However, investigators will monitor his medical condition and will evaluate the next steps if his condition improves to a point where he is able to participate in the court process. The collision occurred at around 3:30 a.m. on December 29 at the intersection of 1st Avenue and Renfrew Street. It involved a car2go smart car and a taxi. The taxi driver was transported to hospital with life-threatening injuries and died a short time later. Two passengers in the taxi were treated for non-life-threatening injuries in hospital, and the suspect was transferred to hospital with serious injuries. The driver was identified as Sanehpal Randhawa by Kulwant Sahota, President of Yellow Cab, who

to move there in the New Year. According to Randhawa’s Facebook, he studied at Robin Model School in Dhuri in Sangrur district of Punjab. He also studied at Sheridan College in Ontario. Also, the Independent Investigations Office of B.C. in late January announced that it had discontinued its investigation of the Vancouver Police’s involvement in the incident after concluding that that the actions of police did not contribute to the collision. Vancouver Police Department reported that on December 29, just before 3:30 a.m., a Car2Go Smart car made off from a road check being conducted on East Hastings Street near Clark Drive. A short time later the same vehicle was seen by an officer driving at high speed, eastbound along East Hastings Street. The officer completed a U-turn to follow the Smart car, but lost sight of the car and did not re-locate it. Unknown to police at

the time was the fact the Smart car had turned off of Hastings Street onto Renfrew Street, the IIO BC said in a press statement. Approximately 10 minutes later, officers received a report of a collision between a Yellow Cab and the same Smart car at the intersection of 1st Avenue and Renfrew Street. The driver of the taxi did not survive his injuries and the IIO commenced an investigation. The Chief Civilian Director reviewed the information obtained during the IIO investigation, including police records and CCTV footage. While police did attempt to stop the driver at a roadcheck, no further police contact was made, and the evidence determined that the actions of police did not contribute to the collision. Police were not in the vicinity at the time of the collision and only learned of it after other emergency services arrived at the scene, the IIO BC said.

Vancouver Vaisakhi Parade and annual sports tournament cancelled by Khalsa Diwan Society VANCOUVER’S Khalsa Diwan Society (KDS) announced on Monday that it is cancelling its annual Vaisakhi Parade for the first time in its 41 years’ history. In a statement, it said that after taking into consideration the high risk of the spread of COVID-19 in gatherings, the directives it has received from the provincial health ministry and keeping public health and safety in mind, it had decided to cancel both the Vaisakhi Parade – that had been scheduled for April 18 – and the KDS-sponsored Babar Shaheed Memorial annual sports tournament – that had been scheduled for May 1618. This is the first time that the sports event has been cancelled in its 55 years’ history. The Khalsa Diwan Society said: “As both of these events take many hours of planning by the volunteers and the municipal staff, these decisions were very difficult to make. We want to thank all the volunteers, city staff from various departments and Vancouver Coastal Health for their hard work in getting ready for these events.” It added: “All other regular functions will continue to take place at the [Ross Street] Gurdwara. Lucknow, India (IANS): The second confirmed case of COVID-19 has been reported from Lucknow, the capital of India’s most populous state, Uttar Pradesh, east of New Delhi. A 20-year-old man, resident of Indiranagar, was shifted to the isolation ward of the King George’s Medical University (KGMU), on Saturday morning after the lab test confirmed the virus. D. Himanshu, in charge of the Isolation Unit of the KGMU, said that the patient was first admitted to the isolation ward of the Civil Hospital on Friday night after health officials came to know that he came in close contact with the female doctor from Canada, who had tested positive on Wednesday and is undergoing treatment at the KGMU. The 35-year-old woman, a doctor by profession, had come to Lucknow along with her doctor husband from Canada on March 1 and was living at her parents’ house in Gomti Nagar. The authorities had tested her husband as well as eight family members and two others with whom she had been in contact with during the stay. All were found to be negative, but have been advised isolation at home for at least 15 days. Later, 22 others who met the family and couple during this period were also traced and their swab samples were sent for testing. They included the man who has now been tested positive. The remaining 21 have been found to be negative but asked to isolate themselves for at least two weeks. “We will now also test all those who have been in contact with the man,” said Narendra Agarwal, Chief Medical Officer, Lucknow. “Besides, the health department has constituted 150 teams to undertake sanitization, screening and awareness activities in Indira Nagar and Gomti Nagar areas”, said Nodal Officer, Communicable Diseases, Vikasendu Agarwal.

Karnvir Garcha, 22, charged in 2019 stabbing at Newton banquet hall SURREY RCMP announced on Friday that charges have been laid against Karnvir Garcha, a 22-year-old Surrey resident, in the February 15, 2019 stabbing at a banquet hall in the 8100-block of 128th Street in the Newton area. Police said that following a fulsome investigation by the Surrey RCMP General Investi-

gation Unit, Garcha has been charged with aggravated assault, assault with a weapon, and assault causing bodily harm. Garcha is currently in custody and will appear in court later this month. “We appreciate all who came forward to assist us in this investigation,” said Staff-Sgt. Kirk Duncan. “We all have a

responsibility when it comes to public safety and, in this instance, everyone stepped-up and helped us to bring about a successful conclusion.” On February 15, 2019, at approximately 10 p.m., Surrey RCMP responded to a report of a stabbing at Bollywood Banquet Hall. This decision will be implemented on Saturday, March 21 at which time the U.S. and Canada will temporarily restrict all non-essential travel across the U.S.-Canada land border. Province declares state of emergency to support COVID-19 response THE British Columbia government has declared a provincial state of emergency to support the provincewide response to the novel coronavirus (COVID-19) pandemic. Mike Farnworth, Minister of Public Safety and Solicitor General, made the declaration on Wednesday based on the recommendation from B.C.’s health and emergency management officials, after Dr. Bonnie Henry, B.C.’s provincial health officer, declared a public health emergency on Tuesday. “Declaring a state of emergency is an important measure to support our provincial health officer and minister of health in swift and powerful response to the COVID-19 pandemic,” Farnworth said. “We are working with partners across government and industry to co-ordinate emergency response efforts, and we won’t hesitate to use the tools available to us to keep people safe.” Declaring a state of emergency allows the Province, through the minister, to implement any provincial emergency measures required with access to land and human resource assets that may be necessary to prevent, respond to or alleviate the effects of an emergency. This includes securing the critical supply chains to make sure people have access to essential goods and services, and that infrastructure necessary in a response is readily available. The state of emergency is initially in effect for 14 days, once issued, and may be extended or rescinded as necessary. The state of emergency applies to the whole province and allows federal, provincial and local resources to be delivered in a co-ordinated effort. As House Leader, Farnworth is also working to resume the legislature to complete urgent government business to expedite government’s response to COVID-19. “We are all working together and introducing these powers to protect our people, our health system and our economy,” said Adrian Dix, Minister of Health. “These are temporary measures that will help us immensely in the long term. I encourage British Columbians to respect the situation as it stands and remember that each of us has an individual responsibility and civic duty to look out for

BC declares public health emergency for even faster response to rapidly changing situation

B.C. Provincial Health Officer Dr. Bonnie Henry has declared a public health emergency. This is an additional step to ensure the province has more tools available to respond to the COVID-19 pandemic. This declaration enables the provincial health officer to facilitate an even faster response to the rapidly changing situation and enact further measures to protect British Columbians, such as enforcement of orders limiting public gatherings of 50 people or more. Health Minister Adrian Dix and Henry said businesses with liquor primary licences, such as bars, pubs and night clubs, must close

as they are unable to adequately meet the requirements of social distancing. Restaurants and cafes that cannot maintain social distancing of one to two meters between patrons will need to move to take-out and delivery models. Dix and Henry said: “We also remind British Columbians that public gatherings of more than 50 people – indoors or outdoors – must be cancelled.� They also noted: “This is the second time the provincial health officer has served notice under the Public Health Act to exercise emergency powers. The first declaration was in 2016, in response to the overdose crisis.

“We would like to remind people that tests are available for all those who need them, but not everyone requires a test. “To further support people who are wondering if they should be tested, a new self-assessment tool is now available. Before calling 811, we recommend completing the self-assessment at: http://covid-19.bccdc.ca/ “We continue to remind people to please use hand hygiene, maintain social or physical distancing, and to stay at home if you are sick or at high risk for serious illness. That includes the elderly and those with underlying medical conditions. “Sufficient physical distanc-

ing of one to two meters should be incorporated for workers and customers for businesses and services that will remain open to provide transportation, keep our communities safe and provide essential goods and services. “For those who have recently travelled outside of Canada and are currently self-isolating for 14 days: leaving your home, hotel or a similar place should only be done for essential errands, such as obtaining medication or food, and with a mask or tissues. “This is a time to support our friends, family and communities. Purchasing groceries for those isolating or

donating blood to support our health-care system are some of the ways you can help. Canada Blood Services has added additional screening measures for increased vigilance to enable the continued supply

It’s safe to donate blood during COVID-19; critical for patients: Canadian Blood Services

CANADIAN Blood Services says it is concerned by a recent spike in appointment cancellations in several cities related to the COVID-19 pandemic.

As the organization responsible for the national blood system outside Quebec, it says it is determined to keep its promise to help every patient, match every

need and serve every Canadian. To do that it requires the ongoing generosity and commitment of donors. “Patients depend on these lifesaving donations,� says

Dr. Isra Levy, Canadian Blood Services’ Vice President of medical affairs and innovation. “Every day they are needed for patients undergoing surgery and cancer treatment, as well as to save lives following traumas such as motor vehicle accidents.� Canadian Blood Services operates a national blood inventory where products are regularly shifted around the country to meet hospital and patient needs. The inventory is currently strong, but the recent increase in cancellations is worrying, particularly in light of the blood shortages already being reported in other countries affected by COVID-19. “Donating blood in Canada continues to be safe.

Our robust cleaning and infection-control practices protect all donors, staff and volunteers. All prospective donors are also carefully screened for any symptoms of illness, including very mild ones. This screening occurs during both appointment booking and upon arrival at the donor centre or event. Those with any symptoms are not allowed to donate blood and are instructed not to visit,� says the organization. “Our donor centres are islands of wellness within Canada’s health system,� says Levy, a public health expert and a former medical officer of health for the city of Ottawa. “They are not places where sick people gather.� The organization urges all

healthy eligible donors to book and keep appointments. The need is constant for blood, stem cells, plasma and organ and tissue donors. Canadian Blood Services adheres to the latest guidance from the Public Health Agency of Canada including all recommendations for public gatherings during COVID-19. College of Naturopathic Physicians of B.C. warns of “inappropriate, potentially harmful” info on COVID-19 SURREY Councillor Allison Patton, a registered naturopath, is once again facing an investigation by the College of Naturopathic Physicians of B.C. after advertising vitamins, booster shots and intravenous therapy in response to the COVID-19 pandemic on her Facebook last weekend. These included an “Immune Supportive Vitamin Boost” for $99 and a $325 “HiDose Ozone/UVBI IV” treatment, in which blood is drawn, injected with ozone and exposed to UV light before being transfused back into the body, according to a CBC report. The College of Naturopathic Physicians of B.C. issued a public notice on its website stating that it has become aware that “some registrants are promoting treatment or supplements as a means to boost the immune system and may imply that this

will prevent infection from COVID-19.” It added: “Any statements by naturopathic doctors about the prevention and/or treatment of COVID-19, beyond the information made available by the public health authorities, are inappropriate, potentially harmful, and likely to violate the CNPBC’s Advertising Policy and/or Immunization Standard. When brought to the attention of the CNPBC, such statements will be forwarded to the Inquiry Committee for Investigation.” The College said that its Advertising Policy and Immunization Standard “prohibit marketing and/or advertising that is false, inaccurate, reasonably capable of misleading the public, unverifiable, or contrary to the public interest in the practice of the profession.”

Patton claims that her Facebook post was in response to encouragement from her patients. She told the CBC: “Overnight upon further consideration, in advance of the College of Naturopathic Physicians of B.C.’s recommendations and support to naturopathic doctors, based on the current environment I felt it was best to remove the information and I promptly did. Patton was reprimanded, given a three-day suspension from practising naturopathic medicine and fined $500 last month by the College of Naturopathic Physicians of British Columbia for using “the title Physician, Doctor and Dr. without denoting she is a naturopathic doctor.” Allison Patton

THE Canadian Securities Administrators (CSA) is warning investors about companies claiming to have products or services that will prevent, detect or cure coronavirus (COVID-19) infection. Fraudsters take advantage of global events and breaking news to lure potential investors with the expectations of significant returns. A common way they do this is through pump-and-dump schemes involving publicly traded small “shell” companies. What Canadians need to know about pump-and-dump schemes: * These fraudulent penny stock companies may have limited or untrue publicly available information about the management team, their products or services, and their finances. * Fraudsters spread positive, but false, information that lures investors to purchase the stock. The false information may spread, for example, through hyped-up news releases, social media or paid promotional campaigns through other individuals, companies or websites. The more investors that purchase the stock, the more inflated or “pumped up” the price of the stock becomes. * Fraudsters then quickly “dump” their stock before the hype ends, resulting in a substantial payout for them. The stock price then drops and the remaining investors lose their money. At this time, there is no vaccine or any natural health product that is authorized to treat or protect against COVID-19. Be cautious of any claims that a company has a solution to help stop the coronavirus outbreak. Reliable information relating to COVID-19 is available from the World Health Organization and the Government of Canada. When investing in any company, carefully research the investment and keep in mind that fraudsters often exploit the latest crisis. If you believe that you or someone you know has been offered a fraudulent opportunity related to the coronavirus, please contact your provincial or territorial securities regulator. The CSA is also aware of instances where Canadians are targeted by scam artists using fear around the current economic conditions to attempt to steal the investor’s money. Investors contacted by anyone with warnings about their investments or finances should never give out any personal information, and contact their investment adviser or bank separately after independently verifying the phone number to ensure the caller is legitimate. City of Vancouver shuts down all restaurant table service, closes playgrounds, creates dedicated COVID-19 task force THE City of Vancouver is issuing an order to shut down all restaurant table service as of midnight on Friday, March 20. Only takeout or delivery will be allowed, and any establishment found to be operating table service as of 12:01 a.m. on Saturday will be subject to enforcement. All bars have already been closed as per the Provincial government order, province-wide. Effective immediately, the Vancouver Park Board will be closing its playgrounds across the city in an effort to minimize public gatherings and the potential of risk to the community. “I know that closing all food and beverage to everything but

Surrey RCMP, Surrey Fire taking proactive steps to ensure safety won’t be compromised: McCallum

SURREY Mayor Doug McCallum said on Thursday that Surrey RCMP and Surrey Fire are taking proactive steps to ensure that the safety of Surrey residents will not be compromised during the COVID-19 pandemic. He said: “Frontline policing is the top priority with resources shifted to ensure for response to Priority 1 emergency and 911 calls, managing prolific offenders in the community, maintaining a highly visible police presence in the city and protecting Surrey’s most vulnerable with RCMP and Mental Health Outreach Team operating at full capacity. “Surrey Fire Service is, currently, at normal service levels and all Surrey Fire Halls are at full operational strength to respond to emergency and 911 calls. Surrey Fire has contingency plans in place to ensure maximum response capability is maintained.” McCallum pointed out that the impact COVID-19 is having on our everyday life is unprecedented, adding: “All of us are adjusting to new measures and approaches in how we go about our daily lives and how we interact with one another. With this in mind, I want to assure our citizens that the core services and operations that the City of Surrey provides are being maintained for the well-being and safety of our community with measures put in place to keep our staff and frontline responders safe.” McCallum said: “While we are doing everything to ensure for a smooth continuation, I would ask the people of Surrey for their patience given the fast-changing nature of events.” The mayor said that starting Monday, March 23, all city run day camps will be shut down. Also, starting Monday, the two daycares located at civic facilities will be shut down to the public in order to prioritize space

McCallum said: “As part of the City’s COVID-19 pandemic response, modifications have been made to our customer service counters at City Hall such as the requirement to use to use hand sanitizer stations upon entry and exit from City Hall. To protect our staff, as of yesterday afternoon, the City has begun implementing remote work options that ensure employee safety while maintaining full continuity in City operations. “I want to stress that while you may see a change in how business is conducted at City Hall, the business of the City has not stopped. “For example, the Planning and Development Department are prioritizing permit applications to expedite issuance for simple permits. Remote inspections have been expanded to enhance social isolation opportunities while keeping projects going. “As of tomorrow, a call centre to direct planning, development and building inquiries and to make appointments that would normally take place at City Hall will be in operation, so our clients will not have to come to City Hall. Two associated residences were searched, one in the 16300-block of 28th Avenue in South Surrey, and the second in the 7000-block of 131st Street in Newton. Four suspects were identified and released pend-

ing further investigation. During the search of these residences, investigators seized: • $8,000 CAD • 12-gauge shotgun with ammunition • Tactical vests • Suspected Fentanyl, heroin, crack cocaine, Oxycontin, and methamphetamines • Various cutting agents

• A money counter • Packaging material, believed to be for street sale of drugs • Multiple cell phones On the same day, investigators searched a third residence in the 12500-block of Pinewood Crescent as a part of an ongoing project targeting drug trafficking and property crime in the Whalley / City Centre area. Six further suspects were identified and released pending further investigation. During this search, investigators seized: • Three firearms with ammunition • Suspected methamphetamines and Fentanyl • Soft body armour • Approximately $3,000 CAD “The illicit drug trade brings with it the possibility of violent acts within our community,” said Staff-Sgt. Glenn Atkins. “We acknowledge the invaluable role that information received from the public played in enabling these seizures, and encourage everyone to keep

Vancouver’s third pedestrian fatality

VANCOUVER Police are investigating the city’s third pedestrian fatality of the year after an 85-year-old Vancouver man died last week after being struck by a vehicle earlier this month. The man was walking in a lane in the area of West Boulevard and 43rd Avenue on March 7 when he was struck by a driver who was backing out of a parking lot into the lane. The man was transported to hospital. He died as a result of his injuries on March 12. The driver, a 51-year-old Delta man, stopped after the collision and is cooperating with the police investigation. Choosing sources of info carefully is critical to COVID-19 mental well-being: Mental Health Commission IN the midst of COVID-19, it is increasingly difficult to avoid the bleak headlines and bright-red news banners. Staying informed is, after all, one way many of us try to win back a semblance of control. But while it’s natural to seek information about this unfolding public health crisis, we must also take steps to protect our mental health. With guidance from Dr. Keith Dobson, clinical psychologist and professor at the University of Calgary, the Mental Health Commission of Canada has compiled the following tips to help Canadians protect their mental health as they strive to safeguard their physical well-being and that of their loved ones. 1. Understand the fight-or-flight response It’s normal to feel anxious in the face of a threat. Our body’s fight-or-flight response is designed to keep us safe by heightening our response to perceived danger. Part of that response is the release of stress hormones, which increase heart rate, blood pressure, and overall alertness. The brain is continuously seeking new informational cues to re-assess the threat level. Unfortunately, if we bombard ourselves with COVID-19 details, headlines, and images, we reinforce the threat signal and perpetuate the stress response. Remember, the information we allow in will affect how we feel - and we should monitor that intake with care. Because of the impact stress has on our body’s immune system, managing it during a pandemic is critical to the success of strategies designed to reduce contagion or the severity of the illness. 2. Be selective about news sources Where we seek information matters! Credible sources, such as the Public Health Agency of Canada and the World Health Organization give us plain facts to counteract the sensationalism and fear-provoking imagery found in the news media. Updates from neighbours or other kinds of hearsay are more likely to include selective attention to fearful cases and stories. Carefully choosing our sources is the best way to ensure accuracy. While there is plenty of fact-based content on social media, because of the way it works it is also much more likely to turn hearsay into misinformation. The facts - as fluid as they may be - are essential to facing the situation appropriately. 3. Consider the practical value of the information

Not all information is created equal. When we see images of workers in hazmat suits, empty streets, and armed guards, our brains detect a threat and react accordingly. Unfortunately, these images don’t have a lot of value, as they convey very little meaningful or useful information. Where possible, focus on the facts in the story, not the extraneous details or peripheral images. 4. Don’t discount the power of language When the media reports that rates of infection are “skyrocketing,” for example, it can trigger more anxious feelings than if they’d said “increasing.” Although it may be difficult, it’s important to see through the sensationalistic language and focus on the message and the practical takeaways. If a particular news source uses a lot of alarmist language, consider avoiding that outlet altogether. 5. Set boundaries on news consumption With such a rapidly evolving situation, it can feel like even a few hours without an update will leave us in the dark. But while the information about COVID-19 is constant, it

Help Surrey RCMP identify this sexual assault suspect SURREY RCMP are asking for the public’s assistance in identifying a sexual assault suspect from an incident in the Guildford area. On December 13, 2019, police responded to a report of an attempted sexual assault outside of Guildford Library, during which a man attempted to give an unsolicited kiss to a woman. The victim was not harmed during the incident. Investigators have now been provided CCTV footage of the suspect and are looking to identify the man. The suspect is described as a 35-40-year-old white man, slim build, and 5’8”-5’10” tall. He was last seen wearing a red/green toque and a grey jacket with yellow stripes down the sleeves. Investigators believe that this man may be homeless (see photo). Ighorewo Diallo, 19, charged in Surrey school serious assault

IGHOREWO Diallo, 19, of Surrey has been charged with aggravated assault and assault with a weapon in connection with the attack

on a staff member at LA Matheson Secondary School just before 8:30 a.m. on Friday, March 13. The staff member was seriously injured and

taken to hospital. He remained in stable condition. Diallo was identified by police that same day and, at approximately 4 p.m., he was located

and arrested in Vancouver. Investigators believe that this was a targeted incident. The suspect is not a student or former student of the school. The school was placed under lock down which was lifted only after Surrey RCMP and the Emergency Response Team completed a security sweep. Classes were cancelled for the rest of the day. SURREY RCMP announced on Tuesday that in order to ensure the continuing safety of their essential services staff during the COVID-19 pandemic, they will be temporarily closing two of their six front counter locations, effective at 5 p.m. on March 17. Cpl. El Sturko said: “We have taken the measure of closing these particular front counters because they do not have a glass barrier at the service counter to protect the health of both our staff and the public. Police response in all areas will not be impacted and routine police operations will continue within these facilities. Delta Police investigating fatal collision in Tsawwassen A collision which took place in Tsawwassen at approximately 6:10 a.m. on Monday has claimed the life of a 45-year-old Delta woman. The woman’s vehicle was travelling westbound on 16th Avenue, and a pickup truck was travelling northbound on 56th Avenue when the collision occurred in the intersection. The driver of the truck is cooperating fully with police. Recent surge in robberies linked to the LetGo app

A recent surge in personal robberies linked to the popular buy / sell app Letgo has Surrey RCMP issuing a reminder to the public about safety concerns posed by meeting unknown persons, even in public spaces. The Surrey RCMP Robbery Unit has noted an increase in the number of personal robberies perpetrated during meet-ups related to buying or selling high valued items advertised on the LetGo app. With the two most recent incidents having taken place over this past weekend on March 14 and 15. In all of the recent occurrences people were robbed of their cash or high valued items, and assaulted or threatened during the incidents. “Surrey RCMP would like all residents to be aware of the risk associated to using online

marketplace apps, which facilitate the necessity to meet unknown people to complete transactions,” said Constable Richard Wright, on Wednesday. “There is a risk to meeting up with people you do not know, particularly when arranging the exchange of high valued items or cash.” Surrey RCMP is providing some personal safety tips that may be helpful when arranging meetings with unknown online parties to buy or sell items: * Insist on a commercial public meeting place, such as local businesses with regular foot traffic * Confirm cell phone numbers before meeting – don’t only communicate through the app * Do not meet in a secluded place or invite

ICBC suspends all driver road tests; takes more precautionary measures IN response to the COVID-19 pandemic in British Columbia, ICBC is taking a number of measures to protect the health and safety of its customers, partners and employees. These measures include suspending all driver road tests effective March 17 in line with public health recommendations around social distancing. All motorcycle, passenger, and commercial road tests are cancelled until further notice. ICBC will reassess the situation in two weeks, taking into account public health recommendations and other operational considerations at that time. All impacted customers scheduled to take road tests over the next week are being notified by ICBC that their appointment has been cancelled. ICBC will do its best to accommodate those impacted in rescheduling once ICBC returns to full operations. ICBC undertakes approximately 7,500 road tests a week across the province. The tests, in most cases, involve ICBC driver examiners conducting a driving examination in an individual’s vehicle, in addition to some interaction at the Driver Licensing Office front counter. The cancellation of all road tests for the next two weeks impacts approximately 15,000 road tests. Nirbhaya case: 4 convicts hanged in Tihar Jail New Delhi (IANS): More than seven years after committing the gruesome crime, the four men convicted for the brutal gang-rape and murder of a physiotherapy student in the national capital were hanged in Tihar Jail in the early hours of Friday. The four convicts — Vinay Sharma, Akshay Thakur, Mukesh Singh and Pawan Gupta — have finally paid the price for the heinous crime they committed in December 2012. With the execution of the convicts, the curtain has finally been brought down on the case which dragged on for several years. Over the years, the convicts adopted several manoeuvres to delay the hanging and even succeeded thrice. This time, however, they could not escape the clutches of the judiciary and were hanged till death. The case pertained to the gruesome gang-rape of a 23-year-old girl by six men

in a moving bus on the fateful night of December 16, 2012. The girl, who was later dubbed as Nirbhaya, and her male friend were assaulted and thrown on the road. The attackers inserted a rod into her vagina and ripped her intestines apart. The injuries were so brutal that she succumbed to them 13 days later. The gruesome crime shook the conscience of the nation and led to countrywide protests and a change in the country’s rape laws. All the men, including the prime accused and a minor, were nabbed within a few days of the incident. The prime accused, Ram Singh, allegedly committed suicide by hanging himself in the Tihar Jail days after the trial began. The juvenile, who was said to be the most brutal of the attackers, was put in a correctional home for three years and later released.

Asha Devi The remaining four men were convicted for the crime on September 13, 2013, and were hanged on Friday in South Asia’s largest prison complex. With this, Nirbhaya finally got justice. AS news of the hanging of her daughter’s four rapists flashed on the TV screen, Asha Devi heaved a sigh of relief, hugged her loved ones, held back her tears and with a voice heavy with emotion said that the sun will rise on Friday with new

hopes for daughters of India. Nirbhaya’s mother and father have been fighting an ending legal battle to see their end for seven long years. Speaking to IANS, Asha Devi said, “Justice has been delivered today. Four convicts have been hanged till death. Today’s rising sun is dedicated to the daughters of this country. “Not only Nirbhaya, but the entire country that was shaken to its core on that December 16 night in 2012, was delivered justice.” She has waited with baited breath to see the day when finally her daughter’s rapists would be hanged, and Asha Devi could not contain her satisfaction when the confirmation of hanging of four convicts in the gang rape and murder case came in a little after 5.35 a.m. on Friday. A little after 6 a.m. the doctor confirmed that her daughter’s attackers were

dead. Speaking to the throng of media personnel waiting outside her residence, Nirbhaya’s mother Asha Devi said that her faith in the judiciary had been vindicated. A visibly relieved Asha Devi said that the hangings of the four convicts would send a strong signal for deterrence. “Our fight for security of daughters across the country will continue” she said. “I returned from the Supreme Court, hugged my daughter’s photograph and told her: ‘Today, justice has been delivered’.” “I dedicate this day — March 20 to all the women in the country because #Nirbhaya got justice, today,” she said. She said: “Proud to be known as Nirbhaya’s mother. She fought so hard. And I have waited long to see this day. The flaw in our justice system were exposed. But finally all four were hanged in one go. A first of its kind of justice, which will defi-

nitely be a lesson to others.” “Will continue this struggle for other daughters in the country,” she said and remembered all the unfulfilled dreams of her child, whom she could not save. Nirbhaya’s father too expressed satisfaction at the turn of events, which have been escaping from their grasp for — justice have been slipping through their fingers as the convicts had made every last ditch attempt to escape the gallows. “I’m happy and the entire community is happy, the country is happy toady as justice has been delivered,” said the father and expressed his gratitude to all — media, Nirbhaya’s friends, people who have fought long and hard alongside his wife and him, the protesters who took out candle marches. He thanked all for making it happen.

How BJP orchestrated the fall of 15-month-old Kamal Nath government 6 MLAs to Bhopal. The drama started when 10 disenchanted MLAs of Congress and its allies reached a hotel in Haryana and contacted the BJP leadership apparently to topple the Kamal Nath government in MP. In the meantime, four disgruntled MLAs were flown to Bengaluru. Two of them, Congress MLA Bisahulal Singh and an Independent Surendra Singh Shera were cajoled and brought back to Bhopal. Bisahulal Singh flew back to Bengaluru and was staying there with the rebels. After this unsuccessful bid, sources said the BJP central leadership took the operation in its hand suspecting that there was a black sheep in the flock in the state leadership.

Thereafter the BJP cast its net on Jyotiraditya Scindia, then Congress general secretary who was not getting along well with Nath and Digvijaya. His 19 loyalist legislators went incommunicado on March 9. By evening they landed up at a resort in Bengaluru. These MLAs were airlifted to Delhi by charted planes. They were joined in by three other disgruntled MLAs. These MLAs, according to reports, thought that they had come to Bengaluru as a part of strategy to exert pressure on the Congress leadership to offer Scindia a berth in the Upper House. Scindia resigned on March 10. When according to sources, he told his MLAs that he was joining BJP, many legislators were averse to his plan.

Canada teeters on the brink of recession THE Conference Board of Canada on Tuesday released its Canadian Outlook Executive Summary – Spring 2020. In the fourth quarter of 2019, Canadian economic growth was already on precarious footing. The added shock of COVID-19, the rail blockades and a collapse in oil prices is putting the country on the brink of recession. As the economy is hit by the slew of additional shocks, the CBC expects business investment and exports to post substantial declines and consumer spending to ease. As a result, economic growth will contract by a projected 2.7 per cent in the second quarter. Overall, the CBC expects growth of just 0.3 per cent in 2020 followed by a rebound to 2.5 per cent growth in 2021. “Despite the fact that the global economy is currently shaken at its core, we expect to see growth resume in the third quarter, meaning that the economy will avoid a technical recession,” said Matthew Stewart, Director Economic Forecasting at the Conference Board of Canada. “However, due to the unpredictability of the coronavirus, there are still huge downside risks to the outlook.” The Canadian Outlook Executive Summary examines the short-term economic outlook for Canada—all major components including consumer expenditures, housing, government, nonenergy business investment and trade. Petition to pause rent, mortgage payments due to COVID-19 signed by 74,000 VANCOUVER: A petition calling for rent and mortgage payment relief for Canadians struggling during the COVID-19 pandemic has been signed by tens of thousands of people. The Change.org petition argues the federal government should step in and help renters and homeowners suffering from the pandemic’s growing impact on the economy. Some employees have already been laid off, while others face the possibility of being asked to stay home for weeks without pay from their employer. “Cancelling rent and mortgage payments for the duration of the Covid-19 virus pandemic would relieve financial pressure, allow citizens to stay home from work without the added concern of losing their housing,� the petition reads. As of noon on Monday, more than 74,000 people had signed their name to the document. Over the weekend, the B.C. Government Employees’ Union issued a similar call, arguing that rent and mortgage relief would “make sure working people can afford to do the right thing. The Canada Mortgage and Housing Corporation said it will support lenders in letting people affected by COVID-19 defer their mortgage payments for up to six months,

but CEO Evan Siddall told CTV News there aren’t currently any similar plans for renters. LandlordBC, which represents about 3,300 owners and managers of rental properties in the province, said no one should have to worry about losing their home during the COVID-19 pandemic, and argued it’s “essential� for the government to provide financial support to renters impacted by the virus. But CEO David Hutniak argued simply suspending rent would be the wrong approach. “Our thoughts go out to the people who have been and will be affected by this unprecedented event,� Hutniak told CTV News in an emailed statement. “However, it is generally not understood that a significant majority of landlords in B.C. are small business people, mom and pop operators, with a few rental units. The suggestion that rents should be suspended fails to recognize the significant risks and costs associated with the provision of rental housing in B.C., and the extreme financial consequences these landlords would endure if that were to happen.� There are already some measures in place intended to help people through the pandemic, including employment insurance sickness benefits. The federal government has also waived the one-week waiting period for EI for people who are in quarantine.

India forms COVID-19 economic response task force

New Delhi (IANS): In an unprecedented lockdown for COVID-19, India on Wednesday notified cancellation of all nonofficial visas to curb incoming traffic and advised against all nonessential travel abroad which also curbs outgoing travel. The restrictions come on a day when the World Health Organisation (WHO) declared coronavirus as a pandemic. It has already spread to over 100 countries, many of which are seeing travel restrictions. Italy, for instance is under complete lockdown. The new norms for travel will have serious repercussions for the economy, aviation, travel, hospitality, consumer sentiment, exports and services sectors among other sectors and business is likely to take a back seat as precautions take centre-stage. In another drastic measure, the Indian government has decided that all states and union territories should be advised to invoke provisions of Section 2 of

Epidemic Disease Act, 1897 which was enacted in the British era to enforce all advisories. All States/UTs should be advised by Union Health Ministry to invoke provisions of Section 2 of Epidemic Disease Act, 1897 so that all advisories being issued from time to time by the Ministry of Health and Family Welfare/State/UTs are enforceable. Stepping up the border control measures as COVID-19 cases are going up, India on Wednesday cancelled all visas except few official categories till April 15. Even

outgoing travel is being cautioned against and a minimum of 14 days quarantine will be subjected. An official statement said that all existing visas, except diplomatic, official, UN/International Organizations, employment, project visas, stand suspended till April 15. This will come into effect from 1200 GMT on March 13 at the port of departure. The visa free travel facility granted to OCI [Overseas Citizen of India] card holders is kept in abeyance till April 15. Any foreign national who intends to travel to

India for compelling reason may contact the nearest Indian Mission. This would essentially curb the inflow of foreign nationals in the country with visa controls. All incoming travellers, including Indian nationals, arriving from or having visited China, Italy, Iran, South Korea, France, Spain and Germany after February 15 will be quarantined for a minimum period of 14 days. All these measures are applicable from March 13. Incoming travellers, including Indian nationals, are advised to avoid non-essential travel and are informed that they can be quarantined for a minimum of 14 days on their arrival in India. Indian nationals are strongly advised to avoid all non-essential travel abroad. On their return, they can be subjected to quarantine for a minimum of 14 days. International traffic through land borders will be restricted to designated check posts with robust screening facilities. These will be notified separately by Ministry of Home Affairs.

New Delhi (IANS): With the government regularly issuing new travel advisories or updating the existing ones in line with the evolving situation caused by the novel coronavirus (COVID-19) outbreak in the country, international travellers have been left a confused lot. An update of essential information, applicable from March 18, for Indians planning to return home or going abroad includes the following terms and conditions:

No airline will bring any passenger from Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Iceland, Hungary, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey and the UK effective March 18. No airline will bring any passenger from

the Philippines, Malaysia and Afghanistan effective March 17. Similarly, there will be no transit for Indians through these countries as no aircraft will allow passengers to board for India in these countries. All passengers coming from/ transiting through UAE, Qatar, Oman and Kuwait after 1200 GMT on March 18 will be quarantined. Those who have visited China, South Korea, Iran, Italy, Spain, France and Germany on or after February 15 will be quarantined.

COVID-19 negative certificate is mandatory for Indians who are coming from South Korea or Italy. Passengers from Italy shall not be allowed effective 1200 GMT on March 18. Indians transiting through China, South Korea, Iran, Italy, Spain, France and Germany will be quarantined on arrival in India. Indians transiting through UAE, Qatar, Oman and Kuwait will also be quarantined on arrival in India with effect from 1200 GMT on March 18.

India suspends landing of all international flights from Sunday New Delhi (IANS): Amid the growing number of positive COVID-19 cases in the country, the government on Thursday said that no international flight will be allowed to land in India from March 22 for one week. It also asked the state governments to issue appropriate directions to all citizens above 65 years of age to remain at home. The government said in a statement, “No scheduled international commercial passenger aircraft shall be allowed to land in India

from March 22 for one week.� The steps came after India recorded 173 active COVID-19 cases till 5 p.m. on Thursday, including 25 foreign national, as per the data provided by the Union Ministry of Health and Family Welfare. Four people have succumbed to the dreaded virus so far — one each in Maharashtra, Delhi, Karnataka and Punjab. The statement further said that the state governments will issue appropriate directions so

that all citizens above 65 years of age (other than for medical assistance), except for public representative, government servants and medical professionals, are advised to remain at home. The government also said that all children below 10 years of age should be advised to stay at home and not venture out. “Railways and civil aviation authorities shall suspend all concessional travel, except for students, patients and disabled persons,� it

said. The government further said that the states are being requested to enforce work from home for private sector employees except those working in emergency or essential services. The government also said that all Group B and Group C Central government employees will be asked to attend office on alternate weeks besides suggesting staggered timings for all the employees.

Nirbhaya convicts to be hanged as High Court rejects plea New Delhi (IANS): The Delhi High Court on Thursday upheld the death warrants issued by a lower court scheduling the hanging of the four death row convicts in the Nirbhaya gang rape and murder case at 5.30 a.m. on Friday. Dismissing the plea filed by the convicts through advocate A.P. Singh, a division bench of Justices Manmohan and Sanjiv Narula said: “Writ petition bereft of merits, dismissed.” During the course of hearing, Singh argued that a number of petitions have been filed by the convicts and are pending as of date. Minister of State in the Ministry of Home Affairs G. Kishan Reddy told the Rajya Sabha in a written reply that in 2017, 230 cases were registered by the Delhi Police regarding the attack on police personnel in Delhi, 435 persons were arrested that year. “In 2018, 220 cases were

registered while 451 people were arrested regarding the attack on police personnel in Delhi,” Reddy said. Last year, while 203 cases were registered in this regard, 446 people were arrested. This year, up to February 29, there have been 47 cases and 66 people were arrested regarding the attack on police personnel in Delhi. “In order to avoid these types of unhealthy trends, directions have been issued by the Delhi Police to their personnel to make sincere efforts to sort out grievances

The case pertains to gang-rape and murder of a 23-year-old girl, later dubbed as Nirbhaya, in the national capital in 2012. Six people, including the four convicts and a juvenile, were named accused in the case. Ram Singh, the sixth accused, allegedly committed suicide in Tihar Jail days after the trial began. The juvenile was released in 2015 after three years in a correctional home.

Even I don’t have birth certificate: Amarinder Chandigarh (IANS): Terming the Citizenship Amendment Act (CAA) and the National Register of Citizens (NRC) as absurd and unconstitutional, Punjab Chief Minister Amarinder Singh said on Thursday that half of Punjab, including himself, will not be able to produce birth certificates to prove their ‘Indianness’. Pointing out that most people in Punjab came from Pakistan, Amarinder Singh asked if the Centre expected them to go

to Pakistan to look for proof of birth. “Even I don’t have a birth certificate. These things did not exist when I was born,” said the Chief Minister, adding that this would make him a ‘doubtful character’ under the government of India’s new census system. Making it clear that his government was totally opposed to these exercises, Amarinder Singh said that while a routine census would be conducted in Punjab, it

would not be based on religion, caste and creed. Asking what the BJP-led Central government was trying to prove with these laws, he took strong exception to former Army officials being declared non-Indians after fighting for the nation. For 72 years, India has been a diverse country with different religions, castes and creeds living together in the true spirit of the Constitution and its Preamble, the

Chief Minister pointed out. “Suddenly they want to break and fragment this nation, which is totally unacceptable,” he said at a conclave here. The reaction of the people, especially the youth, clearly showed that this will not work in this country, Amarinder Singh said, adding that the government of India could not possibly put everyone in a box and take them back more than seven decades.

Punjab to shut public bus service from Saturday midnight

Chandigarh (IANS): As a preventive step to counter the growing coronavirus outbreak in the region, the Punjab government on Thursday decided to discontinue public transport buses in the state from Saturday midnight. Accordingly, buses, autorickshaws and tempos will not be allowed to ply in the state from the midnight of

Saturday. The decision was taken by a group of ministers who met here on Thursday to review the state’s preparedness to counter the coronavirus pandemic. It also decided to limit public gatherings to 20 people. The state has reported two positive coronavirus cases so far. One person, with travel history to Ger-

many and Italy, had died on Wednesday and test reports on Thursday confirmed that the deceased was infected by the dreaded virus. The other positive case has been admitted to a hospital in Amritsar. The state’s capital, Chandigarh, also reported its first positive case late on Wednesday night.

Describing the Madhya Pradesh developments as their internal issue, Amarinder Singh said it was for the Congress national leadership to comment on the matter and his purview was confined to Punjab. Dismissing the power subsidy being given by the AAP government in Delhi as a drama by Arvind Kejriwal, the Chief Minister said there was no comparison between Punjab and the national capital as the latter had no farmers or police to take care of. NIA files charges against 9 in Punjab arms drop case

Chandigarh (IANS): The National Investigation Agency (NIA) has filed charges against nine alleged terrorists of the proscribed Khalistan Zindabad Force (KZF) in a case of dropping of arms and ammunition in Punjab through drones. The charges were filed in the special NIA court in Mohali, said an NIA spokesperson, here on Wednesday. The drones made eight sorties on five days in August and September to drop the consignment received by Akashdeep Singh, Subhdeep Singh, Sajanpreet Singh and Romandeep Singh.

On March 7, 2020 Richmond RCMP were contacted after a man was brought to a local area hospital with a significant head wound. The man was allegedly attacked by a group of individuals right in front of a restaurant located at 5300 No. 3 Road. “Investigators know there were other people in the area at the time of the assault and are asking anyone who may have witnessed it to contact police,” says Corporal Adriana Peralta. It appears this was a targeted attack. The victim remains in hospital in stable condition. The suspects left Southbound from the mall parking lot in two vehicles. Canadians shouldn’t have to worry about paying their rent or mortgage or buying groceries CONTINUED FROM 1 employees and their bills during this time of uncertainty. This plan builds on coordinated action taken since the beginning of this outbreak, including the more than $1 billion COVID-19 Response Fund, which provided funding to provinces and territories to strengthen critical health care systems. It represents over $500 billion in credit and liquidity support for people and businesses through cooperation between financial Crown corporations, the Bank of Canada, the Office of the Superintendent of Financial Institutions (OSFI), and commercial lenders to ensure businesses can continue to operate. The actions are part of Canada’s wholeof-government response to COVID-19. As a first step, this plan aims to stabilize the economy through targeted measures to address immediate challenges faced by workers and businesses alike. It will help ensure that workers have the money they need while they are sick or in isolation, or due to loss of work or a significant reduc-

tion in work income, and help support people and businesses experiencing financial hardship because of the outbreak. Trudeau said Canadians should not make health decisions based on their financial needs. As the situation continues to evolve, further measures will be announced to support Canadians, stimulate the economy, and protect peoples’ jobs and livelihoods. Support for workers The Prime Minister said Canadians should not have to worry about paying their rent or mortgage or buying groceries because of the COVID-19 crisis. To support workers and their families, the Government of Canada is taking action to: * Provide additional assistance to families with children by temporarily boosting Canada Child Benefit payments. This measure would deliver almost $2 billion in extra support. * Introduce an Emergency Care Benefit of up to $900 bi-weekly for up to 15 weeks to provide income support to workers who

must stay home and do not have access to paid sick leave. This measure could provide up to $10 billion to Canadians, and includes: * Workers, including the self-employed, who are sick, quarantined, or who have been directed to self-isolate but do not qualify for Employment Insurance (EI) sickness benefits. * Workers, including the self-employed, who are taking care of a family member who is sick with COVID-19, such as an elderly parent or other dependents who are sick, but do not qualify for EI sickness benefits. * EI-eligible and non EI-eligible working parents who must stay home without pay because of children who are sick or who need additional care because of school closures. * Introduce an Emergency Support Benefit delivered through the Canada Revenue Agency to provide up to $5 billion in support to workers who are not eligible for EI and who are facing unemployment. * Provide additional assistance to indi-

viduals and families with low and modest incomes with a special top-up payment under the Goods and Services Tax (GST) credit. This measure would inject $5.5 billion in the economy. * Waive, for a minimum of six months, the mandatory one-week waiting period for EI sickness benefits for workers in imposed quarantine or who have been directed to self-isolate, as announced on March 11. * Waive the requirement for a medical certificate to access EI sickness benefits. * Extend the tax filing deadline for individuals to June 1, and allow all taxpayers to defer, until after August 31, 2020, the payment of any income tax amounts that become owing on or after today and before September 2020. This relief would apply to tax balances due, as well as instalments, under Part I of the Income Tax Act. No interest or penalties will accumulate on these amounts during this period. This measure will result in households having more money available during this period. * Provide eligible small businesses a 10 per cent wage subsidy for the next 90 days, up to a maximum of $1,375 per employee and $25,000 per employer. Employers benefiting from this measure would include corporations eligible for the small business deduction, as well as not-for-profit organisations and charities. This will help employers keep people on their payroll and help Canadians keep their jobs. * Provide increased flexibility to lenders to defer mortgage payments on homeowner government-insured mortgage loans to borrowers who may be experiencing financial difficulties related to the outbreak. Insurers will permit lenders to allow payment deferral beginning immediately. In addition, to provide targeted support for vulnerable groups, the Government is investing to: * Reduce minimum withdrawals from Registered Retirement Income Funds (RRIFs) by 25 per cent for 2020 in recognition of volatile market conditions and their impact on many seniors’ retirement savings. * Implement a six-month, interest-free, moratorium on Canada Student Loan payments for all individuals who are in the process of repaying these loans. * Provide $305 million for a new distinctions-based Indigenous Community Support Fund, to address immediate needs in First Nations, Inuit, and Métis Nation communities. * Support women and children fleeing violence by providing up to $50 million to women’s shelters and sexual assault centres to help with their capacity to manage or prevent an outbreak in their facilities. This includes funding for facilities in Indigenous communities. * Provide an additional $157.5 million to address the needs of Canadians experiencing homelessness through the Reaching Home program. Support for businesses In the face of an uncertain economic situation and tightening credit conditions, the Government is taking action to help affected businesses. To support Canadian businesses and help them retain their workers during this difficult time, the Government is announcing measures to: * Allow all businesses to defer, until after August 31, 2020, the payment of any income tax amounts that become owing on or after today and before September 2020. This relief would apply to tax balances due, as well as instalments, under Part I of the Income Tax Act. No interest or penalties will accumulate on these amounts during this period. This measure will result in businesses having more money available during this period. * Increase the credit available to small, medium, and large Canadian businesses. As announced on March 13, a new Business Credit Availability Program will provide more than $10 billion of additional support

The Government is ready to provide more capital through these financial Crown corporations. * Further expand Export Development Canada’s ability to provide support to domestic businesses. * Provide flexibility on the Canada Account limit, to allow the Government to provide additional support to Canadian businesses, when deemed to be in the national interest, to deal with exceptional circumstances. * Augment credit available to farmers and the agri-food sector through Farm Credit Canada. * Launch an Insured Mortgage Purchase Program to purchase up to $50 billion of insured mortgage pools through the Canada Mortgage and Housing Corporation (CMHC). As announced on March 16, this will provide stable funding to banks and mortgage lenders and support continued lending to Canadian businesses and consumers. CMHC stands ready to further support liquidity and the stability of the financial markets through its mortgage funding programs as necessary. The Government will enable these measures by raising CMHC’s legislative limits to guarantee securities and insure mortgages by $150 billion each. The six largest financial institutions in Canada have made a commitment to work with personal and small business banking customers on a case-by-case basis to provide flexible solutions to help them manage through challenges, such as pay disruption due to COVID-19, childcare disruption due to school or daycare closures, or those suffering from COVID-19. As a first step, this support will include up to a six-month payment deferral for mortgages, and the opportunity for relief on other credit products. The Government of Canada will continue to monitor evolving economic conditions and seek greater relief measures should it be necessary. In order to move forward with implementing these new measures needed to provide timely support for Canadians and to ensure the Government has every tool at its disposal to address potential challenges that may arise, the Government intends to introduce special legislation and seek the approval of Parliament. The Government of Canada will continue to take further action as required to prioritize the health and safety of Canadians, stabilize the economy, and mitigate the economic impact of this pandemic. Trudeau said: “No Canadian should have to worry about paying their rent or buying groceries during this difficult time. That is why we are taking the strong action needed to stabilize our economy and help those impacted by the COVID-19 virus. Together, we will get through this difficult time.” Finance Minister Bill Morneau said: “These are extraordinary times and we must take extraordinary measures. The Government of Canada will do whatever it takes to ensure that the health of Canadians is protected, families and businesses are supported and our economy remains strong, even in the face of uncertainty. I am working with the financial sector, the Bank of Canada, my provincial and territorial colleagues, and my counterparts from around the world to keep coordinating on significant actions to protect the Canadian and global economy. Canadians can rest assured that we are ready to take all necessary measures to meet the challenges ahead.” BACKGROUNDER Temporary Income Support for Workers and Parents For Canadians without paid sick leave (or similar workplace accommodation) who are sick, quarantined or forced to stay home to care for children, the Government is: • Waiving the one-week waiting period for those individuals in imposed quarantine

This temporary measure is in effect as of March 15, 2020. • Waiving the requirement to provide a medical certificate to access EI sickness benefits. • Introducing the Emergency Care Benefit providing up to $900 bi-weekly, for up to 15 weeks. test that they meet the eligibility requirements. They will need to re-attest every two weeks to reconfirm their eligibility. Canadians will select one of three channels to apply for the Benefit: 1) by accessing it on their CRA MyAccount secure portal; 2) by accessing it from their secure My Service Canada Account; or 3) by calling a toll-free number equipped with an automated application process. Longer-Term Income Support for Workers For Canadians who lose their jobs or face reduced hours as a result of COVID’s impact, the Government is: • Introducing an Emergency Support Benefit delivered through the CRA to provide up to $5.0 billion in support to workers who are not eligible for EI and who are facing unemployment. • Implementing the EI Work Sharing Program, which provides EI benefits to workers who agree to reduce their normal working

hour as a result of developments beyond the control of their employers, by extending the eligibility of such agreements to 76 weeks, easing eligibility requirements, and streamlining the application process. This was announced by the Prime Minister on March 11, 2020.
