RCMP Commissioner Brenda Lucki and her Mounties need to smell the curry and WAKE UP! PRIME Minister Justin Trudeau publicly snubbed RCMP Commissioner Brenda Lucki at a press conference on Thursday when he bluntly noted that there is no denying the existence of systemic racism in all Canadian institutions, including the RCMP. A day earlier, Lucki appeared pathetically puzzled when she said she didn’t have a clear understanding of the definition of systemic racism and refused to acknowledge that the Mounties treat Indigenous and racialized Canadians differently. Trudeau said that Indigenous Canadians and racialized Canadians are not treated in the same way as “people of privilege” across Canada, The Globe and Mail reported. Trudeau said: “Systemic racism is an issue right across the country, in all of our institutions, including in all of our police forces, including in the RCMP. As much as we admire and support the RCMP, we know we need to do better. It is not just the individual examples we have seen, it’s the issues faced by Canadians of diverse backgrounds over years, decades and generations.” The appalling fact that Lucki still doesn’t understand this reality, underscores the need to replace the RCMP in Surrey with a fresh police force – no matter what the financial cost. Trudeau added that all Canadians have to recognize their country’s institutions “have not always treated people of racialized backgrounds, of Indigenous backgrounds, fairly.” Trudeau, apparently not to

Official photo demoralize Lucki, said: “I have confidence in Commissioner Lucki and I know the changes that she has already begun to bring to our national police force and the work that we are going to be doing together in the coming months is going to make a huge difference in combatting systemic racism and reducing it in this country.” Trudeau realistically pointed out: “The calls to action, the calls to do more, far more than this government has done up until now, are continuing. I think we are going to need to work really, really hard to make sure that we are moving forward together on this and that is what this government is committed to.” After Lucki’s statements on systemic racism, Public Safety Minister Bill Blair also snubbed Lucki, saying: “We must acknowledge that Indigenous people, Black Canadians and other racialized people far too often experience systemic racism and disparate outcomes within the criminal justice system.”

As the Globe and Mail reported, speaking about the overrepresentation of Indigenous and Black Canadians in Canada’s courts and prisons, Blair said: “A criminal justice system that produces such disparate outcomes for specific segments of our population cannot be considered truly just. It is incumbent upon all of us who work within the criminal justice system to take whatever steps are necessary to produce more equitable outcomes.” Blair added the fact that the “overwhelming majority” of police officers conduct themselves with integrity and professionalism, but pointed out that that does not change the fact that the system needs to be improved. And Deputy Prime Minister Chrystia Freeland said that all federal agencies, including the police, must understand that systemic racism is a problem in Canada.

ON Friday, Lucki, apparently sensing the great resentment that decent Canadians felt about her denial that here was systemic racism in the RCMP, said in a statement: “During some recent interviews, … I did acknowledge that we, like others, have racism in our organization, but I did not say definitively that systemic racism exists in the RCMP. I should have. “As many have said, I do know that systemic racism is part of every institution, the RCMP included. Throughout our history and today, we have not always treated racialized and Indigenous people fairly.”

And it’s getting worse as she and the pro-RCMP camp realize that they are making no headway against the democratic process: they have tried everything from lowdown personal attacks against Surrey Mayor Doug McCallum to scare tactics and distortions. But the formation of the new police force is progressing steadily. On Thursday, Annis fired off yet another one of her hysterical press releases – this time, attacking the City for removing “Keep the RCMP in Surrey” signs and alleging: “The free speech of a growing grassroots movement in support of keeping the RCMP in Surrey is being stifled and I want the mayor to tell us why he’s paying city staff to confiscate the signs.” What an irresponsible and ignorant councillor! Doesn’t she know how the City works?

Rob Costanzo, General Manager, Corporate Services, of the City of Surrey, told The VOICE that “the signs were removed from public property and public right of ways because it violates the following city ordinance, Highway Traffic Bylaw 13007 (Section 82).” But, of course, Annis, apparently spurred on by the RCMP bosses, couldn’t help but distort facts and spread more hatred against the new police force and its supporters. Yes, the City did its job correctly when it removed those signs by proRCMP forces – who are backed by the RCMP. Shouldn’t those pro-RCMP forces have known the rules? Or do they think they are above the law? Annis should read our article “RCMP just do NOT understand what a democracy is!” posted here on June 8. RCMP officer – Peter German – trying to scare (actually, “intimidate” would be a more apt word to use) people to ditch a Surrey Police Department in an article in a mainstream newspaper. The RCMP have developed such a vested interest in maintaining their police empire in Surrey that they are using every desperate tactic to sabotage the DEMOCRATIC process. It is an utter disgrace. THE anti-Surrey Police Department forces are still desperately making undemocratic demands and resorting to dirty tactics, including trying to take full advantage of the COVID-19 pandemic crisis to scare Surrey-ites into keeping the RCMP in Surrey. What is seen as indirect political interference by the RCMP is causing great resentment and Canadians are wondering why the RCMP bosses in B.C. and Ottawa are keeping mum. Is it because, as many Canadians suspect, they are en-

For example, just recently a former senior RCMP officer indulged in a vicious personal attack against [Surrey Mayor Doug] McCallum. Quite obviously he must have got clearance from the RCMP bosses to reveal confidential matters. Of course, if the RCMP bosses are hiding their heads in the sand once again, it will not come as any surprise to Canadians who

are still reeling from the horrific sexual harassment that RCMP female officers and municipal staff experienced for decades until it suddenly blew up in their face. In fact, the millions and millions of dollars that we taxpayers have to pay now to the victims of these accused male RCMP officers would have more than covered all the expenses for the transition to a Surrey Police Force plus the hiring of many more officers.

1. Surrey Mayor Doug McCallum and seven of his Safe Surrey Coalition members won the election fair and square on the pledge that they would form a Surrey police force to replace the RCMP. In fact, all the eight new Councillors, including the lone one from Surrey First, voted to ditch the RCMP at the very first Council meeting. 2. The Police Act says that any city with a population of more than 5,000 can decide what type of police force they want. So, when the City of Surrey approached the Provincial Government with its proposal, the latter had no option but to give the go-ahead. In spite of three Councillors ditching McCallum’s group, the mayor still controls the majority vote in Surrey Council. 3. Among the tactics that the proRCMP forces started resorting to was the call for a referendum on the change in policing. However, legally, only the City can authorize such a referendum – the Province or the federal government cannot. Yet despite this fact, the RCMP bosses have been apparently inciting their supporters to carry on with that demand.

Brampton private school principal Sanjiv Kumar arrested for sexual assault PEEL Regional Police’s investigators from the Special Victims Unit have arrested the principal of a private school in the City of Brampton in relation to a sexual assault investigation involving a 16-yearold female from the private school. On June 8, Sanjiv Kumar, a 54-year-old man from Brampton and also known as Sanjiv Dhawan, was charged with sexual assault

and sexual exploitation. He was released on an undertaking, and will appear at the Ontario Court of Justice in Brampton on August 24. Investigators believe there may be additional victims and are encouraging them to contact the Special Victims Unit at 905-453-2121, ext. 3400. or by visiting peelcrimestoppers. ca. Kumar’s lawyer, Justin Safayeni in an email to The VOICE noted that the charges against his client have not been tested or proven in court. Kumar in a post on his Facebook wrote: “I was shocked to learn last night that I was being charged with a criminal offence in relation to one of my students. To all my fam-

ily, friends and former students: Please rest assured that these allegations are false. I look forward to clearing my name in the courts over the coming weeks.” He added: “As the school and its students remain my priority, and I don’t want this unfortunate event to become a distraction, I will be taking a leave of absence from the school until my name is cleared.”

TransLink ridership has increased by 85 per cent since early April NEW figures show early signs of ridership recovery on Metro Vancouver’s transit system. How police departments can root out violent members in their ranks By TEMITOPE ORIOLA Associate Professor Department of Sociology University of Alberta THE global condemnation of the death of George Floyd, one of the latest in a constellation of officer-involved deaths of unarmed civilians, has grown into a worldwide social movement for disbanding or defunding police. At the far end of the debate, there are those calling for abolishing the police altogether. On the other hand, there are those wishing to defund the police. This means shifting significant material resources from police departments to social services for issues such as mental health. In cases of mental distress or welfare checks, for example, social service providers intervene rather than police, who have proven ill-equipped to deal with people in mental distress. There is growing acknowledgment that the attitude of officers towards the human rights of suspects needs to change, as do the numbers of police-involved killings. The research on excessive use of force by police and the sociological context and psychological characteristics of killer cops point to useful policy measures. Psychological traits and screening Killer cops and those who routinely mistreat civilians tend to be actionoriented. Research suggests that they are prone to boredom and suffer from major personality disorders. These include mood swings, impulsivity, lack of empathy, narcissism and anti-social personal disorder. Many of these traits begin early in life. Diversity workshops, training or cultural sensitivity have limited utility to help such officers. The primary solution is to not hire them in the first place. This speaks to the need for greater psychological screening by police organizations. A 2014 report by former Supreme

However, most studies find that white, non-Hispanic officers are more likely to shoot or kill civilians. A few studies suggest Black officers are more likely to shoot and kill civilians. These have been criticized for poor methodology. In Canada, most killer cops appear to be white men. An ethno-racially diverse police service is integral for building public trust and inclusivity.

traits in an attempt to fit in. They may be just as brutal as men. There is no agreement on what constitutes a reasonable number. A gender-balanced police service should be ultimate priority. I suggest a minimum threshold of 40 per cent female officers.

Hire more women Women are less likely to support use of force than men. My collaborative research in Alberta shows that women are less likely to support use of socalled less-than-lethal force options like conducted energy weapons. The evidence in support of reducing deadly force by hiring more women in police departments is overwhelming. Female officers are less likely to use (excessive) force as they deploy de-escalation techniques and engage verbally. Police departments with a reasonable number of women tend to record lower levels of officer-involved killings. However, the number of women is important. Female officers in male-dominated police departments may exhibit hyper-masculine

University graduate-only officers Officers without university degrees populate the ranks of killer cops. Officers with university degrees are more likely to request mental health support for suspects and demonstrate a higher appreciation for the complexity of social life, individual problems and subtleties of working in an increasingly diverse environment. Officers with university degrees exhibit stronger verbal skills, effective communication and empathy. The Iacobucci report recommends recruiting officers from “specific educational programs” such as nursing and social work in order to foster “a compassionate response to people in crisis.”

Training Much of the current training for many police organizations focuses on deployment of lethal force or marksmanship. That’s a waste of time and sets up officers for frustration given today’s realities. Once out of training, officers realize that people get meaninglessly drunk, abusers beat their spouses and citizens experience psychotic episodes. Somehow, the police are required to respond to all these matters. These are in fact some of the most common issues brought to police attention. These scenarios may be frustrating for action-oriented officers. Actionoriented officers may see only moral failing in each case and respond with disdain and unnecessary force. The professional officer will see “clients” in need of bureaucratic assistance and attempt to de-escalate. There is a need to overhaul officer training and extend it to at least one full year of rigorous classroom engagement with human rights, mental health issues and diversity, among others. Accountability The main officer involved in George Floyd’s death had 17 complaints in his file. Three of those involved shootings, with one death. This is a poor disciplinary record. Such officers make policing more difficult and dangerous. The Min-

neapolis Police Department bears responsibility for keeping such a person in service. Undesirable people may sometimes enter into police service but must be promptly removed once their engagement with colleagues, superiors and the public begins to reflect certain troubling patterns. The Alberta Serious Incident Response Team (ASIRT) charged two officers in June 2020. They were the first charges brought forward against officers by ASIRT since its establishment in 2008. This is mind-boggling given incidents of excessive use of force in Alberta. Tolerating errant cops is dangerous for public trust. The way forward I propose a two-pronged policy—a “kill-and-go” policy and “three strikes policy”—for police accountability. Kill-and-go means any officer who kills an unarmed civilian or a suspect who had a weapon but did not deploy it against an officer is dismissed from service and prosecuted. The three strikes proposal is similar to the disused California anti-crime law of the same name. Any officer involved in three excessive use-offorce incidents in which a civilian is mistreated and sustains injuries is automatically dismissed from service and prosecuted. There should be no expiry to each strike across an officer’s career. Policing is also a well-paying occupation relative to entry qualifications and length of training, at least in Canada and many parts of the U.S. The RCMP notes that the annual salary of a newly sworn-in officer is $53,144 and increases to $86,110 within 36 months of service. There are post-doctoral fellows working on life-saving biomedical research who make less than $50,000 a year, despite possessing hard-earned PhDs. The government and public should get value for the money spent on police by selecting appropriate people.

City of Vancouver apologizes for its role in 1914 Komagata Maru incident VANCOUVER City Council on Wednesday unanimously passed a motion brought by Councillor Jean Swanson to formally apologize “for the injustice of the motion of the June 1914 Council that passed a resolution saying it was “unalterably opposed to the admittance of Hindus and other Asiatic races into this country...� and that “... these people would prove a serious menace to our civilization, both economically and socially ...� and its cruel effects on individuals and families impacted by the Komagata Maru incident.� The City also declared that May 23 will be known as “Komagata Maru Remembrance Day� in Vancouver. Raj Singh Toor, Vice-President and Spokesperson for the Descendants of the Komagata Maru Society, also spoke on the occasion. He told The VOICE that on behalf of the society he thanks Swanson for bringing the motion. He added: “I am glad to be a part of making this happen.� Komagata Maru Apology and Remembrance Day Proclamation WHEREAS 1. On May 23, 1914, three hundred and seventy-six British Subjects from India of Sikh, Muslim and Hindu origin arrived in Vancou-

ver Harbour aboard the Komagata Maru, seeking to enter Canada; 2. On July 23, 1914, the Komagata Maru was forced to leave as a result of a discriminatory act by the Government of Canada, without allowing the passengers to disembark; 3. On May 23, 2008, at the request of the Descendants of the Komagata Maru Society, the BC Government apologized for the events of May 23, 1914, stating that “The House deeply regrets that the passengers, who sought refuge in our country and our province, were turned away without benefit of the fair and impartial treatment befitting a society where people of all cultures are welcomed and accepted�; 4. Increased reports of RCMP and CBSA impersonation scams: Surrey RCMP SURREY RCMP are informing the public of a recent rise in scams involving individual(s) who are impersonating either a Royal Canadian Mounted Police (RCMP) or a Canada Border Services Agency (CBSA) officer. Five reports of this scam were received by the Surrey RCMP on June 9. In these cases, the complainants said the caller(s) claimed to be an RCMP or CBSA officer and requested a sum of Bitcoin, in exchange for criminal charges being waived. Changes to travel restrictions for immediate family members THE Canada Border Services Agency on Monday announced that as of June 8, 23:59 EDT, foreign nationals who are immediate family members of Canadian citizens and permanent residents, and who do not have COVID-19 or exhibit any signs or symptoms of COVID-19, or who do not have reason to believe they have COVID-19, will be exempt from the prohibition on entry to Canada if entering to be with an immediate family member for a period of at least 15 days. The federal government said it remains committed to protecting the health and safety of Canadians and reducing the spread of COVID-19 in Canada. However, it recognizes that the temporary border measures put in place to fight the spread of COVID-19, while necessary, have created challenges for some families. It has therefore been looking at ways to keep families together and support unity while respecting the need for con-

tinued vigilance and border measures at this time. Foreign nationals who are admitted into Canada pursuant to this exemption must quarantine for 14 days. An immediate family member refers to a person’s: a) spouse or common-law partner; b) dependent child, as defined in section 2 of the Immigration and Refugee Protection Regulations, or a dependent child of the person’s spouse or common-law partner; c) dependent child, as defined in section 2 of the Immigration and Refugee Protection Regulations, of a dependent child referred to in paragraph (b): d) parent or step-parent or the parent or step-parent of the person’s spouse or common-law partner; e) guardian or tutor. All foreign nationals who have COVID-19 or exhibit any signs or symptoms of COVID-19 continue to remain prohibited from entering

Canada. This change does not apply to immediate family members of temporary residents in Canada, such as those on a student or work visa. Victoria Police arrest Gurjit and Manjeet Purewal, seize stolen property VICTORIA Police Strike Force officers arrested Gurjit Purewal, 50, and Manjeet Purewal, 41, and seized stolen property after they executed a search warrant at a business in the Burnside Gorge neighbourhood this week. At approximately 8 a.m. on Thursday, June 3, Strike Force officers executed a search warrant at a business location in the 400-block of Gorge Road East. Strike Force’s investigation led them to believe that this business was involved in the buying and re-selling of sto-

len property. This is known as a “fencing operation”, in which the business acts as a fence, or middleman, that takes in stolen property from thieves and re-sells it for profit. The existence of a “fencing operation” serves as a marketplace for stolen property to be bought and re-sold. Police said the Burnside Gorge neighbourhood has seen an increase in property crime over recent weeks. Strike Force, along with other Victoria Police resources, have been tasked with targeting this issue. By focus-

ing on the business, Strike Force effectively disrupted

a marketplace for stolen goods within the neighbour-

hood. Strike Force officers searched the business and seized a number of stolen items. The recovered stolen property included alcohol, perfume, electronics, coffee and other items (see photo). Strike Force officers arrested Gurjit Purewal and Manjeet Purewal who were associated to the business. They face charges of trafficking in stolen property, possession of stolen property, and laundering the proceeds of crime. Police said this was a coor-

dinated investigation that was led by Strike Force. However, the investigation involved officers from Patrol, the Community Services Division, and Detectives from the Major Crime Unit. Victoria Police’s Strike Force is a covert investigation and operations unit and will continue to focus on property offenders within the community. Over the past year, the Surrey RCMP has received 648 reports of crime and lost property at www.surreyrcmp.ca/report. In May 2020, the ability to report driving complaints was added to the list of things that can now be reported online. Residents can report poor driving behaviors that are not in progress, such as speeding, distracted driving, or failing to follow road signs or signals. Complaints regarding in-progress driving complaints must be called in to Surrey RCMP non-emergency at 604-599-0502 or, if there is an immediate threat to safety, to 9-1-1. Since its inception, Online Crime Reporting has assisted in reducing the detachment’s calls for service, allowing call takers and frontline officers to focus on higher priority calls, which improves overall safety and response times. In addition, the online reports help police identify crime trends and areas with repeated driving complaints. This information helps to inform police deployments around Surrey. Members of the public with a valid email address can use the Online Crime Reporting tool to report less serious crimes that occur in Surrey where there may not be any suspects or witnesses, and where follow up by a police officer is not required. Tilhqot’in Nation calls on Canada, RCMP to take urgent action on systemic racism in policing “The RCMP seem to lack an understanding of Indigenous peoples” Williams Lake: The Tilhqot’in Nation is urging Canada to take action to address systemic racism, particularly between First Nations and the RCMP, as protests against police brutality and racism demand change in the United States, Canada and around the world. In a statement on Wednesday, the Tilhqot’in National Government said: “First Nations communities in Canada have been calling on the government and RCMP to address systemic racism for years. This systemic racism is killing our people. First Nations in Canada have been coming forward to share their stories of racism and police brutality such as the story with Chief Allan Adam (see photo) of the Athabasca Chipewyan First Nation in Fort McMurray, Alta., and his encounter with the police back in March 2020. Last week RCMP in New Brunswick were called to do a wellness check on a young Nuu-chah-nulth woman, Chantal Moore, 22, and she was fatally shot five times. Countless other Indigenous people,

In an effort to address systematic racism in policing and improve relations between First Nations and the RCMP, the Tilhqot’in Nation is calling to reform and remodel training for the RCMP to include better First Nation awareness. Chief Joe Alphonse, Tribal Chairman, Tilhqot’in National Government, said: “We stand in solidarity with the protests against police brutality and racism against black people, Indigenous people and people of colour in the United States and Canada. Our people have been taking a stand against racism for a long time. This is not new, but

recent events have provided the opportunity for our people to come forward with their experiences of injustice. Like many other First Nations across Canada, we have had serious issues when it comes to the RCMP. The RCMP seem to lack an understanding of Indigenous peoples. During the 2017 Wildfires, the RCMP threatened to take our children from our homes when we refused to evacuate our community and stayed to fight the fires ourselves. They failed to understand our Indigenous rights and authority. Further, they failed to understand the sensitivity of communicating in such a manner given our people’s history with residential schools. These are people who are left to uphold the law and they don’t understand indigenous people and how the institutions in this country have been created in a way that is implicitly biased. Training within the RCMP is needed so that we can better identify all the underlying issues, make recommendations and improvements and, from there, begin healing.”

16 new cases of COVID-19 in B.C.; one more death HEALTH Minister Adrian Dix and Provincial Health Officer Dr. Bonnie Henry on Friday announced 16 new cases who have tested positive for COVID-19, for a total of 2,709 cases in British Columbia. There has been one new COVID-19 related death in the Vancouver Coastal Health region, for a total of 168 deaths in the province. There are 187 active cases of COVID-19 in the province and 2,354 people who tested positive have recovered. Of the total COVID-19 cases, 12 individuals are hospitalized, three of whom are in intensive care. The remaining people with COVID-19 are recovering at home in selfisolation. Since the start of the pandemic, there have been 922 cases of COVID-19 in the Vancouver Coastal Health region, 1,396 in the Fraser Health region, 130 in the Island Health region, 196 in the Interior Health region and 65 in the Northern Health region. This includes a data correction of one less case in the Northern Health region.

forward. This includes amending the provincial health officer’s order for food and liquor service establishments to make restaurants and pubs safer for employees and patrons. “The amended order goes step in step with enhanced worker guidance that is now available on the WorkSafeBC website. “The requirements for this sector have been adjusted in response to small clusters of new cases in businesses, as employees spend more time together and in recognition that a safe number of patrons is highly dependent on the amount of space within each location, not the restaurant capacity. “The best way for us to avoid spreading the virus is to ensure everyone, employees and patrons, have the space to stay safe. “Food service owners need to remember

that protecting your employees and patrons requires layers of protection in the kitchen and in the dining area. Plans need to include such things as frequent handwashing, increased cleaning, using barriers in kitchens and dining areas, and giving lots of space between tables. “For patrons going to your local establishment, complete your checklist before going out and when you arrive. B.C. reports highest-ever monthly total of illicit drug deaths – 170 – in May B.C. has recorded three consecutive months with over 100 illicit drug toxicity deaths THE BC Coroners Service has published updated reports on illicit drug toxicity deaths and fentanyl-detected drug deaths to the end of May 2020. The 170 illicit drug toxicity deaths reported in May mark the highest monthly total ever in British Columbia. “It is both sad and deeply frustrating to see the number of illicit drug deaths reach a new high in B.C. four years after the declaration of a public health emergency,” said Lisa Lapointe, Chief Coroner. “Despite the many collective efforts directed at this crisis, the toxic drug supply continues to take the lives of our family members, friends and colleagues. “We still know that illicit drug toxicity death rates in B.C. remain the highest for any jurisdiction in Canada, and every region in B.C. has been impacted. That said, were it not for the dedicated efforts taken to date, the death toll would be higher. We must continue to build on further access to safe supply in B.C. and for a regulated, evidence-based, supportive treatment and recovery system as important pillars in preventing future deaths.” The illicit drug toxicity death total of 170 for May 2020 surpasses the previous high of 161 reported in December 2016. British Columbia has recorded three consecutive months with over 100 illicit drug toxicity deaths. “The number of people who we’ve lost – not this past month, but over the past four years – is unfathomable and heartbreaking,” said Guy Felicella, peer clinical advisor with BC Centre on Substance Use and the provincial

Lisa Lapointe Overdose Emergency Response Centre. “More British Columbians died of overdose in one month than died in the whole first wave of COVID-19. All British Columbians should collectively share our grief and urge action to improve access to safer supply so people can get the help they need.” There have been 554 illicit drug deaths to date in 2020 in British Columbia. “These tragic deaths are a potent reminder that we must persevere with the many interventions in place and continue in our efforts to reduce harm and stigma, stop overdoses and care for people with addiction,” said Dr. Bonnie Henry, Provincial Health

Officer. “The overdose crisis is taking a toll on families and communities across this province, and we know the second public health emergency of COVID-19 is adding additional challenges. There is no simple solution, but we remain committed to doing all we can to support people who use drugs, as well as their families, friends and loved ones.” Post-mortem toxicology testing data published in this most recent report suggest an increase in the number of cases with extreme fentanyl concentrations in April and May 2020 compared with previous months. “The drug supply is unpredictable and highly toxic, and has led to a sustained increase in fatal and non-fatal overdoses from smoking and injection in recent months,” said Dr. Jane Buxton, harm reduction lead for the BC Centre for Disease Control. “COVID-19 has added challenges and people may be feeling more isolated and anxious, but it’s important to continue to buddy up, or access local overdose prevention and supervised consumption services during this time.” Other key findings of these drug death reports, based on preliminary data, include: * In May 2020, there were 170 suspected illicit drug toxicity deaths. This represents a 93% increase over the number of deaths in May 2019 (88) and a 44% increase over the number of deaths in April 2020 (118). * In April and May 2020, approximately 19% of cases had extreme fentanyl concentrations (exceeding 50ug/L) as compared to 9% between January 2019 and March 2020.

* The townships experiencing the highest number of illicit drug toxicity deaths in 2020 are Vancouver, Surrey and Victoria. * The Northern Health Authority has the highest rate of illicit drug toxicity deaths (32 deaths per 100,000 individuals), followed by Vancouver Coastal Health Authority (29 deaths per 100,000) in 2020. Overall, the rate in B.C. is 26 deaths per 100,000 in 2020. * In 2020, 70% of those dying were aged 19 to 49, and males accounted for 80% of deaths this year to date. * In 2020, 85% of illicit drug toxicity deaths occurred inside and 13% occurred outside. * No deaths have been reported at supervised consumption or drug overdose prevention sites. Quick Facts: * The BC Centre for Disease Control recently posted an alert on increased drug toxicity reported throughout B.C. with spikes in fatal and non-fatal overdose events through smoking and injecting. * The Provincial Health Services Authority launched its new Lifeguard app to help prevent overdoses last month, a made-in-B.C. resource to reduce risk for people who use substances. * According to BC Emergency Health Services, paramedics respond to an average of 2,000 overdose calls per month in British Columbia. There have been no significant changes in that overdose call volume in 2020, aside from a slight increase in May (just over 2,300 calls).

Vancouver approves Lyft and Uber for inter-municipal ride-hailing licences THE City of Vancouver has approved Lyft and Uber to receive inter-municipal business licences (IMBL) for ride-hailing. This allows Lyft and Uber to pick up and drop off passengers across the Lower Mainland using one business licence. Participating municipalities include Abbotsford, Anmore, Bowen Island, Burnaby, Chilliwack, Coquitlam, Delta, Harrison Hot Springs, City of Langley, Township of Langley, Lions Bay, Maple

Ridge, New Westminster, City of North Vancouver, District of North Vancouver, Pitt Meadows, Port Coquitlam, Port Moody, Richmond, Squamish, Surrey, Vancouver, West Vancouver, and White Rock. Receipt of an inter-municipal business licence is the final step for a company to legally operate ride-hailing vehicles in participating municipalities across the Lower Mainland. Companies

must also hold a Provincial Transportation Network Service (TNS) licence from the Passenger Transportation Board, which Lyft and Uber received on January 23. The City approved an IMBL to Lyft on May 27 and to Uber on June 2. On May 5, the City granted the first IMBL for ride-hailing to Kabu-Ride Inc (Kabu).

Vancouver Mayor calls on Province to conduct comprehensive review of policing in B.C. Review should investigate systemic racism and disproportional violence experienced by Black and Indigenous community members VANCOUVER Mayor Kennedy Stewart on Thursday called on Premier John Horgan to conduct a comprehensive review of all policing in British Columbia, including the Vancouver Police Department, the RCMP and other municipal police departments. “We like to think of ourselves as a community where racism and discrimination don’t happen, but our history and the stories we hear from our neighbours today show us all that this is simply not the case – it has never been the case,” said Stewart. “While some important steps have been taken in Vancouver, the systemic changes called for around the globe re-

ple, people experiencing homelessness, drug users, sex workers, women, two-spirit, queer, trans and gender-diverse people. - How to better balance investments in safety, criminal justice, and policing with investments in more community-based approaches to mental health, youth outreach, poverty, and homelessness. - Diversity and training within policing services and oversight bodies. - The efficacy and funding model for body worn cameras by all police in British Columbia. - How to end the practice of discriminatory street checks.

“It isn’t very often that we’re given a chance to reimagine something as fundamental and important as how our society protects its people,” said Stewart. “Through terrible tragedy, but also incredible bravery and energy on behalf of activists and community members, we can fundamentally change how policing is done in our Province.” Stewart will be submitting this request in writing to the Premier and will ask for an urgent response that matches the urgency of this issue. He will also send a copy of this letter to the leaders of the BC Liberal and BC Green parties and request their public response.

87% of British Columbians say provincial government has responded well to COVID-19 outbreak WHILE provincial governments cannot yet claim full victory in the long and ongoing fight against the COVID-19 outbreak, their electoral positions are apparently gaining ground. A new study from the non-profit Angus Reid Institute finds that at least seven-in-10 residents in every region of the country say their province has done a good job in handling COVID-19. Further, and likely owing in part to that satisfaction, in each of the provinces canvassed, the governing party holds a vote intention advantage of at least six points. In Ontario, British Columbia, and Quebec, the impact has been considerable, with the respective parties of the Ford, Horgan and Legault governments now each enjoying more than a 15-point lead. Political fortunes can turn on a dime, however, and longer-term assessments of issues may portend challenges for some governments, even if they are currently the top choice of constituents. In Alberta, just 43 per cent of residents say the United Conservative Party has done a good job of handling the economy, in Newfoundland and Labrador that number drops to just 32 per cent in assessing Dwight Ball’s governing Liberal Party. And while it has dropped down the

Waterfront’s Expo Line eastern entrance to close temporarily BEGINNING June 12, the eastern entrance to Waterfront’s Expo Line platform will be closed for approximately three weeks. This closure is necessary to ensure customer safety during the replacement of the escalators, which requires the use of heavy machinery. TransLink has expedited this project while ridership remains low – this will minimize the impact to customers while delivering the project earlier than planned. Once complete, the new escalators will be more durable and reliable for customers using Waterfront Station. During the construction period, Waterfront Station’s Expo Line platform will only be accessible from the western entrance on Howe

Street. Customers seeking to transfer between the Expo Line and

the Canada Line, SeaBus, or West Coast Express should plan extra

travel time into their commute to walk between the Howe Street entrance and the Cordova Street mezzanine. Importantly, there will be no elevator access to Waterfront Station’s Expo Line platform during construction. For customers requiring elevator access, TransLink will be running a shuttle bus service between Waterfront and Burrard stations. Road tests for commercial drivers resume next week IN line with B.C.’s Restart Plan, ICBC is now moving forward with a phased approach to offering inperson driver licensing services. Commercial road tests (Class 1-4) can resume next week, and will be by appointment only. Starting June 11, customers wishing to obtain a commercial licence can call 1-800-950-1498 to book an appointment. ICBC is asking customers for their patience as it anticipates high call volumes. Priority appointments will initially be provided to customers who had their commercial road test appoint-

ments cancelled between March 17 and March 30. The plan for resuming road tests is focused on the health and safety of ICBC employees and customers, aligned with the guidelines set out by the Provincial Health Office and WorkSafeBC, and developed in consultation with ICBC employees and MoveUP. Customers are asked to arrive on time for their appointment with the required identification and ensure the interior of their vehicle is clean. Upon arrival, they will be asked a series of health screening

questions and provided a mandatory medical-grade mask to wear for the duration of the road test. Driver examiners will continue to conduct road tests from inside the customer’s vehicle to ensure the examiner is able to fully assess the road test and to take control of the vehicle in the event of an emergency. Driver examiners will be provided the appropriate personal protective equipment (PPE) which can include a combination of masks, shields, goggles, gloves and disposable seat covers. To date, ICBC has secured suf-

ficient PPE for this initial phase. ICBC is planning to expand the availability of road tests to other classes of licences as soon as possible. The timing of that expansion will be dependent on the successful roll-out of this initial phase and ICBC’s continued ability to secure sufficient PPE for our employees and customers. Solicitor General Farnworth: B.C.’s outdated Police Act will be modernized MIKE Farnworth, Minister of Public Safety and Solicitor General, on Friday released the following statement in response to calls for British Columbia’s Police Act reform: “Everyone deserves to be treated fairly by the police, and our government acknowledges that for many Black, Indigenous and other people of colour, that hasn’t always been the case. Ensuring the police are held accountable to the highest standards for fair and unbiased conduct is crucial to main-

taining public trust. “To that end, our government passed legislation last year to strengthen the Independent Investigation Office’s capacity and improve the quality and timeliness of its investigations. We have also introduced new binding standards on police stops – or ‘street checks’ – to promote unbiased policing. Under the new standards, police are not permitted to make arbitrary stops or ones based on race. “But we know more work can

and must be accomplished. Earlier this week, I met with Premier John Horgan to discuss B.C.’s outdated Police Act, which is out of step with our government’s approach and our work with police services on important issues including harm reduction and mental health. He asked me to strike an all-party committee to engage with communities and experts on how the 45-year-old act can be modernized to reflect today’s challenges and opportunities for delivering police services with a

specific focus on systemic racism. “We also recognize that police officers require a modern policing structure that provides greater clarity for their roles. Expectations on front-line police responders have grown and our policing and public safety model needs to reflect communities’ current and future needs. “When the legislature resumes later this month, I will be tabling a motion to strike this committee and I will look forward to receiving its recommendations.”

Two new supportive housing buildings coming to Surrey TWO new supportive housing buildings will provide more than 100 rooms in Surrey, providing homes for people experiencing or at risk of homelessness. Construction is scheduled to begin in July 2020 on Guildford Place, located at 14706 104 Avenue. Guildford Place will consist of 61 permanent studio units, each with a private washroom and kitchen. The building will include a commercial kitchen, dining and lounge areas, storage and amenity space, laundry

moving in soon after. “The need for safe, secure housing has never been more important,” said Garry Begg, MLA for Surrey-Guildford. “We are taking urgent action with our partners to provide more supportive homes because we’ve seen how successful this type of housing has been for helping people move forward with their lives.” In addition, BC Housing and the City of Surrey have identified a site for another supportive housing building.

Harry Bains Located at 13620 80 Avenue, the building will consist of 40 homes for people experiencing homelessness in the

community. “Our community is safer and healthier when people have housing and the supports they need,” said Harry Bains, MLA for Surrey-Newton. “These new homes are another step forward in reducing homelessness in Surrey and making sure people have a place to call their own.” BC Housing intends to submit a temporary use permit application for the 80th Avenue site to the City of Surrey later in June. Surrey Grade 9 student Tavisha Kochhar gives a helping hand to frontline health workers TAVISHA Kochhar, a 14-year-old, Grade 9 student of Surrey’s Sullivan Heights Secondary School has won the hearts of frontline health workers across the Lower Mainland by raising funds for them by making and selling reusable facemasks during this COVID-19 crisis. She raised $2,300 in one month. She donated $1,500 to Surrey Memorial Hospital for frontline health workers, $400 to BC Children Hospital and has already raised $400 for St. Paul’s Hospital. State of emergency extended to June 23 to continue B.C.’s COVID-19 response THE B.C. government has formally extended the provincial state of emergency, allowing Mike Farnworth, Minister of Public Safety and Solicitor General, to continue to use extraordinary powers under the Emergency Program Act to support the Province’s COVID-19 pandemic response. “As we continue to slowly and carefully reopen our economy, British Columbians are starting to see aspects of normal life return. But it’s important to remember that we’re not out of the woods yet,” said Premier John Horgan. “There are a lot of people, businesses and

communities that continue to need a hand right now, and the extension of this state of emergency helps us do that.” The state of emergency is extended through the end of the day on June 23, allowing government to continue to take the necessary steps to keep British Columbians safe. “Under the provincial state of emergency, our government continues to address the variety of needs throughout British Columbia in response to COVID-19,” Farnworth said. “We’ve been working with communities throughout this crisis, and

the provincial state of emergency helps ensure our efforts continue in a mindful and co-ordinated way.” Actions taken in the previous two weeks to support British Columbians include: * strengthening the federal commercial rent program by issuing a new order that protects B.C. businesses that are eligible for rent support from commercial evictions due to unpaid rent payments through to the end of June 2020; * more than 157,000 students returning to school on the first day of an optional return to in-class instruction for the remainder of the

2019-20 school year; * launching a new online resource to showcase current job vacancies in agriculture, while providing farmers, seafood businesses and food processors with a onestop shop to support their hiring and planning needs; * expanding the air quality alert subscription service beyond email notifications to allow people to receive realtime air quality advisories and smoky skies bulletins by text; * investing $7.5 million through Creative BC for Amplify BC, a program to help B.C.’s music industry to create and operate during the

pandemic; * providing an additional $250,000 to support industryled Buy BC activities focused on e-commerce, for a total of $550,000 under government’s Buy BC Partnership Program; * providing temporary relief to hospitality licensees who have had to suspend their operations as a result of the COVID-19 pandemic, as licensees are allowed to sell their existing liquor stock to other licensees who are still operating and private liquor stores; * beginning to assess courthouses and courtrooms throughout the province to

ensure they meet the health and safety requirements established by the provincial health officer and WorkSafeBC; and * providing an additional $250,000, for a total of $550,000 to support B.C. farmers and processors to move online. The extension of the provincial state of emergency is based on recommendations from B.C.’s health and emergency management officials. Farnworth made the original declaration on March 18 after Dr. Bonnie Henry, provincial health officer, declared a public health emergency the previous day.

Delta Police program connects isolated volunteers with seniors IF the COVID-19 pandemic has taught us anything, it’s that being isolated from friends and family can really take a toll on one’s mental and physical well-being, says the Delta Police Department (DPD) which has recently launched a program aimed at connecting isolated seniors with DPD volunteers. “I was prompted to bring the Keep in Touch Program to Delta after working with an elderly gentleman with medical issues, and only one living relative, who lives above our North Delta Community Police Of-

fice,” says Acting Staff-Sgt. John Jasmins. “Seeing how it affected this gentleman when his only relative was hospitalized for a number of months had me thinking that our volunteers are in a great position to reach out to people like him, and try to provide some social and community connection.” The program involves in-house training from the program coordinator to interested volunteers. Once trained, volunteers connect with seniors via phone, Monday to Friday. In addition, the program will hold a

social luncheon for all participants twice a year. Jasmins notes that for the start of the program, DPD will rely on its civilian employees, but hopes the DPD volunteers will be back at some point over the summer. Any social luncheon would only be organized should BC Government health guidelines regarding COVID-19 allow for such events. Richmond RCMP issued 138 violation tickets for speed-related infractions over a 7-day period OVER a seven-day period at the end of May, the Richmond RCMP Road Safety Unit issued 138 violation tickets for speed-related infractions including five impoundments for excessive speeding, and one notice of driving prohibition. Considering the reduced number of vehicles travelling along the roadways, these are sig-

nificant numbers, the RCMP said on Monday. The Richmond RCMP has been transitioning to the electronic ticketing system which has been adopted in many parts of British Columbia. Electronic or eTicketing has dramatically assisted officers in increased efficiency while at roadside – whether referencing appropriate sec-

tions of the Motor Vehicle Act or its regulations to uniform, clear and concise printouts that are virtually impervious to ink smearing due to inclement weather. Electronic ticketing also allows enhanced convenience to the end user to pay applicable fines online quickly and efficient, sometimes as fast as five minutes

OBITUARY SARDAR GURDIAL SINGH NEEL February 24, 1925 – June 7, 2020

ghalay aavahi naankaa saday uthee jaahi. ||1|| Those who are sent, come, O Nanak; when they are called back, they depart and go. ||1|| Sardar Gurdial Singh Neel passed away on Sunday, June 7, 2020, at the age of 95 in Richmond, B.C. He is survived by his wife of 71 years, Swarnjit Kaur Neel, their three children Sutinder (Paramjit), Kanwal Inder (Nancy), Freedom/Sarbjit (Leela), four grandchildren, and five great grandchildren. Mr. Neel was an extraordinary educator who had an amazing ability to give his time freely, communicate openly, build cultural bridges, and genuinely care with a smile on his face. Gurdial Singh Neel was born in Ludhiana, India in 1925. After receiving three degrees, he started his teaching career in Punjab in 1948. He married his wife Swarnjit Kaur the same year. In 1951, he and his wife moved to Mombasa, Kenya where he taught until he moved to Canada in 1969 with his family. They settled in Richmond, B.C., where he spent the last 51 years. Mr. Neel’s volunteer service in the community was commendable, from his work with the Boy Scouts and First-Aid in Kenya to raising funds for Cancer Society, assisting Seniors, and organizing multicultural activities in Canada. He has always been dedicated to educating different groups in the community about the Punjabi Language and Sikh Way of Life. Some highlights of his community involvement were leading the Kenyan contingent to the World Scout Jamboree in England where he met the Queen in 1957, being the president of Khalsa Diwan Society in Vancouver in 1974, volunteering at the Commonwealth Games in Victoria in 1994, and receiving Queen Elizabeth II Diamond Jubilee Medal in 2012. His volunteer work reached people of all ages and all walks of life. He was also an exemplary educator who taught sciences for over 35 years in the public-school system on three continents. He also taught Punjabi to a number of youths for over 60 years. Since he retired as a teacher from McNair Secondary School in Richmond, B.C., in 1985, each year he has donated a scholarship for the top science student at the school’s valedictory ceremony. In 1986 he became the founding principal of Khalsa School in Vancouver. After the inception of the school he has been a trustee and a board member of the Khalsa schools for the past 35 years. He recently started the Founding Principal’s Scholarship given to top students at all five Khalsa School campuses. He always believed that education is a key element in breaking racial and cultural barriers. In addition to his passion for education and compassion for community service, Mr. Neel loved to travel. He and his wife visited over 60 countries on all six continents and loved experiencing different cultures. A few years ago, Mr. Neel was asked “If you were granted one wish, what would that be?” His response was “May this journey of life continue to be one of contentment and satisfaction. May I always be thankful for all my blessings and live according to the Sikh Way of Life and practice Naam Japna, Vand Chanka and Kirat Karni to the fullest.”

AN alert Surrey RCMP frontline officer made a significant seizure of drugs and cash in Guildford on June 2. The officer was on proactive patrol and observed suspicious activity involving two people associated to a vehicle idling in the parking lot of a gas station in the area of 168th Street and 96th Avenue. Further investigation by the officer led to the discovery of items consistent with drug trafficking and culminated in the arrest of a man and a woman. As the investigation progressed, officers located and seized a substantial amount of drugs, including suspected cocaine, heroin, and heroin / fentanyl. Officers also located and seized approximately $20,000 in cash, bear mace, a baton

and a knife. The man and woman were released from police custody as the investigation is continuing. Charges have not been laid at this time. “This seizure is a great example of proactive policing by our frontline officers,” said Cpl. Joanie Sidhu. “They saw something that looked out of place, they took the time to find out

Charges laid in fraud and mail theft investigation in Surrey THREE individuals have been charged with fraud and mail theft-related offences stemming from a lengthy investigation by the Surrey RCMP Property Crime Target Team (PCTT). On January 27, the Surrey RCMP PCTT began a pro-active investigation targeting mail theft. The investigation expanded to include incidents of mail theft in other jurisdictions and culminated in search warrants for three locations in Delta and Burnaby, that were executed on February 25. During the execution of the search warrants, officers located a large quantity of allegedly stolen mail and equipment used to manufacture fraudulent cheques and credit cards. On May 21, charges were laid against Cody and Juanita Mc-

Charges approved against Prince George RCMP officers THE BC Prosecution Service (BCPS) announced on Monday that charges have been approved against three Prince George RCMP officers in connection with their involvement in the arrest of two suspects on February 18, 2016, in a residential neighborhood in Prince George. The case was investigated by the Independent Investigations Office (IIO), which subsequently submitted a Report to Crown Counsel in June 2018. The BCPS said that the charge assessment process in this case was significantly delayed due to the complexity of the issues, the volume of initial disclosure, its requests for further information, and subsequent receipt of additional disclosure. An information charging Constable Joshua Grafton with assault, assault with a weapon, and obstruction of justice was sworn on June 8. A separate information charging Constable Wayne Connell and Constable Kyle Sharpe with assault causing bodily harm was also sworn on June 8. Their first appearance is set for August 12 in Prince George Provincial Court. The BCPS said the charges were approved by an experienced Crown Counsel with no prior or current connection with the officers. The charge assessment guidelines applied by the BCPS in reviewing all reports to Crown Counsel are set out in the BCPS Crown Counsel Policy Manual.

RCMP need to be investigated fully, fairly, transparently and most importantly, resolved in a timely and effective manner out of respect for all parties. “The NPF and all RCMP members recognize the very real and pressing need to ensure that cases that involve police use of force are properly reviewed and, where appropriate, investigated. We support and work to protect every Canadians’ right to be treated fairly and equally. “This case in Prince George launched in February 2016, took well over two years for the IIO to investigate and another two years for the Crown to approve charges for an incident that thankfully ended in only minor injuries for the two individuals that have since pled guilty to the crimes for which they were pursued and arrested. “These RCMP members have continued to serve their communities diligently and professionally while this protracted investigation took place, and now face additional years of uncertainty awaiting trial and verdict.

ON Tuesday, at approximately 8:30 a.m., Surrey RCMP frontline officers responded to a report of a disturbance at a residence in the 12700-block of 104th Street in Whalley area. Officers located two men fleeing from the home. One of the men was suffering from a non-life-threatening gunshot wound and was transported to the hospital. Further investigation indicated that a third man associated to the disturbance fled prior to police arrival, and has not yet been located. The initial indications are that this incident was a dispute between parties known to one another. The location and when the injured man was shot is still under investigation. SURREY RCMP are asking for the public’s assistance with a suspicious fire investigation. Police were called to a report of a suspicious vehicle fire in the 7500-block of 140th Street during the night of Sunday, June 7. Poll shows overwhelming support for fair bidding in B.C. A new poll released by Merit Canada and the Independent Contractors and Businesses Association shows that 83% of British Columbians surveyed support giving all construction companies a fair chance to land taxpayer-funded work, regardless of how their workforce is organized. Canada-wide, support for fair bidding hits 88%. “The building trades unions represent fewer than 15% of B.C. construction workers, yet they are given preferential treatment by the NDP Government,” said ICBA president Chris Gardner. “While British Columbians overwhelmingly support giving all construction companies in B.C. a fair chance at taxpayer-funded work, the province has effectively cut a special deal with their long-term supporters at the expense of B.C.’s construction workers and taxpayers.” In the poll, not a single age group, gender, education level, or income bracket supported directing work to unions and cutting out open shop contractors. ICBA and several other business associations, progressive unions, construction contractors and workers will be in front of the B.C. Court of Appeal July 16-17 challenging this policy. “British Columbians understand that fair, open bidding – a level playing field for government work – is the best way to keep costs down and deliver the infrastructure we need in B.C. to keep our economy strong and improve our quality of life,” said Gardner. The basis of the legal challenge is the significant consequence and inherent unfairness of the NDP Government’s decision to exclude the 85% of the 250,000 men and women in construction who do not belong to a building trades union from working on government projects. “Through the COVID-19 crisis, we’ve heard

repeatedly – and we agree – that we are all in this together,” said Gardner. “So, it follows that we all need to be together in the recovery too – no one should be left behind in the middle of a global pandemic. Every construction worker in B.C. deserves a fair shot at taxpayer-funded work. No one is asking for a special favour, just a fair shot and a level playing field.” The stated goal of the NDP Government’s policy is to hire locally and hire more young workers, more women and more people from Indigenous communities, but the ICBA says that construction contractors are already doing just that. “You do not hire more people seeking jobs in construction by restricting work on government projects to just the 15% of construction workers represented by the building trades – it makes no sense. The only thing the government has done is to drive construction costs dramatically up as a result of red tape, inefficient practices, and far fewer bids on projects,” said Gardner. Already, several phases of the Highway 1 expansion project are tens of millions of dollars over budget, and the latest design of the new Pattullo Bridge strips out much-needed intersection and approach improvements in an effort to cut costs that have escalated because of this unfair and discriminatory policy. BCREA 2020 Second Quarter Housing Forecast Vancouver, BC: June 10, 2020. The British Columbia Real Estate Association (BCREA) released its 2020 Second Quarter Housing Forecast today. Multiple Listing ServiceŽ (MLSŽ) residential sales in the province are forecast to decline 21 per cent to approximately 61,000 units this year, after recording 77,347 residential sales in 2019. Gujarat’s lion count rises to 674 A global conservation success story Gandhinagar (IANS): Prime Minister Narendra Modi announced on Wednesday that the population of the Asiatic lion in Gujarat’s Gir forest has gone up by a whopping 29 per cent. “Two very good news: Population of the majestic Asiatic Lion, living in Gujarat’s Gir Forest, is up by almost 29 pc. Geographically, distribution area is up by 36 pc,” Modi tweeted. He added, “Kudos to the people of Gujarat and all those whose efforts have led to this excellent feat.” The Asiatic lion, once faced with imminent extinction, has shown a population recovery which has been acclaimed as a global conservation success story. Modi further claimed, “Over the last several years, the lion population in Gujarat has been steadily rising. This is powered by

community participation, emphasis on technology, wildlife healthcare, proper habitat management and steps to minimise human-lion conflict. Hope this positive trend continues!” The population of the Asiatic Lion has grown from 523 in

2015 to 674 in 2020. The Forest Department conducted an exercise ‘Poonam Avlokan’ (jungle watching during full moon) on June 5 and 6. During the two-day census, the department counted a total of 674 lions. Among them are 161 males and

260 female adults, and 45 male and 49 female - along with 22 unidentified - sub-adults. Plus, 137 cubs were also identified. There WAS a steady growth in the lions’ population from 284 in 1990 to 359 in 2005. But from there, it was slower: from 411 in 2010 to 524 in 2015 to 674 in 2020. The latest count shows a growth of 28.87% over the 2015 figure. The growth in population is directly related to the expanding distribution area or the territory of beasts. During 1990, the area was around 13,500 sq.km. It expanded to around 16,500 in 2005. The distribution area grew to around 18,500 sq.km in 2010 and in 2015 it spread across 22,000 sq.km. Today, the ‘Pride of Gujarat’ is found in 30,000 sq.km area in nine districts of Saurashtra.

Chandigarh (IANS): Less than 24 hours after Akal Takht acting jathedar Giani Harpreet Singh endorsed the demand for Khalistan, three legislators of Punjab’s ruling Congress reacted on Sunday, demanding a clarification from Akali Dal leader Sukhbir Badal and his wife and Union minister Harsimrat Kaur. The acting jathedar had said on the 36th anniversary of Operation Blue Star in the holy city of Amritsar, some 250 kms from state capital Chandigarh, that the Sikh community “will accept Khalistan, if the government offers it.” His statement was further endorsed by Shiromani Gurdwara Parbandhak Committee chief Gobind Singh Longowal.

‘Khalistan’ refers to a separate state for the Sikhs. “If the government gives us Khalistan, what more can we ask for? We shall accept it. Every Sikh wants Khalistan,” the Akal Takht jathedar told the media. The Congress MLAs -- Amrik Singh Dhillon, Surinder Dawar and Kuldeep Singh Vaid -- said both the Shiromani Akali Dal (SAD) and its alliance partner the Bharatiya Janata Party (BJP) were indulging in divisive politics to grab power in the state. “Both parties are playing divisive politics to create turmoil in the state, which has attained peace after losing so many innocent lives during the dark days of militancy,” they said. The 36th anniversary of

Operation Blue Star was marred by a minor scuffle and heated arguments between Sikh activists and police as they forced their entry into the Golden Temple in Amritsar on Saturday, police said. The Sikh activists and leaders wanted to gather in large numbers at the Akal Takht, the highest temporal seat of the Sikh religion, in the Golden Temple complex that has not officially opened due to the coronavirus lockdown. They were initially stopped by the police, but later after heated arguments they managed to reach the shrine complex where prayers were performed with a few devotees in attendance. Operation Blue Star was carried out by the Indian Army at the Golden Temple complex between

June 1 and 8, 1984. Every year, prayers are held at the Akal Takht by radical Sikh organisation Dal Khalsa to mark the anniversary of the Army operation carried out to flush out heavily-armed terrorists from inside the complex. As for threats to peace due to observance of Operation Blue Star anniversary, Chief Minister Amarinder Singh had said nobody would be allowed to disrupt the peace of Punjab, which had lost 35,000 lives during the dark days of terrorism. “No Punjabi wants this,” he had said, adding that it was only a handful of anti-India elements that continued to try and provoke people in the name of Khalistan every now and then.

Rajasthan Congress on alert, sends MLAs to resort ahead of Rajya Sabha polls Jaipur (IANS): The Congress in Rajasthan seems to be on alert mode in the wake of upcoming Rajya Sabha elections scheduled on June 19 and has sent its Independent MLAs to a resort to prevent them from being poached. While Chief Minister Ashok Gehlot on Wednesday morning had a scheduled meet-

ing with all party MLAs at his residence, in the evening, the Congress whip Mahesh Joshi lodged an official complaint with Director General of Police, ACB, demanding strict action against BJP workers who were allegedly trying to lure away the independent MLAs with money power. Joshi, in his letter addressed

to the DG ACB, said, “On the lines of Madhya Pradesh, Gujarat, Karnataka, there has been an information coming via our reliable sources about efforts being made by the BJP to destabilise the government in Rajasthan by luring Congress as well as Independent MLAs who are supporting our government.”

“This despicable attempt is not only against democratic values but also against people’s expectations. This is illegal, unethical, condemnable and invites legal action. Strict action should be taken against those involved in such a despicable crime who are trying to lure people’s representatives and destabilise the government,” the letter said. On June 19, voting for three Rajya Sabha seats will take place in Rajasthan where Congress has nominated two candidates -- K.C. Venugopal and Neeraj Dangi, while BJP has also fielded two candidates -- Rajendra Gehlot and Omkar Singh Lakhawat, making the elections interesting. On Wednesday, Congress spokesperson Randeep Surjewala landed in Jaipur to take stock of the situation and keep the Congress flock together. Surjewala reached the resort where Chief Minister Gehlot along with 90 MLAs from Congress and Independents are lodged. Official sources confirmed to IANS that more MLAs will join the Chief Minister soon at the resort. Meanwhile, speculations were rife that the state min-

Now, as we fielded our second candidate, the

entire party seems to be undergoing a tense phase and has been contacting all their MLAs.” However, Poonia further said, “It is an open invite to Independent MLAs or a regional party MLA, who are dissatisfied with the functioning of the Congress government. They can come and join us. There is no harm in it.” Meanwhile, an independent MLA Mahadev Khandela speaking to the media said that he has not received any call or offer from BJP. “I stand committed to Congress,” he said. Poonia, quoting Khandela said that when Independent MLAs are openly coming out to say that they have not been approached by the BJP. “How can Congress raise such allegations,” he said. Meanwhile, official sources said that CPM and Bhartiya Tribal Party (BTP) MLAs had not yet reached the resort by Wednesday. Congress has 107 MLAs and enjoys the support of RLD (1) and Independent (13), BTP and CPI (M) have two each, BJP has 72 MLAs and is supported by its RLP alliance which has three MLAs.

In the Ratlam district of Madhya Pradesh, the ‘baba’ used to kiss the hands of devotees,

and as a result infected many people. According to information from the Health Department, so far 85 people have been found infected in Ratlam district, of which 19 came in contact with the ‘baba’ in Nayapura area. The baba used to treat people by kissing their hands and black magic. He died on June 4 due to coronavirus. This was

revealed after the discovery of the people who came in contact with him. Of those found positive, 13 people are Nayapura residents. Nodal officer Dr Pramod Prajapati also admitted that 24 people have been found infected who were in contact with the ‘baba’. The district currently has 46 active patients. So far four people have died.

India crosses 300,000 COVID-19 cases New Delhi: The number of coronavirus cases in India had risen to 306,309, with the death toll at 8,738. As India’s case count crosses the 300,000 mark on Friday with a surge of over 10,000

cases in the last 24 hours, the Health Ministry said the doubling time of COVID-19 cases in India has improved to 17.4 days, from the 15.4 days that it was a couple of weeks ago. At the time the lockdown was imposed

China reaches accord with India Chennai/New Delhi: China said on Wednesday it had “reached agreement” with India on the ongoing tensions along the Line of Actual Control (LAC), a day after India announced troops from both sides had begun a “partial disengagement” from some of the stand-off points. The Chinese Foreign Ministry said both sides had agreed to handle the situation “properly” and “in line with the agreement” to ease the situation, but did not provide specific details on some of the stand-off points, such as Pangong Lake, where Chinese troops are still present on India’s side of the LAC. talks was led by the General Officer Commanding, 3 Corps based in Karu. Last Saturday, the two sides held talks at the level of Corps Commanders on the Chinese side at Moldo opposite Chushul, where the two sides agreed to partial pullout of troops and equipment from some of the standoff areas in Galwan. The talks on Wednesday is the first of several at the rank of Colonel, Brigadier and Major General. Finger 4 area in Pangong Lake remains a major area of contention where Chinese troops had taken position in Indian territory and that is expected to be discussed at the Corps Commander level at a later stage, officials, who spoke on condition of anonymity, said.

CBI raids multiple locations in Rs 31 crore Punjab National Bank fraud case New Delhi (IANS): The CBI on Thursday carried out searches at multiple locations in Odisha, Andhra Pradesh, West Bengal and Jammu and Kashmir after registering a case for defrauding Punjab National Bank (PNB) to the tune of Rs 31 crore [Rs 310 million], officials said. A CBI official said that the agency conducted searches at the official and residential premises of accused including then officials of PNB and private per-

sons at Visakhapatnam, Kolkata, Jammu, Bhubaneswar and Cuttack in a bank fraud case. The official said that during the searches incriminating documents and locker keys have been found. The CBI official said that the agency carried out searches at the premises of Nagmani Satyanarayana Prasad, the then Chief Manager; S. C. Sharma, the then Assistant General Manager; Manoranjan Dash,

the then Chief Manager; Priyotosh Das, the then Senior Manager at PNB Station Square Branch in Bhubaneswar. The agency also carried out searches at the residence and official premises of Global Trading Solutions Ltd in Bhubaneswar including its Managing Director Abinash Mohanty, Ex-Directors Kaushik Mohanty and Anshuman Samantaray and company’s Director Bidhubhusan Nayak.

The CBI has registered a case under several sections of the IPC and the Prevention of Corruption Act on a complaint from PNB against four of its officials posted at Station Square Branch in Bhubaneswar. The bank in its complaint has named the then Chief Manager, the then Assistant General Manager, the then Chief Manager and then Senior Manager and Bhubaneswar based private firm, its officials and un-

known officials of the bank and unknown others. In its complaint the PNB alleged that the named officials had entered into a conspiracy with the Bhubaneswar based private firm through its Director(s) in the matter relating to fraud perpetrated in processing, sanctioning and disbursing CC facility, bill discounting and issuing Letters of Credit to said Bhubaneswar based private firm during 2010-15.

The bank has also alleged that the private firm had illegally diverted the funds received from the bank to its sister or group companies and misused the same. The complaint also alleged that the bank officials did not verify the genuineness of the business activities of said private company which led to the losses to the tune of Rs 31.92 crore [Rs 319.2 million].

Punjab Chief Minister for stricter lockdown on weekends, holidays Chandigarh (IANS): Amid apprehensions of community spread of COVID-19, Punjab Chief Minister Amarinder Singh on Thursday ordered stricter lockdown on the weekends and public holidays with movement to be restricted to e-passes holders. All citizens, except medical staff and essential service providers, would be required to download e-passes from the COVA app, the Chief Minister directed at a virtual meeting to review the pandemic situation and the state’s preparedness to handle further spread.

Industry, however, will be allowed to function normally on all days, said the Chief Minister, while asking Director General of Police (DGP) Dinkar Gupta to ensure strict implementation of these directives to prevent gathering of large crowds. The Chief Minister said such tough measures were necessitated on account of the spiralling COVID-19 cases across the world. Stringent curbs could help delay the peak for as long as possible, he added, pointing out that with no early vaccine or treatment in sight, strict proto-

cols were the only way to fight the pandemic. Even as he warned of the pandemic worsening in the coming days and weeks, the Chief Minister also asked medical and health experts to consider imposition of strict conditions, including mandatory testing certification, for entrants from Delhi, where the situation had assumed alarming proportions. On an average, 500-800 vehicles are coming to Punjab from the national capital every day, the DGP told the meeting. A decision on stricter curbs on those coming from Delhi will

be taken after a review by the experts, an official spokesperson said after the meeting. Pointing out that many of those who had come from outside had behaved irresponsibly and had not reported to the health authorities, the Chief Minister said tough measures would have to be taken where ever needed, as the spike was still continuing and was expected to escalate in the days ahead. The Chief Minister suggested that since it normally takes three-four days for the virus to show up, those coming from outside should be tested after

a week and in the meantime they should be strictly asked to home quarantine themselves. He also directed the DGP to ensure strict implementation of the home quarantine. The DGP said 550 flying squads of the police were enforcing the quarantine. The Chief Minister’s directions came even as the doubling rate in the state worsened from 22 days on May 31 to 15 days on June 10, showing a progressive decline day by day. Though significantly longer than the national average, the doubling period decline was a

matter of anxiety, said the Chief Minister. Expressing concern, the Chief Minister said there was no scope for complacency in the state’s battle against COVID-19. The state government’s efforts would need to be scaled up further, particularly in view of the Health Department’s projections suggesting the peak of the pandemic had yet to hit Punjab, and it could happen towards the end of August if the doubling period continues to come down as per the current trend.

Punjab seeks additional allocation of wheat for migrants Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Thursday urged Union Minister of Consumer Affairs Ram Vilas Paswan for additional allocation of 14,144 metric tonnes of

wheat, along with 1,414 metric tonnes of pulses, for two months for distribution to the migrant labour and poor non-NFSA residents of the state. This step would be instru-

mental in incentivising the workers to return to work for their livelihood, besides fully reviving the industrial activity, said the Chief Minister. In a letter to the Union Minister, Amarinder Singh said

this initiative on the part of the Centre was necessary as the loss of wages for the past few months had severely crippled the purchasing power of the migrants and the poor non-NFSA citizens.

Pertinently, the Central government had allocated 14,144 metric tonnes of wheat and 1,015 metric tonnes of pulses for distribution to migrants and nonNFSA beneficiaries under

the Atma Nirbhar Bharat scheme. The distribution of these stocks is going on in the state and is expected to be completed within the next 10-15 days.

‘Kishor made Captain’s grandson wait 2 hours before saying no to Cong for 2022’ Chandigarh/New Delhi (IANS): Even as Punjab Chief Minister Amarinder Singh described election strategist and former Janata Dal-United leader Prashant Kishor as “a family member”, the latter once again rejected the Congress leader’s request to take up the party’s cause for 2022 assembly polls in the state, sources said. Highly-placed sources in Congress in knowledge of the development told IANS that Amarinder Singh’s grandson Nirvan visited Kishor in Delhi on Saturday. “However, he was made to wait for two hours before getting a chance to meet Kishor,” a source revealed. The source further said that in the meeting, Kishor, who heads the Indian Political Action Committee (I-PAC), once again “denied” the request of Amarinder Singh. This comes just days after the Chief Minister, at a press conference on Friday, described Kishor as a family member.

“Kishor is like part of my family. We are together for a long time,” he said. During the press conference, Amarinder Singh also said that he had asked Kishor when he met him in Delhi before nationwide lockdown following the Covid-19 pandemic and he was “interested” He also admitted that 55 out of 80 Congress MLAs want Kishor to handle the campaigning. However, this is not first time that he has approached Kishor for the purpose. In January, his Principal Secretary Suresh Kumar had met Kishor in the national capital. And in the last fortnight, Congress state General Secretary Sandeep Sandhu had called up all the party MLAs to write in favour of Kishor. Meanwhile, Kishor, who had led the Congress campaigning in 2017 assembly polls, had recently rejected the offer of the grand old party, saying he doesn’t want to work in “bits and pieces”. Kishor had also rejected the Congress’ offer to

work for it for the Madhya Pradesh assembly bypolls. The troubles for Amarinder Singh do not end here, as cricketer-turned-politician and his former Minister Navjot Singh Sidhu is being wooed by the Aam Aadmi Party (AAP). In the 2017 Assembly polls, the Congress swept to power in Punjab by defeating the Shiromani Akali Dal-BJP alliance. In the 117-member state Assembly, Congress had won 77 seats, followed by debutant AAP with 20, while the Akali Dal was reduced to 15, the BJP won 3 and the Lok Insaaf Party two. Sidhu, who joined the Congress ahead of the 2017 Assembly polls, has been at loggerheads with the Punjab Chief Minister for some time now. He had resigned from the Punjab Cabinet in July last year. Recently, Sidhu’s wife Navjot Kaur Sidhu has been tweeting in favour of Arvind Kejriwal-led Delhi government.

Sidhu’s wife has on number of occasions also embarrassed Congress as she has questioned the party’s leadership in the state. Even after IANS first broke the news that Kishor was holding talks with Sidhu and mediating for him to join AAP, the former cricketer has maintained silence on the news, and in a video on his Youtube channel has said that ‘Pran jaye par vachan na jaye’. The video shows Sidhu’s journey as BJP leader and then his arrival into Congress. But Kejriwal, in an interview to an English news channel, welcomed Sidhu’s entry into the AAP, giving more air to the speculation that the party was willing to poach him ahead of the 2022 assembly polls. Kishor, who handled the election campaigning for AAP in the national capital earlier this year is said to be inclined to take their assignment in Punjab assembly polls.

20,000 Punjab workers stranded in UAE: Sukhbir Badal Chandigarh (IANS): Shiromani Akali Dal (SAD) chief Sukhbir Badal, here on Thursday, urged External Affairs Minister S. Jaishankar to help around 20,000 Punjabi workers stranded without passports in the United Arab Emirates (UAE), and take steps to bring them back. In a statement the SAD chief said around 20,000 Punjabis had lost jobs in private companies in Dubai. They wanted to return, but couldn’t as their passports had been im-

pounded by employers. Badal urged the External Affairs Minister to ask the Indian Consulate in Dubai to take up the issue with the Emirates authorities and get the passports returned to workers. He said most of those workers had applied online for return to India but could not return because of lack of passports. Badal said many youths were ready to pay for their air tickets and urged the Centre to intervene urgently.

The SAD president told the External Affairs Minister while some of the workers could return by air, there thousands others were not in a position to buy return tickets as they had exhausted their savings. Bar on distributing ‘prasad’ in gurdwaras Centre’s order: Amarinder Singh Chandigarh (IANS): Taking strong exception to the Akal Dal leadership’s attempts to mislead the people on a sensitive religious issue, Punjab Chief Minister Amarinder Singh on Monday said the decision to bar distribution of ‘prasad’ at the religious places was that of the Central government, of which the SAD was an integral part. His government had never believed in interfering with the customs and practices of any religion, but was constrained by the guidelines of the Union Ministry of Home Affairs, he said, flaying the Shiromani Akali Dal (SAD) leaders for trying to incite the people against the state government through deceptive statements. “How could the state government be held responsible for prohibiting prasad distribution at gurdwaras or other places of worship when the Union Ministry of Health and Family Welfare had issued the SOPs to be

Does your doctor have harmful bias? THIS week, the first of a two-part column – this week from W. Gifford-Jones and next week from Diana Gifford-Jones – offering our perspectives on race relations and health. Racial inequities have been a sore on society for as long as I remember. During my youth, racism was endemic, systematic and blatant. Two occasions stand out from my time at Harvard Medical School, where I had two black classmates. One lived in Atlanta, and when planning a road trip to Florida, I said I’d drop by to see him. He replied, “Don’t do it. This will cause trouble for me.” On another occasion, travelling by train to Boston, I asked a black student to join me for lunch. He replied, “I’m not allowed to go to the dining car.” Both these fine men went on to illustrious medical careers. But now years later, its clear we still have problems. Not surprisingly, the implications of racial inequities extend to our health. Does race factor in medical decisions? Does it affect treatment? You can bet it does. The COVID-19 pandemic has shown that North American blacks have not fared well. Blacks have borne 35% of deaths, while they comprise 13.4% of the U.S. population. Dr. Elizabeth Chapman, Assistant Professor of Medicine at the University of Wisconsin, wrote in the Journal of General Internal Medicine that implicit bias among physicians impacts clinical

decision-making that perpetuates disparities, even when they strive to deliver equal care. Her research showed that unconscious judgements built on negative stereotypes affects diagnosis, treatment and patient follow-up. Gender disparity in healthcare is also an issue. One study, published in BMJ Open, reported women were significantly more likely to require three or more pre-referrals before they obtained a consultation for bladder or kidney malignancy as compared to men. Chapman cites another case in the health journal Mind Over Matter of men suffering chronic obstructive lung disease as being more often correctly diagnosed. Women with the same problem were more likely to be labelled as having a psychiatric problem. Chapman says autoimmune diseases, such as multiple sclerosis, rheumatoid arthritis and celiac disease, affect women more than men. An American study showed it required 4.6 years before the diagnosis was made in women. During that time women visited 4.8 doctors and 46% were told that they were too concerned about their health and were chronic complainers. Chapman says it’s a deep-seated bias that women’s symptoms are associated with stress and anxiety. According to Chapman, it’s African American women who receive the worst treatment and

that it’s unfortunately a common problem. Why does it happen? If the doctor has a racial bias, he or she will have a general impression that African American women are more likely to be uncooperative or less likely to do what the doctor has prescribed. Moreover, the gender and race of patients influences whether these doctors follow the usual treatment guidelines. But it’s not only African Americans and women that face physician bias. Chapman points out that some doctors do not understand “normal aging”. This can lead to misdiagnosis for older people. For instance, they may diagnose Alzheimer’s disease when the trouble is a deficiency of vitamin B12. To overcome bias, Chapman suggests doctors should take the Implicit Association Test, developed by psychologists at Harvard University, the University of Virginia, and the University of Washington. You can try it online. What can you do to protect yourself from medical bias? Be your own best advocate. You must never forget that you own your body. Get a second, or even a third opinion. Talk with your doctor about your concerns and change doctors if necessary. I know from long experience that racial issues have staying power. We can see it in our society today, just as evident as when I encountered it as a trainee more than 70 years ago. And I’ll

In a message to the farmers, the Chief Minister urged them to wear face masks, and diligently follow all health protocols advised by the authorities from time to time. With COVID-19 cases rising across India, Punjab could not remain isolated, he warned. Expressing confidence about another bumper Kharif season, Amarinder Singh urged all Punjab farmers to strictly follow all social distancing norms and other precautions. Amid the COVID-19 crisis, Punjab had procured 128 lakh metric tonnes [1 lakh = 100,000] of wheat without a single COVID-19 infection case from 4,000 mandis across the state.

This, said the Chief Minister, had demonstrated the successful implementation of social distancing norms during the 40-day process, which the farmers had managed against all odds. Amarinder Singh expressed satisfaction at the initial results of the unique direct sowing method for paddy, for which the state government has provided machines to farmers this season. The results have been encouraging, with paddy needing less water, he said, adding that the technique is also less labour-intensive. The state has been encouraging the use of these machines due to reduced migrant worker availability and lesser danger of infections compared with manual sowing.

Review by Veeno Dewan Nissan’s second-generation full-size Titan pick-up now has a mid-life cycle refresh for 2020. Changes include a bold beefy looking front end. Under the hood is a revamped 5.6-litre Endurance V8 producing 400 horsepower and 413 lb-ft.) Of torque – it is standard kit on all models. The Endurance V8’s has an extra 6 hp and 23 lb-ft. over the older V8 engine, and

is best-in-class for both standard horsepower and standard torque, according to Nissan. Sadly the mighty 5.0 Cummings diesel engine option is gone due to emission standards, combined slow selling numbers. A new 9-speed automatic transmission replaces the previous 7-speed unit and is big improvement. Canadian-destined Titans will be available in the larger Crew

Cab version only with a 55.5 ft rear bed, and as standard 4×4.and arrive in four model choices: S, SV, PRO-4X and Platinum Reserve. On June 12, 1929, a girl was born who would become one of the most famous names from the Holocaust. Anne Frank, a German Jew, was given a diary for her 13th birthday. Less than a month later, she and her family were forced to go into hiding during the Holocaust, and she took her diary with her. Along with her family and four other people, she spent 25 months during World War II hiding in rooms above her fathers office. When they were found by the Nazis, Anne and her family were sent to concentration camps. Nine months later in March 1945, Anne died. She was only 15 years old. Annes diary was saved by a family friend. Her father typed a manuscript from it, but he could not find a publisher right after the war. The diary was eventually published in 1947. Later, the Dutch Department of War Documentation published the diary, including copies of the tests that were done to verify that it was real. Anne Franks diary has been translated into 55 languages, and more than 24 million copies have been sold.

2020 Chevrolet Bolt Premier: All Electric Hatchback Has a Range of 417 Kilometers! Review by Veeno Dewan The all-electric Chevrolet Bolt has been around since 2017 in Canada and has always been ahead of many EV vehicles. For 2020 there has been an impressive increase in range and faster charging. It is still one of the best electric vehicles in the market. With the most range of any EV currently on the market (except a Tesla) with a killer driving range and a max charging rate of roughly 160 km in 30 minutes of DC fast charging. The 2020 Bolt is also updated with a boost in battery capacity to 66 kWh, which aids the stellar full-charge driving range of 417 kilometres, a nice 10 per cent increase over the 2019 model. Looks wise, the front grille is revised, and the rear view camera is upgraded with a high-definition lens. Interior wise there is impressive room, and a high visibility greenhouse with big windows. The front seats are a tad narrow in my opinion but they are set to be replaced in 2021. The rear passenger’s cabin is well apportioned with rear heated seats, a folding armrest, and two USB charge ports. The myChevrolet app can also be used to remote start the climate control system from your phone. Cargo space in the Bolt is a useful 479 L. Safety wise, the Bolt offers 10 airbags standard, including driver and passenger knee bags and host of other safety standard features.
