Richmond homicide victims, brothers Chaten and Joban Dhindsa, were connected to gang conflict THEIR parents are wealthy and know as very decent people in the South Asian community. So when the Integrated Homicide Investigation Team (IHIT) on Saturday identified Friday’s Richmond homicide victims as brothers Chaten Dhindsa, 25, and Joban Dhindsa, 23, of Richmond, it set off discussions about why the brothers – the only children of the Dhindsas – chose to go down the wrong path. Both the brothers were known to police, but the one with a criminal record - and who had figured twice in the news for all the wrong reasons in 2015 and 2016 – was Chaten Dhindsa. The brothers were living in Surrey at the time, apparently with their parents, but later moved to Richmond. “This is believed to be a targeted incident related to the victims’ involvement in the ongoing Lower Mainland Gang Conflict,” said Detective Lara Jansen of IHIT. “We are urging anyone with information to contact IHIT.” On March 19 at 4:45 a.m., Richmond RCMP frontline officers responded to the 22000-block of Rathburn Drive to assist with a structure fire. Once the fire was extinguished, two deceased individuals were located inside the residence. The injuries sustained by the victims were consistent with a homicide and IHIT assumed conduct of the file. IHIT has been working closely with the Richmond RCMP, Integrated Forensic Identification Services and the BC Coroner’s Service to gather evidence. On Friday, investigators determined that a burned black BMW SUV reported shortly after the homicide near 16 Avenue and 194 Street in Surrey is believed to be associated to the homicide. IHIT asked anyone with CCTV, dash cam video or information related to the homicide or the burned BMW SUV to contact IHIT. As reported in The VOICE back then, in February 2016, Chaten Dhindsa and two other South Asians were charged in the ongoing drug war after the CFSEU-BC, the Surrey RCMP Drug Section, and the Delta Police Department

began an investigation into a dial-a-dope drug line in April 2015. The VOICE reported: “In April 2015, the CFSEU-BC, the Surrey RCMP Drug Section, and the Delta PD began an investigation into a dial-a-dope drug line associated to individuals involved in the Surrey / Delta drug conflict. As a result of a three-month investigation, two search warrants were executed on residences in Surrey. A search of both residences resulted in the seizure of the following items: 21.46 grams of cocaine, 4.79 grams of heroin, 0.3 grams of crystal methamphetamine, $7085.00 in Canadian currency and seven vehicles used in drug trafficking “Crown Counsel has now approved 18 charges for the three men identified in the investigation.” One of them was Chaten Dhindsa, then 20, who was charged with 10 counts of trafficking and one count of possession for the purpose of trafficking. Dhindsa was charged with 10 counts of trafficking and one count of possession for the purpose of trafficking. Also, Chaten Dhindsa and five other South Asians were arrested and charged in connection with a December 5 incident in 2015 in which a man who was well known to police was assaulted, threatened and held against his will near 86 Avenue and 130 Street in Surrey. Dhindsa was charged with forcible confinement, robbery, assault with a weapon and assault causing bodily harm. He ended up pleading guilty to assault causing bodily harm. In July 2018 he was sentenced to 229 days in jail. He was charged with eight counts of “possession for the purpose of trafficking” in a Langley case of April 2019 and was to be sentenced in Surrey Provincial Court on April 13, 2021, according to the online court registry. B.C.’s champions of anti-racism ’including Harman Singh Pandher of Burnaby’ celebrated AT a virtual award ceremony on March 21, the International Day for the Elimination of Racial Discrimination, five British Columbians received awards in three categories. And one of them was Harman Singh Pandher, Surrey school teacher, author and community activist, who received the Intercultural Trust Award for outstanding work in tackling systemic or institutional racism and reducing barriers for marginalized communities. “Our government stands alongside the many British Columbians who are fighting against racism and making our province more welcoming and inclusive for everyone,” said Premier John Horgan. “Together, we stand united against racism and committed to the work that must be done to dismantle the systemic discrimination that is still a lived reality for too many people in B.C.” The B.C. San Diego, U.S. – Deepanshu Kher was sentenced on Monday in U.S. federal court to two years in prison for accessing the server of a Carlsbad Company and deleting over 1,200 of the company’s 1,500 Microsoft user accounts. According to court documents, Kher was employed by an information technology consulting firm from 2017 through May 2018. In 2017, the consulting firm was hired by the Carlsbad Company to assist with its migration to a Microsoft Office 365 (MS O365) environment. In response, the consulting firm sent its employee, Kher, to the company’s Carlsbad headquarters to assist with the migration. The company was dissatisfied with Kher’s work and relayed their dissatisfaction to the consulting firm soon after Kher’s arrival. In January 2018, the consulting firm pulled Kher from the company’s headquarters. A few months later, on May 4, 2018, the firm fired Kher, and a month after that, in

June 2018, Kher returned to Delhi, India. On August 8, 2018, two months after his return to India, Kher hacked into the Carlsbad Company’s server and deleted over 1,200 of its 1,500 MS O365 user accounts. The attack affected the bulk of the company’s employees and completely shut down the company for two days. As the company’s Vice President of Information Technology (IT) explained, the impact was felt inside and outside the company. Employees’ accounts were deleted – they could not access their email, their contacts lists, their meeting calendars, their documents, corporate directories, video and audio conferences, and Virtual Teams environment necessary for them to perform their jobs. Outside the company, customers, vendors and consumers were unable to reach company employees (and the employees were unable to reach them). No one could inform these buyers what was going

on or when the company would be operational again. Unfortunately, even after those two days, the problems remained. Employees were not receiving meeting invites or cancellations, employees’ contacts lists could not be completely rebuilt, and affected employees could no longer access folders to which they previously had access. The Carlsbad Company repeatedly handled multitudes of IT problems for three months. The Vice President of IT closed by saying, “[i]n my 30plus years as an IT professional, I have never been a part of a more difficult and trying work situation.” In pronouncing the sentence, U.S. District Court Judge Marilyn L. Huff noted that Kher perpetrated a significant and sophisticated attack on the company, an attack which was planned and clearly intended as revenge. In addition to the two years in custody, Huff sentenced Kher to three years’ supervised release and restitution to the company of

$567,084, the amount that the company paid to fix the problems which Kher caused. Kher, an Indian national, was arrested when he flew from India to the United States on January 11, 2021, unaware of the outstanding warrant for his arrest. “This act of sabotage was destructive for this company,” said Acting U.S. Attorney Randy Grossman. “Fortunately, the defendant’s revenge was short-lived and justice has been delivered.” Grossman commended the excellent work of Assistant U.S. Attorney Alexandra F. Foster and the FBI agents on this case. “The FBI was able to identify, arrest, and prosecute Deepanshu Kher, despite the fact that he committed this harmful hack while outside the United States. This case shows the commitment, expertise, and reach of the FBI in working cyber intrusion cases,” said Suzanne Turner, Special Agent in Charge of FBI’s San Diego Field Office.

Abbotsford homicide victim is 61-year-old Jeevan Singh Sull THE Integrated Homicide Investigation Team announced on Sunday that it has taken over conduct of the homicide investigation in Abbotsford and identified the victim as 61-year-old Jeevan Singh Sull of Abbotsford. Abbotsford Police had announced on March 19 that Abbotsford Emergency Services responded to a 911 hang up call in the 32300-block of Slocan Drive on March 3. An injured male was located and transported to hospital. The male had since succumbed to his injuries. It said IHIT was taking over conduct of the case but gave no other details. IHIT said the man succumbed to his injuries on March 14 and

Mohan Sharma appointed judge of Ontario’s Superior Court of Justice

DAVID Lametti, Minister of Justice and Attorney General of Canada, on Wednesday announced the appointment of Mohan Sharma, Executive Legal Officer at the Superior Court of Justice of Ontario in Toronto, as a judge of the Superior Court of Justice of Ontario. Sharma received a B.A. from the University of Toronto and an LL.B. from Osgoode Hall Law School. He was called to the Bar in Ontario in 1999. Sharma was the Executive Legal Officer for the Superior Court of Justice of Ontario, providing legal and policy advice to the Court’s judges. He was also Senior Counsel in the Office of the Chief Justice. He has held a variety of legal and policy positions. He served as the Ministry of the Attorney General’s Counsel in Residence at the Law Commission of Ontario, as the Project Director to the Civil Justice Reform Project led by Coulter Osborne, and as Research Counsel to the Task Force on the Discovery Process in Ontario. Sharma also served as Policy Counsel within the Court Services Division and as Advisory Counsel in the Crown Law Office-Civil, both within the Ontario Ministry of the Attorney General.

Arjun Choudhari of Markham, Ontario, charged after several crimes targeting East Asians

THE South Asian community in Ontario is shocked and embarrassed after Arjun Choudhari, 33, of the City of Markham was charged by investigators with the York Regional Police Hate Crime Unit and the #5 District Criminal Investigations following several hatemotivated incidents targeting East Asians in Markham. On March 16, York Regional Police received a report regarding an assault that occurred at approximately 2 p.m., in the area of Pillar Rock Crescent in Markham. The victim had been outside walking when a suspect ran up behind her and hit her in the back with an object. Through the investigation, officers located additional victims and linked five other incidents that occurred between January and March to the same suspect. All of the victims are East Asian and

investigators believe that the incidents were hate-motivated. Investigators identified the suspect and on Monday, March 22, he was arrested and has been charged with assault with a weapon, three counts of assault and two counts of criminal harassment. Markham Mayor Frank Scarpitti in a statement said: “I am deeply disturbed and disgusted by the recent criminal acts by an individual against members of our Asian community, and I strongly condemn all forms of racism towards any cultural group.” He said: “Markham is home to the largest outdoor Asian festival in Canada, Taste of Asia, and one of the largest Chinese diasporas in Canada.” He added: “One person’s actions do not reflect our community.” Scarpitti said: “All of us stand in support of our Asian community when they face hate and discrimination.”

Rahu Sinnathamby of Toronto area convicted of smuggling gold jewellery

THE Canada Border Services Agency (CBSA) announced on Monday the results of a twoyear long investigation leading to the conviction of a Toronto area man, Rahu Sinnathamby of Scarborough, and Lovely Gold Inc. for smuggling gold jewellery into Canada. In early 2018, border services officers working at Toronto Pearson International Airport seized a large quantity of jewellery from a returning traveller. The seizure initiated an investigation by the Greater Toronto Area Region Criminal Investigations Section, which subsequently identified a jewellery smuggling operation. In July 2018, the investigation identified a link to a separate traveller attempting to smuggle an even greater quantity of jewellery into Canada.

In October 2018, as a result of evidence obtained through further investigation, CBSA criminal investigators determined that Lovely Gold Inc. and its director, Sinnathamby of Scarborough, schemed to

enlist travellers to bring gold jewellery, such as earrings and bracelets, to Canada. Lovely Gold Inc. and Sinnathamby paid for the airline tickets of the travellers and directed them to not declare

the jewellery to the CBSA. The investigation resulted in the discovery that Lovely Gold Inc. and Sinnathamby were responsible for smuggling jewellery into Canada over a period of 17 months.

On March 1, at the A. Grenville and William Davis Courthouse in Brampton, Ontario, Lovely Gold Inc. and Sinnathamby pleaded guilty to two counts each of evasion of duties, with a total criminal fine for the four

charges equalling $760,000. Lovely Gold Inc. and Sinnathamby are also required to pay an additional $246,614.40 in regulatory penalties. “This successful prosecution highlights the tireless work and great investigative efforts of both CBSA border services officers and our criminal investigations team. The discovery of this jewellery smuggling scheme demonstrates our commitment to ensuring the integrity of Canada’s border laws and economy,” said Lisa Janes, CBSA Regional Director General, Greater Toronto Area Region. Fine for promoting or attending a non-compliant gathering or event is now $575

FINES for promoting and attending gatherings that contravene the provincial health officer’s (PHO) order just got more expensive. Effective immediately, an amendment to the Violation Ticket Administration and Fine Regulation raises the fine for promoting and for attending a non-compliant gathering or event from $230 to $575. The current fine for those who organize or host a prohibited event remains the same at $2,300. “Over the last several months, it’s become clear that for some, the

risk of a $230 violation ticket isn’t enough to deter attendance at events that violate the PHO order,” said Mike Farnworth, Minister of Public Safety and Solicitor General. “I am disappointed that a small minority of British Columbians continue to put their health and the health of others at risk by attending unsafe gatherings. This selfish behaviour needs to stop, and police and provincial enforcement authorities will be able to issue these new fines immediately.” A $230 fine will continue to apply

to a range of COVID-19 violation measures, including failing to wear a mask and failing to abide by patron conditions. The increased fine aimed at non-compliant events reflects that this behaviour is generally more risky than other offences in the $230 category, but less egregious than the offences in the $2,300 category. The specifics around orders of the provincial health officer, including the number of people allowed at gatherings, will continue to be set at the direction of the PHO.

Fraser Health opens 5 large COVID-19 immunization clinics, 4 more to come

TO support its ongoing COVID-19 vaccine rollout, Fraser Health announced on Tuesday that it has opened five mass COVID-19 immunization clinics. Those in Chilliwack, Cloverdale, South Surrey and Coquitlam are now available to book appointments beginning March 29; the one in Delta North is available from today (March 23). These new clinics will support current immunization plans and will remain open through phases three and four as Fraser Health works to immunize its communities over the coming

leaders, community organizations and Divisions of Family Practice. IN support of Fraser Health Authority’s (FHA) COVID-19 vaccination rollout, gymnasiums at the Cloverdale Recreation Centre, South Surrey Recreation and Arts Centre, and Guildford Recreation Centre will serve as sites for mass immunization clinics. “As vaccine distribution is set to ramp up, the City is proud to do its part in supporting Fraser

Health’s safe vaccination rollout by offering the gymnasium space at these three civic facilities,” said Surrey Mayor Doug McCallum. “Vaccinating over 600,000 residents is no small feat, but we are confident that by offering these large distribution centres, everyone who wants to be immunized will have access to one near their home.”

Eligible residents can currently book vaccination appointments for clinics within Surrey at both the Cloverdale Recreation Centre and South Surrey Recreation and Arts Centre. FHA is planning to open a third clinic in Surrey at Guildford Recreation Centre and a date will be announced soon. Each site will include a drop-off location for immunization ap-

Our government is committed to tackling racism and discrimination

AS an MLA, it is an honour to represent my constituency of Richmond-Queensborough in the Legislature, and to take part in debates about how to govern our province and make life better for people. However, we also must acknowledge the harm that has come from our history as well. Richard McBride, Premier from 19031915, once stated that “British Columbia shall be a white man’s province”. Previous governments have passed legislation to prevent immigration from Asia and South Asia, discriminate against immigrants and Black slaves who fled the US, and dispossess Indigenous peoples of their lands. We inherit this history, and it is our collective responsibility to make it right. But racism is not only part of our province’s history, it is a part of everyday life for the hundreds of thousands of British Columbians who are Indigenous, Black or people of colour. Earlier this week, my colleague Niki Sharma, New Democrat MLA for VancouverHastings, introduced a motion to recognize historic and current acts of systemic and institutional racism, and reaffirm our commitment to combat racism in all its forms. Members from both sides of the house gave moving statements, sharing their personal experiences of racism and discrimination. This was a powerful reminder of how far we have come, that our government caucus now includes 16 MLAs who are Indigenous or people of colour, who can speak about our experiences and perspectives, and advocate for change, in this institution that once sought to oppress us. This is important progress. But in 2021 we should be much further along this path. Recent incidents make this all too clear. In 2020 the Vancouver Police saw a 717-percent increase in reported anti-Asian hate crimes. I stress that these are the crimes that were reported, because the actual number is likely much higher. In the last few weeks alone, we’ve heard reports of anti-Semitic and anti-Indigenous vandal-

ism and hateful posters being distributed in our province. These acts of hate are unacceptable. Even minor, seemingly innocuous comments and actions can progress to vitriolic hate and violence if not addressed. It is clear that we have much work still to do. I take solace in the fact that our government is committed to tackling racism and discrimination. We’ve appointed B.C.’s first Parliamentary Secretary for Anti-Racism Initiatives, MLA Rachna Singh, and I’m heartened to see my colleague already moving things forward in this role. We have reinstated the B.C. Human Rights Commission, to investigate the way that discrimination is rooted in our attitudes, our behaviours, our systems and our laws. We have launched Resilience BC, a program to support communities across the province with the resources to tackle racism at the local level. This past weekend, we launched a public education campaign, to get people talking about racism and examining their own internal biases. We are also undertaking a review and modernization of our Police Act, with a focus on addressing systemic racism. To quote Black philosopher Frantz Fanon, “What matters is not to know the world, but to change it.” I am glad that we now have a government that is committed to changing our province for the better.

Enforcement blitz in Delta turns up shocking violations A fully loaded dump truck with a full trailer was pulled off the road in a recent enforcement blitz in Delta, after officers found the trailer had absolutely no braking power. In addition, several tires on the truck trailer combo had severe defects, requiring immediate replacements. “Unfortunately all of the brakes on the trailer were completely inoperable,” said Constable Jared Clark of the Delta Police Department Traffic Unit on Wednesday. “This vehicle was an immediate danger to others on the road.” This was the worst find of a recent one-day commercial vehicle enforcement blitz, which Delta Police hosted with partners from across the Metro Vancouver area. The blitz took place March 16, in the 11900-block of Nordel Way. There were 59 inspections conducted overall, with 31 vehicles given notice and orders, or placed immediately out of service. In total, 33 violation tickets were handed out.

People deemed clinically extremely vulnerable prioritized for COVID-19 vaccine THE Province announced on Tuesday that people at higher risk from COVID-19 due to existing medical conditions, such as various forms of cancer, transplant recipients and severe respiratory conditions, will be able to register for their COVID-19 vaccine beginning Monday, March 29. The accelerated timelines for B.C.’s COVID-19 immunization plan mean approximately 200,000 people in B.C. aged 16 years and older who are clinically extremely vulnerable (CEV) are eligible to receive their first dose of COVID-19 vaccine in the coming weeks. Some of the CEV population will have already been immunized as part of B.C.’s age-based vaccine program (currently 75 years and older). “B.C. has made tremendous progress on our age-based vaccine program,” said Adrian Dix, Minister of Health. “Now, we are able to expand to those people who are at increased risk from COVID-19 due to underlying medical conditions or various medical treatments. Clinical experts have now determined those who have a high risk of severe illness from the virus and now have the vaccine supply to protect these most vulnerable people.” Expert physicians and providers in cancer care, kidney diseases and other conditions causing compromised immunity worked with public health and international COVID-19 data to define B.C.’s updated CEV list to ensure those most at risk of severe illness from COVID-19 are prioritized first (see backgrounder). Those people identified as CEV will receive a letter in the mail in the coming days with information on how to book an appointment, beginning March 29. People who receive this invitation letter must bring it with them to their vaccination appointment. If people who believe they are in the CEV group have not received a letter by April 15, 2021, they can contact the provincial call centre or visit the get vaccinated provincial online registration and booking system, which is scheduled to launch on April 6, to confirm if they are on the CEV list. If they are not on the CEV list, they can reach out to their physician or nurse practitioner about their eligibility. “Since day one of our immunization plan, we have set out to protect those who are most at risk to COVID-19,” said Dr. Penny Ballem, executive lead, B.C.’s immunization plan. “We used clinical evidence from around the world and clinical expertise and patient registries in B.C. to develop this list and look forward to taking another important step forward in our immunization plan.” Dr. Bonnie Henry, Provincial Health Officer, said: “Through this additional immunization, we are able to relieve a significant burden from those who are extremely clinically vulnerable to severe illness from COVID-19. This is another encouraging step forward for all of us as we continue to ramp up our immunization efforts.” The CEV-based booking process will run parallel to the ongoing age-based booking schedule. This schedule is being accelerated, starting with those born in 1945 able to book starting Wednesday, March 24. The revised health authority eligibility call-in schedule follows: * age 76 (born in 1945) – Wednesday, March 24 at noon * age 75 (born in 1946) – Thursday, March 25 at noon * age 74 (born in 1947) – Friday, March 26 at noon * age 74+, and CEV population (must have invitation letter to book) – Monday, March 29 noon

Expansion of capacity in Vancouver bars a lifeline for businesses, says Mayor Stewart VANCOUVER City Council is slated to vote next week on a staff report recommending the first expansion of seating capacity in Vancouver’s pubs, bars and nightclubs in decades. This follows Vancouver Mayor Kennedy Stewart’s motion designed to aid Vancouver’s hospitality indus-

try that passed last July. The proposal is welcome news for hospitality owners hampered by significantly lower seating capacities when compared to liquor-primary establishments located in neighbouring cities. “This change is a lifeline for Vancouver bars, nightclubs, and pubs hard hit by the

impacts of COVID-19” said Stewart. “The seating capacity increases proposed will deliver long overdue reforms and help revive nightlife in our city, especially along the Granville Entertainment District.” According to Hospitality Vancouver Association (HVA), the proposed ca-

pacity changes will save up to 8,000 jobs in the City of Vancouver. “We’re extremely impressed with the thoughtfulness and attention to detail of the staff report, and we are looking forward to the discussion about the motion at the council table on March 30,” said HVA spokesperson Laura Ballance. “It’s important to note that if passed, this motion will go a long ways towards levelling the playing field for a number of Vancouver bars, nightclubs and pubs with their counterparts across the province, as this will bring the Granville Entertainment District into line with the rest of B.C. when it comes to capacity.” Ballance noted these changes are especially important now, as the vast majority of bars and clubs

Kennedy Stewart are struggling to survive the COVID-19 pandemic. Capacity numbers are expected to increase gradually as eligible businesses make the necessary changes to adhere to current B.C. Building code requirements that would come from adding additional seats. The industry estimates that seats would increase by a few

thousand over the next several years. The changes will also have a spillover effect for restaurants and other downtown businesses who will also benefit from the increase. “It is great to see the City moving on this and acknowledging the importance of small business, giving them additional tools to survive,” said Ian Tostenson, President and CEO of the British Columbia Restaurant and Foodservices Association. “Adding capacity will serve the public well, as health and safety, in this case spacing, will always be our paramount concern for our guests and patrons. A vibrant nightlife is important to the health of our Vancouver restaurants”. The report will come to Council Wednesday, March 31.

Tourism, hospitality industry supports B.C. immunization efforts

A new partnership will employ more than 1,400 tourism and hospitality workers in mass vaccination clinics – creating hundreds of jobs for B.C.’s hard-hit tourism, hospitality and sport sectors. “British Columbians have risen to many challenges during this past year, with people and businesses finding new and innovative ways to support each other,” said Premier John Horgan on Wednesday. “People who work in the hard-hit tourism and hospitality sector have answered the call to help with B.C.’s immunization plan. This partnership will provide new jobs for people while contributing to B.C.’s already accelerated vaccine rollout.” Tourism and hospitality businesses have already begun to call and train hundreds of staff who have been laid off due to the pandemic. Workers from these industries will provide their expertise and logistical support as non-clinical staff at immunization clinics to help move people through the clinics efficiently and safely. BC Liberals: NDP’s new regulations put child care spaces at risk THe BC Liberals said on Monday that they have learned that thousands of new child care spaces may not come to fruition because the NDP’s new cost regulations for the Child Care Fee Reduction Initiative (CCFRI) are forcing providers to stop expanding current operations or starting new ones. “Child care operators say they can’t afford to implement this fee cap, which comes into effect on April 1. Fraudulent COVID-19 document seized at Toronto Airport oNTArIo’S Peel Regional Police’s investigators from the Airport Division Criminal Investigations Bureau have charged a man arriving from an international flight at Toronto Pearson International Airport with allegedly using a fraudulent COVID-19 document. On Sunday, March 21 at 4 p.m., police attended the Canada Border Services Agency (CBSA) section to assist. The CBSA officer had conducted an inspection check of various entry documents, including a negative COVID-19 document that appeared to be fraudulent. Public Health reviewed it. The 45-year-old man from Edmonton was arrested and charged for ‘unlaw-

fully did knowingly use a forged document.’ He was held for a bail hearing and attended the Ontario Court of Justice on March 22 in Brampton. He was subsequently released from custody with conditions and returned to the CBSA section at Toronto Pearson Airport for processing by the Public Health Agency of Canada. Province says changes to long-term care visitation on the way PEOPLE in long-term care and their loved ones will have more ways to safely spend time together, with long-term care visitation rules easing on April 1. “This pandemic has taken an incredible toll on people in long-term care and on their loved ones,” said Adrian Dix, Minister of Health, on Thursday. “We are grateful for the sacrifices people living and working in long-term care and their families have made to keep one another safe. With vaccines bringing an important layer of protection for everyone in our province, it is a safe time to ease visitor restrictions and support safe

Adrian Dix social connections for people in long-term care.” Beginning April 1, all residents in long-term care and assisted living will be able to have frequent, routine opportunities for social visitation. Eased restrictions include: * removing the requirement

for a single designated social visitor to allow for additional family and friends to visit longterm care and assisted living residents; * expanding the number of visitors so up to two visitors, plus a child, will be allowed to visit at a time, allowing people to connect in small groups; * changing the allowable location of visits so family and friends can visit in residents’ rooms without staff present; and * allowing physical touch between visitors and residents, provided appropriate infection prevention and control measures, like masks and hand hygiene, are in place.

Social visitation will continue to be suspended during outbreaks and will continue to require advanced booking, visitor health screening, use of medical masks and frequent hand hygiene. “Changes to long-term care visitation to allow for increased social connection are incredibly welcome news for seniors and Elders in longterm care, and the communities that support them,” said Mable Elmore, Parliamentary Secretary for Seniors Services and Long-Term Care. “Through the unprecedented challenges this pandemic has posed, B.C. has taken strong action to protect people in

long-term care and their loved ones, and we will continue to do everything we can to keep people in long-term care healthy and safe, both during this pandemic and beyond.” Early in the pandemic, public health officials identified people living in long-term care and assisted living as particularly vulnerable to severe outcomes from COVID-19. In response, the Province took unprecedented action to protect seniors and deliver better care to keep people safe and healthy. “This year has been challenging for all of us, but the challenges for those living and working in long-term care and

their loved ones have been among the greatest we have faced,” said Dr. Bonnie Henry, Provincial Health Officer. “Now that the most vulnerable among us have received a vaccine, we are safely amending restrictions to give people in long-term care greater opportunities to connect with the people they love.” People living and working in long-term care and assisted living were among the very first to receive COVID-19 vaccinations as a part of B.C.’s strategy to use vaccines to protect those most vulnerable to severe illness first and reduce transmission in high-risk settings.

Pharmacists strengthen team-based primary care team FIFTY new clinical primary care pharmacists are joining B.C.’s primary care strategy through the Pharmacists in Primary Care Network (PCN) program. “Clinical pharmacists are an important part of B.C.’s healthcare system as they are one of the more accessible healthcare professionals in our communities. By being part of our team-based model, they will provide a real solution by working directly with patients with complex conditions,” said Adrian Dix, Minister of Health, on Wednesday. “The new clinical pharmacists will be working in primary care networks in all health authority regions and with other health-care providers to provide better access to health care in communities throughout B.C.” As part of B.C.’s primary care strategy, the Ministry of Health has been working with the Uni-

versity of British Columbia’s faculty of pharmaceutical sciences since 2018 to create a program to add 50 new primary care clinical pharmacists in primary care networks around the province. “The Pharmacists in PCN Program will support the integration of the pharmacists into team-based primary care networks across B.C. to optimize drug therapy outcomes for patients,” said Dr. Peter Zed, Associate Dean, practice innovation and executive program lead, UBC faculty of pharmaceutical sciences. “The addition of pharmacists in primary care networks enables and supports continuity of care across the health care continuum.” Over the next few months, 20 new primary care clinical pharmacists will be hired and integrated as part of team-based care in primary care networks throughout the province. This

includes one clinical pharmacist who joined the Kootenay Boundary primary care network in January 2021 and one who joined the Comox primary care network earlier in March. Eight more pharmacists will join primary care networks in Vancouver, Richmond, Ridge Meadows and Oceanside in April. The remaining 30 clinical pharmacists are expected to join primary care teams beginning in fall 2021. “B.C.’s family doctors welcome the opportunity to include clinical pharmacists into the team-based care environment, especially when it comes to taking care of patients with complex conditions who are often on multiple medications,” said Dr. Matthew Chow, President, Doctors of BC. “Working alongside family doctors and nurse practitioners, the expertise of clinical pharmacists can be extremely

valuable in helping optimize medication management and enhancing the overall patient experience. When we are fully integrated, we learn from each other’s strengths to better manage complex and chronic diseases.” The Government of British Columbia is supporting the program with up to $30.9 million in funding over three years. These primary care clinical pharmacists will support the team by working directly with patients with complex conditions, such as those with chronic health conditions, to provide comprehensive oneon-one patient medication review. Using their specialized knowledge and training, they will provide expert input to physicians and nurse practitioners on different drug therapy options, drug regimen adjustments and patient safety issues, such as drug interactions and adverse drug events.

Their focus is preventing and resolving medication-related problems, so patients have better health outcomes and higher quality of life. They will do so by educating patients about their medications and helping remove barriers that prevent them from following prescription advice. By providing clinical pharmacy services directly in primary care networks, patients will benefit as their physicians, nurse practitioners, pharmacists and other health professionals will be able to work more closely together in team-based practices to share records and target services around a patient’s specific health-care needs. To ensure the best care of patients, these primary care clinical pharmacists will also work closely with other pharmacy service providers from both health authorities and community pharmacies to improve continuity

of care. Primary care networks are community partners, local health-care providers and Indigenous partners working together to ensure patients have access to a full range of teambased primary care services for their day-to-day health-care needs. For people and families, it means getting faster, better access to their primary care team, including evenings and weekends, as well as being connected to appropriate services and supports in the community. Since B.C. launched the primary care strategy in 2018, 39 primary care networks have been announced throughout the province, and 24 urgent and primary care centres, three primary care nurse practitioner clinics, three community health centres and one First Nations primary care clinic have opened, with more are underway.

Maddaugh Elementary: Third new Surrey school to open this year A new school opens in Surrey next week, the third new school this school year in B.C.’s fastest-growing community, providing much needed classrooms for more than 600 students. “This is excellent news for Surrey students and families that another new school is opening this year, reducing the number of portables needed in the district and providing another dynamic, 21st-century learning environment in the community,” said Jennifer Whiteside, Minister of Education. “After years of underinvestment by the previous government, Surrey families are starting to see concrete results of our work to give their children a better place to learn.” The ministry provided $23.8 million for the new Mad-

In 2020-21, it is 23.7 students. Building new and expanded schools in fast-growing communities like Surrey is a priority for the Government of B.C., as progress continues to reduce the need for portables as a solution to growth. Since September 2017, the Province has announced more than $2.2 billion for school expansions, seismic upgrades and replacements, and land purchases for future schools. Fix staff shortage and properly fund BC Ambulance Paramedics, says union CINDY McQueen, President of CUPE Local 389 (North Vancouver), on Tuesday said that she was very concerned about recent comments from a group of mayors who proposed to address the problem of ambulance response times by having firefighters carry out some of the duties of paramedics. McQueen added that the real solution was for municipal councils to instead work with the provincial government and the BC Ambulance Paramedics to immediately fix the staff shortage and properly fund this essential service that literally saves lives. She said: “Firstly, it is my understanding that the firefighters have no appetite to do more work on top of their already stressful workloads. You need only to attend a budget meeting in many municipalities to hear the distressing stories our firefighters face every day as a result of understaffing. The shortage of doctors in our province has not resulted in suggestions that the issue be resolved by having nurses take up the slack, because nurses face their own staffing and work challenges. Similarly, we don’t propose to manage understaffing of fire departments with volunteer firefighters. Municipalities understand that taking on a new service, its cost and administration, would further strain the already straining municipal budgets and is not a long-term or sustainable solution.” McQueen pointed out: “These understaffing problems did not just happen overnight, they are a result of massive cutting of these and other community services over many

years. We have come to know over the past year the unbelievable dedication provided by these front-line workers going far and beyond the call. In addition to shortages of staff, paramedics have been hit hard in responding to the ongoing opioid crisis as well as a pandemic resulting in a skyrocketing of calls related to mental health and isolation.” According to the Ambulance Paramedics of BC, 60 to 100 paramedics need to be hired just in the Metro Vancouver area. When you have one quarter of the ambulances across the Lower Mainland understaffed and 30 ambulances are parked and out of service due to staff shortages, there is clearly a crisis in the ambulance service, McQueen said. She said she supports the call from Troy Clifford, President of the Ambulance Paramedics of BC (CUPE Local 873) for immediate intervention and support from all levels of government and the ministry to address the need for more staff and resources in communities to provide timely medical care, treatment and transport, by paramedics who are highly trained to provide these services. “This understaffing has been a tragedy in waiting and now has become critical,” said McQueen. “If you want to ask someone who is devastated by what is happening, ask a paramedic.” CUPE Local 389 compromises workers in municipalities, K-12, community services, libraries, recreation and culture sectors on the North Shore and Sea-to-Sky.

After completing family medicine residency at the University of British Columbia, Andy first practiced in Hope, BC, eventually building his practice in Surrey. Andy was adored by both his patients and the family medicine residents he taught. Andy touched everyone he knew with his kindness, compassion and willingness to help anyone in any capacity without hesitation. He met everyone with a smile and kind word. The rules of use are like the

rules for an e-bike. People using electric kick scooters must be 16 years or older, wear a helmet and follow the rules of the road for cyclists. A driver’s licence and insurance are not required. As part of the Active Transportation Strategy, Move. Commute. Connect., these pilot projects are examples of government working with communities to find alternative solutions for personal mobility. E-mobility use is expected to contribute to the CleanBC goal of doubling trips taken by walking, biking and other kinds of active networks by the year 2030.

City of Vancouver’s financial position now looking much more positive, says mayor VANCOUVER Mayor Kennedy Stewart on Wednesday applauded City of Vancouver staff, unions, residents, and businesses for coming together through the pandemic and helping stabilize the City’s financial picture despite unprecedented fiscal pressures due to measures undertaken

to battle COVID-19. Stewart’s comments came as the City released its annual Statement of Financial Information (SOFI) report detailing the City’s financial picture for the previous year. The report shows a massive drop of nearly $90 million in operating revenues for 2020.

Burnaby RCMP considering assault charges after spitting incident at mall

ON March 22, shortly after 11 a.m., the Burnaby RCMP received a report of an assault that had taken place at the Metropolis mall at Metrotown where an unmasked man allegedly spat in the face of another man. Burnaby frontline investigators responded and arrested a 48-year-old West Vancouver man, charging him with ‘fail to wear a face covering,’ a contravention of the Emergency Programs Act. “The Burnaby RCMP have been made aware of a video circulating on social media that captures a portion of the incident,” said Cpl. Brett Cunningham. “Our investigators are gathering additional evidence and will determine whether assault

City of Surrey seeks input from residents, business community on City Centre Plan update

THE City of Surrey on Tuesday launched a public engagement campaign to gather input from residents and businesses on an update to the City Centre Plan. Extension of Canada Emergency Business Account to help small businesses

DEPUTY Prime Minister and Finance Minister Chrystia Freeland and Marg Ng, federal Minister of Small Business, Export Promotion and International Trade, on Monday announced that the deadline for new Canada Emergency Business Account (CEBA) applications is being extended from March 31 to June 30. This deadline extension applies to any new applications for CEBA loans of $60,000 or to new applications from businesses that have already received the $40,000 loan and intend to apply for the additional $20,000. The extension will allow more businesses to access the support they need as Canada’s economy continues to deal with localized public health restrictions and, for a number of businesses, reduced opening hours or reduced demand for services. Extending the application deadline to June 2021 also aligns CEBA with the timelines of other federal government support programs for business.

Richmond RCMP looking for witnesses after Tuesday’s home invasion

RICHMOND RCMP are looking for witnesses, and possible surveillance video, after a home invasion in the 22000-block of Westminster Highway. At approximately 9:30 p.m. on Tuesday, March 23, a male and female couple were home watching television when their doorbell rang. When the couple answered the door, four men barged in, armed with a crowbar and a possible firearm. Once inside, the suspects restrained the victims before ransacking their home and leaving with several items.

Cpl. Ian Henderson said on Friday: “This was a very frightening incident for the two victims who were simply enjoying a quiet night at home when it happened. However, based on the initial investigation, this incident does not appear to have been a random one. It seems the suspects may have had specific targets in mind, but chose the wrong home at the time.” Police are looking for four suspects, all of whom were wearing dark clothing with hoodies at the time. The investigation is still ongoing. Police are asking nearby

residents to check their home security video systems to see if they may have captured the suspects in the area at around 9:30 p.m. on Tuesday. Surrey collision at bus stop injured three people SURREY RCMP said on Monday that the motor vehicle collision that occurred on Sunday at approximately 5 p.m. at a bus stop on 72 Avenue between 122 Street and 124 Street resulted in injuries to three people, one of whom sustained multiple fractures. A single vehicle left the roadway and mounted the sidewalk striking three people, including a five-year-old girl. The victims were transported to the hospital. The driver of the vehicle is a Class 7 (learner) who was under supervision at the time

Surrey RCMP seek help in Sunday’s hit-and-run SURREY RCMP are seeking witnesses and video to assist in the investigation of a hitand-run collision in Newton. Police are also appealing for the driver of the vehicle to come forward. A 70-year-old man was walking in the area when a vehicle making a left turn struck him. The vehicle did not remain at the scene or stop to assist the pedestrian. The

pedestrian sustained non-life-threatening injuries and was transported to an area hospital for care. The suspect vehicle is described as a dark coloured hatchback and the driver is described as a South Asian man in his 20s with a beard. Charges laid in homicide of Ma Cecilia Loreto of New Westminster

CARLO Tobias, 21, and a 15-year-old youth have been charged in connection with the murder of Ma Cecilia Loreto, whose burned body was was discovered in Burnaby’s Greentree Village Park on March 18 at 1:57 a.m., the Integrated Homicide Investigation Team (IHIT) announced on Wednesday. Loreto’s death was deemed a homicide. IHIT took conduct of the case and determined that she was likely killed at her New Westminster residence earlier in the evening of March 17 before being brought to the area of the park where she was ultimately discovered. On March 23, Tobias and a 15-year-old youth were arrested and each later charged with first-degree murder and indignity to human remains in connection with Loreto’s death. Police said this is believed to be an isolated incident with no connections to any of the other recent acts of violence. All the parties involved knew each other. “Our deepest condolences go out to everyone affected by the death of Ma Cecilia, who was known to her friends and colleagues as Maricel or Mycel,” said IHIT Sgt. Frank Jang. “IHIT also recognizes the important contributions made by its partners from the Burnaby RCMP, the New Westmin-

Suspects in armed robbery in Newton arrested in Burnaby

COORDINATED efforts by the Surrey RCMP and the Burnaby RCMP Gang Enforcement Team resulted in the arrests of two suspects following an alleged armed robbery that occurred in Newton. Shortly before 8 p.m. on March 21, Surrey RCMP were called to a report of a robbery near 57 Avenue and 148 Street. The information received was that two unknown males flagged down a passing vehicle, under the pretense of needing assistance. The suspects are alleged to have produced a weapon and stolen the victims personal property. The suspects then took off in a nearby vehicle. Although the victim was physically unharmed, this was a distressing incident for them. Surrey RCMP said victim services were provided. The Surrey RCMP Gang Enforcement Team (SGET) immediately broadcasted details about

the occurrence to other Lower Mainland police agencies. One hour later, at approximately 9 p.m., the suspects were arrested by the Burnaby RCMP Gang Enforcement Team in the 7700-block of 18 Avenue. The Surrey RCMP took custody of the suspects who remained in police custody until their court appearance on Tuesday morning. “We are very appreciative of the cooperation we received from the Burnaby RCMP,” said Superintendent Manly Burleigh, Surrey RCMP Operations Officer. “With their assistance we were able to apprehend the suspects within a few hours of the occurrence.” Anyone with information about this incident is asked to contact the Surrey RCMP at 604599-0502, or Crime Stoppers, if they wish to remain anonymous, at 1-800-222-8477 or www. solvecrime.ca.

AAP says ‘black day for democracy’ as bill granting greater power to Lt Governor passed

New Delhi, March 24 (IANS): The controversial Government of National Capital Territory of Delhi (Amendment) Bill, 2021, was passed by Parliament on Wednesday, with the Rajya Sabha clearing the provision amid pandemonium, in a major setback to Delhi’s ruling Aam Aadmi Party (AAP). The Bill, ensuring more constitutional powers to the Central government’s appointed Lt. Governor as against the Delhi Assembly, had been passed by the Lok Sabha. Moments after the GNCTD (Amendment) Bill, 2021 got the Rajya Sabha’s approval, the Delhi Cabinet, including Chief Minister Arvind Kejriwal, took to social media to slam the move, alleging the Bharatiya Janata Party-led Centre was attempting to rule the national capital through the backdoor.

Kejriwal, in a tweet, said: “RS passes GNCTD amendment Bill. Sad day for Indian democracy. We will continue our struggle to restore power back to people. Whatever be the obstacles, we will continue doing good work. Work will neither

stop nor slow down.” Deputy Chief Minister Manish Sisodia tweeted in Hindi: “Today is a black day for democracy. The rights of the elected government have been given to the Lt Governor. The sad part is that the Parliament, which

is the temple of democracy, has been chosen to murder democracy. The people of Delhi will resist these dictatorial trends.” The discussions on the new legislation -- which gives greater powers to the Lt Governor -- led to heated arguments in the upper House of Parliament a number of times. Members of the Trinamool Congress, the AAP and the Congress, among many other opposition leaders, raised slogans against the legislation. Due to the ruckus, Finance Minister Nirmala Sitharaman had to cut short her speech in her reply to the Finance Bill 2021. During the debate on the Bill, Trinamool member Derek O’Brien alleged that Bharatiya Janata Party members were constantly commenting on him and that this was against the rules of the House.

New York (IANS): The COVID-19 vaccine, developed by Oxford University and AstraZeneca and distributed in India as Covishield, that has been questioned by some European countries has received a shot in the arm with a US trial of over 32,000 people giving it 79 per cent efficacy. The company said on Monday that the Phase 3 trials in the US showed an efficacy of 80 per cent in people over the age of 65, the most vulnerable group for contracting COVID-19 with deadly consequences. Twenty per cent of the trial participants were over the age of 65. The vaccine, known by the scientific name AZD1222, was 100 per cent effective in preventing hospitalisation, the company said. It means that even those who contracted COVID-19 after vaccination had only less severe

symptoms and did not need intensive treatment in a hospital. The independent Data Safety Monitoring Board (DSMB) which reviewed the trial results found no safety issues, the company said. The trial results showed no evidence of blood clotting risks, which had been claimed by some European countries that stopped the using the vaccine for a few days, AstraZeneca said. The European Medical Agency (EMA), which has approved the vaccine, had already debunked the claims of a link to clotting. The US study reinforces the efficacy and safety results of the Oxford-AstraZeneca vaccine trials in India elsewhere. It has already been already approved for emergency use in India and more than 70 other countries, but was required to conduct a

separate trial in the US to get approval for use in the country. The World Health Organisation has also authorised its use and the vaccine made by the Serological Institute of India is the backbone of the programme known as COVAX to supply it to developing countries. AstraZeneca said that it will apply to the US Food and Drug Administration for emergency use authorisation based on the study. The US study was a double-blind trial in which two out of three participants received the vaccine, while the other received a placebo — a dummy injection of safe saline water — to evaluate if the vaccine is effective among those receiving the vaccine by comparing the infection in the two groups. In a double-blind trial, neither the participants nor those giving the jabs know if it was a placebo or a real

vaccine so that all the participants face the same infection risks without altering their behaviour. Another significant finding of the study is its efficacy with people having conditions that make them more vulnerable to the disease. Of all the participants in the study, only 141 came down with COVID-19 with discernible symptoms, according to AstraZeneca. The company said that about 60 per cent of the participants had co-morbidities associated with an increased risk for severe COVID-19, such as diabetes, severe obesity or cardiac disease. The DSMB specifically reviewed the trial results for clotting — thrombosis — with an independent neurologist but found no increased risk among the 21,583 participants who had received the vaccine, the company said.

The National Investigation Agency 7 Khalistani operatives in Amritsar hand grenades case New Delhi (IANS): The National Investigation Agency (NIA) on Monday filed a charge sheet against seven Khalistani operatives in connection with the seizure of two hand grenades from Punjab’s Amritsar. An NIA spokesperson here said that the agency filed a charge sheet against Jajbir Singh Samra aka Jazz, a resident of Tarn Taran, Varinder Singh Chahal, a resident of Amritsar, Kulbir Singh from Ludhiana, Taranbir Singh aka Khanpuria also a resident of Amritsar, Kulwinderjit Singh aka Khanpuria, an opera-

tive of Babbar Khalsa International (BKI) and Harmeet Singh aka PhD, a Pakistan based self-styled chief of Khalistan Liberation Force (KLF) under several sections of the Indian Penal Code, Explosive Substances Act and UA (P) Act in the NIA Special Court in Punjab’s Mohali. The official said that during the probe it was found that Jajbir Singh Samra and Varinder Singh Chahal were part of a narco-terror module involved in distributing the heroin smuggled from Pakistan in order to channelise the

proceeds of the drug trafficking to various terrorist entities on the directions of Pakistan based terrorist Harmeet Singh aka PhD. The official said that Samra and Chahal had also picked up grenades and concealed them at a pre-decided location for carrying out terrorist acts to further the conspiracy hatched by Harmeet Singh and Kulwinderjit Singh. The official said that the probe has also revealed that Kulbir Singh, Manjit Kaur and Taranbir Singh had harboured and provided logistics support including accommodation,

and a business visa for Kulwinderjit Singh in Cambodia and Malaysia when he had escaped from India. The NIA registered a case on June 2, 2019 pertaining to seizure of two hand grenades and one Samsung mobile phone from a bag recovered by Punjab Police which was thrown by two unknown motorcycle riders at Harsha Cheena bus stop in Amritsar (Rural) when they were stopped by a police party during regular checking. The NIA had taken over the probe later.

When people attempt to retweet tweets with a synthetic and manipulated media label, they will see a prompt pointing them to credible information. “These Tweets won’t be algorithmically recommended by Twitter, which further reduces the visibility of misleading information,” the company announced. Twitter will also launch an events page dedicated

to the assembly elections on voting days and for the election results day. The page will include a timeline of Tweets from credible accounts to provide the latest information on the days of voting and election results. “These will be visible to account holders in India in the Explore Tab, and will provide continuous updates and context throughout the election period with multiple language videos from a variety of news partners in the carousel,” the company informed. “We are taking extra steps to ensure people have context to what’s trending for them and will include a representative Tweet, Twitter Moment or description to the top trends”.

Growing Pakistan-China collusion is India’s diplomatic failure: Amarinder Singh

Chandigarh (IANS): Terming the growing economic and military collusion between Pakistan and China as New Delhi’s “failure of diplomacy”, Punjab Chief Minister Amarinder Singh on Wednesday said by delaying resolution of the farmers’ crisis, the BJP-led Central government was allowing Pakistan to take advantage of dissatisfaction emerging in the state. Urging the Centre to repeal the farm laws in the interest of the nation’s security, if for no other reason, the Chief Minister asked: “Have you not thought of what Pakistan will do in this scenario?” Contending that they will take advantage of the dissatisfaction among the youth in Punjab, as they had done in the past, he stressed the need to “learn from history”. “Is Delhi sleeping?” he asked, citing figures on increase in arms smuggling into Punjab through drones since the farmers had intensified their stir. The Chief Minister once again urged the Central government not to sit on ego or prestige but to withdraw the farm laws immediately. “This is not Hitler’s Germany or Mao Zedong’s China. The people’s will has to be heard,” he stressed, adding that those at the helm should understand that the agitation of the farmers is not a political issue but a matter of their survival. The agitation is not limited to Punjab, he added. Pointing to his 52 years of experience in politics, Amarinder Singh said he had seen the build-up of terrorism, and also the assassination of a Chief Minister of Punjab. The situation was worse today because of economic and military collusion between Pakistan and China, which was “very ominous for India”, he said, at a media event. “While the Indian Army is equipped to handle any situation, the question is why the Indian government is allowing the country’s two big enemies to get together?” he asked. If there is a war, Pakistan and China will be in it together, and Punjab, which shared a 600-km long border with Pakistan, will be at the battlefront, he said. The Chief Minister warned against trusting Pak Army Chief, General Qamar Javed Bajwa’s offer of peace, terming it Islamabad’s “double-faced policy”. “Pakistan has been at our throats since 1947, how can they bury the past?” he remarked, adding that the Pakistani Army and the ISI have a vested interest in fanning tensions with India and will never let peace prevail. “Bajwa is, in fact, not fit to be an army man. Sachin Vaze faces terror charges, NIA takes over Hiran case Mumbai (IANS): In a major development in the SUV case, the National Investigation Agency (NIA) has slapped charges under the stringent Unlawful Activities Prevention Act (UAPA) against the arrested-suspended Mumbai Police Assistant Police Inspector Sachin Vaze, officials said on Wednesday. “The agency has added the sections of the UAPA against Vaze, who was arrested on March 13 in connection with Scorpio SUV with 20 gelatin sticks and a threat note, parked near Antilia, the home of industrialist Mukesh Ambani,” an NIA

official linked with the probe told IANS. Billed as a prime accused, Vaze, a former ‘encounter specialist’, was arrested for his role in the case and sent to NIA custody till March 25. The NIA had taken over the SUV case probe on March 3 after notification from the Central government. The Maharashtra Anti-Terrorism Squad (ATS), which is probing the businessman Mansukh Hiran’s death in the same case, was planning to seek Vaze’s custody on Thursday. it had cracked the Hiran case with the arrest of two persons and was in the process of winding up the probe into the mystery death of Hiran, whose body was recovered from the Thane Creek wetlands on March 5. However, at a hearing this afternoon, Thane Chief Judicial Magistrate P.P. Ingale directed the ATS to hand over to the NIA all the case papers pertaining to the Hiran death case, as per the Centre’s directives. After hearing all sides, the CJM said in her order: “In the present case, the police officers of ATS shall not proceed with the investigation in this crime and transmit all relevant documents and records to the concerned NIA officer without delay.”

The NIA was represented by Additional Solicitor General Anil Singh who submitted to the Court that the Union Home Ministry had directed the Central agency to take over the case from the ATS on March 20. Representing the ATS, Additional Public Prosecutor Anita R. Supare-Deotale argued that the Maharashtra government has not issued any directions on the transfer of the probe to the NIA so far. The ASG, however, contended that the Centre had sent a letter on March 22 to the state Director General of Police who, in turn, informed the state government on March 23 about the transfer of the ATS case to the NIA, which was also confirmed by the ATS Investigating Officer.

Punjab Chief Minister opposes direct bank transfer scheme for farmers

Chandigarh (IANS): Strongly opposing the direct bank transfer scheme for farmers, Punjab Chief Minister Amarinder Singh said on Wednesday that he had written to the Prime Minister seeking early resolution of the matter in view of the upcoming Rabi season. The Chief Minister, who has also sought time from Prime Minister Narendra Modi for a meeting on the issue, sought his personal indulgence to issue appropriate directions to the Ministry of Consumer Affairs, Food and Public Distribution to defer the implementation of the scheme for at least one year. The ‘ahrtiyas’, or commission agents, and the farmers have long-standing relations, he pointed out, questioning the need to change the system when it is working very well. Around 50 per cent farmers give their land on contract, so how will those who till the land get their money under direct bank transfer scheme, the Chief Minister said at a media event. In his letter, Amarinder Singh drew the Prime Minister’s attention to the ministry’s directions, asking the Punjab gov-

ernment to ensure direct payment to farmers along with online submission of the details of land owners and cultivators. Pointing to the age-old relationship that exists in Punjab between the commission agents, who are licencees under the Agriculture Produce Market Committee Act of 1961, and farmers, he noted that for the past many decades, the state’s procurement agencies and the FCI have been procuring foodgrains for the Central pool. The farmers have never complained of non-receipt of payment of minimum support price (MSP), and the state government is ensuring online payment to the farmers, albeit through these ‘arhtiyas’, the Chief Minister added. The Chief Minister further said that the land ownership and tenancy issues may give rise to various avoidable legal complications, especially during the ongoing farmers’ agitation. This, he said, “may also cause avoidable unrest and anguish among the farmers”. He noted that bringing the software in line with the proposed directions shall take considerable time.

Kejriwal sets stage for Punjab poll battle with Kisan rally New Delhi IANS): Setting stage for his party’s campaign in the Punjab Assembly elections due next year, Aam Aadmi Party (AAP) national convener Arvind Kejriwal on Sunday addressed a “Kisan Maha Panchayat” in the state’s Moga district. In his address, he hit out the Amarinder Singh-led Congress government, accusing it of not keeping its poll promises and deceiving the people of the state. He said that ‘Captain Sahib’ (Amarinder Singh) had made several promises to the people of Punjab in the run-up to the elections but forgot about them about his victory. Slamming the BJP, he claimed when farmers from Punjab reached Delhi’s borders, the Centre tried to develop pressure on his government to send them to stadiums, so that they “remain inside like in jails”. “But I did not sign that file despite massive pressure from the Centre. That is why the BJP is now taking revenge from the AAP government now,” he claimed, citing the National Capital Territory of Delhi (NCTD) (Amendment) Act 2021 introduced in Parliament to concentrate all power with the Lt. Governor. “The BJP is doing it because the AAP government did not accept their instructions to put you (farmers) in jails. Instead, I stood in your support and all my leaders and workers participated in protest as sevadars,” he said.

Sack full of Rs.10 million cash seized by election officials in Tamil Nadu

Chennai (IANS): A sack full of currency notes totalling Rs.10 million lying on the roadside was seized by election officials on Tuesday night in Tiruchirappalli district in Tamil Nadu, said a police official. “On Tuesday night at Pettaivaithalai police got information about a group of people in two cars arguing on the road. On seeing the police one group drove away,” a police official in the district told IANS. He said the police saw a sack on the roadside near the car and on opening it they

found cash bundles. Soon after senior police and election officials arrived at the spot. The second group consisting of people belonging to the AIADMK party told the officials that they had just parked the vehicle and no way connected with the sack of cash, police said. The unaccounted cash was then deposited into the state government treasury. The police were not able to trace the car that drove away. The election for Tamil Nadu assembly is slated for April 6.

My experience will help handling Punjab beyond 2022: Amarinder Chandigarh (IANS): Ruling out any threat from the other major political parties in the next Assembly elections, Punjab Chief Minister Amarinder Singh on Wednesday said he believed that his experience of governing the state and also in the Army will help him handle the challenges of the state beyond 2022. Speaking at a media event, the Chief Minister trashed the C-voter survey, that gave Aam Aadmi Party (AAP) a lead in the 2022 Assembly polls, as a “paid job” of Arvind Kejriwal. The AAP leader has a huge media Budget he can use to buy such surveys, he said, adding that Kejriwal’s party poses no risk to the Congress in Punjab.

Amarinder Singh “This same company had predicted 100 seats for AAP in 2016-17 and every one knows how many they ultimately got,” he said, adding Kejriwal and his party would meet the same fate in 2022. Pointing out that the Delhi Chief Minister had failed to implement

even 30 per cent of his promises in his previous terms, Amarinder Singh said Kejriwal should focus on his own state instead of talking rubbish in Punjab. “He talks about giving jobs to Punjab when his own track record in Delhi is pathetic!” quipped the Chief Minister. As for the Akalis, they are a divided lot and the party is splintering, with nobody to hold them together, said the Chief Minister, adding that Badal senior is no longer in a position to lead the party due to his age. On the BJP’s prospects in Punjab, his response was “Which BJP?”. The party has no support base in the state, where people are in fact angry with them, he said, adding

that the BJP could even end up getting back with the Shiromani Akali Dal (SAD) in desperation. On his own suitability to lead his party in the next polls, Amarinder Singh said while no one is indispensable he believes he can help Punjab. He has experience in handling the state, especially agriculture which he had been managing since 1985, whenever in office. Industry has to grow, and they have to have confidence in the leadership, he said, adding that the fact that the state has received Rs 73,000 crore on-ground investment since his government took over in 2017 shows their confidence. Further, said the Chief Minister,

He expressed the confidence that by the end of his term, 100 per cent of the promises made to the people of Punjab would have been fulfilled. “Punjab lives in my heart,” said Amarinder Singh, underlining his commitment to the welfare of the state and its people.

Amarinder Singh responsible for direct benefit transfer scheme for farmers: Akali Dal Chandigarh (IANS): The Shiromani Akali Dal (SAD) on Thursday held Punjab Chief Minister Amarinder Singh directly responsible for the imposition of the direct benefit transfer scheme for farmers even as it asked him why he was agreeing to implement the scheme even from next year when farmers were opposing it. The SAD also asked the Centre to reconsider its decision on the scheme, saying any unilateral decision on this issue would amount to infringing on the powers of the states and would

lead to further weakening of the federal structure of the country. It condemned the Chief Minister for shedding crocodile tears on the issue now after agreeing in writing to implement the scheme from the forthcoming rabi season. “Now when the rabi season is set to arrive next month he is doing a ‘tamasha’ of writing to the Prime Minister,” said SAD kisan wing president Sikander Singh Maluka. “What has the Chief Minister done to safeguard the interests of farmers

and arhatiyas (commission agents) since the last one and a half years? Why didn’t he meet the Prime Minister till now? Why didn’t he call an all-party meeting on this issue? Why didn’t he take the opposition with him in a joint delegation to the Prime Minister to ensure the age-old system of payment to farmers through ‘arhatiyas’ was not disturbed?” Asking Chief Minister Amarinder Singh not to indulge in skullduggery, Maluka said the truth was that the Congress government never op-

posed the new system to transfer payment for procurement of food grains to farmer accounts directly instead of through ‘arhatiyas’ when it was proposed more than one and a half years back by the Central government. “In fact, the government asked for a one-year period to implement the scheme. Now the Chief Minister is making a display of raising the issue before the Prime Minister when the truth is that he meekly surrendered to the Central government

and agreed to its unjust dictates,” he said. Asking the Chief Minister why he was again asking for one year to implement the system, Maluka said, “If the Chief Minister is clear that the system is not in favour of farmers, he should tell the Prime Minister point blank that the Punjab government will not implement it. It is well within the state’s purview to take this decision. Why is the Chief Minister grovelling before the Centre instead of standing up to it?” he asked.

Kejriwal’s lies re-run of false 2017 promises spree: Punjab Chief Minister Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Monday ripped into Arvind Kejriwal’s claims and allegations, slamming the AAP chief ’s “lies” as a “re-run of the spree of false promises and cheap attacks on the Congress he had resorted to back in the 2017 polls”. “The people of Punjab were wise to your deceptions then, and can see through them again now,” he said in a hard-hitting response to Kejriwal’s criticism of his government and the Congress. “Kejriwal’s barefaced lies will be exposed again, just as they had been exposed in the 2017 Assembly polls,” Amarinder Singh added, slamming the Aam Aadmi Party national convenor’s

“fabrications and deceptions”. Trashing his Delhi counterpart’s allegation of the Congress government in Punjab failing to fulfill its poll promises, the Chief Minister said it was “ridiculous to compare his government’s track record of over 84 per cent promises implemented with the Delhi government’s pathetic track record of less than 25 per cent of AAP’s 2015 manifesto commitments fulfilled in 2020”. “If this is the Delhi model you (Kejriwal) are promising Punjab, then my people are better off without it,” he said. Instead of indulging in deceitful claims and talking of ‘badla’, Kejriwal should focus on Delhi, which is still waiting for him to fulfill even 50

per cent of his poll promises, said Amarinder Singh. “Data available in public domain shows AAP’s wretched credentials when it comes to delivering on its promises,” he said, indicating the plethora of independent analyses ahead of the 2020 Delhi Assembly polls, which had showed that at the end of its five-year term, the Kejriwal government had fulfilled only 11 of its 70 promises. Slamming Kejriwal’s “dramatics” at a mahapanchayat on Sunday, Amarinder Singh said: “Unlike Delhi’s voters, those in Punjab are not deceived by such hyperbole and have trust in their own eyes and in what they can see on the

ground.” It was a matter of record, said the Chief Minister, that despite Delhi Congress leader Ajay Maken’s repeated questioning on the issue, the AAP government in Delhi had failed to show its progress on its lakhs of jobs’ promise of 2015. Even the much-touted Delhi Skill Mission had failed to take off, he claimed, adding that, as per figures listed in one of the analysis, the Kejriwal government had given jobs to 102 people in 2016, 66 people in 2017, and 46 people until April 2018. “You really have no shame if you can come and criticise my government’s employment record with such data on Delhi,” he added.

The Governor should explain what is stopping him from sending the Bills to the President, said the Chief Minister, adding that if they go to the President and he refuses to give his assent, then his government will move the Supreme Court. Asserting that he stands with the farmers, and his heart is with them, Amarinder Singh said if the farmers, who have so far opposed any political interference, approach him for intervention, he will be happy to suggest a solution to the current crisis.
