Elderly couple from Calgary found murdered in Punjab’s Phagwara Phagwara (Punjab): An elderly couple from Calgary – Kirpal Singh Minhas, 67, and his wife Devinder Kaur Minhas, 65 – were found murdered at their residence in Onkar Nagar here on May 30, according to Indian media reports. Punjab Police told the media that the couple came to Phagwara from Canada in November 2019 and were to return on April 8, but got stranded here because of the lockdown in India. Their relatives in Calgary later told Canadian media that they couldn’t register them online for a repatriation flight arranged by the Canadian government because they were not citizens. Punjab Police told the media last week that though the dead couple’s room appeared to have been rifled through, no important documents or ornaments were found missing. Police said one of the couple’s tenants, Jaspal Singh alias Jassi Dholi, had been missing since Saturday morning. The police

The husband had been repeatedly stabbed with a kirpan while his wife seemed to have been strangled, according to media reports. One of the couple’s neighbours told the police that his wife and Devinder Minhas were together at the gurdwara on Friday evening and had returned around the same time. SURREY RCMP announced on Wednesday that charges have been laid against Dilpreet Sandhu, 19, who was involved in a fatal collision that occurred last spring in Newton. On May 18, 2019, shortly after midnight, Surrey RCMP responded to a collision involving a single vehicle, a Jeep, at the intersection of 122nd Street and 78th Avenue. The collision resulted in injuries to four of the vehicle’s occupants. Three individuals, two males and a female, were transported to hospital in serious condition. A fourth individual, a male, was transported to hospital in non-serious condition. All persons transported to hospital were in their late teens or early twenties. Two individuals fled the scene on foot but were later identified. One of those injured was famous soccer player Brandon Bassi, 19, who later succumbed to his injuries. SFU Athletics website at the time put up the following message: “Simon Fraser University, its men’s soccer program and our students and student-athletes are saddened to learn of the sudden passing of Brandon Bassi, a first-year student in the Faculty of Arts and Social Sciences and a member of the men’s soccer team. “Brandon was an outstanding athlete, a caring teammate, and an inspirational young man.” The Surrey RCMP Criminal Collision Investigation Team, in partnership with the Integrated Collision Analysis Reconstruction Service, assumed conduct

UBC associate professor Dr. Faisal Khosa receives two more awards

This week, the couple’s son-inlaw in Calgary told the media that they had returned to Punjab to check on their properties there. The couple, who were permanent residents had come to Canada in 2016 and used to run a transportation company. While their two sons live in the U.S., their two daughters live in Calgary. The couple lived with one of their daughters. Although Indian media reports said nothing of value was found missing, their son-in-law said that police had told him that

jewelry, cash, bank cards and phones were stolen. He said that police said three men attacked his father-in-law in his bedroom on Friday night and stabbed him multiple times. His mother-in-law had gone out and when she returned, the men strangled her. Their relatives in India arranged for the elderly couple’s funeral on Tuesday. Their children in Canada and the U.S. are devastated that they were unable to attend their funeral because of the COVID-19 travel restrictions.

Punjab security agencies on alert ahead of Operation Blue Star anniversary Chandigarh (IANS): Security agencies were put on alert in Punjab and vigil increased in and around the holy city of Amritsar, around 250 km from state capital Chandigarh, ahead of the 36th anniversary of Operation Blue Star on Saturday. Operation Blue Star was carried out by the Indian Army at the Darbar Sahib complex between June 1 and 8, 1984. Despite coronavirus restrictions, Punjab Police, paramilitary forces and intelligence personnel have been positioned at sensitive places across Amritsar, particularly in the

congested walled city area where the Darbar Sahib, popularly known as Golden Temple, complex is located. Langar (dine-in) at Surrey’s Gurdwara Dukh Nivaran Sahib Society restarts on Saturday

AFTER a gap of 91 days, Gurdwara Dukh Nivaran Sahib is all set to reopen its langar (dinein) from Saturday, June 6. The gurdwara society is urging all visitors to follow the new instructions at the gurdwara. The gurdwara society thanked all volunteers, local societies and the business community for their help during this pandemic. With their support, the gurdwara was able to give out 74,000 packages of meals (langar) and groceries. The

BC RCMP response to global events and demonstrations in reaction to George Floyd’s death

GEORGE Floyd, 46, died May 25 in Minneapolis, his last moments caught on video. While being arrested, Floyd was held down by a police officer’s knee. The video shows Floyd pleading that he is in pain and can’t breathe. Then, his eyes shut and the pleas stop. He was pronounced dead shortly after. Police officer Derek Chauvin, 44,

George Floyd who pinned Floyd to the ground by his neck for nearly nine minutes, was arrested last week and charged with third-degree murder and second-degree manslaughter. But on Wednesday prosecutors charged him with a more serious count of second-degree murder. Officers J. Alexander Kueng, Thomas Lane and Tou Thao were arrested on Wednesday and charged with aiding and abetting second-degree murder and aiding and abetting second-degree manslaughter. Lane and Kueng helped restrain Floyd, while Thao stood nearby. A judge on Thursday set bail for the three at $1 million each, or $750,000 under certain conditions, including that they do not work in law enforcement or have any contact with Floyd’s family. THE BC RCMP is monitoring the events in the United States of America and is deeply saddened by the anguish expressed by so many in the aftermath of George Floyds death in Minnesota on May 25, 2020. As an organization, members and staff are unsettled by the events in the USA and what happened to Mr. Floyd. We understand that there is an increased focus on how we address racism and biased-free policing in Canada, and that these events have caused members of the public to ask what the BC RCMP does as an organization to address this issue. We recognize racism and other forms of discrimination exist in Canada. The BC RCMP acknowledges there is still work to be done to reduce, not just the impact but the very existence of discrimination. We continue to strengthen relationships with the people who live in our communities from all faiths, orientations, backgrounds and cultures to promote and foster an environment of inclusivity and diversity. The BC RCMP has a dedicated Hate Crime Team which provides advice and guidance to police in the province investigating hate crimes. In many communities, the BC RCMP

The BC RCMP Senior Management Team has received advice and guidance from the Commanding Officers Cultural Diversity and Inclusion Board and Indigenous Cultural Advisory Committee in order to improve and promote inclusion in our organization and communities. We strive to ensure biased-free policing within our own organization to foster an inclusive workplace and improve policing service to the public. We actively recruit from diverse groups to ensure we are reflective of the communities we serve. Beginning at Depot, RCMP cadets are taught to recognize biases, challenge assumptions and identify potential impacts of those biases. Similarily in the field, the Gender-Based Analysis+ (GBA+) course is mandatory for all members and civilian staff. We continue to make deliberate and significant investment in education and training of police officers and civilian members to address issues of racial bias and discrimination. These are some of the many ongoing efforts by the RCMP to address racism and other forms of prejudice. No need for speed WE’VE all done it before while running late for an appointment, on our way to work or going to get groceries - speeding. In anything we do, the faster we go, the easier it is to make a mistake. This is also true when a driver speeds. During the pandemic, there have been fewer vehicles on the road and it may seem tempting to put your foot on the accelerator. It isn’t safe. Speeding increases your risk of getting into a crash and reduces your ability to react to the unexpected. Police across the province have observed an increase in drivers speeding since B.C. declared a state of emergency. Across

North America, other jurisdictions have also reported similar findings of not just speeding, but excessive speeding. Speeding is a concern for all road users, not just driv-

ers. As the province slowly starts opening up and more traffic returns to the road, it’s important to remember to slow down so that you have more time to react. Many families are taking this time to get outside for walks or bike rides, so it’s important for drivers to be extra cautious and be aware of pedestrians and cyclists. In British Columbia, 82 people are killed in speedrelated crashes on average every year, making speed the number one cause of car crash fatalities in this province. Female wanted in racist assault on Middle Eastern female teenager METRO Vancouver Transit Police are asking for the public’s help in identifying the suspect who allegedly attacked a young woman and a Good Samaritan in an apparent hate crime.

At approximately 3:45 p.m. on May 21, a 17-year-old teenager and her mother boarded a bus near Pacific Centre Mall in Vancouver. A woman on the bus directed her attention toward the teen, who was wearing a

headscarf, asking where she was from and if she was Canadian. The woman then ridiculed and mocked the teen’s ethnicity (Syrian / Middle Eastern). The woman became increasingly aggressive toward the teen, stating words to the effect of “your smile is making me want to punch you in the face.” The woman then allegedly punched the teen in the head several times. The victim’s headscarf was partially knocked off before her mother and a fellow passenger were able to separate the suspect from the teen. The suspect, who got off the bus at Hastings Street and Jackson Avenue in Vancouver, was followed by the Good Samaritan who called 9-1-1. When the suspect noticed she was being followed, she allegedly took off her boots and began hitting the Good Samaritan. When she brandished a knife, the Good Samaritan backed off with the suspect running away. The suspect is described as possibly an indigenous female, approximately 40-yearsold, 5’8”, weighing approximately 140 lbs. She was wearing a black hat, dark sun-

The new, $44-million, 655-seat Sunnyside Heights-area elementary school will be built at 20th Avenue and 165A Street in South Rob Flemming Surrey, with $5 million from the Surrey School District, and is expected to be ready for students in fall 2023. It will be built on land purchased in 2019 with $31 million from the Ministry of Education, adding much-needed classroom space to the fast-growing Grandview Heights neighbourhood. Also adding more classroom space in Grandview Heights are a recently completed 300-seat addition at Pacific Heights Elementary, a new Edgewood Drive elementary, an addition at Sunnyside Elementary, a new Douglas-area elementary school and a new Grandview Heights Secondary school. Adding 190 seats to Morgan Elementary, a $10.4-million project, means there will soon be no need for the five portables at the school. Construction on this addition is expected to be underway in fall 2021 for the new classrooms to be complete in December 2022. The new addition at White Rock Elementary, a $7.6-million investment from the Ministry of Education, will add 195 seats to the K-7 school, increasing capacity to 655 students and reducing the need for portables. Construction is expected to begin on the addition in spring 2021, and for the new classrooms to be ready for students in September 2022. These investments are part of government’s school capital plan to ensure students have safe, positive learning spaces, no matter where they live. In fewer than three years, the Province has announced nearly $2 billion for new and expanded schools, seismic upgrades and replacements, and land purchases for future schools. This includes the creation of nearly 12,400 new student seats at 31 new or expanded schools. There are many more new projects to come in Surrey, with three sites purchased for future schools and seven expansion projects supported for business case development. To continue this momentum, Budget 2020 included a record $2.8 billion for school capital projects to keep adding more classroom space in fast-growing communities throughout B.C., according to the government. Surrey’s Serpentine Railway Bridge replacement project complete

THE City of Surrey on Thursday announced the completion of the Serpentine Railway Bridge replacement project, the first of 13 project components to be partially funded through the Government of Canada’s Disaster Mitigation and Adaptation Fund (DMAF). In 2019, the City secured $76.6 million in federal funding to supplement a series of projects to reduce Surrey’s coastal flood risk and adaption to sea level rise. Work began quickly with Southern Railway of British Columbia to replace the 58-year-old 40-metre long timber railway bridge, which was vulnerable to overtopping and damage. “Our historic investments in infrastructure are helping build communities such as Surrey, and making them more resilient to flooding in a changing climate,” said Catherine McKenna, federal Minister of Infrastructure and Communities. “It’s grat-

ment, Surrey finalized its Coastal Food Adaptation Strategy (CFAS) in 2019. CFAS outlines Surrey’s plan to increase community resilience, safety and health regarding flooding and climate change for the short and long term. Twelve additional project components will be supplemented by DMAF in Surrey, which include dyke and road upgrades, sea dam and bridge replacements, storm sewer upgrades, nature-based solutions and further infrastructure investments. These components will take place over the next 8 years, with a completion plan of 2027. Senior charged with first-degree murder in death of Wayne Duncan in Surrey

ON September 6, 2019, at around 12:32 a.m., the Surrey RCMP received a report of a shooting at a residence

in the 1600-block of 160th Street. Wayne Richard Duncan, 46, was found inside the home with gunshot wounds

and later died in hospital. George Bragg, 74, was arrested at the scene in connection with the shooting.

AN order-in-council published on Monday, June 1 will repeal and replace the provincial court family rules and improve how British Columbia families can resolve their legal issues in family court, the government announced on Tuesday. The new family court rules come into force in May 2021. These rules include modernized court processes recognizing electronic communication, enabling electronic filing and giving judges more flexibility in determining the best use of court time. Some of these changes are particularly relevant in light of the COVID-19 pandemic. These rules focus on early resolution of family law cases, a new approach to case management including family management conferences, streamlined court processes and new forms that are easier to use and understand. The changes are aimed at enhancing the ability of the provincial court to resolve family disputes more efficiently and effectively, while creating a better experience for families resolving their legal disputes. Early resolution of family disputes keeps the focus on the best interests of children and families. The new rules will introduce a process that will be implemented by registry to enable mandatory assessment, including early screening for family violence. Assessments will also include determining suitability for dispute resolution and other referrals. The emphasis on early resolution services through assessment, referral, education and in some cases, mediation, will help families resolve their disputes in a more sustainable and holistic way. The case management and court process changes are aimed at making things easier for users with a more streamlined and managed court process. New court forms have been redesigned to use plain language and a conversational, question-and-answer approach that will be easier for court users to use and understand. The new forms will help people tell their story, especially those who are representing themselves in court. The new provincial court family rules follow a public consultation held in 2019 and have been developed through collaboration between the Ministry of Attorney General, the Provincial Court of B.C., members of the bar and a community advocate. Some parts of the rules will apply in certain registries that can be expanded as resources are available. May labour force numbers show some encouraging signs: Finance Minister

FINANCE Minister Carole James, reacting to the release of Statistics Canada’s Labour Force Survey for May 2020, said that the numbers show some encouraging signs amid a continuing volatile labour market across every sector and in all regions of British Columbia due to COVID-19. She added: “I’m pleased B.C. created 43,300 jobs in the month of May as people shift back into the labour market, but we have a long road ahead of us in our recovery. Total job losses since the pandemic began stand at 353,200 and B.C.’s unemployment rate sits at 13.4%. “Behind the numbers, there are many thousands of families, young people and businesses struggling to make ends meet. That’s why we acted quickly to ensure supports are in place through our COVID-19 Action Plan and why we’re now focused on restarting our economy in a safe way. “To date, more than 510,000 people in B.C. have received the $1,000 BC Emergency Benefit for Workers. Additionally, we’ve worked with the federal government to expand the 75% wage subsidy and protected the hardest-hit businesses from evictions. “As more and more workplaces begin to reopen, there’s reason for increased confidence amongst consumers, which is critical to our recovery. Despite COVID-19 impacts, B.C. is an economic leader in

This, together with people’s exceptional cooperation in managing the health-care crisis, puts us on a solid foundation for economic recovery. “Today’s survey reflects job and employment information that was collected during the week of May 10 to May 16, before B.C.’s gradual reopening had fully begun. In the coming months we hope to see further positive results as our economic recovery begins to take shape. “We will continue to assess the needs of people and businesses through the coming months and build on the relief and recovery programs as necessary.” BC Liberal Leader Andrew Wilkinson said the new job numbers show B.C. has fallen behind in job creation as the unemployment rate hits 13.4 per cent. He added that the NDP needs to act now and develop a longterm plan to ensure B.C. can bounce back from this major recession. “The unemployment rate in British Columbia shows just how devastating COVID-19

has been on the people of B.C. We are facing a huge recovery challenge that’s going to need bold and brave action,” said Wilkinson. “We know at least 300,000 British Columbians are looking for work, which is why a plan is needed now. “ While the number of employed British Columbians grew slightly, more people were back looking for work because temporary federal supports will soon come to an end. “Far too many people are still out of work in our province. Many businesses are at risk of closing their doors for good, so have to be worried whether there will be jobs for people to go back to,” added Wilkinson. “We have put almost thirty job creation proposals in front of the NDP to help workers and businesses, but so far almost all have been rejected.” The BC Liberals said they have sent nine letters to Premier John Horgan with strong solutions to get B.C.’s economy back on track and save jobs. Recommendations like temporary breaks on Sales Tax and the EHT, help for small businesses to buy PPE, and immediate help for restaurants and bars to safely reopen – there has been no response from the NDP. Wilkinson added that he is hearing from people all over B.C. who want answers from the NDP on how they plan to get the economy back on track.

The BC Liberals will keep asking government these questions until BC is back to work. THE Conference Board of Canada’s Senior Economist, Cory Renner, said: “In another sign that the worst of the economic decline from COVID-19 is behind us, employment rose by 289,600 in May. Given the survey dates didn’t coincide with much of Ontario’s gradual re-opening, employment growth will continue in June as restrictions are gradually eased across the country. Of course, even with the increase this month, employment remains well below where it was in February, and the road to recover the net 2.7 million jobs lost will be long.” Insights * Employment rose by 289,600 in May, a sign that the worst of the labour market impacts from COVID-19’s are now behind us. With that said, Canada’s labour market remains a shell of its former self – employment is still 2.7 million less than it was in February.

* It’s re-assuring to see job growth this month, which lines up with other positive data, such as the uptick we saw in consumer confidence last month. Given reopenings across the country continue to gain steam, job growth should accelerate in June. * The labour force also rose this month, meaning more Canadians are looking for work, a sign that confidence in job prospects is improving. Overall, the labour force was up by 490,500 (higher than employment). * Because the labour force grew by more than employment, the unemployment rate ticked up to 13.7 per cent. In the context of such volatility in employment and workers opting in and out of the labour force, changes in the unemployment rate should be interpreted with caution. * Full-time employment (+219,400) rose by more than part-time (+70,300). This is likely a result of industries that typically employ part-time workers (such as accommodation and food services) still being closed. * The survey dates were from May 10th to May 16th, meaning re-openings in the second half of May are not accounted for in this month’s data. * Quebec accounted for nearly all the employment growth (+230,900). Although it’s worth noting that Quebec had seen the highest rate of job losses

in March and April. The province’s employment increase in May was heavily supported by construction and wholesale and retail trade. * Ontario was the only province to see employment fall this month (-64,500). Given most restrictions remained in place during the survey period, Ontario will likely see strong employment growth in June’s survey. * All other province saw solid job gains, with British Columbia (+43,300) and Alberta (+28,200) experiencing the largest increase outside Quebec. In percentage terms, growth was especially strong in Newfoundland and Labrador (+5.3 per cent) and New Brunswick (+5.4 per cent). * Employment growth was strong in manufacturing (+79,100) and construction (+73,700), industries that were either re-opened quickly or were closed voluntarily. * Wholesale and retail trade (+107,000) and accommodation and food services (+41,900) also saw strong growth, which is a positive development given these industries were among the hardest hit in the wave of job losses * Because of a slight rebound in lower wage jobs, growth in the average weekly wage rate fell from 12.3 per cent in April to 11.9 per cent in May. The high rate of wage growth continues to be a result of the labour market retaining more higher paying jobs.

Canadian seniors to receive special payment in early July

PRIME Minister Justin Trudeau on Thursday announced that seniors eligible for the Old Age Security (OAS) pension and the Guaranteed Income Supplement (GIS) will receive their special one-time, tax-free payment during the week of July 6. Through this measure and others, the government is providing nearly $900 more for single seniors and more than $1,500 for senior couples, on top of their existing benefits, to help these vulnerable Canadians with extra costs during the pandemic. Seniors eligible for the OAS pension will receive a payment of $300, and those also eligible for the GIS will receive an additional $200, for a total of $500. Allowance recipients will also receive $500. This $2.5 billion in financial support will help Canadian seniors cover increased costs caused by COVID-19, and give them greater financial security in this time of crisis. Since the start of the pandemic, the federal government has introduced a number of measures to support seniors, including those most vulnerable. This includes a one-time special payment through the Goods and Services Tax (GST) credit in April, which provided an average of $375 to single seniors and $510 to senior couples, helping over 4 million low- and modest-income seniors. The government

Justin Trudeau is also investing an additional $20 million in community organizations that offer services to seniors, and have reduced minimum withdrawal requirements for all types of registered retirement income funds (RRIFs) by 25 per cent for the year 2020. In addition, it has taken steps to make sure seniors would continue to receive their GIS benefits if they were unable to submit their 2019 income information on time. Trudeau said: “Canada’s seniors have done so much for our country, and we need to be there for them during this challenging time. We know that the last few weeks have been difficult for seniors and their families across the country, especially those most vulnerable. That’s why we are continuing to support our seniors during this pandemic, with measures that will protect their health, and ensure their economic and social well-being.”

Deb Schulte, Minister of Seniors, added: “As seniors stay safe by staying at home during COVID-19, their costs have gone up. Early on, we provided a special GST credit payment to help over 4 million seniors. Now we are providing a one-time, tax-free payment to all seniors eligible for Old Age Security, with extra support for the most vulnerable. Altogether, a low-income couple is receiving over $1,500 in support for increased costs during the pandemic. As we go through this unprecedented challenge, the government will continue to be there for Canadian seniors.” Quick Facts * Seniors do not need to apply for this one-time special payment. The payment will be issued automatically during the week of July 6, and seniors who reside in Canada can expect to receive the payment by direct deposit or cheque that week. For seniors who reside outside Canada, the one-time payment will also be received in July for those on direct deposit, but delays can be expected for cheques, given international postal disruptions. * There are currently 6.7 million seniors who are eligible for the OAS pension and 2.2 million who are eligible for the GIS.

* The government has taken a number of actions to support seniors through the outbreak of COVID-19, such as: - Providing a special top-up payment through the GST credit in April. More than 4 million low- and modestincome seniors benefitted from this top-up, receiving a total of $1.3 billion in financial support. Close to 85 per cent of single seniors and almost half of senior couples benefited from this payment. - Temporarily extending GIS and Allowance payments if seniors’ 2019 income information has not been received. This will ensure that the most vulnerable seniors continue to receive their benefits when they need them the most. To avoid an interruption in benefits, seniors are encouraged to submit their 2019 income information as soon as possible and no later than by October 1, 2020. - Providing seniors flexibility with their registered retirement income funds (RRIFs), by reducing minimum withdrawal requirements by 25 per cent for 2020. This will help preserve assets during a volatile market. - Investing an additional $20 million to expand the New Horizons for Seniors Program to support organizations that offer community-based projects that reduce isolation, improve the quality of life of seniors, and help them main-

tain a social support network. - Contributing $9 million through United Way Centraide Canada for local organizations to support practical services to Canadian seniors. These services could include the delivery of groceries, medications, or other needed items, or personal outreach to assess individuals’ needs and connect them to community supports. - Investing $100 million to improve access to food for Canadians, including seniors, facing social, economic, and health impacts of the COVID-19 pandemic. - Creating a $350 million Emergency Community Support Fund to support charities and non-profit organizations to adapt the services they provide to vulnerable groups, including seniors, in response to COVID-19. - Introducing the Canada Emergency Response Benefit (CERB), a taxable benefit of $2,000 every 4 weeks for up to 16 weeks to eligible workers, including seniors, who have stopped working due to COVID-19. Pension income does not affect eligibility to the CERB. The government also extended the eligibility of this benefit to individuals who earn up to $1,000 per month, as well as workers who have recently exhausted their EI regular benefits and are unable to find a job or return to work because of COVID-19.

Trudeau announces supports for Canadians with disabilities

PRIME Minister Justin Trudeau on Fridayannounced support to help Canadians with disabilities deal with extra expenses during the pandemic. This support includes a special onetime, tax-free payment to individuals who are certificate holders of the Disability Tax Credit as of June 1, 2020, as follows: * $600 for Canadians with a valid Disability Tax Credit certificate. * $300 for Canadians with a valid Disability Tax Credit certificate and who are eligible for the Old Age Security

(OAS) pension. * $100 for Canadians with a valid Disability Tax Credit certificate and who are eligible for the OAS pension and the Guaranteed Income Supplement (GIS). Combined with the special payments of $300 for Canadians who are eligible for the OAS pension and the additional $200 for those eligible for the GIS, all seniors with a valid Disability Tax Credit certificate will receive a total of $600 in special payments. People who are eligible for this special payment

will receive it automatically. The federal government said it recognizes that people with disabilities are also at higher risk of job loss during economic downturns. To help Canadians with disabilities get and maintain good jobs so they can continue to support themselves and their families, the government will: * Create a National Workplace Accessibility Stream through the Opportunities Fund for Persons with Disabilities. A new investment of $15 million in 2020-21 will provide community orga-

Delta Council approves City’s reopening plan * In early July, the North Delta and Ladner outdoor pools, outdoor fitness and summer camps are expected to open; and * From mid-June to early July, sports skills development will be permitted to take place on Delta fields and at Tilbury Ice arena for organized non-contact play/practice. Access to Delta’s outdoor recreation amenities (e.g., pools, sum-

mer camp registration) will be limited to Delta residents. Based on current guidelines, Delta’s water spray parks and the Fred Gingell stairs will remain closed. Decisions to reopen facilities will continue to be made by the mayor and Council with advice from the Parks, Recreation and Culture Commission and recommendations from staff, taking into consideration directives from the Provin-

Parking enforcement increases in Vancouver as traffic volumes rise

THE City of Vancouver is reminding residents that the parking enforcement which was brought back on April 30 will be increasing to support recovery efforts as traffic volumes and demands for curb space continue to rise. Additionally, as more people are returning to work and accessing businesses, all transit priority lanes need to remain clear when

Now with the temporary expedited patio program seating can be provided on new outdoor patios, all while allowing for physical distancing measures for patrons and employees as outlined by the Provincial Health Officer. “The repurposing of space within our streets represents a tremendous opportunity for us to support mobility, public life, businesses and neighbourhoods, said Lon LaClaire, General Manager, Engineering. “These temporary patios are one of a number of public space partnership initiatives with our BIA’s and others.” To speed up the application process, the City has provided template patio drawings for businesses to use in their online application, and a team of dedicated staff will be reviewing the applications as they come in. Businesses intending to serve alcohol on their patio must also meet Provincial liquor licensing requirements and obtain provincial approval for a temporary service area expansion. “As Vancouver recovers, these businesses are quickly adapting their operations to the new normal. Our streamlined online application process is designed to be simple and userfriendly to help them get back up and running and serve as many patrons as possible,” said Jessie Adcock, the City’s General Manager of Development, Buildings and Licensing. Work is underway on the next phase of the program, which will include complex patios on private property and manufacturing businesses like breweries. In the meantime, businesses may submit enquiries for these patios to the City. More details on this next phase of the temporary expedited patio program will be announced in the coming weeks. Joint statement on Province of B.C.’s COVID-19 response, latest updates

HEALTH Minister Adrian Dix and Provincial Health Officer Dr. Bonnie Henry on Friday announced one new case of COVID-19, for a total of 2,632 cases in British Columbia. One case from Thursday’s total was removed due to a data correction. Sadly, there was one new COVID-19 related death in the Fraser Health region, for a total of 167 deaths in the province. There are 193 active cases of COVID-19 in the province and 2,272 people who tested positive have recovered. Of the total COVID-19 cases, 21 individuals are hospitalized, five of whom are in intensive care. The remaining people are recovering at home in self-isolation. Every health region in British Columbia has patients with COVID-19. Since the start of the pandemic, there have been 908 in the Vancouver Coastal Health region, 1,335 in the Fraser Health region, 130 in the Island Health

Surrey RCMP: Help ID indecent act suspect

SURREY RCMP are looking for the public’s help to identify a man who is a suspect in an indecent act that occurred in South Surrey. On May 19, shortly after 9 p.m., a lone male approached a group of young people while he was engaging in an indecent act, near the beach access at 13th Avenue and 131st Street. The man ran away when confronted by the group. RCMP said that after other investigative avenues have been unsuccessful in identifying the suspect, a photo is

being released to the public in an effort to advance the investigation. No additional similar occurrences have been reported.

The suspect is described as a South Asian or Middle Eastern man, with short dark hair, dark facial hair, in his 20’s, medium build, and wearing glasses (see photo). Weapons and drugs seized from Guildford residence

THE Surrey RCMP Community Response Unit (CRU) recently seized weapons and drugs during a search warrant execution at a residence in Guildford. This investigation began when Surrey RCMP received a report of suspected drug trafficking on May 18. Surrey RCMP CRU took conduct of the investigation and executed a search warrant on

May 28 at a residence in the 15200-block of 105th Avenue. During the search, officers located a rifle, ammunition, taser, nunchucks, approximately $12,000 cash, and a large quantity of suspected heroin, fentanyl and methamphetamine. In addition, officers seized 13 imitation firearms and other items consistent with drug trafficking.

A man was arrested inside the residence and later released pending further investigation. No charges have been laid at this time. “A high level of planning and attention goes into the execution of a search warrant with a focus on officer and public safety,” said Staff-Sgt. Mike Deneumoustier, Community Response Unit Commander. “Giv-

Surrey RCMP: Take measures to protect your children from online predators AS physical and social interactions have adjusted to help stop the spread of COVID-19, more people, including children have turned to online activities. Unit has seen an increase in the number of child pornography related reports rising from 55 reports in 2017, to 122 reports in 2019. BC Assembly of First Nations: End of systemic racism and oppression is long overdue

BCAFN Regional Chief Terry Teegee issued the following statement on racialized police brutality on Tuesday:

“BC Assembly of First Nations (BCAFN) stands in solidarity with the Black Lives Matter (BLM) movement and we express our deepest sympathies to the family and friends of Black, Indigenous, and other minority individuals who have been killed at the hands of the police. We remember two black citizens who recently died under direct police involvement: George Floyd from Minneapolis, MN, and Regis KorchinskiPaquet from Toronto, Ont. We also recognize and remember the lives of Indigenous people who also recently died under police jurisdiction or actions, Dale Culver (2017) and Everett Patrick (2020) in Prince George, BC, and another three Indigenous people in Winnipeg, MB: Eishia Hudson, Jason Collins and Stewart Kevin Andrews, who were killed by Winnipeg police. “Police forces in Canada and the United States have a long history of being instrumental in enforcing colonial law and order to eradicate Indigenous peoples, and control people of colour, and other minorities. Authorities utilized genocidal laws and policies such as forced displacement and assimilation tactics. Indigenous families were torn apart by the apprehension of children to submit them to the residential school system, and they continue to suffer from this trauma. Significant attention is being placed on the United States of America’s judicial system; however, Canada cannot claim moral superiority in this area. Our nation too needs justice reform in order to end systemic racism towards minorities. “The BCAFN calls on the government of Canada to co-develop a National First Nations Justice Strategy in order to address the disproportionate rate of incarceration, and police-involved deaths and injuries of Indigenous peoples in Canada. In addition, we insist the Crown-Indigenous Relations and Northern Affairs Canada push forward the release and implementation of the Missing and Murdered Indigenous Women, Girls and 2-Spirited People Action Plan, rather than delay it as recently announced. Further delay of this Action Plan is ethically ir-

involved in the in-custody death of Dale Culver in Prince George in 2017, as is recommended by the Independent Investigation Office (IIO). Additionally, we urge the IIO to expedite the investigation into the in-custo-

Dyllan Petrin at large after removing court ordered electronic monitoring

SURREY RCMP announced on Tuesday that an arrest warrant had been issued for 19-year-old Dyllan Petrin, and asked for information to assist in his arrest. Petrin is charged related to an ongoing Surrey RCMP Serious Crimes Unit investigation involving a kidnapping and assault which occurred in July 2019. He was arrested on those charges in July 2019, and had been held in custody until February 2020, when he was released on strict court ordered conditions including electronic monitoring via ankle bracelet. On May 28, Petrin removed his electronic monitoring bracelet and is currently at large. On June 2, a British Columbia-wide warrant was issued for his arrest. New charges include breach of his court ordered conditions. Surrey RCMP are seeking assistance from the public in locating Petrin. Petrin is described as white, 5’5 tall, 126 lbs, with brown hair and brown eyes (see photo). He also has a prominent tattoo on the left side of his neck. Some British Columbians perceive more crime in their community: Poll Since March, one-in-four residents of East Asian and South Asian descent have endured racial slurs or insults ALMOST two-in-five British Columbians believe that delinquency has risen where they live, a new Research Co. poll has found. In the online survey of a representative provincial sample, 38% of British Columbians say the level of criminal activity in their community has increased during the COVID-19 pandemic. A similar proportion (37%) report no change, while 13% think crime has decreased. Men (49%) and Metro Vancouverites (47%)—as well as residents of East Asian and South Asian descent (55% and 50% respectively)—are more likely to claim that criminality has risen during the pandemic. “More than half of British Columbians who voted for the BC Liberals in the 2017 provincial election (52%) believe crime has increased recently in their community,” says Mario Canseco, President of Research Co. “About a third of those who cast ballots for the BC New Democratic Party (NDP) (32%) and the BC Green Party (29%) concur with this assessment.” When asked about specific law-breaking experiences since March, one-in-five British Columbians (20%) say someone attempted to extort them in an email or text message— a proportion that rises to 24% in Metro Vancouver. Other instances of crime endured by the province’s residents include someone breaking into their workplace or office (16%), someone attempting to extort them

by phone (also 16%), someone breaking into or stealing something from their car (15%) and someone breaking into or stealing something from their home (14%). Across the province, 11% of residents say someone directed racial slurs or insults at them since March. While only 7% of residents of European descent acknowledge that this happened to them, the proportion rises to 24% among those of East Asian and South Asian descent. There are some remarkable differences among specific groups. More than sevenin-ten residents of Vancouver Island (73%), Southern BC (79%) and Northern BC (92%) have not experienced any of these problems during the COVID-19 pandemic. The proportion is significantly lower in the Fraser Valley (55%) and Metro Vancouver (42%). When asked about the factors that are to blame for the current situation regarding criminal activity in their communities, British Columbians primarily cite addiction and mental health issues (43%), gangs and the illegal drug trade (38%), poverty and inequality (36%) and an inadequate court system (32%). Fewer British Columbians place “a great deal” of blame on lack of values and the improper education of youth (28%), bad economy and unemployment (28%), insufficient policing and lack of resources to combat crime (27%) and immigrants and minorities (19%). Results are based on an online study conducted from May 8 to May 17. The margin of error is +/- 2.5 percentage points, 19 times out of 20.

CMHC tightens lending standards to protect housing market during TORONTO -- Canadians looking to borrow money for a home purchase a home are in for some extra challenges after the Canada Mortgage and Housing Corporation announced changes to its lending standards on Thursday. The country’s national housing agency is increasing the qualifying credit score for mortgage insurance to 680 from 600 and limiting gross and total debt servicing ratios to their standards of 35 per cent and 42 per cent, respectively. “COVID-19 has exposed long-standing vulnerabilities in our financial markets, and we must act now to protect the economic futures of Canadians,� CMHC head Evan Siddall said in a statement. �These actions will protect homebuyers, reduce government and taxpayer risk and support the stability of housing markets while curtailing excessive demand and unsustainable house price growth.� Under the changes effective July 1, CMHC will also no longer treat non-traditional sources of down payment funding, such as a personal unsecured line of credit, as equity for insurance purposes. It will also suspend refinancing for most multiunit mortgage insurance. The move comes just weeks after Siddall appeared before the Standing Committee on Finance in Ottawa to warn of trouble ahead for

the housing market. “Our support for home ownership cannot be unlimited,� he said. “Home ownership is like blood pressure: you can have too much of it. Housing demand is far easier to stimulate than supply and the result, as we’ve seen, is Economics 101: ever-increasing prices.� The majority of mortgages insured by the CMHC will not be affected by the more stringent qualifications. In the fourth quarter of 2019, the average debt servicing ratios were well below the 35 per cent and 42 per cent thresholds, and depending on the metric, between 63% and 82% of all qualifying mortgages were below the limit. Spokesperson Leonard Catling said the changes “were not made because of our current book of mortgage insurance business, rather to maintain its integrity. “High household indebtedness continues to be a concern and the COVID-19 pandemic has exposed the long-standing vulnerabilities in our financial markets.� The CMHC forecasts a decline of between nine per cent and 18 per cent in average house prices over the next year because of higher mortgage debt and increased unemployment.

New Delhi (IANS): Prime Minister Narendra Modi, in a telephone conversation with US President Donald Trump on Tuesday, accepted his offer to be part of the ‘expanded G7’ - an informal grouping of seven of the world’s advanced economies consisting of the U.S., the U.K., Canada, France, Germany, Italy, Japan, and the European Union - to discuss a collective approach to China. Earlier this week, Trump decided to postpone the G7 meeting till September and invite India, Russia, Australia and South Korea to discuss a plan on how to deal with the future of China.

The US and China have been in an open confrontation since the outbreak of the COVID-19 pandemic which originated in Wuhan. The phone conversation is significant in view of the ongoing face-off between India and China along the Line of Actual Control (LAC) in Ladakh. Though Trump had offered to mediate between the two Asian giants to resolve the violent stand-off, neither India nor China used the services of his office. Both India and China are talking using diplomatic channels to resolve the issue. Last week, however, Trump had claimed that

In view of his sacrifice for the community, the SGPC is directed to install his portrait in the museum as a tribute to him,” the jathedar said.

During the phone call, Trump spoke about the US Presidency of the Group of Seven, and “conveyed his desire to expand the ambit of the grouping beyond the existing membership, to include other important

countries including India”. In this context, the statement said, “He extended an invitation to Prime Minister Modi to attend the next G-7 Summit to be held in the US.” The government, however, did not elaborate on the mechanics of the ‘expanded G7’ and in what capacity India will participate in the group. Modi, as per the statement, commended Trump for his “creative and far-sighted approach, acknowledging the fact that such an expanded forum would be in keeping with the emerging realities of the post-COVID world.”

Tahir Hussain planned riots well in advance, funded them, says fresh charge sheet New Delhi (IANS): The Delhi Police in its fresh charge sheet filed in the Karkardooma court in connection with the northeast Delhi riots case has claimed that suspended AAP councillor Tahir Hussain “prepared for the riots well in advance”. The charge sheet which runs into 1,030 pages names Hussain, his brother and 15 others as accused relying upon the testimonies of over 75 witnesses. The charge sheet hints that Hussain had planned the riots well in advance because all the CCTV cameras installed near his house were shut. During the investigation, when the Crime Branch team scanned the CCTV footage, the police could not find anything. The chargesheet also states that when riots broke out in Chand Bagh on February 24 and 25 Hussain was present inside his house in Chand Bagh. He was clearly seen on the rooftop of his Chand Bagh house on February 24 and as per the voluminous document, he was the one instigating people for the riots.

12-year-old girl uses ‘gullak’ money to send migrant family home by air Noida (IANS): Normal life has been hit by the outbreak of coronavirus. But some people are still helping out others in this hour of crisis. One such Good Samaritan is a teenage girl from Noida who sent a labourer family from Jharkhand home by air using her money from her ‘gullak’ (money box). Niharika Dwivedi is just 12 years old. She now wants to spend the remaining Rs 17,000 of her gullak money on the needy. She lives in Noida Sector-50, and is a student of class VII. Niharika told IANS, “I was watching the news in lockdown. Everywhere it was about migrants. I remembered one thing about my grandmother. My grandmother says that if someone wants to know about emotion, then look into their eyes, you will know their suffering.” Niharika said, “The migrant workers have done a lot to develop our society, now we should help them when they are in need. I talked to my parents about this and they supported me. Then we contacted an NGO and after a few calls, I came to know about a family in Jharkhand, including a husband and wife, who were living in a shelter home in Delhi and wanted to return home.” Three members of this family of Jharkhand,

Pyari Kol, his wife Shushila and daughter Kajal lived in Noida and worked as laborers. Pyari Kol was suffering from cancer and was undergoing treatment. All three were unemployed due to the lockdown. Somehow they reached Delhi and were spending their days in the shelter home. “I came to know that the girl’s father has cancer, due to which his land has been sold. After this I broke my piggy bank (gullak) and booked flight tickets to Ranchi to send them home,” said Niharika. Niharika’s father Gaurav Dwivedi booked the cab and transported the family from the shelter home to the airport. The three flew from Delhi to Ranchi at 5:30 p.m. on Sunday. Gaurav Dwivedi said, “There were a total of Rs 48,530 in the gullak. Around Rs 20,000 were used to buy the tickets and we also gave them Rs 10,000 rupees in cash, as well as food packets.” Niharika further said, “I have about Rs 17,000 left in my gullak now, and I will help any other needy with this money. My mother has told me that we will start depositing money in the gullak again.” Niharika, who exemplifies social service, wants to grow up to become an IAS officer, and serve the people. She also aspires to join the army.

Even on the rooftop of the four-storey building a number of petrol bombs were found intact with a catapult that was used to launch the petrol bombs and stones on nearby houses. The fresh chargesheet, however, states that the crime branch has not been able to ascertain the source of the said petrol bombs yet. The stones which were found were prepared in his house, the document states. “It was interesting to find out that on 22.2.2020, Tahir got his pistol released from Police Station Khajuri Khas. This is just one day prior to the starting of riots in Delhi. He was found connected to Khalid Saifi and Umar Khalid who are part of a larger group of persons who were organising riots and protests in Delhi,” the statement of the police said. Communal violence had broken out in the parts of Delhi in February after clashes between proand anti-Citizenship Amendment Act agitators spiralled out of control, leaving 53 dead.

Jessica Lal’s murderer Manu Sharma walks out of Tihar Jail New Delhi (IANS): Jessica Lal's murderer Manu Sharma walked out of the Tihar Jail on Tuesday, a decade after he was send to serve his life sentence. This came after Delhi Lieutenant Governor Anil Baijal approved his premature release late last month. Manu Sharma, son of former Union Minister Venod Sharma, was sentenced to life for killing Jessica Lal in 1999 in a sensational murder case. The trial court had acquitted him, but the High Court reversed the verdict and convicted him while the Supreme Court upheld the life sentence in April 2010. Lal, a model, was shot dead by Manu Sharma after she had refused to serve him liquor at the Tamarind Court restaurant owned by socialite Bina Ramani at Qutub Colonnade in south Delhi's Mehrauli area on the night of April 30, 1999. The ups and downs in the case are now part of Bollywood movie. Lal's family was destroyed by the tragedy, they fought a long hard battle. The only surviving member in Lal's family is her sister Sabrina. Speaking to IANS over the phone, Sharma's lawyer Amit Sahni said, "It's a day of happiness as a long battle of court and prolonged incarceration has come to an end. This is a

result of his good behavior inside the jail. "He was already out of the jail as he was on emergency parole but after completing all the formalities inside the jail on June 1 (Monday), he is now officially released," Sahni added. Baijal has approved remittance of Sharma's sentence along with that of 18 other convicts serving life sentence on May 28. "In exercise of the powers conferred by section 432 of the Code of Criminal Procedure, 1973 (2 of 1974) read with the Government of India, Ministry of Home Affairs, New Delhi Notification…dated 20 March, 1974, the Lt. Governor of the National Capital Territory of Delhi is pleased to remit the un-expired portion of the Sentence of the following 19 (Nineteen) life convicts on the recommendations of the Sentence Reviewing Board in its meeting held on 11.05.20," the order dated May 28 read. The decision comes after the Sentence Review Board in its meeting on May 11 had recommended the release of Sharma observing his "good conduct" inside the jail and outside it too while he was on paroles and furlough. The board also observed that Sharma alias Siddharth Vashishth has "good" prospects of post release rehabilitation.

Enforcement Directorate files chargesheet against P. Chidambaram, son in INX media New Delhi (IANS): In more trouble for former finance minister and senior Congress leader P. Chidambaram and his son Karti Chidambaram, who is a Lok Sabha member, the Enforcement Directorate (ED) on Tuesday said that it has filed a chargesheet against them in its probe into INX media money laundering case. The probe agency filed an e-charge sheet against Chidambaram, his son and others before Special Judge Ajay Kumar Kuhar on Monday. Besides the father-son duo, the chargesheet names Karti Chidambaram’s chartered accountant S.S. Bhaskararaman and others. The judge has directed the ED to file a hard copy once the courts start functioning normally. Chidambaram was first arrested by the Central Bureau of Investigation (CBI) on August 21 in the INX Me-

He was arrested by the ED in the money laundering case on October 16 and was in judicial custody till November 27 under the order of a trial court. The ED and the CBI are probing how Karti Chidambaram managed clearance for INX Media from the Foreign Investment Promotion Board (FIPB) in 2007 when his father was a minister. According to the probe, INX Media directors Peter and Indrani Mukerjea had met Chidambaram to prevent

any delay in the FIPB approval. Karti Chidambaram was arrested on February 28, 2018, by the CBI for allegedly accepting money to facilitate the FIPB clearance. He was later granted bail. The ED registered a PMLA case based on a CBI FIR and alleged irregularities in the FIPB clearance to INX Media for receiving Rs 305 crore [1 crore = 10 million] overseas funds in 2007. The agency has said the money received by associated entities was channelled back into the Advantage Strategic Consultancy Private Ltd (ASCPL). The ED has attached Rs 54 crore properties of Karti Chidambaram and a firm in the case. It has also attached Mukerjeas’ properties in the case. Earlier, the agency had filed a chargesheet against him in the Aircel-Maxis deal case.

India already called Bharat in the Constitution: Supreme Court New Delhi (IANS): Hearing a petition seeking direction to the Centre to amend the Constitution and change the name of the country from India to Bharat, Chief Justice of India S.A. Bobde told the petitioner on Wednesday that India is already called Bharat in the Constitution. While declining to entertain the plea, the top court said the petition could be considered as

a representation to the government. A bench headed by the CJI and comprising Justices A.S. Bopanna and Hrishikesh Roy asked the petitioner’s counsel, “Why have you come here? India is already called Bharat in the Constitution.” Advocate Ashwin Vaish, appearing for the Delhi-based petitioner, argued that the plea seeked amendment to Article 1

of the Constitution. To which, the CJI replied, “We can’t do that.” He reiterated that India is already called Bharat in the Constitution. Vaish argued that the English name India did not represent the culture and tradition of the country; instead, its origin is Greek, and it is derived from the word ‘Indica’. Vaish said that historically there are many examples where

Mallya’s extradition could be delayed; likely to seek political asylum New Delhi/London (IANS): With a pending legal issue remaining unresolved, Indian fugitive businessman and founder of the now defunct Kingfisher Airlines, Vijay Mallya, may escape his extradition to India for some more time. He remains out on bail in England. Sources in London said Mallya was likely to use all his heft to thwart the extradition process. A top Central Bureau of Investigation (CBI) officer said on condition of anonymity, “Mallya is going to exploit all legal remedies. First the official order has to come out and Indian Mission has to be informed.” The officer said the investigating agencies are aware of the possibility that Mallya, being a former Rajya Sabha member, could seek political asylum in the UK. They said they had information to this effect. Another CBI source said on Thursday that Mallya’s extradition would take time as “formal extradition order in this regard has not been issued” by the United Kingdom. Further, there is a legal option for the fugitive liquor baron to exploit.

On May 14, the UK High Court rejected Mallya’s plea seeking permission to file an appeal in the Supreme Court in London. “The final extradition order copy pertaining to this has not been issued,” said a top CBI officer heading the agency probe in the fraud case against Mallya. “Vijay Mallya’s extradition is not happening now. Once the UK government takes necessary steps, we will look into it and inform everyone,” said a top CBI officer. Sources further said that currently no CBI investigating team is in the UK. The case is being handled by a Special Investigation Team headed Joint Director Manoj Shashidhar. Under India-UK Extradition Treaty, the UK Home Office will have to formally certify

The CBI had filed a charge sheet against Mallya and others on January 24, 2017 which was followed by a request for his extradition on January 31 in the same year. Based on the request, Mallya was arrested by the UK authorities on April 20, 2017.

The plea said, “The removal of the English name though appears symbolic, will instil a sense of pride in our nationality, especially for the future generations. In fact, the word India being replaced with Bharat would justify the hard fought freedom achieved by our ancestors.”

Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Friday reiterated his intention to contest the next Assembly elections in the state, but said the decision on leading the party rested with the Congress President. He said Navjot Sidhu was very much a part of the Congress. At a video press conference, the Chief Minister said though he had initially termed the 2017 polls as his last election, he had subsequently, on the persuasion of his party colleagues, announced his decision to contest the 2022 elections, and there was no change in that stance. In response to a question on roping in Prashant Kishor for shaping the Congress poll campaign in 2022, the Chief Minister said the former had responded positively to his request. “Kishor has said he would be quite happy to come and help,” said Amarinder Singh, clearing the air on this count, amid media reports that Kishor had said no to handling the Congress campaign in the state.

Navjot Sidhu Quipping that he is often surprised by what he reads in newspapers, the Chief Minister said he had discussed the matter with party interim chief Sonia Gandhi, who had left the decision (of hiring Kishor) on him. He had also taken his party MLAs into confidence, and 55 of the 80 members of the legislative assembly were in favour of bringing in Kishor to handle the campaign, said Amarinder Singh. While showing his willingness to support the Punjab Congress, Kishor had denied that he was in any talks with Navjot Sidhu or the Aam Aadmi Party (AAP) with regard to the 2022 Assembly elections, Amarinder Singh further said, in reply to a query.

Describing Kishor as a family member, the Chief Minister said he had ruled out any association with either Sidhu or AAP, contrary to speculation in the media, and contrary to any claims on this count by Arvind Kejriwal. On Sidhu’s interactions with the Congress leadership, Amarinder Singh said Sidhu was very much a part of the Congress and had been in touch with the party high command in that capacity. Amarinder Singh said Sidhu or any other Congress member who had any concerns on any issue could come and talk to him. Investigations in the Bargari and other sacrilege cases were in progress but “we cannot just put people behind bars without following the due process of law,” he said, referring to Sidhu’s purported critical remarks on the issue. Many challans have been presented in the Bargari case, but the state government cannot interfere in the work of the courts, he added.

Chandigarh (IANS): Punjab Chief Minister Amarinder Singh, here on Monday, welcomed the Punjab State Electricity Regulatory Commission’s (PSERC) decision to reduce the domestic tariff despite dip in revenue due to the COVID-19 lockdown. The rates could be further rationalised in the interest of the people, he hoped. The Chief Minister said his government had recommended even more reduction in tariff for domestic as well as industrial consumers, but the PSERC had been unable to accommodate the request in view of the steep fall in revenue. In April, the Punjab State Power Corporation had suffered Rs 30 crore [1 crore = 10 million] losses a day due to shutdown, he said.

Pointing out that the domestic power tariff rationalisation had been done after many years, he said even with the current reduction in 50 paise per unit for load up to 50 Kw and 25 paise per unit for 0-100 units and 101-300 units slabs would give Rs 354.82 crore relief to 69 lakh domestic consumers. The poor, worst-hit by the pandemic, would benefit most from power tariff cut, he said. The PSERC has not increased tariff for small shopkeepers, who were also badly affected by the lockdown. Though the industry’s demand for lowering of fixed charges could not be met, the Chief Minister expressed satisfaction that there was no increase either for any category of industrial

Only 2% of those returned to Bihar contracted virus: Punjab government

Chandigarh (IANS): The Punjab government on Wednesday said only two per cent of migrants returning to Bihar have been found to be have contracted virus, the random sampling by the Bihar Government has revealed. Only three persons out of 157 tested on return to Bihar from Punjab have shown positive symptoms. A state health department spokesperson said this fact assumes greater significance in the backdrop of huge percentage of positive figures in comparison with the other states. Chief Minister Amarinder Singh from the very beginning had ordered strict compliance of all health protocols, making it a priority to save lives. Punjab was among the first states to enforce strict lockdown with equal focus on ensuring availability of essential commodities at doorstep of people, the spokesperson said.

Sharing figures of other states, the spokesperson added Delhi recorded the highest percentage with 218 (26 per cent) found positive out of 835 tested. In case of those returning from West Bengal, 373 samples were collected of which 265 were tested and 33 were found positive thus making it 12 per cent. In terms of Maharashtra, 2,083 samples of labourers were collected by the Bihar government and 1,283 were tested and out of these 141 - i.e., 11 per cent were found positive. The neighbouring state of Haryana accounted for nine per cent migrant population from Bihar being found positive. A total of 690 samples were collected out of which 390 were tested and 36 came out negative.

Information about the presence of suspect Tirath Singh, 32, was received by the Punjab Police and passed on to the ATS in Uttar Pradesh. Tirath Singh was booked under the Unlawful Activities (Prevention) Act by the Mo-

Akalis seek arrest of spurious seeds producer in Punjab Delhi-Amritsar-Katra expressway is now greenfield project Chandigarh (IANS): The Shiromani Akali Dal (SAD) on Wednesday demanded the arrest and custodial interrogation of the Dera Baba Nanakbased producer of spurious seeds that had created havoc in Punjab. It demanded a detailed probe into the role of the Lok Insaaf Party in the Rs 4,000 crore seed scam after the arrest of one of its senior leaders by the Special Investigation Team (SIT). In a statement here, senior party leaders Sharanjit Singh Dhillon and Maheshinder Singh Grewal said it was shocking that the SIT had still not found it fit to arrest the proprietor of Karnal Agri Seeds, Lucky Dhillon, whose involvement in the scam had come to light on May 11. They said it was strange that even the SIT, which had been formed after the SAD raised the issue, had not proceeded against Dhillon despite the fact that he had supplied spurious seeds to Brar Seeds whose proprietor had been arrested. “There is clear conclusive evidence in the form

of bill receipts seized from Brar Seeds premises as well as the statement given by the accused that he had received the spurious seeds from Karnal Agri Seeds.” Both Dhillon and Grewal said it appeared the SIT was not proceeding against Karnal Agri Seeds due to political patronage being provided to its owner Dhillon by Cabinet minister Sukhjinder Singh Randhawa. “It is increasingly becoming clear the minister has provided shelter to the accused at a safe house and that is why the SIT has been unable to arrest him. We demand Chief Minister Amarinder Singh should hand over the probe to the CBI or the high court so that Lucky Dhillon can be arrested and interrogated immediately,” they said in a statement. Chandigarh (IANS): The Centre on Tuesday agreed to convert the stretch of Delhi-AmritsarKatra expressway into a greenfield project by providing a direct spur from Nakodar, onward to the five historic towns of Punjab -- Sultanpur Lodhi, Goindwal Sahib, Khadoor Sahib and Tarn Taran, leading up to Amritsar. Union Minister for Road Transport and Highways Nitin Gadkari conveyed this to Chief Minister Amarinder Singh during a video conference. The Chief Minister had earlier raised the issue with the Centre, after local residents and their representatives expressed concern over the project’s failure to connect the religious and historical towns of Sultanpur Lodhi, Goindwal Sahib and Tarn Taran. Also, the original proposal of the National Highways Authority of India (NHAI) had entailed widening of the existing GT Road from Kartarpur to Amritsar as brownfield project, which was proving expensive as it would involve major demolitions due to land acquisition. During the virtual meeting, the Union minister told the Chief Minister that after detailed deliberations with state officials, the NHAI had approved the alignment of Phase I of the Delhi-AmritsarKatra Expressway with Delhi-Gurdaspur section.

Giving details, the spokesperson said the greenfield alignment will provide direct expressway connectivity to Amritsar, starting from Kangsabu village on Jalandhar-Nakodar National Highway connecting Sultanpur Lodhi, Goindwal Sahib, Khadoor Sahib, Tarn Taran and Amritsar and merging with the Amritsar-Dera Baba Nanak road near the Rajasansi international airport. Metro Vancouver Transit Police are asking for the public's help in identifying the suspect who allegedly attacked a young woman and a good Samaritan in an apparent hate crime. At approximately 3:45 pm, on May 21, 2020, a 17-year-old teenager and her mother boarded a bus near Pacific Centre Mall in Vancouver. A woman on the bus directed her attention toward the teen, who was wearing a headscarf, asking where she was from and if she was Canadian. The woman then ridiculed and mocked the teen's ethnicity. The woman became increasingly aggressive toward the teen, stating words to the effect of “your smile is making me want to punch you in the face.” The woman then allegedly, punched the teen in the head several times. The victim's headscarf was partially knocked off before her mother and a fellow passenger were able to separate the suspect from the teen. The suspect, who got off the bus at Hastings St and Jackson Ave in Vancouver, was followed by the good Samaritan who called 9-1-1. When she noticed she was being followed, the suspect allegedly took off her boots and began hitting the good Samaritan. When she brandished a knife the good Samaritan backed off with the suspect running away. The suspect is described as possibly an indigenous female, approximately 40years-old, 5'8”, weighing approximately 140 lbs. She was wearing a black hat, dark sunglasses, dark top with the word “Pink” written on the back, blue jean shorts, black boots, carrying a distinct backpack which is silver and very reflective causing is to change colour in different lights.

Here are some of the ways to tell if someone has possibly sustained a traumatic brain injury: * Pain and headaches. * Dizziness and loss of balance or coordination. * Feeling confused or disoriented. * Sensitivity to light or sound. * Sensory changes (for example, loss of sense of taste or smell, ringing in the ears, blurred or double vision). * Difficulties with concentration, memory, and decision-making. * Mood swings, irritability, extreme emotional reactions, or other unusual behaviour. * Changes in sleeping patterns (insomnia or oversleeping). Lyme Disease – The black-legged tick can be deadly The majority recover after a short time. Neurological complications develop in about 10 percent of cases. For instance, peripheral nerves may be involved, or they may suffer form Bell’s Palsy, meningitis or encephalitis. A final cycle of Lyme disease starts from five months to five years following the first infection. Patients tend to complain of pain in large joints such as the knee So, take this disease seriously. Never forget prevention. WHAT a relief to be outside after being isolated by the coronavirus. But beware! Warmer weather means that ticks are in the woods around you. Or even in your own backyard. A report in the Canadian Medical Association Journal shows, a tick bite can trigger diverse and deadly consequences. One case involved a 37-year-old man complaining of flu symptoms, fever, sore throat and joint pain. He had been in a tick-infested area several weeks earlier but did not recall a tick bite. His doctor diagnosed a viral infection and the patient improved. Weeks later heart palpitations, shortness of breath, and chest pains sent him to the emergency room. There was no evidence of the typical tick rash. But an ECG showed complete heart block. The diagnosis? Lyme carditis. Treatment of the disease was started. Yet the man’s condition deteriorated, and he died. Another case involved a four-year-old boy who developed fever, vomiting, general weakness, unsteady gait, and disorientation. Fortunately, doctors made a speedy diagnosis, antibiotics were administered, and the boy recovered. A third patient, a 57-year-old woman, suffered severe neurological symptoms, showing several organs in the body can be affected. It’s why Lyme Disease has been called, “the great imitator”. And why diagnosis is often delayed. Families with country homes are well aware of the pleasures of outdoor life. But they know the hazards of tick season which runs from April through October. So how do you protect yourself? First, know your enemy. The black-legged tick is an insect related to spiders and mites. It has a two-year life cycle and needs a host to feed. Next, ticks are very plentiful. Studies show that there may be 2,000 infected ticks in an acre of forested land. If bitten by a tick, you might find it lodged in your skin and needing immediate removal. But ticks can bite, eat, and move on without you knowing. So you need to be aware of signs you’ve been bitten. A tick bite might produce nothing more than a little bump, but it can also result in a rash that appears even as long as a month after a bite. The classic tick bite rash looks like a bull’s eye as it’s red, circular, with a clear center and red ring around it. But don’t be fooled by not seeing it. The U.S. Centers for Disease Control reports that only three people in10 get this specific rash. Bites may be painless, or painful, itchy and hot. It can be associated with low grade fever, headache, sore muscles, fatigue and often joint pain. The best Rx is prevention, prevention, prevention. It’s worth every effort, given the risk of cardiovascular and neurological complications. This means wearing clothing that protects arms and legs. And the use of insect repellent. Follow a strict routine of searching to ticks on all parts of the body after being in tick territory. This involves complete removal of clothing and having a proper tweezer available if a tick is found. How soon should it be removed? Some studies say that it takes 24 hours before a tick transmits Lyme Disease. But good sense says it’s prudent to remove it as soon as possible to decrease the risk of transmission. And don’t forget to check pets for ticks or give them antitick medication. If untreated, the disease strikes again in about three to five months. About one in 10 patients develop an irregular heart rate, or heart block.
