Photo submitted BY RATTAN MALL VIKAS Swarup is the internationally renowned writer whose debut novel “Q&A” was the basis of the Hollywood movie Slumdog Millionaire which won eight Oscars. He is also the Indian High Commissioner to Canada. Last Sunday, Swarup met with prominent Indo-Canadians of the Lower Mainland at a reception at a banquet hall in Surrey’s Newton area. The invitees included Surrey MP Sukh Dhaliwal, MLAs Harry Bains, Raj Chouhan, Jagrup Brar, Jinny Sims, Ravi Kahlon and Rachna Singh as well as other politicians such as Moe Sihota, businessmen, professionals,

mediapersons, representatives from gurdwaras and Hindu temples and so on. Swarup, accompanied by Acting Consul General Amar Jit Singh, went around the tables, shaking hands, posing for photographs and patiently listening to suggestions. After a couple of welcoming addresses by MLA Bains and MP Dhaliwal representing Surrey-Newton, Swarup held the audience spellbound as he waxed eloquent about India and Indians living in Canada and other countries. He stressed that he was here to listen to all Indo-Canadians, encouraging unity.

He said that India’s main export was not some commodity but Indians themselves – they were all ambassadors of India. He heaped praise on the outstanding achievements of Indians in Canada in every field – business, politics, academia and so on. He noted that no other country in the world had so many federal ministers, including two turbaned Sikhs, MPs and MLAs of Indian-origin. He rattled off facts and figures to show the enormous potential of India-Canada relations. He promised that he would make many more visits to listen to Indo-Canadians here. Both Swarup and Amar Jit Singh were honoured at the reception. SWARUP joined the Indian Foreign Service in 1986. He served in Turkey, the United States, Ethiopia, the United Kingdom, South Africa and Japan in various Indian diplomatic missions. Besides penning “Q&A” on which the movie Slumdog Millionaire was based, he has written Six Sus-

pects and The Accidental Apprentice. Swarup’s short story “A Great Event” was published in The Children’s Hours: Stories of Childhood, an anthology of stories about childhood to support Save the Children and raise awareness for its fight to end violence against children. Swarup has participated in the Oxford Literary Festival, the Turin International Book Fair, the Auckland Writers’ Conference, the Sydney Writers’ Festival, the Kitab Festival in New Delhi, the St. Malo International Book & Film Festival in France, the ‘Words on Water’ Literary Festival at the University of the Witwatersrand in Johannesburg, the Jaipur Literature Festival in India, the Hay-on-Wye Festival in Wales and the Franschhoek Literary Festival in South Africa. In 2009 he participated in the 33rd Cairo International Film Festival as a jury member for the International Competition for Feature Digital Films. He has written for Time magazine, Newsweek, The Guardian, The Daily Telegraph (UK), Outlook magazine (India) and Libération (France).

Through the process, and his year and a half in the Acting role, the board determined that he is the right person for the job. “From his promotion to Deputy, to Acting and now to Chief, Del Manak has worked to ensure both communities are served well by Victoria Police Department. It is fitting that he continue to lead the department and provide excellence in policing through the framework agreement to both the Township of Esquimalt and the City of Victoria,” said Esquimalt Mayor Barb Desjardins. Manak stated, “It is a tremendous honour to lead the committed officers and staff of this organization. Having been born and raised in Victoria, I know firsthand the long and proud history of VicPD’s service to its communities. I plan on building on this strong reputation through further engagement and collaboration.” This is the first time since 1991 (26 years) that

BORN and raised in Victoria, Manak started his policing career with four years of service with the Vancouver Police Department. He came to VicPD in 1993, where he has spent the last 23 years in a variety of sections and roles, according to the police website. Manak has an extensive traffic safety background. He spent five years in the VicPD Traffic section, where he was a collision analyst and part of the escort and drill team. Selected to set up a provincial government pilot project, Manak helped create the Integrated Road Safety Unit (IRSU) in the Capital Regional District. The success of this pilot program led to the expansion of other IRSU units throughout the province. Promoted to the rank of Inspector in 2006, Manak served as the Officer In Charge of Human Resources for over three years. He has personally hired more than 60 officers, or nearly one quarter of VicPD’s current members. He then oversaw the Patrol Division until he was promoted to Deputy Chief Constable in June 2010. Manak is a graduate of the Dalhousie University Police Leadership Program and the FBI’s

So he eventually joined Vancouver Police in 1990. The report said: “He switched to the Victoria department in 1993 after his father died.” Manak said: “My mom asked if I would move back. I’m of Indo-Canadian descent and East Indian families are fairly tight. So it was just the right decision.”

Inderdeep Minhas arrested by Abbotsford Police’s Gang Task Force ABBOTSFORD Police Department’s Gang Task Force on Wednesday arrested 18-year-old Inderdeep Minhas for failure to appear in court on charges connected to three firearms-related weapons offences and for obstructing a police officer. Police said that the mandate of the APD Gang Task Force is to specifically focus their efforts on individuals involved in the current Lower Mainland gang conflict and to improve public safety through targeted enforcement. Police, in an unusual move, released a photo of

Sahota family’s Balmoral Hotel fully evacuated THE City of Vancouver announced on Wednesday that as of 8:30 p.m. on Tuesday, all occupants of Downtown Eastside’s Balmoral Hotel had been safely evacuated. The building has been secured and is now considered an active construction zone. The City’s Chief Building Official has ordered the owners to install temporary shoring inside the building to mitigate the serious structural deficiencies that necessitated the evacuation. That order establishes a deadline of July 14 for that work and City inspectors will be monitoring compliance. The City of Vancouver and BC Housing secured new homes for over 150 residents of the Balmoral Hotel. This includes securing additional housing for 10 women who were living at the Balmoral who did not have tenancy agreements. Finding safe, alternative housing

for women living at the Balmoral Hotel was a priority for the City and BC Housing. BC Housing will continue to support the non-profits who are working with former Balmoral tenants, to ensure their housing placements are sustainable long term, the City said. Vancouver Mayor Gregor Robertson had on June 1 said in a statement: The living conditions in the Balmoral Hotel, a single-room occupancy hotel owned by the Sahota family, are disgusting – no resident of Vancouver should have to live in housing like that. The repeated building and safety violations are putting some of our most vulnerable residents at risk and are a massive strain on City resources. “Since November, the City has referred more than 150 issues at the Balmoral to prosecution. However, we’ve seen in the past that these prosecutions don’t

Two players in Vancouver Whitecaps’ youth residency program charged with sexual assault BURNABY RCMP have charged two youths, who cannot be named because they are minors, with one count of sexual assault each after an alleged incident last week. All males involved were in the Vancouver Whitecaps’ youth residency program and the alleged sexual assault occurred in their Burnaby training facility. The mother of the alleged victim told Global BC that her son was attacked by teammates

following a training session. The Vancouver Whitecaps soccer team said in a statement that what took place was in clear contravention of the club’s code of conduct. Two players have been suspended indefinitely. In a statement, the team said that the matter was referred to the RCMP and they have been cooperating fully with the RCMP investigation.

According to the June 7 ruling, Arun Randhawa was hired as a casual longshore worker by the British Columbia Maritime Employer’s Association at the Port of Vancouver in March 2013. But in order to access the Port’s restricted areas or perform certain tasks, a security clearance was needed. A few days after having been hired, Randhawa applied for a security clearance. On June 23, 2014, Transport Canada received a Law Enforcement Record Check [LERC report] from the RCMP that stated that although Randhawa had no known criminal convictions, he was identified as an active member of an Indo-Canadian organized crime group. cording to Federal Court documents. The LERC report indicated that one of those two associates was believed to be an executive member of an IndoCanadian organized crime group involved in cross border narcotics smuggling and that this group had been used to assist in the transportation of cocaine from the United States into Canada. The LERC report also indicated that there was information indicating that this group was involved directly and indirectly with the Hells Angels, the Japanese Mafia, and Chinese criminals. The LERC report also stated that Randhawa’s other “very close associate” was caught in the US with 107 kilos of cocaine in 2008, pleaded guilty to cocaine possession and conspiracy and was sentenced to a 60-month jail term and three years of supervised release. Randhawa was informed in a letter that Transport Canada had received adverse information raising concerns regarding his suitability to obtain a security clearance and that his application was being reviewed accordingly. He was encouraged to provide additional information regarding the incidents and associations referred to in the letter, which he did on August 27, 2014. Randhawa denied ever being a member of any criminal organization or organized crime group and indicated that based on the information provided to him, he assumed that the two individuals referred to were his brothers. He indicated that this would be the only basis upon which he associates with them regularly, emphasizing that he did not condone, encourage or benefit from any of their activities. He also claimed to be committed to a pro-social life and highlighted that he had successfully completed other security clearance applications that enabled him to obtain a Nexus card as well as licenses for nonrestricted firearms. He denied having any knowledge of most of the incidents listed aside from the fact that he called the police in May 2012 to report that one of his brothers was missing. On November 18, 2014, the Minister of Transport endorsed the Advisory Body’s recommendation and denied Randhawa’s security clearance application. He requested that the minister reconsider his decision and submitted eight reference letters in addition to his counsel’s submissions. Again, a body advising the minister, known as the Office of Reconsideration, studied the matter along with an independent security advisor. On September 16, 2015, the independent security advisor sent her report to the Office of Reconsideration, recommending that the minister reconsider the decision to deny Randhawa’s security clearance application. However, the Office of Reconsideration did not agree with the recommendation of the independent security advisor and recommended to the minister that the initial decision to refuse Randhawa’s security clearance application be maintained. Although it agreed with the independent security advisor that there was not enough evidence to conclude that Randhawa is an active member of a criminal organization, the Office of Reconsideration remained concerned over the “minimal contact” he entertains with his two brothers. It concluded as follows: “Overall, the applicant has been vocal about his ambitions and his lifestyle, which he claims, differs from his brothers’. However, his silence on certain issues is

9 precedence. To borrow from the Chief Justice’s reasons in Wu, this is so “even where the person may have taken considerable steps to distance himself or herself from the source of the risk to the travelling public”. As the Chief Justice found it to be the case in Wu, I find

worrisome. He has not tried to dispel the Minister’s concerns by explaining how he will ensure he would not follow his brothers’ steps, on the contrary, he admitted to still seeing the one who got out of jail. We also found that he was not forthcoming when addressing the incarceration of his younger brother.” The minister confirmed his previous decision denying Randhawa’s security clearance application. Justice René Leblanc in his ruling pointed to another case, stating: “Recently, in Wu v Canada (Attorney General), 2016 FC 722 [Wu], the applicant’s airport security clearance was cancelled based on her continued association with her ex-husband who was a full patch member of the Hell’s Angels. The evidence before the Minister was that the sole basis of that association was a court order concerning the custody of their children and, that therefore, such association was not voluntary. The evidence showed that the applicant had taken considerable steps to distance herself from her ex-husband. However, it also showed that in the latter part of their marriage, Ms. Wu was aware that her ex-husband was pursuing membership with the Hell’s Angels and presumably, as is the case here, that he was involved in a criminal lifestyle. “The Chief Justice found that the decision to cancel Ms. Wu’s security clearance was reasonable in the circumstances of the case. He held that the fact Ms. Wu’s ongoing interaction with her ex-spouse may not be voluntary, and may be limited by the terms of the custody order, it did not negate or contradict the fact that her ex-husband will continue to have regular and ongoing opportunities to intimidate her and to attempt to induce her.” Leblanc noted: “The relationship between brothers, because of its special nature, bears more scrutiny than a relationship between acquaintances. Here, despite not condoning his brothers’ lifestyles, the Applicant [Randhawa] does maintain some contact with them. “Given the seriousness of the brothers’ criminal activities and the relevance of these activities to the security of marine transportation, I am of the view that the Minister could reasonably form the view, in a forward-looking and predictive perspective, that because of his association to his brothers, there were reasonable grounds to suspect that there is a risk that the Applicant is in a position in which there is a risk that he be suborned to commit an act or to assist or abet any person to commit an act that might constitute a risk to marine transportation.” Leblanc concluded: “There are situations where in balancing the interests

Amrita Lit gives voice to young Indo-Canadian women in her new novel WHAT is it like to live in Surrey as an IndoCanadian girl? Amrita Lit, a graduate from Kwantlen Polytechnic University (KPU), debuts her novel, Chasing Kismet, an ambitious story that tackles deeply convoluted human issues in the South Asian Canadian community, on June 19 at KPU Surrey. “Even though it’s a fictional novel, the character deals with some pretty heavy stuff and you can’t deny that it takes place in our community more than we’d like to admit,” said Lit. “Things people usually sweep under the rug.” Lit lives in Surrey with her husband and two-year-old son and helps run the family business. Although her BA in psychology may seem a far cry from emerging novelist, according to Lit, the critical analysis skills she developed during her time at KPU were instrumental in her writing process. “Chasing Kismet most definitely pulls from the intellectual resources I was able to refine during my time at KPU,” said Lit. “The ability to pay attention to detail (learned from writing countless papers and exams) is an asset which can be applied to many art forms—including writing a novel.” As an Indo-Canadian woman, Lit writes from her personal experiences and observations of the South Asian community in Surrey and from her original hometown of Prince George. The novel reflects the current cultural climate in Surrey’s Indian community, from the intricacies of family and community dynamics, including arranged marriage, to the lack of mental health support shown through one character’s struggle with alcoholism. “This is our heritage, our culture,” says Lit. “Unfortunately, nothing changes until you start talking about it so it’s time to start talking. My book expresses several common community issues, which require attention. I hope to use literature to invoke change and spark a conversation.” Lit will read a passage from Chasing Kismet and answer questions on her work at the book’s launch June 19 at KPU’s Surrey campus in the atrium of the Surrey Main building (12666 72nd Avenue, Surrey) from 11:30 a.m. to 12:30 p.m. This event is free and open

Tyler Joseph Pastuck of Victoria was shot dead in shooting at Langley’s Browns Socialhouse restaurant TYLER Joseph Pastuck, 31 of Victoria was shot dead on Friday (June 9) just before midnight in the area of the Brown’s Socialhouse located at 200th Street and the Langley Bypass. When police arrived at the scene of the crime, two male victims were located having suffered gunshot wounds. Pastuck

was dead and the second male victim was transported to hospital where he remains and is receiving medical treatment. The Integrated Homicide Investigation Team said on Monday that Pastuck and the surviving male victim were known to each other, and this shooting is believed to be targeted.

IHIT said that after the homicide occurred, a burning vehicle was located a short distance away near the intersection of 203rd Street and 63rd Avenue. At this time, it cannot be confirmed if this vehicle was involved in the homicide. Anyone with information about this vehicle is asked to contact the police. June 10/17)… To pass some time Tyler decided to phone a friend and together they decided to go to a restaurant for a nice meal. Little did anyone know his fate would be so tragic that night. Just before midnight Tyler and his friend decided to exit the restaurant. His friend first went to the washroom where he would be meeting Tyler within a few minutes out in the restaurant parking lot. When Tyler walked outside, he was fatally shot and was pronounced dead at the scene. Tyler just turned 31 in February. His friend too was shot as soon as he came out to meet Tyler. Parliamentary Secretary to the Minister of Employment, Workforce Development and Labour, on Monday announced that employers and highly-skilled workers can now benefit from the Global Skills Strategy. As part of the strategy, which includes four pillars, high-skilled workers coming to Canada on a temporary basis are now able to benefit from two-week processing of applications for work permits and, when necessary, temporary resident visas. Two new work permit exemptions have also taken effect now. RCMP appeal to public to help stop the Gifting Pyramid Scheme COQUITLAM RCMP’s Economic Crime Unit (ECU) investigators are hoping to put a stop to a new pyramid scheme that targets lawabiding citizens who have no idea they are breaking the law. Police say the Gifting Pyramid Scheme usually targets groups of law-abiding women who are convinced to recruit their friends or acquaintances. New members have to pay their recruiter a $5,000 ‘gift’ to join. In turn, each member is expected to recruit eight new people so everyone can end up with $40,000. Recruiters try to legitimize the buy-in payment by calling it a ‘birthday gift,’ a ‘transaction,’ or ‘a gifting circle’ and insisting that the payment is not taxable or illegal because it’s only a gift. “We are finding people getting caught up in this pyramid scheme who have no idea that it’s illegal,” said Cpl. Michael McLaughlin on Thursday. “One of our Coquitlam RCMP ECU investigators was even asked if she wanted to join! The sad truth is that pyramid schemes always fall apart and the people at the bottom - your friends and family - lose

Police warn residents of fraudsters posing as CRA employees and police THE New Westminster Police Department is warning the public that the Canada Revenue Agency scam is hitting New Westminster with a renewed intensity. “We have received a wave of calls from residents advising us that people claiming to work for the CRA are calling to collect fictitious debts,” said Sgt. Jeff Scott. “The taxpayer is often threatened with court charges, jail or even deportation.” Just this week, a New Westminster resident was nearly defrauded out of $3,000. They were asked to purchase iTunes cards and provide the purchased iTunes card numbers to the fraudsters. Thankfully this resident suspected the scam and came to police, but only after they were called from a number which displayed as the same phone number of the New Westminster Police non-emergency line. The New Westminster Police Department said it would like to stress that police do not deal with tax issues. New Westminster residents should be wary of any CRA phone calls with an Ontario phone number. The CRA advises Canadians to confirm the status of their tax accounts before taking any action that may be the result of pressure from suspicious calls or emails, and to verify the legitimacy of the communication by contacting the CRA directly at 1-800959-8281. The best course of action to take to prevent others from falling victim to the CRA scam is to talk to elderly friends and family about the scam and how it works. No more locked cellphones and unlocking fees from December 1 THE Canadian Radio-television and Telecommunications Commission (CRTC) today announced that as of December 1, all individual and small business wireless service customers will have the right to have their cellphones and other mobile devices unlocked free of charge upon request. In addition, all newly purchased devices must be provided unlocked from that day forward. As well, updates to the trial period will allow customers who are unhappy with their service to cancel their contract within 15 days and return their device in near-new condition at no costs, as long as they have used less than half their monthly usage limits. The CRTC also clarified certain rules that are already in place under the Wireless Code. For family or shared plans, the account

holder must, by default, be the one who consents to data overage and data roaming charges beyond the established caps ($50 and $100 per month, respectively). Wireless service providers may, however, allow account holders to authorize other users on a family or shared plan to consent to additional charges. The CRTC also made clear that in all instances, the caps apply on a per account basis, regardless of the number of devices associated with the account. These clarifications apply immediately. Finally, there were various interpretations of a wireless plan’s key terms in the marketplace and the CRTC has clarified that they include voice, text and data services. These terms cannot be unilaterally changed by the service provider during the contract period without the account holder’s express con-

“Any immigrant moving to any country has teething problems when you first arrive. You only have so much money, and when it runs short you start to worry, and that’s what happened to me,” Sidhu says. An accountant by trade, Sidhu found himself dealing with cows instead of calculators not long after coming to Canada in 1974. As a dairy farm labourer, there was no shortage of work — or opportunities. Still, he had a hard time convincing the folks back home that he’d taken up a new vocation. “When I wrote back to my father to say I started working on a dairy farm, he told my mother I was lying. He said: ‘he never moved a chair in the house and how do you expect him to work as a labourer?’ But necessity makes you do things that you never dreamt.” From the farm, Sidhu moved into bookkeeping with the newly created Canada Farm Labour Pool, eventually rising to assistant manager before massive layoffs swept through the federal program in 1995. Throughout his 21 years there, the bilingual Sidhu had become an unofficial ambassador, bridging gaps in culture and language between local businesses and people emigrating from the Punjab. He had an idea. “I told my wife, Pritam, maybe we should start a newspaper, and of course I’ll never forget her saying ‘what do you know about newspapers?’ “Truly, I knew nothing.” Still, Sidhu set to work, hiring a man he knew with newspaper experience. The Punjabi Patrika was born. “And 31 years later we are still here.” Sidhu says working in the community with the Labour Pool provided insight into the thoughts of white people towards South Asian people. “Basically what I found was they were not able to understand the influx of people who were coming here who were darker than them, who had turbans and wore long beards, and the ladies wore dresses like pajamas. So I felt that my paper could help to bridge the communities. That was our mission.” The Patrika’s news and circulation focuses on Abbotsford and Mission. Sidhu recently handed the office keys over to his son, Dave. His other son, Ronnie, is finishing a master’s degree in public health at Washington University. Even with Dave at the wheel, Andy is busier than ever. He has decades of volunteer work behind him, and even at the age of 77, seemingly decades more ahead. THE Association of South Asian Professionals of British Columbia (ASAP) with support from the Real Canadian Superstore on Marine Drive and Tim Hortons on Commercial Drive fed hundreds on Saturday at Oppenheimer Park in East Vancouver. It was a sunny day as hundreds of hot dogs were served up to a long lineup of the less fortunate ones. A dozen ASAP volunteers happily distributed hot dogs, cookies and coffee. There

was also used clothing in good condition along with footwear for the less fortunate. “We believe in giving back to the community through good causes like this one with the Association of South Asian Professionals of BC,” said Remo Mastropieri, Manager, Real Canadian Superstore. Owner of Tim Hortons on Commercial Drive, Mandeep Kandola, said: “I am pleased to offer my continued support to ASAP in its

THE National Council of Canadian Muslims (NCCM), along with a coalition of community representatives and subject matter experts, is calling on all levels of government to do more to address hate crimes based on Tuesday’s data which shows a rise in 2015. The NCCM was joined in a press conference on Parliament Hill by representatives from Black, Indigenous, Muslim, and Jewish communities in responding to Statistics Canada’s 2015 policereported hate crimes report. “Hate crimes rose by 5% in Canada in 2015, largely due to an increase in incidents targeting certain religious and ethno-cultural groups, specifically the Muslim population and Arabs or West Asians,” reads a summary of the Stats Can report. Hate crimes against Muslims rose by 61%, the most significant increase. “The tragic and cold-blooded murder of six men at the Islamic Cultural Centre of Quebec last January is a painful reminder of how hate can destroy lives and deeply shake communi-

ties,” said Khalid Elgazzar, NCCM Vice Chair and legal counsel. “Today’s numbers capture only a fraction of what is happening in our neighbourhoods, in our workplaces, in our schools, and at our places of worship.” Others added their deep concern about the racism and hatred experienced by various communities. Indigenous communities “Canada’s Indigenous Peoples have been facing racism and hate for centuries now,” said Robert Bertrand, National Chief of the Congress of Aboriginal Peoples (CAP). “The Residential School system was a direct bi-product of that racism and hate. We must use these statistics to spark change and shine a light on the status quo. They must trigger a change in attitude and policy. Anything less would be accepting hatred into our society.”

A Peterborough (Ontario) mosque was damaged in an arson attack in November 2015. But it re-opened the following month after a crowdfunding effort raised over $100,000 in just three days when the mainstream community rallied around the Muslim community there. Black communities Black communities represent 17% of all hate crimes, ahead of any other population. Overall, 48% of all police-reported hate crimes in 2015 were motivated by hatred of a race or ethnicity. “Anti-Black is a serious problem in Canada,” said Chelby Marie Daigle, author of Addressing Anti-Black Racism in Ottawa report, sponsored by the Ottawa Local Immigration Partnership (OLIP) in collaboration with the City for All Women Initiative (CAWI). “My community needs to become a priority for government and other institutions to consult with on addressing this issue and we definitely aren’t now, despite the years of being one of the most targeted groups.” Jewish communities While hate crimes targeting Jewish communities have declined, these communities are still the most targeted religious group in Canada. “The Jewish community is traumatized by the types of anti-Semitic hate crimes that we saw here in Ottawa last November,” said Mark Zarecki from Jewish Family Services Ottawa. “There is deep trauma related to the memory of the Holocaust.” Women Statistics Canada reported that females were more likely to be victims in incidents targeting a religion, and the presence of female victims in violent crimes motivated by hatred of a religion increased in 2015. That year, 53% of these victims were female, compared with 40% in 2014. The increase in female victims of religious hate crimes is attributed to an increase in female victims for Jewish and Muslim hate crimes from 2014 to 2015, says the report. “Muslim women in particular bear the brunt of being targets of hate crimes. It has been an unfortunate reality with reported incidents on the streets, at the workplace or in a shopping mall,” said Farhat Rehman of the Canadian Council of Muslim Women (CCMW). “Being objects of such attacks is a key factor in causing trauma, alienation, depression and low self worth in young women

Civil society and all levels of government need to step up with resources and act quickly to allocate urgently needed funds to school programs and agencies involved in education, public awareness and prevention of conflict and violence in our communities. Calling for concrete action The representatives and experts joined the NCCM in calling for: * The federal government to provide increased, stable funding to ensure that hate crime reports are made available to the public in a more timely fashion; * The federal government to study the growth of online hate, a phenomena with which we are increasingly concerned; * Municipalities and their respective police services to create or boost funding and resources for hate crimes units, provide officers with relevant training, and ensure that hate crime data is submitted to Statistics Canada more quickly; * Police services to publish annual reports on hate crimes and hate incidents that are publicly made available by the end of every calendar year. The Hamilton Police Service and the Toronto Police Service are currently the only two services we are aware of which provide this information; * Police services to provide greater documentation and transparency around how police determine whether or not to investigate an alleged hate crime; * Provincial governments, through their Attorney Generals, to provide adequate support for investigating and prosecuting hate crimes. “It is up to all levels of governments to ensure that perpetrators of hate crimes in Canada are held to account and that victims and communities are empowered to confront hatred regardless of who it targets or its motivation,” said Elgazzar. “We therefore call on our federal, provincial and municipal governments to work together to help eradicate this phenomenon.” CENSUS METROPOLITAN AREAS More than 80% of police-reported hate crimes in Canada occurred in census metropolitan areas (CMAs). The 10 largest CMAs in Canada,

home to over half of Canada’s population, accounted for 71% of hate crimes in 2015. The three most populous CMAs of Toronto, Montréal and Vancouver together accounted for 43% of police-reported incidents in 2015, according to Statistics Canada. Of the 10 largest CMAs in Canada, 4 reported more hate crimes in 2015 compared with the previous year, while 5 reported fewer such crimes. Vancouver reported the same number of incidents in 2015 as in 2014. The largest increases in hate crime incidents were reported in Edmonton (+45 incidents), Montréal (+39) and Kitchener–Waterloo–Cambridge (+23). The increase in the Edmonton CMA was driven by more reported hate crime incidents against a race or ethnicity (+25) and against a religion (+17), mainly targeting the Muslim (+8) and Jewish (+7) populations. The number of hate crimes in Montréal was attributable to 33 more reported incidents targeting a religion. Of the additional incidents, 20 of these targeted the Muslim population. In the CMA of Kitchener–Waterloo–Cambridge, counts were primarily driven by more incidents targeting different races or ethnicities (+12) and religions (+10).

TransLink adds more bus hours, service improvements beginning from June 26 BEGINNING June 26, TransLink is extending NightBus service hours and reducing wait times and crowding in the Tri-Cities area as part of the latest round of service improvements funded by the 10-Year Mayors’ Vision for improving transportation in the Metro Vancouver region. Customers needing public transit overnight will benefit from extended NightBus service on four routes to and from Downtown Vancouver with some routes operating past 4 a.m. Port Coquitlam will see improved frequency with new daily 15-minute service until 9 p.m. every day. For the first time, Shaughnessy Street and downtown Port

Coquitlam will have 15-minute service to Coquitlam Central SkyTrain Station. This summer’s service increase amounts to an additional 24,000 hours of bus service. In April, 65,000 hours were added – the largest bus service increase since 2010. Transit improvements will continue to roll out over the next two years, with service being introduced to new areas across the region. There are service improvements to 14 bus routes as part of TransLink’s summer service changes. Highlights include: - Extended service hours to improved

late-night and early-morning service on four NightBus routes: N8 (Downtown / Fraser), N9 (Downtown / Lougheed / Coquitlam Central), N20 (Downtown / Victoria Drive) and N35 (Downtown / SFU). - Reduced wait times and overcrowding on nine Tri-Cities bus routes: 160, 171, 172, 173, 174, 180, 183, 186 and 187. - More frequent service in Downtown Port Coquitlam throughout the day and into the evening, every day of the week. - Increased service on the 257 to add capacity and reduce crowding on Vancouver / Horseshoe Bay trips. There will now be additional service on weekdays in the late morning and evening peak, Saturday afternoons and evenings, and

weekend and holiday evenings. - Seasonal service to popular summertime destinations like Stanley Park, Lynn Canyon Park, White Pine Beach, Buntzen Lake and White Rock Beach. Four times a year, TransLink adjusts bus service across the region to reflect seasonal ridership and put services where they are needed most. Phase One of the 10-Year Vision will see an investment of approximately $2 billion in expanded transit service, transit infrastructure, and improvements for roads, cycling, and walking – Metro Vancouver’s biggest transit service expansion in nearly a decade.

Get drunk – and lose your money! VANCOUVER Police are advising the public to be cautious following a string of debit card thefts and frauds targeting intoxicated people late at night in the Granville Entertainment District. Since January 2017 there have been nine incidents involving thousands of dollars reported to police and investigators believe there are more. Suspects are looking over the shoulders of people withdrawing money from ATM machines, and obtaining their PIN numbers. In some instances, once the transaction is finished, they steal the debit card – sometimes replacing it with an expired card so they remain unaware of the theft. They then use the card with the PIN to remove cash from the victim’s account. In other instances, suspects approach people who have just used the machine, and who have their cash and debit card in their hand. They convince the intoxicated victim that the card they are holding belongs to the thief, who had left it in the machine, and then swap it for an inactive card. Again, they use the PIN number to take cash from the victim’s bank account, sometimes travelling to several locations, and always avoiding the ATM cameras. “Awareness is always your best defense,” says Vancouver Police Sgt. Jason Robillard. “Look around you and see if someone is standing close enough to see your pin. Move close to the ATM and use your body or hand to block prying eyes.” Prevention Tips * Be aware of your surroundings – it you feel unsafe and if someone suspicious is loitering around the ATM, leave immediately * Always conceal your PIN number when you are entering it – stand close to the machine

Critical need for blood donations in June, low blood inventory could cause issues for patients NATIONAL Blood Donor Week (June 11 to 17) is typically a time to celebrate donors across the country. This year, however, Canadian Blood Services is focused on a critical need for blood donations and is urging Canadians to make an appointment right away to donate before July 1. “Patients across the country need more donors to step forward for life-giving blood donations,” says Mark Donnison, vice president, donor relations. “We recently called on Canadians to fill more than 150,000 donation appointments by Canada’s 150th birthday to ensure that there is enough blood to meet patient needs throughout the summer. As of today, we’re not on track to meet that target, so we are pleading with Canadians to book an appointment to donate and replenish supplies before July 1.” Donors are very busy and have lots of demands on their time. They are oftentimes already active in their communities, managing work, families, friends and many other activities. This sometimes leads to blood donation dropping down the list of priorities. VANCOUVER City Council on Wednesday night approved a suite of changes to Vancouver’s liquor licensing system to streamline regulations, boost local business and enhance the City’s social vibrancy. The new changes include: * Allowing grocery stores to sell wine, beer and/or liquor through a wine-in-store model; * Allowing arts and culture establishments, like museums and galleries to sell alcohol; * Boosting outdoor patio liquor seats; * Extending brewery and distillery lounge hours until midnight; and * Supporting restaurants to operate as bars after 10 p.m., withdrawing the requirement that kitchens need to stay open while alcohol is being served. “The City’s new liquor rules give local business a boost and enhance our vibrant food, nightlife and arts and culture scene by allowing more flexibility in how and where business can sell alcohol,” said Vancouver Mayor Gregor Robertson. “It’s important to strike a balance in a liquor strategy that grows and maintains a vibrant nightlife, while upholding public health and safety particularly in the downtown core.” “As we saw through the discussion at council last night, Liquor Policy is a complex topic that has to balance culture, community and economy, while also protecting the health and safety of our residents. The passionate response shows how important these policy changes are in Vancouver and the many impacts they can have. We feel the updates approved by Council will let us to move forward in a fair and balanced way that will enhance community vitality, support local businesses, and mitigate the negative impacts of alcohol on residents,” said Kaye Krishna, General Manager of Development, Buildings and Licensing. To support public health and safety, the new liquor regulations also include: * Requiring liquor establishments to publish drink sizes and strengths on their menus so patrons can have better information when making drink choices. * Partnering with the BC Liquor Control and Licensing Branch (LCLB) and Vancouver Coastal Health on education and support programs as well as enhanced enforcement * Piloting a “last entry” program along Granville Street to help manage crowds outside of clubs and bars. One hour before closing, establishments will not allow reentry of existing patrons or for new patrons to enter. As part of the new liquor strategy, Council has directed staff to establish a working group of stakeholders in the Granville Entertainment District including local bars and restaurants, Barwatch, the Downtown Vancouver Business Improvement Association, Vancouver Police Department, Vancouver Coastal Health and community organizations, including women’s organizations, to improve consultation and co-ordination of efforts to reduce street disorder and gender-based violence, and to improve business in the area. The working group will report back to the City on the ‘last entry’ pilot program’s effectiveness after six months.

The Opening Scene If you’re in Canada already, it’s better to visit a bank’s branch in person to open an account. For a permanent resident, you have to bring your permanent resident card and passport with you. For foreign worker, please bring your work permit and passport. During the account opening, the branch manager will inquire about your banking needs. If you’re unsure about any technical banking term, don’t be shy to ask for a clarification. Make sure you understand everything that’s included in your account and how charges are incurred. If you don’t look at your bank statements in detail, or are uncertain about the description or short form shown in your statement, you might be charged with some unexpected fees for a while. Be Monthly Fee Free Banks in Canada have bank plans based on 2 types of account, chequing account and savings account. A chequing account can be used to handle daily financial activities like cheque payments and debit card purchases. A savings account earns interest for your money. A monthly fee is applied by the 5 largest banks in Canada to their chequing account. The fee is around $10 - $30, costing hundreds a year. The monthly fee can be waived for most banks if your chequing account is higher than the minimum maintaining balance required, normally around $3,000 - $4,000. Please note that if you

Limit Your Transactions You may have noticed the transaction limit of your bank account. What counts as a transaction? An ATM withdrawal, a debit card purchase, even a money transfer from your a savings to a chequing account, are considered as one transaction. Thus, knowing how many free transactions your bank plan comes with and staying within those limits will save you from a transaction fee. Don’t Pay for Your Reward Canadian banks usually offer attractive gifts like iPads, cash, or TVs, to attract bank account

opening. If you’re interested in these promotions, be sure to read the fine print (called disclaimers) of the ads carefully, and make sure that you understand and can fulfill their requirements. For instance, some may require you to keep a minimum daily balance of $3,000 - $5,000 to waive the monthly fee. In addition, you have to set up a direct deposit or a recurring pre-authorized payment. For newcomers, kindly note that these conditions are not easily met. Recurring direct deposit requires an employer that pays your salary by payroll. For pre-authorized payment, some banks require owning an

investment account and then setting up a monthly payment from your chequing account to the investment account. Some banks may request you to apply for a specific credit card. However, you have to get approval of the credit card application to be eligible for the offer. There’s a deadline too, for meeting these conditions, to be eligible for the gift failure to do so forfeits your eligibility to receive the gift. Even if you’re able to meet the requirements, be aware of the monthly fee and account maintaining balance, and that you won’t receive your gift immediately as these promotions require to keep your account for a certain period of time, usually the requirement is one year. The 1 year free banking comes with a small safety deposit box for storing cash, jewelry or other valuable assets, unlimited transactions and free unlimited e-transfers. This plan also feature easier eligibility requirements for newcomers. There is no minimum maintaining balance, no need to set up a direct deposit or pre-authorized payment. Offers like these are very practical and sensible for newcomers. There is a length of stay eligibility requirement for newcomers, though.
