Father of the unborn child is reportedly her senior officer THE VOICE was the first to report the apparent suicide of Richmond RCMP Constable Jasmine Thiara on Tuesday, February 23 on our website voiceonline.com. But at the request of one of her family members, we removed the story from our website. There was also information that we did not publish back then. On February 26, the Independent Investigations Office (IIO) of B.C. announced on its website that it was “investigating the circumstances surrounding the February 21 death of an offduty member of the Richmond RCMP.” It said: “At approximately 9:15 p.m. on February 21, calls to 911 reported a woman considering self-harm. Just after 10 p.m., Vancouver Police officers located the woman’s body on the sidewalk of the Moray Bridge in Richmond. She had suffered what appeared to be self-inflicted injuries.” The IIO said it was investigating the circumstances surrounding this death, but further details would not be released at that time in order to protect the integrity of the investigation. Anyone with relevant information was asked to contact the IIO witness line at 1-855-446-8477.

We wrote: “The VOICE can inform its readers that she was pregnant and the father of the unborn child was her senior officer who reportedly would not take responsibility for it. We know his name.” Thiara’s family members told Global News that she left her home on February 21 ostensibly to get some gas and food. She took her badge and gun along. The family’s lawyer Martin Peters revealed that her body was found with a single gunshot wound to the head. Peters also told Global that two days before the tragedy, there was a shocking revelation. He told Global: “The most important thing about this is Constable Jasmine Thiara was three-anda-half months pregnant and the father of that fetus was a superior officer working in the Richmond detachment.” Thiara’s family told Global that the officer started visiting her several months after she graduated from RCMP training in December 2018. Peters has asked for the initial coroner’s report but hasn’t heard back from the Coroners Service. The RCMP is also carrying out its own inquiry into Thiara’s apparent suicide.

Sexual harassment and sexual assault not only harm the victims and their families, but also undermine the reputation of the RCMP as a policing organization. “One of the key findings of this Report is that the culture of the RCMP is toxic and tolerates misogynistic and homophobic attitudes amongst its leaders and members. This culture has resulted in incalculable damage to female members of the RCMP as well as those working for the public service. A change in the culture of the RCMP is essential. This Report concludes that change cannot come from within the RCMP but must be initiated from external sources. As the Hon. Marie Deschamps wrote in 2015 in the context of the Canadian Forces: “It is not enough to simply revise policies or to repeat the mantra of “zero tolerance”. Leaders must acknowledge that sexual misconduct is a real and serious problem for the organization, one that requires their own direct and sustained attention.” “No amount of financial compensation can undo the harm the Assessors witnessed. If real action is not taken, the RCMP will find itself in the same place again in a few years.” Taxpayers’ money to the tune of $200 million are being spent to compensate female RCMP officers, and employee and volunteers because of sexual harassment.

Second man charged for assault during February 28 Brampton rally

ONTARIO’S Peel Regional Police on Thursday (March 11) announced that Jodhveer Dhaliwal, a 30-year-old man from Caledon, was charged for ‘assault cause bodily harm’ and is scheduled to attend the Ontario Court of Justice in Brampton on a future date. On March 5, Jaskaran Singh, a 27-year-old man from Toronto, was charged for assault and is scheduled to appear at the Ontario Court of Justice in Brampton on a future date Peel Regional Police reiterated that they support the right to peaceful and lawful assembly. Mayors to federal government: Direct new transit funding to Surrey-Langley SkyTrain IN a letter sent on Monday to federal ministers and shared with local Members of Parliament, the Mayors’ Council on Regional Transportation called on the Government of Canada to use its upcoming budget to quickly commit its recently announced new transit funding to Stage 2 of the SurreyLangley SkyTrain, the acceleration of the Low-Carbon Fleet Strategy, and other shovel-ready projects in the region’s transit plans. The call comes just weeks after Prime Minister Justin Trudeau announced $14.9 billion in new transit funding over the next eight years, including $5.9 billion for stimulus projects and zero emission buses, and funding for a permanent transit fund to support longer-term transit expansion planning. The Mayors’ Council and TransLink have worked with the Province of B.C. to maintain transit service during the pandemic crisis in the face of plunging ridership revenue, and continue to work together to return the agency to financial sustainability and continue to expand transit in the longer-term, the Mayors’ Council said in a press statement. “The Mayors’ Council welcomes

recent federal announcements of new transit funding as a gamechanger for transit in Metro Vancouver,” said Jack Froese, Mayor of The Township of Langley and Vice Chair of the Mayors’ Council. “This funding, if committed in the coming months, will clear the path for shovel-ready projects like the Surrey-Langley SkyTrain and our Low-Carbon Fleet Strategy to help our region expand transit service, create new jobs, and recover from the pandemic more quickly.” In its submission to the

those who self-identify as Indigenous (First Nations, Métis, Inuit) individuals 65 years of age or older, and Indigenous Elders. Fraser Heath will be using a combination of small, medium and large clinics located across its 20 communities. Mobile outreach teams will be used for homebound population using home health and home support to receive immunization in their home. As BC’s vaccine program continues to expand, Fraser Health’s capacity will expand with several clinics

opening by mid-April. Fraser Health is starting with 22 clinics available to book appointments, spanning across its region. Planning for these clinics is based on population size, patient experience, the diverse population and efficiency. While every community might not have a stand-alone vaccine clinic, each will have access to multiple clinics for safe and effective vaccine delivery. Fraser Health wants to ensure there are options for as many people as possible. Seniors will have

choices of where they wish to have their vaccine. Fraser Health has a unique approach with five of its clinics across the region offering drive through vaccine appointments so you can stay in the comfort of your car (see photos). Starting Monday, Fraser Health has the capacity to immunize over 9,000 people per day which will more than meet the demand of this phase. It is well underway in planning to deliver over 23,000 immunizations a day for Phase 3. Fraser Health will be monitoring the volumes at its sites and will flex clinics up or down to meet the communities’ needs. Manjinder Sagoo charged by Vancouver Police for health order violations

VANCOUVER Police arrested two party hosts at a downtown condo on Saturday morning for allegedly violating the public health order that bans social gatherings inside residences. “After repeated complaints from the public and unsuccessful efforts to convince these hosts to stop having parties, our officers obtained a search warrant and forced entry into the condo Saturday to arrest two men,” said Sgt. Steve Addison. “The alleged hosts were taken to jail, and six guests were issued $230 tickets for being at

the gathering.” Saturday’s arrests came after 10 previous complaints about noise and parties in the highrise condo, near Burrard and Alberni Street. “Our officers will continue to make every effort to speak with violators, to remind them of the rules, and to convince them to obey the health order,” said Addison. “But, when someone flagrantly ignores the law and puts others at risk of contracting COVID, we will use our legal powers to hold them accountable.” Manjinder Sagoo, 37, is now

charged with three counts of failing to comply with an order of the health officer, contrary to Section 99 on the B.C. Public Health Act. Sanad Rayes, 35, is charged with two counts of failing to comply with an order of the health officer, contrary to Section 99 on the B.C. Public Health Act. PROVINCIAL Health Officer Dr. Bonnie Henry and Health Minister Adrian Dix announced on Thursday that the Provincial Health Officer (PHO) order on gatherings and events has been amended to allow for outdoor gatherings of up to 10 people. They said: “We are progressing, but we are not yet in a place where any of us can let go of the headway we have made. So, as much as we all want to take a step back, we need to continue to push forward. Where we can do things more safely is outside.” They added: “Should you choose to meet with your family and friends, remember that safety needs to continue to be top of mind and the re-

More British Columbians eager to get their jab

Nine-in-10 South Asians are motivated by protecting family when assessing their reasons for wanting a vaccine THE latest public opinion survey from the Angus Reid Institute, conducted in partnership with CBC British Columbia – shows increases in the number of people across the country – and in Canada’s westernmost province specifically – eager to roll up their sleeves and be vaccinated as soon as they are eligible. This, despite recent confusion over the efficacy and best use of certain vaccines on the general public, and the announcements that several provinces would be further extending the period of time between the administration of first and second doses of multi-dose vaccines. Those in Quebec are most optimistic about being vaccinated sooner than later – while those in Alberta, Saskatchewan, and Manitoba express expectations for a longer wait. Further, the number of Canadians worried about personally falling ill from COVID-19 has plummeted nearly 10 points over the last two months, from 71 per cent in early January to 62 per cent in early March. Despite a slightly warmer outlook about their own lives in the thirteenth month of this unprecedented pandemic – views of Prime Minister Justin Trudeau’s own performance on the

file remain frigid. For the first time, fewer than half of Canadians (44%) now say Trudeau has done a “good job”. More Key Findings: * Quebecers are three times as likely to say the amount of time they expect to wait to be vaccinated is “acceptable” than people one province over in Ontario (29% versus 11%) * While nearly two-thirds of British Columbians (63%) are willing to be vaccinated as soon as they are eligible,

COVID-19 vaccination clinic in North Delta THE City of Delta announced on Monday that following its lobbying efforts led by Mayor George V. Harvie, Dr. Victoria Lee, President and CEO of the Fraser Health Authority, has confirmed that there will be a COVID-19 vaccination clinic in North Delta in the coming weeks. This news provides equitable access to vaccine clinic locations for all Delta residents. Harvie said: “I am very pleased and grateful that Fraser Health listened to us when we spoke up strongly for North Delta residents. It is absolutely essential that all Deltans, no matter where they live, have as easy access to vaccine clinics as possible. I have asked our staff to do everything possible to ensure whatever City facilities Fraser Health needs for vaccine clinics are available at a moment’s notice. When it’s your turn, I highly encourage everyone in the City to get the vaccine that is offered so we can move swiftly into our new post-pandemic world together.” Currently, the only vaccine clinic available in Delta is the Delta COVID-19 testing and immunization centre, which is located at 4470 Clarence Taylor Crescent, beside City Hall. Surrey RCMP: The spider did it!

AN itsy-bitsy spider made a surprise appearance inside a vehicle over the weekend leading to a suspicious vehicle investigation in Newton. Surrey RCMP received calls from concerned members of the public after a woman in distress was spotted inside a newer model white Toyota RAV4. The suspicious circumstance was observed on Saturday, March 6 around 4:30 p.m. in the area of 141 Street and 61

Avenue. The Surrey RCMP General Investigation Unit tracked down the man and woman who were driving the RAV4 and confirmed that no criminal activity had taken place. This incident

was in fact, caused by a spider. The spider made a surprise appearance in the car causing a bit of a scramble and led to the woman to cry out for help. The woman then opened her door while the vehicle was in motion in an attempt to shoo the spider out. Needless to say, neither of these people had intended to cause any alarm to the public, said Surrey RCMP Sgt. Elenore Sturko.

Vaccine success story: teams working hard to protect Canadians as quickly as we can ic life. As always, we are in this together— in B.C., and across our country. Without a doubt there will be some hiccups and bumps along the way, but we are working

BY DR. BONNIE HENRY Provincial Health Officer WITHOUT question, this winter and this past year have been challenging for every single one of us. Right now, we stand at a turning point: we have safe and effective vaccines, and they are becoming increasingly available. I want to assure you that every person behind Canada’s and B.C.’s immunization effort is working hard to safely get vaccine into the arms of everyone as quickly as possible. The logistics of our COVID-19 Immunization Plan have presented significant challenges: from training immunizers in how to handle new vaccines that require specific temperature and environmental conditions; to ensuring we have the systems in place to record every shot that goes into every arm; to vaccine delays from both Pfizer BioNTech and Moderna; to the fact of our vast and often remote geography, with communities in all parts of this beautiful province. In addition, we have the blessing of a robust population of seniors and elders living in all of these diverse areas. Despite these challenges, since our program started we have delivered more than 280,000 doses of COVID-19 vaccines throughout B.C., from long-term care homes to remote and isolated First Nations communities. The moving photographs and videos of Elders, seniors and healthcare workers getting their vaccine is a bright shining light in what has been a most difficult winter. This is a tremendous success that we should all appreciate and celebrate, even as we prepare to provide vaccine to many more people in B.C. and across Canada. Today, we are in a delicate transition: the period between now and when everyone has received their shot, and the period when we must not—quite yet—let up on the measures that keep us safe. As we navigate this time, we are committed to making the process for vaccination as simple and efficient as possible. Our process will take into consideration the differing needs of people and our different ways of accessing registration information. Our goal and our promise is to ensure that no one who wants to receive the vaccine is left behind. And so we say to each British Columbian: Please be patient; we will not forget you. A tremendous effort is happening behind the scenes to make sure that our health authorities have the tools and the resources to take on this incredible task of immunizing every citizen who wishes to participate. We have not wasted any time putting the pieces in place; rather, we have been using this time to connect with communities, arenas, community centres and schools where we will be providing immunizations around the province. As part of this effort, I have issued a new order to allow a number of health professions and occupations to work in our immunization clinics. This means we’ve expanded our pool of immunizers who can provide services to include dentists, midwives, pharmacy technicians, paramedics, firefighters, and retired nurses, among others. We are excited to have put together the workforce that we’re going to need over the next six months to ensure that we get vaccine into eligible people as efficiently as possible. Our commitment as well has been to monitor the vaccine program closely here in B.C. and to learn from programs around the world. Data presented recently by the BCCDC has shown that vaccine effectiveness after a single dose in residents of longterm care homes, and in health care workers, is over 80% within two to three weeks of immunization. This is exceptional. And we are learning from immunization programs from around the world that we can extend the second dose to at least 16 weeks and still have this high level of protection. Indeed, extending this interval might provide

Kyle Friesen, legal advisor to RCMP, will be Surrey Police Service’s in-house legal counsel

KYLE Friesen, current Legal Advisor to the Royal Canadian Mounted Police in British Columbia, will be joining the Surrey Police Service (SPS) on April 1 in the role of in-house legal counsel. As a member of the executive leadership team, Friesen, will take an active role in ensuring SPS meets both its legal obligations and the high standards of conduct, practices and ethics it has set for itself, according to an SPS press statement. Friesen is a past recipient of the Queen’s Diamond Jubilee Medal (2012) “for significant contributions and achievements by Canadians,” the Sovereign’s Medal for Volunteers (2015) – awarded by the Governor General of Canada, and numerous RCMP commendations.

Horgan has highest approval rating among premiers CANADIANS are still more inclined – for the most part – to give their provincial leaders better assessments than worse in terms of approval, according to Angus Reid Institute. Indeed, five of Canada’s premiers receive the endorsement of at least half of their respective provincial constituencies, including B.C.’s John Horgan. Two-thirds (66%) of British Columbians approve of the job he’s been doing. Horgan holds the top spot this quarter, approved of by 66 per cent of his constituents, having survived a politically risky announcement that the now $16-billion Site C hydroelectric dam would indeed be completed, and drawing some buoyancy from news last week announcing details for the province’s mass immunization plan. The new strategy made headlines across the country for extending the time between first and second doses of applicable COVID-19 vaccine to four months. After initial conflict over this time-

Time will tell if more recent problems – such as Monday’s swamping of a hotline for making vaccination appointments – will have an impact on the level to which British Columbians approve of their premier in the coming

months, says Angus Reid Institute. Quebec’s François Legault is approved of by 62 per cent of Quebec residents. After imposing uniform restrictions and curfews across the province in January, Quebec returned to its colourcoded, regional system of restrictions in February. This has meant the reopening of stores, restaurants, and movie theatres in parts of the province, though not the densely populated red zones. Legault has voiced optimism as Quebec has opened up, but he also continues to

face criticism for the “deplorable conditions” in long-term care homes that led to immense losses of life last spring. Just under half of all COVID-19 deaths in Canada have occurred in Quebec. A coroner’s inquest into the LTC issue started in February. Doug Ford’s approval also drops this quarter, putting him at 50 per cent. What had been a remarkable renaissance for the Ontario premier over the last year appears to be coming to an end: his approval has dropped 19 points from where it was last May. Ford has been both praised

and criticized for management of the pandemic. Most recently it was reported that he overrode the advice of Ontario’s top doctor when he opened up testing to the general public, which led to backlogs. Ford faces re-election next year. Alberta Premier Jason Kenney has the second lowest approval rating among Canada’s premiers this quarter. The COVID-19 crisis, combined with low oil prices, devastated Alberta’s economy. The government projected an $18 billion deficit and a total provincial debt of more than $115 billion in its budget released in late February. After facing heavy criticism for its handing of the pandemic early on, Alberta has taken a cautious approach to reopening, and has seen downward trends in its case numbers over the past two months. Daylight Saving Time: Put your clocks forward one hour on Saturday night

DAYLIGHT Saving Time begins on Sunday, March 14 at 2 a.m. when clocks will be put forward one hour (“spring forward, fall back” is the way to remember that!) – most people will do that on Saturday night before they go to bed. Daylight Saving Time will end on Sunday, November 7 when we will put our clocks back one hour.

In 2019, more than 93% of the record 223,273 British Columbians who completed the Province’s survey on time observance indicated they would prefer a move to permanent Daylight Saving Time. However, the province is waiting for decisions to be made by jurisdictions in Canada and the western United States before introducing permanent Daylight Saving Time.

WorkSafeBC stepping up its workplace presence ahead of spring break, St. Patrick’s Day WORKSAFEBC announced on Thursday that it will have an increased presence at workplaces across B.C. ahead of the upcoming spring break period and St. Patrick’s Day to remind businesses they must have measures and controls in place to prevent the transmission of COVID-19 in the workplace. WorkSafeBC will be inspecting and consulting with businesses throughout the month of March when many families participate in spring break activities. The initiative will focus primarily on overnight and short-term accommodation, food and leisure services, amusement facilities, sports and

entertainment facilities, ski hills, and golf courses. WorkSafeBC will also be launching an initiative focused on bars, pubs and restaurants ahead of St. Patrick’s Day on March 17. “With spring break and St. Patrick’s Day both taking place this month, we want to ensure employers and workers are again ready for a potential increase in people coming to their workplaces,” said Al Johnson, Head of Prevention Services for WorkSafeBC. “We’re reminding businesses to make sure they have an up-to-date COVID-19 safety plan in place, that it’s understood by all staff, and that it’s being implemented effec-

tively.” All employers in B.C. are required to have a COVID-19 Safety Plan that assesses risks to workers and implements measures to prevent the transmission of COVID-19 in the workplace. The plan must be reviewed and updated as conditions change. To assist employers, WorkSafeBC has developed the resource: Reviewing and updating your COVID-19 safety plan: A guide for employers, available at worksafebc. com. “The vast majority of businesses in B.C. are taking COVID-19 safety very seriously and want to be in compliance,” said Johnson. “But

we’ve also seen some employers let their safety plan become dated — where it no longer reflects the latest PHO orders or changing conditions — and this is an important focus area for our prevention officers.” Employers are responsible for the health and safety of their workers, and this includes doing everything reasonably possible to ensure customer compliance with COVID-19 safety protocols and orders, including maintaining physical distance and wearing masks as required. conducted 24,221 workplace inspections and 4,494 consultations related to COVID-19. female and male occupants of the vehicle were arrested for drug-related offences and are believed to be involved in the local drug trade. Criminal charges are being considered. On the evening of March 5, UGET officers were conducting proactive enforcement patrols in the area of 132 Avenue and 100 Street when they observed a black Chevrolet Equinox conduct several motor vehicle act infractions. When officers attempted to initiate a vehicle stop, the driver fled from police. UGET officers immediately pulled over and did not engage in a pursuit. Officers were able to communicate over police radio the description of the vehicle and direction of travel, and with the help of the RCMP Air 1 helicopter, which happened to be in the area, the vehicle was safely tracked into south Surrey where Surrey RCMP’s

Surrey Libraries offering free Spring Break Kits for kids

SURREY Libraries is offering free Spring Break Kits and books to children. The custom activity kits have been put together by youth services library staff and can be picked up at any Surrey Libraries branch starting Saturday, March 13 until supplies last. There is a limit of one kit per child. Activities in the kits include a Nature Scavenger Hunt, Book Bingo, Cat’s Cradle, Hopscotch, and crafts. Instructions and most supplies are also provided except for markers, glue and scissors. Spring Break can lead to what parents and educators call the “spring break slip.” Activities like the ones included in the Surrey Libraries Spring Break Kit will help keep young minds engaged as they enjoy a much-needed break

Over 500% more trees will be planted by Surrey residents through this year’s tree sales

SINCE the inception of Surrey’s Love Where You Live campaign in 2019, Surrey has seen a huge increase in the popularity of tree and bulb planting events. Delta Police advise leaving replica guns at home

DELTA Police say that two recent calls they received highlight the risks of walking in public or driving with replica guns. In the first instance, police received a call when a member of the public reported a male shooting what he suspected was a BB gun in the playground of a North Delta elementary school just before 6 pm. There was no one else in the area, but the passerby did not feel the actions of the male were safe, so he immediately left the area and called the police. “We responded to that call urgently – with lights and sirens,” says Inspector Ciaran Feenan, head of the Delta Police frontline patrol. “Police must treat this type of call as though the firearm might be real, and real firearms are sometimes made to look like toys,” he explains. Police located a male matching the description provided, near the playground area. The first officer on scene loudly identified himself, and asked the male to show his hands – and then the male reached

The .50 caliber paintball revolver seized by police. into his waistband and pulled out a black revolver-style handgun. “By this time we had two officers on scene – and I’m very proud of the extremely professional way in which they handled this matter,” says Feenan. “They managed a situation with a great deal of risk and brought it to a successful and peaceful resolution.” The male in question ended up lobbing

He was taken into custody. “As it turned out the male was extremely apologetic. He had recently purchased a paintball gun and was shooting plastic pellets at a tree while waiting for a friend,” says Feenan. “When police arrived he apparently got scared, and admitted he made a very bad decision to pull the fire-

arm from his waistband. He had no intention of using it against anyone.” In another instance – the same night, and also in North Delta – police pulled over a vehicle after a call from the public about people in a vehicle with weapons. Again, police used lights and sirens and ordered the vehicle occupants out of the car. Four individuals were arrested, and police recovered a range of weapons from the vehicle, including a black BB gun, a cattle prod, a hatchet, a knife and more. Police seized the weapons and the investigation into this incident is continuing with charges expected to be forwarded to Crown Counsel for consideration. “Oftentimes, when responding to calls that involve replica guns, we find teens or young adults carrying them,” says Feenan. “In the first instance with the male in the playground, he was just 18 years old. Parents, please talk to your teens or grown children. They are taking a huge risk if they take that gun out in public, or in a vehicle, and potentially do something foolish.”

Loud music leads to seizure of loaded firearm, drugs and $12,000 in cash

ON February 27 at approximately 7 a.m., New Westminster Police Department officers were called to the Quayside neighbourhood for a report of a disturbance. As officers exited their vehicles they could hear loud music coming from a suite several stories up. After locat-

ing the suite which was the source of the loud music, officers asked the occupant to turn the music down, which the occupant did. In the course of speaking with the occupant regarding the loud music, officers observed items within the suite indicative of drug activity.

Later that day, a search warrant was obtained which resulted in the seizure of a loaded firearm, two stun guns, $12,000 in cash, and drugs suspected to include cocaine, fentanyl and psilocybin. The estimated street value of the drugs seized was approximately

$140,000. “This is an excellent reminder that police are putting themselves into situations you just can’t anticipate,” said Sgt. Sanjay Kumar. “What we thought was going to be a reminder to turn the music down, turned into an arrest connected to

suspected drug trafficking.” Charges against the suspect are being considered. The New Westminster Police Department would like to remind residents that if they believe suspicious activity is happening in their neighbourhood, call police at 604-525-5411.

West Vancouver woman fined $6,900 for breaching quarantine requirements

A 59-year-old woman has been issued two separate fines of $3,450 each after the Public Health Agency of Canada (PHAC) passed along information to West Vancouver Police with concerns regarding a breach of quarantine requirements. On March 4 at 10:25 p.m., PHAC notified West Vancouver Police that they had reason to believe

that a woman, who had entered Canada via the Pacific Highway Border Crossing earlier that day, had breached Canada quarantine requirements. The PHAC alleged that the woman had not provided an adequate negative COVID-19 test upon arrival, and had visited someone at Lions Gate Hospital shortly after. On March 5 at 1:20 p.m., an offi-

cer attended a residence in West Vancouver that had been provided by PHAC as the woman’s quarantine address and located her as she was returning home from a walk. The woman was issued two separate violation tickets, one for the allegations made by PHAC, and one for the breach of quarantine requirements as observed by the

officer. Both fines totaled $6,900. “This is a stark reminder that we all have a responsibility to slow the spread of COVID-19,” said Constable Kevin Goodmurphy. “There are strict government guidelines that specify how a person must quarantine upon entry to Canada, which includes a requirement to travel directly to their address of quarantine

and to remain there for 14 days.” The woman claimed to have been exempt from the required quarantine, but was unable to produce any official documents to support this. PHAC was updated as to the action taken, and the woman was directed back to quarantine at an address in West Vancouver.

Vancouver Police Board applies for director’s review of City Council’s VPD operating budget decision

BARJ Dhahan, Vice-Chair, Vancouver Police Board, and Board spokesperson on budget-related matters said in a statement on Tuesday that the Board has unanimously decided to apply for a director’s review under Section 27(3) of the Police Act of Vancouver City Council’s $5.7 million cut to the Vancouver Police Department’s 2021 Operating Budget. He said: “The Board has a fiduciary responsibility to exercise the highest level of ‘duty of care’ for the safety of the people of Vancouver, the VPD, and its employees. On November 30, 2020, the Board submitted a budget to Council that was developed through careful consideration and analysis. The Board’s budget balanced the City’s needs with respect to public

Barj Dhahan safety, while taking into account the financial impact from the Covid-19 pandemic. In order to support the City’s financial challenges, the Board opted to delay year four of the five-year Board and

Council approved staffing plan under the Operational Review by not including in its budget the 20 sworn and 10 civilian positions that were slated to be filled in 2021, in addition to existing 2020 staffing levels. “The subsequent decision by Council, which was framed by Council as maintaining the 2020 budget, is in fact a $5.7 million cut, as it fails to account for the Board’s contractual legal obligations for collective agreement provisions, or inflationary increases. This decision was made without any analysis or risk assessment regarding public safety impacts. The cut was larger than recommended by City staff, exceeding the cuts imposed on other City departments. It appears

the VPD is the only municipal police department in British Columbia to have been subject to a budget cut for 2021. “The VPD must mitigate this shortfall through hiring delays. As $5.7 million is the monetary equivalent of 61 new recruits, the Department will effectively fall 61 officers below current staffing levels as members leave and retire. This will bring staffing levels below those of 2009, resulting in negative impacts to police response, proactive policing initiatives and community based programs, diversity through hiring, and the health and wellbeing of our members. “After extensive review and consideration of areas that will be directly affected by the cut, and

information relevant to the current policing climate, the Board has unanimously determined that at minimum the current staffing and service levels must be maintained. Council’s budget cut undermines the Board’s independent governance role, and will negatively impact public safety, public confidence in policing, and member wellness for years to come. “The Board supports the Vancouver Police Department for the integral part it plays in ensuring the safety, health, livability and vibrancy of our community. The Board and Council must work together to ensure Vancouver preserves its world-recognized degree of safety and livability.”

Vancouver mayor says pandemic economic pressures made Council hold police budget steady VANCOUVER Mayor Kennedy Stewart on Tuesday reacting to the Vancouver Police Board’s decision to apply for a provincial review of Vancouver City Council’s 2021 Vancouver Police Department (VPD) budget allocation, said in a statement: “COVID-19 and the global pandemic continues to hit our city hard, especially when it comes to our City budget. Vancouver City Council was forced to grapple with $13 million in increased costs due to the pan-

demic, while losing $85 million in revenues.” He added: “These were not challenges that could be solved with a few simple changes. The City laid off 1,800 staff, deferred $250 million in key capital projects, with management and Council taking a 10 percent pay cut. But these actions were still not enough and that’s what made the 2021 budget process so difficult. Kennedy Stewart

During the course of debate, over 200 people came to speak and thousands more wrote in with suggestions about how to balance the 2021 budget.” Stewart said: “Most wanted to discuss policing and it’s understandable why—Vancouver’s police budget has increased 70 percent over the last 10 years, growing from around $200 million in 2010 to $340 million in 2020, and makes up over 20 percent of our operating budget.

Given pandemic economic pressures, Council decided to hold the 2021 police budget steady, while at the same time boosting funding for community policing centres to $300,000 to enhance public safety.” He said the City looks forward to hearing from the Director of Police Services regarding the process for consideration of the Police Board’s application and is ready to provide any information that may be required.

Police seek witnesses to serious incident outside East Vancouver Walmart on Sunday VANCOUVER Police are investigating a serious incident involving a man and woman outside an East Vancouver Walmart on Sunday, and ask anyone who saw what happened to call police immediately. “We don’t know exactly what happened, but we believe a woman may have been in distress and we urgently need to find out more,”

said Sgt. Steve Addison on Thursday. “We think a number of people saw this confrontation, but left the area before speaking to police.” Vancouver Police investigators believe the incident occurred around 8:15 p.m. on Sunday night in a parking lot outside the Walmart on Grandview Highway near Boundary Road. A number of people say they saw or heard a possibly vio-

lent confrontation between a man and woman, who were said to be standing near a black Dodge Challenger. Police officers were close by and responded quickly to a 9-1-1 call, but the vehicle drove away before the officers arrived and has not been located. Unfortunately, none of the first-hand witnesses stayed behind to speak to police and the

man and woman involved in the confrontation have not been located. “We don’t know the relationship between the two people involved in this incident, whether anyone was injured, or even if there was a crime,” said Addison. “We’d like speak to anyone who saw what happened, or even with the man and woman who were involved

so we can better understand what happened.” The primary witness is believed to be a white man in his 60s with grey hair and a beard. He was driving a grey SUV. 126 tickets issued by Surrey’s COVID-19 Compliance and Enforcement Team over past year

AS Canadians reflect on the one-year anniversary of the declaration of the COVID-19 pandemic, Surrey RCMP said on Thursday that they are also marking the one-year anniversary of the COVID-19 Compliance and Enforcement Team (CCET). CCET is a specialized enforcement team comprised of both Surrey RCMP officers and City of Surrey Bylaw officers. It was created to address safety and compliance with B.C. Provincial Health Orders in the City of Surrey.

The team began its operations on March 26, 2020, and from the outset, its officers demonstrated their resiliency and adaptability. Education and enforcement were at the forefront of team’s focus. Team members conducted proactive outreach and engagement with local businesses, faith-

based institutions and the community at large. Over the past year, CCET has also responded to hundreds of calls from community members and it continues to be grateful for their assistance. Although it has been a busy year, it has been heartening for its members to observe that of the thousands of checks completed to date, the vast majority of the public was in compliance. Non-compliance with B.C. Public Health Orders was observed in less than one percent of the overall

checks in Surrey. CCET said that while it was encouraging to see such a high rate of compliance, it did not hesitate to issue violation tickets to individuals and event organizers who continued to place the community at risk. On February 10, officers attended a business in the 7500-block of Royal Oak Avenue for a complaint of a staff member refusing to wear a mask. On February 25, officers attended a residence in the 7600-block of Imperial Street for a complaint of a house party. Officers located four people that did not reside in the residence. The four individuals were playing cards without the homeowner present. This was the second time in three days police had attended the residence. Four $230 violation tickets were issued. On February 26, officers attended a residence in the 6600-block of Willingdon Avenue for a complaint of a get-together with people in the home that did not live there, in contravention of current orders. Upon attendance, officers spoke to everyone inside the home, including two non-residents. The homeowner stated that she did not believe the pandemic was real. She was issued a $2,300 violation ticket for hosting a noncompliant event.

Burnaby RCMP’s COVID Compliance Enforcement Team issued 10 violation tickets last month BURNABY RCMP’s first responders and it’s COVID Compliance Enforcement Team (CCET) under the Emergency Program Act responded to a combined total of 56 complaints and issued 10 violation tickets in the month of February. This does not include the numerous proactive restaurant, lounge and business checks conducted by CCET. On February 1, officers attended a residence in the 6600-block of Brantford Avenue for a complaint of a woman breaking Quarantine Act regulations. The woman admitted to police that she had been in contravention of the Act on several occasions. A $750 violation ticket was issued. Reaffirming our commitment as MLAs to fight sexism and gender-based discrimination every day BY AMAN SINGH NDP MLA for Richmond Queensborough EARLIER this week, we celebrated International Women’s Day; a day to recognize and honour the achievements of all women as we strive to remove the systemic barriers placed in front of them. To be clear, this absolutely includes trans women – who many still seek to exclude, refusing to acknowledge their gender identity. In the Legislature on Monday, I spoke in support of a motion reaffirming our commitment as MLAs to fight sexism and gender-based discrimination every day. How do we fight sexism, misogyny, and the patriarchy? We start by listening to all women. To challenge white supremacy and racism, we listen to Indigenous

voices and the voices of Black people and people of colour. To challenge homophobia and transphobia, we listen to 2SLGBTQ+ voices. We listen and learn from the experiences of those who are directly affected, and then we act to dismantle those barriers. Over the last year, the pandemic has not treated us all equally.

Women have had more than their fair share of economic and social challenges. Women have accounted for more job losses and have taken on more unpaid labour caring for children, elders, and family members. That’s why our provincial government is focusing on removing systemic barriers and tackling some of the biggest challenges facing women. We’re making historic investments in child care, by creating more licensed spaces and making it more affordable. This will allow more women to go back to work or school, and plan for a brighter future. We’re giving extra support to women through employment and skills training so that they can benefit from good-paying jobs in highdemand fields. Currently, over

60% of those who earn minimum wage are women. In June, we are increasing B.C.’s minimum wage to over $15 an hour and raising the liquor server rate to be in line with the general minimum wage. We’re also investing in housing and support for women and children, so they can rebuild their lives after leaving violence. The pandemic has led to an increase in gender-based violence, in part because people are spending more time isolated at home and may be cut off from support and resources. Even before the pandemic, the rate of gender-based violence was unacceptably high for women and girls in B.C., especially for Indigenous and trans women. Our government is building 1,500 new transition homes for women leaving violence, including new

housing options in remote and First Nations communities. We’ve provided $10 million to the Ending Violence Association of B.C. to support emergency sexual assault services. To keep students safe and informed on consent, we’ve launched a provincewide campaign to prevent sexualized violence on college and university campuses. And last year, we introduced paid leave for people facing domestic or sexual violence. This week, and every week, I reaffirm my commitment as an ally to all women by challenging sexism and inequality and working to end gender-based discrimination and violence. I encourage everyone, especially men to join me in listening to women, and taking action on building a more equitable province for everyone.

Vancouver elementary teachers call for VSB to address teacher shortage THE President of the Vancouver Elementary School Teachers’ Association, Joanne Sutherland, is calling on the Vancouver School Board to address the critical shortage of teachers in the district. She noted that while the pandemic has exacerbated the situation, it has been an ongoing issue that has not been effectively addressed. Every day there are numerous absences that are not filled due to a shortage of teaching staff. The Vancouver School Board has not been able to maintain a sufficient number of

on-call teachers. Schools are forced to shuffle their schedules daily and pull teachers from their assignments to cover absences. This directly affects services to students as Resource Teachers, ELL Teachers, Reading Recovery Teachers, Teacher Librarians, Counsellors, and other specialist teachers are consistently being redirected to cover classrooms. Those one-on-one and small group supports, that are essential for students, are being lost. “Since October 2020, our members have been collecting data, and so far, we have calculat-

ed over 900 days where the Board has failed to fill an absence. This number is alarming and suggests that the problem is at a critical point,” said Sutherland. “Teachers are under immense pressure to fill the gaps and this situation is untenable.” She pointed out that school districts were mandated to hire more teachers after the BCTF won back class size and composition protections at the Supreme Court of Canada in 2016. The issue of staffing shortages has become an increasing concern since that time. Increased

absences due to the Provincial Health Office orders means that we are seeing a greater increase in the need for additional teachers. Sutherland said: “Our teachers are working hard to make school a stable environment for their students during this pandemic. Their ability to do so is challenged when their schedules change daily, when their preparation time is cancelled, and when they can’t rely on the supports needed for their students. COVID-19 has meant that our students need more daily support, not less.”

Successful quarantine program for agriculture temporary foreign workers extended THE Province is extending its successful quarantine program for temporary foreign workers coming to B.C. for seasonal agriculture work, to ensure the health and safety of the workers and the communities they will be travelling to. “These seasonal workers are so vital to our farming communities and play an integral role in preserving our province’s food supply,” said Lana Popham, Minister of Agriculture, Food and Fisheries, on Thursday. “Extending

our quarantine program will provide peace of mind to workers, employers and communities that we are doing everything possible to prevent the spread of COVID-19. I know some of these workers leave their homes to come to B.C. year after year, many returning to the same farms where they have developed close relationships, and we are grateful for their help in growing and harvesting food for British Columbians.”

The B.C. government will continue to fund hotel, food-service costs, laundry services, wellness walks, interpretation and translation services, health screening and other necessary supports for these workers during the quarantine period. Upon arrival in Canada, temporary foreign workers will be screened for COVID-19 symptoms by federal officials (Canadian Border Service Agency and Public Health Agency of

Canada). If they have symptoms, they may be placed in quarantine at the point of entry or be sent to the hospital as per the federal Quarantine Act. If asymptomatic, workers will continue on to the provincial quarantine site for 14 days. Following the quarantine period, if no symptoms develop (or once the employee is fully recovered if symptoms do develop), workers will be safely transported to their farm.

Conservatives and NDP slam Trudeau government’s attempts to cover-up alleged sexual misconduct

JAMES Bezan, Conservative Critic for National Defence, reacting to reports that a senior member of the Trudeau government threatened a Canadian Armed Forces member attempting to report allegations of sexual misconduct by then-chief of the defence staff, General Jonathan Vance, said in a statement: “According to media reports, the Trudeau government has undertaken a coordinated campaign to threaten and silence a sexual misconduct whistleblower. This includes telling the whistleblower that if he told Canadians about allegations of sexual misconduct, his ‘career in the military would be over.’ “This is more evidence that Justin Trudeau and his Liberal government have gone to great lengths to cover-up allegations of sexual misconduct in the Canadian Armed Forces. “We ask a lot of the brave Canadi-

Women deserve much better than that from this government.” The former military ombudsman told a parliamentary committee that Defence Minister Harjit Sajjan refused to hear important information regarding sexual misconduct allegations against Vance. Then, just last week, reports surfaced that a senior adviser to the Prime Minister working in the PMO was made aware of concerns about Vance — three years ago, the NDP pointed out. Mathyssen said it’s hard for Canadians to believe the Prime Minister’s claim that he didn’t know anything

about these allegations. She pointed out that, for many women who report harassment or violence, powerful men failing to take the necessary action to keep them safe is a sadly familiar story. “Women deserve to know that they will be supported when they come forward after experiencing harassment or violence in their workplace. How can they trust their reports will be taken seriously now? Stories of harassment and abuse in this government only seem to concern the Prime Minister when he reads them in the newspaper,” said Mathyssen. “Over and over again, we’re seeing this government try to bury stories of harassment and abusive behaviour. By letting his team bury the allegations to protect his government, the Prime Minister reinforced the culture of silence. How can women in the armed forces be confident to come forward after that?”

Construction begins for new St. Paul’s Hospital CONSTRUCTION has started for the new St. Paul’s Hospital at the Jim Pattison Medical Centre, the largest hospital redevelopment project in B.C.’s history. “The new St. Paul’s Hospital will be home to world-class public health care as well as research and a teaching centre that will help transform patient care for people in B.C.,” said Adrian Dix, Minister of Health, on Monday. “After more than a decade and a half of stalling, I am proud that our government gave this project the green light and took further action for this new, state-of-the-art facility. The St. Paul’s Hospital will continue its legacy of serving the people around the province now and in the future.” The new St. Paul’s will continue to serve people in Vancouver and all of B.C. as an internationally renowned, full-service, acute-care hospital and integrated health campus with capacity for up to 548 beds, which includes 115 new beds. The site will be the home of several leading provincial programs and referral centres, including heart and lung care, renal, specialty surgeries and transplants, and eating disorders. “This is an exciting step toward a new hospital that will benefit not only Vancouver but British Columbia as a whole,” said Melanie Mark, MLA for VancouverMount Pleasant. “I am proud that Vancouver-Mount Pleasant will be home to this state-of-the-art health-care facility and look forward to the doors opening for the community.” The hospital will offer general and specialized care, including HIV/AIDS care, chronic disease management services, emergency and critical care, mental health and addictions beds and programs, ambulatory services and outpatient clinics, end-of-life care, Indigenous health-care services, maternity services and community outreach programs. St. Paul’s Hospital will continue to be a teaching hospital, training University of British Columbia medical students, British Columbia Institute of Technology nursing students and other health-sector professions.

Abbotsford Police: Missing person Chamkaur Singh Brar THE Abbotsford Police Missing Person Unit is asking the public’s assistance in locating Chamkaur Singh Brar who was recently reported missing by his family who have not seen him in over a year. Brar was last seen at a medical clinic on March 11, 2020. He is known to live a transient lifestyle in the Fraser Valley area, specifically between Abbotsford and Langley. Brar is a 47-year-old man, 5’7″ tall, 132 lbs, with a thin build, brown eyes and black hair. There is no clothing description.

Not lost in the redesign are the Grom’s amazing gas mileage, low operating and maintenance costs, attention to detail and Honda’s legendary reliability. The iconic Grom rounds an important corner this year, emerging from its extensive makeover as a more refined, and easier to ride machine. A more efficient engine now has a fifth gear for increased versatility, while a flatter seat accommodates varying rider heights. The future of Volvo Cars is electric and the new Volvo C40 Recharge is the latest manifestation of its commitment to a zero emission future. The C40 Recharge has all the benefits of an SUV but with a lower and sleeker design. It is based on the CMA vehicle platform and the first Volvo model in history designed as pure electric only. Following the introduction of the XC40 Recharge and now the C40 Recharge, Volvo Cars will roll out several additional electric models in coming years. Already by 2025, it aims for 50 per cent of its global sales volume to consist of fully electric cars, with the rest hybrids. By 2030, it plans for every car it sells to be pure electric. “The C40 Recharge represents the future of Volvo and shows where we are going,” said Henrik Green, chief technology officer. “It is fully electric, offered online only with a convenient care package and will be available for quick delivery. Getting a new Volvo was never this attractive.” The rear of the C40 Recharge features a striking rear-end design to go with the lower roof line, while the new front design introduces a new face for electric Volvos and includes head lights with state-of-the-art pixel-technology. US Defence Secretary’s visit to India to further strengthen defence cooperation New Delhi (IANS): US Secretary of Defence, General Lloyd J Austin, is scheduled to visit India from March 19 to 21 to further strengthen bilateral defence cooperation. It will be the first high-level visit by someone from the US after Joe Biden took over as the President on January 20. During his visit, Austin is expected to meet Indian Defence Minister Rajnath Singh and other senior dignitaries in the government. The visit will take place a week after the first ever Indo-Pacific Quad summit on Friday, involving India, the US, Australia and Japan. New Delhi (IANS): A Delhi Court on Wednesday asked the city police about the action taken against Bollywood actress for allegedly defaming the Sikh community and farmers protesting through a series of tweets and took cognisance of the complaint seeking registration of an FIR against her. President of Delhi Sikh Gurdwara Management Committee and National Spokesman of Shiromani Akali Dal (SAD) Manjinder Singh Sirsa had approached the court seeking a direction to the Delhi Police to registrar an FIR (First Information Report) against Ranaut. Sirsa said that the actress maligned the image of the Sikh community and protesting

farmers, incited hate towards the community with ulterior motives and thereby committed acts prejudicial to national integrity. According to the application, she published an “extremely derogatory” tweet on her twitter handle to promote communal disharmony by labelling protesting farmers as Khalistani terrorists thereby hurting the sentiments on December 5, 2020. Sirsa quoted her tweet - “Can Shaheen Bagh’s Biryani gang and Khalistani terrorists tell what their problem is about the bill. Dutch national among 2 arrested over Red Fort violence New Delhi (IANS): Delhi Police have arrested two more people in connection to the January 26 Red Fort violence, including a Birmingham-based Dutch national who is of Indian-origin. While the Dutch national has been identified as Maninderjit Singh (23), the second arrested person is Delhi resident Khempreet Singh (21) who attacked a policeman with a spear inside the Red Fort premises. The two men were arrested on Tuesday night.

According to the police, Maninderjit Singh was trying to flee the country with forged documents and posing himself as Jarmanjit Singh Khabbe Rajputan from Gurdaspur, Punjab. A Look Out Corner notice was issued against him. and as per his plan and arrangements, he was to fly first to Nepal from Delhi and then to the UK. Maninderjit Singh was previously involved in a riots case registered with the Rangar Nangal police station in Gurdaspur and also has a

case of cheating at Indira Gandhi International Airport Police Station in New Delhi. “The accused Maninderjit Singh was involved in the Red Fort violence case. There are video footages on record, which shows the presence of the accused alongside the unlawfully assembled unruly riotous mob carrying a ‘bhaala’ (spear) during the farmers’ agitation on January 26,” Monika Bhardwaj, DCP Crime, said. Delhi Police bust fake call centre promising jobs New Delhi (IANS): The Delhi Police have busted a fake job placement centre operating from the Janakpuri area in the national capital for duping innocent victims across the country on the pretext of providing lucrative jobs in India and abroad. The call centre shifted base from one place to another within a few months to dodge the police and evade the victims. As per the interrogation, it had lured more than 200 customers throughout India, cheating them of millions of rupees. On March 8, a secret information was received that an illegal job placement call centre is functioning in Janakpuri, after which a raid was conducted at the said premises. During the raid, four men -- Shailendra, Himanshu Kohli, Mohd Shadab Anis and Amit Kumar Karn, and three women -- Sunita, Swati and Parul, were found present at the said premises. On scrutiny, it was found that all the seven persons ran a portal named

‘Group Naukri’ to cheat the victims on the pretext of providing lucrative jobs in India and abroad, especially in the Gulf countries. “Two complaints have already been received online wherein the victims have claimed that they have been cheated of Rs 52,000 and Rs 40,000, respectively,” the police said. The data of more than 100 victims have been found in the documents and laptops seized from the spot. The SIM cards used to call the victims were procured on fake IDs. “The accused set up their scam call centre in busy commercial complexes so as to avoid detection by the authorities. They usually changed their office after every threefour months. They collected data of the job seekers from their sources after which the gullible persons were called over phone with an assurance of providing lucrative jobs within a week or so,” said Urvija Goel, Deputy Commissioner of Police, West Delhi.

Unauthorised statements on COVID-19 invoking false sense of security: Indian Medical Council New Delhi (IANS): The Indian Medical Association on Monday condemned the latest narrative developing around COVID-19 in the political sphere in which leaders are attributing the fall in positive cases to a situation of an ‘endemic’. This is when a resurgence of cases is being witnessed in more than half a dozen states, including Punjab, Maharashtra, Tamil Nadu, and Delhi. “It is painful to note the discussions on endemic vs pandemic status of COVID-19 are echoing in the political corridors. However, it ought to be substantiated by scientific evidence by the World Health Organisation (WHO) or ICMR (Indian Council of Medical Research] only,” the IMA said. A day ago, Delhi Health Minister Satyendar Jain said COVID-19 was nearing an “endemic” phase in the national capital. However, Delhi, for over a week, has been witnessing a rise in daily new cases reported. The association feels that unauthorised po-

litical statements will lead the public to let down their guard against the viral disease. “Unauthorised political statements shall invoke false sense of security. The IMA feels as the world’s countries are still reeling under the clutches of this disease, we need to deem it as pandemic only at this stage and work hard from all cylinders of preventive, curative and rehabilitative works,” the association stated. Kisan Congress demands Rs 10 million for every farmer who died during stir New Delhi (IANS): Hundreds of Kisan Congress activists on Wednesday marched at the heart of the capital in solidarity with agitating farmers and questioned the silence of the government on the death of over 250 farmers in last 102 days. They also demanded a compensation of Rs 1 crore [Rs 10 million] for the kin of each

farmer who died during the stir. The Kisan Congress workers led by vice chairman Surendra Solanki arrived at the Vijay Chowk area near Parliament and raised slogan against the government demanding repeal of the three contentious farm laws passed by the Centre last September. Speaking to media, Solanki said, “In the last

102 days, over 250 farmers have lost their lives while sitting on protest against the three farm laws. But the government has not spoken a single word on their death.” Solanki demanded a compensation of Rs 1 crore for the family members of each farmer who lost life during the protest. Thousands of farmers from Punjab, Hary-

ana and western Uttar Pradesh have been sitting on protest at several borders of Delhi since November 26 last year demanding the repeal of the agri laws and also ensure the minimum support price for their produce. Andhra police crush illegally amplified bike silencers Rajamahendravaram (Andhra Pradesh) (IANS): Aimed at teaching a lesson to all the youngsters trying to impress college girls with amplified silencers fixed on their motorcycles, the traffic police in Rajamahendravaram in East Godavari district have started dismantling and crushing them under a road roller. “We caught up to 50 loud motorcycles, dismantled their silencers and crushed them under a road roller,” the Deputy Superintendent of Police (Traffic) of Rajamahendravaram, K.V.N. Varaprasad, told IANS on Thursday. Varaprasad said that young boys were zipping on their loud motorbikes, especially in the presence of students from the women’s colleges, leading to sound

pollution. The DSP said that he himself is a direct sufferer of this loud silencer menace because he experiences it firsthand as he stays near the Arts College and the SKVK College in the city. “I have known how much people are suffering from this problem. That’s why we have initiated this silencer drive to remove the loud components from the motorcycles,” the senior police officer said. Incidentally, the Director General of Police’s office has supplied a digital noise level measuring instrument to the traffic police to thwart the sound polluters and identify the high decibel vehicles. Motorcycles producing noise more than 80 decibels will be categorised as noise polluters, prompting

the police to detach those components and destroy them right in front of the two-wheeler owners. After silencing 50 violating motorcycles in the first drive on Wednesday, the police are planning to carry out the second drive next week. “Anybody riding a twowheeler which violates

this rule will be stopped, and the silencer will be dismantled and destroyed. A penalty of Rs 1,000 under the Motor Vehicle Act will also be slapped on the violator,” Varaprasad said. For easier dismantling of the silencers, the police are keeping a motorcycle mechanic handy and forcing the violators to cough

up his charges as well, which is Rs 50 per silencer. The heavy road roller for crushing the silencers has been roped in with help of the municipal contractors. After finishing the crushing job, the police allowed the two-wheeler owners to go back and fix the company specified silencer. In fact, there was a short spectacle in the middle of the road in the city on Wednesday afternoon when the police arranged the 50 silencers one beside the other and rolled the crusher, flattening all of them under its weight. “We feel this kind of a drive is necessary as it will create fear in the minds of the violators and compel them not to create sound pollution,” he noted. He also wished that at least the parents of these

youngsters will warn their children to avoid such loud acts. According to the officer, youngsters are mostly altering the silencers of 350 cc Bullets by drilling a small hole or employing other techniques, including a particular company which is selling noise amplifying components. He said that according to the MV Act, two-wheelers and three-wheelers have a sound limit of 80 decibels, 82 decibels for passenger vehicles, 85 decibels for commercial vehicles and 89 decibels vehicles carrying more than four passengers. Varaprasad clarified that no vehicle even on the highway can exceed 91 decibels of noise come what may.

Women take centre stage at Tikri border on Women’s Day New Delhi (IANS): The scene at Tikri border on Monday was refreshingly different from other days as the stage was exclusively reserved for the women agitators to mark International Women’s Day. The move was to celebrate the spirit of womanhood and show symbolic solidarity with equality for women. The dais was managed and used to address the crowd by women only. The farm leaders even refrained from speaking off-stage. “It’s their (women) day, focus on them only,” said Sanam Singh, the state coordinator of Punjab Kisan Manch. The celebration started at around 9 a.m. and went on till 5 p.m. Women, who arrived at the Tikri from far-off places in Punjab and Haryana gave fiery speeches, recited poems of revolution and shared their opinions on farm laws while addressing the crowd.

“The speeches were never this interesting. Our sisters are rocking it,” said Kiranjit Panna who was sitting among the audience. Sandeep Kaur, 35, who is an Assistant Professor in a college, came along with her younger sister from Mansa, Punjab to attend the celebration. Her whole family has been participating in the agitation at Tikri for over two months. Sandeep remarked the move as a welcome change. “For months, our women are supporting the men from the background. The momentum is building that we should now be allowed to lead from the front,” she said. “If we have to break the arrogance of the government which is hell-bent on imposing the farm laws that we don’t need at all, women should be allowed equal participation in the movement,” Sandeep said. “So far, we have been largely limited to

spectators. Now is the time to share the leadership.” Like Sandeep, many women arrived at the border to share the celebration of the day which comes once in a year. Parminder Gill, 26, who is pursuing her career in poetry, recited poems about various agitations and struggles which demanded extreme sacrifice but eventually evolved into a catalyst of change across the world. “Even our very own freedom struggle from the British colonialism was full of sacrifice and hardship. Men and women equally participated there. We need to shed-off the burden of patriarchy and reclaim our spaces whether in our homes or in a social movement like this,” she said. The eagerness to get heard was such that the stage managers had to decline many requests. “It seemed that they have not been listened

to for ages. It’s natural since most of the communication and agenda is set by men. We were bound by time, otherwise each one of them would have received a chance to speak,” said Jasbir Kaur, state committee member of Punjab Kisan Union. The women also saw this event as a ray of hope in the community, especially falling in Haryana where in remote towns, women do not even step outside without permission from male members of their family. “It took us generations to break the shackles of Sati tradition to reach this stage. It may take us many more years but we will be leading the world one day,” said Jagroop Kaur, President, Kheti-Kisan Union. “And as far as this protest is concerned, we will not budge down, we will not turn away, till the black laws are scrapped,” she added.

Punjab Assembly flays Enforcement Directorate raid on Khaira’s house Chandigarh (IANS): The Punjab Assembly on Wednesday unanimously condemned the Enforcement Directorate (ED) raid at legislator Sukhpal Khaira’s house, terming it as “unwarranted and unconstitutional”. Parliamentary Affairs Minister Brahm Mohindra said the House expressed its concern in one voice against the use of Central agencies like CBI (central Bureau of Investigation), ED and NIA (National Investigation Agency) to harass innocent people, including the farmers, politically elected representatives and even some government officials whereas these were meant to ensure transparency in public life. He said during the ongoing session of the Vidhan Sabha, Khaira has been compelled to remain absent from participating in the proceedings of the House and unable to discharge his Punjab bracing up for second wave of COVID-19 pandemic Chandigarh (IANS): Punjab Chief Secretary Vini Mahajan chaired a high-level meeting here on Saturday to discuss ways to contain the second wave of the COVID-19 pandemic in the state, which is expected to witness a spike of 3,000 cases per day by the end of March. Mahajan said the second wave has started and all the Deputy Commissioners and Police Chiefs must ensure that large gatherings like marriages, religious events and social functions should be restricted as per the guidelines of the government. She said that COVID monitors should be deputed at wedding venues and other places of gatherings. The ED searches linked to former Aam Aadmi Party (AAP) leader and Punjab Ekta Party (PEP) founder Sukhpal Singh Khaira and his son-in-law Inder Veer Johal in connection with drugs money and fake passport racket case concluded on Wednesday, an official said in Delhi. The official related to the probe told IANS, “Searches in Punjab and Chandigarh at the premises linked to Khaira was concluded on Tuesday evening.” The searches in Delhi at the premises linked to his son-in-law Johal conclud-

ed on Wednesday, he added. During the searches, the ED seized electronic equipment and documents related to bank transactions and the companies owned by Johal. The ED officers searched eight locations -- one in Chandigarh, five in Punjab and two in Delhi. Sharing details of the case, the ED official said that the drugs case was registered in Punjab’s Fazilka in 2015 after 1,800 grams of heroin, 24 gold biscuits, two weapons and some live cartridges, some Pakistani SIM cards were recovered. The case was registered by the Punjab Police and the accused had already been convicted. The official said that Khaira was associated with some of the convicted in this drugs case, and that was the reason why the financial probe agency carried out searches at his premises.

Sharing the details of the fake passport racket case, the officer said that in this case also Khaira has been associated with the people named in the case. When asked about the role of Khaira’s son-in-law, the officer said, “He used to help his father-in-law in money laundering through his company which works in the field of Wi-Fi systems.” At the time of the raid Khaira was present at his Chandigarh Sector 5 home along with his lawyer son. He is a legislator from Bholath and former Leader of Opposition. The official said that the agency was looking after the property papers as well as banking transactions of Khaira. Khaira has denied any wrongdoing. His counsel claimed that the raids were carried out as his client was supporting the ongoing farmers’ agitation.

Punjab assembly salutes indomitable spirit of women Chandigarh (IANS): The Punjab Vidhan Sabha on Monday unanimously passed a resolution saluting the “indomitable spirit of women in contributing to the progress of the nation”, with Chief Minister Amarinder Singh declaring his government’s strong and continued commitment to the empowerment of women and the girl child at every level. Recognizing the immense contribution of the women in making this world a better place to live, the House resolved “to work with dedication towards providing them an ambience of equity, justice, and freedom to further empower them to be equal partners in the progress of Punjab and our country.” The Akalis continued to remain suspended as per the

Lauding the decisions of the state government to provide 50 per cent reservation for women in the Urban Local Bodies and the Panchayati Raj Institutions, and 33 per cent reservation in government employment, it noted that athis ensures better representation of women in decision-making and contributes to the furtherance of their interests. Earlier, placing the resolution before the House on the occasion of the International Women’s Day, the Chief Minister termed it an occasion “to realistically assess where we have reached and to rededicate ourselves to providing a life of equality and dignity to every woman in the state”. Recalling the words of Guru Nanak Dev, who had said

Referring to the reservation of the women in 33 per cent of jobs in government and state government undertakings, Amarinder Singh hoped this economic empowerment would also

lead to their social empowerment. He also underlined the need to “commit ourselves to ensuring that every girl child is educated so that she is provided the right foundation to access her rights.” The Chief Minister underscored the importance of ensuring an environment where women can be provided both safety and any offenders can be brought to justice, swiftly and surely. He cited the recently launched Mata Tripta Mahila Yojana for the empowerment of women headed households as another step to strengthen thousands of women and their families in the state Under this scheme, 105 subschemes are to be implemented by the various Departments, he said.

Centre’s proposal on direct payment to farmers is a provocation: Punjab Chief Minister Chandigarh (IANS): Even as he termed the Centre’s proposal on direct payment to farmers, bypassing ‘arhtiyas’ (commission agents) as another provocation that will aggravate the crisis over farm laws, Punjab Chief Minister Amarinder Singh on Monday said the apathetic attitude of the government of India wouldn’t help resolve the situation. The matter had to be resolved by the Centre and the farmers, with the Punjab government having no role to play as the farmers’ associations had categorically rejected any political interference, said the Chief Minister, speaking to the media on the state budget, which he described as pro-farmer and

Amarinder Singh pro-poor. The growth-oriented budget unveiled in the Vidhan Sabha by Finance Minister Manpreet Singh Badal was designed to ensure the welfare of all sections of society, Amarinder Singh said. It was a people’s budget and yet another step in the fulfillment of his gov-

ernment’s promises to the people of Punjab, he added, citing the hike in ‘shagun’ and pension amounts and the allocation for the state’s infrastructure development, including the link roads. Instead of amicably resolving the farmers’ issue, the Central government was fuelling further angst among them, said the Chief Minister, adding that by seeking land record for making e-payment to the farmers directly from the FCI, the situation would worsen. Punjab had a time-tested system in place in 1967, with farmers getting paid through the ‘arhtiyas’ or commission agents with whom they had excellent relations and on whom they

could depend for financial support in times of adversity, he said. “How can farmers rely on corporate houses like the Ambanis and the Adanis in times of crisis?” he asked. The Chief Minister stressed that the Centre should have taken the farmers into confidence before bringing the controversial Ordinances. “Had the Centre been sincere about finding a viable solution to this problem, it would have either consulted the Punjab government or our farmers, as our state alone contributes over 40 per cent of foodgrains to the national pool,” he remarked. Singh made it clear that Punjab, which was initially not even a part of the de-

liberations on the agricultural reforms, was included in the high-powered committee only after he wrote to the Centre. Manpreet Badal and Secretary Agriculture K.S. Pannu attended the two meetings held thereafter but there was no mention there about the Ordinances or the new laws, he added. The Chief Minister, in response to a question, said the Governor should immediately decide and forward the state’s amendment Bills against the farm laws to the President. “If the President accepts, it’s good and if he refuses, it will open the doors for us for legal recourse,” he added.

Gender sensitized school curriculum in Punjab Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Monday launched the Department of School Education’s partnership with Breakthrough and the Abdul Latif Jameel Poverty Action Lab (J-PAL) South Asia to integrate a gender sensitisation curriculum for government schools. The curriculum, ‘Taaron Ki Toli’ (TKT), is for students between the age of 10 and 14 years. Breakthrough’s curriculum was first introduced into schools in Haryana in 2012 and in an evaluation by J-PAL South Asia it helped significantly improving gender attitudes and behaviours. Department of School Education Secretary Krishan Kumar said, “The expansion of Breakthrough’s gender sensitisation programme will bring about a ripple effect as this curriculum begins to shift gender norms

and behaviours of our students, who will grow to shape the fabric of our state.” Commenting on the partnership, Sohini Bhattacharya, President and CEO of Breakthrough, said, “With Breakthrough’s partnership with the government of Punjab, we will continue to make efforts to build a society that is fair, equitable and does not allow gender-based discrimination.” The department will work with Breakthrough to train teachers to integrate the curriculum in Classes 6 to 8. Good health includes healthy financials

VACCINES are now reaching the wider community, and Spring is near. As we emerge from isolation, there are predictions for the “Roaring 20s” ahead. But is this a good time for an assessment of your financial health? If you reach your 90s and are in good health, congratulate yourself. You are among the fortunate. In fact, more and more North Americans are living longer. In Canada, between 1921 and 2011, average life expectancy at birth increased from 57.1 years to 81.7 years, a gain of nearly two and a half decades. In the U.S., the Population Reference Bureau reports that the number of Americans ages 65 and older will more than double from 46 million today to over 98 million by 2060, and the 65-and-older age group’s share of the total population will rise to nearly 24 percent from 15 percent. It sounds promising. But many people who reach old age are not in good health. Theodore Roosevelt, the 26th U.S. President, had it right. “Old age is like everything else,” he said. “To make a success of it, you’ve got to start young.” If you start thinking about how to pay for healthcare needs when you are already old, there’s not much you can do when a crisis arises. George Clooney was looking on the bright side when he said, “I’m kind of comfortable with getting older because it’s better than the other option, which is being dead.” But George Clooney doesn’t need to worry about money. It doesn’t take a genius to know, you’ll compound any future health challenges by not having enough savings to help you manage the added costs. CARP, formerly the Canadian Association for Retired Persons, reports that 12 million Canadians do not have a pension plan and 600,000 people over 65 are living in poverty. Across North America, depending on where you live, you can expect wildly different levels of support from governments and employers in the event of a medical emergency. Canadians tend to believe that a universal healthcare system will look after them in every case. Americans used to benefit from employer plans that carried over into retirement years. But times have changed. The Canadian public purse has limits, and as boomers age, there will be hard choices to make. In the U.S. and Canada alike, no matter where you are, private insurance is a good idea. A recent survey for the Sun Life Canadian Health Index showed that among respondents who have had someone close to them suffer a health issue, 29 percent indicated it “caused them to re-evaluate their finances.” A rainy-day fund may not be top priority for people in their 50s who are paying for children’s education, paying off mortgages, and ready to take the next available flight to southern beaches. But regular deposits into a savings account or low-risk investment can add up over time. By the time you are in your 70s, needing money to pay for extra physiotherapy, increased dental care, or drugs not covered by regular insurance, you’ll be happy you had the foresight to save. Take care of your financial affairs. If you’ve got the time to do it, make sure

you are investing in your long-term health by paying off debt, living within your means, and regularly setting aside money as a buffer against unexpected healthcare costs.
