation for detectives,” said Constable Tania
Visintin on Thursday. “Investigators with the VPD’s Internet Child Exploitation Unit had to sift through more than 1.9 million images and video and, as a result, identified more
than 20,000 images and 4,000 videos as child pornography.” Roberts was first identified in an online child pornography sharing investigation in 2017. A search war-
rant was executed in July 2018 at a Vancouver residence where he had lived for over two decades. Multiple electronic devices were seized at the residence. The residence was
located within one block of an elementary school, a daycare centre and a park. Police are reminding the public to call 9-1-1 to report any suspicious activity.
Surrey teen arrested in Vancouver for attempted robbery, assault and assault with a weapon VANCOUVER Police arrested a man for attempted robbery, assault and assault with a weapon Tuesday afternoon. The suspect, a 19-year-old Surrey man, allegedly ap-
proached two men in an underground parking lot near Columbia Street and West 2nd Avenue just after 3:30 p.m. and demanded money from them. The men called police and the suspect ran
away. The suspect then accosted a passenger in a stopped vehicle. The passenger fought the suspect off and the driver drove away. When the responding of-
ficers arrived on scene, the suspect appeared to grab an elderly man, threatening him with a knife. Officers were able to free the victim and there were no injuries to the victim or the suspect.
“This was a dangerous and dynamic situation,” said Constable Tania Visintin on Thursday. “Officers arrived on scene very quickly and thankfully, no one was injured.”
The suspect was arrested and taken to jail. Charges relating to robbery, and assault with a weapon have been recommended to Crown counsel.

OBITUARY GURDEV KAUR RAI Gurdev Kaur Rai passed away peacefully on June 23, 2020 while surrounded by her children and grandchildren. Gurdev Kaur was born in the village of Diwana, District Ludhiana, Punjab, India, in 1934. She was the second of five children born to the late Jagir Singh and Nihal Kaur Sohi. Gurdev Kaur was predeceased by her loving husband, the late Ujagar Singh Rai (1982). She is survived by her devoted children Gurcharn Kaur (Lakhwinder Grewal) and Charn Singh Rai (Lisa). Gurdev Kaur had six adoring grandchildren: Sundeep (Yves Blaison), Mindy (Mark Samra), Sukhjeet (Tardeep Kang), Jennifer (Bree Johal), Jason Rai (Melanie) and Kevin Grewal (Ashley). She also had ten beautiful great-grandchildren. She leaves behind her siblings, sister Harbans and brother Jeet and joins her brother, the late Gurbachan, and her sister, the late Nasib. In 1967, Gurdev Kaur immigrated to New Westminster, BC, with her two children to join her husband. She was a very productive, hardworking woman who was passionately devoted to her children and extended family and friends. She survived several health-related setbacks throughout adulthood but her lively spirit and good nature persisted. She was one of the strongest women most of us have ever known. WHY do so many people leave the toilet seat up all the time? After all, it’s not the most attractive display object. Now, convincing medical evidence confirms we should cover the potty before flushing. Researchers at Yangzhou University in China utilized computer modeling to show that flushing toilets does not keep all viruses and water in the bowl. They report in the journal Physics of Fluids that spray can fly as high as three feet! Ji-Xiang Wang, one of the researchers, added that the velocity of the spray could be even higher at public toilets. Readers will understand that researching toilet seats has not been high priority for this column. But years ago, a female reader triggered curiosity about potties. She wrote, “What should I do if I’m standing in a public toilet, balancing on high heels, clutching my handbag with my teeth, panty hose at my knees, and wondering if is it safe to sit down?” Subsequent research began with genital herpes. It’s estimated that about 18% of those between ages 19 to 49 develop genital herpes every year. There were always many myths about herpes and one was that it can only be transmitted by sexual contact. Dr. Trudy Larsen, a researcher at the University of California, didn’t win the Nobel Prize in Medicine, but she did startle the scientific community. Larsen took samples from genital herpes lesions and placed them on toilet seats. She also asked patients with active lesions to sit on seats and then took samples. In her findings she reported the herpes virus survived for four hours on toilet seats! Health authorities claim it would be a rare
event to catch herpes from toilet seats, that the infected person would have to have open sores and the unsuspecting next user of the seat would also need a skin cut or abrasion. Perhaps you’d accept the risk if this were the only threat. But another study at McGill University in Montreal revealed the human papillomavirus that causes genital warts could also be detected on toilet seats. As for that spray from a flush, researchers have determined that toilets produce bioaerosols – tiny airborne concentrations of particles. Carmen McDermott at the University of Washington School of Medicine reported in the Journal of Hospital Infection that the SARS virus could live in aerosols for three hours. Good sense dictates that toilets are not the most hygienic areas. For instance, studies have found that 97% of seats have bacteria that cause boils, 81% germs that cause diphtheria and hepatitis. Other bacteria cause sore throats and food poisoning. What about men? Studies show that when men urinate at the urinal, the spray travels up to three feet! This column does not intend to trigger “potty paranoia”. But this fear exists. For instance, one survey showed that 30% of people “hold it”, rather than use a public toilet. Some 40% flush the toilet with their feet and 60% hover rather than sit on the toilet. So what’s the answer? Bryan Bzdek, an aerosol researcher at Britain’s University of Bristol says, “Keep the seat down before flushing, clean the seat, and wash your hands.” Sadly, too many people do not wash their hands – even doctors. At one infectious disease meeting of doctors, a student monitored their behaviour in a washroom. An amazing 50 percent of physicians did not wash their hands! Final advice. Mother was right to be cautious of public toilet seats. Now, our computer age has proved flushing can toss viruses in fecal matter into the air. So, learn to

EU suspends Pakistan International Airlines (PIA) for 6 months over fake pilot licence scam
Trump sees Chinese aggression in Ladakh as sign of its ‘true nature’
New Delhi / Islamabad (IANS): In a major setback to Islamabad, the European Union has suspended Pakistan International Airlines (PIA) for six months over its fake pilot licence scandal. In an official letter, the European Union Aviation Safety Agency (EASA) said that though PIA claims that it has grounded all pilots that were part of the list of fraudulent licence holders compiled by the Pakistani authorities, it does not mitigate its concern, as there are strong indications that a high number of Pakistani pilot licences are invalid. “EASA therefore no longer has confidence that Pakistan, as the state of operator, can effectively ensure that operators certified in Pakistan comply at all times with applicable requirement for crew qualification,” in particular with the standards laid down in the Chicago convention. The agency conveyed its decision to PIA saying that in accordance to the laws of the European Parliament and Council, the EASA suspends the Third Country Operator (TCO) authorization to PIA which had been issued on May 17, 2016. The suspension comes into effect from July 1, 2020, in all the EU member states. In its list of reasons for the suspension of the airlines, the EASA cited the fact that despite enough time, the PIA was yet to ensure safety data
New York (IANS): US President Donald Trump sees China’s aggressive action along the Line of Actual Control (LAC) in Ladakh confirming the Chinese Communist Party’s “true nature”, according to his spokesperson Kayleigh McEnany. Asked at her briefing about China’s attack on Indian troops, McEnany said, “Trump had said that China’s aggressive stance along the India-China border fits in with the larger pattern of Chinese aggression in other parts of the world. And these actions only confirm the true nature of the Chinese Communist Party (CCP).” She said Trump was closely monitoring the situation with India and China and added, “Both India and China have expressed a desire to deescalate and we support a peaceful resolution of the current situation.” Asked about India’s decision to ban TikTok and 58 other Chinese phone apps, she referred to Secretary of State Mike Pompeo’s statement earlier in the day. Pompeo called the apps potential “appendages of the CCP’s surveillance state” and welcomed India’s decision to ban them. “India’s ‘clean app’ approach will boost India’s sovereignty, will also boost India’s integrity and national security as the Indian government itself has stated,” he added. China is building up troops along the LAC, where a clash without firearms between Indian troops and China’s Peoples Liberation Army resulted in the deaths of at least 20 Indian Army personnel including a colonel. China has refused to say how many of its personnel were killed. India’s Lieutenant General Harinder Singh and China’s Major General Liu Lin met on Tuesday at the LAC in an effort to defuse the situation.

The EASA said PIA had provided insufficient evidence about the implementation of safety measures and since December 2019 had not been processing its safety reports. The PIA, according to the EASA, had failed to develop extended guidance to facilitate the understanding and the application of the management of change and training for the involved staff. The EASA said that the PIA had submitted documents related to the measurement of Safety Performance Indicators (SPI) which revealed that some of the SPIs were controlled by different departments with different target settings. The letter said the PIA provided evidence of the correction of the calculation errors of the SPIs for 2018 where EASA found some major inconsistencies. For
instance, the input for the SPIs are performed in flight hours, but the formula calculates the number of landings. The submitted corporate SPIs do not contain all indicators measured by the department themselves, the letter said. The PIA has the right to appeal against the decision within two months from now. The EASA also has the right to extend the suspension of the airlines for additional three months after the six-month suspension period is over, if it is not satisfied that successful corrective action has been taken by PIA. Meanwhile, Pakistan’s Dawn newspaper reported that Prime Minister Imran Khan revealed in the National Assembly on Tuesday “that some people, whom he did not name, had asked him to suppress the report about PIA pilots possessing dubious licences, but said that doing so would endanger people’s lives and “the blood will be on my hands.””

103-year-old Sikh man defeats COVID-19 Thane (Maharashtra) (IANS): In a huge relief for his anxious family comprising many great-grandchildren, a sprightly 103-year old Sikh man here vanquished COVID-19 and has returned home to savour the victory, close relatives said. He is Sukha Singh Chhabra, who was wheeled out of Kaushalya Medical Foundation Trust Hospital on Monday in Thane -- and is ranked as India’s oldest ICU survivor of COVID-19. Chhabra’s 86-year old younger brother Tara Singh, who was also infected, spent days in the ICU, has now been shifted in the ward, awaiting discharge from the hospital in a couple of days. But for nearly a month, the senior Lahore (Pakistan)-born Chhabra’s entire family was
practically on tenterhooks although Chhabra remained largely unaware of the potentially deadly infection that had afflicted him. “On May 31, he was tested positive. We downplayed it and requested him to get admitted to a hospital for proper care. He agreed without any fuss, so we didn’t see any point in unnecessarily alarming him at his advanced age,” his 39-year grandson Gurdeep K. Chhapra
told IANS. After his swabs tested positive, he was wheeled into the KMFT Hospital on June 2 as his sons and grandchildren prayed, while his young great-grandchildren waited for their greatgrandfather to return home to play with them. Tara Singh had come to visit the family briefly and lived with his elder brother, and hence both got infected and admitted to the same hospital.
Chhabra’s month-long stay in hospital was mostly lonely and without the hustle-bustle of his large family, due to the COVID-19 protocols, but he braved it through remarkably well. “He had a very tricky course, going uphill and coming downhill. He was twice in and out of the intensive care unit, required non-invasive ventilation, inotropic supports to maintain his heart and lung functions for moderate Acute Respiratory Distress Syndrome, along with COVID-19 pneumonia,” said KMFT’s Head of Critical Care Medicine Amit Lala Khomane. A special team of doctors, comprising Khomane, Jayprakash Pednekar and Santosh Dwivedi was assigned to treat Chhabra on the long road to recovery. However, they generously acknowledged that “it was the
patient’s (Chhabra) own determination to fight out Covid-19 at this advanced age,” which was very important. “We as doctors left no stone unturned to keep him and our other patients, to win this battle,” said another doctor. Marvelling at Chhabra’s “miraculous recovery”, the KMFT Trustees Amol Bhanushali and Sameep Sohoni decided to waive off the treatment costs for Chhabra, said Shiv Sena Municipal Corporator from Thane, Gurmukh Singh. After he was accorded a warm send-off with a resounding round of applause, the weary Chhabra returned to the comfort and safety of his home. “Before lockdown, he was very active as usual. He even visited the Gurudwara Shri Dashmesh Darbar, climbed the stairs in-
dependently, prayed, took ‘prasad’ at the langar and returned home,” said Gurmukh Singh, who is also the President of the Gurudwara. Gurdeep Singh Chhabra said his grandfather is quite weak, on an intravenous semi-liquid diet for the next few days at his bungalow in Khopat locality of Thane. “We are confident that he will soon bounce back to his active self after he starts savouring his favourite Punjabi vegetarian dishes that he has missed for so many weeks now,” he laughed. Besides his younger brother Tara Singh, elder Chhabra has two sons, Kesar Singh, 68, Niranjan Singh, 58, several grandchildren and many greatgrandchildren living nearby.

Varanasi weavers forced to pledge jewellery, houses to survive: Priyanka New Delhi (IANS): Congress General Secretary Priyanka Gandhi Vadra on Wednesday took a potshot at the Uttar Pradesh government, alleging that weavers in Prime Minister Narendra Modi’s parliamentary constituency Varanasi “are being forced to pledge their jewellery and houses (to creditors) to survive”. She said that only a concrete financial package can help them surive amid loss of livelihood due to coronavirus pandemic. “Chief Minister Yogi Adityanath told the PM at an event that lakhs [hundreds of thousands] of

But the reality is that weavers, who are the pride of Varanasi, PM’s parliamentary constituency, are today forced to live by pledging their jewellery and houses. India rushes to buy fighters amid border standoff with China New Delhi (IANS): Amid the tense situation at the border with China, Defence Minister Rajnath Singh on Thursday approved a proposal for procurement of 21 MiG-29 fighter aircraft, along with upgradation of 59 Mig-29s, and 12 more Su-30 MKI aircraft. To strengthen the armed forces for defending the borders, the Defence Acquisition Council meeting, chaired by Rajnath Singh,
accorded approval for capital acquisitions of various platforms and equipment required by the three services. “Proposals for an approximate cost of Rs 38,900 crore [1 crore = 10 million] were approved,” a Defence Ministry statement said. While the MiG-29 procurement and upgradation from Russia is estimated to cost Rs 7,418 crore, the Su-30 MKIs will be procured from
HAL at an estimated cost of Rs 10,730 crore. Focused on indigenous design and development, these approvals include acquisitions, amounting to Rs 31,130 crore, from Indian industry. The equipment will be manufactured in India by the Indian defence industry with participation of several MSMEs as prime tier vendors. The indigenous content in some of these projects is up
to 80 per cent of the project cost. A large number of these projects have been made possible due to transfer of technology by the Defence Research and Development Organisation to indigenous industry. These include Pinaka missiles, BMP armament upgrades and software defined radios for the Indian Army, and long-range land attack
Cruise missile systems and Astra missiles for the Indian Navy and Indian Air Force. The cost of these design and development proposals is in the range of Rs 20,400 crore. Acquisition of new and additional missile systems will add to the fire power of three services. While the acquisition of more Pinaka missile systems will enable raising additional regiments over and above
the ones already inducted, addition of long-range land attack missile systems having a firing range of 1,000 km to the existing arsenal will bolster the attack capabilities of the navy and the IAF. Similarly, induction of Astra missiles having beyond visual range (BVR) capability will serve as a force multiplier and immensely add to the strike capability of the Indian Navy and IAF.
Election Commission seeks report on condition of states to decide on elections New Delhi (IANS): The Election Commission of India (ECI) has asked for a detailed report from the election officials of the states where assembly elections or byelections are to be held in the coming time. The Election Commission has asked for the report to review the situation in the states, an Election Commission official told IANS on

The ECI has written a letter to the State Election Commissioners of states like Bihar, Madhya Pradesh and Gujarat asking the condition of the states and how elections can be conducted amidst the challenge of coronavirus. till then the situation might get better but the Commission is pro-active on the issue.” “The commission will decide on the election schedule after discussing with the Central health ministry and health departments of the concerned states. All the guidelines of the Central and state governments will be followed while conducting the elections.”
The elections for 243 seats in Bihar are probably scheduled for November but before that before that the by-elections for the vacant assembly seats in Bihar and Gujarat are also to be held. 22 Congress MLAs resigned in Marcy in Madhya Pradesh while two MLAs have passed away. Similarly, eight seats are vacant in Gujarat after the Congress MLAs re-
signed just before the Rajya Sabha elections. It is necessary to hold the elections within six months. In such a situation, by-elections in both the states have to be conducted by September but due to the coronavirus outbreak there is speculation whether the ECI will conduct the elections on time or it will extend the dates.

Punjab resident bought property illegally in Ontario, says India’s Enforcement Directorate New Delhi (IANS): The Enforcement Directorate (ED) on Wednesday said that it has attached the properties to the tune of Rs 20 million of Sukhwinder Singh Lally of Punjab’s Jalandhar in a FEMA (Foreign Exchange Management Act) case. The ED in a statement said,
it has seized the residential premises of Lally worth Rs 20 million in Jalandhar having equivalent value to the illegally held undeclared assets abroad in contravention of Section 4 of the FEMA. The ED said specific inputs and discreet enquiries indicated involvement of Lally
in illegal dealings in foreign exchange. It said that a search was conducted at his premises on December 6 last year, during which certain incriminating documents were seized which reflected about illegal acquisition of property by Lally in Canada’s Ontario for
about Canadian $360,000. The ED said that during investigation under FEMA it was also revealed that the money required for purchase of the house was illegally transferred by Lally througha non-banking channel from India and part of the payment was also ar-
ranged through his friend in Canada without adhering to the due procedures laid down under the FEMA and prescribed by the Reserve Bank of India. The ED said that it was also found that Lally maintained undeclared bank accounts in Canada and he received
Shops to reopen without odd-even system in Chandigarh, bars remain shut Chandigarh (IANS): The Chandigarh administration on Wednesday decided to keep the bars shut but allow all shops and restaurants to operate normally between 10 a.m. and 9 p.m. by ending odd-even scheme in some markets. Union Territory Administrator VP Singh Badnore, who is also Governor of Punjab, took the decision after a COVID-19 review meeting here. “The odd-even system, presently followed in select markets, will be discontinued. This will also apply to street vendors,” an official statement
quoting his Adviser Manoj Parida said. On a pattern similar to that in Punjab, maximum two people on a scooter or motorcycle, four in a car, and three in an auto-rickshaw will be allowed, including driver. However, all riders will use masks and the vehicles will be regularly sanitised by the owners, it said. Call centres and Industrial establishments will be allowed to operate night shifts provided their employees do not come out of the office or factory premises during curfew period from 10 p.m. to 5 a.m.
However, apni mandis and organic markets will continue to remain closed till further orders. Also the inter-state bus service will continue to remain suspended. The administration allowed serving of alcoholic drinks in marriage functions with permission from the Excise Department. There will be a complete ban on social, political, sports, entertainment, academic, cultural, religious functions and other large congregations as per the government of India’s guidelines, said the statement.
However, cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, spas, auditoriums, assembly halls and similar places will not be permitted to reopen. There will be strict implementation of mask wearing and social distancing in the public places and violators will be penalized. Chandigarh on Wednesday reported six new cases of COVID-19, taking the union territory’s total tally to 446. The city has so far recorded 19 deaths. Active cases in Chandigarh have now shot up to 73.
Punjab postpones exams for university exit classes till July 15 Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Sunday announced the postponement of exams for the exit classes in all universities of the state till July 15 owing to the COVID-19 pandemic. The final decision will, however, be subject to the new directions or
guidelines of the University Grants Commission (UGC), he said. Seeking to allay all confusion and uncertainty, the Chief Minister said the postponement will also give all stakeholders, especially the universities, time to adapt and align to the new guidelines that will come from the UGC.
An official spokesperson said the Chief Minister felt there was need to remove confusion from the minds of students, teachers and parents regarding safe conduct of the examinations. Earlier, universities in the state had taken a decision to conduct exams of exit classes in July, in
accordance with the guidelines issued by the UGC on April 29. The UGC had then announced that it will review the situation again. However, the decision regarding academic activities, especially the conduct of examinations, is still awaited from the UGC.
‘Fake Indian Currency Note’ supplier from Punjab’s Nawanshahr deported from Bangkok New Delhi (IANS): Absconding for almost seven years, a Fake Indian Currency Note (FICN) supplier was deported here from Bangkok last week and sent to judicial custody, the CBI said on Monday. The Central Bureau of Investigation (CBI), the nodal central agency involved in the deportation process, said it arrested Kuldeep Singh Dua on June 25 morning af-
ter his arrival at the Indira Gandhi International Airport (IGIA). Facing Look Out Circular (LOC) against him, Dua, a resident of district Nawanshahr in Punjab, was produced before a special CBI court later and was sent to 14-day judicial custody. The CBI had registered a case on September 13, 2012 against Dua, one Kulwant Rai and other un-
identified persons on a complaint from customs department at IGI Airport under charges of criminal conspiracy and using counterfeit currency as genuine. It was alleged that the custom department’s preventive wing had seized fake currency notes to the tune of Rs 601,500 in the intervening night of September 11-12, 2012, from Rai, a resident of Mukatpura
in district Nawanshahr in Punjab. During investigation, the passenger had named Dua as the person who handed over the consignment for carrying to India. After investigation, a chargesheet was filed against Rai while Dua was continuously absconding for almost seven years and was not available for investigation, the CBI said.

Withdraw anti-farmer Ordinances, say Punjab unions Chandigarh (IANS): The leaders of major farmers’ unions of Punjab on Wednesday unanimously passed a resolution urging the central government to reconsider and withdraw anti-farmer and anti-federal Ordinances and its proposed amendments to the Electricity Amendment Act. Participating in a virtual meeting convened by Chief Minister Amarinder Singh, the unions said the recently promulgated Ordinances and the proposed amendments to the Electricity Act of 2003 are perceived as being strongly anti-farmer. “These Ordinances and the proposed amendment are also a direct attack on the federal fabric of the country and, therefore, must be withdrawn,” they said, in a unanimous resolution passed at the end of the meeting. Underlining the need to protect Punjab and its farming needs, Amarinder Singh earlier said “we all must unitedly stand together notwithstanding our political affiliations”. He said he was fully prepared to take any steps necessary to protect the interests of the state and farmers, as he had done over the SYL water sharing issue. The Chief Minister assured the farmers’ representatives that he was ready to make any sacrifices needed to protect the farmers from these anti-farmer and anti-state ordinances.

Reopen Indian side of Kartarpur corridor, say Akal Takht, SGPC Chandigarh (IANS): With Pakistan reopening its portion of the Kartarpur Sahib corridor, the Akal Takht and the Shiromani Gurdwara Parbandhak Committee (SGPC) on Wednesday urged the Central government to reopen the Indian side of the corridor. Three KLF terrorists arrested in Punjab: DGP Chandigarh (IANS): Punjab Police on Tuesday said that it had foiled a major bid by Pakistan-backed terrorists to target socioreligious leaders and disturb the state’s communal harmony with the arrest of three members of Khalistan Liberation Force (KLF). Director General of Police (DGP) Dinkar Gupta said the terror module was operating in various parts of the state at the behest of pro-Khalistani elements based in Pakistan, Saudi Arabia, and the UK. He said one .32-bore pistol, along with seven cartridg-
es, has been seized from the accused, identified as Sukhchain Singh, Amritpal Singh and Jaspreet Singh. Their accomplice, Lovepreet Singh, was arrested recently by Delhi Police along with other KLF members. The DGP said in a statement that three men had come into contact with each other through the social media. They further came in touch with Pakistan-based handlers, who provoked them to target socio-religious leaders and also disturb Punjab’s law and order.
Amritpal Singh was instrumental in connecting and motivating Sukhchain and Lovepreet Singh. Initial investigations show that their Pakistan-based handlers also invited them to visit Pakistan for planning the future course of action, the DGP said. One of the foreign handlers, based in Saudi Arabia, promised to provide them shelter once they had executed their actions on ground. Gupta claimed that with this, the Punjab Police has busted nine terror modules in six months.
No further lockdown, says Punjab Chief Minister Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Monday said there would be no further lockdown and appealed the people to strictly adhere to the safety protocols. The Chief Minister told the media here that the state has made arrangements to combat any emergent situation. He said there were 5,216 corona cases till June 28, of which 133 deaths had been reported. Twenty-three patients were in high dependency unit and seven critically ill-patients on

Sukhbir Badal urges prime minister to bring down fuel prices Chandigarh (IANS): Shiromani Akali Dal (SAD) President Sukhbir Singh Badal on Tuesday urged Prime Minister Narendra Modi to reduce central excise on petrol and diesel to bring down fuel prices to provide much needed relief to farmers, transport sector and the common man. In a letter to the Prime Minister, he urged him to direct the Petroleum Ministry to reduce central excise so that fuel prices could be reduced substantially. Badal informed the Prime Minister that the steep hike in petrol and diesel prices was resulting in a lot of hardship to farmers who were sowing their ‘kharif ’ crop and had increased prices of essential commodities due to the increased cost of transport of goods across the country. He said the common man had also been adversely affected by the unprecedented hike. Badal said that in the given circumstances, it would be in

He said the high quotient of state taxes on fuel had affected farmers the most. He said the flight of migrant labour from Punjab had led to doubling of transplantation rates of paddy. “In between the paddy sowing season and various farm operations, farmers have been hit by an unreasonable hike in state taxes on diesel. Trade and industry, which is trying to get back on their feet after a three month lockdown, is also feeling the pinch of high state taxes on fuel. The common man is also reeling under the weight of the high tax on petrol,” he added.
