Surrey Vaisakhi Khalsa Day Parade cancelled GURDWARA Sahib Dasmesh Darbar, organizers of the annual Surrey Vaisakhi Khalsa Parade scheduled for April 25 in Surrey, announced on Thursday that they had made the difficult decision to cancel the 2020 event until further notice or a significant change in the transmission of the worldwide COVID-19 pandemic. The organizers of the day-long celebration, the largest Vaisakhi Parade in the world, that draws in excess of 500,000 guests across cultures and religions, have been closely monitoring the impact of COVID-19 in the region. The decision follows days of extensive consultation with health officials, regionally and provincially, including the Fraser Health Authority, the BC Centre for Disease Control (BCCDC), the BC Provincial Ministry of Health, and discussions with organizers of other Vaisakhi celebrations around the region. COVID-19 notification for attendees of Pacific Dental Conference 2020 VANCOUVER Coastal Health is notifying attendees of the Pacific Dental Conference 2020 at the Vancouver Convention Centre about a possible exposure to COVID-19 on March 6. A person who has tested positive for COVID-19 attended the conference on March 6 between 2 p.m. and 4 p.m.

The person who attended the conference with COVID-19 is recovering at home and there is no ongoing risk to the community, nor is there any further risk posed at the Vancouver Convention Centre. Public Health Officials have completed a risk assessment and concluded that the risk to participants

is extremely low. As a precaution only, VCH is advising participants who attended the Pacific Dental Conference during those hours to monitor themselves for the following symptoms for up to 14 days and call HealthLink BC at 811 for advice if they develop them. * Fever

Kavie Toor appointed UBC’s Managing Director of Athletics and Recreation

UBC Athletics and Recreation announced on Wednesday that Kavie Toor will take the helm as the Managing Director of Athletics and Recreation, effective April 6. Toor has been part of the UBC family for over 20 years, beginning as a student who earned multiple degrees, including a Masters of Human Kinetics (Sports Management). After graduation, Toor quickly found employment on campus in a number of progressively responsible roles in the Department of Athletics and Recreation starting in 2001, most recently serving as the Senior Director, Recreation, Facilities and Sport Partnerships. UBC said that as the Managing Director, Toor will play a pivotal role in continuing to advance UBC’s storied tradition of excellence in Thunderbirds varsity Athletics and Recreation. ON February 12, a man employed as a physiotherapist at a Chilliwack health clinic appeared in court to answer sexual assault charges. Sanjay Amrutkar, 38, of Chilliwack, was arrested without incident, for offences which are alleged to have occurred while working as a physiotherapist dating from August and September 2019. He was initially charged with two counts of sexual assault. As the result of new allegations, four additional charges of sexual assault have been laid against Amrutkar. He was arrested on March 4 and has since been released from custody pending a court date later this month. “We believe there may still be additional victims who have yet to come forward,” says Chilliwack RCMP Constable Ralph Dolinsky. Surrey’s L.A. Matheson Secondary staff member seriously injured in assault with weapon SURREY RCMP are continuing their investigation at LA Matheson Secondary School that was placed under lock down after a staff member was seriously injured in an assault with a weapon just before 8:30 a.m. and taken to hospital. After the Surrey RCMP and Emergency Response Team completed a security sweep,

the lock down was lifted. Classes were cancelled for the rest of the day. Police said the school employee that was injured in this incident is currently in the hospital in stable condition. Surrey RCMP spokesperson Cpl. El Sturko said: “Police believe that this incident involved a single suspect and they are

currently working on obtaining all available descriptions of that person. Further information on the suspect will be released following the completion of critical witness interviews.” She added: “At this time the suspect has not been identified by police and the motivation for this assault has not been determined.”

Vancouver Coastal Health confirms three cases of COVID-19 at Lions Gate Hospital THREE administrative staff members of Lions Gate Hospital have tested positive for COVID-19. They are self-isolating at home and are recovering. They have not worked in clinical areas at Lions Gate Hospital. Vancouver Coastal Health medical health officers said on Friday they are investigating the source of the transmission and are following up with those staff who may have had close contact with the individuals. As of today, out of an abundance of caution, Lions Gate Hospital is restricting visitor access to family members only and will be posting signs to notify staff, patients and visitors to the hospital. The hospital is not restricting patient access to Lions Gate Hospital. Ambulatory patients will be contacted ahead of their appointments for symptom screening. HEALTH Minister Adrian Dix and Provincial Health Minister Dr. Bonnie Henry on Thursday said: “With the increasing transmission of COVID-19 at mass gatherings and events, in addition to the escalating risk of community transmission, we must do our best to slow transmission of COVID-19 and protect our communities. “Our schools and our workplaces are operating safely, and we want to keep it that way. “We are recommending against all non-essential travel outside of Canada, including to the United States. Effective today, anyone who chooses to travel outside of Canada will be asked to stay away from work or school for 14 days upon their return. We know that this is a voluntary measure, but it is our expectation that people will follow this direction as part of their civic duty. “Effective today, we also directing all event organizers to cancel any gathering larger than 250 people. This includes indoor and outdoor sporting events, conferences, meetings, religious gatherings or other similar events. This threshold has been selected, as it is much easier to maintain important social distancing to prevent trans-

mission of COVID-19. “Some post-secondary institutions have classes with more than 250 students, and we are working with them to take measures to address this situation. “Over spring break the B.C. government will also work with school districts to develop procedures to be implemented with students and staff when classes resume. “We are asking employers to excuse staff for sick leave without requiring a doctor’s note, if their employees are ill or required to self-isolate. We are also reinforcing that if you have symptoms and may have been exposed to COVID-19, you must call your local primary care provider, or 811, to arrange for safe testing. “We have heard reports of employers requiring all their staff to get tested. Only a health-care professional can determine whether you require a test – and employers should not require employees to have a test if a health-care provider has recommended against it. “We recognize this will have a significant economic and social impact, and want to reassure British Columbians that these are temporary measures required to protect the health of the public at this critical time of pandemic. Permanent residents admitted to Canada will increase by 10,000 annually THE 2020 2022 Immigration Levels Plan tabled in the House of Commons on Thursday by Marco Mendicino, Minister of Immigration, Refugees and Citizenship, proposes an increase of 10,000 in the number of permanent residents admitted to Canada each year: from 341,000 in 2020 to 351,000 in 2021 and 361,000 in 2022. Mendicino said the new plan will benefit all Canadians because immigration drives economic growth, spurs innovation and helps employers access the talent they need to thrive. Welcoming more newcomers will help to address the demographic

challenges of an aging population and to compete and win in a competitive global marketplace. With this plan, the federal government will implement a number of key commitments: * responsibly grow Canada’s population; * take the steps to make the Atlantic Immigration Pilot a permanent program to continue supporting economic growth in Atlantic Canada, with 5,000 admissions; * create a new stream to provide a safe haven for human rights advocates, journalists and humanitarian workers at risk abroad; * facilitate the Rural and

23-year-old male in custody after shots fired within Abbotsford residence ON Monday, March 9 at 8:22 p.m., Abbotsford Police patrol officers were called to the 32000-block of Clinton Avenue for a report of “shots fired.” Witnesses reported hearing a loud bang and ob-

served smoke coming from the residence’s window. Police officers observed bullet holes on the exterior of the building. It appeared that the holes originated from within the residence.

Officers contained the home and initiated a dialogue with a male resident who appeared to be in mental distress. After an hour of dialogue, the 23-year-old male sur-

rendered to police without incident. He was taken to hospital for medical assess-

ment and subsequently released into police custody. The male was to appear in

court to face numerous firearm-related charges.

Transit Police looking for South Asian suspect in violent robbery METRO Vancouver Transit Police are asking for the public’s help in identifying a man who allegedly violently robbed an elderly man while wearing a pink shirt on Pink Shirt Day, or AntiBullying Day.

train at Main Street – Science World Station. The victim, who suffered cuts and bruising, was attended to by ambulance at the scene and later released. The suspect is described as a South Asian male, medium build, a shaved head with dark stubble and a cleanshaven face. He was wearing a blue LA Dodgers baseball hat, dark brown waist length coat, grey hoodie, a pink t-shirt, black pants with a prominent red stripe and dark running shoes. He was carrying a black backpack with an orange, black and white logo and appeared to be wearing diamond-studded earrings in both ears. “It is unsettling to see an incident with this level of violence at any time, but in particular on Pink Shirt Day, a day devoted to anti-bullying and treating everyone with kindness,” said Sgt. DELTA Police on Wednesday issued a composite sketch of the suspect from a January 31 incident in North Delta Park. The public was advised through a press release and police social media accounts in early February that an indecent act had occurred in the park. During the incident a woman was sitting with her young daughter watching another child’s soccer practice. A man described as South Asian, approximately 30 years old with a slim build, black hair, and wearing a red hoodie, approached her. He was separated from the mother and child by a chain link fence, and proceeded to masturbate close by her. The woman yelled out to alert people nearby, and the man ran off. Unfortunately, the woman did not have a cell phone on her, and there was a time delay of approximately two hours before police were notified. Police attended and patrolled the area, but did not find anyone matching the description of the suspect. Since that time police have taken a number of investigative steps, and are now going back to the public with a sketch of the suspect. “Anyone who recognizes the individual based on this sketch, or who thinks they may have more information for police is asked to contact the Delta Police Department Sex Crimes Unit at 604-946-4411 and cite file 20-5528,” said Cris Leykauf, spokesperson for Delta Police. At this time police cannot confirm whether this suspect is the one linked to another instance where a teenage girl had encountered a man masturbating in the park area adjacent to the George Mackie Public Library in the afternoon of January 23.

Surrey RCMP: Can you identify this South Asian suspect? SURREY RCMP are requesting the assistance of the public to identify a suspect in alleged assault with a weapon which occurred earlier this year. On January 2, Surrey RCMP frontline officers responded after receiving a report from Emergency Health Services of an injured man in the 11700-block of 97A Avenue. Police attended and located a 22-year-old man who has been a victim of an assault with a weapon. The victim was transported to hospital and treated for serious but not

life-threatening injuries. The Surrey RCMP General Investigation Unit (GIU) assumed conduct, and have been making progress in this investigation. Investigators believe that this incident occurred between individuals associated to one another, and was not a random attack. To further advance their investigation, GIU investigators are releasing a photo of a suspect in this incident and are asking for public assistance to identify him. The suspect is described as a South Asian male who

IRCC-Beijing warns about misuse of lower quality schools for Chinese students AN internal Immigration, Refugees and Citizenship Canada (IRCC) report titled “Private high schools in Canada” and dated December 12, 2017, obtained by Lexbase last month warns about apparent misuse of “lower quality schools” to try and get students admitted to some top universities in Canada. It states that some of the Canadian programs are currently being abused and corrective action should be taken. Lexbase is Canada’s leading immigration publication under well-known lawyer Richard Kurland. The report states: “International Network: IRCC-Beijing has noticed a shift in the last 15 months in our student movement. While we still see a lot of very good students going to very good schools, we have seen an increased number of students going to private secondary schools in Canada. While there are very good private schools in Canada, we have seen an increase of applicants going to what appears to be lower quality schools: very few students enrolled, mainly Chinese nationals, 1 or 2 classrooms in the school and very often, institution is located in a shopping mall.” The report also states: “They have received feedback from various universities in Canada with regards to very low English abilities after spending 2-3 years in such an institution in Canada. Their English abilities are not sufficient to follow a regular postsecondary program. The Trade section also monitors social media in China and they have seen an increased number of complaints regarding those schools. They were also made aware that some of the schools are inflating the grades of the students to allow them to be admitted to some of the top universities in Canada.” The report concludes: “With over 35,000 Chinese students going to Canada every year, it’s in Canada’s best interest to continue to promote Canada as an affordable and world class education for Chinese nationals. However, IRCC-Beijing is concerned that some of our programs are currently being abused and corrective action should be taken. Education being a provincial matter, the provinces should be engaged with respect to some private schools not providing a high quality education to their international students.”

Since Maoists are fighting a class war in the tribal belt, not only Saibaba, but others like him have been frequently labelled as ultra-leftists to suppress any voice of dissent. Saibaba has been raising concerns over the eviction of indigenous peoples from their traditional lands in the name of development by

the extraction industry with the backing of the Indian state. The attacks on minorities and indigenous peoples have grown ever since the rightwing Hindu nationalist Bhartiya Janata Party (BJP) came to power with a huge majority in 2014. Later, some of the students stuck “Free Saibaba” signs on their backs for a group picture to show their solidarity with the jailed teacher.

THE Canadian Award for Financial Reporting, which recognizes excellence in governmental accounting and financial reporting has been given to the City of Surrey. The award, which recognized the annual financial report for the fiscal year ended December 31, 2018, was presented to Kam Grewal, General Manager, Finance, at Monday night’s Regular City Council meeting. “The City of Surrey has had a long track record for setting high standards for transparency and accountability in financial reporting,” said Surrey Mayor Doug McCallum. “On behalf of Council, I want to congratulate the staff of the Finance Department for this notable achievement. Vancouver and Surrey cancel all gatherings larger than 250 people FOLLOWING Health Minister Adrian Dix and Provincial Health Officer Dr. Bonnie Henry’s direction effective Thursday that all event organizers cancel any gathering larger than 250 people, the cities of Vancouver and Surrey announced that all such gatherings will be postponed or cancelled. Dix and Henry added: “This includes indoor and outdoor sporting events, conferences, meetings, religious gatherings or other similar events. This threshold has been selected, as it is much easier to maintain important social distancing to prevent transmission of COVID-19.” The City of Vancouver said it is currently reviewing all events and programs. Shows scheduled for March 12 and March 13 at Vancouver civic theatres – Queen Elizabeth Theatre, the Vancouver Playhouse and Orpheum – were cancelled. City run events, permitted events, or gatherings booked by third party organizers are all currently under review. The City of Vancouver continues to work with internal and external partners, including Vancouver Coastal Health, on a proactive approach to deal with COVID-19. Delta Police issue list of Top 10 collision hot spots THE area encompassing the bottom of Nordel Way hill, and the Nordel Way on and off ramps to Highway 91, was the place in Delta where you were most likely to have a collision in 2019. “We often get questions on why we check for speeders on Nordel Way hill, where the speed limit is actually 60 km/hour,” said Staff-Sgt. Sukh Sidhu, who oversees the Traffic Section, on Thursday. “I hope this data helps clarify why that’s an enforcement hot spot for us. Police officers don’t go into this profession because they want to write tickets. Our goal is to decrease collisions, and prevent injuries and deaths.” Last year Delta Police saw a 3% reduction from 2018 in the collisions reported or attended to by police. There were 1,152 crashes in total. The most common locations for crashes, in order of worst to least:

1. Bottom of Nordel Way hill, and Nordel Way on and off ramps to Highway 91 2. Scott Road between 70th and 72nd avenues 3. Nordel Way between 112th and 116th streets

4. Highway 17 and Highway 91 intersection at the Connector 5. Scott Road between 80th and 84th streets 6. Nordel Way and Scott Road 7. 112th and 84th avenues

Ladner Trunk and Highway 17A These locations will help form Traffic Enforcement Priorities for all traffic and patrol officers in 2020. Whenever officers have time to do proactive work, they can choose from one of these areas and record the amount of time they spent doing enforcement on their mobile terminals in the police vehicle. In 2019 Delta Police traffic unit and patrol officers spent 3,833 hours doing enforcement in high collision areas – looking for speeding, distracted and impaired drivers, among other infractions. “That’s 479 full days of enforcement, just in these high collision areas,” pointed out Sidhu. “We spent additional enforcement

time enforcing school zones, doing distracted driving and impaired driving enforcement, and responding to community concerns.” Officers also spent significant time investigating col-

a new addition at Pacific Heights opening in April 2020 and a new Edgewood Drive Elementary school opening in September 2021, will eliminate the need for 11 of those portables. Richmond RCMP officer charged with indecent acts near Vancouver school

A Richmond RCMP officer has been charged following an investigation by the Vancouver Police in relation to events that allegedly occurred in early 2019, while off duty. In February 2019, Richmond RCMP senior officers were alerted that a police officer from that detachment was the subject of an indecent act investigation by the Vancouver Police. The officer is alleged to have, while off duty, committed indecent acts near a school in Vancouver. “In addition to the Vancouver Police criminal investigation, the Richmond RCMP immediately launched an internal code of conduct investigation”, said Superintendent Will Ng, Richmond RCMP Detachment Commander, on Wednesday. “The allegations are concerning and are not in keeping with our expectations.” The BC Prosecution Service has approved charges against Andrew Seangio, including 10 counts of indecent act and 1 count of voyeurism, for a total of 11 counts. The victims cannot be identified and are protected under a publication ban. Seangio remains suspended with pay. His duty status is subject to continuous review and assessment. He is expected to appear next in a Vancouver Provincial Court on April 29.

Red Seal construction trades training offered in Surrey UP to 36 eligible people in Surrey will receive construction trades training for Red Seal certification as electricians, carpenters and plumbers, thanks to more than $500,000 in provincial government funding. ACE Trades and Technical Institute, in partnership with Progressive Intercultural Community Services Society (PICS) in Surrey, will provide three training sessions, each lasting 15 weeks. “I am excited to see our government supporting this partnership between ACE and PICS,” said Shane Simpson, Minister of Social Development and Poverty Reduction. “It is exactly this kind of initiative that will help to meet the provincewide demand for workers in the certified construction trades. Shots fired into Surrey business overnight SURREY RCMP are investigating an incident where shots were fired into a business in Guildford. At approximately 12:15 a.m., on March 11, Surrey RCMP responded to a report of possible shots fired in the area of the 10300-block of 152nd Street. Patrols in the area at that time did not yield any evidence of a shooting. On Wednesday, at approximately 11:20 a.m., employees of a business in the area of 10300-block of 150th Street, reported that there were indications that shots had been fired into their unoccupied business overnight. Police attended and confirmed shots had been fired. Police have not found any evidence indicating anyone was injured in this occurrence. New child care spaces coming to Burnaby

NOTARY PUBLIC KATRINA Chen, Minister of State for Child Care, on Monday announced that the majority of Burnaby’s 682 newly approved spaces are the result of a partnership between the Burnaby School District and the City of Burnaby. “These new spaces are being created through the collective strengths of our partners,” said Chen. “The City of Burnaby and the Burnaby School District have been among the first to step up and work with the Province to deliver hundreds of spaces at a time. It’s this kind of critical mass we want to see more of for all communities, and recent proposed changes to the School Act are designed to make it easier for school boards to operate before- and after-school spaces.” Changes to the School Act will also allow school boards to prioritize available space and create programs based on the unique needs of their community, as well as require them to create an inclusive child care policy. “Safe, affordable, licensed care gives parents and guardians the peace of mind they need to go to work or school – knowing they have quality care they can rely on close to home,” said Rob Fleming, Minister of Education. “Our government is paving the way to ensure more child care is offered on school grounds, giving Burnaby families more supports and services.” The Burnaby School District is partnering with the Province and the City of Burnaby to create 601 new spaces at eight different locations on school district property, with six located on elementary school properties. Operators will provide inclusive environments for children, including serving those with extra-support needs, as well as vulnerable populations, Indigenous communities and families who are new to Canada. In addition, Doxa Education Group is creating 81 new spaces in Burnaby. The new spaces are part of the fastest provincewide creation of child care spaces in B.C.’s history. An additional 4,100 spaces, funded through the 2017 Budget Update and the Early Learning and Child Care agreement with the Government of Canada, bring the total to more than 17,000 spaces since July 2017. Since launching in February 2018, the Childcare BC plan has helped parents save up to $1,600 a month per child, for a total of more than $400 million going to families through the Affordable Child Care Benefit and Child Care Fee Reduction Initiative. Through these programs, almost 29,000 children have received child care for no more than $10 a day. Mike Hurley, Mayor of Burnaby, said: “High-quality, affordable child care helps families choose to live and work in Burnaby. That helps our business community maintain and attract the workforce they need to keep our economy strong.” Gary Wong, Chair, Burnaby Board of Education, said: “The spaces we’re announcing today represent a significant increase at a district level. Burnaby families need everyone in the community to pull together to help, and that’s what’s happening through partnerships with the provincial government, the City of Burnaby and our school district. Hunt for alleged kidnapper Meaz Nour-Eldin of Surrey intensifies with Bolo Program THE world became a bit smaller for Meaz Nour-Eldin as Surrey RCMP announced its collaboration with the Bolo Program on Tuesday. The hunt to locate and arrest Meaz Nour-Eldin on a Canada-wide warrant for kidnapping has been intensified as people from all over the country will now ‘be on the lookout’ for him, ready to claim the $50,000 reward for information leading to his capture. These charges stem from an investigation by the Surrey RCMP Serious Crime Unit which began on July 4, 2019. At approximately 7:30 that morning, police received a report of the alleged kidnapping of an adult male victim from Surrey. The victim was subsequently located the morning of July 5 and taken to the hospital for the treatment of non-life-threatening injuries. As a result of the investigation police identified four suspects and charges of kidnapping, unlawful confinement, aggravated assault, robbery, and firearms offences were laid on July 25, 2019. Three of those suspects have been arrested. A Canada-wide warrant for the arrest of Nour-Eldin was issued on July 29. In addition to the charges Nour-Eldin is facing in Surrey, he is also wanted on further provincial warrants in British Columbia, Alberta, and Ontario related to drug trafficking, human trafficking, and sexual assault. Since July, members of the Surrey RCMP say they have worked diligently to locate Nour-Eldin, gathering information here in the Lower Mainland and with the assistance of policing partners across Canada. They say they remain committed to locating him safely and facilitating his entry into the court process. Surrey RCMP has a track record of success in identifying and locating individuals as a result of making public appeals for assistance. Metro Vancouver residents have helped time and again, to bring criminals to justice by responding to our reports in the media and over social media. Now they are elevating and amplifying their public audience by collaborating with the Bolo Program who will bring nationwide attention to their hunt for Nour-Eldin. They are asking anyone with information to help them locate him to contact them. This time when you help them, you may be eligible to receive a $50,000 reward. Surrey RCMP are not looking for witnesses or people to testify; this case is ready to go to trial. They’re just looking for the location of Nour-Eldin, so he can be apprehended and face justice. “This is a message for Meaz Nour-Eldin: there’s nowhere to go and we will apprehend you sooner or later. So just do the right thing: call a lawyer, and turn yourself in. To the relatives, friends and associates of NourEldin, I want to remind that you may faces charges for accessory after the fact if you assist Nour-Eldin in evading arrest,” said Inspector Cliff Chastellaine, Surrey RCMP Major Crime Unit. Charge of indignity to dead body in Coquitlam suspicious death case A charge of indignity to a dead body has been laid with respect to a suspicious death investigation in Coquitlam. On March 10, at approximately 6:15 a.m., Coquitlam emergency responders were called to the 4000-block of Quarry Road in Minnekhada Regional Park for a suspicious fire where they came across a body. Pen Jung Tracy Chen was arrested at the scene and has been charged with indignity to a dead body. Chen appeared before a judge in B.C. Provincial Court on Wednesday. The Integrated Homicide Investigation Team (IHIT) is investigating the suspicious death in partnership with the Coquitlam RCMP. IHIT continues to work alongside the Integrated Forensic Identification Services and the B.C. Coroners Service to identify the dead victim.

Canada Revenue Agency: Don’t get scammed! DID you get a suspicious email, phone call, letter, or text message from someone claiming to be us? Scammers pretending to be Canada Revenue Agency (CRA) employees often contact Canadians to trick them into paying fake debts. To protect yourself from scams, it’s important to know when and how the CRA might contact you. Here are some tips on how to identify if the CRA is trying to reach you: The CRA will: • never send you a text message. • never use aggressive language or tone • never threaten to arrest or deport you. • never request payment by gift cards or bitcoin. • never ask for OR provides nancial information via email. The reasons CRA may call The CRA may call if we previously wrote to you, or in any of these situations: • If you owe tax or money to a government program – a collections officer may call you to discuss your file and ask you to make a payment. In this case, you may need to provide some infor-

Enhanced security features added to most ICBC-issued cards ICBC has introduced enhanced security features to B.C. driver licences to ensure people across the province are protected against identify fraud. Customers who are now applying for a new card or are renewing will receive a card with the enhanced security features.

Driver licences are used as primary ID by many British Columbians. Maintaining the integrity of licences is paramount to ensuring the safety of personal identification and information. While the card design will remain the same, new features will be added to both the front and back of the new card to help further deter fraud and alteration. Some of the enhancements are: - Microtext on the front of the card, - An image of either a bear, whale or bird on the back of the card, to differentiate between the type of card issued, and - The cardholder signature on the back of the card. The enhanced security features will also apply to the BC Services card and the BC Identity card. These enhancements are part of ICBC’s standard procedures to protect customers and maintain the integrity of the cards. Driver licences are valid for five years.
